[0:00] - Alors, bienvenue à la séance
[0:01] ordinaire du conseil municipal
[0:03] de lundi, le 16 décembre.
[0:07] Welcome to the regular meeting
[0:09] of the municipal council of
[0:12] Monday, December the 16th. Now,
[0:15] we will proceed with the
[0:16] adoption of the agenda. 2.1
[0:19] Adoption de l'ordre du jour de
[0:20] la séance ordinaire du Conseil
[0:21] de la Ville de Beaconsfield du
[0:22] 16 décembre 2024. Avec le point
[0:27] 30,3 qui concerne l'entente avec
[0:28] la Croix-Rouge, le point retiré
[0:30] de l'antre du jour.
[0:32] - Je propose.
[0:33] - Je seconde.
[0:35] - En faveur.
[0:39] - À l'unanimité.
[0:40] - Alors, nous avons le plaisir
[0:44] d'avoir le commandant Goyette
[0:49] avec nous ce soir, bienvenue,
[0:51] commandant. Je vais lui demander
[0:52] de faire rapport sur les
[0:55] activités depuis la dernière
[0:56] fois qu'il est venu nous voir.
[0:59] Merci.
[1:02] >> Thank you for having me. This
[1:03] is the report of the crime since
[1:05] the last time I was. Here I
[1:06] think it was in October. Donc
[1:08] les faits saillants, je commence
[1:09] en vous parlant de criminalité.
[1:11] Depuis la dernière fois que je
[1:12] me suis présenté ici, on compte
[1:14] un vol de véhicule, une
[1:15] introduction par effraction dans
[1:17] une maison d'habitation est une
[1:18] introduction par infraction dans
[1:19] un commerce. Au niveau de...
[1:24] Ducas de la sécurité routière,
[1:25] sur le territoire de
[1:27] Beaconsfield, nous avons mené 14
[1:28] opérations depuis notre dernière
[1:30] rencontre pour un total de 77
[1:32] constats émis. Nouvelle au sont
[1:35] toujours en fonction et ce, tout
[1:37] l'hiver. Nos vélos, pardon. Ils
[1:39] ont parcouru 44 kilomètres le
[1:41] territoire et ont participé au
[1:42] fameux train de Noël où il y
[1:44] avait entre 10000 et 12000
[1:46] personnes. Il patrouille
[1:47] également les sentiers afin de
[1:48] faire respecter certaines
[1:51] réglementations. Pour nos agents
[1:53] communautaires, c'est plutôt
[1:54] tranquille. Ils ont effectué
[1:55] cinq rencontres dans les écoles
[1:56] afin de donner des conseils de
[1:58] prévention ou trois, quatre et
[2:00] cinquième secondaire. Et c'est
[2:02] tout ce qui complète mon rapport
[2:03] pour les actualités policières.
[2:07] Thank you for having me. You can
[2:09] reach station one at five
[2:14] 142800101 at anytime, or you can
[2:15] send an email to PDQ1 at
[2:19] spvm.qc.ca if you have any
[2:20] question. Be sure that we will
[2:22] answer all your questions. -
[2:25] Merci.
[2:26] - Merci. And I want to thank you
[2:28] very much for the assistance you
[2:30] gave us at the SPVM, at the
[2:33] holiday train.
[2:34] >> Of course.
[2:35] >> It was a big, big event and a
[2:39] lot of people. So, we appreciate
[2:42] your assistance in such an
[2:46] event.
[2:47] >> Of course.
[2:48] >> Thank you. Est-ce qu'il y a
[2:49] des questions pour le
[2:50] commandant?
[3:02] >> Yes, I was going to -- say
[3:04] >> Could you identify yourself?
[3:05] >> Nicole corrode oh. I'm a
[3:07] civilian member of the Toronto
[3:09] police services --
[3:11] implementation team. I am just
[3:12] wondering, like, what
[3:15] partnerships have the police
[3:17] had, say, with -- well, I was
[3:21] wondering, why it isn't
[3:23] Beaconsfield -- Beaconsfield
[3:24] bring back the sofa program? The
[3:30] police cannot find every single
[3:32] missing person. There are far
[3:35] too many people that go missing
[3:36] and you absolutely need --
[3:38] especially with an aging
[3:39] population, you may have people
[3:40] who wander. What Baie-D'Urfé and
[3:46] Pointe-Claire have done with
[3:50] their rescue program is
[3:52] absolutely wonderful. To have
[3:53] programs, additional, civilian
[3:56] first responders to be able to
[3:59] this is the police would
[4:00] absolutely help.
[4:01] >> Could you get your question?
[4:02] >> My question is, why did
[4:07] Beaconsfield decide to cut their
[4:09] rescue program? We had the
[4:13] program twice and they cut it
[4:16] twice. I know because one of
[4:19] your big vehicles has used to
[4:23] say -- you can still see it and
[4:25] you can put the top security.
[4:27] >> Are you talking about the
[4:28] rescue squad?
[4:29] >> Yes, exactly.
[4:31] >> It's long gone.
[4:33] >> It is time to bring it back.
[4:35] >> Thank you very much. We
[4:36] appreciate your suggestion. That
[4:38] is it.
[4:47] >> Cheryl, Sussex Drive. My
[4:51] granddaughter goes to Sherbrooke
[4:54] academy. And I believe it was in
[4:56] October where there were guns
[4:59] are and knives found on the
[5:02] grounds of the school. Do you
[5:04] have any update on that?
[5:08] >> Can you just repeat the
[5:10] question? I don't have the
[5:13] information about that case
[5:16] particularly. If you -- I will
[5:19] look into my files and I will
[5:20] get back to you next time. Si ça
[5:21] vous dérange pas, hein l'autre
[5:25] question?
[5:26] Yeah, of course.
[5:28] >> Any other questions? -
[5:36] Pauline
[5:37] (---)
[5:38] . Je suis juste... j'ai lu dans
[5:40] les journaux qu'il y avait des
[5:43] incendies d'automobiles dans les
[5:47] autres villes, dans le West
[5:49] Island. Est-ce que vous avez
[5:51] d'autres informations là-dessus?
[5:57] - Il y a pas eu d'incendies
[5:58] criminels au suspect à
[6:00] Beaconsfield dans les derniers
[6:01] mois. Par contre, oui, sur l'est
[6:02] de Montréal, il y a eu quelques
[6:04] incendies liés à divers
[6:06] événements. Je n'ai pas tous les
[6:07] détails de toutes les enquêtes
[6:08] mais ce que je peux vous dire,
[6:09] c'est que ici, il n'y en a pas
[6:11] eu. Je ne pourrais pas vous dire
[6:12] chaque incendie est reliée à
[6:15] quoi.
Si
[6:25] vous avez une adresse où plus de
[6:27] détails, ça nous fera plaisir de
[6:28] vous répondre. Vous pouvez
[6:30] m'envoyer un courriel également.
[6:32] (intervention en anglais)
[6:33] - C'est sûr qu'une vague
[6:35] d'incendies criminels
[6:36] présentement, mais on a des
[6:37] escouades spécialisées au niveau
[6:38] des incendies et ils font tout
[6:39] en leur pouvoir pour résoudre ce
[6:41] crime-là. Par contre, comme je
[6:43] vous dis, même si j'avais des
[6:44] détails au niveau de l'enquête,
[6:45] je pourrais pas vous les donner,
[6:47] malheureusement. Mais soyez
[6:48] assurés que les policiers
[6:49] patrouiller 24 c'est les rues, à
[6:51] Beaconsfield ou est à Montréal.
[6:53] Et si jamais vous veillez
[6:54] quelque chose de suspect, la
[6:56] normale, vous pouvez tout
[6:57] simplement composer le 911. Un
[6:59] véhicule de patrouiller va se
[7:00] déplacer sur les lieux.
[7:02] - L'autre question pour le
[7:04] commandant? Any other questions
[7:06] for the commanded?
[7:21] >> One suggestion I have, I know
[7:22] the city of Toronto has been the
[7:26] Toronto community crisis
[7:28] service. It is a service of
[7:33] volunteers, many of them who are
[7:36] neurodivergent, they will assist
[7:37] a neurodivergent person who is
[7:39] having a neurological crisis, or
[7:42] a person with mental health
[7:44] condition who's having a crisis.
[7:46] It saves lives, it saves money.
[7:49] And because you don't need to
[7:51] have police for someone who is
[7:54] unarmed, who is neurologically
[7:56] dissed regulated. It does not
[7:58] make sense to have police arrive
[8:00] for a neurological diss
[8:03] regulation. It certainly does
[8:04] not make sense to have police
[8:06] have additional police come to
[8:08] try to shut up a narrow
[8:10] divergent person because you
[8:13] only want one way of thinking.
[8:15] >> Thank you very much. Thank
[8:18] you very much. I just want to
[8:20] remind you that we are not
[8:22] Toronto. We are not Baie-D'Urfé.
[8:24] We are not Pointe-Claire. And we
[8:26] have to live within our means
[8:29] with our own budget and our own
[8:32] taxation. Don't compare us to
[8:34] any of the cities anymore.
[8:38] Because we are in Beaconsfield
[8:39] and we do things the way we do
[8:41] things in Beaconsfield. Thank
[8:43] you.
[8:48] [Inaudible]
[9:23] [Inaudible]
[9:24] >> One from Michael Nicholson
[9:25] from Chester. And it's related
[9:29] to the bylaw. How many
[9:30] complaints by citizens,
[9:32] warnings, and finds to citizens
[9:34] have materialized pertaining to
[9:36] the above subject. Please
[9:39] forward me the answer. Thank
[9:41] you. So, Mr. Nicholson, we do
[9:46] not record complaints. There've
[9:49] been zero warnings and zero
[9:53] fines issued. However, to take
[9:56] it's have been given for outdoor
[9:59] fires in the summer. And the
[10:03] other questions I have here is
[10:08] from Miss carotid oh. It's a
[10:11] very long preamble. She makes
[10:15] comments and suggestions about
[10:17] several subjects, such as bylaws
[10:18] to protect trees, demolition, a
[10:22] bus on elm and a construction of
[10:24] a new dog pound. Your comments
[10:28] are noted and will be passed on
[10:30] to the administration. Thank you
[10:33] very much. And now, we are going
[10:35] to vote -- go to the regular
[10:38] meeting. Oh, yeah, I forgot. I
[10:45] had questions here. Yes. Madame,
[10:51] allez-y.
[10:52] - Bonjour, Pauline
[10:53] (---)
[10:54] . Dans le nouveau plan
[10:58] d'urbanisme, déjà, dans le
[11:02] rapport de Beaupré Michaud qui
[11:05] avait été inclus dans l'étude
[11:07] patrimoniale, on avait déjà
[11:08] recommandé de faire la création
[11:10] d'un site patrimonial, entre
[11:12] autres à la pointe Thompson est
[11:13] dans le bout du groove. Les
[11:15] mêmes quatre coups d'. Sur la
[11:17] carte du plan d'urbanisme, on
[11:20] fait encore référence à
[11:21] implanter des sites
[11:22] patrimoniaux. J'aimerais savoir
[11:23] quand est-ce que la Ville va
[11:24] vraiment les faire, les sites
[11:27] patrimoniaux?
[11:32] - C'est présentement pas dans
[11:34] nos projets à court terme. Ce
[11:36] qu'on présente ce soir, il y a
[11:37] six avis de motion, pour des
[11:40] règlements afin de concordance.
[11:43] La concordance, c'est que la
[11:45] Ville, depuis 2015, depuis
[11:46] l'adoption du schéma
[11:48] d'aménagement de l'agglomération
[11:49] de Montréal, la Ville de
[11:52] Beaconsfield n'a pas fait sa
[11:53] concordance avec le schéma de
[11:55] l'agglomération de Montréal. On
[11:58] est en défaut avoir un règlement
[12:01] qui peut être mis en
[12:04] application, pas en application
[12:05] mais d'abord des projets qui
[12:07] doivent être conformes avec ce
[12:10] qui se fait à l'agglomération.
[12:11] Il ne pourrait pas être conforme
[12:13] avec nos règlements de zonage,
[12:15] le démolition, de construction
[12:17] etc.. La raison pour cela, c'est
[12:19] qu'à l'époque, on avait
[12:23] intentionnellement mis de côté
[12:24] la concordance afin d'éviter
[12:26] d'avoir des poursuites contre la
[12:28] Ville pour la protection
[12:30] intégrale du bois Angel, ce qui
[12:32] s'est avéré une décision fort
[12:35] judicieuse du Conseil de
[12:36] l'époque. Compte tenu que tous
[12:38] ceux qui ont fait la concordance
[12:39] au schéma et à la CMM, ou
[12:45] (---)
[12:46] de l'époque ont eu des
[12:47] réclamations à hauteur jusqu'à
[12:48] 600 millions de dollars,
[12:49] responsable de se présenter
[12:50] devant la cour et traiter ces
[12:52] sujets-là. Donc Beaconsfield n'a
[12:53] eu aucune réclamation au sujet
[12:54] du bois Angel. Mais depuis le
[12:56] 1er décembre 2023, le
[13:01] gouvernement a modifié la loi et
[13:03] la Ville ne peut plus présenter
[13:05] de projets afin d'obtenir la
[13:07] conformité à des projets qui
[13:08] seraient en dehors des
[13:10] règlements de zonage, ce qui
[13:12] serait non conforme au schéma de
[13:16] l'agglomération. Pour avoir un
[13:17] avis de conformité au schéma,
[13:19] excusez-moi, et qui ne seraient
[13:21] pas en fonction de notre
[13:22] règlement de zonage, il faut
[13:23] aller à la clouer là clos ne
[13:24] peut plus donner de certificats
[13:26] de conformité présentement. Donc
[13:27] on sera comme bloqué. Un conseil
[13:30] en juin a adopté une résolution
[13:32] demandant à la ministre de nous
[13:33] donner du temps pour faire notre
[13:36] concordance. Je pense qu'on a
[13:37] demandé deux années, la réponse
[13:39] a été, vous avez six mois. Donc
[14:05] site patrimonial?
[14:57] maison potentiellement
[14:59] patrimoniales ou en tout cas,
[15:00] qui date de 1940 ou avant. Si je
[15:02] me trompe pas, on a adopté au
[15:04] conseil la liste d'inventaires,
[15:06] c'était en octobre ou novembre,
[15:08] Nathalie, tu te rappelles? Au
[15:09] mois d'octobre, la liste
[15:11] d'inventaire des maisons qui
[15:13] date, des propriétés, des
[15:15] résidences qui datent de 1940 ou
[15:16] plus anciennes et qui vont
[15:17] partie d'un inventaire pour
[15:19] laquelle il y aura une analyse
[15:20] pour déterminer si ces
[15:21] maisons-là pourraient être à
[15:23] caractère patrimoniale
[15:24] éventuellement. Et quand on aura
[15:25] des demandes, toutes ces
[15:27] demandes vont être soumises à
[15:30] l'agglomération. Comme je
[15:31] disais, environ 2 ans, si je me
[15:32] trompe pas.
[15:33] - Je pense pas que ça va
[15:34] protéger.
[15:35] (---)
[15:36] Qui a été accepté pour
[15:37] démolition par la Ville. On
[15:38] attend la décision du
[15:39] gouvernement mais... ça ne va
[15:41] pas nécessairement...
[15:43] - Si
[15:44] (---)
[16:42] habitation.
[17:44] l'habitation. C'est ce qu'on va
[17:45] laisser tomber nos commerces?
[17:47] (rires)
[17:52] contraire.
[17:53] - O.K.. Si c'est pas ça...
[17:56] - Merci.
[18:06] >> Can you hear me? Great. Okay.
[18:10] Good evening. My name is Alison
[18:12] smiley. I've been living in --
[18:15] on Grosvenor on the north side
[18:17] for over 25 years. I'm inquiring
[18:19] about the expenditures outlined
[18:20] in bylaw 163 and 164, which he
[18:24] referred to as 40.10 and 40.11,
[18:30] that pertain to structural
[18:32] rehabilitation work of water
[18:33] mains and sewer pipes. Will the
[18:35] City be directing funds to basin
[18:37] 21, which is located on the
[18:38] north side and has the largest
[18:40] number of pipes and water
[18:41] flowing through it? I'm hoping
[18:43] funding for the network can
[18:45] prove proportional to the amount
[18:46] of water flowing through the
[18:49] pipes. Unfortunately, due to the
[18:51] storm of August 9th, the pipes
[18:53] could not handle the volume of
[18:55] water, which resulted in
[18:57] backyards turning into lakes and
[18:59] ultimately flooding basements.
[19:02] As much as I appreciate all the
[19:04] improved communication by the
[19:05] City, I would like to know
[19:07] exactly how the load of water in
[19:09] base in 21 will be addressed,
[19:11] given the number of floods over
[19:13] the years and the capacity of
[19:15] that infrastructure. I will
[19:17] leave my other part to after I
[19:20] hear back on that.
[19:23] >> Thank you for your question.
[19:25] It's not an easy one to answer,
[19:28] for a specific zone. But these
[19:31] bylaws, we call them umbrella
[19:33] bylaws. And the first one is to
[19:36] allow us to go bring a bylaw to
[19:41] do our regular infrastructure
[19:43] programs that are approved by
[19:45] the government on a five-year
[19:46] plan. So this plan is 2024 until
[19:50] 2028. That has to be approved by
[19:53] the government. We have a plan
[19:55] to do rehabilitation on our
[19:57] water sewers and our raw sewer.
[20:00] Those are the projects. There's
[20:02] a whole lot of studies done to
[20:06] determine the quality of those.
[20:08] We have sewer inspections on a
[20:10] regular basis every year. And
[20:12] there is criteria that every
[20:14] five year you have to do this
[20:15] pipe in the main pipes have to
[20:17] be every year or second year,
[20:20] depending on the usage of those
[20:21] pipes. And the water sewers, for
[20:23] example, depending how many
[20:24] water breaks we have, we have a
[20:26] certain section which we should
[20:27] be reviewing it, rehabilitation
[20:29] or reconstruction. This is a
[20:30] regular program for which we do
[20:33] get a grant from the gas tax
[20:36] that we call it. And those are
[20:38] regular projects that we've been
[20:39] doing year after year on our
[20:42] infrastructure in general. For
[20:44] example, I can tell you that we
[20:47] have over 50 water breaks a
[20:49] year. We are down to about 15
[20:51] because we are looking after our
[20:56] infrastructure. They are not
[20:57] directly related to the
[20:59] situation you are bringing up at
[21:00] this moment.
[21:01] >> Does that mean, and I wasn't
[21:02] actually going to ask this, but
[21:04] because your capital expenditure
[21:05] program has a point here about
[21:09] infrastructure, water
[21:10] maintenance, sanitary sewer
[21:13] rehabilitation, without include
[21:14] such things as looking at the
[21:17] sewer pipes under the backyards
[21:19] to ensure? Because I do know
[21:22] that quite a number of homes in
[21:24] the area, and we've had flooding
[21:27] multiple times in that area,
[21:30] they have, like, basically sewer
[21:34] drain pipes that explode and
[21:36] send the water into all the
[21:38] backyards.
[21:39] >> Yes.
[21:40] >> I'm wondering if that would
[21:41] be a key.
[21:43] >> I think you are referring to
[21:45] drainage sewers. It's mostly
[21:47] roster. There's no drainage
[21:49] sewer that could be there but I
[21:50] think you are referring to the
[21:53] drainage sewage which would be
[21:54] your following question on the
[21:56] agenda..
[22:00] >> Potentially you would be
[22:04] looking at those in our
[22:07] neighbourhood.
[22:08] >> Yes, yes.
[22:09] >> I have one other point on
[22:11] this topic. I would like to
[22:13] know, I noticed this week that
[22:16] Kirkland has this letter to
[22:18] Premier logo. I just want to
[22:20] know because of all the
[22:22] information that we are seeing
[22:23] right now, I'm not saying
[22:25] anything about Beaconsfield
[22:26] adding on to that. Basically the
[22:29] letter states, he appeals to
[22:32] Premier logos understanding and
[22:35] kindness towards thousands of
[22:37] disaster stricken owners and
[22:38] tenants who seen their homes
[22:40] flooded due to sewer backups or
[22:43] infiltrations linked to water
[22:44] runoff on their land and who
[22:46] therefore are ineligible for the
[22:49] government's general disaster
[22:50] financial assistance program. I
[22:53] was just wondering, given that
[22:54] it is such a wonderful letter to
[22:57] Premier logo, I am wondering if
[22:59] Beaconsfield is going to be part
[23:00] of that initiative.
[23:05] >> So, I didn't hear about that
[23:09] later. I know they're Vince some
[23:10] talks about that amongst
[23:13] municipalities. At the present
[23:16] time, I'm not sure if we could
[23:17] call it a grant program, but a
[23:19] program that would help the
[23:21] residents who are flooded who
[23:25] was mostly related to floods
[23:26] coming from the reverse. And
[23:28] they are not looking at sewers,
[23:30] at pipes. Yes.
[23:31] >> Outside of that, this is him
[23:33] addressing that to say that
[23:35] because we are not sitting by
[23:36] the lake, we are still flooded
[23:39] and totally destroyed. And the
[23:42] money from an insurance will not
[23:43] cover that. What he is stating
[23:47] is, could they look at expanding
[23:48] with this?
[23:49] >> It's a good suggestion, of
[23:51] course.
[23:52] >> I'm wondering, in the
[23:53] communications that have been
[23:55] identified to Beaconsfield,
[23:56] saying in 2020, five you will be
[23:57] looking at in the fall
[23:59] discussing with Pointe-Claire
[24:00] and discussing with --
[24:02] >> In September, we have the --
[24:05] we deposited a preliminary
[24:07] action plan in response to the
[24:09] flood. And many of the items,
[24:11] some of the items you are
[24:12] mentioning who are addressing
[24:13] that action plan, I suggest you
[24:16] --
[24:17] >> I. Did
[24:18] >> You did? It's in the action
[24:20] plan. Sorry?
[24:21] >> The part about Kirkland, the
[24:22] link in there is not there.
[24:25] >> First section, item one, we
[24:29] are in discussion with Kirkland.
[24:31] >> Yeah, I did see that. That
[24:33] was all. I just wanted to make
[24:34] sure that that is on your
[24:35] agenda.
[24:36] >> Differently, as I was talking
[24:38] with my colleague last week, we
[24:40] should meet and look at our
[24:42] action plans, but what are our
[24:46] systems like and how does that
[24:47] impact us or how do we impact
[24:50] them. We should sit together and
[24:52] work with the same consultant
[24:55] looking at our drainage plan at
[24:57] the present time. So we are
[25:00] confident we can look at things
[25:01] like how Kirkland is not helping
[25:04] us in our system.
[25:06] >> No, given that it's coming
[25:08] from both sides, the water.
[25:10] >> Yeah.
[25:11] >> And ending up in --
[25:12] >> We are in discussion
[25:14] together, Kirkland and us.
[25:16] Hopefully, we will have a
[25:17] meeting during the winter about
[25:19] this. We have this, the same
[25:21] consultants. When the reports
[25:23] are closed, the preliminary
[25:24] reports, when we get those, we
[25:25] will look at those and see what
[25:27] we can do together. For example,
[25:29] if we have retention basis to
[25:33] build and Kirkland has a certain
[25:35] water contribution that we have
[25:36] to get in Beaconsfield, how are
[25:39] we going to share those costs?
[25:40] And we also have Montréal
[25:42] involved in those discussions as
[25:43] well. It's not easy. Many people
[25:44] are involved in those
[25:46] discussions.
[25:47] >> Okay, thank you.
[25:52] - Le ruisseau
[25:53] (---)
[25:54] , c'est pas considéré comme un
[25:55] ruisseau parce qu'au nord de
[25:56] l'autoroute, il est dans des
[25:57] tuyaux? >>
[26:00] C'est quand même un ruisseau.
[26:01] - Je suis pas certain qu'une
[26:03] fois qu'il est canalisé, si je
[26:04] peux me permettre à cette
[26:06] expression-là, que c'est
[26:07] considéré comme un ruisseau. On
[26:09] l'appelle sur
[26:10] (---)
[26:11] , c'est un collecteur important
[26:12] qui est de niveau
[26:14] d'agglomération, parce qu'ils
[26:16] découlent d'un réseau donc il a
[26:17] des responsabilités dans...
[26:19] agglomérations au niveau de ce
[26:20] qui touche les ruisseaux. On en
[26:21] a deux à Beaconsfield, le
[26:23] ruisseau Saint-James et le
[26:26] ruisseau Meadow Brooke.
[26:27] (---)
[26:28] Ça fait trois fois que je
[26:29] soulève le point avec Montréal
[26:30] dans des rencontres pour dire,
[26:31] il faut qu'on s'assoit et qu'on
[26:33] regarde les conséquences de
[26:36] construire des bassins de
[26:37] rétention de notre ville pour
[26:38] capter l'eau de Kirkland, par
[26:40] exemple.
[26:41] - Parce que c'était un ruisseau
[26:42] avant que ce soit canalisé.
[26:43] - Tout à fait. Mais c'était des
[26:45] champs ici avant que ce soit
[26:46] construit.
[26:47] (rires)
[26:48] - Oui mais... les subventions,
[26:50] je sais pas comment vous appeler
[26:51] ça, de la province, est-ce que
[26:53] ça s'appliquerait?
[26:54] - Non. En tout cas, à date, on
[26:57] n'est pas inclus dans les
[26:58] programmes du gouvernement, les
[27:00] citoyens ne sont pas inclus dans
[27:01] les programmes du gouvernement
[27:03] et d'anciens gouvernements,
[27:04] adopter un programme, il le
[27:06] ferait passer par les villes
[27:07] ensuite, je pense et on n'est
[27:08] pas inclus dans les programmes.
[27:11] Beaconsfield ne fait pas partie
[27:12] de ces programmes pour le
[27:14] moment.
[27:19] - Est-ce qu'il y a d'autres
[27:20] questions? Any other questions?
[27:34] >> I. You know that a nickel.
[27:37] I've already been here before.
[27:38] But I was going to ask, since
[27:45] Beaconsfield is a leader for
[27:47] animals, and Beaconsfield would
[27:49] like to protect animals from
[27:52] going to really bad shelters,
[27:54] like really bad high kill
[27:58] shelters -- so, is Beaconsfield
[28:00] going to share its animal
[28:03] services? The dog pound is very
[28:05] barely used. Would Beaconsfield
[28:08] put the money into improving the
[28:10] dog bound to be able to take
[28:14] some of the animals from other
[28:17] municipalities and be able to
[28:19] reunite them with their families
[28:20] and adopt them out? That way,
[28:22] the other municipalities would
[28:24] have a much better shelter
[28:26] system. Will Beaconsfield
[28:28] consider helping the other
[28:29] municipalities, particularly the
[28:32] municipalities that use subpar
[28:34] services like -- and also,
[28:39] demonetizing does not have any
[28:41] animal services.
[28:43] >> Thank you for your
[28:44] suggestions.
[28:45] >> Would you help other
[28:46] municipalities out?
[28:47] >> No, we will not.
[28:49] >> Why not? It's an
[28:52] underutilized service.
[28:53] >> Thanks very much.
[28:54] >> You are hoarding it for
[28:56] yourselves. What about the other
[28:57] municipalities? If you really
[28:58] care about what other
[29:00] municipalities are doing, why
[29:01] don't you help?
[29:21] Okay, we are going to go on with
[29:26] the regular agenda.

[47:15] mention who is next?
[47:17] >> What?
[47:18] >> I might not want to propose.
[47:21] [Laughter]
[47:22] >> You are proposing?
[47:23] >> Proposed.

[47:38] favour.
[47:39] [Laughter]
[47:41] - À l'unanimité.
[47:42] >> So, you are there, January,
[47:44] February, March and April.
[47:48] >> Minutes of the Planning
[47:49] Advisory Committee meeting of
[47:50] November 27, 2024.
[47:52] >> So, no particular comments on
[47:54] all the projects that went
[47:56] through, but I'm thanking
[47:58] everybody who went through the
[47:59] process this year. And as we
[48:01] wind down the, year obviously,
[48:03] from December, those projects in
[48:06] progress are just to let you
[48:08] know that we will be back in
[48:10] business from the -- point of
[48:13] view, on January 8th, the first
[48:15] Wednesday of the month, when we
[48:16] are back to work. We will
[48:17] continue the work and projects
[48:20] as of January eight. So, until
[48:22] then. I propose the minutes.
[48:25] >> You are proposing the
[48:26] minutes?
[48:27] >> I second.
[48:28] >> In favour. - À l'unanimité.
[48:34] Procès-verbal de la réunion du
[48:35] Comité consultatif de
[48:36] l'environnement du 29 octobre.
[48:40] >> Roger?
[48:41] >> Thank you.
[48:57] The environment committee is
[48:58] very concerned with smoke and
[49:00] other wood burning appliances
[49:03] and on the health of our
[49:05] residents. There is certainly
[49:07] tons of public information,
[49:10] science and medical reports on
[49:13] it with the smoke effect on the
[49:15] health of citizens. I will name
[49:18] just a few. EPA researchers
[49:20] estimate that the lifetime
[49:21] cancer risk four wood smoke is
[49:23] 12 times greater than from a
[49:26] similar amount of cigarette
[49:27] smoke. According to the
[49:29] Environment Canada conventional
[49:33] non certified EPA wood stoves or
[49:35] fire places burning for nine
[49:38] hours emit as many fine
[49:40] particles into the air as a car
[49:43] driven 18,000 kilometers. So,
[49:46] based on a lot of the public
[49:49] research and the health effects
[49:52] on individuals, environmental,
[49:55] the committee is recommending to
[49:57] require all indoor wood burning
[49:59] appliances be certified to emits
[50:01] no more than 2.5 grams of fine
[50:05] particles per hour. Those that
[50:07] were talking about, you know,
[50:10] continuing wood burning but with
[50:12] certainly more efficient and
[50:13] lower emission wood burning
[50:16] appliances. C'est les mêmes
[50:18] régulations qui existent à
[50:20] Montréal depuis 2018. Dans ces
[50:25] 19 arrondissements, et qui sont
[50:26] adoptées dans d'autres
[50:28] municipalités sur l'île de
[50:29] Montréal.
[50:34] Some of the health risks and
[50:36] effects of the wood smoke that
[50:39] are harmful to residents because
[50:41] of particulate matter 2.5, which
[50:44] are inhaled deep into the lungs
[50:46] and cause lung cancer. And, so
[50:50] wood smoke is obviously harmful
[50:52] to everyone. But the most
[50:55] vulnerable are young children
[50:56] because of the respiratory
[50:58] systems that are still
[50:59] developing. Seniors, residents
[51:02] with existing lung and heart
[51:04] issues. And between those
[51:06] suffering from asthma -- as Ms.
[51:08] Interesting. According to asthma
[51:11] Canada, 11% of Canadians, or 4.6
[51:15] million people, suffer from
[51:19] asthma. And so, in Beaconsfield,
[51:21] it would lead us to conclude
[51:23] that we have as many as 2200
[51:25] residents that suffer from
[51:27] asthma. And certainly, would
[51:30] smoke is certainly an issue
[51:34] potentially for them. And in
[51:35] many cases, they may be forced
[51:37] to lock themselves up in their
[51:40] homes. So, I think there is a
[51:42] strong case to be made to
[51:45] eliminate all wood burning
[51:47] appliances, burning appliances,
[51:49] basically based on the
[51:50] information. But that is
[51:51] something that we feel is more
[51:52] for the residents and homeowners
[51:55] decisions. But we do feel about
[51:58] bringing it in and adopting new,
[52:01] efficient 2.5 EPA certified wood
[52:05] stoves would certainly reduce
[52:07] the existing --. So, as
[52:14] outlined, Mister Mayor, I feel
[52:15] that 40 to 50% of Beaconsfield
[52:18] residents may be impacted by
[52:19] wood smoke, especially from
[52:22] older, non certified, highly
[52:25] polluting wood stoves and
[52:28] fireplaces, which can produce
[52:30] ten, 20 or 30 times the fine
[52:34] particles as compared to an EPA
[52:38] 2.5 wood burning appliance. They
[52:41] say this regulation is the same
[52:43] as Montréal has adopted in other
[52:47] communities in the west and or
[52:48] the west island of Montréal have
[52:50] adopted. And it is also very
[52:52] similar to the legislation in
[52:55] Westmount, which they recently
[52:58] adopted in September 2024. The
[53:04] recommendation, Mister Mayor, I
[53:06] propose the minutes.
[53:08] >> You are proposing your
[53:09] minutes?
[53:10] >> I propose, yes.
[53:12] >> Who is seconding?
[53:13] >> Seconded.
[53:14] >> All in favour? - Je pense
[53:18] qu'on voulait approuver le pays
[53:21] du Comité de l'environnement sur
[53:22] la base que la recommandation
[53:24] sur le feu de foyer, c'était
[53:25] pourrait être analysé
[53:27] ultérieurement par le Conseil.
[53:28] Et non pas pour être appliqué
[53:32] unilatéralement, immédiatement.
[53:34] - Bon. Est-ce que tout le monde
[53:36] est d'accord avec le commentaire
[53:37] de monsieur Boileau? Ça devrait
[53:41] être étudié et analysé par le
[53:44] conseil, cette recommandation-là
[53:45] qui est faite par le... est-ce
[53:49] que vous êtes en faveur, suite à
[53:51] la recommandation d'étudier et
[53:58] d'analyser la recommandation du
[54:00] Bic?
[54:03] (inaudible)
[54:04] - Oui. Bon. C'est bien noté que
[54:09] c'est suite à l'analyse du
[54:12] conseil. Alors... oui.
[54:20] Minutes of the Traffic Advisory
[54:21] Committee meeting of August 16,
[54:22] 2024.
[54:24] >> - Monsieur Saint-Jean, vous
[54:26] pourriez commenter sur les 53.3
[54:30] et 53.4 en même temps?
[54:31] - Monsieur le Maire, je vais
[54:33] laisser mon collègue, le
[54:36] conseiller Newell,
[54:37] (---)
[54:38] à laquelle j'étais absent.
[54:41] - Merci, Conseiller Saint-Jean.
[54:45] Effectively, there was a
[54:46] meeting. This goes back a
[54:47] little. Bit you may be surprised
[54:49] to hear this. This was an August
[54:51] 16, residents made a little
[54:53] explanation briefly of why it
[54:54] has taken so. Long there's been
[54:55] some administrative changes and
[54:58] so on. This information took
[54:59] longer to get out unusual. For
[55:01] those that have been waiting, I
[55:03] apologize for the delay in the
[55:05] responses. There was a number of
[55:07] things. There is nothing
[55:08] particular that I want to bring
[55:09] up at that particular meeting.
[55:10] But I would like to know, I
[55:11] would like to mention that
[55:13] anybody, about 17 individual
[55:15] requests went through, a various
[55:18] nature's related to traffic. But
[55:19] each of you, all after tonight,
[55:21] we will get an individual letter
[55:23] for those particular people. So,
[55:24] you do get an individualized
[55:27] letter back explaining the
[55:28] answer and providing the answer
[55:30] from all the issues you brought
[55:32] up. Likewise, I know Councillor
[55:34] Saint-Jean will refer to this.
[55:35] Minutes as well. But it's a
[55:38] similar situation for both
[55:39] meetings. So, you will be
[55:40] getting a reply in the coming
[55:42] days, weeks from that meeting in
[55:45] -- from August. So, I propose
[55:47] those minutes.
[55:48] >> So, who seconds those
[55:50] minutes? - J'appuie.
[55:54] - Parfait.
[55:55] - Alors, nous allons maintenant
[56:03] au 53.4.
[56:04] - Je propose l'adoption du
[56:05] procès-verbal...
[56:06] - Le vote.
[56:08] - On n'a pas voté?
[56:09] (rires)
[56:10] - Vous l'avez échangé.
[56:14] - À l'unanimité.
[56:18] - 53.4.
[56:19] - Alors je propose.
[56:20] - J'appuie.
[56:21] - Et ce qu'il y a des
[56:22] commentaires?
[56:23] - Un peu comme le conseiller
[56:25] Newell le mentionnait, on a
[56:27] rattrapé beaucoup de dossiers et
[56:30] on a réussi à compléter toutes
[56:32] les demandes qui étaient devant
[56:35] nous. Certaines depuis l'automne
[56:37] 2023 et toutes celles qui nous
[56:39] ont été présentés en 2024. I
[56:43] would like to say a special
[56:44] thank you to everyone who has
[56:48] participated. The
[56:49] administration, members of the
[56:52] SPVM and our residents on the
[56:56] attack who have been present and
[56:58] have participated. Un merci
[57:02] particulier à Nicola Graham,
[57:04] Nikki Graham qui est une membre
[57:07] résidente. Niki... de tous les
[57:08] membres de la population qui
[57:09] participe activement aux travaux
[57:10] du comité consultatif sur la
[57:11] circulation. Nikki has been with
[57:12] them for the last two years, two
[57:13] full years and a bit.
[57:16] Unfortunately, she will not be
[57:17] coming back for 2025. So I would
[57:20] like to thank her for her
[57:21] service to our community. It's
[57:23] very much appreciated, as we
[57:25] appreciate the service.
[57:38] So, some of you might have seen
[57:39] in the Beaconsfield informs you
[57:43] email, a call for applications.
[57:45] We have two seats to fulfill
[57:48] first 2025. And I have already
[57:52] received a number of
[57:55] applications. And because of the
[57:56] period of the year we are in, we
[57:58] will be sending another
[58:00] invitation at the beginning of
[58:02] January. So, if you're
[58:04] interested in participating in
[58:05] the committee's work, please
[58:09] look for the invitation. Vous
[58:13] pouvez m'acheminer un courriel
[58:14] avec votre nom, vos coordonnées,
[58:17] adresse courriel qui est sur le
[58:18] site de la Ville pour mon
[58:21] adresse courriel. Et on se
[58:24] revoit, je pense, à la première
[58:26] réunion au mois de mars. Alors
[58:28] merci beaucoup. Thank you,
[58:29] that's it. And we do need to
[58:31] vote.
[58:34] >> All in favour of the minutes?
[58:37] [Laughter]
[58:42] >> Deposit of the Annual
[58:43] Municipal Action Plan for
[58:44] disabled persons. It's a
[58:46] deposit. Dépôt du registre des
[58:49] déclarations pour les dons,
[58:50] marques d'hospitalité ou autres
[58:51] avantages reçus par les membres
[58:52] du Conseil en 2024. Il s'agit
[58:56] d'un dépôt. Aucune inscription
[58:58] n'a été faite au registre.
[59:01] Deposit of the statements of
[59:05] pecuniary interests of Council
[59:06] members. Encore là, il s'agit
[59:07] d'un dépôt. Mandat donné au
[59:10] cabinet d'avocats Bélanger Sauvé
[59:11] afin de représenter les intérêts
[59:12] de la Ville de Beaconsfield
[59:13] relativement à la propriété
[59:14] privée située au 101, Brentwood.
[59:17] - Proposé.
[59:18] - Secondé.
[59:22] - En faveur?
[59:25] - À l'unanimité.
[59:27] Mandate given to Bélanger Sauvé
[59:28] law firm to represent the City
[59:31] of
[59:39] Beaconsfield's interests
[59:40] regarding the private property
[59:41] located at 548-550 and 552
[59:42] Beaconsfield Boulevard.
[59:43] >> Proposed.
[59:44] >> Second.
[59:45] >> In favour. - À l'unanimité.
[59:51] Rapport du maire sur les
[59:52] décisions prises par le Conseil
[59:53] d'agglomération lors des séances
[59:54] du 21 novembre et 12 décembre
[59:55] 2024.
[59:58] - Oui, Madame la greffière,
[59:59] j'aimerais déposer premièrement
[1:00:01] les recommandations, la
[1:00:04] Commission sur les finances et
[1:00:05] l'administration sur le budget
[1:00:08] 2025. Le budget d'opération et
[1:00:09] le budget PDI pour
[1:00:12] l'agglomération et aussi. En
[1:00:15] plus, je voudrais aussi déposer
[1:00:17] le rapport minoritaire des
[1:00:20] représentants des villes
[1:00:23] reconstituée. Il y a un
[1:00:29] rapport... le rapport souligne
[1:00:32] quelque chose... de points
[1:00:35] importants, comme le déficits
[1:00:38] répétitifs de l'agglomération.
[1:00:41] Ça fait depuis 2017 que
[1:00:44] l'agglomération fait des
[1:00:45] déficits, même si on part en
[1:00:48] milieu d'année... on parle d'un
[1:00:54] surplus, c'est pas réellement un
[1:00:56] surplus. C'est de la
[1:00:57] manipulation des chiffres qui
[1:00:59] fait que c'est un déficit, à la
[1:01:01] fin. Évidemment, aussi, le
[1:01:06] budget du SPVM, c'est un budget
[1:01:11] encore une fois, qui continue à
[1:01:14] être sous-estimé. Aussi, la
[1:01:20] répartition des quote-part
[1:01:22] dans... d'agglomération, je
[1:01:24] pense que toutes les villes
[1:01:27] reconstituée s'objectent à la
[1:01:30] façon dont les dépenses ou la
[1:01:33] répartition des quote-part
[1:01:35] d'agglomération sont faits.
[1:01:36] Encore une fois, le rapport ici
[1:01:43] souligne la répartition des
[1:01:45] quote-part et le fait que les
[1:01:49] villes liées reconstituer
[1:01:51] subjectives la façon dont c'est
[1:01:52] fait. Alors voici le rapport
[1:01:57] minoritaire que j'ai déposé.
[1:02:04] >> Deposit of the Directors
[1:02:07] reports. - Monsieur le Maire,
[1:02:08] les rapports des directeurs ont
[1:02:10] été déposées. Je voulais quand
[1:02:11] même souligner, avec la
[1:02:13] suspension de la grève de Postes
[1:02:15] Canada jusqu'en mai prochain,
[1:02:16] les comptes de taxes d'eau et de
[1:02:20] vidanges qui ont été postées
[1:02:23] dans la journée précédant la
[1:02:25] grève seront reçues par nos
[1:02:26] citoyens dans les semaines à
[1:02:28] venir. Nous avons annoncé
[1:02:30] aujourd'hui que la date prévue
[1:02:32] de paiement du 16 décembre est
[1:02:35] maintenant reporté au 23
[1:02:39] janvier, sans pénalité ou
[1:02:41] intérêt pour défaut de paiement
[1:02:43] en fonction de ce qui était
[1:02:45] prévu. Donc les gens devraient
[1:02:46] recevoir ça début janvier, est
[1:02:50] prêt à régler ces comptes-là
[1:02:51] pour le 23 janvier prochain. On
[1:02:53] a commencé...
[1:02:56] Hopefully a little, watering the
[1:02:58] ice rinks, it's a little cold
[1:03:00] this weekend. We knew it was a
[1:03:04] little meltdown to. But we
[1:03:06] wanted to start, get some ice on
[1:03:07] the sides of the boards. And
[1:03:10] where they are helping, we might
[1:03:12] get a little ice for Christmas
[1:03:13] or between Christmas and New
[1:03:15] Year's.
[1:03:23] - Alors, on propose maintenant
[1:03:26] les affaires nouvelles. Il y en
[1:03:27] a pas. Alors on est rendu à la
[1:03:31] fin de la réunion. Et la séance.
[1:03:37] Avant qu'on propose est second
[1:03:38] de la levée de la séance,
[1:03:41] j'aimerais dire que c'est la
[1:03:43] dernière réunion régulière du
[1:03:46] conseil en 2024. Il nous reste
[1:03:50] encore une réunion spéciale, le
[1:03:54] 19 novembre pour adopter le
[1:03:57] budget. C'est à 8 heures 15.
[1:03:58] - Décembre.
[1:04:00] - Quoi? Vous avez dit novembre.
[1:04:04] (rires)
[1:04:05] C'est vrai. C'est vrai. On a une
[1:04:08] réunion en décembre aussi. Enjoy
[1:04:12] the holiday season with your
[1:04:14] family. Joyeux Noël à vous tous
[1:04:16] et toutes. Célébrer les Fêtes
[1:04:18] avec votre famille. And if you
[1:04:22] drink alcohol, don't drive.
[1:04:29] Merci beaucoup et au mois de
[1:04:31] décembre, pour la dernière
[1:04:33] réunion qui sera en décembre.
[1:04:34] (rires)
[1:04:38] - Je propose la levée de la
[1:04:41] séance.
[1:04:42] - J'appuie.
[1:04:43] - Qui seconde?
[1:04:44] - J'appuie.
[1:04:47] - On va voir? Tout le monde est
[1:04:48] en faveur.
