and that's when you have a chance to

They said that they asked
multiple times. Do you want to call in

backup? We'll bring out tankers. Makes
told them no. We're waiting for the tank

for the tower to fill.
We are trying to take care of the people

here. I understand we want to try to do
it ourselves, but sometimes you got to
[7:31]
do what you got to do.
So, I don't I don't know what we're
[7:37]
doing for training anymore. I used to be
on it. I know what we used to do. Does

everybody have to be certified that's on
the fire department on the volatic? No,
[7:47]
nobody has to be certified. You got to
be okay by the chief. And does the chief

got to be certified? Does the chief need

doesn't have to be. It's a volunteer
system. To my understanding with other

volunteer fire departments, we have been
invited. Not we. The fire department has

been invited multiple times for free
training and no one from the heart

showed up.
To me, that's unjustifiable. Even if
[8:20]
just one person went, they could bring
it back and share that with the rest of
[8:25]
the department.
So I guess my next question is are what
[8:31]
are we doing to
for our training just blowing out
[8:37]
whistles or what are we doing for
training? Not doing that
[8:43]
and nobody can do it because they got
this.

Another problem is half of our fire
hydrants are buried in the ground. And
[8:53]
if there's a fire, they have to go and
uny them like they did with Mr. Adair's
[8:59]
fire. They had to dig that fire hydrant
out in order to access it. That

shouldn't be right. Somebody needs to be
doing maintenance, doing maintenance on
[9:10]
them.

minutes and then went running in the

they didn't drain it. We did not lose

pressure on our tower at all. Cuz if we
had them, you'd had a boil order. You

I even called Larry Tony, who is our

she has she's been our assistant for
quite a while. Yeah. You call up here

and she's like, "I don't know. You'll
have to wait till Michelle gets back." I

the lagoons because it is very they have

upgrade our lip stations and we've had

the whole entire town. I cannot remember
the dollar amount. The sewer stations is
[30:50]
1.5 million. Kansas Water Office gave us
a grant for 750,000.

We got approved for a loan through KDHE.
However, before we can touch that loan
[31:03]
to pay for them, KDHE is saying your
sewer rates need to be at this amount or
[31:09]
you cannot have that money. Yeah. You
guys keep moving around accounts like
[31:13]
this many.
All we do is monthly transfers. We move
[31:17]
the sewer reserve fund over to a
separate bank. And that's something this
[31:21]
mayor started. They never did that in
the past and it was all the money was in
[31:24]
one working fund and they just spent it
wherever they wanted to. We've got
[31:28]
several separate accounts that can't be
touched unless it's just for sewer or
[31:33]
for electric or for water. We've got
separate accounts for all that stuff.
[31:37]
It's going to take us forever to get
that done. No. No. Hopefully not. We
[31:42]
will. The loan with that we have, we
will start once we activate that loan,
[31:47]
we will start making payments on it. And
it's a 20-year loan. I We all live here.

to pay what we're paying now. But in

order to fix our issues, we've had an
employee that put in Daniel 70 hours

last week babysitting two lift stations.

lift stations don't get fixed and we got

taxes would property tax 12 or 13%. My

about a cost on that.

I met a couple weeks ago with Nate,
Carolyn, and Michelle to talk about um
[39:23]
CDBG grants that would basically pull up
the tile floors. There are some girl
[39:30]
that are loose, kind of a safety hazard,
and replace that with like CET flooring.
[39:36]
We also talked about adding in um
automatic door openers for the cap
[39:41]
accessibility for the entrance and the
entrance to the gymnasium.
[39:46]
Um and we we kind of talked about some
of the requirements because CDBG has a
[39:51]
lot of different kinds of requirements
to it. Um you guys went through that
[39:55]
process several years ago. Um that was
before my time. Oh, and I guess I should
[40:00]
introduce myself by the way. Sorry. I'm
Vicki with Thrive County. Um, I'm a
[40:05]
grant writer and I also brought Jessica
Thompson who's our deputy director
[40:09]
because she answered any questions I
don't know. So, so sorry about that. Um,
[40:15]
anyway, we kind of talked about it and
uh since we met, a couple things came up
[40:22]
that that uh they thought that I should
probably talk to you guys as a group
[40:26]
about. Um, the main thing there's a
couple things that need to happen before
[40:31]
we can submit an application. One is you
need to fill out a preliminary
[40:36]
application online. And I think I I said
um you know, it's pretty simple. It asks
[40:42]
a few questions about what are you
doing, why are you doing it, you know,
[40:45]
pretty simple answers, but if you need
help with that, we're more than help
[40:50]
happy to kind of walk you through that
process and and and kind of answer some
[40:53]
of those questions for you. Um the other
thing that you will need is a public
[40:59]
hearing. Um, and we were going to do
that tonight, but then we found out
[41:04]
something else that kind of delayed it.
So, uh, that's again a pretty simple
[41:08]
process. It's just a matter of, um, you
know, just just kind of letting the city
[41:13]
know, the residents know what you're
doing and why, and they can discuss it,
[41:17]
um, at that time. Does it require
publication though? Yes. Okay. Yes.
[41:22]

Um, so the big thing, the reason why I'm
[41:26]
kind of here is um, you guys had quotes
for this work and um, and I even
[41:33]
calculated it uh, total. Oh, there's
also a 10% match from the city and you
[41:39]
also will need to kind of hire a grant
administrator. Thrive doesn't do that,
[41:42]
but again, we can help you with that
process to do that. And they'll charge
[41:46]
generally charge a fee of about 10% to
10 to 12 and a half%. And um, that'll
[41:52]
have to be bid. So hopefully it'll be
10% because they'll be competitive,
[41:56]
right? So um but the estimates that you
had for that came up to be about
[42:03]
$65,000.
So it's not going to be a huge project
[42:08]
hopefully. And this is for a smaller
project. That's what this this CDEG is
[42:13]
designed for. The problem is that um
unfortunately we can't use the bids that
[42:18]
you got. So, they require a preliminary
engineering or architectural report um
[42:25]
by a licensed professional engineer or
architect before the application be
[42:29]
submitted. And that's how you'll get
kind of the cost estimate as they'll
[42:33]
look at it all and kind of tell you
here's kind of what we think it'll cost.
[42:37]
And then if you're move forward with the
process, if you get the award, then put
[42:42]
it out for bid. The problem is if you
use the bids you got as that that
[42:48]
estimate, those people those companies
can't do the work. There's a a
[42:54]
restriction that they have on that. Um
and
[42:59]
and then that cost I did message um the
guy with the department of commerce and
[43:05]
that cost can be included as your
matching funds or part of the grant
[43:10]
application in the end. Um, another
thing that you will need to pay for is
[43:17]
an environmental review, but that can be
done after the grant award. Um, you just
[43:22]
have to fill out a form that says, "Hey,
you will do this if awarded the funds."
[43:26]
So, and that, you know, that is
something the city does have to pay for
[43:31]
with local funds, but the other one can
be part of the grant. Um so I think
[43:37]
those are pretty much that pretty much
catches us up in uh information as to
[43:42]
where we are. So pretty much um to move
forward we'll need the uh preliminary
[43:49]
engineering and architectural report
that will give us a cost estimate that
[43:53]
we can use for the public hearing. And
hopefully if we can get that all done um
[43:59]
the sooner the better. So hopefully we
could have maybe the public hearing in
[44:03]
July. And is that in that engineering or
architecture? It's either or. It's just
[44:11]
basically a cost estimate. Yeah, they're
basically it says that they will um
[44:18]
uh analyze the need, determine the most
appropriate solution alternatives and
[44:22]
provide. There's no engineering study or
anything. Okay. Okay. So maybe an
[44:26]
estimator. Yeah. Yeah. It shouldn't be
too big of a deal hopefully. But So, um,
[44:33]
do you guys have anybody anybody you
use? I mean, I'm assuming BG Consultants
[44:39]
can do that work. Yeah, BG Consultants
or or um some other architecture firm
[44:46]

work for the Iola housing authority when
[45:38]
they were redoing a lot of stuff. He's
done work for Humble. He's done work
[45:43]
for
just he's done a lot of work over here
[45:47]
and he kind of caters to smaller
communities like this. So

and he's an AIA certified architect. So
he would fit the bill. Okay. Got it.

deadline is November, but I believe it's

serve. So once the funds are out there

you can't apply for one until you're

I mean, why would I want to pay $40 some

dollars just to my water my garden

out of my meter? To me, if the lot's
vacant and the meter's already on there

and it's val or
go back and put an ordinance in there

and make an ordinance and if you have a
vacant lot, this is what we charge you.

And if you don't have vacant lot, this
is what we charge you. We can go with
[53:46]
that route, too. We can do an ordinance
for the vacant launch with the meters on
[53:50]
it just for the garden or we can do none
or we can do it the way we're doing it
[53:55]
now. There's another option. You got
options to these ideas. Well, that's why
[54:00]
most of them are shut off, right? Cuz
they don't want to pay the sewer. But if
[54:03]
you come up with say like an ordinance
like Fred suggested like or we could do
[54:08]
say, "Hey, this is what we're charging
you for the baking with the on
[54:16]
So keep in mind the more restrictions we
have.

This is a we're we're coming up with the
solution. Well, see a lot of them the
[54:25]
problem was the mine was on their house
too and they didn't want to put in a
[54:30]
separate meter.
They all had they all had separate
[54:34]
meters. They all had with a separate
meter and when they didn't do this they
[54:38]
would have to pay for two meter charge
meter. But they had to
[54:43]
regardless of whether they wanted to or
not. To follow up with what Angela was
[54:47]
saying is if you created a a new
category of water consumer
[54:54]
that is only available for a vacant pot
with a outside hy with a hydrant and a
[55:01]
separate meter where they would pay the
applicable water rate and the meter
[55:06]
charge.
It's a new user. It's a new consumer and
[55:10]
it's more volume that you're selling,
[55:17]
right? And and you wouldn't have to have
people come all the time for asking for
[55:22]
and then if you want to see the
property, then you know, you're more
[55:25]
than welcome to be like, "Okay, that one
has, you know, go by." And then you
[55:31]
probably need to address too that it was
a vacant lot, but they decide they want
[55:34]
water on it.
Who's going to pay for putting that in?

he was run in a really tight chip, but

he still sits. But anyway, in talking
with him just on the phone and setting
[1:04:04]
up this meeting, he seems receptive. new
sheriff in town. Your situation's
[1:04:10]
different. I would like to just
be have your blessing, I guess, to go
[1:04:17]
see if there's something that we could
work out. If the answer is no, you're no
[1:04:21]
worse off. But the problem here is
finding a quality person for a part-time
[1:04:28]
job.
Um, secondly, keeping them

and the
uncertainty of what that budget item is
[1:04:39]
going to require. I mean, it gets out of
hand as I think we've experienced

and not having the the personnel issues,
not having the all the associated costs.

and get a true picture of what it costs
[1:04:57]
the city to hire somebody. I don't know,
but like I I think probably our
[1:05:02]
insurance goes up from a liability
standpoint because law enforcement
[1:05:08]
that wouldn't be the case. Your share of
FICA, your health insurance, um
[1:05:12]
retirement, retirement, the Yeah. caper,
the certifications, the training, the
[1:05:20]
ammo for the firing. If we could strike
a deal that says we'll pay X number of
[1:05:26]
dollars. this is what we want as we know
we're going to have coverage these
[1:05:31]
times. These are the other times we
would like coverage and you're going to
[1:05:35]
be on call for when we need you, you
know, if if there's a situation, right?
[1:05:41]
The thing about
having law enforcement, if you don't
[1:05:44]
have 24/7,
they're going to they're going to break
[1:05:47]
the law when no one's here. That's just
that's
[1:05:51]
the way it is. And so if you don't have
somebody here, you're not going to get
[1:05:55]
somebody a ticket. But if but if there's
a regularity to it and then also a
[1:06:00]
randomness to it, at least people know
there's there's a law enforcement
[1:06:06]
element in town. And with what I think
we could offer, I think he could supply
[1:06:13]
that and probably help his department a
little bit too because it would give him
[1:06:19]
more manpower to supplement other
things.

out, but I would I don't want to go in

like the traffic violations would go

to send somebody over here for court

to do those anymore. I don't know what

we've gone unreimbured for jail fees. I
know we don't always collect those back

cuz when people don't pay, they don't
pay. We don't have that anymore. That's

all in the county. Not only that, if the
judge does issue a warrant, there's a
[1:07:31]
possibility we won't have the the
individual brought out here because
[1:07:35]
they're not there to transport back and
forth. I just had that phone call and I

well, you call the sheriff. We worked it

and it worked out okay, but it was still

a bit of a beg to get somebody here for
court, which was um,

nice to have. Let's just say that. It's
got to be better than not having to cop.

know, small towns can't afford it. You

works, I'm tempted to pick up the phone

short distance there would be a good
