[1:01]
for new food. We're on page 51. Excuse
me. [snorts]
[1:06]
Approximately page 51. Yes, sir.
>> Anybody presenting this tonight?
[1:14]
» We do have the city attorney in the city
here. This was
[1:18]
» I believe monitor to the uh this
authority September 16th and this I
[1:26]
think the same item was ready at that
point but we did not have the requisite
[1:32]
number of people from the authority here
to approve it. Um so we plan to have
[1:38]
some sort of special meeting to get it
approved [snorts] but the developer said
[1:41]
it would be fine to approve this at our
next meeting. So here we are. I don't
[1:46]
know if there's any specifics anyone has
questions about related to this
[1:50]
agreement.
>> Very well. Any additional questions
[1:53]
since the last time we've met that we
have city attorney or no
[2:01]
last call. Seeing none can entertain a
motion for approval on three
[2:08]
of the shortest J
recent memory. [clears throat]
[2:11]
Motion that we approve JZ257.
[2:19]
Oh, sorry. Police
foundation inspiration LLC. I was trying
[2:26]
to read through the request.
>> Okay, we have a motion to approve lease
[2:30]
agreement item number three. We have
second.
[4:56]
Well, it was it was it didn't replace at
night. It was a week. It was earlier.
[5:02]
» So, we didn't sacrifice at night. We
just kind of tapped one on ahead of
[5:06]
time. Um, and we uh spent a lot to
promote it. Um, and it was just an
[5:14]
experiment to see how it turned out. Um,
but it, yeah, went really well. Much
[5:19]
better than than I thought, tell you the
truth. So, kudos to the staff on that
[5:23]
one.
[5:27]
As far as outreach, we've got um,
uh, Oklahoma Aquarium. Our our education
[5:33]
department has what's called Okay
Aquarium Go, where they bring animals
[5:37]
and things to different schools and
other organizations.
[5:41]
» [snorts]
>> Um, and they serve over 680 students in
[5:45]
the in the metro area. Um,
[snorts and clears throat]
[5:48]
and so that's, you know, that's ongoing.
We've had a lot of good feedback on
[5:52]
that. Um, the aquarium is uh a finalist
in the in the special organization of
[5:58]
the year in environmental uh excellence
for keep Oklahoma Beautiful. [snorts]
[6:04]
Um, we partnered with the arts at 302
for their Halloween themed art show. We
[6:09]
had Shipley over there. uh education
went to visit Youth Services of Tulsa
[6:14]
and they'll be bringing uh their kids to
the aquarium on uh Saturday, October
[6:19]
25th, which already passed. That was
last week. [snorts] Um and then as far
[6:24]
as the uh shark the new shark research
center, um we're now finally to the
[6:29]
stage where we can waterproof. Um,
[snorts] it was supposed to be this
[6:32]
week, but we're not 100% sure yet
because we have a very large uh [snorts]
[6:37]
vessel that's uh was supposed to show up
Monday and then was supposed to show up
[6:42]
Tuesday and now it's Thursday. So,
they've had a lot of they're coming from
[6:47]
uh Canada. So, they're kind of uh the
weather is kind of holding things up,
[6:52]
but
>> [snorts]
[6:52]
» um we will need a crane. So, we're
trying to, you know, orchestrate it with
[6:56]
a crane to be there when they show up.
Um, [snorts] so that's kind of what
[7:00]
we're work that's our priority right
now. Um, so we can get it craned off the
[7:03]
truck and then we got to figure out how
we're going to get it in the building.
[7:06]
It's it's pretty heavy so and pretty
bulky, but um and then it's got to go on
[7:11]
the second level. So that's going to be
really interesting.
[7:15]
Probably didn't think that one through,
but we're going to [snorts] get it. It
[7:18]
It's going to fit. [laughter]
[7:23]
But uh yeah, so um but the tank it took
a long time to resurf to uh prep the
[7:30]
surface of that concrete tank and there
was a lot of um imperfections that we
[7:34]
found along the way um that we
[clears throat] had to have the company
[7:38]
come out several times to repair.
[snorts] Um it's it's really common for
[7:44]
hidden pockets and and steel to be right
under the surface. Um, we found a a
[7:50]
measuring tape embedded in the concrete.
[laughter]
[7:53]
So, it happens. I mean, honestly, it's
not I'm not uh it's not a strike against
[7:58]
the company. It's just every single pour
is like that and every project I've ever
[8:04]
been on. So, it's some are worse than
others, but uh yeah, you go along with a
[8:08]
hammer and and listen for hollow spots.
And then we have uh magnets, rare earth
[8:12]
magnets that we go all over the whole
tank. Um and so, yeah, it's a lot of
[8:16]
work. And then we have the salt uh vat
in the back which is um an underground
[8:21]
vault basically. And so having to be in
there prepping the surface um finally
[8:27]
it's done and ready for the
waterproofing. So um soon as we get an
[8:32]
opportunity to do that, it'll look
really good. It' be a good time to come
[8:35]
check it out. So and then our acrylic
panels should be here soon, too. Um but
[8:42]
we probably won't install them right
away. We'll probably set them in the
[8:45]
tank. Um that way we have access in and
out of the tank through the window uh
[8:49]
openings and not have to use ladders.
We're probably going to use the tank as
[8:53]
a staging area for um our you know PVC
parts and things like that. So um and
[8:59]
that's pretty much all I have today.
Anybody have any questions?
[9:06]
» All right.
>> So there you do have a good solid plan
[9:09]
to get the giant heavy thing to the
small doors [snorts and clears throat]
[9:12]
and up the stairs.
>> We have a plan.
[9:16]
solid.
>> Not sure how solid it'll be, but y'all
[9:19]
probably [snorts] don't want to be
around that day. One of
[9:22]
» those scenarios where you [laughter]
should have left the roof off. Hey, you
[9:25]
know, it in the roof on me and three
other people moved all the acrylic
[9:30]
panels that are in the those huge panels
for the Amazon exhibit where you crawl
[9:36]
up and pop through. We got those in the
building and into place and installed in
[9:41]
one night
>> um while we were closed
[9:43]
» and that we weren't sure about that
either because they wouldn't fit
[9:47]
underneath the drop walls um where the
VR is. So, we had to literally build
[9:53]
something to slant them and drag them
using carpet and it's like building a
[9:58]
pyramid. So, we'll get it. We always do.
We'll figure it out. No doubt about it.
[10:04]
So,
>> thank you, sir.
[10:05]
» They Oh, one more thing. Um, and I just
wanted to mention, um, I don't know if
[10:11]
you've heard, but Jan Skinner, um, he
was our longest volunteer. Um, he was
[10:16]
there before the aquarium. Um, he was, I
remember him at the train depot when I,
[10:22]
you know, right after I got there and,
um, yeah, he was a fixture uh, at the
[10:29]
aquarium and he passed and so we went to
his funeral and um, so we're going to
[10:34]
try to figure out some kind of tribute
uh he was part of a barberh shop
[10:38]
quartet. He was a really interesting
person and um and at the funeral uh the
[10:44]
rest of of his group um was there and
they did several songs which was really
[10:49]
it was really touching. It was neat. So
um and that that's all I have. So
[10:54]
» last call trustees or any questions for
Mr. Alexopoulos.
[11:01]
» All right. Thank you sir.
>> Thank you.
[11:02]
» Appreciate it.
There's nothing further or the time is
[11:07]
5:12
p.m.
[11:10]
We are adjourned.
>> Thank you.
[11:16]
» No.
[1:00:40]
Okay, good evening uh and welcome to a
special meeting of the Jinx City
[1:00:43]
Council. Today is Tuesday, October 28th
of 2025. It is a couple minutes after
[1:00:48]
6:00. My name is Cory Box and I will be
your chair tonight for our proceedings.
[1:00:53]
U Mr. Macy, if you could please verify
our attendance.
[1:00:57]
» Brown Short
>> here.
[1:00:59]
» Emmens
>> here.
[1:01:00]
» Ojel
>> here.
[1:01:01]
» Murray
>> here. Mayor Box
[1:01:03]
» here. Thank you. We are called to order.
In tonight's invocation, we welcome back
[1:01:07]
Chaplain and Pastor Tommy Davis. Good
evening, sir. Like that shirt, man.
[1:01:13]
» Thank you.
>> I don't even have one of those.
[1:01:15]
[laughter]
>> Thank you, Mayor Box. Thank you, city
[1:01:19]
council. Thank you to all of you. Good
evening to you.
[1:01:21]
» Good evening.
>> It's a blessing and pleasure to meet
[1:01:23]
with you all tonight. And uh thank you
for having me here tonight to give our
[1:01:28]
invocation on tonight. May I may I make
an announcement before I give the
[1:01:33]
invocation? Uh very briefly, uh New
Direction International,
[1:01:38]
we turned 3 years old in November. Uh we
are celebrating our third church
[1:01:44]
anniversary on November the 9th. It's at
our 9:00 Sunday morning hour. We are
[1:01:51]
located on 111 South 3rd Street in Jinx
on the corner of Third in Maine inside
[1:01:57]
of the Family Life Center of First
Christian Church. And so we will be
[1:02:02]
celebrating there on the 9th of
November, 3 years. And so we just
[1:02:07]
believe God to uh bless our celebration
and we thank God for what he's done over
[1:02:12]
the three years that we've been in Jinx.
So I wanted to make that announcement to
[1:02:16]
you all tonight and thank you may box
for allowing me to do that.
[1:02:18]
» Yes, sir. Thank you.
>> Amen. Let us pray tonight.
[1:02:23]
Lord, we're so grateful and so thankful
for what you continue to do in, through,
[1:02:31]
and around
our community.
[1:02:36]
Father God, you continue to move us
forward. You continue to make us an
[1:02:42]
example to other cities, other areas,
other communities. You continue to bring
[1:02:48]
businesses in. You continue to
accelerate growth. You continue to favor
[1:02:53]
the community of Jinx. And we're
grateful for that. Thank you, Lord, for
[1:02:57]
our our leaders, all of those that you
put in place to lead our community.
[1:03:01]
We're grateful for that vision. And we
thank you, Lord, for what you're doing
[1:03:05]
through them for the benefit of our
community. Continue to bless them.
[1:03:10]
Continue to bless Jinx as a whole. And
we will we will be forever careful,
[1:03:14]
Lord, to give you the glory, to give you
the honor, and to give your name all of
[1:03:19]
the praise that it's due. And it is in
Jesus's wonderful, powerful, and
[1:03:24]
matchless name we pray. Amen.
>> Yes, sir. remain stand
[1:03:35]
of America and to the republic for which
it stands. One nation under God,
[1:03:41]
indivisible, with liberty and justice
for all.
[1:03:45]
» Thank you.
[1:03:49]
» Okay, moving on. We have animal welfare
spotlight.
[1:03:54]
We have a rerun.
seen this one before.
[1:04:01]
» She's back.
>> She's back.
[1:04:03]
» Okay.
>> She was adopted for about a month. If
[1:04:05]
you guys don't remember, it's Zea. She
was Now she's about 8 month 9month old
[1:04:09]
uh German Shepherd. She's very sweet,
very energetic. Obviously wants to say
[1:04:13]
hi to everybody. So, let's make our
circle. Let's make our Come on. There we
[1:04:17]
go. Be the star of the show.
>> Come here. Oh, I got you, sweetie.
[1:04:23]
She now makes We have 10 dogs in the
shelter. Uh we have two cats, but
[1:04:27]
they're fixing to be released as they're
just a little too feral for us. Um if
[1:04:31]
you guys don't if you guys already know,
uh adoption fees are waved at Jinx
[1:04:35]
Animal Welfare. And we also pay for spay
and neuter at the time of adoption as
[1:04:39]
well as microchips. So if anybody you
know is looking for a new furry friend,
[1:04:43]
we've got Zea. We've got a whole lot
more. They can be found on our Petfinder
[1:04:47]
and our Facebook page, which we update,
or at least we try to daily, and
[1:04:50]
[snorts] just keep everybody up to uh up
to speed on what's going on in Jinx and
[1:04:54]
Jinx Animal Welfare. And as always, we
appreciate the opportunity to come
[1:04:56]
before you guys, come before our
community. We appreciate everything you
[1:04:59]
guys do.
>> Thank you, sir. Appreciate you.
[1:05:07]
» She's a good girl. The word on the
street is the other female in the house
[1:05:11]
didn't welcome her so much, so she got
>> just not another bigger German Shepherd.
[1:05:18]
Huh?
>> Okay. Thank you.
[1:05:23]
All right.
No more animals. Let's move on to the
[1:05:26]
humans. Citizen comments. Uh citizens
comments is an opportunity for you guys
[1:05:31]
to address the uh city council as a
whole or anything that might be on your
[1:05:35]
mind. As long as the uh the matter is
not on tonight's agenda, we would
[1:05:39]
appreciate it. We'll open the floor to
citizens comments. Good evening, sir.
[1:05:43]
Good evening. Jason Jackson, chief of
police, 211 North Elm.
[1:05:49]
I wanted to put it on everybody's radar
that something big is coming back
[1:05:56]
and that is the pancake breakfast before
the parade.
[1:06:01]
So, uh, the Lions Club did it for years.
Optimus Club and I am the president of
[1:06:06]
the Optimus Club as far as I know. Uh,
took it over several years ago.
[1:06:12]
» Optimistic. We kind of uh because I'm an
optimist uh we kind of u stopped doing
[1:06:19]
it after uh the pandemic. We have a new
surge of leadership in the Loptimus Club
[1:06:27]
and uh so we are putting it back on. So
mark your calendars for the same day as
[1:06:32]
the parade which is November 22nd from
7:30 till just before the parade starts.
[1:06:37]
We're going to bring back a jinx
tradition
[1:06:41]
of the pancake breakfast. Okay.
>> Very well.
[1:06:46]
» Thank you, Barry, for all that we're
after.
[1:06:49]
» Thank you. Anyone else? Citizen
comments.
[1:06:54]
Okay. Very well. We will close the floor
to citizens comments. We'll move on to
[1:06:58]
tonight's general business, which is
item number one. It's our consent
[1:07:00]
agenda. I believe we have a request to
pull item 1D.
[1:07:06]
Um, anyone else on council like to talk
about any other items A through D or
[1:07:12]
anything under D? If not, we need a
motion.
[1:07:17]
Make a motion to approve the consent
agenda excluding item D.
[1:07:22]
» Okay. D.
>> It's is it DD or is it DA?
[1:07:27]
» D.
>> Well, just item D.
[1:07:29]
» Item D.
>> Motion to approve item D minus A.
[1:07:33]
» Yeah. If anybody can understand what
he's saying, let's go ahead and make a
[1:07:36]
motion to approve the consent agenda
with the exception of item D for now.
[1:07:41]
» Can you make that motion?
>> Just D.
[1:07:44]
» Yeah. Well, the motion's been said.
>> Yeah, [clears throat] I' made a motion.
[1:07:47]
» Second.
>> Okay. Thank you. We have a proper motion
[1:07:50]
and second to approve item one less
letter D. Let's vote, please.
[1:07:53]
» Short,
>> yes.
[1:07:54]
» Emmens,
>> yes.
[1:07:55]
» Ael,
>> yes.
[1:07:56]
» Murray, yes. Mayor Box,
>> yes, sir. Moving on to item two. Let's
[1:08:00]
go back to
item number one, letter D, sub uh letter
[1:08:07]
A, I believe below D is what we're
discussing. Is that correct?
[1:08:11]
» Yes, sir.
>> 1 DA.
[1:08:14]
» Thank you, Mayor Box and councel.
>> Uh sorry about the confusion on this.
[1:08:19]
There are um a couple things that we've
been in the process of approving as
[1:08:23]
minor amendments to the land use plan
and I'll just do a little bit of
[1:08:27]
education. And I try to keep you all uh
remind you because we don't do
[1:08:31]
amendments very often. So the land use
map is the document that is part of the
[1:08:37]
comprehensive plan and in 2020 we
adopted the uh horizon jinx
[1:08:42]
comprehensive plan and at that time we
went through and said hey we think this
[1:08:46]
area should be single family residential
or regional commercial etc. So, we've
[1:08:51]
made multiple probably 15 different
times we've brought you amendments and
[1:08:56]
changed things. And the good news is
it's a guide. It's not codified. It's
[1:09:01]
not the law. It is the um it's a guide
for how land use develops or how a piece
[1:09:08]
of property develops in the future. So
on um
[1:09:14]
item D
uh one which was one and then item D
[1:09:19]
approved minor amendments to the
comprehensive plan lend use map on page
[1:09:22]
74 is letter A regional commercial to
low inensity single family and um just
[1:09:29]
to simply put it we do not uh want that
amended it should stay a regional
[1:09:33]
commercial
and if anybody I like I say to the
[1:09:38]
public who come in for we've had
probably over 40 hours of conversations
[1:09:44]
on this general area and um if you know
if at some point someone wants to go
[1:09:50]
residential, we'll come back and ask you
to amend it. If someone wants to do
[1:09:54]
regional, then it's all teed up for them
and ready to go. So my recommendation
[1:09:57]
and request is to um
approve B through
[1:10:05]
H
with the exception of A.
[1:10:10]
So
[1:10:15]
there's
>> Thank you.
[1:10:18]
» Would you like to make a motion? Make a
motion to approve item 1DB
[1:10:25]
through H.
>> Second.
[1:10:28]
» Thank you, gentlemen. We have a proper
motion to second. Let's vote, please.
[1:10:31]
» Short,
>> yes.
[1:10:32]
» Emmens,
>> yes.
[1:10:34]
» Able, yes. Murray,
>> yes.
[1:10:35]
» Mayor Box,
>> yes. And for those members of the public
[1:10:38]
that had concerns about notifications to
land owners, I believe uh I'm
[1:10:42]
significantly satisfied that that has
been met.
[1:10:45]
So, thank you very much. Moving on to
item three, ordinance 1675 related to
[1:10:51]
Jinx zoning 25p 146, major amendment
two. It's a zone change from commercial
[1:10:58]
shopping to RS3, which is residential
single family and approval of major
[1:11:04]
amendment two for PUD 146
uh overlay. The general location is
[1:11:10]
north of 131st Street and west of Elm.
We are on page 85 if you're following
[1:11:16]
along. And uh we welcome back
Mrs. Hilton, I believe.
[1:11:23]
[clears throat]
[1:11:29]
» Thank you, Mayor Box, Council and Staff.
Um, we talked recently in an internal
[1:11:35]
meeting that uh there's a lot of
information in these cases and so I'll
[1:11:40]
try to simplify it, but this is actually
one that was threepart. So when Mr. Bell
[1:11:46]
brought the original approval to you for
what we call Glennwood
[1:11:52]
uh PUD 146, we said at that time we're
going to approve one part and then there
[1:11:58]
will be two additional parts that we'll
come back and approve later. So this is
[1:12:01]
the last piece to that puzzle. So the
very and I'm going to talk in
[1:12:05]
generalities of the whole PUD first
and maybe we'll use page 87. Brandon if
[1:12:13]
you don't mind really quickly.
[1:12:19]
So
[clears throat] this table was
[1:12:23]
established with the UDO regulations and
then how the PUD compares to that. And
[1:12:28]
so what you all approved in phase um the
first time we got the amendment
[1:12:35]
phase one was the original PUD that you
approved and then phase two was what is
[1:12:42]
uh what you've seen the most often and
that's called crossfine that became that
[1:12:47]
private gated subdivision at the very
top portion of that whole uh area. And
[1:12:52]
what we're talking about tonight is uh
if you'll go back to that map Brendan I
[1:12:57]
appreciate it. Thank you.
[1:13:01]
There we go. So, the hard corner of Elm
and 131st. So, you can see that little
[1:13:08]
flag shape um subdivision. That was
phase one. And then above that was Cross
[1:13:13]
Vine. And then the applicant is asking
to do less commercial on that hard
[1:13:19]
corner and instead of what was
originally approved in the PUD was that
[1:13:24]
they would come back with multif family
as a buffer. But they're asking to do
[1:13:28]
single family residential. So very
similar to the very first project that
[1:13:32]
you included or sorry that is included
but you all approved. It is Glenpole uh
[1:13:39]
school district.
This particular area
[1:13:44]
um would be considered still starter
homes. And the biggest thing that the
[1:13:51]
planning commission talked about was
access through this commercial
[1:13:57]
subdivision and the residential
subdivision. So originally they came to
[1:14:01]
staff and had they couldn't meet the
spacing requirements and since 131st is
[1:14:07]
a secondary arterial, it needed to be I
can't remember off the top of my head so
[1:14:11]
many feet from one uh access point to
the other. And because that's going to
[1:14:15]
be a very very busy intersection to get
the through the to get the commercial
[1:14:21]
traffic and the residential traffic to
be more compatible but keep them off of
[1:14:26]
131st Street or off of Elm. It makes
more sense to allow access through
[1:14:31]
there. So in blue down at the very
bottom that would be the primary
[1:14:35]
residential access and then there would
be a commercial access further over
[1:14:41]
between 131st. And then but all
residential projects, the original one
[1:14:47]
and the new one that you're looking at
tonight would come through the blue box.
[1:14:51]
And then for amenities when they
originally came in, uh they did not
[1:14:55]
provide an amenities package. So they
came back and we'll go over that in just
[1:14:58]
a minute. But the amenities um they
added a park for this one and they show
[1:15:04]
it here. So you can see another blue
access over to the commercial and then
[1:15:08]
there's a red box for a park area that
would be moved up to somewhere in this
[1:15:13]
northwest corner. So getting that park
away from the commercial area and over
[1:15:18]
by that uh um dead end.
And then there is a third access. You
[1:15:25]
can see another blue box. So, [snorts]
those were the three accesses.
[1:15:29]
If you could look at
um let me see if I got a better one.
[1:15:36]
Their amenities package. You can just go
to the next page,
[1:15:40]
please.
[1:15:43]
So, this is the area. So, that white box
is the area that we're talking about
[1:15:48]
approving tonight. And then they would
have shared amenities and a shared HOA
[1:15:53]
with the box or the land um area that
you see highlighted with the black lots.
[1:16:00]
So, I really need a pointer. The Can you
zoom in a little bit? Or actually, will
[1:16:05]
you go to the next page? It's kind of
zoomed in for us. Uh oh, it's flipped
[1:16:10]
though. Could you turn it?
[1:16:17]
We'll rotate this so it'll be true
north. There we go.
[1:16:23]
So there's at the very bottom left is
that access that would be now the shared
[1:16:28]
access for the new development. And then
what you don't see is that access that
[1:16:34]
cuts over to the east that we saw in the
other exhibit. They haven't updated this
[1:16:39]
one. But then there's the shared
exhibits up here. You see a very large
[1:16:43]
pond and walking trail. This has a blue
line stream through it. So, there's
[1:16:47]
certain things that they cannot do. So,
they have a big area there. They have a
[1:16:51]
pickleball court and playground. And
then they also show you their uh
[1:16:56]
exhibits for their entrance. And I think
that's really about all I have to cover.
[1:17:02]
Again, this project and the hard corner
residential wise are basically the same
[1:17:07]
product, very, very similar. So, what
you originally thought might get uh
[1:17:11]
approved based on the PUD was some
multif family and they're saying, "No,
[1:17:16]
we don't want to do multif family. We
just want to do additional residential
[1:17:19]
and commercial on that hard corner."
[1:17:26]
» So, Marci, just to clarify, the people
that live here would have to drive
[1:17:30]
through a parking lot to get in and out
of their neighborhood. Does that exist
[1:17:34]
anywhere else? We talked about that at
planning commission and it is not very
[1:17:38]
common. It doesn't it would probably be
so that design is not done yet and I
[1:17:46]
don't think it would look exactly like a
parking lot. There would be a dedicated
[1:17:50]
drive aisle and we do that a lot. So in
AASO they have a brand new subdivision
[1:17:55]
where there is a dedicated drive aisle.
Um, what it does is it keeps me from
[1:18:01]
having to drive out of the subdivision,
go 300 feet, cross two more lanes of
[1:18:05]
traffic, and then go back up into the
commercial area. So, it it sounds um
[1:18:11]
unconventional, but when you talk about
transportation and access, it's a lot
[1:18:16]
more efficient.
[1:18:24]
» Question for Mrs. Hilton.
>> Yeah. Where is Crossvine
[1:18:28]
[clears throat]
on this map?
[1:18:30]
» Can you go to the zoning map,
please?
[1:18:40]
» We go.
[1:18:44]
» So, we don't have anything platted, so
it doesn't show up yet. This is the
[1:18:49]
piece we just looked at that comes up
kind of like this. cross vine starts
[1:18:54]
here and goes across that way and then
this is the corner that you're talking
[1:18:57]
about. So, we're reszoning part of it
from commercial shopping to residential
[1:19:02]
instead of a big huge box of commercial
shopping. And so, again, that piece that
[1:19:08]
we just looked at that was the original
middle piece comes right here and then
[1:19:13]
turn it that way. And this is the gated
subdivision right across here. And there
[1:19:18]
is precedent to
making the commercial corner smaller.
[1:19:24]
And I mean, we did it across the street
at uh Yorktown.
[1:19:28]
It's not the similar, it's not like a
mirror image, but if you see um the
[1:19:34]
southwest corner there at Yorktown,
there's one little [clears throat]
[1:19:37]
subdivision that took up a portion of
what was a commercial corner. Do you
[1:19:42]
have an idea? What percentage of that
commercial shopping pink box is being
[1:19:47]
are you proposing to move to
residential?
[1:19:50]
» I have it in here. Let me look for you.
I think it's four acres
[1:19:56]
and it's [clears throat]
what's the total value of the property
[1:20:00]
acreage wise?
>> Three. Okay. Sorry, it's eight acres. So
[1:20:03]
phase three is 21 total acres. 12 would
go to single family residential and
[1:20:08]
eight would go to commercial. Okay.
But [clears throat] the hard corner will
[1:20:14]
remain commercial.
>> Yes, sir.
[1:20:17]
» Okay.
>> In in an L shape.
[1:20:19]
» In an L shape.
>> Bring this one.
[1:20:22]
» Originally, there were 43 acres in the
original. So, I think that that piece
[1:20:29]
that comes up, that flag piece is 43
acres
[1:20:32]
» and Cross Vine was 55 acres and this one
is 20 acres.
[1:20:37]
» What was the planning commission's vote
on this?
[1:20:40]
They approved it with conditions.
Let me see if I have those. I do have
[1:20:45]
them.
[1:20:50]
» Was it unanimous?
>> Yes. Wasn't it?
[1:20:55]
» Were you there? You weren't there.
>> Were you there?
[1:20:58]
» I was there.
>> Who was my No.
[1:21:03]
» Doesn't matter. I don't I don't
>> I apologize.
[1:21:06]
» I know there was something. I really
don't remember. Normally I write it
[1:21:09]
down, but I have my cheat sheet from Mr.
Macy who does the meeting minutes and I
[1:21:14]
didn't have them. So I didn't have my
cheat sheet.
[1:21:19]
» Just remember thinking there was some
heartache over the decision, but
[1:21:21]
» the heartache was mostly um not
comprehending the efficiency and just
[1:21:27]
really the safety of that that traffic
from the residential to the commercial.
[1:21:32]
That was the heartache. [clears throat]
the actual housing product and all none
[1:21:38]
of that I I do not remember being um an
issue. It was just how does that flow?
[1:21:45]
Is it safe? Do we do that? Etc.
>> And is this the um applicant's
[1:21:50]
recommendation or did you do you approve
of this? You recommend?
[1:21:53]
» I do approve. Yes.
>> This is the best compromise.
[1:21:56]
» Yes.
>> Okay. Any other questions for Mrs.
[1:21:58]
Hilton?
>> Yes.
[1:21:59]
» Yes, sir.
>> So, on this picture up there, Mar
[1:22:03]
is all of that new Glennwood Ridge.
Correct.
[1:22:09]
» This is the original what you see right
there is the original PUD that was
[1:22:14]
approved in 2024
and then we knew that they owned the
[1:22:18]
acreage above it and we knew that they
owned the hard corner and they said,
[1:22:22]
"This is really exciting. We're ready to
do this. Can you approve it?" And we
[1:22:28]
said, "Yes." And we did approve it and
then we said, "But when you come back,
[1:22:32]
you're going to have to do a major
amendment." So they came back almost
[1:22:35]
immediately with the cross fine and got
that amendment approved. And so the
[1:22:40]
third piece was the commercial/ multif
family and they said hey we're scrapping
[1:22:46]
the multif family. We just want to do
single family residential and we want to
[1:22:49]
do less
>> commercial.
[1:22:52]
What I'm trying to make is still trying
to get in my mind I guess. So, as we
[1:22:56]
look at this, not knowing that could
change with the commercial area, but to
[1:23:01]
the right of where they're showing all
the lots, that's Crossfine.
[1:23:05]
» No, Brandon, can you flip it, please?
[1:23:12]
» Thank you.
>> So, this is the hard corner that we're
[1:23:17]
talking about. This is the original
approved PUB and Cross Vine starts right
[1:23:22]
here and gets bigger as you go across,
>> right? Yeah, that's what I was saying.
[1:23:25]
It was
>> then. Yes.
[1:23:26]
» Yes. Okay. Okay. You got it. Thank you.
>> Thank you.
[1:23:40]
» Sorry, I didn't have the whole I don't
know why I didn't pull the whole thing
[1:23:43]
together for you.
[1:23:49]
» We ready for a motion? And I will also
say that because we changed the date of
[1:23:55]
the meeting,
I keep looking. I do not believe the
[1:24:00]
applicant is present. I don't think I
informed them. And that was my bad. I
[1:24:04]
apologize because I know Mr. Bell would
be here if he knew that the meeting was
[1:24:08]
tonight.
>> Well, any other questions,
[1:24:13]
» Dilton?
Okay, we can close the floor to the
[1:24:16]
council. Uh, any questions from the
audience? public comments
[1:24:22]
related to item three.
[1:24:27]
Very well. We'll close the floor to the
public. Back to item three. I can
[1:24:31]
entertain a motion if we're ready.
>> I make a motion that we approve
[1:24:39]
this particular one of the ordinance
1675 related to JZ 25pud
[1:24:45]
146. MA2 a zone change CS to RS3.
>> Second.
[1:24:52]
» Thank you, gentlemen. We have a proper
motion to second item three. Vote,
[1:24:55]
please.
>> Short,
[1:24:57]
» yes.
>> Emmens,
[1:24:59]
» yes.
>> Ael,
[1:25:00]
» yes.
>> Murray,
[1:25:01]
» yes.
>> Mayor Box,
[1:25:04]
» yes. We will skip the emergency clause.
Moving on to item five is a potential
[1:25:11]
executive session for the purpose of
conferring on matters pertaining to
[1:25:14]
economic development including the
transfer of property or the creation of
[1:25:18]
a proposal to entice a business to
locate within the city of Jinx. Need a
[1:25:22]
motion to enter. We're going to be
discussing a potential hotel project on
[1:25:26]
an out parcel uh next to the tulsa
premium outlet campus. Anybody would
[1:25:32]
like to have a motion to enter
>> second part to that too, right?
[1:25:40]
You want me to read the whole thing?
>> Uh, read all the reasons you're going
[1:25:43]
into executive session.
>> Okay. Okay. I thought I did. Um,
[1:25:48]
» oh, and excuse me, letter B. Discussing
the potential purchase of real property
[1:25:52]
located generally near the intersection
of Riverfront Drive and Aquarium Place.
[1:25:58]
Thank you, Mr. Macy. Need a motion for
executive session, please.
[1:26:01]
» Make a motion we go to potential
executive session.
[1:26:04]
» Second. Thank you. You have a proper
motion to second vote, please.
[1:26:07]
» Short,
>> yes.
[1:26:09]
» Emmens,
>> yes.
[1:26:10]
» Ael,
>> yes.
[1:26:11]
» Murray,
>> yes.
[1:26:12]
» Mayor Box,
>> yes. We'll be back. Thank you.
[1:26:20]
» Potentially.
>> Have to use the word potentially.
[2:17:15]
Council has returned from executive
session. No votes were cast. We're going
[2:17:19]
to move on to item number six,
consideration and appropriate action
[2:17:24]
relating to resolution number 887,
a resolution authorizing the Jinx
[2:17:29]
Economic Development Authority to assist
the city of Jinx in carrying out and
[2:17:34]
administering the Jinx River District
Economic Development Project Plan
[2:17:38]
adopted by the city, approving and
authorizing the execution of an economic
[2:17:43]
development agreement by and among the
authority the city and Sey A Ram
[2:17:48]
Holdings LLC ratifying and confirming an
economic development agreement buy and
[2:17:53]
among the authority the city and Tulsa
premium outlets and between the
[2:17:58]
authority and the city pertaining to
certain tax increment revenues approving
[2:18:02]
the use of assistance and development
financing and containing other
[2:18:06]
provisions relating there too subject to
approval of the city attorney as to the
[2:18:10]
final form.
Okay,
[2:18:14]
Nate, any comments for us or anything
else you'd like to add?
[2:18:18]
» Uh, yeah, just I mean very briefly, so
this is an agreement um Robert Patel's
[2:18:24]
group to build a dual branded I think
it's a Hampton Homewood by Hilton um
[2:18:31]
hotel uh have a restaurant bar in it. Uh
the proposed incentive would be 10 years
[2:18:40]
of the two cent sales tax tiff revenue.
Right now it's currently being allocated
[2:18:45]
to Simon Properties for the DPO uh
reimbursement.
[2:18:49]
They've consented to reallocating those
dollars to go towards this incentive and
[2:18:54]
then also half of the 5 cent hotel tax.
So 2 1.5 cents of the hotel tax um for a
[2:19:03]
period of 15 years. So 10 years for the
sales tax portion, 15 years for the
[2:19:08]
hotel tax period up to a maximum
reimbursement of 3,143,000.
[2:19:14]
Um it would cut off at at the end of
that time period if they've not made it
[2:19:18]
to that amount. Uh if they make it to
that amount earlier, then then that's
[2:19:22]
great. Uh some of the benefits that that
we see to this to the city with that is
[2:19:28]
uh in generating the additional sales
tax within the tiff district that also
[2:19:32]
provides uh access to matching funds
from the state. So you'd have a
[2:19:36]
corresponding amount of sales tax that
would be available for other tiff
[2:19:39]
projects. U the uh 5 cents of local
hotel tax that's generated is also
[2:19:45]
eligible for those matching funds. So
essentially you're having 2 1/2 cents
[2:19:51]
that's going towards an incentive and
you're generating 7 1/2 cents that's
[2:19:54]
going towards other tiff projects within
the city as well. And then you've also
[2:19:58]
got the advalorum value that would be
generated that would be going towards
[2:20:01]
the the Tulsa premium outlets u part of
it and and really then represents kind
[2:20:07]
of a an inertial building block uh to
have some things going on. He's
[2:20:12]
indicated he's prepared to move forward
very quickly. Um he's under the
[2:20:18]
agreement he'd be obligated to have a
building permit in hand by the end of
[2:20:22]
the fiscal year. So the end of June uh
anticipates about a 24-month build. So
[2:20:27]
he'd be obligated to complete the
project no later than the end of 2028.
[2:20:31]
But based on his timeline hopefully
maybe spring of 2028 he'd be in a
[2:20:35]
position to be open. So I'm I'm happy to
answer any other questions you might
[2:20:40]
have. But that's the
>> Thank you, sir. Any questions from Mr.
[2:20:44]
Emmens council any comments
[2:20:50]
Mr. Short?
>> Well, I think you know the the uh value
[2:20:55]
of having this project uh is is there
are several aspects in my opinion. Um
[2:21:02]
get some building going on the outlet
mall uh structure uh or or pad sites. I
[2:21:08]
think the um to to Nate's point the
inertia of that you know when we looked
[2:21:15]
at the projections the proforma numbers
the amount of occupancy that he would
[2:21:20]
have to maintain to obtain uh within the
the time period presented uh we would
[2:21:26]
have a a sizable occupancy which I think
would generate significant uh halo value
[2:21:34]
for the city of Jinx. There would be a
lot of human beings aggregating around
[2:21:38]
the outlet mall. Whatever we have uh in
and around the outlet mall, including
[2:21:43]
restaurants and other entertainment
venues, I think will benefit, including
[2:21:46]
the Oklahoma Aquarium. Um I think that
those added benefits um economically
[2:21:54]
make the maximum of 3.1 million um very
tolerable to to me in my opinion. Um I
[2:22:03]
think that um again, you know, if we hit
these numbers, uh the sales tax benefit
[2:22:10]
that we get out of the grant, the state
grant provides us additional operating
[2:22:15]
dollars that otherwise we uh would not
have. And so if we can stimulate uh the
[2:22:22]
development of the outlet mall, we can
further grow the the the sales tax
[2:22:28]
dollars that we're um enjoying right
now.
[2:22:33]
Thank you, Mr. Short. Any other comments
from council?
[2:22:38]
All right, you guys know where I stand
on this. I think the deal is a little
[2:22:41]
too lucrative, but I I also don't think
we're going to splitting hairs over a
[2:22:46]
couple hundred,000 if whatever the case
may be. So, um I agree with Mr. Short.
[2:22:51]
Given the circumstances and the fact
that we don't see any dirt moving over
[2:22:55]
there in the last year for reasons that
we're all familiar with, I think this
[2:22:58]
might be a pretty good move. And the key
thing for the public to know here is
[2:23:02]
that this performance is completely
incumbent on the hotel provider has to
[2:23:06]
perform to even to generate these
numbers and it's not to exceed. Um these
[2:23:11]
are very complicated agreements and most
people typically don't understand the
[2:23:15]
inner nature workings of the tiff let
alone something like this. But if you
[2:23:19]
have any questions feel free to reach
out to me or city staff and we can help
[2:23:23]
explain it. If there's no further
comments we are on item number six.
[2:23:30]
Make a motion to present item number
six, the resolution 887 as presented.
[2:23:36]
» Second.
>> Thank you. We have a proper that motion.
[2:23:38]
» Make a motion to approve.
>> I make a motion to approve the
[2:23:42]
resolution 887
as presented. Thank you.
[2:23:46]
» We have a second. Thank you. We have a
proper motion and a second item six.
[2:23:49]
Let's vote, please.
>> Short,
[2:23:51]
» yes.
>> Emmens,
[2:23:52]
» yes.
>> Ael,
[2:23:54]
» yes.
>> Murray,
[2:23:55]
» yes.
>> Mayor Box,
[2:23:57]
» yes, sir. Moving on to other business
item number one, Mr. Shrout, city
[2:24:00]
manager report.
>> Mayor and all members of council, the
[2:24:05]
uh month of October sales and use tax uh
check, the sales tax collection check
[2:24:11]
was 1% more than the same month last
year. Uh the use tax collection check
[2:24:17]
was 27% less than the same month last
year. The total sales and use tax check
[2:24:24]
combined for the month was 5 a.5% less
than last year, but overall through the
[2:24:29]
first four months of the fiscal year,
sales and use tax collections are 20%
[2:24:34]
higher than the than last year during
the same period. And for some context,
[2:24:41]
uh, every municipality in the Tulsa
metropolitan area had a decrease in
[2:24:46]
combined sales and use tax
year-over-year for the month of October.
[2:24:50]
Um and at our current 20% increase year
to date, uh we remain far ahead of all
[2:24:57]
other municipalities in the metro fiscal
year to date. So I think the the whole
[2:25:03]
metro saw a slowdown. Our sales tax was
actually up 1%. But the use tax, meaning
[2:25:09]
what people are purchasing online,
um that was down uh quite a lot at 27%.
[2:25:15]
And so I think um what we've seen both
at the aquarium and with uh use tax
[2:25:21]
probably since the summer is is a
slowdown in consumer spending uh in Jinx
[2:25:27]
and then there's been a slowdown in the
Tulsa metro area uh going back at least
[2:25:33]
6 months. So uh I think that we're doing
well. Uh I think that most
[2:25:38]
municipalities are down and and we're we
even had a 1% increase in sales tax. So,
[2:25:44]
um I think it's something that we'll
watch, but so far we have a pretty good
[2:25:48]
start being 20% up for the first four
months of the fiscal year. um at the
[2:25:54]
October 14th INCOG meeting, uh their
um
[2:26:01]
transportation improvement plan for 2024
to 2027 was approved, which included um
[2:26:07]
the $ 1.7 million federal surface
transportation block grant that we
[2:26:12]
received um for the utility relocation
from 111th to Main Street on Lwood. Uh
[2:26:19]
and so again, I think you know it's uh
we have we have obligated $420,000 to
[2:26:26]
that project and we received 1.7 million
in federal funds. And so um we've talked
[2:26:32]
about that before, but I think it's
another uh good time to bring up that
[2:26:36]
it's exciting. We get almost $2 million
from the feds to do that utility
[2:26:41]
relocation on Elwood. Um, the Oklahoma
Department of Transportation Main Street
[2:26:47]
Bridge prevent preventative maintenance
project is now complete and we are uh
[2:26:53]
thankful that it was completed in a
timely fashion and we uh thank everyone
[2:26:58]
for their patience uh since this started
about 2 weeks after school began. Um,
[2:27:04]
but it is now complete. uh the Elm
Street project. The contractor is
[2:27:08]
continuing to install the water lines
across 116th Street and um all of the
[2:27:14]
soding at 121st and Elm is complete.
Fire station number one is nearing
[2:27:20]
completion. Uh the contractor is working
to install the remaining sod landscaping
[2:27:25]
and irrigation.
The final painting of the interior of
[2:27:29]
the building is well underway and we
anticipate that the fire station will be
[2:27:34]
operational in December or January of
this year. We also have an apparatus
[2:27:40]
that the chief and um some members of
his team are up in Wisconsin right now
[2:27:46]
inspecting and that will come down and
uh be inspected then onsite here in
[2:27:52]
Jinx. And we expect that that will be
put into service about the same time
[2:27:57]
that the fire station will have its
grand opening. And we're going to have
[2:28:01]
some sort of push-in ceremony for the
apparatus and uh ribbon cutting for the
[2:28:06]
fire station.
Upcoming events, we have Veterans Day on
[2:28:11]
Tuesday, November 11th. City Hall will
be closed. I believe there is a on
[2:28:15]
November 9th, mayor, a Veterans Day
dinner,
[2:28:20]
» second annual. Um,
city hall will be closed uh on
[2:28:25]
Thanksgiving for the Thanksgiving
holiday, November 27th and 28th. And
[2:28:29]
then the Jinx public schools legislative
lunchon is Friday, December 2nd from
[2:28:35]
11:30 to 1 at the math and science
building on the third floor. If you
[2:28:40]
would like to attend that, you can let
Sarah Tacmill know and she will get you
[2:28:43]
registered. If you have any other
questions, I'd be happy to answer them.
[2:28:48]
» Thank you, sir. I might add, I'd like to
make a recommendation. I hope the
[2:28:52]
council and staff will support this
recommendation. The city of Bixby just
[2:28:57]
like we do. This entire meeting is um
made public on YouTube or Facebook or
[2:29:02]
whatever. But what they do that I think
is really cool is they take they edit
[2:29:07]
the city manager report and make it a
separate video. It's gotten a lot of
[2:29:10]
good feedback because some people don't
want to sit and wait through the
[2:29:14]
executive session or even necessarily
hear how we're voting. They want to hear
[2:29:17]
the city manager report. I would like to
suggest and propose that we take that
[2:29:22]
snippet from every meeting and make it a
separate uh video that we can publicize
[2:29:26]
so people can get those highle updates.
>> We will do that.
[2:29:30]
» Thank you. Um Shrout's correct. So,
Sunday is our second annual Veterans Day
[2:29:34]
dinner. Appreciate the city of Jinx for
uh being very willing to help support
[2:29:38]
that, at least with the food. This
Saturday at 11:00 a.m. at Veterans Park,
[2:29:44]
we have our third annual, I think,
National Salute Ceremony. It's very
[2:29:48]
short. It's 30 minutes. So, if you're a
veteran or member of the veteran
[2:29:52]
community or just like to get out and
love to visit [clears throat] Veterans
[2:29:55]
Park, we'd love to see you there. And as
said, it's a short ceremony, no more
[2:29:59]
than 30 minutes. Um,
and uh, if you're interested, um, one of
[2:30:06]
the candidates for Lieutenant Governor,
Cindy Bird, who's your current state
[2:30:09]
auditor, she will be at Sheila Anne's
peticissery
[2:30:15]
Thursday
from 4 to roughly 6:00, 4:30ish to
[2:30:21]
roughly 6:00. So, if you haven't been to
Sheila's place, well, you should just go
[2:30:25]
anyway. And if you want to meet a really
nice lady who's powerhouse woman who's
[2:30:30]
going to be asking you for your support
and your vote, you can go meet her uh
[2:30:34]
over at Sheila's place. So we encourage
you guys to come by and see her and have
[2:30:38]
had a number of discussions. Most of the
gubanatorial candidates and lieutenant
[2:30:42]
governors do plan on stopping in Jinx at
some point. So we should have an
[2:30:46]
opportunity to allow the public to meet
them. So I'll go ahead and say I'm done.
[2:30:51]
Thank you for having me back. Any
comments from council before we close
[2:30:54]
city council? Okay, seeing that there's
none, the time is 7:33, we'll call the
[2:31:00]
city council meeting adjourned.
[2:31:05]

nonprofits to uh related to just that
topic. So, it's nice to have some
[2:32:01]
finality to that sometime soon. Mr.
Shroud, anything else to add to your
[2:32:05]
general man's report?
>> No, sir. You have the engineering
[2:32:08]
projects, street improvements, city
facilities, and commercial projects, as
[2:32:12]
well as subdivision projects in your
packet.
[2:32:14]
» Thank you. And I'm sure councelor Abel
will be happy to translate all those
[2:32:17]
engineering updates in a couple of days
and put them out on social media
[2:32:21]
if you'd like. Always you can send them
to me and I'll copy and paste them if
[2:32:25]
you'd like. Thank you, sir. The time is
7:35 p.m. Jinx Public Works Authority
[2:32:29]
meeting is adjourned
and we will move on to
[2:32:35]
our last meeting of the evening is a
special meeting of the Jinx Economic
[2:32:38]

[2:32:56]
earlier. So, if there's any questions,
let's do that now. If not, we can
[2:33:00]
entertain a motion.

[2:33:18]
Last call from council. Questions,
comments?
[2:33:22]
» Very well. Thank you. The time is 7:36.
We are adjourned. Have a wonderful
[2:33:27]
evening.
[2:33:31]
Is there a fence there?
