[0:02] Good evening and welcome to the
[0:03] Good evening and welcome to the
[0:06] Good evening and welcome to the
[0:10] Good evening and welcome to the
[0:14] regular meeting of the municipal
[0:16] council on Monday, July 10th,
[0:18] 2023. We will now go to the
[0:23] opening of the meeting.
[0:24] >> Proposed.
[0:25] >> Seconded.
[0:27] >> Seconded.
[0:30] >> Seconded.
[0:33] >> Seconded.
[0:38] >> Seconded.
[0:48] So the PDQ1 commandment is not
[0:50] here this evening.
[0:53] here this evening.
[0:58] here this evening.
[1:00] here this evening.
[1:02] here this evening.
[1:06] here this evening.
[1:08] here this evening.
[1:10] here this evening.
[1:13] There are two councillors not
[1:14] with us tonight. There is
[1:18] Councillor Martin Saint-Jean
[1:19] from district to, and Councillor
[1:23] Peggy from district six away
[1:27] from this evening, they could
[1:29] not attend the meeting. So we
[1:33] will go now to the written
[1:36] questions that we received. The
[1:40] first question is from Mr. David
[1:43] Colin on Rosedale. The question
[1:50] Colin on Rosedale. The question
[1:54] Colin on Rosedale. The question
[1:59] Colin on Rosedale. The question
[2:01] Colin on Rosedale. The question
[2:03] Colin on Rosedale. The question
[2:09] Colin on Rosedale. The question
[2:12] Colin on Rosedale. The question
[2:15] Colin on Rosedale. The question
[2:18] Colin on Rosedale. The question
[2:22] the next question is from
[2:25] Nicholas --. It is a very, very
[2:29] long question. I will not read
[2:33] it all but I will try to do a
[2:37] resume of the question and --
[2:44] makes comments regarding outdoor
[2:47] rodenticide and outdoor traps.
[2:51] The definition of government in
[2:52] Beaconsfield bylaws. She also
[2:54] mentions the ban on wildlife
[2:56] eating and the possibility of
[2:59] adding animal proof bins in the
[3:00] parks. Miss, I have to say to
[3:05] you that is a very highly
[3:09] technical question you are
[3:10] asking. Your question and
[3:14] comments will be referred to the
[3:15] administration. I also strongly
[3:20] suggest to you that such
[3:22] questions in the future he asked
[3:25] directly to the administration
[3:29] through info at Beaconsfield.ca.
[3:35] Her second question is on angel
[3:38] Woods. Why are Montréal and
[3:41] Beaconsfield using punitive
[3:42] police approach to human dog
[3:45] conflict in angel woods? At last
[3:47] month's meeting, a police
[3:49] officer mentioned a police
[3:50] surveillance and more tickets
[3:52] regarding conflicts between dogs
[3:54] and humans in angel woods. I
[3:57] believe there are peaceful,
[3:59] preventive ways to mitigate
[4:00] this. One could be to hold
[4:03] special events at the adjacent
[4:05] dog park and another could be to
[4:07] work with private owners in the
[4:09] other municipalities to open
[4:11] major woods to awfully dogs on
[4:13] certain days or certain times.
[4:17] Education about the impact of
[4:19] off leash dogs could have --
[4:23] given out the residents by in
[4:24] email, snail mail, or at parks
[4:28] or libraries or the animal page
[4:29] on the website. Education about
[4:30] that --
[5:28] In the same manner as Toronto.
[5:32] The laws and rules different
[5:34] between Beaconsfield and Toronto
[5:37] and we cannot compare ourselves
[5:40] to them. As for the employees,
[5:44] we do not receive the update
[5:46] beforehand as it is an informal
[5:47] profit presentation. Residents
[5:50] are invited to watch the webcast
[5:51] for each summer. By the, way the
[5:55] police department in
[5:56] Beaconsfield, PDQ1, is under the
[6:02] jurisdiction of the Montréal
[6:03] agglomeration. Next question is
[6:09] from Mr. Lauren made who. The
[6:15] question is on traffic lights at
[6:17] woodland. When are you going to
[6:18] fix the traffic lights at
[6:19] woodland? Vehicles turning left
[6:23] on the green for highway 20 west
[6:26] exit ramp used to be greeted by
[6:28] a green light on the south side
[6:29] of the bridge allowing many
[6:33] vehicles to proceed south. For a
[6:36] few months, and we are now
[6:37] greeted on the south side of the
[6:39] bridge by a red light. The
[6:41] bridge can accommodate eight
[6:43] vehicles at the most. This
[6:45] creates a backup on the exit
[6:46] ramp during heavy traffic
[6:48] volumes. It is really annoying
[6:49] to have to wait several life
[6:51] cycles when the problem could
[6:53] Easily be solved by adjusting
[6:54] the lights back to the way they
[6:55] were a few months ago. First,
[6:58] let me point out to you that I
[7:01] use that intersection every day
[7:04] and it is very frustrating
[7:09] sometimes because the light
[7:11] system does change. One thing
[7:16] that must be pointed out is that
[7:20] the programming is affected by
[7:23] the frequent passing of trains,
[7:26] approximately 80 per day. Every
[7:30] time there is a train going
[7:32] through, there is a change in
[7:37] the programming that takes place
[7:40] and it takes several minutes for
[7:42] the change to get back to normal
[7:44] again. If another train comes by
[7:47] in the meantime, well, that goes
[7:49] on again. So 80 times a day
[7:54] there is some change in the
[7:56] programming and that is caused
[7:57] by the train. However, no
[7:59] changes have been made to the
[8:01] programming at woodland. Traffic
[8:03] lights, since their installation
[8:04] in 2018 -- no, not now. After
[8:14] the question period you will
[8:15] have the floor. The next
[8:18] question is from Mr. Derek
[8:20] pounds. The revitalization of
[8:25] centennial park and merino. At
[8:28] the 24th April 2023, council
[8:29] meeting it was announced that
[8:31] total grants of three point $1
[8:33] million have been pledged from
[8:35] the FCC and federal governments
[8:37] towards building the proposed
[8:41] revitalization of Centennial
[8:42] Park and Marino. The aesthetics
[8:43] of the project is a concern and
[8:46] it is expected that the project
[8:47] plans with the neighbour.
[8:51] Question one is, what is the
[8:52] footprint of the proposed single
[8:54] storey building and park
[8:55] remodel? The building will
[8:59] occupy 2700 square metres and
[9:02] the parking lot is going to be
[9:06] 5685 square metres. Question
[9:10] two, as the proposed injury is
[9:13] selected for praising this
[9:14] project, professionals in the
[9:16] fields of architecture and
[9:18] landscape architecture and
[9:20] municipal representatives in the
[9:21] fields of culture and urban
[9:22] planning. The process, Mr.
[9:25] crowns, is ongoing right now.
[9:28] It'll be confirmed by Council
[9:30] resolution when it is completed.
[9:35] And now we can go to the floor
[9:37] for any questions.
[9:45] [Inaudible]
[9:48] >> Speaking to the mic, please.
[9:51] >> Okay. This is over the many
[9:53] years, this is the third time
[9:55] this has happened. The first two
[9:57] times I complained and it was
[9:59] fixed in about a week. And now
[10:00] it's been a couple months, it is
[10:02] really quite annoying when you
[10:03] have to wait two, three, four
[10:06] traffic light cycles to make
[10:07] that turn and go down woodland.
[10:13] Dominique there told me there
[10:14] was some adjustment made a month
[10:17] or so ago to the lights. Ever
[10:18] since then, it has been about
[10:20] two months now, it is this
[10:22] annoying waiting for all those
[10:24] life cycles when you shouldn't
[10:25] have to. If the lights were
[10:26] fixed properly.
[10:28] >> To answer your question, I go
[10:29] through there every day. Right
[10:33] now, I noticed that the
[10:36] greenlight, when you turn left
[10:39] from elm to gold south, the
[10:44] lights are green and there is a
[10:49] mayoral -- for the people who
[10:50] want to turn. The lights are
[10:52] green all the way. But from time
[10:57] to time, it happens that it
[10:59] doesn't work that way. It is
[11:00] simply because trains are going
[11:02] through. Every time a train goes
[11:03] through, the programming is all
[11:09] screwed up, I'm sorry, I'm going
[11:10] to use the word all screwed up.
[11:13] It takes a while before. I don't
[11:15] know what Dominique has told you
[11:18] but maybe she can explain.
[11:20] >> Yes, I would like to take
[11:22] that opportunity. I was just
[11:23] reviewing my email, that was on
[11:25] May 30th. I had explained there
[11:27] had been some work completed
[11:29] recently to correct a
[11:30] malfunction on a pedestrian push
[11:33] button. That was it. That was
[11:37] it.
[11:38] >> I, mean this was never a
[11:39] problem.
[11:41] >> The programming was never
[11:43] been changed.
[11:45] >> Something must have happened.
[11:46] >> Yes. The trains go through.
[11:48] >> It has nothing to -- do there
[11:50] hasn't been a train for 15 or 20
[11:52] minutes, it is still the same
[11:53] thing. You get the green light,
[11:54] you turn left, then you've got a
[11:55] red light. You can have, at the
[11:57] most, eight vehicles on the
[11:58] bridge. You back, up if you
[12:01] happen to be vehicle number
[12:03] nine, you are not getting
[12:04] through on that life cycle. It
[12:06] is just annoying. I use that way
[12:09] quite a bit coming off the exit
[12:11] and turning left to go down on
[12:12] the south.
[12:15] >> Is there something that we
[12:17] don't know for sure but we have
[12:19] the impression that there are
[12:22] many vehicles using that
[12:23] intersection. I'm not sure why.
[12:26] I don't have the numbers. It is
[12:28] an impression. We have a
[12:29] perception. I'm not sure if that
[12:31] would be an explanation. It
[12:32] could be. But to my knowledge,
[12:35] asking my director of public
[12:36] works, we didn't do any changes
[12:38] in the sequences.
[12:40] >> Something must have happened.
[12:41] A couple months ago --
[12:43] >> A power failure might have
[12:44] done some changes when it got
[12:47] rebooted after a power failure.
[12:49] I'm just not sure. It's very
[12:53] technical. I could have a second
[12:55] check.
[12:56] >> There was no problem.
[12:57] >> We didn't make any changes.
[12:59] >> It wasn't a problem until two
[13:01] months ago.
[13:02] >> After a power failure in
[13:03] April.
[13:04] >> Maybe.
[13:05] >> Maybe. I'm just thinking
[13:06] about it with you.,
[13:08] >> If someone could look at it
[13:10] and try to fix it because it is
[13:12] annoying waiting multiple life
[13:13] cycles.
[13:14] >> I agree with you. We will
[13:15] have it checked again. It could
[13:18] be, I think we've had a power
[13:20] failure at one point for several
[13:22] days. And that intersection was
[13:25] not working for several days.
[13:29] And then we had one, I don't
[13:30] know if it was affecting
[13:32] woodland about a week ago. So
[13:36] yes, we will have a chat.
[13:39] >> Nothing has been really done
[13:40] to change it at this point.
[13:41] >> The first notification was
[13:44] May 28th. The first notification
[13:48] was May 28th.
[13:49] >> That was a few weeks after it
[13:52] started.
[13:53] >> I can tell you every time a
[13:58] train -- after a few minutes,
[14:00] you see it come back.
[14:02] >> Normally it comes back after
[14:03] a while. I agree.
[14:06] >> It is a terrible
[14:07] intersection.
[14:16] Bonsoir, Pauline
[14:17] (inaudible)
[14:18] . J'avais une question par
[14:19] rapport au mois passé et ce
[14:20] mois-ci. Le mois passé, à 60,3,
[14:29] effectuer une opération pédestre
[14:30] Hall sur les lourds, je ne les
[14:32] nommerai pas, sous les noms de
[14:34] (inaudible)
[14:35] , Park Memorial et édifices
[14:37] (inaudible)
[14:38] , j'aimerais savoir ce que
[14:41] c'était une opération cadastre
[14:42] allant. Ce mois-ci, vous faites
[14:43] une demande d'approbation pour
[14:46] Le lotissement des propriétés
[14:48] situées au 260, 288
[14:50] Beaconsfield. Qu'est-ce que ça
[14:51] veut dire?
[14:53] - Je vais demander à monsieur
[14:54] Boileau. On rassemble les trois
[14:57] propriétaires ensemble?
[14:59] - Merci, Monsieur le Maire. Ce
[15:02] qui nous amène à faire ça, avec
[15:04] Hydro-Québec, pour amener
[15:06] l'électricité au bon endroit. Il
[15:08] y a des loups qui n'ont pas de
[15:10] bâtiments. Hydro-Québec
[15:12] apportera un monopole de
[15:13] l'électricité. On est en train
[15:14] de revoir avec l'électricité
[15:16] nécessaire à la marina, avec la
[15:18] démolition de la grange et tout.
[15:22] C'est une question très
[15:23] technique avec Hydro-Québec qui
[15:24] nous amène à faire les
[15:26] lotissement des lourds pour les
[15:29] trois propriétés qui sont sans
[15:31] Tony, elle mémorielle élan
[15:32] Marina.
[15:33] (inaudible)
[15:36] - Qu'est-ce que ça veut dire
[15:37] opération cadre Astral?
[15:39] - C'est technique, on fait appel
[15:42] à un arpenteur, on envoie ça au
[15:43] Québec. Ça prend des mois, c'est
[15:46] bureaucratique. C'est un
[15:47] processus interne, c'est
[15:49] technique pour faire un solo au
[15:51] lieu de trois. Il y a trois
[15:52] cadastre, on en fait qu'un seul.
[15:54] - C'est de l'arpentage?
[15:55] - Oui. Il doit y avoir les
[15:58] bonnes mesures, il y a une
[16:00] description technique des trois
[16:01] Lowe qui va devenir d'un solo.
[16:06] - Adam lisant: le lotissement de
[16:08] la propriété, on avait
[16:09] l'impression que vous séparez.
[16:12] - On rend compresse l'eau.
[16:13] - O.K., merci.
[16:23] >> Any other questions? If not,
[16:28] we will go to -- oh, yes?
[16:32] - J'ai envoyé une question, je
[16:34] ne connais pas la procédure. Je
[16:36] vais envoyer il y a quelques
[16:37] jours. Je ne sais pas si vous
[16:38] avez reçu ma question. Le
[16:41] problème de la mortalité des
[16:43] oiseaux.
[16:45] - Je viens de lire la réponse.
[16:49] Vous êtes monsieur David Cohen.
[16:53] Notre municipalité a tout
[16:57] simplement décidé de ne pas
[16:59] réglementer l'échapper. Il n'y a
[17:00] pas de règlements pour les
[17:01] Sharks à Beaconsfield.
[17:03] - Pourquoi avez-vous décidé?
[17:04] - Écoutez, c'est une décision du
[17:10] Conseil, je ne peux pas dire
[17:11] pourquoi. Je pense que le
[17:13] conseil a décidé de ne pas
[17:14] réglementer les choses.
[17:16] - Est-ce qu'il y a un
[17:17] justificatif? Est-ce qu'il y a
[17:20] une logique?
[17:21] - Non. C'est une décision qu'on
[17:23] a prise. Je ne vais pas vous
[17:25] dire exactement l'esprit de tout
[17:27] le monde. C'est la difficulté.
[17:32] C'est beau de réglementer
[17:33] quelque chose. Le mettre en
[17:37] pratique, c'est une autre chose.
[17:39] On a décidé que pour
[17:41] l'application pour les chats, ça
[17:43] ne se fait pas simplement.
[17:47] - Je suis extrêmement surpris
[17:49] (rires)
[17:50] de la façon dont vous expliquez
[17:51] votre processus décisionnel.
[17:54] - Écoutez, c'est une décision du
[17:56] Conseil. Si vous n'êtes pas
[17:58] d'accord...
[18:01] - Je vais me présenter aux
[18:02] élections, c'est ça? Au Canada,
[18:07] il y a de bonnes pratiques dans
[18:10] les municipalités canadiennes.
[18:11] (inaudible)
[18:12] (---)
[18:13] On est au Québec et à Montréal.
[18:14] On
[18:15] - Est au Canada.
[18:19] Qu'il y a de bonnes pratiques,
[18:21] oiseau Canada. Je vous envoyer
[18:23] des liens.
[18:24] (rires)
[18:25] . Ça pourrait aider vos
[18:27] fonctionnaires à regarder la
[18:29] problématique. Je trouve ça pas
[18:32] vraiment convaincant ce que vous
[18:33] dites.
[18:34] - Je vous remercie.
[18:37] (inaudible)
[18:38] (---)
[18:40] - Pourquoi ne l'a-t-il pas reçu?
[18:45] - Vous l'avez envoyé acquis?
[18:53] - Je pense que l'information a
[18:56] été donné. Peut-être qu'il ne
[18:58] l'a pas reçu. L'information a
[19:00] été donné. La décision a été
[19:02] prise. À être obligés de
[19:03] respecter la décision du
[19:04] Conseil.
[19:06] Si vous n'êtes pas d'accord,
[19:08] écoutez, je ne peux pas vous
[19:09] suggérez quoi faire.
[19:14] >> Last meeting when the police
[19:16] report came, it was mentioned by
[19:20] him that cars are being stolen.
[19:24] The number was significant. I
[19:28] don't want the press to get this
[19:32] story before the Beaconsfield
[19:33] people know about it. Right now,
[19:36] the press, I have not seen any.
[19:41] We better keep track of these
[19:42] numbers. Are they going up or
[19:44] not? The policeman is not here
[19:46] this time. That is okay. But I
[19:48] am just saying, in what
[19:51] direction is it going? That's
[19:52] all.
[19:55] >> I have no idea.
[19:57] >> Well, cars are being stolen.
[19:58] Thank you.
[20:01] >> If you want to complain to
[20:02] somebody, complain to the
[20:03] police. We are not the
[20:08] policeman. There is nothing we
[20:10] can do. I mean, we have heard
[20:14] the command and tell us several
[20:17] times to people to lock their
[20:18] cars, to make sure that they
[20:20] don't keep the Keys close to the
[20:25] doors so that the Keys can be --
[20:27] but other than that, put your
[20:29] car in the garage.
[20:31] >> This is endemic to all West
[20:33] Island, is that what is probably
[20:35] the case?
[20:36] >> It's not only in Beaconsfield
[20:37] that cars are being stolen.
[20:38] Thank you.
[20:48] - C'est avec grande tristesse
[20:49] que je vous informe du décès de
[20:53] Barbara Barclay, résidant de
[20:55] longue date de Beaconsfield.
[21:00] Mrs. Barkley would've been 85 on
[21:02] July 21, 2023. Mrs. Barkley was
[21:08] president of the Beaconsfield
[21:10] historical society from July
[21:15] 2003 until the end of 2016 we.
[21:20] She owned the only property in
[21:25] Beaconsfield that recognized by
[21:27] the government as a historical
[21:29] monument. Her property is
[21:33] located on Thompson Park. She
[21:36] was born in England and it was a
[21:39] professor at Concordia
[21:40] university. Her family has
[21:46] expressed the desire to grieve
[21:49] in private and a celebration is
[21:54] planned for the end of the
[21:56] summer. So very sad to hear
[22:01] about her death. And now we will
[22:02] go to the regular agenda.
[22:07] (---)
[22:09] . 10.1 Approval of the minutes
[22:11] of the City of Beaconsfield's
[22:13] Public Consultation of June 19,
[22:14] 2023, at 7:30 p.m.
[22:18] >>
[22:19] - À l'unanimité. Proposed.
[22:20] >> Second.
[22:21] >> All in favour?
[22:32] 2.1 Adoption de l'ordre du jour
[22:33] de la séance ordinaire du
[22:34] Conseil de la Ville de
[22:35] Beaconsfield du 19 juin 2023.
[22:37] - En faveur. 20.1 Renewal of
[22:38] contract TP
[22:39] - 2020-10 for the supply and À
[22:40] l'unanimité. Delivery of 2,200
[22:42] tons of crushed stone for the
[22:50] year 2024 with Carrière Dolomite
