[6:41] recreation month. Since 1985, America

[6:44] has celebrated July as Parks and

[6:46] Recreation Month, a program of the

[6:48] National Recreation and Parks

[6:50] Association. The goal is to raise

[6:52] awareness of the vital impact that parks

[6:54] and recreation has on communities across

[6:56] the US. Uh accordingly, I am going to be

[6:59] issuing this proclamation today, a

[7:01] designation of July as parks and

[7:03] recreation month. Whereas parks and

[7:05] recreation programs are an integral part

[7:07] of communities throughout this country,

[7:09] including the city of Brentwood,

[7:10] Missouri. And whereas our parks and

[7:13] recreation are vitally important to

[7:14] establishing and maintaining the quality

[7:16] of life in our communities, ensuring the

[7:18] health of all citizens, and contributing

[7:20] to the economic and environmental

[7:22] well-being of a community and region.

[7:24] And whereas parks and recreation

[7:26] programs build healthy, active

[7:28] communities that aid in the prevention

[7:30] of chronic disease, provide therapeutic

[7:32] recreation services for those who are

[7:34] intellectually or physically disabled,

[7:37] and also improve the mental and

[7:39] emotional health of all citizens. And

[7:41] whereas parks and recreation programs

[7:43] increase a community's economic

[7:44] prosperity through increased property

[7:46] values, expansion of the local tax base,

[7:50] increased tourism, the attraction and

[7:51] retention of businesses and crime

[7:53] reduction. And whereas parks and

[7:55] recreation areas are fundamental to the

[7:57] environmental well-being of our

[7:58] community. And whereas parks and rec

[8:01] natural recreation areas improve water

[8:03] quality, protect groundwater, prevent

[8:05] flooding, improve the quality of the air

[8:07] we breathe, provide vegetative buffers

[8:10] to development, and produce habitat for

[8:12] wildlife. And whereas the US House of

[8:14] Representatives has designated July as

[8:16] parks and recreation month, and whereas

[8:18] the city of Brentwood, Missouri

[8:20] recognizes the benefits derived from

[8:21] parks and recreation resources. Now

[8:24] therefore, I, Mayor David A. dimmit by

[8:26] the authority vest in vested in me as

[8:28] mayor of the city of Brentwood, Missouri

[8:58] live at 2528 High School Drive. [snorts]

[9:01] So, uh, I would like to just tell you I

[9:04] was born in Brentwood. I grew up here as

[9:06] did one of my parents and their parents.

[9:08] So, I've been in Brentwood a long time.

[9:10] Uh, and I love this community. I love my

[9:12] neighbors and that's why I'm here

[9:13] tonight. Uh, for my professional life,

[9:16] I've been an embedded software engineer

[9:17] for over 25 years. I've been working on

[9:20] complex interconnected systems just like

[9:22] the ones that I would like to talk about

[9:23] this evening. Uh so I recently learned

[9:25] that Brenwood has a contract with Flock

[9:27] Security. Um this led me to the question

[9:30] why why why do we need these cameras? Um

[9:33] and the answer is probably to deter

[9:35] crime. But do we need in Brentwood AI

[9:40] cameras tracking citizens around 24

[9:42] hours a day? Is that is that really

[9:44] needed? I don't think crime's that bad

[9:45] here. Um, while addressing the

[9:48] Pennsylvania Assembly in 19, excuse me,

[9:50] 1755, Benjamin Franklin famously said,

[9:54] "Those who would give up essential

[9:55] liberty to purchase little temporary

[9:57] safety deserve neither liberty nor

[9:59] safety." What our founding father was

[10:02] trying to relay in that was that

[10:04] short-sighted solutions for complex

[10:06] issues frequently are a bad idea. Uh,

[10:10] I'm not here to criticize the police or

[10:12] our local government. This actually has,

[10:14] you know, very little to do with that.

[10:16] Uh, it's about a company that

[10:17] demonstrabably lies to customers and

[10:19] changes agreements after the fact. It's

[10:22] about a company that shares user data

[10:24] without consent and then tells police

[10:26] departments they're doing the exact

[10:27] opposite. This is about a private

[10:29] company that we're subsidizing to the

[10:31] $225,000 a year with our tax dollars.

[10:34] And I say subsidizing because they are

[10:36] then taking this data that we are paying

[10:38] them to collect and then selling it to

[10:40] pretty much anybody that will buy it. uh

[10:42] this includes private investigators,

[10:45] uh federal governments, uh pretty much

[10:47] anybody that's willing to pay for it.

[10:49] So, this is more than just a camera.

[10:51] This isn't just a camera that's out

[10:52] there. This is an enormous platform um

[10:56] that includes many different services

[10:57] such as Free Form, which is an AI search

[10:59] for people by physical description.

[11:01] Raven, which was originally sold for

[11:03] gunshot detection, but now listens for

[11:05] human voices. They have a patent to

[11:07] classify people by race, gender, height,

[11:09] weight into a searchable database.

[11:11] They're now pairing the Bluetooth and

[11:13] Wi-Fi fingerprints from your phone to

[11:15] your car, so they know who you're going

[11:17] around the the entire country with. Um,

[11:20] they also know if you're riding in the

[11:22] car with somebody else. Um, they have u

[11:25] more patents to classify people and make

[11:27] it searchable database across the whole

[11:29] country. And since it's a private

[11:31] company, there's very little oversight.

[11:33] Uh, and local police departments are

[11:35] losing control of their cameras. Flock

[11:37] enabled nationwide setting without

[11:39] police knowledge in Mountain View,

[11:40] California. Cambridge, Massachusetts.

[11:42] Flock installed cameras after the city

[11:43] council ordered they be deactivated. In

[11:46] Washington, Border Patrol agents access

[11:48] 10 departments data that they never

[11:49] agreed to share. LA, one in three hot

[11:51] list reports were incorrect, leading to

[11:53] a waste of police time and resources.

[11:56] Illinois found that Flock was illegally

[11:58] sharing their data and are now suing

[12:00] them. San Francisco found that the

[12:02] federal government illegally access

[12:04] flock data hundreds of times and that

[12:05] was just a month ago. Uh security

[12:08] researchers on the internet have shown

[12:10] that these cameras can be broken into in

[12:11] under 30 seconds. Uh I personally don't

[12:15] understand how these this is in

[12:16] violating the law. The Supreme Court

[12:18] found that uh bulk collection of

[12:21] citizens cell phone data was against the

[12:24] fourth amendment. Um but now since this

[12:26] is a private company collecting almost

[12:27] the exact same data um it's allowed and

[12:31] the federal government has said that

[12:33] they are now going to start buying this

[12:34] data.

[12:35] >> Mr. Schwer, are you about ready to wrap

[12:39] >> Um so uh we wouldn't approve a water

[12:42] plant without an environmental

[12:43] assessment and I don't think we should

[12:45] approve these surveillance

[12:46] infrastructure without government

[12:47] controls and uh citizen input. So, I

[12:51] realize, you know, we're spending about

[12:53] $100,000 every four years on these

[12:54] cameras. Uh, while overall that's not a

[12:57] huge hit, you know, to the budget,

[12:59] that's for normal folks, that's a lot of

[13:00] money, and I think we could spend it in

[13:03] building our community instead of

[13:04] surveilling citizens. Thank you.

[13:41] understatement. Uh we've had three of

[13:43] them so far, very very well attended.

[13:47] month. And on the agenda tonight is a

[21:28] we ordered more of that and then parks

[23:46] this honor and has probably spent the

[23:47] most time in that dugout of anyone in

[25:33] put together the rough schedule. If we

[25:36] started with the agreement being

[25:38] approved uh during this week, then we

[25:40] could start with design and permitting

[25:42] as early as August, and that would go

[25:44] through uh February 2027. And then

[25:48] project bidding would be in February 27.

[25:50] Most of the construction would take

[25:51] place in 27. Um anticipated construction

[25:56] would wind down around February of 28.

[25:58] That would be substantial completion.

[26:00] And then final completion March of 28

[26:03] assuming that this is approved. Um I did

[26:07] put the uh compensation table there so

[26:09] you can kind of see what we would be

[26:11] expensing in 2026 and then in future

[26:14] budget cycles. So the three main phases

[26:17] in 26 with H design is roughly 213,512.

[38:51] is to save some time and money for the

[38:54] city and for the pension plan relating

[38:57] to determination of disability.

[39:00] Currently, uh the way the pension plan

[39:03] is structured under the ordinances,

[39:06] an individual who requests a pension

[39:09] based on disability

[39:12] uh must be determined by a medical board

[39:16] appointed by the trustees of the pension

[39:20] fund. to be permanently disabled. That

[39:24] requires a lot of time from both the

[39:26] pension board and the city staff to

[39:29] figure out which kind of medical experts

[39:32] must be appointed and it takes a lot of

[39:35] time from the city staff to uh organize

[39:39] the billing situation. As you know, the

[39:42] uh folks who work in the medical system

[39:47] in this country are used to billing

[39:48] insurance rather than billing a pension

[39:51] plan for the cost of that. And it takes

[39:56] quite a bit of effort on behalf of both

[39:59] the pension board and city staff to do

[40:01] that. Uh what we are asking for in this

[40:04] ordinance is for the ability for the

[40:07] trustees of the pension board to be able

[40:11] to hire a third-party administrator to

[40:14] do this. There are plenty of companies

[40:16] out there that determine whether someone

[40:19] is disabled

[40:21] on behalf of companies, cities,

[40:23] organizations

[40:25] uh without having to individually

[40:28] appoint certain medical providers each

[40:31] year. they've got a stable of people to

[40:34] do it. And so the idea here is that

[40:38] we would have the ability to hire a

[40:42] third party contractor to handle that

[40:44] for us and save a lot of city staff

[40:47] time, save a lot of money, and save a

[40:50] lot of stress on the individual

[40:52] employees who are applying for a

[40:54] disability pension. Happy to answer any

[40:57] further questions that you all may have.
