présentation ce soir à faire, un

résident qui a passé plusieurs

années sur le comité consultatif

d'urbanisme, qui a donné

it is our, we are delighted to

see again surge and to wish you
[2:13]
well and I know you are stepping
[2:14]
down. With other projects in the
[2:19]
works these days. We didn't want
[2:21]
that to go by unrecognized at
[2:22]
the same time. But beyond that,
[2:27]
I think you've been a great
[2:28]
example, I think, of community
[2:31]
engagement and resident
[2:33]
engagement and some of the
[2:34]
things we do as part of this
[2:35]
committee. I think we also
[2:38]
appreciate your dedicated years
[2:41]
of volunteer-ism that you've
[2:42]
given to that. You've helped
[2:44]
along other members and
[2:46]
everybody here to help build our
[2:48]
city over the last 12 years. We
[2:49]
think about it in that
[2:51]
perspective. I also think you
[2:54]
better our city in a lot of
[2:55]
ways. For all of those things
[2:56]
and many other, things we want
[2:57]
to thank you for all your
[2:58]
contributions and you are here
[2:59]
tonight, for those on the
[3:01]
webcast, we wanted to extend our
[3:04]
thanks to yourself and have
[3:06]
everybody be aware of that at

les activités qui se passe à

Beaconsfield. Merci.

Membre du conseil, citoyen,

citoyenne, il n'y en a pas,
[5:18]
peut-être en mode écoute. Je
[5:21]
vais vous présenter un petit
[5:25]
bilan divisé en section,
[5:27]
sécurité routière, patrouille à
[5:30]
vélo et activités
[5:31]
communautaires. Donc, sans plus
[5:35]
tarder, pour la sécurité
[5:37]
routière, nous avons maintenu
[5:39]
une présence soutenue auprès de
[5:42]
l'école Saint-Rémy au début et à
[5:43]
la fin des classes concernant
[5:46]
les automobilistes qui ne
[5:47]
respectent pas la signalisation
[5:48]
aux abords de l'école. Plusieurs
[5:50]
constats d'infraction ont été
[5:51]
émis. À l'école de Beaconsfield,
[5:54]
même chose, le non-respect de la
[5:57]
signalisation, beaucoup de
[5:58]
patrouilles en mode visibilité
[6:00]
et respect de la signalisation
[6:01]
aux abords de l'école. L'école
[6:05]
Sherbrooke Académie junior,
[6:07]
plusieurs patrouiller encore en
[6:08]
mode visibilité pour faire
[6:09]
respecter la signalisation aux
[6:12]
abords de l'école. Nous avons
[6:15]
également participé à l'ONG
[6:18]
qui... des opérations nationales
[6:20]
concerter le 28 avril au 4 mai,
[6:23]
partage de la route. Donc,
[6:29]
beaucoup de constats
[6:30]
d'infraction émis à la ville de
[6:32]
Beaconsfield en lien avec cette
[6:33]
opération. Nous avons aussi
[6:36]
procédé à une grosse opération
[6:37]
de vitesse au coin de
[6:39]
Saint-Charles, qui est une zone
[6:42]
accidentogène dans notre
[6:44]
secteur, 505, une zone
[6:48]
résidentielle de 40 kilomètres
[6:50]
heure. Saint-Charles et
[6:52]
déconnait ainsi que Beaconsfield
[6:54]
et Shore, 30 kilomètres heure,
[6:57]
la zone. Toutes ces opérations,
[7:00]
beaucoup de constats
[7:01]
d'infraction ont été émis. Comme
[7:02]
vous le savez, la dernière fois,
[7:04]
je vous ai parlé de la
[7:05]
patrouille à vélo qui sillonnent
[7:06]
et rue de Beaconsfield. Nous
[7:09]
avons deux patrouilleurs à vélo
[7:10]
cette année. Durant tout le
[7:11]
mois, du 24 avril au 23 mai,
[7:15]
nous avons procédé à une
[7:16]
patrouille du parc Angel ou d',
[7:19]
à l'intention des usagers du
[7:20]
parc. Beaucoup d'avis formelles
[7:21]
ont été émis. Pour les chiens
[7:25]
sont Ales. D'autres opérations
[7:29]
sont planifiés, des opérations
[7:31]
répressives sont planifiés au
[7:33]
cours des mois de mai et juin.
[7:38]
Le 28 avril, à l'école JFK, il y
[7:40]
a eu une marche pour l'autisme
[7:42]
avec les étudiants et le
[7:43]
personnel de l'école,
[7:45]
sécurisation et encadrements de
[7:46]
la marche avec les patrouilleurs
[7:47]
à vélo. Une belle participation
[7:48]
lors de l'événement. Ensuite, le
[7:53]
24 avril, il y avait à
[8:01]
Beaconsfield le défi des braves,
[8:03]
patrouille des divers points,
[8:04]
activités, lors du rallye, une
[8:08]
belle participation encore une
[8:09]
fois des patrouilleurs à vélo.
[8:12]
Je vais vous en parler tantôt
[8:14]
avec notre activité
[8:15]
communautaire, mais il y a le
[8:17]
grand
[8:18]

[8:19]
. D'ailleurs, monsieur Bourelle,
[8:20]
on s'est vu lors des événements.
[8:23]
Pour les agents sociaux
[8:25]
communautaires, le 25 avril, on
[8:30]
a fait une co-, une formation,
[8:35]
une formation policier
[8:36]
intervenant, direction et
[8:38]
direction adjointe des écoles.
[8:39]
Ils ont tous reçu une formation
[8:44]
avec la Division de prévention
[8:46]
et sécurité urbaine. C'est une
[8:49]
section au SPVM communautaire,
[8:51]
corbeau. Et les enquêtes du
[8:54]
SPVM. Le 25 avril, on a aux 200
[9:01]
de Woodside, au United Church,
[9:04]
on a fait une visite de
[9:07]
courtoisie et plusieurs ses
[9:08]
conseils de sécurité donnés aux
[9:11]
divers organismes dans l'Église.
[9:13]
Recommandations faites au...
[9:16]
recommandations de sécurité
[9:17]
faites aux propriétaires pour
[9:18]
optimiser les mesures de
[9:19]
sécurité en place. Le 28 avril,
[9:23]
même chose. Au 202 Woodside,
[9:26]
nous avons qu'on continue avec
[9:28]
plusieurs rencontres et des
[9:29]
organismes. On a aussi rencontré
[9:30]
les gestionnaires de l'Église.
[9:36]
L'école JFK, le 28 avril, marche
[9:39]
extérieures étudiante, avec le
[9:41]
personnel scolaire, la marche a
[9:42]
été faite avec la patrouille à
[9:44]
vélo. Aucun incident signalé.
[9:46]
Le... le 3 mai, au centre
[9:52]
civique, une rencontre de
[9:56]
concertation avec plusieurs
[9:57]
partenaires locaux, dont
[10:00]
plusieurs partenaires qui
[10:02]
couvrent Beaconsfield. Les
[10:03]
agents sociaux communautaires
[10:04]
ont participé à la rencontre. Le
[10:06]
4 mai, rencontre de mise au
[10:08]
point avec le gestionnaire du
[10:10]
centre de pachas à Beaconsfield.
[10:13]
Rencontre d'optimisation des
[10:14]
bonnes pratiques pour augmenter
[10:15]
la sécurité des unités au
[10:19]
centre. Et le 9 mai, le centre
[10:22]
d'actions bénévoles de l'ouest
[10:23]
de l'île rencontre encore une
[10:26]
fois avec les deux agents
[10:28]
sociaux communautaires, une
[10:29]
rencontre pour améliorer les
[10:30]
bonnes pratiques. Et le oui cas
[10:32]
aussi, le 11 mai,
[10:37]

, on est aussi le 15 mai, le
[10:40]
CLSC du Lac-Saint-Louis qui
[10:42]
couvre le secteur de
[10:45]
Beaconsfield. Tout ça, juste

pour vous préciser qu'on reprend

le rôle de nos partenaires très
[10:51]
au sérieux. Donc, tout le monde
[10:52]
a été rencontré. Et finalement,
[10:55]
pour finir, le 10 mai, 46
[10:58]
boulevard Saint-Charles, nous
[10:59]
avons participé au gros marathon
[11:03]
avec monsieur le maire. Pour la
[11:05]
criminalité, il n'y a aucun
[11:07]
événement majeur ou accidents
[11:08]
majeurs dans la ville de
[11:10]
Beaconsfield dans le dernier
[11:12]
mois. Donc, encore une fois, je
[11:14]

questions. Question one is on

40.1 item. I noticed this item

mentions pesticide laws. Does
[15:04]
Beaconsfield use pesticides in
[15:05]
sewer? Does Beaconsfield use --
[15:11]
in or near the sewers? I hope
[15:15]
not. Because the bait kills fish
[15:16]
and many other animals. Please
[15:18]
do not use rodent aside. Here is
[15:24]
an article about how dangerous
[15:26]
it is to aquatic environment.
[15:29]

Please do not ever use it in or

near sewers, the bait goes up

been a resident and a taxpayer

here for 39 years. Some of you
[19:18]
already know me. I don't need to
[19:22]
provide you with an address. I

have a slightly unorthodox

question to ask. If you bear

where I'm coming from. The do

this situation. There were

absolutely no parameters. It was

wide open. So, eventually, we
[21:45]
ended up with my councillor and
[21:47]
I having an in-person meeting
[21:49]
because the emails or not really
[21:50]
working very well. It wasn't
[21:54]
really coming to a proper
[21:55]
conclusion. About time, my
[22:02]
councillor had been in touch
[22:03]
with many of you. The feedback
[22:08]
he had received from you was
[22:10]
that this was really not a
[22:11]
problem. You couldn't see it as
[22:15]
being a problem. Every time
[22:19]
there was a reason given for not
[22:20]
doing anything, basically that
[22:25]
reason came at the same calibre
[22:27]
as my dog ate my homework. It
[22:30]
was at that level. The final
[22:35]
part of the discussion, the
[22:37]
in-person discussion over my
[22:38]
kitchen table, was, well, we
[22:42]
don't want to do anything, we
[22:44]
don't think it's a problem. Have
[22:45]
you tried talking to this
[22:46]
individual? In this day and age,
[22:52]
where if you open a wrong card
[22:54]
or you can get shot, I would
[22:59]
have to go to my neighbour when
[23:03]
they are not breaking the law,
[23:06]
because there is the law, and go
[23:08]
on their property, ring their
[23:14]
doorbell, and no matter how
[23:16]
nicely I would say, it I am
[23:17]
telling them, I really don't
[23:18]
like what you are doing. Okay?
[23:23]
What could go wrong under those
[23:24]
circumstances? The City supposed
[23:28]
to be practically -- protecting
[23:30]
me and my interest is telling
[23:31]
me, go out there for yourself.
[23:34]
Okay. That's what the Council
[23:38]
had said to me through my
[23:41]
councillor. Okay. I had to live
[23:44]
with that. Now, fast forward to
[23:50]
the beginning of April. A
[23:56]
situation affected all of us. In
[24:00]
my particular case, and I
[24:01]
believe in the case of my
[24:02]
councillor as well, we were out
[24:07]
for 120 consecutive hours. So,
[24:12]
at that particular point in
[24:13]
time, we had the two Generac
[24:16]
systems that started up, doing
[24:18]
their wonderful duet. Followed
[24:22]
by a third portable that is
[24:24]
really noisy. And shortly
[24:30]
thereafter, a fourth came. I had
[24:37]
these generators, the noise
[24:38]
being generated by them in a
[24:41]
270-degree radius from my house
[24:44]
for the better part of 120
[24:47]
consecutive hours. Does this
[24:52]
sound like it's not a problem?
[24:57]
You could have fooled me. When I
[24:59]
was looking out of my kitchen
[25:03]
window, looking at that
[25:04]
neighbour, who had their house
[25:07]
lit up like a television studio,
[25:12]
I bore no malice towards them.
[25:13]
Why? Because they were doing
[25:18]
everything that was within the
[25:19]
law.
[25:21]

conclusion?
[25:24]

conclusion. The conclusion is
[25:27]
that this Council has done
[25:29]
nothing with regard to that.
[25:32]
Yet, there is a Council that has
[25:33]
done something. That Council is
[25:41]
Blainville. They have
[25:46]
regulations, 53, just covering
[25:51]
nuisance noise. And they have a
[25:55]
curfew! It says, even, even
[26:01]
under emergency situations that
[26:05]
the noise level, those machines
[26:06]
have to be turned off from 9:00
[26:09]
at night until 7:00 in the
[26:10]
morning. What do we have in
[26:13]
Beaconsfield? Zip. Okay? And
[26:18]
then in a separate regulation,
[26:19]
they also have something that
[26:23]
governs the level of noise is
[26:26]
acceptable for the machines.
[26:29]
It's 55 decibels.
[26:34]
>> Besides Blainville, are there
[26:35]
any other cities that you know?

>> No, I have not researched the
[26:38]
entire world. This I became
[26:40]
aware of and these are bylaws.
[26:42]
They enforce them because I know
[26:45]
that, in fact, in at least one
[26:47]
case, I was told about that the
[26:49]
police were at the door when
[26:52]
people were going over the
[26:53]
curfew.
