[0:00] meeting will officially open for business. My laptop's dead and I have
[0:05] one option that may or may not happen
[0:10] to the flag of the United States of America and to the
[0:16] stands one nation indivisible with liberty and justice for
[0:22] all.
[0:27] We have the uh review of minutes from 64 78 and 85. What's the pleasure of the
[0:34] board? >> Madam chair, move to approve uh the
[0:38] three uh minutes as as presented. Second.
[0:42] » Any discussion? All those in favor? >> I oppose. It's unanimous.
[0:50] » Oh, okay. So, uh, next order of business is, um, we
[0:55] have three poll requests. They're all hearing, so you'd like to come up.
[1:06] » Is there uh, one you'd like to start with?
[1:09] » Uh, well, we'll start by uh, let's see. The first one, we've got Fitch Road. If
[1:14] you could just give your names, please. >> Sure.
[1:16] » Yeah. Erica Troa representing National Grid Electric. Colton Marshall National
[1:20] Grid. >> Thank you. Yes. So, we'll do uh Fitz
[1:23] Road first.
[1:30] » Uh yeah. So, there's a new midspan pull going between existing pole 7 and
[1:34] existing pull eight on Fitch Road. Um this is to install a new feeder monitor.
[1:42] » Sorry, what did you think? What monitor? >> Feeder monitor. Monitor. Yep.
[1:49] board have any well it's a public hearing so I'll see if there's anybody
[1:54] who has any questions or comments in favor of this request
[2:02] close that opposed close that what's the pleasure of the
[2:07] board >> madam chair I move that we approve the
[2:10] uh pole location on pitch road >> is there a second
[2:14] » second >> any discussion all those In favor,
[2:18] » unanimous. Next one would be uh West Boilston Street.
[2:24] » Um this similarly uh is going to be a binsspan pole between existing pole 13
[2:30] and 12-50. Um and this is going to have a a uh it's
[2:36] called a recloser. It's basically a a circuit wide um circuit breaker for the
[2:41] electrical feeder. Um and similarly the the next one is as well. So midspan pole
[2:49] it's going to have its own infrastructure on it.
[2:52] » Okay. Again it's a public hearing. So what else? Is there anybody to speak in
[2:56] favor? That closed. Anyone to speak against?
[3:01] Move that closed. That's the pleasure of the board.
[3:04] » Madam Chair, I move we approve uh the poll location on West Boilston Street.
[3:09] » Second. Any discussion? >> All those in favor? I
[3:13] » opposed. It's unanimous. And then we have Flag Street.
[3:17] » Yep. Last on Flag Street is again a midspan pool between existing pole six
[3:24] and P 7. P 6S50. And this is to support overhead
[3:29] infrastructure uh to isolate the existing recloser on P six. So it'll
[3:36] have some infrastructure up on the top of the pole.
[3:39] » Okay. Again, it's a public hearing. Is there anyone wants to speak in favor of
[3:44] it? Move that close. Against. Move that close. What's the pleasure of
[3:49] the board? >> Madam Chair, I move we approve the
[3:52] utility pool location on Flag Street. >> Is there a second?
[3:56] » Second. >> Any discussion? All those in favor?
[4:00] » I. >> It's unanimous. Thank you.
[4:03] » Thank you so much.
[4:11] The board has a um license application for a new taxi license. Would you like
[4:17] to come forward? >> I don't see them here.
[4:20] » They're not here. >> No.
[4:23] » Um I know that the chief did um comment on the uh vehicle
[4:32] and had no objections. Um, does the board want to move forward?
[4:37] » Chair, I'll make a motion that we just table it to the end of the meeting. Give
[4:41] him a give him a chance. Maybe he can make it.
[4:43] » Do you do you know if they're going to Are they supposed to be here?
[4:46] » Yeah. >> Oh, okay. All right. So, um,
[4:50] Mr. Bailey has moved that we table it till the end of the meeting.
[4:56] » Any other discussion? All those in favor? Oppos? It's unanimous. So, vote
[5:02] off on that. And then we have uh Aqualine Utility
[5:07] Inc. Um this is for the um line utility holding
[5:16] the issue of the bonds blah blah blah. So what's the pleasure of the board?
[5:24] That's it's just an assignment sign
[5:29] that we ended the contract with
[5:35] restructuring
[5:40] » same
[5:51] Right. >> So what's the pleasure of the board?
[5:57] » Madam Chair, I move that the uh board authorize
[6:01] uh changing the entity of Aqua Line Utility
[6:06] Incorporated to Aqua Line Utility Holdings for the purpose of the contract
[6:10] that the town has. >> Is there a second?
[6:13] » Second. >> Any discussion?
[6:17] Uh the only discussion I have is does the whole board have to sign that
[6:21] document? >> No, I think
[6:24] » just maybe Mr. Call maybe amen to authorize the chair to sign the uh
[6:31] the
[6:35] » All those in favor? >> Opposed? Unanimous.
[6:40] And then we have uh Walnut Street uh lot use request
[6:46] » here. >> Yes.
[6:48] » Come forward.
[6:55] » Again, if you could please give your name.
[6:57] » I'm Kyle >> John Bernier. Northeast Energy.
[7:01] » Okay. And my understanding is you're going to
[7:05] be doing some work on the church and that you're going to use
[7:08] » request to place the roof and it's right along the um parking along uh that right
[7:14] side. So looking to temporarily use that space as a safety precaution and use of
[7:20] dumpster and materials. >> And and that's for how long do you think
[7:26] that the duration of >> likely two weeks.
[7:29] » Two weeks. >> Mhm.
[7:31] And we don't have any set in stone dates. We work with the town to what
[7:37] would be, you know, suitable. >> Okay.
[7:40] » Yeah. Just presently right now we're doing the sidewalks in that area as
[7:44] well. So um perhaps would be a good idea to uh meet with the DPW superintendent
[7:52] to um to work that all out as far as when they're going to finish the
[7:58] construction on the sidewalks. I mean, I think they have like twothirds of it
[8:01] done. Maybe >> should have been none.
[8:03] » I know it. I know it. So, I mean, because you don't want to, you know, set
[8:08] a date and have those not be completed. So, we'd like to see everything
[8:13] coordinated so that everybody's >> we have to do that.
[8:18] » So, um does anyone on the board have any questions?
[8:22] » Uh I have a question. Well, maybe to go through the town solicitor, but uh is
[8:27] there a way to have the town indemnified?
[8:32] » I'm sorry, what was that last part? He's just being asking the solicitor.
[8:36] » I was asking council solicitor how we would go about securing the town's
[8:39] interest and indemnify us from liability for authorizing the use uh
[8:46] named on an insurance policy. Maybe >> that's one way or you could have a
[8:51] separate, you know, dification. You were awesome. Thank you.
[8:53] » Agree. But even in that agreement, you want you want the town to be
[8:57] specifically named as an insured on their liability
[8:59] » additionally insured. >> Yeah. Almost like you need to do, you
[9:02] know, any contractor. >> Okay.
[9:05] » We do that. >> Okay. Thank you, Bill.
[9:10] » Um, any other questions? What's the pleasure of the board? U
[9:15] madam chair make a motion we authorize the use of the uh parking lot or the
[9:19] portion of the parking lot as shown on the drawing uh subject to coordination
[9:25] with the DPW superintendent the chief of police and providing uh the insurance
[9:32] certificate naming the town as additions in
[9:36] » second >> any other discussion all those in favor
[9:40] I >> opposed it's unanimous
[9:42] » just one minor point is on this sketch you have
[9:47] the dumpster at the rear of the lot. >> Yes.
[9:50] » How are you going to access that? >> So at the front end of it. So uh can I
[9:57] bring you this picture? >> Sure.
[10:01] » So we were thinking about way back here where the white car is and
[10:06] so we would have this whole area blocked off and then our guys can access that
[10:10] dump. I meant to pick it up, but you do it the same. You You would have that
[10:15] this whole area, please. >> Correct.
[10:21] » I'm all set. >> Okay. Any other questions? All those in
[10:24] favor? >> I opposed.
[10:28] » Thank you so much. Good luck. Again, you know, just get your coordination there.
[10:34] » Perfect. Thank you. >> Thank you.
[10:35] » Okay. Uh, next agenda item is uh touch a truck
[10:40] request. Pleasant view. Dustin, you want to come forward?
[10:45] » Good evening. >> Good evening.
[10:47] » Just give your name, please. >> Uh, Dustin Whitaker, owner of Pleasant
[10:49] View Waste Removal in Ports in Clinton. Um, so I'm coming before the board
[10:54] tonight just to um give a brief brief history of the Touch Truck Show. It's a
[10:59] Halloween themed um we call it a truck or treat. Uh we started the event in
[11:04] 2023. Uh we had about 150 to 200 kids walk
[11:09] through that year. It's increased every year since. Um
[11:13] the event consists of industry leaders in trucking, excavating, bulldozing. Uh
[11:20] we have Lifelike come in and land in the fields up at the uh the high school. We
[11:23] have the sheriff's department there. Um it it's it's quite a good show. We we've
[11:27] got a couple of uh food trucks up there. Um it started off as a fundraiser for
[11:33] wheat. Um we've continued that theme. Um we're going to continue that theme this
[11:38] year as well. We're looking for non-p perishable food items for wheat. Um this
[11:42] year we're adding a uh we're requesting cash donations to a um a facility called
[11:48] on-site uh on-site academy which specializes in PTSD for first
[11:53] responders. Um so any cash donations that come in are going to get donated
[11:57] 100% to on-site. Um, I'm coming before the board to ask for help with uh police
[12:03] details. Um, any any kind of financial relief that we can get on police
[12:09] details. Um, the first year we had, I believe, two
[12:13] police details, one for traffic control and one to participate in the show. Uh,
[12:18] year two and year three we've had just one police detail for the traffic
[12:22] control. Um, we're trying to get local other local towns, Bolton, Berlin,
[12:28] Sterling, Lancaster. We're trying to get a a police officer and a cruiser from
[12:31] each of those towns. Um, we're hoping to get a couple more um police cruisers
[12:36] from Clinton as well as the traffic detail. Um,
[12:41] the first year, the police relief association absorbed the cost for that.
[12:45] Uh, the second year, Whitney Oil absorbed the cost for that. The third
[12:49] year, Pleasant View absorbed the cost for that. Uh, like I said, we're just
[12:52] looking for any help in in offsetting that cost basically.
[12:56] » Um, I did talk to Chief Coin yesterday. Um, told him I was coming up in front of
[13:01] the board tonight as well. So, between police relief association, if you guys
[13:06] are willing to help with a donation or the chief absorbent in his budget, you
[13:11] know, whatever whatever can be facilitated, I guess, is is what I'm
[13:14] looking for. >> Well, I mean, we also have the civic
[13:18] fund. we can have a donation of the civot funding.
[13:21] » Okay. >> Um so I mean I I have no problem I'd be
[13:25] more than glad to accept a motion to uh >> Madam Chair, I'd make a motion that uh
[13:31] we authorize $500 from the civic fund to the the organization and the police
[13:38] detail could get paid out of that. >> Okay. As far as coordinating an onduty
[13:44] cruiser or an officer to be part of the show, I'd encourage you to uh enter into
[13:50] a conversation with the chief to see if he can set something up.
[13:54] » Y >> I I'm I probably have a conflict of
[13:56] interest because my grandkids love going to touch a truck events and this has
[14:00] been >> there's no conflict there. Everybody
[14:02] loves it. >> Yeah. But I'm advocating now for my my
[14:06] family members. But it's a great opportunity for kids to
[14:09] » Yeah. They love big trucks. >> Yep.
[14:12] » Loud trucks. >> Y
[14:14] » I think it's a great event for the town. >> Appreciate it. Thank you.
[14:16] » You've done a great job with it. So that that the motion is to authorize $500
[14:21] from the civic fund. Um >> do we have a second?
[14:25] » Second. >> Any other discussion?
[14:28] » I I just I just wanted I didn't see a date in here, so I didn't know.
[14:32] » Uh so it's October 24th. It's a Saturday, 10:00 a.m. to 2:00 p.m. It's
[14:36] uh 75 West Boilster Street, across from the high school in the parking lot.
[14:42] » Question. >> Rain date of the next day, the 25th.
[14:45] » Uh I I would just also like to echo what Bill had to say. Um it's great fun for
[14:52] the for the kids and you know, I know that there's a lot of people that show
[14:57] up for it. It's a fun day. So, um, I think it's terrific and thank you for
[15:03] putting it together. >> Yeah, I couldn't I couldn't have done it
[15:06] without my awesome team. They've been they've been great with it. So,
[15:08] » that's that's terrific. >> Thank you.
[15:10] » So, uh, motion's been made and there's a second to give a $500 donation from the
[15:14] civic fund. Any other discussion? All those in favor?
[15:18] » I I. >> It's unanimous.
[15:20] » Appreciate it. Thank you. >> Best of luck. Let's hope the weather's
[15:23] good. >> It's always good.
[15:24] » It'll be a pleasant view.
[15:29] Okay. Um, the next uh agenda item is a one-day liquor license for the BFW
[15:36] outside event. Is there anyone here from BFW?
[15:42] Uh, well, the request is that it's end of summer barbecue. The date is
[15:48] September 26th from 12 to 8:00 p.m. And the place is 10 Allen Street, the back
[15:54] parking lot. So, uh, they have done this many years.
[16:01] So, um, I know there's no one here, but it's kind of a consistent affair. So,
[16:08] um, what's the pleasure of the board? >> Madam Chair, I make a motion that we
[16:12] approve uh the BFW and the summer uh liqu.
[16:17] » Is there a second? >> Second.
[16:19] » Any discussion? All those in favor? >> That's unanimous.
[16:26] Uh, PAV Golf Tournament donation request. Uh, this is the Oh my goodness.
[16:31] This is the 33rd annual PAV Golf Classic.
[16:36] Saturday, September 12th. Tea times begin at 8:00 a.m.
[16:42] and it's at the Berlin Country Club. So, they are asking uh for a donation. I
[16:49] know that we've in the past, I'm sure, have given them something. So, um
[16:54] » I don't know if you >> I'm sorry.
[16:57] » I'm not sure how much. >> Okay.
[16:59] » So, I guess I'll accept the motion that whatever we've given them in the past,
[17:03] we would um match whatever we've done in in the past.
[17:08] » I'll accept that motion. >> Okay.
[17:11] » Is there a second? >> You know, we have the the reserves set
[17:14] amount we've been given. Okay. Yeah, I'll go with that. It was But
[17:18] » any on the discussion? Honestly, the discussion is that after we find out
[17:22] whatever the donation was in the past that
[17:25] » we'll match the same this year. >> I don't I be honest. I don't think we
[17:28] did. >> I don't
[17:31] » I say that because um Mr. Farra I was talking to him about this and I he had
[17:36] give him an example letter. I just thought I'm nodding my head here. I
[17:40] don't think >> Okay. So, you helped him formulate this
[17:43] Bernie? >> Well, I gave him someone else and we
[17:44] plagiarized it. Yeah, I I didn't read I didn't read it that much.
[17:50] » Um I mean it says a $100 whole sponsorship is a popular.
[17:54] » Yeah. >> So um in their letter,
[17:58] » Madam Chair. >> Yes.
[17:59] » If I may, maybe I'm off over the edge, but I'd amend the motion
[18:06] to authorize a $500 contribution to the PAV golf class if there isn't
[18:13] already a history of a different amount. Is there a second?
[18:17] » I'll second. >> Any other discussion? All those in
[18:21] favor? I >> I Well, I hope they have a great sunny
[18:24] day. >> Giving away all those sunny days.
[18:28] » I know it. Huh? Okay. The Clinton landfill
[18:33] um containment basin clean
[18:40] out bid award. Only one bid was submitted.
[18:44] Um, it's a motion to award the bid in the amount of $210,000.
[18:54] » And who was the uh >> I'm looking at it right now.
[18:58] » I don't have that.
[19:14] I don't even see it. The bit went to for the
[19:19] » I think it's onyx. >> Onyx. Onyx is
[19:23] » onyx. >> Onyx.
[19:25] » Okay. >> Onyx.
[19:29] Did you? >> Yes. Right here. Right here. Okay. So
[19:35] it's a Onyx company from
[19:41] Actton Mass. What's the pleasure of the board?
[19:46] » I have a question about the bidding process at $210,000.
[19:50] Does only receiving one bid uh fit the procurement act stuff about
[19:59] minimum number of bids and that type of thing. Can we award a contract with only
[20:03] one bid? I believe so. >> Yeah.
[20:06] » If it's a qualified bidder or >> Yeah. Yeah. Can
[20:09] » I make a motion that we award uh the $210,000 bid for the pace and clean out
[20:14] to Onyx Corporation? >> Is there a second?
[20:20] » Second. >> Well, it certainly looks on on the
[20:23] document here, Bill. They have done other local
[20:29] Chapi Shbury. Yep. So, looks like they have a good
[20:36] reputation. So, is there a second? There was a second
[20:40] there. >> Any other discussion?
[20:43] » All those in favor
[20:48] » um >> is it in the SharePoint?
[20:51] » Okay, we have um
[20:56] allocation expenditures review. >> I have the auditorium
[21:01] request. You do? I know. I've got mine on to
[21:06] here. >> All right. Okay.
[21:07] » What have you got? All right. That's down below.
[21:10] » All right. >> Oh, right. Okay.
[21:12] » Yeah.
[21:21] Guess this is just um the runoff of where we are um at this
[21:28] point. So if anyone has any discussion
[21:35] uh they'd like to bring forward I don't see that
[21:40] » I'm sorry file is it labeled something >> it was added
[21:46] » today >> today
[21:47] » today I was kind of late >> it should be under N9
[21:52] » if it's not we can print off a copy >> well I guess I I have a question for
[22:00] you. Um um Mr. solicitor. Um can we go back if in one case what we have given
[22:10] um awarded to town employees for their
[22:14] working during um co and uh could we go back and revisit that
[22:22] if we have certain departments that we did not
[22:28] allocate compensation for them if because there
[22:33] is still money in that uh line item. A substantial amount of money.
[22:39] » Yeah. I mean, you can you can amend the the agreement. It just has to be, you
[22:43] know, substantially the same scope and within substantially the same purpose,
[22:48] which here you can make that argument that it is. I mean,
[22:51] » it's a gray area whenever you do these amendments
[22:54] » when you go back, you know, because obviously we're getting toward the, you
[22:57] know, toward the end of the uh expenditure period. So, but here if
[23:01] you're going to if it's got it's the same purpose, you know, it's a little
[23:04] bit different scope cuz now you're broad scope. But,
[23:07] » well, I mean, when we first did it originally, I think there was only uh
[23:12] four departments that we had given something to. Um so in that time that
[23:20] that that did occur there was a lot of discussion about you know extending it
[23:26] to other departments and um it didn't happen at that
[23:32] particular time but so I guess my question is is
[23:37] » but sorry so but you would be taking money from some money that was allocated
[23:42] to another under another agreement or another project right? No.
[23:46] » Okay. There's still money left in >> correct a substantial amount of money
[23:50] left >> that was allocated that was for that
[23:53] » reason that >> right premium pay for uh God I can't
[23:58] even read it. premium pay for eligible employees during co.
[24:04] » So at the time um Angela who was the assistant had uh was doing the work on
[24:11] it and she had inserted an amount of 330,000
[24:18] and um we still have uh over 150 plus left. So um the
[24:29] consideration is can we go back and rethink
[24:37] of are there additional people town employees that we would like to
[24:42] compensate if they were working with you know in that time frame that we
[24:49] compensated those other departments. So we would be looking at the same exact
[24:55] time frame that we compensated the other departments
[25:00] » for the same reason too. >> Correct. Yeah. Correct.
[25:03] » I'll have to take I'll take I mean I'm familiar with all the actual regulations
[25:07] but >> Okay.
[25:08] » We can take a look at that. >> Okay.
[25:10] » But it sounds like it' be it'd be the same purpose.
[25:12] » Correct. you know, maybe we're increasing the scope to include
[25:17] additional employees maybe that were missed initially just because
[25:21] but if it's employees that fall into the same, you know, probably as a decision
[25:26] earlier, I think we have we have a good >> Okay. So, will you have that information
[25:33] for us for the next meeting? >> Okay.
[25:35] » And there may be, you know, there may there may be no specific answer. We just
[25:39] may have to, you know, convince ourselves that it's within the same
[25:41] scope and substantial for the same purpose. So, we're going to do it
[25:45] because it would be right with the same the employees that did it. They came
[25:48] into work during that whatever. I don't know what um period they used last time
[25:52] that three-ear co period. I'm not really sure. I don't I have no idea. But just
[25:56] to be clear, so there's no um I work for the town. I would not campaign.
[26:01] » So, I work for the only department. Thanks, Breny.
[26:04] » Yeah. I know. Well, I Well, you know how things get. You know, you think we
[26:07] conspired to work this but how how would this comes out? I did work during the
[26:11] vet. not get any money out of this. So, I've already saved money again.
[26:17] » Madam Chair, yes. >> Just in the interest of uh time,
[26:20] » could we request that the chair and the town administrator work on a plan to
[26:26] implement if the opinion comes back that we're it's permissible?
[26:31] » Um I'm happy to work on anything as so
[26:35] directed, but um Madame Chair, can I just make a a comment to Mr. Gibbons?
[26:39] Um, so the sheet that had tracked all of the ARPA projects, um, as far as what I
[26:47] can tell, was last, um, produced or updated by the former town administrator
[26:54] in April. And in the columns about the status, it says complete on
[27:01] this particular one. So, I think what we need to determine is if it was
[27:06] overbudgeted um and then it was just whatever and
[27:10] again I wasn't here so I'll rely on everybody's historical um context if it
[27:16] was overbudgeted and then the four departments or what have you were paid
[27:21] out and that's why there's a balance. I don't know what I don't know and we're
[27:26] gonna have to find out is if there really is more people that that
[27:32] fell into those departments and those categories that should get it or if it's
[27:37] just those folks were paid out and there's a balance because there's
[27:41] balances on a lot of the projects. >> Um if somebody purchased a vehicle for
[27:46] example and it was budgeted I'm making this up at 40,000 maybe it came in at
[27:50] 35. So there's like smaller ones, but um >> to your point, there's a substantial
[27:56] amount there. We should investigate it. >> Well, what had happened was when Angela
[28:00] did her background work on this as an example, she brought in sheets for us,
[28:06] the board of selectment, and I think you remember this, Julie,
[28:09] » that um were number one what other communities had done
[28:14] » and what amounts they use for compensation. And so she had like an
[28:19] example that one community, I'll just say Milbury,
[28:24] » okay, >> Milbury had decided to compensate all of
[28:29] their employees and set an amount of money that they
[28:33] were going to give to all of their employees across the board and other
[28:39] communities um chose to only give to certain
[28:44] departments. So I think when that 330 was set up, she was looking at if the
[28:52] town decided to compensate all their employees at the time that that's what
[28:57] what you were looking at. As I recall, Julie remember when she I probably still
[29:01] have those spreadsheets at home, but that's where we kind of like she had put
[29:07] everything together and so that's where I think she came up with that 330.
[29:13] So, um, and then when the board decided to just give certain departments, that's
[29:20] where that huge lump of money. >> That makes sense. Yeah.
[29:24] » So, >> but because she had done a pretty fair
[29:29] amount of work on >> trying to show us at least what other
[29:34] communities were doing >> and had none. So,
[29:38] » Right. >> Yeah. I might have some people too
[29:42] because we certainly certainly talked about
[29:45] » well I mean we certainly talked about it >> for sure. We did it multiple times too
[29:50] like it was kind of a multi- you know meeting uh discussion
[29:57] probably over the span of like six months a year. So wow, there are
[30:01] probably like touch points >> over. So I can try and figure out maybe
[30:06] pinpoint a few meetings where we really nailed it. But yeah, some of it's
[30:10] probably an estimate and then it was almost like to Mary what Mary just said
[30:15] like there various options proposed to try to figure out what would work best
[30:19] for Clinton. So >> and I I don't know maybe Jolisa she
[30:23] might still have some of those files in her office.
[30:26] She did have some stuff for old home day and
[30:29] » I'm sorry. >> She did have some stuff for old home day
[30:31] in some nice little um binders and it was all organized. I haven't seen
[30:36] anything about Okay. >> but I can check more.
[30:39] » Sure. Okay. >> All right. So, Bob, we'll see what we
[30:43] can come up with for the 23rd. >> Take a look see.
[30:47] » Yeah. It would be nice if we could find some of her.
[30:51] I I'll look to see if I I still have >> And would you be looking to expand to
[30:56] additional departments? >> Uhhuh.
[30:58] » That weren't compensated. >> Yes.
[31:00] » Yes. >> Well, I believe we only compensated
[31:05] four. >> Okay.
[31:07] » Police, fire, board of health, and the um cafeteria workers.
[31:14] » But we budgeted signi significantly more.
[31:17] » Correct. because Angela's was the one who put inserted that amount and she was
[31:24] going by, you know, if the town decided to do all of the employees.
[31:30] » My point is that it was budgeted for all the employees.
[31:33] » Correct. >> Or a significant
[31:35] » correct >> significantly more employees than and
[31:38] » what we actually Yeah. Right. So it was budgeted but then the board restricted
[31:44] those employees that would be receiving the benefit
[31:47] » and those were the full departments I believe Julie right police fire
[31:51] » board of health and the cafeteria workers
[31:55] and >> they all take up different amounts.
[31:57] » Yes. >> Yes.
[31:59] » There was a calculation. >> Yeah. Yeah.
[32:03] » Okay. All right. Moving on. Um, we have a
[32:07] request from the boosters hall of fame that they had last year. They're going
[32:13] to do it again this year. Um, and the date for that is
[32:20] 1010 from 5 to 9.
[32:26] Uh, what's the pleasure of the board? Madam Chair, I move that we approve the
[32:30] request from the from the Boosters Hall of Fame utilize the town hall.
[32:35] » Is there a second? >> I'll second.
[32:39] » Any discussion? >> So with these three requests, they they
[32:43] um is there a usage fee? >> Yes. Well,
[32:48] no, >> not for these ones. So when when uh when
[32:55] anyone uses the town hall after hours, do we have a custo I don't if you know
[32:59] do we have a custodian here? >> Yes. If a custodian is needed then we
[33:03] charge the custodial fee. If they're town departments we don't charge them
[33:08] rental. >> Okay. So we that's why it's getting we
[33:12] don't >> but they do pay. Okay.
[33:16] » Any other discussion? All those in favor?
[33:19] » Oppos? uh putting youth
[33:24] cheer. We're looking to use uh town hall on.
[33:32] So they come after there's the high school cheerleaders that are currently
[33:36] using the town hall auditorium for practice
[33:40] and the youth cheer the littleer ones come after.
[33:48] Oh, this is just for their practices cuz I'm looking there's no date here.
[33:54] » Yeah, it's the season. This will be the last year that the cheer has to use the
[33:58] auditorium cuz they'll move with the new school.
[34:01] » Oh, nice. But I mean, you know, they put,
[34:06] » you know, there's mats down and stuff like that. Yeah.
[34:09] » And we we had two meetings with both groups to make sure that we were all on
[34:13] the same page. >> Okay.
[34:16] Does anybody have any other questions? >> What's the pleasure of the board? Madam
[34:22] » chair, I move that we approve Clinton youth cheers use of the town hall
[34:26] auditorium. >> Is there a second?
[34:29] » Second. >> Any discussion?
[34:33] All those in favor? >> Opposed? Unanimous.
[34:37] We have uh requests from the um the conservatory
[34:44] um Oh, well, they are here.
[34:47] » Yep.
[34:53] » Well, you girls were patient. You waited long enough, right? You were the first
[34:56] ones in the room. If you could just give your names,
[35:00] please. I'm Connie Drexler. I'm the uh director and Donna on the board there.
[35:06] » Oh, nice to meet you. >> So, we are planning a we're a nonprofit
[35:10] organization uh the conservatory. Uh we have actually a lot of students here
[35:16] from Clinton, but we actually right now uh rehearse in Lancaster and we just
[35:22] wanted to give a Christmas concert here on the 16th, December 16th.
[35:30] And we think we've talked to everybody and and uh we also like to make sure
[35:37] hopefully it gets advertised because it should be a good family concert. M
[35:41] » Mhm. >> We've given lots of Christmas concerts
[35:44] in the past and really looking forward to being in your beautiful hall and
[35:47] especially the acoustics are really nice now.
[35:50] » Mhm. >> So
[35:51] » they are. >> Yeah.
[35:53] » It's a beautiful hall. >> It is a beautiful hall and it's a real
[35:56] stage which is enough room because we have it mainly we'll we'll probably have
[36:01] some solist but it will be mainly we have a youth orchestra and we have a a a
[36:06] fiddle group. Mhm. >> So I think a lot of people here Celtic,
[36:10] a lot of Celtic music which people love here uh Clinton and then we have a a
[36:14] choir also. >> Mhm.
[36:16] » And uh we can all fit in the stage I think hopefully.
[36:19] » So you're it's on December 16th from 6:30 to 8
[36:24] » probably something like that. >> Well that's what it says here. Um we
[36:27] » but you have a setup time right >> set up and rehearsing. Yes.
[36:31] » Okay. Okay.
[36:35] Uh what's the pleasure of the board? Madam chair, I move that we approve the
[36:38] use of the town hall for the their uh student Christmas concert and rehearsal.
[36:44] » Is there a second? >> Second.
[36:46] » Any discussion? Just like to say it's great that you work with the youth and
[36:51] it's great for >> Well, we love it. And this is one of our
[36:53] students here, Abby, >> and she's played with us for quite a few
[36:56] years now. >> Is she going to be participating?
[36:59] » Yes, she's going to be playing. >> Wonderful.
[37:00] » She's really good at that fiddle, so come join us.
[37:03] » Terrific. >> Lot of fun. Any other discussion? All
[37:07] those in favor? >> I
[37:09] » have a wonderful night. Okay. Thank a lot of people show up.
[37:12] » All right. >> Thank you. Um
[37:16] » ideas of how we can advertise it cuz um when I spoke to the custodian, they said
[37:21] she said, "Oh, people always asking about Christmas concerts here." And uh
[37:26] so I don't know how we >> feel free to send anything to the town
[37:31] administrator's office. Yes, we will be happy to get that out for you.
[37:36] » We have a lot of students from Clinton actually.
[37:38] » Wonderful.
[37:41] » Okay. So, our next order of business is the
[37:45] second reading for the speed stabilization.
[37:48] And this again is just a formality. We have to do it at least three times.
[37:52] » And thank you to Phil for printing it out.
[37:55] And uh as we all know it's in um for the school and I think it's a great idea and
[38:04] uh with the pleasure of the board. >> Madam Chair, I make a motion that we
[38:07] approve uh the SP stabilization fund uh policy and wave the third reading and
[38:15] finalize it tonight. I'll >> second that.
[38:19] » Uh just a clarification, Mr. Solicitor, can we do that?
[38:25] Can we forgo the third reading?
[38:32] » It it is a general school committee policy for developing policy, but it's
[38:38] not a burden on it's not a requirement of a board of selection.
[38:44] » I love this, >> right? We can we can wave this board's
[38:49] need to have a third reading. school committee rule that we're
[38:52] » they they already voted twice. They did theirs two readings. Sorry.
[38:56] » Um and then typically it's three, but to Mr. Conny's point
[39:04] » requirement by this board for adopting policy,
[39:06] » right? >> So,
[39:09] » okay. >> They can still wait.
[39:13] » They can do exactly your way. >> They'll be thrilled for it over and over
[39:18] again. I'm I'm okay with that uh bill if if you uh
[39:22] » Well, that's the motion. >> That's your motion. Is there a second?
[39:25] » Second. >> Any discussion?
[39:28] » All those in favor? >> I
[39:31] » opposed. It's unanimous. >> Steve will be thrilled.
[39:34] » Um the next um item is the Strand Marquee bid award. Uh
[39:43] to award or not?
[39:48] Madam Chair, members of the board on background, uh the town received a
[39:53] $100,000 ARPA grant from the state for the Strand Marquee. Um after the uh
[40:01] termination of lease with the prior lease holder at the Strand, um a revised
[40:06] invitation to bid was submitted was uh released in July. bids came back on
[40:11] August 5th and the lowest qualified bid uh is for $140,292
[40:18] in excess of the grant, the state ARPA grant. Um
[40:25] it uh last Thursday the strand subcommittee met um part of the the
[40:30] meetings materials were a proposed amendment to the strand agreement um
[40:34] that would um change the um percentage of contribution by the um the
[40:42] other party in the agreement Mr. Mr. merit um and also proposed to utilize
[40:47] $70,000 of town ARPA funds for the M marquee project. That um proposal was
[40:54] not viewed favorably at the strand committee meeting. Um and so it would be
[41:00] to this it would be up to this board to um
[41:05] to make a determination as to whether they wish to utilize
[41:09] um strand funds town ARP funds for the marquee. Um if not then we don't have
[41:16] committed funds and cannot proceed. >> What's the pleasure of the board?
[41:24] » I move not to use the to just man I And I wasn't on the board at the time that I
[41:29] appreciate all the effort that went into to but the plan and the hope of keeping
[41:34] this historic building around, but it just for a number of factors and I won't
[41:39] bore everybody. It just it just didn't go through. It didn't happen. And and to
[41:43] just put a marquee up with with nothing behind it, it would just it just
[41:48] you know, even though you can say it's grant money as our money, it's still tax
[41:51] money. It's a waste in my opinion. It's just end up being a waste of money when
[41:54] you're not going to have anything marque that says but and so yeah I appreciate
[41:58] but I my motion is not to not to expend the money.
[42:02] » Is there a second? >> Madam chair for purposes of discussion I
[42:05] second the motion. Um >> open for discussion
[42:09] » for discussion. I uh
[42:14] is it clear that we could do this if we so choose. We can reallocate
[42:20] the ARPA money to use for something that was not part of the
[42:25] original strand. >> I I think it could be construed in the
[42:28] language of the agreement that this would be consistent with the agreement.
[42:32] It was for improvements to uh for use of the facility as a theater performance
[42:36] venue and mares are uniquely associated with that that activity. Um really the
[42:42] question the purpose of the amendment that was proposed was to change the um
[42:47] proportion that was the owner's contribution to the project. the owner
[42:50] is not in position to >> where did that concept come from the
[42:54] reducing the owner's contribution. >> It came through discussions with the
[42:58] owner with the committee um and with staff on how we might somehow be able to
[43:02] salvage this uh salvage use of some of these funds for for the for the project.
[43:08] Um and so then you're bringing that proposal to this.
[43:14] Madam Chair, I'm I'm concerned with the idea of I don't see how you could
[43:18] execute this in time to >> my most recent conversation with the
[43:23] contractor. They indicated that they could. However, the cover project is
[43:27] showing us there's always the risk of something coming up. So, but but they
[43:30] they were they indicated that they could get if if we started this week that they
[43:35] should they they said they almost certainly can get it done by the end of
[43:38] the year.
[43:43] » Is there a from the feedback from the committee um
[43:49] this is a big expense for someone who might want to lease it? Do they feel
[43:54] like that is beneficial to a future lease?
[43:58] um >> improvement to to it. And I guess the
[44:03] second part of that is >> we don't use it. We it's not like
[44:07] » that was asserted that that was asserted but I I don't recall there being much
[44:11] conversation on that point. Okay. Either way, is that is that a fair
[44:14] characterization? >> I couldn't what what Julie just said
[44:18] that was there any discussion about whether this would be a potential
[44:21] benefit to some future user? >> Well, not if we don't know what's going
[44:25] in there. you know, the marquee could say, you know, condos for sale, you
[44:29] know, I mean, and there's nothing and we as we I only attended that one meeting,
[44:33] but you know, even if you put this this marquee out there and even if you
[44:36] invested that other 300,000, it's still not leasable. It's not the way it is.
[44:41] And and that's kind of where I'm at is you I hate to say we're giving the money
[44:45] back, but you just pour it in there and the the owner is only now we're going to
[44:49] put up what 30% so 30 grand and then we put all this money into his building and
[44:54] then what it just again I I I don't fault the effort. It just it just to me
[44:58] didn't >> Well, just to go forward too, I mean
[45:02] with the discussion from the other night >> was it was quite evident uh to the
[45:06] committee um and we did have a contractor on the committee that let's
[45:11] just say that we took 75,000 from the AR money to put new
[45:18] handicap uh restrooms in and
[45:23] the question was posed directly to him. Um, obviously you'd have to get specs.
[45:29] You'd have to go out to bid. Could that work be completed and the the time
[45:35] allowed? And quite frankly, he said no. So
[45:41] the other money that you would be investing, I think the only thing we
[45:44] agreed to was the engineering uh costs that were $32,500.
[45:51] Okay. Get the the code and things like that. I know I have it somewhere, but um
[45:59] I don't think there was a real appetite for
[46:04] uh as as Brendan said, the marquee uh because we knew that there was very
[46:11] little if nothing that was going to be done on the inside.
[46:16] So, um, I have to say, and I said it the other night, I am have no intention of
[46:23] putting $70,000 into the marquee because I just don't see that anything else is
[46:28] coming. And I don't think it's going to come for a long time, if it comes at
[46:32] all. Um, I mean, that building has been put up for lease for years. The owner
[46:40] had no appetite to sell the building. Um, that was always a difficult cell in
[46:48] the first place because it needed a substantial amount of work and
[46:55] I don't know of anyone that's going to put a million plus into something they
[47:00] don't own. And um,
[47:04] if you own the building, of course, you've got you've got something that you
[47:09] own and you can make nice. And there's a lot to that building, not just the
[47:14] theater. So, um, and I I I know I expressed it to the owner that, you
[47:20] know, he had a lot of time to think about selling that building. I know he
[47:26] was encouraged by the real estate company to sell it very early on as
[47:32] opposed to continue to try to lease it. And I think it showed over the last four
[47:38] years that it was a difficult sell and uh people weren't knocking down the
[47:45] doors to come and lease that place. I think it's a shame, but um he's the
[47:51] owner and that's the decision he made. But to get down to the 11th hour and
[47:58] change the whole concept of what the town had agreed upon in the beginning,
[48:03] um I'm just not comfortable with it. So that's and I know people um you know, a
[48:11] lot of people said to me, "Oh, I I want it to be a movie theater." uh you know
[48:16] but I mean even the people who had the gentleman who had leased it they had
[48:21] very little intention of making it a movie theater again they were going to
[48:26] do other venues and that in itself would have been a huge disappointment to the
[48:31] Clinton people. I know that. And um the second
[48:37] individual uh that was only in the last month, he also was not interested in the
[48:43] movies. So um but go ahead. No, no. I just wanted you mentioned like it was
[48:50] like kind of like a hard sell, but um >> I think to your point of like it was a
[48:57] hard sell for people who want to lease, >> you know, like I think
[49:02] » probably I don't want to speak for anyone, but just wanted to clarify that
[49:05] point. You know, I think a lot of people like you said encouraged the sale
[49:09] because I I think every single person that showed interest was concerned. I
[49:17] always tell people when they ask me about it, it's like renting a home and
[49:21] renovating the kitchen and then not owning it. Like, it's just a really
[49:27] » difficult thing for people to want to invest in. And I guess it's tough with
[49:34] the marquee because for me because a lot of people have and
[49:39] consultants that have come in even with the downtown renovation
[49:43] uh revitalization um have said like that's kind of the
[49:47] keystone of it. Um, and there's something to be said about like
[49:54] curb appeal for attracting other businesses to Clinton, you know, when
[50:01] there's not kind of a rundown vacant movie theater. Um, it's a real it's a
[50:07] real tough tough choice to make because you got vacant property. You know, I
[50:10] guess it's like I I'm struggling with this a bit because
[50:15] I don't want to generalize, but in my years on the board, you kind of hear
[50:20] like the owner, you know, are do we have like motivated owners who
[50:27] own property on this street to maintain or to find people that will kind of like
[50:35] help bring new businesses to the town to help kind of, you you know, broaden the
[50:41] tax base and, you know, bring more people to or be a good location for the
[50:47] people who live in in Clinton. So, I'm struggling a bit with kind of like the
[50:51] landlords on High Street and their kind of care of their property
[50:57] as it pertains to the Clinton community and the whole
[51:01] struggling with >> I moved to town more than a quarter
[51:04] century ago and a quarter century ago there was a lot of deferred maintenance
[51:07] both public and private. Um and over the last 25 years, we've seen a lot of
[51:12] investment on both sides. Um but yeah, there's still there's still pockets of
[51:17] um insufficient >> Yeah.
[51:20] » uh care. >> Yeah. And and I didn't mean to disparage
[51:24] people who have put investment into >> Oh, no. I didn't take it down.
[51:29] » Yeah. cuz I you know we can certainly appreciate it but like you you know I
[51:33] walk my dog down there every night and it's just hard to see those stay vacant
[51:37] for 10 plus years because I'm sure they need maintenance. They're not ready to
[51:42] to bring new business and it's don't think it will help with
[51:49] marquee being Yeah.
[51:52] I also don't think spending money on a entity that is
[51:59] really hard to see the future of that and I'm okay with it not being movie
[52:03] theater. I think movies are really a real risky business. It's hard to make
[52:08] money doing that. I can I can see why they want to diversify their offering
[52:13] there or the people who are leasing it because I think that is in my research
[52:18] what other movie theaters have done to try to make sure they stay in business
[52:23] you know I mean I'm sure the people if you can make money off of movie theaters
[52:28] someone else might have you know swooped in and and uh taken over that lease but
[52:33] and we all know from the former owners how much of a challenge that is so I
[52:37] don't want to put on our nostalgia glasses and say it's going to all be
[52:41] movie theaters forever, but you know, I applaud them for like trying to rethink
[52:45] it, but right now it's hard to see that future.
[52:51] » The only thing I can offer for your consideration and with the decision
[52:53] obviously is the decision of the board. Um whe you know, this is an opportunity
[52:59] to stabilize a prominent visual landmark in our downtown. Um, you know, it's not
[53:07] typical that that is publicly funded. Um, not certainly in communities of our
[53:11] size. If you're city of Worcester or Providence or something like that, you
[53:15] maybe you have other funding sources. This is an opportunity to do that. Um,
[53:20] and if we choose not to, we choose not to. Um, and if we choose to move
[53:24] forward, we are under a very tight timeline. But, uh, that's the only other
[53:30] nugget of consideration. Madam Chair, if any um uh
[53:38] if the owner of the property were willing to stand by the original
[53:42] agreement that was with the prospective tenants of 50% investment in his own
[53:49] property, >> y
[53:51] » I would be more inclined to support going forward with this this proposal.
[53:55] » Okay. But if he doesn't even have the faith in in uh revitalizing the
[54:01] property, even though it's not a burden on the Clinton residential taxpayers,
[54:06] it's our money and I don't think we should be investing it in a private
[54:11] enterprise that we have no idea of what's going to happen there. uh if if
[54:18] he were inclined to to be a 50 50% contributor,
[54:24] I'd be more inclined to see the town uh use this money rather than give it back
[54:29] to the state. Um >> if that's if that were the case, I don't
[54:33] I can't speak for on his behalf tonight and we'd also have to revisit the
[54:38] amendment to make sure that that was that that it worked that way. That
[54:42] wasn't the the amendment that was drafted up.
[54:45] » Right. I understand that. But it indicates to me a lack of commitment by
[54:48] the property owner to the future. I believe that the strand whether it gets
[54:53] used for movies or entertainment or cod comedy or any of those types of
[54:58] activities I've seen in facilities just like this in a number of towns in New
[55:04] England. Um I think it's a cornerstone. It's a
[55:08] critical part of keeping downtown moving forward and not backwards.
[55:15] But I don't see the commitment from the property owner or an inclination to I
[55:22] mean he's kick kissing off whatever amount of money we would have uh
[55:26] contributed if he would put in the same amount.
[55:29] » Yeah. So if I understand you the the 50/50 was for the town ARPA. So if I'm
[55:36] asking for 70 $70,000 from town ARPA >> for this in contingency, it would have
[55:41] to be $35,000 from the AR, >> right?
[55:45] » Okay. >> Um
[55:48] » well, >> just for me to be inclined to consider
[55:50] it that it's also the timeline, Phil, >> I know this
[55:53] » there is is I don't know who's saying this could be done by what is it
[55:57] December? >> No, November 30th. It has
[56:00] » November 30th. The work has to be complete. No, it has to be built by it
[56:03] has to be built by December 31st. >> Has to be
[56:06] » What's the November 30th date? >> That that's in the original agreement so
[56:10] that we'd have time to do all our bookkeeping at the end. We didn't think
[56:14] we'd be in a situation, >> right?
[56:16] » And and these are public bids. >> We already have these
[56:22] » for the bathroom. >> Just for the mar
[56:27] the 192,000 is >> that was just a breakdown that they did.
[56:31] Um, >> oh, that would that that's that's a
[56:34] placeholder um uh possible use of funds roster that we worked up. That's not
[56:41] those are just estimates. And I think we realize that absent of the repair of the
[56:46] stage 4, the time and and possibly any changes to egress with new egress doors
[56:52] that there's not there's not time to build a platform.
[56:54] » Um, >> so so what we're really talking about is
[56:57] just the marquee. >> Yes. And the town's going to put
[57:00] $170,000. >> No, the town The town will put $70,000
[57:04] of the ARPA funds. >> Yes. But there's also a a grant that the
[57:08] town has control over. >> Yes. So that that's
[57:11] » So the town's going to invest $170,000. >> Yes. 100,000 of which cannot be used in
[57:17] any other way. >> Understood. But it's still a a
[57:21] commitment that the town is making on a piece of a privately owned piece of
[57:25] property that has lackluster support from its own property owner and he's
[57:32] going to contribute $7,000.
[57:36] » If I did your math correctly, um yeah, that's what would have been
[57:40] proposed. But if if it was to be 50%, it' be 35,000.
[57:44] » But it was only 10%. >> Okay.
[57:47] » 10% of the 70,000. Yes.
[57:50] » Okay. So, um I'm going to shut off discussion. So, um there's been a
[57:56] motion, a second. What's the uh pleasure of the board? All those in favor just
[58:03] the motion was to not spend money. >> I'm sorry.
[58:05] » My motion was to not spend money. >> Right. Not spend money.
[58:08] » I just want to keep talking for a second. I just want to make sure. Yeah.
[58:12] Um, just to clarify for people out there, the motion on the floor is to not
[58:19] spend uh use $7,000 from the ARPA funds. >> All those in favor?
[58:25] » I all those in favor of not using the ARPA money,
[58:30] » not any of it, right? 170,000. >> Like in other words, we're not it's
[58:35] whether I don't whether it comes out of the ARPA funds or out the other 100,000
[58:38] basically to not go through with the project. Okay. All those in favor
[58:43] » I >> opposed I nay. So it's three to one.
[58:50] » Okay. Thank you. M just clarification. Um Phil, if you
[58:56] just hang on one second. So do we have now that there's a change but we did
[59:00] talk about the the ARPA funds to be used for the engineering and code and all
[59:04] that. Do we have to rewrite the agreement and then vote on that? Because
[59:08] the agreement is written for the whole project, right? So yeah, but the the
[59:12] architecture and engineering fees, it was code analysis and distant
[59:14] conditions. That in itself only added up, I think, to $13,000.
[59:18] » So that that's the amount we're talking about using from our
[59:21] » I thought it was the total. It wasn't engineering. It was just like on the
[59:24] sheet here added up to 325. >> Sure. But that was for an allocart um
[59:29] menu of architectural services including schematic design, design development. We
[59:33] won't be doing any of that. We're just doing existing conditions and a code
[59:36] analys. So, do we have to drop an agreement a different agreement and vote
[59:39] on to to authorize the town to to >> Well, go ahead. We'll have a
[59:44] conversation with the owner 50% then it' be 6,500.
[59:48] » You if if that's not if that's not a problem at that at that point, I don't
[59:52] even care. We can't agree in 6500. Um, but if it
[59:57] were to be the that we would pay he would pay 1300 and we would pay 11,700
[1:00:04] that amend that amendment to the agreement would have to come before you
[1:00:07] at your next meeting. >> Okay, that's that's Thank you.
[1:00:12] » Thanks Ben. >> Thanks.
[1:00:15] » Okay. And then um they had the do not block on M Street and um I had a request
[1:00:23] that we just delay that because of now the um all the construction that's going
[1:00:29] on up in that area just to delay it for to our next meeting.
[1:00:34] » Okay. And um
[1:00:40] she
[1:00:43] Okay. This is the um the gas storage tank license temporary
[1:00:51] heating that middle school project. Can you talk
[1:00:55] on this bill? >> I'm not
[1:00:58] » not quite sure, Madam Chair. >> They have a temporary storage of um
[1:01:04] propane outside of the middle school. I think it's 100 gallons. Um
[1:01:09] we we voted on it in November last year. it comes up as expiring again in
[1:01:15] November. So, we just want to extend it for the life of
[1:01:19] » Okay. So, that's okay. >> So, move now.
[1:01:24] » Is there a second? >> Second.
[1:01:27] » Good thing you're here, Jula. >> Is there any discussion? All those in
[1:01:32] favor? I >> oppose. It's unanimous. Ah, you're
[1:01:37] wrong, Karen. >> I am. Um
[1:01:45] so um Mr. Bailey you will be happy to know my computer is dead so my extensive
[1:01:51] report out I just had to recreate >> in handwriting mode which will make it
[1:01:57] much shorter. Um so good evening everyone. Um just some updates for the
[1:02:03] board. Uh we had our first department head meeting. I think that was a couple
[1:02:07] of weeks ago. Um it was long. It was 90 minutes but it was a great first um
[1:02:14] department head meeting um since I started here in July. Great exchange of
[1:02:19] ideas. Um I did um I it came out that there's some training
[1:02:26] that um some of the department heads or their um support staff need on um the
[1:02:33] foyer system um as well as civic floss apparently. Um, there was some training,
[1:02:40] I don't know when, maybe a number of years ago on how department heads could
[1:02:46] add information or update information on their individual department pages. Um,
[1:02:52] there's some new staff, there's people that don't remember it. So, I'm working
[1:02:55] on scheduling a training for Civic Plus um to come out and work with folks on
[1:03:01] how to do that and also um an online training for the Freedom of Information
[1:03:06] Act. Um, so those are two things we identified right away that um we could
[1:03:11] use some training on. So I'm going to organize that. Um, also our new
[1:03:16] assistant town administrator, Nicole Valentine, will be starting here in
[1:03:19] Clinton on September 28th. Um, that will coincide with our second department head
[1:03:24] meeting. So um, just going to get it right in there and meet everybody. I
[1:03:30] think it's a great opportunity. Um, so we're excited to have Nicole join us.
[1:03:35] Um, also the Clinton Fire Department and Police Department are putting together a
[1:03:40] 911 um 25th anniversary memorial ceremony event which is going to be on
[1:03:46] 911 which is Friday um starting at 8:30 in Central Park. And we really hope that
[1:03:53] um the community comes out. I've asked um staff to take a few minutes and go
[1:03:57] out there. Um so there'll be some remarks and a wreath um that will be
[1:04:02] laid in the park. So, um, just wanted to thank PJ and and members of Clinton Fire
[1:04:08] and the police department for putting this very special, um, program together.
[1:04:14] Um, also just wanted to mention, um, I did ask Phil if he would put together a
[1:04:21] dashboard or a crosswalk of his projects because they're numerous. Um, so that
[1:04:28] when I have questions or if the board has questions on the status of different
[1:04:33] projects, um, I've asked him to update that quarterly, it is in your
[1:04:37] SharePoint. Um, just take a look at it when you have time. If there's any
[1:04:41] specific questions, I'm certainly happy to follow up. Um, we can have him come
[1:04:45] to a different meeting and step people through it or if there's any details
[1:04:49] that you want, but I at least want to sort of track um, because there's so
[1:04:53] much that he's working on and it's getting a little confusing. So, I
[1:04:56] figured that would be a helpful tool to me that might be helpful to the board as
[1:05:00] well. Um, I also wanted to let you know that
[1:05:05] um I've been attending um these group meetings. Um it's now
[1:05:12] morphed into the Wuset Watershed Coalition, which is kind of a take and
[1:05:17] spin off of um the Quabin Watershed Coalition. Um essentially
[1:05:24] um actually Mr. Ward reached out to me from West Boilston. um he and some other
[1:05:28] folks from uh town administrators and town managers from all the communities
[1:05:33] that touch the uh Wuset Reservoir are coming together um to talk about how
[1:05:40] Quabin um is putting has put together um their watershed coalition to really talk
[1:05:47] to Governor Healey and others about creating some parody on what people are
[1:05:53] getting for pilots um for being the stewards of the land that's owned by the
[1:05:58] state in our communities. Um so I've been listening on on that. Um there was
[1:06:05] a um so Governor Healey actually um has some
[1:06:12] listen listening sessions that are happening this month. Um there's going
[1:06:16] to actually be one in Sterling. I think there's one in Orange. There's going to
[1:06:20] be a couple that will be online. um myself and David Baird are going to um
[1:06:26] attend and listen in but essentially the governor established a commission on
[1:06:31] pilot for stateowned land and hence the listening sessions across the state. Um
[1:06:39] these are going to actually be hosted by DLS and
[1:06:44] essentially um some of the members of this new watershed coalition of Wuset
[1:06:51] um wrote a letter to the governor to say we love that you're in support of Quabin
[1:06:57] and that you're doing these listening sessions but could you kind of expand
[1:07:00] your scope um and include you know Wuset as well um that we have the same issues
[1:07:08] that Quapen does. Um, you know, due to the scale of the Door, sorry, DCR
[1:07:15] ownership of town land, this has an impact on our communities. Um, new
[1:07:20] growth, revenue, um, current pilot funding formulas and local costs
[1:07:24] associated with stewarding that land are all over the place in different
[1:07:28] communities. So essentially just wanted to bring it to your attention that we
[1:07:32] are trying as a collaborative to sort of wave a flag to Governor Healey
[1:07:38] and say we're interested just like Quabin. Um can you make sure that you're
[1:07:43] considering us when you're doing these pilot um sessions across the state and
[1:07:47] to just get it on the state's radar that we also would like to get some more
[1:07:52] funding um for being such good stewards um of of the reservoir. So, I just
[1:07:58] wanted to let you know that I'm participating. Um, like I said, myself
[1:08:02] and David Baird will be um listening to these listening sessions and
[1:08:08] participating and talking about what our experience has been. And hopefully we
[1:08:12] can make some headway and make some noise and and try to get the attention
[1:08:16] at the state that we can get some relief here in town.
[1:08:21] And that is all I have this evening. You can clap.
[1:08:30] » You're smiling. >> That's wonderful because these guys want
[1:08:33] to get home to watch the Patriots. >> As do I. Mary Rose, I have to tell you.
[1:08:38] I like my football and chicken wings, too.
[1:08:41] » I know. That's what the TV was for. >> Oh, yeah. That's why we're building the
[1:08:45] TV. We put the >> I know.
[1:08:49] » Um listen, uh we haven't had um the individual come back or he hasn't
[1:08:58] showed up for his um >> delivery license.
[1:09:04] Taxi. Was it a taxi license? >> Yeah, a taxi license.
[1:09:11] Um, does the board want to go forward with
[1:09:15] it because he has been cleared by the chief
[1:09:19] vehicle and it's a Subaru.
[1:09:26] » He said the chief said it was in good condition.
[1:09:34] » Is this a new or just a renewal? It's a new No, it's a new one. Yeah, just Yep.
[1:09:41] I think we only have >> Yeah, I saw it. I just um Sorry, I just
[1:09:45] didn't want to bring it up. >> Oh,
[1:09:50] » I think there's only one or two other >> other delivery. Yeah, I was going to say
[1:09:54] I know I know the one we renew everywhere.
[1:09:58] » Madam Chair, where it's been signed off by the uh chief, I'd be inclined to move
[1:10:06] forward with the granting the license. So, that's a motion. Okay. Is there a
[1:10:10] second? >> Second it.
[1:10:13] » Any discussion?
[1:10:16] » All those in favor? >> I opposed unanimous.
[1:10:23] » So then we have um traffic committee recommendations. Um the board met on the
[1:10:31] I think Lisa is going to >> Yeah, perfect timing. come up and um
[1:10:37] what what uh Lisa did for us at the meeting which was phenomenal and she's
[1:10:41] agreed to uh do it for us in the meeting so people can basically see what we're
[1:10:47] talking about and the board of selectman can see it.
[1:11:08] Just for everybody know, Lisa Profett works at the DPW department,
[1:11:14] long-term employee. So, um she pretty much pretty much knows every street in
[1:11:20] the town of Clinton. So, uh so the first uh agenda item that we addressed was uh
[1:11:27] no parking on Allen Street. And that would be from um
[1:11:34] Stone Street to Main Street, High Street, excuse me. Um
[1:11:43] and this has been before the board uh several times. Again, the the committee
[1:11:49] um unanimously, the fire chief, police chief, DPW, superintendent
[1:11:56] um unanimously uh are in favor of doing it.
[1:12:01] » I think it was from this from this corner to high
[1:12:05] » I right. Yeah, the high. So, it's stone. So,
[1:12:12] what's the pleasure of the board? Madam Chair, I move we approve the
[1:12:16] recommendation of the traffic committee. Is there
[1:12:20] » parking on that side of Allen Street? >> A second.
[1:12:23] » Any discussion? >> Yeah, I have a a question. So, um this
[1:12:27] is just cuz we don't want people parking on the street.
[1:12:31] » Correct. And right there, they don't even have any frontage. They aren't even
[1:12:36] supposed to be parked there. Those cars, there's no
[1:12:39] » typically. So, no frontage equals no parking.
[1:12:43] » Correct. on any across there they have frontage
[1:12:48] so they're not in violation of anything these people there there's absolutely no
[1:12:53] frontage there you know and then you go down further
[1:12:59] » I guess what I'm trying to say is is this like
[1:13:05] what we're going to institute like throughout Clinton
[1:13:09] » no just street yeah this street I mean versus
[1:13:13] like any other. >> Yeah. I mean, this is where there's
[1:13:15] issues and problems that exist. >> And at a meeting, we had two residents,
[1:13:21] the resident in that house and the person across the street
[1:13:26] who the gentleman across the street has had even noted that uh he's had times
[1:13:31] where there's been flatbeds and that he can't even get out of his driveway.
[1:13:35] So, >> and what has the owner said?
[1:13:37] » I'm sorry. >> And what has the owner said?
[1:13:41] I don't think they've gotten any kind of response,
[1:13:44] » but we have contacted them and said we are going to make
[1:13:47] » building inspector has been down there many times. The police
[1:13:49] » I'm just trying to find a history here. >> The police chief has been down like this
[1:13:55] cuz I mean parking feels like an issue, a hot bed issue like all over Clinton.
[1:14:01] » Well, this issue complain.
[1:14:04] » Yeah. I mean, I think it was an issue when you were on the traffic committee.
[1:14:08] Yeah. >> Kind of like undecided.
[1:14:10] » Yeah. So, >> any other questions?
[1:14:13] » Yeah. I got to be honest with you, Julie. I want I'm kind of I'm saying the
[1:14:16] same thing you are. My and I'm okay with the no parking, but my my and I know
[1:14:19] this is not for the traffic committee, but this building particular, the cars
[1:14:24] are out on the road, and I don't know how many cars they're they're permits
[1:14:27] for, but it seems that they put cars on the road cuz they're probably over on
[1:14:30] the cars that should be there. And I don't know who enforces that. I I really
[1:14:34] don't. But, you know, it is a problem because, you know, like say the
[1:14:37] residents are coming because they're parking all out in the road.
[1:14:41] I I think it's two things. I think one I'm okay with putting the no parking up,
[1:14:44] but I'm also think there's going to be some enforcement as to the number of
[1:14:47] cars they can have cuz if they got so many cars they can't even put them on
[1:14:50] their own lot, then there is a problem. >> Yeah, that's what you're going to take
[1:14:54] up on the uh traffic. >> Yeah, I guess I I guess I know who's
[1:14:58] going to do that. Okay. >> I guess that's what I'm trying to say to
[1:15:02] you. like if a couple people complain and just like so where
[1:15:08] » but it is a mess. It's I I don't >> It's not not only that, just the lot
[1:15:12] itself, but many times when you go on by there, there's flatbeds, stops the
[1:15:17] traffic. I mean, it's and you know, I mean, it's it's not a good situation
[1:15:21] down there, and it hasn't been. And again, um I think when the our public
[1:15:26] safety people are are saying that, you know, they're a little frustrated
[1:15:30] because they've been requesting for these uh no parking signs for quite a
[1:15:35] while. Um, I think it's kind of our obligation to uh to help them out with
[1:15:42] this situation. And so I guess the only reason I would vote against this was
[1:15:47] because it just feels isolated to this one particular spot versus like a
[1:15:53] overall >> approach to
[1:15:59] parking issues in vote the same way I
[1:16:02] » Well, no, I just I disagree with you because I think this is why we have a
[1:16:06] list of all these different issues that came before the traffic committee and
[1:16:10] you know, we're trying to um um trying to solve them and and you know that was
[1:16:16] the the ultimate goal and and these are the requests that we're bringing back to
[1:16:20] the board to select them. >> So I guess for them to act on parks in
[1:16:23] front of my house just
[1:16:28] it's a public road. It's a public spot. I've complained to the traffic committee
[1:16:35] where I get like a no parking. >> Well, I think that's I mean people park
[1:16:39] in front of people's houses, Julie. I mean, this is uh four businesses that
[1:16:44] are going on in this one establishment here and I obviously
[1:16:49] um there's cars there all the time and and you know it's
[1:16:54] » that illegal. >> Yeah,
[1:16:56] » Madam Chair, I'm a year ago or plus or minus when this came forward once before
[1:17:04] I was saying exactly what you're saying, Julie. Uh, I was concerned about the
[1:17:08] idea that we were focusing on one street and one problem. We have the same
[1:17:14] problem all over town. We had it down on uh Green Street. We had it on I can't
[1:17:20] think of the name of the street up by the car wash uh the side street there.
[1:17:24] » Roma. >> Roma. Uh,
[1:17:27] » thank you. we've got this problem and we and I was opposed to the idea of just
[1:17:32] taking this one because um we heard more about it than any of the other problem
[1:17:38] areas. But I travel that street two or three times a day. My property is across
[1:17:44] across High Street from Allen Street and uh this is not this picture is showing
[1:17:52] nothing. That parking lot in front of the blue building is packed. the the
[1:17:57] cars on top of each other. I don't know how they satisfy the requirements that
[1:18:02] Mr. Bailey's going to fix for us. Um, but it's packed and the street it's a
[1:18:07] main thoroughare. It's not a side street. It's not primarily a residential
[1:18:12] street and there's a lot of traffic on it and it's very congested down there.
[1:18:16] there. This is showing a couple of cars half half off the pavement, half on, but
[1:18:22] many times I go down and the the street is it one whole side of the street is
[1:18:27] blocked by cars all over the place down there. So, um
[1:18:31] » So, should this be a licensing issue? >> It it can be it can be modified by the
[1:18:38] subcommittee Mr. Bailey's working diligently on to solve all these
[1:18:41] problems, but it's it's more than that. It's it's commercial property and
[1:18:47] residential property and it's a busy street and it's very congested. I drive
[1:18:52] trucks down that street and it's it's it is
[1:18:57] it's burdensome on not just the residents and not just the uh people on
[1:19:02] the street. It's that's a primary street going back and forth from main to high.
[1:19:07] Um, so I'd be supportive and certainly open
[1:19:12] to reconsider if it turns up and makes other problems like they just turn
[1:19:15] around a park on the other side of the street, but um
[1:19:19] » I mean get around rules and that's why that's a
[1:19:24] point I'm trying to make. >> Okay, so
[1:19:26] » be surprised if that happens. >> Okay, so just to keep it going, um
[1:19:30] there's a motion on the floor. There's a second. Uh any other discussion? All
[1:19:35] those in favor? I >> I opposed.
[1:19:40] » Ready? >> Oh, I thought I voted. Yeah.
[1:19:42] » Oh, yeah. I'm good. >> Right in here. Okay. 3 to one. Motion
[1:19:45] carries. Um uh the next thing was um we had some
[1:19:51] concerns for on Burland Road. >> Um
[1:19:55] » Nelson. >> Oh, I'm sorry.
[1:19:58] » Nelson was taken care of. >> Okay.
[1:20:00] » Yeah. They just didn't finish that because of the construction. So, that
[1:20:03] should be done from >> Right. Sand knows what to mean,
[1:20:07] » right? Sand Court was taken care of. >> So, the next one would be um we had some
[1:20:12] a concern, the chief had a concern from um a resident on Merlin Road, but uh you
[1:20:20] know, he assured us that uh he does patrols. He has cruisers there and um
[1:20:27] the speed limit is posted. It's 30 m an hour and uh we will he said he will
[1:20:34] continue to uh to do his due diligence and make sure that they have the um
[1:20:40] cruisers up there and and uh make sure we keep the traffic under control.
[1:20:45] » Sorry, >> it's a difficult situation.
[1:20:47] » Speed. What's the traffic? >> Speed. It was speed concern or traffic
[1:20:52] speed. Yep.
[1:20:55] And um then we have our next item was uh railroad railroad safety council uh info
[1:21:04] for Sterling Street crossing. Now we tried unsuccessfully to get the railroad
[1:21:09] to put the um uh
[1:21:13] » the gate or >> the gates, but the railroad said it's
[1:21:17] too expensive. So, if we wanted to do it, they were saying the town would have
[1:21:22] to foot the bill for it. So, um the superintendent has ordered all new
[1:21:28] signage uh to alert people. As you can see, there's really not much there right
[1:21:33] now. So, um I think we should continue to I think go after the railroad. And
[1:21:43] um we all know that trains at certain times
[1:21:47] come through that particular area and they're moving pretty quick.
[1:21:52] » They a couple of years ago when they started the upgrade on on the tracks and
[1:21:58] the bridges. Uh I stopped and spoke to one of the heads of construction right
[1:22:03] down there over on that side. There was a bridge they raised. Um and he said the
[1:22:09] reason they were investing that kind of money and what they were doing was
[1:22:12] because they need they want to uh increase the height of the trains going
[1:22:19] through the frequency of the trains and the speed of the trains. He was crystal
[1:22:24] clear that that bridge right there. See how they raised it all up.
[1:22:27] » Sure. >> That's a huge investment on the railroad
[1:22:30] track. And it's also that they can move the trains faster and bigger uh right
[1:22:36] through town. And he was crystal clear that
[1:22:39] » um and I believe in the last couple of years we've had two or three uh serious
[1:22:46] accidents right at that crossing. And in my experience as a kid growing up and
[1:22:50] down, I don't recall there ever being other ones.
[1:22:53] » Sure. >> Only since the upgrade and the speed and
[1:22:56] the size of the trains. So, I don't know how we can
[1:23:02] pressure the the railroad uh to put a better traffic controls down there,
[1:23:09] but even just a letter from council. I know the rail roads are independent,
[1:23:14] autonomous. >> We we wrote we I wrote a letter, you
[1:23:18] know, after most recent accidents. >> That's that's when they came pushed with
[1:23:23] the gays asking to get back together with the gays.
[1:23:28] They're their house as much. They don't need a gate there. Not withstand the
[1:23:31] accident. We even run the higher speeds through there, but they they block.
[1:23:36] » So, we have to wait till someone dies >> that
[1:23:39] » this is a rare it's difficult to >> do. We have any idea what the cost would
[1:23:46] be? >> I feel
[1:23:49] we could find out. >> Yeah. I mean, I just, you know, is there
[1:23:54] any way that we could say to them, we don't want you going through this town
[1:23:57] at those kinds of speeds? >> No.
[1:23:59] » Good luck with that. >> Yeah, that's what I'm saying. So, we're
[1:24:02] caught between a rock and a hard place. >> So, to your point, I think to your
[1:24:08] point, I think we we can at least look into what the cost would be. I mean,
[1:24:11] » yeah, >> I get it. if they don't want to pay for
[1:24:13] it, you know, like you said, you do we wait, you know, just I don't know what
[1:24:16] it's going to cost, but if it's, >> you know, we've we spent money on other
[1:24:19] things and if it's going to save a life in in this case, you just wait and I
[1:24:22] again maybe it's is and I don't know if we also put it in, do we get caught for
[1:24:25] the maintenance every year? It may be just too much, but
[1:24:28] » looking at least what it cost probably wouldn't wouldn't be.
[1:24:31] » But I think for the time being, I think the new sun that's going out, I think
[1:24:35] it's all ordered already, right, Lisa? >> I believe so.
[1:24:38] » Yeah. So, um, at least that's going to be an effort on the town to to make
[1:24:43] sure. So, >> I'd like to see if we could get a a
[1:24:47] motion to approve, uh, the purchase of those signs, the signage.
[1:24:54] » I'll make that motion. I'll second it.
[1:25:00] » To purchase them without a cost or >> Well, there's a cost obviously DPW is
[1:25:05] going to >> Okay. I thought we were talking about
[1:25:07] getting an estimate, but you want to go right purchasing.
[1:25:09] » No, we're going to get an estimate on >> on the gates.
[1:25:12] » Gates, but um the superintendent has ordered um
[1:25:17] » some sign. Okay. I'm just Okay. So, you're talking about signage,
[1:25:21] » right? >> Just signage and then get an estimate on
[1:25:24] this, >> right?
[1:25:24] » Okay. Sorry. I'm >> So, this would be So, um my
[1:25:29] understanding is bought that we have to get approval from the board for these
[1:25:34] things. signs
[1:25:36] » to put signs put >> the signs and stuff.
[1:25:40] » Correct. So motion was made. Second. Any other discussion? All those in favor?
[1:25:47] » I opposed. It's unanimous. >> Madam Chair, I'd like to obtain more
[1:25:52] information about that crossing. And I don't remember when the tunnel got
[1:25:58] filled in, but from that date till now, I I'm curious if there were ever any
[1:26:03] other traffic accidents other than the >> I I'll go back up the last
[1:26:09] correspondence. I can I can but I don't deal with
[1:26:13] » but I have a record of that find out the cost. And we can see from the timeline
[1:26:18] if there's been other incidents. >> I don't think there were any. And and
[1:26:23] since they upgraded, there's been at least two. Um
[1:26:29] I don't know how we railroad, but that just that information alone would if I
[1:26:35] were their lawyer, I'd be a little concerned.
[1:26:37] » Well, you know what concerns me more than vehicles? these kids on those
[1:26:42] motorized bikes, they're all over town and they're flying and they're not
[1:26:48] they're not very responsible when they're on those things and I'm I'm
[1:26:51] always fearful down in that area that god forbid, you know,
[1:26:57] but I mean it's not a good situation, that's
[1:27:00] for sure. So, we have the um no parking situation on Green Street and the board
[1:27:08] came up, the traffic committee board came up with the concept they'd like to
[1:27:12] where that corner turns there. um take away five packing spaces
[1:27:19] so that you take away at that corner the hazard of
[1:27:25] I think it was right there the spot right there to the to the end
[1:27:30] » from here to >> yeah from here to up right where the
[1:27:34] turn is. >> So both sides of the street
[1:27:39] » no that the side where the vehicles are parked.
[1:27:42] » Okay. I thought I saw a no parking sign up right there.
[1:27:45] » But there is >> there's one right there.
[1:27:47] » Other places for them to park, but they just choose dot to park.
[1:27:51] » But it is very hazardous as you can see. That's a pretty sharp turn there.
[1:27:56] » And it's for a car, it's one thing, but that service those buildings,
[1:28:01] » it makes it a lot harder. >> Right. So the proposal is to take away
[1:28:05] five parking spaces and put no parking.
[1:28:10] I make that motion. >> Okay. Is there a second?
[1:28:14] » Second. >> Any discussion? All those in favor?
[1:28:18] » I >> opposed. It's unanimous.
[1:28:22] And also at the same area, um they had as you can see it right there. What's
[1:28:30] happening? It's like those uh crosswalks right there. What
[1:28:36] happens is people when they're moving in or they're moving out, they have their,
[1:28:43] you know, moving vans there and there's no way you can get by them. So, it's
[1:28:48] it's really become a hazard there. So, the recommendation was to put signage on
[1:28:54] the sides of the sidewalks
[1:28:58] » that says what? So >> remove these remove them from the middle
[1:29:03] » and just put them >> on the sides
[1:29:06] » because it's really becoming a parking um nightmare. I mean a traffic
[1:29:11] nightmare. >> So like forever or just during when
[1:29:14] people move. >> Well, no. We'd like to do it. I mean
[1:29:16] because you can't they're >> not.
[1:29:19] » Yeah. They're in and out all the time as people.
[1:29:21] » Okay. So that's consistently, >> you know, and then you've got people
[1:29:24] dropping off things and so uh so that's the recommendation just to put them on
[1:29:30] the side as opposed to in the middle of the road.
[1:29:34] » That's a motion, Madam Chair. >> Is there a second?
[1:29:36] » Second. >> Any discussion? All those in favor?
[1:29:41] » Opposed? It's unanimous. And then we had a request for additional street lights
[1:29:46] on Lancaster Road. And then um well we'll go that one first. So the chief
[1:29:53] has had asked the uh traffic committee to hold off on it until he did more
[1:29:58] patrols because um Mr. Budrey said that and see the problem is to some of that
[1:30:05] land is Bolton property but um he said that every other pole has
[1:30:12] a street light. So, the chief said that he'd like to be able to send some
[1:30:17] patrols at night and make an evaluation and then on our next traffic meeting,
[1:30:22] which we have set um dates that we're going to meet every quarter. So, um
[1:30:28] we're going to just hold off on it. And then the next
[1:30:33] one was um uh speed limit signs which have been installed.
[1:30:39] So, um we'll we'll hope and I guess the chief
[1:30:44] as well is going to make sure that um they're working. So,
[1:30:52] and the next one was um traffic signal to slow traffic at the
[1:30:57] intersection of Hamilton Street and East Street. Uh so what they would like to do
[1:31:03] is to if you make that turn they'd like to put arrows
[1:31:08] to um make them aware that that turn is
[1:31:13] there a sharp turn right there. That was the solution I came up with.
[1:31:20] It's a tough situation. >> Um
[1:31:24] » like the big ones. >> The problem being what people drive
[1:31:28] right through into the driveway. >> Yeah. Well,
[1:31:31] » who's seems that is that people live there? Yeah. Concerned about it.
[1:31:36] » Well, yeah, that was Yeah, concerns that >> perhaps I would think it must be that
[1:31:41] house right there. But, um, the only solution and viable solution was to put
[1:31:47] the arrow signs so that people realize that they've got to slow down and that
[1:31:53] turn is coming up. >> Okay.
[1:31:56] » Try anything, you know. So, >> yep.
[1:31:59] » What's the pleasure of the board? >> Move to authorize the installation of
[1:32:03] directional arrows. >> I'll second 345 East Street.
[1:32:08] » Any other discussion? All those in favor?
[1:32:11] » I oppos. It's unanimous. And uh
[1:32:17] the next two issues are kind of the same. It was um commercial vehicles
[1:32:22] parked in R1 and R2 zones and trailers parked in the street. And it's kind of a
[1:32:29] tough situation because you're talking about if it was just like a small van,
[1:32:33] say if a person had a company or a business, you know, when you have those
[1:32:38] small vans and stuff, you have to park them somewhere. And um the chief uh
[1:32:44] police chief had said that the only thing that you could do uh would be to
[1:32:49] go to town meeting and have a >> an article. Yeah. The chief talle
[1:33:03] » Yeah. >> that you can't park commercial vehicles
[1:33:07] on private property. >> No. on the side of the road. You talking
[1:33:12] about down, >> right?
[1:33:15] » They park down there. The chief saying now he has no authority to do anything
[1:33:18] about that. >> But you
[1:33:23] research, >> but it's okay to park private vehicles
[1:33:27] on the street in those areas. I'm hypothetically uh if if you're a
[1:33:34] contractor, a small twoman band, uh and you own a pickup truck with commercial
[1:33:40] plates. >> Yeah.
[1:33:41] » You can't park in front of your house, but your neighbor can.
[1:33:45] » No, I'm just talking He's just talking like he's more talking the trailer. You
[1:33:50] can't leave not the not the trailer itself, you know, 18. You can't leave a
[1:33:55] trailer on the side the side of the road without the cap.
[1:34:00] That's that was mine. We only had one conversation.
[1:34:06] » I guess we're not we're not proposing taking action right now, right?
[1:34:10] » No, I don't know. This was just to to bring up
[1:34:15] » one conversation. So, I have no idea. Yeah, I'm thinking about landscapers
[1:34:19] with >> land that came up in the discussion as
[1:34:22] well that you know how can you prohibit you know if it's just a a small I mean I
[1:34:28] know there's one truck in town it's I think the sign on signage on the side
[1:34:32] says pest control and it's like one of those small van vans. Okay. So, I mean,
[1:34:40] » and we're talking we my conversation with the Jeep was minus wasn't about
[1:34:45] that. It was like the long tractor trailer.
[1:34:48] » Yeah. Just >> not not a small delivery construction.
[1:34:52] » Well, that's that wasn't the request. The request was anonymous.
[1:34:56] » Yeah. And I'll I mean if you want to read a synopsis, it's large work vans,
[1:35:01] trailers, landscaping vehicles, and other commercial vehicles um can
[1:35:07] obstruct sight lines and reduce available parking for residents and and
[1:35:11] noise. So it wasn't tractor trailers. It was more
[1:35:15] » smaller type of commercial plates that were parking on the street. And I think
[1:35:20] the chief said, you know, there's no real way to differentiate those from a
[1:35:26] regular passenger. >> Yeah.
[1:35:30] » I'm talking about just not those are just like any other
[1:35:34] » specifically it was Grove, Beacon, Richmond, Summit Park, and Winter as
[1:35:41] examples.
[1:35:44] Okay. >> We still have We still have the one on
[1:35:47] for Church Street. I mean for School Street, right?
[1:35:51] Yes. >> Okay.
[1:35:52] » Yeah. >> And Oak Street.
[1:35:57] » Yeah. We didn't um The only thing I remember talking about Oak Street where
[1:36:00] they were going to put the sign from the corner of Oaken Crown.
[1:36:04] » Yeah. We're going to >> sing. Yeah. Right. Yeah.
[1:36:07] » I forgot you had your slideshow. >> There it is. There it is. It's
[1:36:12] » ready to go. So, the recommendation was to put a no parking sign
[1:36:19] right in that area right over here on the side here.
[1:36:24] Um, >> from the sidewalk I mean from the
[1:36:27] crosswalk >> from the crosswalk right there. Yeah.
[1:36:29] » Which is what the chief said from the corner you can't park 20 ft anyway.
[1:36:34] » So, it was just to remind you cuz that 20 ft would include the crosswalk. So,
[1:36:38] just remind people not to and and that we solve it.
[1:36:40] » Yeah. But you can't. So they just put that one parking sign up to the here to
[1:36:44] corner from 20 ft back and there you go. >> It' be like sign city soon.
[1:36:49] » Yeah. >> Well, you know this the traffic around
[1:36:53] town is horrendous. I mean is >> How do we normally do it to a corner? Do
[1:36:58] we normally just paint? >> Like didn't we just do this over here on
[1:37:03] » Was it paint and a sign? >> I don't know. Can we just do it on
[1:37:06] school street with that new >> Yeah,
[1:37:09] » I think the sign was on the building. >> Sign on the building.
[1:37:13] » I thought the 20 ft from the corner was sort of a lot.
[1:37:16] » It is, >> right? That's what I thought. Yeah.
[1:37:20] » I think it's just a reminder. >> Parking there all the time.
[1:37:24] » So, what do you take them? >> That's what I would expect.
[1:37:28] » I would I think the police need a signed.
[1:37:34] It's just like people get sign blind like throwing signs everywhere.
[1:37:40] » So anyways, that that was the recommendation of the traffic committee
[1:37:44] was to put a new parking sign would be at 168 Oak.
[1:37:49] » So 20 ft from the corner, right? >> Corner. Yeah.
[1:37:52] » Motion to approve the traffic committee recommendation.
[1:37:55] » Second. >> Any discussion? All those in favor?
[1:37:59] » I I Julie, do you vote I? Yes.
[1:38:04] » And what was the other one? >> School street from the the corner up up
[1:38:08] to >> the corner of school in Union up to
[1:38:11] school in um >> Yeah, I don't have that on here.
[1:38:15] » Bernie, but they have it um >> do we have it up there? Um
[1:38:21] » yeah, there it is.
[1:38:25] » Took a wrong turn. Bernie, >> I think I've ever been there.
[1:38:29] » I went through THE PARKING LOT.
[1:38:35] I'M LIKE, IS THAT a question?
[1:38:40] » You quit talking. >> I know. Jeez, Lisa. I know you're
[1:38:44] speedy. >> Yeah. So, Julie, they did paint it all
[1:38:46] the way up up to where the the driveway is behind the building, but they didn't
[1:38:50] go all the way up to the to uh >> is that Pleasant Street?
[1:38:53] » Yeah, it is. >> So, the the traffic committee was to do
[1:38:58] I think it was just one side. I'm not sure if it was both sides or one, but up
[1:39:01] to Pleasant Street because when the trucks come down off the Union, they
[1:39:05] can't make that corner and then they can't get the corner to the back part of
[1:39:08] the building where the loading docks are.
[1:39:11] » Mhm.
[1:39:14] » I mean, that's that's what >> Yeah. So, the request was to put the to
[1:39:18] follow the um no parking up to the top of the street to Pleasant Street, right?
[1:39:25] » For the big trucks coming through. >> Yeah. Because it
[1:39:29] » see now that that picture is taken before they fixed the sidewalk. So they
[1:39:33] can't park on the sidewalk. So now they're out in the road
[1:39:36] » just a little bit on the left is to turn into get behind the building. I know
[1:39:39] it's it's it's tough. >> This is like just cherrypicking
[1:39:42] different spots all over and just >> Well, you have to kind of determine
[1:39:46] where you're having real traffic issues and uh
[1:39:53] » and they I mean this is a new development, correct?
[1:39:56] Yeah. And they have parking in the back. They just too just hard. There already
[1:40:00] been an accident there. >> Yeah.
[1:40:02] » Where the car truck couldn't get around the corner.
[1:40:05] » That's It doesn't look like >> I mean if the trucks can't get in.
[1:40:07] Sorry, Bill. Don't mean to interrupt you. My apologies. Go ahead. Go ahead.
[1:40:10] No. Fine. >> No, I'm just saying like Yeah. If
[1:40:12] there's trucks coming in, they can't turn. Like I
[1:40:15] » am kind of for that, not just random kind of
[1:40:19] » You don't like this anymore? No. I >> When the trucks are coming this way,
[1:40:24] they Lisa could show us. Uh,
[1:40:28] » Bernie, didn't the truck get stuck there? Is that why this came out?
[1:40:32] » Oh, no. One hit car is right there on the right hand side.
[1:40:35] » If you go through under the t under the bridge,
[1:40:39] » there's the entryway into the parking lot. Right. Right up there where the
[1:40:43] arrow is. >> Yeah.
[1:40:44] » Right there. That doesn't look >> like a difficult corner for them to
[1:40:48] make, but it really is. The trucks are are twisted,
[1:40:53] tip, not tipping over, but it's a real tough corner for 40 foot.
[1:40:57] » It does look >> truck to make it through into that
[1:41:00] corner >> and cars packed all over the place don't
[1:41:03] make it any easier.
[1:41:08] I would be like think because of that like the safety the the businesses
[1:41:14] around there if they can't kind of >> because if you picture those cars on the
[1:41:18] left parking out on the street now >> it makes it a lot
[1:41:21] » Yeah. I mean these are the repercussions of
[1:41:25] » the traces made by certain boards. >> So the what's the pleasure of the board
[1:41:33] that uh support the request for the no parking signs? Can we just clarify exam?
[1:41:37] What is it from? >> It's
[1:41:40] » Union all the way to Pleasant >> right
[1:41:42] » on the right side or on both sides? >> I thought it was on both sides.
[1:41:48] » I think they did say both. I thought I would go with one, but they said just to
[1:41:51] Bill's point then just put them all on the other side of the road in the same
[1:41:54] in the sidewalk. So both sides. >> So it' be right there Jo right where the
[1:41:58] fence is where where it ends right there.
[1:42:02] » Mhm. I do feel like that is kind of like a
[1:42:06] dangerous patch of route between Pleasant Street
[1:42:10] turning onto it, turning off of it, turning into there. So that's why I
[1:42:14] would be in favor based on the trucks. >> Madam Chair, I make a motion that we
[1:42:19] approve the traffic committee recommendation to
[1:42:23] buy parking on School Street from um Union Street to Pleasant Street.
[1:42:31] » Second. >> Second. Any discussion? All those in
[1:42:34] favor? >> I
[1:42:36] » opposed. Unanimous. Okay,
[1:42:42] that's it. I believe have a committee. Um,
[1:42:48] committee reports. Do we Lisa? Thank you so much. This is fantastic. I think it's
[1:42:54] very helpful to the board and obviously to the people out there. They know what
[1:42:59] we're talking about now. So what do you think Bob?
[1:43:05] » Presentation great to see it. >> Yeah.
[1:43:09] I didn't even know I know
[1:43:14] » don't take that turn. >> Thank you very much. That was so
[1:43:19] helpful. >> Yeah. Um hopefully this is what will
[1:43:23] continue in the future if Lisa is still willing to do it.
[1:43:29] I don't know. She's just not saying anything.
[1:43:31] » No, she's was looking too. >> You need to move me to the beginning of
[1:43:35] the meeting. >> Yeah. Yeah. Good point.
[1:43:38] » Okay. Uh committee reports. Does anybody have anything? Um I I'm not on the
[1:43:44] committee, but I would like to uh say that I hope this weekend is it looks
[1:43:49] like great weather for old home day and uh we're so proud of the fact that uh
[1:43:56] Proxim Ruck has taken it on and uh we wish them all the very best this weekend
[1:44:01] and hope many many people come out and it's very successful for them.
[1:44:07] Madam Chair, under committee reports, it's not really a report, but I'd like
[1:44:11] to renew a request to establish uh government affairs subcommittee.
[1:44:17] » Sure. >> Thank you.
[1:44:19] » Would you like to serve on that? >> Yeah, absolutely.
[1:44:22] » Okay. Would you like to do the committee? Put the committee together?
[1:44:26] » I'd be very happy to do that. >> Okay, that's your assignment.
[1:44:29] » Thank you. Finally putting me to work. >> Okay. committee announcements. You've
[1:44:36] already given us that, Karen. Thank you very much. And we hope that uh a lot of
[1:44:42] people do come out for that on the 11th.
[1:44:49] That's at 8:30, right? Yep. 8:30. >> Yes.
[1:44:54] » All right. So, we'll be going into executive session and when we come out,
[1:44:58] it'll just be to adjourn. And so I'll accept the motion to go into
[1:45:04] executive session. >> So move
[1:45:07] » under chapter 3A section 21A. >> Second
[1:45:12] » to apply with the open meeting law. And uh it recalls a roll call.
[1:45:18] » Brendan Bailey I. >> Bill Connley I.
[1:45:20] » Mary Dickot I. >> Julie Pruz I. And then um when we come
[1:45:25] back out, we'll be going into executive session
[1:45:28] under um Mass General laws 38 section 21A for the purpose to conduct executive
[1:45:35] collective bargaining sessions with the uh Clinton uh Department of Public
[1:45:41] Works. Um roll call required. >> Brenda Bailey. I Bill Connley. I
[1:45:47] » Dickot I.
[1:45:51] » Oh, Julie P. Sorry. So, we'll be going out, coming in, going out, coming in.
[1:45:56] So, we are now in executive session.
