meeting. And if you would, as we begin our meeting, uh, I'm
[0:13]
glad to see each and every one of you here this evening, but if you would, let's bow our heads
[0:17]
and we'll have our invocation dearly. Father, we thank you so much
[0:22]
that you give us opportunities to, uh, um,
[0:26]
live in a county that, uh, allows us the freedoms that we enjoy
[0:30]
and the opportunities that we enjoy to serve and to serve,
[0:35]
uh, our fellow citizens. As we go through our meeting this evening, I pray
[0:39]
that you would give us wisdom and direction and lead us and guide us, uh,
[0:43]
so that, uh, we can take care of the business of the citizens of clarendon county.
[0:47]
we, uh, again, thank you for your many blessings that
[0:51]
you bestow upon us and, and our dear county. And we ask all
[0:56]

uh, received in your packet, uh, the minutes from our last meeting.

I hope you've had a chance to review 'em. And, uh, if there are any additions

or corrections that may be noted, uh, I'd

business. And the first, uh, application that we're gonna be taking up is pz 25 27.

application. The attached performance zone application has been
[2:08]
submitted for the planning commission review by michael fa is requesting
[2:12]
a zoning c certification to permit a
[2:17]
business use for deer processing. Located at 41 43
[2:22]
highway two 60 manning south carolina. The pc application
[2:26]
in supporting documentations are attached for your review,
[2:31]
zoning, and use. The subject parcel is located in the performance
[2:35]
zone district of clariton county. A deer processing business is
[2:39]
a permitted use in the pz district, subject to additional development
[2:44]
requirements that the planning commission may impose to ensure that
[2:48]
such use is compatible with the surrounding neighborhood site
[2:52]
characteristics. The subject parcel is approximately one acre
[2:56]
in size. The proposed business will be serviced by public water
[3:01]
and septic system surrounding area. The surrounding area
[3:05]
predominantly, primarily consists of woodlands near a neighborhood
[3:10]
which consists of stick built homes. The immediate vicinity
[3:14]
includes one stick built home and one commercial service
[3:18]
garage. The parcel is located near state highway, which
[3:22]
may provide sufficient access to the proposed business compatibility
[3:27]
with the neighborhood. Based on the staff's observation, the
[3:31]
surrounding areas, woodlands and nature near commercial service garage, and
[3:35]
a neighborhood which consists of stick built homes. The proposed use
[3:39]
may be compatible if the business operation does not negatively
[3:43]
impact the character of the established area compatibility
[3:48]
with existing land use. While the surrounding area is predominantly woodlands
[3:52]
in nature in the proximity of the state highway, it may make it the
[3:56]
location suitable for such business as a deer processing
[4:01]
staff recommends the planning commission considers whether the proposed business can operate
[4:05]
without disturbing the existence surrounding area potential impact
[4:09]
traffic. Given the nature of the proposed use, staff
[4:14]
recommends evaluating the potential increase in traffic, environmental,
[4:19]
and aesthetic concerns, concerns, businesses should be
[4:23]
required to add, adhere to any applicable environmental regulations,
[4:28]
buffering and screening to mitigate potential visible
[4:32]
and noise impacts appropriate buffering such as landscape
[4:36]
may be required to ensure the business does not negatively affect
[4:40]
the properties nearby. Conclusion and recommendation
[4:45]
based on a review of the pc application, staff finds the
[4:49]
proposed dear processing to be consistent with the performance district
[4:53]
contingent of planning commission assessment of the compatibility with
[4:57]
the surrounding area. Staff recommends approval of pz dash 25
[5:01]
dash 27 with the following conditions. Site plan review as
[5:05]
the condition the application should be submitted, the site plan, review, application
[5:10]

of a boat and rv storage business on a partial located on

highway two 60 manning south carolina. The pc application and supporting
[17:22]
documents are attached for your review zoning in use. The subject parcel
[17:27]
is located in the performance zone district of claredon county, subject to additional
[17:31]
development requirements that the planning commission may impose to ensure that such
[17:36]
use is compatible with the surrounding neighborhood site characteristics.

the subject parcel is approximately 20 acres portion of
[17:44]
a 215.0 acre parcel. The proposed
[17:48]
business will be, will only be serviced by public water utilities
[17:53]
surrounding area. The areas predominantly agricultural in nature and consist

are proposing to extend joe rogers boulevard out to, uh, george

uh, in between the new hundred thousand square foot spec
[24:36]
building and the next proposed spec building.

I mentioned to tabitha, uh, gentleman that, um, the

proposed the future road between the, uh,

existing a hundred thousand square foot spec building and the future spec building,

it doesn't show on this drawing, but I'm sure they have some plans for,

uh, a turnaround because presently as you are looking at it, it
[25:13]
goes straight in and it's nowhere to turn around. And for prior
[25:18]
protection and these type eems and
[25:22]
rescue, this has to be some way for
[25:26]
them to turn around and get out. And so, uh, I'm sure this being
[25:31]
a preliminary, uh, uh, drawing that that will be,
[25:35]

engineer has reviewed the site plan in detail and

in your packet. The total revenue for the month of july was

and revenue report for august indicates that our office is issued, issued 80
[27:30]
permits and conducted a total of 181 inspections.

the total inspection scope, I didn't get the total inspections, um,
[27:40]
in my report. For the year? Yes, but, um,
[27:44]
so far, I'm sorry, are 1,464. We
[27:48]
have done 1,464 inspections
[27:53]

and I'll turn it over, uh, um, to

our director tab for her report. I don't have,

um, nothing official, mr. Chairman. However, I do have, um, that we

do have a new, um, well, he's not actually new, but we do

have a code enforcement office. So that position has been filled. It has
[28:18]
been filled by mr. Eric house. Mr. House is, um, he
[28:22]
previously was with the assessor's office as the, as an property inspector
[28:26]
and he started with the planning department on yesterday, on september the 15th.
[28:31]
and, um, he will be attending the next meeting so that we can formally introduce
[28:35]
