[1:21:49] last meeting that it would be completely

[1:32:23] cars down there and we feel as though it

[1:32:26] significantly alleviated the side roads

[1:32:28] last weekend. We really didn't have any,

[1:32:30] to my knowledge, um, neighborly

[1:32:31] complaints or anything like that. Um, so

[1:32:34] we felt as though that was a good jump

[1:32:35] start to be kinder to our neighbors.

[1:42:05] been the license itself hasn't been

[1:42:09] issued. So according to DBR and I did

[1:42:12] send a letter to Leand desolate until

[1:42:14] the license is issued they can apply for

[1:42:17] a class F liquor license and that is the

[1:42:20] only type of license they can apply for

[1:42:23] during that time and then once the

[1:42:26] license is license is actually issued

[1:42:30] they can then if they want to serve what

[1:42:34] is not produced on the farm they then

[1:42:38] have to get it through like a caterer

[1:42:41] license and someone there

[1:42:44] >> and so we don't regulate state licenses.

[1:42:47] So a caterer's license is a state

[1:42:49] license. So

[1:42:51] >> the brewery license is a state license

[1:42:53] but they also have a town B class B

[1:42:56] license which they can't use to serve on

[2:12:44] was seen by the planning board at their

[2:12:46] June 25th meeting, continued to the July

[2:12:54] unanimously. Um, and then the state has

[2:12:57] requested that the ordinance be updated

[2:13:00] by the end of August. So, uh, this was

[2:13:03] heard also this evening in ordinance

[2:13:05] subcommittee and it received favorable

[2:23:58] tonight. Um, it was almost two years ago

[2:24:01] exactly to the day that I stood in front

[2:24:03] of you on August 21st to ask for uh the

[2:24:07] approval for the EW Burman contract to

[2:24:10] begin construction at the Amoral

[2:24:12] building. Um, which is interesting

[2:24:15] considering now I stand before you

[2:24:17] asking for approval for this next phase

[2:24:19] of the project. As you all know, the

[2:24:22] Amoral building construction is

[2:24:24] complete. The building is open. It's

[2:24:26] been really successful and and nice to

[2:24:28] see all the programming that people of

[2:24:30] all ages have been able to enjoy in

[2:24:32] there. Um, but as you may recall, and I

[2:24:35] do have a few brief slides, we had two

[2:24:38] kind of funding buckets that I would

[2:24:40] describe for this project. The first was

[2:24:42] the million dollars we had received from

[2:24:44] the community development block grant

[2:24:46] and that million dollars was solely for

[2:24:48] the Amaral building that saw us from

[2:24:51] design through construction of the

[2:24:53] building. Then there was a second grant

[2:24:56] which was through the state and is a

[2:24:58] multi-purpose community learning center

[2:25:00] grant that was $3.1 million. Now, that

[2:25:03] grant allowed us to complete the Amaral

[2:25:05] building, but the additional funds were

[2:25:07] to be used at Valley Falls Heritage Park

[2:25:10] with the idea being that they're so

[2:25:12] close together that it would be a great

[2:25:14] way to invest in the space to try to

[2:25:16] connect those two spaces together. Um,

[2:25:18] so we are able to use the grant funds

[2:25:21] for the park so long as they directly

[2:25:24] and jointly enable education, health,

[2:25:28] and job training.

[2:25:30] Um, so that kind of brings us to where

[2:25:33] we're at right now. When we received

[2:25:35] those funds, again, as you may recall,

[2:25:37] we did a lot of community engagement

[2:25:39] around what people wanted to see at the

[2:25:41] park. And I appreciate everyone's

[2:25:43] support during that process, whether it

[2:25:46] was coming to the community dinner or

[2:25:48] the design workshops. All of those

[2:25:50] things led us to creating a master plan

[2:25:53] for Valley Falls Heritage Park, which

[2:25:56] was always intended to be a long-term

[2:26:00] plan with several phases. The first

[2:26:03] phase being funded by this grant to

[2:26:06] build an outdoor classroom

[2:26:08] um and some connectivity from the

[2:26:10] Emerald Building to the park. Um, so

[2:26:15] there were kind of a lot of

[2:26:16] conversations as you can see from this

[2:26:19] graphic that was made during our

[2:26:20] community engagement about what people

[2:26:22] wanted to see, what was allowed to

[2:26:25] happen at the park with our covenant

[2:26:27] from DEM, which is really about passive

[2:26:31] um, recreation, but a lot of the common

[2:26:33] themes were education, gathering spaces,

[2:26:37] places for field trips with the tourism

[2:26:39] council right there through the

[2:26:41] Blackstone River waterhed. Um, so that

[2:26:44] really is why we focused on getting an

[2:26:46] outdoor classroom space. And as you can

[2:26:49] see, this picture kind of shows you the

[2:26:52] area of the park where the classroom is

[2:26:54] going to be placed. It's going to be

[2:26:56] placed on the main island portion of the

[2:26:58] park. If you're familiar with Heritage

[2:27:00] Park, there had been some discussion

[2:27:02] about um doing kind of amphitheater

[2:27:05] style in the grading. That was not

[2:27:07] feasible. Um, and quite frankly, it

[2:27:10] makes the most sense to do it on the

[2:27:11] flattest portion where people can gather

[2:27:14] and see the water, be close to the

[2:27:16] water. So, that's why we focused on that

[2:27:19] main island space. So, the proposal that

[2:27:21] you see before you from Emmy O'Brien and

[2:27:23] Sons will replace the existing

[2:27:27] uh picnic tables that you see in this

[2:27:30] photograph. will um put a new trash

[2:27:33] recepticle and then in the open space

[2:27:36] that you see on the island. There will

[2:27:38] be a large shade structure. Um there

[2:27:42] will be amphitheater style benches

[2:27:44] placed underneath that shade structure

[2:27:46] and a stage will actually be built and

[2:27:49] installed under the shade structure as

[2:27:52] well. The installer will do grading in

[2:27:55] that area. They will actually be moving

[2:27:57] be removing the gr the grass in the

[2:28:00] square portion where the shade structure

[2:28:02] is to allow for easier maintenance and

[2:28:05] we'll be putting in a compacted granite

[2:28:07] um so that stone so that we're able to

[2:28:10] maintain that space and maintain ADA

[2:28:13] accessibility there. Um, this is this

[2:28:16] doesn't show the stage, but this shows

[2:28:18] you the type of shade structure that

[2:28:19] we're going to be installing the

[2:28:21] benches, the new picnic tables, and the

[2:28:24] trash can. And Emmy O'Brien and Sons was

[2:28:28] eager to help us with this project, and

[2:28:30] we we had a timeline that they were able

[2:28:34] to meet, and they are part of a

[2:28:36] cooperative purchasing agreement, which

[2:28:38] allowed us to engage with them directly.

[2:28:40] The name may sound familiar to you.

[2:28:42] We've worked with them several times

[2:28:44] before, whether on the monastery

[2:28:46] playground, and the school department

[2:28:48] has used them for all of the new

[2:28:49] elementary school playgrounds, which

[2:28:51] have been very successful. So, we're

[2:28:54] just looking to kind of really kick off

[2:28:56] this next portion of the project and tie

[2:28:59] together two really special places in

[2:29:01] Valley Falls. So, with all that being

[2:29:03] said, I respectfully ask for passage and

[2:29:06] I welcome any questions that anyone may

[2:29:08] have.

[2:30:01] specifically designed materials that

[2:30:02] were or picked materials that were going

[2:30:04] to be very easy to maintain. That's also

[2:30:06] why we're taking out that grass area.

[2:30:11] the ground. It's not movable. Um, the

[2:30:15] shade structure she has in very large

[2:30:18] parks and in cities that haven't been

[2:30:21] damaged and things like that. So, will

[2:30:24] we have to maintain it? Yes. Is it

[2:30:27] something that's specifically designed

[2:30:28] to be very easy to maintain? Also, yes.

[2:30:31] The stage is going to be like that fake

[2:30:34] wood. I can't think of the name. And

[2:30:35] there's going to be an anti-slip

[2:30:37] material put on it. So, it should be

[2:30:38] easy to clean.

[2:30:39] >> I just want to know, you know, if

[2:30:40] they're going to walk down there, as we

[2:30:42] say spontaneously, we're going to hold

[2:30:44] the class there. When they get there,

[2:30:46] are they going to be surprised that they

[2:30:48] can't use it after they move that group

[2:30:50] of kids a few blocks down? That's that's

[2:30:53] all.

[2:31:16] grant um which we're in the works of of

[2:31:19] getting underway is um a crosswalk that

[2:31:24] we've gone back and forth with public

[2:31:25] safety a little bit on exactly where

[2:31:27] that crosswalk should be um and whether

[2:31:29] we can elevate it or not um in terms of

[2:31:32] snow plowing.

[2:31:34] fixing the sidewalks and then having uh

[2:31:38] doing some tree plantings, clearing the

[2:31:40] overgrown brush and creating a more

[2:31:42] visible entryway from that portion of

[2:31:44] Mil Street.

[2:31:45] >> So, there will be an entrance there.

[2:31:50] is I thought it was off the table. So,

[2:31:52] it's it's still

[2:31:53] >> the entry from Mil Street will still be

[2:35:34] I wanted to talk with you tonight about

[2:35:36] flock cameras and flock safety.

[2:35:39] uh and the cancellation of our town's

[2:35:41] contract with flock safety as well as

[2:35:43] the removal of their ALPR cameras. Um I

[2:35:46] reached out to the council via email

[2:35:48] with several articles as well as some

[2:35:49] letters from the ACLU of Rhode Island

[2:35:51] and requested this topic be added to

[2:35:53] this meeting's agenda. Coincidentally,

[2:35:55] just before I sent my email, the ACLU

[2:35:57] sent you an email of their own with the

[2:35:59] same request. um as a woman of from East

[2:36:02] Providence has now filed a federal

[2:36:04] lawsuit against the town for the use of

[2:36:07] their flock cameras to uh allegedly

[2:36:10] misidentify her and lead to her wrongful arrest. So uh I was let I was

[2:36:16] informed I could speak in the public

[2:36:18] comment section. I pushed back because I

[2:36:20] feel like this is a very important

[2:36:21] issue. Um, and I was then con contacted

[2:36:24] by council president Kinch uh that I was

[2:36:27] welcome to speak during the comment that

[2:36:28] we will have a complete review as soon

[2:36:30] as we discuss the town solicitor due to

[2:36:31] the pending lawsuit. Very much heard.

[2:36:35] Um, so as we await the complete review,

[2:36:37] I'd like to speak briefly about the

[2:36:39] dangers of flock safety, what they do

[2:36:41] with our information, and what anyone

[2:36:42] can do with our information and the urge

[2:36:45] the council to do the right thing for

[2:36:47] our town and for our neighbors.

[2:36:49] Uh, for those who don't know, the

[2:36:50] acronym ALPR stands for automated

[2:36:53] license plate reader, which is the

[2:36:54] designation Flock has given their

[2:36:56] cameras installed all around the

[2:36:57] country. However, these cameras capture

[2:36:59] a whole lot more than just your license

[2:37:00] plate. These cameras capture your car,

[2:37:03] your roof and back racks, bumper

[2:37:04] stickers, and even you. At any point, an

[2:37:07] investigator can go into a search system

[2:37:09] cameras use and look up your vehicle.

[2:37:11] They'll then be granted access to every

[2:37:13] photo taken of your car by flot camera

[2:37:15] in the past 30 days

[2:37:17] by cameras in their jurisdiction. This

[2:37:20] means they can piece together your daily

[2:37:21] routine. They can see when you pick up

[2:37:23] your prescriptions at CVS, when you drop

[2:37:25] your kids off at their high school, when

[2:37:26] you fill your gas tank at Cumberland

[2:37:28] Farms. Did I mention that the cameras I

[2:37:30] just listed are all currently active on

[2:37:31] Mendon Road in these exact locations?

[2:37:34] You might think, "Oh, well, if an

[2:37:35] investigator is the only person who can

[2:37:37] see what I've been up to, that must not

[2:37:38] be too bad. not too unsafe. Though you

[2:37:41] may be told that your daily routine is

[2:37:43] not only Though you may be told that

[2:37:45] your daily routine is only to be viewed

[2:37:46] by officers of the law for 30 days after

[2:37:48] the photos were taken, they are far from

[2:37:50] the only people who can see it and for

[2:37:52] only a fraction of the time that Flock

[2:37:54] Safety has granted themselves. Their

[2:37:56] updated contracts now grant them the

[2:37:57] exclusive right to determine and control

[2:37:59] the method, timing, format, and medium

[2:38:02] of access to your data and grant the

[2:38:04] company a perpetual right to it. In

[2:38:06] other words, to do with whatever they

[2:38:08] want forever.

[2:38:11] That information is terrifying in the

[2:38:13] hands of anyone, let alone an

[2:38:15] investigator who may simply be curious

[2:38:16] about you. Curiosity, it turns out, is

[2:38:19] all they need as reason to find you in

[2:38:21] the system. For many search sessions of

[2:38:23] Flock Database, the reason for search

[2:38:26] was simply listed as investigation with

[2:38:28] no further explanation as to why they

[2:38:30] needed to find someone. Days ago, a

[2:38:33] Massachusetts police officer was accused

[2:38:34] of using a flot camera to stalk her

[2:38:35] ex-girlfriend, but inputting her license

[2:38:37] plate into the system and tracking her

[2:38:39] whereabouts. That is unfortunately far

[2:38:41] from the first time and will most likely

[2:38:44] not be the last time an officer

[2:38:46] willfully abuse the system to stop an

[2:38:47] innocent person. These cameras are also

[2:38:49] incredibly easy for an outside party to

[2:38:51] access and with the right skill set in

[2:38:53] network administration and cyber

[2:38:54] security can be routed directly to an

[2:38:56] individual's system at home.

[2:38:59] There are almost no safeguards stopping

[2:39:00] someone from watching your neighbors,

[2:39:02] your kids, or you from the comfort of

[2:39:03] their own home. If you're finding this

[2:39:05] overwhelming and hard to believe, don't

[2:39:07] worry. So do I. The research deep dive

[2:39:10] I've done into flock safety and their

[2:39:11] cameras goes much further than what I've

[2:39:12] mentioned here. And I brought with me

[2:39:14] some printouts of my sources that I have

[2:39:16] also emailed to the council. Um, so you

[2:39:19] can do the research for yourself.

[2:39:21] Uh, if the council is to work in our

[2:39:24] town's best interest, oops, I skipped a

[2:39:26] line here.

[2:39:28] Next year, we are set to renew our

[2:39:30] contract with Flock Safety, which means

[2:39:32] our contract is almost up. So, there is

[2:39:34] still hope. If the council is to work in

[2:39:36] our town's best interest, by this time

[2:39:38] next year, we could be free of flock

[2:39:39] cameras, which, did I forget to mention

[2:39:41] continue to record after contract

[2:39:43] cancellation unless physically removed.

[2:39:46] I digress. I'm here to warn my neighbors

[2:39:48] and the council who represent us of the

[2:39:50] immeasurable danger of flock safety's

[2:39:52] ALPRs and of their chance to ri

[2:39:54] Cumberland of such a threat. I do hope

[2:39:56] after hearing me today looking in the

[2:39:58] eyes of a rightfully frightened citizen

[2:40:00] of Cumberland that you will do the right

[2:40:03] thing when it comes to the time and

[2:40:04] remove block surveillance from our

[2:40:05] streets. Thank you.

[2:40:31] also a resident of 3383 Mendon Road in

[2:40:34] Cumberland. Um I wanted to speak just a

[2:40:37] little bit more on the technical side of

[2:40:39] block safety cameras. Uh I am a

[2:40:42] development and operational engineer at

[2:40:44] a medtech company. So part of my work

[2:40:46] involves vetting software and hardware

[2:40:49] components that are used in medical

[2:40:51] equipment. um just to lend some

[2:40:54] credibility to the things that I was

[2:40:56] going to say. Um one of the big tools

[2:40:59] that I use in determining the safety of

[2:41:02] uh software hardware component is

[2:41:04] whether or not it has an entry into the

[2:41:06] national security vulnerability

[2:41:07] database, which is an open-source um

[2:41:10] database filled with uh discovered uh

[2:41:13] vulnerabilities in software and

[2:41:15] hardware. Um,

[2:41:17] for context, if I find even one

[2:41:20] pertinent entry into the database that

[2:41:22] relates to the device, that is

[2:41:23] absolutely off the table. We can't have

[2:41:25] that sort of risk in a medical device.

[2:41:28] Uh, the last time that I checked, Flock

[2:41:30] Camera has 57 entries and 33 confirmed

[2:41:34] vulnerabilities.

[2:41:37] I have never seen that many

[2:41:40] vulnerabilities for a device.

[2:41:43] Um I was hoping to explain one of them

[2:41:45] in a little more detail uh using words

[2:41:48] that might be in terms that people can

[2:41:50] understand just so you can see how wide

[2:41:52] open they are. Um

[2:41:55] this particular exploitation takes

[2:41:57] advantage of what is called diagnostic

[2:41:59] mode on the camera. Diagnostic mode can

[2:42:02] be entered by repeatedly pressing the

[2:42:03] power button on the back of the camera.

[2:42:05] I want to say ahead of time these things

[2:42:07] were all discovered using the right to

[2:42:08] repair. Um, I'm not divulging

[2:42:12] flock secrets here. Um, they've pretty

[2:42:15] much divulged them themselves. You can

[2:42:18] press the button repeatedly or if the

[2:42:20] camera receives any damage, it will it

[2:42:22] will enter diagnostic mode as well. So,

[2:42:24] you can remove the cell card. The camera

[2:42:26] remain entirely functional, but it will

[2:42:27] enter diagnostic mode. From there, the

[2:42:30] camera will start broadcasting a Wi-Fi

[2:42:32] hotspot. This is intended for

[2:42:34] technicians to access the camera's

[2:42:35] features. Um, among the features

[2:42:38] available from the hotspot are the

[2:42:40] domain name server on port 53, which is,

[2:42:43] if you're not familiar, kind of like a

[2:42:45] road map of the internet. It's how the

[2:42:47] device understands where to reach

[2:42:48] things, meaning a slight edit to that,

[2:42:51] and you can be sending your traffic to

[2:42:53] wherever you like instead of the Flux

[2:42:54] home servers. It includes the HTTP

[2:42:57] server on port 8080, which is a

[2:42:59] transport protocol so vulnerable that if

[2:43:01] you've attempted to click a HTTP link on

[2:43:04] your computer before, your browser will

[2:43:05] warn you, don't click this, your data is

[2:43:08] vulnerable. You are probably about to

[2:43:10] get robbed. If all of that is too

[2:43:12] complicated, and it really isn't, these

[2:43:15] are sort of entry- level concepts in

[2:43:17] network administration. They also just

[2:43:20] explo expose the camera feed directly on

[2:43:22] port 1 2 3 4. The hotspot is password

[2:43:26] protected, but Flock has hardcoded the

[2:43:29] exact same password onto every device in

[2:43:32] plain text. So, it's no small wonder

[2:43:35] that it is common knowledge that the

[2:43:37] password on Flock cameras is with a near

[2:43:40] lethal dose of irony security.

[2:43:43] No capitals, no symbols, the same for

[2:43:47] every camera.

[2:43:49] These cameras are the sloppiest piece of

[2:43:52] hardware I've ever had the misfortune of

[2:43:53] looking into. And I can say with

[2:43:56] absolute certainty that they have not

[2:43:58] passed any sort of third party security

[2:44:00] audit.

[2:44:02] These devices are used by law

[2:44:04] enforcement, a field where a mistake can

[2:44:07] destroy a life or cost the town a

[2:44:09] lawsuit as you know. And I hope that you

[2:44:13] will remove them at the soonest

[2:44:14] possibility and put some serious

[2:44:16] scrutiny into how it came to be. these

[2:44:18] cameras were installed in the first

[2:44:19] place.

[2:44:45] member of Rhode Island Rhode Islanders

[2:44:47] for personal privacy as well as a me uh

[2:44:50] Cumberland resident. Um, speaking in

[2:44:52] support of ordinance number 26-22.

[2:44:56] Um, and I want to thank councelor uh for

[2:44:59] proactively addressing this issue and

[2:45:01] bringing it to the forefront regarding

[2:45:03] data centers in uh potential um zoning

[2:45:07] for data centers in Cumberland. From the

[2:45:10] perspective of a RIP member, uh we do

[2:45:13] oppose data centers across the state. Um

[2:45:17] well, you might ask yourself, how does

[2:45:19] personal privacy and data centers kind

[2:45:21] of mix? Uh it's less on the direct

[2:45:24] impacts of data centers in terms of

[2:45:26] their physical presence, more in the how

[2:45:29] the impact of how data centers are used,

[2:45:32] particularly in terms of uh artificial

[2:45:35] intelligence and AI models.

[2:45:39] um just in terms of like how data is

[2:45:42] collected to build those AI models and

[2:45:45] to train those AI AI models just

[2:45:47] constantly hoovering up uh personal

[2:45:50] information through people's uh internet

[2:45:52] usage as well as just how some end users

[2:45:55] are using those AI models um in terms of

[2:45:58] business use from a the perspective of a

[2:46:01] Cumberland resident um I oppose it

[2:46:03] personally just in terms of the direct

[2:46:06] impacts they have on communities not

[2:46:08] only in the direct energy um increased

[2:46:11] energy costs for user uh other residents

[2:46:14] in the town but also in the long-term

[2:46:18] impact for maintenance costs for upsized

[2:46:21] utilities that are required to m uh to

[2:46:24] meet the demands of these uh AI data uh

[2:46:27] data centers.

[2:46:29] Additionally, there's potential

[2:46:31] increased water usage for some of these,

[2:46:33] but there are al also uh different

[2:46:35] design models that use air cooled um

[2:46:39] technology rather than water cooled.

[2:46:41] That said, those air cooled models do

[2:46:44] tend to have um other impacts,

[2:46:47] especially some AI or data centers that

[2:46:49] use turbine generators which uh present

[2:46:53] uh concerns related to air quality for

[2:46:57] uh surrounding residents as well as

[2:46:59] health effects due to uh increased noise

[2:47:02] um both in the um long-term and

[2:47:05] short-term health effects on that. So,

[2:47:07] in that case, we do oppose them from

[2:47:08] that perspective as well. Thank you.

[2:47:34] Island. I'm here tonight on behalf of

[2:47:37] both Rhode Islanders for personal

[2:47:38] privacy and climate action Rhode Island.

[2:47:40] And first and foremost, I would like to

[2:47:43] also indicate my support for uh

[2:47:46] ordinance 2622 as well. I think it's uh

[2:47:49] incredibly insightful. Um as was stated

[2:47:53] just before, uh the environmental

[2:47:55] impacts are

[2:47:57] never overstated. um the water usage,

[2:48:02] the pollutants that are emitted during

[2:48:03] construction and after construction. Um

[2:48:06] the noise has been consistently

[2:48:08] complained about by just about every

[2:48:09] community that's had one built. And

[2:48:13] um the use of turbines has also been

[2:48:15] proven to pollute as well in the

[2:48:17] instances that those are used. Uh as for

[2:48:20] the flock cameras, um I agree with

[2:48:23] everything that's been said already. Uh

[2:48:25] I'm from Providence which is a city that

[2:48:27] has many flock cameras as it is. Um I

[2:48:31] can safely say that uh very few people

[2:48:33] feel safer for having them there. A lot

[2:48:35] of people feel more paranoid. Morale is

[2:48:37] lower. Uh recently it was discovered

[2:48:39] that um similarly to what has been

[2:48:42] stated before, uh these cameras can lock

[2:48:44] onto the Bluetooth signatures put out by

[2:48:47] people's phones. Uh despite the

[2:48:49] company's insistence that that's not the

[2:48:51] case. Um, many police officers,

[2:48:54] including a police officer from Pucket,

[2:48:56] uh, have come forward and expressed

[2:48:58] their concerns involving the security of

[2:49:00] these cameras. And for those reasons,

[2:49:03] um, I am against them being really

[2:49:06] anywhere. So, thank you for your time.

[2:49:29] but um, and also a member of Rhode

[2:49:31] Islanders for personal privacy like some

[2:49:33] of the Cumberland residents and

[2:49:34] non-residents who have spoken. Um, I

[2:49:38] >> I would came here mainly um to support

[2:49:41] the data center ordinance by

[2:49:43] Councilwoman Suite um, 2622. Um, but I

[2:49:48] feel that as a non-resident for C of

[2:49:51] Cumberland, I really should, um, leave

[2:49:53] it to Cumberland residents to decide on

[2:49:55] this. Um, I think it's great that, um,

[2:49:59] PE residents are speaking up more and

[2:50:01] more in their communities and wanting to

[2:50:03] have a voice. Um, because, you know, um,

[2:50:06] a lot of the national leaders or even

[2:50:09] some of the state leaders have been

[2:50:10] saying, let's just build data centers

[2:50:12] all over the place and not really giving

[2:50:14] local residents a voice. And I think we

[2:50:16] have um more democracy at the local

[2:50:18] level. I think it's really important for

[2:50:21] local residents to decide do we want to

[2:50:23] have these co costs and um repercussions

[2:50:27] from data centers. Um town places that

[2:50:30] have lots of data centers often find

[2:50:33] that the place is physically hotter just

[2:50:35] because it's so hard to cool um a place

[2:50:38] with a thousand computers in it. And um

[2:50:41] each generation of computers takes up

[2:50:43] generates more and more heat. has more

[2:50:45] and more difficulty cooling. Um, I'm a

[2:50:47] former software engineer, so I know

[2:50:49] about that. Um, so I I don't want to be

[2:50:52] heavy-handed. I um but I'm glad that um

[2:50:55] that residents of Cumberland are

[2:50:58] starting this discussion and deciding

[2:51:00] what kind of policy they they want to

[2:51:02] have on data centers because it should

[2:51:04] be up to the residents. Um and I think

[2:51:07] um and I we are not an anti-tech group

[2:51:10] but we believe that the people should

[2:51:12] have a voice um on the the main tech

[2:51:15] issues of our time which includes um

[2:51:17] surveillance cameras, artificial

[2:51:19] intelligence and data centers. Those are

[2:51:21] the three issues we concentrate on. And

[2:51:24] um we um and I didn't have anything

[2:51:27] prepared about flock cameras, but

[2:51:29] usually when a town's flock camera

[2:51:31] contract is up for renewal, I prepare a

[2:51:34] legal analysis of the contract. And I

[2:51:36] have not specifically looked through

[2:51:38] Cumberland's contract yet, but in every

[2:51:40] town's contract I've seen, um, just, um,

[2:51:44] continuing the point that Robert made

[2:51:46] earlier, um, every town's contract I've

[2:51:49] seen, um, bans the town from doing its

[2:51:53] own independent security audit of flop

[2:51:55] cameras. It says you cannot um you

[2:51:58] cannot independently um um look into the

[2:52:03] um device to see what his security

[2:52:06] vulnerabilities are. Um they prohibited

[2:52:08] that legally. Um and that's part of how

[2:52:11] the flop cameras are so unreliable, so

[2:52:14] open to hacking. And of course in modern

[2:52:16] warfare, one of the first things that's

[2:52:18] targeted in modern warfare is they hack

[2:52:20] into these systems. So, um, so it makes

[2:52:23] it open to foreign militaries, hackers,

[2:52:25] and all sorts of people. Um, but I'm

[2:52:28] glad that people are starting this

[2:52:29] discussion, and I realize this this is

[2:52:31] just about putting the one ordinance out

[2:52:34] to advertise, and flock isn't even on

[2:52:36] the official agenda yet, but these are

[2:52:38] going to be important going forward. So,

[2:52:40] thanks for addressing them.

[2:54:19] their voice is considered in the

[2:54:21] decision to hopefully you guys will be

[2:54:24] considering your decision to renew your contract and

[2:54:28] that the public will have a voice in

[2:54:30] that. I think since we are so deeply

[2:54:33] impacted by

[2:54:35] the presence of flock cameras and the

[2:54:38] potential presence of a data center in

[2:54:40] our community that I think it is just

[2:54:42] it's a public issue all around and I

[2:54:44] just wanted to state that and state that

[2:54:46] I'm I'm glad that it is already being

[2:54:48] proposed. So, thank you.

[2:55:32] the chief of police came, uh, in front

[2:55:39] plate reader, right? And I think most of

[2:55:41] the people that were on the town council

[2:55:42] at the time interpreted that as a um,

[2:55:46] license plate reader that's just going

[2:55:48] to snap photos of your license plate.

[2:55:50] And obviously it's had some pretty good

[2:55:53] um pretty good track record, right? So

[2:55:56] we had a robbery in Attabro and it it

[2:55:59] got to uh identify the person that was

[2:56:01] coming and and committing the crime and

[2:56:03] we found them, right? But there's

[2:56:05] obviously a lot of issues that's going

[2:56:07] to be that we've we've seen. So, I think

[2:56:10] what the town council needs to do, just

[2:56:12] in my opinion, is um bring the chief of

[2:56:15] police back in, ask them a little bit

[2:56:18] more about what the policies and

[2:56:19] procedures are. Obviously, it's not just

[2:56:21] a license break reader with what we've

[2:56:23] been seeing kind of in the news and and

[2:56:26] not knowing what you guys are privy to

[2:56:28] on the police side of things, but I

[2:56:31] think they need to kind of come to you

[2:56:33] guys and say, "Hey, listen, this is what

[2:56:35] we're using it for. If it's a license

[2:56:37] plate reader, that's great. Um, but if

[2:56:40] it's looking at people in the cars, if

[2:56:42] it's storing data longer than you guys

[2:56:44] think, I think there's some questions to

[2:56:46] be asked and uh answers that you guys
