[11:22] ongoing analysis, the lpr
[11:26] program. The movement of this
[11:26] item will not impact the
[11:28] presentation of the annual
[11:30] report within the designated
[11:32] period. It will also not
[11:33] impact impact the department

[11:41] forth discussions with opd
[11:42] colleagues, does that make

[12:15] identifying potential people
[12:17] of interest and also assist in
[12:20] our community and the victims
[12:21] of crime. We have utilized are
[12:22] unmanned aerial system which
[12:25] are drones. Forensic logic,
[12:27] cop link crime, tracer pen
[12:31] registers so bright to assist
[12:33] us greatly in our
[12:34] investigations. I know
[12:37] everybody has had a chance to
[12:38] review these annual reports
[12:40] and we can go and death in
[12:42] each one. If you would like,
[12:43] we can go through each one and
[12:43] if their specific questions, I
[12:46] can answer them to make it
[12:47] easier because I do want to
[12:48] answer question that you might
[13:00] already have or I think does
[13:01] that people's there we go.

[13:09] technologies for everybody in

[13:18] we have is our unmanned aerial
[13:21] system better known as drones
[13:24] that have says it greatly and
[13:25] our department, these drones
[13:30] are program began in 2020 2
[13:37] and we have deployed in 2025.
[13:38] 131 incident spread we
[13:42] present. I'm sorry. It says
[13:43] 130 times that it's actually
[13:44] 131 and I clarified that with
[13:45] the prize. The Privacy
[13:48] Advisory Commission already,
[13:49] but the drones have assisted
[13:49] us greatly in being able to
[13:52] provide real-time
[13:56] intelligence. Give us unknown
[13:57] unknown, have information
[13:58] where we can't see and also be
[14:02] deployed and be able to give
[14:05] better response time. So if
[14:06] there's an incidents where a
[14:06] suspect flees from a singles
[14:10] into a yard, we can deploy
[14:12] drone. Give us some real time
[14:14] intelligence just so we don't
[14:16] send officers in there. So it
[14:19] mitigates uses of force. Is
[14:20] this real time intelligence
[14:21] and also assist us in being
[14:24] able to get that person safely
[14:24] out and for officers to safely
[14:30] take that person into custody.
[14:31] I provided several incidents
[14:34] in where they have assisted
[14:36] us. I through 10 different
[14:38] types of incidents that we've
[14:39] had. But as you can see on
[14:44] pages, 8. 9 and these were
[14:47] incidents that were. Very
[14:50] dangerous are barricaded
[14:52] suspects. There are specific
[14:53] incidents where people are
[14:56] armed with firearms and all of
[14:58] these incidents resulted in
[15:02] the safe apprehension of armed
[15:03] suspects and also the
[15:08] mitigation of uses of force.
[15:12] We do have our flare, which is
[15:13] our forward looking infrared.
[15:13] We do have somebody here from
[15:16] artist, which is our air
[15:17] support unit. This technology
[15:18] was not used in the past year.
[15:21] And I believe it's also
[15:21] outdated. So there's not much
[15:22] to report on that.
[15:28] Unfortunately.
[15:42] The next one is our live
[15:44] stream transmitter feet where
[15:48] we utilize that for protests.
[15:49] We did not play that again in
[15:50] 2025, as you can see in the
[15:55] annual report. The next thing
[15:58] is our mobile forensic
[16:00] extraction device basically,
[16:03] this mobile forensic
[16:03] extraction device. It's
[16:04] basically told, used to
[16:06] extract data from seized
[16:08] mobile phones and tablets. So
[16:09] it performs a one-time that
[16:12] extraction doesn't conduct
[16:14] live surveillance. You can see
[16:15] that we extract its 730
[16:23] devices. 5 are related to
[16:24] internal administrative opd
[16:25] searches and 733 were related
[16:28] to criminal investigations. I
[16:29] know one of things that has
[16:30] been brought to our attention
[16:32] is making sure that we look at
[16:34] outside potential different
[16:35] vendors. I can tell you that
[16:37] we have been testing 2
[16:40] different than vendors. I'm
[16:41] not gonna specifically
[16:42] mentioned those names of those
[16:44] vendors, but one of the
[16:47] vendors has had a 3% success
[16:48] rate. The other one has had a
[16:52] 62% success rate. While our
[16:53] current so bright has had a
[17:00] 95% success rate. And again,
[17:02] these are a device that we
[17:06] utilize in assisting us in
[17:07] violent crimes. So if there is
[17:09] a homicide, a robbery, a home
[17:12] invasion robbery, a sexual
[17:14] assault, somebody who is being
[17:16] place than victimized on our
[17:17] streets for prostitution
[17:19] activity. And we're looking
[17:22] for camps. These device that
[17:24] we utilize to assist in our
[17:25] investigations. And they've
[17:28] been extremely helpful. The
[17:31] other system we have is a pen
[17:32] register system. And that's
[17:34] basically it real-time
[17:35] surveillance tool that reports
[17:36] meta information about ongoing
[17:37] and incoming phone
[17:39] communications such as
[17:41] outnumbers time stance and
[17:43] called frequency. It doesn't
[17:43] capture the content of
[17:44] communication, which is really
[17:47] important for me understand.
[17:49] We currently utilize that
[17:50] gladiator pin register system
[17:51] to receive in analyze this
[17:53] data at we utilize that that
[17:58] at 86 times last year. 47
[18:00] separate investigations and we
[18:00] have team search warrants for
[18:03] all for 80 of 86 installations
[18:05] and 6 of those installations
[18:07] were conducted certain
[18:09] circumstances. And the
[18:12] majority work, violent crime,
[18:16] 6 of the uses occurred in 2
[18:17] incidents. One was where a
[18:18] suspect ambushed inside and
[18:20] shot at uniform. Officers and
[18:21] the other one with a threat of
[18:30] a potential school shooting.
[18:32] And then lastly is crime.
[18:34] Tracer formally known as cop
[18:35] logic, basically just to make
[18:39] it easier to kind of look at
[18:40] Google platform that of a
[18:41] system where it's just us is
[18:42] somewhat of a one-stop shop
[18:46] that assist us and being able
[18:47] to research and look for a
[18:48] cross law enforcement records
[18:50] for calls for service field
[18:53] interviews, arrest and booking
[18:55] records in citations and
[18:56] police reports it does not
[18:56] contain any automated license
[18:59] plate reader system and has
[19:01] discussed and was discussed at
[19:03] the Privacy Privacy Advisory
[19:04] Commission. And I believe also
[19:05] passed a public safety and
[19:07] city council is we are moving
[19:11] forward towards peregrine a
[19:11] different database system
[19:12] which is similar stills,
[19:14] similar to a Google platform.
[19:18] But basically it is cities
[19:19] across the Bay Area have now
[19:22] moved away from prying tracer
[19:25] and have gone to peregrine.
[19:26] Additionally, there's a better
[19:27] auditing system on peregrine
[19:30] and we can also limit access
[19:31] and we can limit who sees this
[19:33] information in which shared
[19:35] with whereas cranked racing
[19:36] was kind of free for all
[19:36] anybody could have access to
[19:42] it. Basically, those are are
[19:46] surveillance annual reports.
[19:46] Again, whether we should
[19:48] continue the use of such
[19:50] technology. Oakland Police
[19:51] Department strongly urges you
[19:53] to obviously vote yes in a
[19:55] great This technology does
[19:58] assist us and assisting the
[19:58] victims of violent crimes but
[20:01] also helping to identify
[20:02] suspects committed these
[20:07] crimes. Thank you so much.

[20:51] we actually have a listed in
[20:52] sitting where the where we use
[20:54] that to facilitate identify
[20:55] the location of the
[20:56] individual, making the threat
[20:57] for school shootings. So you
[21:00] can obviously just considering
[21:04] the fact of how dangerous and
[21:04] just nationwide trying to
[21:05] prevent such incidents from
[21:06] occurring, how this can assist
[21:09] Greatly threats become real.
[21:09] And what about the shooting of
[21:13] at the officer? This one? We
[21:15] very we had some limited
[21:16] information and it's we're not
[21:17] talking too much about it, we
[21:18] did apply it. And it did
[21:21] assistance in the
[21:22] investigation. Okay, lasting.

[21:25] vendors. I know you said you
[21:26] could mention their names was
[21:27] the percentage, the 2

[22:33] drone, each commander will
[22:34] identify the incident and
[22:36] determine whether or not a
[22:36] drone is still needed to just
[22:39] because we have this
[22:40] technology doesn't mean that
[22:41] we deployed every single time.
[22:44] We look at a case by case
[22:45] thank you because I talked to
[22:46] the county need to is working
[22:46] perfectly, but the sheriff's
[22:48] department, thank you. Council

[23:03] year. What progress the
[23:07] department is making on like
[23:10] the training like the drone
[23:10] teams because I guess I'm
[23:12] curious if that actually is
[23:14] contributing to like the the
[23:17] lack of usage. So currently
[23:18] right now, I believe the top
[23:22] of my head, we have 20 faa
[23:26] 107, certified pilots a We
[23:27] also have them. So every these
[23:28] are ancillary positions. So
[23:31] it's not full time positions.
[23:33] So a lot of these officers are
[23:34] working different assignments.
[23:38] Whether you're patrol
[23:40] investigations working in
[23:43] cease-fire, working in special
[23:45] resources section for
[23:46] obviously assignments. So
[23:47] whenever they're very for a
[23:47] call for service, if someone
[23:49] is not there, they're trying
[23:52] to respond to that location.
[23:53] The other thing we have is
[23:56] that our drones are depleting
[23:56] in a sense is the same drones
[23:58] that we've had since 2022,
[24:03] these drones were donated to
[24:04] us, but love the community So
[24:05] we had to separate donations
[24:08] totaling $100,000. And these
[24:08] are the Saint John's we've had
[24:11] since 2022. So are also being
[24:13] cautious, too. And when we and
[24:14] how many times we use it, just
[24:19] like anything else. It is a
[24:21] car in a break. So fortunately
[24:25] for my for for me, I have some
[24:26] intelligent people our teams
[24:27] are able to also become
[24:28] mechanics and try to fix the
[24:30] drones themselves as little
[24:31] parts break. So it is a
[24:35] depleting resources far as
[24:37] mechanical and also
[24:39] financially. So we are looking
[24:40] at other ways to purchase new
[24:41] drones which are working on
[24:43] right now. But that's mainly
[24:47] the biggest issue right now.

[24:56] we've had to purchase
[24:56] additional batteries and the
[24:58] drones we have are from 2022.

[25:06] batteries are extremely
[25:07] outdated and they're not
[25:08] lasting as long as they
[25:11] normally do. So the charges
[25:12] are holding as long as they
[25:14] are. So they're constantly
[25:14] having to purchase new new a
[25:16] new batteries if that makes
[25:19] sense. Yeah, absolutely. And
[25:21] then my next question had a
[25:23] little bit you with the data
[25:25] around like the celebrate
[25:27] usage. And I just wanted to
[25:28] confirm that in order to use
[25:32] the celebrate technology, it
[25:33] actually requires a a warrant.

[27:22] encourage a surveillance
[27:23] state. These drones and
[27:24] cameras only act as a Band-Aid
[27:27] solution to sources of crime.
[27:29] My thoughts research and by
[27:31] your admission, the so-called
[27:31] benefited between 10 and 20%
[27:35] for usage in completed cases.
[27:35] This statistic does not

[57:03] nobody had any concerns about
[57:05] flock when they ram this
[57:06] through the Alameda County
[57:07] Board of Supervisors and
[57:08] several public commenters
[57:16] called them out for line. So
[57:19] one of the one of the big that
[57:24] is a big challenge. Is when we
[57:25] have evacuation procedures and
[57:30] it involves all students. Usd
[57:32] is not a neighborhood school
[57:32] district. It is a choice
[57:35] district. We have children
[57:38] scattered throughout the city.
[57:40] And that's going to be more
[57:41] challenging the neighborhoods
[57:42] when I lived in New Orleans
[57:44] and we had an emergency
[57:45] parents will call and he would
[57:47] run to come pick up the kids.
[57:52] Can't do that. 7 the larger
[57:53] percent all children are
[57:54] spread throughout the city.
[57:55] What happens to those
[57:57] children? When they separated
[58:01] from their parents? And we
[58:02] have to do something to
[58:03] protect them house and get
[58:04] them back home. This
[58:10] challenging Skyline. 1400
[58:11] students, no evacuation
[58:16] process. In place except to
[58:16] shelter in place on the
[58:17] football field. In the case of

[59:52] the mutual aid comes to
[59:55] Oakland versus when the city
[59:56] of Oakland supporting our
[1:00:03] neighboring jurisdictions.
[1:00:04] There's a mutual aid agreement
[1:00:05] fire and police. And this is
[1:00:08] not part of that. This for
[1:00:09] emergency services for
[1:00:10] planning response and recovery
[1:00:16] purposes. Only. This board.
[1:00:18] They on a county into 2 was
[1:00:22] created after the 1991 Oakland
[1:00:23] And this is in the California
[1:00:28] code. To ensure that we all
[1:00:30] agencies in Alameda County,
[1:00:32] both government, not a
[1:00:33] government and non-profit and
[1:00:35] special districts that we all
[1:00:37] have a way to coordinate with
[1:00:39] each other to create a mutual
[1:00:42] trainings and exercises which
[1:00:42] enhance our capacity to
[1:00:47] respond. And according to
[1:00:47] Sam's the standardized
[1:00:50] emergency management System
[1:00:54] and National Incident Command
[1:00:55] system, the way people work.
[1:00:57] The disaster is always local.
[1:00:58] It starts in in the
[1:01:01] jurisdictions in this case say
[1:01:02] Oakland, then once we lost our
[1:01:05] resources in Oakland in all or
[1:01:06] some capacity, then it goes to
[1:01:08] the operational area, which
[1:01:10] for us is the county. And that
[1:01:12] is what is stop is established
[1:01:12] by the California code
[1:01:17] following the 91 opened fire.
[1:01:18] If the county is out of
[1:01:20] resources can no longer
[1:01:23] support us, then it goes to
[1:01:23] the region and then the state
[1:01:24] and then federal. So that's
[1:01:28] the progression of response
[1:01:31] being closely connected to the
[1:01:33] Alameda County ensures that we
[1:01:36] as all cities get support one
[1:01:37] another if we are affected
[1:01:39] than others and not them, the
[1:01:40] resources can come from them
[1:01:41] through the Alameda County
[1:01:43] Coordination. So that's an
[1:01:44] important part of this
[1:01:47] partnership. Plus, training
[1:01:47] and less exercise because no
[1:01:49] one jurisdiction has the
[1:01:52] capacity or the finances to
[1:01:54] create enough trainings and
[1:01:56] exercises to train city staff
[1:01:57] to train our partners in
[1:02:00] church community. Okay. Great.
[1:02:01] So that's a helpful
[1:02:03] clarification. So this is
[1:02:04] really pertaining to natural
[1:02:06] disaster. Planning it. It
[1:02:07] sounds like not so much mutual
[1:02:10] aid as it pertains to either
[1:02:11] law enforcement Okay. That's
[1:02:12] that's a separate issue
[1:02:15] altogether. Different code.
[1:02:17] Okay. So you know, this
[1:02:18] pertains to preparedness
[1:02:20] reminisce response, recovery
[1:02:22] and mitigation. So we all work
[1:02:25] together to ensure our
[1:02:25] collective reading is not just
[1:02:27] for natural disasters, manmade
[1:02:30] as Cyber attack that we've
[1:02:33] spent a couple of years We
[1:02:34] were we had were heavily
[1:02:36] relying on the county and also
[1:02:37] I think jurisdictional
[1:02:38] experience with similar tax to
[1:02:39] ensure that we take the right
[1:02:40] steps. And employee right
[1:02:43] partnerships. Okay. Great one

[1:02:52] coordinating of like the text

[1:03:02] deplore a campaign for a
[1:03:04] sailor which stands for
[1:03:06] Alameda County alerting System
[1:03:08] many of such tools are
[1:03:10] available through the county
[1:03:10] because again, the
[1:03:11] municipalities don't have the
[1:03:14] resources to buy platforms and
[1:03:16] so forth and So we do have a
[1:03:17] see a lurch in the city of
[1:03:20] Oakland. We have 2 levels.
[1:03:22] It's an opt in system. So
[1:03:24] people have to sign We have
[1:03:25] one that is specific to the
[1:03:27] city of Oakland when we have
[1:03:29] something that is important to
[1:03:32] staff based on location or an
[1:03:33] incident. And then we also
[1:03:35] have a resident alert. And in
[1:03:36] fact, those who were signed up
[1:03:40] for a sailor on JULY 4 prior
[1:03:43] to JULY 4th, prior to JULY,
[1:03:44] 3rd would have received 2
[1:03:45] alerts indicating the street
[1:03:47] closures for JULY 4th
[1:03:49] celebrations any other
[1:03:49] important information that
[1:03:52] needed to be distributed show
[1:03:54] our residents and our visitors
[1:03:54] knew where when and how to get
[1:03:57] around the city. So we do
[1:04:00] deploy ac alert regularly,
[1:04:02] both for internal staff for
[1:04:05] things that matter to
[1:04:07] particular department and to
[1:04:08] our residents when it doesn't
[1:04:08] have to be disaster. JULY 4th
[1:04:11] with a celebration. That's
[1:04:11] good to know. Thank you.

[1:04:22] management kind of protocol

[1:04:31] it also requires, as you
[1:04:33] mention, you know, working
[1:04:35] across all of our governmental
[1:04:38] systems, right to ensure its
[1:04:41] success. So my question is one
[1:04:43] of can you just at a high
[1:04:45] level, maybe share with me
[1:04:46] given that we're going to
[1:04:50] enter into a contract that
[1:04:50] that is about, you know, a
[1:04:53] years long, pretty lengthy. He
[1:04:54] walked me through, like what
[1:04:57] are some of the court nation
[1:04:57] efforts that will that will
[1:05:01] kind of take place to ensure
[1:05:02] you know, just continued
[1:05:05] coordination like either, you
[1:05:06] know, 6 months check, ins are
[1:05:08] like what? What is the how how
[1:05:11] is the relationship like
[1:05:11] genuinely maintained?
[1:05:13] Absolutely. Is a question.

[1:05:16] agreement is between as the
[1:05:17] city of Oakland and Alameda
[1:05:20] County in every other
[1:05:22] jurisdiction, governments
[1:05:23] government, non-profit special
[1:05:25] districts also entering into
[1:05:26] this agreement on their
[1:05:31] behalf. So So what happens is
[1:05:32] we need quarterly and by we I
[1:05:33] don't mean that certainly I
[1:05:34] go. But somebody from it will
[1:05:37] go to the quarterly meetings.
[1:05:40] We also have a monthly Check
[1:05:41] just with the government
[1:05:41] entities. So that's
[1:05:45] specialized for government. We
[1:05:47] have joint training
[1:05:48] opportunities several times a
[1:05:49] year. A little bit hard to
[1:05:51] quantify. Sometimes it's
[1:05:52] months. And then sometimes
[1:05:53] it's every other month. You
[1:05:56] know, that sort of probably
[1:05:59] have about dozen training
[1:06:02] opportunities a year just our
[1:06:04] counties. Alameda County's who
[1:06:05] takes that on who runs the the
[1:06:07] expense organization of it and
[1:06:07] all of it for for us to take
[1:06:14] advantage of it. We also
[1:06:16] multiple exercises a years
[1:06:17] some big, some small. What
[1:06:19] also the county does for all
[1:06:21] of our jurisdictions. They
[1:06:23] organize planning one of the
[1:06:24] blessings that we have so far
[1:06:25] this year. What's what's in
[1:06:30] response? And before anybody
[1:06:32] says we are at risk for maybe
[1:06:34] not a huge risk but risk. So
[1:06:35] we city of Oakland
[1:06:38] participated with the city of
[1:06:39] county and the contractor that
[1:06:40] they hired to create
[1:06:44] oakland-alameda specific
[1:06:45] tsunami plan. If that happens,
[1:06:46] what do we do in the county?
[1:06:47] Other county agencies were
[1:06:53] involved but plans
[1:06:53] additionally with just
[1:06:55] planning how train elected
[1:07:00] officials. On emergency
[1:07:02] response. We haven't ruled it
[1:07:04] out. The work has just been
[1:07:07] completed. But at some point
[1:07:08] you all of our elected elected
[1:07:10] officials will get a very nice
[1:07:12] booklet that spells out. And
[1:07:14] this happens. This is what is
[1:07:15] need that if that happens,
[1:07:17] this is what is needed and
[1:07:19] will conduct the training for
[1:07:20] just the city of Oakland
[1:07:21] elected officials. Those in
[1:07:23] just a few examples of how
[1:07:24] county supports the city of
[1:07:26] Oakland in other
[1:07:27] jurisdictions. Excellent.

[1:07:46] that we have working at the
[1:07:49] dot, they are phenomenal.

[1:08:24] that is something for us to
[1:08:27] ensure that we have that up

[1:08:32] with climate change. A natural
[1:08:34] disaster is inevitable as evil
[1:08:35] as you yourself have stated
[1:08:36] with the tsunami risk
[1:08:39] wildfires, everything and so I
[1:08:40] want to make sure that we have
[1:08:42] that in place and that we're
[1:08:44] we're ready is a county and
[1:08:47] the city. Just need Sure.

[1:08:51] counting this particular would
[1:08:53] have anything to do with this.
[1:08:53] The city of Oakland maintains
[1:08:57] its own siren system. We test
[1:08:58] sirens every month on the
[1:09:01] first Wednesday at noon, I
[1:09:03] would one sound for a minute
[1:09:05] us out. If you hear the siren
[1:09:06] on any other day of the week,
[1:09:09] any other time. There are 3
[1:09:10] types of Jones, but don't
[1:09:13] expect everyone remember If
[1:09:15] you hear something, then go to
[1:09:17] the official news resource we
[1:09:20] most of our sirens are fully
[1:09:21] functional and operational. We
[1:09:24] have a couple that are
[1:09:25] currently maintenance status.
[1:09:26] But this sirens scheme on
[1:09:27] around the city such that even
[1:09:30] if one is out, there are
[1:09:32] others around the area about
[1:09:33] what that would sound. So
[1:09:37] nobody is without any sound.
[1:09:38] And we do testing regularly
[1:09:40] and we have 3 agency so to
[1:09:40] speak that are responsible for
[1:09:43] activation in case need that.
[1:09:44] And that would be through the
[1:09:46] fire dispatch. Police dispatch
[1:09:47] or emergency management or the
[1:09:51] radio group of Public works
[1:09:53] great. So it sounds like
[1:09:54] Francisco, our siren system is
[1:09:57] in fact working. Correct. And
[1:09:58] we do work with to shop for
[1:10:01] public works. And with public
[1:10:03] electricians and Eugenie and
[1:10:05] so forth to ensure that all of
[1:10:06] our signs or an operational
[1:10:10] condition. But yes, it is
[1:10:12] aging infrastructure. So every
[1:10:12] now and then for one reason or
[1:10:14] another wanted sirens will go
[1:10:16] off line. But we are
[1:10:17] maintaining them. We are
[1:10:20] upgrading them by we I mean,
[1:10:21] the city majority that there's
[1:10:23] only 2 of them that are county

[1:11:19] grants programs and evaluation
[1:11:21] for the Department Violence
[1:11:22] Prevention and Wait for most
[1:11:27] lines. Great. So I am
[1:11:29] presenting on our apricot
[1:11:30] 3.60, annual report and update
[1:11:34] it. Use policy. High-level pre
[1:11:37] cut 3.60 Is a cloud-based
[1:11:38] system developed by on Terra
[1:11:39] for use by social service
[1:11:40] providers to track service
[1:11:42] delivery and grant management
[1:11:44] tasks. This is the system that
[1:11:45] the Department Violence
[1:11:47] Prevention uses for our own
[1:11:49] internal direct service staff
[1:11:51] and also for the agencies that
[1:11:52] we fund to enter information
[1:11:56] about service delivery. The
[1:11:57] system was first approved by
[1:11:59] the Privacy Advisory Committee
[1:12:03] Shun and City Council JULY of
[1:12:04] 2022, it was then customized
[1:12:04] and implemented by the dpp in
[1:12:07] JANUARY of 2023. Replacing our
[1:12:10] old System City's ban. And
[1:12:12] since then, we've had annual
[1:12:13] reports and use policies
[1:12:14] approved by the Privacy
[1:12:17] Advisory Commission. Every
[1:12:18] JUNE since JUNE 2024. 2025 and
[1:12:21] most recently 2026. The system
[1:12:25] has multiple uses for direct
[1:12:27] service staff both employed by
[1:12:28] the dpp and by the agencies
[1:12:30] that we fund the system can be
[1:12:34] used to track enrollment
[1:12:36] service, engagement milestones
[1:12:37] and outcomes for individuals
[1:12:40] who are engaged services and
[1:12:40] then additionally for agencies
[1:12:43] that deliver group level
[1:12:44] services, it tracks
[1:12:47] information such as
[1:12:47] attendance, duration content
[1:12:51] of group services. For
[1:12:53] supervisory staff again within
[1:12:54] the dp and our friend of
[1:12:55] agencies. They can use the
[1:12:57] system to review the services
[1:12:58] that are being delivered by
[1:12:59] the individuals. They
[1:13:00] supervise to monitor service
[1:13:01] delivery and track performance
[1:13:08] metrics. Grant Management
[1:13:09] staff both within the dp and
[1:13:10] are funded agencies use the
[1:13:12] system to track budgets been
[1:13:13] down. So we have reports that
[1:13:14] are automatically generated
[1:13:17] every quarter to to show how
[1:13:19] expenses are being spent
[1:13:20] various categories. It's how
[1:13:22] we track progress on contract
[1:13:24] deliverables that we also have
[1:13:25] a standard report for every
[1:13:25] contract that's based on the
[1:13:27] service deliverables in scopes
[1:13:29] of work. And it shows exactly
[1:13:30] where agencies are supposed to
[1:13:32] be every quarter and then
[1:13:36] where they actually are. And
[1:13:37] then we use it to receive and
[1:13:40] process quarterly invoices. So
[1:13:40] every quarter agencies input
[1:13:43] information about what they
[1:13:44] did a quarter about their
[1:13:45] expenses, we review all the
[1:13:45] information. That's how we
[1:13:49] process voices. A few select
[1:13:50] program staff within the dp
[1:13:53] Use the system to coordinate
[1:13:55] services between agencies and
[1:13:56] support Effective
[1:13:56] implementations of example of
[1:13:57] this is the violence
[1:14:01] interruption services. We fund
[1:14:01] for community-based
[1:14:02] organizations to deliver
[1:14:03] violence interruption in
[1:14:05] services in Oakland. But the
[1:14:06] deep he also has internal the
[1:14:08] eyes to kind of quarterback
[1:14:09] that work. And so the ability
[1:14:13] for them to see updates that
[1:14:14] are being entered by the
[1:14:14] various agencies is very
[1:14:15] helpful in coordinating the
[1:14:19] response. And then lastly, due
[1:14:20] to an evaluation staff use the
[1:14:21] system to summarize service
[1:14:25] delivery information for
[1:14:25] reports to counsel to
[1:14:29] commissions to funders to
[1:14:30] monitor consent form
[1:14:31] completion and eligibility
[1:14:34] criteria. So we have standard
[1:14:35] eligibility criteria for gun
[1:14:36] violence services, for
[1:14:38] instance, or one data
[1:14:39] specialist make sure that that
[1:14:42] those criteria being met and
[1:14:43] then of their data entry
[1:14:43] errors, there's regular checks
[1:14:49] on that. For the annual year
[1:14:51] of 2025, the system was used
[1:14:53] by approximately 36 staff from
[1:14:56] the dp and 170 Community-based
[1:14:59] organizations. There were also
[1:15:01] individual records entered for
[1:15:02] about 2400 individuals.
[1:15:07] Participants in services. In
[1:15:09] terms of data sharing de
[1:15:11] identified data for all
[1:15:12] participants and then
[1:15:13] personally identifiable
[1:15:14] information, which means name
[1:15:15] and date of birth for
[1:15:16] individuals who provided their
[1:15:19] affirmative consent shared
[1:15:21] with the same party in 2
[1:15:24] different occasions. One was
[1:15:26] Urban Institute for their
[1:15:28] evaluation of Measure z funded
[1:15:28] services and one was Urban
[1:15:29] Institute for their evaluation
[1:15:33] of a state grant that we have.
[1:15:35] We have had no complaints or
[1:15:36] concerns raised about the
[1:15:37] system regarding its
[1:15:41] protection of civil rights are

[1:15:43] analyst is in frequent
[1:15:44] communication with grantees
[1:15:46] about a number of things. And
[1:15:47] when he receives feedback on
[1:15:48] how ways to improve the system
[1:15:49] are additional things that

[1:15:54] develop reports that would be
[1:15:55] helpful for them to monitor

[1:16:01] delivery. Information in a pre
[1:16:03] cut is limited to high-level
[1:16:04] information. So it's number
[1:16:08] and duration of contacts and
[1:16:10] service outcomes personally,
[1:16:12] information is only required
[1:16:12] for adults who are receiving
[1:16:14] services related to gun
[1:16:16] violence. It is not required
[1:16:19] for youth at all or for
[1:16:20] individuals who are receiving
[1:16:20] services related to
[1:16:25] gender-based violence. This is
[1:16:26] a high-level overview of the
[1:16:28] reason the city breakdown of
[1:16:29] individuals who are entered a
[1:16:30] neighbor caught being served
[1:16:33] by Dbpr gdp, funded
[1:16:35] organization services. If you
[1:16:35] take away the missing, these
[1:16:36] percentages are actually
[1:16:38] slightly higher. Still, the
[1:16:39] majority of individuals being
[1:16:41] served are African-American or
[1:16:44] Latino that closely mirrors
[1:16:45] the breakdown of recent city
[1:16:46] for individuals impacted by
[1:16:48] gun violence and domestic
[1:16:48] violence and commercial sexual
[1:16:50] exploitation in Oakland, which
[1:16:50] is what we're charged to
[1:16:56] reduce. We regularly review
[1:16:58] There have been not been any
[1:16:59] violations or potential
[1:17:01] violations of use policy to
[1:17:02] date that we're aware of. Also
[1:17:04] been no data breaches are
[1:17:05] unauthorized access. And we
[1:17:06] have had no public records
[1:17:07] request pertaining to the
[1:17:13] system. The annual cost of the
[1:17:14] system in upcoming fiscal year
[1:17:16] is $125,000. Approximately
[1:17:17] half of that will come from
[1:17:19] our general purpose fund. And
[1:17:20] then we try to write in a
[1:17:21] portion of that into every
[1:17:22] extra grant that we got about.
[1:17:23] Half of that is funded by
[1:17:30] external grants. In terms of
[1:17:31] efficacy. Apricot 3.60,
[1:17:32] invaluable in our work. In
[1:17:35] many ways, it's allowed us to
[1:17:37] ensure alignment with best
[1:17:38] practices, specifically ready
[1:17:38] relating to cease-fire
[1:17:42] lifeline. So our Chief Holly
[1:17:43] Joshi, our deputy Chief
[1:17:44] Danielle Medina, who oversee
[1:17:48] all of that word they receive
[1:17:48] weekly performance reports
[1:17:50] where they're able to see
[1:17:51] exactly what all of the life
[1:17:51] coaches and violence
[1:17:52] Interrupters are doing to
[1:17:54] implement the model. And sure,
[1:17:55] but they're having the high
[1:17:56] touch plants that are required
[1:18:00] to achieve impact. It's also
[1:18:01] how we as we discussed in
[1:18:03] prior meetings, how we hold
[1:18:04] CEOs accountable it, how we
[1:18:06] track their performance
[1:18:07] metrics to make sure that
[1:18:07] their meeting, what we said
[1:18:08] that they were going to do in
[1:18:11] their scope support. It's how
[1:18:13] we coordinate service tear. It
[1:18:14] supports rather coordinating
[1:18:15] service delivery within the
[1:18:16] group strategy. As I
[1:18:18] mentioned, specifically around
[1:18:19] violence interruption. It
[1:18:21] allows us to easily summarized
[1:18:25] share data with it. Groups
[1:18:26] like City Council Oversight
[1:18:28] bodies, Public funders and
[1:18:30] then, of course, it is the
[1:18:33] source of data that we use for
[1:18:34] impact evaluations. So for the
[1:18:35] measure z funded evaluation
[1:18:35] evidence to it, this is the
[1:18:38] source of the data for any
[1:18:39] future evaluations that are
[1:18:40] funded measure. This is where
[1:18:45] the data will come from. And
[1:18:46] then lastly, we're proposing a
[1:18:47] one amendment to the use
[1:18:49] policy this year. The current
[1:18:53] use policy states that.
[1:18:53] Personally identify well
[1:18:55] information again, name and
[1:18:56] date of birth is not entered
[1:18:57] for individuals receiving
[1:18:59] services related to
[1:19:00] gender-based violence. We
[1:19:00] would like to just change that
[1:19:02] language to say is not
[1:19:03] required. We would like to
[1:19:07] just as we do for youth, give
[1:19:08] them the opportunity to opt
[1:19:10] into sharing data because it's
[1:19:11] so powerful and hopeful for
[1:19:13] evaluation purposes. That was
[1:19:14] one of the findings from
[1:19:15] Measure z evaluators was that
[1:19:17] they simply didn't have
[1:19:20] enough. They didn't have data
[1:19:21] at the individual level to be
[1:19:22] able to do impact evaluation
[1:19:24] for gender-based violence
[1:19:25] services. So with this change,
[1:19:26] we would simply be giving
[1:19:27] people the opportunity to say
[1:19:29] yes or now, of course, they
[1:19:31] can always ristaino and still
[1:19:31] services. There would be no
[1:19:35] bearing on not. And that
[1:19:35] concludes the presentation.

[1:20:15] really seems like that it a
[1:20:19] It's a great tool to really
[1:20:20] collect the data and get the
[1:20:21] clear feedback. But thank you

[1:20:30] it is a great tool. It's far
[1:20:31] superior to the former tool
[1:20:33] that we're using and allows us
[1:20:35] to again, not only track that

[1:20:38] of customizable reports that
[1:20:38] are really helpful for
[1:20:41] implementation. One thing
[1:20:43] that's very exciting is that
[1:20:44] we were able to about a year
[1:20:45] and a half ago. Pouch are
[1:20:46] former technical assistance
[1:20:49] provider from Terre and he's
[1:20:49] now an employee of the
[1:20:50] Department of Violence
[1:20:54] Prevention. So we have. Lot of
[1:20:55] this recipe to do really cool
[1:20:57] things if for some reason,
[1:20:59] another department adopt the
[1:21:00] technology would be happy to
[1:21:02] lend his expertise. That's

[1:21:58] or rather than entries of
[1:21:59] individuals served being
[1:22:00] summarizing reports that we
[1:22:01] can see. It gives us a little
[1:22:03] bit more accountability. And
[1:22:04] also support with service
[1:22:15] coordination. And then before
[1:22:15] I second the item, I just
[1:22:19] have. Of wealth. One comment,
[1:22:23] which is I do agree with my
[1:22:24] colleague. It sounds like this
[1:22:27] system has some use, say, for
[1:22:28] example, human services that
[1:22:32] we know has challenges around.
[1:22:33] Reimbursements that does a
[1:22:35] system actually support the
[1:22:36] reimbursement of the providers
[1:22:39] are. This is simply sort
[1:22:41] tracking performance metrics.
[1:22:45] We use it to prepare the
[1:22:45] invoice that is submitted into
[1:22:49] the ap portal. So the ap
[1:22:50] portal is still the system
[1:22:50] that is used to actually
[1:22:52] process the invoice and issue
[1:22:55] payment. But we use this to
[1:22:56] prepare all of the
[1:22:57] documentation that goes into
[1:23:00] the ap portal, including the
[1:23:01] itemized spend on of
[1:23:02] expenditures and the summary
[1:23:04] deliverables achieved. Okay.
[1:23:06] Interesting. And then just
[1:23:08] with regards to the amendment,
[1:23:09] I'm sure that you thought of
[1:23:11] this, but I just would like to
[1:23:15] vet this is given, of course,
[1:23:17] the data special data privacy
[1:23:18] needs for like a domestic
[1:23:19] violence victim or a
[1:23:20] trafficking victim. What
[1:23:24] privacy controls are privacy.
[1:23:25] Protections are included in
[1:23:27] the system to ensure that that
[1:23:32] the data can be misused so.
[1:23:34] The data are only access.
[1:23:35] Every user of the system has
[1:23:38] very specialized permissions.
[1:23:41] So any staff member to its
[1:23:42] community based organization,
[1:23:43] for instance, can only access
[1:23:43] data that they enter. Not that
[1:23:46] anyone else. And jurors. And
[1:23:49] that's the case for everyone.
[1:23:50] The exception to that is the
[1:23:51] data specialist who works for
[1:23:52] the dp and myself have
[1:23:54] slightly broader credentials.
[1:23:56] But for the most part,
[1:23:57] individuals to access the
[1:23:57] system only have access to the
[1:24:00] data that they enter. Somewhat
[1:24:03] related is in terms of
[1:24:04] providing consent for their
[1:24:06] personally identifiable
[1:24:08] information and to be They've
[1:24:09] they provide that can send it
[1:24:11] is not by any means required
[1:24:11] as part of service delivery
[1:24:14] and that complies with the
[1:24:15] ball. But expectations, which
[1:24:16] is that you give individuals
[1:24:18] the ability to consent or not
[1:24:18] and don't make service is
[1:24:23] contingent on that. So those
[1:24:23] protections are in place.

[1:25:48] austerity. So there's some
[1:25:51] clarity. It needs to be
[1:25:53] explain. The report says that
[1:25:54] you have participant record.

[1:26:01] enrollment. 2500. What's the
[1:26:04] difference between the 2? When
[1:26:05] you look, thank you for the
[1:26:06] numbers of what you provided
[1:26:10] services employment. 37.

[1:29:20] prevention. So I'm here today
[1:29:21] to talk about adopting a
[1:29:22] resolution award a contract of
[1:29:23] $513,000 to bright research
[1:29:29] groups. For training in the
[1:29:30] past. The billions services
[1:29:31] from SEPTEMBER first to
[1:29:38] DECEMBER 31st. 2028. And
[1:29:40] service Cp's mandate. As you
[1:29:42] all know, our mandate is to
[1:29:43] reduce gun violence, domestic
[1:29:46] violence in commercial sexual
[1:29:47] exploitation. And we do that
[1:29:48] through Point Eric Service
[1:29:52] staff within our community but
[1:29:53] important meeting, community
[1:29:55] services to deliver a violence
[1:29:56] interruption services in
[1:29:57] building the capacity of the
[1:29:57] ecosystem of community
[1:30:05] violence. Interventionists.
[1:30:07] And 2024, the dp received 3.5
[1:30:09] million dollars from Kaiser
[1:30:11] part of the spending included
[1:30:14] hired if a team manager myself
[1:30:15] build maintain infrastructure
[1:30:17] for chaining zvi workers. In
[1:30:20] addition to that last year, dp
[1:30:21] received investment from the
[1:30:22] Greenlight Fund to develop and
[1:30:23] launch Oakland Peace Academy.
[1:30:26] This will be a fellowship for
[1:30:27] community violence.
[1:30:28] Interruption workers through a
[1:30:29] partnership with everybody's
[1:30:34] institute. The purpose of the
[1:30:35] training bureau is essentially
[1:30:40] to be a a for him to spend
[1:30:43] professionalize and Clinton's
[1:30:44] violent. The Raptors life
[1:30:47] coaches a specialist, cetera.
[1:30:48] And our vision is to do this
[1:30:50] through leadership
[1:30:51] development. The Oakland
[1:30:55] Academy and through. Capacity
[1:30:57] ability and that can be a
[1:30:58] variety of things. Trainings
[1:31:02] on harm reduction, self care,
[1:31:03] dealing with compassion, Petit
[1:31:06] supervision. Managing a budget
[1:31:08] for organizational to just
[1:31:12] capacity building for both
[1:31:13] leaders within organizations
[1:31:14] and within the ttp as well. As
[1:31:19] for Derek Service, that. In
[1:31:19] FEBRUARY, request for
[1:31:23] qualifications win. Now for a
[1:31:26] contractor to provide services
[1:31:26] to support the change the
[1:31:27] past, the building efforts of
[1:31:32] the training hero. There were
[1:31:33] 5 submissions of 2 were passed
[1:31:35] through disease procurement
[1:31:39] process and of the 2 that pass
[1:31:39] only one vendor, right.
[1:31:40] Research group met all the
[1:31:41] minimum qualifications that
[1:31:45] were listed in the Rfq.
[1:31:48] Research group has over a
[1:31:51] decade of experience providing
[1:31:51] services to various
[1:31:56] departments within the city,
[1:31:57] research capacity really
[1:31:58] designed for that's owned by
[1:31:59] women of color. And based
[1:32:01] right here in Oakland. And
[1:32:04] some examples of work they've
[1:32:04] with the vp, formerly of Unite
[1:32:07] in the past. Is they actually
[1:32:10] where the organization that
[1:32:11] recommended in helped carry
[1:32:14] the killings and act like
[1:32:15] coaching fellowship, which is
[1:32:16] the internationally recognized
[1:32:20] recognized certification.
[1:32:20] They've helped support dp
[1:32:21] Network and the means which
[1:32:23] brings together the grantees.
[1:32:25] Is that time for networking
[1:32:28] and collaborative learning.
[1:32:29] They've developed from the
[1:32:33] trainers models receive ei
[1:32:33] professionals. Learn to be
[1:32:39] peer facilitators. And they
[1:32:40] have also they also just have
[1:32:45] a lot of who with, Oakley to
[1:32:47] cv eco system trusted by has
[1:32:48] let it rest of the
[1:32:48] organizations that we partner

[1:35:35] should have less flock and

[1:36:40] when you look at them online

[1:39:20] the total allocation of
[1:39:24] 324,000 $324. The Jack Ryan is
[1:39:24] a fund fund a program
[1:39:28] administered. Partnership the
[1:39:29] county which applies for the
[1:39:31] grant on behalf of the
[1:39:31] department and the funding
[1:39:33] allocations are based on the
[1:39:35] population. Opd has been the
[1:39:36] recipient of this award
[1:39:36] approved by council since
[1:39:41] 2005. Given the department's
[1:39:42] 7.8 million decrease in
[1:39:45] operation and maintenance as
[1:39:46] outlined in the report, the
[1:39:46] department proposed the
[1:39:49] following. 25,000 Floyd
[1:39:50] training professional
[1:39:55] development. Which promote
[1:39:56] ongoing training. That's not
[1:40:00] related to polls. Which would
[1:40:02] support training such as
[1:40:03] women's leaders and law
[1:40:07] enforcement mash. Asian peace
[1:40:11] officers. Secondly, there is
[1:40:14] $66,891 and $0.56 That's
[1:40:15] allocated to technology. A
[1:40:16] great supporting replacements
[1:40:18] of aging computers that cannot
[1:40:20] support Windows 11. Along with
[1:40:24] a bit of software. It hardware
[1:40:26] and other technology. Lastly,
[1:40:30] there's $2000. I mean, 200
[1:40:32] 1000 dollars allocated for the
[1:40:36] helicopter marine maintenance,
[1:40:37] which helps support the
[1:40:39] contracts. One of the contract
[1:40:41] is Ashley being reported on
[1:40:43] tonight. And so this helps
[1:40:44] with a vital services for the
[1:40:48] department. These funds apd to
[1:40:49] support operations without
[1:40:51] impacting the city's general
[1:40:52] fund. This concludes my

[1:41:48] its pollution in a

[1:41:51] neighborhood, low-income and
[1:41:52] black neighborhoods. This is
[1:41:53] completely not looked at by
[1:41:55] the opd, whereas you now
[1:41:58] department of violate. I've
[1:41:59] violence prevention actually
[1:42:02] filled out the I racing equity
[1:42:03] portion of this and actually
[1:42:06] care, too. You know, care
[1:42:07] about that part and also care
[1:42:08] about our privacy, which opd
[1:42:12] obviously does not. You know,
[1:42:13] it's be interested in what
[1:42:14] approvals. There are
[1:42:17] helicopters because you just
[1:42:19] try to match opd Zi, Zip lock
[1:42:21] match up. Use policy of flock
[1:42:22] to these use rather than the
[1:42:23] other way around. So what's
[1:42:30] happening here? Before
[1:42:30] beginning of a point of
[1:42:35] inquiry, if that's okay, there
[1:42:39] is mentioned in this report,
[1:42:41] use for the maintenance of the
[1:42:41] helicopter, but that is also
[1:42:42] another agenda item agenda
[1:42:45] item number 7. So I do believe
[1:42:48] there might be some overlap
[1:42:49] with that. And also we don't
[1:42:52] need to provide more funding
[1:42:55] for equipment for the Oakland
[1:42:56] Police Department. They are
[1:42:57] vastly over funded because
[1:42:59] right now by the Oakland
[1:42:59] Police Department admission
[1:43:03] they are understaffed. We do
[1:43:03] not need give them more money
[1:43:04] for equipment that they do not
[1:43:08] eat and will not use and in
[1:43:11] addition, these resources are
[1:43:14] actually not something that
[1:43:14] will actually help prevent
[1:43:16] crime than about a sentencing
[1:43:17] commission really sent a page
[1:43:19] document in 2022. That wants 3
[1:43:19] methods of increasing public
[1:43:22] safety and crime prevention
[1:43:24] rates of up to 51% in multiple
[1:43:27] different categories and none
[1:43:27] of them have to do with
[1:43:35] increasing equipment budget. I
[1:43:38] continue to ask you when any
[1:43:42] grant comes before you look at
[1:43:44] the of the ways that grant can
[1:43:45] be used. So this particular
[1:43:48] grant can be used crime
[1:43:53] prevention and education drug
[1:43:53] treatment, crime victims
[1:43:55] assistance with assistance,
[1:43:59] mental health programs,
[1:44:02] behavior programs, veterans
[1:44:03] Court and Rhis protection
[1:44:05] programs. That money can be
[1:44:10] used for all of that. So we we
[1:44:11] are going to be using it for
[1:44:13] training police go Quitman
[1:44:14] technology. What is that? The
[1:44:19] high a priority. You have a
[1:44:19] responsibility anytime you see
[1:44:23] anything on the agenda. If
[1:44:24] there's options to look at the
[1:44:26] options and aches. Why didn't
[1:44:30] you consider this? Crime
[1:44:30] whatever drug treatment,
[1:44:37] mental health. Switching to
[1:44:37] Zoom user Blair, you yourself

[1:44:50] been used for more and severe

[1:45:58] item. I know we're not there
[1:46:02] yet, but I do recall in recent
[1:46:03] conversations that that has
[1:46:06] ongoing expense in maybe we
[1:46:11] need to invest in. I think
[1:46:12] I've heard just issues with
[1:46:13] the helicopter we can talk
[1:46:15] more about but I would be
[1:46:17] interested in some of the
[1:46:19] other eligible uses for these
[1:46:21] funds because that list that
[1:46:23] the public speaker and kind of
[1:46:26] named out was very intriguing.
[1:46:27] And we know the all those
[1:46:30] things are services that our
[1:46:31] community could be it could be
[1:46:33] in need But all in all, thank
[1:46:35] you for bringing the item in
[1:46:37] weeks at the we accept free
[1:46:38] money, right? We set the muggy

[1:46:48] were determining the breakdown
[1:46:54] between marine and aviation
[1:46:55] equipment. And the reason I'm
[1:46:56] asking is because it feels
[1:46:59] like I don't know, the House
[1:47:00] of Dragons came through and
[1:47:01] burned up all the ships in the
[1:47:05] estuary and there's all these
[1:47:06] abandoned boats and they are
[1:47:07] there for a very, very long
[1:47:10] time. And I'm not sure if it's
[1:47:12] staff and that's the issue why
[1:47:14] can't boats be cleared out
[1:47:15] because of then it leads
[1:47:17] environmental pollution in the
[1:47:18] water and so I'd like to
[1:47:21] understand how. Those funds
[1:47:27] are being I guess, divvied up
[1:47:29] between those 2, those 2 areas
[1:47:30] and I would agree I brought an
[1:47:33] item 3 years ago around the
[1:47:34] fixed wing aircraft that is
[1:47:36] better and well, it's debate
[1:47:38] debated. The environmental
[1:47:40] impacts, but definitely the
[1:47:41] sound kuz get. Birds are
[1:47:45] allowed in And we got to do
[1:47:47] better. But and we're spending
[1:47:50] like so much money on
[1:47:51] maintaining equipment that is
[1:47:53] just past its useful life. I
[1:47:58] wouldn't I would like to see.
[1:47:59] Funds going to support
[1:48:03] clearing our waterways and you
[1:48:04] know, using. But anyway, the
[1:48:05] point is how are giving up
[1:48:08] those grant funds? So through
[1:48:13] the Actually, there was just a
[1:48:14] contract and it will land
[1:48:17] Marine for 1.4 million dollars
[1:48:18] that would do the vessel
[1:48:20] removals for the Marine. This
[1:48:23] is actually to just work on
[1:48:24] the Bowden. So there's
[1:48:25] $100,000 allocated for that
[1:48:27] for maintenance for that man.
[1:48:29] The other 100,000 is for the
[1:48:31] helicopter for what? The
[1:48:31] $100,000 for a helicopter.
[1:48:35] That's a drop in the bucket
[1:48:38] wire. So total contract is
[1:48:38] $850,000. So we're going to
[1:48:43] use some general purpose funds
[1:48:43] and then we have a new subject
[1:48:44] funds as well. Our grant
[1:48:50] funds. 2 for the helicopter
[1:48:51] and what will will get to the
[1:48:52] helicopter questions on the
[1:48:53] next Thank you. You're
[1:48:57] welcome. I'll add to the
[1:48:58] helicopter question. So I
[1:49:00] think in the re-imagining
[1:49:02] public for it was established
[1:49:06] helicopter in terms of regular
[1:49:07] operational costs about 4
[1:49:08] times the amount of the fixed
[1:49:12] wing aircraft. Is the
[1:49:13] department's starting to
[1:49:15] explore how to move towards
[1:49:19] the fixed wing aircraft model.
[1:49:20] Good Evening. Council member
[1:49:22] Captain William, the local
[1:49:24] police department. Indeed, we
[1:49:26] are. We've actually proposed
[1:49:27] to the city Council on several
[1:49:29] occasions, a very detailed and
[1:49:32] robust document of the fixed
[1:49:32] wing aircraft to its expected
[1:49:35] life expectancy as well as
[1:49:36] maintenance costs and council
[1:49:36] member of 5 correct. That is
[1:49:42] 8. Significant reduction in
[1:49:43] operating costs over the long
[1:49:45] term for that aircraft. It
[1:49:46] result in substantial savings
[1:49:46] long term versus a rotor
[1:49:49] aircraft. And so what is
[1:49:53] holdup? At the time the
[1:49:55] discussion was we talk to the
[1:49:59] portion financing the
[1:50:00] aircraft. Aside from that, the
[1:50:03] proposal was complete. Okay.
[1:50:04] Let's talk about this more in
[1:50:06] the next item. Do I have a
[1:50:11] second otherwise. I'll second
[1:50:12] I want to also explore, as
[1:50:15] I've said now for 6 years,
[1:50:17] alternative uses, particularly
[1:50:19] if there's any way that we can
[1:50:20] investigate rape kits or any
[1:50:25] way we can look into
[1:50:27] supporting more
[1:50:29] investigations. I'm I'm not
[1:50:29] sure if that's possible with
[1:50:30] these funds perhaps you can
[1:50:33] answer for a second to start
[1:50:34] clearing some of these cold
[1:50:39] cases, particularly around you
[1:50:40] know, some of the rape kits
[1:50:43] that have not the process pd.
[1:50:43] I would like to see that if
[1:50:47] possible for additional uses.
[1:50:51] We could use funds for we did
[1:50:52] in the last grant that that
[1:50:54] was in DECEMBER. We allocated
[1:50:55] funds for the not. So we cover
[1:50:56] that in the last great.

[1:51:05] funds for just different

[1:52:51] We put out an rfq. We're
[1:52:56] asking for the same $850,000.
[1:52:57] The same budget that we've had
[1:52:59] for the last 6 years with no
[1:53:03] increase, although. Labor
[1:53:04] costs and parked cars have
[1:53:05] increased, we have not
[1:53:07] increased our budget. It's
[1:53:08] just meant reduced flight
[1:53:14] time. The two-year extension
[1:53:15] is not automatic. Will have to
[1:53:18] come back before you to ask
[1:53:19] too, do the two-year
[1:53:24] extension. It took city staff
[1:53:26] 8 months to get this to you.
[1:53:27] So having that extention in
[1:53:29] place will eliminate that. So
[1:53:32] that's very helpful. Also, it
[1:53:36] does lock in the manufacturer
[1:53:37] to that labor rates for 4
[1:53:44] years. Can save us money. So
[1:53:49] your for country. I'm not
[1:53:51] seeing any that Councilmember
[1:53:55] Fife go ahead. I just wanted
[1:53:57] to state because I've heard
[1:53:58] now this presentation a few
[1:53:59] times since I've been on
[1:54:01] council. I think it's
[1:54:03] imperative that this body
[1:54:05] prioritized a fixed wing
[1:54:09] aircraft fiscal purposes. But
[1:54:10] as well as the environmental
[1:54:11] impact that has on communities
[1:54:15] that frequent, we have high
[1:54:19] speed chases which I r
[1:54:20] extremely dangerous and highly
[1:54:21] restricted throughout the
[1:54:23] state of California as being
[1:54:26] potentially deadly and how a
[1:54:28] fixed wing aircraft could
[1:54:30] serve. Those uses. That would
[1:54:36] take patrol cars out of out of
[1:54:39] use when needing to engage a
[1:54:41] suspect versus, you know,
[1:54:42] potentially causing harm. That
[1:54:46] comes from high-speed chases.
[1:54:47] And since we're on the topic
[1:54:47] of high-speed chases, I want
[1:54:48] to say that the chase policy
[1:54:51] was not a city council policy.
[1:54:53] That was something that was
[1:54:55] stated repeatedly over and
[1:54:56] over again. It is a policy
[1:55:00] that is a police department
[1:55:02] policy. But that said, I think
[1:55:05] it's it's important that we
[1:55:06] prioritizing the next biennial
[1:55:11] budget. A fixed wing aircraft
[1:55:15] to save money to save lives.
[1:55:17] And 2 address this outpouring
[1:55:20] of funds that are consistently
[1:55:21] occurring from trying to
[1:55:22] maintain a piece of equipment
[1:55:25] that is clearly outdated until
[1:55:30] we figure out what to do about
[1:55:31] incidents that do require
[1:55:35] pursuit. To eliminate. All
[1:55:36] needs a pursuit. We're going
[1:55:39] to have some type of need for
[1:55:42] equipment. And I think it.
[1:55:44] We've been presented with the
[1:55:45] information time and time
[1:55:48] again. And just the fiscal
[1:55:49] savings alone, I think are
[1:55:51] important for us to consider
[1:55:52] with our fiduciary
[1:55:53] responsibility to this body.
[1:56:01] To the city that I will move
[1:56:02] this item forward, but I just
[1:56:05] want to, again, just point out
[1:56:06] that we are hemorrhaging money
[1:56:09] from trying to maintain and
[1:56:12] old piece of equipment that we
[1:56:16] still have used for. And it
[1:56:18] was, you Councilmember Houston
[1:56:18] and I were talking about it
[1:56:19] and he was like, you know,
[1:56:20] that's what drones are for. I
[1:56:21] do want to point out that in
[1:56:22] inclement weather conditions,
[1:56:25] drones are not useful. We also
[1:56:27] have the issue of privacy when
[1:56:28] it comes to drones. I know it
[1:56:29] would go through the Privacy
[1:56:30] Commission or what have you.
[1:56:33] But I just we've been
[1:56:36] presented enough times that
[1:56:38] this is a fixed wing aircraft
[1:56:41] would be a better use of
[1:56:42] resources for the city. And I
[1:56:44] just want to state that for
[1:56:45] the record. And the
[1:56:46] information is all there. You
[1:56:48] can go to previous council
[1:56:51] meetings previous in full
[1:56:52] reports, Joe De Vries and I
[1:56:54] worked on it a couple 3 years
[1:56:56] ago. And so the information is
[1:56:56] all there. We just need to
[1:56:57] make it happen and we need to
[1:57:00] prioritize it. Councilmember
[1:57:08] Houston. Do and chair. He it.
[1:57:10] So so I'm just So the public
[1:57:13] can hear it is. The Holocaust,
[1:57:16] a helicopter or what are they
[1:57:19] for? What are we use them for?
[1:57:19] There's many things or use
[1:57:22] them for. Primarily. We see
[1:57:23] them as a patrol car in the
[1:57:27] sky. Whatever dispatch Census
[1:57:30] 2 will go to and cover. So you
[1:57:31] pick the call, we can assist
[1:57:37] on it. So so we have drones
[1:57:39] that they say are outdated.
[1:57:39] You can use that money for the
[1:57:40] drones. I mean, should be able
[1:57:44] to have drones that can fly.
[1:57:45] And bad weather technology. We
[1:57:46] can go to the moon. Come back,
[1:57:48] you know, do all this right
[1:57:49] along with the flock cameras,
[1:57:50] can't they? I mean, if we got
[1:57:54] flock and he's following. To
[1:57:55] the city where we need to
[1:57:56] helicopters for a fact.
[1:57:56] Technology is he's been
[1:58:01] upgraded. Bunch of things
[1:58:02] there. I'm happy to talk about
[1:58:08] your points, too. Drones and
[1:58:08] helicopters are 2 items in
[1:58:13] your tool box. Jones can't do.
[1:58:13] A helicopters can do to help
[1:58:14] countries can't do it. Drones
[1:58:16] can do. So. For instance,
[1:58:18] Jones are limited on the
[1:58:19] distance. They can travel like
[1:58:23] they can stay in the air.
[1:58:24] Helicopter can stay out for an
[1:58:25] extended period of time and
[1:58:29] go. A farther distance. So
[1:58:31] Jones can also get you. Right
[1:58:35] close. Right? They can come.
[1:58:38] You know, altitude right down
[1:58:39] by the house or the yard or
[1:58:41] wherever the call is and
[1:58:42] obviously helicopter cats
[1:58:44] going to stay farther up. So
[1:58:48] they both have their own
[1:58:49] unique distinct uses and what
[1:58:50] they can be used for what they
[1:58:50] can't. They're not
[1:58:53] interchangeable. So so storms
[1:58:58] us. Sorry, Councilmember. I
[1:59:01] think one of the other
[1:59:02] important mitigating factors
[1:59:03] that wrong technologies
[1:59:05] because it is today, sir. It
[1:59:05] simply cannot maintain any
[1:59:07] type of vehicle pursuits that

[1:59:31] that nature. But they're not
[1:59:32] there yet and they won't be
[1:59:34] there for the foreseeable
[1:59:37] future. The need for a
[1:59:39] aircraft would optional. For
[1:59:39] replacement. So last question
[1:59:43] to chair, have we have we use
[1:59:45] the helicopters for like
[1:59:46] emergency saving someone's
[1:59:47] life. Now you see it tv and
[1:59:48] they say people often mouth.
[1:59:52] That's a great question. The
[1:59:53] helicopters, not a simple uses
[1:59:54] item for local police
[1:59:55] department And a great example
[1:59:59] was just recently started than
[2:00:00] a week and was fined. We had a
[2:00:02] young lady. She felt she was
[2:00:02] on a hike in the hills. She
[2:00:04] and fell into ditch. She
[2:00:06] requested assistance and
[2:00:08] thanks to his expertise as
[2:00:09] well as coordination with the
[2:00:12] patrol division that the heir
[2:00:12] to actually found her in in
[2:00:14] the ditch with fallen directed
[2:00:17] units and actually assisted
[2:00:22] her back to safety. So to the
[2:00:23] chair, you have to share those
[2:00:24] stories. It's ironic
[2:00:24] councilmember that the p I o
[2:00:27] is actually putting that story
[2:00:28] hopefully tomorrow. So so
[2:00:29] those things that people need
[2:00:30] to hear those as real-life
[2:00:34] stories like, wow, if just
[2:00:35] save somebodys life mifa they
[2:00:37] cut because it used to those
[2:00:39] stories need to be heard. So
[2:00:42] this is why we need
[2:00:45] helicopter. All right, ok?

[2:01:10] everyone's awareness that this
[2:01:13] particular group rsi in 2000,
[2:01:16] maybe it's on your radar. They
[2:01:18] actually there was a
[2:01:19] 50 million dollar wrongful
[2:01:20] death lawsuit about from a
[2:01:22] fatal crash that happened in
[2:01:27] the Hills fire Fresno. And it
[2:01:30] had to do with like
[2:01:30] maintenance issues around,
[2:01:32] like hydraulic issues before
[2:01:36] the crash. And so in
[2:01:36] investigating that they
[2:01:37] actually found that it was, in
[2:01:38] fact, like a wrongful death
[2:01:40] due to like some maintenance
[2:01:42] complications. So just wanted
[2:01:44] to put that on the radar I
[2:01:45] know that we continue to
[2:01:48] invest time and time and
[2:01:51] keeping this helicopter
[2:01:52] operational. But I do think
[2:01:53] that we MAY be at a point
[2:01:54] where we want to invest in
[2:01:59] something that would be better
[2:02:06] long term I just I just want
[2:02:07] to say it I'm not sure that
[2:02:09] that case was on your radar
[2:02:13] happened in 2000. The air unit
[2:02:17] has a very strict policy in
[2:02:20] terms of maintenance and
[2:02:20] operational of modality
[2:02:21] everyday started being a week
[2:02:22] his team, the Golden Speck
[2:02:22] helicopter, Dupree
[2:02:25] inspections, post inspections,
[2:02:28] which again to the fact that
[2:02:30] helicopter is not simply
[2:02:32] maintenance cost situation,
[2:02:33] but also labor, intense
[2:02:34] situation. But we do
[2:02:36] appreciate you bringing that
[2:02:37] they through decades of
[2:02:38] experience have actually
[2:02:40] learned and they have, in
[2:02:41] fact, caught maintenance
[2:02:41] challenges before they go up
[2:02:42] in the air. So we're very
[2:02:43] cognizant of that public

[2:04:28] maintenance savings are are so
[2:04:29] significant that by the time
[2:04:31] to 37 years that we've paying

[2:04:38] life expectancy of over 40

[2:09:19] 24%. None of them are funding
[2:09:20] helicopters. None of them are
[2:09:23] funding surveillance cameras.
[2:09:25] What they are is public income
[2:09:27] programs, things that will
[2:09:29] actually provide income
[2:09:30] through employment or public
[2:09:32] benefits to the people of
[2:09:33] Oakland, access to care,
[2:09:33] whether it's health care,
[2:09:34] mental health services and
[2:09:35] substance abuse. Use a
[2:09:36] substance use treatment. All
[2:09:40] of these things have actual
[2:09:41] research effect that are
[2:09:42] beneficial for the people of
[2:09:42] Oakland. And I think those
[2:09:44] should be prioritized over
[2:09:46] equipment. That is fun to
[2:09:48] drive for the people of
[2:09:49] Oakland for the people of
[2:09:49] Oakland. This is what we need

[2:14:34] overseer of our record
[2:14:35] management system. And in
[2:14:37] doing that, we're going to
[2:14:40] have crash data, which is a

[2:14:43] threes program. What this is
[2:14:44] going to allow us to do with
[2:14:47] this memorandum of
[2:14:48] understanding is right now.

[2:15:12] the system and its
[2:15:15] electronically sent to chp.

[2:15:24] integration traffic reporting
[2:15:25] system, right? So this is
[2:15:25] where we get our high injury
[2:15:30] network. This is where we draw

[2:15:37] slow them down? So this is
[2:15:38] just absolutely no cost.

[2:32:35] study group's political study
[2:32:37] groups to provide political
[2:32:39] education to the community or
[2:32:40] safe houses. When there are
[2:32:43] incidents with Nazis other
[2:32:46] issues in our community were
[2:32:49] my people have had to go into
[2:32:52] hiding because of being docks
[2:32:54] for the work we do in
[2:32:55] community or the birthing
[2:32:55] centers or the medical
[2:33:01] training or the independent
[2:33:02] schools or I could talk about
[2:33:03] the things that I've done in
[2:33:04] this city that most of you all
[2:33:08] had haven't even thought of to
[2:33:08] support my communities. So
[2:33:11] before the public gets up here
[2:33:11] and talks about what I'm not
[2:33:13] doing, any bodies not doing, I
[2:33:17] suggest more research. I don't
[2:33:19] disagree with public being
[2:33:21] able to state what they want.

[2:33:59] I I got it from the mud and I
[2:34:00] will continue to do what I
[2:34:01] need to do for my people for
[2:34:03] black people in Oakland. We
[2:34:06] got to do both and we can't
[2:34:08] talk about the utopia that we
[2:34:08] want to see if we haven't
[2:34:10] created the systems for that
[2:34:13] in the community today. And
[2:34:16] I'm very well aware of what is
[2:34:19] needed about what is is
[2:34:20] studied, what is research what
[2:34:21] we need to keep people safe.
[2:34:23] But the difference between me
[2:34:24] and most people, especially
[2:34:26] people who were just talking
[2:34:29] and meetings. I put the work
[2:34:30] in and I never this is the
[2:34:33] first time I ever have talked
[2:34:36] at length about I I I with
[2:34:37] sometimes all come up here and
[2:34:40] get it twisted. I have like we
[2:34:42] have my collective. We are
