[2:48] the first one is regarding human resources manager position i've provided
[2:52] you with a memo that i'll review well-run organizations are capable of
[2:57] candid self-evaluation are committed to continuous improvement the duty of my
[3:00] position is to direct the efficient and productive administration of all city
[3:04] departments to improve operations and workflow streamline procedures become
[3:08] more efficient reduce costs and provide exceptional services
[3:12] to residents having observed the organization and its operations it's my
[3:16] assessment that is necessary to restructure some operations modify job
[3:21] responsibilities or reassign tasks and meet the business needs of the
[3:24] organization and better serve the community
[3:28] one area in need of restructuring human resources manager position the functions
[3:32] of this position can be restructured to better meet our needs
[3:35] typical municipality of our size does not have a dedicated human resources
[3:39] position instead they have an assistant manager position that may have some
[3:43] management level human resources responsibilities
[3:47] with other hr functions spread among other positions
[3:51] so for that reason i feel would better serve the
[3:55] city if we restructured and reassigned some duties and reassigned some of the
[3:59] hr duties that we now have to other individuals therefore no longer needing
[4:04] the position of human resources manager so i would recommend the position be
[4:08] eliminated you have before you donate a ordinance that would eliminate that

[5:04] the other item i have for you is the city center audio visual system proposal
[5:10] we discussed this at the work session last week
[5:14] this past week after that work session i met with
[5:18] low voltage solutions who's here in the audience in the audience tonight along
[5:22] with other staff members at the city center
[5:24] we reviewed their proposal and walked through the facility and identified some
[5:28] changes that we needed to make and based on that we were able to see
[5:34] some cost savings and a result of as a result of that uh
[5:39] the price change so what i gave you in the packet on friday um wasn't the
[5:44] correct proposal at that time because lbs didn't have the final number so i
[5:48] sent that to you today so and you should have been at the dais
[5:53] and that number actually was a little incorrect the actual number for the base
[5:57] system total is 308 930
[6:04] and then there's also an option to uh
[6:08] included the assistant assisted living system
[6:12] assisted listening system sorry for the council chambers
[6:18] so what you have is a revised proposal i'll have uh eric from lvs come up in a
[6:22] moment go through the proposal with you this uh was a proposal it wasn't a uh a
[6:28] formal bidding process so since it was a proposal
[6:32] the council would have to waive competitive bidding so the resolution
[6:35] you have before you tonight waives competitive bidding and just so you know
[6:39] for in order for that to be approved it requires two-thirds vote in order to
[6:44] approve the competitive bidding so with that i'll ask eric
[6:49] to come up with eric silver from low voltage
[6:52] solutions he'll go through the proposal and then
[6:54] answer any questions you may have good evening everyone and thank you very

[7:02] to keep it as basic and rudimentary uh as we possibly

[7:20] facility uh which ironically is right up the road from us uh you're the city of
[7:24] neighbors we are fortunate to be your neighbor literally right up the road
[7:28] from you guys um we will be delivering uh
[7:32] 21st century state of the art fully digital fully commercial
[7:36] fully reputable three-year backed warranty uh manufacturers
[7:42] uh with technology throughout uh a variety of different spaces
[7:46] some of these spaces uh starting with some of the the more basic solutions are
[7:51] going to be uh some information signage uh display
[7:55] monitors uh in certain strategic lobby areas
[7:59] uh consisting of uh pc driven content delivering uh high definition actually
[8:04] ultra high definition content uh to those who will be visiting the new
[8:08] facility uh as part of the
[8:12] facility as well you'll have an executive session
[8:15] uh breakout room where you will have integrated audio
[8:19] ultra high definition displays
[8:24] cameras microphones all to be able to use the
[8:27] latest and greatest uh digital conferencing technologies by zoom
[8:31] teams or any other sort of agnostic conferencing capabilities
[8:37] systems are pretty much set it and leave it
[8:40] we did our best to make sure that any of the smaller conference room or the
[8:44] breakout session technologies that the use case of the
[8:47] technology was consistent throughout most of the facility so
[8:53] um you'll also have the ability to uh just do basic presentations come in and
[8:58] bring bring your laptop bring bring your ipad bring your uh android device
[9:02] connect it right to the uh display be able to you know engage in interactive
[9:07] and uh interacting with each other through uh
[9:10] sharing content that is also consistent of a variety of conference room spaces
[9:16] throughout the facility uh there are one two three four five
[9:21] conference room systems one of which is actually going to be portable within the
[9:24] facility again all very very similar technology
[9:29] very similar use case intuitive control and again incredibly state of the art
[9:35] and uh latest and greatest when you say portable is this the one
[9:39] that's going to have the capability to bring it outside
[9:43] and use it like in the gardens and stuff yes ma'am there is one that is going to
[9:47] be on a mobile cart
[9:49] uh it was originally going to be in room 333 i think which got converted to an
[9:53] office and we have since turned that system
[9:56] that was once integrated now into a portable roll-around system and the
[9:59] information displays are those going to be like televisions that have a rolling
[10:04] scroll on them similar to advertisement but our our information it
[10:10] will have the capability of doing so yes so we are providing the displays
[10:15] all of the back end infrastructure so your network infrastructure which is
[10:19] actually already in place your power and a video connection and then there
[10:23] will be a source device probably a pc provided by it
[10:27] that is going to be able to provide whatever content you guys would like a
[10:31] closed circuit tv yes okay we have those where i work yes ma'am yes okay thank
[10:36] you absolutely is there a distance it has to beat before or otherwise it goes
[10:40] too far you lose it i'm sorry say that again sir you have to be a certain
[10:43] distance from the base in order to take it out there the portable one uh no as
[10:47] long as it has a local uh connection to the uh network and a power jack you're
[10:51] pretty much okay good to go okay so um yeah again the goal to make this
[10:57] technology not overly complicated but something that is certainly going to
[11:01] stand the test of time for you guys um so that was the the overall goal
[11:07] um again that technology is going to be consistent with room 139 which is your
[11:11] uh breakout room and a variety of conference room spaces i do wish to
[11:15] outline though too that the executive session uh room specifically
[11:19] does have a recording element obviously we understand that there's to
[11:23] be uh the the ability to record audio
[11:27] so there will be an audio appliance to record that
[11:30] as well i'm saving the big guy for last so
[11:34] please bear with me there is a
[11:40] community room which is going to be off of your brand new council chambers
[11:44] the community room will again have very very similar conferencing technologies
[11:48] as the other conference rooms but also serve as a overflow room during the
[11:54] council chamber meetings so any content that is being displayed
[11:58] on the displays within the council room chambers and any audio contained they're
[12:03] in will be able to overflow into that executive room so that community
[12:09] room will have will be its own standalone space
[12:11] and augment the city council chambers
[12:15] um i also wanted to point out too that there was one information display area
[12:21] um it's kind of uh inter intermix of uh integration here there is one foyer area
[12:27] i think it's 200 and for maybe we call it information
[12:30] display 200 but that area is also going to be an overflow from the council
[12:36] chambers there will be two speakers and a display
[12:40] that will be able to serve anything that's going on out you know during
[12:43] these meetings out into that area as well so there's
[12:46] another sizable piece of integration that's going to be coming in with that
[12:49] particular informational display just to make you
[12:52] guys aware so um any questions so far again i want
[12:56] to try to keep it high level very basic [Applause]
[13:00] and then i'll move on to the to the big guy for you
[13:06] okay moving into the council chambers which is what we are sitting in right
[13:11] now obviously you're going to be in a brand new facility a room that's going
[13:14] to be about five six times the size of what this is
[13:17] uh right now and you're going to see a lot of differences
[13:21] obviously in front of you you see wired microphones
[13:24] in our instance we have proposed a fully digital
[13:30] wireless solution instead so instead of having these gooseneck microphones in
[13:34] front of you a very very small boundary microphone each with their own unique
[13:39] uh mute button so again serving the exact
[13:43] same function for voice uplift within the space
[13:46] um and it for any sort of far end audio when it's being broadcasted out those
[13:50] microphones are going to be served uh a great purpose
[13:54] um drilling down on that element specifically we chose to go uh
[13:59] wireless in this particular instance because the infrastructure that was
[14:02] needed to wire up individual microphones throughout the
[14:06] uh throughout the new facility would require some pretty extensive
[14:11] gutting of some work that's already been done there's a lot of conduit that was
[14:14] needed so we ended up going uh wireless in this
[14:17] particular instance the good news for you guys it's
[14:21] probably still a pretty substantial cost savings
[14:24] by going wireless in that we're pulling significantly less cable
[14:28] the infrastructure is much less uh in depth
[14:33] uh the use case of the microphones obviously you know
[14:36] very similar still so uh
[14:39] yeah we went with the uh the wireless solution instead of the hardwired
[14:42] goosenecks in this particular instance throughout the facility if you can kind
[14:48] of imagine this space in a much grander scale
[14:52] there's going to be four
[14:55] displays size to 85 inches on either sides of the
[15:00] either side of the room that are going to be able to pull out
[15:04] and pull and swill and swivel and pivot
[15:07] to be able to accommodate both who are sitting that are sitting out here
[15:11] both sitting at the dice on both both sides of the room
[15:15] we've got a uh considerable number of uh speakers within the space too there's
[15:19] going to be plenty of audio covering the
[15:23] public as well as those speaking here uh we
[15:27] didn't want to put any speakers over you guys specifically because we didn't
[15:30] want to introduce any sort of feedback loop
[15:33] within the space itself um you know that that that being said
[15:38] yes i know this room was originally designed to where
[15:42] you know if somebody down there was talking this speaker would be on and and
[15:46] vice versa sure is is that something that
[15:50] can be considered because it's a huge space we might not be able to
[15:53] necessarily hear what's what's going on yeah so what's
[15:56] going to end up happening obviously we're going to be fine-tuning this this
[16:00] system um to kind of put it into perspective in your new
[16:04] council chambers i mean you've got one two three four five maybe five six
[16:08] speakers in this space you're gonna have 16
[16:11] in your new uh facility and it's broken out into two zones one
[16:16] on the left one on the right evenly distributed throughout
[16:19] and the gain and our volume structure that is going to be programmed for this
[16:23] system is going to be more than ample for anybody at the dyas to be able to
[16:28] hear anybody who is speaking from one side of
[16:31] the room to the other if that answers your question sir yeah that's
[16:35] i appreciate that yeah as far as the wireless microphones
[16:39] what what are we talking battery life for those very good question 12 hours on
[16:45] a single battery uh we've also provisioned the necessary
[16:49] charging elements for these microphones so when they're done with the
[16:52] microphones they get placed into a
[16:55] charging station and we have backup batteries for you
[16:59] that are going to be fully charged so 12 hours what do these microphones actually
[17:03] look like and they sit on the on the dais here they will sit on the
[17:07] dies yes sir um if you can kind of imagine a
[17:11] computer mouse if you will
[17:14] a little bit thinner about the same same footprint maybe a little thinner black
[17:18] the mic elephant i'm sorry the mic elephant element is right in front of
[17:22] there with a small little mute button right on
[17:24] top of it and it's one of those things where it is
[17:27] this is obviously directed right here yeah those are picking up me mark and
[17:32] joe on my microphone or is it it will it definitely did depending on where it's
[17:38] placed it may have the ability to pick up the person next to you or the person
[17:41] to the right right or left of you in the perfect position of the game
[17:44] structuring again the programming is intended for that microphone to be
[17:47] primarily for the person sitting right in front of it
[17:51] now when i was taking a tour at the new city center you
[17:55] know there's data lines and there's conduit and
[17:58] outlets for every single person you know at the dance sure so there's
[18:03] not enough space to you know have a wired system through there as of right
[18:07] now no there is not
[18:11] that's what lvs has identified based on how the build-out was
[18:14] okay was achieved and that's all because of the fact that this was not started
[18:18] before the building was finished and you you had the walls and everything up and
[18:22] you couldn't run the wiring i could speculate that i don't know that for
[18:26] certain man i don't know what the the circumstances were leading up to that
[18:28] but it's believed so yes
[18:36] here could you give us a little bit of background about
[18:41] lvs absolutely yeah low voltage solutions has is a
[18:47] commercial audio visual low voltage infrastructure contractor
[18:51] we have been in business since uh 1997 founded by gary saint sin
[18:57] and our late founder john fassett
[19:01] uh we've been serving this general area since pretty much 1997 have expanded
[19:06] considerably both in uh the chicago and local
[19:11] chicagoland markets uh we serve strictly commercially we are
[19:14] not a residential contractor by any stretch of the imagination
[19:18] um from an audio visual contracting that's what i speak to i am their def i
[19:23] am the division manager for audio visual we are backed by
[19:28] some of the highest certified
[19:31] engineers programmers that the industry has to offer
[19:35] so all services and all professional services that we'll be providing are
[19:39] there are going to be done by low voltage solutions
[19:42] um so that's pretty much us in a nutshell
[19:46] um we've also i think justin please correct me if i'm wrong we do dabble in
[19:51] the security side of everything too um and we've also uh i believe had some
[19:57] uh we've done a lot of the work i think at the
[20:01] the the facility thus far too from a low
[20:04] voltage infrastructure standpoint so the security you mean
[20:10] do i need to walk off yes come on up just i'm sorry
[20:14] so i was the project manager on the structure cabling side of things for the
[20:17] city um network cabling uh so when we're talking
[20:21] about conduit sizes and this and that um i was part of the infrastructure and
[20:26] putting those cables in so right now there's like uh there's an inch and a
[20:30] half conduit leading to the dais and we've got like
[20:34] we've got 12 category 6 cables running down there so conduit size we're very
[20:39] choked i know that's been a very big talking
[20:42] point on the wireless mics but on this point we'll be tearing
[20:45] cables out to put cables back in and doing twice the amount of work and
[20:49] trying to avoid that with the wireless solution
[20:55] let me ask you something these microphones are
[20:57] just digital then you can't yet don't have to talk directly to it do you
[21:01] you could sit just as you are right now and it's going to do the exact job that
[21:04] is saying something either one of these guys that thing will pick it up unless
[21:07] it's muted yes sir oh yes what about if he has his papers on top
[21:12] of it
[21:14] obviously we'd have to move the papers to get it out of the way
[21:19] so yeah obviously there's got to be a clean
[21:21] a clean shot to the to the microphone in a perfect situation
[21:27] i do know that very similar to what you guys have here there is a ledge too
[21:30] where the microphones could potentially be placed
[21:33] if you need the work surface i mean these microphones again they are
[21:37] programmable each microphone will have the ability to be controlled
[21:41] uniquely muted all microphones could be muted and
[21:44] controlled at the exact same time so that's kind of the beauty of this
[21:48] particular system at the end of the day you know it's just
[21:53] a different footprint but same functionality is what we were looking to
[21:56] achieve without having to add new infrastructure tear up
[22:01] the ground run conduits beneath the the conduit or i'm sorry between beneath the
[22:05] concrete of the foundation which is i think ultimately what's going to end up
[22:08] having to be done if we chose to go a hardwired solution in this space so
[22:17] and it also means the difference of us pulling about 15 cables versus three
[22:21] that was another piece of it too so we were if you could kind of imagine
[22:24] i'm sure many of you guys have seen what a wireless access point looks like
[22:29] the receivers for these microphones look like little wireless access points
[22:32] they'll be out of sight out of mind in your ceiling
[22:35] picking up the frequencies from the microphone so
[22:38] that everything is working absolutely beautifully so we'll be able to do that
[22:42] very very easily from above your ceiling down to the
[22:45] av heading closet that you guys would have here in this facility so
[22:50] and what is the assisted listening capabilities
[22:54] okay so this yeah assisted listening high level um is intended to serve those
[23:00] who are hearing impaired uh is what that is
[23:04] so we propose that as a ad option um
[23:10] for ultimately the the city to be able to make the decision
[23:14] lvs's stance on it is that it's a it's proper building code to be able to
[23:21] accommodate a small prayer i think it's two percent of the occupancy of the
[23:25] uh space to give them a earpiece
[23:29] to be able to hear very very closely with the audio that is being spoken
[23:33] during these meetings again catering to those who are hearing impaired
[23:39] and in the particular use case instance someone who is hearing and there would
[23:42] be signage posted within the room itself that this says the system will have this
[23:46] capability and if they need that
[23:50] assist they would need to request for that
[23:54] little earpiece to wear and then they would have a
[23:56] little little side piece a little receiver on the side that they would be
[23:59] able to raise and lower a volume on to be able to hear the audio better
[24:03] that's what als is so that's obviously something that's
[24:06] interchangeable to the user some type of i mean
[24:11] going into somebody's ear it's one of those things that can be
[24:14] yes clean properly yes absolutely and there's also a lanyard piece of it too
[24:18] that kind of wraps around the neck too so
[24:21] yes sir
[24:25] so um
[24:27] drilling down even further obviously there is a integration to the
[24:32] recording and broadcasting capabilities out to uh
[24:36] the local youtube channel here within we've been coordinating with the
[24:39] gentleman who's currently running your meeting behind the scenes here right now
[24:43] um so there'll be a nice element to that um there's a bunch of uh what i call
[24:49] brain equipment behind the scenes that are going to be uh
[24:53] uh sending all these various signals in and
[24:56] out to all these various devices i don't want to bore you with all of that but
[25:00] know that all that and from all that equipment is right there and ready to
[25:04] receive uh one of the other things that you're
[25:06] going to have the capabilities of what you don't currently have here today
[25:10] is the ability to plug in at a variety of different locations a
[25:16] laptop or a
[25:19] source device into various locations throughout the facility so we're gonna
[25:23] have four locations for a hardwired hdmi connection to be able to display content
[25:28] up onto the uh monitors within the space and be heard through the speakers
[25:33] if so chosen to do so the locations include two podium
[25:37] locations within the uh new council chambers that will be one at
[25:41] the dyas and there will also be one near a
[25:44] technician's uh area off on the side
[25:48] you will also have the ability to do the exact same thing wirelessly by plugging
[25:52] in a small little dongle usb dongle into your device and
[25:56] hitting a button and being able to blast content up wirelessly as well and you'll
[26:00] have that capability those that are going to be running the
[26:03] system while these beatings are occurring
[26:06] there will be a portable ipad that's going to be programmed again custom
[26:11] programmed for this specific space to be able to
[26:16] manipulate maneuver all microphones be able to switch
[26:20] input sources raise them lower volume and uh record
[26:25] we as we have a recording device too that's going to be uh provision for you
[26:28] guys um we'll be able to route
[26:32] that information as i mentioned earlier into that 139 i'm sorry to that
[26:36] community room as an overflow we'll also be able to route that information out to
[26:40] that foyer area which is also serving as an overflow so basically what that is is
[26:44] that's your big portable universal control remote
[26:47] control and then from the head and rack there's
[26:50] also going to be a uh a nuclear panel to you know if if one were to fail or
[26:55] whatever the case may be you'll have a backup panel in your head and rack
[26:58] as well typically

[27:04] is there a reason why you're not using the switcher and the receiver from here
[27:08] that we have uh no longer supported it's it's
[27:12] actually outdated not true because when we
[27:14] got these equipment
[27:17] it was supposed to be we knew we were going to move to new city hall okay and
[27:22] we were told that this particular equipment plus the cameras that we have
[27:27] they they were supposed to be comparable with whatever we go whatever we do okay
[27:33] so about two three weeks ago i was here took an inventory of that equipment i
[27:38] know that the cameras are panasonic they are no longer supported by
[27:41] panasonic that was confirmed i know that a lot of the head-end equipment that's
[27:46] going to be in here right now is tied to the broadcast system specifically and is
[27:50] intended to be retrofitted as part of this system
[27:53] separately my understanding you don't have enough experience in broadcasting
[27:57] and that's the reason why we're not moving the stuff
[28:02] i'm sorry say that again ma'am my my knowledge is i was doing some
[28:06] homework and your company is not really experienced with broadcasting
[28:11] so that's one of the reasons it's not necessarily ma'am that we don't have
[28:14] experience in broadcasting it's that our understanding is that that was handled
[28:18] by a separate contractor so what we've did is we've we've we've
[28:21] included the necessary inputs and outputs for that system to be able to
[28:26] very seamlessly integrate into ours
[28:30] it's not comparable like so other companies will be able to
[28:36] use this equipment that we have here i don't know nothing is against you i'm
[28:40] just that's what we were told when we spent
[28:44] all that money if any of you remember here
[28:47] that whatever equipment we put here last three years ago or four years ago it was
[28:52] supposed to be comparable because we knew we're going to build a new city
[28:55] hall of the equipment in the head-end is is
[29:00] retrofitting over into it and i believe it's either being
[29:03] handled by comcast or att i believe well right so yeah when you say broadcast you
[29:08] mean when we're broadcasting out to them yeah to the public access channel and
[29:12] also streaming on the internet yes right so some of that equipment we're still
[29:17] going to be able to use yes take it from the room here and put it in the ev room
[29:22] at the new city center and it's going to retrofit then and tie into our system to
[29:26] make a seamless endeavor when everything's all said and
[29:30] done man yes but not the cameras not the cameras no
[29:33] so with the cameras would you be able to use those cameras
[29:37] on your system it's just that they're not supported anymore so correct yeah we
[29:41] could certainly use the cameras yes um that was actually i think mentioned
[29:45] before that yeah we could definitely use these cameras we would be introducing
[29:49] a lot of different boxes to be able to adapt them to our devices so there'd be
[29:53] more electronics that i would need to introduce in order to make them
[29:57] connect properly to our devices and in our mind more devices means more
[30:02] failure points more risk of failure so we took it upon ourselves uh based on
[30:07] discussions that we had with the team to retrofit brand new state-of-the-art
[30:13] cameras that would retrofit into our system and also interface seamlessly
[30:18] than with with the
[30:21] broadcast system head-on devices that are being transferred over
[30:24] i think the confusion quality if i'm understanding this correctly

[30:37] obviously looked into this until lately as far as all these other elements are
[30:42] this this never entered the picture because they didn't even decide this

[30:50] so it's caused a whole series of problems because
[30:54] you know we relate to the party is the best way to put it so even though
[30:58] that might work with comcast it's not going to work well with yours you're
[31:00] going to have to add equipment which is just like getting extension plugs
[31:03] there's always yep yeah and i understand that unfortunately i
[31:08] think we were just once again
[31:12] given some not so great advice before so i i can kind of elaborate on some of
[31:18] this um as far as how we got here right to this
[31:21] point and and to your point claudia um
[31:25] so when it was found out that
[31:29] probably back in november when i was still working in gym's spot
[31:34] it was found out probably back in november october maybe at the latest
[31:38] that somebody came in for a speaker bid right they was they're looking for
[31:41] speakers and okay great so what are the speakers
[31:44] going to do and the thought process was to take this
[31:47] stuff in there in the cameras these microphones the
[31:52] entire system here with these new speakers and integrated
[31:56] into the new console chambers so
[31:59] i looked into it and and said hey i don't know if that's gonna work or not
[32:03] we had a meeting with um ron
[32:06] uh ron had said you know wait a minute here we're not sure if this is gonna
[32:09] work it may not be compatible the equipment with the new fiber lines
[32:15] that are out there so there's a lot of things that this gentleman's tank is
[32:17] absolutely correct that was discussed at these meetings
[32:20] so when we hired harbor contractors i gave
[32:24] this project to harbor and said hey you guys
[32:27] um are in charge of this and you try to find out what is the best here's
[32:31] division where are we at they came back with report and said
[32:35] you're not there you are these microphones that system and some
[32:40] speakers that are being uh bit out so i said stop all that don't do any of that
[32:46] let's go out and get some price quotes and kind of do a design
[32:50] and so they met with three or four different gentlemen uh different
[32:52] companies they just got doing the county of will
[32:56] a 400 000 project um they met with that particular vendor they met with these
[33:01] guys they met with the initial vendor that was
[33:04] talked to a year and a half ago and they kind of took all the
[33:08] information they met with the resident who's here today was very helpful in
[33:11] giving us some ideas on how to proceed
[33:14] and all of that is a is accumulation of what these guys are presenting
[33:19] is so so harbor vetted them vetted the scope
[33:24] vetted the equipment and said hey it's probably most cost
[33:28] effective not to use these cameras to retrofit some of the work or some of
[33:33] the things that are in there but we need new stuff
[33:37] if we want to have 21st century technology to make sure that it could be
[33:42] streamed we have the recording systems
[33:45] my vision to them was you push a button and everything's done
[33:50] rather than having 12 different things going on at once and that was kind of
[33:54] because i'm not an i.t person so that was given all to jim jim took that and
[33:58] ran with it and that's how we got to where we're at
[34:01] um so the scope of the project was vetted by three or four different
[34:06] companies not just this company by three or four different companies and to my
[34:10] knowledge they all came back and said it is difficult
[34:14] to use these cameras not impossible it is difficult using all of those all of
[34:18] those pieces back there because of fiber versus cable versus coax
[34:23] all the things that are out there and it's best to go this direction
[34:28] and then jim took it over from there and then these gentlemen
[34:32] were one of the where the lowest and the best
[34:36] bid i guess from from a um
[34:38] [Music] overall scope so if that helps at all it
[34:42] does but i like the way you said it because it's just the lowest
[34:46] i have nothing against i'm not saying anything
[34:49] lois is not always not always the best you're able to correct correct sometimes
[34:53] you spend you know you want to save a quarter and
[34:56] you end up paying the dollar for it again i'm not into technology i'm not
[35:00] aware i'm just i just wanna make sure that
[35:04] we're gonna be doing the right thing because
[35:07] we keep making the mistakes over and over and over tonight
[35:11] if you go back and you pull minutes and it sounded like a broken record asking
[35:16] questions about where we at where what's going on
[35:20] and and i'm not going to keep going
[35:21] backwards i understand we have to move forward we have to pick up the pieces
[35:25] but it's really frustrating at this point
[35:28] like i called jim today i said i'm nervous
[35:31] about making this decision because i am you know i i'm not educated very well
[35:36] when it comes to technology i try to do as much possible homework
[35:41] um i ask a lot of questions but we were told let's go on this
[35:47] because this equipment is going to work but now it's not going to work and how
[35:51] do i know down the road the stuff that you're offering us
[35:55] you're going to say oh you know what we made another mistake now we have to add
[35:59] more more options you know what i'm going to
[36:02] you you have incredibly valid points you have incredibly valid points and having
[36:06] been in the technology industry the greater
[36:09] part of almost 23 years i could tell you that one of the most challenging things
[36:14] we have as technology providers is that technology always changes
[36:19] everything is changing different connectors different technology more
[36:22] high definition more bandwidth more this more that more this more that
[36:26] which makes equipment that you buy five six seven years ago
[36:31] tougher to retrofit down the line you know so to answer your question i
[36:35] respect your concern i truly do and my candid answer to that is that i
[36:40] don't have a guaranteed answer for you on that because we don't know what
[36:43] technology is going to do six seven eight years from now what we
[36:48] know we're doing is that we're doing everything we can to future proof your
[36:51] infrastructure you know to provide you a reliable sturdy
[36:56] dependable intuitive solution um that i could look at you straight in
[37:01] the eye and say that that's certainly our intent
[37:04] the technology that we are providing one thing i could tell you too is that
[37:08] there are 100 ways to skin the cat in our industry we there's countless
[37:12] numbers of manufacturers that are out there
[37:15] and one of the bigger challenges we have currently right now is that you know yes
[37:18] there are other contractors out there that do the exact same thing that we're
[37:21] doing right now but because of chip shortages and everything else that's
[37:25] going on we're six months away from being able to get out of here
[37:30] we're choosing certain equipment because of shortage because they're behind and
[37:35] we feel i feel like we are rushing we will
[37:38] have to do city hall i just hope we're picking up the right equipment for this
[37:44] is is there is there a particular vendor that you're concerned about last week if
[37:48] i'm not mistaken he did stand there and said
[37:52] uh some of the option was selected because of shortage and this is what we
[37:56] can put our hands on and i just want to make sure we're not rushing on making oh
[38:00] let's just pick this one because this is available right now and down the road is
[38:04] not going to work when i sit down road maybe year two three i know seven eight
[38:09] years technology changes i can buy a phone today and next week apple is gonna
[38:13] bring another new video you got it you know i'm aware of that but we're talking
[38:18] 30 million dollars here we're not talking no we understand couple thousand
[38:23] dollars a lot of money you understand
[38:26] and i'm just i am nervous about it it is again we completely understand um i mean
[38:32] i know that there's probably names that are being thrown out in names like
[38:36] crestron extron there's other again there's a dozen ways there's not a
[38:40] subject i don't want to touch only but i don't want to take away no no no no no
[38:44] it's again it is not even comparable to what other companies they
[38:50] offer it is 100 comparable compared to other
[38:54] manufacturers that are out there man absolutely um
[38:58] no no no that's that's absolutely fine so i mean i know that everything again
[39:03] kind of bringing this full circle um again there is many ways that we could
[39:08] do this um and i know one of the things that we were trying to do
[39:12] and that we were trying to back into was to be able to hit a timeline
[39:15] that so a lot of the technology that was
[39:18] chosen while 100 viable and reputable and backed by big companies you know the
[39:24] head end of your equipment is owned by a company called harman kardon which is
[39:27] actually a samsung company so um
[39:32] you know that might that may not have been our first choice but we
[39:36] again we we weren't just looking at just the solution we were looking at the
[39:39] timeline that we were trying to achieve it in and one of the objectives that we
[39:43] were able to achieve is that conservatively speaking
[39:46] 70 of the gear that we have on our proposal we're going
[39:50] to be able to fulfill much sooner compared to other manufacturers that are
[39:54] giving four to six months lead times right now
[39:57] and even that's a dart being thrown blindfolded right
[40:01] now when it comes to anything that's happening on the west
[40:04] coast with you know with with things coming in on
[40:07] big cargo ships and on you know out in california right now so
[40:11] again the technology was certainly backed and and is certainly reputable
[40:15] we're not schlepping any sort of off-name brands into this solution by
[40:20] any stretch of the imagination yes ma'am now can i ask you a quick
[40:24] question before you move on sure have you done bigger project than city
[40:29] hall yes you've done absolutely absolutely i mean myself personally
[40:34] um i've managed the city of former glenn i have managed the village of carol
[40:40] streams city halls as well so that's where a lot of my
[40:45] and a lot of lvs's design experience kind of stemmed from
[40:49] were those systems that i was involved with over the past conservatively
[40:53] speaking three four years so
[40:55] i oversaw and manage the technology integration specifically the audio
[41:00] visual in those two specific
[41:03] locations i could probably name a few others that i've done through donors
[41:07] grove earlier in my career but certainly this is not my first
[41:11] personally not my first project through any sort of village hall
[41:15] or city hall renovation for technology yes ma'am
[41:19] let me ask you a question these cameras are going to be the new new uh console
[41:23] are they going to be fixed or they're going to could they roam
[41:27] great question they will be ceiling mounted three in the back kind of
[41:30] similar here one in the front full pan tilt zoom capability with 30 time
[41:35] optical zoom into the into certain angles plus there's going
[41:40] to be on the side a separate
[41:42] intuitive joystick controller preview monitoring to be able to set up
[41:46] presets for it as well when i asked you that question before
[41:50] about the speakers i didn't mean digital i meant directional you know what i'm
[41:53] going to say got to do the two d's
[41:57] i know the digital but i meant directional you got to talk to it yeah
[42:00] no no yeah yeah i mean i want that's why i wanted to get out if if you can
[42:05] imagine you know my piece of paper or maybe my little calculator here is the
[42:08] microphone you don't have to go right up to it and talk to it like this you are
[42:12] able to sit as comfortable as you are in that chair right now and have it cervix
[42:16] it's it's it's exact same purpose and intended functionality that's what i
[42:20] meant before i got yes all good
[42:23] not a problem so you may not be able to answer this
[42:26] question but maybe you can maybe somebody can the um tablet that you
[42:30] spoke of that can control all the mics all of this all of that
[42:35] who's going to be operating that
[42:39] so we will be programming it we will be commissioning it testing it and i mean
[42:44] at each meeting at each meeting i believe it's going to be iran ron and
[42:47] leo so he's going to be doing that along with all the cameras and all the other
[42:50] stuff here right he'll be doing the same thing that he's doing now just with
[42:55] new equipment and how many cameras are gonna be in
[42:57] that room four total just like we have here
[43:01] so ron will be operating four cameras pan and tilt
[43:05] he can preset the cameras you know with a certain uh shot so to speak and press
[43:10] a button it'll automatically move you know to to that position i do know so
[43:14] it'll be more automated i think than what we have now the goal was to make
[43:18] his life easier i think it was ultimately what it was
[43:21] but it gives you the flexibility of moving the cameras which these don't do
[43:26] correct and when we met last week what was it on thursday
[43:31] tim stinnett ron romero kirk and brian and myself met with
[43:37] eric and we went over the proposal we met at the city center
[43:40] and we walked through some of the conference rooms and we walked through
[43:44] the council chambers and looked at everything and talked through it and
[43:48] both tim and ron were satisfied with what we're going to do some suggestions
[43:52] were made that you know we made some tweaks the
[43:55] original proposal had three cameras in the council chain three cameras yeah it
[43:59] was around suggestion that we had a fourth yep
[44:02] uh so that's what we're doing so we did make a couple tweaks that's
[44:05] why the propulsion you have in front of you today
[44:08] was updated from our meeting on thursday
[44:13] eric how about like long-term long-term support i mean i know you're close but
[44:17] can we knock in your door every day if we have a have have issues please do

[45:09] considerably tough when it comes to technology integration is the the last
[45:12] twenty percent of the job is typically what takes about eighty percent of the
[45:15] time um there's going to be some fine-tuning
[45:18] there is going to be some uh uh that didn't work right or that wasn't
[45:22] quite what we wanted to do that didn't sound right that sort of thing like that
[45:26] we're here for the long haul please understand that this is not a wham-bam
[45:30] we're done we're out and you'll never see us again
[45:33] this is a long-term partnership that we have viewed it as
[45:38] last thursday as jim mentioned that was i think our fourth or fifth meeting that
[45:42] we've had drilling down into what this solution is
[45:47] intended to be i think we refined it i think a you know
[45:51] total of three or four times now since you know in an effort to try to really
[45:55] hit the nail squarely but we also made it very crystal clear
[46:00] to those that we were working with that we're not here to
[46:04] nickel and dime we're not here to uh beat you guys up for every little
[46:08] change that comes down the the rope here we're treating this as a partnership we
[46:12] want to make sure that we're this is right for you guys not just in the
[46:15] immediate but in the long term and when stuff breaks we'll be here
[46:19] so you want to record it just so you know
[46:22] so we'll be playing that over and over stamp it yeah
[46:25] well we're gonna have we're gonna have two in-house people to help support the
[46:28] system as well with ron and tim now of course
[46:32] you know they're not going to be able to do say
[46:35] the hard wiring and that type of thing but they're going to get trained on the
[46:38] system they're going to know how to operate it you know and software updates
[46:43] and you know configure things we'll be able to do
[46:45] that and then we have lvs just down the road whenever we need them and then
[46:49] outlined i think for next fixed fiscal year too we did
[46:52] as part of this proposal provide proposals and outlines for
[46:56] ongoing maintenance for not just the next year but the next two three four
[47:00] years as well um you know obviously with
[47:04] any sizeable investment such as this you know this is like buying a very
[47:08] expensive car in some cases maybe three or four very
[47:12] expensive cars and like anything else you know cars
[47:16] need maintenance right you gotta be able to kind of make sure run the system
[47:19] through the paces put some oil in it update some firmwares
[47:24] update some softwares so we have provided uh
[47:28] separate of this proposal but we have it does include the pricing though of a uh
[47:33] first second and third year maintenance package to make sure that we're
[47:37] keeping that system up and running at top level for you guys making sure you
[47:41] guys have the the latest and greatest uh feature sets of this system as well
[47:46] so can i ask why that would be a first second
[47:49] maintenance versus second assuming you're going to be there to do
[47:54] required maintenance maintenance during that first year that's actually a great
[47:57] question so our stand the lvs is and this is actually pretty common in
[48:02] the av industry as a whole i could very easily put a couple of
[48:06] maintenance visits as part of the base package most
[48:09] av integrators um a lot of people don't choose not to
[48:13] do it so we break it out optionally what you will have from us
[48:17] included in your package in your first year is support for all the workmanship
[48:21] it doesn't necessarily include all maintenance
[48:24] so um but if something does break we're gonna be here for you for a period of
[48:27] one year after we get successful sign off so
[48:31] so could this be restructured where we're for conscious consideration we'll
[48:35] be looking at an enhanced maintenance program in which your first year is
[48:39] included absolutely uh have us consider years two three and
[48:43] four yes sir absolutely i'm sorry are you suggesting the first
[48:48] year be added to the base price what i'm saying not added to the base
[48:52] but included in there
[48:56] so the base price would remain at correct but the first year really
[49:00] assuming there'd be very little maintenance and that you guys are going
[49:03] to be in and out of there that that you submit a proposal for years two three
[49:06] and four and you include year one we could we will look into that and

[56:38] why it looks so grainy that we have here the line goes from here down to where
[56:43] toten's is and there's an amplifier just like you
[56:46] used to have on the back of your tv back in the day
[56:49] when that goes out we get grainy pictures like this
[56:53] at the new place we go to um to fiber optics the the gear is still the same
[57:01] here but the encoders and decoders that's
[57:03] what sends the signal from here to uh comcast that changes because it's
[57:09] a different technology um i want to be clear on a couple things
[57:12] because i hear my name kind of coming up once in a while that i've agreed on
[57:16] certain things i've always raised the concern
[57:19] that um that were there's a difference be what
[57:23] they've presented is a really good plan for av
[57:27] but we still have questions on how we connect
[57:30] um broadcast or narrow cast in this case
[57:33] because we're broadcasting out to uh the community
[57:38] there's some questions about and let me give you an example the we had a little
[57:42] scope creep because originally we said here's what
[57:45] we want to do and when this all got put together then
[57:49] we were introduced with oh we want to put monitors on the wall okay we're
[57:53] gonna connect what to that a computer how do we show that for the people to
[57:57] see here and to do broadcast we're not sure yet
[58:01] what about uh microphones on the table that microphone has to feed the overhead
[58:06] speakers it has to go to a audio recorder and it
[58:10] has to go to broadcast how do we do that i don't know that we have the answer
[58:13] complete for that yet we mentioned a recorder
[58:18] but we've not talked about our server which is specific to
[58:23] cable there are
[58:25] a couple of pieces of equipment in there that are specific that's how i program
[58:29] in other words when i'm not here every tuesday you see at twos and eights
[58:33] the city council meeting that's a specific piece of gear that you can't
[58:37] replace with just anything we went to the manufacturer for that
[58:43] they're the ones who recommended the company that did the last upgrade for us
[58:47] and put that information in there uh or put the the gear in there they also did
[58:53] a flow chart to show us how everything in the back of that com in the room has
[58:57] been connected the unfortunate thing is when this started it was not much more
[59:02] than a powerpoint presentation going into an encoder
[59:06] since then there's been updates the cable management is terrible there
[59:11] because we've just added another piece of equipment we've just done other
[59:14] things the hope was that when we moved to the new place that we start to
[59:18] streamline to their point a very good point we
[59:22] don't want to introduce any more failure points we don't want to put adapters
[59:26] into adapters into splitters into things like that we want to streamline a lot of
[59:29] that and i was hoping that that's what we were going to do in there
[59:33] as i mentioned before a lot of the av things are real
[59:37] um i'm not even concerned so much with the
[59:40] microphones because i've used those in other environments
[59:43] with other locations
[59:47] that's not a necessarily a bad thing to use i know there's other cities that
[59:51] does use the the wireless as well i am concerned though
[59:56] i don't know maybe it's a question you can answer you had they had asked about
[59:59] what other cities you had worked with i would ask how many other
[1:00:04] applications included narrow caster broadcasting
[1:00:08] and what servers did they use for those locations that's my concern

[1:01:06] have provisioned the what we believe is the necessary
[1:01:10] inputs outputs to be able to retrofit the
[1:01:13] gear that is being transferred over to that system

[1:01:24] um it was our understanding that that was being handled by a uh a separate
[1:01:28] contract at that point so

[1:02:48] clark uh was in charge of that after we had
[1:02:51] the change over at the building so comcast has been contacted they have
[1:02:55] been part of the entire uh process so
[1:02:58] to be clear the people that are contacting me are the ones that do
[1:03:02] specifically um municipalities for the it's not the same guys that fix your tv
[1:03:08] or install right these are people who do broadcast
[1:03:11] they're they're the people that contact those people have been talked to yes
[1:03:14] okay well they're the ones that are now installing the fiber line that's correct

[1:03:23] meeting with we'll get together internally again with tim and we'll
[1:03:27] reach out to comcast and att and talk through all these things we'll

[1:09:59] it's every week that goes by it's another
[1:10:02] week that doesn't you know obviously the you know action isn't
[1:10:06] being taken i know that a lot of the lead time
[1:10:09] information that we have dug into
[1:10:13] throughout this proposal phase has been updated along the way
[1:10:17] uh lead times are not improving necessarily but you know for the most in
[1:10:21] many cases they're not necessarily getting any worse just yet either
[1:10:25] um but that's an unpredictable
[1:10:29] factor that we don't know yet either i mean unfortunately with the
[1:10:34] thousands hundreds of thousands of manufacturers that we deal with
[1:10:37] it's hard to keep a finger on all of their various lead times but what i can
[1:10:41] tell you is that again conservatively speaking seventy
[1:10:44] percent of the stuff that we have proposed as part of this system is
[1:10:49] currently readily available
[1:10:52] now if we change something we want something different or add something to
[1:10:55] it we'll let equipment still get in with the other one don't you know
[1:10:58] that yet we don't know that yet
[1:11:02] the electronic changes every half hour well the the again the x factor to us
[1:11:08] is the unknown of the integration as it ties into the broadcast
[1:11:14] system we are knowledgeable enough to know and
[1:11:17] understand that there is video feeds and audio feeds that are
[1:11:23] likely to tie into this system and we have provisioned
[1:11:29] that connectivity that input that output if
[1:11:32] you will for whatever the system is that is going
[1:11:36] to be retrofitted on the broadcast side the challenge that low voltage solutions
[1:11:41] has had is that we don't even know what that equipment is
[1:11:45] either we have the fourth site to be able to
[1:11:50] leave the ins and outs available thank you very much sorry
[1:11:57] i should have come to the podium my apologies we did have the foresight to
[1:12:03] provision necessary ins and outs to be able to
[1:12:07] what we hope would adapt to that system the problem is it's like
[1:12:10] like everybody else here in this room we just don't know what that that system is

[1:24:29] he'd also want to build metal buildings we told him that battle buildings are no
[1:24:33] longer
[1:24:35] appropriate here at cresthill we asked him to partner with us
[1:24:38] and we continue to work through those
[1:24:41] those issues but we believe that moore and i met we believe it is imperative to
[1:24:46] have a second entrance going out there because right now in order to get into
[1:24:50] the gymnastics you have to go through the industrial area to get to that
[1:24:53] building and so we talked about getting a second entrance directly to the north
[1:24:58] of the uh gymnastics area on that vacant land
[1:25:01] right on the east property line
[1:25:04] so that's where we're at had several other
[1:25:06] meetings with developers and i won't bore you we'll put it in

[1:31:38] so the amount that has been spent year-to-date as of right now is 14
[1:31:43] million 256 357.
[1:31:49] that does include the land purchase of 1 million
[1:31:53] 106 000.

[1:32:08] like what we budgeted where we at that's what i would like
[1:32:15] what i did was i went back and i listened to one of the meetings when
[1:32:18] nick presented so nick had presented council with the original budget that
[1:32:23] did not include the land purchase of 13 million 500 but then he also came back
[1:32:28] and said he thought that he might be seven percent over that
[1:32:32] amount so if you factor that seven percent and the total building budget
[1:32:37] itself without the land could be 14 445
[1:32:42] so if you took that compared to what we've currently spent that would mean
[1:32:45] there'd be 1 million 294 642 and 44 cents left to spend if he was
[1:32:51] going to stay on track of that original 13.5 plus the seven percent overage so
[1:32:58] uh jim's been working with harbor as far as
[1:33:03] trying to put together a better estimate of what we still have left right if you
[1:33:07] recall we engaged harvard to go through all the contracts and the paperwork
[1:33:12] and do a comparison of what was budgeted what was contracted with the
[1:33:16] subcontractors what's been paid out which orders are there and what's
[1:33:20] remaining to be paid out they're still going through those
[1:33:24] documents there's a lot of documents that
[1:33:26] you know they had difficulty finding so they're sorting through them and putting
[1:33:31] together that list so once they have all that together we'll
[1:33:34] have a better sense of how much is left can you uh
[1:33:38] when you get all that i know you have a lot and you played uh
[1:33:42] wait can you give us some updates oh yeah what's going on financially so
[1:33:46] you're only including what's been paid out so any of the items you've listed
[1:33:51] now that weren't paid are not included so anything that's been encumbered for
[1:33:55] work that's already been done ahead and get paid that is not included here or
[1:33:59] anything that's yet to do and we're looking at over 300 here on this little
[1:34:03] party tonight so something tells me we're going to be over
[1:34:07] well a couple things to consider too is that
[1:34:09] we had uh i believe in part of that budget that you uh or the amount that
[1:34:14] you have is the the purchase of the land for the she subtracted it
[1:34:18] well we also had that the the actual price of the of the property itself
[1:34:24] is that accurate are you talking about the sale of this land
[1:34:28] or the people talking about the purchase of the land okay we have the purchase of
[1:34:31] the land over there did we allocate some additional money within that budget for
[1:34:35] the park or is that this is strictly just a strict for that
[1:34:39] building right so my assumption is that what you're looking to be provided with
[1:34:43] would be the spend to date
[1:34:47] the encumbered amounts um
[1:34:51] as well as what we see as projected costs and just see what our spread is
[1:34:55] from what we originally budgeted to what uh what we
[1:34:58] expect to spend to the best of our knowledge i mean
[1:35:01] it's going to be uh i think we put that together in a
[1:35:05] reasonable way that's going to be
[1:35:08] less than 100 accurate for the information we know
[1:35:13] um and then we also should have it at a
[1:35:16] discussion perhaps the work section i don't want to be clobbered on the next
[1:35:19] one but we should go over the uh the public works building where we're at
[1:35:23] on that um where we're at with harbor as far as
[1:35:27] like our lean waivers where we went with budget on that
[1:35:30] as well as i think we need to put that into context
[1:35:34] as far as what we propose to do over at public works
[1:35:38] building versus what we got and what it cost us
[1:35:42] to get it
[1:35:45] because i believe there are some items on that
[1:35:49] original proposal that you guys have approved
[1:35:53] that perhaps were not done uh upon the com what we call the completion of that
[1:35:58] building so i think it's important for you guys to to see where we're at and i
[1:36:03] think those figures we can get to you um i think the only thing left we have
[1:36:07] to spend on that is the uh tie up for the
[1:36:11] uh waivers of lean and i think we'll find out what that was
[1:36:14] going to cost can we talk about for public works correct right so harvard's
[1:36:18] going to work on that next we wanted them to concentrate on the city center
[1:36:21] first so they're going through all the city
[1:36:24] center documents now and they're looking at what lean waivers we have and which
[1:36:28] ones are missing and they have reached out to the contractors and asked them to
[1:36:32] submit missing documents so the contractors have been responsive
[1:36:37] so they're in the process of collecting it and organizing it uh harvard came
[1:36:41] here last week and picked up two boxes of file cabinets they're going to scan
[1:36:46] everything so we don't just have paper copies
[1:36:49] they're coming back i think tomorrow morning pick up a couple more boxes and
[1:36:53] they're going to scan those but we asked them to concentrate on the
[1:36:56] city center first and then we know we need to have them do the same thing at
[1:36:59] public works so once we're done with the city center
[1:37:02] they'll go through the same process for all the paperwork we have at public
[1:37:05] works and we'll put all those numbers together
[1:37:08] and have a better sense where we're at yeah and also
[1:37:11] in regard to harvard uh you approved some
[1:37:15] some list of bills some bills on the list this evening
[1:37:19] of which those uh checks going out to our contractors
[1:37:23] will be here and will be handed over with waivers of lien moving forward so
[1:37:28] harbor's done a good job of keeping the heat on there and it's the
[1:37:33] fee for harbor included in the bills they have been they will be there's one
[1:37:39] on here for yeah i mean they're on here we have one
[1:37:41] for twelve thousand nine hundred and ten dollars as they bill us that way i just
[1:37:45] wanna make sure that's included because it's
[1:37:50] and then i think there's some things to consider on that budget about what our
[1:37:53] spend was versus what we were expected to is that um through that process there
[1:37:58] were some change orders made that were approved so we have to take a look at
[1:38:03] those and try to factor those in as best we can to to give you a final number on
[1:38:06] that quartz building as well as the status on our wayward means
[1:38:12] so if we can please put that on it which if council
[1:38:16] chooses can we have that in an upcoming work session perhaps within the month
[1:38:20] well what i'll do is uh once harvard has the report done and the information then
[1:38:25] i'll provide that to you so perhaps it doesn't need to be a work
[1:38:28] session but if we can get that information to you right regardless and
