[0:00]
understanding to speak.
[0:09]
So this is kind of just hopefully just
following it up and moving on along
[0:15]
those lines that it seems with the PDD
that it has a life uh forever. It's got
[0:20]
vampire life. Is there any consideration
looking at that any
[0:26]
benefit for development that there be
some terms or time has to be enacted
[0:32]
before I this goes back against years or
close there too.
[0:38]
» So I don't know if that's if you're
going to keep those seats open forever.
[0:42]
» Brian mentioned that I think it's the
intent of the council. I want to speak
[0:44]
for everybody that we're going to deny
this which is what origin discussion was
[0:49]
That's what the vote would be.
[0:54]
Are
>> you sure this was a vote? I could have
[0:56]
sworn this was voted no on this within
this year.
[1:01]
» It was a year ago.
>> It was last August.
[1:06]
» No, last August.
>> It was last August. That was at the
[1:09]
workshop
>> and it just didn't get put on the agenda
[1:12]
for the council meeting. That's all.
The step got missed. Well, as you said,
[1:19]
your intention is going against
me. It's the intent of the council.
[1:23]
» I apolog
[1:31]
Thank you for your efforts. I know it's
a long night before you get going. So,
[1:36]
and by the way, I will attend it. The
window project is a great project. I'm
[1:39]
glad you're doing that because working
along the baseline here on Terrace
[1:44]
Street. I saw a lot of similar Sacred
Heart of Jesus Church
[1:50]
who are doing that
[1:53]
work.
Thank you.
[2:01]
PV before everybody decides that they
don't want to PD or even consider
[2:05]
amending PD. Uh this is a very valuable
stakeholder in the city, Prime
[2:11]
Properties. uh Todd Curley, they've been
great partners in this city going back I
[2:15]
don't know a long time I mean to uh
disagree with my my good friend and well
[2:21]
my good friend so before everybody
decides that they don't want to do it or
[2:26]
it shouldn't be done I don't know
whatever discussions between the city
[2:30]
and Turley are taking place maybe more
discussions can be taking place and see
[2:35]
what can be done because the issue is
correct with the sewage but here's the
[2:42]
There's another project that can't take
place either down on the river because
[2:45]
of this same pump station. So, correct
me if I'm wrong. There's not going to be
[2:49]
any more development along the
riverfront in this city until that pump
[2:54]
station is dealt with. So,
somebody's got to somebody's got to deal
[2:59]
with it because this city has to grow.
It has to grow. It has to keep growing.
[3:04]
Onto the zoning issue.
The council has to take action because
[3:10]
You have projects denied, $20 million
projects on Redstone Street that are
[3:14]
denied by zoning board. The common
council took corrective action and it's
[3:20]
not spot zoning. That is not spot
zoning.
[3:24]
You're taking the issue into account of
a modern day city and you're making the
[3:29]
appropriate reszoning amendments to the
code. It's not spot zoning.
[3:34]
The city has to grow. I know it's
unpopular to some, although I think
[3:39]
that's overblown. If the city doesn't
grow, the tax rate will go up. It will.
[3:45]
You have to have revenue. The tax rate
will go up. Services will go down. We're
[3:50]
talking about firehousing. We're talking
about firefighters. We're talking about
[3:53]
police. We're talking about all these
things. So, we have to work with the the
[3:56]
big bad developers. We have to work with
them. And they work with us. And they
[4:01]
will make community investments if we
ask them. if we work with them. Prime
[4:06]
Properties, we developed the entirety of
the Inspect Park 10 years ago because
[4:11]
the city worked with them to do that. So
before everybody just oh we're not going
[4:16]
to do it, we're not going to do it.
Again, I don't know what discussions
[4:19]
were having were had with time and prime
properties. Maybe discussions were had
[4:24]
maybe an agreement could not be reached.
Maybe so. But I think it's incumbent
[4:29]
upon the council to make sure or have
come in here in a committee and see what
[4:36]
can be worked out. The city has to grow.
This is a city. We have to grow or we
[4:42]
die. Thank you.
I don't think would you just identify
[4:46]
yourself
142
[4:53]
just the fact that the council should
look at uh developers have done very
[4:57]
well I think you need to do an analysis
on what the costs have been for their
[5:02]
projects and you need to also look at
the uh tax advantages they've gotten
[5:07]
been very generously dealt with on pilot
payments and uh the co citizens and the
[5:13]
go budget has not been dealt fairly by
developers. I think it's part of the
[5:17]
matrix you need to look at as you go
forward in that decision. We look
[5:21]
forward to helping them with that.
>> I mean, Ken and Todd are like what they
[5:27]
do. They're good solid people doing good
projects.
[5:32]
But I think it does come down the cost
benefit analysis and this most recent
[5:37]
one benefit was entirely to the private
development and the cost is significant.
[5:44]
Great. I just want to say I want to
debate your comment about spot zoning.
[5:48]
To me, the zoning board doesn't have the
ability to make on which zoning changes
[5:52]
should allow. The zoning board can uh
read the zoning code and make sure it
[5:57]
falls within the grass until the council
changes the zoning code. It's spots. If
[6:01]
we were to allow that finance,
[6:07]
in my opinion, the way zoning code is
currently written, it would be spots
[6:11]
that until the council the code the four
the whole district.
[6:19]
» I I I agree with you allowed that.
>> No, you would have allowed an appeal.
[6:25]
You're you're zoning board appeals and
the appeal was requested and was not the
[6:32]
grand appeal is not spot zone because
that's what is grand appeal. So every
[6:35]
appeal should be spot zone,
>> right? If we feel
[6:53]
uh with that close to Florida public
[6:58]
street project
>> say I'm sorry say that again
[7:02]
» up on Columbia Street project up by the
uh Columbia Prestwalk
[7:08]
Mhm.
>> Okay.
[7:09]
» Are there be any signs indicating that
there crosswalk coming up in a traffic
[7:15]
that red cylinder where state projects
that should have warning signs signs
[7:27]
everywhere.
[7:36]
you taking back to Monday?
>> Yes.
[7:42]
» Okay. Uh
the floor public comment moving on to
[7:47]
the discussion regarding the workshop
and discussion regarding phase
[7:55]
window. So it's the city solicited bids
for phase two of the city hall project.
[8:02]
Phase two is Ontario Street camp street
side. Uh there's also an amendment on
[8:08]
there engineers office the
[8:14]
office and
storage.
[8:18]
So CT mail the two bids that were
received
[8:24]
which was time
windows that have been done thus far.
[8:30]
Uh
project came in at 2.4 million and
[8:38]
like it would like to get started next
[8:50]
window
[8:55]
improvements.
[9:00]
Would there just be one more phase after
this bill of phase three if we did it
[9:04]
for is there something else?
>> Uh that's being discussed. I mean it's
[9:11]
that's our money
takes care of everything we can see and
[9:15]
basically it's function
not only make it look better but more
[9:21]
energy efficient.
[9:28]
Oh, when I came in the office
six half years ago
[9:35]
in my office
[9:39]
without falling out of office.
[9:44]
» Yeah.
>> Okay. The second item on the workshop
[9:49]
agenda is a discussion regarding the
sale of city old parson.
[9:53]
So this is property adjacent to 16 and
18 street two bids
[10:01]
one for $500 the other $5,000.
So at the end of the month we'll be
[10:07]
looking for your below that property to
the bidder amount of $5,000.
[10:13]
Did this come up for just a whole
different
[10:17]
» same?
[10:27]
Okay. Item three on the agenda is
discussion regarding grass.
[10:33]
So
that started comment period. Is there
[10:36]
anything to add to that? So Brian has uh
drafted ordinance that's under his desk.
[10:43]
If there are any concerns, please let
myself or Brian know by the week by
[10:50]
Friday
[10:55]
with us
[11:07]
clear
that
[11:12]
People
[11:17]
can walk through without getting
[11:27]
through.
[11:40]
Okay, the last item is number four.
Discussion regarding a particular
[11:45]
Catholics lookout again the public
comment period pretty well discussed if
[11:50]
you have any other questions or
comments.
[12:05]
All in favor?
Thank you.
