questions from some council people that
we uh, we ask at the end. Um, so that's
[2:49]
usually how we do it. Do you have

to renovate the snack shack at Fairbin
[4:31]
Fields because um I have been a
volunteer there for a long time. My mom
[4:37]
volunteered there all like as I was
growing up. So, I got to see kind of and
[4:43]
I know the parts that work best and the
things that don't work as well. So, I
[4:48]
was thinking there are different
aspects. I don't know if you guys should
[4:51]
have pictures in the binder with you.

» Um that depict different parts. So, one
of them, the biggest part that I would
[5:02]
need the most approval on would be
painting the floor. Um, the floor has
[5:07]
seen lots of wear and tear through the
years and I was thinking that that could
[5:11]
be a good really big refresh for the
whole space.

And besides that, it's more not
necessarily maintenance, but kind of
[5:23]
smaller aspects of the space that just
fixing those little bits could really
[5:28]
help with the overall
like
[5:32]
how everything works together and how
different volunteers can use the space.
[5:40]
So, one of them was there's a coffee
station and for example underneath it's
[5:46]
a little bit untidy and I was thinking
that maybe if we even just organizing
[5:50]
that small space could really help um
sorry I'm not finding the words
[5:58]
but could really just help the
volunteers when they're there and make
[6:02]
it run more smoothly.
>> It would maximize the efficiency of the
[6:07]
operation while working there. said you
said you were going to paint the floors.

>> Yes, there's a specific paint that
[6:14]
should also be in the binder somewhere.
Um, a list of supplies that I would
[6:18]
need. I talked to a specialist and they
said that the best paint for the type of
[6:26]
floor that it that it is would be the
epoxy paint that is shown in the booklet
[6:32]
» with like the DPW. And I spoke with the
DPW
[6:37]
» and they said that the best course of
action would be to first paint remove
[6:45]
everything that's removable, which the
one thing that can't be removed is the
[6:49]
sink and the refrigerator because the
refrigerator is really heavy. So to move
[6:53]
it out of the doorway on its own is
going to be very difficult. So, the plan
[6:58]
was paint everything around the
refrigerator and then shift the
[7:04]
refrigerator over once the paint is
dried and paint underneath.

>> So, um she did meet with uh DPW
[7:19]
representatives and Nick um to go over
the project ahead of time before
[7:22]
bringing it to the council and Nick can
share uh some of the observations that
[7:25]
he had. Yeah, we we had met at the
facility, took a look at the proposed
[7:29]
project, proposed improvements. Uh we
definitely made some recommendations
[7:33]
about the type of paint and the type of
flooring uh covering to use and uh you
[7:39]
know, we were in support of the the
project. Um obviously there's some
[7:43]
details regarding logistics and
scheduling and phasing and stuff, but uh
[7:47]
I think we can work through those with
the applicant and uh and come to you
[7:52]
know the the appropriate action. what
what type what type of support is needed
[7:57]
from DPW as far as the project goes?
>> Um, I haven't seen the final proposal
[8:02]
yet, but uh I think it was basically
just uh you know helping coordinate some
[8:06]
of the the the relocation of some of the
stuff into maybe the garage and um that
[8:11]
was basically it. Um it wasn't it wasn't
too much of a heavy lift for DPW.

you've organized the photos because you
can it helps us identify sort of

stations and you've taken the time to
really do that advanced planning to help

your approach.
>> Um I'm also I have used epoxy paint and
[8:44]
a restaurant renovation and it works
very well and your plan is good and I'm
[8:48]
sure Mr. Kinski's already supported
that. I would you say that most of these
[8:55]
other than the floor most of these other
categories there's eight photos is it

mostly organization and hiding and

aspects would be building a first aid
shelf. Um, I'm pretty sure that one of
[9:12]
the pictures shows it pretty clearly
that in the corner near the entry
[9:15]
there's a fridge and that is where um
the first aid usually just sits there
[9:22]
whether it's some of the ice packs that
are usually there or just band-aids. And
[9:27]
that also happens to be the spot, one of
the only like open areas where
[9:31]
volunteers can put their bags. So, the
plan with that specific corner would be
[9:36]
to build a first aid shelf to be able to
put the first aid items on and to also
[9:43]
attach hooks into the walls for
volunteers to be able to have a
[9:48]
designated spot to put their bags or
coats.

there any costs to the burrow for this

project?
>> No, because since this is an Eagle Scout
[10:05]
project, it will all be funded by the
funding. Well, I will fund the project
[10:12]
by raising money. That's a part of the
Eagle Scout project.

where like

um something used to be in service and
it's broken down and it's being ripped
[10:26]
out and not replaced?

review at some point and see if they're
still needed depending on how things are

organized. But uh generally speaking the
the scope of work was to you know make

the make the space more safe uh more
user friendly and uh the labor was going
[10:52]
to be provided by the scouts as part of
their you know as part of the project as
[10:56]
well as the equipment and material. So
it's it's really just the um uh the
[11:02]
scouts presentation as part of their
project, the project management side of
[11:06]
the project and then ultimately
fulfilling the execution as part of the
[11:11]
schedule and scope.

objection to this project? Has any
>> No, I do have a question. So it the
[11:21]
hooks on the shelf at cinder block I
see. Is is is the DPW going to be there
[11:25]
to sort of help with the drilling into
that because if you it's hard to patch

it if you do it wrong. Yeah, I'm not
sure um the final layout, but uh we can
[11:36]
we can give some recommendations to the
to the scout to make sure that they're
[11:41]
the appropriate height and using the
appropriate, you know, anchor materials
[11:44]
so that it's it's not pulling away from
the center block or make sure the
[11:48]
appropriate location makes sense.

want to say cosmetics, but it's more

pliables and a um coffee truck that will

be stationed at the event and um
donating a portion of their sales back
[14:51]
to the PTA. So, uh those vendors will be
available. Otherwise, just similar to
[14:55]
what we've done in the past. It's just a
fun run. Uh it's not a full 5K and a DJ
[15:01]
and just a fun family day. Are

» We are. Yes. I did I did wonder about
signage. Um we haven't done it in the
[15:12]
past, but if it's a non-issue or if it's
an easy enough thing to offer, we you

thinking about signage, um reach out to
the broker, uh Allison. She could take
[15:27]
you through the process um to get to get
it on agenda. I mean, it's not the uh
[15:33]
most difficult uh task, especially if
you're looking for temporary signs for a
[15:38]
period of time. Um you know, but also if
if you're going to advertise online,
[15:43]
that's great. And we can support you
through the burrow in doing that.

we're hearing on there was a request

made a few months ago to approve banners
that are on Farad Field 4. Um,
[16:48]
you know, we we we've been in contact
with Fairan Baseball uh on on a
[16:55]
uh another solution as well that we we
offered to them. We haven't heard back
[17:01]
from them positive or negative on that.
I think they asked for some more time,
[17:05]
but in the meantime, there was the ask
to be put on the agenda. Um, so we're
[17:11]

making, but the signs that are up right

We were asked to take them down this

year and move them to the outfield. Then
we were asked to take them down from the

outfield
until this issue was resolved and then
[19:00]
we're allowed to put them back up in the
outfield again till this issue is
[19:04]
resolved further. So tonight I thought
what was going to happen was the
[19:08]
original banners that we get are just
allstar banners for our our all-star
[19:12]
teams that win specific
um district championships, sectional
[19:18]
championships within the state of New
Jersey.

>> We have we have a few now. Well, I I
[19:24]
know the banners that you stack.
>> There's three banners, but different
[19:27]
different accomplishments on each one
per age group of of the last couple
[19:32]
years for our baseball teams.

more banners. These banners are

accomplishment for our little town. But

those are the banners that we had right
outside the dugout and they had the
[20:24]
names of the kids that were on the team.

um Shrewsbury, Red Bank, and Little
[20:57]
Silver.

» If they win, but the Allstars, when
Allstars comes about at the end of our
[21:04]
rec, they divide the town. So, it's
Rumson and Fair Haven play in an
[21:09]
all-star team. Shbury, Red Bank, and
Little Silver play in another one.

And then the kids play together from
those towns on one all-star team and the
[21:19]
other team they call it two little two
river league east and west
[21:23]
» and then they go from there.
>> The sign that they give you has the

kids' names.
>> They have the kids' names.

Haven? Are they practicing also at

We have a nicer facility where people

come here because I had been involved in
this from the beginning. I thought that

what Joe had explained to me which is
the Joe Grogan who's the president of
[22:28]
Fair Haven Baseball now. He had said you
were going to vote on tonight. I thought
[22:33]
the banners that we were given um our
championship banner that we were given
[22:37]
from Little League, you either going to
vote on those to accept them or not. And
[22:41]
if not, you had an iteration of your own
that you were going to present and then
[22:46]
I was going to bring that back to Fair
Haven and see what they want to do.

» So I I can talk on that. That's mainly
correct except for the point of it's
[22:54]
hard for us to vote on something that
wasn't really um accepted by Fair
[22:59]
Baseball, right? So they're not going to
push or sign on you,

» right? So that that's what they were
saying. I guess it was the initial vote
[23:05]
on the original signs. If that's a no,
then they have to talk to that and then
[23:10]
talk to baseball.
>> I wanted to put this on the agenda, but
[23:13]
we didn't hear back from Fairman
baseball. Um, you know, I heard it was a
[23:17]
divided response to it.
>> Oh, okay.

» So that's the feedback that we got. So I
said, well, it's a divided response. I
[23:24]
made um it clear that I was going to put
the original application which was for
[23:29]
the current signs on the agenda um for
us to make a decision. Now listen, we
[23:35]
could extend the temporary
signs. We can vote to enforce the
[23:40]
current ordinance which is they're not
approved right now. We can approve for
[23:43]
the signs instead. We could take a few
different turns on this issue. Um you
[23:48]
know the only everything you said I
agree. The only question I had is I was
[23:52]
under the impression Rumson doesn't
allow signs.

» They do not allow signs.
>> Yeah. Rums does not allow signs.

» I don't think it's a matter of them just
not putting it up. They don't allow

signs at all. Um just just for the uh
for the discussion because
[24:07]
um you know we talked about the scout
signage earlier tonight as well with

cigarette. Um I don't know Allison if

So, we we thought this was a good
[24:20]
solution. We're willing um you know,
obviously we need we would need approval
[24:24]
from everyone and we would need approval
appro approval from Fairman Baseball on
[24:30]
the final design as well, but this we
thought did a very good job celebrating
[24:34]
the team accomplishments. Um
and that's what we saw it as a team
[24:40]
accomplishment and uh can I talk a
little bit about the team? I want to be
[24:44]
clear sort of where I stand. So, thank
you for volunteering and sharing
[24:49]
doing what you do for the kids. So, I
love the idea of celebrating a team. Um,
[24:55]
I think back to my alma mater and I
think about the championship the year
[24:59]
kind of that's it. Um, I don't love kids
names. Um, for a couple of reasons. The
[25:06]
primary one is when you say it's an
all-star team, there's kids who Romson
[25:10]
that means that some kids who didn't
make the team and a Rumson kids name.
[25:14]
It's sort of I don't want to I don't
want to cause a parent to
[25:19]
» which was the original complaint.
>> That was the original complaint. Yeah.

So that that's where I'm going. Um it's
obviously telling their kid, but I would
[25:28]
be I would be most comfortable with just
like celebrate the team. I think that's
[25:32]
simplest to avoid all that noise. Um
whether it's there or perceived or gets
[25:38]
to us or not. I think that's the
cleanest um celebration team. That's
[25:43]
that's my I want to be totally open with
you.

which I was about to go to is um when
there were signs existing for the scouts
[25:52]
that were up and we came up with the new
design obviously we'd have to talk to
[25:57]
the finance committee and burough admin
and CFO but the bureau was willing to

pick up the cost to replace those signs
with the new version um just so it
[26:07]
wasn't an expense for fairs and
baseball. um you know we can't do that
[26:13]
allowed I'll I'll write a check for for
that myself
[26:17]
» replace it.

starting and uh Councilman Cole has
brought up and I think it's something we
[26:26]
do need to visit a signed standard. I
think this would be sort of a step in
[26:30]
the right direction and it would give
the the kids because I heard that from
[26:34]
some of the parents that you know the
kids would suffer. We give them the
[26:38]
opportunity to always come back and see
that banner still on that outfield
[26:41]
fence. Um and we make it big enough
obviously with writing like this because
[26:46]
you can see um if you go see you know
Loop and all these you can see that

we'd have to find out from our sign
vendor how we accomplish that but that

might be a way to do it where you're
just adding

block lettering and quite truthfully I
mean if someone wins the big one I'm I'm

sure um we'll find a way to get another

they have a different way of doing it.
Some actually have very neat and tidy

placards when you walk into their
municipal complex. So, it will swing,

in, you asked for a certain amount. I

think we minimized the amount. If you
asked for 24, we said, "Now we'll give

you 16." It was something like

look at these and I'll try and find them
and send them to you. Um, you look at

next meeting when we get a little
feedback that's fine. But I I don't see

the current signs as the long-term
solution for the field. I just can I

just just one thing and I don't want to
open up a canop because because I've

been doing this and started this whole
science thing beginning. I just want

there are some inconsistencies in town
that we the burough the the board would
[33:46]
just very much like to clear up. I'm

too. when we see
agreements being made with like RFH with
[33:55]
interlocals, okay, and these are non-
taxpaying people in our town and you
[34:01]
have a a a group of of board members in
our town who are taxpayers who all the
[34:08]
baseball parents are taxpayers and we do
the majority of the the majority I don't
[34:14]
want anybody to get mad as but say we do
50% of the work to maintain our own
[34:19]
fields
Okay. And RFH can come in and they hang
[34:24]
banners.
They hang pictures of the kids with
[34:28]
their names all over the tennis courts.
And they can do seems like they can do
[34:34]
more to our tennis courts that they
don't own because of an agreement that
[34:38]
was signed than we can do to our own
baseball fields which we maintain. Pay a
[34:43]
ton of money for room. do whatever else
you guys want to want us to want to call
[34:49]
it, we do it.

approved, they were up for two and a
half years. Tennis banners go up for two

or three weeks a year. Um, I would say
that all of our taxpayers are paying

an interlocal agreement that gives them

the uh authority to put those up. Um as
part of that agreement um they funded is
[35:18]
it half

any of the improvements to the um tennis
sports and they also do that 10 months

worth of maintenance to it.

the fence. They're becoming a permanent

part of uh the beauty of our land and
and to and by ordinance

I can identify with some of the things
you're saying. I think all of us really

can. Um but we still have to think about
the community as a whole. Um, and that's

and that's a lot to tackle on a one one
night while we're here. So, we're sort

many of you have seen this plan in
different format. Maybe you have.

» Um,
>> is this updated from the last session?

» So, this is the none of it would have
been the same plan you've seen seen
[46:44]
previously. Right. Right. So um so
obviously this work is being taken in
[46:48]
conjunction with the uh architectural
improvements that the historic
[46:53]
association is engaged in organizing.
And so um uh I was asked out of a
[46:59]
landscape architect to um as you to uh
help with the uh the landscape
[47:04]
improvements and um and so this plant
represents um uh basically my
[47:09]
collaboration with the uh association
members. And um the overriding concept
[47:17]
here was basically to create something
that would be compatible with the
[47:21]
neighborhood while at the same time
respecting um this um uh fairly
[47:27]
significant piece of architecture even
though architecturally it's not um you
[47:31]
know not the Vatican or St. Paul's
Cathedral, but it um but it really
[47:35]
warrants u being preserved. And
certainly from a landscape standpoint,
[47:40]
there are a lot of different strategies
that we could pursue. Um but we we don't
[47:44]
want to turn it into a a residential
landscape. Um um and um um and so the
[47:52]
plan does not attempt at to include any
foundation plantings, whatnot. Um the
[47:57]
the idea basically being that um um that
it needs to be cleaned up, some things
[48:04]
removed, some things um added, but um we
would really like the building to
[48:09]
present itself to the street in a in a
slightly more um almost like reverential
[48:15]
way. um uh uh obviously it's not a
religious or not providing religious
[48:21]
services now but uh but it it has that
aura about it and and so uh we wanted to
[48:27]
um to respect that and so the the
landscape from the the front plane of
[48:32]
the building out to Cedar um Avenue um
the idea um is to uh actually uh uh
[48:40]
transplant uh the two holly trees that
are currently growing in front of the
[48:46]
building. So, you actually can't even
see about a third of the building. Um,
[48:50]
and so those would be those would be
transplanted to the northern property
[48:54]
line, which is to the left on on this
plan. Um, and um, uh, obviously there
[48:59]
there also two large oak trees um,
adjacent to the sidewalk that that would
[49:04]
be um, those obviously would be
retained. And um the idea being to
[49:09]
essentially to simplify um the landscape
and um and to do um to make uh gestures
[49:17]
that are appropriate for the for the
building uh while also perhaps providing
[49:22]
for um this the uh the site to allow for
other sorts of activities. So for
[49:27]
example at the the back right hand
corner that what's proposed there is a a
[49:32]
small paved uh um terrace. there would
be an all weather um surface and it
[49:37]
takes advantage of what is a bit of lost
real estate um uh in that that far back
[49:45]
back corner um and um and actually
pushing both the north and the south
[49:50]
along the north south property lines
pushing the bed lines back because over
[49:55]
time the English ivy and whatnot has
kind of crept into the the lawn. So, um
[50:00]
if there were, for example, at some
point, um interest in erecting a a tent,
[50:06]
um you would have a big enough area to
to allow um that that sort of um
[50:10]
activity to um to take place. Um and um
uh there's also well, I guess is more
[50:18]
part of the architectural um uh plan,
but the the trash receptacles will now
[50:24]
be sort of stored behind behind the
building. there's a generator, small
[50:29]
generator that will also be behind um
the building. Um and uh so this plan
[50:35]
does does add a a brick walkway which is
an extension of the existing uh walks uh
[50:41]
to gain access. Um and um from a
horicultural standpoint um um anything
[50:48]
that we would be or the majority of what
we would be um adding um would be native
[50:54]
plant material and um and that would
take so there different different ways
[50:59]
that would be manifest on the plan. Um
one is again to be respectful to the
[51:04]
neighbors since we have obviously a
commercial building to the north but
[51:07]
residences to the uh on the other
property lines. Uh uh the plan would is
[51:14]
suggesting that we would be adding some
evergreen trees around around the uh the
[51:19]
perimeter. Um and um and and in
conjunction with that um other um
[51:25]
ornamental
uh plants, but I almost had hesitate to
[51:29]
use that that word because um the idea
would be to take advantage of the
[51:32]
there's a tree canopy there now. So
there's a lot of shade which will
[51:36]
actually limit the pallet of plant
material that can be used. And uh the
[51:40]
intention is not to create like an
arboritum or whatever. It's really a
[51:44]
matter of of accentuating um the uh the
existing landscape that's there which is
[51:50]
basically canopy trees. Um and um um and
also dealing with the the topography uh
[51:58]
which both to the uh the north and the
east on this plan uh uh is somewhat
[52:03]
precipitous if you're familiar with the
site that the the topography does fall
[52:07]
rather quickly. um in in both the
northerly and easterly direction. So um
[52:13]
so we'll have to deal with um or part of
the landscape application here would be
[52:17]
to ensure that um uh that we actually
stabilize the ground. Right. Right now
[52:23]
there are some there's well there's a
combination of uh of i the English ivy
[52:28]
some fina there's some native um uh the
native grape vines that are growing o o
[52:36]
o o o o o o o o o o o o o o o o o o o
over things um and uh and so part of the
[52:40]
project would be literally just
simplifying um the landscape and all of
[52:44]
this course is done with an eye toward
toward maintenance. Um uh we all know
[52:49]
that there is no no maintenance
landscape but uh but I think with the
[52:54]
the proper selection of of plants um uh
essentially well as I understand now the
[53:00]
DPW is does the lawnmowing and so we
would still have that as part of the the
[53:04]
the scope but um but the expectation
would be that um that the ongoing uh
[53:10]
landscape would u probably require like
seasonal like you know four times a year

someone would probably a crew of two or
three people would have to walk through

with their pruning shears and and um do
a little bit of neatening up. But um uh
[53:25]
but the expectation is not to create
something that would uh would require a
[53:30]
great deal of um attention. The only
place where there's anything that that I
[53:34]
guess you would say is an embellishment
is immediately in front of the building
[53:39]
itself where the the ex the existing um
brick uh patio is. Um the idea uh here
[53:46]
was again in keeping with trying to
elevate how the building presents itself
[53:50]
to the road u um the plan is showing
some low evergreens creating a couple of
[53:55]
plant beds that could have perennials um
in them but but but both both of these
[54:00]
little little bed areas are smaller than
the area that you're you're sitting. So
[54:05]
it's it's really something that could be
quite quite manageable. Um uh so um I I
[54:12]
tell everyone I can draw you Versail
Gardens if you want, but if it's not
[54:15]
going to get maintained, I'd prefer not
to even get start that. Um and so um so
[54:22]
there would need to be a bit of an
ongoing um attention to that that part
[54:26]
of it. But um um but it would not be
other than mowing of the grass on a
[54:32]
weekly or bi-weekly basis, it would not
require um you know hiring a full-time
[54:37]
gardener to to take care of this. Um um
over time um uh with these sorts of
[54:45]
plantings and depending on how much sort
of handing does go on, a lot of these
[54:49]
things will sort of take on a life of
their own as you probably know. I think
[54:53]
if we uh select the right the right
plants and especially in the areas where
[54:58]
I mentioned previously the northern and
eastern property lines where the
[55:02]
topography falls off having some plants
that actually um uh sort of um are
[55:07]
allowed to grow to their full potential
actually would be advantageous. Um so in
[55:13]
all probability and we've spoken about
the fact that um that with anything like
[55:17]
this um in all probability it would be
useful for the neighbors to be um
[55:21]
introduced to the to the project uh
before um too much goes on because
[55:26]
obviously it's it it is something that
will um that the the visually the
[55:31]
landscape it would definitely change to
for the better but um but it would be a
[55:35]
change and I know frequently um uh uh uh
we don't want someone coming home from
[55:41]
work one and saying, "Oh my god, what
have they done?" Um, and I think it's
[55:45]
it's all going to be a very very
positive um uh improvement anyway. And I
[55:50]
think it'll it'll really fill in rather
nicely with the uh with the neighborhood
[55:55]
and be a nice a nice compliment um
without um without turning it into like
[55:59]
an institutional looking looking
structure.

impervious surfaces that we're adding

is, are we doing it just to do it? Um,

are we better off maybe just with with
just the shrubbery back there um for

drainage reasons? Um, and then I think
he said there was a brick walkway behind

the plan and maybe they are maybe

there and how we want to use those

on the maintenance that was my other
concern. I didn't know if Nick had been

because you know DPW I know you s I'm

sarcastic with the botanical gardens but
we did lose a bunch of those trees and
[57:23]
some of the things that are there and
it's something every time we put more in
[57:26]
we got to you got to worry about taking
care of them. Um, and then the other
[57:31]
thing I want to point out is you talking
about the tree county, you just said we
[57:34]
want to maximize the tree county, right?
Correct. Yeah. You don't need a study
[57:37]
for that. That's a great idea. Um,
that's all I have. I mean, I I I love
[57:41]
it. It looks beautiful. I just want to
make sure um, you know, there's a reason
[57:46]
we're putting in that back corner that
makes sense for Fair Haven. Um,

know, we always talk about this race

talks about a lot. It does give it just
something like I walked around with my

dog. I would have sat there for a few

the the pathway in the back I do think

is good because when we were there for
love where you live day the garbages are

on the side and I know that your
intention was to make it so the garbages

can go in the back and so it does give
them like a flat surface to be on

because they kind if you go there now
they're like very visible on the right
[58:22]
side. So I think that's not a bad thing.
You say we're talking about putting

» Can I uh add a couple points to round
out what Stephen has put on offer for
[58:36]
council? Um so this plan has been um
presented to the historic preservation
[58:43]
commission and endorsed there the shade
tree commission and also supported there
[58:48]
and the um facilities committee met with
me Nick and Rich
[58:54]
I think um I don't think you were there
at that meeting but we did talk about
[59:00]
the components that were being put
forward by uh ghosting park and they
[59:06]
proposed bringing putting a cans to back
which I agree with by ordinance we're
[59:09]
not supposed to be able to see them on
the street anyway so they should be back
[59:12]
there um and uh the dedicated bicycle
rack there were a couple of things that
[59:18]
were um cons part of the list of work
that the local government is planning to
[59:26]
do to improve the building and the site
and this landscape plan um uh
[59:33]
come included it so it so that it is all
cohesive
[59:37]
where for example I'm sorry I left on
where for example the architect um
[59:41]
proposed a concrete pad chain link fence
around the trash um at the facilities
[59:48]
committee meeting it was discussed by
the engineer and our head of DPW that it
[59:52]
it it's a little was little overkill and
that continuing the brick walk and doing
[59:58]
a landscape border to to close was just
a more appropriate design response to
[1:00:04]
the problem that was being solved with
maybe just two big
[1:00:09]
» the back right corner. What's the thing
in that? So that it's very interesting
[1:00:13]
and I what I would say for council is
when you go to look at that site
[1:00:19]
what this plan will feel like compared
to what it feels like now
[1:00:24]
it's easy to not understand how much of
the property is not part of how we use
[1:00:30]
the site now because from the outside
edge of that circle that you can see
[1:00:35]
that's at the line at the lawn it all
drops away and there was a a compost
[1:00:40]
area in a farm that you know the
neighbors just sort of you know it
[1:00:44]
looked neglected and unused and and uh
they didn't see a property line and so
[1:00:49]
you know those things happen. So this
would essentially reclaim and capture
[1:00:54]
what is the public space that

know you remember we once talked about a
parking lot that was like sort of y
[1:01:02]
» impervious and it had but it had brick
in it also to give some stability.

wanted to add is there at the facilities

committee meeting it was discussed
whether or not we need a sprinkler
[1:01:26]
system and we want to go ahead and
incorporate sprinkler system that way.

you know, mostly it's has to do with the
lawn, but a drip line in the the buffer
[1:01:35]
will help to ensure healthy growth and
you know, so it's a it's a little extra
[1:01:40]
expense, but it's probably it's a smart
uh it's a smart move to ensure that
[1:01:45]
things, you know, well, your GP is
important. I just want to be consistent.
[1:01:51]
We were with the tennis fors, you know
what I mean? We were thinking about
[1:01:54]
putting the asphalt path and and we
ended up going with the stone dust. You
[1:01:59]
could talk about that. Yeah, the um
there are a lot of well two things. One
[1:02:04]
is and we may have discussed previously
the principal generator of storm water
[1:02:09]
run is obviously the building itself and
and so the the roof leaders do go into
[1:02:15]
the ground. I guess we don't know
exactly
[1:02:17]
» on either side of the building
>> there are dry wells there to my

knowledge that they're they're actually
operating. I mean what I've driven by
[1:02:23]
when it's raining I don't see any
waterfalls coming along off of uh cloud
[1:02:28]
gutters or whatever. So that seems to be
working. With regard to that the uh that
[1:02:32]
actual patio area, we haven't actually
selected a paver or whatever for that.

But there are um pavers that are
specifically made to serve the same
[1:02:42]
purpose as so-called orus asphalt, which
you you probably had seen. There are
[1:02:47]
these really dramatic um uh
demonstrations of that where fire trucks
[1:02:51]
will take a 4 inch fire hose and shoot
water onto porous asphalt and it
[1:02:56]
literally won't go more than 10 ft. It
just dis because there's so much pore
[1:03:00]
space in the asphalt. Well, there are
pavers that are made to serve the same
[1:03:04]
purpose. They have about a 3/8 inch
joint and you actually put the
[1:03:09]
equivalent of stone dust in that joint.
Um, and so I would expect that this
[1:03:15]
patio area would actually not generate
and it would become its own dry well if
[1:03:19]
you would. It has a porous base under
it.

actually hope that this would become
part of the sort of fair haven green

there probably would be benches um in

several locations around the perimeter
where you get literally sit in the shade

of of a tree and and sort of just enjoy
the the quiet. So, you mentioned uh

mowing the lawn as part of the
maintenance plan. So, all of all of
[1:04:27]
these new plantings and landscaping
designs that you're proposing,
[1:04:33]
who is expected to maintain it? Do you
expect the burrow to maintain it or do
[1:04:38]
you have volunteers that are going to do
this? Well, yeah, like I I I mentioned
[1:04:43]
what the initial installation definitely
requires a bit of attention, but but
[1:04:48]
ongoing I would not expect it to be
something that would have to be done on
[1:04:53]
a uh you

those herbs or medicinal plants and

flowers um to incorporate into some
educational program.

think that's the big thing for me is

just the safety of that and making sure

to suspect that that's going to take a
little bit more of the money. Like I

think that might be costly a little bit
is the stabilization of that. But that's

that that long term, you know, that it

operational type of the sprinkler has to
get damaged or broken have to get

replaced and you know repaired

the in the in the fall and winter then

startup associated with that as well. uh
you know obviously there's existing lawn

mowing that happens uh in and around the

discussed are native plants so hopefully
[1:16:52]
they don't need to be replaced or um
much pruning or much attention needed to
[1:17:00]
them on a on a weekly or monthly basis
is kind of hopefully you kind of plant

it you let it live and then it receds
itself on an annual basis uh with there
[1:17:10]
could be some costs associated with, you
know, maybe there's a species that
[1:17:15]
didn't take it didn't work and have to
it has to be replaced or amended at some
[1:17:19]
point in the future.

the the perimeter is is is the way it is

hesitation to do any type of work. You

some of the money and paying down the
debt.

council. We had this discussion about
[1:29:21]
going through all of the bonds and
determine what money was still left.
[1:29:25]
Should money have been left in a bond
from 2017? No, that's that's certainly
[1:29:28]
too long. So, there was a lot of cleanup
that had to be made and Nancy and I
[1:29:32]
spent a good portion of this year going
through it uh to find it. The fortunate
[1:29:36]
thing is we were able to find the
funding out of these bonds to be able to
[1:29:40]
pay the fire truck without having to do
permanent financing for us. That's a win
[1:29:43]
for everybody. And just adding on to
what Councilman Olsson said too. Um and
[1:29:47]
I know Councilman Deelli who's the
shared finance council, we've had the
[1:29:50]
conversation as well about it. Um to be
able to use that other money to pay down
[1:29:54]
the debt and so a lot of that you those
payments did not hit the tax roles. It's
[1:29:58]
another win for the taxpayers as well.
So, I think we're making a lot of good
[1:30:01]
moves and with the support of the
council.

and I'm home during the day and cars
from the school actually don't haven't
[1:30:34]
parked on my street uh is my observation
which I wanted to share. And I wondered
[1:30:41]
if um perhaps uh the uh Princeton Road
could either be left off of the
[1:30:48]
resolution or if you're thinking that
the kids will force be forcing
[1:30:55]
themselves to park further down that
way. Also on Harvard Road, we've noticed
[1:31:02]
that they don't tend to park on Harvard
Road either. is our observation when we
[1:31:08]
go around the block to walk the dog. Um
so that's just food for thought.

happened when we did prevent the parking
[1:31:41]
on Cambridge, they did park on
Princeton, they did park on Harvard,
[1:31:45]
they did park on Oxford and they do
every day still park on Ruckers. That's
[1:31:49]
one of the other spots as well. So they
did shift. Um the concern of why the
[1:31:53]
ordinance was presented in the way it is
>> is because if we do restrict on those
[1:31:57]
streets, they are just going to shift
down and park on those and then it push
[1:32:00]
it doesn't solve the problem. It pushes
the problem to the other residents and
[1:32:03]
now they're having the same quality of
life issue that the residents on
[1:32:06]
Cambridge are talking about and some of
the residents on Ruckers. So that's why
[1:32:10]
it's included. Um, but again looking at
it and I think the council when they
[1:32:14]
were addressing this looked at the most,
you know, you know, non-restrictive way
[1:32:18]
to do it and rather than like Rumpson
did two-hour parking or um or just not
[1:32:23]
having any parking at all, they did
three-hour parking. So essentially, you
[1:32:26]
know, if you if you live in that house,
you don't really have to move your car
[1:32:30]
until 10 10:00 a.m. because you have 3
hours it can be parked in that zone. And
[1:32:35]
if you go out during the day, like you
come home at 12:05, you know, you don't
[1:32:39]
have to move your car either. So it's
only 3 hours. You can't be parked there
[1:32:43]
for more than 3 hours. It's probably the
least restrictive for anybody who's
[1:32:46]
there going on if they're concerned and

» changed people's uh motus operandi I
must say in great in in quite a big
[1:32:59]
fashion
um from what their habits are in the
[1:33:05]
past not only for the people who live
there uh some people uh have especially

and they they park. Right. I know my
neighbor park has his

» and we're not preventing parking. I
mean, you're still allowed to park on

the street. You just can't leave your
car parked in the same location on that

street for more than 3 hours.

» So, so my other my other

workers in their homes and things like

that who need parking. Um on our street
they have nannies and other workers.

least amount of signs possible. Again,

concern for us. We did want to change
the character of the neighborhood.

Again, we don't have to put any signs
according to the prosecutor, but again,

so people are aware that the fair thing
to do with the minimum amount. So, um

response and I'm hoping that RBR sees
that if there are kids that are going to

be crossing the road that they should be

take care of. I also want to make it

clear that the finance committee is
constantly meeting. We look over every

single line item consistently all the
time. And the reason that sometimes we

do have to cut a service is just because
of that because we have to fit it all in
[1:48:25]
the pot. Um that's what I got.
