comment specifically more

about the final choice. But

what's really important to me.

Process was very important to
[9:02]
me in the situation this is my
[9:06]
thing. 3rd big city manager
[9:07]
search and I feel like I had a
[9:07]
good idea for some. The things
[9:08]
that could sign that read like
[9:12]
an would like and I just
[9:14]
wanted to list out the
[9:14]
parameters that I was looking
[9:15]
at that. I feel like we all
[9:17]
discussed so that everyone
[9:18]
understands how broadly we
[9:19]
looked in what they're doing
[9:20]
all sorts of things that the
[9:21]
cup public want to hear about.
[9:22]
So just bear with me and I'm
[9:24]
just going to tick off a list
[9:25]
of of issues that I have noted
[9:27]
that I was looking at in
[9:30]
voting down and then further
[9:31]
interviewing and that was the
[9:33]
extent of experience. Placing
[9:35]
city managers and Council
[9:36]
manager jurisdictions
[9:37]
experience with coastal gma
[9:40]
regulated. So Northwest
[9:41]
communities, equality of plan
[9:42]
for input from Council staff
[9:45]
and the community outreach be
[9:47]
on passive applicant
[9:49]
application. A collection
[9:51]
clear fair and fair cost
[9:51]
structure quality a plan for
[9:54]
interviews testing projects
[9:56]
reference checks, history of
[9:58]
inclusive record recruitment,
[10:00]
diverse slate equitable
[10:02]
screening practices materials
[10:03]
tailored to be eyes
[10:03]
environment, politics and
[10:04]
issues. We didn't get much of
[10:05]
that from anybody. But we
[10:09]
love. Quality of sample
[10:11]
brochure materials realistic,
[10:12]
unclear process and timeline
[10:13]
regular updates experience
[10:14]
with vocal and early to
[10:16]
litigation prone communities
[10:21]
experience managing divided
[10:21]
councils.
[10:22]
>> And and recognition of the
[10:23]
need for both competence and
[10:23]
collaborative leadership and
[10:24]
of course, contract price. I
[10:27]
feel that in.
[10:28]
>> all these actually quite
[10:30]
diverse applicants with all
[10:33]
different sizes. Rest of peers
[10:35]
etc that the firm we selected
[10:36]
hit the most of these targets.
[10:36]
And so that's why for the
[10:40]
decision.

the guess I call a matrix of

scoring. It was really a

comprehensive list. As you
[10:54]
heard in an era down. But it
[10:54]
was it something that has a
[10:55]
great frame up. Thanks for
[10:58]
your work on that. So for
[10:59]
transparency, we got
[11:00]
applications. We met together
[11:04]
as our subcommittee look them
[11:07]
over and chose to forward 5.
[11:08]
It's not a reflection on all
[11:08]
of the applicants and all of
[11:11]
these firms are very
[11:12]
accomplished, very competent
[11:15]
great track records which is a
[11:17]
which is wonderful thing to
[11:21]
have that. We have a lot of
[11:21]
company firms that wanted to
[11:22]
be helping us out by next city
[11:24]
manager and interim manager.
[11:25]
So and the group that we
[11:30]
selected. It was. I think we
[11:32]
we spent quite a time deciding
[11:35]
on which group to do like for
[11:39]
me it it fit to scoop by it.
[11:40]
Location was great. I mean,
[11:42]
one of the most California.
[11:44]
And I think don't want stay
[11:45]
too. But that was not the
[11:48]
concern. We wanted the best
[11:51]
group. This is happens to in
[11:54]
our area person will be port
[11:56]
Townsend resident and so it's
[11:57]
very local very close and want
[12:10]
to that person. Cliff. More.

Lots lots of used to be a city
[12:15]
manager and the outcome on
[12:17]
ecmo County and Thurston
[12:20]
County. So he has personal
[12:20]
professional experience and
[12:21]
he's done a lot of work. This
[12:24]
firm I counted at least 20
[12:25]
cities in Washington state
[12:26]
that they have sent found city
[12:29]
managers as well as probably
[12:30]
another 50 were chief
[12:31]
executives and other other
[12:32]
positions. So they've been
[12:33]
very successful. The thing
[12:36]
that stuck out to me was he
[12:38]
has a background growing. Many
[12:39]
starting his early career as a
[12:42]
Peace Corps volunteer in Togo
[12:43]
West Africa. It was and
[12:46]
refugees resettlement officer
[12:48]
for care in Khartoum, Sudan,
[12:48]
pretty amazing back on
[12:49]
multicultural education.
[12:52]
That's his degree. And the
[12:53]
thing that stuck out to me was
[12:55]
when he was at the Washington
[12:56]
State University in 2021 it
[12:59]
was a co author of an 8 week.
[13:00]
Diversity equity inclusion
[13:03]
seminar for all staff and
[13:05]
faculty untitled fighting
[13:06]
racism and that's a lens that
[13:09]
we were using on a lot of our
[13:10]
applicants the key person was
[13:11]
actually kind wrote the book
[13:13]
for was too. So clearly
[13:13]
checked off that box very
[13:17]
well. Thank you so much.

You know, she was very

collaborative about it in made

sure that, you know, we felt

that the questions were, you

ask. So prof just happened to
[13:50]
be in of of that from just
[13:53]
happened to be our very first
[13:55]
interview and I was blown
[13:57]
away. I think we kind of
[13:58]
looked at each other and said,
[14:02]
well, if we had to stop here
[14:06]
we'd And of course we you
[14:07]
know, and there were things to
[14:08]
talk about, right because
[14:09]
there were some other
[14:10]
outstanding qualities that
[14:14]
showed later in the other
[14:15]
interviews.

[14:18]
manager said, which is that,
[14:19]
you know, I mean, we didn't I
[14:20]
don't know that 8 was the
[14:24]
right number. But the 5 that
[14:26]
we interviewed, we certainly
[14:31]
got percent. And I just want
[14:35]
to comment on. What sort of
[14:41]
won me over with Cliff Just an
[14:41]
amazing sense of down
[14:48]
directors authenticity. Just
[14:49]
like a belief that this was
[14:50]
the guy we could collaborate
[14:51]
with that there would be, you
[14:53]
know, no structural barriers
[14:57]
that that we would come up
[15:02]
against and then you know, he
[15:03]
in there to help the city of
[15:06]
Tacoma select their city
[15:07]
manager and not only that but
[15:08]
their human resources director
[15:09]
and their public works
[15:18]
director. Then the also has 2
[15:19]
city administrators in the
[15:20]
city of Pullman in the city of
[15:21]
Liberty Lake and I could go
[15:24]
down the list, but I won't
[15:27]
anyway. I'm I'm very excited
[15:27]
about the coming process and
[15:29]
sad as I for the reason for
[15:33]
it. But anyway, just wanted to
[15:35]
share a little bit about, you
[15:37]
know, my personal response to
[15:38]
this candidate company the one
[15:39]
who would be representing in
[15:44]
this search. Can somebody tell
[15:46]
I just want to make wonderful
[15:47]
question or comment. And I
[15:48]
think this is really important
[15:49]
for you to hear as much as
[15:50]
possible from us as well as
[15:52]
the community hearing. So you
[15:53]
understand the community's
[15:54]
sounds like what? How we got
[15:55]
here, especially at all.
[15:56]
Surprising or could anyone's
[15:57]
concerned. We didn't consider
[15:57]
anything.
[16:02]
>> That would be important.
[16:03]
And I think I would not have I
[16:04]
guess what I want to share. If
[16:05]
I were on the outside looking
[16:05]
in, I would have been
[16:06]
surprised that I would have
[16:09]
landed on this local firm. I
[16:12]
wanted to fixe and I am
[16:13]
assuming the committee would
[16:15]
say we want you to look look
[16:16]
far and wide for us to find
[16:19]
the perfect fit for us. So i
[16:19]
would never have thought we
[16:23]
would get some of the
[16:24]
responses and feedback that we
[16:25]
got from from prof about and
[16:26]
from Cliff about what they
[16:30]
will and can do nationally and
[16:31]
to have that because I would
[16:32]
never want to assure the
[16:32]
community that there's no way
[16:35]
that we're thinking we're so
[16:36]
focused on Washington. We're
[16:38]
not looking nationally. We're
[16:39]
looking actually, but to have
[16:39]
the proximity for in-person
[16:42]
touches and above all the
[16:43]
authenticity is so important.
[16:44]
So we interviewed some people
[16:45]
who are who are really good at
[16:49]
what they do. And would they
[16:50]
be a good fit for our
[16:51]
community and our Council in
[16:54]
our meetings and interacting
[16:54]
in with a b, you know, how
[16:55]
much would they flex their
[16:58]
process, et cetera. And so I
[16:59]
feel like we've got somebody
[17:04]
who is a bubble authentic
[17:04]
experience will do. The
[17:05]
National search. Want to
[17:08]
assure that people that and
[17:09]
will give us the ability to
[17:11]
say we want to add a different
[17:12]
in another layer of interviews
[17:13]
here or we want to do that.
[17:14]
And there's no ego involved.
[17:15]
We're going to be able to work
[17:17]
with this person. So I think
[17:21]
that's really critical. And I
[17:22]
will just also say that we
[17:24]
really did work hard,
[17:24]
especially when we got down to
[17:25]
the last 3 and really wrestled
[17:26]
with just know that we we took
[17:29]
it very seriously. That's
[17:31]
we're lucky. And just
[17:32]

compliment and you're really
[17:40]
Preparation work again, all
[17:42]
the firms and even the ones
[17:42]
that we said we would move
[17:44]
forward or they were wrong.

Qualifying and nobody really
[17:48]
kind of came down to what's
[17:51]
going to be the best fit for
[17:52]
our community in that will
[17:53]
double our community come
[17:55]
forward. The. For lack of a
[17:58]
better word to 5 of this
[17:59]
individual. And some of these
[18:03]
were really professional. But.
[18:04]
They might fit better in an
[18:06]
urban I you like a Seattle or
[18:08]
because the kind polished
[18:12]
professional, which is great.
[18:12]
But this is going to be this
[18:13]
going to be probably one of
[18:15]
the biggest things over decide
[18:18]
on my term and it's going to
[18:19]
be tough shoes to fill what
[18:20]
size issues do you have
[18:25]
blurred is make sure and he
[18:27]
will be missed and you've sent
[18:28]
us good model when we're
[18:29]
looking for the possible
[18:31]
candidates. They will find and
[18:32]
prominent did say it's going
[18:34]
to be a national search. And I
[18:35]
also in the interviews today.
[18:36]
I think her son of amended
[18:39]
wanted to it. They want to be
[18:40]
flexible. They want to make
[18:42]
sure they fit our community in
[18:43]
process. Plan is to be about 4
[18:46]
months or so. So and the thank
[18:48]

for and how we're going about

the council people I'm sure
[20:09]
you guys gave it your ended
[20:09]
very due diligence. And I

for this sort of decision and

the sort of work in the home

find it even more special it's
[20:34]
2 council members who went
[20:35]
through the West selling
[20:36]
program and are using language
[20:37]
like collaborative in some of
[20:38]
those things that you learned.

I'm sure went into this
[20:42]
decision and so I think the
[20:44]
community should be able to be
[20:45]
confident that this is the
[20:45]
right choice that building
[20:47]
brought along the way and that
[20:50]
we'll be masking the right
[20:50]
questions to fill the shoes
[20:51]
that we didn't want to feel
[20:57]
so. Councilmember chater.

comment, which is that a

number of the firm's that you
[21:06]
see on the list have men's
[21:07]
names and had women ceos so I
[21:13]
just one wanted. That's right.

surprise and they weren't shy
[21:20]
about saying yeah, this state
[21:22]
that has a man's name but a
[21:27]
woman is okay. Alright, I
[21:28]
moved to authorize the city
[21:29]
manager to execute an
[21:30]
agreement with profit company
[21:34]
as the executive search firm
[21:35]
to assist with the
[21:35]
identification of the city's
[21:39]
next city manager and interim
[21:40]
city manager.

expenses.

helpful for the 3 of us at all

to help bridge.

the council. Also, I would

imagine profit spawn to us

with a tentative schedule for
[22:57]
initial introductions in their
[22:57]
scope. Their first piece is
[23:02]
too develop a profile.
[23:03]
Qualities of city manager
[23:04]
candidate that the council in
[23:07]
the community would like
[23:08]
typically there's a
[23:08]
three-legged stool here and
[23:10]
that is the council, the
[23:15]
community staff and typically
[23:16]
again, this is a well
[23:17]
experienced a recruitment They
[23:22]
will make inroads in and
[23:22]
discuss with you the way to
[23:25]
reach out to touch those bases
[23:26]
and then they'll be doing that
[23:28]
simultaneously with developing
[23:31]
go fund at pool for an
[23:32]
interim. I expect that they
[23:33]
will be doing that through the
[23:33]
month of DECEMBER in 2 mid
[23:38]
JANUARY. And the person
[23:39]
interaction. I'm sure
[23:45]
beginning of the year.
[23:46]

to be sure that we at a
[23:50]
minimum request early agenda
[23:52]
item for the council, discuss
[23:53]
any feedback that we want to
[23:53]
give since we can't
[23:54]
individually in our one on
[23:57]
ones. Be directing anything at
[23:58]
all. And it was an important
[23:59]
part of our selection of this
[23:59]
from an if it would have been
[24:04]
any from that we just met with
[24:05]
that we would have the ability
[24:06]
as a council to weigh in on
[24:10]
that critical first step what
[24:11]
is gathered in the process for
[24:12]
and in that won't surprise
[24:14]
Cliff. I don't think to ensure

we get the best background for
[24:17]
the profile. So I just want to
[24:19]
put out a strong, you know,
[24:20]
saving right now. The sooner

we can get gender that the

whole Council can talk about
[24:26]
something like that. Because

we're going to go again. We're
[24:28]
going go into debt area where
[24:31]
we're just 7 people
[24:32]
disconnected. And if too many
[24:33]

might lost an opportunity.

want to have this meeting. Was

other activities at this point

first Council council will be
[25:12]
swearing in for councilmember
[25:13]
son. That meeting will try to
[25:16]
make more ceremonial eating.

We do have a study session
[25:17]
scheduled for JANUARY. The
[25:22]
20th. The topics we thought we
[25:24]
had probably change some of
[25:25]
those topics. And then a
[25:25]
regular business meeting on
[25:29]
the 27th. We also can't call
[25:33]
through. After the 13th. We
[25:38]
will have. A new mayor and
[25:40]
then through of the American
[25:41]
call special meetings as
[25:44]
needed for the council. To
[25:45]
engage in various steps along
[25:49]
the way. So yes, the work a
[25:50]
little bit of flexibility on
[25:52]
the council's part. But I
[25:55]
expect that we can do that and
[25:57]
hopefully can have quick
[25:58]
check-in meetings like this
[25:58]
one was intended to be in
[26:01]
terms of allowing Go ahead
[26:02]
slick for and then we can get
[26:04]
the paperwork going and
[26:06]
they'll be on and certain with
[26:12]
the engagement problem too.

find out what the plan is for

and see where the flexibility

we're going to get into the

end of DECEMBER and that that
[26:52]
timeline. I'm guessing that
[26:52]
his preference is going to be
[26:53]
that he's getting close to
[26:57]
developing a profile. So
[26:58]
again, I certainly Biden for
