[0:13] - Bonsoir, encore une fois. Et
[0:14] cette séance est la séance

[0:17] de lundi, le 20 janvier 2025.
[0:21] This is the regular meeting of
[0:23] the municipal council, Monday
[0:27] January 20th, 2025. And you are
[0:30] all welcome to this meeting as
[0:32] well, as the consultation
[0:34] before. And now, we are going to
[0:36] start with the adoption of the
[0:38] agenda.
[0:39] - Adoption de l'ordre du jour de
[0:41] la séance ordinaire du conseil
[0:42] de la Ville de Beaconsfield du
[0:43] 20 janvier 2025.
[0:48] - J'appuie.
[0:49] - En faveur.
[0:50] - Merci. So, before we get to
[0:55] the question period Je vais
[0:57] inviter le commandant à venir
[0:58] faire son rapport sur les
[1:00] activités à Beaconsfield.
[1:07] - Merci beaucoup.
[1:10] >> Thank you. This is the report
[1:11] of the crime for the past month.
[1:14] Pour les événements criminels,
[1:15] on compte ici, à Beaconsfield,
[1:17] une introduction par effraction
[1:18] dans un commerce. Les enquêteurs
[1:20] sont présentement au dossier et
[1:21] ça va suivre son cours. Il y a
[1:24] également un homme qui a été
[1:25] portée disparue d', qui a été
[1:26] retrouvé rapidement grâce à la
[1:28] collaboration du public. Et la
[1:30] rapidité des agents du PDQ. Il
[1:33] se porte bien et il est de
[1:34] retour chez lui. Au niveau des
[1:37] opérations sur la sécurité
[1:38] routière, nos agents ont
[1:40] effectué huit opérations sur le
[1:41] territoire de Beaconsfield
[1:42] depuis notre dernière rencontre,
[1:43] pour un total de 38 constats
[1:45] émis pour différentes
[1:46] infractions, dont la vitesse,
[1:48] zone 40 kilomètres heure et des
[1:50] arrêts stops. Nos vélos sont en
[1:52] fonction sur les fat bikes et
[1:57] ils ont parcouru de plus de 20
[1:59] kilomètres de vélo sur le
[2:00] territoire et ils ont participé
[2:01] à des opérations sur la sécurité
[2:03] routière également pour faire
[2:05] respecter différents aspects du
[2:06] cours de la route. Il patrouille
[2:07] également les sentiers afin de
[2:08] faire respecter la
[2:09] réglementation sur les parcs est
[2:10] toujours en fat bikes. Pour nos
[2:12] agents communautaires, ils ont
[2:14] effectué neuf rencontres dans
[2:15] les écoles dans les derniers
[2:16] mois. Et ont donné des conseils
[2:17] de prévention au sujet de
[2:20] l'intimidation sur les réseaux
[2:21] sociaux. C'est ce qui complète
[2:24] mon rapport sur les faits
[2:25] saillants pour le conseil de
[2:26] ville de Beaconsfield. Encore
[2:28] une fois, je vous remercie pour
[2:29] votre confiance. Vous pouvez
[2:32] composer en tout temps le
[2:36] 514-280-0101 temps pour joindre
[2:38] le poste de quartier un ou me
[2:40] joindre moi-même au par courriel
[2:44] à mon courriel. Thank you for
[2:45] being here. You may call 514 --
[2:49] at anytime through the station,
[2:50] or me at PDQ1 at spvm.qc.ca.
[2:55] Please be insured we are
[2:56] available for any concerns
[2:58] raised by the citizens of
[3:00] Beaconsfield. Thank you.
[3:07] - Merci beaucoup pour votre bon
[3:08] travail, commandant. Any
[3:10] questions? Est-ce qu'il y a des
[3:11] questions au commandant? Alors
[3:15] c'est clair.
[3:16] (rires)
[3:17] Merci beaucoup.
[3:18] - Merci.
[3:20] - Alors nous avons une question
[3:24] écrite. Qu'on a reçu de madame
[3:27] Nicole Cora dos de
[3:28] Saint-Andrews.
[3:37] She makes comments and
[3:38] suggestions about heritage
[3:40] buildings and animal welfare.
[3:42] Mrs. Carotid, your comments will
[3:46] be passed on to the
[3:49] administration. And I'm sure
[3:51] that they will take note of your
[3:54] comments. Thank you very much.
[3:55] - Alors nous allons passer
[3:57] maintenant à la période de
[3:58] questions sur le plancher.
[4:00] Est-ce qu'il y a des questions
[4:02] sur le plancher? Ça va bien.
[4:09] (rires)
[4:16] - Ce ne sera pas sur le
[4:18] patrimoine, cette fois-ci.
[4:19] (rires)
[4:20] - Je veux savoir, on parle de
[4:21] travaux sur la passerelle
[4:22] piétonne. Est-ce que ce sont des
[4:24] gros travaux, des petites
[4:25] réparations? Qu'est-ce que...?
[4:28] Est-ce qu'on va fermer la
[4:29] passerelle?
[4:30] - Monsieur Boileau va répondre.
[4:31] - Merci pour votre question. En
[4:33] fait, c'est pour une des piles
[4:35] qui est sous la passerelle. Qui
[4:37] montre un peu son squelette.
[4:40] Donc on va cacher ça, l'abrier.
[4:42] C'est ça la nature des travaux.
[4:44] C'est pour une des pilotes qui
[4:45] est sous la passerelle. Et donc
[4:48] c'est plus de l'entretien que,
[4:51] réparation on entretient. Ce
[4:53] n'est pas le dessus, la
[4:54] passerelle ne restera pas fermé.
[4:56] En tout cas, ce n'est pas ce
[4:57] que...
[4:58] - Donc elle n'est pas prête de
[4:59] tomber?
[5:00] - Non, je ne penserais pas. On
[5:01] ne souhaite pas. Sinon, ce
[5:02] serait plus que 800000 dollars.
[5:05] On serait plus dans les 20
[5:07] millions quelques.
[5:09] - Merci beaucoup. D'autres
[5:12] questions? Any other questions?
[5:22] >> Good evening. Dave world, 258
[5:26] fairway. My question is going to
[5:28] come back to the comment -- the
[5:30] commandant. Recently, we had an
[5:34] incident at metro grocery store
[5:36] here on St. Charles's. And I've
[5:39] never heard what sort of
[5:41] resolution came from this. I
[5:44] know that it was an incident
[5:46] where a lady was -- her pin and
[5:49] banking cards were accessed in
[5:53] the grocery store. I don't know
[5:55] if the individual was caught. I
[5:58] don't know what has come of
[6:00] that. The question has come up a
[6:02] lot from people that I deal with
[6:05] on a regular basis. And I said I
[6:09] would throw that out here this
[6:11] evening to try to get some sort
[6:12] of clarification as to whether
[6:14] or not that incident has been
[6:20] solved or rectified.
[6:21] >> I will pass on your question
[6:22] to the commanded -- the
[6:26] commandment and let him.
[6:28] >> Just to make sure, you are
[6:29] talking about fraud at the
[6:31] grocery store, that's it? Une
[6:33] personne âgée? Je n'ai pas
[6:35] d'information, évidemment, sur
[6:36] ce sujet-là bien précisément.
[6:39] Bien si j'en avais, je ne
[6:40] pourrai pas divulguer certaines
[6:42] informations. Par contre,
[6:43] j'invite toutes les personnes
[6:44] qui pensent être victimes de
[6:45] faute de se présenter au poste
[6:46] de quartier et d'immédiatement
[6:47] composé le 911 au moment où ils
[6:49] s'aperçoivent qu'ils ont été
[6:50] frauder. Pour les mesures de
[6:52] sécurité, et bien, c'est sûr
[6:53] qu'ils doivent garder leurs
[6:54] cartes dans leurs poches, faire
[6:56] attention lorsqu'on expose notre
[7:01] NIP quand on fait une
[7:02] transaction. Si au IGA il y a
[7:05] des caméras, c'est sûr qu'à ce
[7:06] moment, là nos agents peuvent se
[7:07] déplacer sur place. Mais c'est
[7:09] évident que si on n'est pas au
[7:10] courant de la situation, si la
[7:11] personne ne s'est pas présenté
[7:12] au poste de quartier,
[7:13] malheureusement, on ne peut pas
[7:14] faire grand-chose. Il n'est pas
[7:15] trop tard. Si elle souhaite se
[7:17] présenter, on va prendre son
[7:18] rapport et on peut lui référer
[7:19] certaines ressources.
[7:20] D'ailleurs, pour les personnes
[7:21] qui sont âgées et victimes de
[7:22] fraude, nous avons un programme.
[7:24] En fait, pas un programme, mais
[7:25] nous avons des agences
[7:27] socio-communautaires qui peuvent
[7:28] leur donner certains conseils.
[7:29] Afin de prévenir ce genre de
[7:30] fraude.
[7:33] >> This is actually something
[7:39] that -- it's a little bit more
[7:41] elevated because it's most
[7:44] probably an unconfirmed report
[7:47] that somebody within the store
[7:50] -- the criminals in this
[7:51] particular case. So, this kind
[7:54] of thing is
[7:57] [Inaudible]
[7:58] , Whether or not it is a game or
[7:59] somebody that is targeting
[8:02] Beaconsfield, our population of
[8:05] 30, 40, 50% elderly people. So
[8:10] that's constantly on my mind. --
[8:15] That is the feel -- that's what
[8:19] I wanted to know for today. I
[8:24] came here to understand it, to
[8:26] understand what -- we're getting
[8:29] to more seniors in our
[8:34] municipality.
[8:36] [Inaudible]
[8:37] I never heard a resolution
[8:41] happen. To speak before Council,
[8:44] anything. The incident --
[8:48] supposed to be present with the
[8:54] councillor Saint-Jean to show
[8:57] up. There was nothing --
[9:01] [Inaudible]
[9:02] . Solutions -- or a single
[9:10] entity.
[9:41] directement. Et puis je m'engage
[9:42] à vous transmettre les
[9:44] informations que je vais pouvoir
[9:45] vous transmettre. Également, je
[9:47] pourrais vous revenir au niveau
[9:48] du conseil le prochain conseil
[9:50] suivant.
[9:53] >> Thank you. You know, seniors
[9:56] are certainly very susceptible
[9:58] to fraud all the time. So, as a
[10:05] senior, myself, I can assure you
[10:08] that you have to be extremely
[10:10] careful. I must get two or three
[10:14] emails every day that are very
[10:19] questionable. And I simply
[10:21] delete them and block in the
[10:23] centre. -- Block the sender.
[10:28] - J'ai ici mon agente
[10:29] socio-communautaire qui est une
[10:30] spécialiste au niveau des
[10:31] fraudes. Elle s'exprime en
[10:32] anglais. Elle va pouvoir vous
[10:33] expliquer ce qu'on fait au
[10:34] niveau du poste de quartier 1
[10:36] avec les aînés.
[10:38] >> So, last, year in
[10:40] Beaconsfield, I did for
[10:42] presentation conferences on
[10:45] fraud and elderly people,
[10:47] concerning all the prevention
[10:48] tips on different fraud. It was
[10:52] a scam, the grandparents fraud,
[10:54] it was a false representative.
[10:58] For the prevention tips, the
[11:01] population is aware. But the
[11:03] case you are talking about, I
[11:05] think it is very specific. As --
[11:09] said, we will look into it. And
[11:10] if there is anything on the
[11:13] investigation side,
[11:14] investigators will continue. But
[11:15] on the prevention side for sure,
[11:17] I will do a follow-up with that
[11:19] person.
[11:21] >> Thank you. D'autres
[11:25] questions?
[11:26] >> Any other questions? If not,
[11:27] we will proceed with the agenda.

[15:42] pour la réhabilitation
[15:43] structurale de conduites d'égout
[15:44] sanitaire ». Je vais juste
[15:49] peut-être faire la lecture de
[15:50] l'objectif du règlement qui est
[15:51] requis par la loi. Donc
[15:55] l'objectif est clairement établi
[15:56] par le titre, et ce règlement ne

[16:49] And the objective of this bylaw
[16:52] is clearly stated in this title.
[16:54] And this bylaw will not require
[16:56] the approval of the -- following
[16:57] section 556 of the cities --.
[17:03] It applies to the whole

[17:32] - J'appuie.
[17:33] - En faveur de la
[17:34] recommandation.

[21:26] Minutes of the Planning Advisory
[21:27] Committee meeting of January 8,
[21:28] 2025.
[21:29] >> This is the --
[21:30] >> Did you propose?
[21:32] >> Yes, I proposed.
[21:34] >>. Yes.
[21:36] >> Proposed.
[21:37] >> Any comments?
[21:39] >> Not specifically to the
[21:40] projects we just want to, but I
[21:41] will just mention on this cold
[21:44] January night, it's in the depth
[21:46] of winter, but the spring will
[21:47] come eventually and it's a time
[21:49] where we usually see a lot of
[21:51] projects being submitted to the
[21:52] Planning Advisory Committee.
[21:54] It's a great opportunity over
[21:56] the next month or so to have
[21:57] projects to be submitted -- you
[22:00] are not sure if it's qualified
[22:02] or should go through the -- or
[22:05] the CCU, it's a good idea to
[22:07] have a look at the permit
[22:09] section of the website, consult
[22:10] with the urban planning
[22:11] department to establish that,
[22:12] number one. And have us review
[22:14] the projects -- to help and in
[22:17] many cases to help guide you
[22:19] through the process. It's a good
[22:22] resource, really, for anybody to
[22:23] use. If you are planning to do
[22:25] any major renovations, in
[22:27] addition, for, example things
[22:28] like that, and get a head start
[22:30] to try to work through the
[22:31] system in a timely fashion. Very
[22:33] often, these types of projects
[22:35] can take two, three, four months
[22:37] sometimes to get through the
[22:39] monthly meetings to anticipate
[22:40] that kind of delay generally
[22:43] speaking through the process.
[22:44] Good luck with your projects and
[22:46] that's the only comment for now.
[22:52] >> I second.
[22:53] >> In favour. - À l'unanimité.
[22:59] Procès-verbal de la réunion du
[23:01] Comité de pilotage Municipalité
[23:02] amie des aînés
[23:03] (MADA)
[23:04] du 5 décembre 2024.
[23:06] >> I propose.
[23:09] >> Any comments on the minutes?
[23:11] >> I do. Thank you, Mister
[23:12] Mayor. We are still working on
[23:14] updating the age-friendly
[23:16] municipality action plan. We are
[23:17] going to soon receive the report
[23:20] of the public consultations from
[23:21] the survey and focus group.
[23:23] After this, the steering
[23:24] committee will meet to determine
[23:26] the main obstacles encountered
[23:28] by seniors. This will allow us
[23:29] to establish a list of
[23:31] priorities and actions to be
[23:32] implemented over the next four
[23:35] years. And trying to improve the
[23:37] quality of the life of seniors
[23:38] based on the needs expressed and
[23:40] the resources available. And
[23:43] apart from the action plan, we
[23:44] do have some fun events planned.
[23:47] The first event is the
[23:49] friendships social lunch. It
[23:50] will be held on Thursday,
[23:53] February 20th, from 12 to 4 at
[23:56] the annex. This event is free
[23:59] for Beaconsfield residents, but
[24:00] you do need to register. After,
[24:01] that the other event is the
[24:03] percussion circle for seniors.
[24:04] It will be held on March 8th at
[24:06] 2:30, also at the her blender.
[24:08] The cost is $10. Please register
[24:10] online for this as well. On
[24:13] Thursday February 13th, the club
[24:17] -- we do it together with the 55
[24:19] plus club will show the movie
[24:20] fisherman's friend at the
[24:22] library. And apart from these
[24:24] three events, we do have a lot
[24:25] of upcoming lectures. And as our
[24:31] police person told us, we do do
[24:34] coffee with the police and
[24:37] information. We are very
[24:38] thankful for that. I know the
[24:39] turnout for that is usually
[24:40] quite large. And all the
[24:45] lectures, the upcoming lectures
[24:46] are on our website. So, if you
[24:48] are interested, please go on the
[24:49] website and register. Or you can
[24:52] call the library for more info.
[24:55] Our culture and leisure staff,
[24:57] Mister Mayor, have been very
[24:59] busy planning all this. We thank
[25:00] them for that.
[25:03] >> And I second.
[25:04] >> In favour. - À l'unanimité.
[25:12] Minutes of the Culture and
[25:13] Leisure Advisory Committee
[25:14] meeting of December 2, 2024.
[25:17] >> No comments for the committee
[25:19] at this time. I propose the
[25:20] minutes.
[25:21] >> You propose but without any
[25:22] comments, right?
[25:23] >> Yes.
[25:26] >> All in favour? - À
[25:30] l'unanimité. Demande de
[25:33] reconnaissance officielle Centre
[25:34] des femmes de l'Ouest de l'île
[25:36] par la Ville de Beaconsfield.
[25:39] - Je propose.
[25:40] - Je seconde.
[25:41] - En faveur.
[25:46] - À l'unanimité.
[25:52] Opinion of the City of
[25:53] Beaconsfield on the Centre de
[25:54] services scolaire
[25:57] Marguerite-Bourgeoys'draft for
[25:58] consultation on the three-year
[25:59] Plan
[26:00] (2026-2029)
[26:01] for the allocation and
[26:02] destination of its immovables.
[26:03] >> I propose. I
[26:04] >> Second. - En faveur.
[26:10] - À l'unanimité. 60.3 Résolution
[26:11] en appui aux Journées de la
[26:12] persévérance scolaire du 10 au
[26:13] 14 février 2025.
[26:18] - Je propose.
[26:19] - Je seconde.
[26:20] - En faveur.
[26:21] - À l'unanimité.
[26:23] Mayor's report on the decisions
[26:24] made by the Agglomeration
[26:25] Council at its meeting of
[26:26] December 19, 2024.
[26:27] >> Yes. Since I was replaced and
[26:30] the agglomeration council by
[26:35] Councillor mercury, I will ask
[26:36] him to make comments on the
[26:39] agglomeration council meeting.
[26:41] >> It was a pleasure attending
[26:44] in your place, Mister Mayor. As
[26:48] expected, the agglomeration went
[26:52] like it always does. There's a
[26:53] lot of spending with little say
[26:57] by the --. One thing that stood
[27:01] out was a boring bylaw for --
[27:07] for the amount of $50 million
[27:10] without an explanation as to
[27:11] what the borrowing bylaw was
[27:15] four. We borrowed money here
[27:18] tonight in our -- but we
[27:20] obviously state what the amount
[27:21] is for. Yet, $50 million
[27:26] borrowing bylaw passed. Even if
[27:29] we objected, it makes no
[27:31] difference. And the question was
[27:33] asked, could you please explain
[27:34] what the money is for? Future
[27:37] expenses was the answer.
[27:40] Fantastic. Yeah. Thank you,
[27:43] Mister Mayor.
[27:44] >> With 87% of the vote from the
[27:47] City of Montréal, they can pass
[27:49] anything. It doesn't matter
[27:51] what.
[27:52] >> Indeed, the concept, though,
[27:53] Mister Mayor, of borrowing
[27:56] taxpayers money and not telling
[27:57] them what it's for -- I'm not
[28:02] sure I would raise my hand for
[28:03] that. I wouldn't raise my hand
[28:05] for that.
[28:06] >> Thank you.
[28:08] >> Thanks.
[28:10] >> I would like to make a
[28:11] comment, Mister Mayor. It's
[28:12] funny because when the Montréal
[28:15] council meets, if they vote to
[28:18] make a vote internally at their
[28:20] committee, at that, point if it
[28:21] goes to 51% in favour and 49%
[28:25] against, when it comes to the
[28:27] Agglo means you are talking
[28:28] about, Montréal comes in with an
[28:34] 87%.
[28:35] >> Not only that, Roger. The
[28:38] members of the opposition that
[28:41] may have voted no, at the City
[28:46] Council meeting, when they come
[28:47] to the agglomeration, they have
[28:49] to support it. So they have to
[28:51] vote yes at the agglomeration
[28:53] meeting. That's a joke. It's a
[28:56] joke. It's an absolute joke. The
[28:59] agglomeration is a joke.
[29:00] Absolute joke, you know?
[29:10] >> I have lived with this for
[29:12] many years. It's very
[29:16] frustrating to see how it does.
[29:20] And, you know, I mean, you know
[29:24] what happened with the
[29:27] fluoridation of water. You know,
[29:30] the process, we objected to the
[29:33] process of the decision. A lot
[29:36] of cities objected to the
[29:39] process of the decision. Even
[29:42] Hampstead had a resolution
[29:46] approving our the resolution.
[29:51] Yet, Madame Vodanovic got 87% of
[29:56] the vote. So we are at the wrong
[30:03] end. No more fluoridation of
[30:06] water as of -- and somebody said
[30:09] to me, is the equipment there?
[30:12] No, I'm sure the equipment was
[30:14] removed very quickly by
[30:16] Montréal. Okay, let's go to the
[30:23] director's report. - On a déposé
[30:29] quatre rapports. Celui de
[30:30] l'émission des permis, en
[30:32] décembre. Notre rapport du
[30:34] centre de répartition d'aider au
[30:36] en novembre. Les mouvements de
[30:38] personnel de l'année 2024 et les
[30:40] visionnement de conseil en 2024.
[30:45] >> Any new business? So, who
[30:50] proposes the
[30:54] >> I propose.
[30:55] >> I second.
[30:56] >> All in favour? That's it.
[30:59] It's over.
[31:00] >> Thank you, Mister Mayor.
[31:02] >> Thank you.
