[0:12]
Welcome to our regular meeting of the Municipal
Council Today Monday, August Twenty-four
[0:17]
Twenty twenty six. Avant de débuter avec l'ordre
du jour et son adoption, j'aimerais
[0:25]
mentionner la présence de Monsieur Andrew
Duffield, Acting Director General Tonight
[0:31]
in the Absence. En l'absence de Monsieur Patrice
Boileau, notre directeur général, qui est
en
[0:38]
Alors thank you for being here with us. Merci.
[0:44]
Alors, adoption de l'ordre du jour. Adoption
of the Legend of the City of Regular Council
[0:51]
meeting of August Twenty Twenty Twenty six
à Seven PM, I propose. All in favor. Alors
[1:04]
nous allons maintenant procéder à la période
de questions du public. Nous avons ce soir
avec
[1:12]
quelques mots. 2.0. Vous me pardonnerez, je
[1:31]
n'ai pas de papier, mais l'ordi. Approchez
vous du micro, Commandant Masson, pour vous.
[1:42]
Bonjour tout le monde. Bonjour. Bienvenue à
Beaconsfield. Merci. Merci. Bienvenue. Merci
de
[1:49]
m'inviter. Alors c'est un plaisir. On espère
pouvoir vous voir sur une base régulière.
Je
[1:55]
crois comprendre que vous avez certaines informations
quant aux vols de voitures et les
[2:01]
cambriolages que vous aimeriez partager avec
nous. Mais en fait oui. Est-ce que ça
[2:06]
fonctionne? Peut être le monter pour vous
rendre la tâche un peu plus facile. C'est
surtout
[2:11]
Merci. Voilà. Mais en fait oui, si vous me
[2:21]
permettez, je vais juste prendre l'ordinateur
pour avoir les bonnes statistiques. Mais
[2:25]
si vous me permettez.
[2:35]
municipalités sur l'île de Montréal, puis
surtout avec les municipalités près de chez
vous.
[2:40]
On est. Pardon. Donnez moi deux petites secondes.
Voyez vous, en 2026. À Beaconsfield
[2:58]
seulement, on a eu depuis le 1eʳ janvier 2026,
on a eu 17 vols dans les véhicules. 17
[3:07]
événements distincts de vols dans les véhicules
pour une dizaine de douze vols de
[3:15]
véhicules Apo. Oui, depuis, depuis le 1eʳ
janvier. Si je compare avec d'autres villes,
[3:21]
dit,
[3:27]
c'est pas parce qu'il y en a moins que c'est
moins important. C'est mon but, c'est de vous
[3:32]
rassurer et de rassurer la population présente,
les gens qui nous écoutent. Le poste de
[3:36]
[4:11]
les sécurités publiques en contribution,
on met les panneaux publicitaires des
[4:14]
villes, les écrans lumineux pour faire de
la prévention, on fournit, on va chercher
des
[4:19]
cadets, on va chercher une masse. On fournit
alentour des endroits qui sont ciblés dans
[4:23]
les secteurs pour sensibiliser les gens, surtout,
souvent les centres d'achat. Et il y a une
[4:29]
là on va
[4:43]
violence. Des crimes contre la personne, on
[6:26]
en a pas, C'est très minime, il y en a pas,
c'est pas zéro, mais il y en a. Donc on n'a
pas
[6:34]
de hausse. Ce que je remarque, par contre,
je peux le fermer. Si on remarque par contre
les
[6:43]
[7:26]
rencontres citoyennes pour sensibiliser, informer
et éduquer. C'est beaucoup
[7:32]
là-dessus qu'on a une. J'ai une équipe dédiée
d'agents sociocommunautaires qui font le
[7:36]
tour des résidences de personnes âgées,
surtout lorsqu'on a un appel, quand on
[7:40]
[7:50]
[8:24]
nos plus petits. Il va y avoir. Ça va être
fait sur trois semaines. En fait, ça commence
[8:29]
cette semaine jusqu'au jusqu'au 14 septembre,
la grosse période. Donc, il va y avoir les
deux
[8:36]
premières semaines, on y va en éducation,
en partage d'information, en rencontre
[8:42]
[9:06]
des des circulaires. Chaque chaque école va
être visitée nonobstant le secteur. On va
[9:10]
parler de Beaconsfield. Toutes vos toutes vos
écoles vont être visitées dans ces trois
[9:15]
[10:07]
que je dis souvent faites le neuf. Un J'aime
mieux qu'on fasse neuf. Un Peut être fois
[10:11]
Si
vous avez des plaintes concernant la sécurité
[10:26]
routière, des plaintes de voisinage, n'hésitez
pas, faites le neuf un On a des
[10:29]
agents pour chaque problématique, chaque événement
qui pourrait vous arriver. On a
[10:34]
sensiblement des agents attitrés à cette
situation là qui pourraient vous venir en
[10:38]
aide.
paquet, quelques cartes. S'il y a des gens
qui
[10:43]
veulent prendre ma carte, vous pourrez me rejoindre.
Vous avez des questions? Puis je vais
[10:46]
[10:51]
l'intérieur de mon unité. Merci, Commandant.
Est-ce que quelqu'un a une question? You
[10:55]
have a question? Yes! Just if you could just
use the microphone, please. Helmut
[11:13]
mandatory in Beaconsfield for bicycle bikes
and scooters are the regulation around in
[11:22]
particular with the scooters électriques,
scooters regarding speed and age and thirdly.
[11:31]
Where are they are allowed to ride? Where is
it on the bicycle? Is it on the road or
[11:35]
is it on the sidewalk? I've got the impression
that these vehicles and they are vehicles
[11:42]
and not toys have exploded in volume and so
nobody knows quite what the regulation and
I
[11:52]
appreciate your comment. Si vous me permettez,
[12:00]
bien compris votre question, si vous me permettez.
Est-ce que c'est correct pour vous? Si je
[12:03]
le réponds en français? Est ce que c'est
correct pour vous? Si je réponds en français?
Parfait.
[12:08]
On
[12:14]
[12:36]
question dans.
oui. Donc, il n'y a pas de 100 %. La
[13:05]
[13:09]
SPVM et ça va me faire plaisir.
[13:34]
très, très intelligents en informatique.
Ils chip les les composantes, les scooters,
ça
[13:41]
va beaucoup plus vite. Donc il y a une réglementation,
il y a un âge, c'est quatorze ans. Est
[13:51]
ce qu'il y en a qui roule on the edge? Oui,
assurément. Est ce qu'ils doivent porter un
[13:57]
casque? Oui, en tout temps. Est ce qu'ils ont
le droit de porter des écouteurs? Non,
[14:02]
jamais.
DOIVENT. Ils doivent se se
[14:12]
comporter comme un véhicule, comme un vélo
sur la route. Ils doivent faire leur arrêt
[14:18]
obligatoire, doivent faire leur lumière. Est
ce qu'ils le font? Pas tout le temps. On a
prévu
[14:23]
On a
[14:31]
maintenant la sécurité routière. On a des
cadets attitrés en trottinette électrique.
C'est
[14:38]
[15:23]
à vous, je vous donne ma carte. On va envoyer
des policiers, ils vont faire l'observation.
[15:28]
Est ce que vous avez bien compris? Parfait.
[15:34]
gêné un peu. Merci beaucoup Commandant Masson,
ça me fait plaisir. À la prochaine. Passez
[15:41]
une belle soirée. Merci, merci merci merci.
I would
[15:59]
like to first provide an update on two major
project. Miss Corrado and you talk about.
[16:10]
Something will get to question period in a
moment so I'd like to provide an update on
two
[16:17]
major projects that will play an important
role in our municipal planning over the
[16:21]
coming months or years the progress of work
at the recreation center and the
[16:27]
construction of the future cultural center.
[16:45]
rénovation reconstruction et sa réouverture
est prévue pour la saison aquatique 2028 2029.
In
[16:56]
the meantime all facility will remain open
until the year until the end of the current
[17:04]
year and the full session programming for aquatiques
activities and the recreation
[17:11]
center is now available online some of you
might have already received in your mailbox.
The
[17:18]
latest edition of the contact magazine with
all of the information in there so. Le
[17:25]
projet du Centre culturel, lui, poursuit son
cheminement. C'est un autre chantier qui avance
[17:32]
très bien. Ceux et celles qui transitent sur
le boulevard Beaconsfield peuvent voir un
[17:38]
aperçu de l'avancement des travaux. L'Ancien
édifice de la ville, qui était occupé
[17:43]
exclusivement par le Lord Redding Yacht Club,
a été démoli. Il est maintenant
[17:48]
[18:05]
The fundraising campaign link to the cultural
center is also ongoing and the total amount
[18:14]
razed will be announced at our council meeting
on October night. So stay tuned! Sur un
[18:21]
autre sujet.
[18:29]
Plusieurs consultations et rencontres sont
à venir. Will be offering several
[18:36]
consultative initiatives and opportunity for
residents to be involved starting with
[18:44]
September twenty-eight. I will be holding meeting
at the Beacon Hill. Shelley on
[18:51]
september twenty at its informal. It's not
a council meeting, but it's you know
[18:57]
several of colleagues around the tables have
meet the counselors meetings. It's an
[19:02]
opportunity to meet the mayor and informal
setting to discuss ongoing project upcoming
[19:08]
consultations and what are from your point
of view and our point of view the city
[19:14]
Priorities so everyone's welcome. I look forward
to you couple of days later. Le 30
[19:22]
[19:50]
éventuellement d'un comité jeunesse est une
chose qui est souhaitable ou même réalisable.
[19:58]
Moving on Saturday October third day by a community
meeting at Windermere Park for
[20:04]
the Windermere Park. Redevelopment. It'll be
from ten am to noon and we will be
[20:12]
presenting the proposed concept plan for the
future park developed from the summer
[20:19]
twenty twenty five surveys that was consulted
and on which we base the planning that we have
[20:28]
so everyone. Welcome to take a look and express
opinions or ideas as to what will be
[20:38]
presented.
November Fifth Public
[21:40]
presentation of our upcoming strategic plan
this presentation is of the proposed
[21:46]
prix in the new strategic plan, the first early
twenty years that the city is putting
[21:56]
together, so residence will be invited to come
and share their vision for Beaconsfield. Alors
[22:02]
[22:08]
éclairées pour les membres du Conseil et
en pouvant le faire, idéalement en misant
sur
[22:15]
l'intelligence collective. Nous vous consultons
pour avoir votre feedback et avec votre
[22:19]
feedback, nous pourrons avoir des des règlements,
de la réglementation, mais également
[22:25]
des documents stratégiques qui seront le reflet
de ce que vous souhaitez avoir comme
[22:30]
communauté. Donc, je vous invite à participer
en grand nombre. Your engagement and
[22:35]
participation will directly help us build the
beaconsfield of tomorrow and make it a
[22:41]
community a community that will be shaped by
you. Thank you. Merci. Alors est ce que
[22:48]
Quinn? Merci monsieur le maire. I just
[22:55]
like to have you a quick story about I guess
it's kind of the butterfly effect forty four
[23:02]
years ago. Fifteen young strapping led from
neighbouring city decided to put together a
[23:09]
rugby club here in Beaconsfield and I can see
a couple of members that are couple
[23:16]
residents. Here I played with their suns with
his partington sont. I'm a I've been a member
[23:25]
of the rugby club for a long time this past
winter is one of the original fifteen members
[23:32]
was killed in the state in the terrible tragédie.
But the point of the butterfly effect
[23:43]
is that you never know what you create is going
to interne create and the last for four
[23:49]
years has been tant of thousands of people
that have benefited from the local rugby
[23:55]
club and have built lasting friendships as
a result of that I've personally been involved
[24:03]
in the club for many many years. And it's it's
just a underline that community organizations
[24:12]
are really the blood of our of our community
and a result of that is the great friendship
[24:20]
and and experience of the young men and women
boys and girls have been able to have within
[24:28]
our community. The the real positive from this
is that just recently the senior men's rugby
[24:38]
team, the superligue team one on the field
and captured the championship there second
and
[24:44]
three years. So it just like to put a little
underline on that as well. Thank you. Thank
you
[24:52]
for sharing. Thank you anybody else no so we're
gonna open question period. If you can
[25:00]
come to the Mike Ali au microphone and tell
us who you are and what you are on. A
[25:10]
follow up on my question to the commandant.
I love on West craft and you all know it. It's
[25:17]
the longest street in Beaconsfield and North
South, and it's a hill. So it was very
[25:24]
relieved when I asked about you scooters, because
it's certainly got it a quite a
[25:32]
right down West Croft and also seeing quite
a few crossing the railway track woodland and
if
[25:42]
they were fourteen I leave my hat so canard
public security. Maybe I do you know a little
[25:51]
bit of a drive around or a walk around or a
cycle around and maybe have a word with some
[25:57]
these children and also could possibly put
something in the contact. I know it's a bit
late.
[26:03]
It's the end of the season. So I wouldn't get
in for the relevant time that these
[26:10]
vehicles are being used, but I think parents
need to be given a head's up and not to be
the
[26:20]
vehicle for the children certainly not under
the age of fourteen and I'm rolling my
[26:27]
eyes about that as well. Thank you. You're
welcome. I we're gonna check with public
[26:34]
security can do my initial feeling is that
they're not. They don't have the mandate to
[26:42]
intercepte moving vehicles. Whether it be en
scooter or a car, but you know there's only
[26:51]
something that we could be done in terms of
in conjunction with the SPVM listing. You know
what
[27:00]
are the rules? So that there's a little bit
more clarity, perhaps we can do it now, but
[27:08]
for sure if you know it's too late the september
contact. Just came out. You know. We'll
[27:14]
have another one, but bring me yeah. Maybe
before for the spring for sure and perhaps
if
[27:21]
something can be called together. Just you
know as part of the Beaconsfield vous
[27:27]
informe des emails That get out twice twice
a week that would be that would be that would
be
[27:34]
a start. Thank you. I'm as a person living
and saint Andrew. I would like to say that
I I
[27:49]
really hope you don't accept that the proposed
new structure at one hundred and eleven saint
[27:58]
Andrew because. I think it's going to be very
destructive to this to the street it all
[28:06]
causes a lot of noise, a lot of a lot of dust,
a lot of down, stop traffic, destruction
[28:14]
causes a lot of love of issues. But if you
do except it, please at very least ensure that
the
[28:23]
house is the same size, the new house is the
same size and style as the current one
[28:28]
because nobody on the street wants another
mansion. Thank you for your comment. It's on
[28:37]
the agenda tonight. You will have the outcome
of that vote in shortly in a few moments.
[28:45]
Thank you. Bonjour. Bonjour. Approchez vous
du micro s'il vous plaît. M'entendez. Oui,
[29:07]
oui. Monsieur le Maire. La population de la
population de Bakersfield, c'est environ
[29:16]
20 000 habitants. Oui, S'il vous plaît, identifiez
vous d'abord. Jamal. Je suis
[29:22]
habitant de Bakersfield. J'habite sur les 178
Hyperdrive. Oui, la population de Beacon
[29:31]
Hill, c'est environ 20 000 habitants. Regardez
dans l'ancienne science. Je suis
[29:39]
venu ici. Il y avait au moins une vingtaine
de personnes qui participaient. Aujourd'hui,
il
[29:43]
[29:54]
besoins. Mais presque tous, on m'a dit Vous
perdez votre temps. La ville, Ils attendent
un
[30:02]
oreille. Ça sort de l'autre oreille. C'est
statu quo. Ils vont jamais changer des
[30:07]
affaires. Ils vont jamais changer des règlements.
Depuis des décennies. Le règlement,
[30:13]
c'était toujours de cette façon. Il n'y a
pas. Il n'y a pas une ville, il n'y a pas un
maire,
[30:19]
[30:35]
accusé de réception. Mais moi je veux des
réponses concrètes, au moins de me dire Monsieur,
[30:43]
fermez votre bouche, on va rien faire Monsieur,
on fait pas ça. Monsieur, le règlement ne
nous
[30:49]
permet pas. Monsieur, on va changer des règlements.
Ce que vous dites, c'est pertinent.
[30:55]
Oui. Alors quelle est votre question maintenant?
Les questions que je vais poser,
[30:58]
[31:03]
[31:06]
demander de vous asseoir. Moi, je vais m'asseoir.
D'accord. Je vous remercie. Bonne soirée.
[31:21]
Encore. Merci. L'ont prolongé. But I experience
in my garden. What is a pesticide tells
[31:41]
biological I am asking, what's the difference
can be kind of biological immediate very
[31:48]
strong. Choc nerveux shock and. Pendant des
journées imbalance dizziness Laissez intelligence.
[32:01]
It's very very strong poison very strong empoisonne.
Second time that was first july at
[32:10]
second right now. Nineteen of August. It's
not pesticide. Now it is fertilizer. But the
same
[32:21]
effect same nervous shock in my own garden
in my own paid by my husband. And he has a
very long
[32:32]
big scare because he is always in the garden
and by hand reading reading. I stand by the
[32:42]
end the poison go up at the temple because
I had the same kind of no no no no, but he
is
[32:51]
an engineer. He is not jardinier. He is not,
he was told it's perfect, but not
[32:59]
perfect and we are on the boulevard. I can
see the children that the dog dogs take
[33:07]
down because it is near the long, the poison
land and the old one, you know like and the
[33:18]
which will share and I was told at home. I
buy where you have Ishar. I said. Thank you
and it
[33:29]
was agreement in this town no pesticide because
there are beautiful plants. Beautiful
[33:39]
flowers who are medicine and you the city and
thank you very much for you. You do not apply
[33:46]
and he kind of pesticides and he kind of fertilizers
because there is the luzerne, which is
[33:52]
a fertilized that is the snapdragon, which
is good for the kidneys. Maybe the
[34:01]
completely the kidneys so anyway, I don't see
any good reason to give a permis to
[34:10]
anybody to apply in this city pesticides or
with any kind of because we have beautyful
[34:22]
flowers very useful cleaning our not from the
gasoline, etc. Thank you madame, So just so
[34:34]
that I understand you'd like us to consider.
De rien. Vous aimeriez qu'on considère ne
pas
[34:41]
permettre aucun pesticide, qu'il soit biologique
ou. Oh oh, I'm sorry, so you would like us
[34:50]
to consider not allowing any sort of pesticide.
OK, it is this something you'd like to
[35:00]
leave with us. Thank you very much. Nathalie.
OK, Excellent. À cause de mes problèmes.
Non
[35:11]
non non non. That's okay. Thank you very no
no No problem in the end. It's all good. Thank
[35:18]
you very much. OK, If we don't have any more
questions from people in attendance. Il n'y
a
[35:28]
pas d'autres questions. Je vais passer aux
questions du public. Question from the public
that
[35:33]
were send by email que nous avons reçu par
courriel. La première question vient de
[35:39]
Julie Saint-Cyr. Analyse subject Bulk garage
pickup their counsellor council. I do
[35:47]
not think it is far to the taxpayers that we
pay for the pickup of materials that are
[35:52]
the product of a kitchen bathroom or deck renovation
those people should container
[36:00]
also I have noticed that that many items and
up on the side of the road that could easily
[36:05]
be brought for recycling once again, our citizens
should be respectful of the environment
[36:12]
and their fellow citizens May I suggest that
in your next newsletter. You remind people
[36:18]
of the organization that can help with recycling
of household appliances and
[36:24]
electronic. Thank you for your attention to
this matter. It is not the first time. I have
[36:28]
reading about this. So this, not all is sorry,
Miss St-Cyr. The curbside collection of
[36:36]
bulky, Idem is offered for residence ou put
out a small quantity of material, which is
[36:43]
meant to be limited to about two cubic miller's
contractors here. Be property owners are
[36:53]
responsible and should be disposing of their
debris from renovation as part of their
[37:00]
contract all material from the curbside collection
are transported to a sorting center
[37:06]
for recycling and reviews. So that is already
covered as part of the bulk. Idem pick up as
[37:15]
part of the green petrol awareness campaign
that we have every summer prior to the bulky
[37:22]
items collection days residences are encouraged
to make use of the local russe
[37:27]
organization for which a targeted flyer highlights.
Quote instead of sending your
[37:35]
object of to the bulky items collection think
of donating them and there is a dedicated
[37:43]
page on our website for the use organization
which provides information by category or
[37:51]
objects the contact magazine also highlights
the various collection services available
[37:57]
to resident's and as you suggested the newsletters
could remind residence of the
[38:03]
services offered by the use organization prior
to the item pick up days so perhaps in the
[38:09]
near future and email will be timely accompanying
the purposes of the bulky Idem. So
[38:18]
thank you for your questions and intervention,
its appreciated, we have a question
[38:25]
from Mr Russell Duncan on evyndal place regarding
resolution twenty five and
[38:32]
twenty point six on the council Agenda of tonight
in February Twenty twenty six, the city set
[38:40]
the cultural center budget at twenty point
6 million $ with a Eleven point Seven million
net
[38:48]
City cost resolution twenty five regarding
architecture and twenty point six regarding
[38:57]
engineering purposes Twenty six thousand dollars
in increase professional fees the question
[39:05]
do this increase remains within both approved
figures where they included in the original
[39:12]
budget or funded from contingencies. Monsieur
Duncan goes on by requesting that
[39:22]
addition to what I'm about to give as an answer.
WE provide a full written responses
[39:29]
regardless of any answer that I might provide
including the latest that of budget reports,
[39:35]
showing by major. Categories budget committed
spend forecasts finals costs and
[39:43]
variances confirmed or anticipated funding
original contingency prior commitment
[39:50]
and remaining contingency after twenty five
and twenty point six of our agenda forecast
cost
[39:58]
at completion and any changes to netcity cost
et request that if information is available
[40:09]
that we state what is missing and when expected
if withheld sites the specific legal
[40:16]
provision and explain the specific harm from
disclosure and release the remainder so
[40:23]
Mister Duncan first and foremost, you'll recall
that we adopted a loan below at the
[40:31]
march council. Meeting of this year that loan
below as you are as you are aware cam with
en
[40:39]
annexe in the annexe that accompanied the long
bylaw that you refer to for eleven points
[40:48]
Seven million-dollar. There's a line for professional
services five person. It's a contingency
[40:59]
line value in the loan bila at approximately
one point two 8 millions $. So the some that
[41:10]
are on the agenda for those two contracts architecture
and engineering in terms of social,
[41:18]
social professional services are well within
the scope of what was planned leaving about
[41:26]
it and fifty thousand dollars or so for future
contingency as the case maybe so we are not
[41:39]
looking at other contingency. It's part of
the budget and the funding that was presented
back
[41:48]
in march and these two amounts are as a result
of the fact that from the architectural
[41:56]
contexte contest and the award of the contract,
the scope of the work that we decided to
[42:04]
include in the award of the contract went beyond
what the firm mandated had originally
[42:12]
planned because there was an opportunity for
the city to save on cost by a rating a
[42:18]
number of different items instead of going
to tender two or three different separate
[42:24]
mandate so it's all good with respect to the
long list of documents and information that
[42:31]
you're requesting. I will forward you and ask
you to turn towards the city clark's
[42:38]
offices and feel the appropriate access to
document request so that the legal
[42:47]
procedure that governs such request can be
followed and as the case. Maybe if you are
not
[42:54]
satisfied with the answer that may or may not
be provided you have recourse at that point.
[43:00]
Thank you for your questions and interventions.
Next we have mister Derek pounds from street
[43:07]
sweet briller again regarding agenda item twenty
five and twenty point six. Why are these
[43:15]
three six thousand and forty? Dollars in five
100 extra charges required. That's the
[43:23]
combined amount of the two items on the agenda.
Twenty five authorization of a payment
[43:30]
of two fifty thousand hundred and fifty one
dollars and eleven cents, including time to
[43:38]
lemay company for the increase of professional
fees for the architecture and landscape
[43:44]
architecture, discipline increasing the amount
for base services from one point six at
[43:51]
six understand fifty dollars in access to a
million dollar for other than twenty-two. Dollars
[44:03]
under the contract awarded in October, twenty
twenty four for the design and construction
[44:10]
supervision of the multipurpose cultural Center
and for twenty point six, the art of a
[44:16]
paiement of seventy two thousand five hundred
dollars and including thanks to Betty
[44:24]
Parizeau et associé for the increase of professional
services contract for the
[44:28]
Electrical and mechanical engineering discipline.
So these two contracts see their
[44:33]
original award amounts being increased as mentioned
Mister pounds in the previous answer
[44:40]
the scope of the work as increase the work
required by the two firm as a result is to
[44:49]
be calculated based on professional fees for
those two projects. WE have agreed,
[44:58]
that's provided by the Quebec government that
establish what the appropriate amount of money
[45:04]
to be dispersed in a case like that and so
that's what we're going for a. WE have a question
[45:15]
from miss Caroline Malcom On monte Rose drive.
Subject l'État lamentable des routes
[45:23]
québécoises. Question again Why has Henry
Jarry and only part of being paved and yet
mount
[45:31]
rose drive in windermere road have potholes
and are simply patched the year over year.
Why
[45:36]
is there not more paving being donne on our
roads as it's dangerous for residence. Mrs
[45:44]
Malcom a repairing decisions are reviewed annually.
They are provided by the administration
[45:50]
our technical service ou assess what requires
or what is required in terms of the work
[45:57]
to be conducted on our road network, whether
it be repairing or sidewalk
[46:04]
resurfacing or repair. So we have a system
that establishing priority is provided by the
[46:14]
administration council does not play a role
in determining, which street gets done when
and
[46:20]
that's a good thing, because it would turn
to favoritisme and pressure. So we let the
[46:27]
administration very content people that we
have use in that regard. It should be noted
that
[46:35]
the budget for road resurfacing and sidewalk
reconstruction as increased at the rate far
[46:44]
higher than inflation in the last four five
years, I recall in twenty twenty two, I believe
[46:50]
the budget for that there was one point for
million dollar and if we look at twenty twenty
[46:57]
six. It's going up to 1.8 million dollar speaking
specifically of windermere and
[47:05]
mount rose. Yes their important transient corridors.
But again, we go back to the
[47:12]
administration and we have ever reason to believe
that eventually it'll get done
[47:20]
should we need to increase the budget. WE would
then have also to consider how we would
[47:26]
finance the increase the amount that would
be required to have more roads repaired more
[47:33]
quickly to give you to give you a perspective,
Miss Malcolm yearly we budget for about pour
[47:42]
100 of our road network to be reserviste, which
means that over a spans of twenty five
[47:47]
years, we've covered pretty much every road,
of course in the meantime should a street
[47:54]
particular street requires you. No immediate
repair emergency repair, we also have provision
[48:02]
for that so we try to do things as quickly
and as efficiently as possible and as fairly
as
[48:08]
possible. So thank you for your question and
finally we have common our questions from miss
[48:17]
Corrado and saint Andrew. Thank you for creating
a bila. On contracte better that
[48:22]
prioritize biodiversity, please follow that,
please follow that be only using humain methods

Est-ce que quelqu'un. Seconde. Puis est-ce
[1:07:42]
que vous avez certains commentaires à faire?
Certainement. Merci beaucoup,
[1:07:46]
monsieur le maire. First off, thank you to
the president member of the finance committee
[1:07:54]
along with our director general and finances
director as well as Council, New and more Saint
[1:08:02]
Jean Welcome the Finance committee which meets
the year multiple times, you know
[1:08:10]
ultimately, It's the sound management of city
finances that that were focused on at
[1:08:16]
the last meeting. WE we took a look at our.
Situation financière. Au 31 mai 2026.
[1:08:25]
We're on track and as of that that we were
anticipated. WE are anticipating. A 1.7 million
[1:08:34]
surplus. The year is not over. So let's have
in there will see what happens. But we're on
the
[1:08:41]
right track that said. About a focus of the
meeting was looking at our ten-year plan,
[1:08:51]
so twenty twenty seven through twenty thirty
six. What does that look like in terms of
[1:08:58]
revenue expenses? What does that mean in terms
of taxation as well as challenging
[1:09:06]
ourselves to do better right. WE do know that
we have some important infrastructure
[1:09:13]
projects that have started and makes Saint-Jean
spoke about them earlier. This evening,
[1:09:18]
we're not oblivious to the impact of those
expenses those must fall into the sound
[1:09:27]
management of the city as a whole, so we're
were quite focused on that I think we made
[1:09:34]
some very good progress. Looking better works
still to be done that said some
[1:09:44]
orientations for 2027. There is the notion
of écofiscalité, so that is basically using
[1:09:53]
different taxation methods to influence environmentally
sound behavior while also finding
[1:10:05]
different ways of generating revenu for the
city that are beyond just property taxes.
[1:10:12]
C'est and the one that we are looking at is
Tarification de l'eau. So how we charged for
[1:10:20]
water and I'm gonna give some rough numbers
here. Let's say about any pour 100 of the home
[1:10:28]
in Beaconsfield is around four hundred years
of water per year around their numbers that
seems
[1:10:37]
to be the the baseline. However, after that
we can start stratifying tearing residence
[1:10:47]
and household pour fifteen pour 100 % greater
than that that baseline volume. So we're
[1:10:56]
looking at could there be a progressive taxation
for her volume of water above that for
[1:11:04]
me. So there's more work to be done more will
come and council as a whole hear about this
as
[1:11:10]
we start rolling into the busy months of getting
ready for the twenty twenty seven budget
[1:11:17]
right? So septembre, onward is crunch period
and one more that we're looking at that I would
[1:11:23]
like to bring to the attention of the residence
is the potential for advertisment
[1:11:31]
billboard on the side of the highway, and some
might say that before so that will become
[1:11:39]
up again and will be a topic of discussion
for a council as a whole as again as we role
into
[1:11:45]
planning or finally budget for twenty twenty
seven and just to round up. I'd like to recall
[1:11:52]
once again that inflation is a good benchmark
for you know where should the budget lands,
[1:12:00]
but inflation on the regional and national
level is not always reflective of the costs
[1:12:08]
of running Beaconsfield. So we need to have
a healthy dose of realism in two or aspiration
as
[1:12:16]
city and what a cost to run our city plus or
minus against inflation. I think I covered
[1:12:25]
most cancers new and other. Comment or. Thank
you wonderful, so I propose. Are all in favor.
[1:12:38]
Thank you. 53.2 3.2. It's ok, I need a break
fifty trois point point two of the planning
[1:12:51]
advisory committee back Century red out. It's
a little wild go with all the properties that
we
[1:12:56]
went through so I won't repeat that I will
say that if you do our have a project have
been
[1:13:03]
approved by the planning advisory committee
this month or in the future, if you get
[1:13:08]
your permis in the plan, if you know in person
with those plans de construction phase and
what
[1:13:14]
not see this before I just like to give a reminder
if there any déviations or changes to the
[1:13:19]
plan that you see unfolding with your engineer
your construction worker, please
[1:13:23]
advise a city if that as well so they can keep
updated with the plan that you have and it's
[1:13:29]
always good to do that early on in the construction
phase as opposed to after. It's done,
[1:13:34]
it's much more difficult and time-consuming
and can lead to some delay in the project.
So
[1:13:39]
if you can keep in mind that that would be
wonderful the next meeting for the committee
[1:13:44]
will be on september first and well being a
other batch of projects that are coming
[1:13:48]
through it that time. So I'd like to propose
the minute maire and I second. Thank you.
[1:13:59]
53.3 point trois 53.3 Ce processus verbal de
la réunion du Comité consultatif de
[1:14:04]
[1:14:19]
différents were mostly traffic coming measures
that we looked at and so from that notice
[1:14:28]
after tonight meeting residents were made those
request. Des demandes qui ont été faites
à
[1:14:33]
Les. Les
[1:14:39]
documents. WE also looked at at traffic traffic
studies which looks at speed and volume and
[1:14:47]
so on at different based on the different request
all of them were within the what we would
[1:14:53]
consider the normal range so there was nothing
about that you may be seeing in some cases
[1:15:00]
I saw Rob and Jasper, there's one on cresswell
now where and around the city. You may be
[1:15:05]
seeing this this relatively third of a mobile
trailer that we call it which has speed
[1:15:11]
indicators where deploying that around the
city just to remind people about you know that
the
[1:15:16]
speed indicators to remind people in the very
residential streets. What the speech should
[1:15:20]
be and how fast they are going as remind you
to slow down and you know stays in in line
with
[1:15:27]
the speed limit on the various streets. So
please look out for that you're driving around
and
[1:15:32]
find one of the other things. WE also have
about twelve more traffic study to do prior
to
[1:15:39]
our next meeting, which will be an October,
second will look at another batch of requests.
I
[1:15:45]
would just like to say that one thing I know
that the saint Charles and twenty
[1:15:50]
intersections is a source of concern for a
lot of people as well myself included will
be
[1:15:55]
looking at a mandate. I believe we're gonna
be looking that I looking at that around between
[1:16:00]
now and october second. So will have some concrete
ideas that will come from that report that
[1:16:05]
we've been waiting for and looking forward
to to discuss that and we can have some
[1:16:11]
concrete improvement that can come from that
report another reminder to just you may have
[1:16:18]
noticed this but as of August this past this
month in fact, there is you coming down saint
[1:16:23]
Charles and we're going north that is and you
want to go in the shopping centre. You can't
[1:16:28]
make that little left turn anymore into the
shopping center. WE are now and the sign
[1:16:32]
is accordingly you off off on to appear in
enter from beau repère as opposed to crossing
[1:16:38]
over. There is a sign that clearly indicated
that you can't make the left turn
[1:16:43]
anymore in the reason for that is simply to
avoid crossing st Charles, which is obviously
a
[1:16:49]
busy street and it's so you can always see
the car that are coming up. So it's it's created
[1:16:55]
issues over the over the past while the spvm
is supported this decisions wholeheartedly
[1:17:00]
as well. So just a reminder about no left turn
into the shopping center when you're
[1:17:03]
going down are going up saint Charles North
and I think that will cover Jason, I'm not
sure
[1:17:10]
I called president the traffic committee. I'm
not sure if there anything you want had no.
[1:17:15]
That's great. Everybody is common and questions
are coming and concerns are greatly
[1:17:19]
appreciated. So please continue to send them
in at ccc at Beaconsfield. Thanks. Donc je
[1:17:26]
propose des processus verbal Monsieur le Maire.

but I think we're round thirty years now

that we've been having the cornrows. I did
want to mention and counselor queens spoke
[1:21:35]
about volunteers binding together fifteen years
ago. I believe you said for the free
[1:21:43]
for four years ago. You know our association
that rely on volunteers. Well, the
[1:21:49]
volunteers are the blood of those associations,
right? And so we're the cornrows is
[1:21:55]
concerned. It's you know, there's a generation
change happening and my wife Tracy

myself a group of us friends. WE all in the
