[1:51]
» All right. Uh, the next order of
business is public comment. And before
[1:56]
we have any public comment about
anything that's on the agenda, I have a
[2:01]
pre
prepared statement to read.
[2:06]
In recognition of the value of public
comment on city issues and the
[2:09]
importance of allowing members of the
public to express themselves on matters
[2:14]
of community interest, the Planning and
Zoning Commission invites residents and
[2:18]
other interested parties to speak.
Anyone wishing to speak before the
[2:23]
Commission to submit a completed speaker
form to the city clerk prior to the
[2:27]
start of the meeting.
Once your name is called, please
[2:31]
approach the podium.
To make certain that all interested
[2:34]
parties have an opportunity to speak,
each speaker is limited to 3 minutes.
[2:40]
Furthermore, no person will be permitted
to speak more than once during the
[2:44]
public comment / public hearing portion
of our meeting.
[2:48]
Please keep in mind that this is not a
question-and-answer session. Please do
[2:52]
not expect a response to your comments
at this time.
[2:57]
Do we have any um
>> We have no speakers, sir.
[2:59]
» Okay.
[3:03]
The next item on the agenda is the
public hearing.
[3:08]
The Velvet Paw is requesting a
conditional use permit for a dog
[3:14]
grooming salon located at 1656 Bryan
Road, Dardenne Prairie, Missouri.
[3:21]
Current zoning is C-2 and is requesting
a C-2
[3:27]
uh conditional use permit. I need a
motion to open the hearing.
[3:31]
» I move.
>> Second.
[3:33]
» Okay, it's been uh moved by Northcutt
and seconded by Lamb.
[3:40]
All in favor?
>> Aye.
[3:43]
» Opposed?
All right, at this point, I ask the
[3:48]
applicant to come up and uh
give his presentation.
[3:57]
» Good evening.
Um I'm Rob Johnson. This is my wife,
[4:01]
Christie. Um we're representing
developer Claus seeking a conditional
[4:05]
use permit for a dog grooming
salon.
[4:11]
» Can you Can you speak into the
microphone a little bit?
[4:14]
» Yeah. Uh my name is Rob Johnson. This is
my wife, Christie. We're looking for a
[4:19]
conditional use permit to open a dog
grooming salon in Garden Prairie.
[4:24]
I'm not really sure what presentation we
weren't really
[4:28]
We're looking to groom dogs.
[4:32]
That's pretty That's pretty much it.
>> Okay.
[4:36]
Um
All right. Kyle, do you have anything to
[4:42]
add regarding your report?
[4:48]
» Uh nothing to report. You have my my
report within your packet. Um just kind
[4:54]
of give you some context of the property
and the specific request. So, specific
[4:58]
request for their CUP
um
[5:01]
is as it relates to C1 and any
conditional or uh
[5:07]
any approved or conditional use for C1.
So, in this case, under that C1
[5:12]
designation, it does include uh dog
grooming facilities. And that is the
[5:17]
request that's being made.
>> Okay.
[5:20]
I have
two questions for you.
[5:23]
Uh one is that under the CUP
requirements,
[5:28]
it says that a site plan is required
unless deemed unnecessary um
[5:34]
by the zoning administrator. And I'm
assuming at this time that you um
[5:41]
did you decide that a site plan wasn't
necessary?
[5:46]
» Correct. This is a pre-existing
structure. It's an infill in a strip
[5:49]
mall. So we do not have a site plan at
this point for the building permit. When
[5:54]
the building permit comes forward, there
would obviously be
[5:57]
some sketches for that.
>> What about parking requirements?
[6:01]
» We have not done any review on the
parking since parking and loading would
[6:04]
have been established as part of the
original structure.
[6:08]
Right now, that building has parking on
the top and bottom floor with
[6:13]
a number of vacancies within that
building currently.
[6:18]
Certainly plenty of parking currently as
it exists and there's also no room to to
[6:23]
contemplate adding parking for this use.
>> Cuz I know in driving by the facility
[6:30]
the
[6:33]
there was some empty storefronts
and there's quite a mix of
[6:40]
uses in there.
There would vary the parking and it
[6:45]
wouldn't all be the same, but you don't
anticipate an issue with parking.
[6:50]
» I do not. My understanding is this is a
drop-off and collect. So they outside of
[6:55]
their own personal parking, I will
assume that they they don't have and
[6:58]
certainly you can ask that question of
them as well, but my understanding is a
[7:01]
drop-off and pick up by appointment. So
from a parking capacity needs, they they
[7:06]
will have little to none.
>> Okay. Thank you.
[7:10]
How many dogs at any one time will you
be having in there?
[7:15]
» Initially, it's going to be a
one-on-one. As we expand, that would be
[7:18]
up to three groomers, so three dogs. So
it would be a drop-off that we would
[7:22]
stagger times.
>> All right. So I mean at one time, how
[7:26]
many dogs could you be grooming in
there?
[7:28]
» We do one at a time. It's a one-on-one
salon. So just one at a time and it's an
[7:33]
hour and a half for or two hours for the
majority of the time.
[7:39]
» Okay.
>> We We have a parking spot and lease
[7:44]
terms that they were going to give to us
right in front of the building.
[7:47]
» Okay.
Which storefront is it as you're looking
[7:51]
at?
>> So at the very center of the building
[7:54]
where the marquee is, it's right to the
very left.
[7:57]
» Okay.
All right.
[8:00]
Any of the commissioners have any
questions?
[8:03]
» No.
>> Okay, is there anybody from the public
[8:07]
that would like to make a comment?
[8:12]
Do you have any other questions?
>> No, sir.
[8:16]
» Okay, then I need a motion to close the
hearing.
[8:22]
» I'll move.
>> Second.
[8:25]
» All right, it's been moved by Mosler and
seconded by Northcutt.
[8:31]
All in favor?
>> Aye.
[8:33]
» Aye.
>> Opposed?
[8:36]
All righty, the next order of business
will be approval of the minutes
[8:41]
from the work session and the regular
session of May 13th, 2026.
[8:48]
Anybody have any comments about the
minutes?
[8:55]
» I had one.
[8:59]
And uh
was concerning
[9:03]
I need to get in there.
>> I'll bring it up.
[9:05]
» Cuz she knows what I'm talking about.
Yeah, it was concerning the work session
[9:11]
under multi-family board folio.
Uh
[9:16]
Herman Wohl Group
lacking guidance.
[9:20]
» It's been amended and corrected.
>> It was concerning the Wohl Group.
[9:23]
» That has been corrected.
>> And that's just it.
[9:26]
Okay.
>> My apologies.
[9:31]
» All righty, with the um
note to amend the work session, Do I
[9:38]
have a motion to approve the
amended work session minutes and the
[9:43]
regular minutes?
>> Yes.
[9:46]
» Yes.
>> Second.
[9:48]
» Okay, it's been moved by Northcutt,
seconded by Lamb.
[9:55]
All in favor?
>> Aye.
[9:58]
» All righty.
Now, I have no communications to
[10:03]
discuss.
So, the next item on the agenda is the
[10:09]
new business.
Uh Velvet Paw requesting a conditional
[10:14]
use permit for a dog grooming salon.
Anybody have anything they would like to
[10:20]
discuss on this?
[10:24]
All right.
We need a motion to recommend or deny to
[10:28]
the Board of Aldermen
uh this uh conditional use permit.
[10:35]
» I'll make a motion to recommend
to the Board of Aldermen.
[10:39]
» I'll second.
>> Who said second? Pam, did you? Okay.
[10:45]
All right, it's been moved and seconded.
No uh conditions or anything. Just stay
[10:50]
as presented, I assume.
>> Yes.
[10:53]
» All right, all in favor say aye.
>> Aye.
[10:56]
» Opposed?
All righty.
[11:00]
Last item on the agenda, I need a motion
to adjourn.
[11:05]
» So moved.
>> Second. That was quick.
[11:09]
Who Who seconded?
Okay, it's been moved by Northcutt,
[11:14]
seconded by Lamb. All in favor say aye.
>> Aye.
[11:18]
» Opposed?
All right, we're done.
[11:22]
» Adjourned.
