une plainte que nous avions eu sur le

boulevard Saint-Charles à la sortie du centre
d'achat pour le virage interdit à gauche à
[2:42]
la hauteur de prairie. Merci. Au niveau prévention,
mes agents sociocommunautaires ont
[2:49]
fait plusieurs présentations à l'école secondaire
de Beaconsfield sur la
[2:54]
cybersécurité. Lors du dernier conseil, je
vous avais informé de l'arrestation de trois
[2:59]
individus impliqués dans des introductions
par effraction sur le territoire du West
[3:03]
Island. Depuis ces arrestations, nous avons
eu d'autres arrestations supplémentaires en
[3:08]
lien avec les introductions par effraction.
Le 10 mars 10 mars dernier, deux individus
ont été
[3:14]
arrêtés à demeure des Ormeaux et le 1eʳ
avril 2 autres ont été arrêtés à Roxboro.
[3:20]
L'ensemble de ces personnes était particulièrement
prolifique dans tout le West
[3:23]
Island, et ils ont pu être reliés à des
introductions par effraction commises dans
le
[3:28]
secteur du Pdq un. Nous sommes convaincus que
ces arrestations auront un impact significatif
[3:33]
sur les introductions par effraction dans notre
secteur. Les arrestations réalisées en
[3:38]
février, mars et avril concernaient des individus
appartenant à des groupes
[3:44]
différents, Donc, en fait, ceux de février
et de mars étaient du même groupe, mais des
[3:50]
cellules différentes et celles d'avril, un
groupe complètement différent. Donc on a
espoir que
[3:56]
nous sommes très confiants d'améliorer notre
bilan au niveau des introductions par
[4:00]
effraction. Pour votre information, dans le.
Depuis le début de l'année, au niveau des
[4:05]
introductions par effraction pour le secteur
spécifique de Beaconsfield, nous avons eu
[4:09]
seulement trois introductions par effraction
et aucune introduction depuis ces
[4:14]
arrestations. Pour terminer, j'aimerais vous
informer que mercredi de la semaine
[4:20]
prochaine, le Pellicules un soulignera le 30e
anniversaire du décès de l'agent André
[4:25]
Lalonde à Senneville. Une marche commémorative
aura lieu avec un départ de l'hôtel de
[4:30]
ville et un parcours jusqu'au mémorial qui
est situé à l'intersection du chemin
[4:34]
Senneville et de la rue Elmwood. Cette marche
se déroulera en présence des motards, la
[4:40]
cavalerie du groupe d'apparat du SPVM, des
policiers du poste un un de la direction du
SPVM,

de la famille et des amis de Monsieur Lalonde.

du volet public de la campagne philanthropique,

appui à la réalisation de notre futur centre
culturel de P15 Field. Cette campagne a comme
[6:18]
objectif d'obtenir des dons totalisant 2 millions
de dollars, témoigne, comme le
[6:23]
projet lui même, d'un véritable élan collectif
qui résonne fort auprès de notre communauté
[6:31]
depuis plusieurs années. Un souhait clair
a été exprimé, celui de voir naître un
lieu
[6:37]
accueillant, dynamique, dédié à la culture,
à la créativité, à l'apprentissage et aux
[6:43]
relations humaines. Alors aujourd'hui, un communiqué
de presse a été émis un peu plus
[6:49]
tôt en soirée. Cette vision là prend vraiment
une nouvelle forme de Financial Framework of
[6:55]
this project is very solid supported in part
by government funding and the use of city
[7:03]
reserves. It is also made possible and that's
where it gets very interesting by the
[7:10]
exceptional generosity of veterinary donors.
Thanks to the remarkable generosity of

many beaconsfield residents. I'm very happy
to announce that up to one point 6 million
$ of

our two million dollar goal has already been
razed. I would take a moment to recognize our

lead donors Lorne and Louise Trottier, Chantal
Carrier and Louis Vachon, George and

Georges and Hélène LN Bourrel as well as
another family, you made of considerable
[7:49]
contributions, but I wish to remain Anonymous
together. They have contributed to the tune
of
[7:56]
one point, one five million dollar to this
campaign. This is remarkable momentum and it's
[8:04]
one that reflect a deep confidence in the project
in our cultural center and the
[8:10]
future of our community. I would also like
to acknowledge the generous contribution of

fifteen other Beaconsfield family and individual
who have made significant personal
[8:23]
donations and the four and five fingers range
and of course, I would like to thank all of
our
[8:30]
wonderful campaign ambassadors their members
of our community active participants and our
[8:37]
recognized. Associations in the organization
and I've been working tirelessly on behalf
of
[8:42]
the city to mobilise our community and create
this momentum and finally I would
[8:49]
like to thank our express a special thank you.
The moment of recognition and of gratitude

to miss Caroline Tison for her outstanding
commitment energy and leadership. Caroline,

which routes was going to be used in
[32:44]
terms of meeting their target there under the
mandate from the RTM to increase readership
[32:53]
and to bring traffic to to the new Rome station
and so they came up with which that routes

residences to to take public transportation
and
[33:09]
and for that you know service needs to be available.

us that they had public

consultation meetings in twenty twenty three,

case the reason why we didn't do it was

the STM are saying and what Beaconsfield council

a lot of the turmoil in the room is that

nobody is really understanding the truth behind,
what's happening? So that's the first

thing so they did made in that to me and two
or three different occasions that they
[1:07:25]
would not have proceeded without the complete
one hundred pour 100 of
[1:07:29]
beaconsfield behind them. So that's rather
than in itself. My question comes from this,
[1:07:43]
the STM also told me that windermere was the
primary and the first choice for the STM.
[1:07:54]
There for and they also indicate that windermere
rejected Beaconsfield rejected.

back with the collaboration. We've never been
[1:09:33]
shy to say that we've collaborated that we've
had a presentation that they came up

[1:09:45]

and this council has been supportive of

of trying to reach as many potential users

the STM was and so safety concerns were razed
and

we wanted to have them addressed. And then
we are we will broker facilitated
[1:10:28]
meetings with with the residents and for for
now were satisfied with the STM
[1:10:36]
representations that from their operational
and technical standpoint. The truth is safe
[1:10:43]
and go back to come. Mais if if this service
is launched, then or whatever that it's launched
[1:10:50]
that will then will come from a triticale set
of data or beliefs and will go into
[1:11:00]
verifiable objectives visual constatations.

risk is attached with taking the bus and bring

to have two wheels on the right side of the

five million dollars in relation to the renovation
of the arena. And then the
[1:16:31]
question is with the cost included replacing
the zambonis. To an electric power one. So
[1:16:38]
you'll have to you'll be happy to know that
we already have an electric Zamboni. It was
[1:16:46]
purchased last the DJ just left for it to last
year or two years ago when we finished the
[1:16:54]
renovation of the ring, we eventually transitioned
to replace the old diesel one for
[1:17:01]
an electric one right. Carolyn Malcom has and
that's gonna be gonna be heavy. I have a
[1:17:13]
question about the annual cost to the city
of Beaconsfield regarding STM public
[1:17:19]
transportation, so the cost our share of the
STM budget. She wants us to explain how we
get

to seven point. Two million-dollar as our share
of the STM budget and if there is

any monitoring by the city given that the night
thousands citizens of Beaconsfield are
[1:17:45]
about our used apparently the STM service so
on the basis of the charge calculated, the

capacity provided us, etc etc. So. The cost
of the STM is calculated by the agglomeration
[1:18:08]
and it is charged to the city of Beaconsfield,
that it is as a quote-part for other

municipality. So it's not based on the number
of residences that we have. It is based on

the fiscal or the taxation potential of Beaconsfield.
So there's a calculation method so
[1:18:30]
our share of the agglomeration over all in
twenty twenty six is just a tiny bit under
one
[1:18:37]
person. It's a point nine one one six Four
pour 100. So almost almost we could round it
[1:18:47]
up to one pour 100. But it's not quite so the
STM budget in twenty twenty six is one
[1:18:57]
million dollars, so that includes the bus transportation,
metro, etc, etc. Our chart is

result of Theft or vandalisme. So that's why
we replace the sun as we were made aware. WE

replaced those two permanent stop signs with
temporary ones until such time that we can
[1:21:21]
reinstall them permanently and maybe look into
a more robust way of keeping them there with
[1:21:28]
respect to the intersection planning and traffic
safety. The city does have a structured
[1:21:33]
evaluation process intersection are reviewed
by public works in collaboration with the traffic
[1:21:39]
Advisory committee based on established normes.
Most of them comes from the Ministry of
[1:21:50]
transportation regulation and technical criteria
traffic, valium vehicle speeds
[1:21:56]
collisions history if any and side conditions
so eventually recommendations are made and
[1:22:03]
intersections that need improvement are then
prioritized and implemented as
[1:22:09]
part of the city operational planning. So that's
for this reason and finally we have miss

were tipping over falling down collapsing and
it was safe anymore and so that's when we

truly came to realization that if we don't
invest fast, if we don't do it quickly. If

don't come up with a plan, we're going to have
more events like that and and the pool.

Obviously is the other blocks that is heavily
used by our residences. There is the pool

itself, but there's the roof above the pool
and the end and the quality of the roof. So

Council February twenty twenty for two

know the projected cost of renovation as

it is presented was approximately thirty-five
million dollars. So we need it
[1:32:01]
to borrow money for that and we did in April
twenty twenty five and it was made available
and
[1:32:09]
public that as is being related to the ring
notably the building itself, generally
[1:32:17]
speaking was nearing. It's the end of life
and it was important to to move forward,
[1:32:22]
so that so that we don't have a sudden unexpected
once manageable or if manageable at
[1:32:28]
the very very high cost, we needed to move
forward and so that's how we ended up with
the
[1:32:33]
plan that we have and so today, we have a contract
on the table for thirty 6 millions Thirty
[1:32:43]
6.1 6.2 millions $ taxes included that is actually
coming in little below. The
[1:32:54]
thirty-five million-dollar presented. Eighteen
months ago Thirty-five million dollars
[1:33:00]
plus taxes. So we're going very well in terms
of what the money is being de how the contract
[1:33:10]
was cost and and and how to bid came back,
we had six or seven bid competitive and so
we are
[1:33:19]
going ahead with votes tonight and the cost
of not going ahead in my opinion would be
[1:33:30]
tremendous. It would mean probably another
eighteen to two years and months to two
[1:33:37]
years minimum in designing reconsidering what
would be acceptable and as you probably
[1:33:46]
no as hormonée the worst time to call our
roofer is when the roof leaks and we don't
want to
[1:33:55]
be in that position, so that's why I think
it would be a good idea to awarded the contract
[1:34:05]
and make sure that we have a call center that
continuing to serve us throughout the work
as
[1:34:16]
much as possible and eventually at term will
be to the early twenty-first Century standard
[1:34:25]
and meet the needs of our community. So this
is what I wanted to say now if some
[1:34:33]
colleagues want to see a few words. They're

fully convinced that the current proposed to
deliver the level of value our residence
[1:35:33]
will expect for this reason, I will have to
make my decision to reject the proposal that
the
[1:35:43]

I think it's important to have a recreation
center in our community. But my vote is gonna

be based on evaluating the need versus the
cost and what we get for that cost and I'll
leave it

I think for me. What would come with this really
this came down to was at the center is at the
[1:37:57]
end of its end of its life, basically and if
we do nothing at the cost of doing nothing

enormous. I think we are very close to having
a major break that would render a portion of
[1:38:16]
the Rock Center inopérable. I was one of the
people that before I joined council that an

the boards at at the rink, because they were

and were elected to represent and right we
live

in a representative democracy, not just the
democracy a representative democracy and

that means listening to the diversity of voices
of thought opinions. So it is normal and
[1:39:35]
healthy that this body of elected officials
have differing opinions that means
[1:39:41]
we're reflecting what we're hearing and that's
how it should be so. And and earlier
[1:39:50]
order by experience, not by age. We've been
at this project for a number of years and theme
[1:39:57]
rights, and I've said it myself a number of
times every year that goes by it cost more.
WE

know this when I look at this project today
with you know a bit of a different land. You
[1:40:14]
know. It's a good project. It's not great.
It's a good project it and quality of service.
Not

quantity of service. We're not getting a bigger
pool and child of ice like Dominique said.
But

we are making the user experience better right
accessibility is important.

There's no doubt. The bathroom, the washrooms,
the air-conditioning, the the field
[1:40:44]
of that that the quality of service. So it's
not quantity of quality and that's important

recognize that, but we are having to make do
where we're not getting that second year of
[1:40:58]
ice. We're not getting olympic sidepull. We're
having to make do and that's okay. Sometimes

you just gonna make you right. You know I can't
have everything in life and

However. Before I ask residence too deep

do pay. So when I look at this project do

I feel that we've gone the full extend to see
how this can be funded other than solly azar

Do I feel that we've done our due

diligence and full or was there still room
and I'm not suggesting. WE changed the

project. I'm not suggesting that we build bigger

think this work is lost, but have we pumped

brakes a little bit to do our homework from
the dollar aspects of this project. I

God is telling me and I also know what we can

achieve and Beaconsfield when we operate at
our best. WE are building a project that nobody
[1:42:53]
thought could be built. I don't feel that way
right now, so for that reason. I'll be voting

that this building does need to those
[1:43:09]

of these projects and this particular projects

different shapes and forms come up to the council
previous and certainly over the years where
[1:43:58]
I've been here in different shapes and forms
and we always kicked it down the field a
[1:44:03]
little bit for lack of a better turn. I think
it's coming to come to a point. Where we're
[1:44:09]
getting to that point of no return. I think
anybody who is who said No here tonight to
[1:44:13]
this is not denying that each other than the
significant degree from that standpoint. It
[1:44:17]
needs to get down with words that consistently
like I think from everybody here at the
[1:44:20]
table. I think only when I look back a little
bit. How we approached this whole thing we
[1:44:26]
did public consultation. WE communicate with
the amount. WE are definitely due to
[1:44:31]
communicate and share more information about
the plan. What does it look like and that
[1:44:35]
we talked about that that something we definitely
to do to get there. WE need to know
[1:44:39]
what we're gonna have an envelope of money
to proceed alright. So there's been a lot
[1:44:43]
of discussion a lot of work on this over over
the period of fact, we've even put two and
[1:44:48]
half million dollars into the project. So far
roughly just to get to the point where we had
[1:44:53]
even to know in these days natural and benefits
of the seed. Even if you want, you
[1:44:57]
have to put it money down to show that you
have a feasible project. So you don't just
make
[1:45:02]
a great and then start from scratch. There's
a lot of investments that time and money
[1:45:06]
that you have to pay and even get into the
into the program of great and so on so I'm

trying not to repeat things that were said
before, but another element cause I do
[1:45:14]
agree with a lot of what we're here and certainly
a little bit more for those who are for the
[1:45:19]
project. I do feel we have a good project.
I do feel yes, we are mountain. I play hockey

all disclosure some people were involved with
it with the pool, and so what I've done both
and
[1:45:30]
you know when we had the Irina held in up with
wooden stilts for a while there. It was if
[1:45:35]
any of you have been there. You probably got
my God, What's going on here and a lot of
[1:45:40]
people that you know about said the same thing
now they just delighted and they're happy we
[1:45:44]
have and that that really is as good as any
other running. You can get and all that gone
away.

Do we feel you need another urina persons.

for the size of our city and so what so for
people say yeah, Well, Pointe-Claire are just

I personally feel that the service that was

the main service is the poor and the arena
are very adequate to what we have in terms
of our
[1:46:12]
city as we speak. WE also have the other notion
about about we are in some services. There
[1:46:21]
will be air-conditioning and extra rooms for
this room for that so a lot of things can be
[1:46:26]
done and are being down there before so I'm
not focusing just on that a lot of the paint
[1:46:31]
points. I can through in the public consultation
and certainly the one that I have
[1:46:34]
heard of our more subtiles more nuances and
I feel we are when I look at the plants and
I've
[1:46:39]
seen them to address those for my opinion.
Yes, sir we'd like to have for stories and
[1:46:46]
everything else on there. But I don't think
we have to live with in our means. I think
[1:46:50]
we're providing a quality building that there
at the risk of it perhaps really closing
[1:46:55]
down and and really starting over. So I think
we come to the point of we've certainly
[1:46:59]
verpasst council. Have looked at this in the
past. I'll just make it back in two thousand
[1:47:05]
nine and so one has been kicked down the road.
They said all we've got some time. The pool
[1:47:09]
is not there is better shape of you trying
to plan ahead, but never and we didn't get
grant
[1:47:14]
at the time for some of these projects. So
a lot of times, we just kicked it down the
field.
[1:47:19]
I think we're run out of runway personally
on this thing. We've had feed back like you
wouldn't
[1:47:23]
believe that we need to improve that we need
to enhance it. WE need to make it respectable
and
[1:47:28]
you bring it up to normal all those things
that are probably not the things you want to
have
[1:47:33]
like in news that turn in terms of when you
look at the infrastructure, but there's
[1:47:37]
things that need to get done or otherwise,
it's it's not gonna happen. So what but back
to the
[1:47:42]
budget side. We're talking about something
in neighborhood thirty 6 millions around that
[1:47:45]
that that frame. WE are still not out of the
running for grand. There's still
[1:47:49]
opportunity there and we'll see if we can go
with that, but I don't think we need to act
now,
[1:47:54]
I don't think we have a wide project that is
there and everybody is shocked by how
[1:47:58]
much things costs and and so and so forth and
that's just the life that we leave in, and
[1:48:03]
that's the way things go for weight and we
do and try to do a bigger project while we
can
[1:48:08]
act a lot more our first inclination was to
say what is it and start over and that was
[1:48:12]
a few years ago and I think we are talking
around the neighborhood of over 8
[1:48:16]

that came across us, so and I'm not trying
to do that to hang around that money. But you

the project that I don't feel I'm looking for

this project over all. So I think we

have something very robust and the nice project.

what everybody else said. I am

For example, if you've been down to the underpass
under saint Charles and the twenty
[2:18:07]
there's somebody from the audience giving us
a thumbs up so hopefully have been there
[2:18:10]
and seeing what I'm talking about what we've
done there for the time being is what we've
[2:18:15]
done. Essentially is one of the recommendations
ways to improve access for pedestrian. So
[2:18:19]
before you, you saw button, You would you press
the button in your request circle around and
[2:18:25]
you can cross right now. What we've done essentially.
It's just time in the crosswalk
[2:18:32]
automatically than the leading sequence, so
when you get there and there's a sign that
