[2:39] This is sorry for construction. I'm pre-construction

[2:43] manager. So I've been involved in buding at our bidding process. Step our

[2:49] director of operations at our office operations construction.

[2:54] Um, so again, this project did last week. We received quite a few bids. Bid

[2:59] coverage was about as good as we could possibly hope for for this area. Um,

[3:04] we've been following up. We follow up with both confirmed scope and kind of

[3:09] got all that information together. The packet you have before you is an

[3:13] amendment to part one of the contract that's already been signed. So that part

[3:17] one, you know, set the fee for the project, supervision rates, basically

[3:23] laid out terms and conditions of the project. This is establishing the

[3:27] budget, the schedule and there's a few clarifications in there as well. These

[3:32] are assumptions, some allowances and contingencies which will be returned to

[3:36] the village if those are not spent. So you're we're happy to answer any

[3:43] questions you all have regarding that. There's a breakdown of you know the bid

[3:49] packages summary exhibit 1.1 we have all all

[3:55] those allowances listed out for you break down where all

[4:00] those costs are coming from then we also have

[4:07] really everything came together very well drawings uh came together very well

[4:12] on the

[4:16] past questions.

[4:21] » This project has garnered a lot of attention and so I'm really happy that

[4:27] you're at this phase right now. It all looks good and the only questions I have

[4:32] now from people is whether or not it's going to be labor. They want that

[4:37] promise from players. >> Sure. Yeah. So core work construction is

[4:43] uh union signatory and so yeah all all labor on the on the project will be

[4:47] union um and gone through that process of making sure the biders are yes and

[4:52] there's also apprentichip for this project 10% of all labor has to be

[4:57] performed by apprentices as part of their program so

[5:04] that any firm that's involved in this project

[5:07] » and then I can see it printed in here but How many local companies are working

[5:13] on this project? >> I don't have

[6:26] So, the contract the way the contract works

[6:30] on that is that bid out on open market. We went out and bid on that just like

[6:35] any other sub would scope work. packages through the whole process of doing that.

[6:43] We don't want to submit it on that package. However, we did get multiple

[6:47] bids on every package if that makes sense. It's still competitive. The

[6:51] reason we do it that way

[6:58] is written publicly out performage.

[7:05] So, we do get all that work out. Um,

[7:13] » yeah. Yeah. I I think just >> the nature of this contract, right,

[7:17] we're a construction manager. We're not a general contractor on this project.

[7:20] And so, the structure of that contract uh necessitates our putting these

[7:25] packages out to bid, including the general trays, which we did. And I I

[7:28] believe within your list of invited contractors, there should have been a

[7:32] list of um that bid package as well. So invited contractors. The other thought

[7:38] process with having it broke down the way we do is we there's a lot of

[7:42] subcontractors that are perfectly qualified to do project that are not

[7:47] wanting to go through the whole process of getting a bid bond, filling out the

[7:51] bid form, turning a physical copy of an envelope into the village. So we would

[7:57] be missing a lot of subs, you know, missing

[8:02] the best price if that was stand. Does that make sense?

[8:08] » It does. So, which one of these is the top one, the one that's going to be

[8:13] doing like for the site demolition, is that going to be green track or is that

[8:17] going to be >> Yeah. So, we're basically the prime

[8:20] bids, they have their bid as per the plan inspects and the scope of work that

[8:26] was listed in the bid package. So, they are completely contractually obligated

[8:30] to provide exactly what is on the plans. If I were the subs that are under the

[8:34] general trades, they are just getting whatever they want, if that makes sense.

[8:39] So our job as the construction manager as the general trades there is to make

[8:43] sure that we can package all the scope that's on that's on the specifications.

[8:49] So the process we're going through now probably going through the next two

[8:52] weeks is negotiating with those subs. We are obligated as a sub to provide all

[8:59] of that scope just like we're primary. So Those have so in other words they

[9:04] haven't >> they haven't been working.

[9:05] » Okay, that's that was our question was >> nor have we sat down and actually done I

[9:09] mean we've made some calls each of the vendors that we obviously of course if

[9:12] we're going to submit a bid we want to make sure that we have everything

[9:15] complete within our package but there are still further conversations that we

[9:18] had with each of those trades. So those aren't necessarily listed in a specific

[9:22] order like award that type of thing. Those are things just listed by

[9:26] alphabetic order or something obviously will provide the build with a

[9:31] list of all the for the project.

[9:36] » Okay. Because I was just wondering because you had listed everybody out on

[9:40] the sheet and then under yours just had your name on it, right?

[9:45] » And this list I didn't see any

[11:03] the um of that package should be a schedule. So our intended start date is

[11:08] April 1st. We're kind of trying to hedge a little bit. We we hope we can get in a

[11:12] little sooner. Um so we are working through um a permitting process and we

[11:16] have filed some paperwork has with the

[11:21] IDPA for some storm water pollution prevention which usually takes 45 days

[11:25] or so. So, we're waiting on that permitting, obviously working through

[11:28] the village as well as some building permitting um and plan reviews. So, um

[11:32] barring all of that and then obviously just watching weather. We're going to be

[11:35] excavating a 15t deep basement. We want to make sure that it doesn't just fill

[11:39] up with water, right? So, we're going to be monitoring that and of course want to

[11:42] do that at the right time. Um so, and then also part of that is also just

[11:46] procurement. So, we're going to start the process once we award bid packages

[11:50] is actually preparing materials. Um that there's a process of procuring, you

[11:54] know, shop drawings and submitts which we will then have reviewed and approved.

[11:59] And then again when when we start structuring that schedule, we want to

[12:03] make sure that we don't just dig a hole that's we want to have rebar there ready

[12:06] for concrete. We want to have steel ready directly. So, um, all those pieces

[12:10] we'll try to kind of back into that schedule and we're setting up meetings

[12:14] here soon that we'll we'll start up the owner and architect contractor meeting

[12:17] OAC meeting here soon with the village and that'll just be a regular update

[12:21] where kind of in this pre-construction phase and planning phase until we get

[12:26] started and hopefully early early April at the latest, but yeah, could be March.

[12:39] quick description of what you intend to kind of close off around the square

[12:42] while you're doing it. And >> yeah, yeah, great question. So, um, also

[12:46] within that packet, there should be our latest site logistics plan. Um, so our

[12:52] intention, we ask the village kind of along the planning process as we started

[12:55] looking at the the site. Um, we seen some of the the restrictions and

[12:59] obviously residential areas to the west and those kind of things. We wanted to

[13:02] make sure that we obviously kept the public uh safe. Um, so one of those u

[13:07] requests We closed down a part of Market Street, I believe. And then Malberry,

[13:11] actually was just our last meeting, asked for a little bit of that street as

[13:14] well because we're going to be utilizing the building across the street for a

[13:17] site office. Um, which you guys, I think, just recent purchased. And, um,

[13:23] so yeah, with that, that will be kind of our we'll create a controlled access

[13:26] zone with site fencing. Um, and so that that will happen early, probably mid

[13:32] March is probably the kind of the aim right now to do that. So,

[13:37] yeah. Um, one of the one of the areas that we obviously have noted on there

[13:41] too is is that that west side where there are some residences. We just want

[13:44] to make sure we're accommodating access there. So, hopefully that makes sense on

[13:48] that plan.
