hearing piece of the

your opportunity to speak so that's open

at this time can I talk about something
other than the
[1:46]
vbo or should I wait I think we should
start with a vbo piece of it and let's
[1:52]
get through that and we we'll see what
where it

resident and I just want to say that the
reason for the vbo is that I do travel a
[2:08]
lot and in traveling a lot I have family
here which is I have two daughters and
[2:14]
two
son-in-laws Aubrey and Eli are from
[2:19]
Calia root here children that go to
school here I've been involved in things
[2:24]
here um my other son and daughter they
in Paulsville all of which are very
[2:30]
close in the event that something does
occur if I am out of town um the other
[2:35]
thing is that I've had the privilege of
staying at thr rollin's house the sne
[2:39]
house seeing sisters for and I am
familiar with Betty and some of the
[2:44]
others that are in the community and um
I love centrea I've um been coming here
[2:50]
for the past seven
years and um the the community itself it
[2:56]
seems to be a very tight k tight-knit
Community and a very caring Community
[3:02]
the the owners of the
different facilities or stores within
[3:07]
the square and that I've come across
everybody has always been very friendly
[3:10]
and very welcoming and it's nice to see
that the community is
[3:14]
growing um and it does seem even with
Hubble and the different Honeywell the
[3:20]
things that are around much less all of
the colleges that are
[3:24]
here that um the need is there for the
additional space to say um it is a four
[3:32]
bedroom house and I'm doing my very best
since I've been here I put a roof on the
[3:38]
house we've done new Landscaping to the
house um the inside is furnished very
[3:45]
nicely and modestly so that it's
comfortable but for us when we're here
[3:49]
but also for anybody that may come in
it's family friendly and it's child
[3:54]
friendly um the fence the yard is
gated um and I think it would be I think
[4:00]
it would be a lovely addition it's not a
matter of it's uh the intention is not
[4:04]
for it to disrupt the community or
disrupt the block there are a lot of
[4:08]
children on the
Block so whatever is you know whatever
[4:12]
is required of the city I'd be glad to
um you know if you need documents or
[4:16]
present anything I'd be happy to do that

her my main concern when I got the
[4:42]
letter that it was going in was now are
are we going to have to give up our nice

quiet
neighborhood are our children going to
[4:50]
be at risk that run up and down the
streets and and
[4:58]
um is there some kind of condition
people have to have to go and stay in
[5:04]
there and then on the other hand I think
well I have friends that come to visit
[5:11]
people at
Sunnydale and they might like a place to
[5:16]
stay
and so I don't I'm not either yay or nay
[5:22]
I just kind of wanted some answers
inform to what to expect okay cuz I
[5:28]
really never never
by

by that to see what kind

um but that was that just concerns and

asking questions on what a vbo is and
that sort of thing okay well if there's
[6:37]
and your your thing is not related to
this at all okay so I'm going to keep it
[6:42]
completely separate um so with nobody
else regarding the vbo what I'm do is
[6:47]
I'll close the public hearing piece of
it I'll bring it back to um the
[6:53]
commission the board we are sorry it's
been a long day um to have any questions
[6:59]
for you and and I'll actually I'll
actually start that first to address
[7:04]
some of the concerns that I know that
you have um we do have a very detailed
[7:10]
um
um ordinance or code thank you code
[7:16]
regarding VBS that we put in when Betty
uh came to us a couple years ago and
[7:21]
requested to put in the roll Street
house and IT addresses most I think
[7:25]
everything that you're concerned about
as far as having to detail out what's
[7:29]
expected of a of a renter or somebody
that would be coming into that um they
[7:34]
have to sign an agreement when they rent
these properties they have to adhere to
[7:38]
those agreements as part of that and I
think that you addressed that um well
[7:44]
with your son-in-laws and your family
that are here close by is that the owner
[7:49]
of the house has to have somebody to be
able to respond within 25 minutes should
[7:53]
something occur that become a nuisance I
think the last thing that anybody wants
[7:59]
to have have happened is to disrupt the
family quiet neighborhood or or put
[8:03]
Children at Risk and I don't think that
we've had any incidents with the ones
[8:06]
that we've had so far that I know of um
so just on my behalf of of stating to
[8:12]
Tri to address your concerns I think
that we've well detailed that out in our
[8:16]
our current code so um does anybody have

regarding the the request for the Dr

them I don't know the street it was an

was okay um Rollins was R1 sne Street

they have a contract with you and then
the proposed tenants have a contract

with them also or with you

part of having BRBO or Airbnb if you use
it that way is it also vets people a lot
[9:10]
of the people that come through there um
at even as someone if they come into
[9:15]
your home if they come in there to rent
it they get rated as well as somebody
[9:20]
that stays there they are rated as a as
a bad person so everybody that's on vvo
[9:26]
that has a property whether it's good or
bad able to put a comment on there also
[9:31]
so if they go somewhere else that it can
be you know they they're there are
[9:36]
things to protect the people in place
whether it's you as the owner of the
[9:41]
property with a lease with even like you
said even with Betty when I rented my
[9:46]
initial with Betty and continued with
her for a little bit I had to sign a
[9:51]
paper with
her so primarily it's going to be with
[9:56]
me right as the police department or to
your knowledge either the property
[10:03]
owners of the other properties had that
they W able to deal with been any
[10:10]
complaints from the citizens about these
not that I'm aware of from the existing
[10:13]
ones that we have yes I don't I don't
think we've heard anything
[10:18]
um in the in the aspect of anything
happened or any problems have been
[10:24]
brought to our attention I don't if
anybody else is or
[10:27]
anything I mean I know
Betty was happy enough with it she's
[10:31]
doing a second one right
so I mean I myself I use VB quite
[10:37]
extensively so I'm familiar with what
you have to sign to be able to rent one
[10:41]
of these properties

personally can say that when you go in
to rent one of these you're making an

investment so most
people here

from joining Chris's party so most
people that are going to rent one of

these properties they have to put down

bit of money ahead of time and then
they're investing into this so it's not
[11:18]
it's not something that's not very well
detailed out just from my experience so

for what it's worth I mean I've never
had a I've never been able to rent a
[11:27]
property that didn't require quite a
commitment you mention the current owner
[11:36]
is looking at having a second operation
that means there's a public demand for
[11:41]
these facilities in town seems to be we
got three we have three right now and I
[11:46]
I would imagine that if Betty had put
the first she put in Rollin Street and
[11:49]
then she's putting in that second one
and I can imagine if she didn't have the
[11:52]
demand she would probably not make that
investment no bet but that's my opinion
[11:57]
me sorry I'm auy I live at 320 southman
um I'm her daughter her middle daughter
[12:03]
um when like she brought this idea to us
especially with like my sister and us
[12:09]
living pretty close by and local like
we're just three blocks over I've talked
[12:15]
to friends I'm friends with people here
and they a lot of people have said even
[12:20]
people in Columbia they're like that'd
be great for like I know it's not close
[12:24]
to like mou games and stuff but you run
out of places to stay where it's close
[12:30]
enough to get back and forth and then
also with second Saturdays like blowing
[12:35]
up and now Allen Street social is doing
like brunches and they're open on
[12:39]
Sundays and things like that since like
the community is picking up I've had
[12:44]
multiple people tell me or even as sad
as like people coming into town last
[12:49]
minute for funerals and not having to
drive from Colombia or Mexico or
[12:55]
Mobberly and being local for the
visitations and in the dinners and
[12:59]
things like that a lot of people have
broughten those uh things up to me
[13:04]
they're like actually that's a really
good idea sellia already has three they
[13:08]
fill up so fast like Betty was telling
me with deer season she's been booked up
[13:13]
for you know a month in advance and
stuff like that and weddings and
[13:17]
graduations so I mean I've noticed and
heard that there's like a demand for
[13:22]
these things I mean I also I mean I
personally know
[13:27]
of from my own experience I know
somebody in the community that's an
[13:32]
older person and their family when they
come to visit will will rent out and
[13:36]
every they bring their family and their
kids and they don't have enough space to
[13:40]
stay with you know their mother so they
rent things out to stay local and be
[13:45]
able to do things around the holidays so
and just on occasion so I do know those
[13:50]
instances it also kind of creates the
demand for these and the kind ofunity
[13:53]
kind of like this where you have that um
that situation probably quite frequently
[13:58]
with no tells there's no place to say
you received the application
[14:07]
mhm we did all the advertising and signs
and the yards and everything with no
[14:13]
complications but all the correct time
frame and I recommend that you keep a
[14:20]
copy from the newspaper to put in the
file on
[14:23]
this so uh all the technical parts of
this have been de boxed just checked
[14:32]
right okay they still need to go through
and actually get a business license for
[14:37]
this if we prove
it okay um yeah there's a short there's
[14:44]
a onetime short-term rental application
and then each year after that um that's
[14:51]
just the business
license and if they do it now they get
[14:55]
to pay now and again in January
[15:06]
yeah anybody else have anything I think
it feels a a big need in
[15:12]
town
[15:15]
hotels I think it does too personally
I'm I'm I'm always a fan of thebo but I
[15:20]
use them so it
feel um I'm somewhat concerned stayed
[15:27]
one last night

I have a need for one for or four days
myself person just while stuff on the
[15:38]
house yeah that's a good point too I
don't if you heard what Chris was saying
[15:42]
was that he himself could use it you
know while he's gotten he's getting
[15:47]
stuff worked on his house you could stay
at a you
[15:50]
know a rental here in town on a
short-term basis in order to fill that
[15:54]
need
so my my biggest concern is R1 uh that
[16:00]
single family residential now you turn
it into a it's more than just a uh a
[16:07]
lease where you're leasing out a house
to somebody for a year or so it's short
[16:11]
term you rapid
turnover I have some concerns about that
[16:15]
I don't really have any concerns at all
in R2 and R3 but R1 people who buy in a
[16:21]
residential neighborhood they buy
because it's basically over occupied
[16:31]
my my statement to that would be if you
had an owner that occupied the house all
[16:35]
the time these places AR all the time as
much traffic or more traffic well I
[16:40]
understand Ian so it's not going to
create a whole lot more
[16:47]
traffic and don't we already have one in
R1 the Rollin street is R1 is R1 so we
[16:53]
already have kind of a precedence there
where we've already allowed it in
[16:57]
R1 and is allowed as a conditional use
in
[17:00]
R1 yes
that's decision made the standard is
[17:06]
been set
now I believe that the contract requires
[17:11]
the maintenance on the
facility to be hel to a higher standard
[17:16]
than anything The Government Can require
own Association probably but the city
[17:23]
can't come up to the same standards of
pay
[17:31]

there is I have the if I'm not here then
[17:39]
my daughters and their husbands they do
between the cleaning we have a what is
[17:45]
the
ozone like an ozone machine that you
[17:49]
clear the air out and stuff after
somebody leaves the ozone machine goes

into each room for a certain period of
time to clear the air out the and then
[17:58]
they're cleaned thoroughly and I mean
you could all leave here and go over
[18:03]
there now and you would walk in and go
oh okay because it it's clean thoroughly
[18:08]
I've went through it and um made sure
that everything is done in it um showers
[18:16]
are reced that everything everything
that's necessary is there and yes it is
[18:20]
held to a little bit of a higher
standard um because people will will rat
[18:26]
you out if you are a a bad person as far
as a a owner or
[18:33]
VRBO um rep they will go on there and
they will say this
[18:38]
place they will let you know anything
and everything about it I I can tell you
[18:44]
I've had I did have one bad experience
in renting the place and um we called
[18:49]
the company we called the person we
rented it from and they moved us that
[18:53]
very next morning and found a different
place for us to stay and the person that
[18:58]
was
the owner of that property was removed
[19:01]
from being able to rent their property
through them any longer so these
[19:06]
companies do hold them to a pretty high
standard because it's their business too
[19:10]
I mean they're they're Gathering fees
off of this as well and you know they
[19:14]
get a bad rep then Susan what you said
earlier though about with VRBO and the
[19:19]
fees the fees are a little crazy but I
believe that that also that also
[19:25]
protects the owners of the property from
people who come in you're not going to
[19:30]
tear up the property with the amount of
money that you're paying the rbo in
[19:35]
these different fees forget the taxes
but the other fees that you're paying
[19:40]
you're not going to tear up their
property it's not that type of a I don't
[19:43]
know if you want to say clientele or
people
[19:47]
or yeah demographic it's it's not that
type of type of um
[19:55]
thing this I looked at the neighborhood
there
[20:00]
are I particulars but there are some
houses that I don't know whether the
[20:06]
rentals or owner
occupied they aren't nearly as good
[20:10]
they're looking at the property that's
there don't look at my next door
[20:18]
neighbor
[20:22]
so there's no guarantees no matter how
you treat property I understand H's
[20:29]
concern but we the board at the time
that this was adopted decid that it was
[20:36]
potentially possible to have one of
these in any Zone
[20:43]
yeah I still I mean I mean the damage I
mean to me I mean significant damage
[20:49]
risk is actually more on the side of the
owner I mean they're taking on that risk
[20:54]
of somebody coming in and creating
damage but I also kind of I mean I know
[20:59]
it sounds like I'm advocating for this
but I like I I feel like it's been
[21:03]
successful for what we've done so my
opinion is is that I don't think that
[21:08]
we're the type of community that you're
going to see a you know bunch
[21:12]
of people that want to come here and
have some wild and crazy party in the
[21:16]
middle of Calia yeah like it's not like
colia where you have missou and stens
[21:22]
you risk that more in the Columbia area
probably so but um How likely are how
[21:28]
easy is it to change these rules if it
[21:32]
doesn't for
[21:36]
everybody think we have to have a
meeting about
[21:39]
it if you wanted to pass new rules you'd
have to either have an ordinance to
[21:44]
adopt those rules and or an ordinance to
say
[21:48]
that sta May develop from time to time
rules that apply but You' have to have
[21:55]
basically Amendment and some sort to
there is there any ordinance and public
[21:59]
hearing for that and then an ordinance
passed by because I've read that
[22:04]
Columbia has had some problems that they
have Revisited their policies what
[22:07]
they're going to allow so I and I
suspect that we're not going to have
[22:12]
some of the problems that clumpy does
that's why I asked whether there have
[22:16]
been any Police Department or
neighborhood concerns
[22:23]
reported I've heard nothing I think
we'll have less trouble with this than
[22:27]
just a general REM
[22:34]
um my observation is that as long as you
have
[22:41]
isolated rentals like this or BNB
airbnbs you're probably not dealing with
[22:47]
the same concern as if you had a whole
neighborhood nothing but
[22:56]
rentals I I think there's a couple of
points here first of all they don't keep
[23:01]
their properties up they don't keep
their high ratings it's a business they
[23:04]
they won't be in business because people
not right people discriminating plac I
[23:10]
stayed last night I
between that they were all five star and
[23:15]
they all were super hose that's what I
look for and so the cim and all that
[23:19]
goes into effect and if we start to have
any problems uh remotely like Columbia
[23:24]
does we need to address those correctly
a city in general period and we would
[23:30]
just have to make an amendment to
approach anything that uh gets out of PL
[23:35]
but I I really think these things police
themselves very well because of the
[23:39]
clientele people that come to these
places to stay plus you also have to
[23:43]
have a credit card just like you have to
have a hotel that's reable because if
[23:46]
you tear the place up they got your
credit card and you're going to fix
[23:50]
everything that you tear up so I mean
bottom line is I think there's a lot of
[23:53]
safety precautions in place uh to
protect the residential area or I
[23:58]
wouldn't be afford all at all you know
at all myself so I don't think that's a
[24:02]
real big risk but likeu anything you
have to keep an eye on it because it
[24:06]
could at any time somebody could run it
for for for the owner probably not not
[24:11]
all of them but for the
owner they have
[24:19]
to I would like sorry firstr I would
like to point out too one other thing
[24:25]
that when you when you do go through and
rent one of these you rent based off of
[24:29]
capacity so it's a four-bedroom home I'm
guessing you're probably at a a six
[24:35]
maybe depending on the size of the rooms
maybe 8 person capacity Max and any
[24:41]
violation of that would be a violation
of the agreement so it clearly states in
[24:45]
there that there's a maximum number of
allowed guests um so when you're going
[24:50]
through so huh the ordinance has a limit
too two for bedroom yeah so that's what
[24:56]
I'm saying 6 to8 probably for this
property with the four B and that's what
[24:59]
it's set up for yeah so um I just wanted
to point that out as a as an additional
[25:06]
I think you know safety measure in not
having you know risking having a 20 part
[25:13]
person party show up for a four
bedroomroom house in our town and as the
[25:17]
owner you also have to I mean I do I
brought it but my homeowners insurance
[25:23]
which has been increased to cover you
know to cover this type of thing um as
[25:30]
well as the other part of it is that the
people coming in town and staying
[25:35]
locally it is going to bring some
Revenue additional Revenue to the to
[25:40]
Calia and you know some people come in
who may never have been here before and
[25:44]
there may be others who come back and go
wow the town is really starting to grow
[25:48]
and it's becoming you know it's really
up it's starting to be an upcoming place
[25:52]
to be and just a visit and it it truly
is like a little Hallmark Town track
[25:57]
parade with all the stuff that goes on
through the it is it is it's a great
[26:02]
place to have a family and be it is and
and honestly we don't really have places
[26:06]
for people to stay so this is with in
light of having a hotel this is what we'
[26:10]
got so it's my
[26:14]
opinion anything
else all right so I can open this to
[26:19]
vote whether we're all those in favor of
the sorry what i' like it I recommend
[26:27]
that you have a little longer than just
a y or vote okay because this becomes
[26:33]
the basis if anybody has a a valid
objection of the
[26:39]
ordinance U so I move that the Planning
and Zoning commission finds that the
[26:45]
applicant has submitted a valid
application and the staff has fulfilled
[26:52]
all of the requirements for advertising
in public notice based on Tony here and
[26:59]
that based on that plus the questions
and answers of tonight's public hearing
[27:06]
that the commission votes to approve a
conditional use permit as a short-term
[27:12]
rental for that property I needed the
motion anyway I did Rush that they can
[27:18]
play it back are

abely told you it's been a
while so do we have so that's your

a similar but more complicated and
detailed

process it's never happened but I was
say not just for this any I'm saying

I've this while remember that ever
happened to so I think there was one
[29:08]
where somebody objected and they went
and they kind the person objecting went
[29:13]
and uh
basically
[29:17]
did an agreement on principles and was
willing to withdraw their objection so
[29:24]
that the motion would stand
[29:31]
that's what happens in small
times so so we have a pass motion so

this concludes
the public hearing and the item five on

the agenda for the VB vbo property at
222 and how do we want to handle like so
[29:52]
we have as may rise coming up we can um
allow I allow that during that okay so
[29:57]

I so you can bring forward

yes um I would like to see this board do
an ordinance or regulation I don't know
[30:16]
how what it would need for when somebody
builds a new house in any part of town
[30:22]
that they put a sidewalk
in there's a whole section in the
[30:27]
Northwest part of this town north of the
railroad tracks there's been I counted
[30:34]
them up today five new either duplexes
or houses built and not a single
[30:41]
sidewalk is on any of it and about four
of them were all built at the same time
[30:47]
and should have had sidewalks built so I
would like it to make some sort of a
[30:53]
rule whatever it needs to be that
anytime a house is built built sidewalks
[30:58]
have to be built if it's in an area that
we've never had sidewalks right across
[31:04]
the street from her there's a sidewalk
but in her whole side there north of the
[31:09]
electric building there is not a single
sidewalk with old older dwellings there
[31:16]
also though no there's no well Doug
Brown owns two of them but then Darren
[31:23]
bought a bunch of property or somebody
did and built four houses
[31:27]
and then there's the two duplexes and
then the two little houses that Crockers
[31:32]
built sorry I'm nameing names and then
somebody else owns a duplex to the south
[31:36]
of and those have all been built
probably in five six years maybe 10 on a
[31:42]
couple of them at the most but not a
single sidewalk was put in on on North
[31:50]
Columbia
and okay they were there so we didn't
[31:55]
there may not have been but
there is an adopted City policy by
[32:00]
resolution govering sidewalks for new
subdivisions your concern is address
[32:05]
because yes they have to they have to Wi
those and they need to have them in
[32:11]
place by a certain time by the time they
get their certificate of occum right
[32:15]
correct but I mean I'm just talking you
know we've got houses popping up all
[32:21]
over town where people I mean I don't
know if the one cost from uses and if
[32:25]
they they put in a new sidewalk did they
but there are others that have not and
[32:29]
when we did ours I think we just Lo out
the sidewalk was getting replaced at
[32:32]
well you had an existing sidewalk so
yeah I think I think that's the issue is
[32:37]
that some of the newer homes are bued up
to older homes who didn't have those
[32:42]
same type of regulations so you can make
somebody put in a sidewalk at new
[32:46]
construction and then they're going to
stop and walk across the grass where the
[32:50]
older home is I think that's part of the
issue that that may well be but at some
[32:56]
time hopefully y those houses and I know
I'm talking 20 30 years down the road
[33:01]
you know that houses those older houses
will be replaced but those five four
[33:07]
that they put on F and Wilder and on
north of that those were all put in at
[33:13]
the same time and there's no reason why
they weren't sidewalked price but that's
[33:19]
beside the point price is included in
all the other subdivisions when it comes
[33:24]
to sidewalks and another one is the
houses over here on brutin they built

two brand new houses the one there was
an old sidewalk there and one was not

put back in the other they put a
sidewalk on the one side but not on the
[33:39]
other and in a subdivision you put in
both sidewalks if you're on a corner
[33:45]
irregardless that's something I
recommend I mean it's just something I
[33:49]
want you to look at I mean there's never
going to be sidewalks put in over there
[33:54]
yeah say I if I have to walk door to
door knock on somebody's door and say
[33:58]
Hey you have to put a sidewalk in I want
you to stand next to me so that way
[34:03]
there's two of us not one I'm saying in
the future man I'm talking about in the
[34:13]
future we need to have something place
when you're building house
[34:17]
putw yeah yeah I mean that's that's all
I'm ask cuz our daughter lives over
[34:23]
there and she doesn't have a
sidewalk
[34:31]
right if there's no sidewalk on that
entire Street there's no reason to put
[34:35]
it on one house because it will never go
anywhere there's absolutely no reason
[34:41]
make a house put a sidewalk one one
house there's y we'll take a look at it
[34:48]
I mean it's just something to look at
yep all right so we'll take that up with
[34:52]
Council you guys remind them I guess
there are several documents that say
[34:58]
it's the aspiration of the city to get
all sidewalks to place we have an 8 plan
[35:05]
I don't know where is at that says we
have that as a goal uh it was
[35:12]
included basically
in U resolutions to clearing the major
[35:19]
streets that we were going to start
building at cing Gutter and
[35:23]
sidewalk uh don't think we got very far
down that before we ran into schools and
[35:29]
a couple other things that need the
sidewalks
[35:32]
more I mean if you
don't you know it won't happen right I
[35:39]
have a question who pays for that does
does a homeowner or the city right right
[35:45]
now the homeowner has to two State
Standards even if it crosses driveway
[35:52]
then it's going to be even sicker um or
the develop
[35:57]
in a new subdivision which then still is
a property owner when they buy the house
[36:03]
it's in the
price so ultimately it's p the house
[36:08]
you're going to pay for it I mean like
over there where you guys live that's
[36:11]
never going to get C and gutter for so
we're all long
[36:15]
gone still and it might not be still and
she does I check there's four parking
[36:22]
places there so even if she has eight
people there and however many ours so
[36:28]
she's I checked that
today all right then so um
[36:35]

I'm sure that they will fall up on it so
