Bonsoir et bienvenue à cette séance ordinaire
du Conseil municipal du lundi 26 janvier
[0:08]
2026. Welcome to the regular meeting of the
Municipal Council. Monday January Twenty
[0:14]
twenty twenty six.
[1:29]
années précédentes. Quand je dis légère,
c'est très légère. On a eu 17 résidences
qui ont
[1:34]
eu des introductions par effraction, alors
que les années précédentes, on roulait
[1:38]
[2:54]
matériels. Évidemment, on a eu des incidents,
des accidents mortels. On a eu entre autres,
[3:02]
là, au coin de l'autoroute 20 Saint-Charles,
qui est notre notre intersection, notre zone
[3:09]
accidentogène la plus marquée, où un. Je
regardais les événements dans les trois
[3:16]
[3:20]
quinze et 20 accidents par année. Alors, si
on calcule qu'on a eu 52 accidents à
[3:27]
[4:10]
journées, par exemple des journées de rapprochement
avec les scouts de Beaconsfield. On
[4:13]
Do you have
[4:55]
questions for the commandant? Was all the the
accident and you know especially around?
[5:06]
C'est chose. I'm wandering like what has been
done to improve accessibility like for example,
[5:12]
you know what to have bip signal for people
who are who are blind or to have you not
[5:18]
have tactile for people who you know at the
crosswalk and to also people like myself who
[5:26]
have some cognitive challenges what would with
the car and Century challenges and with the
[5:31]
car moving without fast and also the work signals.
They don't come on right away and
[5:38]
they are often really like. They are not that
so if a person moved slower. You know
[5:44]
they don't even have time to cross. So what
has been done to improve accessibility in the
[5:50]
area to reduce any kind of accidents.
[6:01]
réponse là, C'est sur les aménagements,
c'est pas de mon domaine. So Miss Colorado,
[6:08]
recently what we've done with the installation
that we currently have is to add time
[6:14]
to the pedestrian crossing. Make sure that
the signal functions as they should with
[6:23]
the timers providing enough time for pedestrian
to cross the road, we have a number of
[6:32]
resolution being proposed for adoption later
tonight one of them speaks of reconfiguring
[6:40]
the actual intersection of the highway and
saint Charles and it's gonna be a long terme
[6:48]
program that will be required. D'autres questions
and other questions for the commandant
[6:56]
Counselor Mercury. Bonsoir. Bonsoir. Merci
pour les d'être avec nous. Puis merci pour
les
[7:03]
statistiques de 2025. Pour 2026, Votre focus
de votre équipe. Pouvez vous nous partager
un
[7:10]
peu votre. Votre vision? Oui bien en fait vous
me prenez d'avance parce que je rencontre
[7:17]
mon équipe. On a une journée de travail jeudi
de cette semaine. La semaine dernière, j'ai
[7:22]
rencontré Monsieur Chabot et Monsieur Boileau,
justement pour connaître les priorités et
[7:25]
les préoccupations de Beaconsfield. Et on
va avec mon équipe de gestion. On va faire
[7:30]
notre plan d'action pour 2026. Cette semaine,
je ne vous cacherai pas qu'il y a
[7:37]
certaines choses qu'on sait, qu'on veut travailler
les, entre autres les introductions
[7:42]
par effraction, infraction. On sait qu'à toutes
les années ça revient. On veut s'attaquer
à
[7:46]
ça au niveau de la sécurité routière. Évidemment,
pour nous, on sait que le boulevard
[7:51]
Saint-Charles, entre autres, et notre boulevard
accidentogène. Donc, c'est sûr que la majorité
[7:57]
de nos opérations se feront sur ce. Cette,
cette rue là, ce boulevard là. Mais on va
[8:07]
qu'on travaille. Gênez-vous pas. C'est toujours
[8:53]
facile. Vous pouvez passer par soit Monsieur
Chabot ou Monsieur Boileau, ou
[8:57]
[10:44]
pouvez m'écrire. Toutes les détails vont
être dans le contact. Qui qui va suivre
[10:50]
bientôt? C'est ça? Merci. Conseiller. Nous
Oui. Merci. And I know where in the dead of
[10:57]
winter here, but we were talking about traffic.
I'm going to go in directly and I
[11:01]
just wanted to get a head start just to mention
that we can't you have a traffic committee
as
[11:06]
well for those that don't know about it. And
it's the actually it's called proceeded by
myself
[11:12]
and the council. Rossi is well, so we're both
sharing the leading of the committee of the
[11:20]
committee. On demande finalement Comité consultatif
de circulation en français.
[11:24]
[11:30]
moyen de transport, de respecter le règlement
proposé par le ministre des Transports
[11:35]
du Québec et intégrant les politiques de
modération, de circulation standardisé, trafic,
[11:42]
coming measures in English est utilisé à
[11:48]
de pratique de transport. Basically using best
practices wherever possible to improve
[11:53]
traffic flow the traffic advisory committee,
generally we meet in the spring starting
[11:59]
in march right up to november either monthly
or every other month really depending on the
[12:04]
the agenda and there we take topics from residences
sometimes information flows
[12:10]
down from the prevention of government or other
governments that we need to look at and
[12:15]
implementing Beaconsfield. But importantly
two the committee has a dedicated email some
of
[12:21]
you may know this but for those who don't perhaps
listening in which is ccc at Beaconsfield,
[12:28]
Dorka so all residents who have a concern fort
traffic of any things of that nature. There
is
[12:33]
a dedicated email and you can just right that
in it goes directly to the person looking
[12:38]
after that and it helps to build the agenda
for when we have our meetings council. Ross
[12:44]
I think we're also there for residence on the
committee. You may have seen back in november
[12:49]
when we here are looking for its two members
to join the committee to have moved from
[12:55]
the mandate. The date. Vous avez mise à jour.
Thank you so first and I would like to thank
[13:01]
everybody that submitted there. WE had actually
twelve applicants for two vacances
[13:06]
spots, which was excellent and over the course
of a number of weeks. WE conducted chance to.
[13:11]
I don't want to say interview, but at the chance
to meet everybody. So fortunately there
[13:17]
were a twelve applicants and everybody was
excellent. Unfortunately, we can only
[13:22]
select two so over the next little while both
council of myself. We'll select the next
[13:27]
two candidates and we'll be advising everybody,
but thank you again for the. Thank you
[13:34]
Counselor Mercury. Thank you very much. The
project, that's at the in Beacon Hill. What
we
[13:43]
call the Adams construction project I am. I
know it's not necessarily Adam as anymore.
[13:49]
But not parlant Adama right. Residents will
probably recall that last year the project
came
[13:56]
back to counseling and was approved and there
was a lot of excitement. There is a lot of
[14:03]
excitement for the project to move forward
now between the approval of the project to
when
[14:09]
the the developer the promoter comes and physically
request their permits and has to pay
[14:15]
for the permit and in this case also give a
sizeable deposit. There are some residency.
Are
[14:21]
they actually going to come in request for
it and move forward. So we were informed earlier
[14:27]
this evening that they did so that's great
news where there are to start with the first,
[14:35]
the first part that kind of up write the pills
that you see there. That's the structure
[14:41]
that is there. That's the first part that there
are starting with. How it works as they
[14:47]
receive their purement and they have three
months to start the project, otherwise they
lose
[14:52]
their promis fee. So the clock is thinking.
WE are excited, it's of interest to all of
[15:00]
beaconsfield speaking on behalf of the residence
that leave across the street. Besides that
[15:05]
locations. WE want to see this get down. So
there you go little update to everybody
[15:12]
fingers crossed. Hopefully, we see some trucs
move in and get the project going. Thank you
[15:19]
here. Welcome. OK, alors avant d'ouvrir. We'll
get to the question period in the moment.
[15:30]
[15:35]
minutes pour aborder très brièvement quatre
sujets importants pour notre
[15:40]
communauté. The first to review the main points
of the annual budget that was adopted last
[15:47]
week. I will then speak to you about our intentions
to launch the city first dynamics
[15:55]
strategic planning processes. The upcoming
changes tout public transit with the opening
[16:02]
of the en slalom branch will also be addressed
as well as the forthcoming public
[16:09]
engagement process aimed at reviewing our urban
bylaw or bylaws. Comme je l'ai mentionné
[16:16]
[16:35]
un contexte particulièrement exigeant où
plusieurs de nos bâtiments et de nos
[16:42]
infrastructures arrivent en fin de vie utile
et nécessitent des investissements importants.
[16:49]
With that in mind, I remind everyone that nearly
seventy per 100 of property will see
[16:54]
their twenty twenty six tax adjustment remained
below 3.8 % and nearly two-thirds of the
[17:04]
property owners will see their tax bill coming
below the inflation rate of three point
[17:10]
3 %. As it was in October last year. Finally
and I think it's remarkable forty five per
100
[17:18]
of our residence will see a decrease in their
tax bill, which will be mailed shortly at
[17:26]
the same time, we have managed to preserve
financial flexibility to carry out
[17:32]
essential community building projects, including
the future cultural center, the important
[17:39]
renovation to our recreation center and the
complete redevelopment of Windermere
[17:46]
Park while limiting reliance on that through
grant and diversified funding. Sources.
[17:55]
Nous entreprendrons cette année une planification
stratégique dynamique des enjeux de la
[18:00]
[18:33]
infrastructures, le développement de services
de qualité ainsi que la poursuite
[18:37]
de nos démarches pour corriger les iniquités
démocratiques au sein de l'agglomération.
And
[18:45]
ongoing files has several of you are aware
is the STM plan to undertake a comprehensive
[18:54]
review of its busts network and the West Island
and more specifically for our purpose
[19:02]
here in Beaconsfield. This is done in anticipation
of the launch of the l'anse-à-l'orme
[19:09]
branch of the rem, which is scheduled to come
into service within the next couple of
[19:13]
months. This represents a major strategic opportunity
for Beaconsfield for several years
[19:20]
our city has Contributed signifie significantly
to the funding of the STM through the
[19:28]
agglomération without today at benefiting
from proportional and substantial improvement.
[19:34]
Tout public transit being offered to our population
the rem will offer high frequency
[19:40]
services and the STM is currently adjusting
its services to ensure efficient
[19:45]
and current coverage of the new station to
this and I have personally communicated with
[19:51]
the leadership of both the STM and the rem
to ensure that these adjustments translates
[19:57]
into concrete improvement and services within
our territory particularly through simpler
[20:05]
faster and more reliable access to the Kirkland
rem station. Dès le printemps, des milliers
[20:12]
de citoyennes et de citoyens pourront ainsi
réduire leur dépendance à l'automobile pour
[20:17]
se rendre, entre autres, au centre-ville grâce
à un accès facilité à des services
[20:22]
long de l'autoroute 40. AM I want to be
[20:36]
clear these new services are being implemented
by the STM on the basis of readership study
[20:42]
and stricts safety standards. They have we
are working in collaboration with them to
[20:48]
ensure that these changes are beneficial to
our overall population as a concrete
[20:55]
example at my express request. Recently winter
safety tests were conducted last week for
[21:02]
the route using mount rose street. These tests
built on those that had previously been
[21:09]
carried out under summer conditions and were
told by the STM that both tests confirm
[21:15]
that from their safety standards requirements
the bus service is for us. The bus
[21:23]
service is safe, which is for us a fundamental
and essential consideration at our request
[21:31]
STM leadership or the team will meet tomorrow
the twenty seventh with the residents of
[21:38]
Mount Rose or those who are interested to present
among other things. These results and
[21:44]
respond to questions. Enfin, et c'est important,
nous entreprendrons également cette
[21:50]
[22:09]
[22:20]
attention. Nous allons maintenant passer à
la période de questions. WE can now start
[22:25]
the question period. WE have thirty minutes.
I would invite those who want to ask your
[22:31]
questions to come to the Mike and identify
themselves and the streets they live on and
a new
[22:40]
thing written questions will be addressed at
the end. If we have some time, so it is. Nine
[22:49]
fifty two. I rosemary a Montreal street. Good
evening. You mentioned that you did
[22:58]
safety study, which is excellent. Now as you
know we are a small group of people in
[23:04]
Montreal that have been active on this particular
dossier since the summer since the
[23:10]
summer, we have been asking through various
means through the city of Beaconsfield. The
[23:17]
STM, the echo and the agglo that we would like
to see the study, the safety study that
[23:25]
were done or the safety criteria that was used
in every single case, we have been
[23:33]
denied. WE are wanting to know if this is so
safe. Why are we continuously denied access
to
[23:44]
that information? Just want to make one thing
clear. WE do not conduct safety study. The
STM,
[23:55]
the STM has and I believe that if you attended
tomorrow's meeting the answer to your
[24:01]
question will be provided. I wants m. West
Croft and the lords of chit chat about
[24:13]
vehicles and roads. Mis concern is the two
big concrete squares cubes that are on outside.
What
[24:26]
was the Gary Taylor Center and the JFK school.
It's going to cause un accident. They are so
[24:34]
big that if traffic is going both ways that
is very little room. And if the bus is going
[24:43]
to go along it just won't be able to happen.
So I'm just wondering if the traffic
[24:51]
committee could have a look at that and take
those things away. Well, thank you. I have
several
[25:06]
concerns regarding beaconsfield one of the
proposed by law and sanitation occupancy and
[25:14]
maintenance of buildings. My man concern is
regarding the management of wildlife unfairly.
[25:24]
Referred to as peste or vermin to turn. I don't
agree with there. There's no legal
[25:32]
definition of or peste, just two point three
of the owners occupants when the subject of
[25:41]
pest control the required to have the responsible
officer exterminateurs exterminateurs
[25:47]
access to the promotion of the most necessary
clean and prepared for the intervention
[25:53]
when the two concerns one is that many of the
many of the methods used for management of
[26:02]
rodents is quite cruel things like glue traps
poisons are horrible and they are there
[26:09]
illégal to use outside the other thing is
that exterminator are not its not
[26:15]
legally defined what they are and it's not
you know. If you know the thing is. You know.
It
[26:23]
doesn't it doesn't give it. It doesn't give
you what pest control measures are and many
[26:30]
many what they would like to be outside of
building. It is here it. There's no legal definition
[26:37]
of and I think that the beat it should remain
legal inside because if it goes up it goes
[26:46]
right up the food chain it, but yes, I will
get it my point. There's no legal definition
of
[26:53]
Vermont and it seems like the definition of
wildlife at seize. Sanitary is the definition
of
[27:00]
the environment to meet hiding requirements
applicable. Please consider what is not presented
[27:05]
in our indicators accumulation of the presence
of modern sectors. Unwanted animal. Yes!
[27:14]
Yes, I have a question. I do have a question.
It is for point two points one and
[27:20]
factors the presence of dead, then the thing
is its name. It is the presence of vermin.
[27:27]
Comme rodents, comme insectes visible Mold.
What is the legal definition of vermin? That's
[27:34]
not not insects. Does that mean small fauna
like like raccoon and square and old school
of
[27:41]
road, not schools, but there's no legal definition
of vermin and under the animal or under
[27:49]
the village. What is what is the definition
of vermin And why don't you switch to the
[27:56]
terms wildlife or phone? It's a good question.
This below is being tabled tonight. There
[28:04]
will be a public consultation meeting next
week, our next week next month rather and I
[28:10]
think that between now and next month. If you
come back, we will be able to answer your
[28:15]
questions and as the case maybe make modifications
to the bylaw. Thank you what I want. Is the
[28:21]
purpose of you legally to take the world burn
out. Legally Defines wildlife and wildlife
[28:31]
and any non domesticated animals that included
rodents and and also put in the bylaw
[28:40]
that any removal of wildlife, including rodents
has to be done in a way that does not
[28:48]
have the animals. Who is with us tonight will
make note of that we will we will get back
[29:01]
to you next month. I look like that. Was so
I'm going up and questions over the last six
[29:21]
months. I've asked questions Requesting access
to information. Specification.
[29:31]
Deadlines suggestions committee I've been shut
down and every single one you say that the
STM
[29:37]
will answer all those questions tomorrow and
I know that there is gonna be an expectation
on
[29:42]
our part that there will bring it a lot of
data that wasn't already available, but there's
[29:47]
a lot of data that is available to the citizens
that has not been shared with them. There,
[29:53]
but there are. Readership details of prediction
of all kinds of information that we
[30:02]
have not shared with the public I know them.
But I don't think it's my job to go around
the
[30:08]
city. Telling you Do you know that there is
the bus coming in here. Do you know the frequency?
[30:13]
Do you know the rate? Do you know anything
about it? The average person doesn't know
[30:17]
about it doesn't care because not on the road,
but when you talk about safety it matters to
[30:24]
us and it's been very frustrating that we have
not been able to share anything
[30:28]
even the things with the city. Why is there?
No information, even information that was made
[30:35]
available to the city of Beaconsfield. Why
not not share with the citizens asked to the
[30:43]
previous and to me before and the answer remains
that this information is not here and
[30:50]
it's not here to develop, and it's not our
to disclose the what we've done and we're happy
[30:56]
to have done. It is to organize the meeting
back in October and another one that is gonna
[31:02]
happen tomorrow. I've asked through the administration
that a list of documents that have
[31:10]
been made available or known to us be shared
with residences as many documents as possible.
So
[31:19]
that what is clear to I would say a large number
of us around the table become clear to you
[31:26]
as well. But it's not a process that is in
our hands. And it's not information that I'm
at
[31:32]
liberty or anyone else around the table is
at liberty to share, because it is provided
[31:36]
to us on the confidential basis and me with
what request to have if I'm blocked by the
STM
[31:44]
and my city counselor and want to support me
in my in my head to get access to safety
[31:51]
information, so that children playing on the
street in the afternoon. I'm at roads won't
[31:56]
get it be a boss qualification that we're not
helping is on fire frankly because we are
[32:03]
doing what we can we've return to the STM.
We've returned to the STM requesting specific
[32:10]
documents be made available as I've mentioned
to want to your colleagues from your group
last
[32:18]
month neighbours. WE can we can bring a horse
to water. But we can't afford it to drink and
I
[32:27]
feel the same way. It is perfect. I can not
do what you're asking me to do and to
[32:38]
hold me to a standard that I can not achieved
from the beginning is not is not. It's
[32:45]
not fair frankly push pull and hopefully tomorrow.
I think the message was understood. WE may
[32:57]
we had a presentation from the STM last week
and as a result they went and conducted a
[33:03]
winter test Friday morning, I believe and we
have made it very clear that we would like
[33:11]
that information that I don't know if we're
talking about the same thing, we could not,
but
[33:16]
this information that you say you have and
that perhaps we've seen that is made available
to
[33:22]
the larger group tomorrow, but it's not our
information. It's not our data. It's not our
[33:30]
process is the kirkland in Pointe-Claire. Adopted
different approach. And share
[33:40]
it with you. We've got parking, we've got interventions
different, it's not the bus
[33:49]
route and I've returned to the CDPQ to request
that we be able to collaborate with them to
try
[33:57]
and explore if there is a possibility to get
parking at the world and that there is
[34:03]
that was sent out will will here to see if
they, they come back to us and say yes, let's
[34:09]
talk, but they don't want to talk to us. WE
can't do anything. Monopoly too much
[34:14]
time. I'm just I'm just disappointed not with
any body in particular, but the whole
[34:20]
process of having administration team, not
support a group of two hundred
[34:26]
people who were found the petition to say that
they don't want bus for safety concerns
[34:30]
and for other reasons on the on the streets
of Montreal, and we've got to know where I
know
[34:36]
when you're expecting from the STM, where we
have got no where from support from the city.
You
[34:42]
may not like that would be put to it, but we've
had no, we have no visibility of the
[34:49]
change of the bus, the bus route, the two eleven,
the two seventeen and and and the bus
[34:55]
is just right around Beaconsfield empty it's
a waste of time. It's a waste of money.
[35:02]
WE can talk about the security. I'd love to
talk about security. WE can talk about the
[35:08]
opportunity. But the real purpose. Here is
to answer your questions and I've done it and
[35:13]
I'm sorry that you're not satisfied with the
answer. But I can't give you more. Have a
[35:18]
good evening. I have a question. I looked up
the meeting on the about the bus on rose proposal
[35:34]
tomorrow. I can't find it anywhere. Where is
the music when the meeting I can't find
[35:38]
it anywhere online. It just locked it up on
my phone and came up with nothing. That was
[35:43]
requested by the residents of mount rose and
the STM is invited the group of residents
[35:49]
mount rows that have requested the meeting.
Where is when is it like what time and we look?
[35:56]
What is it online? Is it in person? Is it here?
Where is it? Council chamber tomorrow at
[36:06]
what time six clock in this room here? Okay.
Because I don't leave on rose, but I. I
[36:21]
use the STM all the time I leave on one hundred
and thirty saint Andrew, but I'm always
[36:26]
using STM all the time, I saw and I rend for
meilleur one of the things I was I wanted to
[36:36]
put rewrite the proposed mount rose, but I
want to put it and I think it could be rooted
on
[36:43]
it will not be on the road very well, but it's
all it all and you can get at the same place
[36:50]
Sherbrooke. You can get to that from all that
would serve more people. Now that's it. That's
[36:56]
just what if you know when it where it was.
A question regarding the two eleven so in
[37:09]
the October STM meeting madame Paradis mentioned
the two eleven was going to change
[37:16]
completely running along Beaconsfield boulevard.
And then I think I was in another
[37:21]
conversation as well where somebody I think
on this council mentioned something
[37:24]
about the two eleven. So do we have information
about the two Eleven will we have information
[37:32]
about the two eleven or will it be a similar
thing like Montreal where we have citizens
[37:38]
don't know about it until it's done well earlier.
The STM is about to rule out its new
[37:46]
services on our territory as it prepared for
the rem. I understand that they have
[37:52]
communication prepared for that and the information
will be coming from the STM. Yes! OK.
[38:06]
Merci. Thank you. Item Ten point one. I propose
adoption of the means of the of the city
[38:30]
of Beaconsfield. Regular December fifty twenty
twenty five seconds. Or en faveur. Oh
[38:45]
ok, so we've adapted that thank you very much
everyone, I do about I don't do it just for
[38:54]
the fun of it will be propose you get back
to the question and so we'll go back to the
[38:59]
question, sorry. Forgot about the question.
OK. So so we have a first question from Charles
[39:10]
Zimako I when will the bella be revised as
a citizen that enjoy my life year I rely on
the left
[39:18]
blower to maintain my yard a bit of common
sense would go a long way to ensure that this
[39:24]
useful tools are not bothering any residence
more than the long more or chainsaw. So
[39:30]
Mister Zemo call I can't tell you when the
video will be revised. WE will first and
[39:38]
foremost have a conversation around the table
as to what we want to do anything with the
[39:44]
current bylaw and if we decided to do something
how we're going to be doing it are we gonna
go
[39:52]
straight to be the change. Are we going to
go through consultative process? So what
[39:56]
this is at this time? WE don't have, we don't
have a timeline for that I have a question
from
[40:03]
Tom Labelle on filson also about the leave
blower bylaw. So it's a good thing counselor
[40:11]
manual was mentioning earlier that we're in
the dead of winter, but clearly some people
[40:16]
minds are already in the spring or summer.
Question. Russell Duncan advised me that he
had
[40:23]
submitted to the formal request to the city
Clark on January seventh to add proposed
[40:29]
amendment to the leave blower bylaw to the
generate twenty six twenty twenty six council
[40:33]
meeting agenda along with the draft by law
and supporting documentation. The city Clark
[40:39]
acknowledge receive the same day and deferred
to make Saint-Jean and counselor Queen
[40:43]
and Mercury for follow-up with council since
they were suicide on the initial email our
[40:49]
question is since this proposed by law Amendment
has not been placed on the agenda for the
[40:55]
general twenty-six council meeting as requested
when and at which specific council
[41:00]
meeting will it be considered again? Monsieur
Lebel, same as for the questions asked by
[41:08]
Mister Zimako. WE don't have the timeline at
this point in time. Council meeting verbatim
[41:17]
coming from Mr Russell Duncan on evendale questions
will the city committed to publishing
[41:24]
Verbatim Council meeting. Transcript. Starting
with the next council meeting the city
[41:30]
already makes it live video and video on demand
of these in camera sessions publicly
[41:36]
available and so the production of a verbatim.
Transcript with seems non-problématique given
[41:42]
the meetings video sessions are both public
domain and already closed caption if the answer
is
[41:49]
no, please provide the specific costs estimates
and staff our required to implement this saw
[41:55]
residence can assess whether the sixpence alliance
with the stated commitment to
[42:00]
transparency. Mr Duncan Good evening. Well,
we received your questions in this afternoon.
I
[42:11]
will not commit to adapt or adopt this changes
to the next for the next council meeting,
[42:17]
we have to have conversations and as you pointed.
WE need to know what technical
[42:24]
requirements are to be considered and what
would be the financial costs. So I will
[42:30]
ask our administration to take note of your
questions and follow up with you and
[42:36]
eventually we will have this discussion Amongst
the council members. Thank you for your
[42:41]
questions. I have a question from Sarah Greenspan
on Florida, Snow and ice on secondary
[42:49]
streets. Why are the secondary streets, not
salted or gris light down this winter and past
[42:57]
winters are secondary streets. Have a great
light down, especially during freezing rain
[43:03]
situation. Miss Greenspan are right white roads
policy calls for secondary streets to not
[43:14]
systematically by salted. It's a policy that
priorise targeted use of this product on the
main
[43:23]
road intersection near bus stop steep streets
and sharp curves. I encourage you if there
are
[43:31]
the issues to email our public works at travaux
publics at Beaconsfield. SK or if no
[43:41]
answer is provided counting your counselor,
which would be counselor. Miss Corrado your
[43:54]
questions that you say in the return form were
also addressed verbally when you were at the
[44:01]
Mike earlier and I have a question from miss
Carolyn, Malcolm and many rose bicycle
[44:08]
access to RAM Mount Rose Street twenty twenty
six mandate items two of the capital programs
[44:16]
were adopted last week our questions in January
in the January, nineteen twenty twenty
[44:22]
sixth budget meeting. It was said the bike
that would be year around. Despite our
[44:28]
winters more cost for taxpayers for snow removal
and to encourage people to bike even
[44:34]
in winter conditions that would be located
from chemin Sainte-Marie to the corner of
[44:39]
Mount rose at windermere on Mount Rose, the
actual construction, including
[44:46]
timelines are not yet available. There is an
ex for twenty twenty seven, please explain
[44:53]
what else is plans for mount rows currently
bikes share the road with the cars and bus
on
[45:00]
this portion of mount rose, as there been consultation
with citizens to justify a safe bike
[45:07]
bike path. Here will be in our vegetation by
cut down to make way for the bike path any
[45:15]
drainage issues to consider well the city by
taking over the land in front of people
[45:20]
home to install the bike path. How much will
this cost including the ongoing
[45:25]
maintenance costs so the first part of the
questions in terms of consultation. Yes, there
was
[45:33]
consultation by recall about two years ago
and the form of a survey and we also received
[45:42]
recommendations for such a bike path from the
vélo-québec reports that was stable with
[45:49]
council in the latter part of the last mandate.
As of yet, we have not made any specific
[45:58]
determination as to where the location of the
path would be so it's impossible for us to
[46:05]
give you specific information as to whether
or not the vegetation will be cut down if
[46:11]
there would be other construction and as far
as what else could be plan for mount
[46:20]
roses in the capital program. That's the only
IDM that was tabled for the option for mount
[46:27]
rose for twenty twenty six, twenty twenty seven
and twenty twenty eight and this concludes
[46:35]
formally our question period. Thank you. OK.

[59:13]
December. It was six weeks ago. Almost two
long remember but frankly. There was not a
whole
[59:22]
lot on the agenda of the council at the agglomération
level. Most of the resolutions
[59:29]
were administrative in nature nomination of
different individual and committee this
[59:38]
draft below for the budget that was going to
be held on the twelfth of January, so Montreal
[59:49]
budget was stable on the twelfth. It will be
adopted later this week first at the
[59:55]
Montreal Municipal Council, I believe Wednesday
and then the next day Thursday at the
[1:00:03]
Agglomération Council meeting the deposit
of Montreal budget meant that the findings
and
[1:00:11]
administration commission of the city of Montreal,
Undertook its work following in the

our work to day with the tabling of several

recommendations to the executive committee
for the budget that will be adopted and
[1:00:44]
there is a number of recommendations that I
would like to share with you that I
[1:00:50]

[1:02:35]
