8:30. Uh this is a meeting for the burn
distance review board. We have a quorum
[0:12]
this morning and uh order the business
meeting. Our first item is approval of
[0:18]
minutes from our July 15 meeting.

editorial comments before we get
started. So, appreciate everyone being

here. Um, just to make sure that we're
all on the same page as we start our
[0:49]
discussions. The nuisance review board
was established two years ago and this
[0:56]
group
that meets once a month is responsible
[1:02]
for reviewing complaint forms that have
been submitted to the city for
[1:09]
consideration and to be addressed. So
that's what this board every member has
[1:16]
been established to do. So our job as
individuals on the nuisance review board
[1:21]
is to sit in a meeting [clears throat]
kind of be the I guess mediators of
[1:28]
neighborhood concerns and issues and to
review those you know complaint forms
[1:35]
that have been submitted. So that's what
we've all been requested to do this
[1:41]
board and that's what we're going to do
this morning. We have, I would say, a
[1:47]
record number of properties to review
today. So, this meeting is going to take
[1:52]
a little bit of time. It's going to take
a little bit of patience. And what I
[1:56]
hope we will do is that I hope we'll
methodically and compassionately
[2:02]
go through each of these properties,
discuss them, and with deser discernment
[2:08]
come up with what the right
recommendation as a nuisance review
[2:12]
board would be.
So, that's kind of what I want to just
[2:18]
throw out there to set the stage for the
meeting even before we get into any of
[2:23]
the property reviews. Um so so mayor one
one question I would have an addition
[2:30]
before we get started you know as we go
through the properties I think in the
[2:36]
past you know as we've gone through
property by property
[2:42]
you know if there's anyone in attendance
that has input on that property
[2:48]
I think it's fair for them to provide
their input at that point in
[2:53]
[clears throat] time while we're
discussing
[2:56]
not not after we've made a decision,
while we're making the discussion, while
[3:01]
we're having the dialogue. So, that that
would be a suggestion I would have. I

know with the last meeting, we did that
with one of the properties and I thought
[3:10]
it worked effectively. So, anyways,
that's my soap box and my two cents

property review. Um that is previous
properties that that have had complaints
[3:58]
filed against them. Um and
our first property is u

753 North Carolina Street.

there are photos there from July and
August.

so going back to the last meeting,

I believe, which was on July the 15th,
[4:27]
we just approved meeting minutes limits.
So at that meeting, we were going to

send a grass and weed letter. Um, and I
believe we we say in the review of
[4:40]
properties documentation we have in
front of us that that was sent via
[4:44]
certified mail on July the 16th.
So my question, no one's currently
[4:51]
living in that property. So where do we
send it? Did we send the water bill to a
[4:58]
another address that

go? They're outside Decator in the
country.

water built also then I'm assuming.

And I would say this looks pretty normal
for being cut. And then we've received a

lot of rain and
my yard grew a lot in this past week. So

month's worth of growth or did they mow
[6:04]
it and this is a couple weeks worth of
growth.

What what I would recommend since we've
been down this road with them before

that we send another grass and weed
letter certified

and that we

been remediated then we take steps to
remediate like we would normally do. And

I guess the other thing I would
recommend when we add some sort of cover
[7:58]
letter to these letters that we mail
out, we seem to get better response
[8:03]
because we tell them specifically what
the issue is and the concern is in the
[8:09]
case of this one.
They're not from burn. They're not
[8:14]
living in the property. So they need to
make sure they're mowing when they're
[8:22]
working on the property. When they come
down to do their construction work, they
[8:28]
need to mow, you know, just like they
were living in it. So that that would be
[8:33]
my motion. And I think we need to need
need to send them another grass and weed
[8:37]
letter and we need to also include some
sort of cover letter that hey
[8:44]
you need to take care of your property
not living.

always they got 10 days to remediate.
So, we send out mowing letters that are

five days,

follow up on it and if it's not

remediate. the other things that we've
talked to them about as far as keeping
[9:59]
the yard and stuff cleaned up while
they're working on the property in the
[10:04]
backyard. They're doing that. It's the
front yard that is on Jefferson Street.

It just doesn't look very good and it
needs to be tended to better and they
[10:16]
don't live there. So, they need to be
more responsible on making it happen on
[10:21]
a regular basis. At the bottom of the
pictures that went with the letter last
[10:25]
time, we put grass seeds mowed weeds on
the entire property. Both front yard,
[10:30]
sidey yards, backyard, and behind the
garage all need trimmed. This was sent
[10:34]
with the letter, too.

don't know if that exactly happens, but
anyway, he just said he couldn't pay it.

He's dealing with a lot of a lot of
issues. His dad's sick. Um,
[12:24]
he's had multiple reasons for
not being able to pay it." Um, so I I
[12:33]
said, "Well, it's it's a fine that is
due and you owe the fine." and um and he
[12:39]
walked out. So,

front porch

and he definitely has attempted to do
that. It's all kind of up by the front
[13:32]
door where it used to be kind of all
over the place in the backyard. Um, they
[13:38]
have worked on some of the vegetation. I
mean, you know, hauling away some of the
[13:44]
stuff that they've cut down would be
helpful, but they've cut some stuff
[13:48]
down. And if you remember right, they
had several vehicles that it took a
[13:53]
while for them to get removed. They did
get removed. Um they had an unsafe
[14:00]
vehicle um sitting in front that was up
on jacks that we asked them to make safe
[14:07]
and get remediated. They did that. Um so
from where this was six months ago, they
[14:16]
have made strides.

what more we want to push for.

night and it's it's not half as bad as

You could either find them again

or we could monitor the pro monitor the
progress to make sure it doesn't go the

other direction. So, un those are my two
options, but maybe someone else has

another option.
We can find him again. But I my thoughts
[16:12]
are if he says he can't afford to pay
the $100, he won't be able to afford to
[16:16]
pay the $200. So, but if he doesn't make
progress, we can find him again.

this. Can we monitor at this time and

then when I get the list, maybe put him
in contact with somebody like a church
[21:42]
group or youth group that would be
willing to go over there and possibly
[21:46]
work on these vines in the backyard um
to clean up the backyard a little bit
[21:50]
more. The rubbish in the in the front, I
don't know what we can do about that. He
[21:54]
obviously can't afford a storage unit if
you can't afford to pay the fine.

in contact with somebody that would be
willing to help him, especially if his

dad's ill and he's taking him to to
appointments. He probably doesn't have

we're going to include in future

letters. Um, so that was the one
recommendation I was going to have on
[22:43]
that. Um, I think it's a great idea.
We've talked about Neighborlink before.
[22:48]
Neighborlink would be a great
organization to get reinvived. Um, it
[22:55]
was great when it started. Um, but it
could use a little uh, you know,
[23:00]
transfusion of energy. Um, so

I I would be fine based on what you're
saying. I'll make a motion, John, to

your point and then we can see if we can
move forward. So, so my motion is

I would like to see us monitor the
property at 306 Moon Ridge Trail for
[23:22]
another month, make sure that it doesn't
go

backwards,
and at the next meeting, if we have
[23:32]
groups that are identified that could
help this
[23:37]
owner, that we would include that
information in a communication to them.

Um it's been going on for two years.

two years that property um has

we had had we had had a talk with the
owner and the owner said he was going to

have a fence installed as of August
18th.

And I've that fence is not up because
the fence company hasn't been down to
[25:59]
put it up because I think they're busy.
they can't they just haven't been able
[26:03]
to get here from what I understand
unless somebody else has something. Um
[26:08]
so we're still waiting on that fence um
to be put up on that property. Um
[26:16]
and [clears throat]
[26:19]
the um he had
he had stopped in and had a talk with me
[26:26]
after he got a warning letter and
I think I mentioned this last at the
[26:36]
last meeting. He um
he is on disability. His wife
[26:44]
was sick or had been hurt um and was off
of work for several months and she's
[26:51]
back to work now. And so I told him at
that point in time if he could just
[26:57]
[clears throat] make his things um
more orderly looking that that would go
[27:03]
a long way with with our committee just
to have it look a little nicer. I don't
[27:10]
know if he has done
um done that totally, but um
[27:18]
[clears throat]
[27:21]
that that was his comments to me when he
stopped in and I told him I think the
[27:25]
committee would just appreciate
um
[27:30]
seeing an effort on your part to make
things look a little more orderly and
[27:36]
not not like a mini junkyard.
So

he um
I thought he understood what that meant.

He sounded like he did. So, but I know
the trailer
[27:54]
um that this is his way of trying to
make money since he's on disability is
[27:59]
to
um gather these items on a trailer and
[28:04]
then take them someplace and sell them.
And um
[28:09]
so that's why we see the trailer empty
sometimes and then the next week it's
[28:13]
full again.

» Half the time it's almost in the front
yard.

this thing down the street for two

years. This came up in August of 24.
Here we are in August of 26 and nothing

is changing.

» We had this discussion at the last
meeting when the owner was here. They've

not been on the nuisance review board
list for two years. There was a window
[28:52]

addressed their first list of issues we

had with them and they were off. So, we
can't say that they've been on for a
[29:05]
continuous period. They've been on for
two periods.

» At the beginning, it was it was the
front yard and we they addressed what we
[29:13]
said,
>> right? So, that got addressed and then
[29:16]
the second time it came up, it is the
scrap. It is the trailer. It is the
[29:22]
backyard. And at the last meeting when
the owner was here,
[29:28]
he said he told us, you can read your
meeting minutes, that the owner is
[29:33]
buying or the renter is buying the
property [laughter] off of them on a
[29:38]
land contract.
and he the owner had come up with an
[29:43]
agreement with them that the owner would
the property owner would pay for a fence
[29:50]
and then he would add that to the amount
that they owe on the house and both
[29:56]
sides were agreeable to that. And what
we left the last meeting with is if they
[30:03]
can get the fence up and like the mayor
said, make things a little more orderly,
[30:10]
then they would address the things that
are in front of us. So here we are now
[30:14]
at this meeting. The fence isn't done.
So, so my thought
[30:21]
reviewing this and getting ready for
this meeting is I think the owner
[30:27]
and renter need to be requested to come
to the next meeting and give us an
[30:33]
update where they are one month from now
because I don't I don't know that we can
[30:40]
take any other steps other than that
today.

so every time they do something

different, we need to complain or
nothing will be done. And it it kind of

bothered me

the the cars that have license plates
that are over overdue.

that have been submitted and do what we

did on many cases this morning, come up
with a action plan of what we're going

to do. So that's what this review
board's job is. So

everyone's aware of it. The updates to

the nuisance ordinance that have been
discussed at city council were discussed
[1:38:45]
on August the 10th. Several of you were
in attendance. Uh those that ordinance
[1:38:52]
was introduced at that meeting and it
will be discussed again [clears throat]
[1:38:56]
on Monday night the 24th. Um and with
potential action being taken to adopt
[1:39:04]
it. So just be aware of that and
nuisance for board members. We've shared
[1:39:10]
the whole ordinance with everybody as we
said we would. So once it was
[1:39:15]
introduced.
