[1:55] crois comprendre que vous avez certaines informations quant aux vols de voitures et les
[2:01] cambriolages que vous aimeriez partager avec nous. Mais en fait oui. Est-ce que ça

[2:11] pour les gens qui nous écoutent à la maison. Merci. Voilà. Mais en fait oui, si vous me

[2:25] si vous me permettez. Oui, il y a eu une vague de véhicules, de vols de véhicules dans le
[2:30] secteur, mais Beaconsfield ne fait pas, ne fait pas chambre à part par rapport aux autres
[2:35] municipalités sur l'île de Montréal, puis surtout avec les municipalités près de chez vous.
[2:40] On est. Pardon. Donnez moi deux petites secondes. Voyez vous, en 2026. À Beaconsfield
[2:58] seulement, on a eu depuis le 1eʳ janvier 2026, on a eu 17 vols dans les véhicules. 17
[3:07] événements distincts de vols dans les véhicules pour une dizaine de douze vols de
[3:15] véhicules Apo. Oui, depuis, depuis le 1eʳ janvier. Si je compare avec d'autres villes,
[3:21] on est vraiment inférieur à la normale, à la à la moyenne des autres villes. Ceci étant dit,
[3:27] c'est pas parce qu'il y en a moins que c'est moins important. C'est mon but, c'est de vous
[3:32] rassurer et de rassurer la population présente, les gens qui nous écoutent. Le poste de
[3:36] quartier, un fait vraiment tout ce qui est en son pouvoir pour contrer ce fléau là. À l'époque,
[3:43] j'étais au poste de quartier cinq, Pointe-Claire, Dorval. J'avais mis sur pied le projet
[3:47] Épaves qui était un projet de prévention, une équipe dédiée aux vols de véhicules et vols
[3:53] dans véhicules. Ceci étant dit, ce projet l'a fait sur une semaine. Cibler souvent les
[3:59] semaines de où il y a beaucoup d'achalandage. On parle du Black Friday cette semaine là.
[4:05] Donc une semaine avant le Black Friday, grande semaine de prévention. On met les villes,
[4:11] les sécurités publiques en contribution, on met les panneaux publicitaires des
[4:14] villes, les écrans lumineux pour faire de la prévention, on fournit, on va chercher des
[4:19] cadets, on va chercher une masse. On fournit alentour des endroits qui sont ciblés dans
[4:23] les secteurs pour sensibiliser les gens, surtout, souvent les centres d'achat. Et il y a une
[4:29] semaine par après, où là, on fait venir aussi d'autres personnes puis on fait du
[4:33] sondage de porte, on va mettre des pamphlets, des dépliants pour sécuriser les gens, les
[4:38] bars, et une semaine aussi où il va y avoir peut être un peu plus de répression, où là on va
[4:43] émettre un constat d'infraction tout le temps, verrouillant les portières, évidemment. J'ai mis
[4:49] sur pied ce projet là en 2018 au poste de quartier cinq, et ça fait depuis 2018 qui le
[4:54] renouvelle à chaque année. Et il y a une baisse flagrante, remarquable de vols de
[5:00] véhicules dans cette dans ce créneau là. Donc sachez que oui, les vols de véhicules, il y a
[5:05] pas de problème, on les traite quand même. Il y a une équipe dédiée maintenant d'enquêteurs
[5:10] dédiés pour les vols de véhicules, donc ils sont tous traités un après l'autre. En
[5:18] fait, tout chaque cas est distinct. Chaque cas est enquêté à sa façon. Donc, si
[5:24] c'est quelque chose qui vous sécurise parce que je le sais qu'il y a des préoccupations,
[5:28] moi même on a des autos à la maison. Je trouve ça préoccupant, hein? C'est un peu
[5:31] comme une agression. Les gens qui viennent sur votre terrain, qui volent vos autos, ce que je
[5:36] je met de l'avant beaucoup aussi. Il y a une responsabilité personnelle dans
[5:39] tout ça. Souvent, est ce que les portes à verrouiller? Est ce que vous avez laissé des
[5:43] trucs à vu dans la voiture d'être vigilant pour ça surtout? Est ce que vous avez un système
[5:48] d'alarme? Est ce qu'il y avait de l'éclairage? Donc chacun a une responsabilité du du mieux
[5:55] qu'on peut faire dans ce domaine là. Mais des fois j'encourage beaucoup aussi
[5:59] justement les citoyens, les gens à faire ces petites choses là qui vont être dissuasives
[6:03] pour le voleur ou les voleurs. D'accord. Si vous me permettez de vous parler aussi, c'est
[6:09] l'autre point. Je m'excuse, j'ai perdu le fil. Vous me parlez des vols de véhicules et
[6:13] s'il y a des cambriolages? Cambriolages? Non, non, on en a pas eu cette année à effraction
[6:18] dans la résidence, en fait. En fait, avec du fil, on a beaucoup de crimes passagers.
[6:23] On parlait de véhicules, mais de crime de violence. Des crimes contre la personne, on
[6:26] en a pas, C'est très minime, il y en a pas, c'est pas zéro, mais il y en a. Donc on n'a pas
[6:34] de hausse. Ce que je remarque, par contre, je peux le fermer. Si on remarque par contre les
[6:43] policiers, ce qu'on remarque dans l'ouest. Puis Beaconsfield fait fais pas ci, fais pas, il
[6:48] est pas différent des autres secteurs de l'ouest, c'est tout ce qui est fraudes, grands
[6:52] parents, fraudes. Prétextant être un agent de la paix si on a une hausse marquante tout
[6:58] partout sur le territoire de Montréal, beaucoup dans l'Ouest, la population un peu plus
[7:04] vieillissante, un peu plus en moyens. Une réalité qui est complètement différente que
[7:08] d'autres, d'autres secteurs sur l'île. Donc là aussi, on joue beaucoup au chat et à la souris
[7:14] avec les voleurs, les fraudeurs, beaucoup les fraudeurs. Mais ce qu'on fait beaucoup, on va en
[7:20] amont de ça. On rencontre par le townhouses qu'on avait fait avec vous au mois de juin, des
[7:26] rencontres citoyennes pour sensibiliser, informer et éduquer. C'est beaucoup
[7:32] là-dessus qu'on a une. J'ai une équipe dédiée d'agents sociocommunautaires qui font le
[7:36] tour des résidences de personnes âgées, surtout lorsqu'on a un appel, quand on
[7:40] a un événement comme ça, les victimes sont pris en charge immédiatement. On a une
[7:45] escouade aussi de fraude qui s'occupe spécifiquement de de ça. Donc on les prend, on prend
[7:50] ça vraiment, vraiment au sérieux, puis on veut prendre soin de nos gens aussi, parce
[7:54] que c'est épouvantable, les montants qui peuvent être volés soutirés aux personnes. En
[7:59] terminant, pour ce qui touche beaucoup, c'est la on. C'est le début de la saison scolaire,
[8:05] c'est la rentrée scolaire, si vous me permettez, peut être juste quelques minutes pour
[8:10] vous parler, Vous allez voir en grand nombre les policiers et les policières alentour de vos
[8:16] écoles primaires principalement. Je dis pas que les écoles secondaires sont pas visitées,
[8:21] ils vont l'être, mais on va mettre beaucoup, beaucoup d'emphase sur nos plus jeunes,
[8:24] nos plus petits. Il va y avoir. Ça va être fait sur trois semaines. En fait, ça commence
[8:29] cette semaine jusqu'au jusqu'au 14 septembre, la grosse période. Donc, il va y avoir les deux
[8:36] premières semaines, on y va en éducation, en partage d'information, en rencontre
[8:42] avec les gens. Je veux que mes policiers soient à l'extérieur, qui aient rencontré les les
[8:46] nouveaux, les petits enfants qui arrivent à l'école, les parents surtout. J'ai des
[8:50] enfants, c'est un peu chaotique, Peu importe la région où on reste. Le début de l'année
[8:54] scolaire, c'est. Je suis allé reconduire mon grand au secondaire à matin. C'était
[8:57] compliqué, mais c'est de sensibiliser les gens, les nouveaux parents aussi. Des
[9:01] fois, il y a des civilisations qui ont été changées. On va être présent, on va remettre
[9:06] des des circulaires. Chaque chaque école va être visitée nonobstant le secteur. On va
[9:10] parler de Beaconsfield. Toutes vos toutes vos écoles vont être visitées dans ces trois
[9:15] semaines là, au moins trois fois. Et quand je parle trois fois, c'est trois jours
[9:20] complets matin, 12 h et soir par des policiers de tout acabit, du SPVM et surtout du
[9:26] poste de quartier un pour justement rencontrer les gens, remettre des flyers. J'ai un
[9:31] exemple que je pourrais vous donner ou le laisser pour pour les gens plus tard. Est ce que
[9:36] vous voulez? Non, pardon. Donc on va agir et va avoir une semaine aussi un peu plus
[9:42] répressive qui va venir en lien justement avec tout ce qu'on a mis de l'avant, la présence,
[9:47] les consignes, vous allez avoir. Il va y en avoir partout dans les journaux, on va en parler.
[9:52] J'ai fait une campagne dans une ville avoisinante ici, avec des photos, avec un texte pour
[9:57] sensibiliser la population, mais il y a une file, vous allez le vivre aussi. Mais si
[10:02] vous voyez des trucs, si vous voyez des choses, n'hésitez pas à faire le neuf un. C'est ce
[10:07] que je dis souvent faites le neuf. Un J'aime mieux qu'on fasse neuf. Un Peut être fois
[10:11] plus souvent que la fois où on aurait dû le faire puis qu'on l'a pas fait. C'est ce que je
[10:16] donnerais en fin de rencontre pour terminer mon allocution. C'est vraiment n'hésitez pas si
[10:20] vous avez des doutes, faites le neuf un. Si vous avez des plaintes concernant la sécurité

[12:53] qu'on peut pas faire. Certaines villes, certains arrondissements, on n'a pas le
[12:58] droit de rouler sur la piste cyclable, d'autres, oui. Donc, il n'y a pas de 100 %. La
[13:05] vitesse est établie. Puis je ne veux pas me tromper, on a toute l'information sur le site du
[13:09] SPVM et ça va me faire plaisir. Si vous voulez me rappeler au poste de quartier, je vais vous

[13:20] y a une limite qui est légale au Canada, c'est je veux pas dire n'importe quoi, je pense
[13:25] que c'est 32 kilomètres h à peu près. Par contre, on est très conscient que nos jeunes sont
[13:34] très, très intelligents en informatique. Ils chip les les composantes, les scooters, ça
[13:41] va beaucoup plus vite. Donc il y a une réglementation, il y a un âge, c'est quatorze ans. Est
[13:51] ce qu'il y en a qui roule on the edge? Oui, assurément. Est ce qu'ils doivent porter un
[13:57] casque? Oui, en tout temps. Est ce qu'ils ont le droit de porter des écouteurs? Non,

[14:48] demande ou en prévention, pour justement offrir du coaching, des pamphlets, pour que les nos
[14:56] plus jeunes apprennent et comprennent la réglementation alentour de de ça. Mais vous
[15:01] avez raison, c'est une certaine problématique, mais on la voit partout. Moi, je suis toujours
[15:05] inquiet de la vitesse à laquelle ils roulent et surtout on les voit pas, on les entend
[15:11] pas, ils sont pas visibles, ils sont inaudibles. C'est là où ce que moi, comme père de famille,
[15:17] comme chef de police, je trouve ça préoccupant. Mais si jamais ça se passe dans votre quartier
[15:23] à vous, je vous donne ma carte. On va envoyer des policiers, ils vont faire l'observation.

[15:59] like to first provide an update on two major project. Miss Corrado and you talk about.
[16:10] Something will get to question period in a moment so I'd like to provide an update on two
[16:17] major projects that will play an important role in our municipal planning over the
[16:21] coming months or years the progress of work at the recreation center and the
[16:27] construction of the future cultural center. Les travaux d'agrandissement et de mise aux
[16:32] normes progressent selon l'échéancier prévu. Pour ce qui est du centre récréatif, Comme
[16:40] annoncé, la piscine fermera au début de janvier 20 27 pour entreprendre sa phase de
[16:45] rénovation reconstruction et sa réouverture est prévue pour la saison aquatique 2028 2029. In
[16:56] the meantime all facility will remain open until the year until the end of the current
[17:04] year and the full session programming for aquatiques activities and the recreation
[17:11] center is now available online some of you might have already received in your mailbox. The

[19:02] opportunity to meet the mayor and informal setting to discuss ongoing project upcoming
[19:08] consultations and what are from your point of view and our point of view the city

[20:12] presenting the proposed concept plan for the future park developed from the summer
[20:19] twenty twenty five surveys that was consulted and on which we base the planning that we have
[20:28] so everyone. Welcome to take a look and express opinions or ideas as to what will be

[21:16] quelque chose qui se fera sur plusieurs mois, avec des activités prévues au courant de
[21:22] chacune des étapes, qui devrait nous amener à avoir éventuellement de nouveaux
[21:27] règlements en matière d'urbanisme qui répondront à nos besoins. Et puis, dernière
[21:33] chose pour laquelle on a une date arrêtée le 5 novembre. November Fifth Public
[21:40] presentation of our upcoming strategic plan this presentation is of the proposed
[21:46] prix in the new strategic plan, the first early twenty years that the city is putting
[21:56] together, so residence will be invited to come and share their vision for Beaconsfield. Alors
[22:02] toutes ces démarches témoignent selon moi, d'une même volonté, c'est de prendre des décisions
[22:08] éclairées pour les membres du Conseil et en pouvant le faire, idéalement en misant sur
[22:15] l'intelligence collective. Nous vous consultons pour avoir votre feedback et avec votre
[22:19] feedback, nous pourrons avoir des des règlements, de la réglementation, mais également
[22:25] des documents stratégiques qui seront le reflet de ce que vous souhaitez avoir comme
[22:30] communauté. Donc, je vous invite à participer en grand nombre. Your engagement and
[22:35] participation will directly help us build the beaconsfield of tomorrow and make it a

[22:55] like to have you a quick story about I guess it's kind of the butterfly effect forty four
[23:02] years ago. Fifteen young strapping led from neighbouring city decided to put together a
[23:09] rugby club here in Beaconsfield and I can see a couple of members that are couple
[23:16] residents. Here I played with their suns with his partington sont. I'm a I've been a member
[23:25] of the rugby club for a long time this past winter is one of the original fifteen members
[23:32] was killed in the state in the terrible tragédie. But the point of the butterfly effect
[23:43] is that you never know what you create is going to interne create and the last for four
[23:49] years has been tant of thousands of people that have benefited from the local rugby
[23:55] club and have built lasting friendships as a result of that I've personally been involved
[24:03] in the club for many many years. And it's it's just a underline that community organizations
[24:12] are really the blood of our of our community and a result of that is the great friendship
[24:20] and and experience of the young men and women boys and girls have been able to have within
[24:28] our community. The the real positive from this is that just recently the senior men's rugby
[24:38] team, the superligue team one on the field and captured the championship there second and
[24:44] three years. So it just like to put a little underline on that as well. Thank you. Thank you

[25:32] right down West Croft and also seeing quite a few crossing the railway track woodland and if
[25:42] they were fourteen I leave my hat so canard public security. Maybe I do you know a little
[25:51] bit of a drive around or a walk around or a cycle around and maybe have a word with some
[25:57] these children and also could possibly put something in the contact. I know it's a bit late.
[26:03] It's the end of the season. So I wouldn't get in for the relevant time that these
[26:10] vehicles are being used, but I think parents need to be given a head's up and not to be the
[26:20] vehicle for the children certainly not under the age of fourteen and I'm rolling my

[1:12:16] city and what a cost to run our city plus or minus against inflation. I think I covered
