Adoption of the agenda of the
[0:26]
City of Beaconsfield's regular
[0:27]
Council meeting of December 18,
[0:28]
2023
[0:29]
>> Seconded.
[0:34]
- Tout le monde est d'accord?
[0:35]
(rires)
[0:38]
- À l'unanimité, merci.
[0:39]
- Moi, je passe les étapes.
[0:43]
>> It is with a heavy heart that
[0:45]
I announced the passing of dear
[0:48]
friend and dedicated public
[0:50]
servant, a man who left an
[0:53]
indelible mark on our community.
[0:57]
Today we remember and pay
[0:59]
tribute to former city
[1:02]
councillor Roy Baird who
[1:04]
represented district five from
[1:09]
2005 to 2013.
[1:19]
(---)
[1:20]
Son engagement envers le
[1:21]
bien-être de notre communauté
[1:25]
s'étendait bien au-delà des murs
[1:26]
de cette salle du conseil enfin,
[1:29]
, il était une figure
[1:32]
incontournable de la communauté
[1:33]
de l'ouest de l'île. Un homme
[1:36]
qui a incarné l'esprit de
[1:37]
Beckham fils. In addition to his
[1:41]
service on the City Council, he
[1:44]
was a founding member of the
[1:47]
Beaconsfield men slow pitch
[1:48]
lead. His passion for sports,
[1:51]
it's comradery was evident and
[1:53]
he played a pivotal role and
[1:55]
fostering a sense of community
[1:58]
through friendly competition.
[2:01]
The memories created almost
[2:04]
baseball diamonds will forever
[2:06]
be etched in the hearts of those
[2:07]
who had the privilege to play
[2:10]
alongside him. Moreover, his
[2:14]
dedication extended to the
[2:16]
younger generation through is
[2:19]
active involvement in the
[2:20]
Beaconsfield minor hockey
[2:22]
association. One cannot talk
[2:25]
about his life without
[2:26]
mentioning his unwavering
[2:29]
dedication to the St. Edmund of
[2:32]
Canterbury Parish. His fate was
[2:34]
not just a personal endeavour,
[2:37]
it was a driving force that
[2:40]
inspired positive change.
[2:42]
Aujourd'hui, nous présentons nos
[2:44]
plus chers condoléances à sa
[2:49]
famille et à ses amis, en
[2:51]
particulier son épouse Louise et
[2:54]
à ses fils roi, Cris et Greg.
[2:58]
Alors que nous pleurons la perte
[3:00]
d'un phare avec Handfield,
[3:04]
Beaconsfield, célébrons ont
[3:05]
également une vie bien vécu, une
[3:07]
vie dédiée à la communauté et à
[3:08]
la famille. Please join me in a
[3:14]
moment of silence as we pair
[3:16]
respects two man will forever
[3:19]
hold
[3:20]
(silence)
[3:21]
a place in the hearts of
[3:22]
Beaconsfield.
[3:27]
(silence)
[3:46]
[Silence]
[3:52]
Merci.
[3:54]
>> Thank you.
[4:05]
- Alors, nous avons raté...
[4:08]
avant la période de questions,
[4:09]
je vais demander aux commandants
[4:11]
de bien vouloir nous dire
[4:13]
quelques mots sur les activités
[4:16]
dans notre belle ville durant le
[4:17]
dernier mois.
[4:22]
- Merci, Monsieur le Maire.
[4:24]
Conseiller, conseillère,
[4:26]
citoyenne, citoyen de
[4:28]
Beaconsfield, avant de vous
[4:29]
partager le bilan d'activités
[4:30]
j', aimerais vous parler de
[4:32]
quelques sujets importants avec
[4:33]
vous. Tout d'abord, j'ai le
[4:36]
plaisir de vous informer que la
[4:38]
zone d'échanges sécurisé au
[4:39]
poste de quartier un est
[4:42]
maintenant opérationnel. Je vous
[4:43]
rappelle qu'il s'agit d'un
[4:44]
endroit sécuritaire où les
[4:45]
citoyens peuvent se rencontrer
[4:47]
après une transaction en ligne
[4:49]
sous surveillance 24 heures sur
[4:50]
24, sept jours sur sept. Une
[4:55]
pancarte indique clairement
[4:56]
l'emplacement de cette zone à
[4:58]
quelques pieds de l'entrée du
[4:59]
poste. J'espère sincèrement que
[5:01]
vous allez profiter de cette
[5:02]
mesure préventive mais en place
[5:06]
avec l'aide de notre partenaire
[5:07]
info crime. Deuxièmement, je
[5:11]
vous annonce l'arrestation d'un
[5:13]
suspects d'introduction par
[5:14]
infraction dans des commerces du
[5:15]
secteur du poste de quartier un
[5:18]
et trois, ce suspect agissait de
[5:21]
nuit dans les commerces situés
[5:22]
près du boulevard Saint-Charles.
[5:26]
Son arrestation nous a permis de
[5:27]
résoudre plus de dix dossiers
[5:28]
sous enquête. Aussi, je suis
[5:33]
conscient que les dernières
[5:34]
semaines ont été difficiles pour
[5:35]
vos, citoyens de Beaconsfield,
[5:37]
avec le trafic causée par la
[5:39]
fermeture du pont et la
[5:40]
réduction à deux voies dans
[5:42]
chaque direction en semaine, je
[5:43]
vous remercie de votre patience
[5:45]
et je tiens à vous assurer que
[5:48]
le SPVM est à votre écoute et
[5:49]
présents sur le terrain. Nous
[5:51]
sommes en communication
[5:53]
constante avec les dirigeants du
[5:56]
MTQ suite à de nombreuses
[5:58]
entraves annoncés, nous avons
[5:59]
immédiatement déployé une équipe
[6:00]
de policiers pour faciliter la
[6:02]
circulation et éviter de
[6:03]
paralyser les routes secondaires
[6:04]
dans la ville. Enfin, je tiens à
[6:07]
vous rassurer qu'il y aura une
[6:12]
présence policière accrue et un
[6:14]
effort contre la lutte avec...
[6:16]
la conduite avec capacités
[6:18]
affaiblies durant la période des
[6:19]
Fêtes. Des barrages de police
[6:21]
sont prévus. Je profite de cette
[6:23]
occasion pour vous rappeler que
[6:24]
si vous avez consommé, veuillez
[6:26]
ne pas prendre la route derrière
[6:27]
le volant. Sans plus tarder,
[6:29]
voici le rapport des activités
[6:31]
du PQ un du 24 octobre au 18
[6:34]
décembre pour la Ville de
[6:36]
Beaconsfield... Plusieurs
[6:47]
opérations avec Enfield pour les
[6:49]
patrouilleurs dont un le 13
[6:51]
décembre par l'agent de
[6:52]
quartiers en sécurité routière,
[6:54]
elle est morose. Une opération
[6:56]
de vitesse dans une zone de 30
[6:58]
kilomètres heure, neuf constats
[7:00]
d'infraction ont été émis.
[7:02]
Présence policière des agents de
[7:03]
quartier, sécurité routière a
[7:04]
été augmentée dans les endroits
[7:07]
de la ville où il y a eu une
[7:08]
hausse de volume de trafic
[7:10]
causée par l'entrave sur le pont
[7:11]
de l'île aux tourtes. Je pense
[7:14]
entre autres à la rue beau
[7:16]
repère, elle m'est le boulevard
[7:17]
de Cain Fields. Beaconsfield,
[7:21]
pardon. Pour les patrouilleurs à
[7:23]
vélo, elle est morose, près du
[7:25]
parc morose, une opération de
[7:27]
véhicules, 12 contrats... est
[7:30]
mis.
[7:31]
(---)
[7:32]
Le 24 et le 12 décembre, une
[7:33]
intervention dans le parc
[7:34]
(---)
[7:35]
, plusieurs règlements
[7:36]
municipaux, constats
[7:37]
d'infraction émis pour des
[7:39]
chiens sans les. Le 4 novembre
[7:41]
au parc des héros, c'était
[7:42]
l'encadrement de la parade du
[7:43]
jour du Souvenir de l'hôtel au
[7:45]
parc des héros. Belle
[7:49]
corroboration avec la sécurité
[7:51]
publique de Beaconsfield. Le 16
[7:53]
novembre, Saint-Charles Grace
[7:55]
One et Saint-Charles
[7:56]
Beaconsfield, une opération de
[7:58]
comportement imprudent aux feux
[7:59]
rouges et le non-respect des
[8:00]
(---)
[8:01]
aux feux rouges. Plusieurs
[8:02]
constats émis. Le 21 novembre,
[8:04]
finalement, à la gare
[8:06]
Beaconsfield, participation pour
[8:08]
l'événement du train de Noël, on
[8:10]
parle d'environ 3500
[8:11]
participants. Malgré le mauvais
[8:13]
temps, l'événement s'est bien
[8:14]
déroulé. Belle collaboration
[8:16]
encore une fois avec la sécurité
[8:17]
publique et les autres employés
[8:18]
municipaux. Pour la criminalité,
[8:21]
les événements signalés, on
[8:23]
parle d'une tentative de vol de
[8:25]
VR, un vol de VR deux vols à
[8:28]
l'attire, une tentative
[8:29]
d'introduction par infraction en
[8:31]
résidence, une introduction par
[8:33]
infraction en résidence, un vol
[8:34]
de véhicule et un vol de bateau
[8:37]
se remorques. Merci de votre
[8:41]
confiance. Vous pouvez en tout
[8:42]
temps composer le
[8:43]
(---)
[8:45]
pour joindre le poste de
[8:47]
quartier un ou envoyer un
[8:48]
courriel à PDQ1 SPVM
[8:49]
(---)
[8:51]
. Soyez assurés de notre
[8:53]
disponibilité pour la
[8:54]
préoccupation des citoyens de
[8:56]
Beaconsfield, au nom de tous les
[8:57]
postes il y scier du poste de
[8:59]
quartier PDQ1, je vous souhaite
[9:00]
un beau temps des Fêtes et soyez
[9:02]
prudent pour la route. Thank you
[9:03]
for your confidence nickel by

[9:20]

[9:21]
to take this opportunity to wish
[9:23]
all the citizens of Beaconsfield
[9:25]
to have a safe holidays. Je suis
[9:27]
disponible pour les questions.
[9:28]
- If anybody has any questions.
[9:30]
Est-ce qu'il y en a qui ont des
[9:31]
questions ou commentaires? Are
[9:36]
there
[9:37]
- Any questions for est-ce que
[9:38]
je peux the commandment. Faire
[9:39]
un commentaire, Monsieur le
[9:40]
Maire? Je veux juste dire que
[9:41]
c'est toujours un plaisir de
[9:42]
travailler avec le commandant,
[9:43]
l'équipe, des patrouilleurs, une
[9:45]
étroite collaboration. Je veux
[9:46]
juste renforcer le message que
[9:47]
le commandant a dit par rapport
[9:48]
à la fermeture du pont de l'île
[9:50]
aux tourtereaux, la semaine
[9:52]
dernière avec le MTQ, il a fait
[9:53]
une très bonne intervention pour
[9:56]
s'assurer d'avoir une meilleure
[9:57]
fluidité des véhicules sur
[10:00]
notre, territoire. Je l'avais
[10:02]
souligné, d'ailleurs, avec un
[10:04]
petit texto de mon collègue.
[10:05]
- Merci, Monsieur Boileau, parce
[10:06]
qu'on parle souvent de cette
[10:07]
ville, Sainte-Anne-de-Bellevue,
[10:09]
mais le commentaire, c'était
[10:10]
justement de ne pas oublier les
[10:13]
municipalités comme Beaconsfield
[10:14]
et même
[10:15]
(---)
[10:16]
Kirkland. Eux aussi, ils
[10:17]
coûtent. Les voies secondaires,
[10:18]
on le sait, les plaintes
[10:21]
rentrent au poste. On est au
[10:22]
courant. On est sur le terrain.
[10:25]
Et j'ai augmenté aussi le nombre
[10:26]
d'effectifs sur le terrain. Donc
[10:30]
en espérant que ça aide un petit
[10:31]
peu.
[10:32]
- Oui, moi-même, je me suis fait
[10:35]
prendre avec ce trafic-là.
[10:39]
Normalement, je viens par
[10:40]
aime...
[10:41]
(---)
[10:43]
et quand je suis arrivé au point
[10:48]
de elle-même est morose j'ai
[10:49]
regardé et il y avait du trafic
[10:51]
qui a les mêmes avant
[10:52]
(inaudible)
[10:53]
. Je me suis dit, je vais
[10:56]
prendre le REM et je vais
[10:58]
prendre Saint-Charles, j'ai fait
[10:59]
ça, quand je suis arrivé au
[11:01]
boulevard Beaconsfield, c'était
[11:03]
un trafic...
[11:04]
(problème technique)
[11:08]
- Le problème, c'est qu'il y a
[11:09]
beaucoup de gens sur les
[11:11]
applications comme
[11:12]
(---)
[11:13]
et Google Mapp, justement, ça
[11:15]
leur indique de prendre les
[11:16]
voies secondaires. Je veux dire,
[11:20]
ce n'est pas optimal pour les
[11:22]
citoyens de Beaconsfield et des
[11:23]
deux filles qui doit vivre avec
[11:27]
ses hauts volumes-là de
[11:28]
trafic... notre petite
[11:31]
communauté paisible.
[11:34]
- Alors, s'il n'y a pas d'autres
[11:36]
questions... est-ce qu'il y a
[11:37]
des questions du conseil? Non.
[11:39]
Alors, commandant, on vous
[11:41]
souhaite joyeux Noël.
[11:44]
- Merci.
[11:45]
- Bonne année. Beaucoup de
[11:46]
santé. Continuez de vous occuper
[11:50]
comme vous faites présentement,
[11:52]
ça nous fait grand plaisir de
[11:53]
savoir qu'on est en sécurité
[11:55]
avec le PDQ1.
[11:56]
- Merci, à vous aussi.
[12:07]
So now is the public question
[12:10]
period. We've already answered
[12:13]
questions you put in writing but
[12:15]
if there are any other questions
[12:19]
from the floor, please get up to
[12:23]
the microphone.
[12:30]
>> Zelenskyy again, February

drive fairway Drive. The parking
[12:38]
lot at home plaza has been in
[12:41]
the dark, the way the City can
[12:47]
compel the owner of the plaza
[12:50]
the new owner to do something
[12:52]
about the illumination there?
[12:57]
>> Just let me rephrase, you
[13:00]
find it's dark at the plaza?
[13:03]
>> They used to the staff little
[13:10]
lightning falls to illuminate
[13:11]
the whole parking lot now none
[13:12]
of them are working. One came
[13:14]
down during the ice storm, and I
[13:16]
believe they just turned off the
[13:18]
power. So it is really dark,
[13:21]
it's unpleasant and with the
[13:24]
weather we had a few days ago
[13:26]
there might be ice and because
[13:28]
it is dark you can't even see
[13:31]
it.
[13:35]
>> I don't think we have any
[13:36]
rules that defies the order to
[13:38]
do that, I don't think we can
[13:41]
oblige them, but all find out.
[13:44]
It's private property you
[13:46]
understand.
[13:47]
>> Okay, thank you.
[13:50]
>> Thank you.
[13:53]
- D'autres questions? Any other
[13:56]
questions? We will go on with
[14:01]
the agenda.

il l'a fait pour ce soir. En

[25:23]
commentaires sur une conférence
[25:30]
globale qui était au pays d'Abu
[25:33]
Dhabi, une sorte de conférence
[25:37]
d'environnement global, c'est la
[25:40]
COP 28. On a eu une conférence
[25:43]
similaire, je me demande si
[25:44]
c'était l'an dernier? C'était
[25:47]
l'année avant ça... but I
[25:52]
thought I would share with
[25:53]
everyone at Council hear the and
[25:55]
those who are in attendance just
[25:57]
some comments the nighter
[25:59]
nations director general had
[26:00]
used in his opening comments to
[26:03]
the 200 countries and their
[26:05]
representatives who were
[26:07]
gathered there. He said in a
[26:10]
very short and brief and
[26:11]
declared way, he announced that
[26:13]
the greenhouse gases were
[26:16]
increasing, the temperatures
[26:18]
around the world are increasing,
[26:21]
sea levels are increasing, and
[26:26]
arctic ice in Antarctica and the
[26:28]
North Pole are decreasing.
[26:29]
That's kind of like the perfect
[26:31]
storm for where we are heading
[26:32]
in the environment. Well it's
[26:34]
interesting that out of the 200
[26:37]
countries that attended, they
[26:40]
had a difficult time trying to
[26:41]
come up with an agreement but
[26:43]
they concluded with one simple
[26:45]
line which was the world needs
[26:48]
to transition away from fossil
[26:50]
fuels. It was the first time
[26:53]
that the world had ever signed
[26:55]
an agreement to say the fossil
[26:56]
fuels were the Prime problem.
[26:58]
But in the eyes of many
[27:00]
scientists, environmentalist who
[27:02]
were attending and who heard
[27:03]
that announcement of
[27:04]
transitioning away, one comment
[27:06]
I heard the tells an interesting
[27:09]
story was that it's like a
[27:11]
doctor telling the patient who
[27:13]
is suffering from diabetes that
[27:16]
they should transition away from
[27:19]
doughnuts. So I think that's
[27:22]
where we're at. I think just a
[27:23]
couple of the things we have
[27:25]
seen in the last 12 months here
[27:27]
and Beaconsfield as to how
[27:29]
global warming is affecting our
[27:31]
way of life. Last April 5th, we
[27:34]
had an ice storm, that certainly
[27:38]
was unusual. It happened in
[27:41]
April we knew the last-minute
[27:43]
wasn't 1998, we do know that it
[27:46]
affected many homes in
[27:48]
Beaconsfield for at least a
[27:49]
week. At the same time we did
[27:51]
see very hot summers, hot summer
[27:55]
weather, approaching 40 degrees
[27:58]
Celsius and scientists are
[28:01]
predicting some countries and
[28:02]
cities will be seeing, at the
[28:08]
same time we saw the Québec
[28:09]
forest fires and how they
[28:10]
affected the air quality in
[28:12]
North America. And I was
[28:13]
thinking as I was writing this
[28:17]
that Mr. Boileau and Mr. Mayor
[28:20]
and past years we would be
[28:23]
announcing everybody that our
[28:24]
ice rinks have been open since
[28:27]
December 15th and now I am
[28:28]
guessing that we are going to be
[28:31]
out of luck trying to get
[28:33]
anything going before Christmas.
[28:36]
Normally whether between
[28:37]
Christmas and New Year's has
[28:38]
always been rainy so I am
[28:40]
assuming it will be sometime in
[28:43]
January that we see the colder
[28:46]
weather with the ranks open. So
[28:48]
we are starting to see how all
[28:49]
of this global warming is
[28:51]
starting to affect us, so I
[28:54]
guess the takeaway is we need to
[28:56]
transition away from fossil
[28:59]
fuels and doughnuts.
[29:02]
>> But anyway it's interesting.
[29:04]
In fact Mister Chairman, today
[29:07]
we had heavy rain which is
[29:12]
unusual and a major power outage
[29:15]
in beacon Hill. So some of our
[29:19]

[29:20]

[29:23]
