[0:00] against going to follow me in order to start with the pledge of
[0:05] I pledge allegiance to the flag of the United States of America and to the
[0:10] republic for which it stands one nation under God indivisible with liberty and
[0:16] justice for all.
[0:24] » All right. Um, our normal order of business is to open
[0:28] up for first public comment period. I know we have a large group here and I'm
[0:34] pleased to see that. Uh, I know we had a large group at the last meeting. Um, so
[0:39] again, if somebody has something they want to address the board with, now's
[0:44] the time. Um, we did listen to many of your concerns and issues last month. I
[0:49] know Melanie wasn't here. she has since reviewed the minutes and in a video
[0:54] recording so she has an opportunity to have heard the same thing that we all
[0:58] heard. So I guess what I'm saying is we we'll answer what questions we can some
[1:04] of the things that came up last month we'll address and if there's anything
[1:07] new since last month that somebody would like to address the board with now is
[1:12] the time. So is there anybody something different from Steve?
[1:16] » Where is the video? Where's the camera? chamber's right there.
[1:20] » Thank you. >> Yes.
[1:24] » Sorry about that. >> Oh, that's okay. It was like candid
[1:26] camera. >> We started video we started videotaping
[1:31] the the minutes a number of months ago as many of the other communities
[1:35] municipalities have. So you'll be able to go home, you know, within 3 or 4
[1:39] days. We post those online so you know sometimes I don't like to hear myself
[1:44] talk so it's kind of embarrassing. Anybody would like to address the board?
[1:52] » Uh I'm just curious about the uh the music June 21st music in the streets
[1:57] today. >> Okay.
[1:59] What what's that? What that is? >> Well, we we we were asked to I went to a
[2:05] meeting with a group of people um that want to just kind of put it out there.
[2:11] It's one of these things they're doing around the world type of things. The
[2:14] gentleman that kind of heads it out up is from New York City. is working with
[2:17] PS21. PS21 is going to be doing something the early morning of the 21st.
[2:23] Um, we have documentation out front here. They have a website up and running
[2:27] now. It's basically say you, the brewery, you want to put a lead cord out
[2:30] front, have somebody play, they can play a harmonic sign up
[2:34] » and it's a wonderful thing and it's not costing anybody anything. And the hours
[2:39] you just pick an hour. It could be in front of the bookstore. It could be at
[2:43] the gazebo. It could be somebody, you know, a band. Um they're trying to
[2:47] organize something in the gazebo area a little more organized. Um but that's
[2:51] [snorts] not something we are doing other than I gave a proclamation to
[2:56] basically say yeah game on. All right. So if that doesn't answer your questions
[3:01] there is a website on the desk out front here. There's a whole bunch of
[3:05] information. My understanding is they reached out to Caba who were going to
[3:09] send out a a blanket uh email with some more um details and uh the gentleman
[3:16] that runs Stony Kill Fluffy House >> Anthony
[3:19] » Anony's really involved in it. So great. >> No, it sounds good. Like I said, I
[3:23] signed up but I just wasn't sure. >> Anytime
[3:26] foot traffic into the community and you know, hey, parking's going to be a
[3:30] problem. >> We'll deal with it.
[3:33] » Must walk. >> Yeah. Well, that's what we all need to
[3:37] be doing. >> Anybody else?
[3:43] » Hearing none. Um, we're going to switch things up here a little bit before we
[3:46] get into our department reports. Ted Donner,
[3:50] the head engineer for our water project. for those folks that may not be aware.
[3:57] » I think what many of a couple of us were waiting to see if someone more
[4:03] principled would start, but I'd like to make a comment about the drone.
[4:08] » Uh, you know, I I have respect and confidence in the people in this room
[4:14] and I appreciate that. But the issue with the drone for me is an issue of
[4:20] privacy. And I have a concern that
[4:26] given how their tenures for all offices, there'll be different people at
[4:32] different times that I I would not want to have a drone in our community. I feel
[4:39] the state police uh has adequate
[4:43] uh equipment and that's my sense of it. You know, I I respect the decency and
[4:50] intentions of people here but concern for the future.
[4:54] » Okay. Anybody else? I'd just like to restate my concern about being filmed at
[5:01] the gazebo and that information being subpoenaed and turned over to an agency
[5:10] that I don't trust like I trust this agency. So that's a grave grave concern
[5:18] of mine. Um, I spend a lot of time on the corner and I spend a lot of time in
[5:24] Hudson and New York City and um, unless I come in disguise,
[5:32] I would be very concerned with being filmed. And I know that you are your
[5:37] intent would be to film in case there was a perpetrator trying to injure the
[5:43] peaceful demonstration, which does happen. cars come crashing into people
[5:48] and whatnot and I appreciate that, but I'm really willing to take the risk so
[5:55] it's not to be documented as being there.
[5:59] » Good point. Um I know Melanie had some concerns as she reached out to the chief
[6:04] with some very similar. Um there is an unmanned aerial systems um policy that
[6:11] we we have which is just part of our overall police policy. Uh we have a firm
[6:16] called Lexipole that does our manages our policies and procedures. Um it's
[6:22] very cumbersome to do that. Um they review our policy every 3 or 4 months.
[6:28] Any changes in laws and stuff they and we make the adjustments. We didn't put
[6:33] this drone policy into effect just because we were going to get a drone. It
[6:37] was just part of putting that whole policy together in the event we ever
[6:41] did. A couple things I just want to, you know, emphasize is we have to adhere to
[6:48] the fourth amendment where a hobbyist for just sake is not held to the fourth
[6:54] amendment. Search procedure. Um there's very very details details in our policy
[7:00] regarding when you video, when you don't video, how long you can keep the video,
[7:05] um and and how it gets distributed if it ever gets distributed. So there there's
[7:10] a lot of uh checks and balances in there. Your point is very well taken. Um
[7:14] from an emergency management standpoint, you know, I not police standpoint, but
[7:18] I've cut my teeth on emergency management is and I'll use the fair as
[7:22] an example because I'm part of the safety security of the fair, not
[7:26] anything to do with the village. And um I also have to be the parking chairman.
[7:33] So on Saturday, we bring 20,000 people into the grounds. We're not worried
[7:38] about XYZ walking the midway. What we're worried about is how far is the traffic
[7:42] backed up to the Dairy Queen to to the traffic light. Now we have a bleacher
[7:47] failure. We have to get ambulances in. We don't know where the traffic is.
[7:51] Those type of things would be very helpful to have have an asset available
[7:54] to us. Same thing with a protest, you know, small protest. The protests here
[7:59] are fine. They're fabulous. I fully completely support them. But the event
[8:04] that we say we have 354 people and we need to get an ambulance through. It's
[8:08] nice that doesn't mean we're recording. It just means situational awareness
[8:12] where the the administrator andor the pilot could just watch the area. We're
[8:17] not recording bringing it back and say, "Hey, what was there?" Um could they?
[8:21] Yes, they could. But just it's some of the some of the things we've looked at.
[8:26] Um you know, you brought that concern up before and it's a very legitimate
[8:30] concern. There are agencies out there that will tape things and they'll share
[8:34] information. That's >> right.
[8:35] » We, you know, unless it's subpoenaed, you know, which anything could be
[8:40] subpoenaed. We have LPR cameras in the village and they can be subpoenaed and
[8:46] they they're recording 24/7. Um, not people, but the license plates. One
[8:52] thing I think Steve brought up was insurance. Our inland marine policy
[8:56] covers any drones. Uh there is a cost of $250 a pilot if you will be call a pilot
[9:03] I guess would be a cost and there's a lot involved with the training and what
[9:07] have you but the FAA training for this particular program is free to us as a
[9:12] matter of fact we've had two two members every member take some training already
[9:16] in but um the kind of I wanted to answer some of that question that you had and
[9:22] and Joan again you know I understand and some of the questions
[9:27] I'm going to some of the questions they had um
[9:31] whether you trust me or trust Joe today. What's going to happen two or three or
[9:35] four or five years from now? Well, hopefully there's always going to be a
[9:38] board here that this can always change, you know, regardless of whether it's
[9:44] this policy or we did a lot during police reform to to redo our policies,
[9:50] how we handle um use of force and things like that,
[9:55] mental mental health crisis and issues. And uh it's not just a document put on a
[10:02] shelf and maybe blow the dust off. gets reviewed periodically and sometimes you
[10:07] got to change things. It just don't work. But that's that's kind of, you
[10:11] know, kind of some of my thought process. I'm sorry.
[10:14] » Oh, no, not at all. I just also would like to state my concern about this. I I
[10:20] feel like for a small village, um, Chadam already has their own police
[10:27] force, which seems somewhat excessive. We have the state police now very close
[10:32] by. And I I just I think it would be nice in terms of the small town, the
[10:39] small community nature of police citizen communication that it be humans rather
[10:47] than drones. um that there be a sense of um you know community rather than um
[10:56] this level of surveillance and equipment that doesn't seem appropriate for this
[11:03] um town or and um I also have privacy concerns about
[11:09] it. >> [clears throat]
[11:12] » G >> I I want to begin by really commending
[11:17] you, John, for the way in which you've handled the last meeting and in which
[11:22] you've been open to a discussion and responsive to concerns. Um, and I want
[11:30] to commend Chief Allesie for the documentation and the thought that's
[11:37] gone into the policy and how the policy might address some of those concerns.
[11:44] I actually went back to review your discussions after we left last week and
[11:50] was surprised to find myself. the the the scent of a
[11:56] » of a reality show. But but I um I I want to begin on that
[12:02] basis and say that not every decision always goes the way you want it to and
[12:08] that doesn't mean that we can't continue to cooperate on either side of this
[12:15] equation. So if we don't get a drone, it doesn't mean that we can't make later
[12:20] make the case for it either. How have I I I I last time I shared an
[12:28] antidote about a former sheriff who um I'm not going to repeat all of it
[12:34] because I'll be boring half of the people in the room, but who who confided
[12:39] in me that he was picking out faces in a crowd at a march in Hudson that I happen
[12:45] to also be a part of. So we're a small police force with limited personnel and
[12:52] resources and I think despite that we do okay.
[12:58] We're also a pretty small village geographically
[13:03] and our police don't have a large area to cover
[13:09] drones. I would argue and and I said this last time, I'm a FAA certified
[13:16] commercial drone pilot and I fly drones for a living. Um they're quite limited
[13:24] in small areas. They they useful if you have to cover ground. Um
[13:33] I fear that one of the things that having a drone does is it takes police.
[13:38] It it takes the effect it it will have the effect of taking police presence
[13:44] away when people gather in our village. Um our our police members are a part of
[13:52] our community. Some of them may live here, some of them may live elsewhere,
[13:56] but you work and in serve this community and you're a part of us. Um, when we're
[14:02] celebrating Halloween on Kinderhook Street, uh, we
[14:07] we want you walking through with us, keeping an eye on things, enjoying the
[14:13] candy and the vibe, not looking down on us from above. [clears throat] Drones
[14:19] can be impersonal. Um, the same thing when we're lining the streets with
[14:24] bandits. You you don't have to agree on pause, but whatever you're out there
[14:29] protesting or doing, a thumbs up or thumbs down, a presence in our midst
[14:36] says, "Yep, we don't always agree on everything, but we're part of this
[14:41] thing." The drone in the sky, for perhaps legitimately reasons, gives us a
[14:48] sense of insecurity and a sense that we're being watched. And that fact alone
[14:54] speaks to the kind of village we want to be.
[14:59] I moved here nish years ago. I regularly grad congratulate myself for
[15:07] finding this place and making the decision to live here. I love living
[15:11] here. You can tell you can tell from my voice I'm from uh somewhere else.
[15:18] The the other the other factor is that in most situations deescalation from up
[15:27] there is incredibly difficult. Um, I remember an incident and I don't know
[15:33] the details in Kinderhook where people were marching by and a member of
[15:38] at one of the houses pulled out a firearm and some of you will remember
[15:43] that. And being up there would not have done any good deescalating that. And
[15:49] when we're a small village police force, it's better to be enjoying life
[15:55] [laughter] in our midst. for large events like the county fair, there's
[15:59] more than enough time to uh get external resources and more than enough notice.
[16:06] Um we've spoken about compi combining drone footage with facial recognition
[16:12] technologies. I have experience
[16:16] of living and working in a surveillance well more than one surveillance state.
[16:23] uh and the effect on public morale and
[16:29] participation not when you are being surveiled but
[16:34] when you believe you're being surveiled whether you are or not is it it can
[16:43] corrode the fabric of a society. Um we you've spoken in the policy about the
[16:50] fourth amendment overreach. Um I would I would be um set at ease except
[17:00] that the way I am personally experiencing this society is that there
[17:05] is more and more fourth amendment overreach. Um and that is a concern.
[17:12] Invasion of privacy is significant. I have been asked on occasion, I think by
[17:19] neighbors building or doing something, can I pay you to put the drone up?
[17:24] » And I I say it's not my gig. Um deal with it through official channels.
[17:33] I'm I'm uncomfortable with that sort of request. I want to speak about the cost
[17:39] of this. The the quote includes an amount for $89 for an annual care
[17:44] program with which which they call the Ortel Care Standard package. And I I
[17:50] don't know exactly what that entails, but I think it means if you crash your
[17:53] drone, you send it away, you get one in the post the next day, and so your
[17:58] operations are not interrupted. Um that that's not an insignificant uh annual
[18:07] amount. Our officers
[18:10] don't pay, we're not paying for the training. That's [snorts] good. But it
[18:16] is costing us time. I think I think when the officers are doing this training,
[18:21] when they're writing proposals, they are using time which we are paying for. So
[18:27] to say it costs us nothing isn't an entirely accurate um
[18:35] view. And and then there's the the care of the drone, the occasional
[18:39] recalibration, equipment familiarization.
[18:44] Um if if for some of those uses you are you are needing to keep a close eye on
[18:51] the screen, you need a second person to keep an eye on the drone to remain legal
[18:56] because it may not be out of sight. um to fly legally. Uh I'm not going to form
[19:04] this everywhere. Um [snorts] there's a national trend towards more
[19:11] and more drones and it's becoming prolific and it's
[19:17] becoming intrusive. I I shared last time when someone some occasionally someone
[19:24] will stomp across and say, "I'm going to shoot that effing thing out of the sky."
[19:28] And I have to take time, calm them down, explain what I'm doing and why, and
[19:34] reassure them that of their privacy concerns and reassure them that if they
[19:40] have a way that if they want to challenge me that I have been intrusive,
[19:45] I have a way to show them to prove that I haven't. That's a timeconsuming thing
[19:53] sometimes. But drones can be immensely useful in
[19:57] some circumstances. My fear is
[20:03] [snorts] that it takes us in a direction for the character of our village and our
[20:10] police and the relationship between us that I'm really
[20:17] uncomfortable with and not sure our village needs.
[20:22] » Thank you. Go ahead, John. [clears throat]
[20:26] » Um, mayor, I'd like to withdraw the request.
[20:32] » All right. Heard that. >> Thank you.
[20:38] » Thank you. [applause]
[20:44] » The system works whether we all agree OR NOT.
[20:51] I DIDN'T HAVE TO SPEAK to any
[20:57] because I want to say I am kind of in the middle of this whole thing. I for my
[21:02] job, a big role of my job is emergency preparedness. I work for a nursing home
[21:08] association. I have to attend um quarterly meetings from um large groups
[21:13] in the Fingerlakes and Long Island. And I want to say in an emergency emergency
[21:18] response drones are very helpful. They go in, you have situational awareness of
[21:24] what is going on and they're very very helpful. They help people plan like even
[21:29] for the fire department. I I think at some point in time a drone would be very
[21:34] helpful especially when we are dealing with pe with people a smaller amount of
[21:39] firefighters to fight the fires and it it's just useful then you don't have to
[21:43] send people in the middle whatever but I also heard loud and clear that the
[21:48] privacy issues I totally understand that I want to thank Joe I asked him a lot of
[21:52] questions about this I'm not going to read the answers but if you guys go on
[21:56] that site you could see the questions Ralph asked you know, questions too and
[22:02] you could see kind of what we're, you know, privacy is important. Could we
[22:05] have built into the policy? Would we be notified when the drones are going up?
[22:10] Just so it's more transparent when we're using them and how we're using it. So,
[22:15] that's kind of my take on the whole thing. Um, I do want to thank Joe for
[22:19] all the work that he's done with this because first and foremost, he has our
[22:23] village, the best interest of our village, and there's no private agenda
[22:28] here or anything. He always is trying to think of something that could make the
[22:33] job safer for the police to make our community safer. I also want to thank
[22:37] all of you guys for coming out. We don't know unless you come out. You came out a
[22:42] few times now. I'm sorry I wasn't here, but I just appreciate it. I really,
[22:46] really do. And I hope that if there's other issues that come up, we would like
[22:49] to hear from you. Yeah. Are we all going to always agree? No.
[22:53] » But this is part of politics, right, John?
[22:56] » It is. It is. >> Oh, it's part of life, I think.
[22:58] » You know, it doesn't always have to be comfortable.
[23:01] » And we have to be held to the highest standard.
[23:06] » Um shame on me. I try to be as transparent as poss. Um 3 months ago, we
[23:12] started this process with that resolution versus the drone. And I felt
[23:16] at the time I wanted to table it till we had a justification
[23:20] out of the justification folks came came but where's the policy let's get the
[23:26] policy out there and clearly Gavin some of you read it and
[23:32] that's good because desire and Sam are putting this stuff out. I wonder if
[23:35] anybody ever reads it, you know. So, so it's like it's not for the lack of
[23:40] trying. Again, um you know, we try to move everything in the right direction.
[23:45] » The important thing, John, and you play the central role in this is you're
[23:52] helping us to listen to each other to build understanding.
[23:57] And I I want to congratulate you that this has been a dialogue and not a
[24:02] debate >> because it's a very it's a different
[24:06] thing and you are good at it. >> Um Gav and I you know I look at what
[24:11] goes on around us in some of the neighboring towns and it's it's
[24:15] terrible. >> It is terrible. It is terrible because
[24:18] the citizens, everyone's at NHS ths and there's no
[24:24] place out here. Well, I said it last time and I want to
[24:29] say again, I really appreciate this board and John
[24:35] and Joe and I don't know the name, but um you've all
[24:42] you listen and we don't feel uncomfortable in coming to you and it's
[24:48] not adversarial. We all live in the village. We're all
[24:52] neighbors and it's good that we can speak. I mean, I speak to Melanie in the
[24:57] supermarket about things. I mean, you know, it it's just it's a wonderful
[25:02] community to be involved in, and I wouldn't want to see us fight.
[25:09] » No. >> So, um I think that kind of puts that to
[25:14] rest. You folks are welcome to stay. Ted's going to give about a 40minut
[25:18] presentation on
[25:25] the water. >> Thank you. Thank you all. Thank you.
[25:30] » Thank you.
[25:41] [music] >> Actually, what we'll do is we'll go
[25:43] through the building reports our building. Yeah, we get Darren, you get
[25:47] first. >> It was like 40.
[25:49] » We'll go we'll go through the department reports and then uh the first two
[25:53] resolutions have to do with the develop water system improvements. We'll we'll
[25:57] lean on that a little bit. So, Aaron, do you want to go over your report, please?
[26:01] » Yes, please. Um, so there were zero commercial uh building permits issued,
[26:06] nine residential um no new complaints appealed before the zoning board has
[26:10] been completed. Um, two residential title searches. Yes, they were on the
[26:16] same property. Um, no commercial title searches. Um,
[26:21] three fire inspection and grease trap inspection notices were sent. Um,
[26:27] 20 and actually there were more three strap inspections, but those were the
[26:31] ones that were just combined. Um, 20 um residential
[26:36] and zero commercial certificate of occupancy completions issued.
[26:41] um inspections. There were 13 residential, three commercial, and two
[26:45] complaint inspections. And the payments were 2,400 $38.99.
[26:52] » Anything for Thank you. >> Have you Have you gotten the building
[26:56] permit yet from Crossroads? >> It's coming before the planning board
[27:02] this month. >> They just submitted it. So, yes.
[27:05] » So, we'll see that restaurant next year. We'll see how long it takes the fighting
[27:10] board. >> So, please report Joe
[27:14] [cough] >> [clears throat]
[27:15] » uh recruiting staffing. So, I know I have one resolution later on, but um
[27:20] Officer O'Brien uh graduated and started her field training. Her first day in the
[27:26] village was today. And so, you'll start to see a second person in the car. um
[27:32] she's got to do 160 hours for the academy and then an additional
[27:39] 180 hours for us. So she'll be doubled up for around 300 hours plus um for her
[27:45] training.
[27:50] Um
[27:55] I know we have the town contract on the agenda later and we have
[28:00] um uh training coming up. So this Saturday
[28:05] I've got training, search and rescue training, uh sheriff's office,
[28:11] um Chattam PD, um I believe a couple Chadam fire members. Uh we're going to
[28:17] the forest rangers are going to be putting on a search and rescue. So we'll
[28:21] do several hours in the classroom at the firehouse and then we'll go out into a
[28:25] wooded area and do some training for wood uh for searches. On Sunday we have
[28:31] the gravel grinder. Um, roughly 1,000 bikes plus will be in and around the
[28:38] village uh starting at 9:00 a.m. Uh, one thing I do want to bring to the
[28:44] board's attention, um, we do have we do have a
[28:52] level two sex offender that is one of the homeless folks that is in the
[28:57] village. Um, we are aware of it. School's aware of it. Morris is aware of
[29:02] it. Um um
[29:07] he was arrested once and is now in compliance. So short of anything else,
[29:13] he is allowed to remain as long as he's remaining in a spot that is legal for
[29:19] him to remain. Um this has stirred up some trouble at the
[29:24] school as well as we had a incident at clo at school dismissal where a um young
[29:32] girl was we believe was approached
[29:37] um and created triggered an incident where you know she wasn't taken or
[29:42] anything but we were looking for a vehicle. um turned out not to be
[29:46] anything related, but it put everyone on heightened alert, which triggered
[29:52] everything to happen a little bit faster than probably was necessary, but I just
[29:56] wanted the board to be aware of that. Um and then I'll talk briefly about it.
[30:02] It it did um get missed on the agenda, but in your packet you would have seen
[30:09] something called patrol finder. uh patrol finder is a um a a tool really uh
[30:16] for the department to improve operational efficiency, officer
[30:21] accountability and documentation. Um so what it does is allows with mapping and
[30:27] GPS allows us to better ensure that we are covering those small sections of the
[30:32] village that may not see a patrol car as often as others. Um I use um library
[30:40] place for instance. Um you know it's tucked away. People may you know the
[30:46] patrol car may not go down there as often as it should. Um this is designed
[30:50] to allow both officers and supervisors to ensure that we're covering um the
[30:57] village as a whole and not you know missing spots that haven't been covered.
[31:02] So, the software basically allows the officer to see the last time a patrol
[31:06] went down that road, which also means that I'll be able to report to the board
[31:11] on our coverage and how often we're hitting that coverage based on some
[31:16] setup. Um, I don't have the quote in front of me, but there is obviously a
[31:22] dollar amount with it. I do have that funding to cover in my remaining budget.
[31:28] Um, so there's no additional funds needed for this year. Um, if it decides
[31:34] to be useful, obviously we can continue the contract. If there's no value in it,
[31:39] then we can decide to move on. But we can talk about that more
[31:44] when we get to resolutions if you'd like.
[31:48] » So, can I just ask a question about the homeless people?
[31:52] » Yep. >> Can anything be done about that? I mean,
[31:55] I've had so many parents reach out to me and speak about it.
[32:00] » So, it's not illegal to be homeless. Um, if they are trespassing, they are told
[32:05] that they're trespassing and they'll be issued their appropriate ticket for the
[32:09] location that they are trespassed in. But, um,
[32:15] you know, that is that is uh, you know, >> pretty much all you can do.
[32:19] » Yeah. Yep. Um they were g they were they have been trespassed from a couple
[32:24] different bu businesses within the village but
[32:30] short of that there's not a whole lot. Even the gazebo is a sticky situation
[32:35] for us because though it's there though there's a requirement that no one's
[32:41] there after dark there's some unknown on how we enforce
[32:46] that and whether it would stand up if we tried to enforce that. So there there's
[32:52] » Mhm. >> But officers are aware. Officers are
[32:56] told to do welfare checks on a daily basis so that they're aware that we're
[33:00] aware that they're around. >> Yes.
[33:04] » I just want to take it a step further. Early on, two weeks ago or so, Joe had
[33:10] met with them there at the gazebo. I came over. We had a conversation. They
[33:14] were offered DSS. They refused. I offered the minister that runs a
[33:21] warming shelter in Hudson. They refused. Um they've been in the system. They're
[33:26] very familiar with the system. Uh there's probably a reason why they
[33:29] refused because just they've been through the system.
[33:35] To follow up on that, our Chattam Cares review, I think it's Chad Cares View,
[33:40] um, reached out to Community Cares, I'm sorry, Community Cares and, um, they
[33:46] refused that initially and a few days later there was some dynamics that
[33:51] changed things. They accepted some help. They took them um community cares to a a
[33:59] hotel in Scodak, the only place that was available, put them up for a number of
[34:02] nights, went to the food pantry, got them all the food they could have and
[34:06] they came back. Um so um >> they've been offered um I've been
[34:12] skewered on social media and I don't care um as being heartless, harassing.
[34:18] Um Craig Simmons, supervisor again, called me today. He's receiving phone
[34:23] calls from parents. I talked to Don El Collins regarding Crown Park because now
[34:29] the park's going to start. Um they're all aware of it. So
[34:34] people seem to be taking very good care of that. So and you know it's it's a bit
[34:40] of a distraction. So,
[34:42] » and I obviously I singled out the, you know, the one homeless sex offender, but
[34:49] the village does have a total of four inside the village,
[34:54] » two level twos and two level ones. Just there. It's he is not the only sex
[35:00] offender that does live within the village bounds. And I did put a Facebook
[35:04] post out with how you can search for that information so that people can see
[35:09] that information. >> Okay. Did you ever hear back from that
[35:12] group that wanted to meet? >> No. No. Joe reached out to him and they
[35:16] said, "Send me a phone number. We'll we'll chat." Nothing.
[35:20] » So, I'm not even going to discuss it. >> Okay.
[35:24] » So, Joe, when Sorry. >> Oh, no.
[35:27] » When you have been a convicted sex offender, don't you have to provide a
[35:31] resident or a location? >> They could be homeless. It's not illegal
[35:36] for them to be homeless. We called the registry to confirm
[35:41] because I the Hudson had they were down in Hudson before they came here and it
[35:47] was the same thing down Hudson. They were registered as homeless.
[35:50] » They just have to register with the municipality in which they're homeless
[35:52] in. >> Okay.
[35:54] » Yeah. So when they moved up to Chadam, they register with us. If they move
[36:00] somewhere else, they have to register with the agency that is responsible for
[36:03] that town. >> Gotcha. So they came in here and
[36:06] registered. Well, they they did register.
[36:09] » Yes, they did. >> If you look at the registry, it'll come
[36:11] up. Address homeless Chad, New York. >> Yeah.
[36:18] » Well, thank you very much. >> Anything else for Joe here in the Eric?
[36:23] » Um, everybody said my report fairly short this month. I don't have a copy
[36:27] with me, but I'll be I'll be quick. The highlights
[36:32] are No, that's fine. Um, basically the only thing I got to cover is um, our
[36:37] budget is gone. Um, we are out of money for the month. Um, we've been hit hard
[36:42] with apparatus um, um, deficiencies and breakdowns. Um, the
[36:52] 2012 ladder truck was hit hard this year with with repairs. um partly because our
[36:59] apparatus, all of it in the last 12 months, received very thorough um
[37:04] inspections and certifications that hadn't been historically being done
[37:10] as much as they should have been legally. Um but they're all up to snuff
[37:14] now. Um the ladder truck um had a pump test last week.
[37:23] It it passed its test finally and it required an expensive um you know a
[37:30] primer part. It's a primer. It was a pump. It was an expensive part that it's
[37:35] needed or else the truck's useless. That was Phil did a great job within 24
[37:39] hours. Was able to get that repaired and back in service. Um it does still have a
[37:45] litany a list four page list of um deficiencies.
[37:50] Some are more serious than others. Um, one being a fractured weld on a bracket
[37:59] on the ladder. Um, so that should be getting repaired this
[38:05] week. We're hoping uh potentially tomorrow. Um, so it just that's what
[38:12] happens with these trucks. They get to be more than 10 to 12 years old, these
[38:17] things start happening. Um, that's why our our our
[38:24] preventive maintenance program, the inspections and certifications on these
[38:28] milliondoll pieces of apparatus cuz that's what they are, is very important
[38:33] to budget and do these inspections every year religiously cuz then you find the
[38:40] problems when they're small. Although it adds up and this year we spent close to
[38:45] 50 grand on repairs. It's still cheaper than replacing a million dollar truck.
[38:49] » Mhm. >> Um but anyways, that's kind of where we
[38:52] stand with that. U everything else seems to be going fine.
[38:56] » Questions for Eric? >> Yeah. You said your budget is bust.
[39:00] » It is. It's uh addressless for this month.
[39:05] » Oh, it's in there. >> June 1st, the new budget takes over. But
[39:09] in part of your agenda here is a whole schedule of transfers.
[39:14] » Okay, >> for all the departments wherever your
[39:17] lines are shortly they're going to make it up from another line which Trish has
[39:21] worked very hard. I'm not going to read it all because
[39:24] it's pages but you all have it. Um Desire had a bunch. Um I think Joe had
[39:31] like one fire department. Um Phil had a number of them. That's all part of the
[39:36] schedule we're going to vote on. So these things all get paid. It's just
[39:40] they weren't budgeted for. So they'll come out of the unallocated fund balance
[39:44] and you don't want to keep doing that forever because the wells only so deep.
[39:49] » We'll talk about wells in a minute. Anything else? The fire department
[39:54] Bill's not here. I know they're doing the waste uh drop off this week through
[39:59] Thursday. They had I think what they say 60 30
[40:04] names. 60. >> We're under 60.
[40:06] » Probably like 45. >> It's like half of what last year signed
[40:09] up for. So, apparently people have either cleaned their garages out or they
[40:13] they're not aware of it. Um they're still doing some spring clean up and
[40:18] he's really dialed in with Memorial Day coming, sprucing the village up. They'd
[40:22] be putting the flags up. We just ordered them. They worked out in the center um
[40:28] the fountain area out here. They've done working with Desiree Trish to get the
[40:34] vision which switched things up out there. They power wash the front of the
[40:38] building today. Um so it's basically heavy duty spring cleanup is is what
[40:43] they're involved in. >> We just have a report if you want.
[40:47] » Oh, you don't go ahead. You want me to go?
[40:52] » Okay. Uh highway back leaves and brush pickup will continue through the month
[40:57] of May. Lawns are growing rapidly. Crews are mowing continuously to keep up. Main
[41:01] Street and the traffic circle are currently undergoing spring mulching and
[41:05] general cleanup. Street sweeping is scheduled to begin this week. American
[41:09] flags will be installed within the next one to two weeks. Bulk trash drop off
[41:14] begins this week. Um crews are scheduled for annual safety training on June 19th
[41:19] at the Columbus County Fairgrounds. It's a full day training covering six
[41:23] recommended safety topics. uh sewer. The sewer plant recently
[41:27] underwent its annual DEC inspection. A formal report is pending, but initial
[41:31] feedback was positive. Excuse me. Grease trap inspections will
[41:36] begin this week. Uh water service line brakes were repaired inhouse. All 3/4
[41:41] copper in 3 in 3/4 in copper lines. One repair required running a new line under
[41:47] uh state road. The new line was successful installed in place of the old
[41:51] one. All these repairs were done in house. Uh he's got a lot of stuff on the
[41:56] water well distribution project. I don't think John would like me to read all of
[42:00] that aloud. Um uh meter program uh system has
[42:05] approximately 850 accounts. The goal is to have 99% of the system upgraded to
[42:11] cell cellular meter technology by the end of 2028. Uh the DPW has met and
[42:16] exceeded this year's goal of upgrading 275 water meters. plan to upgrade an
[42:21] additional 275 meters in the next fiscal year. Um he has equipment and assets. I
[42:28] think that those are going to be addressed in the meeting later on. Um
[42:32] but he says proposed purchase of a new skid steer while the current unit uh
[42:37] still retains value. uh new skids here along with attachments super power rated
[42:41] and snowblower will be fully reimburseable through the chips program
[42:45] upon delivery of the new machine anticipated after June requesting
[42:49] approval to auction the existing skid steer and two former police vehicles and
[42:54] the old firehouse generator are currently listed on the municipal
[42:57] auction site Auctions International. Um he has a request UTP purchase lease.
[43:03] He's requesting the board authorize the purchase with the purchase of lease of
[43:07] utility task vehicle. The board actually requests the skid steer purchase. You
[43:12] guys
[43:16] heard the report. Um we'll move on to I need a motion to approve the minutes of
[43:21] April 13th regular meeting. Motion a second.
[43:27] Okay. >> I need a motion to approve the minute.
[43:30] Hey, hold on a minute. How did how did the kids do?
[43:34] » Yeah. >> Oh, we did well.
[43:35] » Yeah. How did Brady do? >> Good. Well, we won 10 five beat the kind
[43:39] of kill. >> That's the most important thing.
[43:40] » Anytime we beat the count of kills on
[43:46] » need a motion to approve his April 23rd special
[43:50] and a second. All >> in favor. I need a motion to approve the
[43:54] budget actuals for April 2026. Motion. Motion. Second.
[43:59] » Second. >> All in favor. All right, new business.
[44:01] Resolution 63 to approve a water system improvement design phase proposal dated
[44:05] uh April 28th submitted by Labella the amount of $833,275
[44:11] for professional engineering design services on the project for supply
[44:14] treatment transmission approved. Can you get a motion? Motion a second.
[44:19] » Second. >> Ted, you want to explain that real
[44:21] quick? >> Yeah. Yeah. I'll give a quick summary.
[44:23] Um it's kind of long line a couple years in the making now. and we sat down and
[44:29] we we brought this project to light and we we're you know the village put in a
[44:35] lot of work as long as well as us to get to this point but fortunately uh you
[44:39] guys received a $5 million grant through EFC and the remainder of that the
[44:44] remainder of that grant your match which is 30 30% which is great great um
[44:51] breakdown is from a low interest loan also through New York State so that
[44:56] money is coming through And uh we this is the first phase the engineering
[45:01] design and permitting and um the well development phase of the project. So we
[45:07] went through a procurement process where multiple engineers as I understand were
[45:10] interviewed and we and we thank we're thankful for your guys um confidence in
[45:15] us to continue our work and we're really excited to see this start to move
[45:19] forward. So this as I said this is the design phase proposal from us which
[45:24] includes some of the um well development itself. So we'll be able to give you
[45:29] news as that proceeds in the in the coming months. Um you guys, one thing to
[45:33] note is that we work with many other communities to get grants and the
[45:37] opportunity that you guys have. Um and I'll give Phil pat on the back with Phil
[45:42] and his team is they're going to allow you guys to take advantage of some
[45:48] reimburseable items that that some communities don't have access to. In
[45:52] other words, the village staff is going to be helping with some of the work and
[45:56] that's going to offset the amount of cost that you guys actually end up
[46:00] having to put in your match, which is awesome. A lot of communities just say
[46:03] we don't have the people, we don't have the knowhow, we don't have the interest.
[46:07] So, so that's just an awesome benefit that you guys are going to get and that
[46:11] does require additional paperwork, but we're willing and excited to work with
[46:15] you guys to kind of stay on top of that throughout this process. So I'll answer
[46:21] u questions.
[46:23] » Just one point to make on this fee is doesn't include the construction
[46:28] documents and the construction inspection. So that'll be later on when
[46:33] it when we start construction. So there'll be more fee on this.
[46:37] » Correct. The the second proposal would be the construction phase services which
[46:42] is once you have a contractor awarded for these different contracts. Uh the
[46:46] the inspection time and the time field engineer time doing you know RFIs and
[46:52] answering questions and working directly with the contractor. That's always a
[46:56] sticky item to try to figure out what it actually costs initially. So, it's
[47:01] better to wait on that second proposal until we have an actual schedule and we
[47:05] know kind of how these projects are going to be phased. We're going to we'll
[47:08] have that a better understanding of that in the middle of the summer here and
[47:11] that's when we'll come back and start to say that this will be phase one, this
[47:15] will be phase two, phase three. So, >> yeah, I kind of had some questions and I
[47:19] you were along the same line and you were able to answer those questions.
[47:22] » Yeah, just question. >> So, um anything else on this resolution?
[47:27] You just did mention it was a low interest New York State loan,
[47:30] » correct? >> Do you have any idea like what that
[47:32] percentage is? When you say low interest,
[47:34] » it's all I know is it's there's different tiers. So they theirs is
[47:39] either market rate or or subsidized. There's three different tiers. Market
[47:44] rate, subsidized, or zero interest. So you guys did not qualify for the zero
[47:48] interest because that's like a hardship. It's considered a hardship loan based on
[47:52] income levels. But because of the nature or the importance of this project,
[47:59] » um it it got you from the market rate financing group into the the subsidized
[48:04] financing levels, which is good. That that's a lower rate than you guys would
[48:09] be able to have access to normally on your own. Uh, and then one more thing
[48:12] I'll mention if I could is that um we're bringing municipal solutions on board
[48:17] and they're a um a very uh very sophisticated kind of grant
[48:23] administration group. And so they they work with many communities around here.
[48:27] You might have heard of them. And so what they're going to help develop is a
[48:31] short-term bond associated with this. And the
[48:35] purpose of that we found is sometimes it takes several months for EFC New York
[48:39] State to start to actually pay you. Um but they will help set up that cash flow
[48:46] and stuff over the the future months because you're talking about the budget.
[48:50] We don't want this to become a limiting factor on your budget. So the goal will
[48:54] be to have this separate bonding vehicle in place and immediately um so that you
[48:59] don't have to um short of I think just of one expense we talked about the
[49:04] initial drilling but other than that the rest should be covered kind of
[49:08] seamlessly on this grant reimbursement process. Yeah, we have um some drilling
[49:13] that'll be taking place um first week in June or whatever. Some initial drilling
[49:18] and it's and don't quote me on these numbers like 70 or $80,000.
[49:24] Um we we have money in reserve currently now for water main replacement that
[49:29] we've got enough in there to cover that short term and then as we move forward
[49:33] with uh the solutions um municipal solutions to to look at some other
[49:38] funding andor our bond council. for sure.
[49:41] » And that item will also be re reimburseable as well. So, so you'd be
[49:45] giving you'd be essentially having to pay for that small item up front and
[49:49] then reimburse that as well through this process.
[49:51] » And and if we do a good job of record keeping, Phil already started and
[49:55] they're going to be meeting with Phil and Ted and the group. [snorts]
[49:58] We've already done some work brush clearance. We've rented some equipment
[50:02] and much of that is reimburseable. um you know so as he just alluded to some
[50:08] municipalities just won't do that >> where we rented the appointment and say
[50:12] it cost us $2,000 we can submit that get reimbured for the employees time plus
[50:17] the machinery there's a schedule uh as we get deeper into this uh resolution
[50:22] later there's a UTV a sidebyside unit that we're renting right now in order to
[50:29] get transport through the woods and stuff because it's a long ways um we may
[50:34] be able to just purch purchased one. It's like $27,000.
[50:38] Um, it'll be a multi-use vehicle for the police for the DPW and it'll be covered
[50:45] under CHIPS's money potentially. So, it wouldn't affect our budget per se. Plus,
[50:50] all the time we use that for the next two years, we'll be submitting for
[50:54] reimbursement on that and it could cover a lot of the cost of that versus leasing
[50:58] one >> on a monthly basis. So, that's a work in
[51:01] progress. But, um, so I got a motion, a second. Anything else on this
[51:04] resolution? >> Hearing none. All in favor?
[51:08] » 64. Approve and authorize the mayor to sign a professional services agreement
[51:11] dated May 12th between label and a village for service on various projects
[51:15] as set forth and described in proposals and which shall be submitted by label
[51:20] responsibility request related water sewer treatment transmission
[51:25] improvements or water supply treatment mission improvements. Motion
[51:31] a second. >> Second. Just an overview, Ted. Um, on
[51:36] that it's just a >> Yeah, just business as usual. It's just
[51:41] part part all part of this project. >> Yep.
[51:45] » Um, all in favor? >> You're off the hook if you want to vote
[51:50] out of here. >> I might just [laughter]
[51:54] appreciate it. >> Have a good day.
[52:00] » You got two candidates. You want to wait a little bit? we'll get through. So,
[52:03] give it to Tom. I think we're >> done this.
[52:05] » Yeah. Y >> um resolution 65 to accept the approval
[52:09] of the county waste uh collection bid in the amount of $142,800
[52:13] authorized by the mayor to sign the agreement between the village from July
[52:16] 1st to June 30th. Can I get a motion? >> Motion.
[52:19] » A second. >> Second.
[52:20] » We want to bid on that. Receive the bids today. Um we we bid a one-year contract
[52:26] where we've been doing three years. We met with Valian Kendra to try to figure
[52:31] out a way to save some money here or there. We talked to the manager from
[52:36] county waste a number of times to get a feel and he said, "Well, 5% you're
[52:42] looking at an increase over what we paid this year." Nanny came back and says,
[52:46] "Oh, you better figure 7%." So, when we did the budget, this next year's budget,
[52:51] we figured a 7% increase over what we're paying now. Valatian and King opened
[52:57] their bids a week or two ago. Theirs went up 17%.
[53:02] I figured seven. So we sat here today when they came in and Desire opened it
[53:07] up and he actually come in at 4 and 12%. >> That's awesome.
[53:11] » I don't know how they did it. I don't know. It's It's not 5%. It's not seven
[53:15] and it's not 17. [laughter] And I'll be talking to Carol Gl.
[53:23] But um so it's it's still something we have to look at because it's costing us
[53:28] a lot of money. We have some ideas. >> Um Desiree Sam and myself and Trish are
[53:32] going to put some things together. We're talking to this individual. We may amend
[53:36] this going forward. Um we may have some other ideas, but I only wanted a
[53:40] one-year contract cuz the costs are going up and up. And quite frankly, I
[53:43] think at some point we're going to get out of the driver's business, but that's
[53:46] yet to be discussed. So we got a motion to second. Anything else? All in favor?
[53:50] I [clears throat]
[53:52] » resolution 66 to approve Robert Patterson's accounting services um from
[53:56] April um dated April 30th the amount of $19,800 to be invoice increment $1650
[54:03] for 12 months from June 1st to May 31st 2027 motion motion
[54:08] » and a second >> second
[54:09] » there's been no increase in that he's kept his bottom line the same all in
[54:13] favor >> uh resolution 67 American Legion post
[54:18] the the hold the annual Memorial Day parade Monday the 25th at 11:00 a.m. Um,
[54:23] so we'll switch up this year. It's going to the same room. However, it's not
[54:26] going to the cemetery. It's going to stop at the gazebo for services. Can I
[54:29] get a motion >> and a second?
[54:33] » All in favor? >> How come it's not going to go?
[54:36] » That's American Legion thing and I'm not going down that road
[54:39] » because I was going to say
[54:45] we did. >> [clears throat]
[54:47] » Resolution 68 to approve CPD new hire Mason Hezlin at a contract rate of 2601
[54:53] per hour contingent upon background check medical psychological evaluation
[54:58] effective immediately and we get a motion motion
[55:00] » and a second all in favor
[55:04] » I >> Mason's here
[55:08] we had an opportunity with the administrators of the police department
[55:11] to interview Mason's a full-time officer and Scodak police full time just started
[55:16] SCOD act. Um should be a great addition to the to the police department. Big on
[55:22] community policing, big on the kids in the school.
[55:26] » Awesome. >> Um so
[55:28] we're happy to have you. You want to do any other introductions or uh you cover
[55:33] a lot of it. You know, her background. She she just recently graduated from the
[55:37] police academy and is fulltime at Scodak. Uh prior to that, she had
[55:41] experience with um Hudson Valley >> RPI.
[55:45] » RPI. house post um as security. So, she's had a lot of um training in
[55:50] talking to people, which is always good on this job, and I think you'll be a a
[55:54] great asset to the department. >> Well, welcome.
[55:59] » Welcome. Yes. >> Thank you. And again, you're off the
[56:01] hook, too. You know, you know, >> she's going to get sworn in when we're
[56:05] here, so you got to have to suffer through Desire said that she hung out.
[56:10] » I did, and I actually completed the book. [laughter]
[56:14] » All right. Uh resolution 69 to approve the below ro the below roster for
[56:19] planning and zoning board seats and terms. Can I get a motion? Motion
[56:24] second. We've been neglect on this. Um I I've been neglect on this for a number
[56:28] of years. We just we don't we don't have a proper order. So we're starting fresh
[56:33] and you can see the order. It's just normal business. We just have to follow
[56:37] that. So we got a motion [clears throat] and a second. All in favor? I
[56:44] » resolution 70 to approve the DPW purchase of 2026 K Cabota skid steer
[56:48] with attachments from uh Salem Farm Supply cost of $65,8306.
[56:55] It's a source well um purchase. It's the same as New York State contract uh is
[57:02] coming out of the chips funds for 2026 2027. Can I get a motion?
[57:06] » Motion a second. >> Second. as Phil does a good job of his
[57:10] equipment. The current skid steer while it's getting up there in years and hours
[57:15] is still a decent salailable piece of equipment. Looking online when we put it
[57:19] on auction international, I would not be surprised we get between$25 to $30,000
[57:24] sale for that. >> All in favor? I
[57:28] » resolution 71 to approve the request by uh made by Queer and Trans Connection
[57:32] Network for the use of the Village Gazebo on June 22nd from 5 to 10 p.m.
[57:37] for a Pride awareness celebration event. Um can I get a motion?
[57:40] » Motion and a second. >> Second.
[57:41] » We're still waiting for documentation, right? Ready for that?
[57:45] » Uh no, we haven't. >> We're all set. All in favor? I
[57:49] resolution approve the request made by Chad and Brewing Company to use Main
[57:52] Street Municipal Lot to hold cover fees on Saturday, October 10th from 11:00
[57:56] a.m. to 9:00 p.m. and to suspend that contain the Main Street Municipal Law
[57:59] from 11:00 a.m. to 9:00 p.m. and to authorize the mayor to sign the
[58:03] submitted insurance identification agreement. Can I get a
[58:07] motion? >> Motion.
[58:09] » A second. >> Second.
[58:10] » Tom, you have anything you want to add to that?
[58:12] » No, just thank you. I think these festivals do well for the village. this
[58:16] and Summerfest and appreciate your support. Joe's team always does a great
[58:20] job making sure things run safely. >> Cabinet decided not to do it this year
[58:24] for a number of reasons, but Tom's group has picked it up and uh
[58:28] » I'm glad to circle back. We started originally 11 years ago and then Kyle
[58:32] picked it up and we're happy to keep it going.
[58:35] » Good. Good. Thank you all. >> Okay, thank all in favor. Resolution 73
[58:40] grant one time sew relief the amount of 5456 to Marriott Millet uh due to a
[58:46] leaking outdoor hose at 7 Line Street. Motion
[58:48] » motion. >> Second.
[58:50] » Second. >> All in favor.
[58:51] » Resolution 744 to approve authorize the mayor to sign a proposed terms and
[58:55] condition agreement dated May 7th between the village and BBG real estate
[58:59] for professional preparation of appraisal report firehouse. Uh it's cost
[59:04] us $2,600. Can I get a motion and a second? Second,
[59:09] » as we continue this process, we're still having a little bit of negotiations with
[59:13] another business owner. I think it's important to have an appraisal of what
[59:17] our properties worth before we sign. >> So, too definitely.
[59:21] » All in favor? >> I
[59:23] » I 75 to authorize the mayor of new signing agreement between the village of
[59:27] Chadam, the town of Chadam, the Chad police department provide town with
[59:31] police services and city agreement. Can I get a motion?
[59:35] » Motion and a second. Second. >> The only thing that's changed in this
[59:39] agreement from the previous one is the cost u to the town because of the
[59:44] increase in contractual obligations we have for our police. Correct.
[59:48] » Yeah. We we actually have language in here that allows us to change it
[59:52] » each year. So we adjust mileage reimbursement as well as we adjust
[59:56] salaries based on [cough and clears throat]
[59:58] that each year. >> So do they additionally pay like they
[1:00:02] pay the salary and then they pay mileage. Do they pay us to use that
[1:00:06] service or just the salary? >> They reimburse.
[1:00:10] » They reimburse us for salary and then they pay mileage for mile for basically
[1:00:17] wear and tear on the car. >> So there's no there's no fee for us
[1:00:23] doing that. No, we don't collect a fee. They just reimburse the village. So it's
[1:00:27] no cost to the village. >> Answer your question. I don't think
[1:00:33] legally we can we can make money online. >> I don't think it's really making money,
[1:00:38] but we thought we paid for like the I don't know what all we pay for, but like
[1:00:41] bulletproof vests and bullet like things that I see coming through and that and
[1:00:46] that we you guys have a space here. I mean, I'm not trying to make money. It's
[1:00:51] just that it's we're more to have them than just a salary. So what we charge
[1:00:57] back includes um
[1:01:01] uh the um what do you want to call it? Retirement and stuff like that. Um we do
[1:01:08] not charge for equipment that the officers wear because that equipment is
[1:01:12] required whether they're in the town or the village anyway. So the vest that
[1:01:16] they wear, they're going to wear that vest regardless of where they're
[1:01:20] working. Um, and you know, same with the, you know, ammo that they're
[1:01:24] carrying in their, you know, their firearm. It's they're carrying that ammo
[1:01:28] regardless of where where they're working. So
[1:01:31] » hopeully hopefully they don't need to use the
[1:01:33] » correct and nor the best. Um, um, but yeah. So, so the there is baked into
[1:01:40] that fee that they pay which is the same fee we charge you know you know in the
[1:01:46] you know in that calculation accounts for their salary plus those other things
[1:01:52] that are charged on top of that salary. So
[1:01:54] » so they are reimbursing more than their salary. I'm interested
[1:01:58] » correct. Yeah. >> So they don't Yeah. So they don't pay
[1:02:00] they don't pay an officer's salary. Mason for instance starts at
[1:02:04] » 260. No, there there's a there's a dollar
[1:02:08] amount that's >> and then I just wonder if it you did say
[1:02:12] it could be adjusted. I mean, I'm looking at the gas prices right now and
[1:02:16] this is below like what New York State reimbures currently and I'm sure they're
[1:02:19] way behind. So, I just wondered like if and if that is
[1:02:23] » Yep. So, we adjust the mileage. We adjust the mileage as the state as the
[1:02:29] state adjusts the the acceptable reimbursement
[1:02:34] » cuz I know the state's higher than that right now but
[1:02:36] » Oh, did it go up? >> Yeah, it did go up.
[1:02:39] » We can we have an understanding with the town
[1:02:42] » 75 actually something like that. >> We we get Trish gets periodic.
[1:02:46] » Yeah. >> You did say that you can reimburse.
[1:02:49] » Yes, we adjust that accordingly. Yes. Just know I stopped at a gas station was
[1:02:55] » okay. >> Yes. Whatever the federal I think we go
[1:02:57] off of what the federal mileage rate is is what we charge back.
[1:03:00] » Yeah. >> Okay.
[1:03:01] » Y >> thanks J.
[1:03:02] » Good. All in favor? >> I resolution 76 to approve January 1st
[1:03:07] request by general sumary for $3,000 financial support. Uh again utilizing
[1:03:12] budget line 88.04 um coming out of the 27 28 budget. Can I
[1:03:17] get a motion? Second. That's an annual. All in favor
[1:03:22] » I just want to say to me it's interesting maybe there is a signed copy
[1:03:26] this isn't signed it doesn't have any just as president no just mention
[1:03:35] » all in favor >> I
[1:03:38] resolution 27 authorizing the mayor of sign letter support from the village of
[1:03:43] cadam for the county agriculture society for the fair starting at 12:00 p.m.
[1:03:48] known on Wednesday, September 2nd through Labor Day, September 27th in
[1:03:53] support of their application to Department of Health for public mass
[1:03:56] gathering operating permit. Can I get a motion?
[1:03:59] » Motion a second. >> Second.
[1:04:01] » Any questions? That's an annual. All in favor?
[1:04:05] » Again, resolution 78 grant permission to conduct annual firefighters parade on
[1:04:10] Saturday, September 5th. Can I get a motion?
[1:04:13] » Motion a second. >> All in favor? I
[1:04:17] » resolution 79 is where we talked about the schedule of transfer use of uh
[1:04:21] reserve funds. Um can I get a motion? >> Motion
[1:04:24] » and a second. >> Any questions? All in favor?
[1:04:28] » I resolution 80 to approve the scheduled budget amendments for use on appropriate
[1:04:33] assigned general water funds for review during the board meeting. It's the same
[1:04:37] thing for the water and sewer. Motion >> motion and a second.
[1:04:41] » Second. >> All in favor?
[1:04:42] » I. Resolution 81 to authorize cabin to hold Summerfest on Saturday, July 18th
[1:04:48] from 10 to 4. Can I get a motion? >> Motion
[1:04:51] » and a second. All >> in favor?
[1:04:54] » Resolution 82 to suspend the open container law restrictions for summer
[1:04:58] test between the hours at 10:00 a.m. and 5:00 p.m. You can see the streets that
[1:05:02] designate it. Can I have a motion? Motion and a second. All
[1:05:06] » in favor? I The next two have been dropped.
[1:05:11] Resolution
[1:05:14] 85. Does this screw up your numbers?
[1:05:19] » No, it'll go I'll just say that resolution. Okay.
[1:05:22] » Withdrawn. >> Resolution 85. We authorize the chap
[1:05:25] school district to hold the gradu 2026 graduation parade in the village at
[1:05:29] approximately 8:00 p.m. immediately follow the graduation on June 26. Motion
[1:05:34] motion and a second. >> Second.
[1:05:37] » All in favor? >> I. Resolution 86 to authorize the merit
[1:05:41] to sign a payment processing agreement between the village chat and CESG 4th
[1:05:45] day payments for processing the village property tax payments made using an
[1:05:49] online IT tax payment portal or by credit card reader wild clerk's office.
[1:05:55] Um can I get a motion motion >> and a second? Desire you want to explain
[1:06:00] that? So, we are in the process of setting up
[1:06:06] an online payment portal for
[1:06:12] tax billing, water billing, and
[1:06:16] miscellaneous. We currently have MCSJ water billing
[1:06:24] and there's going to be a payment portal that
[1:06:28] um MCSJ works through and that is a separate card processor.
[1:06:35] We are transitioning from ITAX software to MCSJ tax software. That's
[1:06:45] going to take like 12 to 18 months to happen. But in the meantime, we are able
[1:06:50] to set up a payment portal for ITAX >> and that is this Forte company. Um Forte
[1:07:00] sent us the agreement documents uh and Ken reviewed them.
[1:07:07] Um made notes on that and I sent it back over to Forte. It's with their attorneys
[1:07:13] right now >> reviewing what whatever Ken wrote. I
[1:07:17] have to add at the end of that resolution says pending receipt of an
[1:07:20] attorney approved version. So until we receive that it won't be put into effect
[1:07:25] » basically but when Ken is happy with it >> right Ken sent over some suggested
[1:07:29] changes and we haven't received anything back when we do it again.
[1:07:35] » The only reason I I guess I put it on right now on the agenda is because tax
[1:07:40] bills come out June 1st. So we're trying to get it all
[1:07:45] » March. Yeah. Everything up and running kind of under a time crunch.
[1:07:51] » One of the things was very minor. It's just in the language it says it's it can
[1:07:56] only be used for bonafide sales of goods and just it's just an amendment or an
[1:08:03] appendix that says it can be used for the collection of tax payments because
[1:08:07] they seem it's their template seems to be set up for commercial businesses.
[1:08:12] » Um so that that shouldn't be a problem. Um, there was one other thing that was a
[1:08:19] little more technical, but we'll see.
[1:08:24] » They shouldn't be impeded to getting this thing done, but I just wanted to
[1:08:28] clarify the language and a couple of things.
[1:08:30] » Is there service fee?
[1:08:35] » Off the top of my head, I don't remember the rates, but right now, we use one
[1:08:39] card processing company for everything. And uh they have different rates but
[1:08:44] based on it's tax payment or it's a water payment or miscellaneous payment.
[1:08:48] But the the major drawback is that especially with water bills and tax
[1:08:52] bills to lesser degree. Those that that service fee escalates
[1:08:57] uh to a point once you get to $150 that's say the first $50 it's $1.50 then
[1:09:04] it's $ 250 and then once you get up to $150 they tack on $2 every $50 after
[1:09:10] that. So if somebody's paying a $600 bill, they've got a service fee of about
[1:09:14] 40 bucks at this point. These new companies, it's a flat rate, so it'll be
[1:09:19] 2 something% for all cart. That has some numbers right here.
[1:09:26] » They also have like the e check. >> So they also give us they've given us an
[1:09:30] option now where we can accept eex, which we were never able to take um and
[1:09:36] uh and pay by phone services, that sort of thing. Um and the another benefit of
[1:09:42] this this payment processing not 14 in particular but MCSJ who will be
[1:09:47] transferring everything into in a year and a half people can create an account
[1:09:52] uh they can set up autoay they can go and view historic bills and the same
[1:09:58] goes for their this tax system the reason the main impetus for this tax
[1:10:02] system was that we get many many many many requests by phone from uh escrow
[1:10:08] lenders ers from real estate companies, they want copies of tax bills. Uh we
[1:10:14] have to go find that tax bill, make a PDF of it, pop it into an email and send
[1:10:18] it to them. This will allow them to go on there and pull any bills they want.
[1:10:22] And also residents will be able to go in and see the tax bills just like just
[1:10:26] like everywhere else, >> right?
[1:10:29] » Yeah. >> You're coming into this kicking.
[1:10:32] » Okay. >> Anything else? Hearing none. All in
[1:10:36] favor? Resolution 87 approve the DPW purchase of 2026 Bobcat utility vehicle
[1:10:43] in the amount of $29,77 sourceful contract dated 426
[1:10:51] contingent upon New York state approval of using chips. In other words, they
[1:10:55] have to review it if it's an accept acceptable expense. Can I get a motion?
[1:11:00] » A second. >> Second.
[1:11:02] » Early call was it may or may not be. So, if it's not covered under our chips,
[1:11:06] it's a we're not going to purchase it obviously because we're not budget
[1:11:10] money. >> Okay.
[1:11:12] » All in favor? >> Um, we're going to make a resolution for
[1:11:16] Joe regarding patrol finder um because it was wasn't put on here. So, we'll
[1:11:22] make a resolution 88 of 2026 to we might have to finesse this to
[1:11:29] approve the contract for patrol finder
[1:11:35] patrol finder proposal. >> Were there different lengths terms? Is
[1:11:40] it a one-year? >> It's a two-year agreement in there.
[1:11:45] » And and again, the money will become exposed money.
[1:11:51] Correct. >> Yes.
[1:11:53] » Can you use the grant money like that? >> I need to I need to call DCJS and find
[1:11:57] out. There's some there's some excluding language in that
[1:12:03] grant. I just need to see if we can get past it. If we can, we can reimburse
[1:12:08] ourselves. Obviously, >> yes. I don't think the state has checked
[1:12:12] on any of that spending. By the way, >> I would agree with that statement. I
[1:12:16] just don't want to be the first one to find out.
[1:12:19] [laughter] All right.
[1:12:21] » I don't want to be there. Giddy. >> I got a motion in a sec. Did I get a
[1:12:25] motion? >> Motion and a second.
[1:12:27] » Second. >> All in favor?
[1:12:29] » Um, we got a couple things here. Sidewalk committee if there's been no
[1:12:32] action. Desire is going to continue to put these on here till make them go
[1:12:36] away. Do something with them. I know what she's doing. Parking and BMT
[1:12:41] committee, code committee. We do have to get back into the groove on that.
[1:12:45] » Where's the BNT? >> Vehicle traffic.
[1:12:52] Okay. >> Um, we had some discussion that you
[1:12:55] folks weren't part of with the town court regarding parking tickets and it's
[1:13:00] it's very convoluted because we don't have a village court. Some of the
[1:13:04] tickets were written in the town of Chap. Some are written in the town of G.
[1:13:06] The town judges are having a fit and that. So, we're working on that. More to
[1:13:11] follow. >> So, what's the deal with this sidewalk
[1:13:13] committee? It's not the snow or anything. Well, it
[1:13:18] was I think it was all-encompassing at that particular time. I know was had a
[1:13:22] be fall >> um where we wanted to have some
[1:13:26] discussion about how we wanted to handle the sidewalks in the winter time. Just
[1:13:30] nothing ever really came out of it. Um I'd be willing to just, you know, have
[1:13:34] Desires shoot a an email out to everybody. We have a working
[1:13:39] hour somewhere to try to do something. >> Does anybody remember who's on the
[1:13:44] committee? >> I think I was
[1:13:49] » [laughter] >> Give it up.
[1:13:56] » And Jodyie, right? >> Oh, Jamie. Okay.
[1:13:59] » Oh, so you're the chairman. Well, we'll get back on that. Um, which
[1:14:03] we really do. Me, too. Um, and actually some of the equipment we've purchased
[1:14:08] for snow removal will put us in a better spot to consider doing more um, possibly
[1:14:15] more snow removal. Good. >> And I know that's again that's a topic
[1:14:20] that comes up every year. A couple things, eat bike safety. Um, I've had a
[1:14:24] number of I've had calls. Joe had calls. He's done a little bit of a campaign,
[1:14:29] put some stuff out on social media regarding the laws and quite frankly,
[1:14:34] it's very difficult to um enforce um the the ebikes are a thing and
[1:14:40] they're not going to go away. They're going to become more prevalent um
[1:14:44] especially with the bike, >> you know. So, um yeah, it's it's it's
[1:14:47] something I'm not quite sure where we can go. It's just an education type
[1:14:50] thing. More along those lines. You got anything you want to add to that show?
[1:14:55] » Uh it no it's not just our community. It is happening across the realm. Chief's
[1:15:01] association has had multiple threads about this exact issue. I believe there
[1:15:06] is a meeting in Kinderhook or Valatia
[1:15:13] um on Sunday uh about bicycles on the path. Um I
[1:15:18] think sheriff's office is going to be there. Um I was going to attempt to be
[1:15:22] there but you know we've got the bike thing here in the village at the same
[1:15:26] time. So um but it's it's a constant issue. Um I did write a ticket last
[1:15:33] Friday um when I had interned with me because the guy cut me off. So
[1:15:40] in in a bar police car you know you know so
[1:15:45] » you know it's just it's a matter of enforcing it and people need to learn
[1:15:48] that you know ebikes are not exempt. It's you know it's it's a vehicle
[1:15:54] whether it's powered by battery or whether it's powered by gas it operates
[1:15:58] under the same rules. So, and then the children piece of it is a little more
[1:16:03] challenging because depending on the age of the child is where we write the
[1:16:08] ticket and there's law case law about you can't write a parent a ticket for a
[1:16:15] child that is not in their presence. So, the kid leaves the house with a helmet
[1:16:20] on, goes down the road and removes the helmet.
[1:16:24] you know, you're in a catch 22 and there's some and depending on the age of
[1:16:28] the child, there's some issues there. So, but again, we did a campaign. I gave
[1:16:32] it to the middle school. They're supposed to be pushing it out in their
[1:16:36] next parent newsletter to make sure that the, you know, cuz that's where our
[1:16:40] basis for this challenge is as middle schoolers. Um, and you know, we'll we'll
[1:16:46] continue to, you know, push it. And yes, once that path is connected to Copic, I
[1:16:53] think it's going to be even a bigger issue, but we've got a couple years
[1:16:58] before we get that far down the road. >> We only go to the village.
[1:17:01] » Yeah. >> Oh, go ahead.
[1:17:04] » I I was going to say that it's been a while since I jumped, but um so they
[1:17:10] cannot they're not supposed to be on sidewalks anywhere, right?
[1:17:12] » Correct. >> Okay. We don't have an ordinance. It
[1:17:15] defaults back to the state. >> Correct. The village does not have a
[1:17:18] ordinance that allows bicycles on the sidewalk, which means whether it's an
[1:17:23] ebike or bicycle, they're not supposed to be on the sidewalk.
[1:17:28] Now, officer, use their discretion when we're talking about a 8-year-old or
[1:17:31] 9year-old cuz right, I would prefer them riding their bicycle on the sidewalk.
[1:17:37] I'd rather take the heat for that than them being in traffic or, you know,
[1:17:41] stuff like that. But yes, um where the the VNT really works for ebikes is
[1:17:47] they're required to have lights and stuff like a motor vehicle and they're
[1:17:50] required to be registered but you can't register them. So it's an unregistered
[1:17:53] motor vehicle, uninspected motor vehicle and that type of thing.
[1:17:57] » So So I had a question for you maybe to talk about neighborhood policing.
[1:18:04] » Do you have any officers on bikes yet? >> We do. We haven't been out yet. We
[1:18:09] haven't hit that temperature, but we do go out. Yes.
[1:18:12] » Okay. >> Yep. I've got
[1:18:15] [snorts] I think I've got three certified right now and we looking to
[1:18:19] run another class, you know, once the weather gets warm. Um, as an accredited
[1:18:25] agency, they have to take a it's basically a 32-hour course that they
[1:18:30] each bike ride bike officer needs to go through.
[1:18:33] » Are they going to be ebikes or regular bikes?
[1:18:35] » We only have regular bikes right now. We the PD does own regular bikes. I'd love
[1:18:40] to get an ebike, but the cost is a little higher than
[1:18:44] what I found. Obviously, if I find a grant for it, then I'll probably get
[1:18:49] one, but >> Okay.
[1:18:50] » Yes. >> Ebike would be definitely helpful
[1:18:52] because you try to ride your bike up uh Murray line to High Street, by the time
[1:18:59] you get to High, you're huffing and puffing.
[1:19:03] » Keep the officers in shape then. >> Yes. I do think that the education is
[1:19:08] key and I know it's a lot to get out there, but I think too to even start at
[1:19:12] the elementary because they will be middle school and also high schools
[1:19:16] remind them because a lot of them can't drive till they're juniors and seniors.
[1:19:19] I think the Morris Memorial would be a great opportunity. I think all the
[1:19:23] summer camps, even the Gent one and one here, I just think there's a great
[1:19:28] opportunity to educate. I know you're doing that.
[1:19:31] » Y >> because even some of the things you said
[1:19:33] I'm not familiar with. I just didn't know. Yeah. Yep. Nope. Um, emergency
[1:19:38] management picked up my Facebook post and they they're bringing it to the
[1:19:43] meeting as well. >> That's great.
[1:19:44] » So, they they recognized it and so did um
[1:19:49] uh Quest Star. They picked it up and put out a, you know, a rebranded version of
[1:19:53] what I had as well to the school resource officers.
[1:19:57] » That's great. Thank you. >> Okay.
[1:20:01] um use of the gazebo uh village own property. We've been toiling with that.
[1:20:05] This all comes back to people just are using it for their own benefit for 24
[1:20:10] hours a day. Nobody else tends to go there or use it. Um we do charge to use
[1:20:15] it for groups. Uh it's a nominal fee $25 and somebody but they have to give a
[1:20:21] certificate insurance. Um, we did put a couple of signs up in 2010 when that was
[1:20:29] get donated to the village by the Alliance Club. There were stipulations
[1:20:32] as part of the resolution. There were signs there over the years.
[1:20:36] They just weren't maintained and they were fell apart. Um, I did have two
[1:20:42] signs made up and put back there that basically says build a chat gazebo, no
[1:20:46] smoking, open from 8:00 a.m. to dusk. And as Joe said, we had no laws that say
[1:20:53] you can or you can't. It was just back in 2010 when it was given to the village
[1:20:58] board that they agreed to take it on and alliance club wanted these stipulations
[1:21:03] put. Um so it is what it is. But u it's you know it's it's kind of sad. that um
[1:21:10] I've watched since some of our two people moved out for a couple of days,
[1:21:14] how the young people were sitting in there Saturday where people were in
[1:21:18] there having lunch and now they'll be back there and people won't go there.
[1:21:23] It's It's kind of disheartening. >> It is
[1:21:26] » and I I don't want to be heartless, but I'll get on my soap box, but I've spent
[1:21:31] 17 years volunteering for again food pantry and I've held more hands of more
[1:21:35] people and to be called heartless and a harasser and stuff. They don't know
[1:21:39] where I'm coming from. These people have been through the system. They're playing
[1:21:43] everybody. That's, you know, it's it's too bad. But we'll leave it at that. Uh
[1:21:49] heavy trash pickup. We know that's going on. There's your kiss dates for the
[1:21:54] shredding program. We talked about the appraisal. We met with [clears throat]
[1:21:58] the new board of directors at Caba. Um, great bunch of people. They really
[1:22:03] dialed in. Um, they're really looking to amp up Summerfest. They were looking for
[1:22:08] some help with the event ahead signs, some safety for the wagon wagon rides.
[1:22:13] I've talked to Joe. Um, we'll be there'll be more followup with the that
[1:22:17] group with the police department in the village. Uh, are there any other
[1:22:22] questions? Anything to be brought up that we haven't discussed or haven't
[1:22:25] written down? >> Can we just revisit the heavy trash drop
[1:22:28] off? >> I think maybe next year at some point we
[1:22:33] could talk about possibly if not as many people are
[1:22:36] going. Does it need to be 4 days? And also the possibility of it maybe being a
[1:22:41] Friday, Saturday cuz I know last year the town of Chad and Donell was in here.
[1:22:45] Theirs was a Saturday. I've seen signs for Stagusent. It's a Saturday. I mean,
[1:22:51] I know even I love that. I can't get there. It's the the hours are limited
[1:22:54] and it's during the week. >> So, just think it's something to think
[1:22:57] about. If it's sort of a village people, maybe more people would solicited it.
[1:23:02] » All right. Good point. Point. >> Anything else? Hearing none. Can I get a
[1:23:07] motion to motion? A second. All in favor? Thank you.
