the uh District 2 the East Side uh for

Daytona Beach Police
[4:05]
Department um for the last two weeks
[4:08]
we've had
[4:10]
1,774 calls 315 reports 44 felony
[4:15]
arrests 93 misdemeanor arrests 412
[4:20]
traffic stops 323 citations from those
[4:24]
traffic stops
[4:26]
355 um field interview cards
[4:30]
and 42 courtesy cards 29 toad Vehicles
[4:34]
43 vehicle crashes three were DUI
[4:37]
arrests 24 city ordinance violations and
[4:41]
19 arrests for trespassing or Park rule
[4:44]
violations wow um 24 arrests were made
[4:47]
for domestic related offenses in our
[4:50]
district there were four aggravated
[4:52]
assault incidents all of which were
[4:54]
cleared by arrest there were five
[4:57]
burglaries um three of which were
[4:59]
cleared by arrest four car brakes and
[5:03]
one of those was cleared by arrest three
[5:05]
stolen vehicles one of those was
[5:08]
recovered and um there were no robberies
[5:12]
last two weeks so that's really good um
[5:15]
we have officers that continue to check
[5:16]
under the uh Bridges and through the
[5:18]
city parks and they we we did 32 arrests
[5:23]
for that um in Jackie Robinson we've
[5:26]
been focusing there and there were 11
[5:28]
arrests made there
[5:30]
and every weekend we hire overtime for
[5:33]
the seab breze corridor the bar area and
[5:36]
during this time we had 37 calls five
[5:39]
reports 94 traffic stops 77 citations 10
[5:44]
parking violations um three felony
[5:47]
arrests actually one of those uh
[5:49]
resulted I think in two recovered guns
[5:53]
uh 15 G of cocaine and 13 G of marijuana
[5:57]
and that was one of our sergeants that
[5:59]
was on over time over there so that was
[6:00]
a really good one um we had that felony
[6:03]
arrest we also picked up um one of our
[6:07]
detectives also picked up a wanted
[6:09]
person who uh is a violent criminal
[6:12]
picked him up on seab breze as well uh I
[6:14]
think that might have been two weekends
[6:16]
ago um so they're really active out
[6:19]
there on the weekends and uh hopefully
[6:21]
we're making something kind of
[6:22]
difference out there so um we're right
[6:25]
now planning or at least preparing for a
[6:28]
possible truck October uh event and then
[6:33]
uh biketober
[6:34]
Fest is that sanctioned the truck to
[6:38]
test I don't believe so so it's just a
[6:41]
potential one we're not sure because of
[6:43]
Pas times um we're just kind of planning
[6:46]
for it in case it pops up who covers
[6:48]
that Val uh valusa County the sheriff's
[6:51]
no on the beach oh on the beach is the
[6:54]
sheriff yes MH up on land is up even if
[6:56]
it's not sanctioned they will yeah just

Patrol is normal than as soon as well as

soon as the sheriff puts out that

warning now the um how they can have
[7:07]
their trucks like if it's an event a
[7:09]
popup event where everything is enhanced

it usually it usually stops it from

happening absolutely that'll probably

MH uh from what I've seen seab Bree has
[7:21]
had a very positive impact since you

know Kudos did the police department

doing a great job I think that the
[7:28]
cameras are helping a lot because it's
[7:31]
really on the minds of the criminals

they've actually complained about it I
[7:34]
run a sober house in Pearson I run a
[7:37]
sohouse and Pearson also and they're
[7:39]
complaining about like I don't want to
[7:40]
sell drugs in Daytona because they got
[7:41]
cameras that's great go somewhere else I
[7:44]
have to tell you those cameras from my
[7:47]
perspective are fantastic whoever idea
[7:50]
that was it was
[7:52]
amazing our
[7:54]
commissioner stck we had the a potential
[7:58]
um
[8:00]
situation over on the West Side still
[8:01]
being investigated so I don't want to
[8:03]
talk about too much but it started over
[8:05]
on seab breze and we were able to track
[8:07]
because of the cameras we can track the
[8:09]
person's every movement and identify and
[8:12]
then we have um other things that we can
[8:14]
focus on to identify people so those
[8:16]
cameras are amazing what what I'm trying
[8:19]
to do on uh and Cuda is on South Grand
[8:21]
View because there was like a major Pro
[8:23]
everybody was parking in front of and that got taken care of and it um
[8:28]
it's going to slow down a little bit I'm
[8:29]
working along with the city I'm putting
[8:31]
cameras up there on South gra View and
[8:33]
across East ISB so so that way I don't
[8:37]
know how I get those to the police
[8:38]
department we'll have to figure that out

commercial property Improvement funding
[9:56]
request for 615 Main Street

Mr Tom guest applicant and owner

representative is requesting the
[10:06]
Redevelopment board to approve the
[10:09]
request for funding through the 0%
[10:12]
interest loan commercial Improvement
[10:14]
incentive
[10:16]
program the property is located at 615
[10:20]
Main Street between white Olive and
[10:23]
South o Leander
[10:26]
Street review of and the decision on the
[10:30]
commercial incentive application shall
[10:32]
be based on the following
[10:34]
preconditions is it a conforming use the
[10:37]
subject property is in the rdv2
[10:40]
Redevelopment bite specialty retail
[10:44]
zoning District which allows retail
[10:47]
sales and services as a principal use
[10:51]
this property is a conforming use within
[10:53]
the zoning District does the property
[10:55]
have any delinquent adalan taxes or
[10:59]
Municipal of County Lans a staff has not
[11:02]
found any delinquent ad Balor taxes or
[11:06]
County Lans on this
[11:08]
property how the project will contribute
[11:11]
to the elimination or prevention of a

slum and bl this subject property is in

one of our core areas the applicant is

I that's across the street in the city

parking lot in the county parking lot

are you guys going to put HVAC upstairs

Central HVAC or is it going to be the

window units in every window it's going

to be window units window units are are

you guys finding that when the rain

comes through you're having a lot of

leaks through where the window units are
[13:45]
too no no these windows uh I've been an
[13:49]
occupant of that building since 1985

before I came into the building in a

really really bad shape we have done a

lot of repairs a lot of patching on

these windows over the past years that

I've managed the property and uh it's

gotten to the point where uh theyve just

got to be replaced M and it will you

know it's going to be all white vinyl so
[14:15]
it's going to uh improve the the uh
[14:18]

building uh and the area because they're

going to match the I've got sliding

glass uh doors which are white vinyl

down on the first floor so it's going to

close and you look at these windows
[14:35]
they're uh they're almost as old as I
[14:38]

looking at it I mean I'm just to me it

would be nice to have a new warning

there as as far as the main street

streetcape and then um also you know I

would talk about show Windows what's
[16:35]
going on in the show Windows which you
[16:37]
might have some influence since these
[16:38]
are your tenants um we could you know I
[16:42]
just kind of wonder what you thought

about that um the business owner are
[16:46]
entitled to apply for the grant so we

changed the owning and one of the
[16:53]
tenants already has the application so

we can oh great great so we can improve

the excellent so that that's that'll be

more improvements to the building that's good to hear um and then I just I

mean because I have I have to ask

because we've been discussing the view
[17:09]
the storefront views of buildings that

aren't used except during biker events

options for you know some like it would
[17:21]
be

beautification to have Windows either
[17:24]
have some sort of a you know I don't

know if it's called a wrap or a you know

they make these kind of decal things

that look attractive like instead of

just the white paper for example now

this isn't really have anything to do
[17:36]
with the Grant and I wouldn't like I'm

not going to vote against the Grant in
[17:40]
any way this but if you have influence
[17:42]
with your tenants that are in those you
[17:45]
know as far as your leases and so on is
[17:48]
there any way to kind of Step Up the
[17:51]
game as far as what we see from the
[17:53]
street I believe there is and there was
[17:55]
something I mean the said many years ago

I remember the city did this the city
[18:00]
had a plan and uh if you wanted to order
[18:03]
them from the city would make uh some of
[18:05]
these different screens whatever you
[18:07]
want to call them appliques so that uh
[18:10]
you could actually see out of them but

you couldn't see in right you know and
[18:15]
it could have something decorative on it
[18:16]
yes they had they had all kinds of

different scenes you know beach scenes

building they said they were interested

in buying it but only if I came with

it that was the exact statement at the

time frame on refreshing the murals I

to be able to make them with

canvas City won't allow that anymore you

got be made with vinyl vinyl does not
[22:04]
last over there vinyl will not last on
[22:07]
the beach side so that's only uh I mean
[22:10]
looking at the awning it is deplorable
[22:13]
it's only five or six years old yeah MH
[22:15]
and we've cleaned it many many times
[22:18]
know as far as the mural on the end of
[22:19]
the building uh I've been speaking with
[22:22]
the several different people to get it
[22:23]
to repaint I also put that on the
[22:26]
building back in the 990s and uh
[22:29]
it has been
[22:30]
redone I think four times since then you
[22:34]
know the paint just the weather's har
[22:36]
bee side they don't last long got to
[22:38]
redo so anyways yeah those are things
[22:40]
that we are we are taking care of okay
[22:43]

historic District's location not local

but National I've heard rumors about

I think the program is excellent because
[23:07]
we we're in a little bit of a conundrum
[23:09]
there when it did not go forward for
[23:12]
local designation because with local
[23:14]
designation would come all kinds of
[23:16]
requirements design standards and the
[23:19]
kinds of Windows and things like that we had a commission that that uh we had
[23:25]
like three or four historic local
[23:27]
historic districts in a row and the city
[23:29]
was getting you know right right up to
[23:31]
here with history unfortunately right um
[23:34]
so I salute uh your doing this and
[23:37]
taking advantage of this program I'm
[23:39]
very glad we have this program I think
[23:41]
it's an excellent one it'll get these
[23:43]
buildings up to a standard now that make
[23:46]
them make the rents you know more
[23:48]
rentable the physical spaces better the
[23:52]
income uh better for these properties
[23:55]
and therefore the street better as well
[23:57]

raised about that well was there
[26:36]
scientific evidence um do a study find

out what else is happening we weren't
[26:41]
actually ever proposing a direct change
[26:44]
to the LDC we're not proposing that this
[26:47]
be put on requirements put on
[26:49]
Residential Properties what the so on
[26:52]
August 1st of this
[26:54]
year BMW passed a companion resol
[26:58]
resolution so there's two resolutions
[27:01]
the companion resolution reads in
[27:03]
September 2023 bnw presented the city
[27:06]
commission with the attached resolution
[27:09]
on the use of non-functional turf grass
[27:11]
the resolution was received with much
[27:13]
head nodding on the commission but no
[27:16]
action bnw has passed this second
[27:18]
resolution asking the Beachside
[27:20]
Redevelopment board and the planning
[27:22]
board to urge the city commission to
[27:25]
take action to instruct City staff to
[27:28]
use the intentions of the original bnw
[27:31]
resolution as a springboard to examine
[27:35]
what changes could be made Citywide to
[27:37]
our LDC and development standards to
[27:40]
encourage increased use of native plants
[27:42]
and a decreased use of non-functional
[27:44]
turf grass on City properties and new
[27:47]
commercial developments additionally bnw

standards to encourage increased use of
[28:24]
native plants and a decreased use of
[28:26]
non-functional turf grass on City
[28:28]
properties and new commercial
[28:30]
developments so that's so that's kind of
[28:33]
what we put on top of the resolution we
[28:35]
first passed because we wanted to make
[28:37]
sure that it was clear what we were
[28:39]
asking the city commission seemed like
[28:42]
they really wanted to support what we
[28:43]
were asking for you know if we can get
[28:46]
different standards in place and get
[28:48]
different ways of using plants we can
[28:51]
save the city money we can save the
[28:52]
environment we can help create a more
[28:55]
appropriate looking beach side and we're
[28:58]
just asking the com we want the we would
[29:01]
like BMW board support planning board
[29:03]
support to ask the commission to ask
[29:07]
staff to examine these standards and can
[29:10]
they be updated to
[29:12]
include yes I'm was going to say I went
[29:15]
down to Port Orange on the dun lton
[29:17]
Bridge Road there is a very very low
[29:21]
growing with tiny white flowers all
[29:24]
along there it looks beautiful and when
[29:27]
you look on International Speedway right
[29:30]
at the
[29:31]
7-Eleven where they've dug up and dug up
[29:34]
that same plant has come up by itself I
[29:37]
want to find the name of it I have I've
[29:40]
got it on my camera it is wonderful and
[29:43]
it only grows this high so you don't
[29:45]
have to spray it you don't have to water
[29:47]
it in the terrible conditions it is
[29:50]
spreading and looks wonderful so why put
[29:53]
grass there exactly absolutely why put
[29:55]
grass there I want to put it in my front

yard

clarifying purpose of it that it really

should be something that's addressed

Citywide so you know it's it's kind of

like the staff we're just asking them to

ask the staff to look at this yeah um I

think it makes sense Citywide where it may somewhat sense for the beach side
[31:59]
but uh you either we either do it or we
[32:02]

a little experiment like that on my own

property and in between those pretty

past McDonald's starting at $17 an hour

when you do that it's not only what

you're paying now but when they retire

it's what you pay for the rest of their

lives all right so 40 Years of somebody
[39:37]
sitting on their butt making $20 an hour
[39:40]
is going to be expensive in the future

so when you design this uh we had a
[39:45]
problem with a18 all right and I've been
[39:48]
to like oakd oakd now had to be redone
[39:52]
because the plants they put in didn't
[39:53]
last uh A1A the plants they put in
[39:56]
didn't last s
[39:57]
times um to the island they put
[40:00]
landscaping around the walkway didn't
[40:03]
last um a whena and ISB they put
[40:07]
Landscaping on those two corners except
[40:09]
for the big trees all the Landscaping is
[40:11]
gone all right so when you replace all
[40:15]
of these things if you could put in the
[40:17]
grasses and the natives that don't need
[40:21]
to be watered they don't need to be
[40:22]
cared for like the grasses you cut them
[40:25]
once a year that's it take away the
[40:28]
foliage and it grows back and
[40:29]
everybody's happy so generally there is
[40:32]
no um Staffing cost or goes down
[40:37]
drastically watering costs go down
[40:39]
drastically because there is a problem
[40:41]
with water in the future I know Staffing
[40:43]
says oh no there's no problem we got
[40:45]
plenty of water that's what Las Vegas
[40:48]
thought there isn't plenty of water so
[40:50]
I'm asking you to definitely push this
[40:53]
not just for jetting not just for the
[40:55]
beach I need watch but for the C area
[40:58]
because we do want to be unique we want
[41:00]
to be different than Miami we want to be
[41:03]
different than Jacksonville we want to

be a Beach town and we're overbuilding

that's true and the more we build the
[41:10]
less we look like a small Beach Town the

only way we can hope to recoup that is
[41:16]
through our landscaping and our design

that to be conserving the fresh pable

water that we do have so it's it all

hardcore fiscal conservative I can't

stand I can't stand waste when I hear

things being like trees being being cut

unnecessarily there's like the the soft

environmental part of me but there's

also the the hardcore like fiscal

cut costs to just save a pile of money

beautiful identity Mother Nature gives

us free um unique local Beauty like

she's like a free marketing agency and

okay so that the plant Helen there's a
[44:09]
couple of plants that have that carpet
[44:12]
aspect that are whitish or light purple
[44:14]
flowers that particular one is known as
[44:17]
Mexican Clover corre the Latin name
[44:20]
richardus scabra and I believe that
[44:23]
would qualify as a Florida friendly
[44:25]
there's this gets kind of technical but
[44:27]
there's like native and there's Florida
[44:29]
friendly they all get along nicely they
[44:32]
are drought tolerant they are flood
[44:34]
tolerant they don't need chemicals they get their own water so they're are
[44:40]
friends and if you if a person chooses
[44:44]
like a person can mow their yard on a
[44:47]
schedule and on the beach side if a
[44:49]
yard's not being chemically treated and
[44:52]
has not been overlaid with the
[44:54]
smothering carpet of sod grass you will
[44:57]
get a default the default would be a
[44:59]
multi-c carpet of it can be three or
[45:02]
four or five or seven types of flowers
[45:06]
and they they do a growth habit so if
[45:09]
you're the type of person who likes to
[45:11]
mow their yard you know a couple times a
[45:14]
month in the dry season and you know
[45:17]
once a week or so in the wet season then
[45:20]
that carpet will be that height um
[45:22]
actually Miss Sandy Murphy has a a
[45:25]
classic yard that is called um the
[45:28]
Florida native plant expert her name is
[45:30]
Jenny styal and she's the definitive
[45:32]
Source on Florida native plants good she
[45:35]
talks about a thing called a freedom
[45:37]
lawn that is a lawn that needs no
[45:39]
chemicals and is just a carpet of all
[45:42]
the Florida natives now there is one
[45:44]
plant that is very reviled by the turf
[45:47]
grass industry it is called dollarweed
[45:50]
oh every we are trained to hate it it is
[45:53]
in fact a Florida native and it is is it
[45:56]
is a pollinator support it actually has
[45:59]
a small flower and supports pollinators
[46:01]
and it's actually edible I mean it's not
[46:04]
the yummiest thing in the world but if
[46:05]
you're you know you're desperate yeah e
[46:08]
it yes what one question because I is
[46:12]
there certain plants or things we can
[46:15]
plant that will help us more with flood
[46:17]
mitigation than more than other plants
[46:20]
some plants are thirstier than others is
[46:22]
there is there study done on that is it
[46:25]
yeah the No but way but it but what
[46:28]
where there is like for example on the
[46:30]
Florida Native Plant Society website
[46:33]
they have a very large catalog of the
[46:37]
water characteristics like the how how
[46:39]
much water does it use what does it like wet feet oh wow there are
[46:43]
certain plants now in my yard I have a
[46:47]
clumping non-invasive bamboo that sucks
[46:50]
up storm water I have Elderberry which
[46:53]
is a wonderful immune tonic and makes
[46:56]
really tasty jelly and that sucks up
[46:59]
storm water so there's lots of different
[47:02]
what kind of bamboo is it again it's uh
[47:04]
oh I don't remember the name of the
[47:05]
species I've got to look it up it's a
[47:07]
clumping non-invasive bamboo so it
[47:09]
clumps and it doesn't just like spread
[47:11]
out like this please let me know yeah
[47:13]
there's lots of thirsty plants like
[47:15]
Cypress plants are thirsty like around a
[47:17]
pond on the mainland you might see some
[47:19]
Cypress plants the trees that's a giant
[47:23]
storm water pump and like oak trees it's
[47:25]
a giant storm water yeah okay get the
[47:28]
point um thank you well actually I
[47:31]
wanted to speak on National Public Radio
[47:34]
just recently I heard where indigenous
[47:37]
people used to use a particular kind of
[47:39]
grass to weave you could actually put
[47:42]
water in their basket they are now in
[47:44]
the process of planting along waterways
[47:47]
that particular uh type of B it's bamboo
[47:50]
a type of bamboo and grass uh and that
[47:54]
it they now know does incredible job of
[47:57]
holding soil protecting against floods
[48:00]
and things uh so I wish I had listened
[48:03]
more carefully interesting but they're
[48:05]
actually planting and you can order
[48:08]
pieces of it to plant in areas to help
[48:10]
hold the soil that's very cool yeah good
[48:12]
to know if you think of it yeah yeah let
[48:14]
me know and then healthy soil in general
[48:17]
absorbs storm water better yes so if
[48:19]
we're not spraying chemicals in the soil
[48:22]
then the soil food web of all the
[48:24]
microbes that it holds more storm water
[48:26]

they grow about 18 in high white and all

for there're they in the keys that was

trees and I think that one of the the

areas

it's can really be is
[49:27]
uh the new buildings new hotels down
[49:30]
along the beach everybody wants to put
[49:32]
palm trees oh I know they you know palm
[49:34]
trees is not a native
[49:36]
plant but uh using the native trees and
[49:41]
plants that grow they're salt tolerant
[49:43]
you don't have to take care of them and
[49:46]
I think that that's the area some of the
[49:47]
bare areas along the beach we was just
[49:50]
talking about that in the uh uh the
[49:53]
commission meeting uh there's areas
[49:56]
that's privately
[49:57]
owned it's just bare they don't do
[50:00]
anything they don't maintain it and
[50:02]
everything and this would be a prime
[50:04]
example for the city to have that in
[50:08]
those areas uh they don't need a lot of
[50:11]
uh care and everything have native
[50:13]
plants in there and to make it look nice
[50:15]
because the boardwalk one of the issues
[50:17]

of the worst places in Daytona Beach

Redevelopment plan um for Main Street in
[52:05]
South Atlantic um as you know the plans
[52:08]
were created back in 1982 and 2001 um
[52:12]
respectively Main Street was um um 1982
[52:16]
and um and the um South Atlantic was um
[52:20]
2001 um 2008 both plans were um amended
[52:26]
and in 2011 the Main Street plan was
[52:29]
amended um to incorporate um some of the
[52:33]
goals and objectives of the um uh uh the
[52:36]
ezone master plan so throughout the
[52:39]
years this this is this plan has been in
[52:41]
place for quite a long time but not
[52:44]
recently updated what it's been um 14
[52:47]
years since 13 years since um any of the
[52:50]
plans have been um um re relooked at and
[52:54]
so it is a good thing that we've been
[52:57]
talking um throughout um our meetings
[53:00]
every month about you know what our
[53:02]
priorities are and so with you all you
[53:05]
your your um recommendation to Let's
[53:09]
establish a priority list and we'
[53:13]
received over the last couple weeks now
[53:16]
since we last met a number of issues and
[53:20]
concerns um that have been given to

the South Atlantic um CRA in your
[53:28]
packets and you should have 11 by 17 of

all of the issues and concerns that were
[53:35]
given to us and so tonight what we want
[53:37]
to do is go over those issues and
[53:41]
concerns and I don't want to you know
[53:42]
belabor this but I think it's important
[53:46]
um that we at least go through each and
[53:49]
every one of them it's only 18 yeah it's
[53:51]
18 of them but I think it's important
[53:54]
that we go through each one of them
[53:57]
and make sure that everyone understands
[54:00]
what that particular issue um represent
[54:02]
and if you have any questions we'll
[54:04]
staff will try to answer them the
[54:06]
respective um advisor board members know
[54:09]
who you are um they they they recognize
[54:12]
their information that was given to us
[54:14]
so if we don't correctly um establish
[54:18]
what you intended please feel free to um
[54:22]
correct us tonight in addition to it the
[54:25]
ones who were not able to in anything
[54:27]
you will have an opportunity to add to
[54:29]
our list so what I want to do tonight is
[54:31]
just start with what we've been
[54:35]
given I also want to indicate that you
[54:37]
have about six dots um on your on your your Dees there that I will after
[54:44]
the after the presentation is made we
[54:46]
want you to take those six dots and we
[54:49]
want you to put those dots on the areas
[54:51]
the issues and concerns that are most
[54:53]
important to you now with the six
[54:57]
if there's one issue out of the 18 that
[54:59]
we have you can take all six dots and
[55:01]
put it on that one issue you can't it's
[55:05]
up to you yeah um but if you have
[55:08]
multiple issues yeah we have more dots
[55:10]
you well we we don't want to give you
[55:12]
more dots but but you can take those six
[55:15]
dots and and um you know subdivide them
[55:19]
and and put two on one issue and maybe
[55:22]
three on another issue and you got one
[55:23]
left um so um it is up to you but I
[55:27]
think six docs out of 18 issues that we
[55:30]
have um established here tonight is

enough and what staff would do

afterwards is we're going to take all

there are about four areas in which all
[56:12]
of these fit too well yeah I mean sort

of s some of them are sort of they

um that the individual um staff
[56:30]
individual um advisor board member um

had their items listed and we want to do

start out with um the first one um is

appearance standards are critical to
[57:33]
include a more proactive stance on code
[57:36]
violations and appearance improvements
[57:38]
throughout the beach side area on both
[57:41]
public and private areas a plan is
[57:44]
needed to improve Lighting in the
[57:45]
Beachside Redevelopment area to help in
[57:48]
security concerns and improving General
[57:51]
overall
[57:52]
appearance both new directional signage
[57:55]
and Pacific signage for available
[57:58]
parking areas and new parking either
[58:01]
purchased by the city and or shared with
[58:03]
Lucia County's current parking lots a
[58:07]
more complete and transparent method for
[58:10]
funding current special events and new
[58:13]
events utilizing Peabody and the Ocean
[58:17]
Center to better balance the perception
[58:19]
of the Main Street Corridor and
[58:21]
entertainment Zone
[58:24]
potential better communication with
[58:26]
existing property owners and other
[58:29]
partners concerning their responsibility
[58:31]
as property owners and participants in
[58:34]
the growth and future of the
[58:36]
Redevelopment
[58:49]
area you all have it on your sho I'm
[58:52]
just going to turn it around for the
[58:53]
public so they have
[59:01]
okay yeah they're not would have been
[59:04]
helped if they were numbered too I think
[59:06]
probably
[59:07]
yeah okay helped a lot we can figure
[59:11]
that out all right number five better

communication with existing property
[59:14]
owners and other partners concerning
[59:17]
their responsibility as property owners
[59:19]
and participants in the growth and
[59:21]
future of the Redevelopment area staff
[59:24]
playing a more proactive role
[59:26]
with other divisions within the city to
[59:28]
remedy the obvious problems in the
[59:30]
general appearance of the beach side the
[59:33]
need for the boardwalk and Breakers Park
[59:35]
to be
[59:36]
renovated the challenges of housings for
[59:39]
rent in the Surfside Village without
[59:42]
inspections and
[59:45]
permits vacate vacant lot along the
[59:48]
boardwalk which is not maintained
[59:50]
properly and it is an isore for tourists
[59:54]
and residents with graffiti on the walls
[59:56]
and we're read I'm I am we did not
[59:58]
change any of your verbage your grammar

we just put it out there
[1:00:04]
um parking create a unified appearance
[1:00:08]
of userfriendly parking options
[1:00:10]
throughout the
[1:00:11]
CRA survey all available public parking
[1:00:15]
on city and county property well that's
[1:00:18]
just like the second one up here the
[1:00:21]
first one on parking so uh you know I
[1:00:25]
think what
[1:00:26]
I think this one's public and the other
[1:00:28]
one is County lots and City Lots I think
[1:00:31]
that's the difference there Gary no they
[1:00:34]
both say all all
[1:00:37]
parking then you're just going to choose
[1:00:41]
one yeah this is all about parking what
[1:00:45]

Maps allow businesses to charge a fee to

requiring a business tax receipt BTR and
[1:01:30]
clear uniform signage we're still on
[1:01:35]
parking
[1:01:37]
subsidize or pay churches to offer free
[1:01:41]
parking public parking in their existing
[1:01:44]
parking lots and of course you know
[1:01:46]
churches typically have um service on
[1:01:49]
Sundays or on Wednesdays and mass and so
[1:01:53]
you they the parking lot is um available
[1:01:56]
many times of the of the week requiring
[1:01:58]
a yearly registration with the city and
[1:02:01]
clear uniform signage with times
[1:02:03]
available and registration
[1:02:06]
information identify properties that are
[1:02:08]
only used as parking lots during large
[1:02:13]
events establish maintenance and
[1:02:15]
appearance standards for these
[1:02:17]
properties via the Land Development code
[1:02:20]
text amendments including the following
[1:02:22]
so this is basically saying that
[1:02:26]
you we want to establish this in the
[1:02:29]
Land Development code but we're also
[1:02:31]
telling you that it would take a Tex
[1:02:34]
amendments which will include the
[1:02:36]
following eliminate broken down fencing
[1:02:39]
replace with a simple attracted border
[1:02:42]
I.E painting the post so property
[1:02:45]
remains inaccessible to Vehicles when
[1:02:47]
there is no active permit signage
[1:02:51]
requirements with clear attractive
[1:02:53]
appearance that includes display of
[1:02:56]
permits visibly seen grass is okay
[1:03:00]
native low maintenance landscaping
[1:03:02]
borders are
[1:03:03]
encourage repair any Paving or replace
[1:03:07]
with previous surface material keep free of
[1:03:12]
trash require owners register the
[1:03:16]
properties property or property as a
[1:03:19]
temporary event pay
[1:03:22]
parking and agree to comply with
[1:03:25]
standards for participation as pay
[1:03:27]
parking lots registration will remain
[1:03:30]
active for a period of 2 years
[1:03:33]
participation in any event will be
[1:03:34]
contingent on standards being maintained
[1:03:37]
year round staff will perform and
[1:03:40]
document at least four random
[1:03:42]
inspections throughout the year and
[1:03:44]
exite inspection when the temporary
[1:03:46]
permit is granted so basically if you
[1:03:49]
have this permit the recommendation is
[1:03:52]
that at least four random inspections
[1:03:54]
will take place Place throughout the
[1:03:57]
year and a site inspection when the
[1:03:59]
temporary permit is granted you have to
[1:04:02]
have that permit granted to you if
[1:04:04]
violations are not cured within a period
[1:04:06]
of 30 days the property will be dropped
[1:04:09]
from the registration for a period of
[1:04:11]
one calendar year and not permitted to
[1:04:14]
participate and I'm assuming that's the
[1:04:16]
following
[1:04:17]
year yeah in the events in any events y
[1:04:22]
work with the county to open the Main
[1:04:23]
Street and Harvey Avenue Beach access to
[1:04:26]
allow low tide parking and driving on
[1:04:29]
the
[1:04:29]
beach vacant Lots now we starting vacant
[1:04:32]
Lots survey vacant Parcels in the
[1:04:36]
CRA establish clear enforceable
[1:04:38]
maintenance and appearance standards via
[1:04:41]
the Land Development code text
[1:04:45]
amendments and this is about vacant Lots
[1:04:48]
tackle the worst and most visible
[1:04:50]
first properties at the base of the um
[1:04:55]
International Speedway Boulevard bridge
[1:04:57]
at the base of the bridge former
[1:04:59]
locations of the amusement park on the
[1:05:01]
boardwalk large group of assembled
[1:05:04]
properties at A1A and East
[1:05:07]
ISB require lots to be brought up to
[1:05:09]
minimum standards or take action and
[1:05:12]
place a lean on the property to recoup
[1:05:14]
the
[1:05:15]
cost REM removing broken down fencing
[1:05:19]
and remains from pre-existing structures
[1:05:22]
or fixed sea walls and retaining walls
[1:05:25]
those are code violations mhm well
[1:05:28]
you've got Co three two other places
[1:05:31]
where someone asks to maintain to
[1:05:34]
establish and maintain code and make
[1:05:37]
sure that it's not just written on a
[1:05:39]
piece of paper but we have active action
[1:05:42]
right maintaining the code so yeah again
[1:05:45]
I think you I I think I agree completely
[1:05:48]
with reading through the whole thing but
[1:05:50]
these if you cut them up and put them in
[1:05:52]
piles I think you'd have probably five
[1:05:55]
in one four in another three in one and

they're all dealing with the piles are

things that are listed here is not a

requirement today right these are things

that we're going to have to implement

would have to go through

the the the code Amendment the planning

and zoning and Land Development code

changes I mean I would trust the staff

to to look at them and and realize that

there are five nouns that are the same
[1:06:43]
in in six of these and those should go
[1:06:46]
together because I

think as my first paragraph in the or
[1:06:52]
last paragraph said I'm sure my

colleagues will have you know many that

are similar or or or can could be
[1:07:00]
construed or solved in in the same way

and so this is fine but I I I'd feel

better if we whittel this down into big

categories that each one had three or

be held to the high standards for

[1:07:37]
coina Arch and the pier should be
[1:07:41]
Immaculate both sides of the pier should
[1:07:43]
be activated with City approved public
[1:07:46]
art whether permanent or temporary could
[1:07:49]
be funded with sponsorships that could
[1:07:51]
be noted within the artwork City own
[1:07:54]
light poles with the old blue and white
[1:07:56]
lights need to be fixed immediately
[1:08:00]
front of Corin building needs to be
[1:08:01]
cleaned up while we wait for a tenant to
[1:08:04]
begin renovation windows are cloudy need
[1:08:07]
a graphic or M over them stubby chopped
[1:08:11]
up fence looks
[1:08:17]
ridiculous um Florida pal light AT&T as
[1:08:21]
a partner um FPL needs to be pulled in
[1:08:24]
as a partner in the appearance of the
[1:08:26]
Redevelopment area there is no excuse
[1:08:29]
for Old Poles taking years to remove
[1:08:33]
Hallelujah electrical boxes with
[1:08:35]
graffiti and stickers need to be
[1:08:37]
surveyed regularly and addressed
[1:08:40]
immediately dangling obsolete wires AT&T
[1:08:44]
cables of course um need to be cleaned
[1:08:47]
up everywhere and they are everywhere
[1:08:51]
yes um Main Street and A1A storefronts
[1:08:54]
this is this is is majority of private
[1:08:57]
property now right um establish
[1:08:59]
enforceable standards for appearance of
[1:09:01]
storefront windows The Land Development
[1:09:04]
code section
[1:09:06]
6.14 section g I assume that's chapter
[1:09:09]
four and five addresses show Windows
[1:09:14]
suggested changes to that section open
[1:09:17]
active business exhibit a the view of
[1:09:20]
the merchandise and Retail show Windows
[1:09:23]
of of shall give give an un unobstructed

view into the interior of the store at

all times we need to have a

the sidewalk outside or place back at a

minimum of 4T from the window glass

facing the street so that's
[1:10:07]
internal um recommendation that it is at least 4 feet in height but away

from the front of the the um Windows the
[1:10:16]
front windows that face the glass well
[1:10:19]
the idea the street six foot high so

that kids walking by won't see it mhm

and they people still get their First
[1:10:25]
Amendment they can put whatever kind of

trash they want up that high or four

walk in the store then they walk in the

painted um signage on the window itself

surface of any particular window owners
[1:11:08]
of stores facing Main Street or North
[1:11:10]
Atlantic Avenue within the CRA that have
[1:11:13]
no active BTR license or stores that are
[1:11:17]
going to be closed for a period of more
[1:11:19]
than 30 days must apply a perforated
[1:11:22]
window graphic with a decorated design
[1:11:25]
to the inside of their storefront
[1:11:27]
windows to block The View into the
[1:11:29]
vacant store I I that tickles me because
[1:11:32]
we have so many meetings about you know
[1:11:35]
uh businesses that don't have a
[1:11:37]
BTR um that are in the in the community
[1:11:40]
yes sir you know they were talking about
[1:11:42]
it's mostly the uh the stores down on uh
[1:11:45]
Main Street where they block off the
[1:11:47]
windows during the during the the year
[1:11:52]
and then the three weeks right they they
[1:11:55]
have them open and so they you know I
[1:11:57]
think that it should be a a fast
[1:12:00]
ordinance to make sure that none of the
[1:12:02]
windows are blocked off
[1:12:05]
anyway unless it's going to be
[1:12:07]
merchandise yeah you mean blocked off
[1:12:11]
what do you mean blocked I'm I was
[1:12:12]
suggesting like a wallpapered up is what
[1:12:15]
he oh yeah not wallpaper you have to
[1:12:17]
well you know what I mean papered up no

listen so you want them completely clear

to where people the police have a policy

window without them being able to see it

Main Street um we got a lot of
[1:13:01]
complaints you know but because they
[1:13:03]
were the the storefront windows were
[1:13:06]
cluttered M um but they were not meeting
[1:13:08]
the
[1:13:09]
code um and so we we got some
[1:13:12]
cooperation to as well just over on seab
[1:13:15]
breze I just had a store 305 seab breze
[1:13:17]
that was blacked out
[1:13:19]
totally I just took all of the paint off
[1:13:22]
of it and cleaned the store inside and
[1:13:25]
they are totally vacant nothing in it so
[1:13:27]
like for example Mr guest's building the
[1:13:30]
guest it had three big windows up front
[1:13:32]
that were all white can't have it it
[1:13:35]
can't have it we do so not to have that
[1:13:37]
not supposed to yeah absolutely and app
[1:13:40]
plywood to as well we just passed the
[1:13:42]
ordinance on no ply yeah it would be
[1:13:45]
easier for them to have the perforated
[1:13:47]
Graphics if they're going to keep
[1:13:49]
whatever they're going to keep inside
[1:13:50]
correct as long as they can see inside
[1:13:53]

Transportation um a free trolley to

illegal parking on the beach side and
[1:14:14]
beautification of Main Street and make
[1:14:16]
them active businesses all year
[1:14:19]
round so those
[1:14:21]
are the
[1:14:23]
issues um that was given to us prior to
[1:14:26]
the meeting but I do Mr chairman want to
[1:14:29]
take a few minutes and just ask everyone
[1:14:32]
are there other items that we should
[1:14:34]
list before you um do your your dot
[1:14:38]
system we can add more now if you would
[1:14:40]
like too if you if there is a a uh
[1:14:44]
request by anyone that something we you
[1:14:46]
didn't see that you think is a priority
[1:14:49]
uh we can list it now you can write it
[1:14:51]
down and um put it on your sheet
[1:14:53]
everyone will put it on your sheet and
[1:14:56]
um you can use one of your your dots to
[1:14:59]
um as a priority issue for you what
[1:15:01]
about the um native plants is that

something that should be on there the

I think that the Redevelopment grants
[1:15:14]
that we're doing are great but I do
[1:15:16]
think it needs to be a priority to make
[1:15:17]
them more accessible to everyone in town
[1:15:20]
because I have had people come to me
[1:15:22]
having trouble finding how to access it
[1:15:23]
people that don't know about it for
[1:15:26]
instance in here we also have under
[1:15:27]
parking working with the county to open
[1:15:29]
the Main Street and Harvey beach access
[1:15:31]
which I think is a great idea because
[1:15:32]
right now we have people at the end of
[1:15:34]
ISB no one can get to their business at
[1:15:36]
the end of ISB okay and I know they're
[1:15:39]
some of them are closing until they're
[1:15:40]
done with all the road work I don't know
[1:15:42]
that they know about the grants that we
[1:15:44]
have or if there's a way that our grants
[1:15:45]
could help them with their rent because
[1:15:47]
right now I know we have one that's
[1:15:49]
going to be closed until January
[1:15:51]
February until construction is done and
[1:15:53]
we're just going to lose all the
[1:15:54]
business over there same thing that
[1:15:56]
happened on Orange Avenue I mean what's
[1:15:58]
the good in redoing our road and our
[1:15:59]
ramp when it reopens there's nothing
[1:16:02]
there yeah yeah yeah there there there
[1:16:06]
have been some communities in the past
[1:16:08]
where you had that that cor correlation
[1:16:12]
between the county and the city and the
[1:16:14]
CRA working together when they know they
[1:16:16]
got a project working like this or if we
[1:16:18]
can have something to offer them you
[1:16:21]
create a a fund so that you can help
[1:16:23]
some of these small businesses through
[1:16:25]
that process right I know we have it's
[1:16:28]
been done before yeah you know I think
[1:16:31]
everything on this list is is
[1:16:33]
significant it it I mean I don't think
[1:16:35]
there's there are any stinkeroo on here
[1:16:38]
the question is are you interested in
[1:16:41]
doing a priority list and the priority
[1:16:43]
list isn't just the most important ones
[1:16:46]
it's that but it's the ones that are
[1:16:48]
doable because many of these deal with C
[1:16:51]
the county and coordination with the
[1:16:54]
property owner and you know some of them
[1:16:57]
are pure City ones it could be done
[1:16:59]
could start tomorrow because it's all
[1:17:02]
under your umbrella of authority right
[1:17:05]
so maybe maybe the staff could look at
[1:17:09]
um based on the dots uh the priorities
[1:17:13]
and if there's a top priority for a
[1:17:15]
majority of us that doesn't make it
[1:17:17]
because of the dots then I think we
[1:17:19]

started at a half a million we hope we

development they did a study 10 12 years

ago yes we did about the exact same

thing and then they looked at you know

sometimes I think we get a

little too com too confused and too
[1:19:01]
overworked up on stuff and we try to
[1:19:02]
reinvent stuff okay you know um but all
[1:19:06]
we have to do is really look at what
[1:19:07]
other more successful cities are doing
[1:19:09]
right in Hollywood Hollywood I think
[1:19:12]
Hollywood was one of the more successful
[1:19:13]
ones and they've got an ongoing program
[1:19:15]
like this that has been going on for a
[1:19:17]
very long time and they contribute quite
[1:19:19]
a bit to businesses that are I better
[1:19:22]
use of Redevelopment dollars than
[1:19:25]
business yeah you guys are doing a great
[1:19:27]
job well Helen and Veron okay I was at
[1:19:29]
the city commission the other night when
[1:19:31]
uh this was brought up by the the mayor
[1:19:33]
and the the Commissioners you have to
[1:19:36]
understand one thing with the CRA they
[1:19:38]
have
[1:19:39]
obligations that are ongoing all the
[1:19:42]
time yeah uh we are a city with five
[1:19:47]
C which is unheard of for a city of this
[1:19:50]
size but that's neither here to there
[1:19:53]
and some of them are getting ready
[1:19:56]
to be out and once they're out you can't
[1:19:59]
reestablish them very difficult so I
[1:20:03]
think it uh what you've presented
[1:20:07]
tonight are the main things that the
[1:20:09]
commission asked you
[1:20:12]
to to put in I think you've done an
[1:20:16]
excellent excellent job myself I
[1:20:19]
prioritize my dots okay and when I run
[1:20:23]
out of dots I put double stars on them
[1:20:26]
okay good good good but I I think it uh this is
[1:20:32]
help think this would be something that
[1:20:34]
you could put together and prevent you
[1:20:36]
know and bring it before the commission
[1:20:39]
and maybe get some attention to some of
[1:20:41]
these items absolutely that's that's the
[1:20:44]
intent although some of these items may
[1:20:46]
be like I say redundant someone else may
[1:20:49]
have have listed them um but we're going
[1:20:52]
to show you where they
[1:20:55]
correlate but I also want this to be an
[1:20:58]
exercise where you can see where like
[1:21:00]
Minds may have some of the same
[1:21:03]
priorities um but there will be cases
[1:21:06]
where your priorities may not be a goal
[1:21:10]
of the CRA but it doesn't mean correct
[1:21:13]
that somewhere in the city it should be
[1:21:16]
taken care of correct so somewhere in
[1:21:19]
the city everything that you basically
[1:21:21]
listed some Department in the city is
[1:21:23]
responsible yeah I can tell you that
[1:21:26]
work somebody is going to take care of
[1:21:28]

want to say this is tremendously helpful

you um I'd like to go back to what uh

chairman Ellis was talking about um the businesses on ISB slight diversion
[1:21:55]
but it it could it really this is this
[1:21:57]
is tying in how many businesses are
[1:22:00]
there that I'm aware of right now that
[1:22:03]
are affected I think it's around five businesses if we had
[1:22:09]
$50,000 to as you
[1:22:12]
know $25,000 you know as a a grant to
[1:22:18]
the businesses on ISB to help with rent
[1:22:21]
or difficulty during this time is that
[1:22:24]
something something that we can do right
[1:22:26]
here like make a well you can you can
[1:22:28]
recommend to recommend to the city to
[1:22:31]
the cities that for those you know
[1:22:33]
businesses that are affected by the ramp
[1:22:37]
closures that can't get customers there
[1:22:40]
anymore can apply for something or or
[1:22:43]
any in the future too anything in theut
[1:22:46]
we're talking about right
[1:22:49]
now the businesses on ISB that are
[1:22:52]
affected they are mster CRA yes and we
[1:22:56]
already have a grant that is called
[1:22:58]
lease subsidy that we pay up to
[1:23:01]
1,500,000 I mean
[1:23:03]
$1,500 a month up to three months00 a
[1:23:06]
month yeah okay so they can apply and
[1:23:08]
one of the business owner there has
[1:23:11]
already applied for our grant so they
[1:23:13]
are aware that we have those programs
[1:23:16]
already done okay all right well that's
[1:23:19]
great that one of them already has maybe
[1:23:21]
we just need to get the information to
[1:23:22]
the other ones too right
[1:23:25]
any other way they can get in on the
[1:23:27]
other Grant I don't know how many are
[1:23:29]
the responsibility of somebody else like
[1:23:31]
fpnl I mean the polls are certainly not
[1:23:34]
up to the city any Department of the
[1:23:36]
city they have to be done by FP and
[1:23:38]
other other you know I think those need
[1:23:41]
to be identified because that's a little
[1:23:43]
pressure in the telephone that that
[1:23:45]
would be a uh that would be Public Works
[1:23:48]
we would lean on Public Works to make
[1:23:50]
that connection yeah just to yes put
[1:23:52]
comments in go ahead G that's kind of a
[1:23:55]
big issue right now that I was kind of
[1:23:57]
dealing with on A1A because spoke to
[1:23:59]
Dave in public works and he said well
[1:24:03]
FPL has 12 months to actually Remedy
[1:24:06]
some of these situations I said 12
[1:24:07]
months if I call up as a a resident or a
[1:24:10]
business owner which I do all the time
[1:24:12]
even when it's not in my neighborhood
[1:24:14]
and I'm like hey can you guys fix this
[1:24:15]
light it's been out for six months right
[1:24:18]
and they have to fix it I think within
[1:24:19]
45 days why is it a year when the city
[1:24:22]
has to go to the FBI
[1:24:25]
to have them remedy situations like that
[1:24:27]
I counted 30 lights between seab breze
[1:24:31]
and and the ored line that are out that
[1:24:33]
have been out wow for over a year yeah
[1:24:36]
and when you get toward Bell Plaza it's
[1:24:39]
like really dark down that way it's
[1:24:41]
almost someone from FPL actually told me
[1:24:43]
he's like if you want to get the ball
[1:24:44]
rolling there's a particular safety
[1:24:47]
standard that they have to abide corre
[1:24:48]
and they have to speed it up you know
[1:24:51]
when it becomes a safety issue I'm like
[1:24:53]
it's very dark I mean it's kind of a
[1:24:54]
little inundating for a tourist to
[1:24:56]
actually try to walk on the other side
[1:24:58]
of the street there so that's definitely
[1:25:00]
but that's how you get it done I mean we
[1:25:02]
tell people take pictures of the pole
[1:25:05]
that has the number on it oh okay you
[1:25:07]
know that's that's how you do take a
[1:25:09]
picture of that pole that has the number
[1:25:11]
on it I I I have one thing on South
[1:25:14]
Peninsula as you turn to go on the
[1:25:17]
Orange Avenue Bridge M there is a pole
[1:25:21]
in the middle of the sidewalk and there
[1:25:23]
is no way there there's a man that walks
[1:25:25]
with his seeing eye dog he has to step
[1:25:28]
into South Peninsula to go across the
[1:25:32]
street because he cannot walk in the
[1:25:35]
sidewalk the pole is right in the middle
[1:25:38]
there's no way is that the intersection
[1:25:39]
so he has to walk yeah it's at it's at
[1:25:41]
the intersection I believe yeah well I
[1:25:44]
will take a picture of that I had I had
[1:25:46]
a I was walking my dog under a pole that
[1:25:49]
I've been watch you know it's already a
[1:25:50]
poll I've complained about but a cable
[1:25:52]
box literally fell
[1:25:54]
off the pole and came down I thought it
[1:25:57]
was a Transformer coming down I'm look
[1:25:59]
up and this huge thing's coming down and
[1:26:01]
it stopped about 5T above head because
[1:26:04]
the cable kept the cable was still on
[1:26:06]
there and it swinging away I got a video
[1:26:08]
of it swinging and it like scared the
[1:26:11]
hell out of me right so I called on
[1:26:12]
emergency somebody came and tucked it up
[1:26:15]
back in there but it's still there yeah so this is yeah okay we're like
[1:26:21]
entering third world situation here yeah
[1:26:27]
oh and then there was one other thing
[1:26:28]
one of you asked for other things this
[1:26:30]
was an idea some of us were were talking
[1:26:32]
about the other day what would how would
[1:26:34]
it be if people wanted to paint a house
[1:26:37]
or a building M even if they wanted to
[1:26:39]
do it themselves with a you know without
[1:26:41]
a contractor because painting is not
[1:26:43]
something that necessarily requires
[1:26:45]
skilled labor and they had they apply
[1:26:47]
for a uh paint
[1:26:51]
reimbursement and they paint their house
[1:26:53]
and then they say say okay here come out
[1:26:55]
code whoever look at the house how do
[1:26:57]
you like it looks good I spent $500 on
[1:27:01]
two giant five gallon buckets of paint
[1:27:04]
and we can reimburse them is there
[1:27:05]
something simple we can do like that we
[1:27:08]
don't have a paint reimbursement program
[1:27:10]
but we have a paint program where you
[1:27:11]
have to get if you're in a Redevelopment
[1:27:13]
area you have to get approval from us to
[1:27:16]
paint the the paint colors color right
[1:27:19]
um that's a little different and the the
[1:27:22]
only gr requires the only thing is um
[1:27:25]
about that you you have to create some
[1:27:27]
criteria right um for you know a paint
[1:27:31]
program code
[1:27:33]
enforcement um one of the things that
[1:27:35]
they want to do is if they found someone
[1:27:38]
who you know has some code violations
[1:27:41]
such as chip paint or something that's
[1:27:43]
happened to the exterior of the building
[1:27:45]
as opposed to taking them to code
[1:27:46]
enforcement they want to have the
[1:27:48]
ability where they can utilize some of
[1:27:50]
our CRA funds to do something similar to
[1:27:52]
what you're talking about Home Dep yeah
[1:27:54]
but it's not for it's not for everybody
[1:27:57]
it is if you have a violation a
[1:28:00]
potential violation that has been
[1:28:02]
identified by your code officer you will
[1:28:05]
have some type of voucher that you can
[1:28:07]
go to one of the hardware stores and buy
[1:28:10]
paint but then it has to the painting
[1:28:12]
has to get done the painting has to get
[1:28:15]
done IDE I mean you know these are these
[1:28:18]
are ideas that you know if if if there's
[1:28:21]
a priority it could be implemented but
[1:28:24]
of course you got to create the program
[1:28:26]
right you know with code enforcement
[1:28:29]
they have a it's a code if you have
[1:28:32]
peeling paint your sad or the faes
[1:28:36]
coming off that they will help you get
[1:28:40]
that oh that's yeah that's what he's
[1:28:42]
talking about but not repainting your
[1:28:44]
house just because you want to change
[1:28:45]
color yeah yeah it has to be a violation
[1:28:49]
a potential a potential
[1:28:52]
violation uh the next thing on the
[1:28:55]
stores that are I've had somewhat
[1:28:58]
experience uh I redid Orange Avenue
[1:29:02]
through
[1:29:03]
Orlando did the rest streets and
[1:29:06]
everything you can require do to have a
[1:29:09]
minimum of at least one entrance to any
[1:29:14]
store you can require that you don't
[1:29:17]
have to ask
[1:29:19]
them are they because they can't shut
[1:29:21]
down a business I notic the one business
[1:29:23]
that's fired up yeah but I think that
[1:29:26]
how do we do that well you just go to
[1:29:29]
the city goes to do and says that that
[1:29:33]
you have to no that wait a minute
[1:29:35]
there's just not any other way and you
[1:29:38]
can require them to do it regardless of
[1:29:42]
what they
[1:29:43]
say is that something we can look into
[1:29:46]
entrance like a driving into the
[1:29:47]
driveway they have the whole store wired
[1:29:50]
off yes they have everything closed off
[1:29:52]
but anyways regardless they can they can
[1:29:54]
stop you from going in in the the
[1:29:57]
parking I see you know because that you
[1:29:59]
know you're repouring concrete and
[1:30:01]
everything and you're you can do that
[1:30:03]
but uh that's up to the city now now
[1:30:06]
help me was that for access to the bu
[1:30:09]
business doing roadway construction or
[1:30:12]
absolutely is that what we're saying MH
[1:30:15]
okay so one of those businesses I think
[1:30:18]
there was in the newspaper you still
[1:30:20]
have access customers still have access
[1:30:22]
to the business mhm just that no parking right no parking and access
[1:30:29]
one way is see the parking is a
[1:30:30]
different issue they just have to have
[1:30:32]
access to it yeah so it's not the access
[1:30:34]
is been cut off it's just no parking
[1:30:37]
park down there
[1:30:39]
anyways we've had we've had constant
[1:30:43]
problems dealing with code people in the
[1:30:46]
historic districts who have design
[1:30:48]
standards and colors that the houses can
[1:30:51]
be painted to the point where the city
[1:30:54]
told um our neighborhood watch Group
[1:30:57]
which is seab breze University that they
[1:30:59]
were just going to let people paint
[1:31:01]
their houses any color they want because
[1:31:03]
they didn't feel that the city should be
[1:31:06]
asking them to repaint the house
[1:31:09]
according to the standards standards as
[1:31:11]
a matter of fact Miss hansy was at the
[1:31:13]
historic preservation Advisory board
[1:31:16]
meeting when they didn't even know they
[1:31:17]
were standards the board was making
[1:31:20]
decisions on items in the in this Z Zone
[1:31:24]
without realizing the city had a a book
[1:31:28]
a guide book to do it so I think maybe
[1:31:30]
City coordination would be good too one
[1:31:33]
of the things I said in here was that
[1:31:36]
are that being proactive but also with
[1:31:38]
other departments in the city to really
[1:31:41]
make it work for everybody yeah yeah
[1:31:45]
okay all right anyone else yeah mine's
[1:31:49]
just really simple I'm very pleased with
[1:31:51]
this it's well presented by the staff I
[1:31:53]
greatly appreciate mhm the STA a lot of
[1:31:55]
work and the the most important thing
[1:31:58]
that I'm on there I'm on here now uh the

most important thing that I really think
[1:32:05]
on this thing is the staff playing a
[1:32:07]
productive role proactive role right uh
[1:32:11]
with divisions within the city to remedy
[1:32:14]
obvious problems the thing is is that

not because you all are in front of me
[1:32:18]
right now I've lived here for a long
[1:32:21]
time and and and you the staff deserves
[1:32:25]
the credit I believe probably in the
[1:32:27]
past 20 plus years this the best staff
[1:32:30]
we've had in the city yeah so you know
[1:32:33]

that's the most important uh the illegal

parking on Grand View I think

but what we're going to do is the ones

that don't correlate to the goals of the

Redevelopment plan we're going to create

a strategy where we're going to connect
[1:34:04]
them to a particular department or
[1:34:06]
entity correct so that what you've given
[1:34:09]
us is not just in vain corre it will go
[1:34:13]
somewhere it will be attached to some
[1:34:16]
entity some department and and
[1:34:19]
throughout our course of um activities
[1:34:23]
um
[1:34:24]
we'll we'll have updates from from those

particular departments because there's a
[1:34:28]
priority of um the Beachside
[1:34:31]
Redevelopment board maybe it's not in

the Redevelopment plan maybe it's not a

board so that we have a better quality

were talking about the priority list it

was brought to our attention that this

document was produced and that it was a
[1:38:53]
very good idea that you all take a look

recommendation were um um that this

committee was tasked to develop ideas

for improv the beach side Redevelopment

authorize Redevelopment areas they they

have a they have a big stake in our in

our success our failure and so I I'm

Tallahassee ruled several years ago that
[1:42:22]
we now know longer have control over the
[1:42:24]
poles on our property although we give
[1:42:26]
them permission to use our property we
[1:42:28]
have no more control over it so we
[1:42:31]
really Essence unless we gripe and
[1:42:33]
complain nothing's going to be done so
[1:42:35]
you have to gripe and complain it's
[1:42:37]
nothing the city can do uh secondly you
[1:42:40]
only have like less than 13 years left
[1:42:43]
on the C for beat side all right so the
[1:42:47]
last time we discussed using the funding
[1:42:50]
which is called tip funding the screwed
[1:42:53]
it up we were supposed to have two brand
[1:42:56]
new hotels actually Four
[1:43:00]
hotels on the vacant property on uh
[1:43:04]
South Avenue all right George there was
[1:43:07]
a uh two hotels came
[1:43:09]
in they didn't want tip funds they were
[1:43:11]
going to do it on their own well you saw
[1:43:14]
the price of everything go up and then
[1:43:17]
the city wanted 40t of their property
[1:43:19]
for free and then they wanted the city
[1:43:22]
wanted them to m match the boardwalk at
[1:43:25]
their
[1:43:26]
expense so this was too much for them so
[1:43:28]
they wanted tip funds 3 million bucks
[1:43:31]
the city said okay after a haggling then
[1:43:35]
they said the price of everything went
[1:43:37]
through the roof if you remember several
[1:43:38]
years ago you just couldn't keep up with
[1:43:40]
everything was going through the roof
[1:43:43]
they went up to 8 million the city said
[1:43:45]
yes they went to sign the documents and
[1:43:48]
the city said
[1:43:49]
no we said yes to the 8 million but
[1:43:51]
we're taking it back we're only give you
[1:43:53]
3 million so the two hotels by the
[1:43:56]
boardwalk were cancelled which then the
[1:43:59]
guy at the end from uguay canceled his
[1:44:01]
building so we are shooting ourselves in
[1:44:04]
the foot all the time we've stopped nine
[1:44:08]
buildings in RC we almost stopped the
[1:44:12]
10th one on Silver Beach it barely got
[1:44:15]
passed but we are shooting ourselves in
[1:44:17]
the foot um with regard to uh city
[1:44:21]
property and County property we have
[1:44:23]
control over it and almost all of our
[1:44:26]
city and county property is not in the
[1:44:29]
best standard it really isn't all right
[1:44:32]
you go to um sebr Park SNB you go to the
[1:44:36]
boardwalk you go to Breakers Park you go
[1:44:38]
to or Street Park no matter where you go
[1:44:40]
our properties are the pits Peabody is
[1:44:43]
not well taken care of I just went to
[1:44:45]
the property that the city owns in the
[1:44:47]
middle of the marina they staffed all
[1:44:49]
their garbage chairs tables broken down
[1:44:53]
equipment on the backside where
[1:44:56]
everybody walks to get to the boat it's
[1:44:58]
all sitting there visible so we are not
[1:45:01]
containing or own so I'm asking you to
[1:45:03]
put in this as a high priority all city
[1:45:06]
and county property in the CRA because
[1:45:09]
we have control over it we have the
[1:45:10]
money for it fix it up to the maximum if
[1:45:14]
you want to see something really bad
[1:45:16]
we're getting a new marit Renaissance
[1:45:18]
you're doing the Landscaping now walk to
[1:45:20]
the county bathroom next to it I know is
[1:45:23]
the pits it's a mess and we're talking
[1:45:25]
this is going to be a fourstar which is
[1:45:27]
right next to another fourstar which is
[1:45:29]
down the street from another fourstar
[1:45:31]
and that bathroom it looks like
[1:45:34]
1950s it really is bad so I'm asking you
[1:45:38]
to not just us but all of our property
[1:45:41]
and all of the County Properties because
[1:45:43]
they're renovating the properties on the
[1:45:45]
beach as we speak they're tearing down
[1:45:47]
three or four of the bathrooms to
[1:45:50]
replace them I don't ask them to tear it
[1:45:52]
down just gut it and make it modern it
[1:45:55]
is really the pits and lastly um you
[1:45:59]
have hidden money I know they don't call
[1:46:01]

whatever I say it but there's been money

in your facility for years that we don't

know about M uh was it Midtown CRA when
[1:46:14]
they wanted to redo Orange Avenue Chism

says oh yeah we're going to take that

million dollars that you have in your
[1:46:20]
CRA towards redoing Orange Avenue and
[1:46:23]
they go what million they had no idea
[1:46:27]
for years you've had money that the
[1:46:29]
city's put aside for future development
[1:46:31]
but they never told you what it is so
[1:46:33]
it's hard for you to balance things if
[1:46:35]
you don't know what it is now from what
[1:46:37]
I understand you got $6
[1:46:40]
million in funding from TI uh from
[1:46:45]
um the SI you owe 2.4 million if I
[1:46:51]
understand it correctly with the loan
[1:46:53]
that you took out for the buildings that
[1:46:54]
we backed which gives you approximately
[1:46:57]
$4
[1:46:58]
million that's not Chum change you owe
[1:47:01]
probably about a million
[1:47:04]
dollars it's kind of a dishonest way to
[1:47:06]
jib Chism change things around so that
[1:47:09]
you paid for things you shouldn't have
[1:47:11]
so you have $3
[1:47:13]
million that you can encourage can't
[1:47:16]
tell them you can encourage the city

Commission because at a meeting two

months ago they decided to put interest
[1:47:24]
on beide finally after 20 years so if
[1:47:27]
they're going to think about beide put
[1:47:30]
your two cents worth in when you can

have really good lighting but it's

directed in such a manner that um at

like Star tourism is possible astronomy

idea about these Grant programs uh I'm

also being hurt very badly about the
[1:50:18]
construction but what I'm actually
[1:50:19]
talking to you about is the fact that
[1:50:21]
I'm about to apply for these loans I've
[1:50:23]
got a second in uh inspection coming
[1:50:26]
through just for to see how much it was
[1:50:28]
going to
[1:50:29]
be uh I've got code enforcement issues
[1:50:32]
that stemm from 2010 uh I've got the EPA
[1:50:35]
from Florida from taking out gas tanks
[1:50:37]
in my parking lot saying I cannot do
[1:50:38]
anything I can't even pull permits on
[1:50:40]
that property that's where a lot of the
[1:50:42]
code enforcement issues came from so
[1:50:44]
Lesly I was I guess found in violation I
[1:50:47]
think this is a huge miscommunication
[1:50:49]
between me and the uh the code
[1:50:51]
enforcement board uh uh I guess
[1:50:53]
violations were building up building out
[1:50:55]
unbeknownst to me uh just recently they
[1:50:58]
have tried to put a lean on the property
[1:50:59]
I believe the lean is on both 612 and
[1:51:01]
614 we are currently in a court case
[1:51:04]
right now I think March uh was our first
[1:51:07]
date we're on back to our second one I
[1:51:09]
had an investor that was going to come
[1:51:10]
in last year uh we were in the news
[1:51:13]
journal I don't know if you guys have
[1:51:14]
seen that it was going to be a beautiful
[1:51:16]
project my main investor had a heart
[1:51:18]
attack in a stroke so so he is uh
[1:51:21]
hospitalized and unfortunately had back
[1:51:22]
out and on top of that my father has
[1:51:25]
also had health issues for almost a year
[1:51:26]
now he's finally gotten out of the
[1:51:27]
hospital and uh that's been a mainstream
[1:51:29]
for me but what I was trying to do is
[1:51:32]
just to see uh like I said I've talked
[1:51:34]
to Miss Armstrong about it and she also
[1:51:36]
said she was going to approach uh the
[1:51:38]
city uh Council I didn't know you were
[1:51:40]
on board I I feel like I'm shooting
[1:51:43]
myself on the foot coming and you were
[1:51:44]
on this board uh I was just trying to
[1:51:46]
see if maybe you guys can put an ear or
[1:51:48]
maybe advise me to see how I can talk to
[1:51:50]
the city council maybe seeing if they
[1:51:52]
can leave that uh lean on both sides of
[1:51:54]
my property which were $20,000 a piece
[1:51:57]
uh and so I can go forward and actually
[1:51:59]
doing work on my property like I said a
[1:52:02]
lifelong Pro uh a lifelong resident here
[1:52:04]
I've been here for 48 years of my life
[1:52:06]
I've owned that business for 24 years I
[1:52:08]
recently purchased the property the main
[1:52:11]
property 612 I paid off in about 2010
[1:52:14]
and uh during the middle of Co is when I
[1:52:17]
uh paid off the property joining next
[1:52:18]
door and that was a nightmare all the
[1:52:20]
money I had Sav was just taking out the
[1:52:22]
gas tanks buyer beware now like I said
[1:52:24]
I'm my firsttime business owner and when
[1:52:27]
I took over that property I had the the greatest as you know aspirations of
[1:52:31]
making it a great community and and and
[1:52:33]
a spot it already is right now you drive
[1:52:35]
by you don't look it I I beseech
[1:52:37]
everybody that's on this board please
[1:52:38]
come by and look at my business come
[1:52:39]
inside and and and if you can find
[1:52:42]
parking uh come in and take a look
[1:52:44]
you'll see it it's a very
[1:52:45]
community-driven uh Music Arts uh you

know ultimately I wanted to expand
[1:52:50]
towards the east and open up a kitchen
[1:52:51]
and have it available for every want to
[1:52:53]
come in and actually have a restaurant

sit down family friendly environment but

going anywhere I'm not going to like

turn around and sell the place and and look you guys make the fool I'm I

legitimately I'm trying my best you know

dad's got a lot of health issues but uh

didn't have no clue about it so if it

wasn't for this other Merchant I would

family friend I've known him since I was
[1:56:53]
before I was born it was one of my my

we'll follow up with code enforcement

this where if if if the if the violation
[1:57:05]
has been remed right no I don't know no

the violations well I mean the stuff

graffiti painting I mean I'm pretty much

walks by and sees me there's something

wrong that I can physically do with my

own two hands painting broken windows

weeds uh with his construction uh

they've torn up a heck a lot more of my

parking lot uh which was always an issue

but like I said uh with the F uh the EPA
[1:57:30]
down there in the state they they have
[1:57:31]
ground Wells of like every 5T on that
[1:57:34]
property and I cannot touch it I can't
[1:57:36]
put I can't put concrete
[1:57:38]
over what are the construction cost what
[1:57:41]
do you uh so far the one estimate I got
[1:57:43]
is about 42,000 and that was just on the violations that's not even that is
[1:57:49]
not even the concrete right now the
[1:57:50]
concrete is something that I'm were
[1:57:52]
going across the state uh what little
[1:57:55]
two holes that were drawn out uh from
[1:57:58]
the gas tanks had a little bit of T
[1:58:01]
asphalt millings and dirt on top and now
[1:58:03]
that the construction Crews come through
[1:58:05]
they have parked gigantic excavators and
[1:58:07]
it destroyed what was a little over that
[1:58:09]
parking lot so that's another project
[1:58:11]
that my lawyer is talking to about the
[1:58:13]
uh the contractors to see if they can
[1:58:14]
remedy the the destruction they've done
[1:58:16]
in my parking
[1:58:18]
lot yeah it's time yeah I think we'll keep an eye on this we'll come
[1:58:24]
back to it if there's anything we can do
[1:58:26]
to urge them to look at this I would
[1:58:27]
hate for us to lose another business on
[1:58:29]
our beach

that weren't because usually they just rubber stamp something

move on and there's really no discussion

and that's not how a CRA is going to
[1:59:18]
board is should be functioning that's my
[1:59:20]
opinion so they did agree to start
[1:59:22]
having I think quarterly meetings that
[1:59:25]
we're going to start way at 4:30 or
[1:59:26]
something um where they're going to
[1:59:28]
actually discuss what's going on in the
[1:59:31]
C so I would think that if Midtown and
[1:59:36]
downtown could do list similar to this
[1:59:39]
and then you guys can compile it and
[1:59:41]
bring that forward for discussion that
[1:59:44]
might be a great idea you know you know
[1:59:46]
how I like to make work for other
[1:59:49]
people but I think I I just think that
[1:59:52]
would be a helpful way for you guys to
[1:59:53]
have some input and I would hope at Le

if those other two boards don't want to

back year after year after year staying

at the same Hotel year at everybody knew

everybody that's not the case anymore so

we have to change to meet the standard
[2:00:52]
so I'm asking you to find out what you
[2:00:54]
wanted these things to look like what
[2:00:57]
you wanted it to be uh secondly grants I
[2:01:00]
would ask you to mail out grants we have
[2:01:02]
addresses to all of our businesses in
[2:01:04]
the CRA so they can't say I never got it
[2:01:07]
I don't know about it because they don't
[2:01:10]
nobody ever watches these meetings if
[2:01:13]
you're a businessman how many of you
[2:01:14]
would watch these meetings well because
[2:01:17]
you're interested but most don't all
[2:01:19]
right uh secondly I'm asking that uh uh
[2:01:23]
A1A that Landscaping it almost finished
[2:01:26]
with uh ISB you're supposed to go to a18
[2:01:31]
next what they've D what they've
[2:01:34]
envisioned is not what you guys want I'm
[2:01:36]
telling you um those ballards at all the
[2:01:40]
intersections 120 ballards having people
[2:01:43]
walk into the street because they have
[2:01:44]
to get around them these are going to be
[2:01:47]
bad things taking away all the plants in
[2:01:49]
the middle of the road because they want

to curve the road they want to raise the
[2:01:53]
intersection so they rise up and down

there a lot of things that they want to
[2:01:57]
do that as a tourist town we may not

want to do um third camera positioning

on cabb they had a bunch of pictures of

what they were showing for six months I
[2:02:08]
walked every Friday and Saturday for
[2:02:11]
five hours to see what the problem was
[2:02:13]
before we roll back to
[2:02:15]
3:00 the three worst locations where the
[2:02:19]
shootings were are not covered by the
[2:02:21]
cameras
[2:02:22]
that to me doesn't make sense if that's
[2:02:24]
where your problems are you really
[2:02:26]
should have a camera where the problem
[2:02:28]
is but we don't so we may want to look
[2:02:30]
at that
[2:02:32]
um Apartments I was just at the downtown
[2:02:36]
Ser they were talking about a new
[2:02:38]
apartment going on on on Ridgewood all
[2:02:40]
right so they have the one on Beach
[2:02:42]
Street they have the one on Ridgewood

we're getting Apartments way up the
[2:02:46]
street uh what is it Derbyshire or
[2:02:49]
whatever it's called um but but 300
[2:02:53]
Apartments we need much more than that
[2:02:55]
but on Main Street there are used to be
[2:02:58]
Apartments upstairs is there some way we
[2:03:01]
could help renovate those locations so
[2:03:05]
we can get bodies on the street because
[2:03:07]
if they're living there they will come
[2:03:10]
downstairs they will hit the shops below
[2:03:13]
them and hopefully the beach and A1A and
[2:03:15]
Boardwalk etc etc but we need bodies in
[2:03:18]

that I didn't see in all of this that

has a little bit of a I don't I wouldn't

say it's a concern just a comment of

mine I would like to find a way if we
[2:03:56]
have any way to eliminate some of the
[2:03:58]
red tape for businesses in the area
[2:04:01]
because I think some of our issue as a
[2:04:04]
city has always been we make things a
[2:04:06]
little bit too prohibitive for
[2:04:08]
businesses to open and sometimes even to
[2:04:10]
stay open like with the gentleman we
[2:04:12]
just had in front of us I mean I think
[2:04:14]
if a business is making a concerted
[2:04:16]
effort to make those changes why should
[2:04:17]
we lose that business in our town
[2:04:20]
especially if it's a wellestablished
[2:04:21]
one that's been here that does well' be
[2:04:24]
a shame to lose that and the same thing
[2:04:26]
with our
[2:04:27]
zoning I don't know if there's a way for
[2:04:29]
us to look at it but some of our zoning
[2:04:32]
seems like it was made up to stop
[2:04:34]
businesses from opening so we have rdb
[2:04:37]
one Rd B2 across from rb3 across from
[2:04:39]
rdb 4 and they all have different spot
[2:04:41]
zonings that require people to come in
[2:04:43]
for a plan development and spend
[2:04:46]
exorbitant amounts that they can spend
[2:04:47]
on opening their
[2:04:48]
business on that so I I wonder if
[2:04:51]
there's a for us to take a look at that
[2:04:53]
plan maybe relax some of it so we can
[2:04:56]
see what the market actually decides
[2:04:58]
instead of telling people not to open
[2:05:00]
before they ever open and Mr chair I
[2:05:02]
like to take small bites also we are we
[2:05:04]
speaking of Main Street right now only
[2:05:07]
uh Main Street and ISB Main Street and
[2:05:09]
ISB our main two corridors right there
[2:05:11]
on the beach side I think and we're
[2:05:13]
talking about talking about buildings
[2:05:15]
frontting ISB and running Main Street
[2:05:18]
correct having having and I mean A1A as
[2:05:21]
well probably
[2:05:23]
and having the ability to be able to
[2:05:25]
open up with not a lot of not as much
[2:05:27]
red tape because I think historically I
[2:05:30]
know from a lot of business owners I've
[2:05:31]
talked to about coming yeah legitimate
[2:05:33]
concern I've tried to give people to
[2:05:35]
come down to that area and people say oh
[2:05:37]
well I tried 15 years ago for 10 months
[2:05:41]
and I just couldn't get through the city
[2:05:42]
process and I think as a city we're at a
[2:05:45]
different point now where we're trying
[2:05:47]
to encourage people a lot more than we
[2:05:49]
were say 10 years ago 15 years ago
[2:05:52]
in Redevelopment are and we're they're
[2:05:54]
in Redevelopment areas and we have the
[2:05:55]
fun so I mean if there's a way for us to
[2:05:58]
make the language less prohibitive yeah
[2:06:01]
I I I have I have a good thing to add

ahead first okay I just wanted to ask

what is the progress on the um sign so
[2:06:10]
people would know I have so many people
[2:06:13]
that come in they just wander from the

Hilton and they go I can't believe

walking and there were so many empty
[2:06:22]
stores I had no idea you were here but

they got there kiosk yeah we that's one of the things I mean it's not

the the be all but I think the kiosk

would help with that identifying what
[2:06:37]
businesses are on Main on A1A on ISB in
[2:06:41]
close proximity yeah I just wondered
[2:06:43]
what the progress was on the one signage
[2:06:48]
thing this whatever right signage was
[2:06:51]
there were about five of us who had
[2:06:52]
signage things well can I but I can miss
[2:06:56]
hrey I I can say that um uh about four
[2:07:00]
of the uh department heads have been um
[2:07:03]
uh we've been doing our research on
[2:07:05]
who's got kios throughout the State of
[2:07:06]
Florida the cities um so the last couple
[2:07:09]
weeks I probably had four teams meeting
[2:07:12]
where we're we've um had meetings with
[2:07:15]
other cities and trying to determine how
[2:07:17]
did they go about um getting their kiosk
[2:07:20]
because these are cities that already have them um and what was the
[2:07:23]
cost um of it and and and you know how
[2:07:26]
they're using it so we're in that
[2:07:29]
process then we're going to dump it off
[2:07:31]
to um purchase and to put it out to B do
[2:07:34]
we have any rfps out there oh yeah
[2:07:36]
plenty of them we got we got several of
[2:07:38]
them okay yeah and that was part of our
[2:07:41]
due diligence with talking to these
[2:07:43]
other um cities that already have them
[2:07:46]
well and I the one thing I wanted to add
[2:07:49]
is that the current staff is why I have
[2:07:53]
so much respect for you is this staff
[2:07:56]
right now finds a reason to tell us yes
[2:07:59]
years before they found reasons to tell
[2:08:01]
us no so the old Daytona is no longer
[2:08:05]
the old Daytona this is the new Daytona
[2:08:08]
so if we can make it easier that's great
[2:08:10]
but here's the problem with that now
[2:08:13]
I've been I'm a business person I've
[2:08:14]
tried to put I got so much I have
[2:08:17]
acreage on East ISB on either side I've
[2:08:20]
tried to come up with a lot of things
[2:08:22]
cities disagreed with one of those
[2:08:23]
things but you know what hindsight
[2:08:25]
looking
[2:08:26]
back there was a there's a reason for
[2:08:29]
that because it's not just about what I
[2:08:32]
want it's really what the city needs and
[2:08:34]
what I want and the biggest thing with
[2:08:38]
myself personally taken out of this
[2:08:40]
equation is that what I've learned is to
[2:08:46]
try to do something that will benefit
[2:08:48]
the city so that's why I look to the
[2:08:50]
staff and the the zoning restrictions to
[2:08:53]
try to guide me in that now maybe we can
[2:08:55]
tweak them different ways I mean I agree
[2:08:57]
but we're looking at zoning standards
[2:08:59]
that were set in the early 90s and if
[2:09:01]
they were going to work they would have
[2:09:02]
worked by now in my own opinion well they're they're going just my
[2:09:05]
opinion well I I'm going to tell you
[2:09:07]
this and this is previous to this staff
[2:09:10]
getting here the past city manager my my
[2:09:13]
property on 326 South Grand View excuse
[2:09:17]
me sorry my property on 326 South Grand

View the middle of my property was
[2:09:22]
accidentally changed to residential I

couldn't occupy my building for over
[2:09:27]
three years I had to go to the new city
[2:09:30]
manager and the the gentleman the young
[2:09:33]
lady across street they straightened it
[2:09:34]
up for me right
[2:09:36]
so and I'm not just doing this because I like you guys you're doing your
[2:09:42]
job you know what I mean so uh to say
[2:09:45]
that I can't say it's difficult I feel
[2:09:47]
so comfortable almost in tears all the
[2:09:50]
stuff you done you know what I'm saying
[2:09:52]
very polite very and I agree with you
[2:09:54]
though that we can make things easier
[2:09:57]
but we also got to be careful because if
[2:09:59]
you get years ago I wasn't the nicest
[2:10:02]
guy I ran strip clubs I I did own got to
[2:10:05]
be careful yeah but what I'm saying is not everything is
[2:10:10]
good for business on beach side and we
[2:10:13]
have to kind of within reason yeah and I
[2:10:17]
trust them to guide me that way thank
