[4:37] Some brief history
[4:38] on this project.
[4:40] In June 2024, a minor use
[4:41] permit was approved
[4:43] for the existing dance studio
[4:45] on site.
[4:46] And at that time, it was
[4:48] categorized as small scale
[4:49] commercial recreation.
[4:50] However, in April
[4:52] of this year, as you know,
[4:53] the zoning code was updated.
[4:55] Under this update, small scale
[4:56] and large scale commercial
[4:58] recreation were redefined based
[5:00] on square footage.
[5:02] Thus, with this expansion
[5:03] of the dance studio totaling
[5:05] to an amount of 9,100 square
[5:07] feet, it is now categorized as
[5:09] large scale commercial
[5:10] recreation, which requires a
[5:12] conditional use permit in the
[5:14] I.I. zoning district.
[5:20] Therefore, the applicant is
[5:21] requesting a conditional use
[5:22] permit to expand
[5:24] from the existing dance studio,
[5:25] which occupies suite B
[5:26] to the adjacent suite A.
[5:32] Here's the proposed site plan.
[5:37] And then here is the existing
[5:38] and proposed floor plan.
[5:41] The applicant is only proposing
[5:42] to do some demolition of walls
[5:44] inside the studio and create

[6:08] there isn't actually an excess
[6:09] of parking spaces provided of
[6:11] 19.
[6:13] Therefore, this project meets
[6:14] the off-street parking
[6:16] requirements.
[6:24] To determine compatibility
[6:25] of the expansion
[6:27] of the dance studio,
[6:28] you can see the CUP findings
[6:30] on this slide.
[6:32] And ultimately, STOT has found
[6:33] that this use is compatible and
[6:35] meets these findings
[6:36] for the following reasons.
[6:37] For one,
[6:40] under the general plan,
[6:41] complementary commercial
[6:42] businesses, including indoor
[6:43] recreation facilities such as
[6:45] this dance studio,
[6:47] are permitted.
[6:48] In addition, there are nearby
[6:49] commercial uses that exist
[6:51] in the area, and there are uses
[6:53] that serve youth such as an
[6:54] existing Chinese school and a
[6:56] math tutoring center.
[6:58] The dance classes at this dance
[7:00] studio are also provided
[7:02] primarily outside of hours
[7:04] of adjacent businesses,
[7:05] so they will not conflict.
[7:06] There are also no nearby heavy
[7:08] industrial uses that are
[7:10] harmful, and as mentioned
[7:11] before,
[7:13] adequate parking is provided.
[7:17] This project is categorically
[7:18] exempt from CEQA per Section
[7:20] 15301 and Section 15303.

[7:30] approval of this CUP
[7:32] with the following conditions
