[0:06] I know.
[0:09] » Good luck. >> I'm good.
[0:12] » Okay. Uh, thanks, folks. >> You know, first and foremost, I want to
[0:18] address some of the comments being made online that really affect Jordan Sier.
[0:24] » Introduce yourself, sir. >> Tell these people who you are. How are
[0:29] you? >> Yes.
[0:34] » Sure. My name is Jay Trust. >> Okay. Thank you.
[0:36] » You bet. >> My name is Jay Trust. Uh we purchased
[0:40] the property just uh just north of here, just north of Bill.
[0:45] Uh the property is being discussed today.
[0:52] Um so
[0:57] we haven't proposed anything to plan. >> What we did was we we we bought the
[1:05] property and then we submitted a pre-application
[1:09] uh a pre-applica a pre-planning application and in fact I made a
[1:14] conscious effort to stay completely as far away from it as possible and be a uh
[1:20] investor with with Sienna and Jordan. uh they completed the the the
[1:26] pre-application process um and we were essentially looking at
[1:32] what the opportunities were, what could be what could be facilitated with this
[1:38] property. And yes, as Bill came back and
[1:44] discussed, we received our pre-application review. It was conducted
[1:51] by Zach Moody who's out of Medford and he identified that a smallcale
[2:01] private campground would be an allowable use. It would require so and I can just
[2:07] read some of this to you uh to read some of this to you now
[2:12] » and it may clear up some of the >> just a quick question to clarify the
[2:17] process because they talked about And so what is the process that you went
[2:24] through to say okay this
[2:30] how does that work >> that's so okay so that that and I would
[2:33] say the majority of the questions that that's the surrounding question right
[2:37] because a lot of the accusations are that I was manipulating the the process
[2:42] etc etc etc um which I was not but
[2:51] But so here's what it is. So here here's the
[2:56] rural residential zoning. Rural residential zoning has two outright
[3:01] permitted uses. Okay. Uh single family dwelling or mobile home and farming and
[3:07] forestry use. Okay. Then when you go to farming and forestry use
[3:14] the first part of pharmacy farming and forestry use is subject to the approval
[3:18] of the county governing body or its designate. So we the commissioners don't
[3:22] make those decisions. We have a designate who does that.
[3:26] » That's the plan our contracted planner out of metro.
[3:31] And it says a private campground may be established in an area zone for forest
[3:36] or mixed farm use subject to the approval of the county governing body or
[3:40] its designate. >> So excuse me, it is not zoned for that.
[3:44] It's a use for them for our R5. It is a use not
[3:56] and the the reality is a little more that's your interpretation. All we did
[4:00] was ask the question. >> I didn't create the interpretation.
[4:04] » Okay. >> As much as some people want to believe,
[4:07] » I had no >> I did. I'm clarifying what is real. I've
[4:12] read all of it. So, so, so, so, so, so when it says farming and forestry use is
[4:18] an outright permitted use in our our zoning areas,
[4:23] the farming and forestry use is the use. And if there's an outright use within
[4:29] farming and forestry zoning, that's that's how I'm interpreting what they
[4:34] wrote to us. >> That's how I'm interpreting that. So J,
[4:38] would you have to re have it reszoneed to forestry grazing to do this
[4:45] » or would you keep it as an RR5 and be allowed to do
[4:49] » not grazing project? >> Not according to the planner.
[4:55] So, so because and I'm just reading >> I'm just reading what they wrote and and
[5:01] I'll read I'll read the conclusion because that's the easiest that's the
[5:04] the cleanest statement in the in in the entire uh pre-application. Now, I want
[5:10] to remind you as well, >> Bill is right. Like, we don't have the
[5:15] plan. You don't have the plan until you find out whether or not it's something
[5:20] you can actually execute, which was why we did the pre-planning discussion
[5:24] because we wanted to see if it was even allowable.
[5:29] » Are you excavating now? >> No,
[5:34] » you don't have anybody over there working on it now doing anything at all.
[5:38] » No, so we have some of our equipment because we we're storing it there
[5:42] because uh Jordan does have an excavation business. Uh so that is
[5:47] sitting there certainly but you yeah you you you can look from the the 101 and
[5:55] see that it's just sand sitting there >> and so
[6:02] um back to back to the >> the process.
[6:06] » Yes. Go ahead. Sorry. >> So you're in the pre-planning. Yes. What
[6:10] have your conversations with EQ regarding waste and what is your plan
[6:14] pre-plann there pre-planning process?
[6:19] » We have literally we all we have submitted was the pre pre-planning
[6:24] application to the county. >> So the county approved a pre-planned
[6:30] without any conversation with >> No, they don't approve anything. They
[6:33] just they just write what you're capable or what their interpretation of the
[6:37] zones of what you can do. And so >> do they have anything specific to waste
[6:42] water or water use in general in this pre?
[6:45] » Oh, there's all the restrictions that are involved with it. So can I can I
[6:50] read the conclusion that might help? >> Okay.
[6:58] Here's the conclusions the concluding statement
[7:02] by by Zach Moody. The proposed development of a small
[7:07] scale luxury RV resort and campground by TK Ventures LLC at 24298 Carpenterville
[7:13] Road represents a project that is potentially available
[7:17] as a forestry use under RS215.49459
[7:23] subject to planning clearance review by the planning director. However, approval
[7:27] is contingent upon the applicant's ability to demonstrate full full
[7:30] compliance with all applicable provisions of the Curry County zoning
[7:35] ordinance, including but not limited to the standards listed above. So, that
[7:39] those are where your your concerns are going to come into play.
[7:42] » Well, think how close you are to the river there treatments to that is going
[7:46] to be I we do something for a living. drafted.
[7:50] Uh I I I feel pretty confident that we've
[7:55] somewhat abandoned the idea of a septic system like and like actually because if
[8:00] we're talking two weeks, right? In in in fact in in in order to
[8:07] in order to be compliance with the campground ordinance, it has to be less
[8:10] than 30 days, right? That's all campground ordinance. So, and we had
[8:16] anticipated of of maintaining around a two week uh maximum stay. We don't want
[8:22] what we don't want the the long the long-term thing isn't an option. So in
[8:30] fact that's why we were sticking with just water and power and and and not
[8:35] doing the black water. We we had ex we had discussed preliminarily discussed
[8:41] having a uh like a dump station with a control tank that we would have to pay
[8:47] to have pumped uh on a regular basis. Uh or else they'll have to drive to Harris
[8:52] Beach to the dump station at Harris Beach.
[8:54] » But you're going to have a lot of irresponsible people that are not going
[8:56] to do that. >> They're already doing it.
[9:01] » It's illegal, >> right?
[9:05] » They're they're doing it there. If we can get them
[9:08] » that's illegal >> here
[9:10] » to do it. >> They're not going to pay. They want to
[9:12] stay for free.
[9:16] » I I appreciate the assumption. I I don't I don't
[9:21] » So the thing with the the black and this is
[9:26] » we spend a lot of years in our motor home traveling every weekend to
[9:30] different motocross tracks and I did this for years and years all over
[9:33] Northern California, Oregon and up into Washington. And I will tell you for
[9:39] instance I was at Wugub at the big national race. Now it's a dry camping
[9:44] situation. I get up in the morning have my cup of coffee 06 and you look across
[9:49] the way down below and I see another motor home. It's getting we're getting
[9:52] close to leaving. You know, people are mo the big events are over. People are
[9:57] getting ready to head out. Motor homes are leaving. So, I look out there and I
[10:00] look down into the trees and I see a guy that has dug a hole. I'm not I'm not
[10:05] This is the real being truthful. He dug a hole with a shovel. He opened his
[10:10] black water and he dumped it in that hole right there
[10:13] » and then he filled it over. That's how I watched it. and then he drove away.
[10:18] That's one of my concerns when I say environmental because again, I've got
[10:23] little kids walking down that road through the campground. I got a dog, you
[10:27] know, now I get a dog that runs over and sticks his nose in this thing and man
[10:30] comes home and licks the baby in the face. You know, that's I know I know the
[10:36] intent would be what you just said. Hey, go Har Beach or we do a dump station at
[10:41] your place or whatever. But there's always going to be those guys
[10:45] » and I've seen them. So just something to think about.
[10:51] » I have a question. >> Yeah.
[10:53] » Okay. You kind of contradicted yourself just a little bit saying that you want
[10:58] to move the people out off of the 101 and put them in here.
[11:06] However, when you were talking, you actually said in the conclusion, a
[11:12] luxury resort.
[11:17] » What What is that? >> So, uh
[11:25] » I I don't know the I I don't know because we that's not what we put in
[11:29] when we applied. We just set a campground with RV.
[11:35] So,
[11:39] » yeah. Well, let me answer this one quickly. Okay. Um,
[11:43] so one of the things that we have been
[11:48] discussing again and I'm glad actually we're having this conversation because
[11:53] none of the none of our information is finalized in terms of what we plan to
[11:56] present. >> But,
[12:00] um, it's normal to have an expectation of RVs no older than 15 years with with
[12:10] and they have to have if if they're older than 15 years, they have to have
[12:15] uh you you have to basically get a a pre-approval by sending in the pictures
[12:22] of your condition of your of your >> and I and I am an RV owner and yes, you
[12:28] are correct where we had to send in a picture
[12:31] But my my question still is it's conclusion of the luxury versus the
[12:40] people on Highway 101 is completely different. And if you're talking luxury,
[12:47] are you going to have a campost who's going to be monitoring any of
[12:54] these things? I mean, >> no, no, and I'm so glad you asked that.
[12:57] Yeah, that's um so that is that isn't absolute. In fact, initially uh Jordan
[13:04] and Sienna would uh would be living on site to manage for the first to for to
[13:10] get through the first year or so startups. There will be a full-time
[13:15] campost probably u well possibly two because a lot of times one of them wants
[13:19] to go on vacation and need someone to pack a month. Um so yes yes yes there
[13:26] would be full-time supervision. Um the best
[13:32] model if I just to give everybody an understanding of the model of the idea
[13:39] would be florist. Okay. Uh that's in in my estimation the
[13:47] the closest model to what we in were initially
[13:53] envisioning. Now again it all I mean we don't have anything
[14:00] solidified. So a lot of the the answers I'm giving you are just what we've had
[14:06] in discussion. Uh because as Bill pointed out we we
[14:11] haven't started building the plant. >> Okay, hold on. I think this gentleman
[14:18] was >> Yes. What's the big draw here? What's
[14:20] going to draw these tourists here? They have no access to a river that is mostly
[14:26] private but a beach. What's the big draw here? What's going to make them all come
[14:30] here? Why would you do that to us without even telling us before that
[14:35] » when you to inform everybody if we didn't initiate
[14:41] this with Would you have initiated it with us?
[14:44] » Um, well, I did. I initiated it with Bill.
[14:47] » Oh, no. No. The community, the whole community, because you're everything
[14:50] that you do that is going to affect this entire community. And talking to Bill is
[14:55] not the entire community. >> If he didn't share it with us, none of
[15:00] us would know what you were doing. >> That's right. And so all of us would be
[15:04] our lights going to change. Our traffic's going to change. Our
[15:08] infrastructure is going to be um taxed. We don't have any sheriff and fire
[15:14] support for this. Our property values are going to plummet. I understand that
[15:18] you have your savings in it, but this is everybody has their life savings in it,
[15:21] too. >> So the thing is is you're you're
[15:25] inviting people into a community that is going to not be open to them. Everybody
[15:30] does. Nobody wants these people. be walking on the property across the
[15:33] property to get to our river. The river is going to have algae bloom. So,
[15:36] they're not going to be able to let their kids or their dogs into the river
[15:39] unless they want their dogs to die and that would be really good reviews for
[15:43] you. Yeah, we took our dogs in the river. It got algae bloom and it died.
[15:47] Great RV park. So, I just see a lot of problems with this. I see light
[15:52] pollution. I see sound pollution. I see safety. I see an influx of people that
[15:56] are are going to be wandering around with their side by sides. I see people
[16:01] decimating all the various that everybody here picks to to to sustain
[16:05] themselves over the season. I see swimming pools being inundated by
[16:08] people. I see garbage coming in with them. I see people not picking up after
[16:13] their animals. And by the way, when you say your RVs are going to be 15 years, I
[16:17] don't know if you saw all those RVs and those buses that were parked there for
[16:21] for months during CO. They were not 15 years or newer. Those buses were old.
[16:26] How are you going to maintain that that level of of who's going to be like
[16:31] inspecting these things and are you going to turn people away if they don't
[16:34] if they're not 15 years or newer? How what are you going to do about all that?
[16:47] To follow on that um a lot of these are details which is
[16:52] incredibly important.
[16:58] But my question is this this process is not zoned for
[17:04] that. So a lot of
[17:10] jump through to get it to be approved as an RV park and you as the chair
[17:17] commissioner happen to our county government. you
[17:22] have close connections with this person who is the one who has to obey it. So it
[17:27] just smacks of insider trading.
[17:39] » May I make a suggestion? How about both property owners? You keep mentioning
[17:43] Sienna and Jordan. Let's have all the owners up there
[17:48] » instead of laughing in the corner. >> And what about It's your property and
[17:52] your proposal.
[18:04] » Thank you. >> Thank you very much.
[18:11] » That's appropriate. >> That's appropriate.
[18:14] » Eleanor asked that we handle this in a controlled manner and I'm one to
[18:18] respect. I I respect the concerns and I respect the the unknowns, the fears.
[18:24] They're certainly real, >> but you can't answer questions for
[18:27] everyone if everyone is shouting at you. >> Well, and I appreciate that and I and I
[18:32] do understand that for a lot of you that was probably the intent. You know, you
[18:38] wanted your your pint uh >> done of flesh. I'm sure
[18:42] » we just begun this. >> So, um understood. Uh okay.
[18:53] So this is two part. The first one's direct question.
[18:56] » Do you live here in this? >> Does it matter?
[19:01] » It doesn't matter. >> Ladies and gentlemen, I will identify
[19:04] myself. Thank you. >> I am Jeremy Dire
[19:08] County Commissioner. >> My question is two part.
[19:13] » One, how many campsites are you supposed to?
[19:16] » We don't So, so we had a initial rough estimate, but we realized that's not
[19:22] going to fit >> rough estimate.
[19:25] » Uh, we don't know. >> Flores Lake is 18.
[19:30] » So, >> yeah, Flores Lake has 18, which he just
[19:34] said was his example.
[19:38] » Room lived in Pistol River during 2010.
[19:45] 2010 I was a forest officer of Fuse Force Protect Association
[19:49] » when a semi truck struck a passenger vehicle
[19:55] » right >> that fire
[19:57] sparked on the west side of the highway >> right
[20:01] » and ran I believe it was 100 acres >> in short order the only thing that
[20:06] stopped that fire was the shore pines >> that's right
[20:10] » it jumped a four lane sections highway way right up against where we're sitting
[20:15] here. >> Right out here by us.
[20:18] » My question is very simple. How can you think that having a campsite with open
[20:25] fires and an area of high winds and residential use be approvable and
[20:31] acceptable in such conditions? Obviously,
[20:42] you you know more about the plan than I do because we haven't discussed anything
[20:45] on fire. So, there's been no proposal for discussing
[20:50] one of the first things you consider when you do something like this. What
[20:53] would be the impact on these people? We might destroy everybody's home in this
[20:58] area with one careless camper. Are you going to put that bill?
[21:03] Can we take it out? Can we come back? Mr. Tro, your campsite caused a fire and
[21:09] wiped out the entire Pistol River area. What are you going to do about that? Are
[21:14] you going to pay our deductibles? Are you going to take care of us? Are you
[21:18] going to come down here and and and help the insurance people assess our our
[21:23] damage? What are you guys going to do about that? Are you going to jump? Are
[21:26] you going to come down here, jump on that yourself?
[21:30] » What are you going to do? I I I'm not I'm not going to answer your question
[21:36] » cuz you didn't consider it. >> We haven't even put together a proposal.
[21:42] » But that should be >> all we have done is ask what is capable
[21:46] of being done. >> Like I I I think that
[21:52] » we don't want we don't want you here.
[22:09] I'll listen to your question.
[22:19] » Not many, not all maintain their own defensive fire.
[22:27] ownership kind of fire that happens by each individual property owner. But I
[22:33] want to know what do you think your camp is going to give to the people the
[22:40] community there's no
[22:43] service you're going to collect money but what are you going to give to the
[22:50] community if you want to be a me
[22:58] » right so here so a couple of things um that we have uh
[23:08] uh been considering should this bill get through is uh offering like
[23:18] a week week long free stays for each household.
[23:37] But I mean we have so
[23:44] » my wife and I have we donate anywhere between 12 to 14,000
[23:49] a year back into the >> No,
[23:53] » because we >> I understand this.
[23:56] » My point is is that We we believe in reinvesting
[24:02] into the communities that work in
[24:19] » the rest of >> Can you guys hear me?
[24:22] » Yes. >> Okay.
[24:24] purchased the property >> and you're leaving.
[24:30] » So to be honest with you, I would like to take some ownership over the
[24:34] investigation of the development of this property. This has been one of my
[24:39] passion projects. I work in development for a living and I have dreams of
[24:46] creating little gems here and there. This is a community I grew up in and the
[24:50] community that I love for Kansas. And so I'm not going to say that our initial
[24:55] intention was to p purchase this property for this.
[24:59] » We purchased the property because we thought it was an opportunity, a really
[25:02] cool piece of property in a really beautiful area.
[25:05] » And so I kind of set out on a journey with the county planner to see what I
[25:11] could do with what's available to me. Whether it's an a house, building a
[25:17] house. I work in architecture for a living,
[25:20] » right? So I I've been building that's what I do
[25:25] » for something >> and that's still an absolute
[25:29] possibility. So to be honest with everyone in this room, I don't have a
[25:33] lot of answers because this was an attempt to start a dialogue with the
[25:38] county planner.
[25:46] She started with the planner. >> Right.
[25:49] » Right. So, I started the dialogue with the planner and I apologize to everyone
[25:52] in this room for not opening the floor to conversation to all of you. Um, I
[25:59] would be happy to answer questions to the best of my ability as long as
[26:03] they're presented in a respectful, reasonable way if I have an answer to
[26:08] them. >> Okay, I'm just going to preface that. I
[26:11] I don't have time to stand up here and argue and defend myself. Okay.
[26:15] » Can I ask a question? >> Absolutely.
[26:18] » I want to county
[26:30] and I want to ask about this because of his
[26:37] county employee.
[26:41] Who's involved in hiring?
