Very good work.
[0:03]
» All right, welcome everybody. Let's call
[0:05]
our library building committee meeting
[0:07]
to order. It is 6 o'clock exactly.
[0:12]
Go right to uh hold business which uh
[0:15]
are minutes from August 19th.
[0:20]
» So move have a motion by Mr. Ike.
[0:24]
» Second. We have a second by Mr. Bur.
[0:26]
Anybody want to add any comments or
[0:28]
corrections? close.
[0:30]
» I think Peter Casti's name is
[0:32]
misspelled.
[0:32]
» Yeah, he didn't want to spell it on my
[0:35]
part.
[0:36]
» Good catch. Thanks. Any other comments?
[0:40]
» Sure. I want
[0:41]
» Can somebody tell me how to spell it?
[0:45]
» It's on the website.
[0:46]
» Uh, so Joe, there's one page. Uh, can I
[0:49]
just see your
[0:51]
» I'm not sure I asked this question. I
[0:54]
thought it was actually Clark.
[0:57]
Um, I asked if the resequencing would be
[1:00]
tested. I'm on page two under the
[1:04]
construction manager report.
[1:06]
We're talking about HVAC. It's like the
[1:08]
fourth or fifth bullet.
[1:10]
» Okay.
[1:10]
» The first one is Okay. I asked about
[1:12]
EDI. And then the second one asking
[1:15]
about the resequencing. I think that
[1:18]
might have been Clark. Does anybody
[1:20]
remember? Or was it you, Matt?
[1:22]
» It must have been Clark, I think.
[1:24]
» Oh, here he comes, actually.
[1:26]
Take this off the tape though, right?
[1:29]
» Uh, yeah.
[1:30]
» Thought it was him. But
[1:33]
» Well, here Clark is here, so we could
[1:35]
actually ask him. Um, I mean, I just
[1:38]
didn't remember asking that.
[1:40]
» I might have.
[1:42]
» Let's ask what. We got a question for
[1:44]
you on the minutes right now. It says
[1:46]
Patrick Dorenzo asked if the
[1:48]
resequencing would be tested.
[1:51]
Do you remember you asked that? effort
[1:54]
doesn't last.
[1:57]
» All right.
[1:57]
» Okay. Then maybe
[2:01]
he uses he uses the recording.
[2:03]
» Just wanted to confirm.
[2:04]
» Any other corrections?
[2:08]
All right. All in favor of approving the
[2:10]
minutes as corrected. Please say I.
[2:14]
» I.
[2:15]
» Any nays?
[2:17]
Stains.
[2:21]
All right. you. Let's go to um new
[2:26]
business and we have Anthony is here to
[2:29]
talk about crosser. All righty.
[2:34]
My screen
[2:36]
is so short and sweet tonight compared
[2:38]
to past meetings. All right.
[2:40]
» Uh item A here we have just a quick
[2:42]
update what's going on. EDI is going to
[2:44]
be mobilizing here in the next couple
[2:46]
weeks for the warranty replacement
[2:47]
plantings as as well as receding the
[2:50]
bare areas uh sometime within the like I
[2:52]
said the next few weeks. The plaza
[2:54]
concrete cing uh testing should and
[2:57]
analyticals should be here probably
[2:59]
within the next week or two. Uh so once
[3:01]
we get that reporting and that
[3:02]
information we will distribute to the
[3:04]
team accordingly. Proposal 34 um
[3:07]
proposal request number 34, the air
[3:09]
handler resequencing has been scheduled
[3:12]
for this Thursday and uh this f next
[3:14]
Thursday and Friday. Uh we have carrier
[3:17]
MJ Daily Balancing. Uh we have a whole
[3:20]
crew coming in to finish that that task.
[3:23]
Proposal request number 35, which is the
[3:25]
pressure relief and the heat relief at
[3:27]
the community room in the AV closet.
[3:29]
That's also scheduled for next week.
[3:31]
We're waiting for a confirmation of a
[3:33]
one-day installation time frame from MJ
[3:35]
Dailyaly and their second tier
[3:37]
subcontractor who'll be working on that.
[3:39]
Um, and this will be provided that daily
[3:42]
update will be provided to the library
[3:43]
staff and DBW to to allow that work to
[3:46]
happen and commence. All right, that's
[3:49]
kind of where we are, where we stand. I
[3:51]
do have Carrier coming in on Friday to
[3:53]
finish the the uh compressor work. Uh,
[3:56]
again, they came out here last week to
[3:58]
do that work. they were uh had some more
[4:00]
damaged components that have come in. Uh
[4:03]
so they got those replaced and they are
[4:05]
coming back in to complete that work
[4:07]
this Friday. I don't know what time yet,
[4:10]
but we will coordinate with uh Ken
[4:12]
Sharon over at Carrier
[4:14]
when happens.
[4:16]
» Questions for Anthony on schedule?
[4:19]
» I have a bunch of questions starting
[4:21]
with EDI to start working on warranty
[4:23]
replacement planting. So, I saw in the
[4:25]
minutes that it said that that had
[4:26]
already commenced last meeting.
[4:29]
» Um, the provisions and getting the the
[4:31]
plants ready and inventory did.
[4:34]
» Is there a list of what's being
[4:35]
replaced?
[4:36]
» I could get you a list. I've been
[4:37]
requesting actually a list from them too
[4:39]
and a list of surviving plants from the
[4:41]
last two years for the embankment at the
[4:43]
Washbrook as well.
[4:45]
» Okay. Um, is what is the window to get
[4:48]
the fall planting done? I think you have
[4:50]
until October at some point until I
[4:53]
don't know what that exact date is.
[4:56]
Google it or ask EDI directly what that
[4:58]
that time frame is but basically
[5:01]
September and October I believe.
[5:03]
» Um
[5:06]
also I noticed that the ground coverings
[5:10]
um I don't know what type of plant that
[5:11]
was but it seems that they did not
[5:13]
really take hold. So, one of the ground
[5:16]
covering by the
[5:19]
trash receptacles and recycling that
[5:22]
seems to have taken, but the one that's
[5:25]
right on the concrete where people stand
[5:26]
by that tree, it's all just mulch. So,
[5:30]
is are the ground coverings were also is
[5:33]
that also
[5:34]
» If RTOR Sean flagged it and the uh EDI
[5:38]
have flagged it, it's going to get
[5:40]
replaced. But if not, I'll go take a
[5:41]
look before I leave. Take a picture of
[5:43]
it and I'll send it to
[5:44]
» Perfect. Um, can we also see the RTOR
[5:47]
and Sean report of what was flagged? I
[5:50]
just want to compare it to what
[5:52]
» Yeah, I could get that. I think that's
[5:53]
been distributed to the team a while
[5:54]
back. Uh, we were
[5:55]
» Is that the Excel document?
[5:56]
» That was the Excel document. That was a
[5:58]
while back.
[5:59]
» Make sense of that. There's no visual
[6:02]
» Any photos along to tag along with that
[6:04]
that list, but I will I will provide
[6:06]
that that director Segan list again.
[6:08]
» Okay. Um, I know it's been a while since
[6:11]
that list was derived because we weren't
[6:13]
in the planting season um at that point
[6:15]
in time. So, we had to wait for this
[6:16]
this time frame to get it done.
[6:19]
» When is the warranty up on the plants?
[6:22]
» That's a one year one-year warranty. So,
[6:24]
I would think
[6:25]
» October 28th.
[6:26]
» Yeah.
[6:26]
» Okay. So, the other question I have has
[6:29]
to do with the dog woods because I know
[6:31]
that
[6:31]
» Those were on the list.
[6:33]
» Oh. Oh, so the dog woods are going to be
[6:35]
replaced.
[6:35]
» Yes.
[6:36]
» Oh, that's great.
[6:38]
» A lot of not let us know. But again,
[6:40]
once DDI mobilizes here, we want to I
[6:42]
want to be here or somebody should be
[6:43]
here to take a look at what they're what
[6:45]
they're swapping out.
[6:47]
» Yep.
[6:47]
» And then my last question is to do with
[6:50]
the weeding.
[6:52]
» Is is EDI supposed to be cleaned up?
[6:55]
» When they're coming back to do the
[6:56]
plantings, they're going to clean up of
[6:57]
the beds and everything. And then at
[6:59]
that point, I think Matt, I think that's
[7:01]
when they're they're finished up.
[7:02]
» Okay.
[7:03]
and the bare areas that are mentioned,
[7:05]
that's the grass,
[7:07]
» The grass back in.
[7:08]
» They're going to they're going to rece
[7:09]
that and we're going to have them do the
[7:11]
the sidewalk up to the sidewalk that
[7:13]
» That's awesome. Thank you so much for
[7:14]
that.
[7:14]
» We're best to get them to do that.
[7:16]
» Okay. And I also noticed um right in
[7:18]
front of the glass facade between the
[7:20]
pinnoke. It also looks like there's some
[7:22]
bare spots in there.
[7:23]
» Well, we'll have to have that.
[7:25]
» Okay.
[7:26]
» Um
[7:29]
one more question about
[7:31]
and
[7:42]
» Too if anybody sees them out here too,
[7:44]
don't be don't be afraid to go out and
[7:46]
and you know chat with them and talk
[7:47]
with them as well.
[7:48]
» Okay. Sometimes I haven't seen them in a
[7:50]
while, but it just might be the timing
[7:52]
of when they come.
[7:54]
» We can come back to you.
[7:55]
» Okay.
[7:56]
» That was just about the EDI.
[7:58]
» Okay.
[7:58]
» You got other things?
[7:59]
» I got other things, too. um
[8:04]
for the AV room closet. So, this
[8:07]
proposal to fix it, what what does that
[8:10]
mean? Pressure relief and heat relief.
[8:12]
» Well, they're putting uh based on the
[8:14]
proposal request provided by the
[8:15]
engineer record and the design team.
[8:17]
We're putting in a larger vent and
[8:19]
another piece of duct work to vent the
[8:22]
pressure to alleviate that noise, the
[8:24]
pressure noise that we hear when we open
[8:26]
that that vestibial door up,
[8:28]
» As well as provide enough cooling and
[8:30]
ambient air temperature to allow it to
[8:32]
pass through to to cool off that AV
[8:34]
closet.
[8:35]
» Okay. So, because we know it's still so
[8:38]
warm in there and we're in the cooling
[8:40]
time frame, have we ever talked about
[8:42]
putting in a split unit?
[8:44]
» In the RFI that we asked a couple months
[8:47]
ago, actually, when we were dealing with
[8:49]
this issue, first and foremost, we put
[8:50]
the suggested solution of a split uh
[8:53]
system in there and it was struck down
[8:56]
and we've installed.
[8:58]
Currently, what we have now was was a
[9:00]
proposal request and now we're basically
[9:03]
proposal request. Let's call it number
[9:04]
two. contingent is making the openings a
[9:07]
little bit bigger with another another
[9:08]
piece of duck work.
[9:09]
» Okay. So, when that is done and we're in
[9:12]
heating season, can we test out what the
[9:14]
temperature is in that room? And if it's
[9:17]
still over 80° regularly, can we revisit
[9:21]
this solution?
[9:22]
» Yeah, it would have to be revisited
[9:23]
through RZ.
[9:26]
» Okay.
[9:27]
» We just build to it.
[9:28]
» We just build to it. Okay. um because
[9:30]
we're really concerned about that and it
[9:32]
impacting the the length of
[9:36]
» Of of course understood. That's a that's
[9:38]
a design team question.
[9:40]
» So okay, got it. Um
[9:46]
the the HVAC concerns.
[9:50]
So,
[9:52]
I see how short and sweet that is, but I
[9:55]
just want to for the record talk about
[9:58]
how we've had we're we've been having
[10:00]
HVAC meetings and just how complicated
[10:04]
this is this issue is. And I know we
[10:08]
keep saying there's just a few things
[10:10]
left, but those few things left require
[10:12]
many brains,
[10:13]
» Many people,
[10:14]
» And
[10:16]
things that we hope will work to get to
[10:18]
the next step.
[10:20]
So
[10:26]
I'm curious about this resequencing
[10:29]
one. So I know that we had the radiant
[10:31]
heating is still going on in our offices
[10:34]
even though it's not supposed to.
[10:35]
» It's part of the temporary systems right
[10:38]
now to control humidity within the
[10:40]
space.
[10:41]
» Okay, I see. So the new resequencing
[10:44]
» Will alleviate that issue. those those
[10:46]
radiant panels won't come on until that
[10:48]
set point is is set to where it's at
[10:50]
provide the adequate heat correct during
[10:53]
the during the heating season.
[10:55]
» Um and I'm I'm also curious about um
[11:01]
paying for resequencing.
[11:04]
You know I how many times have we paid
[11:06]
for resequencing at this point?
[11:08]
» We got a change order proof last last
[11:10]
committee meeting.
[11:11]
» So just once.
[11:12]
» Just once. Okay. Um,
[11:17]
and
[11:20]
when this work is done next week,
[11:24]
is that the end of the to-do list or is
[11:26]
there more things after next Thursday?
[11:28]
» That should be the end of the to-do
[11:30]
list, but after that work gets installed
[11:32]
and everything is in place, programming,
[11:35]
etc., we will have our commissioning
[11:38]
agent Vanzel coming in and doing some
[11:40]
final checks and balances of the
[11:41]
systems.
[11:42]
» Okay. All right. Uh they're going to be
[11:44]
reviewing the radiant heat. We're going
[11:45]
to be balancing the systems to those new
[11:47]
parameters, let's call it, based on the
[11:49]
resequencing.
[11:51]
» Then that should be
[11:54]
should be it.
[11:54]
» Okay. Okay. Good. I'm hoping that that
[11:57]
is
[11:57]
» I'm hoping say rosary say a couple
[12:00]
prayers
[12:01]
» With the exception RTU number two.
[12:04]
» Those parts have not been promised.
[12:06]
» Right. So those so those parts that
[12:08]
remember those wire harness issue that
[12:10]
they were replacement under warranty.
[12:11]
They are still they can't seem to find a
[12:14]
part or piece for that. That would be
[12:15]
the only thing that's left. But again,
[12:17]
air number two is functioning. Well,
[12:20]
they my understanding is they repaired.
[12:23]
They're promised to replace. Correct.
[12:26]
That's well said. We have everything we
[12:28]
need, but it's a repaired item and we're
[12:32]
going to get a new item. Wiring
[12:35]
at some point. One carrier who gets
[12:37]
their head out of the sand.
[12:40]
Um,
[12:42]
» And
[12:43]
I I know that we were still finding
[12:46]
things, the compressors not being
[12:48]
online, whatever that issue was.
[12:51]
» Um,
[12:54]
I'm just worried that since we didn't
[12:56]
take that into account and we were doing
[12:58]
all of these things, how that impacts
[13:02]
all the things that we did. That makes
[13:04]
sense. It should. It should.
[13:07]
Um,
[13:10]
I think I think that that is it. Then
[13:13]
» I I just want to amend
[13:16]
how you open that whole sequence,
[13:19]
Elizabeth.
[13:19]
» Okay.
[13:20]
» You're correct. Complicated. A lot of
[13:22]
people involved, but that's behind us
[13:26]
and we're looking at the solutions as a
[13:29]
result of everybody getting involved and
[13:32]
figuring it out. And now it's probably
[13:36]
going to get done and you we're there.
[13:38]
So, you know, I don't want people to
[13:41]
feel alarmed that oh my god, there's
[13:43]
still things that aren't working and it
[13:45]
doesn't and this and you know, we're in
[13:47]
a really good place with this. It's
[13:48]
taken a very long time. Um, but uh
[13:53]
unfortunately that's kind of the nature
[13:54]
of this.
[13:56]
Anytime you try and do anything in
[13:58]
construction, it takes longer than you
[13:59]
think.
[14:00]
» Yes. said, "If it was as simple as going
[14:02]
to my grandmother's house and turning on
[14:04]
the window unit and setting the
[14:05]
temperature and call it a day, we're
[14:06]
good."
[14:07]
» So, um, no, I I I feel good about where
[14:10]
we're at with with all this. Um, so
[14:16]
» We're saying the same thing at our next
[14:17]
meeting.
[14:18]
» We're saying the same. Okay. And I found
[14:20]
what I did not ask about in regards to
[14:22]
EDI, and that was the native grasses
[14:27]
» They're growing in.
[14:28]
» Okay. So,
[14:29]
» We're not going to mow them down.
[14:30]
Nobody's going to touch them. We're
[14:32]
gonna let them grow.
[14:32]
» Okay. And that was what was originally
[14:35]
designed for the native.
[14:37]
» Correct.
[14:38]
» Good. So, what we are seeing is what's
[14:40]
going to remain.
[14:41]
» Yes.
[14:41]
» Okay.
[14:41]
» As long as it doesn't get mowed down or
[14:43]
some sort of maintenance on there. So,
[14:45]
we were told we can only mow it once a
[14:47]
year,
[14:48]
» Right?
[14:49]
» And that's to allow the water to come up
[14:51]
and down as needed. If anything,
[14:53]
» Everything the vegetation to grow. I
[14:56]
don't know if it's like a wildflower mix
[14:57]
type of thing, but
[15:00]
» In the days.
[15:00]
» Sorry to inter interrupt, but Scott's in
[15:03]
the waiting room. He's texting me. I'm
[15:05]
sorry to interrupt.
[15:12]
» Thank you. Sorry to interrupt.
[15:14]
» Please let Scott in.
[15:16]
» Okay.
[15:17]
» Thank you.
[15:18]
» Okay. Don't be late.
[15:21]
» And I guess I have one more question
[15:22]
that's related to the budget. Are we
[15:25]
still holding money for the HVAC
[15:27]
repairs?
[15:29]
» That segway right into that.
[15:31]
» Perfect.
[15:32]
» Yes, that's new business.
[15:36]
» Okay, you're good, Elizabeth?
[15:37]
» Yes. Thank you.
[15:38]
» Other questions for Anthony at this
[15:40]
point? Matt,
[15:40]
» Just have one. The EDI where it mentions
[15:43]
about the bank planning of those plants.
[15:45]
Where where did we
[15:48]
not exactly sure where we left off
[15:50]
» Right now? There's a there's some things
[15:52]
happening. I got to get the list of
[15:53]
plants that hopefully have survived the
[15:56]
two years that they have been, you know,
[15:58]
being held. Um, and the other question
[16:01]
is is the potential cost associated with
[16:04]
those plantings at the embankment right
[16:07]
now that we have this wildflower mix or
[16:09]
not the wildflower, the conservation mix
[16:10]
that's growing that was originally
[16:12]
planted that seems to be taken off fine.
[16:15]
EDI was, you know, instead of filling
[16:18]
that off and redoing it again and
[16:20]
everything's growing back fine, you
[16:22]
know, they they think there's going to
[16:23]
be some additional cost through them for
[16:26]
those embankment plantings. So, that's
[16:28]
kind of where there's a two-step process
[16:30]
here. What plants have survived, if any
[16:32]
at all, at this point in time, and then
[16:35]
what the potential cost would be for the
[16:37]
labor installation for
[16:39]
what?
[16:43]
» It's all part of that. It was all part
[16:44]
of the original the original original
[16:46]
contract. So what what survived for the
[16:48]
original contract at those would be
[16:50]
installed if they survived or if they
[16:54]
didn't survive we would have to
[16:55]
repurchase them. Same kind. This is a
[16:59]
design.
[17:03]
Excuse me.
[17:06]
Anything else? Any questions for Anthony
[17:08]
at this point?
[17:10]
Okay. Next, Anthony.
[17:11]
» All righty. Let's go down to item V
[17:13]
here. Requisitions and potential change
[17:15]
orders,
[17:16]
» Which I have to speak that go ahead.
[17:19]
Okay. Um, this requisition was not uh
[17:23]
shared with the committee in advance
[17:25]
because it came in late
[17:27]
» And therefore
[17:29]
being an item uh pay item
[17:33]
um and it's special meeting,
[17:36]
we need a motion here to allow the
[17:40]
submittal of this invoice uh for review
[17:43]
and possible approval.
[17:46]
» So moved by Mr. Burman, second by
[17:50]
Patrick.
[17:51]
» Discussion.
[17:53]
Uh, all in favor of approving the
[17:56]
motion, please say I.
[17:57]
» I.
[18:00]
» And any nays?
[18:03]
Chair votes I. And that did require
[18:05]
two/3 which we have. So that motion
[18:08]
passes. And now you may proceed.
[18:11]
» Right. I don't
[18:13]
» Let me go into
[18:14]
» We're going to do the same thing with
[18:15]
the McMahon anyway.
[18:16]
» Right. I don't know nothing about
[18:17]
McMahon just prove
[18:21]
» All righty. June 2026 requisition has
[18:24]
been revised. Uh the last meeting that
[18:26]
we had it got tabled the MJ daily costs
[18:30]
in their final final billing as well as
[18:32]
their retainage. We have since then
[18:34]
pulled out the the MJ daily billing. We
[18:37]
have pulled out their retainage billing
[18:39]
request. So this June requisition in
[18:42]
summary here um is going to be for the
[18:46]
contractors that I'll talk about in a
[18:48]
second. But Maniffort right we have the
[18:50]
plaza issue with the course and that
[18:53]
issue being taken care of right now with
[18:55]
the analyticals and the data on that.
[18:58]
But we did process Maniffort retainage a
[19:01]
while back before the concrete plaza
[19:03]
became an issue back in January of 2026.
[19:06]
Um of 117,7332.37
[19:12]
has been paid that we are holding the
[19:15]
money um on on Maniffort until we get
[19:18]
and figure out what's going happen at
[19:20]
this plaza. Okay. So that money is the
[19:23]
remaining payment to our subcontractor.
[19:25]
» What was that figure again? $17,732.37.
[19:32]
» Yep. Current remaining retainage to be
[19:35]
build. The only subcontractor left that
[19:37]
we have current billings to do and
[19:39]
retainage that has to be built still is
[19:41]
MJ Daily of $157,766.93.
[19:48]
This is pending the carrier issues. So,
[19:50]
no processing of the retainage is going
[19:53]
to be on this June 2026 requisition.
[19:57]
Once approved, if approved, the June
[20:00]
2026 requisition has repa retainage
[20:03]
billings and release of payment to AEG,
[20:06]
who is a Tyler flooring contractor, and
[20:08]
AEG, who is our resilient flooring
[20:12]
contractor. Uh we have two two retainage
[20:15]
release uh amounts there. Uh once this
[20:17]
requisition does get approved by the
[20:19]
committee tonight, those will be
[20:20]
released to AEG as there are no no punch
[20:23]
list or no warranty issues with them
[20:25]
currently.
[20:27]
So tonight we are looking for this
[20:30]
requisition in amount of $55,866.72
[20:35]
cents to
[20:37]
» So moved
[20:39]
» By Mr. Ike.
[20:40]
» We have a second
[20:42]
by Mr. Berman. Um, I'd also like to note
[20:45]
that um in addition to theund
[20:49]
approximately 158,000 being retained uh
[20:53]
on MJ Daly's contract, there is another
[20:57]
$24,916
[21:00]
plus a $9,000 change order on top of
[21:02]
that of money being held
[21:03]
» Which is which is not being which is
[21:06]
still yet to be paid.
[21:07]
» Correct. So in essence, you have about
[21:09]
$185 $190,000
[21:13]
till they finish.
[21:14]
» I just have a question. How you get to
[21:15]
the $55,000 total for that?
[21:18]
» The $55,000 is the billings on this
[21:21]
period, right?
[21:22]
» Uhhuh.
[21:25]
» All the way here at the bottom plus the
[21:27]
retainage release that was on the A2
[21:29]
contract. So it only shows up on the
[21:31]
cover page because the retainage
[21:33]
deduction goes down and it goes into the
[21:35]
current payment, too. See? Yep.
[21:40]
Other questions,
[21:42]
comments?
[21:46]
All right. All in favor of a motion to
[21:47]
approve uh application and ser
[21:50]
certificate for payment number 35 in the
[21:53]
amount of $55,866.7.
[21:58]
Please say I.
[21:59]
» I.
[22:00]
» I.
[22:01]
» I.
[22:03]
M.
[22:06]
passes. Thank you, Anthony, for that.
[22:10]
What else you got?
[22:11]
» Let's keep swimming here. Budget and
[22:12]
pending PCOS. We currently have none. I
[22:16]
just want to go quicker only uh synopsis
[22:20]
here of of the budget where we came in
[22:23]
with our GMP all the approved change
[22:25]
orders 1 through 29 to date with our GMP
[22:28]
costs here. You'll see that there are no
[22:30]
penny budget changes currently
[22:33]
in the block. And the total amount is
[22:35]
28,271,584.25.
[22:40]
And then you get into your CM uh CM
[22:43]
contingency of what we have. We have our
[22:45]
expenditures approved PCOS uh with a
[22:48]
remaining contingency balance of $93,359
[22:54]
uh with the projected balance coming
[22:55]
back of $93,359.
[22:58]
And that that is checks and balances. If
[23:01]
you want to look back at the
[23:02]
requisition, right, with all the
[23:04]
expenditures to date, we don't have any
[23:06]
pending ones. You see here, $93,35
[23:10]
$359
[23:13]
and that was all previous PCOS change
[23:16]
orders. A big chunk of that was when we
[23:17]
had the whole soils issue on the Riley
[23:19]
lot that we had removed. Um, but again,
[23:22]
here we are and uh this is what coming
[23:25]
back.
[23:26]
» Okay, question is for Anthony. You sent
[23:28]
me that or did you already? I can send
[23:30]
you to this. No problem.
[23:33]
And the last one here, official PCOS and
[23:35]
looking for committee approval tonight
[23:36]
is nothing.
[23:40]
» Good item.
[23:41]
» The first.
[23:42]
» That's a first. Maybe from the first
[23:44]
meeting we originally had 100 meetings
[23:47]
ago.
[23:48]
» That's the light at the end of the
[23:49]
tunnel right there.
[23:50]
» Right there.
[23:53]
questions for
[23:54]
» Concrete update about the plaza where we
[23:57]
» Yeah, right here we have a proposal uh
[23:59]
the concrete plaza coring has been
[24:01]
submitted. There was a 6 to8 week lead
[24:03]
time on that. So, we're waiting to get
[24:04]
those analyticals back sometime in
[24:06]
midepptember.
[24:07]
» We mid September.
[24:08]
» Another middle week. We are
[24:12]
» Not the middle
[24:14]
midsepptember would be anything middle
[24:16]
of next week on
[24:18]
» Yep. We're close. We're pushing pushing.
[24:23]
» All right.
[24:25]
We have anything else for Anthony on
[24:26]
pro?
[24:31]
» No. Uh there any chance there might be
[24:34]
any more age orders for proer?
[24:38]
» I don't see it at this point in time. If
[24:40]
there's a few handled back charges, you
[24:42]
get it doesn't wouldn't matter. Uh it
[24:44]
would be zero cost. Um but other than
[24:46]
that, there's there's no pending ones at
[24:48]
this point in time.
[24:50]
» Unless the AV solution doesn't work.
[24:52]
» Unless the AV solution does not work.
[24:55]
We're holding out $40,000 for that
[24:58]
potential
[25:00]
or round three of that. Hopefully not.
[25:04]
» Rely on our our design team for that and
[25:06]
the engineering involved with that. Um I
[25:08]
know RZ had the cut sheets, all the EV
[25:10]
equipment in that space. Um what kind of
[25:13]
heat it produces. So hopefully this this
[25:16]
this solution goes goes through
[25:18]
correctly.
[25:20]
» Okay. So that present on and that
[25:23]
$93,000
[25:25]
gets released from construction
[25:28]
contingency over owner's contingency
[25:33]
» Right now. That means our owners
[25:34]
contingency is in a minus category.
[25:40]
» All I know is that the $93,000
[25:43]
has been taken into consideration in our
[25:46]
overall pick.
[25:47]
» Right. I understand.
[25:48]
» Right.
[25:50]
Because theoretically
[25:52]
we have $84,000
[25:56]
available to us. It's not committed
[25:59]
» Theoretic
[26:00]
» Inclusive of that
[26:02]
» Right 93. Yes. Yes.
[26:04]
» Which means that we have we're sitting
[26:06]
on a minus 9,000 under contingency
[26:10]
because 93 is over there
[26:12]
» If you carve out procer.
[26:15]
» Right.
[26:15]
» Correct. Correct. But but we're looking
[26:18]
at both Understand?
[26:19]
» Yes. Yes.
[26:20]
» My point is just to clarify not only
[26:24]
just for myself but for anybody what
[26:27]
that 93,000 really means. Isn't extra
[26:31]
money sitting there.
[26:34]
It's already basically accounted for.
[26:36]
» Some of it.
[26:37]
» Yeah.
[26:37]
» Some of it is
[26:38]
» Some of it's basically accounted for.
[26:39]
» Well, I just want to make sure that's
[26:42]
clear to everybody
[26:43]
» In the completion of of McMahon
[26:45]
Winenberry. Yes.
[26:47]
because everything's in basically one
[26:49]
piece in
[26:50]
» Correct in that sense
[26:54]
else proper.
[26:58]
Okay, thank you Anthony
[27:03]
disappointed. All right, let's go
[27:05]
to your buddies. Uh we got Johnny DS is
[27:08]
here. Scott's here.
[27:11]
» Good evening everyone. How are you?
[27:14]
» Screen.
[27:17]
» All righty. I apologize. I'm not there
[27:19]
in person. I'm actually covering a
[27:21]
second shift at the school in Norwich
[27:23]
for some punch list work. So,
[27:27]
um I'll go down our project update. Um
[27:30]
sidewalk activities made some progress
[27:32]
throughout the month of August with
[27:33]
subtle significant exterior construction
[27:35]
milestones achieved. Um the biggest
[27:38]
being the parking lot um has been
[27:40]
completed.
[27:42]
Um they have completed my other has
[27:45]
completed 100% of the project's planned
[27:47]
concrete work which includes the pergola
[27:49]
which has been which was approved last
[27:51]
building committee meeting. Um further
[27:53]
on the agenda we have that um price on
[27:57]
the change order tied up based on some
[27:59]
tickets TNM tickets.
[28:02]
Current site work activities focus on
[28:04]
the preparation of the of the remaining
[28:07]
landscape and specialty paving
[28:08]
improvements. um most noticeably the
[28:11]
porest pavement uh at the children's
[28:14]
garden area. Work is underway in uh
[28:17]
preparation for that subgrade and as
[28:19]
they subgrade in the stone base for that
[28:21]
area. Um proper prep preparation for
[28:25]
underlying subgrade and stone base is
[28:27]
necessary is necessary to support that
[28:29]
porest pavement and its drainage
[28:31]
performance. So that is what's going on
[28:33]
at the moment. Um with they're also
[28:36]
working on the grading at the rain chain
[28:38]
system. the bowl um that's going to be
[28:42]
off the roof uh the way the the storm
[28:46]
drainage collects the water through a
[28:48]
special rain chain system.
[28:51]
Uh site work activities continue um
[28:54]
throughout September and include that
[28:55]
porous pavement, the completion of the
[28:57]
landscaping and the final pavement line
[29:01]
striping.
[29:03]
Um I want to note that RTOR and Sean has
[29:05]
been to the site and they provided a
[29:07]
field report. Um, one of those uh field
[29:11]
reports, the biggest one had a
[29:12]
deficiency with the curbing um is
[29:15]
currently being reviewed with Mather on
[29:16]
a uh to provide an acceptable fix. The
[29:20]
timeline of that it is to be uh is to be
[29:24]
determined in beginning of next week uh
[29:27]
given it's acceptable.
[29:30]
Um any questions on anything regarding
[29:34]
the update? That's the same one that you
[29:37]
sent me via email, right?
[29:39]
» Yes. Yes, sir.
[29:41]
» Question is for Johnny. Have one
[29:44]
Patrick.
[29:44]
» Thank you, Mr. Chair. I just Johnny,
[29:46]
this may be actually a question for
[29:48]
Jeff. I think we had talked about uh
[29:51]
painting
[29:52]
along the roof line on the outside of
[29:55]
the building to make it more
[29:57]
um he was going to investigate.
[30:00]
» Oh, okay. So, so there's no update
[30:02]
really on that.
[30:03]
» No, I got to pick the color. So, I'm
[30:05]
going to I'll drive over there and and
[30:07]
take some good photos when the light's
[30:09]
good and just figure out uh which color
[30:12]
would be nice to do. Um, also, one quick
[30:16]
thing is that I've calculated with rock
[30:18]
the uh amount of water that's coming off
[30:20]
those folder roofs, which is how we size
[30:22]
the scupper. And I'm looking at a
[30:25]
funnel-shaped rain chain um that will
[30:29]
have an opening, a little wide opening
[30:31]
so we don't have water splashing around
[30:33]
just a normal chain and then that'll run
[30:35]
the heat trace in it too. So I'm getting
[30:37]
close to picking one. Um and then
[30:40]
sharing it with everybody. Uh we'll get
[30:42]
Matt's input on it and Glenn's input.
[30:45]
So, the idea, the goal here is to do
[30:46]
something that looks beautiful
[30:47]
aesthetically that's going to tie into
[30:49]
the children's garden, but also, you
[30:51]
know, which will be a sculptural kind of
[30:53]
element, but also uh be uh have a have a
[30:57]
top cone that's wide enough to capture
[31:00]
any heavy rain that might be coming down
[31:02]
there. I know that my opening is about
[31:04]
three three and a half inches at the end
[31:06]
of this cuper. So, I'm working on
[31:07]
getting something that's four four and a
[31:09]
half at the top so that we can contain
[31:12]
the water as a sculpture element and not
[31:14]
have it splash all over the place. So,
[31:15]
I'm working on that as well. So, those
[31:17]
are two things that I got to I got to
[31:19]
do. I'm working on
[31:21]
» And I think I think with that color up
[31:22]
there, I think it will just completely
[31:24]
transform the the library. I mean, we're
[31:26]
already close with the canopies and the
[31:28]
children garden, everything, all the new
[31:29]
work that we're going, but once we do
[31:31]
that, I think that it'll really pump it
[31:33]
really look good for the community. So,
[31:37]
Thank you John also that rain chain has
[31:40]
not been accounted for in any type of a
[31:44]
uh public works is providing the plane
[31:48]
» They're paying for it as far as I know
[31:51]
by others we'll we'll discuss has a
[31:54]
funny look on his
[31:56]
let's see what let's see what Jeff picks
[31:58]
for us and then we'll
[32:00]
» Yeah I'll I'll work with Matt and Glenn
[32:02]
on that too because I know they have
[32:04]
options of stainless and aluminum Um,
[32:05]
and LUIM is non-corrosive and it's
[32:07]
probably less expensive. So, um, and it
[32:10]
might even pull nicer into the the color
[32:12]
of the canopy. So, I'm I'm looking at
[32:15]
all options. So, don't be alarmed. I'm
[32:17]
not going to pick a million dollar rain
[32:18]
chain. So,
[32:21]
» There may be one
[32:22]
» Donated by TSKP.
[32:25]
» Actually, actually, it' be nice to just
[32:27]
have somebody fabricate that thing if
[32:29]
they can work in stainless. It' be TIG
[32:30]
welding. So, it' be nice to do some have
[32:32]
an artist do something really cool.
[32:34]
Anyway,
[32:36]
» Right. Other questions for Johnny. Uh,
[32:38]
Mr. Burman, and then we'll go to Matt.
[32:39]
» Thank you, Chair. Uh, Johnny, what's the
[32:42]
problem with the curbing?
[32:44]
» So, the issue with the curbing is at the
[32:46]
end of the transition where the curbing
[32:50]
dies down and transitions into the
[32:53]
adjacent material. In this case, it's a
[32:55]
sidewalk. In this case, it's the
[32:56]
remaining of a different type of system.
[32:59]
Um, the issue was that
[33:02]
Mather didn't provide a 3-FFT transition
[33:05]
piece. As you see here, it's not sloped,
[33:08]
and they they caught it a little too
[33:09]
late where the concrete curving had um
[33:13]
had gotten too cool, so it couldn't be
[33:15]
as easily uh maneuverable. So, um that's
[33:20]
that's the issue at the moment. It's
[33:21]
it's not um uh it's not acceptable at
[33:26]
the moment.
[33:27]
» Okay. Thank you.
[33:29]
an error on the contractor's part.
[33:32]
» Yes.
[33:33]
» Should be no cost to us.
[33:35]
» Correct. Matt,
[33:36]
» I just was wondering, Johnny, do you
[33:38]
have any updates on the boulders? I know
[33:40]
I've been working with Jason this week
[33:42]
on the boulders. And
[33:44]
» Um I know that Jason said that he was in
[33:48]
uh possession of a couple boulders, more
[33:51]
specifically the smaller types. I think
[33:53]
it was type one through three. Um and
[33:55]
he's in contact with Gary um with RTOR
[33:58]
and Segan to see if those are
[33:59]
acceptable.
[34:00]
» Okay.
[34:00]
» Um that's where we're at the moment.
[34:02]
There was correspondence back and forth
[34:04]
today between the two of them to try to
[34:06]
come to a resolution of the boulders
[34:07]
that they had are acceptable.
[34:09]
» Um and I think where we left it is that
[34:12]
Gary wants to see the boulders um in
[34:14]
person rather than a photo.
[34:16]
» Okay. Thank you.
[34:19]
» Uh Glenn, you still have your hand up?
[34:21]
» Uh no. I had the same question as Matt
[34:23]
did about the boulders.
[34:25]
» I'll I'll have um I'll have Jason reach
[34:28]
out to you, Matt, tomorrow. I I
[34:31]
» Yeah, he'll reach out to you guys
[34:32]
tomorrow. I know that he's kind of
[34:34]
spearheading an alternate, smaller, more
[34:38]
maneuverable boulder.
[34:41]
» Anything else, Elizabeth? I just wanted
[34:43]
to second the need to have those
[34:46]
boulders be more symmetric and smaller
[34:49]
in line with the original design of the
[34:52]
children's reading garden. So, I'm I'm
[34:54]
glad to hear that we're looking at that
[34:57]
and I hope that the committee can follow
[34:59]
that conversation and if needed um help
[35:04]
make that happen immediately.
[35:08]
» Okay.
[35:10]
So, does that mean the Phil the boulders
[35:12]
that were at Philly Park are not
[35:14]
acceptable? They're too big. Oh, okay.
[35:16]
So, I missed that part in between them.
[35:19]
I
[35:19]
» Really didn't know till this week. We we
[35:21]
relocated them all over there. Yeah.
[35:23]
» But then when the architect, I guess,
[35:26]
saw them,
[35:27]
» Suddenly decided they're not going to
[35:28]
fit.
[35:29]
» Okay. Okay. So, I thought he had
[35:31]
» They reached their final destination.
[35:33]
Now, they can find a home somewhere on
[35:34]
the property at this point.
[35:36]
» He measured them. He went there and
[35:37]
actually grown on the way over.
[35:40]
» Yeah.
[35:42]
» Older farm somewhere. He would not have
[35:44]
» Like Glenn said, we're not moving them
[35:46]
again. We moved them there. So
[35:49]
» Okay. Well, thank you. I
[35:51]
» Have a tag sale. That's right.
[35:54]
» You move it.
[35:55]
» Okay.
[35:56]
» Uh other questions for Johnny.
[36:00]
» Right. Johnny, you
[36:02]
» Thank you. Uh we'll continue into the
[36:04]
requisition in the PCO section. Um first
[36:08]
up is the requisition. Uh I apologize
[36:11]
for not getting it to the committee
[36:13]
earlier, but we do have a printed copy I
[36:15]
believe on the table. Um Mark, we're
[36:19]
looking to approve I believe
[36:21]
$287,897.50.
[36:28]
Joe,
[36:28]
» We're okay on this one.
[36:29]
» Well, my question is is
[36:33]
We're not paying downs to 287, right?
[36:36]
We're paying to
[36:38]
Mather. We have the town has a contract,
[36:41]
correct,
[36:42]
» With Mather,
[36:43]
» Right,
[36:43]
» For this. So,
[36:46]
Mather's submitting an invoic. I don't
[36:47]
want things getting paid twice.
[36:50]
» Joe, uh, Downs didn't submit an invoice
[36:53]
for this committee meeting. We did that
[36:55]
last meeting. Um, this is strictly for
[36:56]
Mather Corporation, who has yet to
[36:59]
submit an invoice for this entire
[37:00]
project yet.
[37:02]
um they had some scheduled value issues
[37:04]
that had to be worked through and it
[37:06]
took some time on their part. So they
[37:08]
finally got through it and through the
[37:10]
review of their billing and this is
[37:12]
their very first billing.
[37:14]
» Okay. So this is being paid to Nather,
[37:18]
not to Downs.
[37:19]
» Correct. We're just facilitating the
[37:21]
invoice to you. Um the payment does not
[37:23]
go to Downs for us to pay them. We don't
[37:26]
have a contract with them. We're just
[37:28]
simply uh facilitating as we've been
[37:30]
asked to.
[37:35]
» Yeah. So, this is permitted and uh we
[37:38]
don't need any special motion on this
[37:40]
submitted. Submit. Okay. We're good.
[37:43]
» All right. Uh do we have a motion to
[37:45]
approve this uh application number one?
[37:48]
» Move.
[37:50]
» Moved Mr. Burman.
[37:52]
» Moved by Mr. Burman. Second by
[37:56]
» Second
[37:56]
» Patrick. Thank you. All right. Uh
[37:59]
discussion and questions.
[38:07]
Hearing none. Uh all in favor of
[38:09]
approving application and certificate
[38:11]
for claim for uh Mic corporation
[38:15]
application number one in the amount of
[38:16]
$287,89750.
[38:21]
Please say I. I
[38:24]
» Naining
[38:27]
motion passes
[38:29]
right. Thank you for that. What else?
[38:32]
» Thank you.
[38:34]
» Um we do have some budgeted PCOS I'd
[38:37]
like to go through first. Um first is
[38:39]
PCO number six which has to do with
[38:42]
flattening the front lawn soil. Um we
[38:45]
did receive a TNN ticket from Mather. Um
[38:47]
that we are just awaiting a PCO from
[38:49]
them with a cost associated to the work
[38:52]
applied.
[38:53]
Um PCO number eight and next one is a
[38:56]
test pit of yard drain number five. The
[38:59]
amount of $300 was requested and uh
[39:03]
that's the budget for that.
[39:06]
And we had PCO number nine irrigation
[39:09]
sleeves installed for future use. Um,
[39:12]
this was a request from the DPW, I
[39:14]
believe, to install irrigation sleeves
[39:16]
underneath the parking lot for uh for
[39:19]
the intended use of in the future. Um,
[39:22]
that's showing a budgeted amount, excuse
[39:25]
me, of $1,000. So, we have PCO 6, 8, and
[39:29]
9 shown as in front of you.
[39:34]
» We'll hear again from from from you on
[39:36]
those when we get firm uh
[39:38]
» Firm numbers. We aren't going to pay for
[39:42]
flattening the front lawn
[39:44]
before we do an irrigation system, are
[39:48]
we? Or how's that going to work?
[39:49]
» Well, they they had to flatten it, so we
[39:52]
can't move.
[39:52]
» Okay. That was I just didn't want it be
[39:54]
torn up twice.
[39:55]
» I know.
[39:57]
» Correct. Okay. I'll move on to official
[40:00]
PCOS if that's okay.
[40:02]
» Yep.
[40:02]
» Okay. Official PCO. Um last um committee
[40:07]
meeting we approved a not to exceed
[40:09]
number of uh $12,000. Um since then
[40:15]
Mather has provided a
[40:18]
uh cost based on their labor and they
[40:20]
have added a TNM ticket. Um the cost
[40:23]
that we are looking to approve um and to
[40:26]
amend PCO number seven from before the
[40:29]
final hard price is $11,4346
[40:38]
and we have a motion to approve that.
[40:40]
» I move approve the number seven amount
[40:43]
of 11,4346
[40:47]
» By Mr. Burman seconded by
[40:52]
second Patrick.
[40:53]
» Thank you very much.
[40:55]
» Questions, comments? Lois
[40:57]
» Taxes removed.
[40:59]
» Tax is removed. Deb. Yes, please.
[41:02]
» And the description of the project.
[41:05]
Last time we talked about needing to do
[41:07]
this now before the perky pave was laid
[41:12]
so that we didn't have to dig it up and
[41:14]
do it later. There is a statement in the
[41:17]
uh description of this on the on the for
[41:21]
the CPO that says this work will require
[41:25]
excavation through the completed perky
[41:28]
pave markup errors that have already
[41:31]
been installed.
[41:33]
So now I'm confused.
[41:36]
It's not I don't believe that's the
[41:38]
actual perky pave. I believe that's the
[41:40]
m mark area that they were laying base
[41:43]
for. No, I I believe that they're going
[41:45]
to pour, correct me if I'm wrong,
[41:46]
everybody, but I believe they were going
[41:48]
to pour I think a 2 inch or less just
[41:50]
over the top of those
[41:52]
» Foundations, but I think they ended up
[41:54]
pouring them a little bit tall according
[41:55]
to Gary, which is fine. So that would
[41:57]
just mean um the anchoring of the
[42:00]
pergola would uh go through the perk
[42:03]
down to the foundations. So whether
[42:06]
that's a circle that's cut out for them
[42:08]
to do the attachments and um expose the
[42:12]
uh circle of the foundations um or
[42:15]
replace it with that perky pave section.
[42:17]
Um but there is a whole procedure to do
[42:19]
that. So I mean that's my understanding.
[42:21]
I mean that's pretty much sequence wise
[42:23]
that's the only way we can really do it.
[42:25]
So we wanted to get that perky pave over
[42:27]
everything um so that when the future
[42:29]
pergola comes then we can actually just
[42:32]
attach it to uh the footings and
[42:35]
foundations.
[42:37]
» So so that statement Lois is what's
[42:39]
coming in the future.
[42:40]
» Yeah.
[42:41]
» When installed
[42:44]
» Uh a circle have to be cut out above
[42:47]
each one of these.
[42:48]
» Yeah. So the confusing thing here is and
[42:49]
I agree with Lois the word excavation.
[42:52]
There's not going to be any excavation.
[42:54]
So it's basically localized uh
[42:56]
connection to the pergola.
[42:59]
» Thank you.
[43:01]
» Other questions?
[43:06]
» Right. All in favor of the uh Mather
[43:10]
Corp uh cost for the
[43:15]
Corta Foundations and the amount of we
[43:17]
have that amount again 11,446
[43:21]
or 346 cents. Please say I.
[43:24]
» I.
[43:25]
» I.
[43:26]
» I.
[43:26]
» Any nays?
[43:29]
Anybody abstaining?
[43:32]
Passes.
[43:33]
» Thank you.
[43:34]
» Thank you. Um All right. I got some
[43:36]
photos here at the end of my agenda. I'd
[43:38]
like to share. Um the maintenance strip
[43:41]
here shown around the uh this is the
[43:44]
south um elevation.
[43:47]
Um, we got the concrete uh, excuse me,
[43:51]
the uh, parking lot pavement here. See
[43:55]
the uh, the buminous curb as well.
[44:00]
Another photo of the maintenance strip.
[44:04]
Here's a nice photo of the pavement.
[44:08]
Another photo of the pavement. This is
[44:10]
for the future dumpster pad location.
[44:13]
Dumpster location.
[44:16]
And that was it. 77.
[44:20]
Thank you everyone.
[44:23]
» Any last questions for John?
[44:25]
» It's such an extreme difference for
[44:27]
anybody who drives by what and what is
[44:30]
now. Like looks so much cleaner.
[44:34]
» Great.
[44:36]
Okay. Thank you, Johnny. Thank you,
[44:38]
Scott.
[44:40]
» Let's go to uh our architect, Jeff. Got
[44:44]
anything for us tonight? Uh, other than
[44:47]
reviewing RFIs and submitts as they come
[44:49]
in, I know I got to pick the color for
[44:52]
the upper part of McMahon Library. Um,
[44:56]
and the rain chain. So, that's basically
[45:02]
on my hot list to do like everything
[45:04]
else. Gary's been out there to do his
[45:06]
field reports, so he's catching things
[45:09]
as I go. So, so far I think um between
[45:13]
DS and Gary checking things over and
[45:15]
making sure they're doing things right,
[45:16]
I think we're in good shape.
[45:19]
» Great questions for Jeff.
[45:23]
» All right. Thanks, Jeff.
[45:26]
» All right. Uh purchasing
[45:29]
Joe, you got something else before we do
[45:30]
that. I think you had a couple of
[45:34]
proposals.
[45:35]
» I did. I had the uh proposal for the
[45:38]
irrigation. Ah,
[45:40]
» I can hear that. That's coming.
[45:42]
» Yes, that was uh sent out.
[46:04]
There's the first one.
[46:09]
» So, this is for the irrigation work. Uh,
[46:12]
I did receive three quotes. They were
[46:14]
obviously the cheapest. $12,111.
[46:19]
It includes nine zones. uh be 67 heads I
[46:23]
believe total.
[46:25]
Um
[46:28]
so looking for
[46:32]
we have a motion to approve.
[46:33]
» So moved
[46:34]
» By Mr. I second
[46:37]
» By Mr. Burman. Questions?
[46:41]
» There's tax in here.
[46:47]
723
[46:49]
» Uh tax.
[46:51]
» No problem.
[46:53]
» I'll be sure they've
[46:57]
» 112
[47:01]
» 23
[47:03]
» $11,388.
[47:07]
» Thank you. Thank you, Clark. Is that
[47:12]
Patrick?
[47:13]
» So, where do we have this in our budget?
[47:16]
Was this part of it?
[47:18]
» Uh, no sir. We were going to gather that
[47:20]
during the project. We we left it out.
[47:22]
We planned for it. You know, we put the
[47:24]
sleeves in and did everything. We we
[47:27]
said we would, you know, reach out.
[47:29]
Mathers didn't want it. They didn't have
[47:31]
anybody. We tried to go through them,
[47:33]
but they didn't have anybody that would
[47:34]
do it.
[47:35]
» So then we reached out on our own to get
[47:38]
three quotes. And
[47:39]
» So is this coming out of our
[47:40]
contingency?
[47:41]
» This would come out of our contingency.
[47:42]
Okay. I mean I I have asked Joe um to as
[47:47]
he's been doing to you know keep us on
[47:50]
track with our remaining. So
[47:55]
» This is the first thing as far as I know
[47:56]
though that's come out kind of
[47:58]
» Oh no the um the foundation
[48:00]
» The foundation and uh and then those we
[48:03]
have three PCOS that
[48:06]
» That are coming yeah but right now
[48:09]
» Ones that as far as approval it's so
[48:11]
we're looking at like maybe 24,000
[48:15]
» Out of our right
[48:18]
» Okay my question thank you
[48:22]
» All All right. All in favor of approving
[48:24]
the Fornier irrigation
[48:27]
uh proposal in the amount the revised
[48:29]
amount 11,38
[48:33]
say I
[48:34]
» I
[48:35]
» I
[48:36]
» I.
[48:38]
» Anybody abstaining? Motion passes.
[48:44]
What else? Got
[48:46]
» One more
[48:48]
electrical. Yes, sir.
[48:52]
This next one you see is for the book
[48:55]
locker that was purchased for Winbury.
[48:59]
We have to have an additional outlet put
[49:01]
outside along with an Ethernet drop or
[49:05]
drop to obviously work to function. So
[49:08]
again this was not in the scope of work
[49:11]
for matters. So we reached out to get an
[49:14]
electrician to do it.
[49:18]
I
[49:18]
» I move approval of
[49:21]
Uh, who is it?
[49:23]
» Online.
[49:24]
» Online about $1,75.
[49:30]
» 1,875.
[49:32]
» 875. Hard to read from that.
[49:34]
» Yeah.
[49:35]
» 96 cents.
[49:36]
» Same.
[49:37]
» All right. Moved by Mr. Burman. A
[49:39]
second.
[49:40]
» Second.
[49:41]
» Second by Patrick. Thank you.
[49:43]
» Questions or comments?
[49:45]
» No one knows what that's for based on
[49:48]
this. So it would be nice if the motion
[49:51]
could include what it was for
[49:54]
» Outlet and internet connection.
[49:56]
» The book drop
[49:57]
» For the book drop
[50:00]
with that Mr. Secer.
[50:02]
» Yes, I am good with the amendment. Thank
[50:03]
you.
[50:04]
» Thank you.
[50:05]
» Other questions?
[50:06]
» No tax on here. I don't see any
[50:08]
» No tax.
[50:11]
Uh all in favor of uh the proposal from
[50:15]
an LAN electric uh for the amount of
[50:17]
$1875.96,
[50:20]
please say I.
[50:21]
» I.
[50:22]
» I.
[50:23]
Naz. Anybody abstaining?
[50:27]
Motion passes. Thank you.
[50:31]
» And Matt and Joe, now you got bills,
[50:36]
right? You got
[50:38]
invoice.
[50:47]
Okay,
[50:52]
our first one is for ESKP
[50:58]
or services rendered on BRSER
[51:03]
through July 31st
[51:07]
and that's in the amount of 2,00
[51:10]
574.
[51:13]
» So moved.
[51:14]
» Moved by Mr. Taylor I second.
[51:16]
» Second by Mr. Burman. This is the uh
[51:19]
change that we approved for the um
[51:23]
landscape ar civil engineer to complete
[51:26]
the additional um tobo and drainage
[51:29]
calculations that the town had asked
[51:30]
for.
[51:32]
That's what this is. Um
[51:36]
questions.
[51:38]
All right. All in favor motion to
[51:40]
approve TSKP studio invoice
[51:43]
» In the amount of $2574.
[51:47]
» Please say
[51:48]
» I
[51:53]
obstaining motion passes. Thank you.
[51:57]
» Last one.
[52:02]
» Next one is also TSKP.
[52:06]
Um, this is for services for McMahon
[52:12]
for
[52:14]
the month through July 31st
[52:18]
in the amount of $4,1264.
[52:23]
» So moved
[52:24]
» By Mr. Ike
[52:26]
» By Mr. Burman.
[52:28]
Questions?
[52:32]
All right. All in favor of TSKP Studio
[52:35]
invoice in the amount of $4,1264,
[52:39]
please say I.
[52:40]
» I
[52:45]
abstaining motion passes. Thank you.
[52:49]
» Got one.
[52:50]
» And the last one that I have also from
[52:54]
DSKP
[52:59]
is for professional services through
[53:01]
August.
[53:02]
31st
[53:05]
board of man in the amount of $4,085.
[53:11]
» So moved
[53:13]
» By Mr. Ike second by Mr. Burman
[53:17]
questions.
[53:21]
All right. All in favor of TSK pay
[53:23]
invoice in the amount of $4,085,
[53:26]
please say I. I
[53:30]
named
[53:32]
We stand
[53:34]
pass. All right.
[53:37]
Thank you for that. That is all that is
[53:41]
all I have.
[53:43]
» Thanks.
[53:43]
» Uh other items from the committee, Mr.
[53:45]
Bur.
[53:46]
» I have two questions that I don't know
[53:48]
if anybody answers to. Number one, where
[53:51]
do we stand on the lead certification?
[53:54]
Number two, where do we stand on the
[53:56]
solar
[53:57]
power?
[53:59]
» Okay, lead. Uh, Anthony, can you help
[54:01]
me?
[54:02]
» Now, I know Cynthia's uploaded it to
[54:04]
lead online and it's going through the
[54:05]
the review process there. I'll find
[54:08]
» I know she was waiting on some
[54:10]
information from the engineers um the
[54:13]
electric engineers, but I that was a
[54:15]
while ago. So, I don't know if there's
[54:16]
any
[54:17]
» Morphed into uh working with SLR on the
[54:20]
rain uh the rainwater. Um I think we're
[54:24]
past that. So, I think it's submitted
[54:26]
fully to lead online, but I'll double
[54:28]
check with Cynthia, and we'll get the
[54:30]
facts straight and making sure we get
[54:32]
the team updated here on what's
[54:34]
» Okay. Yeah, I think you're right,
[54:35]
Anthony.
[54:36]
» Okay, good.
[54:38]
» And Joe, you have anything further
[54:40]
around our solar panels?
[54:42]
» Yeah. Uh Glenn can correct me if I'm
[54:44]
wrong too, but I believe there we have a
[54:46]
kickoff meeting I think in a couple
[54:48]
weeks or next week maybe for the solar
[54:51]
at Proser, but I don't think
[54:53]
construction will start till next year.
[54:55]
That's correct.
[54:57]
» Next year when?
[54:58]
» Yeah. And Proser, while we're talking
[55:00]
about the solar, I wanted to make sure
[55:02]
that the initial roof inspection, all
[55:05]
the deficiency items that were found by
[55:07]
the solar installer were in fact
[55:09]
prepared by Silk Town and were ready to
[55:11]
go. Yeah, I'll follow up with that. Uh,
[55:14]
Glenn, I'll see where they are.
[55:16]
» Okay, I appreciate that.
[55:19]
» Now, correct me if I'm wrong, Anthony.
[55:20]
Is this a ballasted system?
[55:23]
» It is.
[55:23]
» It is. Okay. So I think that yeah I
[55:26]
think agree with what Glenn's saying
[55:28]
because there's anything penetrating the
[55:29]
roof typically what we'll do to not void
[55:31]
the warranty is we'll have to get a
[55:32]
letter from the roofing manufacturer to
[55:33]
make sure that any boot or any patch or
[55:36]
anything that we do for that system if
[55:38]
it's dunage that is anchored directly to
[55:40]
the structure needs to be you know
[55:43]
signed off on. But as long as it's all
[55:44]
ballasted, which is basically the the
[55:46]
weights on the roof with the pads, I
[55:48]
think I think you'll be good. But I
[55:49]
agree with Glenn and make sure that
[55:52]
» Let me double check, Glenn, because that
[55:53]
was sent to wild to Silk Town a while
[55:55]
back.
[55:56]
» All right. I appreciate it.
[55:57]
» No problem.
[56:00]
» Next year.
[56:02]
» Do we know next year when?
[56:04]
» No.
[56:05]
» Yeah, I should know more when we have
[56:06]
that kickoff meeting to describe it.
[56:09]
Initially, I I believe the completion
[56:11]
date was going to be September 27.
[56:14]
» Yes, I believe
[56:14]
» Of 2027
[56:17]
» Originally.
[56:18]
» Originally,
[56:20]
in other words, Elizabeth, plan for a
[56:23]
minimum of half a year before you have
[56:25]
any solar.
[56:29]
» All right. Other items from the
[56:31]
committee?
[56:32]
» Mr. Chair,
[56:33]
» Patrick Lis, did you have yours first?
[56:36]
Sure.
[56:36]
» I just wondered what's happening about
[56:37]
the garage. Seems to me it's been closed
[56:40]
for quite a long time now.
[56:42]
» Yes, ma'am. Currently, we're just
[56:44]
waiting on the sprinkler heads, the
[56:46]
drops. They had to order them. The
[56:48]
ceiling's all done. That's the only
[56:50]
thing left is installed. There's 12
[56:52]
drops that have to be installed, the
[56:54]
sprinkler heads. So, they had to order
[56:56]
special lengths
[56:58]
» And we can't use it in the meantime.
[57:00]
» I've reached out to the fire marshall
[57:02]
and the building official. They won't
[57:04]
let us use it with it shut down.
[57:06]
» Thank you. Did they catch the guy?
[57:09]
» They did.
[57:10]
» They actually have an arrest warrant for
[57:12]
him as we speak.
[57:13]
» Wow.
[57:15]
» Is he going to pay for it?
[57:16]
» He is. Or his insurance company is.
[57:20]
» Good.
[57:24]
» All right.
[57:25]
» Oh, thank you, Mr. Chair. So, last night
[57:28]
I was wearing my board of trustees hat
[57:32]
um and we had some discussion, you know,
[57:34]
as the project is nearing its end. There
[57:36]
was some discussion about the acceptance
[57:38]
of the building by the board of
[57:39]
trustees.
[57:41]
And so I was hoping that we could get
[57:44]
some clarification on exactly what this
[57:46]
means. Like what are the roles and
[57:48]
responsibilities of the board of
[57:49]
trustees in acceptance of this building
[57:52]
when it's complete as it relates to the
[57:55]
charge that was given to the LBC by the
[57:58]
then mayor?
[58:00]
Um I have yes I have been carrying
[58:03]
around our charge because it's and I was
[58:06]
hoping to present this uh soon to the to
[58:10]
the committee so we're all aware of what
[58:11]
needs to happen at the end because like
[58:13]
I said we can see that
[58:14]
» See the light at the end. So, um I'm
[58:17]
going to read from our charge um
[58:20]
uh that says after construction has been
[58:23]
completed to the satisfaction of the
[58:26]
building committee and the proer public
[58:29]
library board of directors has been
[58:32]
asked for its comments, the building
[58:35]
committee shall refer the facility to
[58:37]
the town council for acceptance with a
[58:41]
report on the status of the facility
[58:44]
including the comments of the crosser
[58:46]
public library board of directors
[58:49]
together with warranties and blah blah
[58:51]
blah all that stuff which has actually
[58:53]
already been submitted to public works
[58:55]
and town officials. But uh so that
[58:57]
describes the relationship. Um, so when
[59:00]
the building committee believes we're
[59:03]
ready to accept the building, then uh my
[59:07]
plan is to attend a board of trustees
[59:10]
meeting and view that and elicit
[59:13]
comments to go with our presentation
[59:17]
through town council.
[59:19]
» That's how all that would happen. That
[59:21]
helps clarify because I for one was not
[59:24]
really understanding what our role was
[59:27]
as a board of trustees in accepting the
[59:30]
building. So really the only role that
[59:33]
the board of trustees would have is to
[59:36]
provide comment back to the LCB which
[59:40]
would then be taken in cons taken into
[59:44]
consideration go to town council.
[59:47]
» Right. And it's up to council to accept,
[59:50]
right? Or say, "Oh, we're not ready to
[59:52]
accept."
[59:53]
» Right? So, it's not up to the board of
[59:55]
trustees to accept or not accept the
[59:58]
building upon turnover. We provide
[1:00:01]
comment,
[1:00:02]
» Right? And you're you're free the board
[1:00:04]
of trustees is free to comment however
[1:00:06]
the board would like.
[1:00:07]
» Would like to, right? Okay. That
[1:00:09]
definitely helps because there was, you
[1:00:10]
know, we were discussing some of this
[1:00:12]
last night.
[1:00:14]
I wasn't clear myself on what the charge
[1:00:17]
really said. So, so thank you.
[1:00:20]
» Well, thank you for that. Thank you for
[1:00:21]
that clearing around that charge.
[1:00:25]
» I know. I should look up my copy of it.
[1:00:27]
» Lois,
[1:00:28]
» I would think that since the board of
[1:00:30]
trustees has been heavily involved in
[1:00:33]
all of the meetings that their comments,
[1:00:36]
we wouldn't expect their comments to be
[1:00:39]
surprising.
[1:00:42]
That's a nice thought. Thank you.
[1:00:49]
» They are free to make comments. They're
[1:00:51]
» We do communicate effectively all of the
[1:00:54]
things that
[1:00:55]
» Is going on that we are concerned about
[1:00:57]
that we are watching that we hope to be
[1:01:00]
completed. All of those the the library
[1:01:02]
board of trustees is involved in all of
[1:01:03]
that.
[1:01:04]
» Absolutely. I concur. And many of the
[1:01:07]
items we discussed tonight were all
[1:01:09]
discussed last night.
[1:01:13]
Um, I had a comment and that was uh
[1:01:17]
maybe it's up to Scott. Scott, are you
[1:01:20]
going to present um
[1:01:22]
the uh proposal for an extended warranty
[1:01:25]
at Proser?
[1:01:29]
» Yeah. Not tonight though.
[1:01:32]
» Not tonight.
[1:01:32]
» Nope.
[1:01:33]
» All right. I know DS has been working
[1:01:36]
with MJ Daily on um
[1:01:39]
uh an extended warranty
[1:01:42]
on uh all of their work and I my
[1:01:45]
understanding is the the talks have been
[1:01:47]
extremely successful. Um I guess there's
[1:01:50]
still something to wrap up that true.
[1:01:53]
» Yes, that's correct.
[1:01:56]
» Next meeting.
[1:01:58]
» All right. Other items for the calendar,
[1:02:01]
» Mr. Bur. Thank you. For our next
[1:02:03]
meeting, would it be at all possible to
[1:02:05]
have financial reports and where we
[1:02:09]
stand in terms of
[1:02:11]
unencumbered funds at this point in time
[1:02:14]
at that point in time? So, we know
[1:02:16]
exactly what we have left.
[1:02:19]
» Does that sound doable?
[1:02:21]
» No.
[1:02:22]
» Is that possible?
[1:02:23]
» Yeah.
[1:02:25]
» Yes. Thank you. Because right right now
[1:02:28]
we're kind of working in the dark a
[1:02:31]
little bit. I mean, I have an idea in my
[1:02:33]
head, but I suspect I'm way off.
[1:02:39]
» All right, other comments.
[1:02:43]
Um, this was asked of me to bring up by
[1:02:47]
the insurance and risk manager of the
[1:02:50]
town. And the question was, why
[1:02:54]
wasn'tification
[1:02:56]
made to her when there was an accident
[1:03:01]
that damaged equipment or damaged a
[1:03:05]
table out in the front of McMahon
[1:03:09]
Whittenbury Library
[1:03:11]
last year.
[1:03:16]
I'm I'm not aware of what uh
[1:03:19]
» Uh car came off the road by avoiding
[1:03:22]
another vehicle, came across the
[1:03:26]
um
[1:03:28]
concrete. There were tire marks across
[1:03:30]
the concrete, black tire marks from
[1:03:32]
skidding and hit one of the tables which
[1:03:36]
was and needs to be replaced.
[1:03:40]
Not sure that's a library building
[1:03:41]
committee discussion to be had.
[1:03:43]
» Thank you. That took the words out of my
[1:03:45]
mouth. I don't think the building
[1:03:47]
committee is simply an operational
[1:03:50]
issue. So, okay.
[1:03:51]
» I think there might have been some
[1:03:53]
confusion. Um she she may have thought
[1:03:54]
it was related somehow to the project or
[1:03:57]
happened during the project, but um it
[1:04:00]
was like last November or something
[1:04:02]
totally unrelated. Um if she's asking
[1:04:04]
about that, Joe.
[1:04:06]
» Okay. I'll I'll advise her. That's all.
[1:04:09]
All right. Any other items from the
[1:04:11]
committee?
[1:04:12]
» I I had a totally random question. Um I
[1:04:15]
was just scrolling through some pictures
[1:04:17]
I had taken of the job site in my phone
[1:04:20]
and I just want to verify uh the cross
[1:04:22]
slope on the driveway apron. Um the
[1:04:25]
sidewalk that goes through is that cross
[1:04:28]
slope intended to be uh less than 2%
[1:04:32]
to match the sidewalk.
[1:04:36]
» I suppose that's Jeff. uh in your your
[1:04:39]
ballpark.
[1:04:41]
» I just noted it was rather steep walking
[1:04:44]
across it and I just want to make sure
[1:04:45]
if it was intended to be
[1:04:47]
» Can you send me that picture and uh your
[1:04:50]
question and I'll I'll get an answer for
[1:04:52]
you.
[1:04:53]
» All right. Thank you.
[1:04:53]
» Is that just at the which which end of
[1:04:56]
the drive is that the
[1:04:57]
» Um towards the the east closer to the
[1:05:01]
fire department?
[1:05:02]
» Okay. Yeah. send me a picture and then
[1:05:04]
yeah,
[1:05:06]
we'll we'll double check it with the
[1:05:08]
drawings and make sure.
[1:05:09]
» All right. Thank you.
[1:05:13]
» Okay, other items from the committee.
[1:05:19]
» All right, let's move on to future
[1:05:21]
meetings we've got. And thank you
[1:05:23]
everybody for accommodating us one week
[1:05:26]
earlier than planned tonight. Next
[1:05:28]
meeting uh special meeting is October
[1:05:32]
21st
[1:05:33]
and then uh November 18th
[1:05:37]
and uh with that uh any members of the
[1:05:41]
public with their hand up.
[1:05:45]
Okay, thank you for joining us with that
[1:05:49]
motion.
[1:05:51]
» Moved by Mr. Berman, second by
[1:05:54]
» Patrick.
[1:05:56]
All right. All in favor of journeying,
[1:05:58]
please say I.
[1:05:59]
» I.
[1:05:59]
» Nay.
[1:06:01]
» Anybody abstaining?
[1:06:02]
» Nay.
[1:06:04]
» It passes in spite of Patrick.
[1:06:07]
Thank you all.
[1:06:11]
» You don't want it to end.
