There are a great many

decisions before the council

this morning and weeny that

many of them seem routine and
[7:09]
just sort of ordinary, but
[7:10]
lord, there are also other de-
[7:14]
sixes before them and all of
[7:16]
the decisions, they can maybe
[7:18]
change the lives and
[7:19]
livelihoods of more than
[7:21]
316,000 people who live in the
[7:21]
city.
[7:24]
And so, lord, we pray your
[7:26]
divine guidance upon the
[7:29]
council members and upon those
[7:30]
who with items to discuss
[7:32]
before the council this
[7:36]
morning, lord, we pray your
[7:38]
blessing and with that always
[7:38]
comes guidance.

We are going move move for-

manager's comments.

First item I would like to
[9:03]
bring to the council's
[9:07]
attention today, I want to talk
[9:08]
for a moment about our computer
[9:10]
system that we have been
[9:13]
working on for a year.
[9:16]
It is called an erp, enterprise
[9:16]
resource planning system.
[9:19]
It really is the basic
[9:23]
accounting system, hr system,
[9:25]
and support system that will
[9:29]
help us in our city.
[9:32]
We have become, as an
[9:35]
organization, as a society, so
[9:36]
dependent on technology.
[9:38]
It is like if the power goes
[9:41]
off or something happens to the
[9:43]
computer, it goes down,
[9:45]
everyone just stops working
[9:47]
because all of the aspects of
[9:49]
their work are connected to
[9:50]
technology in some fashion.
[9:52]
My paint is that this
[9:54]
technology -- my point is that
[9:55]
this technology is just vital
[9:57]
to the way we do our business.
[10:01]
A couple of years ago, we
[10:03]
evaluated our base computer
[10:03]
system.
[10:08]
What we found was it was
[10:09]
approaching 13 or 14-years-old.
[10:12]
It was outdated and needed to
[10:13]
be replaced.
[10:18]
We went to work on writing
[10:19]
specifications, making
[10:22]
proposals, and, excuse me,
[10:25]
actually, awarded the system
[10:26]
that worked out.
[10:29]
And that was kind of the
[10:30]
beginning of the work and in a
[10:31]
way, it was the end of what the
[10:33]
city council had to do.
[10:35]
You voted on it, you
[10:36]
appropriated the money.
[10:37]
But the organization then went
[10:39]
to work, this was well over a
[10:39]
year ago.
[10:44]
Since that time, we have
[10:47]
installed our base financial
[10:49]
system, fleet fleet operations,-
[10:49]
-fleet operations, hr systems.
[10:53]
Payroll should be up by the end
[10:54]
of this year.
[10:58]
That is key component to any
[10:58]
operation, obviously.
[11:03]
During the next year, we will
[11:05]
install utility billing
[11:08]
software community development
[11:10]
and regulation support
[11:10]
software.
[11:11]
And our budgeting software.
[11:12]
So we are about halfway through
[11:13]
it.
[11:17]
And I wanted to bring this to
[11:20]
the council's attention because
[11:22]
so many people inside have been
[11:25]
working so hard on this.
[11:27]
This is an invisible thing that
[11:29]
so giant operation for the toy.
[11:31]
I have asked people of the
[11:32]
people, they have been working
[11:35]
on that over the past year, to
[11:40]
come inned to, and be
[11:42]
recognized by the council.
[11:44]
Again, we are, about halfway
[11:45]
through the implementation.
[11:48]
So there is a still a lot of
[11:49]
work to be done.
[11:51]
But can we have all of the city
[11:54]
employees who have been working
[12:05]
on this system please stand and
[12:06]
be recognized?
[12:07]

The other thing I wanted to

mentioned to, mayor, is that we
[12:35]
have completed one of the
[12:38]
projects, that I want to bring
[12:41]
to your attention from the 2008
[12:41]
bond.
[12:43]
Tomorrow, would be a ribbon
[12:46]
cutting on fire station number
[12:46]
five.
[12:51]
This is a replacement fire
[12:54]
station that is associated with
[12:57]
the joint use with the corpus
[12:58]
christi independent school
[12:59]
district, delmar, and it is
[13:02]
going to also be not only an
[13:04]
active fire station, but a
[13:09]
training location for our
[13:10]
active duty firefighters.
[13:11]
This new building replaces an
[13:13]
old building that was first
[13:18]
constructed in 1956 that had
[13:18]
become outdated.
[13:20]
Not as usable as it needed to
[13:21]
be.
[13:26]
The new building will be
[13:28]
hurricane resistant an energy
[13:28]
efficient.
[13:31]
And tomorrow at 10:00 A.M., we
[13:32]
will have a ribbon cut together
[13:33]
initiate the use of that
[13:33]
building.
[13:37]
And I can not think of anything
[13:39]
else for the moment.

resewn approximately five acres
[18:32]
of vacant land that is located
[18:37]
on the southeast corner of the
[18:37]
boulevard.
[18:39]
The property is currently zone
[18:41]
hs single family and
[18:41]
manufactured home districts.
[18:44]
They want to rezone it to a
[18:46]
light industrial district to
[18:50]
allow the development of the
[18:53]
property into a boat and rv
[18:54]
storage facility.
[18:54]
Background on this, the boat
[18:58]
and rv storage use is
[18:59]
considered a commercial use.
[19:03]
The reason for the il, or light
[19:06]
industrial request is to allow
[19:09]
larger units, partly the space
[19:11]
that general commercial is
[19:15]
limited to 400 square feet
[19:15]
maximum per storage unit.
[19:20]
It is going to be used as a
[19:23]
large rv and boat storage, the
[19:27]
owner is request to go build
[19:28]
approximately 450 square foot
[19:30]
unit in the facility.
[19:33]
And because of that, I lirks
[19:36]
would be the better suited
[19:36]
zoning.
[19:39]
But the staff is recommending
[19:41]
the cn district with a special
[19:47]
permit to allow for the larger
[19:48]
units.
[19:48]
Along with that reck
[19:49]
degradation, -- recommendation,
[19:51]
there would be a number of
[19:55]
conditions on that permit to
[19:57]
allow only the uses allowednd
[19:58]
the neighborhood commercial,
[20:01]
with the except of this
[20:02]
storage.

Also, any other condition such
[20:10]
as buffer yard requirements
[20:13]
along the eastbound richardson
[20:14]
property -- east boundary

So staff has requested that a
[20:24]
special permit with issued with
[20:28]
the cn zoning instead of the
[20:33]
light industrial, the

is aware of that and he finds

the conditions acceptable.

He has submitted a site plan
[20:44]
and at this point, we recommend
[20:45]
the denial of the light
[20:53]
industrial in lieu of the cn1
[20:53]
neighborhood commercial.

We sit on nice tracts of land.

We have oak trees, we have pine

trees, we have ponds.

It is a nice use of that

property.

The property on the other side

of the street was 20-acres

zoned by a woman who raises
[25:33]
horses.

And the other 60-acres is owned
[25:38]
by a woman who has horses and
[25:38]
does riding lessons.

And there are oak trees and I
[25:41]
guess it is all zoned the same
[25:46]
on the other side, which is low
[25:47]
density rural real estate type
[25:48]
development and I think it is a
[25:50]
good use for that property.

There is net any side streets
[25:57]
on my section and I do not
[25:59]
think it will ever be extended
[25:59]
past the power plant.

So when I leave for the rest of

needed to sell property to
[26:41]
raise money, she wants to sell
[26:43]
the rest of her ten acres so
[26:44]
that she can leaf.
[26:48]
So our fear is that once this
[26:50]
is approved, then at some point
[26:52]
in the future, the next buyer
[26:56]
for her other two tracts of
[26:59]
land is going to be for other
[27:02]
boat and rv storage.
[27:04]
Well, there is commercial
[27:05]
property on the other side.
[27:09]
There are boat barns and rv
[27:11]
developments on the other side
[27:12]
of yorktown.
[27:14]
But not on this side.
[27:20]
And so, I likened this end of
[27:20]
walgreens to like dead oak.
[27:23]
There are a lot of high end
[27:23]
nice homes.
[27:24]
And on this side, it can also
[27:28]
be that and it is headed that
[27:28]
way.
[27:29]
Ten acres have already
[27:31]
developed that way and I think
[27:33]
there is going to be more
[27:37]
acreage with high end homes
[27:37]
immediately surrounding this
[27:39]
property, and it could be on
[27:40]
this property also.

He is correct that the storm

is for sale.

It is about twice the retail

value of the land that is in
[28:39]
question today.

could have bought that land,

but he would have had to invs.

It is cheeper to come to you

and buying land that is half as

much and getting it zoned for

change than it is to buy a

commercial prommerty and build

this -- property and build this

building directly across the

street from where he is want
[29:03]
together build now.

Secondarily, I have been there
[29:07]
since 1983, my family has been
[29:09]
there and we have a great deal
[29:13]
of money invested on that
[29:13]
property.

The navy has taken a fly over
[29:22]
zone and made my five acres
[29:22]
irregular.
[29:24]
And cutting into my property
[29:25]
would just increase the money
[29:28]
that I am losing for property
[29:28]
values.
[29:30]
Also, one other thing I would
[29:37]
like to mention is there is no
[29:39]
red light at yorktown.
[29:44]
And we are talking about large
[29:47]
rv and boat storage units here?
[29:49]
You are going have a truck and
[29:51]
a trailer at a very slow pace
[29:53]
at very early hours of the
[29:55]
morning when it is still dark,
[29:57]
that is when people come to get
[29:58]
their boats.
[30:04]
So we are talking about a very
[30:08]
serious traffic hazard here.
[30:10]
We are talking ant vehicles
[30:15]
that -- about vehicles that will
[30:17]
be turning both on from wall
[30:19]
wren, or from yorktown, into
[30:20]
the parking lot, into the unit
[30:23]
itself and it is going create
[30:23]
many, many traffic hazards.
[30:27]
There is a trailer park across
[30:30]
the street with small children
[30:34]
that live there.
[30:38]
When you have big big vehicles
[30:40]
in dark -- have big vehicles and
[30:41]
trailers, many times the lights
[30:43]
do not work on the trailer.
[30:46]
It is a lot of dangers.
[30:47]
It is not ongoing hurt my
[30:49]
property values but it is going
[30:52]
to hurt the safety and
[30:59]
happiness in our community.

acres next to this property.

I want to point out a couple of
[31:36]
things.

First and foremost, as I said,
[31:39]
I am going do be building my
[31:41]
wife her dream house here.

You said there are
[31:44]
restrictions, mayor, on the
[31:45]
property.
[31:46]
Would you want it in your
[31:48]
neighborhood if you were going
[31:49]
to build your dream house?
[31:52]
Would you still be okay having
[31:54]
your wife stare out the kitchen
[31:56]
window that you have tried to
[31:58]
build and stair together at
[32:00]
this boat -- and staring at this
[32:00]
boat market every day.
[32:04]
And this is a corner property,
[32:07]
there are several properties
[32:07]
like this on a secondary
[32:11]
roadway where where they are
[32:12]
building neighborhoods.
[32:13]
There is one at flower bluff
[32:13]
drive.
[32:16]
So the location of the property
[32:17]
is not an issue.
[32:19]
These are all estate houses.
[32:21]
If you look from pretty much
[32:24]
all the way down to well,
[32:26]
almost to laguna, it is all
[32:28]
residential on this side of
[32:31]
yorktown, every single one of
[32:33]
them, estate homes, 20-acre
[32:34]
tracts, five acres, ten acres,
[32:37]
all the way down the line.
[32:39]
This does not fit the use of
[32:43]
that portion of york town at
[32:43]
the all.
[32:47]
These are not small tract type
[32:47]
houses.
[32:50]
These are half million dollar
[32:50]
hours.

are going to extend the sewer

In the long term the tax value

nowhere near the taxes that are
[34:06]
going to be drawn from my house

to houses surrounding it.

Now you are going to lower that

and it makes no sense at all.

Again, there is a lot of issues

You know you have two different
[34:17]
people.

This is america everybody wants

to do what they want to do.

July of 2014, we have demanded

deep cuts in pay and benefits

for our local numbers.

On October 10th, after re-
[49:50]
rejected their offer, the
[49:55]
company locked the gates and
[49:55]
locking out 450 families.
[49:59]
It effects our economic base
[49:59]
here in the
[50:03]
city and we feel
[50:07]
that the cuts are unnecessary,
[50:11]
sherwin is an extremely
[50:11]
profitable company.
[50:15]
They have falling production
[50:16]
costs with rising production
[50:19]
over the last ten years.
[50:25]
They are 100% owned by glenn
[50:26]
core ag.
[50:28]
And publicly owned trading and
[50:34]
mining company head quartered
[50:34]
in switzerland.
[50:38]
Glenn core is the tenth largest
[50:42]
company in the world.
[50:48]
They have revenues of $233
[50:48]
billion in 2013.
[50:50]
Net profits of $4.6 billion.
[50:52]
This is the first labor dispute
[50:58]
that we have had since they
[51:01]
bought us in 2007.
[51:02]
The repercussions on this
[51:04]
economically and e. Coli
[51:04]
notionally to the -- and
[51:08]
emotionally, we would like to
[51:09]
ask the council to support both
[51:13]
sides on this an urge them to
[51:16]
come back to the table and
[51:17]
reach a good resolution so
[51:19]
everyone can move on with their
[51:19]
lives and our neighborhood can
[51:23]
get back to where it needs to
[51:23]
be.

keeping them in mind.

And that is what we want to

north beach.
[52:54]
It is a great place to live and
[52:55]
people want to be there.
[52:57]
And yet in my neighborhood, on
[53:00]
the authority end of not beach,
[53:01]
street -- north end of north
[53:04]
beach, the street is filled
[53:05]
with potholes most of the time.
[53:08]
This is no sidewalk, no
[53:10]
gutters, no curbs, the water
[53:12]
pipe is six inch and it is
[53:14]
water front land that is empty
[53:16]
with a six in67 water pipe and
[53:20]
it has -- inch water pipe and-
[53:23]
-and it has been that way in a
[53:24]
long, long time.
[53:26]
In the 1990s, the city invested
[53:33]
on the south side of the beach
[53:34]
and improved the infrastructure
[53:35]
there.
[53:36]
And it is beautiful when you
[53:39]
drive all the way to the
[53:40]
aquarium in the lexington.
[53:41]
But on the north half at beach
[53:43]
up there where the tax bayers
[53:47]
live, that area has not been
[53:47]
improved.
[53:48]
We got improvements on the
[53:51]
beach through a bond but we
[53:52]
have not had neighborhood
[53:53]
improve.
[53:57]
S. So that is what the pack-

needed to do it, how the

process would work and you

know, it fell between the

activities.

We didn't --- between the cracks.

We didn't have a champion.
[54:45]
And because there is no funding
[54:47]
for north beach.
[54:51]
For authority beach improves.
[54:53]
You now -- for north beach
[54:53]
improve ments.
[54:56]
It is like how do you get in
[54:57]
line.
[54:58]
You know, how do we do this?

Well, right now, it is |Spjust not
[55:01]
on the radar.
[55:04]
So we are not going to get on
[55:05]
the improve project list
[55:06]
really, for major improve.

When I cam on the board, it was

in dis-awry, we were facing a

shutdown, a quite sincere
[56:33]
shutdown effort on the part of
[56:37]
ud-part of hud because it was
[56:38]
mess.
[56:43]
And it had been neglected.
[56:43]
There was a crisis.
[56:46]
And in recorder to you have
[56:48]
problem, a -- and in order to
[56:50]
solve that problem, a new board
[56:52]
was picked to get this thing
[56:53]
back together.
[56:55]
Now hud, unlike a lot of
[56:56]
federal agencies takes the
[56:57]
position that if you are not
[56:58]
doing thicks well, you do-
[57:01]
-things well, you do not get
[57:01]
money.
[57:04]
They decrease your money as you
[57:05]
do things worse and worse.
[57:07]
And we were a troubled agency.
[57:10]
Over the years we have been
[57:12]
able to moved from a troubled
[57:15]
agency to one that is a high
[57:16]
performance agency.
[57:18]
And I am going to tell you
[57:20]
frankly, we have done it
[57:24]
without the help from the city
[57:25]
of corpus christi.
[57:28]
We have had good leaper ship
[57:29]
and -- good leadership and
[57:30]
excellent staff.
[57:36]
In that time we have been 1)]Not
[57:40]
only to right a sink ship.
[57:41]
We built housing for the
[57:45]
elderly and we have been trying
[57:47]
for years to renovate, to make
[57:49]
it from a place that no one
[57:51]
wants to even walk in to a
[57:54]
place where you want to be
[57:56]
there and to be, to raise your
[58:00]
children there in a safe, good
[58:01]
environment.
[58:04]
I know of two times we have
[58:11]
tried to get an old hope sticks
[58:12]
project.
[58:14]
And that federal money to
[58:15]
revitalize an area, zero help.
[58:17]
And the last time that hope
[58:20]
sticks was funded, we were in a
[58:22]
tie for the last bit of money.
[58:24]
And the reason we were told
[58:26]
that we didn't get it, one of
[58:29]
the main reasons was that we
[58:31]
had no support from the city.
