et j'appuie tous en faveur. Merci. Nous
[0:51]
allons maintenant procéder à la période

j'aimerais
[0:58]

belle. I want to thank from the bottom of my

[2:04]
meaningful and together, we will make it work.
We'll make it count. J'aimerais prendre un

We're turning a new page and together. WE will
[2:56]
write the next chapter one based on optimisme,
collaboration and a shared
[3:02]
vision for our future. Avec un total combiné
de 28 années d'expérience au conseil, nous
[3:10]
[3:26]
l'être. Et nous investirons chaque dollar
public avec discernement. WE all want our
[3:34]
city to remain welcoming safe and vibrant for
today's generations and those yet to
[3:44]
come. Les prochaines années seront déterminantes
pour notre avenir ici à Beaconsfield. Les
[3:50]
[4:03]
avec honnêteté, intégrité et ouverture.
I invite you to fully take part in municipal
[4:13]
life. Athènes Council meetings. You are here
today in great numbers and if it could
[4:19]
continue for the next forty-eight meetings
that will have over the course of the
[4:24]
next for years that would be fantastic share
your ideas participate in survey and
[4:30]
public consultation and the different methods
that the city is putting forward to gage.
[4:37]
What it is that you want to see the city shape
as your voice matters and if you express
[4:45]
yourself, you will be here. Alors, ensemble,
souhaitons-nous de pouvoir
[4:51]
bâtir un bel avenir à Beaconsfield Together.
Let's build a Beaconsfield, that is
[4:59]
shaped to reflect the future that we want,
and that's what I would like to start this
[5:06]
mandate with now, I'll ask my colleagues around
the table if they want to say a few words
[5:11]
and this new mandate just to let me know. Casse
working. Je tiens à remercier toutes les
[5:24]
I'd like to
[5:30]
thank all the people that came out and when
I'm not at the text. The emails, the calls
and
[5:38]
learning everything about what what matters
is to the resonance of district and
[5:43]
Beaconsfield as a whole also like to take my
family who are very patient during the seven
[5:50]
weeks. Well, I wasn't around very much but
appreciate everything that the support
[5:56]
that I felt from them every day and in terms
of the previous council. I'd like to think
the
[6:02]
person in this site before as well as all the
other members of council who did their work
[6:10]
diligently and after a week and a half of many
meetings and talking and people. And now we
[6:18]
have a very energized and all some new people
we've got lots of experience on the council.
[6:24]
So I'm looking forward to the great. Thank
you. Rossi. Thank you. So I want my colleague
Tim
[6:37]
and Martin had said I'm happy to hear that
that speech. I want to thank everybody. I know
[6:44]
a lot of people and district five. But I had
a great chance to meet a lot of new faces,
[6:49]
which I was really honored and happy to do
so so thank you for your your your confidence
in me
[6:54]
and over the next for years. I'm here to serve
not only the city. But you guys as well I'd
[6:59]
like to thank Roger Moss. You here for I believe
three turns and I'm looking forward to be
[7:04]
here for you guys. Thank you very much. Madame
la conseillère Léveillé. Bonsoir.
[7:13]
Merci Maire Saint-Jean. J'aimerais remercier
tous les résidents du district deux et
[7:18]
[7:23]
nouvelle conseillère, et je veux également
féliciter tous, tous les membres du Conseil
[7:29]
ainsi que notre maire. It was a privilege to
meet all the residence and my neighbours as
[7:34]
well and to listen to their needs and to all
their concerns. I'm excited to take on this
new
[7:40]
roles and I'm looking forward to serving you
all for the next for years as well as working
[7:44]
with council. So thank you very much. Merci.
Council now. Merci. Donc moi également, je
suis
[7:52]
très honorée de continuer à exercer mes
fonctions de conseiller municipal au
[7:56]
district au sein du district quatre. Je vous
remercie pour votre soutien et surtout pour
[8:00]
So and
I'm
[8:07]
particularly values all the feedback. WE provide
during the door to door visit if you're
[8:12]
watching tonight and as well as in the audience
in my view seeking feedback is not
[8:17]
something you do once every for years, it's
really in ongoing process and with that in
mind.
[8:22]
I'll be continuing on with the old monthly
coffee with your counselor session starting
in
[8:26]
January, and you can look for the date and
time and the future contact magazine on my
[8:32]
webpage and I look forward to seeing you there,
but in the meantime if I need to reach out
[8:37]
for any kind of contact my phone number for
those who don't know it's on the webpage
[8:41]
as well as my email as well, so I tout ça.
Merci beaucoup. Au revoir. Esther Mercury.
Thank
[8:51]
you. Martin. So good evening everyone. Bonsoir
à tous et toutes. What's left to be said?
[8:58]
I'm not sure. Thank you again to all of the
residence for the privilege of serving. And
it
[9:05]
really has a privilege. Personally I loved
doing this, I enjoy it, but I enjoy it
[9:12]
because we get to work together and Martin
said quite a few things in this opening remarks
[9:17]
that were spot on. Let's build the future that
the future for all of us and that it that we
[9:26]
have a vision for our city, that is community
and that we work together to make it happen.
[9:32]
WE have a number of projects and challenges
ahead of us and we have time to dig in. But
[9:40]
keep the communication open. I think that's
the the message. Here we, we can't do what
we do
[9:47]
without you guys and it's we don't have all
the right answer. WE never have we never will
but
[9:53]
together. WE do so please keep reaching out.
Email. Right. Follow us. Call us and we love
[10:01]
having new year. One month. It's awesome. So
I love seeing the big crowd, come back more
[10:07]
and more. Merci, Martin. Thank you madame la
conseillère Gaudin. Thank you. Je pense que
[10:15]
au important to me to come back at the candidate,
[10:36]
because there are a lot of projects and important
feels coming up that I feel very
[10:41]
committed to. But also selfish only I really
enjoy the role and we were speaking earlier
[10:48]
last week about why it is that we do what we
do and I really enjoy putting people and ideas
[10:55]
together and if that can be done also with
the city, that's where I draw my my greatest
[11:01]
pleasure. So I'm looking forward to working
with all of you and your ideas over the
[11:06]
next for years. Thank you. So we will move
now with the question period, but before we
[11:16]
get on with the question. I'd like to introduce
the SPVM new commandants. Monsieur Éric
[11:23]
Gosselin to say a few words. Bonsoir, monsieur
le commandant. Bonsoir. Bonsoir tout le monde.
[11:31]
Donc, Commandant Éric Gosselin, commandant
depuis le 29 septembre, nouvellement promu.
[11:36]
Quand je suis arrivé en poste, évidemment,
j'ai. Est-ce que vous m'entendez bien? Oui.
[11:41]
Malheureusement,
on vient de. On commence à voir une
[12:22]
recrudescence dans le dernier mois au point
de vue des introductions par effraction.
[12:27]
Soyez assurés qu'on prend en charge déjà
les événements. On a des équipes au niveau
des
[12:33]
enquêtes, des liens avec les enquêtes. On
a déjà des. Regroupements de faits, on a
[12:38]
[13:06]
mettre des photos. Mettez vos photos après
votre voyage. On a vraiment remarqué cette
[13:11]
tendance là que les les introductions par
effraction se faisaient alors que les
[13:15]
personnes étaient absentes pour un long terme.
Évidemment, c'est toujours important si
[13:20]
[13:39]
[14:13]
On a
[14:19]
vraiment une baisse des accidents de 12 % dans
les trois dernières années, donc
[14:22]
c'est quand même important. Il y a eu énormément
d'efforts. Personnellement, par mon
[14:26]
prédécesseur, au niveau des constats d'infraction,
on a vraiment une hausse importante,
[14:32]
[14:44]
Malheureusement, vous le savez tous, qu'il
y a eu un accident mortel à Saint-Charles
et
[14:49]
[16:23]
que vous avez des questions? Do you have questions?
n'y a
[17:43]
ceux qu'on met notre main. Le senseur, là,
il
[17:52]
ne fonctionne pas. C'est juste ça que je voulais
signaler. Parfait, C'est pris en note.
[17:56]
Merci, merci.
[18:03]
vont rencontrer un comité pour justement regarder
les les cycles, les cycles de piétons,
[18:09]
etc. Les cycles. Oui. Recording. This is the
quest for the police and for the council and
[18:33]
maire, I noticed that the city of Beaconsfield
been putting money into the Montreal, the
[18:41]
West Island, Women's Shelter and that's wonderful,
but my question Is you know because a
[18:46]
lot of women will not leave in a relationship
if they can't bring their animal, they don't
[18:51]
want to leave the animals with the abusives
partner. So. For the police and the police
and
[19:01]
for the council, and is what partnership do
you have and what? Program is to have in
[19:10]
place to make sure that women can have a safe
option for their animals and then can be
[19:18]
reunited with their animals when they find
stable housing. Si vous me permettez, je vais
[19:32]
[19:55]
vraiment des règlements de chacun des organismes,
C'est pas. On n'a pas rien à faire
[20:00]
dans ça. Merci, Miss Colorado. Your question
is also one that you submitted in writing?
I'll
[20:06]
take a moment now to complete the answer so
the management of shelters and particularly
I
[20:13]
guess the West Island, woman's shelter and
this particular instance is well at their
[20:21]
responsible for their admission policy and
so they have to operate within certain
[20:28]
government or provincial regulation. If there
is an issue again resources are at
[20:37]
their the center in questions might be able
to provide assistance to a women in need
[20:44]
of shelter that would have to look after an
animal, but at this point in time unless I'm
[20:52]
mistaken. It's it's not up to the SPVM or the
city of Beaconsfield to to look into
[20:57]
that matters. Miss Colorado. If you just want
to wait. We'll have questions period at the
[21:04]
moment and now now you are follow-up questions
but. S'il y a pas d'autres questions, If
[21:09]
there's no other questions for the commandant
Will will thank him for his services and
[21:14]
presence here tonight and hope to see him next
month. Merci. Bonne soirée. Merci. Bonne
[21:20]
soirée. So first before we take questions
from the floor will answer some of the question
[21:31]
that we received in writing earlier today.
Des réponses aux questions écrites qui nous
ont
[21:38]
été soumises. La première, The first one
from Corinne Charette and Brentwood, regarding
the
[21:46]
North Nation of committee members were not
councilmembers. Miss Charette would like to
[21:55]
know how can the residents become a member
of the committee such as the
[21:59]
demolition committee or the planning Advisory
committee. What is the process de
[22:04]
nomination, process the ability to serve, etc
etc, etc. So me charette the city has a policy
[22:12]
regarding the creation, the appointments and
the operation of the council of Misery
[22:16]
committee. ITS policy. Gary. Dash come zéro
five. I'm told that whether you have received
[22:26]
or will received shortly if not already done
by email, this policy just to be clear the
[22:34]
policy does not applied to the demolition committee.
As it is the only one that is comprised
[22:41]
solely of elected officials as they have a
decision role and that committee furthermore
when
[22:51]
position on advisory committee become available
open up often times. I would say almost
[23:00]
always if if not always those vacancies or
advertising through our social media
[23:08]
platform the Beaconsfield vous informe email
and in the contact magazine, etc, etc. So
[23:16]
if you are interested in participating participating
in one of the city committee,
[23:21]
please keep an eye out to the future posting
to fill the vacancies. La prochaine
[23:29]
question, une question is from Nancy Ryan on
mount Rose regarding the bus root on mount
[23:37]
rose and she would like to know what is the
status of that feel if any further input has
been
[23:44]
provided all that we can report at this time
regarding this question following our last
[23:51]
council meeting is that the STM asthme with
a group of residence from Mount rose. Some
[24:01]
proposals have been might have been. Presented
and the STM is in the process of reviewing.
[24:12]
What was discuss at that meeting? WE don't
know if there will be a meeting before
[24:21]
Christmas or only in the new year, but that
would be the next steps personally. I'm
[24:27]
aware of emails being exchange between the
STM and one of the members of the group that
meet
[24:36]
with them about three weeks ago so. I would
imagine that the STM will come back at some
[24:46]
point in the next few weeks early twenty twenty
six with more information has to what
[24:52]
will transpire from this meeting, but at this
point in time, we don't have any further
[25:01]
information. WE have a third question from
Mr Derek pounds and sweet Brian regarding the
[25:08]
sound was on the along the highway twenty.
Mr pounds, which is for us to confirm that
[25:19]
the position of this council is that the sound
that affect residence on both sides of the
[25:27]
highway is of public health nature is speaks
specifically of a leather address to the
[25:36]
city, and I believe the Quebec government by
Dr David Kaiser that stated the situation being
[25:44]
a such. Mister pounds as of today week after
having been in council has not been a prized
[25:54]
of the situation. So we can not confirm nor
denying. What is the position of the New council?
[26:03]
However, I would venture to say that if a health
officials from the public health. Section of
[26:13]
Montreal has stated in the past that the noise
could be considered to be a public
[26:19]
health issue. There is a good chance that we
might just go with that. WE have another
[26:26]
question. Une autre question de madame Caroline
Malcolm and Mount Rose. She wish for us to
[26:35]
advise on the strategy and the immediate execution
of a plant that would see Beaconsfield
[26:41]
council. Pursue. Well fr to persuade authority
to have parks car parking Sorry at the
[26:54]
station and kirkland. Again, Miss Malcolm,
we have a very fresh new council with new
[27:08]
member, we will review what's been done or
what has not been than this for about this
[27:16]
important issue. WE will examine all the relevant
factors and see what advocacy
[27:26]
as the case maybe for car parking at the station
will look like if parking at the rem
[27:34]
can be somehow achieved for Beaconsfield residents
that would be a tremendous place.
[27:44]
However, I want to be careful car parking at
the rem is available would not necessarily
[27:55]
and should not in my opinion necessarily translate
into less public transportation being
[28:02]
available. There is different types of clientele
that which is to that wish to go to the
[28:09]
rem station and we should have the advocate
for as many people is possible to have access
to
[28:16]
that station in the future, and the last question
that I had was from miss Colorado, which
[28:23]
was answered so if someone here has a question.
Tell
us
[28:32]
who you are where you're coming from and we'll
try and answer your question. Congratulations
[28:39]
the council my name is for two three months
was I think we know each other. I'm proud of
[28:46]
this committee that the STM meet with. And
since then there's been a lot of
[28:53]
correspondence between STM and the city between
the city and and ourselves and the three way
[28:59]
relationship is not very efficient and proposing
something radicals like that
[29:05]
together in one of these committee, having
members from each of the community to ready
[29:10]
themselves for the STM is gonna come back with
the response, which is supposed to be in my
[29:15]
December. You would like to have the formation
of the committee. I'd like to have a
[29:20]
committee in place, so we can address the response
that they're going to submit to us
[29:25]
and December fifteenth. And ask what for your
in your mind, the committee would would take
a
[29:33]
couple of people from the city a couple of
people from the citizens. There's a hundred
of
[29:38]
people and in the citizens concerns committee.
I don't think we want people. Non, non
[29:43]
non non. That took place a few weeks ago sort
of achieved that that goal. Well that there
was
[29:53]
information available, but there's a lot more
information at it is publicly available,
[29:56]
but not been share with the community of Beaconsfield.
Our love to share that I don't know
[30:02]
what I have to do that, but I think that some
people of expressed interest in wants to
[30:06]
learn more about what's going on with the boss
proposal? I have information. I don't want
[30:11]
to go around giving it on behalf of myself.
I'd rather have a coordinated attack in
[30:16]
the publicity known to the community and to
have the position ready for when the
[30:23]
response does come in because we will be facing
a short time table between where when we can
[30:28]
do something and we can't. Look into it and
myself where someone else will get back to
[30:37]
you. Very happy to help out as well. Okay.
Excellent. Think. Thank you. Thank you. Bonsoir
[30:55]
Monsieur le Maire. Bonsoir mesdames et Messieurs
les conseillers. Félicitations
[31:00]
encore une fois. J'ai deux questions. Je vais
commencer par la première. Si vous voulez
[31:06]
[31:44]
[33:04]
réel des projets municipaux allant des grands
chantiers. Comme j'en ai parlé aux
[33:11]
requêtes individuelles, en passant par des
projets sectoriels. Si vous n'avez pas
[33:16]
eu le temps de tout écrire, inquiétez-vous
pas, je vais vous donner ma feuille. Voilà,
[33:20]
c'était donc ma première question. Pour répondre
succinctement à votre première
[33:26]
question.
[33:32]
ma réponse, vous dire Oui, on va mandater
l'administration pour entreprendre une
[33:36]
consultation citoyenne. Quoique l'idée n'est
pas mauvaise, bien franchement, Mais je pense
[33:41]
[35:03]
solutions véritablement novatrices. C'est
pourquoi j'ai pensé encore là, j'arrive avec
[35:09]
quelque chose, là, à un laboratoire d'innovation
citoyen, un outil pensé
[35:14]
spécifiquement pour réfléchir en dehors
de la boîte qui serait activé uniquement
sur
[35:20]
mandat précis du Conseil. Sa composition varierait
selon le besoin. Je donne des exemples.
[35:27]
Pour les inondations, par exemple, on pourrait
réunir des ingénieurs conseil, des experts
[35:33]
internationaux universitaires pour la question
des revenus alternatifs, par exemple, on
[35:39]
pourrait regrouper des financiers, des entrepreneurs,
des philanthropes, des
[35:42]
professeurs de la John Molson School of Business
et qui sais-je encore. L'idée est de
[35:48]
réunir des savoirs multi multisectoriel, résidant
ou non à Beaconsfield, sachant que
[35:55]
On pourrait
[36:45]
[37:31]
disciplines qui peuvent être sollicités,
ben c'est quelque chose qu'on va effectivement
[37:36]
devoir regarder et puis prendre des décisions
en conséquence. Merci, Monsieur le Maire.
Fait
[37:43]
plaisir. Merci. D'autres questions? D'autres
questions? Please come to the Mike. Come
[37:59]
about the city of Toronto. And she is the program
called the purple witch project. And it
[38:07]
helps women who are flying about it provides
temporary faster homes for the dogs and
[38:14]
cats and other animal with the women are looking
for us and I would love of Beaconsfield
[38:20]
could implement the purple project with the
SPVM city of Montreal with Montreal, SPCA
[38:29]
that would be absolutely wonderful, the other
thing I was going to say is about you
[38:35]
know the bus on mount rose. Why not put the
bus on the bus on elm would actually it would
[38:40]
collect all of Beaconsfield from West East
North South. And we will not know it will North
[38:47]
South by walking, but with connected West the
East end connected to the same place
[38:53]
where you want. It was just you have to sort
of curves around, but it would absolutely with
[39:00]
benefits the people and beacon hill with benefits.
The people are more roses because it means
[39:04]
that the bus and on the wall street and as
for any concerns about parking. The parking
on
[39:10]
elm is parallel parking. So I would still feet
without crashing into the car is so
[39:17]
absolutely, I think about the bus on elm and
the purple each project. That's the two things
[39:22]
I wanted to say thank you. D'autres questions?
