[Music]
[7:49]
this saturday from two to four
the um ccdc has a
[7:57]
that expert that is coming to town
commissioner burton you want to just
[8:03]
mention what she's going to be giving
the talk on from two to
[8:11]
and how four actually help the
environment community and um
[8:15]
conservation
uh it's it's pretty
[8:19]
we talked about it it's very informative
it's for all ages too by the way
[8:26]
[Music]
[8:38]
her name is uh sherry is it clark
she's the uh president of the
[8:44]
conservative right i would say i want to
say
[8:47]
yeah conservancy thank you uh of uh
so
[8:52]
hopefully
and that's going to be over at the
[8:55]
historic um
society's building
[8:58]
in the former middle school
i believe you can go in the back door
[9:03]
you can go in the back parking lot
[9:07]
i don't know if any of you have ever
gone to gainesville
[9:10]
and witnessed they have two big bat
houses there but they are fascinating
[9:15]
i avoid them because they do get caught
in my hair
[9:19]
um
you know it's one of those
[9:22]
things you have to be careful of but
looking forward to that on saturday this
[9:27]
saturday
we've also got juneteenth coming up and
[9:31]
uh angel duke is going to be here she's
going to give us a presentation on that
[9:35]
and that's going to be the following
saturday
[9:38]
and that's going to be an evil lions
park
[9:41]
i'm sorry saturday sunday
and then of course our farmers market i
[9:47]
don't know how many of you have been to
our farmers and um
[9:50]
art market but we have it on the fourth
saturday of every month we've had our
[9:56]
second one with a tremendous turnout
and that is all going to be on the 25th
[10:04]
and that's going to be from nine in the
morning until two
[10:08]
that same day busy day in crescent city
we've got red white and boone
[10:12]
which is hosted by the yacht club of
course they get a lot of sponsors
[10:16]
including our cra for that
um
[10:20]
and that's going to be our fireworks in
celebration of the fourth of july here
[10:24]
in crescent city so please be sure to
come out for that i know they're going
[10:28]
to have the street clothes from park
and uh there'll be a lot of vendors and
[10:34]
hopefully some food trucks down there
that afternoon and evening
[10:38]
to um for those that come out
and then this saturday on sunday i
[10:43]
apologize at crescent city kennel
they're going to be hosting the shots
[10:48]
for the animals from 12 to 2.
so anybody that needs shots
[10:54]
they can come out
and
[10:57]
i want to say last weekend we had a lot
going on in crescent city
[11:01]
but last weekend we had our cops kids
and kayaks
[11:05]
um hosted by the sheriff's department
tremendous amount of work goes into that
[11:10]
it's all volunteer
and
[11:13]
we had a great turnout um i believe
everybody enjoyed once again the weather
[11:19]
held out
and uh very very thankful for that
[11:23]
so it was a great turnout and we're
going to work on some things from next
[11:27]
year and hopefully being able to provide
the children some free meals so we've
[11:31]
got some people that have stepped up and
said they wanted to be sponsors and cook
[11:35]
for the children so the children can
have a free meal
[11:38]
but it was a great day and then i want
to personally think
[11:42]
we had um
13
[11:45]
a national honor society
16 16 total
[11:49]
okay 16 total national honor society uh
high schoolers that came in and they
[11:55]
were two days here in town they worked
um
[11:58]
tuesday and wednesday on tuesday they
pressure washed the sidewalks some of
[12:03]
the sidewalks and the uh gazebo over
evil lions park
[12:08]
double worked here in the office and
then some of them painted finished
[12:12]
painting the wall over at dexter park
the next day they came in and they
[12:18]
worked with both karen and christina
working on things here in the office and
[12:23]
putting some boxes away and moving some
things back and forth so it was a
[12:27]
tremendous help and
we are most appreciative always
[12:31]
appreciated for that
okay
[12:33]
and i think with that
um
[12:37]
we're going to go ahead and get started
so let's start with um
[12:43]

[15:31]
angel
duke i believe is going to speak to us
[15:34]
about juneteenth give us an update on
that so angel if you want to come
[15:39]
forward and then after that i've got a
special guest here that i would also
[15:43]
like to recognize i don't think amen it
is
[15:48]
clarity
oh okay we're going to put you want to
[15:50]
introduce her then
okay
[15:53]
mary lou we'll introduce you to that
time
[16:03]
[Music]
[16:09]
okay i if you will just do me a favor
angel and pull that microphone down i
[16:13]
know this you're having some there you
go thank you
[16:17]
good evening everyone
[16:22]
[Music]
[16:35]
i would be um if i did not want to do it
anyway
[16:39]
[Music]
oh i forgot something and you'll do it
[16:42]
for the report
[16:46]
no of course
[16:55]
uh we don't have the same team that we
had
[16:58]
two years ago because we knew for two
years
[17:06]
what's exciting to say the least
last year
[17:10]
i think
everyone probably screamed we found out
[17:14]
that
[17:17]
i was being uh as a national federal
holiday
[17:21]
so i told the team listen
don't feel up to it but we're gonna push
[17:25]
through it we're trying to get through
the email because i set the
[17:29]
requests
[17:38]
national federal holiday
and nobody's stepping forward we
[17:42]
couldn't afford to do that
some people are exciting the gym team
[17:48]
um park will be open with all kinds of
activities we have some really young
[17:52]
people working because now for me
[Music]
[17:56]
um juneteenth in the morning
of our christmas giving came to this
[18:00]
june 19th
we are celebrating this team at pastor
[18:05]
reeds churches we call the randolph
church you guys are welcome to come out
[18:09]
around different types of keto pinot
speaking speaking
[18:21]
[Music]
[18:27]
um
what i decided to do
[18:31]
is we can't bring everybody to us
we felt we would take the voices of the
[18:36]
churches throughout the community so i
spoke to seven churches already about at
[18:41]
11 58 a.m
the pause
[18:45]
are
to ring their bell for the chimes
[18:49]
letting the world know at this point
will kind of
[18:51]
know
that we are all in accord
[18:55]
with the freedom of uh slaves etcetera
etcetera and that'll be able to bring
[19:00]
the community together also the one
choice they're going to have the next
[19:03]
church they're already supposed to pass
the banks and a couple of people in all
[19:06]
of that agreement so i think that moment
actually
[19:10]
will be the highlight of jimmy
i hope you guys like that yeah what do
[19:15]
you think i love it well you have three
bells in
[19:19]
crescent city right up town
have they agreed i spoke to uh
[19:26]
saint john's uh baptist church
and he's on vacation
[19:31]
there's someone there young lady has
been
[19:34]
sitting in prison
fastest phone call
[19:51]
[Music]
presbyterian church right next to it
[19:57]
and the episcopal church i felt i was
going through the fast
[20:01]
so did you have a
letter going out and asked
[20:15]
[Music]
just before the church starts since the
[20:20]
church starts okay i'm sorry i put down
11 58. okay that's the highlight
[20:25]
and that will be the church on sunday
we'll continue back into the park we've
[20:28]
got several great vendors
um
[20:32]
[Music]
as opposed to arts and crafts
[20:37]
so what time should they people come to
the park
[20:42]
at one o'clock okay i just want to make
sure we get the time right now okay
[20:44]
someone earned
um and things of that nature and
[20:48]
understanding that but the official uh
event starts
[20:56]
yeah
i'm sorry
[20:58]
[Music]
i'm sorry i don't know i was just
[21:02]
thinking to myself another great thing
that's happened i've been missing not
[21:07]
mentioning this because um as mr pickens
mentioned
[21:12]
six weeks ago when you do the dedication
ceremony we had to postpone the
[21:17]
installation of these programs off the
morning of this time because of the
[21:21]
management of a horse
so the time is upon us i'm excited
[21:26]
uh i've met with mr pickens myself and
myself
[21:38]
[Music]
[21:42]
to know exactly where they were
strategically
[21:47]
um that's my saturday
june 18
[21:50]
at 10 a.m in the morning
okay and that's going to be
[21:54]
um
and you told them exactly where they
[21:57]
need to where they need to be out right
if they want to go out there for the end
[22:02]
they're going to have the insulation and
he's going to have the actual
[22:08]
okay there's only one right
[Music]
[22:24]
we don't live
[22:33]
[Music]
[22:40]
[Music]
[22:59]
the end of the journey
as you know for the past 10 to 11 years
[23:04]
we have been celebrating hillary clinton
usually around your teeth
[23:09]
and think about the table what they're
doing in the past it was taught by
[23:13]
journey
but the journey is coming to an end
[23:17]
exactly
and the end of this journey is now we
[23:20]
have a beautiful highway son
that speaks for all that we've done for
[23:26]
the past 10 to 11 years however
a girlfriend don't want to be done of
[23:31]
course we've got starvatron scholarship
program
[23:40]
[Music]
[23:49]
and the state president miss lovette
um she probably knows samuel also but we
[23:54]
can't make it random
forward so not just a name with liberal
[23:59]
zionists
he's still having so many people around
[24:03]
the world just to make things today so
we want to be an anchor
[24:08]
for that by pushing it forward and
inviting our people to our bacterials
[24:12]
okay
after the sun
[24:14]
ceremony ceremony
[24:27]
lunch and we have a jazz band that was
serenading them
[24:37]
um
[24:45]
that church is using the name church
okay
[24:49]
thank you very much
any questions
[24:52]
[Music]
thank you good thank you thank you very
[24:55]
much
angel something um angel i think it's
[25:00]
all very exciting and i just wanted to
let you know
[25:03]
on my phone um
i attended the first presbyterian church
[25:07]
the little one behind baptist church
we have a bell
[25:11]
we get out of church at 10 our church is
early but i have already sent a message
[25:17]
to our clerk and our pastor to let them
know that you'll be contacting them
[25:23]
because it's extremely exciting yeah
thank you very much those are the bells
[25:28]
and the chinese
i received the phone call someone wanted
[25:33]
to at least
not just presidency
[25:37]
so can you imagine all the kind
of you
[25:40]
know
let me ask you how long do you want the
[25:44]
belts to rain
[25:49]
she has the end of the baptist church
[Music]
[25:53]
[Laughter]
[25:58]
[Music]
[26:09]
thank you you take care of yourself we
appreciate you coming
[26:16]
okay with that
i mentioned some time ago
[26:20]
do you want to go ahead and introduce
[26:28]
[Music]
every week she's an interactive resident
[26:32]
i'll let her
introduce herself to you
[26:37]
good evening my name is mary lou pickles
um as
[26:40]
mr rudd said i live in interlaken so i
will be kind of like your local
[26:45]
representative for a clarion
i've spent
[26:48]
all day here trying to you know
familiarize myself with everything and
[26:54]
it's been a long day
but briefly about myself i am retired i
[26:59]
was the office director of financial
services at the board of management
[27:04]
district st john's in galactica
for over 21 years had different
[27:09]
different
job titles but my last one was the
[27:13]
director of financial services
previous to that i was the budget
[27:17]
director so i have a lot of familiarity
with uh governmental uh budgeting and
[27:22]
accounting
and i look forward to
[27:25]
working with mr wright and his staff and
helping out
[27:30]
thank you
welcome
[27:32]
welcome we're excited to have you yes
very excited i know charles is too very
[27:37]
excited and we're glad you're so close
[27:43]
but it's definitely close i think the
person before was like two and a half
[27:47]
three hours yeah
yeah at least an hour is a little doable
[27:51]
and we're very very very very
appreciative so thank you okay thank you
[27:57]
okay with that i mentioned a couple of
um actually
[28:00]
some time ago but as we see
citizens and in the city doing things
[28:06]
that out of the ordinary it's just
taking their special time to do
[28:09]
something we've gotten
a lot of incredible volunteers um
[28:16]
christina
with the partnership i'm just so pleased
[28:20]
with the amount of volunteers that show
up week after week after week and the
[28:25]
excitement that they have and so we're
forever grateful for them but there was
[28:30]
one lady that
stood out for me
[28:35]
several months ago
lisa roddenberry and i were
[28:41]
over at dexter park i decided that we
needed to paint that wall
[28:46]
and you know when you stand there at
dexter park and you look at that wall it
[28:49]
doesn't look too big
um
[28:52]
that wall is
it's
[28:55]
it's a mile long it is a mile long like
we'll
[29:00]
knock this out by noon lisa
so lisa and i showed up there paint
[29:04]
brushes in hand
and as i looked down i'm like lisa i
[29:08]
think we got to clean this thing first
oh and then we gotta sweep it you know
[29:13]
so i had a little broom out there and it
was not a good room either it was just a
[29:17]
regular grip
well
[29:19]
we started on our endeavor and in doing
so
[29:24]
this
little lady walked over to us and she
[29:28]
said so what are y'all doing today
she said well
[29:32]
we're gonna try to paint this wall
and she saw me sweep a little bit
[29:38]
and she was out doing her morning walk
so she walks that park every day she
[29:42]
loves the sidewalks and um
she she loves to walk that park and
[29:48]
next thing i know i set the broom down
and went back to painting and we were
[29:52]
talking to her about her her daughter
and and what she's been doing and and
[29:57]
next thing i know she picked up that
broom
[30:01]
and i tell you she cleaned that wall
and she cleaned that sidewalk so that
[30:08]
lisa and i just had to go in and paint
it and that's not an easy task i did it
[30:13]
this last week for those
students that were there painting it and
[30:18]
i have
even more of an appreciation for her so
[30:22]
miss emily if you will step up here we
would like to recognize you today
[30:37]
so
[30:57]
and it took you quite a while didn't it
[Music]
[31:14]
lisa and i talked about her all day how
she made our job so much easier
[31:20]
and so with that
it is our pleasure to give you a
[31:24]
certificate of appreciation the city of
crescent city we award emily williams
[31:29]
for her dedication for community spirit
and hard work towards making crescent
[31:35]
city
[31:49]
watch the wires i know and we have to
watch the wires everybody so as you come
[31:54]
around here just be careful please don't
step on the wire
[32:03]
and i'll tell you she just didn't
hesitate as a matter of fact she saw
[32:06]
somebody walking along and she
encouraged them
[32:11]
and they
[32:19]
[Music]
[32:27]
but i'll tell you what if anybody wants
to see a beautiful yard with flowers and
[32:32]
shrubs she does a beautiful job in her
yard so emily we just so appreciate
[32:37]
everything you do
today present footy the best
[32:48]
911
[32:56]
so thank you you know and she just sets
the examples for others to follow so we
[33:01]
thank her for coming out today and um
[33:22]
so we'll
[33:28]
[Music]
[33:36]
[Music]
as you'll see on the second page there
[33:50]
is
[Music]
[33:58]
[Music]
and the difference between last last
[34:07]
month and this month because we had no
crime reported
[34:11]
last month and five this month so the
big increase there is just about
[34:16]
luckily sitting in digit 9.
[34:22]
[Music]
identified and
[34:32]
charged mary lane leclair of georgetown
for entering that vehicle
[34:36]
uh and that's waiting on the state
attorney's office to uh
[34:40]
finish up what they're going to do on
that case so they've had been charged
[34:45]
with
[Music]
[34:47]
the second one was at 223 north summit
street
[34:50]
the church full of cover it was a
burglary again
[34:53]
thank you for mr benny norris was
arrested with that
[34:57]
we've been having a little bit of
trouble with benny norris lake and i've
[34:59]
been trying to look out for some other
different resources things
[35:03]
as you know taking somebody to jail is
not nearly just a band-aid if it's an
[35:07]
issue
then he's got some other issues that
[35:10]
some mental health issues that we need
we need to address
[35:14]
right now i'm trying to get the state
attorney's office because we've worked
[35:17]
another crowd in this month with family
stolen advice
[35:20]
but working with the state attorney's
office to try to revoke his bond get him
[35:23]
back in jail we had a lot of mental
health services in the jail i think it
[35:27]
would be a great benefit i've reached
out to several different resources
[35:32]
they don't seem too helpful
or wanting to get involved so i think
[35:37]
this is probably going to be my best
course and actually i can think of
[35:40]
major scott cersei in jail has
implemented a lot of mental health
[35:43]
programs that i think will be
instrumental in his rehabilitation so
[35:48]
that's kind of where we are with mr
norris
[35:51]
can i interrupt you i was thinking about
him like this today
[35:55]
the bicycle he has is that his now
the bicycle he has now is that used the
[36:02]
green one uh-huh yes ma'am
[36:06]
that's the one he originally
[Music]
[36:11]
just either had a ride into town and
just steal someone else's bicycle and
[36:14]
get back so there's a lot of history
that i have though mr norris i've had
[36:18]
many conversations we'll even have many
conversations with the fan and family
[36:22]
just trying to find some type of a
recourse i offered services out to them
[36:26]
to get them to try to take charge of
this and it's been just a tough battle
[36:30]
for me so we were looking outside the
box to try to get them some help
[36:37]
did you call it
[36:48]
[Music]
but
[36:55]
[Music]
[37:02]
the next one was a vehicle death at 9 15
cedar street i won't say this
[37:07]
individual's name but this individual is
involved in two of the crimes that are
[37:11]
here one is uh the 849. the vehicle
that's there is the same one in the
[37:17]
vehicle test so gentleman leaves his car
the keys inside of the car unlocked
[37:24]
this gentleman found the opportunity he
gets into an altercation
[37:28]
here
he goes into palakka
[37:31]
ends up trying to come back and
reconcile
[37:34]
seeks refuge in a family member's house
they did not want him there so when they
[37:37]
got up and seen that he was there he had
a lead
[37:40]
uh it's the reason the vehicle virtually
happens a couple of days before when he
[37:44]
goes to placa he comes back so now he
doesn't know where to go so he's got to
[37:48]
get
the car was stolen from
[37:53]
from cedar street and was since
recovered in palatka to one of his
[37:56]
knowledge near one of his known
associates house
[38:00]
so in my opinion once i get some of the
the
[38:05]
evidence off this card that was
collected hopefully it will be able to
[38:09]
identify the children
and we will have a 100 percent solid
[38:13]
building credits
[38:16]
any questions only that's hard
[38:22]
i had to go there i had to go
pick that one up
[38:27]
yes sir
[38:30]
i don't know
[38:36]
[Music]
this is one of the locations that we
[38:40]
commonly recover stolen vehicles so they
know where to hide these things where
[38:44]
they can get back to them
[38:54]
does this building need some kind of a
grant for better security because baja
[39:00]
taco seems to be an incredibly frequent
market
[39:04]
it is and luckily for hot taco they uh i
don't know how they do it but every time
[39:09]
someone has been a victim of a crime it
has been solved they have one of the
[39:14]
best state-of-the-art camera systems
that i have seen in crescent city
[39:19]
um as a matter of fact when this
individual broke into the establishment
[39:24]
he actually broke into the bathroom at
first because he didn't know he was
[39:26]
breaking
[Music]
[39:38]
one of the owners or workers of the
business drives up
[39:42]
he runs behind the shed around back and
hides
[39:45]
she leaves he comes back out and breaks
in the ball on top of the game
[39:51]
if you remember in times past this is
three times broken atop all tacos
[39:56]
because they were hungry
the church burglaries that we've had
[40:00]
what was removed from the church was
food
[40:02]
so you know
again i
[40:07]
also spent some of my time in the
[40:14]
[Music]
[40:21]
any other questions
[40:31]
[Music]
[40:37]
no injury reported
a period of car left the roadway and get
[40:41]
a car was trying to make a u-turn in the
grass there and the other part was
[40:44]
coming back off the radar street
second one was at summit and lake grove
[40:49]
two-bedroom crashed with minor injuries
the car pulled out in front of the
[40:53]
motorcycle i was traveling south on
summer street
[40:58]
i was 17 at junction road it was raining
really heavy this day
[41:02]
and two vehicles were traveling north
into crescent city just before they
[41:06]
came up on that the hill there in
crescent city i say city lights but they
[41:10]
start a little further south
as they're coming up that hill he
[41:15]
notices that there's someone turning on
the junction road wasn't paying
[41:17]
attention runs off
[41:23]
[Music]
[41:26]
and last but not least vernon avenue and
grand rondo single vehicle crash with
[41:31]
minor injuries
governor lee elderly lady was traveling
[41:35]
uh westbound on camera 308
and where the road takes the return
[41:41]
right here at grand rondo
she just kept going straight
[41:45]
single vehicle
crashed the next pages here are the
[41:49]
general activities the 229 c is uh
general calls for service that's all
[41:54]
calls and presidency that's including
the
[41:56]
officer initiated as well
traffic stops were a little low so i had
[42:00]
a meeting with consultants on this i
want to bring these numbers up
[42:04]
so that number i was not happy with but
we should see an increase next month and
[42:08]
then
traffic crashes again we have four
[42:11]
traffic crashes and the guys checked out
with
[42:20]
went up
the traffic stops went down so we should
[42:23]
see a little increase i wasn't happy
with
[42:26]
that next month
[42:32]
[Music]
it looks there's not really any
[42:44]
consistency there
it's all up and down as
[42:48]
i said before
we have zero affordable crimes in my
[42:52]
state of affordable crime reported to
the department of law enforcement
[42:56]
after
[Music]
[43:00]
um
[43:03]
[Music]
[43:11]
[Music]
[43:17]
any questions on those numbers
[43:20]
yours says four and the reason why i say
that i'm sorry i stand corrected here
[43:24]
the burglary was miscounted
i had to add a burglary there because
[43:27]
when i pulled this report it wasn't on
there yet so i had to add one there was
[43:31]
actually two burglaries
one vehicle theft
[43:34]
two thefts
which was a total of five and you're
[43:37]
seeing four there that you have to add
[43:41]
[Music]
[43:45]
okay
any more questions
[43:49]
yeah about a captain about two months
ago or maybe a month
[43:56]
um
i was coming back from a coffee break in
[44:00]
the morning
and
[44:03]
a big dead cow
[44:06]
was on the corner of
gran rondo as he getting ready to go
[44:10]
around that lake now i don't know how in
the world that big old guy got there
[44:16]
but he looked like he was
[44:20]
wrapped around the pool
oh let's grab one yeah right there uh
[44:26]
call from cobra's paw okay what country
is
[44:31]
a cat
a huge cow
[44:44]
location
inside the city i don't know what he
[44:48]
came out
[45:00]
[Music]
you didn't get no information
[45:06]
[Music]
[45:16]
[Music]
[45:30]
social media website you can see
something like that normally because
[45:33]
that's
i don't know that i've ever drove up one
[45:35]
of the seasons
[Music]
[45:39]
when i came back first time when deputy
was there and the next time i've come by
[45:44]
deputy where
[45:49]
[Laughter]
[45:55]
wow
i'll look into that and i'll get you an
[45:57]
answer
[46:05]
[Music]
[46:10]
i've just received some complaints
between fridays and saturdays
[46:16]
it doesn't really appear
[Music]
[46:18]
that we have
[46:22]
deputies around
[46:26]
the main complaints uh really they go
down
[46:30]
towards magnolia
on the north side and then i think down
[46:34]
with orange street
on the south side
[46:38]
uh where there's just um
there's a lot of drag racing
[46:43]
um like i said
somewhere down i think it's lime street
[46:47]
that area
um
[46:50]
there's and i was
i'm not sure what they're called but
[46:59]
[Music]
and
[47:02]
different various people brought this to
my attention
[47:05]
you know they've made calls and i was
the person that brought this attention
[47:09]
once before as well
um but they're not getting any call back
[47:14]
they're not getting um they don't feel
that there's
[47:18]
anybody listening to them
and i'm not making excuses but i have
[47:23]
had
numerous emails
[47:26]
this week instead also
okay and also last week
[47:30]
about
non-returning phone calls
[47:33]
actually the undersheriff himself called
me about one particular person which is
[47:38]
this person who's not one of the
commissioners in the plane
[47:40]
and what i found was when i was calling
these these individuals back
[47:45]
one actually had me blocked because they
thought i was spamming
[47:48]
so we are having a big challenge right
now with all the spam calls and my
[47:53]
deputies when they call the number back
they're usually using their personal
[47:56]
cell phone number and they're going to
call you from a block number
[47:59]
so
that's a that's an issue i'm going to
[48:02]
have to figure out i'm getting a lot of
calls about follow us on and this has
[48:06]
just started
i've been in this business for 20 years
[48:10]
and this is the first time i've had the
influx of
[48:12]
i
these people aren't calling me back and
[48:15]
my deputies are saying yes i am calling
these people back
[48:18]
we use the star 67 so maybe that is
something that is happening they're
[48:22]
seeing a strange number because it's not
the sheriff's office number or they're
[48:25]
seeing a block number come through and i
know a lot of times when i block a
[48:29]
number it literally was i called my two
so i got two cell phones one's my
[48:33]
personal and one of my business
if i block my number from one cell phone
[48:37]
to the other it will say spam risk
if i block that number
[48:42]
so that's one of the challenges that
we're running into
[48:45]
so i'm not saying that that's an excuse
but that has been a big problem lately
[48:50]
that's a huge problem well maybe maybe
we can try and help
[48:54]
help you with that i mean there are
certain numbers that you use to call
[48:58]
back with correct if they go back to
the challenge so if they know if the
[49:04]
deputy calls back into the dispatch and
gets a patch
[49:07]
okay that's very time consuming so
definitely a lot of times we'll just use
[49:10]
the star 67 everybody knows that
blockchain number and they will call
[49:14]
that person back
that person says family is going to fall
[49:17]
for an unknown number
they're most likely not going to answer
[49:21]
them most likely they're probably going
to be looking for a sheriff's office one
[49:24]
would be calling them back so it's a
it's a challenge i have right now so
[49:28]
um
[Music]
[49:36]
[Music]
so if i find out they're not
[49:45]
then you have an issue but every time
i've had
[49:48]
the same thing happen
my deputies
[49:51]
give you their phone this is what i
would recall this is the number i called
[49:55]
back i don't know why they didn't answer
so i have had one that said i didn't
[50:00]
call that the truth was wrong so i just
didn't call them back i didn't think
[50:03]
about it i got busy okay trying to do it
again
[50:07]
but about
i would say eighty percent of the judges
[50:09]
that i have that they are able to show
you on their phones where they tried to
[50:13]
call
their friends back and they didn't get
[50:15]
an answer back now should they call two
or three times um you know
[50:19]
[Music]
it's a challenge for me right now okay
[50:23]
so we're working on that
[50:28]
a peak hours i guess those would be
what on during the weekend do you
[50:33]
consider the peak hours
probably
[50:37]
as far as well yeah
i mean do you have a consideration for
[50:43]
what we would consider
when we need two officers our two
[50:46]
deputies on
um during the week one during the
[50:49]
weekend is it
friday night saturday night
[50:56]
just just depends it just depends
i mean i'm just i just didn't know if
[51:00]
that's something that if if they're not
seeing them
[51:04]
um
you know i mean
[51:10]
[Music]
[51:20]
so i have means where if somebody says
our deputies aren't going to a certain
[51:24]
place i can show you
yeah and
[51:28]
believe me
that they're out there i mean
[51:31]
but for whatever reason
[51:35]
especially with no callback i think
i just don't feel that
[51:39]
right there
so if you have those individuals
[51:43]
you just give me a name and phone number
and enter a quick email or give them to
[51:46]
charles and i'll try to figure out
but that is a big challenge for me right
[51:52]
now especially because i have so many
people that
[51:55]
i'm not trying to put my head up i have
so many people that want to talk to me
[51:59]
that it's i've seen how much of a
challenge it is
[52:08]
thank you thank you
commissioner
[52:18]
um i do have a question to ask you about
people who are on the streets
[52:25]
um it seemed like for about the past two
months um everywhere i
[52:30]
looked um
my husband i live on south main street
[52:34]
right around the lake park and
going up to the post office
[52:39]
there's
there's been a very unfortunate
[52:41]
gentleman in a wheelchair
living on the street he's been to the
[52:45]
hospital they weren't trying to
have a chat with the fire department
[52:49]
about this
um there was someone
[52:53]
basically
staying full-time in the evo during the
[52:57]
day in the lion's
yelling and screaming i wonder if he was
[53:03]
the person who broke into the church by
any chance
[53:08]
he was very threatening and
i called a number of times
[53:12]
and then i've spoken to um
and seen quite a few people who are
[53:19]
pretty obviously homeless just in this
central area
[53:23]
in the last week
i haven't seen before the person in the
[53:27]
wheelchair for all i know is deceased
but the other people that i'm not seeing
[53:32]
i'm wondering
um is that because of contact with law
[53:36]
enforcement have you all tried to
provide those services or is it just
[53:40]
happenstance that i'm not seeing them
now we the german that's in the
[53:44]
wheelchair he is
has a very bad medical condition
[53:49]
and i have tried my best to get this
gentleman to get received some type of
[53:53]
help and he's just not happy
[54:00]
is he the gentleman that was over okay
now they did take him because i did talk
[54:04]
to and the deputy called took care of
the medic and they did take him to the
[54:09]
hospital
and he was they admitted him
[54:12]
they didn't admit him and that was a
couple that was last week but this has
[54:16]
been multiple times yeah i know he's
gone multiple times but i know he hasn't
[54:19]
been back since
right yeah
[54:22]
so
[Music]
[54:28]
right
family members uh seek a
[54:31]
marching band for him he was taken into
custody and transported him over to
[54:36]
flagler hospital for mental
for a neural evaluation
[54:39]
and i haven't seen him back around so
that may work you may have got hamilton
[54:42]
medication dying back in the right track
or
[54:45]
seeking some medical nursing
mental health assistance to get in there
[54:51]
quite frankly
for about a week or two
[54:55]
when i and others would call
we got a lot of pushback
[55:00]
from the deputies
i mean they just basically told us
[55:05]
don't worry about it you know whatever
and it was pretty obvious to those of us
[55:09]
in the area that he had some serious
issues
[55:17]
we had no reason to take his
identification
[55:20]
[Music]
[55:30]
i'm glad it worked out i'm glad to know
that you did take it seriously even
[55:34]
though it did not come here but you did
because it was whatever and then there
[55:38]
have been some other people who were
very needy and obviously a problem but
[55:43]
i have no idea where they've been but
there's just
[55:48]
[Music]
good people aren't necessarily hilarious
[56:00]
they have problems
sorry anyway just
[56:04]
thank you for the information
okay anything else
[56:08]
um just i wanted to say i agree there is
a lot of partying and drag racing
[56:15]
particularly off of grandmother
sometimes like here at saturday or even
[56:20]
sunday night
um i don't always call i don't always
[56:24]
have an opportunity to call
um but on i think i said this last week
[56:29]
there is there is quite a bit of what
commissioner described
[56:34]
that's all i know
and with that i'm going to convince
[56:39]
the captain because we've had several
residents that have come in here and
[56:43]
that they they've been concerned about
the traffic and the speed
[56:47]
um i was i was actually on a mayor's
zoom across the state
[56:52]
and that was they said their number one
problem all communities around the state
[56:56]
really around the nation right now are
dealing with is speeding
[57:00]
um and trying to
find solutions to that another one of
[57:05]
course is noise
um but captain when
[57:09]
he has gone to numerous homes and he has
sat with people
[57:15]
with his radar
[57:18]
and um very appreciative that you've
taken that time out of your day just to
[57:23]
kind of help them
you know better be
[57:26]
able to better gauge actually what's
speeding and what seems like speeding
[57:31]
um a lot of these cars are loud and they
sound like it i mean i live on the back
[57:36]
side of summit so i hear
you know constantly in my back you know
[57:41]
in the backyard and um so does
commissioner burt and she lives right
[57:45]
off the summit also and
it's it's you know you but sometimes
[57:49]
they're just loud and it just you think
they're speeding and actually they're
[57:53]
not that i just want to commend you and
thank you for taking that time
[57:57]
and just being respectful of the
concerns that the residents have it
[58:00]
means a tremendous amount and we are
trying our best to educate these people
[58:04]
with these loud exhausts especially
modified because modified and and stock
[58:09]
exhaust are different but as you as
everyone knows these high performance
[58:12]
vehicles they're building these days
they come with loud exhausts just like
[58:16]
your motorcycle going on the roads that
is from the manufacturing into the
[58:20]
manufacturer's specs and when they take
off from these red lights they sound
[58:24]
like they are
tearing the roads up but in reality
[58:27]
they're doing the speed but it sounds
like a rift
[58:30]
uh so it's it's challenging but we're uh
we're working on i promise you that
[58:36]
thank you very much we appreciate it any
other questions
[58:41]
okay
with that
[58:45]
very good
[58:48]
okay now we're going to move into public
comments so at this time i'm going to
[58:51]
open up public comments if we have any
public comments from
[58:55]
the audience um you have three minutes
please come up state your name state
[59:00]
your address speak into the mic and
please address the commission and not
[59:04]
the audience
[59:07]
i know it's hard for me to remember just
to say it
[59:11]
my name is rick preiter
436 south prospect street
[59:16]
my domicile is right in the middle of
all this stuff you all discuss and i
[59:20]
thought it was
to kind of get up here right after what
[59:22]
he said
because i had experience
[59:25]
last saturday morning at 2 30 where i
did have an officer talk back
[59:31]
very professional and
kind of gave me their input on
[59:36]
why
we can't seem to get a handle on the
[59:39]
noise here in town
i let things go until midnight but i've
[59:45]
learned over the last few years in the
20 plus times that
[59:51]
my family has called
either the crescent city police or the
[59:56]
sheriff's department
to report excessive noise
[1:00:00]
if i don't start early
the chances of getting that resolved are
[1:00:05]
slimmed and not
so
[1:00:10]
the deputy went by
and notify these folks that uh it's too
[1:00:15]
loud and this is a situation where
people are
[1:00:18]
playing their stereo outside
this noise is not coming from inside
[1:00:25]
it's coming from outside of and then
when they decide to get onto their
[1:00:29]
public address system
and start screening that just
[1:00:34]
intensifies the situation
so
[1:00:38]
three times
the deputy went out there to inform
[1:00:42]
these folks
that uh
[1:00:46]
the music is too loud
i finally passed out from exhaustion at
[1:00:51]
like 3 30 or 4 o'clock in the morning
and the music was still going
[1:00:57]
now we have an ordinance
[1:01:01]
that you know in the time i've been here
i've heard every reason in the world why
[1:01:05]
this isn't being forced
but today i can tell you that the
[1:01:10]
mechanism to address this
is not it's not there
[1:01:16]
and i don't know what it's going to take
to finally get
[1:01:20]
you know personalize this video i've got
to do something to move on
[1:01:28]
i mean i'm really to the point where i'm
ready to put my house on the market and
[1:01:32]
leave here
because this happens i can set my watch
[1:01:36]
on when this is
[1:01:46]
that i live here and i pay taxes and on
top of those taxes i pay an enhanced the
[1:01:51]
law enforcement services and and they're
handcuffed
[1:01:55]
around enforcing
and
[1:01:59]
being punitive toward people to help
them understand that
[1:02:03]
in a civilized society your rights to
play your music so loud do not
[1:02:10]
override the rights of somebody else in
the community
[1:02:14]
to be able to have peace and quiet in
order to sleep
[1:02:18]
thank you thank you
may i make a comment please yes um mr
[1:02:24]
banks you'll remember this when we were
working on this uh ordinance
[1:02:29]
the problem was we're working with the
sheriff's department and our police
[1:02:33]
department
is
[1:02:35]
we could not
[1:02:39]
measure the decibels
and we could not enforce it do you
[1:02:43]
remember that
and i've always found that odd because
[1:02:48]
if it's too loud
too loud it's too low
[1:02:52]
i agree we should be able to say you
can't do that
[1:02:57]
or you have to move to somewhere else or
whatever but it i'll tell you what with
[1:03:02]
our lake this little light bag here like
stella particularly
[1:03:06]
if it's happening over there i'm hearing
it upstairs in my house because that
[1:03:11]
water amplifies it
so it's all over the town and we should
[1:03:18]
captain ussr is there any way or any way
to add that to that ordinance
[1:03:25]
specific sandwich
i'm going to ask
[1:03:37]
and it's
never been able to be
[1:03:42]
enforceable because
of that
[1:03:47]
measuring decibels and so we do that so
we do have a decimal meter it is
[1:03:53]
stationed at the crescent city office
the weekend that this happened it was
[1:03:56]
not because i had in my position
going around town and seeing what the
[1:04:00]
decimal levels actually sounded like so
we got the deputies when they came out
[1:04:03]
and got a general knowledge i could say
okay
[1:04:06]
i need to i need the decimal here
instead of coming all the way up here
[1:04:09]
and getting here because if they take it
anywhere else because the city is fine
[1:04:13]
but if they have to go to east
collectively they're gonna come all the
[1:04:15]
way down to crescent city and come back
so they can kind of be a judge before
[1:04:19]
coming and getting them either so
secondly speaking on the most limits
[1:04:23]
itself we've been spending a pretty good
amount of time having spoken with you
[1:04:27]
about it something there um trying to
figure out
[1:04:30]
the right process and i don't want to
spill the beans if somebody would like
[1:04:33]
to have some private conversations on
this i don't want to spill the means of
[1:04:37]
how that that process actually works
right now
[1:04:40]
we can't issue citations but we're
working on we're working on the process
[1:04:44]
um and i really don't want to go into a
whole lot of meat and potatoes of that
[1:04:49]
right now
just because i don't want
[1:04:53]
everybody to know kind of the way the
process works right now so
[1:04:56]
um once we we're not sure how this is
going to go so once we
[1:05:00]
come up with a good plan of enforcement
then we'll um obviously
[1:05:06]
obviously it's a problem to us
i've also been in contact with the uh
[1:05:10]
the courthouse
where the powers to be to figure out
[1:05:14]
who's going to be regulating these
citations and what that process is so
[1:05:18]
we're on it i was hoping to have that
earlier by this week it's just
[1:05:21]
[Music]
[1:05:35]
cite manage whatever you want to call it
privileged sound
[1:05:38]
and amplify sounds and presidency
well that's good news because we've been
[1:05:44]
battling this for years
and it's just
[1:05:48]
and
[Music]
[1:05:55]
so
and it's been the same thing yes and
[1:05:59]
it's time to get it fixed i think
there's a way around it
[1:06:02]
all right excellent question thanks kind
of picking back off uh the commissioner
[1:06:07]
westmove you've been having that problem
correction for years
[1:06:11]
and we even had the state's attorney
office
[1:06:14]
searching for answers and they couldn't
come up with a
[1:06:18]
good answer
it looked like the problem is still
[1:06:22]
raining
in automobiles or
[1:06:26]
where we
kind of judged by the automobile but in
[1:06:30]
an individual house
playing live music they couldn't come up
[1:06:35]
with the judge the automobile every time
they see the stock come and the police
[1:06:41]
car comes they cut it out
right
[1:06:44]
time you get back down the road boom
there you go again
[1:06:50]
it was kind of hard
but the community just was upset about
[1:06:55]
that
and we were trying to do everything
[1:06:59]
possible
everything possible to try to get an
[1:07:02]
answer for it but we could not get the
law
[1:07:06]
a law anywhere that would help us
so i'm not trying to say
[1:07:12]
uh we can't do anything about it it's
been something i'm really hoping
[1:07:16]
whatever you're working on works i think
it will and like i said we are
[1:07:22]
ending our citation
[1:07:25]
what happens after that citation is what
we're judged by
[1:07:29]
and you are just like i am your people
of accountability
[1:07:33]
when we go issue that citation i want to
make sure they're held accountable for
[1:07:36]
those actions so that's what i'm working
on it's not just the citation part not
[1:07:40]
just
[Music]
[1:07:47]
and i i live just right down the road
from this provider and so i know exactly
[1:07:51]
which house he's talking about and i get
phone calls from neighbors
[1:07:55]
um
i don't wait till midnight i start at 10
[1:07:58]
o'clock
you know if i'm going to start making
[1:08:00]
phone calls start at 10 o'clock and i
figure after 10 o'clock kind of like you
[1:08:04]
shouldn't have that phone call after 9
o'clock
[1:08:07]
after 10 o'clock that music should shut
down but um
[1:08:11]
you know i spoke to uh
mayor um
[1:08:16]
watts
over in malacca and they are currently
[1:08:20]
working on their ordinance and
something and that was the big question
[1:08:24]
is where do you put you know what kind
of teeth are you putting in this
[1:08:28]
ordinance
so that people will understand that they
[1:08:32]
just can't do this and get a citation
that this is going to really impact them
[1:08:37]
if they continue and so he's he shared
some things with me and i know as we go
[1:08:42]
forward and we have kicked this can down
the road quite a bit i know as far as
[1:08:47]
i've had the noise ordinance sitting on
my desk
[1:08:50]
for some time and so maybe now is the
time that
[1:08:53]
that we either workshop it or or we move
forward and figure out some way to do
[1:08:58]
this i we had a gentleman that's right
outside in the county and he came in the
[1:09:03]
office the other day and just like mr
fighter he is just
[1:09:06]
exasperated and he is talking to anybody
he's even talking to mayor what up mayor
[1:09:11]
watts i don't know why people aren't
calling him mayor west but mayor watts
[1:09:16]
and i said well well lack is a long ways
he's south of presidency that's a long
[1:09:20]
ways away because i'm going to talk to
anybody that will help me we've been
[1:09:24]
dealing with this
and
[1:09:26]
so it's it's all over
and i know the county struggles with it
[1:09:30]
as well as far as trying to figure this
out but um thank you for bringing this
[1:09:34]
to our attention
once again and um i think
[1:09:39]
he's right we need to we need to start
when we think figure this out
[1:09:45]
put some teeth in it we need way to be
able to
[1:09:50]
give some consequences and so far we
haven't been able to have that because
[1:09:56]
uh i know our ordinance is after 11
o'clock is it
[1:10:02]
10 it's supposed to go down or off
but nobody pays any attention to that
[1:10:10]
well like i said i can i may uh
if this is obviously i was a little bit
[1:10:16]
late today because i was content a
little bit too much today but tomorrow
[1:10:19]
we'll be playing again uh most of the
day i will be paying this gentleman this
[1:10:24]
residence a visit tomorrow uh there are
no listen the sound already is not the
[1:10:29]
only trick we have with our sleeve folks
these people still have to come and go
[1:10:33]
from this house and there's some other
things
[1:10:36]
some other things that we can do to
deter this type of activity so
[1:10:40]
just give us the opportunity let me work
with everybody here to try to come up
[1:10:44]
with a uh
a solution to these citations
[1:10:48]
and
[1:10:51]
thank you thank you thank you
they also kind of four-wheeler at that
[1:10:55]
time the other day and
[1:10:59]
[Laughter]
[Music]
[1:11:11]
yes ma'am go ahead
good evening this is 19th century and uh
[1:11:17]
if we don't give up on this problem
uh i had the same problem uh
[1:11:23]
at my house and i know exactly the house
that is doing it is i told my husband
[1:11:29]
the chef transforms into a big easy and
the speakers are out and
[1:11:35]
i told him we need to call early because
last time it was midnight and they were
[1:11:40]
still blowing when i cannot sleep and
the noise is inside my room i know it's
[1:11:45]
too loud
we cannot give up we have to train them
[1:11:49]
like those
that does not allow
[1:11:52]
and don't give up sir don't give up i'm
not giving up share it don't give up the
[1:11:57]
problem is that we have all these
children
[1:12:02]
in the midst of these parties and like
mcdonald's or walmart we are creating
[1:12:08]
the next generation that thinks it's
okay to do these things
[1:12:12]
so we need to show up
and let them know you're invading my
[1:12:17]
privacy you know when your noise is
coming inside my room you violating my
[1:12:23]
privacy will i get arrested if i get a
blowborn and just blow it at their ears
[1:12:29]
i don't know my husband told me stay
good just go to bed and i'll continue
[1:12:32]
with it i am not the same
but don't give up everybody
[1:12:37]
let's train them
thank you very much
[1:12:45]
well
i've wondered if it's not a commercial
[1:12:48]
enterprise that's going on over there
very
[1:12:53]
large number of people
[1:12:58]
yes
[1:13:02]
i was wondering when are we going to
meet our officers
[1:13:06]
we're going to have the officers that we
could know
[1:13:10]
our colonel
carl wells was here and he
[1:13:14]
he did he did
say that we would do that and we were
[1:13:17]
looking at doing it in june sometime i
know you've had you've kind of had your
[1:13:21]
plateful a little bit and with some of
the switching and the changing that's
[1:13:24]
been going on um so he didn't he did say
that we would have an open house when
[1:13:29]
you had it all ready to go so
um
[1:13:34]
work on that within the date
thank you
[1:13:40]
john
5 12
[1:13:42]
[Music]
um
[1:13:44]
about the noise ordinance i know that um
sometimes with
[1:13:50]
certain
activities and events
[1:13:53]
uh it can be annoying especially but i'm
hoping that we can have a workshop so we
[1:13:58]
can define
um
[1:14:01]
times and
the different types of functions
[1:14:06]
um that were having so people would know
what but i i know what you're talking
[1:14:12]
about with some people
it is just
[1:14:16]
just ridiculous
but i think that we should have a
[1:14:19]
workshop and talk about it how it's
going
[1:14:23]
um to be handled how it's going to be
handled because i don't want to think
[1:14:27]
that okay if i'm having a function at my
home
[1:14:32]
and i have the music on
and then all of a sudden the police show
[1:14:37]
up and
i'm getting a citation
[1:14:40]
so i just want to make sure i'm just
playing my music and it's not too loud
[1:14:45]
but i just want us to be able to define
that for the residents
[1:14:50]
that's fair
excuse me when we were working on this
[1:14:55]
uh ordinance
this was something that came up you know
[1:14:59]
you're having a party i'm having a party
whatever you're gonna have music that is
[1:15:04]
gonna be infringing on your neighbors i
think it's the hour
[1:15:08]
anything that goes after 10 o'clock is
really obnoxious
[1:15:13]
and that's the big big problem is how
long because these people are going all
[1:15:19]
night long
and i do i understand that i i really i
[1:15:24]
know what he's talking about right like
everybody else because i live there and
[1:15:28]
sometimes my windows the cars pass by
just they just
[1:15:34]
they just rattled the window so i do
understand that it is it means
[1:15:40]
if you're having a party at your house
and you're having music that's loud
[1:15:45]
louder than you would have inside i
don't think that's going to be a problem
[1:15:49]
i think we all understand but after nine
o'clock ten o'clock you know that it's
[1:15:55]
it's late people go to bed they need
their sleep they get up at five in the
[1:15:59]
morning go to work or whatever and
that's not a good thing right and i you
[1:16:04]
know but i just don't want nobody to say
well she had a party over there they
[1:16:08]
didn't say nothing to her or him and you
know so we can just um
[1:16:13]
be able to define
um what
[1:16:16]
well that's what i've been talking about
a very difficult time
[1:16:22]
putting what is the limit how do we
measure it and then what do we do about
[1:16:26]
it that's been the problem from here to
tallahassee right and i and i'm aware
[1:16:30]
that also all those years and then to
hear one time
[1:16:36]
that there is no noise ordinance and i'm
like what and there it is
[1:16:40]
it just doesn't happen
it doesn't have teeth
[1:16:45]
but absolutely thank you and we'll make
sure that there is a workshop on this
[1:16:51]
okay any other public comment
[1:16:56]
and audience i'm going to ask you that
if you have a comment please come
[1:17:00]
forward and we're not don't speak out in
in the audience that's just kind of
[1:17:05]
um it's hard for us up here but if
you'll do that for your neighbor and but
[1:17:09]
if you do have a comment please by all
means come up and and speak now's the
[1:17:13]
time
do they have anything else
[1:17:17]
everything good
okay
[1:17:19]
with that i'm gonna close public comment
and we're gonna open up public hearings
[1:17:26]
we've got the second reading of
ordinance 202204
[1:17:31]
bobby
there's an ordinance of the city
[1:17:35]
commission of syrian presidency would
have amended
[1:17:38]
the city of president city's
comprehensive plan to incorporate
[1:17:41]
changes
[1:18:07]
[Music]
[1:18:16]
facilities in agricultural and replacing
the interlanguage map series providing
[1:18:21]
for conflict gratification of fire acts
providing for codification
[1:18:27]
[Music]
mayor this is the second and final
[1:18:32]
reading of the update to our
comprehensive plan uh upon first reading
[1:18:37]
for acceptance it was transmitted
[Music]
[1:18:50]
with that i'm going to go ahead and i'm
going to open it up for um
[1:18:53]
additional factual testimony for or
against if we have any
[1:18:59]
seeing none let's open it up for public
comment we have any public comment on
[1:19:03]
this is our comp plan amendment
i mean i'm sorry our update anybody have
[1:19:09]
um any public comment on this we had a
workshop on it the other day a very good
[1:19:13]
workshop very good explanation as to why
we go
[1:19:16]
why we have a comp plan and
why we have to do the update every seven
[1:19:22]
years
so um it's an evaluation and review
[1:19:26]
anybody have
um okay seeing no i'm gonna close public
[1:19:30]
comment commissioners i'm bringing it
back to you
[1:19:34]
we have a
motion
[1:19:37]
to move that we accept
[1:19:41]
ordinance 2022-04
[1:19:46]
okay we have a motion and we have a
second here and you got the
[1:19:56]
commissioner burton
commissioner burton second commissioner
[1:19:59]
do we have any um
open this up for any comments or
[1:20:02]
discussion do we have any
[1:20:07]
if not yes i have a couple of questions
and one for mr pick
[1:20:15]
because
[1:20:19]
okay
so
[1:20:21]
this is a very long document it's 104
pages
[1:20:24]
before first reading i went through the
entire thing
[1:20:28]
and asked all my questions
um it was sent to the state for review
[1:20:33]
um one thing that i noted in our
informational workshop is
[1:20:39]
um the future land use map
which does not have a page number
[1:20:44]
that's present
[1:20:50]
if there's a larger future land use map
that we need
[1:20:56]
so my concern is um
so whereas clauses to this ordinance say
[1:21:03]
that
um
[1:21:05]
this is it
whatever was there in the past this
[1:21:10]
replaces it
um
[1:21:12]
this is just a completely unreadable map
it's got the date
[1:21:18]
and the source on it
well actually this is the map that was
[1:21:22]
sent to the state correct and they
reviewed this so they've already sent
[1:21:26]
the electronic
[1:21:30]
okay so this is the
2021 map
[1:21:35]
should have been the december 2021
should have been that one is that what
[1:21:39]
it says right so i mean there's a better
copy of this
[1:21:44]
there is
an electronic copy it sounds like yeah
[1:21:47]
and you had a better copy at the
workshop the other day too you had a
[1:21:50]
larger copy you had an enlarged
calculator yes you had that the other
[1:21:54]
day
[1:22:05]
right that fits in your packets
[1:22:20]
and then the other thing is
um pages we got this packet
[1:22:26]
last friday with everything else in the
packet
[1:22:29]
there's no way to go through here and
make sure that it matches what we sent
[1:22:33]
to tallahassee can you represent to me
that this is identical to what we sent
[1:22:38]
out
yes
[1:22:40]
okay
[1:22:47]
okay
commissioner do you have any other
[1:22:49]
comments
[1:23:05]
uh commissioner devito on the map this
is this is just what we've given the
[1:23:08]
city as uh it's a very large document
this is a huge map and i will be sending
[1:23:14]
that map that i sent to the state which
was that larger
[1:23:17]
version to the state for adoption so
it's not going to be that map that will
[1:23:21]
be set
that's good
[1:23:24]
thank you
thank you
[1:23:26]
thank you
and the one that we had um at the
[1:23:29]
workshop the other day was very legible
[1:23:46]
so all in favor of this adoption say aye
aye aye
[1:23:51]
okay all opposed
motion cares
[1:23:56]
i want to go to the second reading of
ordinance 2022 thank you so much and
[1:24:02]
thanks for coming over we appreciate all
your hard work thank you
[1:24:06]
um the second reading of ordinance
2022-11
[1:24:13]
i noticed that in your packet you
received the copy that was your first
[1:24:16]
reading did not contain the changes you
approved and we were sending you for
[1:24:20]
approval yeah so we'll my request is we
table this up
[1:24:24]
while you do that i've got a copy of
that and highlighted the changes
[1:24:28]
there were a few changes but there were
changes okay
[1:24:31]
thank you okay commissioner can you ask
the table this i need a motion to table
[1:24:34]
this please i know that will be table 20
22
[1:24:39]
okay until we get a copy with this new
change
[1:24:45]
okay we have a motion we have the second
do we have any other discussion
[1:24:51]
okay all in favor of tabling this are we
going to table it till the next meeting
[1:24:55]
correct until the july to the july
general commission meeting all in favor
[1:25:00]
say aye aye
[1:25:04]
we're going to get a second reading of
ordinance 2022-12
[1:25:08]
in order to the city of fresno city
florida approving an amendment to the
[1:25:12]
natural gas fund of the budget for the
fiscal year beginning october 1st 2021
[1:25:17]
and ending september 30th
[1:25:20]
here this is the second final reading of
the amendment which adds the dot grant
[1:25:25]
for the moving of our gas line expansion
of the us 17. okay and that's down like
[1:25:30]
that's the one that's down by towards
dunkirk in that area okay thank you
[1:25:35]
okay at this time i'm going to open it
up for additional factual testimony
[1:25:47]
i'm going to close public comments
commissioners
[1:25:52]
we have a motion i believe that we
approve the second reading
[1:25:56]
second okay
we have a motion for adoption and a
[1:25:59]
second do we have any other discussion
[1:26:04]
no discussion all in favor say aye
[Music]
[1:26:13]
we're going to move to the first reading
of ordinance 2022-14
[1:26:35]
meeting each month is necessary
providing for the procedures to call for
[1:26:39]
a second commission meeting
providing for conflicts providing for
[1:26:42]
the qualification
and directions to the code qualifier and
[1:26:46]
providing an effective fee
mayor this is uh an ordinance that the
[1:26:51]
commission voted for us to bring to you
and contemplating a second regularly
[1:26:55]
scheduled meeting for the month um
it did pass three to two and i think it
[1:27:00]
was i felt like it was shaky three to
two so um there's been a lot of
[1:27:05]
discussion the way the ordinance is
actually written i feel like it
[1:27:10]
enforces what we already can do just
follow special meetings
[1:27:13]
we want a second meeting of the month
so
[1:27:16]
i don't think it accomplished what we
potentially want to schedule a regular
[1:27:21]
date we'd have two scheduled meetings a
month
[1:27:23]
uh but i'm not sure that's actually the
will of commission so um
[1:27:27]
don't pass this and i still have the
ability to call a special meeting
[1:27:32]
could be a second meeting every month
emergency meeting
[1:27:36]
this
this ordinance presented would
[1:27:38]
essentially allow you to the mayor to
schedule that second meeting
[1:27:42]
if needed
[1:27:46]
so we have some so we have some options
that we could
[1:27:49]
go with
because we already have that basically
[1:27:54]
um
that opportunity to call that special
[1:27:58]
meeting should we need it yes okay
i'm gonna open it up right now for
[1:28:04]
public for
[1:28:07]
for additional factual testimony for
again then i'm
[1:28:11]
seeing none of that opening up for
public comment do we have any public
[1:28:14]
comment on this as far as that's having
it will be
[1:28:17]
on the second thursday and the fourth
thursday
[1:28:21]
of every month we would have um
that's where we would have the other
[1:28:26]
meeting so do we have any comments
[1:28:33]
i answered four chestnut street
i'm afraid if we had a second meeting it
[1:28:38]
would just end up being a second
marathon
[1:28:50]
thank you very much do we have any other
public comments
[1:28:55]
seeing nobody come forward i'm going to
plug
[1:28:58]
close the public comment section
um and and that has been discussed thank
[1:29:03]
you for sharing that because it would be
so then we would have maybe two wrong
[1:29:07]
meetings
um
[1:29:10]
i
commissioners do we have a um
[1:29:14]
emotion and then we can have some
discussion or do we just want to go
[1:29:18]
ahead and have some discussion first
before we
[1:29:21]
just have to schedule let's have some
discussion about this
[1:29:25]
can i just jump in
it says for a second city commission
[1:29:29]
meeting each month as necessary it
doesn't mean we have to schedule it i
[1:29:35]
keep thinking we're going to get to the
spot where we've gotten
[1:29:39]
so
i think our new manager is just
[1:29:42]
fantastic by the way
but he's
[1:29:46]
really doing a lot of ketchup all right
i keep thinking we're going to get
[1:29:52]
caught up eventually and maybe not need
that second
[1:29:56]
meeting what do you think
what do you think i think it'll be a
[1:30:00]
while we just added a noise
[1:30:09]
[Music]
[1:30:12]
um
commissioner banks yeah but we got to
[1:30:15]
look at it more than one way too we
gotta look at it
[1:30:18]
financially wait uh you know when we
have these we got to have a turning to
[1:30:23]
empire
keep things straight
[1:30:26]
so
we gotta look at it that way then we
[1:30:29]
gotta look at it
see the workers have to come in
[1:30:33]
for that time
[1:30:36]
it's our time
[1:30:39]
so i think we've been
getting the business did maybe we just
[1:30:44]
need not to
get on the controversy and stay there
[1:30:49]
[Music]
yeah but we get on the conversation if
[1:30:52]
you stay there too long
i mean we had that opera we we talked
[1:30:56]
about that we did discuss that and
often with robert's rules on each item
[1:31:02]
you know you can limit the amount of
time a a commissioner can speak on an
[1:31:06]
item
um
[1:31:08]
and so we have that opportunity to do
too to do that as well that if we wanted
[1:31:13]
to limit it to five minutes why don't we
we've got
[1:31:16]
three minutes for the audience do five
minutes for commissioners now
[1:31:21]
is that per item or total per item
okay
[1:31:30]
of time
okay well i'm just going to say you know
[1:31:34]
i mean it's just like tonight um
things like this happen it seems like
[1:31:38]
all the time the second reading of the
ordinance of 2022-11 was
[1:31:43]
because we
didn't write it up right you know and
[1:31:47]
basically
um
[1:31:50]
this first reading of ordinance 20 20 to
13 really
[1:31:55]
is not written up the way that we had
[Music]
[1:32:03]
i guess what i'm going to say is
um we can't get the first meeting right
[1:32:09]
so why don't we try to focus on that
first
[1:32:13]
you know try and get the first meeting
the tuesday meeting right
[1:32:18]
and um and if
what this says if we need another
[1:32:22]
meeting that's necessary
we can have a special need we don't
[1:32:26]
really need to write it yes we have the
ability we have that ability we have
[1:32:30]
that ability now and by doing so that
charles can come to the mayor and the
[1:32:35]
mayor can call a special meeting or
three commissioners can request that
[1:32:40]
special meeting um it would have to be
the three commissioners so we have that
[1:32:44]
ability we do have that ability
currently without having to adopt a new
[1:32:48]
ordinance
so
[1:32:51]
yes commissioner devito
sure
[1:32:53]
[Music]
[1:33:05]
i agree that
the way to do this is not just to have
[1:33:08]
another meeting
um i put some thoughts on paper that i
[1:33:12]
handed out to everyone i gave it to
karen after the record
[1:33:15]
um i think mr banks has an excellent
point when he says that there is a
[1:33:21]
time and money cost and staff
to holding a second meeting
[1:33:28]
we have a small staff
and i think that just putting these
[1:33:33]
things to a second meeting would be
digging ourselves another hole i mean
[1:33:37]
that's a time maker
um
[1:33:40]
what i see is that you know we talked
about this when
[1:33:44]
mr rudd first came on board mr red can
do a tremendous amount of work
[1:33:48]
and he's a very hard worker
but we talked about um setting some
[1:33:53]
priorities
we did a strategic plan
[1:33:57]
um
we're a new team here but i think that
[1:34:01]
we need to
keep reviewing our strategic plan to
[1:34:05]
make sure
that an item that is brought to the
[1:34:08]
commission is not advice to do that must
do that it's on the strategic plan
[1:34:13]
um make sure that we have all the
information that an item is ready to be
[1:34:18]
heard
uh one thing i've asked
[1:34:21]
the staff is that
um
[1:34:24]
the meetings are where commissioners
have the only opportunity under the
[1:34:28]
sunshine law and talk it's very
important that the
[1:34:31]
staff whatever staff are involved
whether it's code or the attorney of the
[1:34:35]
city manager public works that they get
together and cash out all the details
[1:34:39]
before it comes
before us
[1:34:42]
and as well there's a couple of other
items in here but i really think that
[1:34:47]
if we do
some of these things and try to create
[1:34:51]
those
efficiencies that
[1:34:54]
we can
save ourselves time into a better job so
[1:34:58]
i'm just in agreement with all of you
and um
[1:35:02]
i encourage you to look at the list so
thank you
[1:35:06]
okay
um
[1:35:08]
so we have an option here we can go
ahead and
[1:35:15]
[Music]
[1:35:25]
and
um i don't want to go to
[1:35:29]
a another thursday simply because i
already have
[1:35:33]
that would be my third thursday that i'm
tied up because i have one um another
[1:35:38]
um that i have to do
so i am i mean i i personally and with
[1:35:43]
that but at the same time i'm gonna ask
the commission and as the chair here i'm
[1:35:47]
gonna ask you to be accountable
of everybody's time
[1:35:52]
and um we recommended the five minutes
um maybe we don't need to do that at
[1:35:58]
this time
but
[1:36:01]
again as the chair i'm going to ask you
to be accountable and if we're not going
[1:36:05]
to be accountable then we will have to
do something from a time standpoint
[1:36:09]
because we have audience here too and
they have items that they want to hear
[1:36:13]
um that they're interested in and so if
we spend
[1:36:17]
so much time like commissioner banks
said
[1:36:20]
um
you know they want to get home they want
[1:36:23]
to get home too so i just ask y'all that
if this is going to die for lack of
[1:36:28]
emotion
um that we'd be cognizant of everyone's
[1:36:32]
time and respectful and um okay mayor is
one more thing i would like to say that
[1:36:38]
that was the first thing i thought of
when we
[1:36:41]
talked about the second meeting
before i ever served on the commission
[1:36:45]
there are some people who are regular
attendees here
[1:36:49]
i was a very regular attendee and in
addition to our time and you've
[1:36:54]
mentioned there are other meetings for
people who want to keep up with what's
[1:36:58]
going on in the city
um
[1:37:00]
it's very hard on them if they have to
attend tv
[1:37:04]
as well as any other board meetings that
they would be interested in so
[1:37:09]
it's all of our time
okay thank you commissioners did we have
[1:37:13]
a motion
[1:37:16]
yes
[Music]
[1:37:26]
[Laughter]
okay
[1:37:31]
we're going to move on now we're going
to move on to
[1:37:38]
first reading of ordinance 2022-14
[1:37:45]
to the city of crescent city florida
[Music]
[1:37:51]
of crescent city for the property
described as 602
[1:37:54]
north summit street crescent city were
also managing the little blue house and
[1:37:58]
providing
days
[1:38:01]
mayor this is um
last name you approved renewing the
[1:38:05]
lease and then we subsequently
discovered that that lease was done by
[1:38:08]
ordinance and requires another ordinance
to renew it
[1:38:12]
we have written the new language such
that in the future it can be done by
[1:38:15]
resolution
but meanwhile we need to do two readings
[1:38:18]
of an ordinance to approve release
[1:38:26]
there is an error in there we discovered
the address is different on the
[1:38:31]
ordinance versus the elise
[1:38:35]
yeah one says six or two and one says
604
[1:38:39]
but it's a big lot so i don't know
[1:38:52]
it's twice
[1:39:06]
at this time i'm going to ask if we have
additional factual testimony for against
[1:39:11]
seeing them come forward do we have any
public input on this
[1:39:17]
humble gift i'm going to close public
input at this time commissioners i'm
[1:39:21]
bringing it back to you do we have a
motion
[1:39:23]
i said it we have approved ordinance
2024-14
[1:39:28]
the little blue house to the women's
board
[1:39:32]
i second it
in the second commissioner should we
[1:39:36]
have any um further discussion
yeah this ordinance um just kind of
[1:39:41]
reading it
said where's the city of crescent city
[1:39:45]
city
uh florida has agreed to lease the
[1:39:49]
premises
as uh
[1:39:56]
[Music]
[1:40:07]
it says for the sole
purpose of being able to provide
[1:40:10]
property insurance for the structure
that's the location
[1:40:15]
and then i guess
agreement on the next page
[1:40:19]
uh kind of defines that but it really
doesn't define any ordinance as being
[1:40:25]
the
uh
[1:40:28]
we see
so it shall be for five years from the
[1:40:32]
date
[Music]
[1:40:35]
we'll um the building on premises i'm
sure against casualties
[1:40:39]
so i haven't just seen kind of a that
state it took that statement
[1:40:44]
yeah
so just i just need an explanation
[1:40:49]
so this i actually didn't draft this one
this is just a copy of the ordinance
[1:40:53]
that was done
prior to but if that's a change that you
[1:40:56]
want me to clarify that i mean i
understand is this is this ordinance
[1:41:00]
going away
this ordinance
[1:41:10]
for the next five years
[1:41:30]
more of the least detail in the whereas
qualities i i mean if you don't need
[1:41:35]
that i suppose it's all right but
it just seems kind of
[1:41:40]
um
[1:41:59]
more specifically what we're releasing
[1:42:02]
no i just i mean i see the lease
agreement here
[1:42:05]
and the lease agreement says i guess
what
[1:42:08]
what i think the ordinance should say
and so if you're going to sign the
[1:42:13]
ordinance and then sign the lease
agreement right again we'll do what
[1:42:19]
i'm suggesting
[1:42:24]
we put the five clauses here in the
lease agreement as
[1:42:32]
what we have basically is an ordinance
saying that we're going to enter into a
[1:42:35]
lease agreement with
the women's club of little blue house
[1:42:39]
and then we have the actual lease and so
i guess commissioner burton you're
[1:42:44]
asking that everything that's in that
lease those five those five
[1:42:47]
[Music]
[1:42:55]
of being able um provide
property insurance for the structure at
[1:42:59]
the location
[1:43:03]
it's
[1:43:05]
i guess i guess
i would say i understand
[1:43:10]
is
i don't know because i mean obviously i
[1:43:13]
wasn't here but i'm assuming what
happened is that's one of the reasons
[1:43:16]
that either the women's club wanted the
city to lease it so they would provide
[1:43:21]
the insurance for the building because i
know we do things for the insurance i
[1:43:24]
think that's where that came from but i
can't clarify that
[1:43:27]
it doesn't really kind of clarify but
this does clarify
[1:43:30]
so i mean
the actual lease agreement clarified
[1:43:35]
we'll have that in place for five years
[1:44:01]
i may be forgetting the way things work
i thought that we
[1:44:06]
made all the changes on first reading
and that we had to
[1:44:11]
pass the identical item on a second
reading that we passed on first
[1:44:17]
i'm mistaken about that yes
you make changes when you have to
[1:44:22]
advertise and make available to the
public 10 days prior to the adoption of
[1:44:26]
the final version of the ordinance so
you have to be on the first reading with
[1:44:31]
the changes to be brought
back reading
[1:44:33]
but that's what i'm saying don't we
usually
[1:44:36]
amend the whatever it is we're passing
on first reading
[1:44:40]
we change it yes but this is the first
reading that's what we're doing right
[1:44:44]
now okay we're changing making any
changes that we feel need to be
[1:44:48]
necessary that's what commissioner
burton was just going through this
[1:44:51]
but i'm not talking about what the
commissioner was comments
[1:44:55]
i thought i heard bobby or charles say
you would make the change of second
[1:45:00]
reading well for to be read in the
second reading
[1:45:04]
okay but we're amending it to that yeah
yeah okay and that that wasn't clear
[1:45:09]
and then just um
i think uh should we register
[1:45:14]
who is an officer where the women's club
spoke to this at our last meeting i
[1:45:20]
think it's in a minute
um and
[1:45:24]
we were asking what the history of it
was and
[1:45:27]
she said
the city actually came to the women's
[1:45:30]
club and asked them to take
responsibility for the little blue house
[1:45:34]
in terms of the other items in release
you know
[1:45:38]
taking care of the day-to-day things
keeping it open as a museum blah blah
[1:45:42]
and
[1:45:50]
okay
um
[1:45:53]
for just for clarification purposes i
know that we've got this date
[1:45:57]
but 604 is present the women's club so
the women's club is not actually they're
[1:46:03]
located at a different address
than the
[1:46:07]
little blue house so
buy-in between crescent city women's
[1:46:11]
club 604 north summit street that's in
the actual links agreement so it is 604
[1:46:17]
and not
um
[1:46:26]
i'm just wondering because the woman's
club that's that's it would be based on
[1:46:31]
um
the way the leash reads bobby is buying
[1:46:36]
between crescent city women's club 604
north summit street
[1:46:40]
um so you would be giving their actual
mailing address
[1:46:45]
but the physical address of the little
blue house like
[1:46:50]
yeah
so the ordinance does read correct right
[1:46:54]
but we're going to have the six issues
okay
[1:46:57]
so the ordinance does reach correct at
[1:47:07]
so it used to 602.000 be it probably was
at the time
[1:47:12]
of course
there's notes that they're
[1:47:14]
on the north end of the women's club is
610
[1:47:19]
and on the south side center state
[1:47:32]
we can leave this the buildings
[1:47:38]
[Music]
[1:47:49]
meeting just to make sure that we've got
all of our addresses right
[1:47:52]
one more little tin tank
on the lease agreement number one or it
[1:47:56]
says little blue house okay and then
yeah okay i'm sorry
[1:48:10]
um i just always wanted to say i am a
member of the crescent city club okay
[1:48:15]
thank you for sharing this you're not an
officer though correct no okay
[1:48:21]
okay
we have no more discussion all in favor
[1:48:24]
we have a motion and a second all in
favor of approving this on the first
[1:48:28]
reading say aye aye
[1:48:41]
do you want to add that to your version
who made them who made the actual money
[1:48:46]
all right
i knew that uh we accept
[1:48:51]
ordinance 22
[1:48:55]
or
2022-14 their mural with at least the
[1:48:58]
little blue vowel house with the
corrections
[1:49:04]
okay all in favor say aye all right
[Music]
[1:49:14]
charles we have pooled item
um
[1:49:18]
ordinance 2022-15 correct yes we
advertised this on the good note that we
[1:49:23]
pulled in and we discovered that the
chain we were attempting to make in our
[1:49:27]
election rules is actually in the city
charter so we can't change it we do have
[1:49:31]
to pass an ordinance and we want to
change it but then it goes to referendum
[1:49:35]
on general the general election so okay
bobby
[1:49:39]
if bobby
in just a second and bobby if you want
[1:49:42]
to kind of give us an overview for for
anybody i know there's
[1:49:47]
so that people you know
and trying to be very transparent with
[1:49:51]
this yeah so
how this all came about as i was
[1:49:55]
actually sitting here in the large
commission meeting charles overturf
[1:49:59]
emailed me
and asked me to interpret the city
[1:50:02]
ordinance 14-04
and in that ordinance it sets out the
[1:50:07]
time frame for the qualifications of the
offices within the city of crescent city
[1:50:13]
and in that ordinance it says that the
qualification period is only
[1:50:18]
from noon on the first monday in august
and ending at noon on the following
[1:50:22]
friday in the year of qualifying for the
election
[1:50:25]
so i told him that i felt like he could
give out
[1:50:28]
the information but it could not be
turned in
[1:50:31]
only by that one week from noon monday
to the end friday
[1:50:35]
then so that's what we we're going to do
we're going to take the front book end
[1:50:39]
off where people could qualify for city
elections at any time they wanted to if
[1:50:43]
somebody wanted to run
uh for an office that was two years out
[1:50:46]
that they would be able to qualify
whenever they wanted to
[1:50:49]
so then we started drafting the
awardness to take the front bookend off
[1:50:54]
and we discovered that it was in the
charter so we couldn't just do it by
[1:50:57]
ordinance then recently
i and i'll preface this way i don't have
[1:51:01]
a lot of the election experience or
anything like that i didn't realize that
[1:51:04]
there were more documents that you had
to turn in on the state level than just
[1:51:08]
what the city asked for so then it was
brought to my attention by
[1:51:13]
um commissioner devito that there is a
form
[1:51:17]
and correct me if i'm wrong i think it's
dsde9 which allows the candidate
[1:51:23]
to open a campaign account appoint a
treasurer spend money and raise money
[1:51:28]
um
so then we had a conversation about that
[1:51:32]
and i have made a legal
recommendation that our city charter
[1:51:38]
does not contemplate the financial
document the des de 9
[1:51:42]
so it's my legal opinion that a person
can start raising money as long as they
[1:51:46]
turn that into the supervisor of
elections prior to that monday in august
[1:51:51]
the only thing that must be turned in in
august is either the 25 petitions that
[1:51:55]
you have to get or five percent of the
salary
[1:51:58]
um to qualify as well as a i believe
it's a sworn statement of office there's
[1:52:04]
three requirements that are laid out in
the charter so one thing that the
[1:52:07]
commission is going to have to decide at
some point is if we're going to accept
[1:52:12]
that dsve9 as our sworn affidavit of
office or we're going to come up with
[1:52:17]
something else but i am of the opinion
which i'll relay to
[1:52:21]
um
[1:52:24]
supervisor elections mr overture
that as soon as tomorrow people can
[1:52:29]
start qualifying as far as the raising
spend the
[1:52:33]
money part okay so that's how we ended
up in the situation so we thought there
[1:52:37]
was a problem that may not have been a
problem the entire time the only thing i
[1:52:41]
do recommend is that i think it should
be clarified uh we should clear up so
[1:52:45]
this confusion doesn't happen again
in the future that our charter is only
[1:52:49]
contemplating the two requirements
uh that the city requires for you to run
[1:52:54]
but nothing we're not restricting
anything that the state requires you to
[1:52:58]
use okay so in in talking to
mr overture
[1:53:03]
um
the appointment of the campaign
[1:53:05]
treasurer
that is that
[1:53:08]
dsde9 form that he's referring to and
that's what he was thinking
[1:53:13]
that would be the qualifier that would
be the qualifier initially
[1:53:18]
um
now in looking at this he's saying that
[1:53:22]
the appointment of the campaign treasure
reform and that's what you would do is
[1:53:27]
you have to fill that out
you have to turn it into supervisor of
[1:53:32]
elections
and then you take it to the bank and
[1:53:36]
then you set up your bank account
he will go ahead and he can accept that
[1:53:42]
and then he also has the statement of
the candidate and that statement of the
[1:53:46]
candidate he can accept that as well and
that's up to 10 days after
[1:53:52]
um
you've
[1:53:54]
turned in that dsde9 form
so he said he can accept those two
[1:54:00]
um prior to
that noonday
[1:54:04]
monday
after that then your candidate statement
[1:54:09]
and your oath
that's what he would accept in
[1:54:13]
august
in the qualifying
[1:54:16]
you turn that in you would turn in your
petitions but he said because you
[1:54:21]
already have the petitions you can have
those dated prior to that
[1:54:25]
you would turn in your form one which is
your financial disclosure statement of
[1:54:30]
financial interest
you would have to turn in by state law
[1:54:34]
that same week that qualifying week your
one percent fee
[1:54:39]
um that the state requires or you're
asking um for a waiver of that financial
[1:54:44]
financial hardship waiver and then we
the city have an additional form that we
[1:54:50]
fill out and it's the city of crescent
city qualification statement
[1:54:55]
and that basically also says who you are
that you're going that you're going to
[1:54:59]
the office you're running for and what
you're that you're willing to serve if
[1:55:03]
you're elected
so he said
[1:55:06]
those he will accept that week
okay but prior to that but you cannot
[1:55:13]
raise any money and we have to be clear
about that you cannot raise any money
[1:55:18]
until you've
submitted that appointment for a
[1:55:22]
campaign treasurer that
dsde9 form
[1:55:26]
he did say also that he would come
down
[1:55:29]
some people might want to go up to his
office and get these forms but we the
[1:55:34]
commission can set a time and date
when he can have a kind of a
[1:55:40]
election
101
[1:55:42]
and and have these available for
candidates to to pick up at that time to
[1:55:47]
go over the documents with them
um
[1:55:51]
and
so
[1:55:54]
so there we have it that statement of
candidates that's the second form he
[1:55:58]
said he would accept and you have to do
that within 10 days after you file the
[1:56:02]
first form or at the same time
oftentimes they do it at the same time
[1:56:06]
he said that's the one that basically
says you've been given all the rules
[1:56:10]
you've been given all the forms you've
been given everything um required for an
[1:56:15]
election and you've and um and they have
they haven't filled that
[1:56:19]
thank you so much for that
[1:56:22]
so well it's well it's we just needed
some clarification and so we're not
[1:56:27]
going to have we don't have an ordinance
on it so at that time but we did need
[1:56:31]
some clarification
so
[1:56:34]
that take care of it for everybody
it doesn't except that
[1:56:38]
okay
so
[1:56:41]
the last meeting
this was introduced or brought up by you
[1:56:47]
i think during the city manager's report
just as a verbal report
[1:56:52]
i really wasn't sure what you were
saying and the information passed
[1:56:58]
between i guess from
mr overturf to you to the city manager
[1:57:02]
to the city attorney everything was done
verbally
[1:57:06]
the problem i see with that
is that that information ideally
[1:57:13]
if there was a significant problem with
our election or election process
[1:57:18]
um
sorry the captain just ran up
[1:57:23]
everything's okay but anyway ideally um
these communications would be put down
[1:57:28]
in writing and should have been shared
with all the commissioners so that we
[1:57:31]
could all know what the problem was
um and i think
[1:57:35]
if that had happened we could have
figured this out
[1:57:38]
quite a bit sooner but anyway that's
water under the bridge but um i think
[1:57:42]
that's really okay
the way it should have happened because
[1:57:45]
all commissioners should be able to
inform
[1:57:48]
and know what the situation and
putting it in writing prevents those
[1:57:53]
miscommunications and misunderstanding
[1:57:58]
okay thank you so that item has been
pulled we also have the next one that
[1:58:03]
has
pulled
[1:58:05]
uh
i guess the next two have been pulled at
[1:58:07]
this time mayor 22 16 was pulled uh
cause we have to advertise these so
[1:58:12]
early
talk with our planner needs to go to
[1:58:15]
planning and zoning for their
recommendation so we'll come back to you
[1:58:18]
with their recommendation and 2217
was pulled because um writing studying
[1:58:25]
write my cover memo i realized we're
actually creating a new chapter chapter
[1:58:28]
21
for special events and and striking
[1:58:32]
certain parts of chapter three we didn't
advertise it that way so we have to make
[1:58:36]
sure they advertise
[1:58:40]
thank you very much
so now we're going to move on to
[1:58:43]
resolution number 2022-01
[1:58:50]
there is a resolution of the city
commission of the city of crescent city
[1:58:53]
designating the city on the property
beach
[1:58:58]
and
the like stella boat ramp this lake
[1:59:01]
still apart providing for authorization
providing the third objective
[1:59:06]
here this item we talked about actually
several months ago
[1:59:09]
to name the area between the program and
the parking lot and extra beach as lake
[1:59:16]
style park
[1:59:20]
okay
i'm going to open this up for additional
[1:59:23]
factions
hopefully
[1:59:27]
i don't need to do that i guess
[1:59:35]
we have any public input and this is
that area
[1:59:38]
um from dexter beach over to the boat
ramp correct and we would just be giving
[1:59:44]
it a specific name
[1:59:53]
apart does that change
[Music]
[2:00:11]
stella park it's actually called that in
our redevelopment plan um so it's just
[2:00:15]
uh
we had some events recently
[2:00:20]
place over there by the boat ramp
so this way
[2:00:24]
okay do we have any other um comments
public comments
[2:00:29]
this time i'm gonna close public
comments on this commissioner we have
[2:00:32]
our resolution
to name this the lake stella park
[2:00:36]
do you have a motion
okay we have a motion do i have a second
[2:00:40]
oh second okay we have a motion and a
second
[2:00:44]
do we have any discussion yes yes sir go
ahead
[2:00:47]
well one of my special needs i i don't
know but chris said i always had a
[2:00:51]
problem with pocket
now if we
[2:00:56]
classify that as a talk
okay we're going and we do want to have
[2:01:02]
a lot of festivities
[2:01:06]
we need to make a parking lot uh he's a
bad piece of property jason
[2:01:11]
so we can pay vision
and have pockets
[2:01:15]
we don't have enough pockets just a
little festivity that we have in now
[2:01:19]
is a big problem
uh
[2:01:22]
i rise by there and
just uh we're just sad to go
[2:01:28]
but the people in the park and don't be
in the room he was all on the grass
[2:01:32]
that's right aggressive wouldn't fit in
line all that beauty gonna be gone
[2:01:36]
so maybe the city needs to look at
buying
[2:01:39]
some property what close by
[2:01:45]
for park
america
[2:02:02]
if we go ahead and classify that part
it's going to have larger events
[2:02:07]
now i'm not saying i'm looking for the
name change it's all right
[2:02:12]
but we got to look at it for more than
one way too we gotta look at it
[2:02:16]
it's gonna
take care of pockets
[2:02:20]
that you don't hold
before the car the motion don't get in
[2:02:24]
there
and if people be all in the right
[2:02:27]
roadway
when you go
[2:02:31]
no
we're old nephew department you really
[2:02:35]
don't want you to park there
yeah right
[2:02:40]
you know
it's not mo
[2:02:43]
i don't really care
but on the south here
[2:02:48]
where the biggest people focus their
health
[2:02:51]
and sadly it was those the cars on the
grass
[2:02:56]
that gonna spawn a beauty
that's all i'm trying to say
[2:03:01]
yeah before the name change
is all right
[2:03:05]
well we need to concentrate on where can
we get
[2:03:09]
the biggest apartment yes sir but it
always always
[2:03:15]
been a parking spot probably in
christmas eve
[2:03:25]
so well the special events process we're
proposing
[2:03:29]
we'll be forced to look at that and tell
the applicant the event
[2:03:32]
how are you going to deal with parking
so we'll actually be able to address
[2:03:36]
that formally and we can also look at
opportunities
[2:03:40]
off-site for working as well
[2:03:44]
commissioner
[2:03:47]
thank you mayor
um
[2:03:49]
well commissioner banks has kind of
raised the issues that i want to
[2:03:54]
bring up
um
[2:03:58]
this land is actually zoned
current zoning and in the future
[2:04:04]
landings now the conservation land
and
[2:04:08]
the staff report on this issue
has always said well
[2:04:13]
you can
have a park in conservation land
[2:04:17]
because
the conservation zoning description
[2:04:22]
says that parks are allowed
but i do not feel that that is accurate
[2:04:27]
and
i gave you a little
[2:04:30]
write up on this
i'm quoting directly from the zoning
[2:04:35]
category language
it doesn't just say parks
[2:04:40]
the conservation zone says
lands designated as conservation allows
[2:04:46]
uses which are consistent with the
primary goal of preserving natural
[2:04:51]
habitat
use potential of these areas is limited
[2:04:56]
to natural open space
limited
[2:04:59]
recreation use and resource protection
within the conservation district the
[2:05:06]
following uses shall apply
and it says permitted uses a and b
[2:05:12]
and it names
local county or state forest
[2:05:16]
parks and preserves
public and private wildlife management
[2:05:20]
areas
so it's not just any type of park
[2:05:25]
and the dictionary there's a whole
variety of parks you can have an
[2:05:29]
industrial park you can have a vault a
ballpark we have a dog park
[2:05:36]
the zoning category said
parks that are focused on preservation
[2:05:43]
the staff memo for a couple of meetings
has said
[2:05:46]
well conservation
zoning is the only category that allows
[2:05:51]
a park
and that's apparently not true because
[2:05:54]
we have many other parks in the city
and their zoning is either recreation
[2:06:00]
or
public buildings
[2:06:04]
and views
that are
[2:06:06]
it's not the word park that is
controlling
[2:06:10]
they're in zoning that deals with the
nature of the activity that occurs there
[2:06:14]
like recreation or whatever so here we
have conservation lab
[2:06:19]
and
commissioner banks has observed
[2:06:24]
that this area is being used for parking
when we had cups kids and kayaks the
[2:06:30]
other day it was used for parking
there have been music events there that
[2:06:36]
i don't think they really fit into the
actual zoning
[2:06:40]
but in addition
the area has been used for parking and
[2:06:43]
it's supposed to be conservation
so um
[2:06:48]
i
i just i think this is
[2:06:51]
leading us a bit in the wrong direction
and i don't know if y'all
[2:06:55]
i mean
commissioner burton several months ago
[2:07:00]
said that she did not want this to be
conservation land she wanted it to be
[2:07:04]
used
and somehow naming this apart
[2:07:10]
seems to be a backdoor way to
change the zone somehow
[2:07:16]
but
anyway
[2:07:17]
i'm i'm just saying we're here let's be
careful here well i'm saying speaking if
[2:07:22]
there is an objective i'm not sure
whatever so
[2:07:27]
yeah mr burton uses the park but in a
very conservation manner
[2:07:33]
um
i also think that it's okay to have a
[2:07:39]
nice little music festival i shouldn't
say festival
[2:07:44]
uh but a sunset uh
music van there in gazebo
[2:07:50]
uh it's actually very delightful
uh commissioner burton also realizes
[2:07:56]
that there is a issue there
and we've discussed it
[2:08:00]
um
charles and myself and my team on
[2:08:05]
how the different ways that we might
correct that
[2:08:09]
but we have to be given the opportunity
to put those plans in place
[2:08:13]
and hopefully
next year when we come back with our
[2:08:16]
sunset and stella
we will have that opportunity to show
[2:08:20]
you that we will be parking place
people in the right place
[2:08:25]
and and us they will not be on the grass
but we need that opportunity
[2:08:30]
to only get better
and hopefully
[2:08:33]
um that's that's really what it's all
about so to name it like cell's heart is
[2:08:39]
really just to make it a more friendly
kind of name you know just come to
[2:08:43]
lifestyle apart
um that's really what it is
[2:08:47]
and and
you know we're also looking to put in a
[2:08:51]
bird walk
uh through crescent city not only in
[2:08:56]
lake stella
that's as far as the conservation i
[2:09:00]
think is very important
and saturday i hope that commissioner
[2:09:05]
deville will come in learn about that
and how much that they help conservation
[2:09:10]
throughout
uh
[2:09:12]
a couple different places
so
[2:09:16]
you know i'm not sure where she's going
with this i understand what she's saying
[2:09:20]
conservation is very important i take it
to heart
[2:09:24]
but i also think that you can use
an area and conserve it all at the same
[2:09:30]
time
okay
[2:09:33]
thank you we have any further discussion
because i'm ready to i'm ready to take
[2:09:36]
this to a vote if we have no other
discussion we've kind of
[2:09:39]
gone over this and gone over this and
gone over this so okay
[2:09:43]
we've never
actually discussed the zoning in detail
[2:09:46]
um i got an email today that was
addressed to
[2:09:50]
the commissioner commission and
honorable mayor meyers but it only had
[2:09:54]
my email on it my city email it was from
um
[2:09:59]
i think melissa
uh
[2:10:02]
okay did everybody get one of these i
brought copies in case she didn't
[2:10:06]
because it's a dress
[2:10:12]
it wasn't undressed
[2:10:22]
okay
[2:10:31]
okay i'm fine i'm good i'm good i just
read it when i gave it to before i gave
[2:10:35]
it to commissioner banks i'm sharing
with you
[2:10:38]
so she's not here she's got a birthday
party
[2:10:41]
um
okay with that
[2:10:45]
commissioners do we have any further
discussion
[2:10:48]
um
yes
[2:10:50]
i do um
melissa
[2:10:54]
when we had a workshop or hearing or
whatever it was
[2:10:57]
um she had the suggestion at the time
that
[2:11:02]
we
if we're gonna name it that we name it
[2:11:05]
lake stella conservation area or lake
stella conservation park
[2:11:10]
and i think that's a very good idea
because it reflects the actual downing
[2:11:17]
so it would be my suggestion that we
take first suggestion okay
[2:11:22]
thank you thank you very much um right
now we have a motion and we have a
[2:11:26]
second to name this lake stella park
so all in favor say aye aye
[2:11:33]
all opposed nay
no
[2:11:36]
okay you've
[2:11:41]
thank you very much
[2:11:44]
let's go to resolution 2022-04
a resolution of the city of crescent
[2:11:49]
city florida establishing
[2:11:57]
[Music]
[2:12:04]
and actually there was a discussion
about hours way back
[2:12:08]
what goes on in the park and dusk is not
an impossible
[2:12:12]
time to close the park
and then the other issue is that we have
[2:12:16]
uh
several parks have lights so we have a
[2:12:19]
student have a lighted uh baseball field
a lot of tennis courts and so forth so
[2:12:25]
uh we would not be able to use them
after dark even though we have lights so
[2:12:28]
our recommendation is that those signs
and the park hours be
[2:12:32]
open currently they say closed dust to 6
a.m
[2:12:36]
we change to say open 6 a.m to 9 p.m
[2:12:42]
this time i'm going to open it up for
any additional factual testimony for
[2:12:46]
against
open it up for public comment do we have
[2:12:50]
any public comment on this
[2:12:54]
please if you come forward state your
name and your address
[2:12:59]
this is nike cedar street um
i told you before i walk the trail so i
[2:13:05]
take care of the trash at the lake and i
noticed that the sign for dexter park
[2:13:10]
was on the floor so i leaned against the
fence and i was gone so i broke somebody
[2:13:15]
took care of that sign
and the problem that i'm finding is
[2:13:21]
the trash
and i don't know i i know there's a lot
[2:13:24]
of parents with kids and stuff i don't
know if we can have something pick up
[2:13:30]
your trash after you live live or
something like that because it's getting
[2:13:35]
into the water and like if i walk every
day i think there's no problem it goes
[2:13:40]
into the trash we have plenty of trash
cans that's not a problem i think the
[2:13:46]
parents just need to be responsible for
their islands thank you okay thank you
[2:13:51]
very much
we haven't any other i don't think it's
[2:13:55]
all kids throwing drugs
[2:14:03]
[Music]
[2:14:09]
because
i said this i think last month i didn't
[2:14:15]
have anything to say about naming the
park
[2:14:17]
but that's not what you all talked about
for 10 minutes you talked about
[2:14:20]
conservation and use of a piece of land
not about native park i had something to
[2:14:25]
say about that
[2:14:29]
and i'll just play and say it now maybe
well some of us are worried about
[2:14:35]
conservation a little strip of land
you have tilled up all of the soil
[2:14:41]
planted the hair grass
[2:14:45]
poured a concrete sidewalk
there's nothing to conserve
[2:14:51]
the only thing to conserve is in the
lake
[2:14:54]
the wetland the grass that's in the lake
and we're not going to be parking or
[2:14:59]
doing anything on that
[2:15:03]
to say that
[Music]
[2:15:07]
only
a park can be an only conservation land
[2:15:10]
that's not what was said
what was said was that the only thing
[2:15:14]
you can do on conservation land
is have a park it doesn't have to be
[2:15:19]
conservation land to be a park
but this congress conservation land
[2:15:25]
it can only be a park did i say that
[Music]
[2:15:29]
so
um
[2:15:32]
and
we're all worried about
[2:15:35]
uh
go look at the grass
[2:15:40]
we parked there for three or four events
uh in the last month or two and there's
[2:15:44]
nothing wrong with the grass we don't
have a parking problem
[2:15:48]
for an event that's going to have 20
people at that little gazebo
[2:15:53]
yeah the town doesn't have a parking
parking problem
[2:15:58]
but again if we could move these the
public comment to a point where we've
[2:16:01]
actually got something to say or
let's keep the meeting
[2:16:07]
keep the comments on
the motion one point a minute ago we
[2:16:11]
talked about how long these meetings go
that's because we talk about everything
[2:16:15]
under the sun
during while we're supposed to be
[2:16:18]
talking about the motion
so uh that would fix that
[2:16:23]
so there's two in one thank you thank
you very much
[2:16:28]
okay anybody else any other comments
thank you commissioners
[2:16:34]
okay i'm a fisherman i want to get my
boat out five o'clock in the morning but
[2:16:39]
i can't take it out in the park until
six
[2:16:42]
is that gonna be a problem
well the ramp the ramps
[2:16:48]
i don't think this really covers the
ramp there's no hours at the ramp
[2:16:52]
you drop your boat park your truck and
go
[2:16:56]
so i don't see this company
fishermen sometimes like our crappie
[2:16:59]
nights they go in they they'll go
most of the night our person will do the
[2:17:03]
same thing to be
misconstrued
[2:17:07]
actually occupy the park prior to 6am
[2:17:20]
neil nelson sunrise park yes
[2:17:25]
the lawyers got
an argument could be made both ways
[2:17:30]
okay i didn't even think about that
to use the ramp before system well maybe
[2:17:34]
if we just excluding programs
or something like a small change where
[2:17:38]
there's no
ambiguity nobody
[2:17:43]
what you have what you have over at
marjory neal is um
[2:17:48]
you have to have two categories over
there you have those people that are
[2:17:52]
coming and going with their boats that
are parking the boats there and then you
[2:17:55]
have the people that
visit and sit over in the gazebo
[2:17:59]
so we have to figure out how we want to
address
[2:18:02]
or if y'all don't think it'd be a
problem
[2:18:06]
um i think it'd be no problem in the
past could you add some language to the
[2:18:11]
to the resolution can we add resolution
to the
[2:18:15]
language to this that said that those
that are
[2:18:19]
launching or
what's the correct word for loading
[2:18:24]
their boats it's not applicable to them
[2:18:34]
because basically you're not going to
see them until they come in
[2:18:51]
big park and
i visit other parks
[2:18:55]
and i think
that this is going to create some
[2:18:58]
problems for us
and i looked at what other parks do
[2:19:04]
i have a question for the city manager
because
[2:19:09]
um
i'm not understanding why well maybe the
[2:19:13]
word dusk is you think it's not legally
enforceable
[2:19:19]
the captain captain astrid said dusk is
a matter of opinion
[2:19:23]
well interpretation okay we'll just just
wait a minute here because i've looked
[2:19:28]
up parks all over the state
in the state of florida all the parks in
[2:19:33]
our area duns creek
um
[2:19:38]
well stephen foster full cultural park i
think we'll be in the claw creek park
[2:19:43]
um
they all close at sundown
[2:19:46]
or sunset um
i think
[2:19:53]
actually in the traffic statute
um
[2:19:58]
you have
they define twilight twilight show me
[2:20:01]
the time between sunset and full night
that's when you have to have your lights
[2:20:05]
on so
dusk might be uh maybe a little
[2:20:09]
difficult
but sunset is
[2:20:13]
a legal standard in the florida statutes
and as well sunset times
[2:20:18]
are
clearly available on the weather channel
[2:20:21]
department of agriculture website so
[2:20:26]
what many cities do is
they have and this speaks to boats
[2:20:31]
and in addition to the fishing boats i
would say the kayaks
[2:20:36]
for specific areas that are lighted i
notice
[2:20:40]
[Music]
for example in interlocking their tennis
[2:20:44]
courts are open until 9 00 pm
we could
[2:20:50]
specifically exempt
launching of boats and kayaks or coming
[2:20:54]
in of votes and kayaks
but i think we're going to have a
[2:20:58]
problem because
all of our parks are not lighted and
[2:21:01]
most of our parks are in residential
areas
[2:21:05]
in our parks
so in the winter
[2:21:08]
people will be there
for it's going to be dark from six to
[2:21:11]
nine
when it's dark
[2:21:14]
um
there's all kind of things that go on in
[2:21:18]
our parks we've had vandalism
um we have drinking
[2:21:22]
in evil lions park there's
empty fists of liquor
[2:21:27]
whatever we have people who are homeless
if um we have people playing around
[2:21:32]
music the people who live on west grand
london sometimes have a problem with
[2:21:37]
people
a local business told me that there's
[2:21:40]
different kinds of
[2:21:43]
dealing over there
so to me
[2:21:46]
um
i think that it should be
[2:21:50]
specifically sunset which is a legal
standard um except for the specific park
[2:21:56]
areas that are like the tennis court the
alliance okay and the ball field and
[2:22:01]
then we can also address
the buttons okay thank you
[2:22:06]
commissioner burton
[2:22:11]
however okay i'm not sure exactly where
you would post that every day
[2:22:17]
so that somebody knows what time you got
to come in or
[2:22:20]
what time you
[2:22:24]
[Music]
[2:22:28]
um
so i just think it would be easier to
[2:22:31]
set sometimes some some solid
times to open and close it's just easier
[2:22:38]
and you have your winter hours your
summer hours because summer goes longer
[2:22:44]
winter shorter
and and
[2:22:47]
that's very clear
okay to our sheriff and our
[2:22:52]
his deputies
but time to
[2:22:55]
close things up and people should be in
there after those certain hours
[2:23:01]
that's why i feel about it okay yeah
[2:23:08]
hours
use of boat ramps shall be permitted
[2:23:12]
i think it would be early enough
it would be firing to 5 a.m
[2:23:19]
well it just depends because some of
them are coming in some of them come in
[2:23:22]
at one o'clock you've got people out
there shrimping and they'll shrimp all
[2:23:25]
you know they'll shrink most of night
so i think at 24 7 i mean 24 hours a day
[2:23:31]
you should be able to allow to get your
vote in and out of there and if you get
[2:23:35]
what happens if you break down out there
and all of a sudden you're you're being
[2:23:38]
towed in and it's two o'clock in the
morning there's a deputy sitting there
[2:23:42]
you know
and you
[2:23:44]
yeah
here's something else i have a friend
[2:23:48]
that her room has a kayak they like to
do a moon might run occasionally
[2:23:55]
if the water the weather is pretty it's
gorgeous out but this would restrict
[2:24:00]
that too
yeah
[2:24:01]
so if we just put something in there
about launching of kayaks
[2:24:06]
and kayaks and a recreational you know
24 hours but the rest of it where people
[2:24:12]
are sitting around
[2:24:22]
[Music]
[2:24:27]
is because there's about a two and a
half hour swing
[2:24:31]
during the course of the year
and
[2:24:34]
sunset is a very definable standard and
i think it's common sense for law
[2:24:41]
enforcement
um
[2:24:43]
that they're not going to
we don't even arrest people we trespass
[2:24:48]
them or ask them to leave
but
[2:24:51]
all of our well not all but the majority
of our parks are in residential
[2:24:54]
neighborhoods
having people there i mean we want to
[2:24:58]
give people full use while it's light
and in lighted areas but having people
[2:25:03]
there
while it's
[2:25:05]
dark is just
asking
[2:25:08]
for trouble it's hard enough we only
have really
[2:25:13]
one officer on duty at a time
and
[2:25:17]
i just think this is a problem
if we say sunset which the state of
[2:25:22]
florida uses and other towns use
[2:25:27]
we are supposed to post that
and certainly
[2:25:31]
that lets deputies know that when it's
pitch dark the people aren't supposed to
[2:25:34]
be there i think in state parks that
i've ever gone to
[2:25:38]
you know when it's sun when the sun is
setting that's your time to pack up the
[2:25:42]
home
um but certainly when it goes from
[2:25:45]
sunset to dark
that is that's a pretty bright line
[2:25:49]
and
okay
[2:25:58]
[Music]
[2:26:04]
that we should accept the specific
lighted areas like the tennis court for
[2:26:09]
the ballpark and as well
be launching and
[2:26:14]
coming in i don't know what words you
use for that
[2:26:17]
for votes and um
boats and kayaks and we want to cover
[2:26:23]
okay
[2:26:27]
do you have a suggestion i do uh we
don't have a motion yet one thing um
[2:26:31]
yeah about the boat raft say something
like i don't know if it's the right term
[2:26:35]
launching slash retrieving the
watercraft from boat ramps has committed
[2:26:38]
24 hours per day
but i thought on the other point um if
[2:26:42]
we were to say
it's
[2:26:45]
it's uh
i think this is not too complicated six
[2:26:49]
a.m to nine pm
april through september i was thinking
[2:26:52]
at least six a.m to
six pm
[2:26:57]
yeah um october to march
or you
[2:27:08]
[Music]
well then we're gonna have to change it
[2:27:10]
anyway because then we'll be lit up till
nine o'clock anyway so so we'll have to
[2:27:15]
this will have to come back to us again
so but i understand what you're saying i
[2:27:19]
was thinking the same thing that that
would be a way to alleviate that yes sir
[2:27:23]
commissioner banks well let me say that
here we go beating the dead once again
[2:27:27]
i don't know
now uh look
[2:27:30]
i think a problem is
do we have with the box now
[2:27:36]
we
it depends on who you ask they're very
[2:27:40]
quiet it's been very quiet
um no not exactly we have people
[2:27:45]
sleeping in the parks drinking in the
parks
[2:27:48]
driving their cars and the parks after
dark i'm basically speaking about the
[2:27:52]
time
[2:27:56]
you know you can't control
everything people does in the park
[2:28:01]
because you ain't got the number offers
they sit out there and watch
[2:28:06]
okay
but what we're trying to do here now
[2:28:08]
come up with a time
just to make it enforceable for them
[2:28:15]
[Music]
and we're going back to the top and we
[2:28:19]
ain't going nowhere well charles has
made a record
[2:28:23]
charles has made a recommendation so
commissioners i'm going to ask with his
[2:28:26]
recommendation does anybody want to make
a motion to accept his suggestions
[2:28:31]
i know that we accept charles new
suggestion for the parks april to
[2:28:36]
september and then october
[2:28:42]
okay we have a motion we have a second
do we have any further discussion
[2:28:47]
all in favor say aye aye
all opposed nay
[2:29:01]
[Music]
[2:29:05]
okay
[2:29:08]
okay
with that we're going to go ahead and
[2:29:11]
open up charles i'm going to turn it
over to you with our business items
[2:29:15]
well the first item
is
[2:29:20]
um present
two thousand enforcement
[2:29:24]
cases that are coming to you from
[2:29:43]
like
[2:29:51]
make your wife
[2:30:02]
[Music]
[2:30:30]
is
[2:30:44]
okay let's go
this was um
[2:30:51]
zero seven zero two zero four
the address is 40 east grand london
[2:30:56]
violations for chapter chapter 10.
section 10
[2:31:01]
20 23 27 and 28.
this was a property we sent a demand
[2:31:06]
letter notifying we were going to go to
foreclosure
[2:31:09]
this is a copy of the codes
[2:31:14]
first word uh first violation was first
observed in november of 2006
[2:31:21]
with a notice of code violation going to
the property owner
[2:31:25]
yes three code
the latest was may 24th
[2:31:32]
2022
[2:31:35]
fight approved for
5465 days at 25 a day april 10th
[2:31:43]
2007 to march 27th 2022
total flight approved 136
[2:31:50]
625
affidavit compliance was filed march
[2:31:54]
28th
2022 received requests for the reduction
[2:32:01]
on april 7th 202.
in february of 2022 the city attorney
[2:32:08]
sent a demand letter to foreclose on the
uh quick enforcement lane
[2:32:17]
two pictures that i
took one was on march 10
[2:32:22]
and once one was may 18th
park the owner has gone in and secured
[2:32:27]
the building
[2:32:31]
she's here we'd like to speak to her
[2:32:36]
staff recommendation was to reduce the
fine to a thousand dollars payable
[2:32:40]
within 30 days of today's meeting
the heirs of many families requested
[2:32:46]
that finding
the bond be reduced to zero
[2:32:50]
and on may 24th 2022 the code
enforcement board recommendation
[2:32:55]
is the supply to be reduced to zero
[2:32:59]
and uh
ron whoever is here if you'd like to
[2:33:02]
speak okay
[2:33:07]
um
[2:33:09]
it's just been going on for five years
yes okay now hear me out okay
[2:33:16]
um first thing that was a lot of years
where
[2:33:26]
[Music]
[2:33:33]
[Music]
[2:33:41]
[Music]
[2:33:55]
15 years to really sit there
in bad shape
[2:34:10]
but when is the house really in
compliance
[2:34:14]
when
when
[2:34:16]
[Music]
[2:34:20]
so what's the next step
this case was from 2007
[2:34:26]
i
don't have
[2:34:29]
very much paperwork on it
[2:34:33]
there was another building on this
property that was the original violation
[2:34:36]
and not this house
[2:34:41]
i believe the
[Music]
[2:34:43]
building was taken down
probably years ago and the city didn't
[2:34:48]
close the
closed case
[2:34:51]
there's nothing in the file that says
they ever made a re-inspection after the
[2:34:55]
code enforcement hearings um so i don't
have anything to go on except for i've
[2:35:01]
seen myself
this is 15 years later like what's that
[2:35:05]
but what is it when was this house built
this house that we're looking at now
[2:35:09]
that's not in compliance to
[2:35:20]
how long i don't know
i know it wasn't built in 2022
[2:35:32]
first we need to establish
um
[2:35:36]
miss burton
that
[2:35:38]
defines or inaccurate
they were not correct
[2:35:42]
um
when we received the letter from their
[2:35:45]
attorney
that we didn't even know fines were
[2:35:48]
going on the property because what was
asked my father built some buildings was
[2:35:55]
building additional apartments and he
never finished him and we were asked to
[2:36:00]
tear them down and we complied with what
was asked to do to tear them down
[2:36:06]
so
after that
[2:36:10]
the only thing
that you could say that we did not do as
[2:36:14]
far as is keep up the property but the
timeline of saying that
[2:36:19]
um that was not taking care of
everything that we were asked to do
[2:36:23]
we it was taken care of barshare was the
code enforcement officer
[2:36:28]
another incident that was taking place
is that when the officers
[2:36:32]
were after a suspect that
[2:36:37]
and we were asked to clean that up
so and that's the that's the next thing
[2:36:43]
but what took place
is that these files were never closed
[2:36:47]
back
but we took care of when we were asked
[2:36:51]
to do something we took care of it
and i i think i understand that i just
[2:36:56]
don't understand how city that's us
can keep this thing wrong
[2:37:01]
okay and when really um from
2007
[2:37:07]
at some point
you know
[2:37:10]
you got to step in
i mean what's our what's our procedure
[2:37:14]
when do when we go to border here we
aren't we hearing the fine reduction not
[2:37:20]
i mean shouldn't this be a different
item on the agenda
[2:37:24]
doesn't pass history yeah no yes we are
now
[2:37:31]
excuse me sir
i'm gonna ask you to
[2:37:36]
go ahead oh no i was just saying
that
[2:37:40]
um
i didn't understand what you're saying
[2:37:43]
you know it's crazy and but like i said
when i
[2:37:46]
i'm concerned about all of
the folks that
[2:37:51]
are in our situation that have a fire
going on
[2:37:55]
that
did not know what fine was going on
[2:37:59]
um and this was prior to her getting
here
[2:38:02]
so and that needs to be noted that
these are five this there is a case way
[2:38:08]
long before she took this position so
we've had we had um michael was in
[2:38:14]
between share
bob share and and pam too so this is
[2:38:18]
three code enforcement officers okay yes
and so that's that is why we're asking
[2:38:23]
it to be reduced we have requested that
it be reduced to zero because i mean we
[2:38:28]
shouldn't be penalized for something
that we did not know that we were
[2:38:32]
unaware of okay and pam you haven't been
able to find anything in your file
[2:38:36]
showing that it was
the proper documentation is that correct
[2:38:41]
no there's no documentation um the only
thing i didn't find
[2:38:45]
um
[2:38:47]
there was an issue with permits
but i checked with the building
[2:38:51]
department and there were not any
permits pulled
[2:38:54]
but
like ms glover stated in the code
[2:38:57]
enforcement hearing
the city just wanted the building taken
[2:39:01]
down so they just did what they had to
do to be in compliance
[2:39:06]
the house is there now was not the issue
back in 2007. okay okay correct yeah i'm
[2:39:12]
living in that house
yes yes because at that time my
[2:39:16]
stepmother was living there and my
father and he passed away the end of
[2:39:20]
2006
and then my niece moved there
[2:39:24]
and um and i don't know anything i've
noticed on there about abandoned cars
[2:39:28]
we've never had any cars there okay so
[Music]
[2:39:32]
yeah
that makes sense
[2:39:34]
yeah
[2:39:40]
and again that's on us and that's
something else we're going to have to
[2:39:43]
deal with we'll deal with that
we don't need to deal with that
[2:39:46]
[Music]
a different time right now we've got
[2:39:49]
this on in front of us um i do want to
ask you this as far as
[2:39:54]
you're not the sole owner of this
correct no so you have you have to
[2:39:58]
decisions have to be made with that and
and i mean and we want it's been in our
[2:40:03]
family it was my great grandmother's
home and um
[2:40:08]
so it's been in our family for a long
time and we're hoping that we can figure
[2:40:12]
out to some way to restore the house or
to do
[2:40:16]
um something we're you know uh with the
home are just tearing down okay so we're
[2:40:22]
we are
we're not just um ignoring it but we
[2:40:26]
that's what we're hoping to do okay
thank you commissioner vida you had a
[2:40:30]
comment um yes you had a question you
asked it so which is what is the
[2:40:36]
relationship of miss glover you're one
of the maddie fabian heirs yes okay
[2:40:40]
so
um
[2:40:42]
in your materials and i think i remember
this
[2:40:47]
i
wasn't there another issue with the
[2:40:50]
house or with the property about cleanup
and this is really a question for
[2:40:55]
miss taylor
wasn't there a mowing issue were there
[2:41:00]
fines that approved in 2019 relating to
the mowings
[2:41:04]
in 2019 right miss glover's because i
think i remember it maybe you've been
[2:41:08]
coming to the commission i don't know
maybe there's a picture
[2:41:14]
well it says in 2019 it was brought that
um there was concern and they requested
[2:41:19]
that the property be cleaned up and if
the issue was taken care of right but
[2:41:23]
usually i'm just
i'm just curious why i mean it's had
[2:41:28]
issues over the years
there's no administrative fee
[2:41:31]
um obviously 136 000
[2:41:37]
costs in your package
okay the code enforcement board said
[2:41:41]
they did not want to oppose the cost
[2:41:49]
the administrative costs why did they
choose not to impose the administrative
[2:41:52]
costs
when when that's kind of something that
[2:41:55]
we've
spoken to them before about they felt
[2:41:59]
that it was
a fair thing to do
[2:42:03]
okay
okay
[2:42:06]
all right and mayor i would just like to
say one thing as far as why custody does
[2:42:10]
what it does miss taylor has only been
working here okay we're not you've
[2:42:14]
already called pulling moyer on that and
we've decided that we're not going to
[2:42:17]
discuss this further until i think
there's no city employee sitting at this
[2:42:22]
standing of the podium or sitting at the
table that worked here with any of this
[2:42:25]
one right we understand that
thank you
[2:42:29]
okay commissioners do we have any other
questions
[2:42:33]
i do have one more comment yes when i
bring a case to the code enforcement
[2:42:38]
board and then to the commission
the
[2:42:41]
request for fine reduction states that
the property has to be in compliance
[2:42:47]
this house was not the issue back in
2007 but they had to do something to
[2:42:52]
bring it secure
to bring it before you tonight and they
[2:42:57]
did that and they didn't do that there's
pictures in your packet that this
[2:43:00]
plumber submitted to me
that i i passed along
[2:43:05]
okay
okay commissioners so you're saying that
[2:43:09]
this house has been incomplete there was
another house that was not there was
[2:43:14]
another building so that was the one
that was not in compliance this one's
[2:43:17]
been in compliance very long that's what
you're saying
[2:43:20]
it's not based on compliance all along
but it's in compliance before i took it
[2:43:24]
to the source report
once you were noticed on it
[2:43:29]
you brought it into compliance and you
closed it up you shorted out
[2:43:33]
and you didn't show it up but you yes
and and like those fines are on
[2:43:39]
another building it that
that's running on the um
[2:43:45]
the additional buildings that my father
had built that we were
[2:43:49]
asked to tear down
oh not anything to do with this house
[2:43:55]
okay
[2:43:58]
no we don't have a motion yet
you can make a connection
[2:44:02]
okay and there's a reason for that um
i would
[2:44:06]
well i'm not sure what i should i guess
provided that it remains in compliance
[2:44:12]
until the administrative costs are paid
um i would move that we
[2:44:17]
take the code board's recommendation to
waive
[2:44:20]
the
liens and reduce the lands to zero
[2:44:25]
but that the administrative class should
be imposed
[2:44:29]
and i say the administrative plus
because
[2:44:33]
the house has had to come or the
property has had to come before the code
[2:44:38]
of course by board and
the officer has had to take some action
[2:44:42]
so i think it's fair
to require payment of the administrative
[2:44:47]
fee just because
if there has been
[2:44:50]
a certain amount of slippage and
code enforcement has had to take action
[2:44:55]
and
but the
[2:44:57]
lien or decline
reduced to viewers okay when you with
[2:45:00]
your motion i just want to bring to your
attention that's the part of that
[2:45:04]
administrative
um include dates back to 06 which was on
[2:45:09]
the building that was brought into
compliance that we have negated the um
[2:45:14]
finance so you might want to start a
date on those administrative costs
[2:45:19]
starting at a certain time specific
date specific
[2:45:23]
um and back some of those out from the
06 and we have seven i'm just making
[2:45:28]
that bringing that to your attention to
make sure that that's not overlooked
[2:45:32]
um
no because i mean that did require i
[2:45:36]
mean it did require action by the city
to get something done and it's not a
[2:45:41]
huge amount of money and
i i just think that it's a matter of
[2:45:45]
fairness
okay
[2:45:48]
so pam you're looking at the
administrative costs being 297.89
[2:45:53]
correct
and with that we would put a lien if
[2:45:57]
that's not paid then we would put a lien
just on the property so at any time in
[2:46:02]
the future it was sold then that would
be payable to the
[2:46:05]
city is that correct
and it's a very valuable piece of
[2:46:10]
coverage
okay commissioners you've um heard
[2:46:14]
commissioner devito's
motion
[2:46:18]
to
negate the fine however charged the
[2:46:22]
administrative fee of 297.89
we have a second
[2:46:27]
calculation
so we have a motion
[2:46:31]
and we have a second um
any further discussion
[2:46:50]
ruling
[2:46:54]
[Music]
[2:47:02]
it got me
confused by the uh
[2:47:06]
you got to look at the people i reckon
they confused
[2:47:09]
[Music]
some of the decisions that we make about
[2:47:13]
these
properties
[2:47:16]
yes we need to come up call
[2:47:28]
a piece of property
that probably detects
[2:47:31]
the person uh the texan
facility in palakkad having
[2:47:37]
uh
property value
[2:47:41]
i'm just gonna use
a price now
[2:47:46]
uh thousand dollars
[2:47:51]
i'm just using that figure
and then we
[2:47:55]
go to taxing on taxing on and taxes on
to get a 190 some thousand dollars
[2:48:02]
and probably wasn't
[2:48:06]
a prime point what i'm trying to point
out around there on florida street
[2:48:11]
right by the big county tree in the yard
there
[2:48:19]
[Music]
[2:48:23]
about
[2:48:27]
i think 1500
what you're saying is the fine is way
[2:48:32]
over what the value of the property the
value of the profit yeah
[2:48:36]
we need to we need to
we need to do we need to work we need to
[2:48:40]
work on that yeah we really need to work
[2:48:50]
so right now we have a motion
and we have a second
[2:48:54]
um all in favor say aye
[2:49:18]
is
[2:49:26]
thank you and i i do i do want to share
this with you
[2:49:30]
that the board
made this determination some time ago
[2:49:34]
and i'm disappointed in our code
enforcement board because we have given
[2:49:40]
them those
somewhat of some directives that
[2:49:43]
administrative costs
are necessary
[2:49:47]
and if they are going to reduce those
fines that they do at least leave the
[2:49:51]
administrative costs in there because it
does cost the city so it's nothing
[2:49:55]
against please no it's nothing against
property owners it's just that that's
[2:50:00]
what kind of the direction that the
commission has
[2:50:03]
gone has been going actually so i just
wanted to bring that to you
[2:50:09]
thank you
do we need a motion to set them every
[2:50:12]
day um
you can
[2:50:16]
we can we can get a motion set for 30
days i'm sure miss glover's going to
[2:50:20]
take care of it
um go ahead if you want to make a motion
[2:50:24]
and sex orientation so my second
question is should be
[2:50:29]
i guess that the
fine reduction and the requirement to
[2:50:33]
pay the administrative costs of 297.89
um that those be paid within 30 days
[2:50:43]
we have a motion do we have a second
a second okay motion in a second all in
[2:50:47]
favor say aye
[2:50:53]
okay
let's go to our next one
[2:50:56]
we have another code enforcement lien
reduction request
[2:51:06]
next case
[2:51:10]
is case number
[2:51:17]
zero 12-03-317-0208
eight oh nine random street
[2:51:21]
revelations for chapter six
section six point one chapter ten
[2:51:27]
dash twenty twenty three twenty four and
twenty seven
[2:51:42]
[Music]
[2:51:46]
this is
going to the property owner on march 7th
[2:51:49]
2012 and
june 8 2012.
[2:51:55]
code board hearings were june 26th
and march 24th 2022
[2:52:04]
flying accrued for
3
[2:52:07]
674 days at 25 per day
march 27
[2:52:13]
2012 and april 18th 2022
total fine is 91 850.
[2:52:21]
affidavit compliance was 12 on april
19th 2022. i received a request to find
[2:52:27]
the introduction
on february 23rd
[2:52:32]
2012.
[2:52:35]
two pictures i recently took with the
property on
[2:52:40]
april 18th 2022 before mr tangerine off
this property
[2:52:46]
uh you couldn't even see the house that
was there
[2:52:55]
but he ended um fixing up
his request for introduction and
[2:52:59]
vineyard packing
he wants to make this his home
[2:53:03]
for his family
[2:53:06]
staff recommendation was to reduce the
5000
[2:53:12]
mr henry requested that the lead of
ninety one thousand eight hundred fifty
[2:53:17]
dollars to be reduced to a thousand
dollars
[2:53:20]
on may 24th 2022
enforcement board recommends recommended
[2:53:26]
that finally be reduced to a thousand
dollars
[2:53:30]
excuse me that does not include the
administrative cost of the
[2:53:34]
administrative costs
okay why did
[2:53:38]
why did they not take in to consider the
administrative costs
[2:53:45]
i don't know um
[2:53:48]
here
you come up thank
[2:53:57]
you learned a lot but
i hope
[2:54:12]
do you have any questions for mr henry
commission
[2:54:15]
um i do
um
[2:54:18]
hi mr henry thank you so much for being
here coming to crescent city um there's
[2:54:23]
a lot of paper in this packet
just did you acquire did you acquire
[2:54:27]
this property by purchase or by pickling
deep
[2:54:30]
questions
[Music]
[2:54:47]
close to 18 000
um
[2:54:50]
with my own time to
cut my trees down that property was
[2:54:55]
delinquent it sat there for over 20
years without anybody ever cut the grass
[2:55:00]
or trees or anything
i think we took probably over 100 trees
[2:55:05]
off the property
i mean you know a little treat it was
[2:55:09]
just it was just completely it was a
thousand trash that were head high
[2:55:14]
but i think i'm familiar with that
because my question was did you have a
[2:55:19]
relationship
did you have some kind of relationship
[2:55:23]
with the company within armed landslings
oh no ma'am
[2:55:28]
the name of the company
the name of the company is um
[2:55:37]
i could look on the appraisal site i
don't think
[2:55:40]
so it's uh euro atlantic
[2:55:54]
did they make you aware when you did
this as a quick claim you probably
[2:55:58]
didn't did you go through them
before i ever bought the property i
[2:56:02]
actually approached in the pam and i
said man i want to try to make this for
[2:56:07]
me and my family
do you think if i could just work real
[2:56:11]
hard and get it clean and keep working
on it
[2:56:15]
if i could if she said i did it she
thought if i would put a lot of time in
[2:56:19]
it and get it in compliance and i'd come
here and
[2:56:23]
have a reasonable
reduction i put a thousand dollars
[2:56:28]
because i never took the kid took the
city of crescent city you know time to
[2:56:33]
put the lanes i just thought if i i
would be willing to pay a thousand
[2:56:37]
dollars like that you know i've got a
budget and i've gotten applications here
[2:56:43]
for uh building permits to go ahead and
start working on the property
[2:56:47]
and i have a budget for me and my family
to uh to improve it and fix it and get
[2:56:53]
it back all the way livable
you're going to restore the you're going
[2:56:57]
to restore the
house
[2:57:00]
okay
and i i have to build one that's here
[2:57:03]
i just uh
i don't know if y'all know what i wrote
[2:57:06]
on there we do we have it your decision
would make it whether i can do that or
[2:57:12]
not okay no commissioner banks had a
comment yeah
[2:57:17]
i would like to give him a call because
anybody passed by that house the house
[2:57:23]
just got available when he
bought the property
[2:57:32]
someone come and drives up in the house
next door out of the very skin somebody
[2:57:37]
went in and gutted it out
took all the wiring out of it
[2:57:42]
and
if you go by there now
[2:57:44]
it is amazing and i see some action
there today i don't know whether you out
[2:58:00]
they actually offered to come here and
speak on my behalf tonight but i know i
[2:58:05]
didn't really feel like you know i
appreciated it
[2:58:08]
i wanted you know i just i just want to
turn it into a nice place to be
[2:58:13]
so you intend to live there i do
can i go ahead and just say this
[2:58:19]
i loved your letter
it was heartfelt
[2:58:23]
and uh
you i went out and looked at the house
[2:58:27]
you've done a tremendous amount of work
on that
[2:58:31]
and it could be a
nice house for a family you have one
[2:58:35]
child
three-year-old yes
[2:58:38]
that could be a nice house what i would
like and i'm asking
[2:58:42]
let's stop fighting the thousand dollars
let's do the 263 23
[2:58:50]
yes i'm just throwing it out before i
make a motion
[2:58:53]
because you have a lot of money to go
into that house yet
[2:58:58]
and a thousand dollars could probably go
quite a ways to painting
[2:59:03]
and whatever but i'm sure you have
plumbing
[2:59:06]
wiring
windows everything
[2:59:10]
and i would love to have a family in
that house again but wetland was a good
[2:59:15]
friend of my mother she was a sweetheart
and i'd like to see the house back again
[2:59:20]
not that that's important but okay
here goes the motion
[2:59:25]
i move that we will need a thousand
dollar fine and keep the administrative
[2:59:30]
fee of 263 23 and that to be paid and is
a month
[2:59:38]
okay give you a month 30 days today
okay we have a motion to have a second
[2:59:45]
second
okay i have a motion and a second on we
[2:59:49]
having a discussion
all in favor say aye aye
[2:59:54]
opposed
[3:00:06]
welcome to
crescent city
[3:00:08]
um and and with any of our
fines we
[3:00:13]
just need to be cognizant and that
they're there to get those properties
[3:00:17]
brought back into compliance
um but it does have cost involved from
[3:00:21]
the staff standpoint so that's why these
administrative costs are so
[3:00:25]
you know we just can't
i'm asking you pam to
[3:00:30]
reiterate that to your board please
okay i want to say that it admitted me
[3:00:36]
my name
[3:00:39]
[Laughter]
[3:00:46]
[Music]
[3:00:51]
we've been working on that property i
mean
[3:00:54]
to take the
i have a dump trailer
[3:00:58]
and i have a decent truck by the time i
drive here from saint augustine i loaded
[3:01:02]
up the dumps almost
i impossibly trips back forward i've
[3:01:07]
been spending
120 hours a day in fuel plus i've been
[3:01:11]
paying my health
so i've been working on my next thing
[3:01:15]
right here i got the application
building permits
[3:01:26]
and welcome welcome to crescent city
[3:01:35]
okay
all right
[3:01:38]
next item there is a first one appearing
can you build a block grant application
[3:01:42]
that's the box is here from correct
stations to lead us through that process
[3:01:47]
again i apologize
good evening my name is melissa fox i'm
[3:01:51]
with fred fox enterprises we're a grant
consulting firm and i'm here tonight to
[3:01:55]
advise the commission as well as the
public of the city's opportunity to
[3:01:59]
apply for a community blog
the city is eligible to apply for up to
[3:02:04]
650 000
there are three categories in which you
[3:02:09]
can apply for funding
the applications are due july 21st
[3:02:14]
and you do need to select a um category
you can always select uh you can only
[3:02:19]
submit one application at a time the
first is the housing rehabilitation and
[3:02:24]
that's where the city would go in and
they would either do uh rehab work or
[3:02:28]
demolish the place over occupied low to
moderate income homes
[3:02:32]
you have to be under occupied has to be
low moderate income and you have to
[3:02:36]
address all code violations so you
couldn't just like with the ship program
[3:02:40]
you can go in and you can put a new roof
on but with um cdbg hud requires that
[3:02:46]
every code violation be brought up
[3:02:50]
with 650 000 believe it or not i would
only get to do about four or five homes
[3:02:55]
with that it doesn't go very far the
second is a commercial revitalization
[3:03:00]
that's where you during streetscaping
sidewalks pedestrian malls building to
[3:03:04]
side work etcetera all in the downtown
commercial area the purpose is to
[3:03:08]
revitalize commercial
downtown and to get more people to come
[3:03:12]
down now um the city would be the
service area and the city would need to
[3:03:16]
be at least 51
low to moderate income
[3:03:20]
the third is a neighborhood
revitalization and that's where the city
[3:03:23]
would address infrastructure items and
residential areas you could do water
[3:03:26]
line replacement sewer line replacement
lift stations sewer lift stations you
[3:03:31]
can do parks paving drainage community
centers
[3:03:35]
and there again your beneficiaries must
be a minimum of 51 percent low tomorrow
[3:03:39]
application threshold so for instance if
you're doing road painting and you're
[3:03:44]
doing two blocks those two blocks at
least 51 of the resonance on those two
[3:03:48]
blocks would need to be low to water
income
[3:03:52]
the fourth category is kind of like a
standalone
[3:03:55]
um
once the cycle opens
[3:03:59]
you can submit for funding for an
economic development and you submit
[3:04:03]
until there's no funding left for that
year in the next fiscal year they'll
[3:04:07]
obligate more funds towards that
category um so that one you can submit
[3:04:11]
at any time as long as they're spending
the first three are due
[3:04:16]
july 21st and you can actually have an
open housing rehab commercial
[3:04:21]
revitalization or neighborhood
revitalization and applied for economic
[3:04:25]
development finance the only one that
you can actually apply for if you
[3:04:29]
haven't heard of the money and that's
where you would provide infrastructure
[3:04:32]
on city easement property to facilitate
a new business coming into the city or
[3:04:36]
the expansion of an existing business
business must create new long-term jobs
[3:04:41]
and be included as a developer if you
have a fish and for this category alone
[3:04:45]
you're actually eligible to apply for up
to 1.5 million
[3:04:49]
and then so for
every thirty four thousand nine hundred
[3:04:52]
ninety nine dollars in another innocence
that's being requested one full-time job
[3:04:57]
must be created
when we refer to uh lmi low moderate
[3:05:02]
income those are the hud
limits that are set they are updated
[3:05:06]
every year so for putnam county just to
give you an example on the bottom for
[3:05:11]
our family of four the maximum you could
make is forty eight thousand five fifty
[3:05:15]
that low eighty percent
[3:05:21]
there are additional points in their
application you're competing with other
[3:05:24]
small cities and counties throughout the
state
[3:05:26]
um if the city can leverage points
towards the project then you get an
[3:05:31]
extra point for every thousand dollars a
maximum of 25 points for 25 points for
[3:05:36]
25 000
the local community can exceed the 25
[3:05:40]
000 you just don't get any extra points
you can also go less than that you can
[3:05:44]
commit 10 000 to get 10 points
for neighborhood revitalization and
[3:05:48]
commercial revitalization projects
the city submits with their application
[3:05:53]
engineers stamp construction plans and
specs and you've shown documentation
[3:05:58]
that you apply for all your permits you
get an extra 50 points in your
[3:06:01]
application
you can't be reimbursed for shuttle
[3:06:05]
ready design calls so anything that you
contract with the engineer for the
[3:06:08]
design of that the city would have to
pay full city funds
[3:06:12]
even if the application is funded
the steps that are required in the
[3:06:16]
application process is to appoint a
citizens advisor task force that has
[3:06:20]
been completed the second is to
advertise and hold a catf meeting to
[3:06:24]
discuss possible projects the
atm did meet this meeting at 5 00 pm
[3:06:30]
and they did recommend that the um
city pursue a neighborhood
[3:06:36]
revitalization
for um
[3:06:42]
um the third is to advertise and hold a
first public hearing to obtain public
[3:06:46]
comments and direction by city
commission to move forward on
[3:06:48]
determining a project
that's what we're here for tonight the
[3:06:51]
fourth is to advertise and hold a
fair housing workshop that gets you
[3:06:55]
extra points in your application i'll be
doing that that's the next fighter
[3:06:59]
agenda
and the fifth is to advertise and hold a
[3:07:02]
second public hearing to finalize the
application at that point a rough draft
[3:07:06]
will be
presented to the mission as well as the
[3:07:09]
public we would obtain any public
comment on that we would amend the
[3:07:12]
application as you know as needed and
then we would submit the application on
[3:07:17]
the city's behalf by july 21st
um
[3:07:28]
when i opened it up for public comment
do we have any public comments at this
[3:07:31]
time
okay
[3:07:33]
okay sure
you know the drill
[3:07:42]
[Music]
[3:07:48]
yeah this project is installation of a
water main on main street from uh
[3:07:54]
central
north to 308
[3:07:58]
as well as a generator the lift station
bay lane
[3:08:03]
or i think it's an emergency backup
generator which that station currently
[3:08:06]
does not have so this project would
combine those two
[3:08:10]
projects into one brand application
[3:08:15]
yeah so it'd be mainstream
[3:08:22]
[Music]
[3:08:29]
yes ma'am
this game is 19 cedar street uh i went
[3:08:33]
by
palermos today
[3:08:36]
the mexican restaurant
and i asked them
[3:08:40]
how come i don't see more representation
of the mexican population and the
[3:08:45]
meetings
and they said they were here a few times
[3:08:49]
and they got they gave up
because what they want is a part for the
[3:08:54]
children
i went to domino's pizza
[3:08:58]
and there were six
teenagers there and all of them were
[3:09:03]
bilingual we have a lot of
mexican residents here and they want to
[3:09:08]
be heard he said he has to go to palutka
to have a good part just in case we want
[3:09:14]
to have that in consideration these
people are asking for a park
[3:09:18]
not a little park next to the dog park
what an actual park okay thank you thank
[3:09:24]
you very much
[3:09:26]
and we do have mr you know you realize
we do for the children we have harry
[3:09:31]
banks part i don't know if you've ever
been to harry banks park but we do have
[3:09:34]
hairy things i just told them to come to
the immediacy
[3:09:37]
okay thank you thank you
okay do we have any other public comment
[3:09:42]
at this time
and then i'm going to close public
[3:09:56]
comments so at this time all i need is
just a motion and you know to move
[3:10:02]
forward
with either staff recommended project or
[3:10:05]
another project okay
commissioners
[3:10:10]
we have
[3:10:24]
main street quartering and
workstation project
[3:10:29]
we have a motion do we have a second
before we open up the discussion
[3:10:34]
okay we have a motion in a second do we
have any further discussion
[3:10:39]
good night ladies
thank you
[3:10:42]
there is nothing more important than
working
[3:10:48]
absolutely
[3:10:52]
okay so seeing no other
a little commissioner banks have stepped
[3:10:57]
away did you want to show us something
charles or so this is for the next for
[3:11:00]
the next one okay
um commissioner banks has stepped away
[3:11:04]
for just a moment so before we go
[Music]
[3:11:29]
and all those bodies out there left so
they're not taking that warmness i know
[3:11:34]
actually
[3:11:41]
[Music]
[3:11:48]
we'll have a better idea when we come
back to the second public hearing as far
[3:11:52]
as what we project your score to be okay
um
[3:11:55]
the good thing about this cycle is the
state's actually a fiscal year behind
[3:12:00]
in awarding funds so what they're
looking to do is they're looking to
[3:12:03]
combine both 21 and 22 funding from hud
the allotment they get in so they're
[3:12:09]
getting they're going to have over 50
million dollars they typically have
[3:12:13]
about 26 27 they're going to have well
over that so they're
[3:12:17]
the state's thinking is we're going to
be able to fund pretty far down the list
[3:12:22]
this time so
you know
[3:12:24]
um but we will have a better idea of
what we think your projected score is
[3:12:28]
going to be um
[3:12:35]
[Music]
[3:12:38]
if you look at our comprehensive plan
we have and
[3:12:43]
um city manager kennedy pointed this out
years ago
[3:12:46]
we have about four to five times as many
parts as the state standard is apart
[3:12:52]
including playground
here's another thing
[3:12:55]
um
we have a lot of mexican children
[3:12:59]
young people that are meeting on the
tennis courts
[3:13:05]
when you when you say that they have
their part we actually are very well
[3:13:10]
supplied yeah
okay division commissioner banks is back
[3:13:14]
so i'm ready to take this to a vote if
there's no more discussion
[3:13:17]
we have a motion and we have a second
all in favor say aye aye
[3:13:22]
opposed nay okay
all right the next item on the agenda is
[3:13:27]
just the fair housing workshop no action
will need to be taken i just need to go
[3:13:31]
over this i'll be happy to answer any
questions okay
[3:13:34]
federal current housing act prohibits
discrimination in housing related
[3:13:38]
transactions including the sale rentals
discrimination includes refusing to rent
[3:13:43]
to someone steering someone away to a
particular type of housing or
[3:13:47]
neighborhood enacting zoning measures to
exclude particular groups etc because of
[3:13:52]
membership in a protected class the
federally protected classes are race
[3:13:57]
color religion national origin sex
familiar status and disability a city or
[3:14:03]
a state or you know they can have other
protected classes these are just the
[3:14:07]
federally protected classes
what is prohibited no one may take any
[3:14:11]
of the following actions based on race
color religion sex disability familiar
[3:14:16]
status or national origin refuse to rent
or sell housing refuse to negotiate for
[3:14:21]
housing set different terms conditions
or privileges for sale or rental of a
[3:14:25]
dwelling
falsely deny that housing is available
[3:14:28]
for inspection sale or rental
for-profit persuade or try to persuade
[3:14:33]
homeowners to sell or rent dwellings by
suggesting that people of a particular
[3:14:37]
race age sex etc have moved before about

[3:14:42]
or deny any person access to membership
or participation in any organization
[3:14:47]
facility or service related to the sale
or rental of dwellings
[3:14:52]
additionally it is unlawful to
discriminate against the person whose
[3:14:55]
household includes one or more children
who are under 18 years of age this is
[3:14:59]
known as family says
in which
[3:15:02]
one or more minor children live with a
parent or legal custodian
[3:15:06]
there's additional protection if you
have a disability if you have a physical
[3:15:10]
or mental disability including hearing
mobility visual impairments cancer
[3:15:14]
chronic mental illness or hiv aids that
substantially limits one or more major
[3:15:18]
life activities or are regarded as
having such a disability a housing
[3:15:22]
provider may not refuse to let you make
reasonable modifications to your growing
[3:15:26]
neighbor expense a landlord may permit
changes only if you agree to restore the
[3:15:30]
property to its original conditioning
if you're handicapped and you're in a
[3:15:35]
wheelchair you should be allowed to put
in a heating cap ramp you might have to
[3:15:39]
remove that and restore that half to its
original condition when you move
[3:15:43]
but you should be allowed to make that
or if you're in the building with a no
[3:15:47]
pets policy they must allow visual
impaired tenants to die
[3:15:52]
what housing is exempt the federal fair
housing act exempts over-occupied
[3:15:56]
buildings with no more than four units
and single-family housing sold or rented
[3:16:01]
without the use of a broker
so that's if it's a private owner they
[3:16:06]
have one house they're renting it out
they are not they are exempt under the
[3:16:09]
federal fair housing act
senior housing exemption these are the
[3:16:14]
55 plus communities elderly communities
these exempt some senior housing
[3:16:17]
facilities and communities from
liability for community status
[3:16:20]
discrimination they have to be provided
under any state or federal program that
[3:16:24]
hud is determined to be specifically
designed and operated to assist elderly
[3:16:29]
persons and intended for and solely
occupied by persons 55 or 62 years of
[3:16:33]
age or older you can't just deem
yourself one you have to actually be
[3:16:37]
under a state or federal program that
has determined
[3:16:40]
that
has certified
[3:16:42]
if you think your rights have been
violated you can contact the following
[3:16:45]
the florida commission on human
relations
[3:16:47]
the u.s department of housing and urban
development in the southeast regional
[3:16:51]
office or the u.s department of housing
and urban development in washington dc
[3:16:57]
additionally the city of crescent city
does have a fair housing ordinance which
[3:17:00]
outlines steps and time limits in which
complaints must be submitted and
[3:17:04]
responses provided
what you will need to provide is your
[3:17:07]
name and address the name and address of
the person your complaint is against the
[3:17:11]
address or other identification of the
housing involved a short description of
[3:17:15]
the alleged violations and the dates of
the alleged violation
[3:17:20]
what happens when you file a complaint
the office receiving the complaint will
[3:17:23]
notify the person filing the complaint
and the alleged violator of the filing
[3:17:27]
and allow the respondent time to submit
a written answer
[3:17:31]
to the complaint investigate your
complaint and determine whether there is
[3:17:34]
a reasonable cause to believe that the
respondent violated the fair housing act
[3:17:39]
notify you and the respondent if hud
cannot complete its investigation within
[3:17:43]
100 days of filing your complaint and
provide reasons for the delay
[3:17:47]
now during the time during the complaint
investigation hud is required to offer
[3:17:50]
you and the respondent the opportunity
to voluntarily resolve your
[3:17:54]
reconciliation
are there any questions
[3:18:01]
commissioners do you have any questions
no
[3:18:04]
okay
great presentation
[3:18:07]
okay all right thank you very much thank
you thank you
[3:18:11]
very much
[3:18:18]
and i did read the entire house
yeah
[3:18:25]
um
[Music]
[3:18:27]
she's not the one that you spoke to
about
[3:18:31]
about our
excess
[3:18:48]
okay any questions for him before
no okay you're good you're good thank
[3:18:54]
you very much
okay
[3:18:58]
next item is consideration of a poll bar
for public works uh utilizing better
[3:19:03]
close bonds this is something i've heard
about since i started here
[3:19:09]
i do talk to keith about putting it in
next year's uh budget and he and he
[3:19:13]
informed me uh right and so that price
of steel just goes up or not enough so
[3:19:18]
what he proposed is that we can we can
actually buy the building
[3:19:23]
it's a kit
and it will take about five or six
[3:19:26]
months to be delivered
then we'll negotiate
[3:19:29]
uh to see what we need he thinks 10 to
15 000 dollars probably to get it built
[3:19:35]
the footer's put in and to construct the
building but if we don't buy it now it's
[3:19:39]
just going to keep getting more
expensive
[3:19:41]
my request is for the cost of the
building out of a better place okay
[3:19:47]
so the cost of the building would come
out of a better place and then the labor
[3:19:50]
construction would probably be in next
year's budget
[3:19:54]
we'll actually put that in a better
place
[3:20:04]
[Music]
[3:20:11]
[Music]
i believe so yeah um we're still
[3:20:14]
actually waiting for the generators
last fall
[3:20:22]
okay all in favor say aye
[3:20:30]
mayor the next item is discussion um
we've talked off and on throughout the
[3:20:34]
year about um
changes and there are changes that would
[3:20:38]
require a charter
a change to our charter required
[3:20:42]
to go to the voters
we need to get anything we want to do to
[3:20:46]
the uh supervisor of elections
by the beginning of august if we want to
[3:20:50]
make this um
[3:20:53]
election coming in november
so uh i listed on here in a couple of
[3:20:58]
some things that we've talked about
administrative supervisor is
[3:21:02]
now called city manager that's a that's
an easy one
[3:21:05]
um so actually currently i am required
to be the clerk for the city um
[3:21:10]
and hired karen hired her as clerk and
then we were informed reminded that
[3:21:15]
actually in the charter says the city
manager
[3:21:18]
the administrative supervisor shall be
the clerk of the city
[3:21:21]
so this would be an opportunity to
actually allow us to hire a clerk
[3:21:25]
um
also we talked about
[3:21:28]
currently required rehiring appointment
removal of
[3:21:33]
department heads that has to come with a
commission so
[3:21:36]
it's a hiring decision that so i can't
um
[3:21:39]
that was an issue with our finance
director um
[3:21:44]
to fire her i would have had to bring it
here at a public forum
[3:21:47]
and that would fortunately she resigned
so um
[3:21:51]
recommending removing that
and then um
[3:21:57]
that wasn't damaged
one of the clarification purposes
[3:22:04]
also the thing we discussed earlier
i take the opportunity to clarify that
[3:22:09]
you can submit your election materials
prior to that first monday it's just the
[3:22:14]
deadline will remain
the friday at noon
[3:22:17]
and then currently i'm required anything
over a thousand dollars
[3:22:22]
to get your approval and to bid it out
and these days
[3:22:27]
everything over a thousand dollars has
really been constrained
[3:22:33]
really slows us down you know gotta put
that on an agenda we missed the
[3:22:37]
advertise so it's gonna be a month and a
half
[3:22:40]
so um this will be an opportunity to
increase that and what i recommend is
[3:22:44]
five thousand dollars
[3:22:49]
and any other changes you might those
are all the ones we've talked about that
[3:22:53]
come up um we would need to do an
ordinance
[3:22:56]
first and second reading
before the beginning of august so it
[3:23:00]
might require special meeting to get it
accomplished
[3:23:04]
in time to turn into the supervisor of
elections to get it on
[3:23:07]
okay
[3:23:16]
yeah like my comment about
7.08
[3:23:20]
the bids contracts and expenditures
um i don't actually remember that many
[3:23:25]
items
coming before us
[3:23:30]
well if it's an item that um
regular operation you've already
[3:23:34]
approved in the budget it's regular
operations
[3:23:37]
or an emergency situation um i'm able to
afford those when the lift station
[3:23:42]
generators went down i spent a lot of
money on them because they just said it
[3:23:45]
was an emergency right so you can't do
that
[3:23:48]
yeah um my concern about this is
just
[3:23:54]
it's more for
it's more for exceptions and plan things
[3:23:59]
um
five thousand dollars is actually it's
[3:24:02]
still a lot of money
especially a small town
[3:24:06]
and um
we're doing so this would be submitted
[3:24:11]
in a single ordinance right
or we could break it up and the fear is
[3:24:16]
you know if a voter doesn't like one
thing they vote down all the changes
[3:24:20]
oh yeah why not consider multiple uh
boxes on the on
[3:24:26]
about this particular item
i think five thousand dollars
[3:24:30]
is high
um
[3:24:33]
i mean that can easily turn that can
easily turn into
[3:24:37]
you know 20 or 25 000
um i think it would be more reasonable
[3:24:42]
and probably would appear more
acceptable
[3:24:46]
to the public to you know double it from
1000 to 2000
[3:24:50]
but because we really haven't heard that
many cases well i don't know that 5 000
[3:24:54]
is going to turn into 20 000. if we only
give you 5 000 spending authority
[3:24:59]
well i'm saying if
in other words each
[3:25:02]
instance
he's just going to go in and buy three
[3:25:06]
and five
[3:25:21]
at 5 000 you'd like two thousand is that
what you're saying yes okay then that's
[3:25:25]
okay
another particular one
[3:25:28]
obviously it's not taking the money
that's not the issue
[3:25:34]
no but a lot of times things used i i
know i've said over there things you
[3:25:38]
know occur and he can't move on because
he does have to
[3:25:42]
because he does have to bring them to us
so what's the recommendation that we
[3:25:48]
would when would we do these meetings
when we have these meetings we would get
[3:25:53]
to bring back an ordinance or ordinances
for these changes um
[3:25:58]
for our first and then the second
reading
[3:26:01]
so that it was adopted
in time before the beginning of august
[3:26:05]
to
give them the supervision elections
[3:26:09]
bobby can we bring each one of these um
on the ballot can they each can they be
[3:26:14]
all separate do they have to be i think
they should be awesome i think they
[3:26:19]
should i was going to make that
recommendation too is that they they'd
[3:26:22]
be all separate so we'd have to have an
ordinance for each one or
[3:26:27]
i think so
[3:26:30]
and there also i have a question about
another provision
[3:26:34]
um
the
[3:26:37]
change the authorization to hire a court
i'm not that familiar with court
[3:26:42]
provisions
in city charters or whatever
[3:26:46]
but i know it's considered an office of
a kind
[3:26:50]
um i'm not sure the way
this is worded and
[3:26:55]
i would turn that over to bobby
this uh
[3:27:00]
to me the creation of the position of
clerk
[3:27:05]
i think
i'm guessing might need to occur
[3:27:10]
um
in an additional spot
[3:27:14]
other than just saying to hire a clerk i
don't know i would like to get an answer
[3:27:19]
to that
is that sufficient just to say
[3:27:22]
to hire a clerk um
should it should it be created
[3:27:27]
you know in a section in and of its own
self
[3:27:31]
and i don't think that's something that
could necessarily be answered now
[3:27:37]
it doesn't need to be
bring the solution
[3:27:44]
okay so commissioners um are we or are
we
[3:27:48]
ready to do this i just have a question
if you're going to hire a clerk what
[3:27:53]
kind of
salary are you thinking
[3:27:57]
well uh later in the agenda i'm
requesting to put on uh
[3:28:02]
an rfp for our compensation study so
they would
[3:28:05]
advise us on what is comparable for a
similar size and
[3:28:14]
it would be
basically it would be the position that
[3:28:18]
karen where karen says correct yes she
was hired as clear
[3:28:26]
[Music]
it's just our charters
[3:28:30]
to have a slurk in there to have the
administrative supervisor well we used
[3:28:34]
to have a court a million years ago
[3:28:43]
[Laughter]
[3:28:50]
i mean it may be proper to remove that
responsibility from 3.04 but that's not
[3:28:54]
where we would create
the
[3:28:57]
the position
so just we would strike it strike gene
[3:29:00]
get out of there but we're going to have
to put it maybe
[3:29:05]
do we need to establish it in the
charter
[3:29:07]
do we even need to have it because like
we don't establish
[3:29:10]
i mean that's something to think about
do we have to have it in our charter so
[3:29:14]
we have to have the actual clerk and our
charter
[3:29:17]
and that's something you know um keep in
mind too bobby that uh lacto right now
[3:29:21]
is going through a charter revision
very extensive charter division so and
[3:29:26]
they he has a clerk and i think he has
an assistant clerk
[3:29:30]
um they're establishing
i'm not sure
[3:29:40]
[Music]
yeah i'm just thinking that
[3:29:45]
it's a very responsible position it's
the custodian of the public records and
[3:29:51]
sealed
and i'm guessing
[3:29:53]
that
this person needs to be specifically
[3:29:56]
designated i'm just guessing well bobby
if you'll look into that for us
[3:30:03]
the only problem is
[3:30:06]
there's not enough time
if i come back with an answer at the
[3:30:10]
next meeting you need to come back with
ordinances at the next meeting yeah we
[3:30:14]
need to have ordinances at the next
meeting so your decision should be in an
[3:30:17]
ordinance
[3:30:26]
they don't have to be long ordinances
they'll
[3:30:29]
yeah very short
but i think that's i think bobby that
[3:30:34]
would to me would be because we're
dealing with a time with a time issue
[3:30:39]
um
that if we did that at the july meeting
[3:30:42]
and then we set the second
a special meeting in july and then we
[3:30:46]
could get on to
charles um
[3:30:49]
at that time
mr over to the proper language
[3:30:54]
what time or what time
what when
[3:31:09]
we're gonna have to be
at least 10 days
[3:31:14]
10 days
but you can also go ahead and you can
[3:31:18]
can you pre-advertise no you have to
have the fun
[3:31:22]
but if we do it on the 14th and you
advertise
[3:31:26]
we have to get it to charles at some
point from noon on that monday until
[3:31:32]
noon on that friday
that first week of august yes
[3:31:37]
so
just to give y'all a couple of extra
[3:31:40]
days if we need it so if we if i
advertise it on the 15th we'll send it
[3:31:44]
to the page you can have it yeah we can
send it to the paper on the 15th and
[3:31:48]
then 10 days later so you can have it on
july 25th
[3:32:03]
when's the 15th on friday so it would
run on it
[3:32:09]
okay
it would be best if you if you could get
[3:32:12]
it on saturday and then we would have to
meet on the 26th of july that's a
[3:32:17]
tuesday either that monday or tuesday
the 25th of the 26th probably the 26th
[3:32:21]
of july
because of the four mainstream
[3:32:24]
conferences okay
[Music]
[3:32:28]
so we could put that down against
commissioner
[3:32:31]
um
on the second page
[3:32:33]
do we really need the change in 6.05
about the qualifying period because
[3:32:40]
qualifying is usually
[3:32:43]
yes
that's what bobby has they've spoken to
[3:32:47]
as far as you can open it up
bobby do you want to and they also need
[3:32:52]
some clear we need clarification there
as well right hey i think we at least
[3:32:57]
put in there that it does not include
[Music]
[3:33:00]
that
you have to have a cutoff date that's
[3:33:04]
the one
charles did say that you have to have
[3:33:06]
that cutoff date which would be
that august
[3:33:10]
um
i mean not that friday at noon
[3:33:14]
so you wouldn't have that as a cutoff
day
[3:33:17]
like this this is qualifying for the
ballot and
[3:33:20]
my understanding is most local
governments have just a set
[3:33:24]
time
that you qualify for that
[3:33:28]
it's got a beginning
that was not my understanding but we
[3:33:33]
were
mr overture told us that we were the
[3:33:36]
only ones that had another beginning
black doesn't interfere with it
[3:34:07]
[Music]
[3:34:10]
i'm still recommending the 5000
[3:34:23]
okay
[3:34:29]
so let's can we get a motion please
somebody
[3:34:33]
please somebody
[3:34:36]
if none we'll hand it over to him
commissioner banks i'm gonna make a
[3:34:39]
motion get a motion
[Laughter]
[3:35:05]
[Music]
[3:35:18]
[Music]
[3:35:22]
oh
[3:35:29]
workshop as well as the budget workshops
and i've sent a poll a list of dates i'm
[3:35:35]
recommending 2 o'clock in the afternoon
[3:35:42]
[Music]
[3:35:50]
well um i did receive a schedule uh come
out from a couple of commissioners it
[3:35:55]
looks like the earliest will be july 5th
is everyone available july 5th no i said
[3:36:01]
they ended up july 4th
i sent you something that said i am
[3:36:06]
[Laughter]
[3:36:18]
july 6th is it wednesday yeah 2 o'clock
um
[3:36:23]
yes
[3:36:27]
what workshop is that it'll be the
general phone
[3:36:29]
okay
um
[3:36:35]
[Music]
[3:36:39]
um it occurred to me when i looked at
the layout
[3:36:42]
could we possibly
uh
[3:36:45]
do general fund and then do i think you
i'm trying to find my copy of your memo
[3:36:51]
could we do the cra and better place
plan with the utility departments
[3:36:58]
those adults
those are fairly short sections of the
[3:37:02]
budget well the enterprise funds
particularly gas and water we're going
[3:37:06]
to talk about rates yeah and whether we
need to increase our rates i think that
[3:37:10]
may go on for a while
[3:37:14]
but i mean there should that should be a
pretty cut right i mean they should have
[3:37:18]
a proposal
i mean
[3:37:20]
we did gas rates right
we raised the base rate okay um
[3:37:25]
gas prices have gone through the roof
we've already reached
[3:37:32]
what we raised was more the
administrative service fees for the
[3:37:35]
guests by then we'll have a projection
of how we made out this year i'm
[3:37:38]
optimistic
i'm comfortable with how many him having
[3:37:45]
[Music]
[3:37:54]
um
the seven will be two days in a row if
[3:37:57]
you're okay with that
yeah because we have three workshops
[3:38:00]
okay it was my understandings
you said that you wanted to get the
[3:38:05]
published version of the budget out by
wednesday the 8th
[3:38:11]
well that's just the the um
i think you're packing out a week ahead
[3:38:15]
of the 14 we have to set the tentative
millage rate on the 14th
[3:38:20]
okay so it will be helpful if we would
be helpful if we pack them in
[3:38:24]
[Music]
the 7th and 12th
[3:38:28]
okay we may make changes you know when
we talk about it on the commission
[3:38:32]
meeting but
we're just doing the best we can at two
[3:38:34]
o'clock on all of those days into the
seventh or two o'clock from enterprise
[3:38:39]
funds and the 12th would be the better
place in cnn okay now we're doing one on
[3:38:44]
the six right one on the six six is
general seven
[3:38:48]
seventh is enterprise funds
and the twelve
[3:39:15]
okay june 15th was not available
correct
[3:39:19]
we didn't have all of you on the 15th so
uh oh okay because i said i could do the
[3:39:24]
15th we're done by two but i can't stay
out
[3:39:28]
okay but other people are not available
commissioner i know commissioner burton
[3:39:34]
you won't be available i would imagine
you won't be able to
[3:39:37]
i don't think i will leave
[3:39:49]
no i will not be um
over the tree the tree
[3:39:54]
workshop
tree plan on the 19th or 20th or 21st
[3:39:58]
that'd be another week
no well
[3:40:02]
um
so we don't have
[3:40:06]
what i don't know what about the are we
going to do it in the evening or can we
[3:40:10]
do it during the day
can we not do it on the 14th we have a
[3:40:14]
commission meeting that day
just this makes a long day i don't know
[3:40:18]
you know what but i mean how long will
that take
[3:40:22]
it's like
[3:40:26]
the regular meeting is on the 21st of
july if you're going into july the
[3:40:30]
regular meetings on the 21st of july at
one o'clock
[3:40:34]
okay but wouldn't that be nice to get it
done before the regular meeting on the
[3:40:38]
14th so that if we wanted to pass
something we could do it what about the
[3:40:42]
19th
is available
[3:40:46]
but that's not before before
i'm sorry
[3:40:50]
and you're going to have to make sure it
works with their schedule too right well
[3:40:53]
maybe the 14th we have to advertise it
10 days
[3:40:56]
do you think we could get it done do you
think that like if we did it on the 12th
[3:41:00]
do you think we could get it i mean how
long do you anticipate that's going to
[3:41:04]
take an hour
yeah yeah it's not that long could we
[3:41:08]
start it at noon on
on the on the 12th before the budget
[3:41:12]
workshop step two and you bring
sandwiches that's up to you all we could
[3:41:17]
make a working lunch
yeah yeah i mean
[3:41:22]
i'm just trying not to for us to kind of
if we have to cram some of these in we
[3:41:26]
got a lot that we have to do
and not have to be here you know
[3:41:30]
everybody would have to be here every
single day all right okay we can provide
[3:41:34]
lunch on the 12th and then we'll make it
a working lunch with the truth okay
[3:41:39]
or bring your own july
[3:41:51]
okay
what else do we have charles what other
[3:41:53]
dates do we need to go over that's those
are the work zones okay so i think we
[3:41:57]
need them also we need to
recommend moving the august commission
[3:42:01]
meeting
two days earlier to tuesday the night
[3:42:04]
because florida league of cities always
falls on your august meeting
[3:42:08]
last year
[3:42:18]
[Music]
[3:42:23]
do we have a second second
i have here
[3:42:27]
yes
[Music]
[3:42:35]
i can see that's probably an
interlocking meeting
[3:42:46]
yeah yes ma'am
what about my weekend charles
[3:43:05]
the first week
uh the two the second fourth august
[3:43:09]
second second
the day after the first i won't be home
[3:43:14]
that week
okay
[3:43:16]
[Music]
[3:43:31]
yeah right and even in charge of
handling it don't think people call you
[3:43:36]
why don't you just take all these stuff
so you know we i mean honestly does it
[3:43:41]
do
do we have that ability to take august
[3:43:44]
off
we got a lot going
[3:43:46]
on oh dude really charles says no
[3:43:52]
i could fill it up but let me say this
we don't have to have
[3:43:57]
bobby think about this we've got just
that that's about 11th and 12th we could
[3:44:02]
move the commission meeting to the
following week
[3:44:06]
that's something to think about do you
have anything on the 16th or the 18th of
[3:44:10]
the following week
planning and zoning will be 18. yeah
[3:44:22]
we can move it to the 16th
okay so
[3:44:27]
two sets of 16.
[3:44:32]
[Music]
[3:44:42]
right well we're asking about the 16th
planning and zoning is only 18.
[3:44:46]
okay we would have our commission
meeting on the 16th
[3:44:50]
hi okay so now what about bobby on 16.
no i'm good
[3:44:55]
the second tuesday is privacy okay
because tuesday night is dinner night
[3:45:01]
too commissioner devito are you
available
[3:45:04]
i actually don't know
um
[3:45:07]
i did i
i covered the period that your dates
[3:45:11]
covered i don't well you'll be coming
out of broward so that
[3:45:16]
honestly florida league is through the
13th if you wanted to have it on the
[3:45:20]
night
and i'm not trying to be
[3:45:23]
their meeting will be done before any
business before
[3:45:27]
they're done i've never been there more
than an hour okay so i could be here by
[3:45:31]
seven o'clock
most likely if you wanted to have let's
[3:45:34]
do that that first hour tonight was all
presentations yeah okay so let's let's
[3:45:39]
go back to the night let's go back to
them okay
[3:45:42]
do you want to
did she make the motion didn't you make
[3:45:44]
the motion commissioner
okay so we've gone around the night
[3:45:48]
together
i did make a motion for august night yes
[3:46:02]
[Music]
[3:46:06]
all in favor say aye hi
okay the ninth has it
[3:46:13]
we don't have to date we have to vote on
those special meetings also for the i
[3:46:18]
mean for the workshop so we have to vote
on that i think i have a consensus i'll
[3:46:21]
be having a schedule
okay
[3:46:26]
okay that's 6 7 12.
[3:46:30]
yes sir july 6 7 12th of july
[3:46:37]
okay
all right so mayor i have one question
[3:46:40]
about the budget workshop tim
um charles i had asked you what asked my
[3:46:46]
commission
and you i think you said bobby will work
[3:46:50]
on this about
replacing the county fire tax that we
[3:46:55]
eliminated with the tax of our own
to basically replace those funds
[3:47:02]
whether we talked about the fire tax
would we not cover that at one of these
[3:47:07]
meetings on the 6th 7th or 12th we'll
talk about the fire department on the
[3:47:11]
6th so that will come up at that time
we'll see how much he's requesting
[3:47:15]
and then obviously if we want to fund
that through a fire fee partially
[3:47:20]
he's asking for his volunteer incentive
program again and so forth
[3:47:24]
i mean we're
perpetually underfunded in the fire
[3:47:27]
department i'm just saying i don't
know is there enough time at this point
[3:47:34]
um
they'll have to be
[3:47:37]
so if you wanna the discussion is let's
let's do our own fire feed and
[3:47:43]
bring you
um let's see if that's almost six we'd
[3:47:47]
have time to advertise it
as an item on the july
[3:47:51]
agenda
i mean that has to be a whole separate
[3:47:54]
ordinance i don't know if there's any
extra advertising that you have to do
[3:47:59]
it's come but anyway so you're saying
the six that's what we will be talking
[3:48:03]
about fire department donald know all
about that they went through that black
[3:48:07]
and just before i left they got the fee
okay
[3:48:11]
okay do we have to vote on the workshops
we don't have to vote on the workshops
[3:48:14]
we've just agreed to i don't think it'll
thank you okay we just agreed to it
[3:48:17]
let's move on can we move on to the
authorization for compensation study rfp
[3:48:22]
yeah this was uh it's in the budget
amendment mid-year and uh since it's
[3:48:25]
over a thousand dollars i need your
approval to put it out to bid
[3:48:31]
i assume
[3:48:33]
okay we have a motion in a second do we
have any discussion
[3:48:40]
all in
[3:48:48]
[Music]
[3:49:08]
i need to close out though
i need to close that out okay so i'm
[3:49:12]
going to close out our general meeting
or for right this moment and i'm going
[3:49:16]
to open up the cra
so this item i'm going to stand over
[3:49:20]
here
[3:49:22]
is
[3:49:36]
which would be a month-long
uh series of events the folks that put
[3:49:40]
on events could keep their event and
have their logos and do it their way
[3:49:44]
uh we sort of have an umbrella event
that first weekend we kick it off we
[3:49:49]
turn on the lights
maybe the second week in the partnership
[3:49:52]
we do a christmas stroll or a window
decorating contest or something else on
[3:49:56]
the third weekend
and we encourage all of our residents to
[3:50:00]
light up their homes and light up their
businesses and just make it a big
[3:50:04]
celebration and what i want to show you
is kind of
[3:50:07]
aspirational video i know this went
outside of this community winter garden
[3:50:12]
and this was this would be something
down the road but it's it's very
[3:50:16]
aspirational and inspirational
and it does have some of the elements i
[3:50:20]
want to talk about lighting up our
minions
[3:50:22]
we have had so much positive feedback
[3:50:42]
nice
[3:50:48]
year i'll ask for a treat
[Music]
[3:50:57]
so when it flies look at the green the
green median see the green yeah
[3:51:02]
that's what i want to do on us 17 in the
middle
[3:51:27]
[Music]
[3:51:59]
is
[3:52:03]
[Music]
[3:52:13]
[Music]
[3:52:25]
so that was kind of um
[3:52:50]
hardware
on
[3:52:53]
400 green net lights and 400 strands of
100 white lights good idea
[3:52:58]
comes in about eight or nine thousand
dollars
[3:53:01]
uh what i'm asking for tonight is a kind
of not to exceed twenty thousand dollars
[3:53:06]
because what we'll need to do is um
[Music]
[3:53:10]
run some figure out electrical for the
park the front half of the park the
[3:53:14]
smaller trees are run on the ground on
the web of electrical outlets to each
[3:53:19]
tree
uh the
[3:53:21]
lift rental and so forth so these costs
will come in
[3:53:25]
much less than that but i don't want to
keep coming back and hold off until i
[3:53:29]
come get approval
you can see
[3:53:32]
this the first column is what the
adopted budget is
[3:53:35]
of all of our sort of programming um
the improvements we have 100 000 we have
[3:53:40]
86 000 left
the grant shows we have 78 000 we've
[3:53:45]
actually committed
um probably half of that so my intention
[3:53:50]
would be to move money from improvements
down to um you see we've got a little
[3:53:54]
bit over on our festivals and special
events
[3:53:57]
to
move that money down to that part so we
[3:54:00]
can buy the lights and
do this and this is really a multi-year
[3:54:05]
investment because we'll save all this
stuff this material
[3:54:08]
and squirrel away for next year and i'll
come back to you for a treat i'm going
[3:54:12]
in here uh we'll have a tree and every
year we'll add something more we'll just
[3:54:16]
keep growing this thing taking care of
what we buy
[3:54:19]
um so that we can eventually have this
huge to me a christmas celebration the
[3:54:23]
lights is such an easy easy tangible um
wonderful thing it's like fireworks
[3:54:30]
those two things people just come out
from fireworks and christmas lights
[3:54:35]
and then we just encourage our residents
we can even create a
[3:54:40]
residential award for somebody just goes
crazy in their yard a commercial award
[3:54:45]
and just really encourage um and so we
need to start all this now
[3:54:50]
uh because i've got to order the
everything in advance and i got to
[3:54:53]
design the electrical system
so you need a motion for us to prove for
[3:54:57]
you up to twenty thousand dollars yes i
would like a budget for this project uh
[3:55:02]
not to exceed twenty thousand dollars to
come back to you obviously
[3:55:06]
so
we have a motion second and a second do
[3:55:10]
we have any discussion
um
[3:55:13]
yes yeah i just wanted to share um
this is a lot and
[3:55:18]
just based on
um
[3:55:21]
what i've seen with the improvement on
central avenue even we had the grant
[3:55:25]
program
and we worked on two buildings there and
[3:55:29]
it's made a big difference
we don't have that big of a cra budget
[3:55:34]
we have other historic buildings right
on central avenue that are crumbling
[3:55:39]
we've got the blue moon lodge that needs
the roof and quite frankly
[3:55:43]
those two african-american churches
need some serious help soon
[3:55:53]
to me there would be more lasting and
there's a much greater need i mean we
[3:55:58]
can have lights
but
[3:56:00]
if our buildings are crumbling
um
[3:56:04]
i would rather see us
use those funds on the buildings and as
[3:56:08]
well
part of our cra plan is ecotourism
[3:56:14]
and i hate to say this but
lighting is one of the recommendations
[3:56:20]
actually i was reading on the back
conservancy today because we don't plan
[3:56:24]
to go on saturday
um
[3:56:28]
fpl and everyone else are trying to
reduce the amount of lighting we're not
[3:56:34]
an urban area
we're
[3:56:38]
we're an area that's talking about
ecotourism we're very very small
[3:56:42]
um
that degree of light is not necessarily
[3:56:47]
on the medians but lighting up the park
which is a residential area
[3:56:52]
um
cuts the other way for ecotourism
[3:56:56]
so i'm i just i think this needs a
little more
[3:57:02]
massaging about how we would do it
and i hate to spend money on lights on
[3:57:07]
17
when our building infrastructure
[3:57:12]
is
really needing help
[3:57:15]
well i i feel i understand what you're
saying i feel after these we finish our
[3:57:19]
current grants open grants and this
expenditure if i were to spend it all we
[3:57:23]
still have 100 000
for programming and then next year we
[3:57:28]
get
kind of replenished
[3:57:31]
in all three cra so um i feel that it's
a good investment and i don't think i'll
[3:57:36]
spend all that money but i think it's
um it'll just keep us moving forward
[3:57:41]
and then
we still have money for the grads can i
[3:57:44]
ask you a question or this year
yes yeah can i ask you a question yes
[3:57:49]
can we take it out a better place can we
take the 20 000 a better place
[3:57:58]
let's look at better clubs
we still have funds in better place we
[3:58:02]
have quite a bit of funds in better
place and
[3:58:05]
oh yeah we have almost three hundred
thousand dollars
[3:58:08]
so if she's concerned about that with
the cra um
[3:58:12]
do you
is that something that we could do is do
[3:58:15]
this on this out of a better place
i think it could if it's not a disposal
[3:58:22]
do you have a concern with that when you
say disposable kind of disposables well
[3:58:27]
we're not going to throw them away at
the end anymore
[3:58:31]
so yeah it would be an installation i
mean in the city it would be i mean it
[3:58:35]
would be an insulation here in the city
i'm just i'm just throwing that out
[3:58:40]
there
but
[3:58:44]
um but right now we have a motion
and i have a second to come out of the
[3:58:48]
cra funds
so we need to address that right now so
[3:58:52]
if you're not going to discussions
[Music]
[3:58:56]
i'll look into it if it's possible i'll
come back to you with that
[3:58:58]
recommendation um so we may as well take
it off the table tonight
[3:59:04]
there you go
now except for the fact you need to you
[3:59:07]
know he needs he wants to order the
lives
[3:59:10]
can we make
can we do an approval of proving you
[3:59:15]
twenty thousand dollars and then leave
it up to charles the best place to take
[3:59:19]
that money out of
then we do a motion
[3:59:23]
don't we have to be that specific
[3:59:27]
[Music]
[3:59:42]
[Music]
[3:59:52]
i resent my motion for the twenty
thousand dollars
[3:59:57]
for the from the
cra
[4:00:01]
and make a new motion
for the possibility up to twenty
[4:00:06]
thousand dollars from the better of the
place
[4:00:10]
right
for the park
[4:00:14]
correct
for the lighting for the lighting
[4:00:19]
in the medians within the
cra okay
[4:00:22]
are you good with that are you good with
that charles
[4:00:25]
okay bobby you good with that okay we
have a motion do we have a second
[4:00:29]
second okay all in favor say aye all
right
[4:00:33]
call opposed nay
[4:00:46]
[Music]
uh you want to go for the banner
[4:00:51]
oh yes the banner
this is that they're working with a
[4:00:55]
banner company um and we're not ready to
order them but because of the
[4:00:59]
they don't get approval now
i want to get the banners for us 17 or
[4:01:03]
sunrise sunset that everyone likes so
much
[4:01:06]
um costs in there that's for
60 banners i think if it's actually less
[4:01:12]
once they figure out the number of
brackets
[4:01:36]
everybody that has seen those that is
the one thing that they have been the
[4:01:41]
most
[4:01:44]
important and they choose to see those
uh do we need a motion yes
[4:01:49]
um i mean we approved the recommended
funds for the purchase of the sunrise
[4:01:53]
sunset
okay we have a motion second any other
[4:01:57]
discussion
[4:02:04]
and then very quickly i just want to
show you um we talked a little bit about
[4:02:07]
the
replacing the grass with brick last time
[4:02:12]
and it only wasn't clear everyone that's
what the attention was so i'm bringing i
[4:02:16]
want to show you and maybe a couple days
you haven't seen
[4:02:19]
of the improvements downtown this was
this building has been cleaned as you
[4:02:23]
this is not actually a photo this is a
photoshop but it has been pressure
[4:02:26]
washed and the broken glass has been
repaired new awnings are coming the
[4:02:31]
barber shop has been repaired we don't
have the um outer awning on there yet
[4:02:36]
but the
cover has been repaired so this shows
[4:02:39]
it's built out
as you can see in this area you really
[4:02:43]
feel like the public's place ends at the
edge of the sidewalk so if you were to
[4:02:46]
step off quickly and you're healed or
something you're off in the grass and
[4:02:49]
then
there's sprinklers there and again and
[4:02:52]
so forth so this extends that all the
way out so there's for benches and
[4:02:56]
public art and so far
[4:03:00]
this is the other project we're working
on
[4:03:02]
um where again you take that space
this this
[4:03:07]
part here
this is not part of the project it's
[4:03:12]
actually the ownership of this building
over here
[4:03:14]
um but you give me the point is this
coming in at the engine
[4:03:19]
the palm trees are getting into the
power lines they look shredded up there
[4:03:23]
to notice
to replace those probably
[4:03:27]
trees be more attractive
uh this
[4:03:30]
this was only looked at purchasing this
law and they wanted just many times to
[4:03:34]
get great value so we let them go
there's still a possibility
[4:03:38]
again extending the public space
um
[4:03:42]
this is actually on 17 i just want to
show you these renderings that verified
[4:03:45]
showed you
uh
[4:03:47]
to add a
meanwall so you create a lively
[4:03:51]
aliveness i'm very interested in
participating we're going to work on
[4:03:54]
giving them some estimates for that
[4:03:59]
you're taking out the parts
yes
[4:04:04]
yes it would be approved today by grp
and we would do a parking agreement with
[4:04:09]
them for our lot their customers use our
lot we would just formalize that group
[4:04:13]
that they need they meet our code with
the use of our lot
[4:04:18]
this is another bill this one actually
has been painted since this photo yeah
[4:04:22]
it looks much better this is if they
were to restore
[4:04:26]
the windows again it's got a
maroon our deep red awning and door
[4:04:30]
what's going in there now
[4:04:40]
so this is improving again this this
space here
[4:04:44]
we're looking at um breaking that's all
crushed uh concrete right now actually
[4:04:48]
breaking that so that potentially it
could become a public space where
[4:04:53]
a tenant might have this
there were multiple tenants in that
[4:04:56]
building it's a pretty good size
building
[4:04:58]
uh used to be a multi team it's built as
a multi-tenant building on a low-known
[4:05:02]
solutions worker
this is just some some assad rumors uh
[4:05:07]
t-city music
uh in the vacant building if you were to
[4:05:11]
just some simple
massage work including the sign up above
[4:05:15]
music
over here creating again a public space
[4:05:18]
and
even a food truck spot
[4:05:21]
this says food hall on there you can't
see the city hall
[4:05:24]
just as an idea it's a big space
this building was we were going to go
[4:05:29]
purchase it and then call to make the
offer it was already under contract
[4:05:34]
but these are some improvements that
could happen to that building
[4:05:37]
various colors this shows adding a door
back here for a brewery i think it could
[4:05:42]
be a retailer in the front
um different colors and then again
[4:05:46]
creating gathering place bringing public
space that's also non-performing parking
[4:05:52]
where you actually stick out in the road
when you park there
[4:05:56]
that shows the potential
[4:06:00]
this one was done more recently uh
beautiful building i think really one of
[4:06:04]
our treasures
uh but just um
[4:06:07]
facade work it really just needs the
roof is good it needs a little work up
[4:06:10]
here to the ease
and painting and then this is part of
[4:06:14]
the same property it could be a great
space
[4:06:17]
for public gathering and living really
lighting up the area
[4:06:20]
and this would show the flight was from
training instead of those little palm
[4:06:23]
trees
you can see
[4:06:33]
this is what's in the redevelopment plan
is yellow brick which i don't like
[4:06:37]
it has a grass strip here which would be
difficult to maintain
[4:06:41]
and you can see down here this is it
shows red brick down here
[4:06:46]
but these are looking at red brick
plant clusters
[4:06:51]
this actually this manufacturer took
this picture in richmond it's actually
[4:06:54]
crescent gardens
the company that sells those i thought
[4:06:58]
it was interesting great myrtle trees
hanging baskets
[4:07:02]
the corners actually creates a little
triangle bed
[4:07:05]
could be beautiful flower beds
banners and benches on central avenue so
[4:07:09]
great central really is a nice
attractive strolling place
[4:07:15]
we start on the poles tomorrow let's go
back to this
[4:07:20]
working
[4:07:24]
[Music]
[4:07:29]
improvements for the old post office
building
[4:07:33]
the italianate building all right
um yeah i yes i have heard from
[4:07:39]
knowledgeable persons that that building
may need structural assistance
[4:07:44]
that i mean that would be a potential
one for grants to make sure that it's in
[4:07:48]
good condition
[4:07:51]
well that
that's a big issue
[4:07:54]
and the other one is everybody in the
world i don't know um
[4:07:59]
if they've got a buyer yet
but this break house which i think isn't
[4:08:03]
that one of our historic buildings
um
[4:08:07]
everybody who goes by that building and
has any kind of eyesight for it at all
[4:08:12]
is very concerned about the
structure of the spray house so
[4:08:19]
um if we have grant money
for
[4:08:23]
actual
um
[4:08:26]
you know structural
improvements i think those two buildings
[4:08:30]
need attention
not to mention the two churches
[4:08:35]
this one i've actually spoken with
several people that were all excited
[4:08:39]
about lying
and then i never saw them again so
[4:08:42]
they got into the balance of that
building
[4:08:59]
so my question is could offering like
grant assistance
[4:09:04]
and i i do think i think one problem
with our grant program i think that
[4:09:07]
money
needs to be paid back eventually so that
[4:09:11]
you know i think it's more appropriate
for it to revolve in some way
[4:09:15]
but
is it possible that offering a grant
[4:09:18]
would
incentivize the buyer yeah
[4:09:22]
we want to work with them we show them
this okay and they were very interested
[4:09:26]
and i feel like we do get paid back we
you know if you pull a permit then we're
[4:09:30]
going to hear the work done is going to
create a
[4:09:33]
new assessment property
well you have grants and then you have
[4:09:38]
you have
grants that are just given to you and
[4:09:40]
you don't think
[Music]
[4:09:45]
there's all kinds of different brands
out there but grants really are not easy
[4:09:49]
to come by i mean they only have so much
money i'm saying our grant program the
[4:09:54]
one we gave to scott king and the other
buildings that we gave that money with
[4:09:58]
no strings whatsoever
well there's a payback provision if he
[4:10:02]
were to
to change it paint over it or remove the
[4:10:05]
awning
but no we that we're saving the building
[4:10:09]
same thing here i recommend we've got to
save that building yeah so we may come
[4:10:13]
back to you and say
we recommend a grant to termite you know
[4:10:16]
detented example i mean there's a lot
and if it's a big amount somebody
[4:10:21]
asked me
[Music]
[4:10:31]
and i'm glad to know that you are
actively trying to entice a buyer
[4:10:36]
absolutely okay and i just need the same
thing applies to this brake house
[4:10:39]
because it's got you know
it needs help well christina
[4:10:45]
deals with
potential buyers
[4:10:48]
all the time they're she's constantly
been uh
[4:10:56]
i mean that's that's just i mean i just
know that with her with what she's been
[4:10:59]
doing she's been she's been dealing with
a lot of people okay and and
[4:11:04]
somebody reached out to me with the one
gentleman that was looking at buying the
[4:11:07]
sprague house he even reached out to me
um
[4:11:10]
and
i don't know
[4:11:12]
and he kind of disappeared he's a lot of
money a lot of money he was looking at
[4:11:16]
1500
[Music]
[4:11:18]
in there yeah and um
you know so
[4:11:22]
uh these buyers are coming to the city
they're talking to charles and christina
[4:11:27]
um constantly but just getting them to
pull the trigger is a whole nother it's
[4:11:32]
a whole other
[4:11:35]
yes
okay we have your report has everybody
[4:11:38]
had a chance to go to charleston
oh i need to close out this year thank
[4:11:42]
you gary for keeping us on track
closing out the cra and opening back up
[4:11:47]
our commission meeting
i just wanted to note uh city hall be
[4:11:51]
closed on the 20th
um
[4:11:57]
okay
[4:12:00]
um you have his report in front of you
if anybody have any questions
[4:12:06]
um i have a question about two things i
did not see in the report um
[4:12:11]
one is
what is the status after a workshop
[4:12:19]
uh well
we're hoping today was that today
[4:12:24]
our roofer's going to look at it we're
still waiting on a bid a price
[4:12:28]
the challenge of getting someone over
there willing to go there and look at it
[4:12:31]
so
i think that may have happened yesterday
[4:12:34]
or today so we're hoping to get a price
because you did very well with central
[4:12:37]
avenue so um yeah okay there's that and
then what is the
[4:12:42]
status as far as meetings or whatever
um with our waste closed contracts
[4:12:49]
we're still waiting for their uh
draft the proposal
[4:12:54]
they were putting one together
and daniel reached out to me um actually
[4:12:58]
the other day when i had that
conversation with him about the property
[4:13:01]
at the end of central um he said that
they just about had it all ready to come
[4:13:06]
to you to bring you so soon
are we going to get options or are they
[4:13:11]
just going to give us the total option
um i'll do it when i see it
[4:13:21]
[Music]
[4:13:31]
where are they gonna start on your
little yellow house oh
[4:13:34]
i don't know
okay
[4:13:38]
that's been
[4:13:56]
[Music]
[4:14:06]
i've never really dealt with him i
thought i would deal with um
[4:14:14]
there was that article about trail towns
and there were two bicycle features
[4:14:18]
i think it was just
and i thought i had no idea
[4:14:24]
okay is everybody good with um charles
is no more comments on charles city
[4:14:28]
management report
if not i'm going to go ahead and open it
[4:14:31]
up for commission comments do you have
any comments i'll start with you
[4:14:44]
sure thank you
[Music]
[4:14:46]
um i would just like to make everyone
aware that
[4:14:52]
a very large part of a tree came down
across our driveway while far
[4:14:58]
out of town
it covered
[4:15:01]
all of main street it would have killed
anybody who'd been underneath it
[4:15:06]
as well a very large branch came down
from a heritage oak
[4:15:11]
before that
in evil eyes park
[4:15:14]
so
i cannot emphasize to y'all enough
[4:15:19]
the report and the recommendations that
advanced tree care did for the heritage
[4:15:23]
oaks
over in the park
[4:15:26]
that came in in 2019
in april it's been over three years we
[4:15:31]
haven't done anything
the concerns focused around the soil
[4:15:37]
compaction
that is basically
[4:15:41]
damaging the roots to the point where
it's going to damage the tree
[4:15:45]
i think we need to give this some
attention
[4:15:47]
before we lose the trees
and haven't forbid
[4:15:53]
someone
that's underneath when that happens
[4:15:57]
so it's a serious issue
i mean more than one person that's been
[4:16:02]
killed right out there in main street
that was um probably a couple tons of
[4:16:07]
trees and i'll share with you all the
photos
[4:16:10]
was it retreat was it one of our treats
it's a city tree
[4:16:18]
taken down from that tree that was over
our driveway a couple of years ago
[4:16:23]
and um
i mean it's i think it was one of the
[4:16:26]
ones damaged in hurricane
but anyway this report you all have it
[4:16:31]
from advanced streetcare
i really think we need to take this
[4:16:34]
seriously because it applies
to quite a number of city trees and
[4:16:39]
we can save our trees and save money
so
[4:16:44]
that i just want to share that with
y'all
[4:16:48]
thank you
is that it
[4:16:51]
um i do want to make a clarification of
commissioners you've all received
[4:16:55]
something in the mail
from a concerned citizen you mean the
[4:17:01]
anonymous letter the anonymous letter
right and so i mean i hope if you if any
[4:17:05]
of you had that concern um that you
would come to me about it
[4:17:10]
is absolutely
absolutely false and um
[4:17:15]
i think that it just
i i don't understand why people are not
[4:17:21]
willing to stand behind
these letters with their names and come
[4:17:26]
to us rather than try to spread these
type of rumors but i just struggled and
[4:17:31]
especially for you commissioner banks i
just wanted you to know that in no way
[4:17:36]
we are just about to celebrate our 35th
wedding anniversary we've been together
[4:17:39]
almost 39 years
and he's stuck with me whether he wants
[4:17:43]
to
[4:17:46]
so
so with that
[4:17:50]
that's all i want to say
and then we can't talk about it except
[4:17:53]
for the fact i
in public i just
[4:17:56]
any time with these people um anybody
listening that if you have these
[4:18:01]
concerns
please by all means reach out to us
[4:18:04]
don't do it anonymously um i think it's
a lot of things out there on facebook
[4:18:09]
that's really ugly and and they do it
anonymously and
[4:18:14]
stand behind your words you know say it
so that's all i gotta say
[4:18:18]
and with that going to get a motion to
close yes i just want to say one thing
[4:18:21]
um
actually that was a very ugly letter it
[4:18:24]
had nothing to do with city business
it was just ugly
[4:18:28]
um
so people shouldn't even try that stuff
[4:18:33]
i don't think you've heard about this
from any of us
[4:18:35]
um and you know if there's a concern
about finances or some actual issue
[4:18:41]
you know fine go to the city manager but
yeah just be ugly and i'm sorry that
[4:18:45]
happened and if you just want to hurt me
that's okay i can take it but don't hurt
[4:18:49]
other people trying to get out exactly
that was true
[4:18:53]
with that said i would need a motion to
close
[4:18:56]
yes
[4:19:11]
so i really think there's three ways
that we could go about it the first one
[4:19:14]
would be just a simple leak
where
[4:19:17]
there would not be an option to buy uh
it could just be for a turn of years one
[4:19:21]
year five years something like that
where we retained ownership of it
[4:19:25]
um but they used it
or we could have an instance where there
[4:19:29]
was a leash safe for like three years
with an option to buy for a dollar at
[4:19:33]
the end of three years if we were
satisfied with the improvements they
[4:19:37]
made and all that stuff or obviously
there's the option to go ahead and beat
[4:19:41]
it over to them i wouldn't just caution
that we not do anything
[4:19:46]
as far as transferring
it ownership until they have their 501
[4:19:53]
because
they're immediately going to take on a
[4:19:56]
almost thousand dollar a year tax
consequence they're gonna take a lot of
[4:19:59]
financial burden that's the only caution
that i would have is to just if we're
[4:20:03]
going to need the property over to them
is to not do it until they have their
[4:20:08]
non-profit status they don't take on a
tax liability right away
[4:20:13]
um
but i just brought that up it wasn't on
[4:20:15]
that but if y'all have any questions or
want me to explore any other avenues
[4:20:20]
can we sell that property sell it just
not right
[4:20:26]
just anybody yeah yeah
i need to sell it to them
[4:20:34]
you know
what i mean
[4:20:36]
then they have ownership i mean actually
[Music]
[4:20:48]
you have to have some sort of a dollar
ten dollars
[4:20:52]
you when you do that there has to be a
monitor but it does have some value that
[4:20:57]
the property has some value to see
um it's not ten dollars but
[4:21:03]
um
you know that that just
[4:21:06]
cleaned it up
per se and they own it and then they can
[4:21:10]
then they can do kind of what uh
mr west said ron can go in and do the
[4:21:15]
wiring for him and joe can come in and
do the plumbing
[4:21:20]
but anyway i'm just saying that yeah
i think that's an option
[4:21:24]
i think
three years and then look at it then
[4:21:28]
again at least for three years
freshman year
[4:21:33]
and then bring it back and look at it
again and that takes a lot of depression
[4:21:37]
because they just stopping now
they just start now they're just trying
[4:21:41]
to
really they got good intention and they
[4:21:44]
won't
want the building
[4:21:47]
so if we get three years and you know
then go back and visit and get up into
[4:21:51]
three years
and see where they stand
[4:21:56]
i think that would be a good one
[4:21:59]
i think they will be happy
[4:22:03]
yeah we just want to make sure that we
just don't set them up for failure and
[4:22:06]
that's and and bobby's made a very good
point with that if we turn over
[4:22:10]
ownership right now the financial burden
i mean
[4:22:14]
yeah the insurance the liability
everything else is going to fall into
[4:22:18]
that and so
that just sets them up and that's the
[4:22:22]
last thing we want to do because i think
that yeah the last thing we want is to
[4:22:25]
be back in this
situation well and and to harm them in
[4:22:29]
any way
and the whole point of the workshop was
[4:22:34]
it's
the newman lodge there's
[4:22:37]
it's
a contributing structure and there's a
[4:22:40]
lot of history there so the hope
was to have a win-win
[4:22:44]
and preserve what is
including commissioner bank's history
[4:22:48]
the town history
um and i think commissioner banks is on
[4:22:52]
the right track to give them
to help them along to
[4:22:56]
you know to make this a process that
will work for everyone but i think he's
[4:23:00]
got a good handle on diane you wanted to
say something you've got you got one
[4:23:04]
minute now would you go ahead
thanks like sarah for chestnut street i
[4:23:09]
don't understand why we're not handling
a lodge the way salmon were handling the
[4:23:14]
little blue house the city owns
the building
[4:23:17]
[Music]
release it from them yeah
[4:23:31]
[Music]
[4:23:44]
[Music]
