[2:24] special School Board meeting
[2:25] will operate in accordance with
[2:26] School Board Policy 1020, and
[2:28] the board will review the items
[2:29] as advertised and presented by
[2:31] the superintendent. The purpose
[2:32] of this meeting is for the
[2:34] School Board of Broward County,
[2:35] Florida to conduct official
[2:36] business of the district and
[2:38] any other items the board deems
[2:39] necessary. Today, the board is
[2:40] considering the following
[2:43] business. One adopting the
[2:44] District Educational Facilities
[2:46] Plan for the five years running
[2:49] from JULY 1st, 2026 through
[2:52] JUNE 30th. JUNE 30th, 2031, the
[2:53] superintendent released a
[2:55] revised agenda with certain
[2:56] changes for this meeting and
[2:57] published it on the school
[2:58] district's website. The chair
[3:00] finds pursuant to section one,
[3:01] 20.525 Florida statutes, that
[3:02] good cause exists for such
[3:04] changes and accepts the revised
[3:05] agenda. Doctor Hepburn, are
[3:08] there any changes? The agenda.

[3:51] 1020 and is intended to provide
[3:53] input on the board's duties,
[3:54] decisions and the overall
[3:55] operation of the school
[3:56] district. The school board is
[3:58] viewpoint neutral during public
[4:00] comment per school board policy,
[4:01] 1020 public comment procedures
[4:03] are as follows. Speakers must
[4:05] state their name, city of
[4:06] residence and whether they are
[4:07] a lobbyist before beginning
[4:09] their remarks. All remarks must
[4:11] be directed to the board as a
[4:12] whole. The board will not
[4:14] respond to or engage with
[4:15] speakers during public comment,
[4:17] and no action will be taken
[4:18] unless the item is on the
[4:20] agenda. During the agenda
[4:21] speaking time, speakers will
[4:22] have up to three minutes per
[4:24] item and up to one minute on
[4:26] motions or amendments per
[4:27] meeting, with an additional one
[4:29] minute if another motion is
[4:32] introduced, a visible timer
[4:33] will be used and the microphone
[4:35] MAY be turned off when the time
[4:37] expires. Speakers must limit
[4:39] their comments to agenda. Items
[4:40] must remain relevant to the
[4:42] specific item. Comments MAY not
[4:43] address matters that are
[4:45] pending litigation, quasi
[4:46] judicial proceedings, active
[4:47] investigations or
[4:49] administrative hearings,
[4:50] solicitation and lobbying

[5:44] for this District Educational
[5:45] Facilities Plan. I now turn it
[5:47] over to the superintendent, who
[5:48] will now give a brief overview
[5:49] of the District Educational
[5:50] Facilities Plan.
[5:51] >> Thank you, MADAM Chair, and
[5:53] good evening. I'm pleased to
[5:54] submit this district
[5:55] Educational Facilities plan for
[5:57] the School Board's
[5:58] consideration and adoption. I
[6:00] want to start by thanking the
[6:01] board for its input and a
[6:03] special school board meeting on
[6:05] JULY 21st, when the tentative
[6:07] District Educational Facilities
[6:09] plan was approved. At that
[6:10] meeting, the board provided
[6:12] feedback on the recommendations.
[6:13] Today's presentation of the d.
[6:15] F p reflects the board's
[6:16] priorities and direction. The
[6:17] board is aware that the
[6:19] district will engage a master
[6:20] planner who will provide
[6:21] additional information to help
[6:23] shape our district as we
[6:24] redefine how our facilities
[6:26] serve our students. This plan
[6:28] addresses key needs in the
[6:29] interim until those
[6:30] recommendations are brought
[6:32] forward. At that time, the d, f,
[6:34] p can be amended to incorporate
[6:36] those recommendations. I would
[6:38] like everyone to know that the
[6:39] district and school leadership
[6:40] remain committed to providing
[6:42] our students with their world
[6:43] class education in a safe and
[6:45] secure learning environment. We
[6:46] are focused on keeping our
[6:47] schools safe and implementing
[6:49] upgrades previously approved by
[6:51] the board, including security
[6:52] cameras, public announcement
[6:53] systems and other ongoing
[6:55] safety enhancements. This
[6:57] District Educational Facilities
[6:59] Plan continues to deliver the
[7:00] commitments made through the
[7:01] Smart program as we move
[7:02] towards its completion. The
[7:04] plan incorporates updated year
[7:05] end financial information,
[7:07] refined maintenance and
[7:08] infrastructure, project
[7:11] schedules, and board and staff
[7:12] recommendations. Overall, the
[7:13] dfp strengthens the district's
[7:16] ability to preserve and enhance
[7:17] facilities, improve student
[7:18] learning environment, improve
[7:19] students learning environments,
[7:21] address long term capital needs,
[7:23] and maintain financial
[7:24] stability. Funding is being
[7:26] recommended for high priority
[7:28] needs, such as facilities
[7:30] projects that address critical
[7:31] capital needs, including a new
[7:32] auditorium at Coral Glades High
[7:34] School, the replacement of
[7:35] buildings at Mary Bethune
[7:37] Elementary Parkway Middle
[7:38] School and also Robert c
[7:39] Markham Elementary School,
[7:41] along with roofing, Hvac and
[7:43] other priority facility
[7:44] improvements across the
[7:45] district. Additional
[7:46] investments in physical plant
[7:48] operations to preserve district
[7:49] facilities through
[7:50] beautification initiatives,
[7:51] maintenance projects,
[7:52] infrastructure renewals and
[7:54] system replacements, enhanced
[7:55] safety, security and
[7:57] sustainability initiatives
[7:59] including security systems,
[8:00] building automation controls,
[8:02] draining improvements,
[8:03] stormwater infrastructure and
[8:06] and portable demolitions,
[8:07] strategic technology and
[8:08] student support investments
[8:10] including erp implementation,
[8:12] network infrastructure, music
[8:14] and academic program, equipment
[8:16] replacement, athletic
[8:17] improvements, and district wide
[8:20] capital improvement needs. We
[8:21] appreciate the board's support
[8:22] for these important capital
[8:24] funding needs. Now, I'll turn
[8:25] it over to the Chief Financial
[8:27] Officer and the finance staff,
[8:28] and they'll make a presentation,
[8:29] and we'll answer any questions
[8:32] you MAY have afterwards.

[8:47] of capital budget. Thank you.
[8:48] >> Good evening. Thank you,
[8:49] MADAM Chair, board members and
[8:51] Doctor Hepburn. The purpose of
[8:52] this second special school
[8:54] board meeting is to discuss and
[8:55] adopt the District Education
[8:57] Facilities Plan. As a reminder,
[8:58] the district continues to
[9:01] advance its redefining process
[9:02] and will engage a master
[9:03] planner to help shape our long
[9:06] term facility strategy. Also,
[9:08] the dfp is a living document
[9:09] and has priorities and needs
[9:10] evolve. Budget amendments MAY
[9:12] be presented to the board for
[9:15] consideration throughout the
[9:23] fiscal year. Next slide please.
[9:26] >> Oh, we have it here.
[9:27] >> As the superintendent
[9:29] mentioned, I would also like to
[9:30] thank the board for its
[9:32] feedback and approval of the
[9:34] tentative dfp in JULY. The plan
[9:36] before you tonight incorporates
[9:38] that feedback. The feedback at
[9:40] that meeting. This presentation
[9:41] is intended to highlight the
[9:43] key elements of the detailed
[9:45] plan that you have presented to
[9:48] you tonight. Following the
[9:49] presentation, the board will
[9:50] have an opportunity to provide
[9:52] additional feedback, and staff
[9:54] is available to answer any
[9:59] questions. This slide shows the
[10:00] projected capital revenues for
[10:02] the next five years, totaling
[10:04] approximately $4 billion. The
[10:05] board has already reviewed
[10:07] these revenue projections,
[10:08] which remain unchanged since
[10:10] the tentative. Since that time,
[10:13] the fiscal year. Fiscal year
[10:14] end. Fiscal. Sorry. Excuse me.
[10:16] Fiscal year end activities and
[10:18] account reconciliations have
[10:20] been finalized based on those
[10:22] final balances. Unallocated
[10:26] carryover is 59 million and 416
[10:28] million is dedicated to ongoing
[10:33] capital projects. Next slide.
[10:35] All right. Appropriations. The
[10:36] appropriations also remain
[10:38] largely unchanged from the
[10:39] tentative. However, since then,
[10:41] staff has added greater detail
[10:43] to provide more transparency to
[10:44] the school by school projects
[10:46] and district wide maintenance
[10:48] programs. The additional
[10:49] information and maintenance
[10:51] infrastructure sustainability
[10:53] programs can be found in the
[10:59] appendices. This slide is a
[11:01] summary of the new funding
[11:02] recommendations. And again, the
[11:03] board has previously seen this
[11:05] at the tentative. The one item
[11:07] I would like to highlight is
[11:09] the additional $23 million
[11:11] included for ppo plan
[11:12] maintenance initiatives. This
[11:14] funding is above and beyond the
[11:15] maintenance funding funded.
[11:17] Included in last year's dfp and
[11:18] reflects the district's
[11:20] continued focus on improving
[11:22] the condition and parent and or
[11:24] the appearance of our schools.
[11:26] The plan also accelerated
[11:28] investments in maintenance
[11:31] initiatives to include painting,
[11:33] additional painting and
[11:35] beautification projects. The
[11:36] proposed Cops financing
[11:40] included in this plan made this
[11:47] acceleration possible. The last
[11:49] thing I'd like to go over is on
[11:52] this slide. The additional
[11:53] considerations the board has as
[11:55] we look ahead, we must continue
[11:56] to develop our long range
[11:58] facilities plan with both
[12:00] foresight and flexibility as we
[12:01] advance the redefining efforts
[12:03] and address to address the
[12:04] challenges of declining
[12:07] enrollment. As discussed, the
[12:09] district does have debt
[12:12] capacity to fund eligible
[12:16] capital projects, and with that,
[12:18] we'll go ahead and end the
[12:19] presentation, keep it kind of
[12:20] short tonight and answer any
[12:22] questions you MAY have.

[12:31] of motions to make. So, MR.

[12:40] tell you that some of the items
[12:45] came from a discussion that the
[12:48] City of Coral Springs had about
[12:50] jp Taravella and some other
[12:51] projects that they were doing
[12:53] with the district, with the
[12:55] district so attached with.
[12:56] There's two. There's the letter
[12:59] from Tara from Coral Springs
[13:01] Commission stating what they're
[13:06] willing to to partner with us
[13:08] in the hopes of being able to
[13:10] pass some of the things that
[13:12] are on my motions. So I just
[13:14] wanted to put that into context
[13:18] as we go through. So on page
[13:21] 144 of the actual dfp, it talks
[13:24] about bleachers. And on there
[13:27] we have bleacher repair and
[13:30] replacement replacing exterior
[13:31] bleachers, but bleachers, but
[13:33] there's nowhere on there for
[13:35] the four schools that have no
[13:37] bleachers at all. So my motion
[13:39] is to add bleachers for
[13:41] Taravella, West Broward,
[13:42] Monarch and Hollywood Hills
[13:44] High. That cost is
[13:46] approximately $500,000 per
[13:48] school, and those bleachers
[13:50] would come along with the
[13:52] artificial turf, which is my
[13:54] next motion. So I move to add
[13:56] bleachers to jp Taravella, West
[13:58] Broward Monarch and Hollywood
[14:00] Hills High for $500,000 per
[14:04] school to the defp for this
[14:05] this fiscal year.

[14:42] schools, the same schools we
[14:44] just added bleachers to that
[14:45] were left off the list for
[14:47] artificial turfs. So my motion
[14:49] is to add j p Taravella West
[14:51] Broward, Monarch and Hollywood
[14:52] Hills to the list of schools
[14:54] that will receive artificial
[14:56] turf fields.

[15:16] budget for this year. So let me
[15:17] just start with what would the
[15:18] total cost of those four
[15:21] artificial turf fields be?
[15:23] >> Staff. We don't. A total
[15:28] cost for the additional four.

[15:31] task assigned chief facilities
[15:34] officer there at right at. For
[15:37] the turf fields $2 million per
[15:40] field.
[15:42] >> Terrific. And that answers
[15:44] the cost question doctor
[15:47] Hepburn we have schools all
[15:49] over Broward County. These four
[15:51] are deserving of synthetic turf
[15:52] field like all of our schools
[15:54] are. Are these the four that
[15:55] would make the most sense in
[15:57] terms of overall prioritization
[15:59] of our need for athletic fields?
[16:01] >> Yeah. These four were not
[16:03] added on the list because there
[16:04] were no bleachers. And since
[16:06] the I think the first motion
[16:08] passed. So now there's
[16:09] bleachers. So that's the reason
[16:10] why these four were never on
[16:12] the list because there were no
[16:13] bleachers.
[16:13] >> Terrific. But would these
[16:15] four places be the highest
[16:16] priority for Broward County
[16:17] schools to put artificial turf
[16:18] bleachers?
[16:19] >> There's a kind of evaluation
[16:21] or criteria system that we used
[16:23] as far as who goes first, who
[16:24] goes second. So the
[16:25] prioritization would be based
[16:33] off of need. Athletic field use.
[16:36] Not purchase orders,
[16:37] maintenance and.
[16:37] >> Maintenance of the current
[16:40] field fields.
[16:41] >> Go ahead. If anything else,
[16:44] Doctor Wanza or MR. Dorsett.
[16:45] >> It's based on current
[16:47] conditions and the need for the
[16:49] fields. There are some of them
[16:52] that we can wait as far as
[16:54] getting installed, but they
[16:56] need to be on the list because
[16:57] they weren't accounted for at
[16:58] all.

[17:03] next on the list. Every other
[17:05] high school except these four
[17:07] are already on the list. It's
[17:09] just to add them. So wherever
[17:11] they fit in the schedule,
[17:12] they'll be added. But right now
[17:14] they're not in consideration at
[17:16] all because they didn't have
[17:17] bleachers. So I just wanted to
[17:18] clarify that.

[17:21] easy. The motion, though, isn't
[17:23] year specific. It's really.

[17:59] that the other board MAY
[18:01] reverse it at some point.

[18:05] budget document takes money,
[18:06] puts it in years and categories,
[18:08] right? This is a motion saying,
[18:10] hey, we want to do it, but it's
[18:12] got to make sense, which I love.

[18:17] without identifying the year
[18:19] that we're encumbering the
[18:20] funds?

[18:24] operational question than a

[18:30] don't know how to vote on a
[18:31] budget when it doesn't have

[18:42] the other ten. What was it, 14
[18:44] schools total, this, that, that
[18:46] we were going to do turf fields
[18:47] and that they would make a

[18:51] criteria they just told you. So
[18:52] this isn't doing anything
[18:54] different than we've already
[18:55] done with all the other high
[18:56] schools. It's just adding them
[18:57] to the list.
[18:59] >> So we're going from 14 to 18
[19:00] high schools getting turf
[19:01] fields. What year is the funds
[19:04] spread around? Is that all next
[19:06] year or what? How many years is
[19:07] that spread out over the think
[19:09] or I could look it up. I'm
[19:10] sorry. I just don't know which
[19:11] page.
[19:12] >> We have three more years. So
[19:14] we we've done we did last year,
[19:16] the year. So we have installed
[19:20] them at. What's nine schools
[19:21] currently. Right. And so we
[19:23] have like a five year plan to
[19:25] get it to get all the schools
[19:27] done. As MISS Hixon said, these
[19:30] schools are not listed in the
[19:32] schools that we were that were
[19:33] the board had committed to
[19:35] installing fields.
[19:38] >> So it's fy 27, 2829. The
[19:40] next three years, correct?

[19:44] and three years left.
[19:45] >> So great. So that eliminates
[19:47] the the, the board member issue,
[19:49] which is we have to approve a
[19:50] budget that puts money into

[20:17] Hills does and do 4:00 games.

[20:28] don't have lights so they can't

[20:51] like for Taravella, the the
[20:53] city has agreed to do the
[20:55] lights. So we were hoping to
[20:57] use that to talk to other
[20:58] people. And if I'm not mistaken,
[21:00] West Broward has a partner who,
[21:03] if they see we're putting the
[21:04] investment in, could possibly
[21:07] cover the cost of, of the
[21:08] lights and other additional
[21:11] things at the school. So I
[21:13] think that would eliminate that
[21:14] concern.

[50:02] at Florida. This is a high
[50:05] school. They play ten games a
[50:07] year in high school. Am I

[50:26] college sports, at a time when
[50:27] we're asking the community to
[50:29] continue to give us that one
[50:31] mil so that we can pay to keep
[50:33] our lights on. Like, I just
[50:35] don't see this, I don't
[50:38] understand, I don't understand
[50:39] the priorities that we're
[50:40] communicating to, to our
[50:41] community. If we're going to
[50:42] give video scoreboards to high
[50:44] school athletes, when we have
[50:46] cafeterias and libraries and
[50:48] classrooms and windows. I was
[50:49] in an elementary school last
[50:53] week with plastic windows.
[50:58] Built in 1952. Like we're
[50:59] supposed to prioritize these
[51:00] things and make good decisions
[51:01] for the community and earn
[51:03] their trust so that they give
[51:04] us their taxpayer dollars and
[51:05] sometimes discretionary
[51:07] taxpayer dollars. I don't I
[51:09] just don't see this. I don't
[51:11] know, I, I cannot tell my
[51:12] neighbors that I'm going to
[51:14] spend $20 million on video
[51:15] scoreboards for 16, 17 and 18
[51:16] year old athletes so their
[51:18] parents can see the replay of a
[51:21] game. I suspect they all have
[51:22] phones and they can watch the
[51:26] replay if they need to.

[51:52] was dugouts. Those things are
[51:54] fundamental to an athletic
[51:55] program. And I go around
[51:56] Broward County and I see
[51:57] deficiencies all over the place
[52:00] in athletic fields, not video
[52:01] scoreboards as a deficiency. I
[52:03] don't do that. I view that as,
[52:05] you know, if we did a couple of
[52:07] years and it took us 15 years
[52:09] to get there, I'd be fine. But
[52:10] accelerating these funds, I
[52:11] think, is going to put
[52:12] something at risk that we
[52:14] really cannot afford to put at
[52:16] risk. And, and this
[52:18] prioritization at one meeting
[52:20] at the end of the year doesn't
[52:21] look to the community like this
[52:23] is thoughtful, analyzed,
[52:24] intentional. We know what the
[52:25] options. We don't even know
[52:27] what the numbers of fields that
[52:28] we want for some of these
[52:30] things, or the years in which
[52:32] we're going to lay it in. So I
[52:33] just, I don't I don't think
[52:35] that this is a good idea today.
[52:37] It MAY be great to bring back
[52:39] later and lay it in over ten
[52:41] years, but I just cannot
[52:42] justify this to the community
[52:44] that this is our highest and
[52:46] best use of their money. When
[52:47] we don't have capital
[52:48] facilities that we can be proud
[52:50] of. In every school in Broward
[52:53] County. So I'm sorry to come
[52:55] unglued about this, but I just
[52:57] don't I can't let us do this
[52:58] without thinking about the
[52:59] effect that it would have on
[53:01] the referendum. I also think
[53:02] there are a lot of boosters
[53:04] that can go out and raise money.
[53:06] Can they raise a half $1
[53:07] million? No, but that doesn't
[53:08] mean we should take taxpayer
[53:10] dollars and pay for something
[53:12] that I view as just an
[53:13] extravagant thing. And if we
[53:15] got a couple of years, it's
[53:17] fine. But to do this all
[53:18] quickly over three years is
[53:20] just really, I think it's a
[53:22] very high risk.

[55:44] far as some of the requests,
[55:45] what impact that would have on
[55:49] the on the reserves over the
[55:50] next three years of this
[55:53] specific defp my calculations
[55:55] I'm up to, if you include the
[55:57] video scoreboards, total of
[55:59] field bleachers, lights, video
[56:01] boards, I have about $28
[56:02] million unless I'm off, but
[56:07] that's what I have. How much do

[58:05] projects for the beautification,

[58:10] presentation, we accelerated a
[58:12] good bit amount to focus on
[58:13] that based upon the board's
[58:16] feedback in workshops and the
[58:20] tentative meeting.

[1:12:26] years to be able to do these

[1:12:30] remind you that we also have
[1:12:32] other needs that we don't have
[1:12:32] in this.

[1:26:30] their huge feeder program into
[1:26:33] this, you know, renowned
[1:26:34] theater program that they're
[1:26:36] having, that it made sense. And
[1:26:39] again, it wasn't any particular
[1:26:40] time in there. It was just to
[1:26:42] say if money became available,
[1:26:44] that we would be able to
[1:26:46] address it. So there's not an
[1:26:48] urgency in this particular
[1:26:50] motion. But, MR. Dorsett, you

[1:28:56] essential in in those students
[1:28:57] transitioning over to South

[1:29:06] smoothly into South Plantation
[1:29:07] high into that program. Right.

[1:39:52] planner here so we can bring
[1:39:54] some dang priorities to this
[1:39:56] board and restore order and
[1:39:57] discipline for the way we spend
[1:40:00] these funds. It is critical
[1:40:02] that we get this done. And I'm
[1:40:03] tickled, Doctor Hepburn, that
[1:40:04] we have the facilities
[1:40:06] condition assessment data, but
[1:40:08] we got to use that data to kind
[1:40:10] of make the best decisions that
[1:40:11] we possibly can. And there's
[1:40:13] going to be a lot of flux going
[1:40:14] on. There's going to be some
[1:40:16] number of schools that close at
[1:40:17] the end of this year. There's
[1:40:19] no doubt there's going to be a
[1:40:20] huge decline in enrollment
[1:40:21] again next year if the
[1:40:22] projections are correct. So
[1:40:23] there's potential for more
[1:40:25] schools that are going to close
[1:40:26] in Broward County down the road.
[1:40:28] We've got to kind of manage
[1:40:29] this, you know, moving system
[1:40:31] in a way that can make the
[1:40:32] community and the board feel
[1:40:33] good about what we're investing.
[1:40:34] But that investment, ming
[1:40:36] money forward from out years to
[1:40:37] do it this year is great.

[1:40:41] guarantee this board that we
[1:40:45] are going to execute a total of
[1:40:47] $92.04 million? That is going
[1:40:49] to ppo to get these projects
[1:40:50] done to win back students, how

[1:40:54] $7.7 million will be spent per
[1:40:57] month this year? How will we
[1:40:59] execute with fidelity on this
[1:41:02] critical program?
