[13:16] reunion was held for the first time as a group. That was highly successful.

[13:21] series. They've been highly attended,
[13:23] doing well. You know, last Friday we had
[13:25] the concert series. We had a band at the
[13:28] Brew and somebody playing at CBC. So
[13:30] within a block of each other, we have
[13:32] three different groups playing and
[13:33] certainly was bumping downtown for sure.
[13:35] So they're wearing out the crosswalk but
[13:37] it's mainly um and so that's great and
[13:40] certainly good things coming ahead.
[13:41] Porchfest is great. You know the summer
[13:43] concert series we have Molly and the
[13:46] ring walls and of course the with the
[13:48] porch fest after that uh as well and
[13:51] that's on the 13th. But then the uh this
[13:54] uh Thursday's community beach party
[13:55] which starts at uh 5 and goes to 7:00
[13:59] and that's just all the different u um
[14:03] vendors that are there that different
[14:04] people different aspects of the
[14:06] community that can help and then tailor
[14:08] M's playing at 7 to 9:00 and then moving
[14:10] under the stars of legal at 6 8 to 10 on
[14:12] the beach. So it's going to be a a fun
[14:15] uh exciting month that's the first time
[14:17] out uh which is great. Uh currently
[14:20] working projects uh wastewater uh start
[14:24] meeting with the contractors to do that
[14:25] expansion project that starts Thursday.
[14:27] We're going to go with that Thursday
[14:28] morning. The road work started yesterday
[14:30] and is continuing today. Uh um we're
[14:34] working on the Randle Park bids and the
[14:36] gaming park bids went out for the
[14:38] engineers. They came in still working on
[14:40] the demo demo for the roundhouse mill.
[14:42] Trying to get some clarification with
[14:43] the state on that. And um you know I
[14:46] want to just have a reminder you talk
[14:47] about back in parking. We've had a
[14:49] couple incidents where one person was
[14:51] speeding really fast at down Main
[14:53] Street, uh, excessive speed, and were
[14:55] able to catch them as well. But, uh, we
[14:57] had another one where somebody was
[14:58] speeding past and I think that's being
[15:00] investigated. They went went to go
[15:02] around them and it hit another car and
[15:05] that was backing and drove in, hit him
[15:06] into the next car. it it's happening and
[15:09] uh people just need to slow down and not
[15:12] think that they can just navigate those areas in uh is not not safe for
[15:18] sure. Um I think

[16:33] going to try to clean things up and our
[16:34] challenge keeps things moving forward

[22:16] received a greater discount than would
[22:19] somebody who had a 12 unit apartment
[22:22] building that would house the same 65
[22:25] people. So, this basically treats the
[22:27] people that are have a big sorority
[22:30] house and the people that have
[22:32] individual
[22:33] one or two or four family units,
[22:35] whatever they are, um the same way. So,
[22:38] it it pulls those two things in line.
[22:41] The other two changes that the committee
[22:44] um came up with was um
[22:49] if we do the it's one change, but
[22:51] there's two parts to it. If we do the
[22:53] inspection the first time around and if
[22:55] for the three-year period the landlord
[22:58] has no work orders put against their
[23:01] property, meaning we don't have to go in
[23:02] and mow the yard, we don't have to go in
[23:04] and pick up garbage or anything like
[23:05] that or clear the sidewalks. And if they
[23:08] have no appearances that get sent to
[23:10] court, so it doesn't mean they don't
[23:12] have a violation in their inspection
[23:14] because the violation could be
[23:15] something, you know, pretty minor. But
[23:17] if they get a notice of violation and
[23:19] they cure it before it would have to go
[23:21] to court, they would be allowed to renew
[23:23] the next time around for 50%. of of the
[23:26] renewal rate. So that's a big we they
[23:29] really like the idea of providing an
[23:30] incentive to landlords to keep the
[23:32] properties up and stay in compliance. So
[23:35] um those are really the two major
[23:37] changes when it came to that component.
[23:38] There's a few tweaks to some of the
[23:40] other parts of the the vine. They're all
[23:42] in red, but they're all pretty minor.

[24:35] and they promise us we're going to
[24:37] screen better the next time around. Um
[24:39] so I mean there there's a lot of
[24:40] different options that could come into
[24:42] play. Um if they lose their rental
[24:45] certificate, then it also loses the the
[24:48] ability for the tenants to live there.
[24:50] So they would also get cited with living
[24:52] in a property without a rental
[24:53] certificate. So it's kind of a two-way
[24:55] street. And the number of people, the
[24:59] number of occupants in a building is
[25:02] based on New York state law.

[27:05] fill out an application listing a number

[27:18] four bedrooms in it, all of those
[27:19] bedrooms may be appropriate size to put
[27:22] two people in them. But if I'm a
[27:24] landlord and I know I'm running to
[27:27] students and they each want their own
[27:28] bedroom, they don't want to share a
[27:29] bedroom, I'm probably going to only ask
[27:31] for four because it's cheaper than
[27:32] asking for eight. So, yes, the size of
[27:35] the rooms does determine the maximum
[27:37] occupancy, but the landlord certainly
[27:39] could ask for less, and I'm sure we do
[27:42] have some landlords that do because the
[27:43] preference seems to be one student per
[27:46] room at this point.
[27:50] Could you go over how the changes to the
[27:53] rental certificate compliance, this
[27:56] final version compares to the draft? We
[27:58] made several revisions along the way and
[28:01] uh my impression was we'd be getting a
[28:03] side by side before we moved to the
[28:05] vote. So I apologize if it's off on
[28:06] that, but could you go through those
[28:08] changes and how they compare to this
[28:10] final draft?

[28:18] So for single unit properties, there was
[28:22] no change the fee structure at all. um
[28:25] for multi-unit properties, it treated
[28:28] every unit as a $300 unit. So if you
[28:32] take a 10unit property, um
[28:37] it's
[28:40] $1,900. In the past, that would have
[28:43] been $3,000.
[28:45] Um so if it the 19 unit compares to on
[28:48] the other side to what it would be, so
[28:51] that's really 37 to 40 occupants. Um
[28:55] because most multi-units,
[28:58] two, three bedrooms is the max. You're
[28:59] not going to find a 10 unit where there
[29:01] are five bedrooms. So um to kind of keep
[29:04] that fair, it basically tracks the
[29:08] number of occupants based on the number
[29:10] of units. It's not an exact science, but
[29:13] it it comes much closer into the
[29:15] ballpark, and that's one of the things
[29:16] the committee was concerned about. um
[29:20] any litigation concerning um rental
[29:23] things like this, the watch word for the
[29:25] course is uniformity. Um so that was the
[29:28] one thing that we wanted to make sure
[29:29] that we were hitting was uniformity and
[29:32] we feel this moves much closer to
[29:33] uniformity. It's not exact. It never
[29:36] will be, but it's it's pretty darn
[29:38] close. Um
[29:41] how do these the original revenue
[29:44] projections, how does that compare to
[29:46] the draft with the changes?
[29:49] the original revenue projections were
[29:52] undoubtedly overstated. Um
[29:56] where it's going to come out.

[30:02] it's a three-year renewal process. Um
[30:06] we've had some properties that we did
[30:09] send letters out to that for the first

[31:45] property is out of compliance and then
[31:47] they can't use their student aid to pay
[31:49] their rent. Um, which does then put a
[31:52] hardship on the landlord unfortunately
[31:53] because they'll have to evict that
[31:54] student. But, um,

[32:01] issue. Um, I mean, a lot of the the
[32:04] properties also receive property from
[32:06] section of money through section 8. we

[32:12] guarantee you section 8 will do anything
[32:13] with that, but we can contact them and
[32:15] let them know. Um, you know, so I mean
[32:18] there there are avenues that are
[32:19] available to us and they will be cited
[32:21] with a notice of violation and
[32:22] eventually an appearance ticket and
[32:23] they'll be taken to court and any fine
[32:26] that is levied by the court on these
[32:29] will be relevied against the property if
[32:31] the owner doesn't pay it. So eventually
[32:33] the property would end up being taken
[32:34] for back taxes. But I think you have the
[32:37] right to do something or sexual section
[32:39] 8 is being a health and safety. I think
[32:41] the city should be able to step in. And
[32:43] if it's a health and safety issue, we if
[32:45] it's precedes everything,
[32:47] >> right? I mean, the property can be shut
[32:49] down when the threat is imminent to
[32:50] lower it.

[32:54] little bit to make it a little harder
[32:55] for the city to do that. I mean, it has

[34:42] what you get. They never even come to
[34:44] the place. We don't want that. We want
[34:45] the fire department to be involved. So,
[34:47] we brought the fee schedule

[35:20] risk if they're doing the you know
[35:23] taking it just not looking at the

[35:38] going down but the expected revenue is

[36:02] second flaw was that. So the idea is to
[36:05] they it's going to hit 50 to 60% as a
[36:08] projected number of what they are. We're
[36:10] not finances next meeting. Good. We'll
[36:12] take a look at that next meeting.

[40:27] type of garbage they're creating, you
[40:28] know, or the Hollywood is completely
[40:30] different to a, you know, a small shop
[40:32] that might only be open for breakfast or
[40:34] lunch or just serve coffee or something
[40:36] like staff. So, it creates two tiers of
[40:38] restaurants, two tiers of retail
[40:40] businesses. Um, it creates a new um
[40:45] small office um and then also a
[40:49] commercial one and commercial two um
[40:52] rest, you know, uh category
[40:57] example there. when Central obviously is
[41:00] a big office,
[41:02] Ed Gooler is one guy with maybe a
[41:05] part-time secretary that he has. It's
[41:07] not fair that they're paying the same
[41:08] amount for garbage. So, it just again to
[41:11] try to get that uniformity, try to keep
[41:12] things fair, we created some more
[41:14] categories and went through and
[41:15] reallocated everything. Um, and we
[41:17] looked at what it would be like once the
[41:19] all of downtown is laid out with the
[41:20] garbage um corral system. And this will
[41:24] more than cover the cost and provide a
[41:26] little bit of extra money for keeping
[41:28] the fencing up to date replacing things
[41:30] that need to be replaced and things like

[52:11] the final city budget from December 31st
[52:14] to October 31st.

[52:26] 18th, 2026 at 6:00 p.m. at 25 Court

[52:34] directed to publish notice of said

[52:37] newspaper of the city in accordance with
[52:39] applicable provisions of New York State
