Bonsoir, bienvenue à la séance
[0:09]
du conseil ordinaire municipal
[0:11]
de Beaconsfield.
[0:15]
>> Welcome to the regular
[0:17]
meeting of the municipal
[0:18]
council.
[0:20]
On se souvient tous de la
[0:23]
tragédie qui a eu lieu à Laval
[0:26]
le 8 février qui a touché la...
[0:30]
coûté la vie à deux jeunes
[0:31]
enfants. C'est un geste insensé
[0:32]
qui a provoqué une vague de
[0:35]
tristesse et de compassion.
[0:39]
Also more than 46,000 people
[0:41]
have been killed after the
[0:44]
earthquake struck Turkey and
[0:47]
Syria on February the 6th. Today
[0:52]
we had news that there was
[0:54]
another earthquake with probably
[0:57]
more victims after the one
[1:00]
today. So, I will ask all of you
[1:04]
to please stand and observe a
[1:06]
moment of silence and memory of
[1:09]
the victims of these two events.
[1:53]
Thank you. And now we will
[2:02]
officially open the meeting..
[2:08]
- Adoption of the agenda of the
[2:10]
Council memory if every 20 2023.
[2:17]
>> Second.
[2:18]
>> All in favour. Avant de
[2:21]
passer à la période de
[2:23]
questions, je vais demander nous
[2:29]
venir faire des comptes rendus
[2:30]
sur les activités dans le
[2:32]
dernier mois à Beaconsfield.
[2:33]
J'espère que tout va bien.
[2:34]
(rires)
[2:35]
.
[2:42]
- Tout va bien, Monsieur le
[2:43]
Maire, merci. Bonsoir à Tucson.
[2:45]
Je vais vous présenter les
[2:47]
activités du projet pour le
[2:49]
dernier mois
[2:50]
(inaudible)
[2:51]
(---)
[2:52]
. Je vais passer sur la sécurité
[2:53]
routière, la priorité pour le
[2:54]
quartier en. On traite des
[2:57]
plaintes. Il y en a qui sont en
[2:58]
cours depuis le mois dernier, je
[2:59]
l'ai rapides et rapidement.
[3:00]

[3:10]

[3:12]
ajouté, Beaconsfield échauffe.
[3:15]
Au niveau des feux rouges, on
[3:17]
porte une attention au coin de
[3:18]
Saint-Charles et de
[3:19]
(inaudible)
[3:20]

[3:21]

[3:22]
nouvelles plaintes qu'on traite
[3:24]

[3:26]
, elle est Amherst. On est prêts
[3:30]
aux écoles, aux heures d'entrée
[3:31]
et de sortie des classes pour
[3:35]
Sherbrooke Academy junior pour
[3:36]
la vitesse, la traverse de
[3:37]
piétons, l'arrêt obligatoire.
[3:40]
L'école primaire Beaconsfield,
[3:41]
le nouveau panneau
[3:43]
d'interdiction de tourner sur
[3:44]
(intervention en anglais)
[3:45]
, en provenance de beau ainsi
[3:47]
qu'à l'école Saint-Rémy pour le
[3:49]
respect du débarcadère de
[3:50]
stationnement. Il y a des gens
[3:54]
qui prennent trop de temps à
[3:55]
cause de la congestion, un
[3:56]
manque de fluidité, de la
[3:58]
circulation. À travers les
[3:59]
opérations, on a remis plusieurs
[4:02]
avis et constats d'infraction
[4:03]
aux différents contrevenants. La
[4:05]
patrouille à vélo, nos
[4:10]
patrouilleurs vont les parcs,
[4:12]
les pistes cyclables, les
[4:14]
endroits boisés. Ils ont été
[4:15]
présents le 18 février au parc
[4:16]
(---)
[4:17]
, pour l'événement Park en fait.
[4:21]
Pour la problématique dans
[4:23]
gueule Woods, les chiens sans
[4:25]
laisse. On a discuté lors de la
[4:28]
dernière séance. On a été
[4:31]
présent un total de 11 journées
[4:33]
au parc Angel Woods, deux fois
[4:37]
en collaboration avec
[4:38]
(inaudible)
[4:39]
de Beaconsfield.
[4:40]
(---)
[4:41]
. On a adopté une approche qu'on
[4:44]
décrit préventive et
[4:45]
progressive. On tient un
[4:47]
registre des contrevenants et on
[4:49]
s'assure que tous les gens sont
[4:51]
au courant du règlement. On les
[4:53]
informe, on les a dits. On
[4:55]
identifie les gens. S'il y a une
[4:58]
récidive, on aimait le constat
[5:01]
d'infraction. C'est un bon
[5:03]
montant. Pour le moment, sur
[5:05]
notre registre, on a 53
[5:08]
personnel identifiés.
[5:11]
La très grande majorité des gens
[5:13]
étaient coopératifs.
[5:19]
Une amélioration depuis un mois,
[5:21]
on constate. On remercie les
[5:23]
citoyens pour leur
[5:24]
collaboration. On va continuer
[5:26]
d'être présent de façon
[5:27]
régulière.
[5:30]
Nos agents de
[5:31]
(inaudible)
[5:32]
ont été le 6 février à la Ville
[5:33]
a beau repère. Ils ont fait une
[5:37]
présentation sur les différents
[5:38]
types de fraudes commises envers
[5:39]
les personnes aînées ainsi que
[5:41]
sur les moyens d'aller prévenir.
[5:44]
On est en campagne de prévention
[5:46]
visant ce type de fraude en
[5:48]
collaboration avec nos
[5:49]
partenaires. On distribue les
[5:51]
affiches qu'on a fait fabriquer
[5:52]
dans les différentes
[5:55]
institutions financières du
[5:56]
secteur. Également, d'autres
[5:58]
lieux susceptibles de rejoindre
[5:59]
les personnes aînées,
[6:01]
pharmacies, centre communautaire
[6:02]
et
[6:03]
(---)
[6:04]
pour aînés etc., on veut
[6:05]
s'assurer que le maximum de
[6:06]
personnes soient consenti à ce
[6:07]
type de fraude. Non
[6:10]
(inaudible)
[6:12]
socio-communautaires ont été à
[6:14]
l'école Saint-Rémy faire une
[6:15]
présentation avec des élèves de
[6:17]
sixième année sur la loi du
[6:19]
système de justice pénale pour
[6:21]
les adolescents. Ils ont fait
[6:23]
une visite de suivis et de
[6:24]
prévention auprès d'une personne
[6:25]
en est victime de fraude et de
[6:27]
maltraitance. Ils ont amorcé un
[6:32]
processus d'intervention
[6:33]
concertée avec nos partenaires
[6:34]
des services sociaux.
[6:37]
Aucun événement Alexa majeure à
[6:39]
signaler dans le dernier mois
[6:40]
dans la ville de Beaconsfield.
[6:41]
Il y a eu trois vols de
[6:43]
véhicules. Ça se poursuit. Ce
[6:45]
n'est pas un volume énorme.
[6:47]
C'est constant. C'est
[6:48]
préoccupant. Il y a trois
[6:51]
fraudes envers les personnes
[6:52]
aînées. C'est quelque chose
[6:53]
qu'on avait vu l'été dernier. Ça
[6:57]
s'était tranquillisé à
[6:58]
l'automne. Ça revient. On a
[7:02]
quand même eu
[7:03]
(inaudible)
[7:04]
(---)
[7:05]
, à Beaconsfield et dans les
[7:06]
(---)
[7:07]
. Je veux rappeler les conseils
[7:08]
de prévention. Pour tous les
[7:11]
types de fraudes, il faut se
[7:13]
rappeler qu'au téléphone, jamais
[7:15]
une institution financière va
[7:16]
vous demander une donnée
[7:17]
personnelle, c'est impossible.
[7:20]
Aucun professionnel ni juge ni
[7:21]
avocat ni policier qui va vous
[7:23]
demander au téléphone de
[7:24]
l'argent rapidement, surtout pas
[7:25]
de le faire secrètement.
[7:28]
On peut présumer que ce serait
[7:29]
de la fraude, on peut raccrocher
[7:32]
la ligne. On peut poser des
[7:34]
questions, de s'identifier avec
[7:36]
les coordonnées en disant que
[7:37]
vous allez la rappeler. Vous
[7:38]
aviser nos services.
[7:39]
(inaudible)
[7:40]
(---)
[7:42]
ça fait le tour pour les
[7:43]
activités. Je répète rapidement
[7:45]
les coordonnées du poste de
[7:47]
quartier un. Les gens peuvent
[7:48]
nous appeler pour les conseils
[7:49]
et pour signaler toute situation
[7:51]
qui n'est pas urgente.
[7:56]
(inaudible)
[7:57]
(---)
[7:58]
.
[8:00]
Merci.
[8:04]
- Merci, Monsieur le commandant.
[8:06]
Est-ce qu'il y a des questions?
[8:09]
>> Are there any questions you
[8:10]
would like to ask while he is
[8:11]
here? Could you come up to the
[8:16]
mic please?
[8:27]
>> It it's simple. Snow level is
[8:36]
pretty low. It's very inviting
[8:40]
for people to break in. Have you
[8:42]
had a history of break-ins? How
[8:43]
does it compare the other years?
[8:54]
Je n'ai pas les chiffres devant
[8:56]
moi. Est-ce qu'on prêche
[8:57]
(inaudible)
[8:58]
(---)
[8:59]
? Oui, c'est très peu. On se
[9:03]
constate Batherson une
[9:04]
augmentation par rapport à la
[9:05]
norme actuelle
[9:06]
(---)
[9:07]
. Une interdit... introduction
[9:10]
par infraction est une de trop,
[9:11]
ce n'est pas quelque chose qu'on
[9:13]
considère comme étant
[9:14]
problématique à ce moment-ci.
[9:18]
- D'autres questions?
[9:19]
Any other questions any other
[9:21]
questions? There are not many
[9:29]
break-ins and Beaconsfield.
[9:31]
There are some. It's not a
[9:33]
particular issue in
[9:34]
Beaconsfield.
[9:36]
>> --
[9:43]
>> Maybe you can call me
[9:44]
tomorrow the station. I will
[9:45]
give you the numbers.
[9:49]
>>
[9:50]
So, they will need all the
[9:52]
information about. Any other
[9:53]
questions? D'autres questions?
[9:56]
Merci, Monsieur le commandant.
[9:59]
On se reprendra le mois
[10:00]
prochain.
[10:07]
Maintenant, nous allons passer à
[10:09]
la période de questions écrites
[10:12]
que nous avons reçu. Je vais
[10:15]
lire les questions. Je vais
[10:19]
répondre dans certains cas où
[10:20]
d'autres vont répondre. La
[10:23]
première question est de Sheila
[10:24]
Webster.
[10:31]
Subject is venturing for fools.
[10:33]
Last year, Beaconsfield
[10:35]
residents were informed there
[10:37]
will be a new government law
[10:41]
requiring that a safety fence
[10:42]
must be installed to limit
[10:45]
access to backyards forming pool
[10:48]
that does not already have such
[10:50]
offence. When will this law
[10:53]
officially come into force? I
[10:57]
think that perhaps it's a little
[11:00]
bit confusing here. It's not a
[11:02]
question of the fence. There
[11:04]
could be already offence
[11:07]
surrounding the property. What
[11:10]
we are talking about is offence
[11:13]
surrounding the pool. I will let
[11:17]
him give an answer. Merci,
[11:21]
Monsieur le Maire. You're right,
[11:24]
the bottom line, Beaconsfield
[11:27]
has been citizens have a fence
[11:31]
around the property to prevent
[11:33]
the access from exterior into
[11:35]
the backyard. Now the provincial
[11:37]
law that is enforced and the
[11:40]
municipal bylaw that had to be
[11:43]
adopted after that is in effect.
[11:46]
The provincial government has
[11:47]
postponed the full application
[11:53]
until September 30th 2025. In
[11:54]
other words all those pools that
[11:56]
were built before November 1st
[11:58]
2010 will have to comply by
[12:02]
September 30th 2025. It's not
[12:03]
just a question of offence,
[12:04]
there are other possibilities
[12:05]
that could be implemented. Such
[12:08]
as doorstop, or's window
[12:09]
stoppers, there is a lot of
[12:12]
means that we could help you out
[12:14]
with to find the best solution
[12:15]
for your backyard.
[12:21]
>> Thank you. Second question is
[12:25]
from Katherine dental from
[12:28]
Bolton. Her question is a
[12:31]
traffic question. How can
[12:33]
citizens request a sidewalk be
[12:36]
constructed on busy roads? Well,
[12:38]
we are doing an analysis right
[12:40]
now which is underway for the
[12:43]
intersection along elm to
[12:45]
determine increased safety
[12:46]
measures for pedestrians and
[12:47]
cyclists. If you have a
[12:51]
particular requirement for the
[12:53]
sidewalk in your area I would
[12:55]
suggest that you talk to your
[12:59]
Councillor and your Councillor
[13:00]
can then come to the Council or
[13:05]
come to caucus to discuss it
[13:10]
with the urban planning or with
[13:11]
the public works. So you will
[13:14]
get an answer at that point. If
[13:17]
you do want a sidewalk in your
[13:20]
area, of course it's always a
[13:23]
good question that you are not
[13:25]
the only one that wants a
[13:26]
sidewalk. Your neighbours also
[13:31]
will share the same requirement
[13:34]
for a sidewalk. Talk to your
[13:36]
Councillor. I think that's the
[13:37]
best thing to do. Talk to your
[13:39]
councillor to make sure that
[13:42]
your needs are being addressed.
[13:46]
The next question is from Brad
[13:50]
Wood from Edgewood. Due to the
[13:54]
new property assessment role, we
[13:57]
are facing a total property tax
[13:59]
increase of 18.75% over 2022. An
[14:05]
unacceptable number. After the
[14:08]
property assessment of 2020, we
[14:11]
noted councils efforts to
[14:12]
challenge the legality of the
[14:15]
agglomeration system of tax and
[14:17]
municipalities. Our file of
[14:21]
newspapers clippings contains 14
[14:22]
articles on the subject. The
[14:25]
latest is from 2021. We Georges
[14:30]
Bourelle letter of 2023 mentions
[14:32]
Council will continue to pursue
[14:34]
its legal remedies. Offers no
[14:37]
specifics. My question is what
[14:41]
exact actions are being taken by
[14:42]
Council to remedy this
[14:45]
unacceptable situation. When I
[14:47]
calculate from 2019 to 2023 our
[14:51]
taxes have increased as follows.
[14:54]
Beaconsfield plus 23.8%.
[14:56]
Agglomeration plus 57.2%. Total
[15:02]
of 43.3 4%. An outrageous amount
[15:03]
when the Canadian inflation
[15:05]
increase by 12 24% over the same
[15:07]
period. Well, Brad, I did get
[15:13]
some information about your
[15:17]
property. I have to tell you
[15:22]
that since 2017 and 2019 in 2020
[15:29]
the evaluation role for your
[15:31]
property was up by 35%. Your
[15:36]
evaluation was up from 5:26 500
[15:40]
to 710 800. The average and
[15:44]
Beaconsfield was 28.1% at that
[15:47]
time. In 2023 your evaluation
[15:51]
went up by 55%. 54.99% versus
[15:58]
41.1 for the average for
[16:01]
Beaconsfield. So, your house is
[16:04]
now evaluated at one point 101
[16:08]
700. Yes, you are right in terms
[16:12]
of your 22.66% in 50 7:24 your
[16:16]
taxes. I have to tell you, the
[16:22]
average home and Beaconsfield,
[16:24]
your evaluation was way over the
[16:26]
average home. The average home
[16:29]
for Beaconsfield, taxes from
[16:35]
2019 to 2023 went up by 9.2 8%.
[16:38]
So, that's over four years. You
[16:40]
know, you can do the math. It's
[16:44]
less than 2.5% per year. It's a
[16:47]
little bit over. On the other
[16:49]
hand, your taxes on your home
[16:56]
from 2019 and 2023 went up for a
[17:00]
37.4 5%. So, no doubt, I've been
[17:05]
telling a lot of residents the
[17:09]
taxes are out of control. There
[17:13]
is not very much we can do other
[17:16]
than complain like we have been
[17:19]
doing ads. I'm hoping the
[17:20]
residents also will complain to
[17:23]
the government and to Montréal.
[17:26]
Now, in terms of evaluations, we
[17:29]
do not do in Beaconsfield, we do
[17:31]
not do the evaluations. It is
[17:34]
done and Montréal. It is done
[17:36]
for the whole island of Montréal
[17:38]
by the City of Montréal we.
[17:41]
Don't have any expertise on
[17:43]
doing evaluations. All of this,
[17:49]
all the merge municipalities and
[17:52]
the City of Montréal are relying
[17:55]
on the evaluation department of
[17:58]
the City of Montréal to do our
[18:01]
evaluations. However, you can
[18:06]
contest your evaluation, that's
[18:09]
something you can do. In your
[18:11]
case, that 55%, you may consider
[18:16]
doing this for 2023. You still
[18:21]
have until the end of April.
[18:23]
April the 30th. I think in the
[18:26]
letter that I had included with
[18:29]
the tax bills we gave you the
[18:32]
information as to how and where
[18:34]
you can contest your evaluation.
[18:37]
So, you may want to do this. It
[18:40]
doesn't mean that you're going
[18:42]
to get a lower evaluation. By
[18:45]
all means, your evaluation may
[18:47]
be well justified. Based on
[18:50]
market. So, you can do that I
[18:56]
understand your situation with
[19:00]
57.2% agglomeration and 22.6 6%
[19:03]
or the local taxes. It's a heavy
[19:06]
bill to pay. My suggestion is
[19:10]
that if you want to fantastic or
[19:14]
valuation, again, there's no
[19:16]
guarantee that he will get a
[19:18]
lower valuation, at least you
[19:19]
may want to do this. The next
[19:24]
question is from no, we will
[19:29]
have after the question period.
[19:33]
The next question is from Mr.
[19:37]
Derrick from sweet Brier. Mr.
[19:41]
pounds has two questions. I'll
[19:44]
start with the first one.
[19:47]
Beaconsfield press release dated
[19:49]
September 4th, 2015, referred to
[19:51]
a successful meeting with Québec
[19:53]
transport minister Robert buddy
[19:55]
regarding our unique offer to
[19:58]
construct a sound barrier
[20:00]
costing the city, well I don't
[20:07]
know $5 million was really the
[20:08]
cost of that time. Mr. pounds,
[20:09]
if that's what you feel it was
[20:13]
then that's what you're saying.
[20:14]
On the south side of autoroute
[20:16]
20. And December 2015, Council
[20:21]
approved $50,000 increased in
[20:25]
February 2018 to $52,000 of
[20:26]
Beaconsfield taxpayer money. To
[20:30]
contribute to the WSP study. On
[20:33]
the type of sound wall required
[20:35]
for Beaconsfield. The city of
[20:37]
Beaconsfield receives a W S
[20:40]
report on February 2021.
[20:43]
However, the mayor claims the
[20:46]
report cannot be shared with
[20:47]
taxpayers without the MTQ
[20:50]
permission. My first question is
[20:52]
has Mary Barack rested that they
[20:55]
were released the WSP sound wall
[20:57]
study to Beaconsfield the
[20:58]
taxpayers? Mister pounds, my
[21:01]
answer is the same as I've given
[21:03]
you before. We cannot release
[21:06]
the report because it is not our
[21:09]
report. It is their report. They
[21:13]
are the only people that have
[21:16]
the authority and the right to
[21:18]
release the report. So, I
[21:20]
suggest that you get in touch
[21:23]
with them and ask them again for
[21:26]
permission. You can have access
[21:28]
to information. Through access
[21:33]
of information you can ask them
[21:35]
for a copy of the study and they
[21:38]
will reply to you whether they
[21:41]
are prepared or whether they can
[21:43]
not share it and the reasons why
[21:45]
they can't share it. Please do
[21:49]
that. Question two, following
[21:51]
the ambiguity on the health
[21:52]
effects of traffic noise,
[21:55]
Beaconsfield demanded
[21:56]
clarification, chief medical
[21:58]
officer urban environments and
[22:00]
population health sector
[22:01]
regional public health
[22:04]
department CIUSSS du Centre-Sud
[22:05]
de l'île de Montréal. -- Dr.
[22:07]
David kaiser confirmed last June
[22:09]
that there is a public health
[22:11]
problem in Beaconsfield and the
[22:14]
city so did not have allowed
[22:16]
construction within 150 metres
[22:17]
of the highway without the sound
[22:19]
was recommended by the empty
[22:22]
queue in 2010. At the 23rd
[22:28]
January 23 council meeting mayor
[22:32]
Georges Bourelle slated he had
[22:33]
sent letters to the Québec help
[22:34]
it environment and transport
[22:36]
ministers requesting sound
[22:39]
walls. Both sides, I did not say
[22:41]
both sides in my letter of the
[22:44]
8:20. Between corridor through
[22:46]
Beaconsfield. My second question
[22:47]
is will Mayor Georges Bourelle
[22:50]
share with residents any reply
[22:51]
from the ministers to the
[22:54]
request. I would love to share
[22:56]
the reply but I've never had
[22:58]
one. I wrote in fact three
[23:01]
letters the. The last one was
[23:04]
after the election in November.
[23:08]
I'm still waiting for a response
[23:13]
from -- in fact, this letter was
[23:15]
at three different ministers.
[23:17]
The minister of Health, the
[23:18]
minister of transport, and the
[23:20]
minister responsible for the
[23:25]
Montréal. None of them have
[23:27]
answered as of yet and. We are
[23:30]
still waiting to see because
[23:31]
we've asked for clarification as
[23:33]
to whether doctor kaiser is
[23:37]
being supported by the health
[23:39]
department. That's very simple
[23:46]
for the health department to
[23:48]
reply and say, yes, we support
[23:49]
Dr. kaiser. And his confirmation
[23:55]
about public health. And that
[23:58]
will trigger at that point the
[24:03]
government to put up the wall at
[24:04]
its own cost. Public health is
[24:08]
the responsible responsibility
[24:10]
of the provincial government.
[24:12]
So, if there is a health issue
[24:14]
caused by excessive noise in
[24:17]
Beaconsfield, it's up to the
[24:20]
government to put up the wall at
[24:21]
its entire cost. We are still
[24:23]
waiting for an answer from the
[24:27]
minister's at one point or
[24:29]
another we are going to come to
[24:31]
the conclusion that no answer
[24:33]
means an answer. We will see. We
[24:36]
will carry that. The next
[24:39]
question is from -- let's see, I
[24:45]
have it here. Nicole. An Ontario
[24:48]
resident. Her first question is
[24:55]
on the draft bylaw BEAC-045-14,
[25:02]
7:20 dash 1:21, and 7:20 dash
[25:06]
1:21 dash one. I am concerned
[25:11]
that BEAC-045-14 will allow the
[25:15]
destruction of trees for
[25:16]
building a pool without any
[25:18]
files. Building a pool is not
[25:20]
necessary. A pool can be built
[25:23]
to accommodate trees. Allowing
[25:26]
the cutting of trees for
[25:27]
frivolous seems
[25:29]
counterproductive to
[25:31]
Beaconsfield normally
[25:32]
environmentally friendly bylaws
[25:33]
and policies. Increasing fines
[25:37]
for developers of storing would
[25:39]
lots is important. However,
[25:41]
these fines need to be used
[25:44]
rather than a small try and find
[25:46]
protector and order for the
[25:47]
fines to have any impact on
[25:49]
developers. Bylaw 1:21 to,
[25:53]
defines a tree in a very obvious
[25:55]
way. Bylaw 1212 allows cutting
[26:02]
four trees with no need for
[26:04]
permits. Developers may state
[26:06]
the tree is 15 centimetres
[26:10]
although it is bigger. This is
[26:12]
better than Toronto's minimum of
[26:15]
30 centimetres. I'm minimum of
[26:16]
ten centimetres for protection
[26:18]
and all sizes for species at
[26:22]
risk is best. We have a question
[26:27]
from an Ontario resident. I'm
[26:28]
not sure of the interest and
[26:30]
Beaconsfield. Perhaps you can
[26:32]
answer that initial question.
[26:33]
And then I will go to the
[26:34]
questions.
[26:37]
>> Thank you, Mister Mayor. I
[26:38]
think she's planning on moving
[26:39]
to Blinken's field if you look
[26:40]
at one of the questions. You're
[26:42]
going to read it afterwards. We
[26:46]
will go and three segments here.
[26:50]
There is permits to build pools
[26:53]
not only in Beaconsfield but
[26:54]
throughout the province of
[26:55]
Québec. This is not a new. What
[26:57]
we do look at is when we get to
[27:00]
the landscaping plan. We are
[27:02]
trying to look not only at the
[27:03]
location the pool, but also the
[27:05]
location of the shed. Sometimes
[27:07]
it is feasible when there is a
[27:09]
very special tree or a large
[27:11]
sized tree that is located on
[27:13]
the side of the property that we
[27:16]
can protect it and make sure
[27:18]
that it will not be cut down for
[27:21]
no reason. We also in our bylaws
[27:26]
had a disposition an order to
[27:28]
protect the trees that should
[27:29]
not be cut down. So they have to
[27:33]
build a fence around the
[27:35]
perimeter of the tray in order
[27:37]
to protect the machinery from
[27:39]
going to close. They hit the
[27:41]
track and so on and so forth.
[27:45]
The second question is about the
[27:47]
vines forward lots. Yes, our
[27:50]
bylaw dictates a fine per tree,
[27:51]
but there is also a fine per
[27:53]
hectare. And we have to keep in
[27:55]
mind that it's always a minimum.
[27:58]
If for any reason there would be
[28:00]
a wood lot that would be
[28:01]
completely cut down we could
[28:03]
have a forced engineer go in
[28:05]
there and assess the value of
[28:09]
the massive cutting and dictate
[28:11]
the fine according to that for
[28:14]
restoration. The last one is in
[28:20]
regards to the size of the tree
[28:21]
that should be protected. We are
[28:24]
limited to 15 centimetres for
[28:26]
the simple reason it is in the
[28:28]
master plan of Montréal. We
[28:30]
cannot go lower than that. So we
[28:34]
are stuck for now with 15
[28:37]
centimetres.
[28:38]
>> I thank you, Yvette served
[28:40]
both questions at this point.
[28:43]
Okay, I'll read the second
[28:45]
question. Tree felling fines.
[28:48]
Are you removing the true fines
[28:51]
for tree cutting for building
[28:52]
pools, et cetera? Please do not
[28:53]
allow tree cutting for non
[28:55]
essential structures like pools,
[28:57]
spas, et cetera. They can be
[28:59]
built to accommodate trees.
[29:01]
Please increase fines and permit
[29:03]
system actually for developers.
[29:05]
I am considering a move to
[29:08]
Beaconsfield. Now we understand
[29:10]
why the questions. It is
[29:12]
currently one of the best cities
[29:14]
for trees, animals, and the
[29:15]
environment.
[29:18]
>> We have to agree on that last
[29:19]
instance.
[29:24]
>> No means we are looking at
[29:26]
reducing the fines or
[29:27]
eliminating fines in regards to
[29:29]
trees. What we are working on is
[29:32]
to relocate to the fine and its
[29:33]
proper place in the different
[29:35]
urban planning tools we have.
[29:37]
So, we are removing it in the
[29:40]
certificate and we're going to
[29:41]
be integrating them into the
[29:43]
zoning bylaw. As it should be
[29:45]
for a long time. We are not
[29:48]
removing finds rest assured.
[29:50]
>> Thank you, Mister Shabbat.
[29:53]
And now we are opening the floor
[29:57]
for questions from people in the
[29:58]
room. Please go to the mic to
[30:04]
ask your question. The reason we
[30:08]
want everybody to go to the mic
[30:09]
is this is being webcast. Unless
[30:13]
you are at the microphone, the
[30:15]
webcast is not picking up your
[30:17]
questions. That's why we ask for
[30:19]
that.
[30:20]
>> Okay, thank you, Mayor, I am
[30:24]
Brad. This is our triennial
[30:29]
fireside discussion about
[30:30]
municipal taxes. Just a couple
[30:34]
of comments if you don't mind.
[30:36]
The, trying to get the
[30:40]
evaluation changed is a
[30:41]
nonstarter. All I would be doing
[30:43]
is beelining Montréal with more
[30:45]
of my money. My whole basis is
[30:52]
since 2019, I've had a 42%
[30:54]
increase in taxes. What have I
[30:58]
gotten for it? There is no
[31:01]
correlation. What has to be
[31:02]
done, we have to break the
[31:04]
relationship between the
[31:06]
municipal evaluation and
[31:08]
taxation. That's a comments. My
[31:11]
second --
[31:12]
>> By the way, I agree with. You
[31:14]
>> My second comments or
[31:18]
question and that I think should
[31:20]
be clarified by Council and by
[31:23]
yourself is the lawsuits. I
[31:27]
mentioned there are 14
[31:29]
clippings. It has sort of gone
[31:30]
quiet. Of course, when my taxes
[31:33]
continue to go up, I don't like
[31:36]
that. I was talking to Robert
[31:39]
Mercury and the break and he was
[31:41]
indicated that the lawsuit is
[31:43]
still active. I wish you could
[31:46]
communicate something more
[31:48]
concrete on that.
[31:52]
>> You are Mr. Wood, right? I
[31:54]
answered a lot of your
[31:56]
questions.
[31:57]
>> Yes. You did.
[32:00]
>> Well, I think you are going
[32:04]
to hear tonight on the agenda we
[32:08]
have to items, one is a the fact
[32:14]
that we are asking Council and
[32:19]
there is a resolution that will
[32:21]
be hopefully adopted unanimously
[32:24]
by Council to give myself and
[32:29]
our director general the the
[32:33]
mandate to negotiate with
[32:37]
Montréal and the Québec
[32:38]
government. This is for future
[32:41]
taxes. We hopefully can
[32:46]
renegotiate the governance of
[32:47]
the agglomeration. Hopefully, we
[32:49]
can renegotiate what was also,
[32:52]
what should be in place. By the,
[32:56]
way and the agglomeration tax
[32:58]
that you're paying, you're
[33:01]
paying a lot of, it the basis of
[33:06]
our we suit that we've taken,
[33:08]
it's being, it's ongoing. I
[33:13]
think now the depositions have
[33:17]
been done from both sides. And
[33:20]
now we're waiting for the court
[33:22]
to establish a dates where we
[33:24]
are going to appear in court and
[33:27]
defend our case. Of, course
[33:29]
Montréal defend their case. What
[33:33]
the situation that we are
[33:35]
contesting is, in 2008, there
[33:39]
was an agreement. That
[33:43]
agreements was much larger than
[33:46]
just what I'm going to say. It
[33:49]
established a lot of other
[33:50]
things in terms of how the
[33:52]
agglomeration should be managed.
[33:55]
One of the things on the
[33:56]
agreement, a formula that
[33:59]
starting in 2008, the
[34:04]
proportional way of each city
[34:07]
and what would be paid in the
[34:11]
future for agglomeration taxes
[34:13]
would remain constant. And other
[34:16]
words, there was a neutrality
[34:17]
clause that said we there will
[34:22]
be a constant waiting as it was
[34:26]
in 2008. Only the new
[34:32]
development can be make a
[34:34]
difference in this. That is no
[34:37]
longer being absorb since 2020
[34:41]
by -- Montrealers not respecting
[34:43]
that. That has created a large
[34:47]
increase in taxes. Particularly
[34:50]
in Beaconsfield in 2020, 21, 22.
[34:54]
And now 23. We are looking as we
[34:57]
will see tonight, we are going
[34:59]
to be paying our taxes to the
[35:02]
agglomeration under protest.
[35:04]
Because we are up to about $10
[35:07]
million for the lawsuit. So,
[35:11]
that's ongoing. Hopefully we can
[35:16]
find a formula that will be and
[35:19]
that will eliminated a lot of
[35:22]
this evaluation being what is
[35:26]
measuring taxes. When it comes
[35:28]
to the local budget, it's quite
[35:30]
different. The local budget, if
[35:34]
you are, in your, case your way
[35:36]
above the average. I have to say
[35:40]
that either you became very
[35:41]
wealthy with the House that's
[35:42]
now over million dollars from
[35:45]
half 1 million. If you are
[35:47]
within the average of evaluation
[35:51]
when, evaluation, if you are
[35:54]
within the average, and your
[35:57]
taxes should not go up. And I
[35:59]
will tell you why. Basically, by
[36:04]
the amount of inflation that the
[36:08]
City will add to cover extra
[36:11]
expenses. If you are above
[36:13]
average, yes, you will have it.
[36:16]
In fact, we've done a study
[36:19]
recently. There's a lot of
[36:21]
people that are below average.
[36:23]
And they are in fact paying less
[36:26]
taxes than they were before. But
[36:30]
it in the local taxes, the rates
[36:35]
is adjusted based on
[36:37]
evaluations. Really, it's the
[36:39]
budget. The city budgets that
[36:42]
determines how much the increase
[36:43]
is going to be. Unfortunately,
[36:47]
that's not the agglomeration.
[36:51]
The agglomeration is and it is
[36:52]
an expense. As the expenses
[36:58]
increase, whether it be police,
[37:00]
fire, water, public transit, the
[37:04]
more they increase, I have to
[37:05]
tell you -- it's my opinion
[37:10]
agglomeration is -- at this
[37:13]
point. They've had huge deficits
[37:16]
every year. When the expenses go
[37:20]
up, go up, go up. That hasn't
[37:24]
direct impact. Certainly,
[37:26]
without the we neutrality in the
[37:32]
2008 agreement, with -- that has
[37:37]
transferred to Montréal with a
[37:42]
lesser -- in fact, transferred
[37:44]
to the when uses pallets. 100
[37:49]
and $22 million between 2020 and
[37:52]
2025. Montréal's portion is
[37:54]
going down by 100 and $22
[37:56]
million. So, that's what we're
[37:59]
fighting.
[38:00]
>> We'd be correct to say
[38:01]
Montrealers in breach of the
[38:02]
contract of 2008?
[38:05]
>> Pardon me.
[38:06]
>> Would it be correct to say
[38:08]
that Montrealers in breach of
[38:09]
the contract that was signed
[38:10]
between --
[38:11]
>> That's what we -- that's why
[38:12]
we are doing.
[38:15]
>> Go get, them please keep us
[38:17]
more aware.
[38:21]
>> It's a slow process. As
[38:26]
you've heard about how late the
[38:27]
courts are in terms of hearing
[38:30]
cases. So, we are going to be
[38:35]
into this as well. It's going to
[38:36]
take quite a while before our
[38:40]
cases are heard. I was hoping
[38:42]
that it would be 2024. Maybe
[38:46]
2025. Ray now, everything is
[38:48]
ready. It's a question of having
[38:50]
a day for the court to the
[38:53]
appearance in court.
[38:54]
>> Thank you.
[38:55]
>> You are welcome.
[39:09]
J'aurais une question j'ai une
[39:13]
question à propos des items en
[39:16]
de remboursement de frais de
[39:17]
parcs. Est-ce qu'il y a des
[39:19]
erreurs? Pourquoi doit-on
[39:20]
rembourser des frais de parcs?
[39:25]
- Lequel?
[39:29]
- 30,7 jusqu'à 30,10.
[39:32]
- La réponse est relativement
[39:35]
simple. Nous avons fait une
[39:39]
erreur dans le calcul.
[39:40]
(---)
[39:41]
. Quelqu'un nous a amené cette
[39:49]
erreur-là. Finalement, on a
[39:50]
découvert qu'on avait fait une
[39:51]
erreur.
[39:55]
Comme c'est une ville honnête,
[39:57]
on a décidé que tous les gens
[39:59]
qui auraient payé les frais de
[40:03]
aurait un remboursement
[40:04]
(inaudible)
[40:05]
(---)
[40:06]
. C'est pour l'appliquer de la
[40:08]
même façon qu'on doit
[40:11]
l'appliquer
[40:12]
(inaudible)
[40:13]
(---)
[40:14]
. C'est pour ça que ces gens-là
[40:15]
vont recevoir
[40:16]
(inaudible)
[40:17]
(---)
[40:18]
. On est très honnête à
[40:19]
Beaconsfield. On aurait pu ne
[40:21]
pas dire un mot. On aurait pu
[40:23]
attendre que les gens se
[40:25]
plaignent pour avoir leur
[40:27]
argent, on ne l'a pas fait. On a
[40:28]
décidé de les rembourser
[40:31]
- Je n'ai pas fait de
[40:32]
vérification. C'est une portion
[40:34]
de ce qui a été payé.
[40:36]
- Ce n'est pas le total.
[40:39]
- C'est un montant.
[40:40]
- Oui, une portion. En principe,
[40:44]
selon le calcul qui est le bon
[40:47]
calcul, il y
[40:48]
(---)
[40:49]
a. On rembourse la différence.
[40:52]
- J'espère que la prochaine
[40:55]
fois, vous ferez plus attention.
[40:56]
(rires)
[40:57]
...
[40:58]
- O.K.!
[41:00]
- C'est seulement quelques cas
[41:03]
précis. Ce sont des situations
[41:04]
particulières.
[41:05]
(inaudible)
[41:06]

[41:07]
. On a ajusté. On a corrigé
[41:10]
l'imposition. Ce n'est pas tous
[41:11]
les cas de frais de parcs.
[41:15]
- Les frais de Parker est encore
[41:17]
avec le bon calcul.
[41:18]
(inaudible)
[41:19]
(---)
[41:20]
. D'autres questions?
[41:31]
- Bonsoir.
[41:39]
La ville de Beaconsfield a émis,
[41:43]
le 12 juillet 2021, la politique
[41:46]
RH huit 0 huit
[41:47]
(---)
[41:48]
.
[41:52]
Aujourd'hui, pouvez-vous donner
[41:54]
une évaluation approximative du
[41:57]
nombre d'employés qui font du
[41:58]
télétravail, deux ou trois jours
[41:59]
semaine pour les cols blancs?
[42:02]
- Je ne pense pas qu'on a ce
[42:05]
chiffre. On peut revenir avec
[42:06]
les chiffres.
[42:07]
- Dans un ordre de grandeur?
[42:08]
(inaudible)
[42:09]
(---)
[42:10]
. En réalité, on n'a pas d'idée.
[42:11]
On va vous revenir avec la
[42:12]
réponse.
[42:14]
- J'ai déjà posé la question, on
[42:15]
ne mettait pas revenu.
[42:17]
- On en prend note, on revient
[42:18]
avec nos réponses.
[42:22]
- Dans le dernier compte de
[42:24]
taxes, un conseiller a proposé
[42:27]
que la Ville devrait réévaluer
[42:29]
sa priorité d'investissements.
[42:31]
Le projet
[42:32]
(---)
[42:33]
en particulier, étant donné que
[42:34]
le centre récréatif pour lequel
[42:37]
des travaux de plusieurs
[42:38]
millions de dollars
[42:39]
supplémentaires pourraient être
[42:40]
réévalué dans ce sens.
[42:42]
Voici, ici, une proposition
[42:50]
préliminaire qui m'a été
[42:52]
envoyée, que je vais déposer à
[42:54]
l'assistant greffière. C'est une
[42:59]
proposition préliminaire qui m'a
[43:00]
été transmis par une firme
[43:02]
spécialisée en réorganisation de
[43:04]
bureaux, en travail hybride. Il
[43:07]
prétend que pour 4 à 5000
[43:09]
dollars par année, vous pourriez
[43:10]
gérer de l'espace à deux à trois
[43:13]
fois plus petit que ceux que y
[43:15]
sont requis par le nombre
[43:18]
d'employés. Ça fonctionne très
[43:21]
bien. On appelle ça le travail
[43:25]
hybride,:
[43:26]
(---)
[43:27]
. Au lieu d'avoir un bureau par
[43:28]
employé, on les partage, c'est
[43:30]
ce qui se fait au centre-ville
[43:31]
de plus en plus. Je vous
[43:34]
présente ça. Je n'ai rien à voir
[43:35]
avec. Ils m'ont envoyé ça. Ils
[43:37]
ont entendu des remarques qu'on
[43:39]
avait faits dans le passé. J'ai
[43:41]
dit: je vais vous transmettre
[43:42]
ça. Vous en ferez...
[43:43]
(inaudible)
[43:44]
vous pouvez
[43:45]
(inaudible)
[43:46]
(---)
[43:47]
.
[43:48]
- Dernier point, c'est seulement
[43:49]
une remarque.
[43:54]
You said, Mister Mayor, public
[43:55]
health is not a municipal level
[43:57]
responsibility. Please remember
[44:02]
and that the ban was justified
[44:04]
by the City on public health
[44:05]
arguments.
[44:11]
- Je suis entièrement d'accord
[44:13]
avec vous. Si vous regardez, on
[44:14]
peut fournir l'information
[44:15]
là-dessus. Les autoroutes, sur
[44:20]
les routes, c'est la
[44:22]
responsabilité du gouvernement.
[44:24]
- Ce n'est pas ce que vous avez
[44:26]
dit tantôt. La santé publique
[44:27]
n'est pas un problème municipal.
[44:31]
Non, c'est pas un problème.
[44:34]
Peut-être que j'ai... que je me
[44:35]
suis mal exprimé, la, mais dans
[44:39]
le cas des autoroutes, c'est
[44:43]
définitivement une
[44:44]
responsabilité du gouvernement
[44:45]
provincial.
[44:46]
- Merci. Bonsoir.
[44:51]
- Est-ce qu'il y a d'autres
[44:52]
questions?
[44:56]
- Bonsoir.
[44:59]
>> Good evening. I am a
[45:02]
Beaconsfield resident, I own a
[45:03]
small business in the village.
[45:06]
We recently almost got our tax
[45:11]
evaluation. I got it my
[45:12]
business. I was shocked at home
[45:14]
to learn that my taxes went up
[45:16]
by roughly 50%. As the mayor
[45:18]
said, my house bill went up by a
[45:21]
lot. I would be happy but I was
[45:25]
curious to see if my neighbours
[45:27]
taxes also went up. The person
[45:31]
to the left to, me to the right
[45:32]
of me, all went up by roughly
[45:34]
the exact same amount, give or
[45:35]
take, 0.1, 0.2. The council
[45:40]
woman explain to me how it works
[45:41]
and I was able to understand.
[45:43]
From my business in the village,
[45:45]
I was shocked beyond belief to
[45:48]
learn that my taxes for the
[45:50]
year, which I have been -- every
[45:53]
other expense I pay, which is
[45:56]
commercial leases, my taxes are
[45:57]
going up 100 68%. It is
[46:00]
staggering. It's not going to
[46:02]
bankrupt us. It will come pretty
[46:03]
close, unfortunately. Unless we
[46:06]
can find ways to accumulate it.
[46:09]
But the part that is
[46:11]
frustrating, my neighbour to the
[46:13]
left of me, there is no formula
[46:17]
to justify why mine is 168, when
[46:20]
the manner is 50%, our pm is --
[46:24]
yellow houses 27%. It's
[46:27]
completely hodgepodge of how the
[46:29]
evaluations are different from
[46:30]
one to the other. My house, 49
[46:32]
point, nine 49.9, all in the
[46:34]
same playing field, which I get.
[46:37]
Whereas the restaurant, just
[46:39]
about ready to open up across
[46:44]
from me, the tire restaurant, we
[46:45]
hope they do well, my
[46:48]
competitors, McDonald's on St.
[46:49]
Charles, his went up by 14%. My
[46:54]
competitors are paying a
[46:55]
significantly less percentage of
[46:57]
taxes, I am paying significantly
[46:59]
higher. I have two questions.
[47:00]
One is, for the future, would
[47:02]
the Council of Beaconsfield
[47:07]
consider being proactive in
[47:08]
trying to alert residents of
[47:14]
these possible surprises that
[47:16]
could occur. My landlord called
[47:18]
me and said you have to pose
[47:20]
this, he doesn't care. He does
[47:23]
and he doesn't. He's going to
[47:24]
get his money no matter what. He
[47:26]
wants the taxes to stay low. For
[47:27]
the resident, the tenant that
[47:31]
would not notice it. He could be
[47:34]
in a sticky situation. It would
[47:36]
be wise for the City to be
[47:38]
trying to support them. That is
[47:39]
question number one. With the
[47:41]
City consider, five years from
[47:42]
now, being proactive and looking
[47:44]
at this. Number two, I'm
[47:47]
planning on contesting this with
[47:49]
the City. The mechanisms of it
[47:51]
is quite simple. You pay a
[47:53]
certain amount of money in
[47:55]
taxes. I have no choice but to
[47:57]
put my best foot forward. Are
[48:00]
there avenues of support of the
[48:01]
city of Beaconsfield can offer
[48:02]
to make my case more winnable?
[48:08]
>> I have to give you some bad
[48:10]
news. Because we are not
[48:14]
responsible. As I said before,
[48:18]
we do not do the evaluations. We
[48:21]
don't have the expertise in
[48:23]
Beaconsfield to do the
[48:24]
evaluation. It is done by the
[48:26]
City of Montréal. In your case,
[48:30]
if you have this, I certainly
[48:34]
don't want you to go in my
[48:37]
recommendation. I strongly
[48:39]
suggest that you look at
[48:40]
contesting it.
[48:41]
>> I am contesting it.
[48:43]
>> That's fine. That's good. If
[48:45]
you feel that you have been
[48:48]
treated unfairly in terms of
[48:50]
your evaluation by Montréal,
[48:53]
because it's Montréal that does
[48:55]
all that, unfortunately there is
[48:57]
nothing that we can do about the
[49:01]
system. That's the way it is for
[49:03]
the whole island of Montréal.
[49:05]
All 15 municipalities. You are
[49:10]
only -- your only recourse is to
[49:13]
contest the evaluation. I will
[49:19]
suggest another thing. You may
[49:23]
want to talk about -- in terms
[49:25]
of how you are going to pay your
[49:28]
taxes. Why don't you talk to our
[49:32]
-- you may -- just submit to our
[49:39]
treasurer the situation. I don't
[49:46]
take it, it's not going to be
[49:47]
everything. You may have to end
[49:50]
up paying interest. There may be
[49:51]
a way our treasurer could smooth
[49:55]
things out for a period of time
[49:58]
for you. I suggest you talk to
[50:02]
her. Tell our treasurer that I
[50:04]
asked you to talk to them.
[50:06]
>> Thank you very. Much I
[50:08]
understand it comes from the
[50:09]
City of Montréal. They are the
[50:11]
one imposing the taxes. I get
[50:13]
that. I'm going to contest it.
[50:16]
>> They don't impose local tax.
[50:19]
They impose the corporation tax
[50:21]
and evaluation.
[50:22]
>> They are the ones that are
[50:23]
saying your house or your
[50:25]
business location is now worth
[50:27]
X. I have to contest their
[50:28]
decision of saying my business
[50:29]
is now worth X. My question is,
[50:33]
can I get any support in terms
[50:36]
of contesting, not to pay the
[50:38]
309, other means or mechanisms
[50:40]
within the city, writing my
[50:43]
letter dotted with eyes,
[50:45]
crossing my t's --
[50:46]
>> No. We don't do that. Again,
[50:52]
because your business for
[50:57]
residential evaluation we had a
[51:00]
letter, with the tax bills,
[51:03]
explaining what you have to do
[51:04]
to contest your evaluation. You
[51:06]
may want to talk to our
[51:08]
treasurer, again, to make sure
[51:10]
that for a business, commercial
[51:11]
entity like yours, that you are
[51:15]
following in the property
[51:18]
process to contest your
[51:19]
evaluation. There is very little
[51:22]
other than that that we can do,
[51:23]
unfortunately. We are out of it.
[51:29]
But as I said before, you have
[51:31]
to distinguish between local
[51:34]
taxes and agglomeration taxes.
[51:35]
Local taxes, in your case, with
[51:40]
such a high increase in
[51:42]
evaluation, your local tax
[51:44]
certainly has gone up by a fair
[51:45]
bit. Compared to your
[51:48]
agglomeration taxes, it's a lot
[51:49]
less. We normally take into
[51:56]
consideration local tax is based
[51:58]
on our budget and on the overall
[52:05]
wealth of the city. Then we make
[52:09]
an adjustment on the rate and
[52:14]
that is used to come up with
[52:15]
your taxes. Commercially, it's a
[52:18]
little different. I would
[52:23]
suggest that you talk through
[52:25]
our treasurer, he can explain
[52:26]
everything to you. Go through it
[52:29]
with you. You know, it sounds
[52:36]
like you've had a very high
[52:37]
evaluation. If you can make a
[52:39]
case that it's an unfair
[52:41]
evaluation, then you should
[52:42]
contest it.
[52:44]
>> Thank you very much.
[52:45]
>> You're welcome. By the way,
[52:47]
we love the restaurant. Don't
[52:48]
close. Any other questions?
[52:56]
Well, thank you. We will go on
[52:57]
with the agenda.

last summer from the program,

municipalities that in total had

832 trees planted. And that

represents 46% of those trees

planted here in Beaconsfield.

a hole and planting a tree are
[1:14:55]
professionals. That's a non
[1:14:59]
profit organization and it is
[1:15:00]
certainly helpful for anybody
[1:15:02]
who is looking at maybe next
[1:15:06]
year to hopefully look for the
[1:15:11]
advertisement coming later this
[1:15:13]
summer. At that point it might
[1:15:14]
be of interest to them.
[1:15:16]
Certainly, trees are important
[1:15:19]
for the City, certainly adds to
[1:15:22]
our canopy, provides shade in
[1:15:24]
summer, and falls in line with
[1:15:27]
the City's climate action
[1:15:28]
programs. To that point, I'm not
[1:15:33]
sure how many residents actually
[1:15:36]
had read about the global
[1:15:39]
conference that took place in
[1:15:41]
December, a few months ago. A
[1:15:43]
global conference on
[1:15:46]
biodiversity cog, 20,000
[1:15:48]
political leaders as well as
[1:15:51]
environmental scientists across
[1:15:52]
the world were in Montréal for
[1:15:54]
two weeks. Their concern is with
[1:15:57]
the destruction of nature. They
[1:16:00]
are seeing it around the world,
[1:16:01]
both on my end and on -- what we
[1:16:06]
are seeing is biodiversity is
[1:16:09]
really linked to climate change.
[1:16:11]
The conference ended with 150
[1:16:14]
countries signing off to protect
[1:16:17]
30% of their nature and their
[1:16:18]
water by 2030. What's
[1:16:22]
interesting is premier logo and
[1:16:24]
many of the Québec ministers and
[1:16:28]
environmentalists also attended
[1:16:29]
that meeting. Québec as well has
[1:16:31]
pledged to protect 30% of nature
[1:16:34]
lands and water by 23. 17% of
[1:16:40]
the province under such
[1:16:43]
protection. From the Environment
[1:16:44]
Committee, we are certainly
[1:16:46]
looking forward to seeing
[1:16:47]
exactly what actions and
[1:16:49]
regulations will follow through
[1:16:51]
on in order to reach those
[1:16:53]
objectives by 2030. At the same
[1:16:55]
time, I want to mention that
[1:16:58]
Beaconsfield has been invited to
[1:17:01]
participate by time Eric
[1:17:03]
institute to participate with
[1:17:05]
eight other municipalities. To
[1:17:09]
really look at workshops and
[1:17:11]
discussions, just how we can
[1:17:12]
continue to work together with
[1:17:15]
other municipalities in our
[1:17:20]
climate action plans. At the
[1:17:21]
same time, to learn from the
[1:17:23]
experiences of other
[1:17:24]
municipalities. And at the same
[1:17:27]
time, how to better engage and
[1:17:30]
communicate our residents into
[1:17:31]
these programs. We know
[1:17:35]
communications is always
[1:17:36]
important to our residents. This
[1:17:39]
will give us some insight in
[1:17:41]
terms of doing a better job for
[1:17:42]
that. These are ten workshops
[1:17:46]
across the entire year. They are
[1:17:48]
free. They have invited five of
[1:17:51]
our city employees environmental
[1:17:54]
committee to participate in this
[1:17:56]
workshop and I think it would be
[1:17:58]
very interesting.

[1:24:40]
- Ça leur mène à la fin de notre

réunion. I
[1:24:43]
Want to thank the people that
[1:24:44]
are still here. Some people have
[1:24:47]
just come for the question
[1:24:49]
period. That's fine. But they
[1:24:51]
really miss a whole lot of what
[1:24:53]
happens at this meeting. I would
[1:24:57]
encourage them in the future to
[1:24:58]
stay until the end of the
[1:24:59]
meeting. Thank you very much for
[1:25:03]
coming to the meeting. Thank you
[1:25:05]
very much for that questions if
[1:25:06]
that came up. I really
[1:25:11]
appreciate the fact that you are
[1:25:14]
interested in what happens in
[1:25:15]
our city. Je vous remercie
[1:25:18]
énormément pour avoir pris le
[1:25:19]
temps de venir nous voir ce
[1:25:20]
soir..
[1:25:23]
To those of you that are
[1:25:24]
watching us on the webcast,
[1:25:25]
again, I really appreciate it. I
[1:25:29]
think all of Council appreciates
[1:25:31]
the fact that you take time to
[1:25:34]
watch our council meeting on
[1:25:38]
webcast. I was very surprised
[1:25:43]
and certainly pleasantly
[1:25:46]
surprised to see that 95 people
[1:25:51]
actually watch our webcast last
[1:25:53]
month. 95 people. That's good.
[1:26:00]
Merci beaucoup pour tous les
[1:26:01]
gens qui sont sur notre site
[1:26:03]
Web. On apprécie vous avoir avec
[1:26:05]
nous. On se revoit au mois
[1:26:08]
prochain, merci. Thank you.
