on the budget and the millage scheduled

under 3.1 uh it makes more sense to do
that at the time of the item and so we'd

take an opportunity to introduce the

artists who are exhibiting at city hall
currently so i'd like to invite up wanda

gonna be our fifth year

and we are artists and hand crafters and

share all our knowledge with the
[3:19]
community in eustace that's why we came
and offered
[3:24]
to display our art
um also in celebration of the hispanic
[3:29]
heritage month that is from september to
october
[3:33]
so i hope you enjoy our
art and i don't know

recent double acp part 3

citizens town hall meeting on lake
county's population explosion

it was an excellent meeting
it went so well the
[6:59]
sitting there listening and having input
and just observing
[7:05]
various leaders
from not only the county but
[7:10]
several
municipalities
[7:12]
and they had such a unity
in
[7:17]
thoughts
and
[7:20]
direction
for the area and it was
[7:26]
uplifting it was encouraging and greatly
appreciate it i just want to thank you

i appreciate everything that

was done during my
time as a representative
[8:29]
and pray and hope that things continue
to improve

in east town
and i also want to say congratulations

know what the will of the commission is

actually here as a regular
resident in east town 806 liberty street
[9:24]
actually stood before the board and we
talked about bears
[9:30]
we talked about bears and i know we
discussed a few things as far as signs
[9:34]
and trash cans and things of that nature
and i'm aware that some of the
[9:39]
commissioning board also is aware of a
safety issue as far as bears are
[9:43]
concerned with chasing individuals in
the community
[9:47]
i am
know
[9:49]
for sure that the individual that got
chased by the bear
[9:54]
actually lives next door to a relative
of mine that has two little babies
[9:59]
and also next to a very close relative
of mine who has
[10:03]
seven babies in that home so now are we
not dealing with trash but we're also
[10:08]
dealing with safety
okay
[10:11]
i understand that the residents had the
opportunity to contact animal control
[10:16]
and wildlife and they were given keys or
excuse me locks for their trash can
[10:22]
currently we have approximately two
individuals in the neighborhood who have
[10:27]
these locks so my next question is
whether or not is that the
[10:31]
possible direction that we should take
if we should just be contacting wildlife
[10:35]
to make sure that
we not only have the locks for the can
[10:39]
but we're looking at a safety issue and
usually when we're dealing with safety
[10:42]
with animals they come out with
capture to capture
[10:47]
so i don't know exactly where we are or
where to go with that
[10:51]
yeah and again we understand animals are
going to be here right they're
[10:55]
everywhere i don't like lizards
if i could call somebody to get every
[11:00]
lizard i would
please just take them away
[11:04]
i don't like lizards but i mean there's
nothing i can do about it okay um
[11:08]
however when we are now dealing with
safety and especially when the bears
[11:12]
come out when it's still daylight
okay and we have little babies
[11:17]
and the little babies are starting to
chase humans
[11:20]

yeah so i just wanted to revisit that
again for sure
[11:27]
um i know and i have faith that we will
be able to get some level of assistance
[11:31]
i do believe
and am aware that we may be receiving
[11:35]
assistance just wanted to bring that to
the board again in attention okay all

you i can maybe give a little update on
[11:43]
that
um and so the commission had said
[11:46]
contact waste management
waste management
[11:50]
does have a program
they said the only municipality that's
[11:54]
participating right now is mount dora
waste management will go out and buy the
[12:00]
bear proof cans
[12:03]
they

well i'm sorry waste management will buy
them on behalf of the city the city will
[12:09]
pay for those cans
the city can then determine how to
[12:13]
distribute those cans
mount dora chooses to pass that cost
[12:18]
along to the customer
so mount dora pays for a bear proof can
[12:22]
if a customer requests it mount dora
charges the customer for the cost of
[12:26]
that cam
in talking to jose at waste management
[12:30]
the cost of the can right now is about
250 dollars for a bear proof can
[12:35]
now commissioner hawkins recently was in
touch with some folks from
[12:40]
fish and wildlife
they have
[12:44]
kind of like a strap or buckle solution
they i contacted waste management and
[12:51]
said do you have any experience with
these straps or buckles does it make it
[12:55]
difficult for you to pick up trash and
waste management said we have no
[12:59]
experience with what fish and wildlife
is talking about
[13:02]
and so where commissioner hawkins and i
left it was maybe we need to get
[13:07]
waste management operations folks with
fish and wildlife
[13:11]
to see if this is a viable solution
and it's something that's workable and
[13:16]
allows waste management to continue to
pick up the trash
[13:20]
and so we can do that
i think waste management would be i'm
[13:24]
sorry i think fish and wildlife would be
asking us
[13:27]
to bear the cost
of those those straps and buckles and i
[13:32]
think it's a reasonable cost
and it's whether we pass that on to the
[13:37]
customer is something that we would have
to talk about
[13:40]
so
i think it's it would be cost effective
[13:43]
we just don't quite know yet if it's
something that waste management can work
[13:47]
with if waste management can't you pick
up the trash they're not going to allow
[13:52]
that to be used
um and so
[13:55]
at this point i think we just have to do
a little bit more work on it yeah i
[13:59]
think that um
that that is
[14:04]
something that uh
fish and wildlife said they would they
[14:08]
would make for us if we wanted it
but that being said if it was something
[14:14]
that we we could do
we would have to get the word out to
[14:18]
every resident there
that
[14:21]
they would have to make sure on the day
of trash pickup that they unbuckle
[14:28]
their their trash cans because if not it
may not get picked up and then
[14:33]
you know
there'll be complaints about them so we
[14:36]
just need to
we got to take the steps to get
[14:39]
everything done and then when the time
comes you and i will go out and we'll
[14:43]
walk the neighborhood and we'll tell
everybody what they need to do
[14:47]

another issue i don't know what the will

this time i'm actually here for
the east town community redevelopment
[15:11]
incorporated
i'm actually here to briefly discuss
[15:17]
code enforcement
at the last meeting there were a few
[15:22]
concerns as far as code enforcement is
concerned i had the opportunity to speak
[15:27]
with mr eric martin to just to educate
myself because that's what we want to do
[15:33]
we want to be able to educate and have a
better understanding
[15:37]
and some of the findings that i found
out were eyebrow raising so i need you
[15:42]
guys's help
and direction on that and see how is it
[15:46]
that we can proceed from here
just to give an example some of the
[15:49]
questions as far as how is it that we
decide the sliding scale of
[15:53]
between the two
25 dollars to the 250 dollars of fees
[15:58]
that is that are applied based on
infraction there isn't necessarily a
[16:01]
standard scale
this is just something based on from
[16:05]
what i was told
what we may decide
[16:08]
that particular fee is
so my eyebrow razor is shouldn't we
[16:12]
possibly have something in place
that is a
[16:16]
sliding scale based on the infraction if
it's something that's um
[16:20]
you know detrimental if it's safety then
of course it gets a higher end if it's
[16:24]
something that's level is grass it may
fall within a certain bracket where it
[16:27]
may be on the level end that's not
necessarily something that's in place
[16:31]
now my next concern was about finding
out the information as far as code
[16:35]
enforcement liens and issues that we
have in the community
[16:39]
right now currently the only way that we
can find it out is just by going and
[16:43]
looking on the board not everyone is
posted nor is it anywhere else
[16:47]
researchable for the community to find
out so my position here is to see
[16:53]
how is it that we can come up with a
better way to one educate
[16:57]
our residents whether that's through the
organization so we can learn a little
[17:01]
bit more as far as the processes and
coming up with a better way as far as
[17:05]
how is it that we are notified of the
infractions and how the fees are applied
[17:10]
and how we determine
how much is applied per
[17:14]
infraction versus it just being
based off emotion today you know i feel
[17:19]
like it's going to be 75 a day tomorrow
it might be 250 today there's not
[17:24]
anything that's concrete
as far as a guide
[17:30]
so that's an issue especially in the in
the area
[17:33]
where can somebody please get that from
me
[17:36]
um in the area where we are losing land
we're losing property
[17:40]
and it's our job to make sure that
we make sure our residents know what's
[17:45]
going on and i'm in that position to
help to do so okay
[17:49]
i'm going to ask you to schedule a
meeting with tom and with mike okay and
[17:54]
sit down and talk to them when i was on
the code enforcement board we had some
[17:59]
set fees
and i believe that code enforcement
[18:02]
board does have set fees of what when
they when somebody comes in front of
[18:06]
them and willie you were on it
prior to coming on the commission there
[18:11]
there is uh that document that shows
them a sliding scale so
[18:16]
if you will get with those gentlemen let
them sit down with you and meet with you
[18:20]
because i have i have concerns with code
enforcement as well yeah and we want to
[18:24]
be able to help to make sure that we all
know what's going on correct okay if
[18:29]
you'll just schedule a meeting with tom
and with mike they can sit down with you
[18:32]
and go over that and
get you an answer all right thank you

would like to make a maybe suggestion

recently we rented
the building out at carver park the
[19:05]
garden room
and in renting the building they were
[19:10]
having a football game and for the
football game we gave to the
[19:15]
cheerleaders we bought uniforms and all
that
[19:18]
but
when you're renting the building
[19:21]
it is my suggestion if they would rope
off
[19:26]
the parking lot for the people that are
renting the building
[19:30]
if the building is not being rented
it's open for free parking
[19:36]
but if you have paid
50 an hour to rent a building and you
[19:40]
get there and there's no parking it's
kind of embarrassing
[19:44]
we had people from far as the bahamas
and they came in here elderly people
[19:49]
could not even drop the food off we were
trying to park side the streets going in
[19:54]
a ditch to bring the food in
and it's just a suggestion in the future
[19:59]
that if you're renting the building i
understand why they didn't want to rent
[20:03]
it now because that's probably why but
if we're bringing revenue in by renting
[20:08]
the building i could not see not
letting us rent the building which we
[20:13]
really did appreciate yes ma'am and
that's a lot of us yes yes you have our
[20:18]
condolences for the loss in your family
and we're sorry if it embarrassed you in
[20:23]

love is supposed to be a community and

if we show each other love and respect

the issues about the bear and pardon
bears too so i'm a part of all the

tentative millage levy of the ad valorem
taxes and the tentative budget for the
[22:59]
city of eustis thank you ma'am
mayor

i'd like to first
thank you all for your participation in
[23:09]
this whole process
and i have
[23:12]
nellie harnish
and joy mackenzie who have done a lot of
[23:16]
work in getting this thing put together
so
[23:19]
it's
been a pleasure
[23:24]
how does this work
[23:33]
we're getting close to the end of it we
have this meeting
[23:37]
and one more meeting to to meet for
reading the budget and the tentative
[23:41]
millage
and we'll be doing that and then we will
[23:44]
advertise we have to advertise that
on the 19th which is a sunday paper
[23:49]
it'll be in the daily commercial
and uh that's required by law
[23:54]
uh
after the
[23:57]
next thursday or two thursdays from now
we will be
[24:01]
certifying by the 27th we have to
certify to the property appraiser what
[24:05]
the millage will be
and
[24:09]
the adoptive
budget will be distributed in october 1
[24:13]
will have a new budget
[24:16]
these are a list of the major funds uh
that we have the biggest two are uh have
[24:21]
to do with general fund water and sewer
water and sewers made up of three or
[24:25]
four
different
[24:27]
separate funds but combined
uh the methodology it
[24:33]
will be this is how all of it will be
presented you'll have two years of
[24:37]
history
uh you'll have the adopted budget from
[24:40]
last year you'll have the projected
budget for this year and then the
[24:44]
proposed
this gives you a list of
[24:49]
where we started from and the different
uh
[24:53]
things that we discussed and and
changes that we made to the budget to
[24:57]
get to where the bottom line where we're
at right now
[25:02]
and each of the funds that had a
anything changing is listed there
[25:11]
these are some of the
big items that we
[25:15]
had going through
the
[25:18]
life and health insurance we got a
20 or two percent decrease
[25:23]
which is unheard of
[25:26]
the cola we were able to do a four
percent
[25:29]
and then uh we also did a longevity
which goes a half a percent per year up
[25:34]
to four years two percent max
this will get us help get us closer to
[25:41]
what the other cities are doing so we're
competitive and we're going to be in a
[25:45]
position maybe next year to be over the
fifteen dollars an hour which
[25:49]
goes into effects on uh thinking 26 25.
the other items uh
[25:57]
you know we we look at the
the state revenues they make projections
[26:02]
we use what we are
gathering now
[26:05]
combine the two to get get the estimates
for revenues
[26:10]
uh
these are some of the things that uh
[26:13]
general liability insurance 10
was budgeted uh
[26:18]
the fire pension decreased a little bit
uh from four one nine eight to four two
[26:23]
nine four
it's i'm sorry i just skipped a line
[26:28]
three nine two three eight three
uh
[26:32]
small decrease and the police pension
increased a little
[26:36]
uh a total of uh 4198-4294
for a slight increase of 10 000
[26:43]
we have a we're going to get three new
officers resource officers so uh
[26:48]
but in order to do that the school board
is paying uh 246 000 or no 226 thousand
[26:55]
246 is going to be our approximate cost
but we get we through that we'll get
[27:02]
more information on the
students that are in there
[27:06]
and
i already said that
[27:08]
this is just a summary of all the budget
changes and
[27:13]
start with a beginning balance
revenues expenditures less reserves that
[27:18]
are required
and we get to unbalance
[27:21]
for the end of 9 30
23.

this is just a representation pie chart
for
[27:29]
the revenues that we're going to be
receiving from all those funds
[27:34]
this will be the
budgeted expenditures that we're going
[27:37]
to have from there
[27:42]
this is for the general fund it just
shows the revenues that we have where it
[27:45]
came from expenditures and where they
can where they're going
[27:53]
we
were proposing 7581
[27:57]
for the millage rate
the taxable value
[28:01]
that we have is
[28:07]
anyway
that
[28:10]
we're proposing 7581
the
[28:14]
and it did go up a little bit from that
time that this was made
[28:19]
then the
the rollback rate 7.0064
[28:26]
and the maximum that we could do is 8.8
and again we're proposing 7581 would be
[28:34]
i think the ninth year that we've done
that
[28:39]
this one here
i've highlighted the ones that i'm going
[28:43]
to show you in the next screen
this shows us
[28:47]
as far as the millage rate we're
dead last
[28:51]
but uh so out of the 14 we're 14.
however if you look at the functional
[28:56]
millage rate we're number two out of
the
[29:00]
the four other ones that we're comparing
ourselves to
[29:03]
they have the
pretty much the same uh taxable
[29:06]
valuations
and uh these are the other things they
[29:10]
have that show the village rate the
transfers to the general fund we over
[29:15]
here we show what the uh
millage rate would be needed to to cover
[29:19]
that and then if they have a fire
sentence assessment fee
[29:24]
that millage rate is include so they're
all added together
[29:27]
and we're we're number two uh
right behind lady lake
[29:36]
this one here shows the per capita
uh and as far as that goes uh the the
[29:42]
the number of citizens we have compared
to the expenditure we have for the
[29:45]
general fund
we're still number one and uh
[29:49]
goes to various leesburg and mount dora
after that
[29:54]
the uh
this is a description of how the
[29:58]
it's the millage rate would be applied
to a home
[30:01]
if it's 150 000 you subtract 50 000 for
homestead exemption
[30:06]
then you divide that amount 100 000 by
1000 whatever it comes out to be
[30:11]
divided by a thousand
and then you multiply that by our
[30:15]
7.581 that gives you the taxable value
[30:20]
the uh
hours of seven five seven hundred fifty
[30:24]
eight dollars and ten cents for every
hundred thousand dollars
[30:28]
annual taxes and the rollback would be
700.64
[30:32]
which gives you a savings it would give
the individual would get a savings of 57
[30:38]
dollars and 46 cents
and that divided by 12
[30:43]
is about a cup of coffee
the
[30:47]
the millage reduction while it may be
it's a little bit for
[30:52]
money into the customer prop
pockets
[30:56]
but it means a lot to the city on the
services we we provide because we have
[31:00]
police fire
uh public works
[31:04]
uh development services
legal and what have you
[31:09]
so all the administration so i think
it's a good value
[31:13]
if you if you look at it
uh these this is uh one mill would equal
[31:18]
one million three hundred twenty
thousand
[31:21]
uh
this this is a breakdown of the uh
[31:24]
percentage for each of the uh
the budget items that we're looking at
[31:30]
and uh
[31:34]

this uh gives you the taxable values
[31:37]
over the last 10 years
so you see the values have started
[31:41]
really going up uh
and an oh i think it was 08 they they've
[31:46]
held
to the bottom of the barrel
[31:49]
so we're just we're getting above that
and
[31:52]
hopefully it'll continue
i'm sorry there was supposed to been one
[31:57]
more in there
um
[32:01]
but
that's
[32:07]

with resolution number 22-61

the need for the position

i think with the resignation of gail
isaac thomas the thought was maybe it's

should eliminate the positions there's

point in us having two people assigned

you know to something bigger

although i don't agree
that they should have voting power

because i think that only belongs to
people that were voted on by the
[38:57]
majority of the uh
people in the city

but i think it's important that
[39:05]
that the community has to say so and the
community has the opportunity to be
[39:09]
involved

you know as much as possible so i think
we should keep it

again i agree with you guys as well that
i don't think it should be a voting

position because that's an elected

they they everyone would come up and
talk to us

but a lot of people would probably go
talk to a community member before they
[41:33]
would come and talk to us
[41:37]
i agree but we are part of the community
yeah i am used as i am one we are one

so i understand that too so i you know i
never really understood the separation i
[41:48]
really never understood it
we are one use this i never understood
[41:53]
the separation the east and west i never
but that was part of the original cra
[41:58]
set up so but that was done god two
thousand

know much that stuff i've read yeah it

is when we created the two community
[42:15]
positions
the cra was created that's what i'm
[42:18]
saying yeah i mean technically it's
always been one cra okay when we created

the two community positions
that's when we
[42:26]
center street and center street extended
was kind of the line to make sure that
[42:30]
we had representation
we did i mean again technically it's
[42:35]
always been one cra at one point
we did the plan for downtown separate
[42:40]
from the plan for east town
but it was always one cra
[42:45]
so
so
[42:47]
the cra committee the the newly formed
committee commission a committee
[42:53]
um or the little advisory situation to
me
[42:57]
that's where that's another opportunity
for the community to
[43:01]
to to speak to i didn't see
in my recollection a lot of um
[43:09]
a lot of people going to it also to me
means that it's less likely maybe we
[43:14]
need to be able to be able to speak to
the community but it puts like another
[43:19]
person there
and i would rather them come to me and
[43:22]
talk as a commissioner elected
commissioner they would come
[43:26]
and voice and let me know what their
concerns are they always can come up
[43:30]
here and talk but also i want to have
that kind of interaction
[43:35]
rather than a person in the middle
but
[43:39]
you know i'm that's just a suggestion on
my part but that does concern me and i
[43:44]
don't like um
the idea that we're not approachable
[43:49]
that's what it sounds like to me i think
sometimes we're not approachable uh but
[43:55]
i i don't think that please don't do
that yeah i mean that that was
[44:00]
yeah i i don't think that having um
[44:06]
having uh
you know members from the community
[44:11]
hurts us in any way
uh he doesn't hurt us no no he doesn't
[44:15]
have
us so

uh i think that you know uh input from
every source uh you know every avenue

that we have only helps us so
again i think we should

i'm torn too because i can see both
sides

my recommendation would be to
because it's what what's these four year

terms they're four year terms and
they're staggered

maybe bring them back to one year and
rotate it constantly

making staff look for somebody every

i would rather see somebody stay on

four years because that gives them a

feel of

talk to us about it present their

community where they are

so i guess to me

there's nothing no clout in it nothing
no meat to it at all and they're just a

representative they're sitting here and
that's it and they have no

how to do anything or be affecting
anything we do it we do it no matter

what i think you said that you know that
the most important word was represented

they represent the people
[46:26]
and so do we really yeah but

i think it gives the community that feel
that one of us

is actually up there and we
we have a
[46:42]
we have input

i just think that that is important that
we not
[46:50]
close down
another avenue to connect with the
[46:54]
community
and if we do that i still say that they

should have more
input and more
[47:04]

buy into it than they have well i agree

there should be there should be more
input but i don't think that should be
[47:12]
uh voting input i i think that should be
that should be delegated to people that
[47:17]
are elected
but uh but i agree i think there should
[47:20]

a little bit more say so

the way the process is done

they apply
but we as a we as a commission get final
[47:36]
say so who sits on that cra board i mean
i think it's in the questioning that we

of the candidates that come forward

and hope we get more than one

we had to beg
to get somebody from the west side
[47:53]
um you know and i think several of us
went to laurie at genie's and begged her
[47:59]
if she would come on this floor
so um do they have a job description

there are some requirements that so the
state statute has some requirements for
[48:18]
people sitting on a cra board the city
also has some requirements
[48:23]
we when we advertise it it goes out like
a job description so it includes those
[48:29]
state requirements and if you

there's kind of some bullet points
[48:38]
and so there there is
again i don't know if i would call it a
[48:41]
job description but there is a
description of what we're looking for in
[48:45]
those representatives yes there was and
when i did read now that you said i did
[48:48]
read the staff report and what they
had said in here was um
[48:54]
they talked about
[48:57]
background if you will or knowledgeable
in
[49:00]
finance
what else was it tom
[49:04]
it's development architecture
redevelopment planning land planning
[49:08]
finance experience
experience in um
[49:13]
affordably priced housing
[49:16]
those types of things which is probably
something that
[49:20]
the majority of us don't have
[49:27]
oh i beg to differ with that brother i
said the majority
[49:32]
that i say
i'd like to think that we've learned a
[49:36]
lot
[49:43]
well let's say this so
now that if we're going to talk about
[49:46]
the we have the other one that that for
the
[49:51]
the other one that the volunteer yeah
the other volunteer
[49:55]

keep one or the other
[49:58]
well we we were just we just had the
committee just for the three acres

well and we need to decide well that was
[50:07]
another decision we haven't come to a
decision whether we want to keep that

group together or not exactly and that
was another decision that we needed to

we can't really discuss it tonight no no

i think the whole thing needs to come

back to us and us decide which direction
because that committee i think is
[50:26]

gives us a broad range of the of our

whole community

doing about technically like a job

conversation because i i think we need

need for that full board that or that

so the statues don't want to get in

talks about new members have to reside

suggested

that they have experience in
architecture finance construction land
[52:06]
use sustainability
and or redevelopment alternatively new
[52:10]
members will also qualify who have
professional and or residential
[52:15]
experience within affordable housing
[52:21]
and if we have to do that there should
be some definite training that's not
[52:25]
there
[52:31]
there are
so annually
[52:34]
at the florida redevelopment association
conference they have training sessions
[52:40]
um
related to cra and that's something that
[52:45]
we can certainly
uh have the um
[52:49]
community reps engage in some of that
professional development
[52:52]
that's a great idea
as an in-person or zoom or just a class
[52:57]
or they are back to in-person though for
example this year fra is in daytona and
[53:03]
it's coming up in october
and they are in person
[53:07]
that makes more sense i've always felt a
sense of yeah nobody not really knowing
[53:11]
what you why you're here or that there
are times
[53:14]
it's just so
nothing to it and to me if we're going
[53:18]
to have them that they should be more
valued than they valuable than they are
[53:22]
and maybe they would have a better
understanding of what
[53:26]
we know and what we've learned in you at
least you and i 18 months you know what
[53:30]

so um it might be
[53:33]
i think we could also get lynn up here
with the league of cities i mean coming
[53:37]
from orlando and she could do a course
and i think it would be good for this
[53:41]
commission to actually sit in the same
course

um so um i think what i would like to
suggest to to us as a commission is
[53:49]

bring it back re-advertise it so we can

let's go ahead and and talk about that

other committee that we have

compensation
[54:43]
bill howe director of human resources
at the last commission meeting
[54:47]
commission discussed the possibility of
increasing compensation for the city
[54:51]
commission staff was directed to gather
information from the other jurisdictions
[54:55]
in lake county i provided you that
information for each of the 13
[54:59]
jurisdictions
in summary the compensation for city
[55:03]
commissioners
ranges from a low of twenty four hundred
[55:06]
dollars annually to twelve thousand
dollars annually and as a reminder city
[55:11]
commissioners and used to earn fifty
four hundred dollars annually
[55:15]
mayor's compensations vary throughout
the county from six thousand dollars to
[55:20]
fifteen thousand eight hundred and
eighty eight dollars
[55:23]
um our eustace mayor earns
sixty four hundred dollars annually with
[55:27]
regard to paid health
benefits two jurisdictions in lake
[55:32]
county provide paid health benefits we
do not in the city of eustis
[55:37]
the last increase in compensation to the
eustace commission
[55:41]
occurred in
1989 33 years ago
[55:51]
it's recommending the commission advise
staff if there should be any increases
[55:57]
or what
[56:02]
am i okay now mike to go forward

he was fixing to become a ranger again
[56:11]
staff is looking for a direction if
there's any changes in compensation for
[56:14]
the commission staff would also
recommend you consider tying future
[56:17]
increases
to some
[56:21]
term that you don't bring back every 33
years for consideration

but whether that be the compensation
granted i'll be dancing whether that
[56:29]
compensation be granted to other city
employees consumer price index or
[56:32]
population that's done in a couple of
the other cities so be happy to answer
[56:37]

usually determined by the commission

at school board level and county
commission level it is done by the state

legislature by the size of your county
we're the only ones that get stuck with

more than what i pay out

as a city commissioner

haven't broken even since i've sat in
this jail

and you know at the at the last meeting
i was like

paper and i'm like yeah

i couldn't believe it it was what but it

wasn't whatever i'm like what the

anybody we look at fruitland park and
[58:19]
their population is just a little over
nine thousand and they're making twelve
[58:23]
thousand dollars
and we're at twenty three

six basically
and we're at fifty four hundred you know
[58:30]
how far out of whack that is
[58:35]
and by no stretch am i suggesting 12 000
please understand me clearly

but i just look at that and then you
look at somebody like
[58:43]
montverd
montford yes 1700 they're this big
[58:49]
and there's 1700 people
and they're at six thousand dollars look
[58:54]
at the mayors mm-hmm
leesburg's not that much bigger than us
[58:59]
their commissioners are making 11 364.
they're mayors making almost 16 000. and
[59:05]
they have all the benefits
every benefit medical eye dental
[59:11]
and retire frs
they also have frs
[59:15]
so
i'm sure there will be
[59:19]
there will be
some that would say uh
[59:22]
you know they're voting on enriching
themselves
[59:26]

but i think i continue as a commissioner
[59:32]

commission wages are tied to consumer
[1:00:59]
price index
that's they've got that by ordinance

personally i tell you the heartburn with
that is i know we've been a position
[1:01:06]
where we haven't been able to give staff
consumer price index increases
[1:01:11]
so
[1:01:13]
you know for me
to various ties there's to population
[1:01:19]
changes
[1:01:23]
i'm willing to leave it in the hands of
bill to be honest with you
[1:01:27]
i suggest the city attorney weigh in on
it
[1:01:32]
i don't want to lose the non-full-time
employee that reports to you through the
[1:01:36]
city manager if you two want to work on
it i'm perfectly fine with it
[1:01:42]
if you're comfortable we'll
we'll look at the numbers we'll come up
[1:01:46]
with something reasonable
i would recommend
[1:01:50]
moving although it's not much
moving into the future i think rather
[1:01:54]
than coming back
and looking like the percentage
[1:01:58]
increases are very big
periodically i think we sh we should tie
[1:02:03]

uh in the future to um the what the
[1:02:07]
other employees are getting again i know
annually it doesn't come to a lot dollar
[1:02:11]
wise
um but it puts you in a position where
[1:02:15]
you don't have to you don't have to look
at significant increases periodically

you just do the incremental increases
annually if that makes sense

um so i would recommend that moving into
the future

you have to have another resolution to

not two

as what you approved tonight and then we
would bring back to you an amendment

county historical museum
they will be the unveiling of the mary
[1:06:18]
mcleod bethune
smaller statue just like the one that we
[1:06:23]
went to daytona and looked at and just
for those of you who don't know her i
[1:06:27]
would just feel just i'd like to read a
little something
[1:06:30]
um
uh dr mary mcleod bethune was an
[1:06:32]
american educator philanthropist
humanitarian womanist and a civil rights
[1:06:37]
activist dr bethune founded the national
council of negro women in 1935 with
[1:06:43]
florida's headquarters located in lake
county's city of claremont
[1:06:48]
she also established the journal
afro-american women's journal she
[1:06:53]
presided as president for a myriad of
african-american women's organizations
[1:06:58]
including the national association for
colored women and the national youth
[1:07:01]
administration's negro division
dr bethune was also appointed as a
[1:07:06]
national advisor to president franklin d
roosevelt who she worked with to create
[1:07:11]
the federal council on colored affairs
also known as the black cabinet so just
[1:07:16]
in case you didn't know there's a little
little education about mary mcleod
[1:07:19]
bethune so
at noon on the 13th if you'd like to
[1:07:22]
join us um that original big statue that
they unveiled in daytona was the most
[1:07:27]
stunning thing i've ever seen in my
entire life i i it was the most
[1:07:31]
beautiful thing ever and we i enjoyed
going so um i will be there for that
[1:07:35]
also too um well i'll let you you want
to talk about the 911 one yeah okay i'll
[1:07:40]
let you discuss that and then um i'm in
the process of looking at something for
[1:07:44]
the city of eustis um just looking some
information on america in bloom
[1:07:48]
and the city of tavares currently has it
now and you have like little chapters
[1:07:52]
and lake county has a chapter and so
it's just another way to beautify our
[1:07:55]
city and um there are some things
through waste management we can guess to
[1:08:00]
some beautify
uh different islands and different
[1:08:03]
things around the city so i'm going to
be working on that as well so beautiful
[1:08:07]

you know the the the last week and a

half i've spent
at the high school painting the
[1:08:25]
bathrooms in the concession stands

so we read i redid those

but uh in the next probably month or so
we're actually going to
[1:08:38]
do the concession stand itself
uh the interior yep so
[1:08:44]
if anyone wants to come out and help
paint i'll pick a weekend
[1:08:47]
perfect funding is a real problem
with our high school sports as you know
[1:08:52]
lake county and school system does not
do much anymore to support that willie
[1:08:58]
and i have talked a little bit man about
maybe trying to do something like
[1:09:02]
bulldog night like they're doing
umatilla it's hearing
[1:09:09]
30 000
instantly into the sports programs that
[1:09:12]
used to size minimum um so i would like
to see us as a commission maybe work
[1:09:17]
with um
the um athletic director and the high
[1:09:21]
school to try to put together something
like that that became an annual event
[1:09:25]
for us
uh here in the city of eustis i think
[1:09:27]
we'd have to hold it at the fairgrounds
um but i think it's something that would
[1:09:31]
be kind of cool yeah the uh the umatilla
boosters holds it at the um
[1:09:37]
and it is an adult event
there are adult things that happen there
[1:09:42]
and so um children are not involved
because there's raising of a lot of
[1:09:46]
money right and there's adult things
there so um it's a huge event it's a
[1:09:50]
wonderful event all the community
matilla comes out for it
[1:09:54]
everybody you've come with me before
it's amazing
[1:09:58]
and um so yes i'll i'll be more than
happy to assist in that okay let's do it

sounds good i also the new announcer for
the high school football games that does
[1:10:07]
the announcing he is um with a radio
station out of orlando and he is willing
[1:10:12]
to help us with that as well
okay so we'll get working on that

was very happy to participate and to

watch the events of the misuse this
contest we were on there it was really
[1:10:30]
awesome

and fun to watch especially the little

attention span so it was it was a nice
event i didn't get to stay as long as i
[1:10:41]
would have liked to yesterday but it was
very interesting at advent hospital with
[1:10:45]
their new robotics
uh program and and the equipment that
[1:10:48]
they bought i i was very impressed with
that
[1:10:51]
and um
other than that i'm looking forward to
[1:10:54]
the 13th and the
9 11 event that's it beautiful thank you

some growth items

they're going to be doing a presentation
uh at an upcoming commission meeting i
[1:11:23]
believe we've got them scheduled for
september 22nd

also i had emailed the commission about
a
[1:11:30]
community development district
discussion uh we we're tentatively going
[1:11:35]
to try to do a
presentation on october 6th for that
[1:11:41]
that is your
first commission meeting in october
[1:11:46]
lake uh
lake community action agency
[1:11:50]
has been working on our uh housing rehab
program
[1:11:54]
uh commissioner hawkins and i uh toured
uh i think three homes
[1:11:59]
and uh were satisfied there was one home
that had some unfinished items that they
[1:12:04]
got right on
and so uh i want to ask uh is there
[1:12:09]
consensus
uh to move forward um not reopening the
[1:12:13]
application process but there are still
homes
[1:12:16]
in the queue that have applied and that
we had put on hold is it okay to move to
[1:12:20]
the next say three or four homes
because we've been kind of taking them
[1:12:24]
in blocks of three or four
does anybody have an issue moving
[1:12:28]
forward with the next three or four
homes
[1:12:30]
we saw funds left we do have
it's like 111
[1:12:35]
eight something like that
yeah i think that i think that assumed
[1:12:39]
that all the homes on the list were
going to move through the program
[1:12:44]
yeah yeah i i have to say

tim has done a pretty good job of

on that
this i would envision this would not be
[1:13:35]
a
five o'clock before a six o'clock
[1:13:38]
commission type workshop
this would probably be a standalone
[1:13:42]
potentially even a saturday
workshop what is the commission's
[1:13:47]
interest in scheduling something like
that
[1:13:50]
we have some cleanup work that needs to
be done
[1:13:53]
so we need to get on that willie are you
okay with it oh yeah
[1:14:01]
is it maybe i'll start looking at
calendars and and try to email and see
[1:14:06]
if we could come up with a viable date
okay
[1:14:09]
um just a couple more fdot uh we have a
meeting tomorrow 9 30 a.m we have
[1:14:15]
advertised it as a city commission
meeting so that you can all attend and
[1:14:18]
participate
um
[1:14:21]
that is uh with the secretary of
district 5 to talk about projects and
[1:14:26]
maintenance in the area
i do want to mention that
[1:14:32]
there may be a need to go out into the
field at some point
[1:14:37]
we will need to adjourn the meeting and
then have just one commissioner go out
[1:14:41]
into the field
because the logistics of carrying on a
[1:14:45]
commission meeting out in the field is
going to be very difficult
[1:14:50]
and so if if we do need to adjourn and
do some field work i just wanted to
[1:14:55]
throw out that it will have to adjourn
the meeting and have one commissioner do
[1:14:58]
that
and so that's tomorrow at 9 30 a.m
[1:15:02]
and then the cra review committee we
have a couple of outstanding items i
[1:15:07]
know we need to talk more about mode own
program
[1:15:11]
we need to talk a little bit more about
some of the priorities that were
[1:15:15]
established during public input
and so we do need to schedule that
[1:15:19]
i think in the past we had done tuesday
evening meetings for that group
[1:15:26]
or we could look at an off thursday a
non-commission thursday
[1:15:31]
but i just want to make sure that the
commission is interested in scheduling
[1:15:34]
the next meeting
again i'll take a look at calendars and
[1:15:38]
i'll get that scheduled but i'll
probably be looking at either a tuesday
[1:15:42]
or an off thursday
okay and i think that's everything i

of things that i have um
[1:15:57]
for the commission itself um is tom's
contract calls for a six-month review
[1:16:03]
and believe it or not it's time for that
review

what i would like to do is ask bill
howell to reach out and set up a meeting
[1:16:11]
with each commissioner
along with bill and with tom
[1:16:15]
let you all sit and talk with tom about
what your expectations are and what
[1:16:21]
we've seen so far with his performance
bill will combine that and bring it back
[1:16:25]
to us as a full commission um and we'll
go from that and then we're going to
[1:16:30]
have to take a look at the way we
further review tom a little bit later on
[1:16:34]
down the road if that's okay the annual
review because i will say um i've looked
[1:16:38]
at the review paperwork in the past and
i had even talked to bill about it you
[1:16:43]
know and it it needs some work yeah it
needs some work it needs to be updated
[1:16:47]
so um when you get a call from bill or
an email from bill that's what he is
[1:16:51]
scheduling with you um so um
please go in be honest and it'll keep us
[1:16:57]
moving forward in a good way manner i
hope so all right

this coming sunday is the 21st
anniversary of 9 11.

lake county is having a service at 8
o'clock in the morning

the historic courthouse in downtown

it is open to the public we would love

then there are a couple more events

are many things that are advertised
nan myself and tom were able to attend
[1:17:32]
first baptist life point uh last sunday
they celebrated their 103rd anniversary
[1:17:38]
or birthday and they celebrated being
debt-free which is tremendous they paid
[1:17:44]
off a debt of 1.8 million dollars in a
matter of five years
[1:17:49]
and that is from them relocating from
orange avenue out further
[1:17:53]
so it's paid off every bit of their debt
so they're looking forward to partnering
[1:17:58]
with our community and doing some really
great things in the community as we move
[1:18:02]
forward
also just wanted to say
[1:18:06]
thank you
to our events and tourism staff they
[1:18:11]
went to a conference and they won five
awards at that conference they're doing
[1:18:16]
i'm very proud of them they've done a
tremendous job
[1:18:20]
with representing eustis and first
fridays and our events have really
[1:18:25]
changed
over the last couple months i'm very
[1:18:28]
proud of that
that's about all i've got please come

out and support the events as they go on
craig's got some great events coming up
[1:18:38]
with parks and recreation
for toddlers
[1:18:42]
so come out and be a part of those
events i want to thank our staff for all

spending our money on

and you'd be surprised the people out in
the community that come to us and say
[1:19:27]
where's the money going where's this
where's that and we have
[1:19:32]
we have a good indication no we don't
know how many pencils we're buying but
[1:19:35]
at least we know what we're spending on
office supplies and different
[1:19:38]
departments and so it's a lot of work
and
[1:19:42]
i'm a numbers person so i will tell you
i really enjoy that process i know it's
[1:19:46]
daunting but i just want to say thank
you
[1:19:49]
one quick reminder too tomorrow is the
league of cities luncheon and uh sheriff
[1:19:53]
grinnell is doing that presentation at
