[2:07] say the weekend before and to see really what's going on but we had

[2:11] we had just on sunday alone well over 10 000 cars coming to town that was just on

[2:16] sunday and i hear that saturday was even

[2:19] greater number of people but from the council probably about the same i think

[2:23] i thought sunday was busier from

[2:25] from the traffic counts it was so did you say we had account for my sure you

[2:30] don't have that i don't i don't have those weekends for last year but we'll

[2:33] get that when we wrap everything up well let's do it anyways more ice arrived

[2:38] today and there will be more carvings scheduled to be completed before this

[2:42] weekend um

[2:44] the gas enrolled sea store has excuse me right sure i just had a couple comments

[2:49] this but yeah um i kind of take an uh informal poll on my

[2:54] people when they come in if i have time they're a little busy down there too

[2:58] which was great the crowds were phenomenal some of the comments i

[3:03] they were parking of course not a lot we all know

[3:07] that was going to be a problem there was some concerns about

[3:11] mostly from locals stopping traffic at 5th street

[3:16] i agree that we should keep doing that and i explained to them

[3:20] at least in my mind the reason we do that

[3:23] is when people get to fourth street they got to turn right or left and we had

[3:27] almost a steady stream of pedestrians yeah and is that pretty correct that's

[3:32] why we're doing that and it it would have created a bottleneck probably up to

[3:36] the gasoline roll um uh some people were a little bit uh

[3:43] not disappointed but their comments were they thought there'd be more carvings

[3:48] yeah this this year i think at this point we're down and one reason is

[3:54] is because they've had five carvers in the la in

[3:57] the in the past and i got three carvers this year

[4:01] and and while they committed to taking up that slack those

[4:05] three carvers they kind of got a little behind i guess

[4:09] because of the weather and they didn't want to get too much put out there

[4:12] because of the impending weather that's why more ice came today and then and

[4:16] they uh marketing assured me that they should be out there carving tomorrow so

[4:21] so while it is unfortunate and i think i think

[4:25] the main comments have been big crowd fewer carpets yeah but they didn't

[4:31] comment that the cardinals they were pretty spectacular they are also uh

[4:36] um what how many uh ported port bodies or whatnot and where were

[4:41] they does anybody know that

[4:46] they're shown behind the beer tank i never got down there were they up on

[4:50] this steve with public works um

[4:53] there are four at second bennett

[4:58] on the north side of bennett and then there are three or four right

[5:04] down behind the tent kind of second street still on second street

[5:12] i don't know if we even have a space kind of in between where we could put

[5:16] maybe one or two of those

[5:19] i'm not saying we need to increase the number of them but or maybe down

[5:23] there that wasn't enough i don't know uh is is what we have this year

[5:28] typical um i don't track that that would be a marketing thing well

[5:32] let's look into that because that's that's good they could

[5:35] throw a couple more on i know it's going to cost

[5:51] and john set up over there and i agree i mean it it's not going to be

[5:55] substantially more money but no but to tell people yeah go over by the train

[6:00] station we've got some over there anywhere else on bennett is not a good

[6:04] spot because of the sculptures because of the food and that kind of stuff if we

[6:08] could get them on third i was thinking about that there's not a real good spot

[6:12] on third city hall parking lot because it is

[6:15] closed might be a spot for it you know i've done it in the past and i just got

[6:20] by me this year i'll put a big sign in my window that says feel free to use our

[6:24] restroom look at that

[6:27] those were the only comments i had what's that i'll check

[6:30] and see if you need a permit for that sign

[6:34] i think there is a formula on so many

[6:48] all i had but great jobs good job so do we know why that was less cultured

[6:53] yeah that's what i was saying we had we had three three sculpting outfits come

[6:58] in rather than five this year and part of it was because i think of

[7:01] some of the problems that have happened in the past i think just

[7:05] i'm not sure of all the details but they they elected

[7:08] the ice committee elected to just bring the tree back this year and those three

[7:11] were supposed to be able to take up the slack and had just as many ice carvings

[7:15] but i know when i talked to the marketing department

[7:19] on wednesday they were running a little bit behind

[7:23] the carvers were and they were concerned about the weather and whatnot so

[7:28] so that's why they're making it up they should be out there tomorrow carving and

[7:32] so so while this weekend will be better it would still be nice to had a full

[7:37] full streak last last weekend too

[7:41] be nice when you get the word out i think we did a little bit to the

[7:44] news station saying hey we have more eyes and more sculptures for next

[7:47] weekend we have been getting a lot of medium coverage it's been pretty good

[7:52] yeah there were a couple blogs and a good day

[7:54] that you know we came up here and

[7:57] wasn't much to see and other people going oh

[8:01] good i'm glad we didn't come up so it kind of hit us a little bit but yeah

[8:04] we'll work through it somebody was sharing oh it was it was the hitching

[8:08] post down there saying that people came in there and they didn't complain about

[8:12] the number they said they'd been up long on or somewhere and he said this

[8:15] was much better oh good good good good

[8:19] anything else on that okay the gas and roll c store opened up this

[8:24] weekend um paul and some others uh kind of jump through some hoops to to get my

[8:29] to get signatures on on on the prevents and whatnot so

[8:34] got that and i guess there's still the official ribbon cutting i guess for this

[8:37] coming third or wednesday yeah next thursday the 25th

[8:44] um a couple of us uh councilman uh ashworth

[8:48] and i attended the county cares award ceremony up at the heritage center last

[8:52] tuesday on the ninth it was very well attended i mean it was packed and the

[8:57] heritage center and that group did a good job getting things set up

[9:01] i think the wild blue i think the wildlife catered it forget who catered

[9:05] it the line was so long for the food i just had coffee

[9:09] um and then it would have been longer probably could have been another

[9:12] establishment serving but you know i'd like to think so yeah and then and then

[9:16] there was a list a long list of well-deserving recipients

[9:21] but there was no stand-up comedians this year because

[9:24] you didn't say anything no i didn't murder god yeah that's right mary yeah

[9:29] mary did mary mary bill's close got the uh got the

[9:33] centennial award or something i thought she didn't look 100 but you know

[9:39] so there was a stand up to me well i was sitting down

[9:44] anyway we talked last time about the permit of

[9:48] permit amendment 11 for triple clicking victor gold mining company

[9:52] and how they were planning on submitting an amendment to the amendment which they

[9:56] did which means that the comment period now

[9:59] has been extended assuming it get got in the paper today which would have been

[10:04] the courier assuming they got in the paper today

[10:07] they'll advertise for four consecutive weeks then there's 20 day period just to

[10:12] when comments at the end so they will take it to march 29th so i'll be

[10:17] looking at that permit looking at the amendment to the amendment see what's

[10:20] going on and assuming that you all want to review the comments you want to

[10:25] submit them city staff will go ahead and submit

[10:28] those city council members attended the annual

[10:33] colorado municipal league legislative update last week in denver

[10:37] and of course met with some legislators

[10:39] there got some updates the governor gave a speech kind of the kind of state of

[10:43] the state speech and then uh and then while we were there

[10:48] a bill that uh that creek is actually sponsoring this year in the

[10:52] legislator legislature it's senate bill 16-73

[10:58] and while it may seem kind of insane i don't know how many people have asked to

[11:02] be audited uh purple creek is is asking that the

[11:06] true gaming that the state auditor be allowed to

[11:09] audit the three gaming communities in colorado

[11:14] and as far as how the use of exterior preservation funds

[11:18] are being used uh we think that we're doing quite well

[11:22] and we're staying within what the voters voted in and expected in 1991 we just

[11:27] want to make sure the other two gaming towns are spending those money

[11:30] like they're supposed to be oddly enough without this bill

[11:35] the state auditor cannot audit us for the use of state funds those

[11:40] particular funds it's kind of kind of an odd thing and so

[11:44] to us it's a transparency bill and there's a couple reasons why we want to

[11:47] do that is make sure that the funds are being spent properly and

[11:51] wisely and to make sure that the voters know

[11:54] that we're spending them properly and wisely so if another initiative comes up

[11:59] which it likely might before november another ballot

[12:02] initiative to try to expand gaming in colorado that the people will know that

[12:07] these two gaming communities are above board and they won't say well they're

[12:11] they're wasting money anyway let's just go ahead and make gaming happen in

[12:13] pueblo and other places so that's another reason why we're doing it

[12:18] but anyway uh mayor brown

[12:21] paul harris finance director myself we testified before the senate finance

[12:26] committee in support of the bill blackhawk got up and in support of the

[12:31] bill as well they wanted an amendment to it

[12:34] really an amendment that we just changed put a sunset clause on like after 10

[12:39] years that if if the auditor doesn't find anything that the bill would die

[12:44] but it could only be voted back in and then it passed today on the second

[12:49] region before the senate and it needs to pass the third reading before the senate

[12:53] before it moves to the house of representatives for approval that will

[12:56] happen in the in the next several weeks

[12:59] well tomorrow unless you all tell me not to

[13:03] i'm scheduled to give the update for creek at the fourth annual

[13:07] keller county outlook that will be held at the u pass cultural center of

[13:11] woodland park starts at 7 30 tomorrow morning so i'll

[13:14] be going directly to there in the morning i'll be finishing my

[13:17] presentation after this meeting to be fresh in my mind for the morning

[13:23] um there's you know there's a lot of good

[13:27] stuff to talk about uh this year last year

[13:30] we were the the term we used last year was cautiously optimistic we were

[13:35] talking about there was talk of a convenience store going in and so we saw

[13:40] that the numbers from 2015 with the gaming industry and even sales tax were

[13:46] positive the c-store has gone in open we've had several businesses open so

[13:51] i'll be just kind of listing off some of those businesses that have gone in over

[13:54] the last year and if you if you i didn't bring the list with you

[13:58] but you know if you just think about it we've got of course the convenience

[14:00] store gas station has gone in the auto repair store

[14:04] borealis brothers pizza beer works

[14:10] there's talk of another pizza place borealis or whatever expanding down on

[14:14] bennett avenue new owners of the seas of the triple

[14:18] creek candy store and so all of those point to

[14:22] people having faith and and

[14:25] encouraged by the economic outcome of triple creeks so i think growth spot is

[14:29] great you know so that's kind of the message i'll be

[14:33] sending and the last thing i want to talk about

[14:35] tonight we talked about it late last year

[14:39] when we put out solicitation to businesses of the

[14:43] owners of existing build buildings in town for solicitation for a possible

[14:47] relocation and update of our kids station

[14:51] we sent those out we got a few bids back and really

[14:55] any of the buildings that were offered the ones

[14:57] that kind of fit what the need would be

[15:01] were really expensive you know like three million bucks

[15:05] and so so we decided because you know the thought was if we could

[15:09] take a vacant building in town and repurpose it that's better than

[15:14] it could be better than building a new building still having a vacant building

[15:17] well while it was a great idea it didn't it's

[15:20] a great idea because i thought but it was an okay idea it didn't work

[15:25] out but but um

[15:28] chief rulo had looked around the city where we

[15:31] could put a place uh councilman ashworth had mentioned

[15:35] that by public works before and while we don't do a land out that

[15:40] way utilities become an issue and even

[15:43] access i mean now you're talking okay do you have the police out there on an

[15:47] unpaved road and that kind of stuff and to be more maintenance on that road the

[15:51] cost to pay the license anyway chief rule identified a place that the city

[15:55] owns the property one and a half acres

[15:58] that sits between the the state road uh

[16:03] tdot fenced in area just below

[16:06] the gold king mountain and the gold king mountain there's sort of a a slightly

[16:11] greater place over there that's one and a half acres

[16:15] just to see what some options were we invited a

[16:18] group that's associated with the university of

[16:22] colorado in denver it's the colorado center center for

[16:25] community development it's a program called the uta university technical

[16:30] assistance and that's what i i gave before you tonight

[16:34] and what they do is this this this group from

[16:39] the cccd worked with students

[16:43] design students architect students from university of colorado and they worked

[16:47] with the department of local affairs to provide designs

[16:52] which is about 10 cents on the dollar what you would pay

[16:56] another applicant now they don't do final construction drawings what they do

[17:00] is they do the conceptual drawings and layout and give you an estimated cost of

[17:05] what it would build and then what it would take they also help facilitate

[17:09] public meetings to make sure that the public understands what's going on

[17:13] and to try to you know build support for the project

[17:19] and well first of all see if the community wants it well i think

[17:23] i think i don't know whether community wants it

[17:26] but i think that you really need this okay based on where we are anybody that

[17:30] has been in the police station voluntarily

[17:33] and walk through there know that it's kind of a cramped area if

[17:37] you've gone in there involuntarily everybody's looks cramped

[17:41] but anyway if you look at this

[17:43] to do the scope of work which is basically do what i just said to to hold

[17:48] a couple public meetings larger meetings and then even talk with

[17:52] the people that would be more local that would be more impacted by that

[17:56] plus provide a design plus cost of it an estimated cost of that which

[18:01] that packet then becomes part of grant grant applications that you can submit

[18:06] to the state and others for the building of this

[18:09] to do that they they partner with department of

[18:12] local affairs on that so the cost to do all that was a total of fifty five

[18:16] hundred dollars of which crippled creek would have to put up two thousand seven

[18:20] hundred fifty of that and dollar would put up the other fifty percent so that

[18:24] that is really economical to do

[18:28] but what we haven't done

[18:31] is we've talked about it with the council casually this is the first time

[18:35] since you've heard about this particular site what we haven't done is we haven't

[18:39] had a public workshop to get public input and really to sit down and look at

[18:44] other places i mean i'm just looking at it on google earth and other things at

[18:48] the city what would be a good location for something like this in the city

[18:52] i don't know all the property the city owns in town but i personally think

[18:57] that we should have at least one public meeting we'll announce it and say here's

[19:03] what we're thinking about doing what are some pros and cons of various

[19:06] sites or is there only one site in town that we want to consider which is this

[19:09] particular site but i don't want anybody to think that this site's being shut

[19:13] down the throat i did contact the wildwood since they're the closest to

[19:17] any of that and so what do you think about a police

[19:20] station being right up the street and and

[19:22] general manager of the wildwood had absolutely no concern about it at all

[19:26] and so uh he's all full

[19:30] uh there are several things to consider then

[19:33] uh in in addition to just the the police station there is you put a police

[19:38] station there there's there's talk of a possible another hotel there you've got

[19:42] the convenience store now we've got to start looking at logistics for traffic

[19:45] and so there's other things we might want to consider

[19:48] there that i've spoken to steve and steve is all in favor of it

[19:52] and one thing i was talking about is a possible roundabout there and there's

[19:56] pros and cons to those and but um but all the big all the big

[20:00] tour cities have them guys

[20:04] anyway so i just i gave you that packet to look at they also

[20:08] they also provided one of these uh for us

[20:12] for possible downtown parks and stuff as well so

[20:17] so anyway if you just want to review that i would suggest we have if you're

[20:21] in favor of it uh a public workshop before our next

[20:24] city council meeting on the second and then and then we can get this

[20:28] this moving assuming we come up with a decision if it takes a second public

[20:32] workshop or the public workshop so be it whatever it takes

[20:36] but once once in mou once we agree to this

[20:41] and an mru is signed between the uh this university of colorado and

[20:46] that program in the city he feels it'll take six to eight months to go through

[20:50] the process so what we would be looking at

[20:53] would be going through this process this year spending two thousand assuming

[20:58] the cost looks good and then we look at possible grant

[21:02] options and funding options then you go in 2017 with design

[21:07] and then early 2018 you build it and hopefully build it i mean so that would

[21:12] probably be the absolute best schedule you could look at

[21:15] but we wrote i really can't give you a recommendation on going forward until we

[21:19] know about what it would cost but

[21:21] looking at the square footage of what we would

[21:24] need which is about 7 500 square feet we'll look and see if going up to 9 000

[21:30] square foot does it would be one floor um

[21:33] look at the cosmic 7 500 square feet you're looking at about a 2 million

[21:37] dollar 2.5 million dollar project there are some funds available out there

[21:42] mike's been putting some funds back from e911

[21:48] and so we'll have a couple hundred thousand bucks in that there's some

[21:51] other funds possible to upgrade dispatch which will be 230

[21:56] 2500 000

[21:59] so with the land we would get it appraised that would be a value of

[22:04] putting into the project because that that's what they look for when they're

[22:07] when they're submitting grants they rate you on okay what what kind of match do

[22:11] you have so we would have the match of the of the emergency services funds

[22:15] which is say say we're talking five or six hundred thousand bucks

[22:20] say the the price of the land 1.5 acres in that pretty active area which should

[22:24] have praised pretty good and so to so say that's another couple

[22:29] hundred thousand bucks so maybe maybe we're up maybe we're up to

[22:34] 700 thousand to a million dollars in matching funds just what i told you

[22:39] tonight and if it costs another million well you can often find

[22:44] 50 matching funds so it could be that the city

[22:48] doesn't have to put up much more than what we already have available

[22:54] okay okay

[22:56] and that's all i have i'll schedule a workshop next accounts meeting
