[3:12]
[laughter]
>> Everybody stand face the flag for the
[3:14]
pledge.
Ready?
[3:16]
» I pledge allegiance to the flag of the
United States of America.
[3:21]
And to the republic for which it stands,
one nation under God, indivisible, with
[3:28]
liberty and justice for all.
>> Amen.
[3:31]
» Let us bow our heads in the spirit of
reflection.
[3:34]
Gracious and loving God, we gather this
evening with humble hearts, grateful for
[3:38]
the opportunity to serve our community.
We ask for your guidance as we seek to
[3:43]
make decisions that will shape the
future of our town and impact the lives
[3:46]
of all who call it home. Grant us wisdom
beyond our own understanding, patience
[3:50]
in our discussions, and clarity in our
thinking. Help us to listen with
[3:54]
respect, speak with honesty, and act
with integrity. May we always remember
[3:59]
that leadership is a privilege and
service is a calling.
[4:02]
Bless our residents, our neighbors, and
all those who contribute to the
[4:05]
well-being of this town.
Let unity prevail over division, and
[4:09]
hope guide our choices. In your name we
pray. Amen.
[4:12]
» Amen.
>> Amen.
[4:13]
» Thank you, Deb. We have a quorum, Deb.
What's on our agenda?
[4:19]
» We have the minutes
to be approved.
[4:22]
» Okay. Is there any discussion from the
board about the minutes from last month?
[4:27]
If not, I'd entertain a motion for
passage.
[4:29]
» I move.
>> Okay. Any discussion from the council on
[4:32]
that?
If not, I'd entertain a motion.
[4:36]
» I'll make a motion.
>> We have a motion. Do we have a second?
[4:38]
» I'll second.
>> We have a second. All in favor, signify
[4:41]
by I.
>> I.
[4:42]
» Opposed?
>> I forgot about you, Brady.
[4:45]
You can go now.
>> [laughter]
[4:49]
» Good evening. Um the typical
disbursement request tonight, uh
[4:54]
we've got SRF disbursement request
number 54,
[4:59]
um to Commonwealth in the amount of
$39,847.
[5:05]
And then, disbursement request number 59
to Yarberry in the amount Sorry, 55 to
[5:13]
Yarberry companies in the amount of
$243,655.
[5:20]
And then, finally, a contractor
overtime,
[5:24]
um in the amount of $648.03.
[5:28]
» 3 cents?
>> Yes.
[5:30]
» How many cents? I didn't hear it.
>> Three.
[5:31]
» 3 cents.
>> Yarberry gave me I talked to Ray today.
[5:34]
He
is that they're pretty much Yes, so
[5:36]
» last
>> Yep. Yep. An update on that. So,
[5:40]
um after the construction meeting on
Thursday,
[5:43]
um
the town officials, Yarberry and
[5:46]
Commonwealth, will be doing a
substantial completion walk-through
[5:50]
basically to come up with the punch
list. So, things are are moving along
[5:54]
» Okay.
>> pretty pretty well on that project.
[5:56]
» Just want to go over the skin number 54
is $39,847.
[6:02]
Number 55 is
$243,655
[6:06]
and the contractor overtime $648 $648.07
and 3 cents.
[6:11]
» Correct.
>> Do we have any contingency money left?
[6:14]
» I'd have to check.
>> Okay.
[6:16]
» Yeah.
>> You can let me know?
[6:17]
» Yeah. Are all the water lines done now?
>> Yes, I believe so.
[6:21]
» Okay.
>> I think they're still doing a few
[6:24]
follow-ups on the yards.
>> Yep.
[6:25]
» Okay.
>> Yep.
[6:27]
And that'll be part of what they come up
with on the punch list so.
[6:32]
» Okay.
[6:35]
» Okay. Any questions for Brady?
If not, we got to pay our bills. I'd
[6:39]
entertain a motion to pay all those.
>> I'll make that motion.
[6:42]
» a motion. Do we have a second?
>> I'll second the motion.
[6:46]
» a second. All in favor signify by I.
>> I.
[6:49]
» Opposed, same sign. Okay, that passes
Brady.
[6:52]
» Thank you. And then the only other thing
I'll mention is that we are
[6:55]
still working with USDA on the well
water plant project. Um there's been
[7:01]
some requests on
engineering contract items. We're trying
[7:06]
to sort those
>> [snorts]
[7:07]
» out those details with them. So, it
looks like closing on that maybe next
[7:12]
month. So, that's what we're targeting.
So,
[7:14]
» So,
>> things are are up for review with them
[7:16]
right now.
>> Is it just because we have a new
[7:18]
new person overseeing it and they're
just wanting different things?
[7:21]
» We're trying We're trying to
figure things out, yes.
[7:27]
So, anyway.
>> Thank you.
[7:28]
» Yep. Any questions on that?
>> Thank you.
[7:30]
» Thank you.
>> Thanks, Brady.
[7:35]
» Council, we had Tai
Chi. I think I said it right. Tai Chi.
[7:40]
We had their first class today and again
um, with the rain this morning, we still
[7:44]
had a lot of people out. So, the Board
of Health has done a great job
[7:46]
partnering with us.
And that's all about we have going on.
[7:50]
Except September September the 2nd,
we'll have our next senior outreach
[7:54]
program.
And I need the council to approve $2,000
[7:58]
for that.
>> 2,000?
[8:00]
» Uh-huh.
>> That's a great program reaching out to
[8:03]
all of our seniors and giving them
some activities. So,
[8:06]
I'd entertain a motion for passage on
that.
[8:09]
» I'll make a motion to pass.
>> We have a motion. Do we have a second?
[8:12]
» I'll second.
>> We have a second. All in favor signify
[8:14]
by I. I.
Opposed? Okay, that passes.
[8:19]
Anything else, Deb?
>> Um
[8:23]
No.
>> Okay.
[8:24]
» Steve.
[8:32]
» Hey, everybody.
>> Nope.
[8:34]
» Uh, I've got a couple little things
here. Uh, nothing nothing too crazy. Um
[8:40]
we, uh, had a couple of, uh, catch
basins that have collapsed on our storm,
[8:46]
uh, water and we need to get those
replaced, uh, rebuilt and uh, we have,
[8:52]
uh,
uh, a bid put for 12,500
[8:56]
even.
Um, and those are, uh, the catch basins
[9:01]
located at Little Avalon and Eastman and
the one right over in the parking lot by
[9:05]
the food pantry, um, near the splash pad
area. And I was hoping to get it
[9:10]
» water drainage, so
>> Yeah.
[9:12]
» Any discussion from the council?
>> No.
[9:15]
» I'd make a I'd ask for a motion.
>> I'll make a motion.
[9:18]
» We have a motion. Do we have a second?
>> I'll second. [clears throat]
[9:20]
» We have a motion second. All in favor
signify by I. I. Opposed? Okay, that's
[9:25]
good.
>> All right.
[9:26]
And um,
uh, I do have a schedule for, uh, the
[9:31]
EMB on the, uh, paving and milling and
I'm happy to discuss that right now or I
[9:35]
can send an email to you.
>> You can send an email to us.
[9:38]
» Okay. fine. All right.
>> We're looking at Anderson Road
[9:41]
mid-August, right?
>> Uh Anderson Road actually is going to be
[9:45]
milled and patches are done on the
Veterans and Anderson Road area Thursday
[9:51]
of this week.
>> Okay.
[9:52]
» Um
Yep. So [snorts]
[9:54]
» That's good.
>> Uh they're moving right they're moving
[9:57]
right along. I'm going to keep poking
them. So
[9:59]
» Okay.
>> Um
[10:00]
» Just stick it on our weekly email.
That'd be great.
[10:03]
» Absolutely.
>> Okay. Thank you.
[10:05]
» Uh you might have any any questions or
anything. We don't have much else to go
[10:09]
over then.
>> Nope. Thank you.
[10:11]
» Thank you.
>> Jackie, do you have anything?
[10:13]
» Uh no. Uh
the guys have been busy. I mean, they
[10:16]
drained uh on Mill Creek. Uh look like
it's going to work fine, I think, once
[10:21]
we get everything else finished. And
then on the other side of Mill Creek,
[10:24]
they've got that all done.
Uh other than the paving and the
[10:28]
concrete and whatnot.
>> Yep.
[10:31]
» Everything else looks like it's moving
ahead real well.
[10:34]
» Very good.
>> Um Steve
[10:37]
» They've done a great job. So
>> They've done a good job.
[10:39]
» Thank you.
>> Fantastic. Before
[10:43]
Before we move to new business, uh do we
have any old business from the police?
[10:48]
» I just wanted to bring up the National
Night Out that the department had along
[10:52]
with the fire department and um
Chief Cole and and uh Debbie had some
[11:00]
vendors there from the Anderson Library
and um
[11:05]
What was the other one? Sorry.
Anderson Library and who else?
[11:13]
» The sheriff came.
[11:20]
» And
>> Library
[11:21]
» Very thankful for Dairy Queen for
housing that event and and uh look
[11:26]
forward to it for next year.
>> [snorts]
[11:29]
» Okay.
All right.
[11:31]
No more old business, we'll move to new
business. I have Mr. Cunningham under
[11:35]
new business. Do you have something to
say, sir?
[11:37]
» Sure.
>> Right over there, sir.
[11:40]
» You're at 7:15, right?
North Street?
[11:43]
» 7:18 North.
>> 7:18?
[11:45]
» Yes.
Uh my name is Josh Cunningham. I do live
[11:48]
at 7:18 North Street. I want to address
a couple concerns um
[11:52]
due to the water main replace. I think
we are the last house, I think.
[11:57]
Is that correct? I know we were there
like last minute. Um
[12:01]
during the rain today, that line whole
line collapsed the where they filled in
[12:05]
uh up at the house in the first I don't
know 8 9 ft, it collapsed.
[12:10]
Um
so they'll have to come back out and
[12:12]
take a look at that. I don't know why. I
was going to catch them today, but
[12:16]
obviously it rained, I couldn't.
Steve, for you, um
[12:20]
I think you came out so one of you guys
came out and vacuumed out the
[12:24]
drain there at Hall and North and Bean
Street.
[12:28]
It seems to be okay. I didn't pay a
whole lot of attention to it going
[12:30]
through there, but I think it's okay
today, so that took care of the issue
[12:33]
this time.
All right. Most of you um probably don't
[12:37]
know me. I know Jackie and Debbie do. Uh
my name is Josh Cunningham. I've been
[12:40]
part of the community here since
uh the mid-90s, '92, '93. I was a member
[12:45]
of the fire department for 13 years. Um
I've lived on and off through the
[12:49]
community uh since then.
Uh obviously, we know we have an issue
[12:54]
with manpower at the police department.
So, as I'm seeing police officers leave,
[12:59]
I'm starting to hear word that we have
uncovered shifts. Is that true, Chief
[13:03]
Cole?
>> There is no Chief.
[13:06]
» Yes, okay. And I do know that Delville
comes and helps out, uh the sheriff's
[13:11]
department comes and helps out as well,
state police. However,
[13:14]
uh just like we experienced the other
night in Delville, they had a shooter
[13:17]
over there and
there was no coverage for us, well, the
[13:21]
sheriff's department, but they can be up
to half hour away. My problem is why are
[13:25]
we losing officers?
You know, I know there's what couple
[13:30]
being hired or in the process or going
through training. Is that correct?
[13:34]
Um
we're down to three paid officers.
[13:38]
Uh my understanding is one part-time and
two reserves.
[13:43]
Has [snorts] that number changed?
[13:47]
A few? Two, three, four? Is that about
right?
[13:51]
Okay, three. So, I was on one number
off.
[13:54]
We know that's not enough to cover the
town.
[13:57]
And to me that's a huge safety concern
because we don't know where that backup
[14:02]
is coming from.
And listen, I'm 100% supporter of the
[14:05]
police department. They have helped me
especially this year have helped out
[14:08]
dramatically with our own personal
issues we've had at home and me and
[14:12]
Chief Cornett is talking about that.
Also Paul Paul has been out there
[14:14]
several times helping us.
[14:18]
If there's a problem, we need to
identify why our officers are leaving
[14:22]
and some of them are leaving because of
better opportunities, but I'm hearing
[14:25]
those better opportunities is because
it's a better environment.
[14:29]
Okay.
I'd like to have I think the town
[14:32]
deserves some answers as to why we're
losing so many officers. We've lost
[14:37]
I know that when you around the time you
started Chief that there was at least
[14:42]
eight to 10 officers as reserves.
They're almost all gone.
[14:48]
We had
well at one point six full-time officers
[14:52]
and for some reason we
dropped that down to five. I don't know
[14:55]
when that happened.
Um
[14:58]
but with crime on the rise nationwide,
why are we dropping manpower for one?
[15:03]
Because we need that manpower. And
you've been around here for a long time
[15:08]
as well obviously.
Didn't we have at least two officers
[15:13]
throughout the day and the evening at
one point?
[15:15]
» Uh they
overlapped.
[15:18]
» They overlapped. Okay.
>> Yeah, most of the time they overlapped.
[15:21]
» And actually I mean like I said, I've
been here
[15:24]
involved in this town since '92, '93. I
want to see this town succeed.
[15:28]
And I know for a fact when people find
out that our police department is so
[15:32]
under-manned powered at this point,
they're not going to want to come here.
[15:37]
We've got for sale signs everywhere. No
one's going to be interested in coming
[15:40]
here when the police protection is at
the level it's at. I'm not blaming
[15:45]
anybody,
but
[15:48]
this needs to be addressed, and we need
to figure out why this is happening, and
[15:51]
find a way to improve it so that we're
not running into this situation again.
[15:55]
You know, I we had all recently we just
had one of our probably the most
[15:59]
respected officer, no offense to any of
the rest, but probably the most
[16:02]
respected officer retired.
And I know he wasn't seeking better
[16:07]
opportunities, he was just frustrated.
I know that.
[16:11]
So, we need to figure out a way
to identify where the problem's at, and
[16:17]
fix the problem.
Or else we're going to keep losing
[16:20]
officers, these new guys coming in are
going to say, "Forget this." They're
[16:23]
going to leave, and we'll be right back
in the same situation.
[16:26]
» All right.
>> And and I do want to say
[16:28]
in the post that was made on the town's
Facebook page, it literally stated all
[16:33]
of the things that I had brought up, and
then said it it started off as
[16:38]
misinformation.
>> Well, I'm going to respond to your
[16:41]
misinformation.
>> Yes.
[16:43]
» Because you emailed me.
>> Yes, I did. Yes.
[16:46]
» Okay.
And I responded that you had some
[16:49]
misinformation apparently. And also,
you're always welcome to attend a board
[16:54]
meeting. As far as Facebook, you'd said
you've been kicked off of Facebook.
[16:57]
» Yeah, and I'm not blaming anybody on
here.
[16:59]
» Okay, so we don't know anything about
that.
[17:01]
» I'm just I'm just letting you know.
>> But I also I also said you could contact
[17:04]
the chief ahead of time, you could talk
to him. I don't think you did that.
[17:07]
» have not.
>> Now, here's here's the area I was
[17:09]
talking about you had miscommunica- or
misinformation. We are now without
[17:14]
police coverage for more days than we
are covered. That is totally inaccurate.
[17:19]
» Do you know that it's on
>> That's on That's on your email.
[17:21]
» Okay.
>> And that's totally inaccurate. When
[17:24]
when you say we don't have coverage, we
do have coverage. It's just not our
[17:30]
officers of Chesterfield and Madison
County is doing the coverage. And the
[17:34]
chief can explain that in a few minutes.
[17:39]
So, I just want to clarify that with
you.
[17:40]
» Okay. Well, let's clarify. Chief,
it's my understanding there's probably
[17:44]
approximately 20 days in this month
alone, past and and going to be in the
[17:49]
future because your guys are still in
training,
[17:51]
that there will be at least a shift that
is uncovered by a Chesterfield officer.
[17:54]
Is that
close to being correct?
[17:57]
» 20 days?
>> Approximately.
[17:59]
I I may be a little bit off on that
number, but
[18:01]
» I don't think I understand the question.
That's I'm not pretty sure what that's
[18:04]
going to be, so I can understand it
because that is
[18:06]
not not what's on my screen.
>> Okay. Okay.
[18:12]
The information that has come to me is
that there's approximately
[18:15]
» Can you please walk me through it?
>> Yeah.
[18:17]
» So, so I can understand this because
where are you getting your information?
[18:21]
Can you can you bring this person in so
they can
[18:23]
» Uh no, I'm not going to reveal the
people who come to me confidentially.
[18:26]
I mean, shh.
I'm not going to subject anybody in this
[18:30]
town to harassment cuz what will happen,
I know for a fact cuz it's happened to
[18:34]
me in the past,
there are uncovered shifts still to
[18:38]
come. Am I wrong?
By officers.
[18:40]
Uncovered by Chesterfield officers.
>> Until this training is completed.
[18:45]
» Yeah, go ahead. Mr. Cunningham, would
you mind Mr. Cunningham? We heard you.
[18:50]
We understand what you're saying. If you
want to have a seat, let him do some
[18:53]
explaining.
>> Well, I'm not quite done because I was
[18:55]
still addressing you claiming that I
have bad information.
[18:58]
And this is clarification of that issue.
>> F- F- First of all,
[19:02]
it it
there's never been a response that it's
[19:05]
taken over 10 minutes,
maybe not even 6 or 7 minutes to get to
[19:09]
a call here that's that's an emergency.
[19:14]
I have been in
direct face-to-face contact with the
[19:18]
sheriff
and the sheriff has told me that he will
[19:22]
have his area
work car
[19:25]
to be taking our calls if if they are
needed.
[19:29]
And he has done that. And he told me
that they're they're glad to help.
[19:34]
Um as far as any other response times,
not only do we have the sheriff's
[19:40]
department, Daleville
definitely comes and they they've helped
[19:44]
us, we help them.
It Anderson Police Department, they're
[19:48]
here to back us and so is the Indiana
State Police.
[19:53]
The
um
[19:57]
part of of
people taking calls for us,
[20:01]
sometimes the Chesterfield Police
Department, we take calls for Daleville.
[20:06]
» Yes.
>> Sometimes we take calls
[20:11]
for the Madison County Sheriff's
Department.
[20:14]
I have to personally taken calls for the
Anderson Police Department.
[20:19]
What it is, we all work together. We're
united as a large group. We're different
[20:27]
police agencies,
but we work together.
[20:30]
» Mhm.
>> If we need back up, they help us. If
[20:34]
they need back up, we help them.
Um
[20:38]
so I any time you or
the people that
[20:44]
um
you say are they're giving you your
[20:46]
information,
I I even shared something with you
[20:49]
earlier and I'm telling you again,
please call me, we'll make an
[20:54]
appointment. I'll meet with you and
these other people and we can have a
[20:58]
talk and I will show you what
what what our schedules are.
[21:02]
» And I would like to
Listen, I'm not There's nothing
[21:05]
You know, we're good.
>> So that's the end of the problem.
[21:08]
» Can I say something?
>> Yeah, go ahead, Jack.
[21:10]
» Uh for what I understand, I don't think
no shifts has been unmanned.
[21:15]
Just it wasn't a Chesterfield officer.
>> No, and that's
[21:18]
» We had the county covering that shift.
>> And that's the point I'm I'm bringing up
[21:22]
is we don't have enough Chesterfield
officers to cover our night.
[21:25]
» but they weren't unmanned.
>> And I do agree, the sheriff's department
[21:27]
has done a great job and they do a great
job. Dilwyn does a great job, but they
[21:31]
normally have what, one or two guys as
well?
[21:33]
» Sure.
>> At any given time, usually two, I think.
[21:36]
Um
[21:39]
The sheriff's department can take up to
a half an hour time, even though the
[21:41]
sheriff's department, you know how long
it takes sometimes. Now, normally it
[21:44]
doesn't. But I have I personally because
I
[21:48]
not only was on the fire department, I
worked as a tow truck driver, and I know
[21:51]
that sometimes they're are just far too
far away to get there in a timely
[21:54]
manner.
And I say that because how how quickly
[21:57]
does crime happen? Does it happen over
the course of 10, 15 minutes, or does it
[22:01]
happen within a few minutes?
>> Normally.
[22:03]
» It depends.
>> Normally a few minutes, the crime is
[22:05]
over with.
>> Okay. Well, that that, you know, that's
[22:08]
a debate you can have with the chief
one-on-one, okay?
[22:11]
» And and
>> We we We understand what you're saying,
[22:13]
but you need to understand
we hate to see officers leave for
[22:17]
various reasons. I I I was in law
enforcement for 45 years.
[22:21]
» know. I believe you were.
>> Okay. And and over the years, I've been
[22:25]
I've been a patrol officer, I've been a
police detective, a crime scene
[22:27]
detective, assistant chief, chief, I've
been an administrator.
[22:31]
And people leave for all kinds of
reasons. Better job opportunities. Some
[22:35]
people leave because they don't like the
way the administration is. Some people
[22:39]
leave cuz they don't like the focus of
the chief or their supervisor or their
[22:43]
coworkers. Uh others just get tired of
policing. There's a a lot of reasons.
[22:48]
And in a small town like Chesterfield,
it's a different type of policing. The
[22:52]
demographics are different. It's a
community oriented, and a lot of police
[22:57]
officers aren't geared for community
policing type activities.
[23:02]
Uh they they want to be more traditional
cops and sometimes
[23:06]
uh, that offends them. They want to go
be what they call so-called real cop cuz
[23:10]
they sometimes don't look at community
policing officers as real cops. So,
[23:14]
there's a lot of reasons why I'm trying
to tell you, but we have taken the
[23:17]
appropriate steps. We have hired two new
guys. We're at full complement. We just
[23:22]
got to get them trained. We've got help.
Uh,
[23:26]
I feel very comfortable where we're at
in the town right now moving forward.
[23:30]
And I don't We haven't had any
complaints about any police not showing
[23:34]
up at any time.
And we went over the schedule and we've
[23:38]
got coverage for all of August. And yes,
CPD, Chesterfield, is covering the
[23:45]
majority of everything. There's only a
handful that are not. So,
[23:51]
» So, you're telling me that I don't what
I'm talking about.
[23:54]
» No, I'm not saying that, sir. I'm just
I'm trying to assure you that we're
[23:57]
moving forward. We need to
>> I agree. We need to move forward.
[24:02]
But the fact is, up until this point
right now, without a reason I'm here, is
[24:06]
because it had not moved forward. You
got to find new training officers and
[24:10]
you're working on that. It takes a while
to train them. Am I wrong?
[24:13]
I mean, listen, I'm a firefighter. It
took a long time for me to get trained.
[24:16]
And I didn't carry a gun. So, it's a
bigger responsibility.
[24:21]
Problem is, the town doesn't see it that
way. The town sees empty spots and
[24:24]
Chesterfield officers not being there.
>> Okay. Okay. Okay.
[24:29]
» But when you say
>> Give me the answer.
[24:30]
» say it's missing No, that's what I'm
asking you. When you say that I'm giving
[24:34]
you for misinformation, where it is just
verified that we had
[24:39]
our shifts aren't covered by
Chesterfield officers, which is what I
[24:42]
said. What is what I've been saying.
I know county comes in. I know Dariel
[24:48]
comes in. What about our own people? We
don't have enough. The reason people are
[24:52]
leaving is cuz they're not happy here.
Why is it they're not happy here? Let's
[24:56]
investigate that and solve that problem.
Sitting up here telling the town that
[25:01]
they're full of misinformation is not
the answer because there is no
[25:04]
misinformation. Other people they fly
out on the town's website on the
[25:08]
Facebook page misinformation. So that is
either either directed only to me or the
[25:13]
entire town.
Cuz this is all over town. This isn't
[25:16]
just a me issue.
It's all over town.
[25:20]
Many people have brought this concern
up.
[25:23]
It's not just me.
>> Okay. Okay.
[25:25]
» I know that the officers aren't here and
I know that the officers that left, the
[25:29]
majority of them are not happy with the
way things have been going.
[25:31]
» Okay. You've said your piece. We've
heard you. We understand, sir.
[25:34]
» to shut me up now.
>> No, we will We understand, Mr.
[25:37]
Cunningham.
>> That's why you're shutting me up cuz I
[25:39]
know
what the town thinks.
[25:41]
» Yeah.
>> I'm part of the town.
[25:43]
Jack, you know [clears throat] me.
You know I speak the truth.
[25:48]
I don't play games. I don't play
political games. In fact, when I got
[25:51]
hired the mayor opened the mayor's
straight face and said, "I will not play
[25:54]
your political games. So you either fire
me now
[25:57]
or let me go." That was my third day on
the job.
[25:59]
» Okay. Mr. Cunningham.
>> play games.
[26:01]
» You
You made your point and and really
[26:03]
appreciate you coming in and giving your
your view on it, okay? And the chief has
[26:07]
heard it. And if you got any concerns
about coverage or anything, address it
[26:13]
with the chief, if you would.
>> He's got to listen to the people. He's
[26:16]
got to remember so much.
>> There's only so much we can do as well.
[26:20]
We're doing
>> No, you can investigate why everybody is
[26:21]
leaving and solve the problem. But you
guys have not done it. In fact, and I
[26:25]
don't know who cut the six person
six-man department.
[26:28]
» Okay, I'll I'll Can I
Can I Can I Can I explain it to you real
[26:32]
If you'll give me the
Okay. All the officers voted, agreed to
[26:37]
go from six to five so we could get
their pay up to be comparable with other
[26:42]
towns so we didn't lose people, okay?
>> why I just signed up for the reason for
[26:46]
that.
>> Yeah.
[26:49]
» I didn't know that was the reason they
answered. Why are we cutting jobs for
[26:52]
five? When time is on an up city period
where
[26:55]
» Well, that's why you
That's why you should attend meetings to
[26:58]
learn this information instead of
second-hand information. And the person
[27:03]
that you're talking to, or they a part
of the current administration?
[27:08]
Are they part of the current
administration? Yes or no?
[27:10]
» I don't know. Once you made that
decision
[27:12]
» No, the ones that you're talking to, are
they part of the current administration?
[27:16]
So, they don't have any of the correct
information.
[27:18]
» And people have talked to
>> That's That's the past.
[27:21]
» I know.
>> No, I have not. I've never been a police
[27:23]
officer. No.
>> Okay. So, I know you know what we're
[27:27]
aware of the shortage of manpower that
this park
[27:30]
And what?
The bad environment and whatever area
[27:34]
would damage it and cause to be an
organization. [clears throat]
[27:36]
» Yeah. Sir, you've made your point. I
understand exactly what you're saying. I
[27:41]
I I I I respect what you're saying. I
understand. We understand what you're
[27:45]
saying.
But, you're wanting us to do something
[27:48]
that we can't do right now. We're trying
to move forward, get the officers back
[27:52]
up to par uh at the compliment. So, I
understand what you're saying.
[27:56]
» I've never claimed we could fix the
problem right now.
[27:59]
What I'm saying is let's investigate.
Let's find out what the problem is. Why
[28:04]
so many officers are leaving and are not
happy. Most of them wanted to stay here.
[28:08]
But, for various reasons that were not
pleasant, have left.
[28:12]
Why is that?
>> Okay.
[28:13]
» There's a reason for that.
>> That's That's the That's the 10th time
[28:16]
you said it. We heard it. We understand
it, sir.
[28:18]
» Okay, you're taking it away from me.
I want this board
[28:21]
» No, it's your opinion. We're listening
to your opinion.
[28:24]
» It's more of my opinion. And that tells
me everything I need to know that this
[28:28]
board refuses to investigate why we are
losing officers.
[28:32]
» Okay. Well, we're we're done. We're
done. Thank you. We're done. We've heard
[28:35]
you. We've heard you, Mr. Cuttingham.
Appreciate you living here in town.
[28:39]
Appreciate your opinion, sir.
Does the board have anything else?
[28:44]
» No.
>> No.
[28:46]
» Okay.
Anything else from the audience? Mr.
[28:48]
Cutting Hand had his time. Does anybody
else have anything?
[28:52]
Uh
Yeah, you run all the crime statistics
[28:56]
throughout the whole state. You know
crime's down now.
[28:59]
Okay.
Yes.
[29:03]
» Countrywide.
[29:07]
» All right, I'll do entertain a motion
for dismissal.
[29:10]
» I'll make that.
>> I'll second. We have a second. All in
[29:13]
favor?
>> I.
[29:14]
» All right, thank you.
