[20:50] with a question about speeding on Celtic drive. It's been an issue for us for over five
[20:55] years and I wanted to thank you guys for putting speed bumps already on the streets. There
[20:59] are two presidents, but unfortunately, it seems to slow people down only for a certain
[21:05] distance and then they tend to speed up again. So we just recently observed in incident
[21:12] where couple car went by one neighbour said around a hundred and hours. WE did contact the
[21:20] police on that one. I guess he's left the comedown. He hasn't go back to us and that
[21:26] was on July first you Martin, you are on the email. WE have video of it as well, ok. So I
[21:32] did ask for the traffic study from the city, and I was quite surprised to see you know on
[21:38] Celtic drive in summer of twenty twenty five Seeks care were doing over a hundred
[21:44] twenty hours and over for pour 100 of them were speeding drastically. I'd say quite a
[21:52] few over in our but the traffic committee judged that there wasn't a need for any kind of
[21:59] further mitigation on our street. So I'm just wondering. What is the condition that the
[22:05] city teams required, so that we would be able to slow down people on Celtic drive. Well, I
[22:14] can speak to that your question because I was on the traffic committee and twenty twenty
[22:19] five. There's not one single criteria that that apply as you probably are where the traffic
[22:30] committee is officially composed of now for residents and three member of council,
[22:37] and it makes recommendations to council and most often I'll be honest those recommendations
[22:46] are followed whether there for the installation of a mediating measure or the refusal of what
[22:54] being so every now again and again, we look at its like you have and say oh wow in our. But
[23:06] you know they, they are the outliers in terms of the average speed, you know, and
[23:15] that's really the one criteria, that is being studied. What is the average speed near where
[23:22] the measure would be implemented and is it above a threshold or not, and would in
[23:31] fact measure mitigating measure another speed bump by efficient or not there is it technically
[23:39] possible to put one there I mean we could you know in theory think that every twenty
[23:46] five meters or so we have a speed bump to slow people down, but it creates other issues and
[23:51] it's not always possible and obviously it's not something that most people would would
[23:57] tolerate and and want so in this particular instance the committee recommended that no
[24:05] additional measure be put in place and that's what council went with and that's consistent
[24:10] with the two other speed bumps. The average speed, there was probably higher than what the
[24:16] average bit. Here is on this and because otherwise there were kind of using picking and
[24:20] using things. Unfortunately, those are those initial two the ones that are that are there. I
[24:26] don't know when they were installed. I don't know if I was four years ago. So perhaps,
[24:35] it was something that was done. But I don't recall what the specific data in terms of speed
[24:41] were for those two. So I don't wanna risk. You know giving you an answer that would be
[24:47] probably not actually accurate, but the idea would be yes that it was one study for years or
[24:54] five years ago. The speed results were that in those locations. The average speed
[25:01] was higher than the one that was studied last year near near where you are good. I ask the
[25:09] traffic committee just to get back to me on that one then to compare the average speed which
[25:13] did indicates speed bumps. I would I would venture that you probably got the survey that
[25:20] you have now through and access to document requests, and so I would I would direct you
[25:26] towards the same process just to make sure that it's treated as lawful and adequately as
[25:32] possible. OK, very good and just the fact that you know over a hundred and twenty in
[25:37] our six cars going buy doesn't seem to be a safety issues to the city. Well, the average is
[25:44] important, it's six car or it's six different individual or it's the same person going at
[25:51] two oclock in the morning or three o'clock in the morning what I can tell you because you
[25:56] had provided the information your question in writing ahead of the meeting. The police, the
[26:03] SPVM has been made aware of the times at which this car or these car were driving by at
[26:14] excessives speed frankly. So it's something that the police needs to to monitor. If if not
[26:25] sure that the speed bump, you know would would solve that issue if you have one if you
[26:34] have a well yes, but what happens between the speed bump? People here and now up again
[26:42] and excessively understand so if we have an individual that is delinquents and we have the
[26:49] police that might be able to help us with that if otherwise the you know vicinity is
[26:58] considered to be safe because of the average speed, the speed bumps are also not like a
[27:04] panacéa. They create issues people are coming there stopping their noise. There's
[27:11] sometimes damage to vehicles and and so on and so far so I'm not in this type of driving of
[27:18] course. But we can't put speed bumps. Every time someone decided to act recklessly. It's
[27:23] it's a single individual. Hopefully it's a single individual behavioural problems
[27:29] and we hope that the police will catch him or her we have I do that someone over now or
[27:36] goes back and forth a one way actually ten times in a day anything is possible, but we
[27:42] are open to other methods. I've seen planté on the road to kind of narrow down their focus and
[27:48] stuff, so and we are between the rec center. There's two parks right there and there is
[27:53] no sidewalk. So yeah, I appreciate anything the city could do before and incident

[1:04:44] Il n'y a pas un dossier qui saute aux yeux comme étant plus important qu'un autre. The
[1:04:51] agglomération has a budget of four points four four points five billion dollar. So divided
[1:05:00] by twelve, there's always a tremendous amount of money being being invested in what
[1:05:08] the agglo does and provide for service the next meeting is next week, not next week. This
[1:05:17] coming Thursday this week. I'll be there and there is yet nothing on the agenda that styx
[1:05:27] out you probably have heard today with the conseil municipal, the adoption of a
[1:05:35] below to regulate. What residence are allowed to use as a previous towards civil
