Bonsoir. Good evening! Bienvenue à cette séance
ordinaire du conseil municipal
[0:10]
de la ville de Beaconsfield. Welcome to this
regular meeting of the Municipal Council of
[0:15]
Beaconsfield.
[0:21]
jour. Adoption of the agenda of the City of
Beaconsfield Regular Council meeting of
[0:28]
December Fifteenth twenty twenty five I propose
I second. Président et la période de
[0:39]
questions du public. Quelques mots avant de
débuter. D'abord, merci à tous et à toutes
ici
[0:47]
d'être présents. And at home to be watching
I'd like to come on regular fr, but first award
on
[0:59]
unfortunate very sad. Recent events.
[1:36]
malheureusement endeuillées, disent violentes
attaques Occurring Just a few short days
[1:42]
after the sad anniversary of the mass shooting
here in Montreal at Polytechnique and
[1:48]
eighty nine reminds us that hatred presented
self in very different forms. It knows no
[1:56]
borders and traitement the value that we hold
dear human dignity safety and respect for
[2:04]
every person tonight on behalf of our community
and my behalf, of course and those and that
of
[2:11]
my family. I want to express our solidarity
with the victims of their loved ones and all
you
[2:19]
feel shaken and vulnerable here and abroad
as a result of those events. WE must equivocal
[2:28]
condemn, these acts of violence and hatred.
[2:52]
toujours sa place dans nos cœurs. Sur un sujet
un peu plus terre à terre. Regarding the
[3:06]
budget so contrary to usual practice. The city
will not be adopting. It's twenty twenty
[3:12]
six budget before the end of this year. Twenty
twenty five the budget along with the three
[3:19]
years capital works program will instead be
adopted at a special council meeting
[3:25]
currently scheduled for general Nineteenth
twenty twenty six. Cette situation exceptionnelle
[3:32]
[4:21]
So we invite everyone to make the most of the
season by visiting our rinks, whether you
[4:26]
are looking for a friendly hockey or a ringuette
game or simple coyote skate. Be out
[4:34]
there and enjoy it as long as it's called you'll
be able to skate. Some some winters, we
[4:39]
have just a few days and and some winter is
hopefully. Maybe this year, it'll be a nice,
[4:44]
Winter is not too cold, but cold enough so
that the rings can be used throughout the
[4:50]
winter. So if you need information as to the
rinks opening hours and the schedule
[4:57]
for different activities for you to our website.
Alors voilà. Merci. Nous avons le commandant
[5:06]
Commandant Gosselin.
[6:04]
effectifs pour ce genre de patrouille. On a
également eu la collaboration des unités
de
[6:09]
[6:39]
pistes, qui ont aidé nos enquêteurs. Donc,
merci pour la patrouille municipale. Je veux
[6:48]
vous rappeler quand même certaines règles
de prévention en lien à ça. On a remarqué
[6:53]
On
[8:08]
l'a remarqué dans les dernières semaines,
on a eu certains cas de fraudes de type
[8:13]
grands-parents.
Également, on
[8:40]
[10:38]
question de madame White sur Beaurepaire Is
it possible to receive an update on the sound
[10:46]
wall that was plan for many years ago, so right
now, this file has been somewhat dormant.
[10:58]
I would imagine the last week were that letters
has been sent by. Previous mayor Bourrel and
[11:06]
we had not received any formal position. So
what we will do as a new council in the months
to
[11:14]
come is to adopt the course of action for the
future see what can be done and want to the
[11:22]
things that I intend to do is to sit down with
our member of the National Assembly assembly.
[11:29]
Greg Kelley and see what kind of assistance.
WE can get from from him regarding that feel
[11:38]
question from Monsieur Lebel morose. Monsieur
[14:12]
a quelques semaines pour prévoir une nouvelle
rencontre au courant du mois de janvier
[14:17]
2026. The next question is from Monsieur Duncan
on evendale is regarding. Idem on the agenda,
[14:33]
which is idem for the point three. What specific
problems pattern or documented
[14:42]
experience in Beaconsfield Council meetings
Prompted draft Bylaw. Big one, seven for at
[14:48]
this time and what evidence shows. It is a
proportionate response rather than the
[14:55]
precautionary one. So Mr Duncan, it's not that
there was evidence of an issue or a
[15:08]
mesure that requires proportion essentially.
WE are adapting the bylaw dates guides City
[15:15]
Council meetings below that was adopted almost
twenty years ago Two two days reality among
[15:26]
other things as you probably noticed by looking
at the bylaw. We're incorporating in the
[15:32]
bylaw the ability for the council member to
participate in council meetings
[15:40]
electronically via Teams ou Zoom under certain
specific conditions and with a limited
[15:48]
number of times. So there has been changes
in in the legal framework that needed to be
[15:58]
incorporated as another. I think patent example
the fact that you're able to ask a
[16:08]
question without being here at the Mike is
something that our current biology does not
allow.
[16:14]
So we're we're incorporating that reality and
in the new draft bylaw that we're
[16:19]
presenting today and there you go. Question
from line. Poitras en regard ou concernant
le parc
[16:33]
[17:18]
autres parcs de la ville. Et le Conseil, il
y a environ quatre ans, a pris la décision
de
[17:27]
[17:46]
n'y aura pas de ticket. The question from Monsieur
Labelle on filson. Regarding tempo or
[17:56]
wind protection et asks the door to the entrance
to the library as a tempo or a wind
[18:04]
protection device. CAN I install something
similar to this at my home if so what are
[18:10]
the limitations so the warning that you all
worked under coming into the building was
[18:19]
installed during Covid for the protection of
residence lining up outside for service. This
[18:26]
delivered under strict health and safety rules.
So we were concerned about the health. WE
[18:33]
didn't want them to catch a cold at the bad
time when showing up at the hospital was
[18:38]
not necessarily the best idea such and is not
warranted for private homes perhaps but to
be
[18:46]
starting to get the best answer possible as
to whether or not, you can do that here in
[18:53]
Beaconsfield. I would recommend that you direct
your questions to the urban planning counter
[19:01]
and they will tell you whether or not. This
is something that can be done and if it can
be
[19:07]
done under what conditions? The question from
miss Colorado on saint Andrew. She has questions
[19:20]
about how many animals move through the holding
facility that we have here behind the
[19:27]
city all and she would like to have an official
count and know what the outcome of was for
[19:38]
this animal. Miss Corrado, we will refer your
questions to the administration and the
[19:45]
reply to you in writing with specific numbers
and you have a second question regarding items
[19:54]
sixty point six on the agenda regarding the
contract or agreement entered or to be with
[20:02]
you man world for animal, you want to know
what are the details of the plan where we
[20:10]
will animals stay, etc. The organization will
be depending on the type of crisis or
[20:21]
emergency that is being fast the organization
will take that kind of decisions based on the
[20:29]
most important factors, which is the well-being
of animal. And that is it for written
[20:38]
questions if you have a question, I invite
you to come to the Mike tell us who you are
[20:44]
and the street your resident on. I'm Nicole
Corrado saint Andrew just to specify about
the 6.6
[21:04]
gender and about the the planning for the.
For disaster planning for animals and its
[21:16]
kind of sounds like Beaconsfield at this point
doesn't have a plan for from
[21:22]
what you're answering me. I can't find any
planning online and like you said well, you
[21:29]
know your answer was very very big. It sounds
to me that beaconsfield. It's a good start.
[21:37]
But it sounds like there is actually a real
concrete plan put in the place and when
[21:43]
disaster is happening in all kinds of things
are happening. It's very hard to try something
[21:47]
together at the last minute that their needs
to be actually a concrete plan that can be
[21:54]
adjusted in the moment for for different circumstances,
but there doesn't need to be a
[21:59]
concrete plan put into place and I'd like to
know exactly what that is where the animals
[22:05]
will be held. You know what? What staff which
agency is our work with what which is exactly
[22:14]
beaconsfield? Be working with because you my
world for animals is a worldwide
[22:20]
organization based out of the humane society
of the United States. What I want to know
[22:25]
where they can't be working with the Montreal,
SPCA spk West City, Beaconsfield city
[22:33]
pound, which which. Organization will be partnering
with any other organization
[22:42]
where were the animals be held all those things
like you know that there there is absolutely
[22:48]
no information anywhere that I can find about
this anywhere on this city website other than
we
[22:54]
have an agreement where we don't have an agreement
where adopting in agreement tonight.
[23:00]
If if council votes in favour of it and so
the city has gone through or two this
[23:09]
organization, so that it has one specific body
with which to deal in the case of a major
[23:18]
disaster or sudden emergency so something happens
where you know we need to take care of
[23:26]
people and some people need to take care of
animals. WE grabbed the phone, we call them
[23:31]
and they come and they put together, whatever
plan is required given the
[23:36]
circumstances now if they need to be assisted
by a third party that will be out there and.
But
[23:43]
our goal here is to mandate a specific organization
that is technically on standby and
[23:51]
ready to to move into assist us it with the
management of animals and in the case like
[23:58]
that. Thank you so much, but you may world
for animals is a worldwide umbrella organization,
[24:05]
which local organization would you be actually
working with that's my question the local
[24:13]
organization we're gonna be working with its
your mind your main world for animals. They
[24:20]
have an office here in Montreal, but where
we are what they were what? Where would they
have?
[24:28]
Just be just like secretary of this. It might
be it may be not be. Madame Corrado. I I trust
[24:38]
that there will are you? I trust that they
will take care of the animals of the animals.
[24:43]
The way we expect them to take care of the
animals. OK? Thank you, I would just like to
hear
[24:50]
more. I hope I hope taste and but I'd like
to hear more and I would love to help the city
[25:00]
with some ideas and I can put you in direction
with local organization that can get in
[25:07]
touch with if you need. Thank you. Hello, my
name is Julian Cabanas and I love Elizabeth
[25:18]
drive first, I just like to say modulation
on winning the election and congratulations
to
[25:24]
all of you. My question that I'd like to start
with this question. The first part is I'd
[25:31]
like to ask you. How important is safety for
you for the President of Beaconsfield.
[25:38]
Safety is important. Yeah! Yes we so what I
like to read today is an issue that I know
we've
[25:48]
been talking about for a while we've made the
city aware. We've talked to the STM and
[25:52]
this is about the bus on monte roads street.
I've personally measured the street of mouth
[25:59]
roads to take a look and see if it actually
could fit city bus and we do have you my man
[26:05]
concerned? I just want to start by saying first
of all is that I'm in favor for the public
[26:10]
transportation. I think it's important and
I understand that it is needed. However, I
think
[26:14]
it should be done in an environment, that is
safe for the kids and mount rose street.
[26:19]
Right now is the particular street where at
it and you have parks, you have a elementary
[26:26]
school and the requirements the safety requirements
for safety bus to be able to pass on the
[26:33]
street when there's parking on both sides is
anywhere from five to the living five right
[26:39]
now on the different parts of montrose. I can
tell you that during the summer just on mount
[26:46]
rows near its on birch and Mount rose. Mount
Roses near olympics where the proposed
[26:55]
stop is its 6.6 when there's snow this goes
down to the snowfall five point two on many
[27:04]
of the the part of the long road in saint Belleview,
the STM specifically said that it
[27:12]
was not safe to have city bus on the streets
with the weight of five points for me or below.
[27:20]
This is the case for mount rose street and
so I'm asking you as the maire of our city
who
[27:26]
thinks safety is important, especially for
these children who are biking on this pathway
[27:31]
for pedestrians that were walking where the
STM said to us word for word that they
[27:36]
would be okay with driving on the grass to
pass if two bus had to pass each other that
[27:43]
this is this is not okay and we have proposed
as a solution because I don't want to come
[27:48]
here to just say something without having like
without having something in mind that
[27:52]
the solutions for you is that the bus can run
along hell and down saint Charles and we will
[27:59]
be able to hit the Sherwood North as well as
some of the the South part of the of
[28:07]
Beaconsfield and provide them access to get
to the rem. So my question to you is where
you
[28:13]
support us for the safety of the children and
the citizens of this area. Well what I think
[28:26]
needs to be considered as that you are presented
that information I believed to
[28:31]
madame Paradis and the STM, but asking you
sir. Yes and you through at me numbers and
I'm
[28:39]
not the spotting them, but I hear them for
the first time and you be over week ago. And
[28:45]
you acknowledge that I said, I would get back
to you later this week because I need to
[28:52]
educate myself and part of the education process
will come from what the STM has to say
[29:00]
about that because they run bus not only in
Beaconsfield, but throughout the island of
[29:06]
Montreal and different settings urban and residential
and I will frankly at some point have
[29:15]
to differ to those who are specialized in assessing.
What is safe and what is not when it
[29:23]
comes to running bus? Sainte-Anne-de-Bellevue
is not the STM saying that for the
[29:31]
view. Why is our city, Not saying that it is
not safe for us. I can't ensure that
[29:38]
question because I don't know what the circumstances
are, and I'm just a person and these are
[29:47]
technical questions that for probablement most
likely have you know technical answers to
[29:56]
them so before I go out on the lime and give
you my own educated answer to a very
[30:05]
technical questions. I will differ to the STM
and and and and let them answer the
[30:12]
question that you ask because there is the
first and foremost important parties to to
deal
[30:18]
with questions like that as the city. Do you
requested safety testing to see this that
[30:24]
they're coming in this. This are our residential
area. Do you requested to see the safety
[30:29]
testing? That's been done. So that you can
see that what are educated? Proposition is
for
[30:37]
this area like is that the question that you
can ask them and then provide to the
[30:41]
residents of Beaconsfield. So we can see that
it is safe. I can take it and see what has
or
[30:46]
has not been done. But I don't know what the
procedure is to what you have not received
the
[30:51]
requested and many times have been told that
we can't have the information for some reason.
[30:56]
So if it is safe and I've done the testing
I feel that it's something that we should be
[31:00]
able to see and access, so that I can sleep
well at night. Knowing that my daughter is
on
[31:05]
the bike going down the road and is not going
to be hit by the bus or that somebody in
[31:10]
elderly persons or anybody walking on the street
doesn't get it by the mirror from the
[31:14]
bus. I think I think that's only feel that
we get access to that information. OK? Thank
you.
[31:19]
Thank you. Thank you. Good evening. Everybody
again. My first time talking since you
[31:34]
all been elected. So congratulations as well
picking up on the previous topic. Yes,
[31:44]
I am an fairway drive. Thank you. Thank you.
I like to pick up on the previous topic of
[31:55]
safety. I'm looking at what Beaconsfield can
possibly do to mandate or put it by law in
[32:07]
having children where bike helmy. Up to the
age of eighteen and as a starting
[32:14]
point city like côte-saint-luc Hampstead Sherbrooke.
Have all adopted bylaws that make it
[32:22]
mandatory for kids to wear bicycle. Helmets
very often I see kids driving on their bikes.
[32:28]
They have their helmet hanging from the handlebars
as somebody that on their third concussion.
[32:35]
I can tell you that falling off your bike is
not going to be very pretty recovery. So I'm
[32:44]
not sure. What's involved in getting this process
going and seeing what is possible? It can
[32:49]
be done or to work with council to be put this
into place into interaction. That's it. So
[32:58]
thank you for your questions, suggestions.
It's something that we can look into you. I
[33:05]
don't know exactly what would be the process
what it would entails, but it's the
[33:13]
discussion that can be first had around the
table here to and and then try and look at
[33:20]
avenue is what are the prause? What are the
causes? The prause are obviously, you know
pretty
[33:26]
straightforward to understand there might be
some somewhat of things, however and in the
[33:31]
blind blind spot that we can't see. But it's
it's a good suggestion on big that are city
[33:39]
is becoming a little bit more than you find
traffic wise. I certainly have chosen not to
go
[33:46]
down Saint Charles through the underpass on
a bike there for I'll take woodland and come
[33:53]
across that way so kids that are on their bikes.
And they're talking at the same time are
[33:59]
not playing the same type of attention that
so it's it's something that I certainly feel
[34:07]
very strongly about and willing to work with
council on such thing I've had several
[34:12]
conversations with vélo Quebec along with
other cities being Sherbrooke and côte-saint-luc
[34:19]
to see what's involved in getting this process
going. Thank you, thank you. I good
[34:34]
evening. My name is Nancy Ryan and I'm a resident
on mount rose and I've been there for
[34:40]
some for the years. And I like to congratulate
team and his victory and I'm hoping you'll
[34:47]
be able to help us team I'd like to know where
the council stands and supporting us with
[34:52]
our concerns about the bus like what are your
course of action other than saying? Yes, you
[35:00]
look at an email. Well, I mean do you have
any records with the STM to say no, we don't
[35:09]
want to bus on that street. Not that I'm aware
of. Non, so they could put bus roots anywhere.
[35:18]
They want. It. That's true jurisdiction it's
through the agglos. It's the the STM. So if
[35:30]
the residence don't want it and if as a council
you supported those residence who would
[35:37]
benefit from this bus. I'm not sure. I don't
understand your question. Well, if we don't
[35:45]
want the bus route on roads who is going to
the bus for my understanding is going from
the
[35:55]
Beaconsfield train station to the rem. This
is that correct back and forth in Russia. Where.
[36:05]
Bus on mount roads has not been made public
yet. So it's not a fait accompli. Not that
I'm
[36:15]
aware of that they do not inform. The council
is that what you're telling me? I'm
[36:22]
just trying to get. It's my first time going
through this process. I'm trying to figure
[36:26]
out how this works actually about this year
and a couple of months ago. There was some
[36:35]
information provided, but officially they have
not made anything public in terms of of
[36:44]
what they are planning on the territory or
in Kirkland, or in Pointe-Claire, that matter,
[36:52]
because there are lunch is all the information
or their decision-making process is
[36:58]
linked with the rem en slalom antenna. So sorry
to interrupt you, but are you saying that
[37:09]
the community has no input on this world? Speed
input in the process of consultation that
[37:18]
they had in twenty twenty twenty twenty three.
Hmm hmm. I believe it was twenty twenty
[37:23]
twenty twenty three and then they went and
they looked at the rem and looked at the
[37:31]
different bus lines that existed or exists
at this time and have I guess a
[37:39]
reconfiguration of some lines and the creation
of others. And some lines might disappear as
a
[37:47]
result. Is there any way we can see that I
mean we already have bus that go along Sherbrooke
[37:56]
that go over to the Colisée to the and there
is always empty. But so to go back to your
to go
[38:09]
back to your question. You're asking about
the people and mount roses and the support
for
[38:15]
the community. You know I. I think it's important
to put in perspective that there is also
[38:30]
several thousand people that would benefit
from a bus route or bus routes leading to the
[38:37]
rem and. Those bus routes need to those thousands
of people. But where are you? I'd like to
[38:48]
know where they are two days. They certainly
don't leave on monte rows. Non? I mean and
[38:57]
there's already bus that services that area
and there empty well the fact that there
[39:06]
are there full is an operational side that
the STM needs to address it. You know
[39:13]
they're running a deficit. There are there,
you know and we can't tell them what to do
[39:19]
and what not to do So unfortunately, they want
to have or they think that they're
[39:25]
gonna have some bus routes going here are there
and and they're the ones with the data.
[39:31]
They're the one with the information and they're
the ones that have to plan, and you
[39:37]
know we can be informed of things, but we're
not consulted and we're not decisions all in
[39:42]
the process and so can I just take from away
from that that as our council that you can't
[39:51]
represent us either difficult. WE can we can
make connections. There was a meeting in October
[40:00]
where we tried to facilitate the conversation
between you and other people on mount rose
[40:07]
and how we will, unfortunately that we can
we can facilitate we can you know again connects
[40:16]
people, but we can't you know the old saying.
You can bring you can bring a horse to water,
[40:22]
but you can't forced to to drink. Well, thank
you very much. Bonsoir Pauline. Guy
[40:38]
Girard sur jubilait. Je change de sujet. C'est
à propos du règlement Bic zéro 98. Pardon,
[40:46]
madame Girard.
[41:07]
communautaire qui étaient au chapitre neuf
avant? Je ne sais pas. On peut prendre la
[41:13]
question, puis on va vous revenir. Madame Faguy.
Girard Parce que vous remplacez un
[41:17]
chapitre par un autre, là, complètement.
Alors, oui. Est ce que les boîtes
[41:24]
communautaires sont encore boîtes postales
communautaires sont encore un sujet que la
[41:30]
ville veut réglementer? OK. On peut vous répondre
par courriel. Oui. Parfait. Merci. Nicole
[41:45]
from Sydney Andrew, and I was just going to
say I agree with what the people mount roses
[41:52]
were saying when I was waiting for. Along mount
roses and when the door talking to different
[41:59]
mount roses and they all unanimously agreed
walking around mount roses. I could see
[42:05]
that the bus will not be it. Just simply want
it if you wanted to put the bus on roses.
[42:11]
It doesn't fit. Madame Cordeau Well, madame.
Yes, I was asking would you consider the bus
on
[42:22]
instead of most roses. Madame Cordeau mentioned
the city of Beaconsfield is not the one
[42:29]
that can determine where bus run or if bus
are running. Yes, I am a regular bus user by
the
[42:39]
way, I'm regular by the way, I would definitely
benefit from the bus en elm understood. And
[42:55]
West craft. I just have to more general questions.
What does the process look like for
[43:01]
reviewing bylaws and making them to them Is
it certain committee that proposed change?
[43:08]
Is it the council? Is it urban planning all
of the above I just I just want to understand
[43:13]
How how does change is coming about. Pretty
much is all of the above depending on the type
[43:21]
of change that you would like to be implemented
and what below is It is involved. I
[43:32]
would suggest the very first thing to do is
to get in touch with your city councillors
and
[43:38]
discuss what it is that you would like to see
and that person would be evil to then
[43:44]
point you in the right direction whether it's
the traffic committee urban
[43:49]
planning, culture and leisure, you know. There's
different paths, you got it. Thank you.
[43:56]
Welcome. Bonjour. Bonjour, Je suis Nathalie
Richard, J'habite sur Mont Rose depuis plusieurs
[44:04]
On va
[44:10]
commencer par une question. C'est parce que
dans ma question, j'appuie la personne
[44:15]
Hill, si je peux me permettre. Puis Mont
[45:05]
[45:26]
nous a forcé, nous a obligé à installer
sans que la ville puisse dire non? Prenons
un pas
[45:33]
Oui, bien
sur la
[46:34]
question à l'origine, sur les changements
à Sainte-Anne-de-Bellevue, je ne
[46:41]
on
[48:15]
là à laquelle on doit faire face. Mais j'entends
[48:42]
[48:51]
[49:01]
dans le futur sont possibles. La porte n'est
pas fermée, évidemment. Puis ce que
[49:06]
j'aurais aimé rajouter comme sous-question,
c'est la vitesse. Il y a une personne qui vous
a,
[49:11]
[49:24]
Parfait. Merci. Merci beaucoup. Good evening.
[50:15]
My name is Angie Coleman policy and I am the
residents and leave on Montrose drive for
[50:21]
almost thirty years now I share it the same
concern as everyone else in terms of the safety
and
[50:27]
the amount of traffic that it is and having
a go down and we've done the research. Miss
[50:32]
cabana. Have done a lot of research. However,
I feel that it's almost like a pingpong
[50:39]
game the STM tells us to wait we contact the
city they told us. They don't have information
[50:46]
and you mentioned earlier when you spoke to
to answer questions about the attack.
[50:52]
There's no attack, I feel that the attack has
been on the residence because when morning
[50:56]
I woke up and in my mailbox. There was not
that said, there's a bus coming and for
[51:03]
thirty years that I've learned I've never been
to the council meeting and I thought to myself.
[51:08]
Well, I didn't I know where is my city? How
is my city passing this information to the
[51:17]
residence. Did they ask me if I wanted to do
they ask the residence if there was an
[51:23]
interest in the bus and I understand that that's
the STM because that's what we get that
[51:27]
the STM, but we have already addressed the
STM I've already return to the board of
[51:34]
directors. I'm expecting an answer weeks ago
and I don't have that answer the same
[51:40]
question comes up you. Here are our city our
representatives and we are reaching out to
you
[51:48]
for support and it seems to me that we're getting
side tracked and we'll go and the STM you
[51:54]
ask the STM. You are not allowed to have all
this information. Where are we to go
[52:01]
to get this information? Kirkland seems to
be standing up for its residence and saying
[52:07]
parking only for Kirkland and no one else.
What are the other city doing to help with
the
[52:15]
parking situation, so that we don't end up
having bus on rose or on woodcroft or any other
[52:22]
side street. It's a residential upper sky neighborhood.
It's not in inner city where we're
[52:28]
gonna have bus is everywhere. And my worry
is that it's not a big street. Sidewalk on
one
[52:35]
side. No sidewalk on the other. But you all
know that information. So I don't want to
[52:40]
play a pingpong game. WE want nc and we want
ensure that satisfy us. I don't want to go
[52:47]
back home inside. Okay, now, we're gonna go
to another meeting. Now we have to send
[52:51]
another letters. WE are our team here parents
who want you guys to help us. I don't want
[52:59]
to know that I have to go back to the STM and
again the question back to you. How is
[53:03]
this city who represent us And I believe you
see on that board of agglomeration with the
[53:08]
transport committee. I'm sure that subject
come up. How as Mayer Are you figuring out
the
[53:16]
solution to help the room has its agenda. They
want money they've got to put these bus to
[53:23]
fill the rem. I understand that but we are
city of Beaconsfield and we don't want that
we don't
[53:31]
want so much traffic and put in Japan by some
child, that's taking their bike from the road
[53:39]
to the school. I've had three children razed
in a quiet street and I would be worried
[53:45]
if I still had those three young children going
to school. Are you comfortable with that
[53:50]
decision again? What is the city going to do
to support or at least bring it up at the
[53:57]
next council meeting or at the agglo meeting.
What are the mayor doing to support us and
[54:03]
to make public parking. Thank you. You're welcome.
Well. There's no. There's no process
[54:21]
at the agglo level that is involved in whether
or not. There is parking next to a rem
[54:29]
station. The conversation that could have taken
place might have taken places. I've have
[54:40]
been to one aglo meeting about three weeks
ago and I'm going again through three days
from
[54:47]
now is regarding you no representation to the
STM or the STM plans with regards to
[54:59]
bus lines bus routes at the agglo level. Now
my predecessors as you know
[55:08]
expressed exactly how it is that Beaconsfield
Kirkland d'emerging municipality as a
[55:15]
whole have very little. C'est very little voice
at the agglo level. WE don't we don't have.
[55:24]
WE don't have a voice. WE don't have a. C'est.
Back in. I think it was October Maire Bourrel
is
[55:33]
last meeting when I want you want to your.
I think it was nice Malcolm who ask a question
[55:42]
at the agglo meeting and maire Burrell wanted
to be able to to to answer and he was completely
[55:48]
cut off his Mike was turned off and so he walked
out. So it's not a forum in which we can we
[55:55]
can actually move the needle, unfortunately
and but that's the reality now. That's it.
[56:05]
That's the deck. We're in the municipal level
in terms of looking at the residence
[56:14]
statistical study needs transparency. Why did
I get something in my mailbox? Why
[56:23]
did I see the platform being built and I personally?
No joke. Thought it was for mailbox. I
[56:28]
thought well, it's gonna be. You know centralized
spot for all the mail Untill. I've got
[56:35]
that that you shouldn't happen that should
not happen. That's a failure. Not because you're
[56:40]
in your hear your new in the position, but
in the future, it's a failure in the city to
[56:46]
advice. It's residences. It is a failure something
that you think you alright. I think I
[56:55]
have two more people who want to ask questions.
And then we'll move on. OK, donc Marcel
[57:04]
Leblanc, je suis sur mon rose. Oui, c'est concernant
aussi le transport avec l'autobus. Moi
[57:11]
je me
[58:08]
qu'on
[58:50]
[59:58]
[1:00:30]
culture puis nos besoins. C'est juste ça que
je veux. Merci. I think we're over thirty minutes.
[1:00:41]
Caroline. Malcolm Five roses so a couple of
Procedural. Questions. I'm in the question.
[1:00:48]
Last council meeting and you paraphrase it
and I just wondered why wasn't verbatim
[1:00:55]
like it was for the meeting as the procedure
with Beaconsfield cause I'm looking good
[1:01:01]
questions the reason why I summarized words
that it was very long. OK, but there is
[1:01:07]
when I do it on the Internet. I mean, there
is the limit, so the same with the aglo meeting.
[1:01:12]
I mean the limits me two thousand caractères.
OK, so but they read it verbatim. So you
[1:01:17]
were in that you must have heard my questions.
Here now at the meeting, monsieur Borrell.
[1:01:25]
That was the last meeting of November. Twenty
seventh you were at the meeting. Yes, I was
[1:01:32]
well the question in ok and madame, you didn't
know you didn't think so the new of
[1:01:38]
Montreal said that she would collaborate with
the city with the West Island City and I had
[1:01:44]
trois points parking at the RAM, the Floride
and the West Island water and also the fact
that
[1:01:49]
there were so anti cards that they didn't want
cards going to the kirkland ram. And she said
[1:01:57]
she would collaborate. So is there any kind
of collaboration going with the West Island
with
[1:02:05]
the city of Montreal, because you keep saying,
we have no voice and even when it comes to
[1:02:11]
taxes, taxe where we are saying too much and
if you're you're saying now you have delayed
the
[1:02:18]
budget and is it because of the city of Montreal,
because now there is another meeting this
[1:02:23]
on Thursday and I could send another question
in and about the water taxes the person.
[1:02:30]
That's coming from the agglo and I also complained
why you holding up my city budget
[1:02:38]
because you're a part is not done. Yes, but
so what is your? What are you collaborating
with
[1:02:47]
the other west-island? Maire? And what what
is the city of Montreal? Will we go back on
[1:02:52]
any of those files? Where are you going to
say like the West Island? Rame parking. It's
out
[1:02:58]
of our hands. WE just have to accept it. First
of all welcome. You know the fact that the
[1:03:09]
mayor of Montreal new elected speaks of collaboration
and essentially a new era when it
[1:03:18]
comes to the report that Montreal and the d'emerging
municipalities may have now
[1:03:26]
beyond words how well that translates into
concrete réaliste realistic actions. I
[1:03:33]
agree. I don't know what I'm gonna keep pursuing.
I have seen the new member of Montreal
[1:03:40]
for about forty five minutes that that meeting
I had thirty-five second phone call
[1:03:46]
which I appreciated that you know she would
call and and and make the connection, but again
[1:03:53]
beyond and beyond those words of wanting to
collaborate. So there's nothing concrete will
[1:04:00]
not yet. She said to give her ok? So so then
the next questions. Are we going to stop
[1:04:07]
Kirkland residence from parking at the Beaconsfield
train station. I mean, we can all get
[1:04:14]
into these kinds of tea for thought I mean
it's not helpful to the whole West Island
[1:04:20]
community and that's what I've been trying
to get out with a historical one for the time
[1:04:24]
being. OK? Thank you very much you very much.
That's it for question period. Thank you. OK.
[1:04:41]

chose de bienvenu et on lui fait

towards an effective collaboration that

will see things change, we can only hope and
