[3:27] » Uh here's our miscellaneous projects that we have that we typically bring to
[3:31] you. So, midnight road, uh we did replace that failed modem on the
[3:35] Brentwood side. I've been checking it and everything's been working. I don't
[3:39] know if anybody's said anything to you folks as far as
[3:43] the way it works. I know I can adjust the uh timing
[3:46] between them. Right now, I believe it's set at 25 seconds. Um Um, got the
[3:50] passive buttons. Those work. It shows that they work. So, if you break the
[3:53] radar beam, it'll trigger the lights if a person breaks that beam.
[3:58] Um, the only thing I haven't checked, but I had staff check, were the lights
[4:01] on top. You know, if you cover it or it senses that there's low lighting levels
[4:06] and the button's pressed, it's supposed to aim the beam across the crosswalk.
[4:09] So, I haven't seen it for myself, but I'm told it all works.
[4:13] Uh, and then we'll just keep monitoring that. So, so far everything is working
[4:17] the way it should. Um, and I can actually track like the peaks, like how
[4:21] many crossings there are per hour. You know, usually I see because it's good
[4:25] weather or was good weather at times, like over 100 crossings in an hour. It's
[4:30] usually peaked at like 7:00 to 8:00 a.m. I guess people are walking to the park.
[4:34] That one's done. Uh, 2832 2828 Manderly, that's the uh,
[4:39] uh, retaining wall that's between those two properties. I spoke with the
[4:42] contractor, he's still looking at like stone-like materials. The resident when
[4:47] I spoke with her, they actually have stone in the backyard. It's like
[4:51] quarried stone with mortar, which is not what I'm proposing. Just because that's
[4:56] way more labor and I can't guarantee it's not going to shift in time versus
[5:01] what we'd propose is the Versa-Lok with the straps that are keyed in
[5:04] horizontally and compacted. So, it's got something to pull, you know, if it tries
[5:08] to pull its way over overturn, it's creating friction and tension with those
[5:12] straps and it should be fine. So,
[5:16] I don't think that's going to change. I think it's going to be some sort of
[5:19] machine block with straps. It's going to have to be just because it's more
[5:23] stable. Um, so I should be able to figure that
[5:26] one out here shortly. Uh, Manchester Road, again, it's that
[5:30] cabinet that's causing the biggest delay. That's over
[5:33] on the north side, just east of Dorothy. It's a stainless steel cabinet that was
[5:37] damaged. A new one's being rebuilt. It should
[5:40] show up any day now here in June. And once we have that, then the
[5:43] contractor will connect it and then it'll restore, I believe it's like six
[5:47] lights that they'll uh, restore service to.
[5:51] The four lights that weren't working over by what used to be Circle K, those
[5:54] are working. So, that's got new conduit and wiring. Those are done. And there's
[5:58] two more damaged lights. One was near the former
[6:03] Well, actually not former, it's the self-storage building, and then the
[6:05] other's near the Rock Church. Those are here in St. Louis. It's just a matter of
[6:10] the electrician going out and putting them on the pedestal and getting those
[6:14] working. So, at least we have the material, and I'm hopeful that those
[6:17] will be done in June as well. Uh Hampton Creek, the MSD sewer relief
[6:22] project, I did get an update from MSD. They're actually pushing it back. Before
[6:27] it was August-September of '26, now they're saying that I should reach out
[6:32] to them at the end of '26, it's looking like early '27.
[6:35] So, I guess that's good news. It's no disruption for us for several more
[6:40] months. Uh the Webster Groves trunk sanitary
[6:43] relief phase two, I know Bates is the contractor that's supposed to be doing
[6:47] the work. I don't know a start date. I had reached out to MSD on that. I did
[6:51] not hear back when that start date is, but I know that one they actually have a
[6:55] contractor ready to do the work. There's not that much in
[6:59] Brentwood, but I know that it affects the Arboretum area, like south of the
[7:03] Metro garage. Uh the temporary parking lot on the
[7:06] north side of Manchester Road, we did grade portions, you know, north and
[7:11] south um inlets on that property on the east
[7:16] side. We do need to go back out there hopefully tomorrow, you know, it's dried
[7:20] out enough, but grade back another 8 to 10 ft, remove that gravel, then that'll
[7:25] be green space, and then it'll be sodded. Um you know, work the slope
[7:29] there. And then we've got a trial area picked out. We're going to apply the
[7:33] spray for the dust control. I think that's probably the better of the two
[7:38] when I really looked at the safety data sheets. The granular one, when you
[7:43] spread it like fertilizer pellets, then you wet it, but then you have to
[7:46] mechanically work it back and forth with a rake and it forms like a gel and then
[7:51] you're not supposed to drive on it for like 12 hours. versus the spray, you
[7:55] dilute it, mix up your concentration, spray it.
[7:59] It dries out and if it's as hot as it is now, I mean, 90° weather or so,
[8:04] I would think it'd dry in an hour or so and
[8:07] it should hold it. You know, they've got some YouTube videos I'll probably post
[8:10] those next time, but um it shows them driving on a gravel road after they put
[8:15] the liquid glue down and it holds the rock from creating dust clouds.
[8:21] So, that we're going to try out. Um 8837 White, we're actually done with
[8:26] that project. So, we removed the um sidewalk that was low and that little
[8:30] bit of driveway there, raised that up a good 6 to 7 in
[8:35] at the low point. And I've been out there a couple times after it's rained
[8:38] and I do not see water of any significance. There's a little bit that
[8:42] puddles, but nothing like it was, you know, several inches. This under a heavy
[8:46] rain event, there's very little like you would expect and it goes away.
[8:51] So, I know we've spoken with the property owner, he's pleased with it and
[8:54] he said if he saw anything, you know, out of the ordinary, he would send us
[8:57] information on it. So, I would think no news is good news in
[9:01] that instance. And then we just threw in some pictures of it, you know,
[9:05] uh before or actually a during and then an after. We have a before, but I just
[9:09] thought it was kind of neat seeing how much it had changed.

[11:01] and 136 inspections. Building permits received were 210
[11:07] new permits and there were 978 inspections.
[11:12] Um the planning and zoning commission is scheduled for tomorrow night, Wednesday,
[11:17] um to review continue reviewing the town home development at 8815 Match.
[11:23] Um if they make a recommendation that
[11:26] night, which I am anticipating, then it would be at the July 20th meeting
[11:32] um at the Board of Aldermen. Business license renewals today at the
[11:37] end of May, there were 589 active licenses and
[11:42] two were issued that week and 24 waiting payments
[11:46] with 19 renewing and there has been
[11:50] approximately 59 expired business license that we are continuing to follow
[11:55] up with. Contractor registrations are also due at

[12:52] Commission. They call it commission at the Ladue
[12:55] City Hall last Wednesday

[13:10] presented the topic and it's continuing. We asked that staff be
[13:14] invited to any further meetings. The project includes 11 single-family homes
[13:20] at the southwest corner of the property as as from Old Warson Road
[13:26] 31 single-family homes on the north of Deer Creek, and a mixed-use building
[13:31] with up to 235 apartments and 9,000 square feet of commercial space.
[13:36] Um this is the property surrounding Rock
[13:39] Hill Quarry's landfill at McKnight and Old Warson Road.
[13:45] The architectural review board is scheduled for June 18th to review two
[13:49] projects. We have the return of 2002 South Brentwood Boulevard
[13:54] for the modification to the exterior building materials.
[13:58] And 70 York Drive, they're doing a 965 square foot room addition that is
[14:04] visible from Middlesex Drive and York Drive.
[14:08] Um we did issue the RFP for the nuisance abatement um in May 21st, and so the
[14:14] responses are due on the 15th. So we'll bring that back to you
[14:19] as well. We have received two applications for
[14:22] the July um
[14:25] planning and zoning commission so far. The June um Board of Adjustment was
[14:30] canceled due to incomplete applications and a lack of quorum. So they are one I
[14:36] know is working towards revising their application for the July
[14:41] 25th meeting. Or 23rd, I think.

[15:11] » Uh good evening. Just a couple things uh tonight. The first is uh
[15:15] that staff that with the business manager of the Movement Center uh in
[15:19] Hanley Industrial Court. Uh they had they have a need to have
[15:23] maybe utilize some parking. They their parking lot's not big enough for their
[15:27] staff. So, they're wondering if they could
[15:30] have up to five parking spaces in the Hanley Park parking lot. Uh it's
[15:36] interesting time for this mainly because we're going to be going into
[15:39] construction of that parking lot and the and the the pavilion here and hopefully
[15:45] by the end of the year and then we can maybe work out a parking arrangement
[15:49] with them so that our users can use their parking lot during construction.
[15:53] And then once construction's over, we can kind of revisit if we feel like it's
[15:56] still needed. Uh so, if the committee is open to it,
[16:01] what I would do is I'd start working on a MOU
[16:05] and would bring it back to this committee for review and discussion.

[16:29] bounding in my office one day all excited cuz she saw something about Bird
[16:32] City, Missouri and she really she's the one who's taking all our photos for
[16:37] social media. If you notice, she loves birds.
[16:40] And so, she really thinks this is a wonderful opportunity for the city.
[16:45] As we mentioned, it's part of the Bird City network. It's really a program that
[16:49] really wants cities to kind of improve habitats
[16:53] sustainable promote sustainability and conservation things like that. In
[16:57] looking at the application, we've already done most of that
[17:01] primarily the park and park and other things we're doing throughout the city
[17:05] even going back a couple years when we changed the light levels reduced the
[17:10] Kelvins on the light levels things like that have already put us in position
[17:13] where we're probably uh get this very easily. It's a free program.
[17:18] Uh it's something that we think would be kind of a nice feather in the cap of the
[17:22] city. Uh pardon the pun. And uh right now
[17:26] there's only one bird sanctuary in city St. Louis. So, uh we'd like to
[17:31] we're moving forward to try to do that. And then and uh we'll uh be excited when
[17:35] we can get that moving. So. Next is the Brentwood Days theme. Uh we
[17:40] could talk to last month or the month before about possible themes for for
[17:44] Brentwood Days and and also talking about what we could do for uh America's
[17:48] 250th uh celebration. And we talked about it in our Brentwood Days committee
[17:52] and we really thought doing something for America 250 in September uh would be
[17:57] a little bit late spending most of this stuff is happening in June and July. So,
[18:02] uh it was our recommendation not to do that. And in in talking with staff and
[18:06] the committee uh that we talked about the possibility of the fact that it is
[18:11] the 100th the centennial of Route 66. And Route 66 went through the city of
[18:15] Brentwood uh in 1926 when it first opened uh until it re-routed in 1932 and
[18:21] and bypassed Brentwood. But, uh interestingly enough, the only surviving
[18:26] landmark from that period is Carl's Drive-In. And so, we thought it'd be
[18:29] kind of fun to kind of re-route the parade this year, go right by Carl's
[18:32] Drive-In, get them to kind of be a part of the this parade aspect of it. And
[18:37] we're getting kind of excited about that. So, uh it'd be our recommendation
[18:40] to move forward with this Route 66 uh theme for this year's Brentwood Days.

[19:00] like, you know, it's the centennial. And And he's the one who actually did the
[19:03] research on on Carl's. So, uh last is Urban Chestnut. Uh this is
[19:07] something again I'm very excited about. Um
[19:11] and something we've talked about in the past of trying to see if there's a a
[19:14] partnership we could have in the in this in the park. One to activate the park,
[19:19] two to maybe help bring in more people, and three
[19:22] uh something that might be mutually beneficial for both uh the vendor and
[19:26] the city. And so uh after the Wine Whiskey Walk, Urban Chestnut actually
[19:31] contacted us to say, "Hey, we're really interested in doing something with the
[19:35] city of Brentwood, and especially in Brentwood Park." And we talked briefly
[19:38] about the RFP and and how we put that out, and they're not quite to that part,
[19:43] but they want to kind of look at maybe a proof of concept. And so they have kind
[19:47] of a mobile they call a beer garden. It's basically a mobile tap, uh four or
[19:51] five taps on it. And and they thought about the idea of maybe kind of doing
[19:55] that proof of concept uh in the summer this time uh this year. And so we're we
[20:00] talked Tuesday, Monday.
[20:02] Today's Tuesday, Monday. Uh and they're looking maybe to do Wednesdays in July.
[20:07] It is we looked at Placer, it is one of our lowest times for for people, and
[20:12] they thought that'd be interesting case study see, "Hey, we know what the what
[20:16] the uh attendance is on a Wednesday. Let's see if it builds up for you guys
[20:20] based on this." Uh and we talked about a lot of things
[20:23] and and how this could lead to hopefully maybe that larger partnership that we
[20:26] talked about in the RFP. Uh but first for this year, we talked about what what
[20:30] would look like, and it would be they they agreed to uh pay that $100 fee
[20:36] that's outlined in our food truck policy. So they basically rent a truck
[20:39] food truck space for the night. Uh and in addition, they they what
[20:43] they'd have is a program where they kind of introduce a beer draft or a tap
[20:49] handle. So they actually take one of their current beers, and they basically
[20:52] call it the Brentwood Park beer. And they're willing to donate 10% of the
[20:56] proceeds of every beer poured in Brentwood Park to the Brentwood Park um
[21:00] parks maintenance and liquidity fund. And so we see that as a benefit as well
[21:05] that we can build up that fund that we're already building, but it's a way
[21:08] to build that up even more. So, uh this is something we're real excited
[21:12] about to see what this would be. Uh they talked about that for that the month
[21:17] they they want to go into August, too, but we're going to start with July. We
[21:19] need to talk about it tonight to make sure it's on the board agenda for their
[21:22] special use permit. Uh but they're talking about maybe one night they just
[21:25] come out and and see what happens. Another night they might do bingo or
[21:29] they might do trivia. And then we talked about maybe one night we do something
[21:33] that also gets the kids involved. So, face painter, balloon artist, something
[21:36] like that, something small that we can add to it. And so,
[21:39] a way again, it's another way to kind of activate the park. It's a way to kind of
[21:43] see if this partnership, uh this type of arrangement would be something that
[21:47] would be beneficial for the city. And uh so, we'd like to move forward
[21:51] with that. And with your guys's approval, we'll then
[21:54] bring the special use permit to the board meeting on Monday.

[23:29] packet last month. So, uh nothing more to add than what we had
[23:32] last month beyond the fact that it's still something sustainability
[23:34] commission is very interested in and think it is uh
[23:39] would be beneficial for the city and a good use of the sustainability funds
[23:43] that are budgeted each year for the committee.

[23:52] would it look like if somebody went to our website?
[23:54] » So, we would basically have a um link on our sustainability page that
[23:59] would take you to the dashboard page. And with that, we can have everything in

[24:10] if you think about the Brentwood bound page on the city's website, how you kind
[24:13] of clicked on the Brentwood bound page and it took you to something else that
[24:16] looked very much like our website. It'd be very
[24:19] much like that. Almost like parks and recreation have the same thing. So, it'd
[24:22] be kind of a main link that takes you there.

[24:29] » They'd be uh primarily working with uh Michelle and myself. Michelle because
[24:33] she has all the uh all the social media and and does all
[24:38] the website work. And obviously, she and I are the liaisons for sustainability,

[24:47] it was kind of confusing because if you
[24:50] went under government sustainability, you got one page, and then you went
[24:53] under uh I think residents and sustainability, you got it something
[24:57] completely different. >> And And tell you exactly why Columbia
[25:02] did that, but they basically KLA has told us that it we can make it
[25:07] mirror what our website looks like, and so it almost be kind of the fact that
[25:11] wherever where you go, it would take you to that main page. They they talked
[25:15] about if depending on how much we want to put on to the dashboard is that you
[25:19] can almost put all of your sustainability items with on the website
[25:22] that we currently have on that dashboard page, so everything
[25:25] for sustainability kind of lives right there. So, you don't have to go to any
[25:29] other places. >> And I know the Sustainability Commission
[25:32] has $20,000 to work with. So, in the first year it looks like it comes out of
[25:36] there, and then it becomes a uh comes out of the budget of IT.

[28:26] vertically instead of on the top. The ones I had originally submitted with the
[28:29] two saw uh last time and this time around has a squarish collector on top.

[28:40] put together a table just so that I can keep these all straight, but I do have a
[28:45] post top. I didn't include it in here since I just found it in the last day or

[28:51] these I can either get them like a smoked
[28:54] um finish, so it kind of diffuses the light, or you can do clear panels, or
[28:59] you can do a combination of one side with diffused and the other clear.
[29:03] Uh if you're worried about light scattering around, these do actually
[29:06] meet the criteria that we require for lights, so I can get them in 2700K for
[29:11] the color temperature. You can do 3000, you can do 4000, but definitely 2700.
[29:17] What I don't know, which I couldn't figure out from just doing the research,
[29:20] was the post looks like it's only a 3-in steel post, so it's fairly slender. Um
[29:26] it doesn't require a whole lot of post to support the weight of the post top.
[29:30] The post top's only 9 kilos, which is roughly 20 lb. Um
[29:35] but they are painted. You can get them in black, you can get them in bronze
[29:38] finish. I just thought these look more like what you were looking for. And if
[29:43] the post is only a 3-in and it grabs on there, then I can cut that in about the
[29:48] length of what we would usually supply, which is probably 10 or 12 ft. Um so
[29:53] I'll reach out to the sales people to see how much these are and I can put it
[29:56] together and either bring it back or put in a weekly report or both, but I did
[30:01] find something that has hope that it would kind of match what we were talking
[30:06] about at the last meeting. I don't know why they discontinued it,
[30:09] but Finero said they don't do that anymore. They do the modern one and I
[30:13] said, "Well, that's not what I need. I need something more like this." This is
[30:17] a different company, so I mean we might just buy one to try it out and if it
[30:22] works, great. We could continue forward and put the other one in or
[30:26] you know, if they don't work out, we could put them somewhere on city
[30:29] property. I'm sure that they would do just fine, you know, by a building. What
[30:34] I don't know is like the lumens in that is great, but what I don't know is what
[30:37] you really see when you're looking at it from the street. How well does it light?
[30:42] It does have profiles like the other lights, so it'll show if it's more
[30:45] circular, if it's more oblong. So, I know you can pick different lighting
[30:48] patterns depending on what the street's like.

[31:37] » Uh we did it together, so I did most of it, but it was a team effort, so we
[31:43] received 11 proposals as it states here in the memo.
[31:46] Um on May 14th uh we had four people scoring them
[31:51] including myself and Eric and two others. Uh we reduced that group of 11
[31:56] down to three and we brought those three in, which would be H Design Group, Arch
[32:00] Images, and KAI ADiNi for interviews. Uh we did the interviews on May 27th, so
[32:05] just recently, and of those three we narrowed it down to two. Of the two, it
[32:11] would uh H Design Group and KAI ADiNi. And we did a comparison table uh between
[32:17] the two of these to see how they fared. So, that's in the memo. Um
[32:22] what it boiled down to was H Design provided more complete examples of what
[32:27] they did recently and in um the past as far as uh
[32:32] public works facilities. They did have complete references including the uh
[32:36] costs. For some reason, the Kiadini, if you look at it, um I know it was
[32:41] attached, but the Kiadini one was missing the construction cost for two
[32:45] projects. They listed six, but of the six, four of them there's no references.
[32:50] I did track down Berkeley. Uh that was provided, and they gave good
[32:55] recommendation for Kiadini, so that was good. Um I did talk to Kirkwood, even
[33:00] though it was left blank. I knew the person over there.
[33:03] They said that the study they did with Kiadini, they liked, but then when they
[33:07] pushed forward into design and construction, they actually switched
[33:12] horses and went with Arch Images. So, the Kirkwood facility will be completed
[33:17] sometime here in 2026, but it's with a different firm.
[33:20] Um Kiadini, you know, had really good
[33:22] qualifications. They did the report for us, if you recall, uh through Navigate.
[33:28] They are based in Brentwood. They have Horner & Shifrin as their new additional
[33:32] partner on their design team. But when we came down to the key
[33:37] rationale that I listed here, you know, H Design had more relevant and recent
[33:41] public works experience, stronger more complete references. Uh they do have
[33:46] really good feedback from their municipal clients. That I did check.
[33:50] And just a more detailed explanation on their program, their planning.
[33:55] Uh they would do design charrettes for a two or three-day process to really drill
[33:59] down and figure out how equipment fits in the building, future growth, things
[34:03] of that nature. So, you know, the recommendation that we had
[34:06] as a group was that H Design would be selected for professional design
[34:10] services for the maintenance facility. Um
[34:15] I don't know if there's any questions.

[34:48] in the past about you know, the the striping is faded. I will agree with
[34:52] that. Uh it was done probably in 2016 when the STP project was done on the
[34:58] north side like the entire length. Um we've done a few spot areas. Typically,
[35:03] we just do the crosswalks and the stop bars, but the longitudinal lines, you
[35:08] know, the ones that run parallel, the center line, and the outer shoulder
[35:11] ones, we don't have equipment that can do that great a distance. We did reach
[35:15] out to McConnell since we use them and they are part of a consortium. So, they
[35:20] gave us a price broken down by the three different jurisdictions. So, most of it
[35:26] is under Brentwood. As you go closer to Brentwood Boulevard,
[35:30] it switches over to county ownership like the turn arrows and stuff like
[35:33] that. And then we've got Rock Hill where you get to Bremerton and from Bremerton
[35:38] to McKnight, the southern portion is theirs and northern half is ours. So,
[35:42] that's the convoluted part there. Um our total would be $5,450
[35:49] and that would take it from McKnight all the way to Brentwood Boulevard, just our
[35:54] portion. The county we reached out to them, they said that they would just do
[35:57] it themselves. So, in a few weeks they'll paint there in by Brentwood
[36:01] Boulevard, so that'll be brightened up. Rock Hill, we reached out to them, we
[36:04] have not heard back from them. What I'd like if they agreed to was, you
[36:08] know, we could do it and they would just reimburse the $2,010.
[36:13] If they don't agree, then I guess we just do our portion. It'll look a little
[36:19] I don't know what the proper terminology would be, but it won't look fantastic as
[36:23] you go Brentwood to McKnight because we would only do one yellow bar the whole
[36:29] distance. There's on the other half would be the faded one and then their
[36:33] white shoulder would be whatever it is. So it'll, you know, there could be
[36:37] complaints because well, why did you not do the whole thing?
[36:41] I would prefer that they just piggyback on to our contract and just do it, but
[36:45] if they don't, I don't think we want to spend our money to do their piece.
[36:50] Um, my recommendation be we definitely do ours if they agree to do theirs with
[36:54] ours, there could be cost savings. Otherwise, they just going to have to do
[36:58] it themselves.

[37:09] it's she's brought it up to me for several years now, so

[37:19] think we should move forward and hopefully we can convince Rock Hill to

[37:39] McKnight when it was resurfaced. They were able to save the side that was

[37:46] perfect seam and then, you know, wait a week or so for it to dry, then they did
[37:51] the bright yellow. They I know LaDue actually we partnered together. So
[37:55] whenever that road gets striped, they tell me typically what it costs
[38:00] and we just reimburse them. It's just a simple agreement.
[38:04] Now, I'm hoping this is the same. It's like if you wanted to, you know, you
[38:07] could do just the yellow. Maybe that's half that, maybe it's a thousand, but I
[38:10] don't really want to spend a thousand dollars of Brentwood money to do
[38:14] somebody else's.
