[9:02] construction industry addresses
[9:03] are things that are also
[9:03] really
[9:04] important to the county
[9:04] , um,
[9:05] construction is
[9:06] a
[9:06] profit center
[9:07] Every time we
[9:08] build a project,
[9:08] you get
[9:09] permit fees
[9:10] , uh,
[9:11] increased sales tax. I think
[9:11] it's
[9:13] 21% of the sales
[9:13] tax base,
[9:14] something like
[9:15] that
[9:15] is
[9:16] construction related, um, plus
[9:17] increased property
[9:18] taxes as
[9:18] projects move on
[9:20] . So
[9:20] viewing
[9:20] construction
[9:21] as
[9:21] a
[9:22] profit center
[9:23] rather than a cost center
[9:24] is an
[9:24] important way to frame the
[9:25] construction industry from the
[9:25] county's point
[9:26] . Of view
[9:27] . Um
[9:28] , it
[9:29] also meets county needs of
[9:29] affordable
[9:31] housing and
[9:31] commercial expansion, things
[9:32] that
[9:33] are absolutely needed for
[9:34] the growth and future
[9:35] success
[9:35] of our county
[9:36] . Um
[9:38] , Time risk is
[9:40] an important part of
[9:40] construction that doesn't get
[9:41] talked
[9:42] about
[9:42] a
[9:42] lot um if when
[9:43] people
[9:44] are
[9:45] developing projects
[9:46] ,
[9:47] they're starting years in
[9:47] advance and
[9:48] they're
[9:49] anticipating needs, market
[9:49] conditions
[9:51] , interest rates, all
[9:52] of these types of things, and
[9:54] there's naturally delays in
[9:54] that
[9:55] process. What can also
[9:56] happen though is we
[9:57] hit
[9:58] delays
[9:58] in inspections
[10:00] and
[10:00] delays
[10:00] in
[10:01] permit review, and
[10:03] we get put
[10:04] back to the back of the line
[10:04] because there's a new
[10:05] requirement. All of
[10:06] that
[10:07] discourages future expansion
[10:07] and
[10:09] Future
[10:09] development by
[10:10] people and
[10:11] so it hurts the
[10:12] county ultimately the longer
[10:13] time goes. So
[10:14] , it's important
[10:14] to
[10:16] think of time as a risk
[10:16] , not
[10:16] just money
[10:18] . Um
[10:20] , An important
[10:21] step that might be
[10:22] really
[10:23] helpful from the county's
[10:23] perspective is
[10:25] to introduce a
[10:25] triage process for permits. If
[10:26] there
[10:27] was
[10:28] somebody who had
[10:29] the
[10:29] expertise and the empowerment
[10:30] to look
[10:31] at
[10:31] permits
[10:32] and
[10:32] um waive
[10:34] or sign off on
[10:34] simple items
[10:36] you could
[10:37] use one staff
[10:38] member
[10:38] to
[10:39] greatly expand the
[10:39] ability
[10:39] to
[10:41] move permits through
[10:41] especially simple ones that
[10:43] might otherwise share staff
[10:44] time with
[10:45] very
[10:45] complicated
[10:46] projects that should take a lot
[10:46] longer
[10:47] . My
[10:47] wife has been an er
[10:48] nurse, and that's the first
[10:48] thing
[10:49] that they do is they
[10:50] triage With patients and
[10:51] figure
[10:52] out who can be
[10:52] quickly
[10:52] exited
[10:53] from
[10:54] the process and who needs
[10:55] significant resources
[10:56] put to
[10:56] them
[10:57] . Um

[10:59] something that John said

[11:01] changing rules between
[11:03] inspections
[11:03] and review
[11:04] loses
[11:06] efficiency and mental focus for

[11:12] being called out to the field.

[11:14] mindset
[11:15] and takes their time to do that
