[1:49] 10th Street, apartment I. I'm here representing the uh Snake River Music
[1:54] Gardens, uh which is a 501c3
[2:00] uh environmental program watershed for all of the Snake River drainage from the
[2:07] headarters all the way to the Columbia River.
[2:10] Uh what I'm here to talk about today is what has happened in the last 100 days
[2:16] of uh from the White House and how it affects
[2:22] uh the coordination programs that that we're doing for watershed management
[2:28] within both public and private lands on on uh the uh watershed of the Pow River
[2:36] drainage with the Pow River Wershed Council.
[2:41] Uh there are three executive orders and one supreme court case that are
[2:46] pertinent to what is happening at the county level and state level. The state
[2:52] has totally ignored all the three executive orders and the supreme court
[2:57] case. Supreme Court case is from uh 2024 and that's the one that I wrote the
[3:07] essay on the last time I was here doing a presentation on the Snake River and
[3:13] the Blue Mountain Forest plan revision. So I won't go over that other than the
[3:19] fact saying that that has resulted in the u
[3:27] the executive order 14225 which deals with the forest timber
[3:35] management >> for the timber harvest primarily and the
[3:39] wildfire uh inter agency funding emergency funding for wildfires and
[3:45] such. that's that directly affects us for both
[3:49] our public and private lands within the county.
[3:54] Then the other two uh executive orders is 14168
[4:00] and 14151.
[4:04] 168 deals with title nine uh distinguishing between biological
[4:13] uh what is a biological male and female and what is uh gender what they call
[4:21] gender determination. It distinguishes that for that
[4:27] title nine as well. Then the other one uh 141
[4:34] 51 deals with DEI
[4:39] and that deals with all of the racial issues and all of the urban primarily
[4:45] urban uh social justice, environmental justice and all that stuff within urban
[4:53] uh growth boundaries particularly for this state.
[4:57] Uh so and one of the things is is the for the county is the fact that DLCD's
[5:09] strategic plan from 2023 to 2031 is going to have to be scrapped and
[5:16] completely redone. The state is yet to address that issue for the four parts of
[5:22] that plan. The first two uh deal with the uh the two executive orders uh of
[5:30] the DEI and and title title nine. Uh what that has to do in the strategic
[5:38] plan as what I've been arguing with for years that it it didn't and now that is
[5:45] clarified and it's going to be addressed. Okay. Now, uh, my wife is
[5:50] going to bring up the other work that we're doing that we presented also
[5:56] earlier that has to do with the food program within the local uh, farm to
[6:03] market within the county. So, >> okay. And we need to keep this

[6:29] Washington DC to the Department of Health and Human Services. It's called

[6:42] farm or ranch that wants to can become an education center for making America
[6:48] healthy again because what happens on the ground, the food that's grown, the
[6:53] cooking that's done, the food that's preserved, the education that's passed
[6:57] on to our youth, that's what's really going to make America healthy again. We
[7:03] sent a 13page paper to Washington. But we're here in Baker County turning it
[7:09] into a book, a little booklet, a handbook that we can hand to any rancher
[7:14] or farmer that's interested in becoming part of the program. And when the book
[7:18] is published and printed locally, uh, we'll bring a copy to the commission.

[7:34] for the timber increase. Uh I attended the uh annual meeting for the American

[7:50] the the big topic. and and to look beyond your merchantable timber to the
[7:56] smaller timber the mess that we have uh throughout the wa Whitman and utilizing
[8:01] that timber. So looking at um laminated beams and different things like that for
[8:06] usage and uh a timber coalition is being formed by me uh within the county so
[8:12] that we can push that forward. Jackie Buchanan's uh target for uh the 25%
[8:18] increase is actually over 30% by 2027 instead of five years for region six. So
[8:25] just to let you know that I uh have been uh in the works on that. So we'll see
[8:32] what we get. and to let you know outside that you brought that up. I've also
[8:38] contacted the local BLM office >> and they have to with the forest service
[8:45] were setting up for the distinction between the BLM and the forest service

[9:05] really good letter to um to Washington about uh the Forest Service uh the BLM

[9:15] streamlined in the Forest Service for the mining and extraction, mineral
[9:18] extractions and things like that. Okay.

[9:30] supervisor and the poor supervisor as it pertains to that
[9:36] at the local level because Washington has already contacted them.

[12:26] having me. So, um, this is a the department updates are kind of an
[12:30] opportunity for each of the department's elected officials to come in and just
[12:34] give the the public and the commissioners a kind of a quick, uh,
[12:37] preview of where we are and where we're headed with things. Um, so the county's
[12:43] facilities department is a general fund department um that currently consists of
[12:48] 3.75 um, FTE. Um our central operations are here in the courthouse and uh we
[12:55] have an annual operating budget of just a little over a million dollars. Um the
[13:00] some of the locations that we um take care of which includes all county owned
[13:05] property, some rented leased as well. Um but some examples of that of course are
[13:10] the county courthouse here, our justice uh center jail, parole and probation
[13:15] offices, juvenile office, health department, um weed department/emergency
[13:20] management um storage facility over on Bridge Street, um some additional
[13:25] storage on 13th Street. And then we help um our special funds with their uh
[13:30] buildings and locations as well, which include things like the road department,
[13:33] museums, parks, and fair. Um we cover all aspects of the county owned
[13:39] structures. Um so some examples of that would include exterior uh components
[13:44] which are like roofs, siding, doors, windows, locks, that sort of thing. Um
[13:49] interior components, everything from floors, walls, paint, trim, uh plumbing,
[13:54] electrical, and HVAC issues. And always get the question HVAC, which is heating,
[13:58] ventilation, and air conditioning. um life safety components, fire systems,
[14:03] security uh systems, elevators, backflow um devices and all that. Um we also uh
[14:10] provide in-house all of our janitorial and maintenance um for our um facilities
[14:16] which include um or which provides you know safe sanitary conditions not only
[14:23] for for our employees um folks confined in the jail but also the public. And
[14:28] that includes over 60 uh toilets, over 60 sinks and 10 urinal. So that's always
[14:34] a lot of a lot of business busyness. Um we we also in house cover all the
[14:40] grounds maintenance uh needs for for our location. So this includes, you know,
[14:44] lawn maintenance, weed abatement, irrigation systems, tree care, and our
[14:49] walkways, parking, and pathways. Uh we address striping, resurfacing, and snow
[14:54] and ice mitigation. So there's always lots of work to do there. Um we also are
[15:00] tasked with long-term secure storage of documentation and document uh uh
[15:05] destruction and and that process. Um a few examples of some of the projects
[15:11] we've had going or currently working on or going to be taking on um here at the
[15:17] courthouse. Uh completed project was last fall repaving the west drive um and
[15:22] entrance uh area to the courthouse here. It involved tree removal base prep by
[15:26] the road department for the paving and then once it was completed the
[15:30] restriping and um markings. Uh we're continuing to work on the remodel of our
[15:35] tech area expansion and planning department move which is down in the
[15:38] basement area kind of encompassing an area that the water masters used to
[15:42] utilize and then some additional storage. uh with uh completion slated by
[15:47] the end of this budget year um for phase one being the planning and tech moves
[15:52] and then we would be able to take on the second phase of that which is rehabbing
[15:56] the existing tech space to enlarge our server room capacity and make their
[16:00] space a little more usable. Um, and then upcoming we're going to be working on a
[16:05] new transaction window for circuit court um and a hardening of their entryway to
[16:11] to be more compliant with their safety and security concerns up there. Uh, at
[16:15] the Justice Center, we put in new stainless steel countertops on
[16:18] everything out there. Uh we completed a repaint of all the exterior and we're
[16:23] continuing to work on um their emergency operation addition which is about a 3500
[16:29] square foot edition that um is in the final phases of engineering
[16:35] and design and should be going out for bid sometime hopefully later this month.
[16:40] um special fund projects. We did uh we
[16:43] completed we being the road department and the
[16:47] facilities department completed the foundation for the road department's uh
[16:50] 9,000 foot storage building replacement. Um and we're about to uh get started on
[16:56] repainting the weed building and EM building over at 13th Street Storage. So
[17:02] uh we also participate in uh several departmental specific activities
[17:07] throughout the year that require our um services and couple of examples of those
[17:11] are securing and transporting mailing for elections and for taxation purposes.
[17:16] And we also participated in in a couple of community projects that were centric
[17:21] to the uh courthouse here location and that was the operation green light and
[17:26] uh which was a recognition of veteran services to our country and uh the
[17:30] Oregon gold star family memorial event uh which was also hosted here at the
[17:34] courthouse and it was uh coordinated by Rick Lori our veteran service officer.
[17:38] So overall, we have a very busy um schedule, but it's been a successful
[17:43] year for us and we're looking forward to uh another non-stop um busy year ahead
[17:49] of us. So that's kind of a few things in a nutshell from our world.

[20:18] child abuse cases, how we're going to respond to them. It has law enforcement
[20:23] us and so um it helps fund WDE's position. and I actually bumped that up
[20:27] a little bit this year because we had an uptick a little bit. So, um that'll help
[20:32] with his position a little bit. And then, um our training funds, we send law
[20:38] enforcement, DHS workers, teachers, people from our office to um trainings
[20:43] to make sure that we're up to date on the newest and best way to investigate
[20:47] and prosecute child abuse. So, >> so your contractors that you contract
[20:52] with, do do you also pay for their training then when they go to Chelsea?

[24:49] aid agreement because it's the fire agencies federal, local and state or

[27:43] marshals office has upstaffing grants. So it's going to get really complex what
[27:48] they did last year and hopefully we have the right people around the table uh to
[27:54] work it out. But uh that's really you're you're correct Michelle that's really
[27:57] the commissioner that's really the the after this agreement ends and money's
[28:02] talked about a supplement agreement comes in and those other agreements and
[28:06] that includes things like qualified training uh the proper equipment uh
[28:11] personal protective equipment and those things
[28:17] » so are we still at is it four days for mutual aid that you can be out there
[28:21] » four hours >> four hours and Yes.

[32:48] of the permitting and inspection of on-site um septic systems in Baker
[32:52] County, and we had a regional person doing that up until fall of last year.
[32:58] DEEQ has not filled that position. So Baker County needed to figure out what
[33:03] we could do in the alternative like alternatively to help our citizens and
[33:08] the public get all their septic approvals completed. And so in
[33:13] discussions with Harney County, they are interested in taking on that role still
[33:18] under the rules of DEQ, but they would take on that role that role locally for
[33:22] Baker County. and the IG before you is explaining the roles and
[33:27] responsibilities in the agreement between DQ Harney County and Baker
[33:31] County. So that's what's before you today is just the responsibilities of th
[33:35] those governing uh bodies um or entities. And then there will be
[33:41] ordinances or an ordinance coming to you later this month on how it's actually
[33:46] going to be locally implemented. But before we do that, we needed to get the
[33:50] agreement signed if you guys agreed to have Harne County handle that on behalf
[33:55] of DEQ. So >> yeah,

[35:24] funding request.
[35:30] Right. Well, good morning commissioners. Thank you for letting us come here to uh
[35:34] present this proposal. Um as as you all asked us to do, we we sent these
[35:39] proposals to the um TLT committee. And uh those were both passed with
[35:45] overwhelming support on to you. And so, um, I'll just briefly go over the, uh,
[35:51] city's part for the startup cost for the Baker City Tourism Fund, and then
[35:54] Councelor Joseph will cover the Court Plaza request. Um,
[36:00] for our uh, application, which focuses on the startup costs for Baker City's
[36:05] tourism fund, the intent of this is basically to just ensure a smooth
[36:09] transition over to us starting our TLT program. All the expenditures in there
[36:15] are uh expenditure and line items that are already on the county's budget and
[36:19] our typical marketing expenditures for um cities across Oregon. So uh when we
[36:26] presented it to the committee, it originally was a $625,500
[36:31] request. Uh, Commissioner WHM had some concerns with uh you all funding the
[36:37] entire Baker City downtown um costs for the upcoming budget year and so we
[36:44] reduced that uh to cover what you had already agreed to through October and
[36:49] then said the city would would cover the rest. So we reduced our request from
[36:54] 625500 to 575500.
[36:58] Um, from our perspective, we believe this is
[37:01] a fair request to the county. It allows us to have the needed funds for the
[37:05] transition to give that smooth transition. Uh, and it addresses the
[37:08] county's concern that the funds only be spent in accordance with the county TLT
[37:12] ordinance. Um, so, uh, if approved, this request, uh, and including the $200,000
[37:21] court plaza requests, that, uh, reflects at or a little bit under 50% of the
[37:27] projected remaining balance. uh what what we mentioned in the committee
[37:30] presentation and in the and in the uh um narrative part of the application is
[37:37] that uh you know there's a good chance that that ending fund balance could be
[37:41] nearly $2 million by the end of this budget year. Um in which case we're not
[37:46] going to try to come back and ask for for more money. So it you know at at the
[37:50] very least this is going to leave the county with uh $800,000 plus and likely
[37:55] uh potentially up to $1.2 2 million. So, we think this is a very fair request and
[38:02] we ask for your support. >> I do have a question. Um,
[38:06] » on the tourism related facilities on the one that you presented, it was just
[38:10] » generic 100,000, >> right?
[38:12] » So, could we just throwing this out here, could we put the Cork Street Plaza
[38:15] in there and then, I don't know, just make it so that it's all there instead
[38:21] of having a separate one and that would be your tourism related facility. I'm
[38:24] just throwing that out there. There's several problems with that with the
[38:27] Court Street Plaza. Number one, TLTC did say that they approved it contingent on
[38:32] proof that it actually falls into line with Ora's uh rules and uh that that
[38:40] that is a and so I clarified with uh with Orla uh and I sent that to Tyler uh
[38:48] and uh on that they uh Ora talked about so that is not before us right now that
[38:55] is with TLT. it has to go back to TLT on the 15th uh with the proof in order for
[39:02] that to move forward. Okay, >> bottom line. Um it it doesn't fit. It
[39:07] does they don't it it doesn't have parking. Um and then when he was talking
[39:11] about parks that fit they were the three larger three larger parks that he gave
[39:17] he sent me examples of and I forwarded to the TLTC to decide if they feel that
[39:22] it was that it's comparable and it's not at all. It's not comparable at all with
[39:26] what he was saying uh actually fits. So that court street plaza should not be in
[39:31] this conversation at all because it's going back to the TLTC on the 15th.

[39:38] um on the other tourism uh when you're talking about tourism related facilities
[39:42] and um that it fits your typical uh you even though TLT uh C did approve it um
[39:52] from this from this list you did not identify like normally people would have

[40:07] you it was not stated um what the facility would be, what the
[40:14] project would be. You just did a general facility. Other uh businesses that come
[40:20] and ask for that or other facilities that ask for that would not be afforded
[40:25] that wide. Um just you we want the money because we want to use it on tourism
[40:29] related facilities. They would have to tell you specifically the project and
[40:33] the facility. Okay. um on the BCD. Um so you you even though you you
[40:43] reduced it, you didn't reduce it on this list, it's still at 80,000. Um but in
[40:49] the city council meeting, you stated that you were going to
[40:55] take over that contract July 1st with BCD.
[41:00] that you stated that and so either you take it over on July 1st or we pay it
[41:07] monthly to BCD through October through the end of that contract and it
[41:11] shouldn't be in here along with the uh shrine game for 10,000 because uh that
[41:19] is actually included in the budget for next year on the 227 227 budget uh for
[41:25] next year. It should not be included on here. that's not that's not part of it
[41:29] because it is in in budget. So, um if and and that's 25,000 instead of 80,000
[41:38] uh for BCD contract. Um so, just a couple things uh just the tourism
[41:45] related facilities. I don't believe that you gave uh what normally would be
[41:50] typical of um presentation and ask on that one. Um there's a lot of fluff in
[41:58] the list that you ask for. Um you will have funds for the 1A basketball
[42:05] tournament for 2026 by the time that comes around. Uh I can go through it
[42:09] line by line, but uh what I am willing to
[42:14] okay is the tax board training and materials.
[42:19] uh realistically for a th000 development of marketing marketing tools
[42:25] realistically for 6,000 brand development 10,000 digital content and
[42:31] asset creation$10,000 that's a total of 27,000 and then plus
[42:37] the 25,000 contract uh for BCD and then 10,000 for um the shrine that is going
[42:44] to be in the budget for those two items but the out of this list. I can see
[42:49] 27,000 actually fitting the uh request >> out of 570,000.

[44:44] achieve boards scale marketing efforts. It's just I mean I could keep on going
[44:48] through all of these on why the 238,500 out of their request of 570,500
[44:55] and I could go through all 14 of those if you want.

[49:06] that or whatever. Um, I do think it needs to be more specific, but that's
[49:11] the only thing that I object to in this in this proposal. Um, the more I look at
[49:15] it, it needs to be more defined um based on the ordinance. And so, um, that would
[49:20] be and then I would like to entertain that you could come back, you know, for
[49:25] $100,000, leave that on the table, come back with $100,000 request.

[49:32] » I would also like uh the cooperative marketing uh at zero. Um,

[49:55] redundant with the uh coop with the collaboration marketing above it. You

[50:06] the same and I would put that at zero because that's a double ask there. I
[50:12] would say zero for event grants. Um I don't know.

[50:21] events that that you're going to be uh grant uh doing. BCD is receiving
[50:27] » uh funding and and all of that for Baker City downtown events. Um I don't know. I
[50:33] tried thinking of any event that um is not Baker City downtown um that's
[50:38] already being funded. Um, also I have zero on uh wayfinding physical products
[50:46] and wayfinding electron. Nope, no, no, no, no, sorry. Uh, let me see here.
[50:51] Wayfinding electronic products and the travel and training. Um, and
[50:59] » the wayfinding is one of the biggest things we want to do is putting up
[51:02] several signs as well as electronic wavefinding which will significantly
[51:05] enhance >> student. So that no the wayfinding
[51:08] physical uh is still in there at 100,000 but the electronic is at zero just due
[51:13] to um online wayfinding services that that are
[51:19] at no cost such as Google for business or something like that.
[51:22] » So can they can they work with Jessica with the datafy? I mean we're paying
[51:28] they're paying x amount of dollars to do the datafy. Isn't there a way to
[51:32] » they can work with Jessica all day long every day if they want to. They don't
[51:36] collaborative marketing and all that stuff.

[54:50] going to be pretty low. You're going to have like a a try
[54:55] try county pull to get people to come in. And if you're if if all of these
[55:03] entities are working against each other for marketing and exposure, it's going
[55:08] to be disastrous. and the county and the city and the citizens that rely on all
[55:12] of this are are going to be in trouble. It's not
[55:17] going to be good. You guys have a tourism industry. The county has
[55:21] tourism, agriculture, and healthcare.
[55:25] » Yeah. And that is that is marked out on the agriculture, too. I I can't imagine
[55:29] any agriculture within the city, but >> maybe I just left that as culinary.
[55:34] » Well, there are some people growing some stuff, but it's not the kind you

[1:30:32] exeicio that doesn't do that. And I also changed the wording to a county
[1:30:36] commissioner. So whoever you guys choose to have, you know, in that
[1:30:40] » so we can rotate it if we want to and whatever every year just like our
[1:30:44] committees that we normally >> it is up to you guys. It's a so you guys
[1:30:49] and I intentionally wrote that and so you guys would have that ability to do

[2:35:56] 1,000 foot sewer line uh that we'd have to dig and put in 100 foot of both
[2:36:02] electric and um water line which isn't a big deal but um right now it is settling
[2:36:07] to the point that a door popped open it had to be screwed shut and um the inside
[2:36:12] is really nice. I swear when we did the walkthrough last year when John left, I
[2:36:16] thought I had to do the rock walkthrough and I thought, oh, oh, you know, and I

[2:42:07] state income taxes to return to their counties of origin. This bypasses any
[2:42:11] scaling restrictions caused by measures five and 50 and creates a local benefit
[2:42:15] from increasing local wages. The dollar amounts for each county will be listed
[2:42:20] on the So the dollar amount for Baker County is 1,155,000.

[2:42:31] it on the ballot. >> Yeah, because so right now AOC can't

[2:51:20] left that with Stephen and Luke of disposing the full bags to the

[2:51:31] we should be seeing that agreement very soon and getting that done because that

[2:54:25] before they do anything, we should be having that done

[2:54:33] » The dispatch fees. We need to have that in place before we start charging the
[2:54:37] fees July one. And then we need to have the ambulance. We need to have that in
[2:54:42] place. That's our
[2:54:47] there's two agreements that we need right now with find it.

[2:54:54] anything to do with the county. It's it's the backup for
[2:54:57] » but it does have to do with the county because we are the people that are in
[2:55:01] charge of the ambulance, >> right? So, it is in charge because we
[2:55:04] need to make sure that whoever has that contract is doing it legally. If you're
[2:55:09] out there doing an ambulance, we need to make sure that they're doing it under
[2:55:12] Pioneer, not on their own. And that's why I feel that we need to have that,
