It's a preliminary final land development plan.
[3:41]

And we just want to present the final land development plan
[4:00]
for Park Home Furnishings.

[4:11]
as a sketch plan oh back I think earlier,
[4:16]
very earlier this year.
[4:18]
And we've been through the process
[4:20]
with the shallow commercial park subdivision
[4:23]
and are now just, you know, creating the lot
[4:27]
for the park on the furnishing store.
[4:29]
And so this is pretty much the landed off the plan for that.
[4:35]
I'll just go type a record plan
[4:39]
or layout plan first.
[4:40]
We can, we can touch base on that Lindsay.

Yeah, this is, this is out shuttle commercial park.
[4:45]
It'll be lot six from dozen last month.
[4:49]
Phase two fiber subdivision plan.

And this is from on phase

This was East TR road extension that comes up
[5:02]
and curs around to a cul-de-sac.
[5:04]
And the home to suite hotel is being built up in this corner
[5:08]
of the side currently.

And Park,
[5:12]
park Home Furnishings a proposed in is like a 40,
[5:16]
I think it's 40,800 square foot furniture showroom store.
[5:22]
This really will not be a store that has like
[5:25]
bringing stuff for delivery.
[5:26]
This more just showrooms.
[5:28]
And then Park Home Furniture has a warehouse that they
[5:31]
get all of their, or bring all
[5:32]
of their furniture deliveries from on here.
[5:38]
This is in the commercial district.
[5:40]
We're coming off of East TRO Road and
[5:45]
whenever we present the sketch plan, we talked to staff
[5:47]
and I think it was either the planning commission
[5:49]
or the council meeting, the sketch plan about trying
[5:53]
to work along with the form based Zoning.
[5:57]
And rather than having all the parking out front, trying
[6:00]
to push some of the parking to the back of the site.
[6:03]
And because originally there were three double bay load
[6:07]
double bays of parking in the front
[6:10]
and the store was slid back further.
[6:12]
So we worked with the staff with our client
[6:16]
and put a bay of parking in the back
[6:20]
in this area here.
[6:22]
And also the required parking was about,
[6:28]
was about 90 86.
[6:30]
It was 86, 80 86.
[6:32]
And, and we, the client didn't need to build that many,
[6:37]
so we did a parking study basically just using the
[6:40]
information from their other two stores that, you know,
[6:45]
the average of those two, you know, was about
[6:48]
needing 47 spaces, 48 spaces.
[6:51]
But the, the highest store had about 60 spaces on here.
[6:56]
But we are ending up with,
[7:01]
I don't have the number here.
[7:02]
I think it was 71 from 82 to 76. 76. Yeah.
[7:06]
And those six spaces that
[7:09]
even we aren't building now,
[7:12]
but if they have to be built,
[7:13]
we'll be back in this area here.

There's a space provided for them.

The back area, like the client could use that back here.
[7:21]
Parking, there's a lot of employee parking back here.
[7:25]
There is a customer pickup in the back of this area here
[7:29]
and s some spaces back for them to go to walk in that area.

The main entrance is, you know, right,
[7:37]
right here at the store, at the front center of the store.
[7:41]
And I'm trying to think what else to do
[7:45]
that we looked at the staff that wanted
[7:47]
to know about the circulation for trucks.
[7:50]
If you want to go to that now we are looking at it,
[7:54]
we still want to provide access for trucks
[7:56]
and also with the trash facility in the back here.

And Lindsay calls that up.

That was an exhibit that we
[8:04]
provided for staff of just
[8:08]
so showing like for the, for the larger trucks,
[8:11]
this is a loading dock area where they would come in here
[8:15]
and then back in and then go back out
[8:19]
and the, the parking area and,
[8:22]
and always was sized for that.
[8:24]
And also then for, for refuge refuse trucks, kind
[8:27]
of the same thing of them being able to come
[8:29]
through the site and they would pull in here
[8:32]
and then just do a three point turn and back out and exit.
[8:35]
So there is more than adequate amount of space
[8:38]
for the truck circulation in there.
[8:40]
Furniture stores don't really have a lot
[8:43]
of parking on there.
[8:46]
Like he may end up having some tent sales out front
[8:49]
with some of the spaces in there,
[8:50]
but it's, it's a very workable site.
[8:55]
The stormwater for the site is going to,
[8:58]
is it regional basin that's being reviewed
[9:02]
and approved on the Clear site Ley Farms.
[9:07]
We should be getting approval on that here very shortly
[9:10]
and that's where the stormwater will be going from the
[9:13]
site on there.
[9:15]
And if you want to go,
[9:18]
I mean just other things just be probably landscaping.
[9:21]
Go over that briefly and I'll go that in the utilities
[9:24]
and see if you have any questions.

Yeah, just on the landscaping, there's,
[9:41]
there's just typical parking bay requirements
[9:45]
or park perimeter parking requirements for any
[9:49]
of the parking spaces.
[9:50]
And then there's s screening requirements for any
[9:54]
of the spaces facing a public right of way,
[9:57]
which we are doing here.
[9:59]
You know, combination of shrubs and trees.

This, this is a little bit more dense
[10:05]
as per that requirement.
[10:07]
And then hitting all the islands and,
[10:09]
and also adding a little bit of screening in the back
[10:12]
for the loading area
[10:14]
and just back in that area just to,
[10:17]
that's more of a service area.
[10:19]
So you did wanna provide some screening there?

Sidewalk access, A couple things to note,
[10:25]
and this goes back to when we originally started the
[10:29]
shallow commercial park.
[10:31]
Original subdivision was staff ultimately wanted a
[10:34]
connection to the premier theater site.
[10:38]
And as we worked through different lots
[10:41]
and this lot came on board and we looked at it and,
[10:46]
and this one actually seems to work the best
[10:48]
and gives a better location of closer
[10:51]
to the theater entrance area, which is down this area
[10:56]
of this sidewalk will go through to the entrance
[10:59]
and also go down here to a set of steps
[11:02]
and down to the property line.
[11:05]
So if the connection is ever, you know, could be made
[11:08]
to the theater site,
[11:10]
we are also given a construction easement for
[11:13]
that connection if that would ever need to be made
[11:16]
with either the current theater owner if
[11:18]
that property redevelops at some time.
[11:21]

And then we are bringing the sanitary
[12:20]
and then the, there's fire and domestic water service
[12:23]
and gas service all along there.
[12:26]
And so basically everything is five feet on center.
[12:30]
By the time you look at the separations,
[12:31]
there'll be somewhere around four feet
[12:33]
or so between most of those utilities from,
[12:36]
from the outer side, outer diameter of the pipe.
[12:40]
And since we're doing that, we,
[12:42]
we also could not get the electric back in this corner too.
[12:46]
And we did talk to West Penn Power.
[12:48]
There is an existing power line that runs back
[12:53]
on the property here
[12:55]
and they said it is feasible to come down off of
[12:59]
that one pull here and go underground to a transformer
[13:03]
and then bring that into the building.
[13:06]
So we, we try to make as much room as possible trying
[13:11]
to get the children's back to this corner
[13:13]
and that involved, you know, bringing the electric from one
[13:16]
of the existing pools In general.
[13:21]
That's, you know, an overall summary.

but they're only gonna build 76.

that you may put less parking.

I guess it wouldn't hurt to, to say yeah,

approve the reduced parking.

Torretti pointed out, they have re reserved a space.

And they want to build a interior riding rink in that area.

All this really they're doing there is the
[23:02]
providing storm water management.

If gonna go to the next page, the, the right rate,
[23:06]
that boat is about almost 1000 square feet.
[23:10]
That, and so
[23:14]
they have some underground stormwater facilities
[23:19]
right in this area.
[23:20]
And they also have a underground
[23:25]
system right here too.
[23:27]
And what they want to do, this is a nice yard area
[23:30]
for the house.
[23:32]
They didn't wanna, they turn this into a basin, so they are,
[23:37]
they, it's more expensive,
[23:38]
but they wanted to pretty much just put the,
[23:42]
put storm water underground where they could instead
[23:46]
and, and do that.
[23:49]
Other than that, the only other thing that's really
[23:53]
being required is asking for a sidewalk easement.
[23:56]
And so maybe Lindsay did some analysis of that
[24:00]
and she can probably talk about the rating
[24:03]
for this more than what I can, so,
[24:07]
- Sure.

So, you know, we have a sidewalk matrix that we use to
[24:12]
score the priority of a sidewalk.
[24:16]
This one on the list of, I think it can go up to
[24:20]
- Seven and less.
[24:22]
- Well, so, but what does the score go up to? 18. Oh,

- The score itself, right?
[24:27]
- Yeah, so it can go up to about 20, this scored to four.
[24:32]
Okay. That there is a,
[24:36]
there is a recommendation in the pedestrian facilities
[24:39]
master plan for determining whether
[24:42]
or not a project is feasible financially.
[24:46]
And the, the rating doesn't, the, the rating
[24:50]
of Ford doesn't really apply even to that formula.
[24:54]
So we are, and since it's outside of the growth boundary
[24:58]
there, it's not connecting any transit facilities.
[25:01]
It's not connecting to any existing facilities
[25:04]
or any unserved neighborhoods
[25:06]
or shown as a reservation on our official
[25:09]
map or anything like that.
[25:11]
We are recom the staff is okay with the request
[25:15]
to waive the sidewalk.
[25:17]
- And - Then if you had to go back to the overall plan
[25:20]
with this location would be right
[25:25]
along this steep curve.
[25:26]
This, this slope comes up immediately from the roadway.
[25:30]
And also there is a bridge there that ultimately have
[25:34]
to be crossed and it is not pedestrian friendly.
[25:39]
Also this mil race right here.
[25:41]
And so if you had to put it here, you, you end up probably
[25:44]
with like a 10 foot high retaining wall along most of
[25:47]
that area to put it right in there.
[25:50]
And there are no sidewalks anywhere else.
[25:53]
And like I said, there's an existing bridge right here.
[25:55]
The quarry is right beyond here, the oak call quarry.
[25:58]
So not in a good location and,
[26:01]
and per the rating, you know,
[26:04]
we we're requesting consideration for that waiver.

So it isn't like they're grading, trying

to grade a flat site on a steep, on a steep slope.

So they're working with the site there.

Try to minimize as much of disturbance as they can for that.
[27:05]
And, and don't, don't have to be ENS controls as needed
[27:10]
for, for that.
[27:12]
But other than that, everything else would be in controlled.
[27:16]
There'll be risk controls for, for that grading,
[27:19]
but it's going back into the slope there.
[27:21]

And we had the first meeting

about six weeks ago. I say

of 'em so it's hard to Yep.

So my name's Pam Adams, regional planning

director from Centre Region COG.

And basically tonight we're going
[58:18]
to show you a presentation.
[58:20]
You have received a recap memo.

So as Ed was pointing out, we had a joint meeting
[58:26]
where the elected officials, your council
[58:29]
and planning commission participated in a facilitated
[58:33]
discussion on the future land use map.
[58:39]
We've written a recap memo of what we heard,
[58:43]
we've reviewed it with staff
[58:46]
and now we're asking you, is this what you also heard?
[58:50]
And we'll go through things related to now
[58:53]
what we're saying is that your draft future land use map,
[58:57]
there'll be three places where I'm gonna pause so
[59:00]
that you can answer questions.
[59:02]
But you're always welcome to ask questions as we go.
[59:05]
But in your recap memo there is sort of the, the background
[59:09]
and process what we found from the open house.
[59:13]
If you recall there was an open house
[59:15]
prior to the joint meeting.
[59:17]
We've also had a open house prior
[59:21]
to the general forum meeting in June in which we got some
[59:24]
more feedback from college Township residents.
[59:28]
And then we've identified some areas that you've identified
[59:31]
for as future land use.
[59:33]
We've talked about long-term sewage planning.
[59:35]
If you recall there were some properties
[59:37]
that have unlocked septic
[59:39]
and have particular challenges that we want
[59:41]
to talk about recommendations.
[59:44]
And then in the packet there is a fact sheet,
[59:49]
if you remember sort of the projections on the back,
[59:52]
the red cap report community results.
[59:56]
So now I'm going to go through that.
[59:59]
If you go to the next slide, we'll sort of give an overview
[1:00:04]
of what we're gonna talk about.
[1:00:05]
So I was sort of walking you
[1:00:07]
through what's in your recap memo
[1:00:09]
and if you noticed on your table there's a,
[1:00:14]
this community results is the current one.
[1:00:17]
This one includes the open house
[1:00:18]
results from the general forum.
[1:00:20]
So the one that's in your packet,
[1:00:21]
you can just throw out it's base.
[1:00:23]
It's very similar. But this one is the one I'm gonna be
[1:00:26]
talking about with the slides tonight.
[1:00:30]
And we're going to also talk about the criteria
[1:00:34]
for future growth and shared land uses.
[1:00:36]
So for the recap memo summary, you can read through that.

But I just wanna make sure that your sense of what
[1:00:46]
happened at the joint meeting was again, we presented data
[1:00:48]
that talked about the red cap report so
[1:00:51]
that in 2023 there's a regional development capacity report.
[1:00:56]
That report is analyzing.
[1:00:59]
We do this every five years to look at the
[1:01:02]
capacity within the regional growth boundary sewer service
[1:01:05]
area to make sure we have capacity for the projections
[1:01:09]
for Growth Centre Region has capacity
[1:01:13]
for the projected growth,
[1:01:15]
but we can't determine the build rate the markets.
[1:01:20]
So College Township has taken the proactive approach,
[1:01:24]
rightfully that if
[1:01:27]
and when we need to expand the regional growth boundary,
[1:01:29]
we've identified future growth areas.
[1:01:31]
So we will show those as far as
[1:01:33]
what College Township has identified during that meeting
[1:01:36]
as future growth areas in order to
[1:01:40]
look at expanding the regional growth boundary sewer service
[1:01:43]
area, we are recommending that we look at a certain criteria
[1:01:47]
and I'm gonna ask for feedback on that criteria.
[1:01:50]
And then also the report does identify long-term
[1:01:54]
sewage planning issues.
[1:01:56]
That basically is in several areas
[1:01:59]
of the Centre Region in which older properties
[1:02:02]
with unlocked septic might be running out
[1:02:05]
of room on their space to be able to do that.
[1:02:07]
So that's something that in 2027
[1:02:10]
after the comprehensive plan is approved,
[1:02:12]
that's probably gonna be another big project
[1:02:14]
that we'll start working on as far as
[1:02:16]
long-term sewage planning.
[1:02:19]
All right, so first before we get into the future growth
[1:02:22]
areas, let's talk about the open house results.
[1:02:26]
So first we have five big ideas
[1:02:29]
and the first big idea
[1:02:30]
that we heard from participants at the
[1:02:33]
open houses is fostering housing variety.
[1:02:36]
And if you click the next button, it sort of circles
[1:02:39]
what the, the highlights are.
[1:02:42]
And again, what you see when you look at this first one is
[1:02:46]
that there is pretty much consistency amongst all of them.
[1:02:50]
But the two that kind
[1:02:51]
of pop out are supporting attainable housing production
[1:02:54]
funding and maintaining long-term housing occupancy.
[1:02:58]
So that's sort of showing where some of the properties are.
[1:03:01]
But because really all of them are getting, you know,
[1:03:04]
a fairly good distribution is showing
[1:03:07]
that really housing is multifaceted, right?
[1:03:09]
You're, you're participants who took this,
[1:03:12]
did this activity, recognize that for the next one,
[1:03:15]
if you click again, the next big idea is
[1:03:19]
connecting beyond cars.
[1:03:20]
And again, this is star just so you know,
[1:03:22]
like the text in the old one is a little different from this
[1:03:25]
one because we saw that
[1:03:28]
what we're seeing is the last one there again, a lot
[1:03:31]
of consistency across all of them.
[1:03:34]
But the one that pops out is investing in
[1:03:37]
and preserving existing infrastructure.
[1:03:40]
So what you're hearing is from the participants is improve.
[1:03:44]
What we already have is invest in our existing communities
[1:03:48]
for the third big idea, which is partnering
[1:03:51]
for a thriving future.
[1:03:52]
So on the back of that, what pops out here is
[1:03:58]
enable regional growth through infrastructure
[1:04:00]
and coordination, which is part of this process
[1:04:05]
that we're doing for the Centre Region Comprehensive plan.
[1:04:08]
And it supports that, you know, partnering
[1:04:10]
and working with our neighbors is an important piece of it.
[1:04:14]
Recognizing that the growth infrastructure
[1:04:18]
and environmental issues don't stop at municipal boundaries.
[1:04:22]
The fourth big idea, advancing purposeful community design.
[1:04:27]
This one, I did not circle one
[1:04:29]
because you can really see that there's a lot
[1:04:31]
of consistency supporting all of these.
[1:04:34]
But basically ones that mostly pop
[1:04:38]
to the top if you look at the top priority in second are
[1:04:40]
reinvestment and making better use
[1:04:43]
of existing infrastructure.
[1:04:44]
Again kind of relates to that transportation piece
[1:04:47]
of improving what we already have.
[1:04:50]
And then lastly, the big idea
[1:04:53]
of cultivating environmental stewardship.
[1:04:55]
This is the one that there was sort of some clear winners,
[1:04:58]
if you wanna say not or any of them are winners or losers.
[1:05:02]
But this one residents really wanted to balance
[1:05:05]
that future growth with conservation
[1:05:07]
and they place the high value on protecting water resources
[1:05:12]
and those important environmental assets.
[1:05:14]
So that those are the results that we heard
[1:05:18]
during the open house and those are important to remember
[1:05:21]
as we go through this comprehensive plan.
[1:05:24]
Alright, so those are the priorities
[1:05:27]
that we heard from the open house results.
[1:05:29]
And if you recall we had that open house
[1:05:32]
and then we facilitated a discussion with the council
[1:05:36]
and planning commission
[1:05:37]
and we walked through you
[1:05:40]
at College Township have been doing a lot
[1:05:42]
of work at the Dale Summit area
[1:05:45]
and working on Form Based Code.
[1:05:47]
So you are in a very good position to be talking about
[1:05:50]
where you would like to see future growth when
[1:05:53]
and if that would happen.
[1:05:55]
So here is your draft future land use map
[1:05:59]
and this matches
[1:06:01]
and what we've worked with staff,
[1:06:03]
what you saw at the meeting representing your work
[1:06:06]
that you've been doing on Dale Summit.
[1:06:08]
And what we have go up here
[1:06:12]
and do this as well is your map, your piece
[1:06:17]
of the map will show these future land
[1:06:21]
Future growth areas.
[1:06:24]
And basically that is what we heard at the meeting
[1:06:26]
that you're interested in identifying future growth areas.
[1:06:30]
And I'll just read what that says.
[1:06:32]
Future growth areas, designate locations
[1:06:35]
beyond the regional growth boundary
[1:06:36]
and sewer service area
[1:06:38]
that may accommodate longer term residential
[1:06:41]
and employment growth, including higher density
[1:06:44]
and more intensive uses.
[1:06:45]
Should future conditions warrant expansion
[1:06:48]
of the regional growth boundary and sewer service area.
[1:06:51]
And should infrastructure
[1:06:52]
and public utilities be extendable to support such growth.
[1:06:58]
So it's important to note
[1:06:59]
that those are future growth areas, right?
[1:07:01]
You're saying when it's time
[1:07:04]
to expand the regional growth boundary sewer service area,
[1:07:06]
you're directing the growth to those.
[1:07:09]
So again, this sets the stage as I mentioned
[1:07:11]
with those on lot septic tanks that we've identified
[1:07:14]
as some sewage problems.
[1:07:16]
And then this future growth area, that's
[1:07:18]
where we'll be looking at what our next plan
[1:07:22]
for the sewage area.
[1:07:23]
Right now it's act 5 37 plan,
[1:07:26]
what those priorities should be.
[1:07:28]
So I'll pause there to see if

what you heard at the meeting,

There's septic that's going into,
[1:10:50]
there's a water line going into the Clearwater
[1:10:52]
conservation area.

And are they also going to,

they're also going on sewer line, right?

[1:11:03]
- So that's where the sewer ends
[1:11:06]
and all those houses that go out towards Rock Road
[1:11:09]
and then Trout Road Right.

They're all, they're still septic and they could be failing
[1:11:14]
'cause they're 50 to 50 plus years old.
[1:11:18]
And that was identified as a possible sewer problem
[1:11:23]
that the college Township may have.
[1:11:25]
- Right. And Ferguson Patton half Moon Harris, they,
[1:11:30]
we all, there's more than just this one.
[1:11:33]
And, and there might be others in College Township.
[1:11:35]
So when we actually do the full study, we'll be making sure
[1:11:38]
that we're, we're looking at other of those.
[1:11:41]
But yes, this one in College Township is the one
[1:11:43]
that we brought up as we, we are aware
[1:11:45]
of it from the sewer enforcement officers,
[1:11:47]
but we just definitely want to make sure that that is,
[1:11:51]
that's coming next in 2027.

that we have criteria for when it's time

for the sewer service area

and regional growth boundary to be expanded, right?

We're identifying these in the comprehensive plan,
[1:13:55]
but when it's actually time should one,
[1:13:58]
we should be looking at the capacity, right?
[1:14:00]
We're gonna continue to do that red cap report.

We want to making sure
[1:14:04]
that we're looking at infrastructure planning as we go so
[1:14:08]
that we're confirming it's cost effective and
[1:14:10]
and being able to be done in a timely manner, right?

So that transportation piece of it needs to keep happening
[1:14:17]
that we're planning it
[1:14:18]
and thinking of things in our CIP as we see growth continue,
[1:14:23]
demand verification.
[1:14:24]
Is there demand such as, you know, housing, we know
[1:14:27]
that there's a big need for housing, so
[1:14:29]
that could get a priority
[1:14:31]
for expanding the regional growth boundary.
[1:14:33]
It also could be a potential job economic hub, right?
[1:14:37]
Something that there's a demand in this region for.
[1:14:41]
And then there's regional coordination
[1:14:42]
that we wanna make sure we're doing things
[1:14:44]
consistently through the region.
[1:14:46]
And for your regional growth areas,
[1:14:49]
or sorry, your future growth areas, we recommend working
[1:14:52]
with Benner Township
[1:14:53]
because those properties are also in Benner Township.
[1:14:56]
So that's something we've talked to with Lindsay
[1:14:58]
and staff here that we're gonna make sure we talk
[1:15:01]
to the folks at Benner Township.
[1:15:03]
And then as we know from the community input
[1:15:07]
from not just your open house,
[1:15:08]
but all of them that the environmental clearance is really
[1:15:11]
important to make sure that if
[1:15:13]
and where we're building, we wanna make sure we're
[1:15:15]
protecting our water resources and such.
[1:15:17]
So I don't know if I'm missing anything.
[1:15:20]
So I keep that in mind.
[1:15:21]
And then I just want to show the criteria for
[1:15:23]
what the environmental criteria are.
[1:15:27]
And a lot of this is already built in,
[1:15:29]
but we want to continue to, you know, strengthen this
[1:15:33]
and see if we're missing anything.
[1:15:34]
But we wanna make sure that we're looking at steep slopes
[1:15:37]
that we're not building on those riparian buffers are
[1:15:40]
important for our waterways.
[1:15:42]
Agriculture soils are important to continue
[1:15:45]
to Preserve those prime agricultural soils.
[1:15:48]
Not building on floodplains.
[1:15:49]
We know we have this kars and geological formations
[1:15:54]
and that we have to make sure we're building correctly
[1:15:56]
for those, not building on wetlands, woodland
[1:15:59]
and habitat considerations.
[1:16:00]
And again, looking at this infrastructure,
[1:16:03]
what our capacity is
[1:16:05]
and where it needs to be so that we're making sure
[1:16:08]
that we're not getting high congestion and bottlenecks
[1:16:11]
and then existing development patterns.
[1:16:14]
We wanna make sure we're continuing to build
[1:16:16]
with the right character with our neighbors.
[1:16:19]
So that's what we have.
[1:16:21]
And so I don't know if you have any input,
[1:16:22]
and again, this won't be the last time you see this.
[1:16:24]
This is gonna be a part of the comprehensive plan.
[1:16:27]
So we wanted to share this with you.
[1:16:30]
And if there are things that you're like, we're missing this

They're also looking at a RL to go up there.

We know we're running a water service up there.
[1:17:14]
We know that there's gonna be sewer up there.
[1:17:17]
So that would be a perfect criteria
[1:17:20]
because we know there's growth, we know there's demand.
[1:17:24]
So that would fit right in to make sure that area
[1:17:29]
is included in a future growth area.
[1:17:34]
That parcel number two, the 43 acres, that's part
[1:17:38]
of Dale Summit, which I know is important
[1:17:42]
to the Township at this point with
[1:17:44]
the Form Based Code and those kind of things.
[1:17:48]
There may be some environmental things there
[1:17:50]
that have to be looked at.
[1:17:52]
I'm not so sure. But then when you go to
[1:17:57]
the future growth for the rock view land,
[1:18:03]
that's gonna be very difficult.
[1:18:05]
I don't know if that's immediate
[1:18:06]
because we don't even know if the state's gonna sell it.

So, you know, future growth map,

I think the Dale Summit ISS very important.

I think the university land's very important

and then we would have to meet all the other criteria

that staff has put together with wetlands, environmentals,

the soils and all that.

All right, so then the, this is kind of the wrap,

wrap up for the recap memo.

And what we'll be doing is working next with council,
[1:19:12]
taking it to them, and again,
[1:19:14]
doing it at all six of the municipalities.
[1:19:16]
And that future land use map will be getting to the,
[1:19:20]
the final point, it'll go
[1:19:21]
to the Centre Region Planning Commission.
[1:19:24]
You'll see it again in the package as a regional map,
[1:19:28]
not just College Township.
[1:19:30]
Then there's the writing of the comprehensive plan,
[1:19:33]
which we're starting to work on with all the feedback
[1:19:35]
that we've been getting over the past couple years
[1:19:37]
with the big ideas, the goals.
[1:19:39]
Then the third piece
[1:19:41]
that we're tackling is Shared Land uses.
[1:19:44]
And so I want to just give a brief two slide overview of
[1:19:47]
that, because there will be more coming
[1:19:49]
where we will be asking things of you.
[1:19:51]
And so what College Township
[1:19:54]
and Patent Township,
[1:19:56]
you currently have a shared land use agreement
[1:19:58]
where college provides for industrial
[1:20:00]
and patent provides for multifamily.
[1:20:02]
So you're used to this,
[1:20:04]
but what we are looking at is for the full region,
[1:20:07]
for example, half Moon Township does not
[1:20:09]
provide for multifamily.
[1:20:11]
So we need to bring in
[1:20:13]
and look at it for the region as a whole,
[1:20:16]
which we've been doing
[1:20:17]
with the Centre Region Comprehensive Plan, sort of
[1:20:20]
planning together as a region.
[1:20:22]
But we want to look
[1:20:24]
and move towards codifying this so
[1:20:27]
that all the municipalities can really make sure
[1:20:29]
that they're legally protected in that way.
[1:20:32]
So by looking at Shared Land uses,
[1:20:34]
we're currently at the staff level talking about what types
[1:20:38]
of lands we should be sharing.
[1:20:40]
But it provides flexibility,
[1:20:42]
it helps coordinate infrastructure.
[1:20:44]
So this lists some
[1:20:45]
of the reasons why we're looking at Shared Land uses,
[1:20:48]
but really we're trying to document
[1:20:51]
and strengthen what we're already doing on this Centre
[1:20:54]
Region Comprehensive plan,
[1:20:56]
but with an actual written agreement.
[1:20:59]
And on the next slide, it just shows some of the things
[1:21:02]
that at staff level we are talking about.
[1:21:06]
There's been law cases, court cases about residential uses.
[1:21:10]
Again, back to the fact
[1:21:11]
that Half Moon doesn't provide for multifamily.
[1:21:13]
We need to look at those.
[1:21:15]
So we're looking at making sure we're sharing
[1:21:17]
those land uses.
[1:21:20]
Data centers have been a hot topic these days.
[1:21:22]
So that's one. And then
[1:21:25]
whenever you have these larger data centers,
[1:21:27]
even mid-sized ones, you have energy generating facilities.
[1:21:31]
So we're gonna look at those industrial adult businesses,
[1:21:35]
area stadium and amphitheater.
[1:21:37]
Obviously College Township provides for that,
[1:21:40]
but not all the other municipalities do,
[1:21:43]
but we could share that.
[1:21:44]
Right? We also have the casino and the hospital,
[1:21:49]
but Patent Township also has some hospital uses.
[1:21:51]
So these are examples.
[1:21:53]
It's not like we're sharing all land uses.
[1:21:55]
The idea is to identify some of them, document them,
[1:22:00]
and understand the process.
[1:22:02]
The process would basically be as things, if things needed
[1:22:05]
to change or new things came in
[1:22:06]
and we're gonna share them, it would be
[1:22:08]
A-C-R-P-C discussion.
[1:22:10]
So that's the type of process, but we'll provide more.
[1:22:14]
I just wanted to give a little bit of an overview of a topic
[1:22:18]
that's gonna be coming back with more detail
[1:22:20]
for your approval and recommendation to counsel.
[1:22:26]

On these future land growth areas,
[1:22:44]
we know, I'm just gonna use an example.
[1:22:46]
That's a live example, A A RL. Okay.

Where they want to have a secure campus
[1:22:57]
over time, move all their operations to one location,
[1:23:01]
and that means there's gonna be
[1:23:03]
vacancies in other townships.
[1:23:06]
Okay. So if
[1:23:11]
we say, how do you get future,
[1:23:16]
a future land map
[1:23:17]
and an approval for a growth area, does
[1:23:21]
that mean everybody in COG needs to approve that?
[1:23:28]
- Yeah. So - This, because it can get very protective,
[1:23:31]
because if you're gonna have vacancies, you are gonna say,
[1:23:35]
no, I don't want this
[1:23:37]
because I may be losing rental properties
[1:23:42]
or commercial tenants or whatever.
[1:23:45]
Even though if you don't do that,
[1:23:49]
then a RL may not be able to get DOD contracts
[1:23:53]
because of security purposes.
[1:23:56]
So it's a, a tough road to go down,
[1:24:00]
but I understand where you're going,
[1:24:03]
but you also have this, you know,
[1:24:06]
we gotta protect our own turf.
[1:24:09]
- Yes. So I don't think you're specifically
[1:24:12]
asking about the A RI.
[1:24:13]

I'm using, so you're talking about the,

We we're learning a lot about that process.

The regional growth boundary service service area is
[1:24:24]
definitely something that a lot
[1:24:26]
of people feel strongly about.
[1:24:27]
And like that it protects the farmlands
[1:24:30]
and preserves things, but we're trying
[1:24:32]
to make sure people also understand that it is not meant
[1:24:37]
to never move.
[1:24:38]
And that's why we have the minor process
[1:24:40]
and the, the process that allows for it to be expanded.
[1:24:44]
And so by di identifying criteria
[1:24:49]
and instead of just always reacting to where growth is
[1:24:53]
by the developers coming in.
[1:24:54]
So there's a process to update them,
[1:24:57]
but we really should be looking at
[1:24:59]
where we want growth to be.
[1:25:01]
It doesn't mean it's happening tomorrow.
[1:25:03]
Like Rockview is an example.
[1:25:04]
These other ones, it's not happening tomorrow,
[1:25:08]
but we are getting tight within
[1:25:10]
our regional growth boundaries.
[1:25:11]
So we should be starting to talk about future growth areas.
[1:25:14]
It does go to the Centre Region Planning Commission.
[1:25:18]
And my sense is it goes to General Forum as well
[1:25:21]
because it needs to be approved.
[1:25:23]
But I, we've been mentioning
[1:25:26]
that College Township is looking at future growth areas,
[1:25:29]
nobody else's.
[1:25:30]
And I think that's in some ways appropriate.
[1:25:33]
If everybody was gonna say they were growing,
[1:25:35]
then we really need to narrow that down.
[1:25:37]
Right? It, it, we don't want to just open the,
[1:25:40]
the gates per se because of the beauty of Happy Valley
[1:25:44]
and the farmlands, but we should,
[1:25:47]
ID be identifying some future growth
[1:25:48]
areas For planning, you know?
[1:25:52]
Right. It's long-term planning
[1:25:54]
and that's gonna be a discussion.
[1:25:56]
I, and so far in the, you know, when we were going out
[1:26:01]
to the different municipalities, sometimes they've asked
[1:26:03]
what are other people doing?
[1:26:04]
I will say State College Borough is looking at their
[1:26:07]
rezoning growing up, and so they're looking
[1:26:10]
to take more capacity.
[1:26:12]
So they're wondering what
[1:26:13]
that impact will be on other municipalities as well.
[1:26:16]
And, and we do have to watch that, right.
[1:26:18]
If so, we don't have a lot
[1:26:21]
of vacant properties over time,
[1:26:23]
but that's something that will be one
[1:26:25]
of the tasks that come with this.
[1:26:28]

because I know living here for 30 plus years,
[1:26:36]
you do have territorial

phase two final subdivision plan was approved.

They also talked a little bit about Form Based Code.

An interesting thing that doesn't really pertain this a
[1:28:33]
hundred percent, but there's a lot
[1:28:34]
of noise about Brandywine Drive.
[1:28:37]
So they're going to Brandywine pedestrian signal project.
[1:28:41]
So they're looking to put in two advanced warning signs
[1:28:45]
and six crosswalk signs with, that's been about $42,000.
[1:28:51]
Unique thing is that the school district is kicking in 25%.
[1:28:55]
So the council approved that with the, with the budget not
[1:28:58]
to exceed 45,000.
[1:29:01]

July 16th at a Public Hearing for the signs amendment
[1:29:09]
and also for the, the sdo, the trees,
[1:29:13]
the Signs Science Stadiums, CORINA'S Event Center, the
[1:29:17]
Centre Region Planning Commission actually heard a bunch of
[1:29:20]
that tabled it without any specific actions.
[1:29:26]
Council and staff seemed to think that a lot
[1:29:28]
of the questions that the CRPC had were actually sort
[1:29:31]
of in the Ordinance that they did, you know, they missed
[1:29:34]
or didn't quite understand.
[1:29:36]
So they, they voted to approve that
[1:29:42]
the tree was sort of self-explanatory.
[1:29:44]
There weren't not many arborists on, on our group.
[1:29:48]
The final thing you'll find interesting that they come up
[1:29:51]
with a plan for the staff to, I mean, for council
[1:29:54]
to review Form Based Code.
[1:29:55]
So they're gonna have like their regular council meeting.
[1:29:58]
And then that night, I think Lindsay, they're gonna get
[1:30:02]
the information for the work sessions that they're having.
[1:30:05]
They're gonna have a total, I think of five work sessions.
[1:30:08]
So they're, they're doing a nice job of spacing their
[1:30:11]
work format, code workout from
[1:30:14]
their regular council meetings.
[1:30:16]
And that's all I have.

it was in the manager's report, carrie's working
[1:30:28]
with the Department of Economic and Community Development.
[1:30:33]
This is looking for grants
[1:30:34]
or loan programs for the revitalization of the mall
[1:30:39]
for a possible acquisition.
[1:30:42]
She has continued to work on that for the last two
[1:30:45]
and a half years, looking at some things
[1:30:49]
that may help if there is an acquisition or whatever.
[1:30:53]
Because that, if you look at Dale Summit, that's one area
[1:30:57]
that hasn't really continued
[1:31:00]
to develop like we hope it would've.
[1:31:04]
They're also looking at a possible, possible area
[1:31:08]
to lease some space within the Township.
[1:31:12]
This is for startup companies that have, are ready
[1:31:16]
to move out of the incubator buildings up on campus
[1:31:22]
to go to their next level.
[1:31:25]
We don't have any of those things right now in the area.
[1:31:29]
So we're looking at, can we do something through
[1:31:33]
College Township
[1:31:34]
or the IDA to help people find some space to move into.
[1:31:40]
And she's also looking at going
[1:31:42]
through the Appalachian Regional Commission for some kind
[1:31:45]
of grants that may help with planning
[1:31:49]
in the Dale Summit area for economic
[1:31:52]
growth initiatives.
[1:31:55]
