[1:45] petite discussion à l'extérieur avec quelqu'un parmi vous qui me posait des questions sur les
[1:49] introductions par effraction, mais j'ai une annonce à vous faire. En fait, le 12 février
[1:53] dernier, on a procédé à l'arrestation de trois suspects d'introduction par effraction.
[1:58] Suite aux enquêtes qu'on a faites, ces trois suspects ont été arrêtés. Il y a eu des
[2:03] perquisitions à leur domicile ainsi qu'à une unité d'entreposage. On est en train
[2:08] de déterminer maintenant quels dossiers sont reliés. Ces trois suspects là. Comprenez que
[2:15] l'analyse de toutes les pièces qui ont été saisies est un travail de moine. Donc toutes
[2:20] les reliées aux différentes introductions par effraction, surtout que ces suspects là
[2:25] travaillaient sur toute l'île et même la périphérie. On sait qu'ils ont fait certaines
[2:31] introductions par effraction dans notre secteur. Dans le pédicure, on est encore en
[2:35] train de déterminer lesquels pour fermer les dossiers. Également, ce que je
[2:40] mentionnais avec la dame mentionnait peut être d'amener des petits points de prévention.
[2:46] Effectivement, la majorité des vols sont pour des bijoux ou des objets de petits, De voir
[2:52] des des télévisions se faire voler, ça ne se fait plus maintenant. Donc la dame me
[2:59] suggérait de vous mentionner quand vous partez en voyage, de peut être mettre vos bijoux ou
[3:03] vos objets de valeur dans des coffres forts ou à la banque. C'est une excellente un
[3:08] excellent moyen de prévention également. Ce que j'aimerais rajouter Vous connaissez vos
[3:13] secteurs mieux que je peux les connaître. Donc si vous voyez des personnes suspectes sur vos
[3:17] rues, ne jamais hésiter à nous appeler pour qu'on puisse aller enquêter sur le sujet. Si je
[3:23] continue au niveau des activités qui ont été faites avec mes patrouilleurs, mes
[3:28] patrouilleurs à vélo ont fait plusieurs patrouilles dans le parc Angel Woods, ont donné
[3:34] plusieurs avertissements pour des chiens sans laisse et également des constats
[3:37] d'infraction. Donc de faire attention de garder vos chiens en laisse. Au niveau de la
[3:44] sécurité routière, on a fait depuis le début de l'année, là, plus de 22 opérations en
[3:49] répression, dont la majorité pour des opérations de vitesse et principalement sur le
[3:55] boulevard Saint-Charles. Au niveau de mes activités, de mes agentes sociocommunautaires,
[4:00] nous avons fait plusieurs présentations sur la cyber sécurité auprès de nos jeunes
[4:05] dans les écoles, entre autres à l'école Christmas Park et à Bgsf SS. On me demandait au
[4:13] dernier conseil les cafés avec un policier. J'ai pas la date encore parce que c'est vraiment
[4:20] un programme qui est corporatif, mais en fait, il est possible qu'on ne fasse pas cette
[4:25] journée là à Beaconsfield, qu'on le fasse dans un autre de mes municipalités, mais j'ai
[4:29] demandé à mes policiers de répertorier tous les événements qu'il peut y avoir dans chacune
[4:33] des municipalités, entre autres Beaconsfield, où mes policiers pourraient venir faire un acte
[4:36] de présence. Et si vous avez d'autres activités que vous aimeriez qu'on participe ou que
[4:42] vous désiriez faire un café avec un policier un peu plus personnel, on est toujours
[4:47] ouvert à faire ça. Je vous invite si justement, il y a des activités que. En fait, ce que
[4:53] j'ai demandé à mes policiers patrouilleurs, mes policiers de mon groupe de soutien, mes
[4:58] agents sociocommunautaires vont beaucoup sur des activités communautaires. Mais j'ai
[5:01] demandé cette année que mes policiers patrouilleurs s'implique également de plus en
[5:05] plus. Donc, comme je vous disais, on est en train de répertorier toutes les
[5:09] activités qu'on peut avoir dans les cinq municipalités. Et ce que je demande à mes policiers,
[5:14] c'est vraiment de faire un acte de présence, de venir vous jaser pour, euh, faire du
[5:19] rapprochement avec vous, de créer des opportunités de rencontres. Fait que si vous
[5:24] avez des choses spéciales, n'hésitez pas à rentrer en communication avec nous. Vous

[6:33] beaconsfield, but it really concerns me because it's just a matter of time before the dog
[6:38] is being shot by police last year. There were two cases of dog being shot by the SPVM at
[6:45] this really concerns me that as a certified compassionate city. It would be a real shame
[6:53] anywhere for the dog and being shot by the police and I hope that never happened in
[6:58] Beaconsfield, and this is exactly exactly what we need human education and why we need
[7:04] to move beyond the tiny dogpound behind this building and why we need to have the
[7:12] proper humane society or spk. For the commandant. My question is will the SPVM revised its
[7:24] procedural regarding animal services and does the SPVM have canine encounter training to

[10:36] jour qui sont sujets à un vote plus tard ce soir. Comme précédemment mentionné, lors
[10:47] notamment de l'adoption du budget et pour une sixième année consécutive, notre calcul
[10:52] de la quote-part pour les services d'agglomération, qui a été imposée unilatéralement par
[10:58] le gouvernement du Québec, représente une surtaxe de plus de 2 millions de dollars cette
[11:04] année, bien que les nouvelles valeurs foncières, entrée en vigueur le 1eʳ janvier dernier,
[11:09] réduisent normalement la quote-part payable par Beaconsfield cette année, nous
[11:16] estimons encore donc verser 2 millions de dollars de plus que si le contrat avait été
[11:20] respecté. Le contrat de 2008, où toutes les villes, incluant Montréal et le gouvernement du
[11:26] Québec, avaient été respectées. Love again, this evening, we are posing under items, sixty
[11:33] point one, two authorize the payment under protest of our agglomération share as a result
[11:42] if this resolution passes our claim will now exceeded twenty-two million dollars.

[12:22] twenty-eight as the first date first firm that allowing for a complete examination of the
[12:31] dispute until then the city will continue to act diligently to protect the financial
[12:36] interest of us the citizens while remaining open to the far and equitable resolution if

[13:29] réalité qui n'a pas toujours été acquise. Some twenty years ago specifically on January
[13:37] first twenty twenty two thousand and six Beaconsfield became one again et city
[13:46] autonomous in some respect after four years of being a borough with biosurfit within
[13:52] the then amalgamated city of Montreal. Cet anniversaire marque un moment déterminant de
[13:59] notre histoire municipale, un moment où notre communauté a retrouvé sa voix, son identité
[14:06] et sa capacité d'orienter son avenir. Twenty years ago this reconstitution followed the
[14:12] Provence with the process of first municipal realization or murder in the early two
[14:20] thousands after the two thousand four referendum that the Quebec government held the
[14:26] adoption of the Quebec decree reconstituée in Beaconsfield, allow us to emerge again as a
[14:34] self governing municipality within Montreal. The agglomeration. So as we marked
[14:43] this milestone. I find it very important to recognize the people who leadership and
[14:48] dedication have shape the beaconsfield that we know today over the past twenty years five
[14:54] Meyer and numerous counselors have devoted their time and energy to better in our
[14:59] community through public services doesn't have committed residence hundreds of committed
[15:06] residents have also step forward as volunteers offering their time knowledge and
[15:11] expertise to strengthen our program committee and civic life and contributes to the
[15:19] character of that we have as a municipality. J'aimerais par contre souligner au premier
[15:26] rang de cette continuité se trouve Monsieur Patrice Boileau, dont la contribution à
[15:31] Beaconsfield s'étend sur près de quatre décennies. Son long mandat, son professionnalisme
[15:36] et sa profonde connaissance institutionnelle ont été essentiels pour assurer la
[15:42] stabilité. La transition de Beaconsfield, d'une ville à un arrondissement. And then after
[15:48] that from a borough to once again a city. Director general since two thousand and six
[15:57] January first, two thousand and six the very year our city regained its status as a city.
[16:03] Il a guidé notre administration avec constance et intégrité à travers les changements de
[16:08] conseils, l'évolution des structures régionales, la complexité croissante de la
[16:13] gouvernance municipale. Félicitations et merci, Monsieur Boileau. Merci. And so
[16:27] just the second and so looking forward. Looking back is one thing, but looking forward is
[16:34] probably even more important. This Twentieth Anniversary is a moment to reflect for sure on
[16:39] how far we've come since two thousand and six et ringwood city the strength and identity
[16:44] and community that continue to drive. Alors regardons désormais vers les 20

[16:57] notre constitution, notre démocratie locale et qui feront de nous une communauté vibrante.

[18:42] but I'll I'll speak from the heart. It's been nine years that I have worked with you and
[18:49] and years before that sitting sitting in the in the audience watching watching what you do.
[18:58] It's not hard to find them that are quantified. There are people out there that have
[19:04] degrees and that have the qualification. But it's a rare occasion that you find someone
[19:10] that is incredibly qualified and truly care about what they do and care is about the people
[19:17] on your team. You're the first leader you. You care for your people. But you're the first
[19:25] leader also of our city and it's been cleared to me from day one. You care about
[19:32] Beaconsfield and for that I thank you and not just as the council as the residents of
[19:37] Beaconsfield. Thank you for your years of service and more to come. Well, I think of the
[19:47] words of being said Patrice again myself I've known Patrice for years coming into two
[19:53] council and I've been amazing years. I think I've learned a lot not only from Patrice, but
[19:59] everybody but the specific Patrice we've interact with a lot over the years. I think
[20:03] like to think I have learned something from us to but, but I think one thing is clear and
[20:09] I'm sure it'll be a team. I'm here in already is just in terms of in terms of your
[20:15] devotion to the city. It's remarquable. It's unwavering and it's sincère. And it's
[20:21] something we see every day and everything emails exchange and everything you do it at the
[20:26] heart of everything you do and I think we feel that coming from you as well, so we also
[20:31] feel that in that we really feel. There's a way that we have working alongside us when
[20:36] we think of those things in terms of devotion to the community on the inside people
[20:41] may not see that we see it all the things and various they do they think that we do, but in
[20:46] terms of a leader. I say it's off for that it's extremely I know you take that very
[20:51] seriously as well, but it's something that I don't think that the public necessary six
[20:55] on a daily basis for us weekly basis like we do so I want to thank you for that and managing
[21:01] the city, so well from the leadership perspectives, so I really appreciate that and
[21:04] thank you for that and continued success in that direction. So thank you,

[23:18] current building and my question is how long with the demolition and the rebuild take
[23:27] and what would be doing to. Give residences any you know about when the demolition is
[23:39] going to be with the city. How all this city deal with added dust and pollution and nose and
[23:48] disruption of the street with with construction vehicles. How will the city consider either
[23:58] rejecting ideally rejecting this. This demolition or at the very pleased with this city,
[24:06] consider reducing the size of the proposed new building and will will this question is with
[24:15] this city council, Please look at the opposition and review the demolition decisions made
[24:24] by the Demolition Council. All of the information that you referred to is part of the
[24:32] field that will be decided upon on tonight as we get to that IDM on the agenda. I can't say
[24:42] very much right now as to where we're going to be headed. What you're one of your question was
[24:50] how long will the demolition take usually demolition is overweight. Within forty eight

[25:42] the meeting between the residents and the STM in January. It was confirmed that
[25:47] the city of Beaconsfield was actually involved in the bus route. Discussion contrary to
[25:53] some common in prayer committee meetings. My question is on the basis of the council and city
[26:01] director decide what information is shared and when with the Beaconsfield taxpayers
[26:07] and how does this align with the promise of transparency made by the maire? Intellection
[26:14] time. Well, thank Ryan, we communicate the information that is in our position and
[26:23] belong to us in this particular case and as mentioned before the entire information that was
[26:32] provided to you as part of the two meetings that the STM held with mount rose. Residence was
[26:39] the Propriété. Propriété. Propriété belongs to the STM and we were not at liberty to
[26:48] disclose it. So the problem was at the STM said that you were involved with the decision
[26:55] making without consulting, the people most likely and that debated that we want you know
[27:04] the need that we were consulted. WE were consulting, we attended meetings that has been
[27:11] expressed before that does not give us the liberty to divulge the plan that the STM shared
[27:17] with us. It's the same thing for different ministry and different services. If the

[27:55] Citizens Association. My question evening revolves around municipal tax. It is
[28:01] comes to not being aware, but I've pulled all the people in my neighbourhood as far as
[28:10] about six streets left and right and everybody evaluation seems to have gone through the
[28:15] roof. I personally for my own residence municipal. Evaluations went up a hundred
[28:25] thousand dollars. What does that representing fifteen pour 100? Two? To make a more
[28:37] accurate. Thank you so I took the liberty. Of reading your exposé or money from the maire
[28:48] in this morning and quite frankly you left me more confused than I was when I got
[28:55] out of bed this morning, so doing due diligence all day. I have discovered that basically
[29:04] the tax right that we received our our tax is that we just probably everybody just go in
[29:10] the last week or so is based on that evaluation and the percentage attributed to each
[29:19] of the city or the agglomération and they are all together to make the final
[29:23] price that you pay so my question is who determine the new evaluation role of the
[29:33] house because for mind to go up the hundred thousand dollars along with my neighbours and
[29:39] people as far as six streets away. We're all wondering who will look up and said we're out
[29:46] and left field. Yeah. So the answer to your question is the city of Montreal, the
[29:53] Evaluation service de l'évaluation foncière. That essentially take the value so

[30:08] the first the evaluation of our property is on the territory and it's the same thing

[30:55] Beaconsfield. One point one million dollars and this meant for twenty twenty six and
[31:01] increase from the previous budget year of 6.6 %, which is the average increase in value
[31:08] as a result of the assessment role that came in for all of the sixty eight hundred
[31:15] properties on the territory and so depending on in your case twelve point 6.2 %. So our you
[31:25] know the number that we end up with that 3.8 % tax increase for that specific property
[31:33] increase that 6.6 %. Well, you are your share of the pi sixteen. Plus pour 100 balloon
[31:42] up and that's unfortunate some people as I've mentioned in the letters that you received in
[31:48] the mail and the contact and as part of the presentation of the budget last month, some
[31:54] residents the majority of residence. Seventy pour 100 are below. Trois point 3.8 % and I
[32:02] believe if I remember correctly thirty to be presented are in fact getting a tax reduction as
[32:10] a result of the shift in value the relative shift in value, so that's the long and the short
[32:19] answer is the evaluation is conducted every three years by Montreal. ITS Montreal. That's

[1:25:31] that we're we're modifying our bylaw on sanitation occupancy and maintenance of buildings as
[1:25:38] it applied to whether it's a building or are just somebody's home right. We're ensuring that
[1:25:45] there are standards that preserves and sustained the building and set minimal
[1:25:52] conditions for for living. You know we are trying to protect what we have right. If not it
[1:26:02] be a little bit too easy to just wink wink Nudge nudge leave the Windows open, let the
[1:26:08] water run and perhaps have a home fall into this repair kit quickly. WE don't want that to
[1:26:14] happen in Beaconsfield, Okay, but with that in mind when does the imposition of conserving
[1:26:23] the building become two great of and ask, okay, so when is saying dear home owners, you
[1:26:32] must conserve repair Refurbished your home. No you're not allowed to demolish
[1:26:38] it when does that become two great of and ask and when I look at this file. It was built
[1:26:46] in nineteen fifty nine on a nice size lot thousand square feet if I converted to fit
[1:26:52] properly and when you look at the value of the home. So here we are talking about valeurs
[1:26:59] foncières and the Montreal website and you can see the value of the property, the
[1:27:05] actual building, the house itself has a value of one hundred and thousand six
[1:27:12] hundred dollars on a total value of one point, almost two million dollars. So the value
[1:27:18] in this property is not the house. It's the land. But when we look at the report. Yes, two
[1:27:30] correct. Yeah. One point, one line zero to be Exact. So you think thank you one point two
[1:27:37] millions is a little short of one point two million. Okay, so and when we look at the reasons
[1:27:44] for our initially. Declining or refusing the demolition request it was on the good state and

[1:29:23] are to refuse this demolition with this home and this condition with that financial
[1:29:30] burden start thinking of everybody else at home around Beaconsfield, start thinking of
[1:29:36] our propertyvalue start thinking of people that want to buy our home invest in
[1:29:41] Beaconsfield and bring their money to our city. We're all you got one thing going for us
[1:29:47] and beaconsfield about the great people and us. WE don't have industry. WE don't have
[1:29:52] commercial. WE are a real estate business here in Beaconsfield. It's about the
[1:29:57] home and so myself as a counselor when I think of the public interest. So forget the
[1:30:03] residents. I see this as in the public interest to allow this to go forward for what it means
[1:30:10] and the broader scope of all home owners and I happen to be the share of the finance
[1:30:16] committee have also and it means for our city from the financial perspective. So thank
[1:30:21] you for allow me to speak and I'll leave it at that you are welcome anybody else. Now, I
[1:30:31] was just going to like I appreciate counselor, you know opinion, etc. There are more
[1:30:38] than just one criteria that the committee review is there are over thirteen of them. So one
[1:30:45] of them is the one that you've brought up, but there are others also in terms of the
[1:30:49] state of the amovible, and the one that brings to the character of the area, its
[1:30:55] architecture, etc. So there is not just the one element to look at so it's like a global

[1:33:46] have a say and whether you know this demolition goes ahead. However, I felt that and I did
[1:33:50] a bit of assessment and I understand that when it is given to an owners to take down
[1:33:57] the house, the things are considered such as the building conditions the potential for
[1:34:04] renovation and the neighborhood caractère and I feel good to have for identical houses
[1:34:10] within the Stones. Straw is going to die tract from the character of the neighborhood,
[1:34:14] and I know that and I find that found this out and I know it wasn't beaconsfield decisions,
[1:34:19] but certain neighborhood are given some kind of special designation and it but our
[1:34:23] street doesn't happen to be one of them sadly and probably a lot of those home where we were
[1:34:28] summer cottages at some point and just go out and to but my house is and it was built in
[1:34:34] fifty-five. So I feel that perhaps I may not have the same as I said in stopping this and
[1:34:40] and and but I would like to know given that I believe the planning commission has some
[1:34:47] role in saying what kind of house is built where and when what role that they will take
[1:34:52] moving forward given that I'm not the only person that addicted to this demolition,
[1:34:57] they were five of us on this street for very same reason. So that's kind of like my point
[1:35:01] and that I wanted to have to be addressed. Thank you. Thank you for your right. You know the
[1:35:10] following process after a demolition is obviously for for the house to be to be built.
[1:35:18] However, as part of the demolition process beyond the nature of what is going to be
[1:35:25] built meaning. Here we are we going to be allowing or are we discussing a residential home
[1:35:34] single family dwelling? Is it gonna be the same type of usage for the next building. At this
[1:35:43] level that we're at right now. The demolition committee is not its not one of the criterion.
[1:35:49] You know what the house may or may not look like afterwards once its it's built to replace
[1:35:56] the one that being being demolished having said that my colleague counselors null is
[1:36:03] the shards of the public Advisory Committee review the buildings that are being
[1:36:10] proposed suggested to council for approach to be built. La conseillère Godin Would you
[1:36:17] been speaking clearly is also very much interested in in the public advisory committee works.
[1:36:26] She is substitute member and feeling when counselor null is absent. So that something that
[1:36:37] you know is is not yet determined or definite far from it. Yep familiar with the
[1:36:46] procedure so if there's been five objections to the demolitions. It went ahead
[1:36:51] anyway, so now what is the role of the planning committee in terms of the kind of structure
[1:36:56] that would be built on that spot so the planning committee is to its mandate and there are
[1:37:04] residences on that committee, its mandate is to make recommendations to council on
[1:37:11] building or projects that in their evaluation. I'll see it bluntly feets in and sometimes
[1:37:21] you know, it doesn't it takes more than one kick at the go before the project gets
[1:37:28] favorably recommended to the council and approved here, so that's really how it's it.
[1:37:34] That's the next process wants and if the property in question is being demolished questions.
[1:37:44] Are there are there guidelines or regulations regarding this process that I could consult,
[1:37:52] unless it's a specific and perhaps counselor annual you can help me out, but unless
[1:37:57] it's a specific character area. There is a general category that would apply. Head. First
[1:38:08] off the demolition and the new building completely separate, they don't overlaps completely
[1:38:14] independent decision to that whatsoever so if you look at the full life will have a home
[1:38:19] is demolished eventually there usually a new one that is that wants to go up in its place, so
[1:38:24] that separate process and it's mostly information on there. I believe the criteria. There is

[1:38:57] residents that are also involved in that for various parts of the city who are also

[1:39:51] number of this project as an example of the output of some of those meetings, and it will
[1:39:56] be part of your consideration to what the I responded to the announcement that demolition
[1:40:05] was was given, and then I was informed that it may go to your committee. The planning
[1:40:12] committee is now, I'm not try to ensure that it. Went to this way and if I'm not being clear
[1:40:20] demolition tonight. This is. Just the demolition whatever happens after that are the new
[1:40:27] building, completely independent. It is nothing about this next point on the
[1:40:30] agenda. For example, you know so if you know what if and when whatever happens with the
[1:40:39] demolition or what not even if it for example, even if the demolition didn't happen and
[1:40:45] somebody renovated the building put in addition on it was still comes to the the planning
[1:40:50] advisory committee to to look at how does that hope project integrated? So what so forth
[1:40:54] the same thing if if the demolition goes through and a new home is built it will be
[1:40:59] the same approach to the site. You are the reason. I just want to add so the demolition
[1:41:08] committee made the decision some time ago and tonight that decisions based on the request
