[1:00]
codé. Pour les personnes avec
[1:06]
handicap positif, nous allons
[1:08]
commencer la réunion.
[1:42]
Tout le monde est en faveur?
[1:44]
- À l'unanimité.
[1:47]
- Nous avons passé
[1:52]
(---)
[1:53]
, notre est ici avec nous ce
[1:54]
(---)
[1:55]
soir. Nous allons lui passer la
[1:57]
parole pour avoir un compte
[1:58]
rendu de ce qui se passe à
[1:59]
Beaconsfield.
[2:13]
Merci Monsieur le Maire, bonsoir
[2:14]
à tous et à toutes. Dans un
[2:17]
premier temps, au nom du SPVM,
[2:19]
au nom du poste de quartier un,
[2:20]
en mon nom personnel, j'aimerais
[2:23]
souhaiter à tous les citoyens de
[2:25]
Beaconsfield une bonne année
[2:27]
2023. On va s'assurer de
[2:29]
maintenir vos rues calme et
[2:31]
sécuritaire, en 2023. Au niveau
[2:32]
de la sécurité routière,
[2:35]
plusieurs plaintes en cours sur
[2:36]
lequel nous travaillons
[2:38]
activement. Je vais y aller avec
[2:39]
un rappel sur votre. Pour la
[2:42]
vitesse, on travaille au coin de
[2:44]
Helm et Moreau, Aylmer et
[2:46]
Michael, Saint-Charles
[2:48]
(---)
[2:49]
, Beaconsfield échaudé, beau
[2:50]
repère Roseline
[2:51]
(---)
[2:52]
. Toutes des plaintes qui
[2:54]
viennent des citoyens. Il y a le
[2:56]
feu au jour coin de
[2:58]
(---)
[2:59]
. Des arrêts obligatoires au
[3:02]
coin de Sherbrooke et McCauley.
[3:04]
Au coin de beaux repères et
[3:06]
Saint-Jean, on a des conducteurs
[3:07]
aux heures de pointe qui utilise
[3:09]
la voie en sens inverse pour
[3:11]
contourner les véhicules qui
[3:13]
attendent pour tourner sur
[3:14]
Saint-Charles. C'est dangereux
[3:15]
pour les accidents. On fait
[3:18]
respecter ça aux heures de
[3:19]
pointe. Au niveau des écoles
[3:26]
Sherbrooke académie, la zone
[3:27]
scolaire à l'entrée et la zone
[3:29]
si déclasse. Le non-respect de
[3:31]
la sécurité routière, plusieurs
[3:33]
constats d'infraction en pas à
[3:35]
travers ces opérations. On
[3:37]
remarque que les contrevenants
[3:39]
sont des personnes concernées
[3:40]
par les sécurité dans ces
[3:41]
endroits, au cours des écoles.
[3:45]
(---)
[3:46]
(inaudible)
[3:47]
, souvent des résidents du coin.
[3:49]
On demande à tous les citoyens
[3:51]
de Beaconsfield de faire preuve
[3:52]
de civisme pour nous aider à
[3:54]
maintenir des rues sécuritaires.
[3:56]
Au niveau de la pétroliers avait
[3:57]
lot pour la deuxième année, on a
[4:00]
une patrouillé avait lot
[4:03]
hivernal
[4:04]
(---)
[4:05]
, les patrouilleurs seront dans
[4:06]
les parcs, les pistes cyclables,
[4:09]
les boisés qui seront ouverts.
[4:11]
Ils sont présents pour les
[4:12]
différents événements
[4:14]
communautaires. Le 5 novembre,
[4:15]
ils étaient présents on part des
[4:17]
héros pour la cérémonie du jour
[4:19]
du Souvenir. Le 27 novembre, un
[4:22]
événement était couru à
[4:23]
Beaconsfield, contraint de Noël
[4:24]
du Canadien Pacifique. Nos vélos
[4:28]
étaient là avec 17 policiers sur
[4:30]
les lieux, avec la sécurité
[4:32]
publique de Beaconsfield pour
[4:34]
sacré... s'assurer que tout se
[4:35]
passait bien. On travaille
[4:38]
actuellement depuis peu une
[4:41]
problématique signalé par les
[4:42]
citoyens de Beaconsfield, au
[4:43]
parc Angel Woods. Il y a des
[4:47]
chiens qui se promènent sans
[4:48]
laisse. C'est pour rappeler au
[4:52]
départ que chaque citoyen a
[4:54]
droit d'utiliser les espaces
[4:55]
publics en toute sécurité, en
[4:57]
toute quiétude, c'est pourquoi
[4:58]
il existe plusieurs règlements
[5:00]
encadrent à la présence des
[5:01]
chiens dans les parcs, les
[5:03]
endroits publics, les boisés,
[5:05]
les terrains privés, appartenant
[5:08]
à la ville ou non. Les amendes
[5:10]
sont élevées. On parle de 500
[5:11]
dollars plus les frais.
[5:15]
Angela Woods, un parc à
[5:18]
Sherbrooke... est clôturée, le
[5:21]
seul endroit
[5:22]
(---)
[5:23]
où les chiens sont admis sans
[5:24]
laisse. On unit nos efforts avec
[5:29]
la sécurité publique de
[5:31]
Beaconsfield pour être présents
[5:32]
au parc Angel Woods. Nous sommes
[5:35]
présents en mode
[5:36]
sensibilisation. On pense que
[5:42]
les propriétaires de chiens sont
[5:44]
au courant des règlements. Après
[5:46]
plusieurs mois de
[5:47]
sensibilisation, les
[5:48]
comportements n'ont pas changé.
[5:50]
On pense qu'ils choisissent de
[5:51]
ne pas respecter le règlement.
[5:54]
On interviendra et appliquera la
[5:56]
réglementation de manière
[5:57]
rigoureuse. En vertu du Code de
[6:01]
près ces heures pénal, toute
[6:03]
personne qui est contrevenant à
[6:04]
une infraction municipale a
[6:06]
l'obligation de s'identifier,
[6:07]
c'est la même chose d'un
[6:09]
policier ou d'un agent de la
[6:11]
Sécurité publique. On compte
[6:12]
grandement sur la collaboration
[6:13]
des citoyens de Beaconsfield,
[6:15]
particulièrement des
[6:16]
propriétaires de chiens à nous
[6:17]
aider à solutionner la
[6:21]
problématique,
[6:22]
(---)
[6:23]
entre les usagers du parc. Après
[6:25]
une première fin de semaine de
[6:26]
présences intensives au parc
[6:27]
joke,
[6:28]
(---)
[6:30]
on remarque que 50% des
[6:33]
contrevenants sont des résidents
[6:35]
de Beaconsfield. Une partie
[6:36]
vient de l'extérieur, aussi. On
[6:40]
remarque qu'après trois ou
[6:41]
quatre jours, des infractions
[6:43]
tendance à diminuer de manière
[6:44]
importante. On pense que le
[6:47]
message commence à être entendu.
[6:49]
On va s'assurer de continuer de
[6:51]
faire une présence soutenue pour
[6:52]
que les gens maintiennent leurs
[6:53]
bonnes habitudes.
[6:58]
Au niveau des agents sociaux
[7:00]
communautaires, plusieurs
[7:01]
présentations dans les écoles.
[7:04]
La présentation
[7:05]
(intervention en anglais)
[7:06]
pour les élèves de maternelle à
[7:07]
deuxième année à l'Académie
[7:11]
Sherbrooke junior. La sécurité
[7:13]
ce serait Internet
[7:14]
(---)
[7:15]
. Pour les quatre et cinquième
[7:17]
année, cyber-intimidation
[7:20]
(intervention en anglais)
[7:21]
, à Sherbrooke Académie senior
[7:23]
pour les élèves de sixième
[7:24]
année. Une présentation pour les
[7:29]
codes argents, la possibilité
[7:30]
d'avoir un tireur actif, qu'ils
[7:34]
se cachent et se protège. C'est
[7:37]
une présentation à l'école
[7:38]
Kennedy.
[7:39]
(---)
[7:40]
je n'ai pas d'événements majeur
[7:42]
d'accident à signaler dans la
[7:43]
ville de Beaconsfield, dans les
[7:44]
deux derniers mois. Le 20
[7:47]
novembre, une soirée de conseil.
[7:50]
Grâce à la collaboration des
[7:52]
citoyens de bikini différents,
[7:53]
on a procédé à l'arrestation de
[7:55]
deux successeurs
[7:56]
(---)
[7:57]
(inaudible)
[7:58]
.
[7:59]
Au niveau des vols de véhicules,
[8:00]
on a quatre vols de véhicules
[8:03]
dans la ville de Beaconsfield au
[8:04]
mois de décembre, trois en
[8:05]
janvier. Toujours dérivés,
[8:10]
toujours la nuit, toujours dans
[8:12]
la cour des propriétaires de
[8:13]
véhicules.
[8:15]
Je répète les coordonnées pour
[8:17]
nous rejoindre
[8:18]
(---)
[8:19]
. Pour rejoindre le... poste de
[8:22]
quartier ou encore
[8:23]
(---)
[8:24]
. Je vous informe que vous
[8:27]
pouvez également consulter le
[8:29]
site Internet du SPVM. Vous
[8:33]
allez trouver une grande
[8:35]
quantité d'information avec la
[8:36]
sécurité publique ainsi que les
[8:38]
différents services offerts par
[8:39]
la SPVM. Voilà qui complète,
[8:40]
merci. Merci, Commandant, y
[8:45]
a-t-il des questions à poser au
[8:47]
commandant? Vous pouvez aller au
[8:51]
micro, vous pouvez poser la
[8:52]
question.
[8:55]
- Je demande sur la route
[8:56]
(inaudible)
[8:57]
(---)
[8:58]
.
[9:04]
C'est large, c'est pour aller
[9:07]
sur la 20 août
[9:08]
(inaudible)
[9:09]
(---)
[9:10]
. C'est incroyable
[9:11]
(---)
[9:12]
. Même au-dessus de 100.
[9:18]
Surtout les
[9:19]
(inaudible)
[9:20]
(---)
[9:21]
, les camions sont pires. Ce ne
[9:23]
sont pas seulement les voitures.
[9:24]
Merci.
[9:26]
- Merci. Any other questions
[9:33]
To ask the Commanda? This is the
[9:38]
right time to do, it now that he
[9:39]
is here.
[9:46]
>> I'm resident of fairway
[9:49]
drive, and I personally have 115
[9:52]
pound dog, and I refused to
[9:54]
bring him to Beaconsfield dog
[9:56]
park anymore, because it is out
[9:59]
of control, and I think that's
[10:01]
why a lot of people find it
[10:03]
necessary, or wanting to walk in
[10:06]
the woods with their dog. So I
[10:08]
understand, this weekend was a
[10:12]
big financial gain for the
[10:13]
tickets, going up $650 I heard
[10:17]
they were with, thieves. I
[10:22]
brought this up to David,
[10:24]
several times, the Beaconsfield
[10:27]
dog park needs to be remedied,
[10:29]
so people can feel secure about
[10:32]
leaving their dogs in the
[10:33]
enclosed area, as opposed to
[10:35]
trying to use the woods. I've
[10:37]
used those winds for 28 years
[10:41]
now, with several dogs. And on
[10:44]
occasion, yes, I've taken them
[10:46]
off the leash early in the
[10:47]
morning, around 7:00 in the
[10:49]
morning. But over the last
[10:51]
couple of years, it's the usage
[10:54]
of the woods has dramatically
[10:58]
increased. So that is just one
[10:59]
point with regards to that, and
[11:02]
I agree I think you are
[11:03]
mentioning something about the
[11:05]
speeding. This city is, it's
[11:09]
crazy how much the speed -- it's
[11:16]
sort of out of control, very
[11:18]
first thing I did when I moved
[11:19]
to the street, because I applied
[11:23]
to have the speed bump put up.
[11:25]
Because stop signs were been
[11:28]
eliminated, and I am coming off
[11:31]
of elm and fairway, the average
[11:34]
speed that was recorded on a
[11:37]
disc was 73 kilometres an hour.
[11:39]
On a residential street. So
[11:43]
that's just -- I will elaborate
[11:45]
on your point as well, as far as
[11:46]
the dog park. I think there
[11:50]
needs to be some workarounds. I
[11:51]
know a lot of people have put
[11:55]
out that, for residents of
[11:57]
Beaconsfield can use the park.
[11:59]
But a lot of people coming from
[12:00]
all over the place, so something
[12:02]
to consider.
[12:03]
>> Excuse me, hi there, I want
[12:10]
to I didn't get your name? Maybe
[12:11]
we can touch base after, and
[12:13]
talk about those things? Thank
[12:14]
you very much. Any other
[12:21]
questions? Merci
[12:25]
Beaucoup, Commandant. Continuez
[12:28]
votre excellent travail à
[12:29]
Beaconsfield, nous l'apprécions
[12:30]
énormément!
[12:41]
Now, we get into the question
[12:44]
period, and I will first respond
[12:48]
to the written questions that we
[12:53]
have received. There are,
[12:58]
actually, several that I will
[13:00]
have a specific response to. But
[13:04]
the first question that I will
[13:05]
answer, which is from Mr. Derek
[13:09]
pounds. He says, Mayor Georges
[13:17]
Bourelle, reportedly road last
[13:19]
fall to the health and
[13:22]
Environment ministers,
[13:24]
requesting sound well as both
[13:25]
sides of the 8:20 train,
[13:26]
corridor, through Beaconsfield,
[13:30]
I don't think we did ask for
[13:32]
sound wells for both sides, but
[13:34]
that's fine, that's the way he
[13:36]
writes it. Doctor David kaiser,
[13:39]
chief medical officer, urban
[13:41]
environments and population
[13:42]
health sector, regional public
[13:44]
health department. From Santos
[13:50]
seeded Montréal, advise that
[13:51]
there is a -- city shouldn't
[13:54]
have allowed construction within
[13:56]
150 metres of the highway,
[13:58]
without the sound wall
[14:00]
recommended by the MTQ an 87 and
[14:03]
2010. As mayor, Georges
[14:06]
Bourelle, and the city received
[14:07]
a reply to this request, or any
[14:10]
subsequent follow-up. Mr.
[14:13]
pounds, let me first tell you,
[14:15]
that we in fact wrote not one,
[14:18]
but three letters. We wrote a
[14:21]
letter on June 30th, so the
[14:25]
minister of health. And the MTQ
[14:30]
minister at the time. We
[14:32]
followed, up again, on July
[14:37]
26th, with a reminder letter to
[14:41]
ask for a response to our
[14:46]
initial letter, of June 30th. We
[14:48]
did not get any response to
[14:50]
either letters. We waited until
[14:53]
after the election, and on
[14:55]
November 1st, we wrote again to
[14:58]
the new minister, MTQ minister
[15:04]
shine it could go, and to the
[15:05]
health minister's, which was a
[15:06]
same as before, Kristen Dubé.
[15:09]
And also, we wrote to a third
[15:11]
minister, the minister
[15:14]
responsible for Montréal, which
[15:17]
is Pierre fits given. At this
[15:22]
point, we must assume that the
[15:26]
MTQ position on health issues,
[15:29]
remains a stated at the public
[15:32]
information meeting in May 2022.
[15:36]
At that time, the MTQ clearly
[15:40]
stated that they were not aware
[15:44]
of any health issues directly
[15:46]
related to the excessive noise
[15:48]
of 8:20. And, the health
[15:55]
department, since they have not
[15:58]
also responded to our letters, I
[16:01]
think we must assume, at this
[16:03]
point, that they are not
[16:06]
supporting Dr. David kaiser's
[16:09]
position on health issues,
[16:11]
directly related to the noise
[16:13]
from 8:20, at this point I would
[16:18]
suggest that Mr. pounds, that
[16:20]
perhaps you yourself write a
[16:22]
follow-up letter to the
[16:23]
ministers that we wrote to, and
[16:28]
ask them, as the resident, to
[16:32]
please respond to our three
[16:37]
letters that we've already
[16:38]
written to them. I think that it
[16:39]
would certainly help, that you
[16:43]
would initiate a letter to those
[16:45]
ministers, and ask for a reply.
[16:50]
And perhaps, you could also ask
[16:54]
the president, to do the same.
[16:58]
Because we are at a loss now,
[17:02]
after three letters and no
[17:04]
response we must assume that
[17:08]
their position, is certainly not
[17:11]
the one that we had assumed, on
[17:16]
the health position, and wind
[17:19]
confirmed that the MTQ is in
[17:21]
fact right, and not identifying
[17:24]
any health issues, directly
[17:26]
related to the noise of 8:20, so
[17:29]
that's my recommendation to Mr.
[17:31]
pounds, please write to the same
[17:33]
ministers, and ask them for a
[17:36]
response, after three letters,
[17:39]
we are a little bit frustrated
[17:42]
that we have not had a response.
[17:46]
The next question that Mr. --
[17:49]
had asked, is the environment
[17:52]
quality act, and the Charter of
[17:53]
Human Rights and Freedoms,
[17:56]
considers at living in a healthy
[17:58]
environment is a fundamental
[17:59]
right, the council
[18:02]
administration is asked to
[18:03]
consider the public health
[18:04]
issue, as being superior to any
[18:06]
other issue, and the health
[18:07]
issue of its citizens should be
[18:09]
given top priority. Yes, the
[18:14]
health issue is very important,
[18:16]
but I also after a PPU, that it
[18:21]
is a provincial issue. If the
[18:25]
highway, is causing health
[18:27]
issues because of noise, it's
[18:30]
because it is a provincial
[18:33]
issue, and not a municipal
[18:34]
issue, and it's up to the
[18:35]
government, at that point, if
[18:38]
they recognize the problem, a
[18:40]
health problem as you are
[18:43]
stating, they have to put up a
[18:47]
sound wall at their cost. Not at
[18:50]
the cost of the municipality. So
[18:52]
once again, I strongly suggest
[18:55]
that you go after the right
[18:57]
people, that is the provincial
[18:59]
government, if you want to have
[19:00]
a wall, a sound wall in
[19:03]
Beaconsfield, go after the
[19:05]
provincial government for the
[19:06]
health issues, not Beaconsfield,
[19:08]
because there is nothing we can
[19:09]
do about it. So, at the same
[19:18]
time, -- in the last 30 days,
[19:23]
towards correcting this most
[19:25]
unhealthy situation, and he's
[19:27]
also talking about the speed
[19:28]
limit request to lower the speed
[19:32]
limit. As far as the speed limit
[19:34]
is concerned, I have responded
[19:38]
several times to that question,
[19:42]
to Mr. pounds, he doesn't like
[19:45]
my answer. But that's not gonna
[19:48]
change. This response will
[19:50]
remain the same, every time you
[19:52]
ask the same question, Mr.
[19:54]
pounds. And the other hand, the
[19:56]
City has adopted various
[19:58]
measures in the budget, to
[20:02]
improve quality of life within
[20:04]
our jurisdiction, such as
[20:08]
preparing a tender to make a
[20:09]
tree planting along a 20 and
[20:11]
calm streets. We are also
[20:14]
preparing a sound attenuation
[20:16]
guide, to inform all owners of
[20:19]
Beaconsfield, a various
[20:22]
possibilities. Next question, is
[20:26]
from Allison smiley from grove
[20:28]
inner. I see we'll be doing
[20:33]
updates to the arena will this
[20:37]
include moving your Sam bony,
[20:38]
away from gas, assuming it is no
[20:43]
longer on diesel, federal there
[20:45]
on gas? This would help anyone

who has asthma, and most
[20:50]
definitely improved air quality.
[20:54]
I think -- I could not find the
[20:56]
information on said bylaw on
[20:57]
Europe site.
[20:58]
>> Mrs. smiling, the Zamboni is
[21:01]
not included in the current
[21:02]
project. It does not run on gas,
[21:07]
but rather on propane. It was
[21:11]
perfect purchased in 2013, it is
[21:15]
certainly in very good condition
[21:17]
right now. It works well. And
[21:20]
there is no plan to replace it
[21:22]
for the moment. Now, I will move
[21:30]
to several questions, that we
[21:33]
have received, pertaining to the
[21:38]
proposed project at two 75 elm,
[21:41]
plaza. In order to, of oil
[21:49]
having several people come out
[21:52]
to the microphone tonight, to
[21:55]
ask questions about the two 75
[21:58]
on project, I have prepared a
[22:00]
response, that addresses the
[22:03]
concerns, at this stage of this
[22:07]
project.
[22:10]
Afin d'des personnes qui vont

[22:18]
projet j'ai préparé un texte qui
[22:20]
répond de façon générale 275 M,
[22:23]
j'ai aux préparé un texte qui
[22:24]

[22:25]
aux préoccupations avons
[22:26]
générale entendu des que nous
[22:27]
avons résidents à entendus des
[22:28]
résidents à ce stade du projet.
[22:29]
Ce stade du projet.
[22:35]
Several residents, have
[22:38]
expressed concerns about a
[22:40]
potential redevelopment project,
[22:42]
the elm plaza located at two 75
[22:46]
elm Avenue. The concerns are
[22:49]
many and varied, including the
[22:53]
size and density of the project,
[22:56]
the vision of the developer, the
[22:59]
aesthetics of the project,
[23:02]
traffic volume, street safety,
[23:08]
parking the number of businesses
[23:12]
allowed, and the lack of
[23:15]
consultation of the
[23:16]
neighbourhood by the developer.
[23:18]
We will not accept the
[23:21]
developers first proposal, as it
[23:22]
does not meet the expectations
[23:24]
of the urban planning
[23:26]
department, and our urban
[23:29]
planning committee. Hopefully,
[23:32]
the developer will come up with
[23:35]
a another financially viable
[23:38]
proposal, that will also take
[23:41]
into consideration the residents
[23:42]
concerns, once the developer
[23:46]
initiated a consultation
[23:47]
process, that will reach out to
[23:49]
the neighbourhood. However, we
[23:53]
need to keep in mind any new or
[23:58]
redevelopment project, he must
[24:00]
be financially viable, and
[24:03]
profitable for the developer to
[24:05]
be undertaken. While we must be
[24:09]
very conscious of traffic
[24:11]
issues, with a population of
[24:16]
20,000 in mostly single
[24:18]
residential properties, we
[24:20]
remain a city with low density,
[24:24]
where traffic congestion is not
[24:25]
a major issue, except the
[24:31]
railroad crossing at woodland
[24:32]
avenue, where a ten minute
[24:33]
weight can be expected from time
[24:36]
to time, because of traffic
[24:39]
volume. And the redevelopment
[24:41]
projects we would only bring an
[24:45]
incremental traffic increase. We
[24:49]
must also, keep in mind, this is
[24:52]
a mostly condo projects.
[24:54]
Everyone will not leave at the
[24:56]
same time, and with a particular
[24:59]
project many residents may
[25:01]
choose to what to the commuter
[25:03]
train stations to go to work.
[25:05]
However, no actual traffic study
[25:08]
has been done at this time.
[25:14]
En ce qui concerne le
[25:16]
stationnement, l'entrepreneur
[25:17]
propose des espaces généreux
[25:19]
souterrains pour les occupants
[25:20]
des condominiums. Les
[25:24]
statistiques du projet est un
[25:28]
enjeu. Nous nous attendons à ce
[25:30]
que l'entrepreneur propose un
[25:32]
aménagement qui s'intègre dans
[25:34]
le voisinage et ajoute de la
[25:36]
valeur au quartier en maximisant
[25:39]
le nombre de commerces permis
[25:41]
dans le projet, en conservant
[25:45]
certains services qui sont
[25:47]
actuellement offerts au centre
[25:48]
d'achat existant. Un changement
[25:52]
de zonage sera requis afin
[25:55]
d'accommoder le projet de
[25:58]
redéveloppement proposé, fera
[26:00]
l'objet d'un registre à signée
[26:01]
par les résidents qui souhaitent
[26:05]
tenir un référendum pour les
[26:06]
zones concernées.
[26:37]
Having done future tax
[26:39]
increases, it will be on
[26:42]
increasing Beaconsfield
[26:44]
presidential taxpayers. There is
[26:47]
also a very large demand for
[26:50]
condos from senior Beaconsfield
[26:52]
residents, who want to
[26:54]
downsides, and continue to live
[26:58]
in the Beaconsfield community.
[26:59]
Many residents have been living
[27:01]
in Beaconsfield for 20, 30, and
[27:04]
even 40 years. It is most
[27:06]
unfortunate, that many of our
[27:09]
senior residents have had to
[27:10]
move to other West Island
[27:11]
communities, because of the lack
[27:14]
of condo availability, in
[27:18]
Beaconsfield. So hopefully this
[27:22]
will provide answers to a lot of
[27:24]
concerns, about this project.
[27:29]
And we will take it from there,
[27:33]
but I think we are certainly
[27:34]
putting the onus on the
[27:38]
developer, to go back to the
[27:43]
neighbourhood people, they
[27:48]
reside in an area. And explain
[27:51]
the project, taken all of the
[27:56]
concerns, try to address those
[27:58]
concerns, as well as into
[28:02]
Melbourne possibly can, before
[28:04]
coming back to the city, with a
[28:08]
modified project, which will
[28:09]
look at at that point. So, now
[28:15]
we can go to the questions from
[28:17]
the floor.
[28:19]
Les questions pour les gens
[28:21]
présents ce soir.
[28:31]
Good evening, all -- I live on
[28:35]
ferret arrive. I have a question
[28:38]
regarding this very topic that
[28:40]
you just covered. First question
[28:42]
is, even with a new proposal,
[28:47]
that the developer hopefully
[28:50]
will come in, it is their
[28:51]
mandate for a public
[28:53]
consultation, or can he just
[28:57]
push on with whatever he thinks.
[29:00]
>> We are talking about two
[29:03]
different kinds of content
[29:04]
consultations. The first one
[29:06]
would be the developer goes back
[29:08]
to the neighbourhood, talk to an
[29:15]
understands, and take into
[29:18]
consideration the concerns that
[29:21]
people look explain to him.
[29:23]
Hopefully, there will be some
[29:25]
adjustments to the project at
[29:27]
that point, that would address
[29:28]
some of those concerns. Maybe
[29:31]
not 100% of the concerns, but
[29:32]
most of them, and that point.
[29:37]
Then, the developer will come
[29:39]
back through a free, and
[29:44]
resubmit a project, which
[29:45]
hopefully is taken to
[29:49]
consideration those concerns, it
[29:50]
will go through the CCU, and our
[29:55]
urban planning department. If
[29:58]
they are satisfied that it meets
[29:59]
all the requirements, that it
[30:06]
should be recommended to the
[30:07]
council, and CCU will but for
[30:10]
the recommendation to Council.
[30:13]
And that point, there is a
[30:15]
process, again I will take
[30:17]
place, and that would be to
[30:26]
essentially approve the project.
[30:28]
But, that will go through a
[30:33]
process of registration, if we
[30:39]
go that far. I did that point,
[30:47]
where veteran zones where this
[30:48]
would apply, would have an
[30:50]
opportunity to sign the
[30:51]
register. And if there are
[30:54]
enough signatures at that point,
[30:56]
in the register, the next step
[30:58]
is for Council to decide whether
[31:01]
to go to a referendum. Or simply
[31:06]
abandoned the project.
[31:10]
>> It's very good. I have an
[31:13]
additional question, which is
[31:15]
not related to that, but he
[31:17]
covers a little bit when you
[31:18]
mentions. There was some
[31:20]
assessment, and the fact on the
[31:22]
traffic, on the pollution. Now
[31:26]
this project is going to be, I
[31:28]
think I measured on Google maps,
[31:30]
it's about 30 metres from the
[31:32]
railway lines. Is it wise to
[31:37]
allow residential units to be
[31:39]
built that close to the railway
[31:40]
line, just to have a headache of
[31:43]
the type that we have with the
[31:45]
sound wall? So you know, in a
[31:48]
couple of years?
[31:51]
>> There are no bylaws that do
[31:54]
not allow people from buildings
[31:57]
close to the railway lands,
[31:59]
there is no such bylaw. In fact,
[32:05]
there are a lot of properties on
[32:08]
elm street, very close to the
[32:10]
railways. So the same rules
[32:13]
would apply here.
[32:16]
>> Well, in addition to that. I
[32:20]
read not quite often people
[32:22]
complain about noise from the
[32:23]
railway line, but nothing can be
[32:25]
done, because that's already
[32:29]
built.
[32:30]
>> The railway line was here,
[32:33]
well before we started homes, or
[32:36]
whatever was built properties
[32:38]
built along the railway lines.
[32:40]
They were here first, and a long
[32:41]
time ago. Anyone that did build
[32:46]
along the railway line, we're
[32:48]
close to the railway line, we
[32:49]
are well aware that time of the
[32:53]
shortcomings that would bring.
[32:55]
>> Some other administration,
[32:57]
yeah. And the final question is,
[33:02]
this plot is about, I don't
[33:05]
remember I measured how big a
[33:06]
supply, but it corresponds to
[33:09]
roughly ten or 12 usual housing
[33:12]
units. Now, I presume that all
[33:16]
the infrastructure, that was
[33:18]
built 30 or 40 years ago in this
[33:22]
area of Beaconsfield,
[33:24]
Infrastructure was designed for
[33:25]
that capacity. Meaning, the
[33:28]
water lines, the sewage system,
[33:31]
and everything else. Now, the
[33:34]
developer wants to build
[33:35]
something like J'aurais besoin
[33:37]
de 152 units, quelqu'un, merci,
[33:38]
which is about monsieur
[33:39]
Rainville. L'avis de motion. Ten
[33:40]
times as many. So it's going
[33:43]
neuf points huit, dépôt des to
[33:44]
put a huge projets de strain on
[33:45]
existing règlement
[33:46]
infrastructure, and most likely
[33:47]
will have to, be 8. 1 modifier
[33:49]
le Règlement, you know, we are
[33:50]
built 798

[33:53]

[33:57]

[33:58]
and who will pay pour dépôt le
[33:59]

[34:00]
>> Règlement modifiant well, le
[34:01]
Règlement I'm told that the 2011
[34:02]
tirs et infrastructure, the
[34:03]
existing 798 concernant la
[34:04]

[34:05]

[34:07]

[34:16]
- Madame Saint-Pierre.
[34:17]
- Merci. That is that we don't

[34:20]

[40:09]
Qu'ils retourneront à la maison

après l'école it's a, donc je
[40:12]
sais qu'il y a just get your

[40:14]
je sais qu'il y a des priorités

>> Mais je crois que... je

>> One doesn't speak English,
[40:41]
and it does the other. -- Mister
[40:50]
Mayor, are we bilingual now? The
[40:51]
city? So, I don't see why --
[40:58]
>> The city was bilingual, but I
[40:59]
don't know about the residents.
[41:01]
We do work in French or English,
[41:04]
depending on the residence we
[41:05]
work with. But if it's between
[41:08]
two neighbours, and they don't
[41:09]
talk the same language, that's a
[41:12]
civil matter, I'm sorry Frank.
[41:17]
>> Well Don semi letters in
[41:18]
French, and ask me to spend a
[41:20]
fortune. There's a lot of trees.
[41:22]
>> We'll, please come and visit
[41:23]
the urban planning department.
[41:25]
>> I did.
[41:26]
>> Maybe you should come
[41:27]
against, there's something I
[41:29]
don't understand here. They say
[41:30]
get your lawyer, it is not the
[41:31]
way it works?
[41:34]
>> It's a civil matter -- we
[41:35]
cannot help you on that.
[41:37]
>> Well, thanks anyway.
[41:38]
>> Thank you very much, Frank.
[41:41]
Are there any other questions?
[41:47]
>> Hi my name is Kelly -- and
[41:54]
I'm a nurse zealously pure faux.
[41:58]
And I prefer to work in
[41:59]
Pierrefonds, because they can't
[42:01]
get to like St. Louis very
[42:04]
easily. Because of the
[42:05]
congestion. From elm to lack St.
[42:11]
Louis, in the morning. Let alone
[42:15]
when there is construction or
[42:18]
whatever. So it brings me to the
[42:22]
point of my fear, if there were
[42:26]
a large construction at elm
[42:28]
plaza, but there would be a lot
[42:31]
more residents, makes me wonder,
[42:38]
I know the congestion that there
[42:39]
would be, and therefore I'm not
[42:46]
sure, that any kind of dramatic
[42:50]
increase of residents in that
[42:53]
area, would be helpful to
[42:58]
safety, and security, as well as
[43:01]
all the traffic. I do like, I'm
[43:08]
very grateful that the city is
[43:11]
considering not approving,
[43:14]
because of the height, --
[43:16]
>> We didn't say why we are not
[43:17]
approving it at this point. We
[43:23]
certainly, at this point, we
[43:25]
want, and I think you'll have
[43:27]
the opportunity, if the
[43:31]
developer organizes what we are
[43:33]
recommending with him, to get
[43:35]
together with residents in the
[43:36]
area, and listen to their
[43:38]
concerns, and try to come up
[43:41]
with a project that will address
[43:42]
most of the concerns.
[43:46]
>> Okay. And there is, also, a
[43:51]
huge issue in our area with
[43:53]
water backing up in our garages.
[43:56]
>> So, I'm aware of that, and it
[44:00]
has nothing to do with the
[44:02]
project and it has nothing to do
[44:04]
with the existing elm plaza we
[44:07]
do have a problem and we're
[44:12]
gonna address this year, and
[44:13]
where to spend around 1 million
[44:14]
dollars to address that issue.
[44:16]
>> Wonderful, much appreciated.
[44:18]
But I just wondered, if there
[44:21]
were a great big residential
[44:26]
area, how the infrastructure
[44:29]
that is there, now would be able
[44:32]
to accommodate if it were much
[44:33]
bigger.
[44:34]
>> The answer, is yes, -- based
[44:44]
on our technical department,
[44:45]
yes, absolutely. So direct
[44:56]
revenues to the city. And it
[44:58]
will lower your taxes,
[44:59]
hopefully.
[45:00]
>> My only other question was,
[45:03]
it would be great if there is a
[45:06]
senior's residence, there
[45:07]
Bonsoir., Because bonjour je
[45:08]
m'appelle as you pointed, out
[45:09]
Alexandre courtois, je suis
[45:10]
résident de Rimouski. There's so
[45:11]
many people in c'est sûr que
[45:12]
quand Beaconsfield who have been
[45:13]
here on parle de développement
[45:14]
for 30 or de logements et tout
[45:15]
ça, 40 years, j'ai tendance à
[45:16]
aller voir and they're la grande
[45:17]
soeur downsizing de toutes les
[45:18]
so that might be villes du an
[45:19]
Québec donc, Montréal option,
[45:20]
but the other thing,
[45:23]
l'administration de madame it
[45:24]
could be Plante. Je equally vais
[45:25]
vous citer justement Zachary
[45:26]
beneficial to goudron du Devoir:
[45:27]
everyone, is if it were un
[45:29]
appartement de trois chambres à
[45:31]
coucher dans l'arrondissement du
[45:32]
a place of Plateau Montréal...
[45:34]
Mont-Royal louer à 1700 dollars
[45:35]
par mois peut être considéré
[45:36]
comme abordable. -- I don't say
[45:37]
spruced up, but an c'est area of
[45:39]
service basé for the people sur,
[45:41]
of 95% Beaconsfield du loyer
[45:44]
médian. Because that were done
[45:45]
comme c'est basé sur les away
[45:46]
with, prix du marché. Then we
[45:47]
have ils ont la fewer services
[45:48]
capacité de payer. Comment on va
[45:49]
faire à la Ville de Rimouski
[45:50]
pour éviter, it would que seem
[45:52]
to anything on a eu des
[45:53]
débordements comme ça?
[45:54]
- Commercial also brings in tax
[45:55]
money, and so on.
[45:56]
(inaudible)
[45:57]
c'est
[45:58]
>> Hopefully, the developer 85%
[45:59]
du will have loyer. Sessions
[46:00]
with the residents,
[46:01]
généralement, c'est and reconnu
[46:02]
comme ça dans la plupart de la
[46:03]
littérature. Mais vous avez
[46:04]
raison. He should bring up c'est
[46:05]
une des raisons pour laquelle on
[46:06]
doit s'assurer those issues with
[46:07]
him.
[46:08]
>> Thank you.
[46:09]
>> You're welcome. Que le coût
[46:10]
des résidences, le coût des
[46:11]
loyers
[46:12]
>> Augmente le if this is moins
[46:13]
possible et pour ça, il faut
[46:14]
s'assurer again que les and
[46:15]
loyers sont en elm, I will
[46:16]
nombre suffisant. Présentement,
[46:17]
allow one more on s'entend pour
[46:18]
dire question qu'avec le manque
[46:19]
de. Logements,
[46:20]
>> Il y a beaucoup des so,
[46:21]
propriétaires qui ont pas my
[46:22]
question mal de pouvoirs sur
[46:23]
leurs locataires, ça,, my name
[46:24]
is on le connaît et on sait que
[46:25]
ça Victoria, se passe
[46:26]
présentement avec plus de
[46:27]
logements 11 brighten. My
[46:28]
question is,, plus d'can we see
[46:29]
the offres, ça reports where
[46:30]
there will be no impact va
[46:31]
limiter ce pouvoir et on
[46:32]
infrastructure donc, limiter la.
[46:33]
Possibilité currently
[46:34]
(---)
[46:35]
drastiques et where we abusives,
[46:36]
le coût des loyers. Live, we
[46:37]
have issues with water pressure
[46:38]
in the summer ça ne se. And even
[46:39]
in the produira winter, we pas
[46:40]
sous l'feel drops of action de
[46:41]
la ville si water pressure, on
[46:42]
résiste à ce développement. And
[46:43]
sometimes it's not even
[46:44]
comfortable to take a shower
[46:45]
encore une fois,. En termes de
[46:46]
développement so I de logements
[46:47]
highly recommend making those
[46:48]
abordables, ça vient d'studies
[46:49]
public, une définition du
[46:50]
gouvernement du the people,
[46:51]
Québec. Il y a une volonté
[46:52]
because de la part du
[46:53]
gouvernement du as of now it's
[46:54]
Québec de financer davantage ce
[46:55]
côté-là not holding much water..
[46:56]
Il faudrait qu'il y a un
[46:57]
meilleur équilibre ou un
[46:58]
renversement de la balance pour
[46:59]
le logement social, qui, lui,
[47:00]
est davantage
[47:01]
>> Yeah, en you can incapacités
[47:02]
de pays. La ask through
[47:03]
direction vers laquelle le
[47:04]
access of information,
[47:05]
gouvernement devrait se diriger.
[47:06]
- Merci beaucoup.
[47:07]
- Merci. The information that
[47:08]

[48:04]
et là, des rues ici et là. Ce
[48:05]
qui est voulu, désiré, c'est de
[48:06]
prendre une superficie qui est
[48:07]
quand même assez large et de
[48:08]
pouvoir développer vraiment un
[48:10]
voisinage.
[48:12]

recommendations that we made
