[2:16] board. This this splash pad sponsorship options. Can you explain that just a

[2:22] bit? I know that different individuals and organizations sponsored the kids to

[2:27] go there when it first opened up and I was reading are they wanting to charge

[2:32] more? Is that what this boils down to or what?

[2:35] » No, they were looking for different options. The discussion was is about

[2:39] continuing that moving forward because ultimately having the splash pad open

[2:43] and you have to have it staffed. It's it cost

[2:46] » Yeah, it there was a cost associated with it with the water and everything.

[2:50] So they're looking at potential getting sponsors to keep it free potentially. Uh

[2:56] they're just evaluating this and they get people companies to sponsor for a

[3:00] weekend time or or >> but it says but but it would include

[3:04] more than just the admission fee. It would include those those other items.

[3:09] Is that >> No, it's going to cover the admission

[3:39] regarding the splash park looks like there was some water backing up in the

[3:43] houses Daniel from Have they resolved that now? It's in the state that you all

[3:51] we were informed of the situation that was going on. So, basically what had

[3:55] happened was is that uh there was some water backing up uh over in the

[4:00] apartments. Uh the health department was caused, but then everyone was called out

[4:04] to it. But, uh ultimately what happened was is that the they had WB come out and

[4:11] look at water loss and we were losing I mean thousands and thousands of gallons.

[4:17] U but it doesn't seem to be what was causing the issue for the back up over

[4:24] at the apartment complex. But uh they were evaluating where it was they ran

[4:29] stain lines and what they think happened is is when they were putting the fence

[4:32] line in is that one of the posts were driven into the into the water line and

[4:37] so they were going to be having the contractors out and so forth to look at

[4:41] it. So, but it's all under, you know, all under

[4:46] the >> You said we were losing again

[4:51] though, but nothing was >> Well, I mean, it was on the parks

[4:55] department. I mean, it was from the splash pad.

[4:57] » Okay. on their meter. They have their meter

[5:10] that it was just the preliminary stuff that we received. So, I'm sure we'll

[5:20] The next uh item of information was the awards

[5:26] for the Clark County Community Fund and the last one was the Clark County

[5:40] Next item on the agenda is manager comments.

[5:47] Uh first of all, I just want to give a shout out to the fire department, county

[5:51] fire department for having a bunch of gifts for a gift drive that we do during

[5:55] this time of year uh for our communities. Uh also want to give a

[5:59] shout out to the [clears throat] animal shelter. They have come up with a

[6:02] ability to make uh cat houses and have handed out a bunch and it was just a

[6:06] really great idea. I just want to throw that out. Uh I wanted to give

[6:10] condolences to Dicky Everman uh which is the head of the opioid abatement uh

[6:15] committee. uh his wife wanted to pass and I just wanted to give him a shout

[6:19] out on that. A couple quick questions. Um just just on one I know we have

[6:25] different committees. Is is there a reason that we do not have a committee

[6:28] for like for instance the corner, the jail, that kind of thing. Is there do we

[6:33] do it in the past? Have we done it in the past? I just didn't know if we

[6:36] wanted to be able to help them to understand each each area a little bit

[6:40] better. uh kind of maybe have a pulse on that to be able when they come with

[6:44] needs and we have a better understanding of someone on that.

[7:19] just working on the fire department committee. I understand that a little

[7:22] more when they come and ask for a tool why they need it. And so, I just didn't

[7:25] know if we wanted to have someone on that would be willing to sit on that

[7:30] committee.

[7:35] Well, at least I know that the corner has mentioned he like it. So, can I make

[7:39] a motion that we start a committee uh for the coroners department?

[11:03] judge, I just wanted to comment on what a great ceremony the fire department put

[11:10] on last week at the Terry Drive station. They did I think six

[11:17] were either sworn in new firefighters or there were three or four promotions. I

[11:22] think three promotions. team's not here this morning, but I thought it worked

[11:26] out really well. Plenty of room. They didn't

[11:30] have a nice cake. It wasn't really rushed last year. Pad was able to be

[11:35] there. I thought it was a really good setting

[11:39] for it. I thought it worked out maybe a little

[11:43] better than doing it in the court meeting so that they didn't feel rushed

[11:46] and family had time to take a lot of pictures and so forth. So, but uh I

[11:51] thought that uh went very well and some good promotions there that uh I

[11:58] think the department's doing well. Uh and the only other thing I just wanted

[12:02] to welcome Mr. Brown to our county government

[12:06] and welcome him. Congratulate for coming on board with us and there's anything we

[12:11] can do.

[12:17] Uh first I want to correct what I said at our at our meeting earlier about the

[12:22] 8:30 time at the meeting when we move it forward. Uh that wasn't the original

[12:27] proposal but it was approved. So it wasn't a special meeting and as as the

[12:31] meeting before Christmas won't be special meeting. So I stand corrected on

[12:35] that. Uh do we have any updates on two different things? And I know they're

[12:40] both kind of kind of hanging out there about the CET building and the sheriff's

[12:44] move and then where we stand on the the sewer project. I know that that money

[12:48] has to be spent and and the CE closure. I'm not is there anyone on the court who

[12:54] would give us give myself and the public an update on both of those or both or

[12:59] either of those projects? >> Well, on the sewer project, I'm hoping

[13:02] to have a more comprehensive update for the whole fiscal board. What I'd like to

[13:07] do is maybe have judge put that on agenda. If not the next meeting, then

[13:11] our first meeting in January, probably the first meeting in January,

[13:16] there's at least one piece of far litigation that was filed in the

[13:23] last couple of months and some other negotiations. I will say that the single

[13:28] largest easement, which is several thousand ft, was signed this past week

[13:33] and that property owner was paid. Uh so that was a pretty big milestone for us.

[13:40] But hope hopefully we'd like to get it on the agenda, maybe the first meeting

[13:43] in January and have Stephanie BL, our engineer, be here if she's available

[13:48] answering the engineering design type questions.

[13:54] And then in regard to the sheriff's office in CEP,

[13:59] uh myself, Judge Mer Davis, uh Miss Wilson, Sheriff

[14:06] wanted to met there were some outlying questions in regards to layout of the

[14:12] building, how it was going to be utilized, and so forth. And I think

[14:15] there's a plan in place that they're going to be drawing up and uh bringing

[14:20] to the court for consideration and approval. Is that correct?

[14:25] » Hopefully next meeting. >> Next meeting. So I think those logistics

[14:30] are >> we decided how we're going to pay for

[14:31] all this. I mean there's none of it in the budget for any of this stuff. So we

[14:35] need to decide how we're going to pay for the move and the utilities and I'm I

[14:42] haven't been apprised of any of that. So when we talk about that, I'd like to

[14:45] have that discussion as well. >> Yeah, I think that's all going to be

[14:48] included in in the proposal of what they can do. They're looking at their

[14:52] finances and seeing, you know, for the utilities regardless the utilities uh

[14:57] are in the general fund. We're going to have to pay those utilities out one way

[15:01] or another since the CE funding stopped. So

[15:07] um just a couple of questions for the judge. I mean, we we've put Janet on

[15:12] this part time to help with payroll. There's there's are we assured there'll

[15:16] be no issues with payroll when Janet leaves and everyone will get paid and

[15:21] we're training people to take over and accept [clears throat] accepting

[15:25] applications in that whole process. She's been accepting applications. Uh

[15:30] she's been working, I believe, separating out the the duties of the of

[15:35] the payroll. So, uh, she assures me that everything will we have a backup in

[15:41] place. I believe that Mary Levens is our backup, I think, and Jan's been working

[15:48] with her. I think she's even talked to uh the deputy judge on some duties, I

[15:55] think. So, as long as there's a plan in place and our people get paid and then

[15:59] there was a h issue with heat. Now, I went up to look at that radiator this

[16:03] morning that we need to have someone go look at that radiator up in the uh

[16:06] office on the landing. It's It's got a terrible leak or something. There's It's

[16:10] not right. So, if we can have them have someone go look at that radiator. It's

[16:14] not something's not right. I mean, looks like it's got a leak.

[16:17] » It's got pink stuff that's come out of it and falling down the something's

[16:21] wrong with that. I don't know what it is, but that's that could be part of the

[16:24] issue with it not eating enough anyway. But that need to get whoever looks at

[16:28] our boiler system to go look at that particular radiator. Maybe which one is

[16:31] it up there? >> Mary Bee's office.

[16:34] » Mary Be's office. In her office had that radiator. Something's bad wrong with it.

[16:37] It's got >> It was the same stuff oozing out of it.

[16:41] Like I guess maybe it's the antifreeze or the coolant or whatever it is that

[16:44] runs through there. So that needs to be addressed.

[16:55] in regards to the payroll. I know some of that in our last meeting we had

[17:00] discussed uh about moving some of those things

[17:04] over temporarily to Mary B. >> Uh have you had discussion with her in

[17:09] regards to because we said that we're going to be shifting more responsibility

[17:12] that we need to compensate her temporarily while she's acting in those

[17:17] taking on those additional responsibilities and I thought we were

[17:20] going to have an order or something this meeting to be able to address that. Have

[17:24] you had that conversation yet, Judge?

[17:29] Do we know what amounts or how many hours? Have we thought about all that? I

[18:03] know folks in the capital want the roads cleaned and salted and uh seem like

[18:08] we're short up there, I think. But I think with that part time that that we

[18:12] hired at the last meeting that he got pretty well staffed. I know we got a

[18:16] full pen assault, but I believe he's got one fellow. We remember in the last

[18:20] meeting we hired. But I thought that I thought that still didn't bring this up

[22:03] changed, the onboarding, the new hires, and uh making sure that all gets done

[22:07] because that's an ongoing situation. Every day you may have something. And

[22:11] then once that's done, she will do the processing and making sure the treasurer

[22:15] has all the reforcement she needs, the fund, and all that kind of stuff. And

[22:19] then I'll do that backup. Once she [clears throat] once that's done, I'll

[22:22] go in and do the termination, start the new payroll, and we'll keep doing it

[22:26] that way. So, the problem will be the processing is not that difficult. It's

[22:31] if she has problems, then she has to call ADP and she can only do that from

[22:36] in here. She It's, you know, I've got to do that.

[22:45] Mr. I want to echo uh Magister Miller

[22:51] brought up wanting to Everman. um her and her husband had done a remarkable

[22:58] job of uh helping folks seeking recovery in our community and I had went to a the

[23:06] picnic at the college park back here in the fall and

[23:11] um she was there and tied to almost every one of the recovery

[23:17] groups in the county and what she done was remarkable and it's a sad loss. for

[23:24] our community. Um, judge, I had sent an email this week

[23:29] and I didn't get a response back um, regarding the CSX bridge, the paperwork

[23:34] that um, we took up on 115. Have you signed that? Have you sent that

[23:40] in? What we what I did? Uh, I forwarded that on over to the county attorney and

[23:46] he had recommended that we go through the old contract and the new contract

[23:50] word for word and we got that finished couple days ago and what we're going to

[23:56] do is give you guys I guess we go back to you and let you see the changes

[24:03] and when can we get that done these poor folks.

[24:07] Um, that was something the county attorney recommended to us back in uh,

[24:11] March when we decided that we weren't going to apply for that loan. That's

[24:15] been nine months. And they had reached out to me and asked me

[24:19] if I could check in with you to see if we can get those signatures and get that

[24:24] turned in.

[24:27] At this point, it's been 5 weeks since we initially looked at it. I don't have

[24:31] anything else to do. My job is to see if it's in the deal proper properly or not.

[24:41] determined it was I don't know how long ago sometime

[24:48] » so I mean we make I mean we've already made a motion for him to sign it. What

[24:54] should you? >> Well, I mean, we have identified, you

[25:00] know, I mean, from our ability, we've identified what has been taken out

[25:06] and it looks like it's everything that pertains to basically the word grant.

[26:22] seems to me he got the job under false pretenses

[26:26] and then the work wasn't performed uh satisfactorily or or at least the way

[26:31] it's supposed to have been done. So uh you I don't know where we go from here,

[26:36] but uh you know, I can't see us being able to pay that. that we just beat just

[26:41] about for anybody if we pay for something like that.

[26:47] So I just uh do you have any anything you think you said that that the state

[26:52] had said that they were okay with this certification or no?
