[1:00] who's an attendant sitting in our first row this evening she's a recent

[1:03] recipient of the Clayton Community Foundation Scholarship Program she is a

[1:08] nursing student in excellent standing at Sinclair Community College her plan is

[1:14] to finish out her program there and then she will advance herself to wright state

[1:18] university where she hopes to graduate as a nurse practitioner one of the truly

[1:23] amazing things about her and one of the things that made her well suited as a

[1:29] candidate for this grant opportunity is that she also volunteers on top of all

[1:34] of her other responsibilities as a community nurse at reach out Montgomery

[1:39] County great congratulations and thank you for coming what kind of nurse

[1:46] practitioner do you wanna be

[1:51] nursing something to give back to the community I really love the reach out

[1:56] program that helps people that don't have insurance and something that I feel

[2:00] passionate about so if I could somehow combine the two that's where I know

[2:04] eventually I'm sure you'll be successful thank you okay thank you the next part

[2:16] is exciting as well as it's an opportunity to introduce you to two new

[2:20] members of our staff the first is TJ knees and he's kind of trying to hide in

[2:24] the back but we're not gonna let that happen we're going to ask him to stand

[2:27] up but we won't ask him to come forward or anything he joined the staff in April

[2:33] I'm sorry let's see there saturday he was yes he was serving on Saturday at

[2:41] our cleanup Clayton program TJ is a two thousand five local graduate he

[2:50] graduated from north mount high school and miami valley CT c and he started his

[2:56] employment experience not too long thereafter at montgomery county water

[3:01] department and that is where we I'm gonna have to use the word stole him

[3:07] from because even in his short tenure with the city he's demonstrated himself

[3:12] to be a very hardworking young man and a very valued member of our team were just

[3:17] happy to have him I can attest to the hard-working part on Saturday afternoon

[3:21] he was by far one of the youngest fellows they're all the staff were a lot

[3:25] younger than the rest of us I know that and they all did a great job and what

[3:30] was your program at the ctc great so we're either when my operating the heavy

[3:36] equipment okay the two of them look very much alike okay we won't tell him you

[3:45] said that thank you our second employee is all sitting in the corner Andrew

[3:54] McGee I'll ask him to stand up andrew is our new city planner and he started

[3:59] earlier this week he is a graduate of Ball State University's urban plan

[4:04] and development program and he's a member already of the American Planning

[4:08] Association he's just recently attended their national conference he'll be

[4:14] working at residential and business permits in the planning department and

[4:22] interfacing with our Planning Commission and our zoning board of appeals and

[4:26] we're also very pleased to have him as a member of our team great thank you okay

[4:33] well then we will move to the zoning hearing that we have will you read the

[4:39] title please zoning case zc 1401 good samaritan hospital and health center

[4:45] requesting zoning change from single-family residential to office

[4:49] service for the property located at 65 Heathcliff road 99 Heathcliff road and

[4:54] 133 Heathcliff road in the city of clayton ohio okay since this is a

[4:59] hearing this evening the procedure that will follows will have a presentation

[5:03] from Glenn Eberle our staff member and then we will ask for anybody who'd like

[5:11] to speak in support of the program a project and anybody who would like to

[5:15] speak in opposition of the project and then it's on our then we're close to the

[5:22] hearing and it's on our agenda later to vote on okay all right good evening

[5:27] mayor and members of council I am bringing you tonight up this is public

[5:32] hearing for zoning case 1401 it is a proposal to rezone three residential

[5:38] zone project properties they're located on Heathcliff road to an office service

[5:42] sony all right come on hey mr. flicker

[5:50] your batteries we just replaced him we just replacing all right there we go all

[5:54] right we have three three properties that are on Heathcliff road if you look

[5:59] you have Main Street here this is Heathcliff and you also have good

[6:03] samaritan North Hospital right here just north of it turns on the lights of the

[6:09] property is currently zoned r-2 which is single-family residential use the

[6:14] requested zoning as we discussed is OS which is for office service and that is

[6:19] consistent with the future land use planning which calls for that property

[6:23] to be used for a public or semi-public purpose these are some pictures of what

[6:30] the property looks at looks like currently it is vacant land there are

[6:35] trees parts of it closer to the entrance to Jake gross nickel Park are our mode

[6:40] and have a little bit more landscaping but they're fairly fairly open

[6:44] properties at this point the Good Samaritan North approached the Planning

[6:51] Commission with a proposal for to change it to office service to meet some of

[6:56] their future long-term planning for the future growth of the hospital to provide

[7:01] additional services to this community which is which is very positive thing to

[7:05] have happen the Planning Commission mets and on march 24th to hear the initial

[7:13] presentation on the proposal at that meeting they did vote to approve the the

[7:19] request for rezoning and have made that that recommendation to city council I

[7:23] know there have been some questions in terms of what is the purpose of the

[7:26] rezoning hearing really what we're talking about today is whether or not

[7:29] the property should be rezone for an office service use as this project moves

[7:34] forward as a Good Samaritan North Hospital develops their plans and get

[7:38] something a little bit more concrete that will have to go back to the

[7:42] Planning Commission and actually we've been coordinating with the city of

[7:45] Inglewood as well to sort of help coordinate since the project will

[7:51] potentially be on both sides of the jurisdiction but again that will have to

[7:55] come back before the Planning Commission and then ultimately to City Council

[7:58] which will be additional opportunities for the public to see what's going on

[8:02] see what's being played and and provide input for for that as

[8:06] well the plans that you see here are very preliminary in terms of sort of

[8:12] what they're thinking about doing is sort of adding on to the hospital

[8:16] facility here this is the corporation line right here and then using the

[8:20] property in clayton to provide parking as well as potential as well as access

[8:26] to Heathcliff road so that is what they're looking at doing right now but

[8:30] we are not approving any of that at this point in time right at this point we're

[8:34] just looking at the rezoning piece of it and i will go back to the map quickly

[8:39] and just to sort of to let you know this piece here this square here at the

[8:44] corner of Heathcliff and main is currently zoned office service so the

[8:49] requested owning is consistent with that the property here on the corner that is

[8:55] zoned as a pd one that is the apartment complex that is in there the land back

[9:01] here in zones are too including what this is right now but it's it's

[9:06] single-family residential so if that's okay that is my part all right is there

[9:18] anyone who is like to speak in support of the project mr. a chance would you

[9:39] lachann time director of real estate for premier health and good samaritan

[9:43] hospital here to speak and answer any questions that you might have regarding

[9:48] the proposed rezoning as Miss Everly described is where this application is

[9:55] to just change the zoning of the of the three residential properties to an

[10:00] office service that is consistent with the with the property that's right next

[10:05] door and certainly with the adjacent type of development that's happened on

[10:10] the 40 acres that's all that's an angle would that is that is what we're very

[10:19] excited about about this project I know this is just about the changing the

[10:23] zoning but but we're very excited about being able to enhance the the level of

[10:28] service that we were able to bring to both the clayton and englewood area

[10:34] project been met with a lot of positive support so we're just anxious to move

[10:41] forward with this and we would appreciate your support okay now when we

[10:46] arrived at our chairs here this morning to say this evening we received an

[10:50] invitation to groundbreaking for the new emergency city new emergency health

[10:56] department at the good samaritan north that is all in Inglewood right that has

[11:01] nothing to do with what we're talking about here tonight the building itself

[11:05] what I mean to the building is in the city of Englewood yes and everything

[11:10] that's being done at this point in time is within the city of Englewood not on

[11:14] this property we're dealing with tonight correct okay have you spoke to any of

[11:20] the surrounding neighbors that may be impacted by this we had conversation

[11:26] with mr. Worley who is the gentleman who owns the the property at the corner I

[11:32] mean we have a I speak with him from time to time about about his property

[11:36] and what what our plans are and we let him know that it was our intention

[11:41] to develop something on adjacent to his property so he was aware of that and i

[11:47] met with he and his sons several times around around the end of last year so

[11:53] you're you are aware of there are some neighbors here this evening who were

[11:57] very concerned about the project I'll be happy to answer any questions that they

[12:02] that they may have her again are there any questions for mr. lachance from

[12:07] council ok thank you any of anybody else here to speak in support of the project

[12:16] anybody in opposition who would like to speak would you please come forward and

[12:21] give your name and address did you get the list this is a hearing my name is

[12:30] Kimberly Payton and my father lives at 138 Heathcliff and can somebody bring

[12:35] this map back up for me so I can show you where my dad lives because the

[12:40] gentleman here from good sam said that he spoke with mr. Worley mr. Worley does

[12:45] not live on his property he has a rental unit there he also has a beauty salon at

[12:52] the corner he does not live there so this does not directly impact him as a

[12:56] household resident there my father's house sits right here the house affair

[13:06] with the other yellow is the Hendricks and there is a house right here so I

[13:11] think all three of us me because that's my father's house and I spend a lot of

[13:15] time there and that's where i grew up i think that we are directly affected by

[13:19] this and I can't believe that they wouldn't come and talk to us about it I

[13:25] mean if you've ever driven down Heathcliff you would know it's a nice

[13:29] neighborhood we just have a few more houses there for more houses there that

[13:33] aren't there anymore but still where we fit out now we look at a nice yard green

[13:40] space trees we don't want an emergency room there I understand that we need it

[13:48] what's over there now is fine but if you put another

[13:52] Oh doubt i'm not sure where you're going to put it i'm pretty sure it's going to

[13:55] be right across the street from my dads who wants to listen two ambulances the

[14:02] three residents that are there surely don't the first meeting no one told us

[14:12] about I only found out about it because we saw it in the newspaper which I

[14:16] thought that was kind of disappointing for being a part of Clayton / randolph

[14:21] township for all of these years that someone would have thought it was

[14:25] important to let us know to come to the meeting so that we could have heard what

[14:28] they had to say I'm just you know my dad still lives there I don't understand why

[14:39] nobody thought it was important to to talk to us I i do want to thanks a

[14:43] couple people real quick mr. Gorman I appreciate his time at our meeting when

[14:48] we came last time because he was the only one that said hey no wait a minute

[14:52] we need to start this from the very beginning because the residents didn't

[14:56] know the law director said that she thought we could start at the second

[15:01] meeting and just go forward and that we wouldn't really know what was going on

[15:04] and if any of you lived on our Road I don't think you'd be very happy that no

[15:10] one knew about it i really don't i don't think you'd want to live there seeing

[15:16] all this traffic come and go when i read in the newspaper that there's 5,000

[15:21] ambulance rides from Englewood Union Butler Township Clayton and they all go

[15:27] to good sam and all the other hospitals too so if we just take half of those

[15:31] that's 2,500 ambulance rides in and out of there that are going to be hearing

[15:36] all night long I just I just don't understand why no one thought it was

[15:42] important to talk to us about it and in the paper for Good Sam that said how

[15:48] will this anchor the character of the neighborhood they thought it was a good

[15:53] idea that it would anchor the neighborhood we still have kids that

[15:57] play there I mean we have grandchildren we have you know kids that that live

[16:04] there I don't think without extra traffic going up and down

[16:07] the road is a good thing I really don't and I don't understand I just don't know

[16:14] I just want to know what Clayton what Clayton sees the benefit because if good

[16:22] sam says that this is what they're going to do in there to be a parking lot there

[16:25] and several of these papers I read that in the future there will be more

[16:28] building projects there going to be more doctors offices right there that means

[16:33] more traffic I mean what if my dad and the Hendrix and mrs. Asbury ever wanted

[16:38] to sell their property who wants to live there nobody's going to want to live

[16:42] there nobody's don't want to raise a family there and I just have some

[16:47] pictures because i don't know i don't sure none of you stood my dad's yard to

[16:50] see but if i can pass these around these are from his front yard and what we see

[16:54] now what if you can only imagine what we will be seeing when there's a new road

[17:00] and all these cars and not to mention all the stuff that happens when you have

[17:08] an emergency room we're good sam is now in good Sam's a good Hospital I go there

[17:14] too but used to be a beautiful neighborhood and you would feel safe to

[17:17] walk around there right now I don't know if any of you know but at the Jake gross

[17:21] nickel park there's cars that come in two o'clock three o'clock four o'clock

[17:26] in the morning good sam is not open at that time in the morning they're going

[17:30] down to the park there's cars coming and going all night long and we never see

[17:34] any police come through there so what's going to happen with all this extra

[17:38] traffic and not to mention i don't know if you're aware but that is the icy very

[17:43] icy road in the winter time I don't know how you're going to get an ambulance to

[17:47] slow down on that hill when we can barely slowed down and turn into our own

[17:51] driveway let alone carrying someone who needs emergency medical care so that's

[17:56] what I have to say thank you and kosher aware that the the gross nickel park is

[18:02] in Inglewood so there wouldn't be any Clayton place there but I would like to

[18:08] ask mr. LaChance what what do you anticipate about the ambulance noise

[18:15] will there be sirens going down the road there

[18:23] yeah if you would I i am not a hundred percent sure what the protocol is for

[18:39] what happens when the ambulance gets gets close I mean obviously that's most

[18:44] important to have that the sirens on when you know when that vehicle is

[18:50] trying to maneuver through more heavily trafficked area which Heathcliff doesn't

[18:55] get certainly doesn't get the same kind of volume of traffic as as main street

[18:59] does but I am I'm not really qualified Adi rats or that question him maybe

[19:06] maybe our fire chief has a comment on that obviously depends upon the type of

[19:16] call that you're going if it's an emergency type response that requires

[19:21] emergency lights and sirens we will use it when we get close to hospitals now

[19:26] I'll use Good Sam for reference we turn on benson road which is the ambulance

[19:30] entrance down there which is a residential area don't have a whole lot

[19:33] of traffic at night the sirens are turned off once they turn on the benson

[19:36] is that a policy is that a standard note that's just usually what happens so to

[19:41] sit there and say this is what will happen with all these other agencies we

[19:44] can't control that neither can the ER down or say once you turn on the heat

[19:48] cliff turn your sirens off by state law you're always if you have your lights on

[19:52] your boo Sager siren on so we can't a policy out in direct violation of that

[19:58] but out of courtesy a lot of people once we turn vinson we usually turn our

[20:02] sirens off there's not a whole lot of traffic and about a thousand yards down

[20:05] the road there zer entrance so will there be lights and sirens at three

[20:09] o'clock in the morning if they turn on Heathcliff yes there will be how much I

[20:14] cannot tell you ok alright thank you I like to ask mr. LaChance I don't

[20:19] remember the possibly Gwen that the picture he had up there of the two

[20:26] driveways coming into the one coming down on Heathcliff that that can be

[20:30] moved away from Frank's house mr. Boyd's house if we're

[20:35] not approving that driveway coming out there tonight there's what I want to

[20:39] assure the people and when it is actually done if it is look does come

[20:44] out in that formation it can be moved one way or the other away from his front

[20:48] windows it is probably as the the currently proposed location for that

[20:55] that drive is s problem as far away from that edge of the property as possible

[21:02] it's not mr. Boyd said one time that he thought it came out right in his his

[21:08] front windows with the lights on the cars would be on his front windows

[21:12] unless what I'm trying to say and also when is it buffered and as I said once

[21:27] before to other hearing I think we need to deal with the road a bit too because

[21:32] the road deeds is not a very wide road for for the type of equipment that you

[21:38] may be bringing in there Brian or anybody else than the amulets end of it

[21:42] well I I mean it's probably worth noting there are very very large vehicles that

[21:47] drive down that road every day I saw school bus go I was at the hospital this

[21:51] morning then a school bus goes in which adds another dimension that that I

[21:55] didn't know there's when I turned right on Main Street to go north the school

[21:59] bus was coming out the other driveway and after thinking it over that's the

[22:03] end of the north mount school district at the river so that bus has to get back

[22:06] around somehow or another and you're it's very kind of you to let go through

[22:10] there I think that's a that's a wonderful idea but honest you know

[22:13] there's a very large landfill or construction fill site off of off of me

[22:19] corrode that Heathcliff is used for vehicles to get to that to get to that

[22:25] site and those vehicles are much much larger they are not turning either they

[22:30] are going there no place for them to turn on on Heathcliff row they're going

[22:34] straight up and down the road as opposed to making the left or right turn and do

[22:38] it into a driveway there but but it is going to be substantially buffered to

[22:42] protect the neighbors on Heathcliff even though we're not approving that

[22:47] tonight correct that's a different conversation right it probably is mr.

[22:56] Garber's comments about a good samaritan hospital our prior are interesting I

[23:02] think I'm probably worth noting if you're familiar with where are the

[23:06] emergency entrance is in a good sam it is off of a residential street it's not

[23:10] it's not the main entrance of the hospital on on philadelphia drive and we

[23:15] have a good samaritan hospital has a very long history of being a very good

[23:19] neighbor in in that area I mean not only have we not only have we taken care of

[23:26] taking very good care of those streets that border the hospital but you know we

[23:31] have also spent significant dollars in if you've heard of the Phoenix project

[23:36] they're trying to make sure that that area stays stays very nice and and we

[23:43] have we have done everything we possibly could to allow us to continually be

[23:49] successful at that site and serve the community yet also be a good neighbor I

[23:54] think you've been a good neighbor down here too I i would say you've been a

[23:57] very good corporate name for for the city of Englewood and for Clayton as

[24:01] close as we are to the situation thank you okay anybody else you'd like to

[24:23] we weren't notified as far as upcoming I'm sorry could you give us your name Oh

[29:47] we are recommending that you go forward with with the authorization so that they

[29:51] may in turn go forward with the project and there's no financial responsibility

[30:02] is it just placement replacement it's a bridge replacement are you doing these

[30:06] upgrades tutor me is it going to be larger or better or just it's a bridge

[30:10] replacement you know clearly not familiar with pig I Creek I have no no I

[30:16] have not been over pic I Creek no yeah it's not much no you don't okay the

[30:22] bridge needs to be replaced yeah yes County Ohio don't a bunch of bridges for

[30:26] the in the county yeah and we were lucky to get right so they're good chance to

[30:31] replace the county is doing it at no cost the city David a state-by-state

[31:47] office that was doing the compilation of our financial statements we're still

[31:50] carrying these advances as as payables back to the general fund on the

[31:55] financial statements so an effort to clean that up and move those from an

[32:00] advanced to a transfer since the intense doesn't seem to be there to ever get the

[32:05] money back just don't see it mean feasible for still funding these

[32:08] departments monies requesting that we just go ahead and remove the advance and

[32:14] make them a permanent transfer and people get upset with attorneys for all

[32:20] our comedy double digits would it be more ability lack of ability than intent

[32:27] not to paint coming here I have over ten the world to get money back but yeah the

[32:32] ability yeah it's just with the expenses and revenues we see coming in those

[34:13] mayor in large part on our successful community cleanup program that was

[34:20] conducted this past Saturday May tenth we saw 130 visitors to the event and

[34:33] completely filled for 30-yard dumpsters worth of debris also accepted 38 tons of

[34:41] yard waste so I know that many of you will be thanking the volunteers many of

[34:48] you whom are among them that staff that event for us this weekend also may be

[34:55] timely to note that we have an up coming document shredding event on jun 7th that

[35:03] event is hosted in randolph plaza from 9am to one o'clock p.m. and residents

[35:11] and members of the business community are invited to bring their secure

[35:17] documents to the site for on-site shredding service and I'll also note the

[35:25] next day of community cleanup since it has become such a popular community

[35:30] event and that will be conducted on September 27th that completes my report

[35:36] for this evening anything from this means yeah
