[22:15] Smith thank you Mr chairman um I think we've got the folks from Williams here
[22:18] come on forward if you can um you guys know about you m are you you know it but
[22:23] you had heard it in a while about the big pipeline coming down from up North
[22:26] through right almost through the middle of the state here running right by our
[22:29] area and these folks want to want to update you on kind of the progress of
[22:32] the project so invite them here for Thursday morning meeting how are you
[22:35] good morning Podium right there please yep thank you good morning Commissioners
[22:40] thank you for your time um forward backward thank you so uh my name is Kyle
[22:45] Tarpley uh I'm a community and Outreach specialist with Williams um and I'm here
[22:50] to tell all of you today about our uh proposed project plans um for the
[22:55] southeast Supply uh enhancement project um it is a um this is sorry this is
[23:02] Williams footprint um I think you all are pretty familiar with the Transco
[23:05] pipeline that runs through the area um it has been um in service moving um
[23:12] volumes of gas um since the uh 1960s um this project um is meeting
[23:18] demand for affordable energy in Virginia and the Carolinas as well as um Georgia
[23:23] and Alabama um the proposed project is an expansion of our existing system
[23:29] uh the way we are moving this additional volume is through looping uh which is
[23:33] laying pipeline next to our existing uh pipeline Corridor so the impact to land
[23:39] owners and uh Land Resources is minimal um as well as in uh
[23:44] increasing uh compression at our existing compressor stations um along
[23:49] the line in Davidson we have one in Lexington um that's uh we refer to that
[23:54] as station 155 that's on Becky Hill Road um I got a question for you as we go is
[23:59] this refined gasoline is that what we're moving no it's natural gas natural gas
[24:03] yeah dry natural gas um the same that you might use to um to if you have a gas
[24:08] stove or um uh you know hot water heating um the expansion uh will provide
[24:14] reliable um and um cost efficient gas um to to the footprint um because we are an
[24:21] interstate pipeline um any changes to our system are regulated by the Federal
[24:25] Energy Regulatory Commission uh we just just last week um filed our what's
[24:31] called a 7c application um to um to uh continue on with the development of this
[24:37] project uh we work not only with Federal Regulators but um State as well so uh we
[24:44] would need to work with the ncdeq on um water quality and air permitting as well
[24:49] and I have a a slide on that um later on um this project will add approximately
[24:55] 1.6 million decms of gas um to our system we have uh a lot of customers in
[25:02] the Carolinas primarily Duke and uh pedmont who have come to us and said we
[25:07] we need more gas we need you to develop a project to bring it um to our service
[25:12] area so that's what this uh project is hoping to deliver
[25:16] on um this is the project map um throughout the its entire footprint um I
[25:22] have I think I have a map for Davidson I do um so as you can see it's quite um
[25:26] quite a large Geographic footprint um for our company but that the whole
[25:30] Blue Line you see is just a piece of our Transco pipeline that runs from South
[25:35] Texas up to New York so as I said earlier it's we've been here we've been
[25:39] operating here we we hope we are good neighbors and good stewards and we will
[25:43] continue to to to be so throughout the development and hopefully execution of
[25:47] this project um the North Carolina and then
[25:51] Davidson County specific scope of work um is um 28.4 miles of pipeline looping
[25:57] um in this County it would be about 10 miles of of pipeline going in again as I
[26:02] said it was next to our existing right of-way Corridor so we are you know we're
[26:07] not go it may be land that has not been touched but it is within our right of
[26:11] way so we're not you know clearing virgin land excuse me to um to to
[26:17] accomplish this um and then we are also um undertaking upgrades to existing
[26:22] compressor stations in Davidson and ell so um in Davidson um the up upgrades to
[26:28] the compressor station would be adding three new low emitting turbines gas
[26:33] fired turbines at the station there have been separate projects that we have
[26:37] undertaken at this station um to also um undertake significant emissions
[26:43] reductions so it is not a part of the southeast Supply enhancement but the
[26:47] company has undertaken work to um to um retire um Legacy reciprocating uh
[26:56] engines and replace them with um modern state-of-the-art uh turbin so what
[27:02] you'll be seeing at um at station 155 is the culmination of of two different
[27:08] projects it would be our emissions reductions uh program um which as I said
[27:14] retired those old uh engines and then if this project is approved we would be
[27:19] adding three new turbines um we do not need additional land um beyond our our
[27:25] fence line our property line uh with the except of probably temporary
[27:29] construction workspace but we don't need to acquire additional land to um
[27:35] accomplish the goals of this project um so a little bit about our
[27:38] project schedule and permits um we initiated our the pre-filing process
[27:43] with FK um in the beginning of this year that's an opportunity it's it's a it's
[27:48] an elective uh process um for the company to to get um to get feedback
[27:54] from local communities from land owners um from opposition um uh and it it
[28:01] allows us to have um an open dialogue with FK and participating agencies
[28:06] before we enter the 7c process so uh we undertook that for nine nine or 10
[28:12] months out of this year um I'm sure several of my colleagues have had um
[28:16] conversations I believe with the county manager um before this so the company
[28:21] believes strongly in ongoing dialogue and ongoing information exchange with
[28:26] our stakeholders and so you know we've we've touched you before I'm here today
[28:31] and I I want to you know um make a commitment that um this is an what I
[28:36] hope is an ongoing conversation throughout throughout um our schedule
[28:39] and permitting um Milestones um so as I mentioned we filed
[28:44] our application with FK uh just last week um and that will kick off a a very
[28:48] thorough um environmental review that that FK will undertake um they will
[28:53] examine uh the impacts of our project the cumulative impacts of other
[28:58] infrastructure projects in the area not just Federal but local as well um and
[29:03] they uh we expect that they will issue um their final environmental impact
[29:08] statement um so you know everything that the project might might bring to bear on
[29:13] on Water and Air resources um by the end of next year
[29:19] um due to a a regulatory uh rehearing process where um interested parties can
[29:26] challenge FKS um decision there is a little bit of a delay in between when um
[29:31] FK issues our order and when construction can begin so that's why
[29:35] there is a a gap in the in that in the quarters of 2026 um and then hopefully
[29:41] the project is placed into service by um the 4th quarter of
[29:45] 2027 in terms of mobilization and and construction impacts in the area you're
[29:50] not going to see anything until until that third quarter of
[29:54] 2026 um the major permits that we need to apply for um in in the state include
[29:59] um uh the section 401 uh Clean Water Act uh water quality certificate from ncdeq
[30:05] as well as um two air permits for station 155 and station 150 um we expect
[30:12] that those will be um there minor modifications uh according to ncdeq so
[30:17] it is a new source minor new source review uh I do not know if there are
[30:22] public comment periods associated with that but if there are we would be um we
[30:27] would um be happy to work work with you to let you know that we would be back in
[30:31] the area um around that um that comment and hearing
[30:36] time um just want to reiterate that um while we are expanding um and increas
[30:43] expanding the volume of gas and increasing the horsepower coming through
[30:46] that station uh because of the prior work that Erp emissions reductions
[30:50] program work that we undertook and this proposed work um the it's significant
[30:55] emissions reductions from um our what's called a a potential to emit um in terms
[31:01] of nox and uh CO2 um so while there is an increase in Horsepower uh we have
[31:08] taken steps to make sure that we are limiting our impacts on the air
[31:12] shed um I did want to just take a little bit of a um a you know moving away from
[31:17] just the project and talk more about um some of the economic uh impacts um
[31:22] especially in this County uh that yall can expect um this is just so this is a
[31:27] it's a 1 point I think it's a 1.5 billion investment from the company uh
[31:32] but in this County alone the total capitalized investment um is expected to
[31:36] be over $34 million um about 130 million of that comes from material and
[31:42] procurement expenses within the county and another 175 million comes from
[31:47] construction and development costs I got a quick question also said Casey this
[31:51] one's for you is this a taxable U uh item that she's talking about I'm not
[31:56] sure I'll need to check uh we have numbers I don't have them at hand but we
[32:00] have numbers that we can share with you it's um there there's also um later on
[32:05] there's uh there's one time local tax revenue benefit of that and that is I
[32:09] think that is that is from uh this uh capital investment David would this be
[32:15] something you guys can check on to see about property tax I think it might
[32:21] tax yeah okay all right excuse me I got to ask as we go Okay so it's a good
[32:28] question thank you well While We're stopped may I ask is this station 150
[32:33] and our you said 55 and 150 is 150 in our area no 150 is in ell ma'am okay
[32:40] yeah thank you uh well close by um so um the the economic impact um you know what
[32:48] kind of jobs y'all might expect to um you know have in the area we're assuming
[32:53] a 12month construction schedule um and so is estimated
[32:58] um that there would be 251 construction jobs uh with about 40% of that coming
[33:03] from the local Workforce um $2.7 million in wages and benefits and then an
[33:08] additional $9 million um in economic output so that is all of the the extra
[33:13] the ripple effect of um the construction um Workforce presence um in the county
[33:20] um and then um the the fiscal impact um what y'all can expect to you know take
[33:25] um is um uh again this is um this is anticipated um 3 million in a one-time
[33:32] local tax revenue and that's from those material and construction costs and um
[33:38] then an ongoing $1 million in annual
[33:43] revenue that is that is what I have question questions Mr chairman all right
[33:49] Mr shers has got a couple questions thank you ma'am for that presentation
[33:53] can you go back to your uh I think did one of those Maps uh did
[33:58] it go look at water or of that stuff I don't guess any of them did uh a couple
[34:04] of them maybe are you crossing water at any
[34:08] point here or um in Davidson um I I do not know the answer to that I can get I
[34:14] I can get you that answer we do have a few uh watersheds that we are going
[34:18] through do you know which ones they are um the banister which I believe is more
[34:23] in Rockingham County um and the Dan River
[34:27] up there
[34:33] too and those um those methods of Crossing um we usually uh we have to
[34:40] assess the geologic feasibility of it but we typically um under under Rivers
[34:45] do what's called horizontal directional drilling uh so you know we we like bore
[34:50] down underneath the riverbed far enough below for safety and then come back up
[34:55] the other side that is a very long process C it's a lot longer than just um
[35:00] trenching pipe in in uh in open ground um but we have um we have a history of
[35:06] doing it and doing it well um and we don't undertake that process without a
[35:10] lot of um feasibility and um evaluation on the front end okay and and my um my
[35:19] other question is you said you you were looping
[35:23] so I'm assuming what you're saying is for Layman you're putting in a bigger
[35:27] pipe that is uh uh upgraded and and better
[35:32] for the environment are you taking the old one down no so um you're going to
[35:37] have both of them running so we'll have in this area we what um we actually have
[35:41] three what we call Main lines we have three main lines right now and we would
[35:45] be laying a fourth one parallel to those three okay and you are right that is a
[35:49] larger diameter pipe but the other ones will stay in existence the other ones
[35:54] will stay in existence um you know as as I mentioned at at the the beginning um
[35:59] our our system our the Transco system is is at capacity um but we are an open
[36:05] system so if a a a customer like Duke comes to us and says you know we would
[36:09] like you to develop a project uh to move you know a x volume of gas for us we we
[36:15] have to we have to develop it and and and try to permit it for you know for
[36:19] that customer once we have agreements in place with them um so um that you know
[36:24] the these three lines are already moving all the gas they can and that's why we
[36:28] need the fourth okay so when you say looping does that mean that it's it's
[36:33] it's circling it's not circular no it's just um it's just circular I mean the
[36:38] the products moving continuously in in the lines well it it
[36:44] is it it will be it'll be constant flow of gas but it's it it could either flow
[36:50] north or south um part of not not in Davidson but part of the um our uh
[36:56] what's our projects scope in um in Alabama and Georgia is actually um to
[37:02] we're not putting in new pipe but we are um making modifications to change the
[37:07] way that those pipes can flow currently um they're flowing uh uh north um but
[37:13] because there's so much gas coming from the marcelis uh we have a need to be
[37:16] able to have uh some gas come south from you know West Virginia and Pennsylvania
[37:21] down to markets um in the Gulf Coast the gas here is is staying here we have
[37:26] customers all along on our footprint not just Duke we have municipalities in
[37:30] Georgia and Alabama who who are taking small deliveries of gas um so it the
[37:35] this really is this is not a um a Market expansion this is a a a local
[37:41] distribution um you know like like it is a local customer demand um Expansion
[37:47] Project but we do need to be able to have our pipe flow north and south I got
[37:52] you I just I'm going work but I'm good you got anything Mr
[37:57] yeah for not a question but I'd like to thank
[38:02] you uh energy Independence for all of our nation is number one on our priority
[38:07] and uh after the most recent election we know that there's going to be an uptick
[38:12] in production here so we support y'all 1,000% we hope that you're adding more
[38:16] lines to go through where we can be energy independent here in the United
[38:20] States of America thank you for what you're doing if it can drive down and
[38:25] provide gas to um I mean our countyy is growing heads over Tails so we're going
[38:30] to be needing more capacity too so thank you for what you're doing I think y'all
[38:34] have done a tremendous job thank you thank you for your time I got one other
[38:37] question these turbines that you say you upgrading to do you have a picture of
[38:41] those or can you give us I don't but I can I I can certainly find a model like
[38:45] there um because it's hard to read on this map here um but there we employ
[38:50] different models from different um companies um solar is one um so I'm sure
[38:55] I could I'm sure I could um ask our engineering team for you said this is a
[38:59] a wind turbine is that no no no gas fired well okay gas fired but there's no
[39:05] so is it set in the ground under the ground so um the the so the the turbines
[39:10] are uh will be like enclosed in a in a building um I actually I have renderings
[39:14] that I will I will leave um okay with you if I may please um and to show you
[39:19] what the existing site looks like and then what you can expect it to look like
[39:23] um when construction is complete um but these are you know these are these are
[39:27] large large engines that are housed in you know um steel sided buildings and
[39:34] then they are connected to um you know valving and piping underground I go you
[39:39] okay all right yeah if you don't mind sharing that chairman look something
[39:42] like that yeah like it yeah I'd like to see the size and
[39:48] that kind of thing they are not they are not small sir but um but I I I think
[39:52] you'll with I think the renderings will help and then um um you so you'll not
[39:56] you'll not see the turbin from the street you'll just see the the building
[39:59] and I guess they soundproof and not very they're sound attenuated um and the
[40:04] newer models that we are using um definitely have um uh better deciel
[40:10] levels than than than the old ones that we had to retire so it'll be quieter
[40:15] than the ones that's there now they they should be um also because we are
[40:19] federally regulated FK has a decel level um that that we are required to achieve
[40:26] from the nearest noise sensitive area and the way that that is Def a noise
[40:30] sensitive area is usually um measured from our fence line not from the not
[40:36] from the building but from our fence line to I don't know what the number of
[40:40] feet is I I can't recall but you know 500 feet 1,000 feet you know from that
[40:45] fence line we are determining what the the decibel level is we will be um we
[40:51] usually do I don't want to I'm fairly certain that we will undertake um pre
[40:56] and post post construction noise studies um if we are not doing that um I will I
[41:01] will let you know um but that's a that's a very typical practice that we
[41:04] undertake especially with with new um this isn't a new site but new um new
[41:10] infrastructure at an existing site um so that there should not be a perceptible
[41:16] difference in the noise coming from that station and you said that's a f decimal
[41:21] it's a it's a it's a firk um FK puts that uh that requirement on us and 55
[41:27] ibles is just a little bit louder than the hum of your refrigerator 55 is that
[41:31] the um that's the F that's the FK limit if you don't mind send that information
[41:35] to Debbie and Debbie pass that along to Jason because I got some other thought
[41:39] processes uh I think we're thinking in the same same direction

[42:30] meeting next Tuesday night if you can get it to me in a template and I'll let

[43:05] Partners has a remaining balance ofe money of $279,000 that didn't get draw
[43:11] down I guess over last year or the year before something of that nature anyway
[43:15] it's available to us to use for mental health services Trish and I got together
[43:19] with uh uh with them to get their kind of blessing for adding basically two
[43:24] more staff members to do crisis management helping an ass assisting in
[43:27] areas we know we got problems with you know uh permanency planning and child
[43:31] welfare so it's it' be a one- time use of the funds last for a year to use the
[43:36] 279 to add staff and the operating that goes along with it if you guys are okay
[43:40] it's not coming through your books it's money you've already give that they have
[43:44] on their side if that makes sense I would ask that the board entertain
[43:47] partners and daymart working together to amend their agreements to provide this
[43:51] service for okay what number was that case 9 78
[44:01] okay so this is um this is Partners money no it's you know you guys give
[44:06] them money every year so it's your money and that's why I'm asking you for
[44:09] permission your permission because I don't feel like you know you guys in
[44:13] charge of where it goes but remember it's for mental health services we gave
[44:16] it to them for that so I kind of got with them on the front end and said with
[44:20] this type of service be okay and they agreed and said yes it's fine so um I
[44:25] talked to them about opioids a little bit and that couldn't get kind of the
[44:28] opioid part covered with um tied unless it's all for mental health does that
[44:32] make sense so I'm okay with this cuz you guys know we kind of you know we need to
[44:37] beef up our our service area down there in permanency planning and child welfare
[44:40] anyways so is this something TR you want to explain maybe what
[44:46] um is this somebody that's going to be working through you and maybe we talked
[44:50] about this at the DSs meeting I don't
[44:54] know together so so um when when I've talked
[44:59] to the board both DSS and this board um you hear from me the uh case loads have
[45:06] increased the complexity of the cases the situations families find themselves
[45:11] in are often above um and Beyond the scope of what my staff can handle
[45:18] because of mental health drug use um and so in talking to Billy and Heather and
[45:24] the folks at Daymark um when this money became
[45:27] available through partners because it had not been spent um from the county
[45:32] mou we talked about adding staff who would be um DSS house but Daymark staff
[45:41] they would go out with DSS staff on initiating reports and when families are
[45:47] escalated when there's mental health they would be there to help and then
[45:52] after we leave um or even while we're still there they would visit the family
[45:57] and if dayar has Services they can provide they would sort of add those
[46:02] services to the family or help us connect the family to other services and
[46:06] we feel that this will help potentially keep some children out of foster care um
[46:12] and help our families move along and we've had some very very difficult cases
[46:16] so with the support of the clinical staff and and um Partners called it more
[46:22] of a community outreach sort of extension kind of program but it is a
[46:28] definite partnership and then if Daymark has um if the staff that's working with
[46:35] us doesn't have the capacity or the ability to fully serve then Daymark has
[46:40] other services that we can link to and we feel like that will be a really good
[46:45] benefit for our fam so is is this going to be money that you'll see that it
[46:50] draws down from and if they don't use it I mean it it's 279,000 for a year I here
[46:57] right all right Partners is adding the money to Daymar contract and we will
[47:04] together monitor it and if there are services that we could expend the money
[47:09] on that let's say we haven't expended all the money then Billy and Heather
[47:13] they're committed to to making sure that but they they could be credits too
[47:17] though if they don't use all the money right and it could roll over roll over
[47:21] so it can roll over Partners I I'm not sure if there will be any money left but
[47:26] I believe we talked about it did not have to be because we're almost through
[47:30] this year right so there may be some rollover um and partners was willing to
[47:35] do that um we've worked with Jackie Copeland when uh Casey and I met with uh
[47:40] the CEO they were very supportive of this and other lmes do similar things
[47:46] and so if it's successful we might be able to like have a program that
[47:50] partners then provides you know outside of what we already do right so this this
[47:56] starts this started in July well no it hadn't started yet but
[48:01] the money would have started in July is that what I'm well I'm not sure yeah I'm
[48:06] not sure how it came about they had money available it's it could have been
[48:09] from the past and it's it's multiple years worth of funds that somehow didn't
[48:12] get draw down if that makes sense I got you we thought it was tied to a bill and
[48:16] Trish went through all our bills and we we talked to them about it when they
[48:19] came and said are you sure there wasn't a bill that didn't get paid that you now
[48:22] we found no they went through their books and said no this is 279 is
[48:26] available and I said okay well then you guys are owed cuz you gave the money
[48:30] right to declare what you would like to put it to that's why we're here this
[48:33] morning so that's a that's a great question from the chairman does this
[48:36] money go until the calendar year or the fiscal year like he was talking about it
[48:41] would it would go until it runs out so if it stretches across the fiscal year
[48:45] it doesn't matter it's going to go till the 279 is gone we anticipate it being a
[48:49] 12-month process that makes sense I mean it may bleed into 15 months or something
[48:54] of that nature I mean do we know what the charge is for these folks here that
[48:57] you're wanting to so in your packet I believe you have a budget and so they
[49:02] they've laid out the salary they expect to pay that person Plus benefits and so

[49:12] the charge plus they've um committed to Daymark has committed to some after hour
[49:18] support so you see that in so it's not quite two positions but it gives us
[49:23] almost 247 coverage and typically um when we were talking it could take up to
[49:30] four people to do this right because you're doing
[49:33] 24/7 but they're committing to using their existing programs to continue to
[49:38] support us so we're really getting a bargain um at
[49:42] 1.8 position so we feel really good about this and I know um when I talked
[49:48] to to Billy working through the process I think it's going to be good for the
[49:52] community as well okay
[49:57] so the 176 you're saying divide that into two
[50:01] so we're looking at 88,000 per person plus and that's the
[50:06] you know the benefits too well the employee benefit start is on the next
[50:08] line so yeah I guess it would be well I think that includes some supervision so
[50:13] it's probably 1.8 but those people need some supervision and if it so clinicians
[50:21] you've got staff cases so there's going to be some administrative so it may we
[50:26] actually may get more than 1.8 out of that salary am I saying that
[50:32] right you are right so I don't want to all these Physicians will have to be
[50:37] clinically supervised these folks will have to have a clinical supervisor on
[50:41] call 247 in case we need to respond with CPS
[50:45] to an after hours call and one of our staff members is going out if they have
[50:48] a clinical question they have to have a licensed person that they can be able to
[50:52] staff that case with to come up with a plan of action so because this is going
[50:56] to be a 247 service where we're going to make ourselves available to Trish and
[51:00] her team whenever they need so that they have a partner and somebody who can
[51:05] actually go out with CPS when you guys get these late night calls it is more
[51:12] um cost uh more cost because of the 247 coverage and the need to have the
[51:18] availability of a qualified license staff who can provide support to that
[51:21] staff we want to provide quality care and make sure that those clinical
[51:25] decisions are made timely quickly and by an appropriate staff
[51:29] person if I may Mr chairman I may be confused here and what
[51:34] I'm seeing but it says crisis it says admin on call
[51:41] 75,000 and then Crisis Care manager so both of these are the what I'm seeing
[51:47] and what I'm understanding is the two positions that you would be adding to
[51:51] Daymark would be two supervisors not staff people no there will be two staff
[51:57] people who will have to be supervised where I can see the licensed
[52:02] staff so we we call um the like um their case managers or care managers they're
[52:10] not really supervisors that's their title but they manage a case so that's
[52:16] why they're called managers is that what you're looking at
[52:20] yes where it says Crisis Care manager yeah so that is a crisis care social
[52:24] worker staff person but the title is care manager or care coordinator we have
[52:30] case managers it's just the term it's really
[52:34] not a supervisor or manager as we would think of it in like supervision would
[52:41] that be accurate J well a big part of that is overtime
[52:46] that's what you're see if you look to the right you see that's what Heather's
[52:48] talking about since you're getting 24hour coverage that the 176 is builing
[52:53] in overtime and that was my because we do
[52:57] so much um we have so much um emergent need after hours we're
[53:04] seeing very very difficult cases children with um you know brain brain
[53:11] damage I mean there's been a lot of physical and and there's just been a lot
[53:17] going on in our community so these positions will help staff and the
[53:21] families when we go out and see these crisis situations
[53:26] like everything else I just want to make sure we track it okay and make sure
[53:30] we're getting a good bang for a buck absolutely I mean if this person's only
[53:34] going out once every two months then well they would be house with us so the
[53:39] intent would be um they may not go out on every call if we get a h a call
[53:45] that's let's say a dirty house um we would not um probably partner with them
[53:51] but then we would maybe have them go with us on a pery planning cas where a
[53:57] foster child is having an issue or the foster parent is struggling with some
[54:01] behaviors of the foster child so they will support all of gel welfare um but
[54:07] we will ask them to go out on those really really difficult when we get a
[54:11] call and we're like oh my gosh we really need some support and that so it will be
[54:15] a multi factored um process they won't go out with every
[54:22] CPS you will track it for us then and let us yes we will make sure that we
[54:25] come up with um reporting or what sort of
[54:29] reporting or something so our staff do day sheets and we could do something
[54:34] like that so we know what what kind of usage because you saying this may be
[54:37] something that's needed in the future so we need to see if it's something that's
[54:42] uh for sure beneficial my concern is you know that just the math is technically
[54:49] not math and for me cuz when you take the the 176 and I know that includes the
[54:54] overtime but you know despite that it's like 88,000 I know you've got 75,000
[55:00] over here but then the benefits package that's almost
[55:04] 19,000 a little bit over a person um you're looking at over 100,000 per
[55:10] position we want to make sure that these positions are doing what they need to do
[55:13] uh we we push that to our employees that hey look at your total benefit P benefit
[55:19] package that's what you make a year so if these individuals are making over 100
[55:23] Grand a year then we want to make sure that they they're being used ad quately
[55:26] and we can track what they're needing to do um just that's just for me uh may I
[55:33] say something sir yeah go ahead okay okay I think I think what this is going
[55:38] to help knowing what our social workers do
[55:42] and and that's one of their complaints I think uh is that they have so many cases
[55:48] you know and having to do these cases overnight you know it gets to be a a
[55:55] very difficult job so this could be additional help for them as well would
[56:02] you wouldn't you agree so these folks would not be initiating reports because
[56:06] they're not DSS staff but they would be supporting and providing both I I think
[56:11] the support to the social worker because they have a buddy to go out with but
[56:15] also to the family which again alleviates some of the heavy burden on
[56:21] the social worker and when when we can't be there because our loads we're we're
[56:27] some cases we're required to be there once weekly but sometimes that's not
[56:32] enough when a family is in crisis and we've got somebody who's using drugs or
[56:38] having Mental Health crisis that once a week contact for an hour with their
[56:42] social worker is not enough so this position will provide that additional
[56:47] support to the families and again we hope that it will limit or help us avoid
[56:53] kid more kids coming in fost cuz we have almost 210 children in foster care we
[56:59] have increased tremendously since July so we are hoping that this will really
[57:04] help sort of manage some of those things so we don't have to jump immediately to
[57:08] filing a petition for coming into foster care yes with the amount of money that's
[57:14] been allocated that's been allocated how how
[57:18] long do you expect this to to last I think the budget is for a year so
[57:24] we're we're hoping it will last the full year year um and I think that will be up
[57:28] to um us Daymark and us to make sure that hey our overtime budget is more
[57:34] than we projected or those are things that we'll have to manage so we will
[57:39] keep um very close eyes on it and Heather and her team already track the
[57:45] case management work so they've got tracking systems so I feel really
[57:50] comfortable and we can add like a day sheet or something like that for us so
[57:55] that we can also see sort of daytoday what they're doing your opinion Trish do
[58:01] you see that the a program such as this could work against the foster care
[58:08] program that we have by uh someone there's a reason you take a child and
[58:14] put them in foster care but by looking at that child and saying we we'll let
[58:19] them stay in this right here and end up being a dangerous situation for the
[58:23] child no no so the we would never um if the if we go out I mean if the situation
[58:32] requires removal it requires removal and we would not say oh we're going to put a
[58:36] Band-Aid on it um but what we're hoping is that there are some situations that
[58:42] had we had a little more support we could have
[58:45] avoided taking custody it wasn't so severe that we had to do an immediate
[58:50] removal but it was severe enough that that family needed some services and had
[58:56] we been able to put those earlier on we may have saved a child from having to
[59:01] come into foster care sometimes it's parents not knowing how to manage the
[59:05] child's Behavior because it's so difficult traumatizing to the other
[59:10] siblings in the home or the parents they just don't have the capacity or they
[59:14] don't know how to access their Medicaid benefits or they don't know how to
[59:18] access the care coordination system and so this will help I think sort of take
[59:24] their hand and walk walk them through the process so I do think it's going to
[59:29] be a good thing I really do it's not something my staff have time to do with
[59:33] the volume of work I I got a quick question what what will these folks be
[59:37] able to do since they're not DSS employees so what what kind of um
[59:43] communication can they have with the families what what what would be the
[59:47] guidelines that that these folks would would be able to do from what I hear the
[59:51] family can get support from this person too correct yes okay okay so what would
[59:57] be the parameters of so I mean they can't initiate reports but they would be
[1:00:02] um with us when we do and they would be able to I'm not talking about when they
[1:00:08] with you I'm talking about when they're not with when they're not so they can so
[1:00:12] when we go out that let's say the family needs to link up with mental health
[1:00:16] services this person would exit us and then start working with the family even
[1:00:22] when we're not there they would help get them um service they would go out and
[1:00:27] talk to them maybe it's just somebody to talk to they would do some clinical work
[1:00:31] and Heather can speak more to that but they can do the full gamut of what
[1:00:35] dayart provides
[1:00:38] and some of what we do connecting them with other services and probably spend
[1:00:44] more time with families transporting there yeah I'm trying to think of all
[1:00:49] the things there's there's a lot there'll be a lot of opportunity for us
[1:00:53] to be flexible to meet the needs of the individual families and what their needs
[1:00:57] are but you can think of this as the glue so these folks will kind of be the
[1:01:01] glue to help make sure that they stick to the plan that DSS has outlined for
[1:01:07] them which because of the staffing issues is really hard for your staff to
[1:01:11] do right now so we will be the glue to make sure that this person does follow
[1:01:15] through and get that clinical assessment follows through with the recommendation
[1:01:19] to go to detox follows through with getting therapy in place making sure
[1:01:23] that they're using all of their Medicaid Ben benefits appropriately those are all
[1:01:27] things that we can do to ensure that again they're sticking to that plan so
[1:01:32] that those kiddos can remain outside of the foster care
[1:01:36] system okay any other questions I've got one
[1:01:40] more what happens when the funding Runs Out is that something that when when
[1:01:46] when the funding Runs Out are are we are we looking to fund this because I've got
[1:01:51] an issue and and it's nothing against that I love Daymark I absolutely love
[1:01:55] what y'all do but here's the deal our DSS program is taking on water
[1:02:03] and we're trying to save and help our employees that are overworked and
[1:02:07] overstaffed and I know we've got this money but this is a temporary fix to
[1:02:11] something that as the board we need to look at if we need these folks if we
[1:02:16] need those Services I'd rather be putting that money towards a service to
[1:02:20] where we can communicate like uh the chairman said wholeheartedly you know
[1:02:24] with these families and and not have to need the function of maybe another
[1:02:29] service just to keep us to where we can run adequately you know I I want that to
[1:02:34] where we can do it and support you internally so I'm concerned once the
[1:02:40] funding's out we're paying for all of this moving forward and if we're going
[1:02:45] to pay for all this moving forward then we need to look at it you know obviously
[1:02:50] if it's temporary and we can build a budget behind you and help you out
[1:02:54] that's one thing but I've got concerned with once the money runs out so we built
[1:03:00] this program as a pilot for us and um I think I I said other lmes via and some
[1:03:08] of the other lmes are doing some this but we already have a case manager
[1:03:13] embedded who's focused primarily on placement and ccas and there you know
[1:03:19] we've got the case manager who's helping the the jails the
[1:03:23] schools um there may some partnership there that once we're better staff that
[1:03:29] we could morph some of these into that existing position or is so successful
[1:03:34] that we can present to Partners that we'd like to continue it I do not
[1:03:38] foresee that we're I it will be up to daymart but I personally did not go into
[1:03:44] this to say this is another program that I'm going to ask the Board of
[1:03:47] Commissioners to to fund so we're we're trying to do it the with this and it's
[1:03:53] going to help us out now but it may build enough capacity that partner sees
[1:03:59] that it could be successful and and want to continue
[1:04:03] it in our County and other counties 104 that's all I have Mr chair okay well
[1:04:08] let's see how successful yall can make it and if you would I'd like to see a
[1:04:12] report in about 6 months to uh the manager and uh so we can kind of see how
[1:04:18] this pilot programs working so we can tease out those details the two of us

[1:04:27] you hire somebody for this and then you got to stop it then there's people
[1:04:31] without jobs you know we always find something for to do we always find
[1:04:35] something we can always use people absolutely no worries about that all

[1:08:41] complete instructions the stations will help lost
[1:08:44] pets with microchips find their way back home quickly and safely without
[1:08:49] involving Animal Control veterinary offices or the animal shelter

[1:12:20] ago my son's dog got loose and he was picked up and the people down down
[1:12:25] shelter called and said I got your dog we just scanned him got your dog and we
[1:12:29] do have scanners on our trucks now we're on the shift we do scan before putting
[1:12:34] them in the truck we've returned lot of dogs back home just in the last two
[1:12:38] months since we've gotten the microchip scanners um we're trying not to over
[1:12:42] populate our already overpopulated animal shelter right now so if it has a
[1:12:46] scanner or if it has a chip and we scan it and we get a hold of somebody and
[1:12:51] their home we take them home we don't even take them to the shelter anymore so
[1:12:54] y'all just recently got scanners I would have thought y would had scanners a long
[1:12:58] time ago that is pretty cool 400 400 a piece
[1:13:02] that what you said well that whole setup is $400 now the chip scanners we have in
[1:13:07] our vehicles were around $35 $40 um I do get calls all through the night um
[1:13:13] citizens have figured out who I am and somehow have gotten my Facebook or um
[1:13:19] tell cell phone numbers so I have people in calling also all hours of the night
[1:13:24] they'll bring a dog by my house house can you just scan this dog for me so I
[1:13:26] try to find the owner I can't take it home the shelter's not open I have a dog
[1:13:31] that's not going to get along with this dog I want to desperately find the owner
[1:13:34] um so I've had them as late as 1 and two in the morning come by my house I get up
[1:13:38] and I go scan them at my truck um I don't mind however I'd like to sleep um
[1:13:44] so this would provide that for the citizens they wouldn't have right now
[1:13:48] they can only go to the emergency clinic in Wiston Salem so if their way out in
[1:13:52] Denton they're taking them home well then You' got a dog by
[1:13:55] because to their their dog and this dog got to a fight trying to hold the dog
[1:13:59] until the shelter open tomorrow so now I'm doing a fight report and picking up
[1:14:03] the dog and now the dog's get someone um so hopefully would eliminate some of
[1:14:08] that um I know was speaking with Sheriff Simmons um the concern was somebody
[1:14:12] would dump the dog um that's another reason we were trying to put them
[1:14:16] somewhere we've got video camera or someone that you know could be around so
[1:14:20] if somebody does dump the dog um I feel like if they have this available the
[1:14:25] people that are picking up dogs right now are not going and then dumping them
[1:14:29] um they're trying to take them home but at least with this they could scan and
[1:14:34] hopefully that dog will going want to go back home that night and then maybe we
[1:14:37] prevent a dog fight if they go to trouble to seek out one of those with a
[1:14:41] dog they not certainly not going yeah I like it I agree Sheriff Simmons is going
[1:14:47] to tell you about do we have a place in the Southern and the county Todd we
[1:14:50] could put one in how B they are you know that'd be up to the
[1:14:57] um well we don't have anything as far as the county except the library and I'm
[1:15:01] not so sure you want to scan I like it is needed just about a week and
[1:15:08] a half ago had a a dog come up to our house and uh and we didn't know where it
[1:15:14] was at who it belonged to but we were able to scan it it does work we located
[1:15:19] the owner had it back to the owner in a couple of days so we kept the dog until
[1:15:23] we it till we figured out the scan I didn't know about it but it works so you
[1:15:29] say the scanners is only $35 that you use on your truck one weight order for
[1:15:33] our truck are um big the I tell you the biggest expense is probably all the
[1:15:40] hardare right now yeah I'm not talking about that one I'm talking about the one
[1:15:43] you having your truck $35 that's a very inexpensive piece of equipment you know
[1:15:48] ship shipping but I think it was maybe I'd have to get the receipt but I think
[1:15:52] they were like0 something dollars a piece I can't believe we hadn't been
[1:15:55] scanning pets for years I that would have saved us a lot of
[1:16:02] work I love AK scan of quity
[1:16:12] scann just a SC just sherff before you leave what was you planning on placing
[1:16:17] this at at the sheriff department hadn't really thought about
[1:16:21] it I was thinking about you know we hadn't got there there yet but somewhere

[1:18:11] for these people for $7 so then that gets us kind of in with
[1:18:16] them we get familiar with the dog we make sure they've got a RAB vaccine and
[1:18:21] if they're running around and we catch them we bring them home set sa in a
[1:18:24] little bit money and it sa the shelter space from having house for three or
[1:18:29] four days till trying to owner it's really just by word of mouth but it's we
[1:18:35] are telling them each microchip I bring home shelter does offer clins yeah two
[1:18:41] or three times a year microchip clinics for people can get them done for St if
[1:18:45] you adopt from the shelter they're microchipped right

[1:19:01] would have their dog microchip because nowaday think he's got to go to vet or
[1:19:06] he's got to go to the sh and Dr H we just spoke yesterday um he's even
[1:19:12] willing to let us um put one of these at his office out there on CL gr Church
[1:19:16] Road um he did say that he is getting ready to do a clinic um soon we've had
[1:19:22] recent um cargo outbreak in in the county in several houses um so he's
[1:19:28] getting ready to do it Clinic where he's going to try to suit like a microchip
[1:19:31] day with the Ries and car vaccine to try to get some of these people in there and

[1:22:43] been six years now we bought uh cardiac monitors in bulk and they've gone up
[1:22:49] substantially in price well we're at the end of the six-year life cycle for the
[1:22:53] ones we have so all this kind of got brought up with the notion of what do
[1:22:58] the current monitors collect in terms of vital statistics for you know when
[1:23:01] they're out and um and 12 lead runs and all those kinds of things currently now
[1:23:06] they'll they'll store those in the cloud if I'm wrong correct me if I'm wrong 12
[1:23:10] leads will go to to the cloud um on Life Net and then at the end of the call the
[1:23:16] medic is required for lack of better word to push a button to push all the
[1:23:20] other data that goes to ESO now sometimes they lose their Wi-Fi
[1:23:25] connection so then they have to remember to come back and make sure it sends or
[1:23:30] they call kayin our uh QA Qi uh lady that does that stuff to make sure they
[1:23:35] get that data currently on the 15s the life pack 15s we have if that connection
[1:23:41] isn't made it has a total capacity of 360 minutes of memory so it doesn't have
[1:23:47] a whole lot whereas the new monitors the LIF pack 35s they have they will keep 50
[1:23:55] patient records in its memory and each record is up to 12 hours long so if
[1:24:00] there's a connection issue it'll hold it there
[1:24:03] also every time the new monitor is cut off it automatically sends all data to
[1:24:10] both wife net and to ESO um if the connection's lost they don't have to
[1:24:16] remember to go back and make sure they send it the next time it gets a
[1:24:21] connection and when they cut it off it'll automatically send that data
[1:24:25] without them having to remember to do that so it's got a lot of different
[1:24:28] capabilities as far as data um I do know that when I talked to my salesman Darren
[1:24:34] he said that Wake County was looking at the newer monitors because of the data
[1:24:39] collection and the data retention as well so but yes the the prices are
[1:24:45] considerably more these are up these are up for Renewal so the watch before you
[1:24:50] this morning is to ask you do you want to buy and bulk again rather than just
[1:24:53] keep trying to do them East Mill and I also had out and we had a conversation
[1:24:56] recently several of us about the uh the automated stretch power stretch where
[1:25:01] they can pick it up so I asked them to get the quote for that as well if we
[1:25:04] want to form those on every truck again we've been doing those kind of Peace
[1:25:07] mill on trucks here and there this would K it all and close it out so it's a big
[1:25:12] Bill but we were going to have to do the six-year Cycles up yeah anyways well
[1:25:19] as stretchers is going to help us on workman's comp
[1:25:22] in and Darren said he thought maybe we that Rockingham got a break on the
[1:25:28] warman's comp we did stuff when we when they put the powerload so we now have
[1:25:33] the automated stair chairs that will climb up and down and then we add the
[1:25:37] stretchers it's probably going to reduce our reoccurring workman's call workman's
[1:25:40] comp cost so is this $1.2 million is that what 1.5 if you throw in the
[1:25:45] stretchers I've got a little bit better of a break we got 1.2 but when we throw
[1:25:49] it into stretchers they actually reduced it to 1.1 on the monitor
[1:25:55] and if you include the stretchers the mounts the monitors and everything it's
[1:25:59] 1.5.37 the stretchers almost paid for themselves Mr chairman after the
[1:26:03] reduction in Insurance really MH that it will drastically reduce our workman's
[1:26:11] comp the stretch I you know used to when I years ago when I was in firing EMS and
[1:26:17] stuff you had guys that you know look like me out here you know picking up now
[1:26:23] you've got a smaller stat person a lot of lot of females and they
[1:26:26] just can't pick a 400 lb person up and put them in a when I started we picked
[1:26:31] them up and put them in the trucks yeah so and then they come out with the the
[1:26:36] power lifts where they actually lift up off the ground but you still had to hold
[1:26:41] the back of the stretcher and let the wheels come up and push it in so now
[1:26:45] there's the arms that comes out you just push the stretcher up to it and the arms
[1:26:49] hold it and you just push a button yeah and pick the legs up and then you just
[1:26:52] push it in with your hands I I I think I think personally seeing having seen them
[1:26:58] in in action and knowing what they do um I think it's a a huge asset to the
[1:27:04] county and it's going to saved us money all the way around money
[1:27:09] on it's going to save us money uh through our uh insurance and everything
[1:27:14] else so where do this money come from Casey
[1:27:18] that's you probably don't remember this but when we did the budget we put up
[1:27:22] some funds in contingency and I have to get with t I ain't staring at it right
[1:27:25] now remember it was it was the difference in what we thought we're
[1:27:29] always our debt service budget's always going down but we took what we think we
[1:27:33] going to have to do in a future renovation on the jail and started
[1:27:36] applying that different so we don't lose it does that make sense so you don't
[1:27:39] build a budget and then come up two or three years from now and go we we got to
[1:27:42] come up with all this money to build this that's in there you don't have this
[1:27:45] money budgeted no I I do I got it in contingency now that's one possible
[1:27:50] place I think I would look to take it from um just because you got in conting
[1:27:54] don't mean you got it built in your budget no it's in there it's already
[1:27:57] budgeted but I you know I don't want to have to use it this early in the game if
[1:28:00] I don't have to but this is so important and again I wouldn't be here before you
[1:28:04] if I wasn't already at the end of the six-year life cycle anyway so I'm I'm
[1:28:08] already at the end and I kind of like the automated 12 lead and vital stuff um
[1:28:13] a little bit more than pushing the button so while we're here anyway and
[1:28:16] replacing them might as well buy them a bulk get the discounts and then the
[1:28:19] stretchers came up cuz several of us were talking about this recently not
[1:28:23] long ago I I think a few few meetings ago and so instead of doing them peace
[1:28:28] Mill it's a good chance to go ahead and try to get some discount and do the
[1:28:32] discounts they've worked out is before December and then if we wait the next
[1:28:36] budget year you're looking at somewhere between 5 and 10% automatically a price
[1:28:41] increase on all of this so they're holding the prices to the next price
[1:28:45] increase which comes sometime at the latter part of the year and then then we
[1:28:50] don't if we if we budget them next year there'll be another price increase
[1:28:53] unfortunately out in the is there a reason and I'm
[1:28:57] sure you've looked at all of it but you look at zo is there I know Z are
[1:29:02] expensive but I also know they have some functions well we've already got you
[1:29:07] know we've got everything from Striker I mean we certainly could look at the
[1:29:10] other products if if if we need to I mean no I'm just asking D but we got
[1:29:15] maintenance contracts with Striker and everything so we've got maintenance
[1:29:19] contracts with our lucases they come from Striker our stretchers come from
[1:29:23] strier Striker and our monitor so it's it's all from one one service okay so
[1:29:29] what Casey you said a six-year lifespan where does that come from where does the
[1:29:33] six-year lifespan so they they said they're six to seven years is end the
[1:29:39] life on them we bought those in 2018 and so obviously you get new
[1:29:44] software you get new technology the the old life packs will only do 12 leads the
[1:29:49] new ones will actually do 15 leads the old ones would but you'd have to move
[1:29:52] the leads around so now you can look at even more angles of the heart on the 35
[1:29:56] you can look at 15 angles versus versus 12 so you can look some of the backside
[1:30:02] of the stuff and they've got some more benefits that that's more Diagnostics
[1:30:07] with them got an automatic reader on it too that yeah that's speak so the old
[1:30:12] ones don't have automatic reader as far as I don't know what you're saying about
[1:30:16] what do you mean by automatic commissioner sh Casey you and I were
[1:30:20] talking about the heart monitor on that at the ens you had manually Pro talking
[1:30:26] automatic dat data up automatically uploaded into the
[1:30:30] everything goes to two different places every time they don't have to worry
[1:30:34] about it they don't have to think about it if they lose connection when they
[1:30:37] come back and somebody cuts it on and off again it's going to send them if it
[1:30:40] loses connection and it has a whole lot more obviously a whole lot more memory
[1:30:46] in the monitor itself so that if it does lose that connection you can be assure
[1:30:50] that it's going to be there next time and how many years is that
[1:30:54] retained the clouds indefinitely for life that
[1:31:00] yeah I mean case if you got the money and you got it budgeted but sounds like
[1:31:04] that's a pretty good chunk of money to and it'll be but it'll if we get to the
[1:31:07] end of next year it'll be 15 20% more all right Fred's got a question you say
[1:31:13] it pays for itself how do we receive the money uh I think commissioner ell says
[1:31:19] paying for on the reduction in workman's comp on the stretchers yeah on the
[1:31:24] stretch yeah so it doesn't pay for it no no the monitors don't the stretchers

[1:31:33] always want to know where it comes from me and you both absolutely so so what's
[1:31:37] the lifespan on these stretchers and what's the lifespan on this equipment
[1:31:41] here uh the stretchers will they will probably last 8 to 10 years um and
[1:31:46] usually the lifespan of the truck um we usually rep replace the stretchers when
[1:31:51] we we buy new trucks but this will update all of them and some of these we
[1:31:56] can hold and put them in newer trucks and and push the lifespan out on them so
[1:32:01] that we don't have to replace them every time we buy a
[1:32:04] truck I'm you can roll them over can't you like a truck that's uh in a high
[1:32:10] call volume area using the same stretcher taking one that's in the less
[1:32:14] volume replace it in that truck to extend the life on it is that correct
[1:32:19] these are like power stretchers I mean they got yeah so they they've got a
[1:32:23] button that you push that'll lift them up and then they have the power load
[1:32:27] system so basically you push it up to the back of the the amulance and it has
[1:32:31] arms that holds it you push the button it picks the wheels up and then you just
[1:32:35] manually push it in slide it right in the truck whereas some of them now they
[1:32:39] have to pick the back end of the stretcher up and lift the wheels up and
[1:32:43] and you know burden all that weight on the back side of
[1:32:47] it just takes a lot of the work when you're talking about these monitors now
[1:32:51] I heard you say Well it go like 12 leads um is that right you got 12 different
[1:32:56] leads yeah so yeah what you get at the doctor's office or hospital when they're
[1:33:00] looking for a heart attack is they look at what they call a 12 lead it just all
[1:33:04] the different sides of the hearts um however you can look at more some of it
[1:33:09] on the back like a 15 lead they can do it with the monitors they got now but
[1:33:13] they got to pull the leads off and put them on the back and then run another
[1:33:17] one whereas this one you can put them all on there and get all that
[1:33:20] diagnostics at one time and you can monitor that continuously as well so
[1:33:24] that if you see someone actively having a heart attack you can see the changes
[1:33:29] in the EKG as you're transporting them to the C
[1:33:33] flap okay what's the board's U well we continue driving those oh 64
[1:33:41] forwards or we can keep moving along with the new
[1:33:44] technology and I think we're already having as questions for some of the old
[1:33:49] equipment that we've had that didn't do what this new equipment does so I think
[1:33:53] we we need to move forward with it all right Mr chairman my only question is
[1:33:58] what we do with the old equipment some they're being traded in mon get trade in
[1:34:02] value on those we'll keep a few of those that we can use for special events and
[1:34:07] stuff like that that you know that they get beat up a little bit it' be okay um
[1:34:11] but we we'll keep a few of them but we're going to trade them in and we're
[1:34:14] going to trade in some of the older stretcher equipment too that's worked
[1:34:17] into it good question he see it seems like this is uh definitely something
[1:34:22] that you don't need to pinpoint in budget because uh this is a pretty
[1:34:26] expensive yeah I had forgotten about we' done this six years ago in the bulk like
[1:34:30] this um so six seven eight years from now we'll roll it into the capital plans
[1:34:35] and have it on a rotation yeah this year like I said I got the con Tim just
[1:34:40] reminded me I've got about $2 million left in contingency so this is going to
[1:34:43] take all over a 500,000 I I don't never budget any more than 75 grand worth of
[1:34:48] contingency anyway in any given Year we're good I think and then stuff comes
[1:34:52] along in the year we've got to ability maneuver that's that's one of the
[1:34:55] reasons why we build that budget like that this stuff kind of comes up
[1:35:00] um this one here I wish I kind of known a little bit more about it I start
[1:35:04] planning for it several years ago I mean this is a big one I mean if I was going
[1:35:07] to spend a million and a half bucks every 10 years i' probably want to know
[1:35:11] budgeted to that especially with like EMS I don't that's a that's um

[1:35:37] collection rate is uh what number do you usually set every year the last one I
[1:35:42] saw was 82 I mean probably it's probably down now given you know the Staffing
[1:35:48] that had moved around you know you guys approved some additional Staffing so
[1:35:51] they're staying about 3 months behind it probably pulled them month out it was
[1:35:54] four when you guys approved it two months ago yeah they've made up a good
[1:35:59] probably picked up cuz they've actually hired some folks over there now we were
[1:36:02] at 87 at one point and then we went down to 82 we've gone down some we're
[1:36:07] probably in the 70s right now I'd say and um but as soon as he's now that you
[1:36:12] got full staff you'll start picking back up we I can tell you this we closed the
[1:36:16] books last year and I just looked at the prelim numbers we made more money than
[1:36:19] we did the year before so that's not and that's not even with full sta you can
[1:36:24] imagine if we had five people over there cooking on it all the time well I was
[1:36:28] actually talking more about the actual collection what we're collecting not
[1:36:31] what we're talking about the money figure I think he usually said it what
[1:36:34] 5.1 million or 5.2 no not that I'm talking about you know we have trouble
[1:36:38] collecting from medic Medicaid and or or some of that and at one time our
[1:36:44] collection rate was is this hard for us getting our money so I didn't know if

[1:36:54] aggregating around that number now cuz it fell because we had two people over
[1:36:57] there you know we lost people you guys approved some temp Staffing remember and
[1:37:01] then we did we actually found I go ahead I mean one of them is Alton's uh new
[1:37:07] daughter-in-law I mean and she's stepdaughter you know stepdaughter sorry
[1:37:09] you got you got folks over there now that actually cooking so now the
[1:37:13] collection rate's going to start to pick back up substantially um it's Stu picked

[1:37:53] have to do that yourself I didn't know whether there was a way that they could
[1:37:58] uh set the billing system up to where they would be able to to build the
[1:38:02] insurance company and to build VA that is that has been changed you guys
[1:38:07] approved to go directly to brw cross now so we wrote that private paycheck going
[1:38:11] to the person and having their discretion to give us our money piece
[1:38:14] out of the equation and that's one of the things that's going to pick up the
[1:38:18] total collection and they've got the software now they can actually search
[1:38:22] based on if they've got inform with everything they get they can search if
[1:38:26] they got they and they yeah so that's helped a lot with with collection but
[1:38:31] remember as part of signing that deal with Blue Cross you were on a time limit

[1:39:52] our office is currently using what we call epr system fireworks um so
[1:39:56] basically what we're asking for this morning is $929 to be move from rpb
[1:40:02] funds to build the system um it will take epr around three
[1:40:07] months to build it so what are what are the benefits of
[1:40:13] having a countywide system the system will allow our office and all the
[1:40:18] Departments to share incident inspections and prisent plan information
[1:40:22] which is very important when it comes to you know emergencies So the prent plan
[1:40:27] allows us to share information such as owner
[1:40:31] information um contact information construction type and any life safety
[1:40:36] issues that the property has which is important to these guys when they're
[1:40:39] responding to fires you know so really quick Brandon is going to pull up and
[1:40:45] just walk you through what the system looks
[1:40:48] like which is really what you want to see you you want to see what we're well
[1:40:53] we're sharing in the cat bird seat now didn't realize
[1:41:04] that waiting on the internet it is internet based so you do
[1:41:09] have to you do have to have good internet so where does this stay at
[1:41:13] where does this system stay at every fire department each fire department
[1:41:17] will have their own but our s their system will also link with ours okay so
[1:41:22] whenever we go in there and change it information it changes on theirs when
[1:41:24] they go in there and change information it changes on ours so everybody has the
[1:41:28] most upto-date current information that is put into that system will you have an
[1:41:33] acknowledgement that another entity has changed some in the system will you know
[1:41:37] that yeah okay so if Thomas will goes to a fire
[1:41:43] and handles a fire that report will be in there and Thomas just County Fire
[1:41:50] yeah okay um so uh West Lexington goes in and does a
[1:41:55] fire and Walberg goes goes and does a fire near the area or whatever they can
[1:42:02] go and look and see and all those reports are in there and together that's
[1:42:07] that's good yeah yeah our this first started um our our office had a software
[1:42:14] called streamline and we wasn't really happy with it at all so we started
[1:42:17] looking at um different softwares that would allow us to do different things
[1:42:22] and we went with this one we we found out that Midway was already on it um
[1:42:27] Arcadia was on it West was on it so we decided to go
[1:42:31] um and it just seemed to work out we got started moving talking ideas and and we
[1:42:38] felt it was a really good idea to combine all this and make one system so
[1:42:43] everybody's on the same page so is there a cost to each fire department as well
[1:42:47] yes yes how much does it cost the fire department it depends on what they
[1:42:51] decide they want to use um it's up to them I do actually have a spreadsheet
[1:42:55] and I can give you a little idea um okay usar systems likein probably tell you
[1:43:01] what his cost how many people us um for Arcadia we're right at six grand a year
[1:43:08] um when I took over as fire chief we were using a different program just for
[1:43:13] Staffing because we we're we try to keep three a day
[1:43:17] we're fixing to go to four a day just because of the growth and increase in
[1:43:20] call Value M um the calendar program we was using when they sent to Renewal it
[1:43:26] was almost four grand um I was like this is crazy and then I found out about
[1:43:33] epr uh fory County Davy County Gilford county they all use it
[1:43:39] exclusively uh there's different modules so you got your fire reports there's a
[1:43:44] training module there's a VI business intelligence model uh and a staffing
[1:43:50] module and the system that we were currently using what it was costing us
[1:43:55] when I took the cost of that plus the cost of my Staffing program and put it
[1:43:58] together it was only literally less than $1,000 difference but the reporting side
[1:44:04] of this and I'll get into that in a minute uh made it worth it for me now
[1:44:10] what Brandon's pulled up here Brandon if you want to talk about we call this a
[1:44:13] pre-entry survey so by us being able to link our accounts together so this is in
[1:44:20] West Lexing and Fire District if arcad responding to this
[1:44:25] District I've never seen this building but I can hit the response mode
[1:44:29] mton which is where Brandon sitting right now and I can see and I'll let
[1:44:34] Brandon explain all those little icons you see there right so um as he
[1:44:39] mentioned this is a test call that we had Communications you gave me a heart

[1:44:52] public meeting um that could be somebody else's that's right um in this section
[1:44:58] this like he was saying this is what we would see when we're responding to the
[1:45:01] call not every department has access to the cad system uh due to some
[1:45:07] regulations that you have to go through working with the county and extra fees
[1:45:10] and some people don't want to do that but they all have to do fire reports so
[1:45:14] if we utilize this system um you get access to the same information that you
[1:45:19] get from CAD but it's it's based on what we put into it so in this one like I
[1:45:25] said this is you guys a building um you can see on the map that's pulled up all
[1:45:29] the icons on the building that show us where the alarm panel is uh Gas shut
[1:45:34] offs electric shut offs I love it towards the top of the screen and and
[1:45:38] like I say this is all based on what we put into it uh and what some of this
[1:45:43] information will come from GIS which is another neat feature that's tied into
[1:45:47] this software but like hydr locations at the top of the screen right where water
[1:45:52] shut off there's also fire hydrants there and currently you're looking at a
[1:45:56] Google map so we have all the features of a Google map if you want street view
[1:45:59] you slide the little man to the street and for Kevin who's never seen this
[1:46:03] building now he's looking at what he's pulling up to um we also can ED

[1:47:17] far as the background it's not really anything significant the following icons
[1:47:21] though is where we start pulling data um from the cad system so if I click
[1:47:26] this one here and like I said this is a test call but even if you don't have
[1:47:30] direct access to CAD you can pull up who called it in if maybe it's an accident
[1:47:35] we're looking for we need a call back number and also any CAD notes so uh a
[1:47:40] lot of times in the cad notes we'll have specific information maybe a key code to
[1:47:44] get into a door um information about trap victims
[1:47:49] possible locations of victims how many people are there things of that nature
[1:47:53] so all that's accessible um following that you can start looking at times this
[1:47:58] really isn't important when you're on the way to a call but it may be more
[1:48:01] important to the fire chief or who's in command if they're looking at what time
[1:48:05] we actually get this a call um how long it took to dispatch it people in route
[1:48:11] Etc obviously those aren't complete cuz I didn't check in

[1:48:46] Department doesn't have that but if you're riding by yourself it's it's hard
[1:48:50] to use it anyway sure unless your department the staff multiple people
[1:48:54] it's probably not quite as big a benefit so let me ask you this I mean you got
[1:48:59] buying from uh most of the fire departments volunteer fire departments
[1:49:03] and all is that so so when this started um we had four or five departments that
[1:49:08] was own it um already uh and we went to a Chief's meeting had the discussion
[1:49:14] showed them what we were doing not didn't didn't force anybody to do
[1:49:18] anything you know just look this is what we're doing we see it as a huge huge
[1:49:23] benefit um and since then we currently went from four to five to now
[1:49:28] we're at 12 or 13 departments that are already making the move okay so um but
[1:49:36] so it we've seen a really huge benefit but some departments are still currently
[1:49:40] tied down to um the the software that they're own because they have a contract
[1:49:46] and some departments just can't you know they can't pay for so but does most of
[1:49:48] them want to go to this product is that it seems it's moving that way but again
[1:49:52] we're not we don't want to force anybody to do anything they don't want to do so
[1:49:56] we went to the chief's meeting had the conversation and everybody was you know
[1:50:01] on board seems seem to be but it's it's a time thing you know but we we want to
[1:50:07] get get the process started and all it's going to cost us is $9,200 so uh as far
[1:50:12] as I'm concerned if the rest of the board is you're using it out of your PBB

[1:50:37] to thank the two chiefs they this this started with uh the idea that we would
[1:50:42] buy we're getting a bulk discount we buy it for everybody and then pay it back
[1:50:47] charge it back to them that was going to be a nightmare now the company can still
[1:50:50] give us the bulk discount but send their bills directly to them that makes sense
[1:50:53] so you're 9,000 just building that database to get ready much more music to
[1:50:57] my ears than me getting involved yeah we don't want to get into that some wanting
[1:51:02] it some not and some having preference all right let me Tony I'm going to start

[1:51:25] and the cost of each system yes sir and and kind of tell us the cost of each

[1:52:15] when I got here we did a lot of onboarding p on paper and we Advanced
[1:52:19] several few years ago to um what was it Civic plus was the name of it you know
[1:52:23] which was a which was a Quantum Leap as far as you know you guys have heard the
[1:52:27] term Erp which is you put data in one place and it goes filters to all the
[1:52:31] other system places you need that's the way of the future so that's what's
[1:52:35] before you but let's I'm just want you to see how big of a leap you've made in
[1:52:38] just 10 years I've only been here 10 years and we went some of these
[1:52:41] processes were on paper so you've got these different systems up here that you
[1:52:44] spend as you can see with your eyes let's just call it $75,000 75 $80,000 we
[1:52:50] did look at actually three systems the there was a the cheapest one which
[1:52:54] you're going to see in a second the most expensive one I'll explain why the cost
[1:52:57] can you go and give us the cost that's what I want first okay well so the the
[1:53:01] most expensive one if you're spending $70,000 a year the most expensive one's
[1:53:06] got the implementation cost a 5year total you can see where they initially
[1:53:10] offered $3 million as of a second negotiation with staff were down to 2.3
[1:53:15] see I don't see that that's what I want to see on the second last flip over on
[1:53:20] the back side of page one it right here
[1:53:25] 2.3 and then the other still don't see it see on the third
[1:53:31] page mine don't show 2.3 I don't either I don't see it it's top and bottom like
[1:53:38] this right here 2.3 so one of them is 2.3 right Casey I want you to see it so
[1:53:44] if you don't have I see it I see it right here I see the
[1:53:47] 2.3 so how much is the other one the other one's 1.2 and then we'll we'll get
[1:53:52] into the specifics and all right so we're looking at about
[1:53:57] a million dollars more for one million dollar difference and here's the spread
[1:54:00] of that million dollars it's in two pieces we go you got one system the the
[1:54:05] the the system that probably HR would like to have is obviously this most
[1:54:09] expensive with the work day and I'm going I want you to see some reference
[1:54:11] list in just a second as well million dollar difference about half of that is
[1:54:15] due to the this system going online in 10 months the other one would go online
[1:54:19] in 36 months so obviously if you're going to get the benefit of using a
[1:54:22] system a over system B two years ahead of time it's going to cost more correct
[1:54:27] cuz it's subscription based the other five is this
[1:54:30] implementation and that's prob that's going to be due to what I feel be um
[1:54:35] let's just call it handholding a little bit more to get the system implemented
[1:54:39] you're going to have a little bit more boots on the ground presence with
[1:54:41] workday than the other system now that's not necessarily A Bad
[1:54:46] Thing I've put in systems where I was essentially on my own in other words the
[1:54:49] vendor got with me and shared with me some information and I was kind of in
[1:54:53] charge of implementing it I'm not sure we want to implement 10 pieces to an HR
[1:54:58] System and a payroll piece mind you without a little bit more help I did see
[1:55:02] in one of the reference uh dialogues that the other company uh they actually
[1:55:06] wish they they kind of quoted we wish we would have went back and kind of worked
[1:55:10] through a project manager to have because we you know it was a little
[1:55:13] tougher to implement than we thought it was going to be so that is the
[1:55:15] difference in the cost subscription wise once you get past that implementation
[1:55:20] you can see with your eyes both systems start off at about $300,000 a year
[1:55:24] that's the subscription piece you're paying 70 so the Delta is about 200 let
[1:55:30] just say $25,000 it obviously grows annually what you might the benefit of
[1:55:35] that is what we're trying to Fig I guess the question on the floor is those Pro
[1:55:40] with those will we pick up that difference in productivity not only with
[1:55:43] h our staff that they've estimated around 1500 man hours a year that they
[1:55:47] spend keying same data in multiple places but our in users and I'll give
[1:55:52] you an example Trish just run a job fair two weeks ago where a person had to put
[1:55:57] their application information in they wanted to apply for two different jobs
[1:56:00] they had to fill it out twice that's a Time waster for that
[1:56:05] person and for us the system here goes in one time that can apply use the same
[1:56:09] data for multiple jobs and then if we want to onboard them we want to hire
[1:56:13] them we can extrapolate and use some of that data for the onboarding process and
[1:56:16] stop having to key in again for a third time so this is a timesaver and a
[1:56:21] benefit as far as the end user on the other side of the portal looking at it
[1:56:25] and going wow you know I got this I got to fill this out twice I mean some
[1:56:29] people kind of get turned off by those things so I'd like to I'd like to just
[1:56:32] say one thing according to what you're saying one one thing that is beneficial
[1:56:37] to HR and whichever system we decide to pick is you look at the growth that our
[1:56:43] County departments has had and you look at that growth even to the 90s until
[1:56:48] today and the HR department still staffed the same way covering way more
[1:56:53] employees covering way more people coming in with the same amount of people
[1:56:58] doing the job so they're doing 10 times more than what they did in 1990 what
[1:57:03] they're doing in 2024 today so they need a system that can help them and and it's
[1:57:09] still not going to be enough they probably still need more Staffing an HR
[1:57:12] but um that that's one of the reasons their workload has exponentious grown
[1:57:18] now if you can I just want to show you this because I mean this I know it look
[1:57:22] pretty but this is hopefully on one piece of paper you're probably thinking
[1:57:25] what in the world does HR do what is it that they do you hear HR I
[1:57:30] mean you so look to the left here's all the job functions that we're talking
[1:57:34] about in those I'm just going to round up and say 10 different
[1:57:38] systems with the right hand side being the same job functions but now combined
[1:57:43] into the two now with workday you know you have the skill survey that uh I mean
[1:57:47] the skill safety thing where we do the fire training and that kind of stuff
[1:57:50] that program maybe cuz it was a module built into their system where we could
[1:57:54] you know we can put training stuff in there but we got to build it we might as
[1:57:57] well just stay with the safety skills and I cut that cost out of that's how
[1:58:00] you got down $700,000 I just went in and started trimming stuff out that we
[1:58:03] probably don't need let me ask you a question when's the last time we done
[1:58:07] some software update and I mean has this stuff just been added periodically as we
[1:58:12] it has periodically over time yeah periodically over time but the the Civic
[1:58:17] plus was probably the last one um and that I can't remember when that was well
[1:58:21] we just we just went from Civic HR which is Civic plus two criteria but when we
[1:58:26] put it in originally uh in 19 19 2019 Civic HR and Mr Elliot's got
[1:58:34] a point in the sense of um Mr chairman we like AA you know when I got here that
[1:58:41] that stuff wasn't as wasn't as monstrosity as it is now you know so
[1:58:44] staff over here spends a lot of time going through doing the reporting and
[1:58:48] the things like that it takes to get all the employees your information this
[1:58:51] stuff handles that it handles the payroll taxes so Finance has to spend
[1:58:56] time this got a time keeping component in for example we already got a Time
[1:58:59] system but this one here is bit I guess because it's newer and you know got a
[1:59:02] newer technology but they won't be counting hours down there manually every
[1:59:06] two weeks which they have to do now to kind of make sure the time sheets are
[1:59:09] right then be able to file stuff quarterly with the federal government on
[1:59:12] payroll taxes it all does it in one system now the one thing that's that the
[1:59:17] work day also offers a couple benefits to them I let me give you the pros and
[1:59:21] cons of what I saw I set through the demo and then you can ask these folks um
[1:59:25] of both systems the work day I like the reports the dashboard reports are
[1:59:30] excellent they have an ability for and we always talk about this here in this
[1:59:33] room what's your turnover what's your time to fill jobs around here sometimes
[1:59:38] these department heads don't know that answer they have to come up to these
[1:59:41] folks and get them to compile reports out of two or three places to know that
[1:59:45] by the time it's compiled it's old this stuff's on the screen so and I can
[1:59:50] deonate that based on the security information to anybody in the
[1:59:53] organization including y'all so you could even see it if you
[1:59:57] want to by the part Casey's the best manager in I'm just going to make up a
[2:00:01] department Trish uh in DSS at hiring people he can do it in I'm just making
[2:00:07] up a number 30 days uh Tony's the worst he can he can't do it but faster than 60
[2:00:12] days what is the problem with Tony why can he not do this faster you can't ask
[2:00:17] those questions if you don't have the data so there's more time to feel as
[2:00:22] money you know it's just more there's part of that 200,000 we talked about
[2:00:25] Delta difference once we get going we're starting to eat into that number now
[2:00:29] because we we got the ability then to see who's the problem and how to speed
[2:00:33] things up or there there could be a bottleneck in the process we don't know
[2:00:36] anything about I'll give you another one Trish I'm not trying to pick on you but
[2:00:39] you know we're having a good time up here um I've got a person downstairs
[2:00:43] that goes through every job application based on our system now can ask you
[2:00:48] leading questions commissioner Elliot applies for a job and it can say are you
[2:00:51] this this and this and it can basically say you know you're not qualified for
[2:00:55] the job the problem with our existing software is it won't automatically take
[2:00:58] you out of the stack you can answer the questions but you still show up in the
[2:01:01] stack so I've got a person downstairs have to go through that stack because
[2:01:05] they got State Standards to meet to hire for the job that takes time for that
[2:01:09] person these systems will take you out automatically so now Mr Elliott applies
[2:01:12] for the job he answers the questions he doesn't meet the job out but you have to
[2:01:17] tailor make these right but we would do that part of the implementation right
[2:01:21] get it right and then that way that person downstairs is having to do that
[2:01:24] just freed up a part of their lives they got to go through every time somebody
[2:01:28] applies for these jobs and it could be stacked and you can make it just for
[2:01:31] that department is that what you're saying by position you could Yeah by
[2:01:34] position position so we could say do you have a bachelor's degree in social work
[2:01:38] yes no if they say no takes them to another or do you have three years of
[2:01:43] experience in purchasing no they k k so that's going to take a little bit of
[2:01:48] time to implement that for all the different jobs
[2:01:53] pH cost that's one of the reasons the $500,000 right that's one of the reason
[2:01:57] why I'd like a little help because it's going to get complex or we can make it
[2:02:01] complex that makes sense we can implement it with the basics and but I
[2:02:04] know us we're going to before you put in the better results you get out we bought
[2:02:08] systems before and didn't do the proper stuff in the front end right and it's
[2:02:13] kicked us in a tail in the back end man I just text Tim this morning you guys
[2:02:17] have heard me say this and you're probably thinking when I said it what
[2:02:19] are you talking about in 25 years in govern I have never worked in a place
[2:02:23] where we had HR reports by position match the position count of the budget I
[2:02:28] have not worked somewhere until now thanks to the staff over here and Tim it
[2:02:33] matches now that what you know what that means good clean data will go into this
[2:02:38] new system not junk so you'll have good clean stuff
[2:02:43] that's good for reporting you get good dashboards you people to be able can see
[2:02:46] what they're doing the other system has dashboards too I just like the work they
[2:02:49] ones cuz they were they were nice they were actually I'm just make the word
[2:02:52] they were beautiful they looked user friendly they show up they they look
[2:02:56] like I I need visuals I want to see a graph I want to see some numbers um so I
[2:03:00] like that we found out yesterday and I'm kind of throwing this in as I go Tony
[2:03:04] they'll do the oan logs so all the paperwork that goes to the ocean logs
[2:03:09] get put in the system it will generate the report we send to the federal
[2:03:11] government so we got do that manually now we create the accident reports and
[2:03:16] things like that right now all that's done manually and by paper and then my
[2:03:20] staff has to take that put it onto the ocean log then submit it to the federal
[2:03:24] government the system workday will you you'll fill those accident
[2:03:30] reports or incident reports out on in the system the system then digests the
[2:03:36] information moves it over done to the oosha log and then it prints out put it
[2:03:40] on the portal or you still got to send it to we submit it to the federal
[2:03:43] government you finance is going to get a little bit of a benefit from these
[2:03:47] payroll taxes and these hours so even they've started to bleed into this 1500
[2:03:51] hours that I didn't calculate them getting some help out of this just
[2:03:54] beneficially one more quick so one quick thing about neoo that's a benefit they
[2:03:58] have a thing built into their software and we can buy this separately cuz we
[2:04:02] have done it an one time uh thing called government jobs.com it's kind of like
[2:04:06] their version of um what's the indeed or um zip recruiter or whatever so it just
[2:04:12] does government jobs that comes standard with the package if we want that I think
[2:04:16] it's about three grand we'll figure out a way to make that happen and we we
[2:04:19] could incorporate that I wasn't scared of that cuz it's not that it's not a
[2:04:22] deal breaker if that makes sense last thing I want you to see flip over to
[2:04:26] this the back page just flip it all the way to the end but Casey if we can get
[2:04:30] to the numbers right quick and then then we'll get back to that if you don't mind
[2:04:33] so I just got to understand in my head as I'm listening to all this so the 420
[2:04:37] now is what we pay a year right that's everything added up kind of what we pay
[2:04:42] a year now no we're paying about 75 80 grand a year for all of our systems
[2:04:47] added together I got you a total of uh right
[2:04:52] at the top until 2029 right Tim's Tim's extrapolated that
[2:04:57] out and used an inflator because these things move another benefit of the work
[2:05:01] day is they've agreed to lock these these inflators in for 10 years all we
[2:05:07] don't have to do a 10year deal but that was another benefit for them as part of
[2:05:10] negotiating with them in other words they've got a process in their contract
[2:05:13] where they have a percent like a think 2% move every year and then they add CPI
[2:05:18] to that you could be talking about 8 n% if we can do if we want to do a 10-year
[2:05:23] deal that's up to us we can erase the CPI piece there are no other upgrades
[2:05:29] built into these dollars in other words we won't get the year five and they go
[2:05:32] oops you got to spend another 300 Grand you got to go to version blah blah blah
[2:05:35] it comes in the numbers so if you go down to work day Mr
[2:05:39] chairman you can see I I've just showed you the initial offer because I wanted
[2:05:43] you to see where they started with their best and final proposal $3 million you
[2:05:48] can see the the row there to put it in the implementation cost 10 months staff
[2:05:53] training and that learning module I spoke of where you have content on there
[2:05:56] for like safety skills and things like that but you got to add the content I
[2:06:01] don't necessarily want to spend 40 grand for a shell thing that I got to add
[2:06:04] content right now so you can see in my version of second negotiation I cut that
[2:06:09] out so the biggest deal what I see right here you going to spend a million
[2:06:12] dollars up front 1.1 million where in the other one you're only spending
[2:06:17] 27,000 in 2025 me I usually look at money first
[2:06:22] and then we get down to specifics of basically right cuz I'm not going to get
[2:06:26] nothing implemented on on the second one for 36 months so it's really if you can
[2:06:31] see with your eyes actually the Neo gets to be more expensive as time goes on
[2:06:35] subscription wise see with your eyes it's 330,000 estimate in 2029 me uh work
[2:06:41] day in 2029 324 so so once we get past implementing
[2:06:45] and and so your first reaction you see the cost is 3 million versus one two wow
[2:06:49] just go with one two but it's because you're putting the one system in in less
[2:06:52] than a year and the other one in three years you know I'm looking at the
[2:06:56] ongoing cost each year you know I always like to buy the best if I can or what's
[2:07:01] going to work the best um but again it comes down to cost too so if you look on
[2:07:07] the back so really you're looking at a million dollars up front once you get
[2:07:10] past that then cost is as good or better with the option that that HR would like
[2:07:18] to have in you correct say that one more time it get gets cheaper after the
[2:07:23] initial cost it gets cheaper for the one staff would like to have correct
[2:07:29] two yeah 324 to 369 in 2029 if you look on the back you see
[2:07:36] who's using yeah I don't really care who's using and all that that's that's
[2:07:41] not really my thing it's it's it's the staff if if it's the best we bought some
[2:07:46] other software that other counties used that it's worked terrible for us you
[2:07:50] know so yeah um so again but option number two is
[2:07:55] what everybody wants correct so option one workday is the one everybody
[2:08:01] was yeah I guess that's okay y my ask
[2:08:09] question Tony have you uh have you brought the department heads in I know
[2:08:15] we've done a demo but have to to look at this to see if it's actually you know
[2:08:20] cuz if they also start looking at it and I know they probably have a small piece
[2:08:24] of this but yeah even when they do if they start looking at things and it's
[2:08:29] hard for them or they don't understand it we didn't bring all the department
[2:08:33] heads in we brought in it and finance cuz those are the ones that are directly
[2:08:37] impact they don't really work with the software yeah a lot of this will be back
[2:08:40] in that's going to benefit their lives and finance the enduser like an
[2:08:45] applicant I mean these things are slick built for people that you know like you
[2:08:49] roll up online and like our system is now you know it looks okay it's the
[2:08:53] backend piece that's that's kind of not as clunky that makes sense and other
[2:08:58] departments like sheriff's office or EMS they don't deal with the backend this
[2:09:02] yeah and they'll have access as they do now to Criterion to help us make sure we
[2:09:08] know what jobs they want posted in the application process and things like that
[2:09:13] that'll all be infinitely better than so we're still going to have multiple
[2:09:18] programs no no just one system but the cool thing really about workday is
[2:09:24] everybody will have a dashboard right so you'll log in and based on
[2:09:31] security criteria you'll have your dashboard and it'll have all of the
[2:09:36] stuff that you have access to so if you are a hiring manager you'll have access
[2:09:41] to the jobs that report to you you can go in you can start looking at how when
[2:09:47] an applicant applied when they interviewed when the job was offered how
[2:09:51] long it took for them to go through that process um all of that is Extreme is
[2:09:57] very well not used too overly words but descriptive but it is very intuitive
[2:10:03] very easy to use um there will be some training that we will need to do uh with
[2:10:09] managers and supervisors as well as employees part of that training will be
[2:10:13] people putting in things like not bringing their changes to that they need
[2:10:17] for HR to these folks to put in manually they'll be able to put them in their s
[2:10:21] changes and things like that you they got to come up here tell them they go
[2:10:25] put them in that stops they just go in and do it so that part's going to be
[2:10:28] trainable yeah all employees will be able to go into their dashboard see what
[2:10:33] they can access and do and so if they want to change an exemption for taxes or
[2:10:38] emergency contact or address all that is done right there on their dashboard um
[2:10:43] and there's a mobile app as well so they can do it uh on their phone or or iPad
[2:10:49] and then it is based on the process that we create in the implementation stage it
[2:10:55] goes through an approval process um ultimately coming through to one of my
[2:10:59] staff members for approval address change so Can employees get to their W2s
[2:11:05] and they can get to yes U their pay stubs and all that stuff CU I used to
[2:11:11] hate it when I'd go to buy a car or something they need you know three
[2:11:15] months of pay stubs you had to go beg for three months pay stubs from payroll
[2:11:19] yeah so you pull all that up on your it'll all be right there for them and
[2:11:22] they can get it when they need it past subbs
[2:11:25] W2s um any other information that we have or they need to have available to
[2:11:30] them and this is a One-Stop shop program yes everything's there so we can do away
[2:11:34] with all these other things that we're doing yes yes cuz I see emails all the
[2:11:38] time as 400's down nav Lin's down this is down that's down yeah well there's a
[2:11:43] couple department heads in here if you want to ask them about criteria and the
[2:11:46] problems they have with I know when I worked in Thomas we got emails daily

[2:12:50] needed that subscription if we thought workday is a better system
[2:12:53] for three grand I'd rather have the system that everybody's I can go get it
[2:12:56] it's not I don't have to go through neoo to get their product cuz that's kind of
[2:13:00] sold separately as a license we bought it before we a couple years ago I
[2:13:04] purchased it uh um government jobs.com which is a proprietary product of neoo
[2:13:11] but they sell it separately and and I we purchased that's about 30 about $33,500
[2:13:17] I think if I remember correctly been a couple years ago so Chris you said look
[2:13:21] at this and look who's using it if you do that and compare them I mean how do
[2:13:24] you know who's good and who's not using it I mean all the counties are using the
[2:13:28] one we don't want and all these folks are using the ones we if you look at the
[2:13:33] government city of Charlotte High Point and who else is using for the government
[2:13:38] agencies on work dayses youve got three yeah but I'm saying foresight Guilford
[2:13:42] Rockingham Alamance ell cabar they're all using ne ne I you know are you going
[2:13:46] to say they're done the wrong thing I mean I I don't know use neoo every day
[2:13:52] of my life and uh I'm not sure I've never seen work days so I can't speak on
[2:13:58] or against I did but I know Neo does
[2:14:02] everything that y'all yeah I did talk to uh foresight Guilford and
[2:14:08] Rockingham they all only use the um ATS the applicant tracking system um which
[2:14:16] is governmentjobs.com and Rockingham does use the performance piece those are
[2:14:22] the only two pieces out of the entire package that they use really yeah and so
[2:14:28] my guess is if I were to call the rest of the counties that probably would be a
[2:14:33] similar story um that they don't use all of the all the components of neoa on the
[2:14:41] flip side I did talk to the city of Charlotte they uh started the
[2:14:47] implementation or they started the purchasing process in 20 they
[2:14:51] implemented the uh human the HR component uh a year ago they love it the
[2:14:58] reason they selected it is because it was really a true enterprise system
[2:15:03] versus the other systems they looked at um and meaning that they they can they
[2:15:11] are also then in the process of implementing the financial piece that
[2:15:16] has the financials on it and inventory controls um and they
[2:15:21] that well that's that's another benefit of the workday negotiations that's the
[2:15:25] kind of reason why I got involved with them they offer a grants management um
[2:15:28] and expense management which I assume is some kind of budget module you know we
[2:15:32] don't have a budget system you're staring at him so um we got the uh uh
[2:15:37] the finance piece The Ledger and so the newo go doesn't offer that so they're
[2:15:42] not the true Erp if that makes sense um work day will hold if we we don't have
[2:15:47] to buy right now this is not added in the finance p piece but you know for I
[2:15:52] think it's like 80 grand more a year for the finance piece there's a variety of
[2:15:56] other modules they will lock that price in for those if we want them in the next
[2:16:00] um I think it was 18 months or so work day will do that yeah workday will hold
[2:16:03] them modules for us as part of the contract negotiation so if we come back
[2:16:07] and say we want to roll with some of these other modules we don't even have
[2:16:10] to buy them all we just get the discount we can pick and choose from the menu and
[2:16:13] say we want this one we don't want this one so they do have that ability to take
[2:16:17] it all the way to Max I don't know that I'm still kind of working through my
[2:16:20] head on on The Ledger side what would be the benefit I see the benefit on the HR
[2:16:24] piece and obviously like I've told you guys the payroll system we got now even
[2:16:27] though it's as400 that's what a lot of people use I me it's 30 years old so
[2:16:32] that's what started a lot of this for me was like well we got probably got to
[2:16:35] move off that platform at some point in time but then as more I talk to these
[2:16:39] folks the more I realize man they are stewing over there wasting a lot of time

[2:17:28] periodic HR was the was the most recent okay new product uh time in attendance
[2:17:35] executive time was 7 208 or 17 time it's been that long ago and and the problem
[2:17:41] is they don't all talk to each other they're all separate systems right so I
[2:17:46] understand that so um all right at at so 20 2030 is 2030 going to be just another

[2:18:40] kill the CPI piece if we want the 10year deal okay you know I'm going to

[2:18:49] value is there and that's why been struggling with this trying to trying to
[2:18:53] figure out what we need to do or whatever but sometimes it's hard to say

[2:36:15] event center adding an event center to the zoning ordinance um we had IAL use
[2:36:20] permits and and and development standards and use by rights and all kind
[2:36:24] of different uh approval methods the consensus I took away from the board at
[2:36:28] that meeting was that you guys wanted something that's a little bit more uh
[2:36:33] property specific to be able to cater to the each individual property a little
[2:36:37] bit more specifically so I we Ste back from what we were looking at a little
[2:36:42] bit and talked with um Andrew how with um M Mr Jones's office and what we're
[2:36:49] propos proposing and what we forwarded to you is a new procedure a new approval
[2:36:54] procedure called CZ which would ask the applicant to
[2:36:59] basically request a conditional zoning uh rezoning application if they wanted
[2:37:05] to uh conduct this type of activity on their property and and if you'll the
[2:37:11] information that we sent to you we
[2:37:15] proposed having a CZ RC CZ CSC Z HC and Allowed by right in Li and hi so if you
[2:37:24] had a li or hi property you could have an event center in an old industrial
[2:37:27] building or something like that but if you were going to try to do this on any
[2:37:33] other property what the staff would probably recommend is you guys need to
[2:37:38] apply for a czrc out in a residential area the RC District does not play by
[2:37:44] the same rules specifically as your Cs and your HC you don't have to stick to
[2:37:49] the Land Development plan is closely you don't have to be at intersections those
[2:37:52] are have a lot more obtrusive uses so if if someone wanted to conduct an event
[2:37:57] center on a piece of property this kind of rule we'd ask them to apply for a
[2:38:01] czrc then that would give us the tools not dissimilar to the the recent
[2:38:06] Davidson Craven application that we kind of modified uh and and got very specific
[2:38:12] with the parcel this would give the commission and staff and the plan board
[2:38:16] tools to look at the individual property you know see the size set decel levels
[2:38:22] set screening requirements Set uh you know setbacks if if the board wanted to
[2:38:28] do that it would in staff's opinion offer a lot of flexibility for each
[2:38:32] individual

[2:40:46] amount of complaints that we we've got and there they said was 50 five five I
[2:40:50] think the property line that's pretty strict that's pretty
[2:40:55] strict but we could we can you know negotiate that the the drawback to the
[2:40:59] CZ is that the applicant has to agree to the condition but under the same premise
[2:41:07] you know it's a legislative action and the board has authority to deny the
[2:41:10] application if you're not comfortable with what's taking place but it was
[2:41:15] critical U Mr how said we needed to have location in the ordinance and in the
[2:41:20] county where it is allowed by right that's why we we left it in the Li and
[2:41:24] the hi um to to so if you've got those properties you you don't you just have
[2:41:29] to get technical permits upfi permits but most of these places are going to be
[2:41:34] you know out in the country in rural areas and we would we would kind of
[2:41:38] direct them to ask for a czrc on their property and and then we'd have all
[2:41:43] those tools available to negotiate for that specific site sounds okay thank you

[2:42:28] lot of the county commissioner meetings in Rockingham County and their procedure
[2:42:33] for public hearing seems to just seems from somebody as a commissioner serving
[2:42:38] in Davidson County and going there from the staff proposal it seems that it
[2:42:42] operates a whole lot cleaner when you have set limits of times to speak people
[2:42:48] don't reoccur what somebody else is saying in other words it's the
[2:42:52] redundancy is down to zero the community gets together they either focus with one
[2:42:59] person they can relinquish their minutes to speak if if Steve says what I feel
[2:43:05] and then I was going to say the exact same thing I can give my minutes to
[2:43:09] somebody else or I can give an additional minutes to Steve as he
[2:43:12] continues to speak or whatever so I I think you know having a clear set like
[2:43:18] that just tends to work out a little bit better I'm not trying to say that you
[2:43:23] know we're trying to limit U the citizens or anything like that but I do
[2:43:27] think it's this is not just um a benefit for for the the the people but what if
[2:43:35] you've got seven public hearings and the first public hearing wants to talk to 12
[2:43:40] at night is that fair to the other citizens that need their stuff heard so
[2:43:44] I I really think it's a benefit for us to just having in the Chairman's uh
[2:43:49] wheelhouse to say you know here's what we've got we've got a timer up once the
[2:43:54] timer's done you have been heard everybody gets a chance to be heard up
[2:43:58] into a percentage of time and the community gets to decide most of the
[2:44:03] times when these communities get in here like the one we just had they've got a
[2:44:06] spokesperson anyhow and um you know we want to hear what they've got to say but
[2:44:11] it gives them the Hest to say get together get your points out let us hear
[2:44:15] it but then we can operate our meeting in an efficient manner another thing
[2:44:20] another thing that uh is is different that I want I'm asking you Chris how
[2:44:26] works out is the fact they have to sign up they do and here we don't do that
[2:44:31] yeah they they sign up they have their stuff we we connect we get their
[2:44:36] information but um they sign up to speak and we kind of already know that these
[2:44:42] are going to be the time limits and then it helps the other people know who's on
[2:44:45] the list so if they need a copy to relinquish their time time to the next
[2:44:49] speaker or if they feel like anything's not going to be done they can kind of
[2:44:53] get together and do that I'm going to start off with Fred since he's done as
[2:44:57] many public hearings as anybody in here to see what his thoughts uh I
[2:45:02] I I don't uh necessarily agree with that because you you're going to cut people
[2:45:08] off that might want to speak and whether or not that person thinks that uh
[2:45:14] somebody in front of him has said the same thing is really not is really not a
[2:45:21] mood point if he wants to speak as public hearing he ought to be able to
[2:45:25] speak and I have said on these things with the animal
[2:45:31] folks that I go on and on and on but they have every effort every um
[2:45:39] opportunity to speak at a public hearing that's what the public hearing is for
[2:45:44] and if we say well we're only going to have five people speak or 10 people
[2:45:50] speak or it's only going to be 30 minutes then I I I think that we defeat
[2:45:55] the the use of the public hearing the whole idea of the public
[2:46:00] hearing is for the public to be able to speak right now uh I agree with
[2:46:10] Fred if you stop and think about I understand the need to be looking at
[2:46:15] stuff like this but if you stop and think about it we don't have that many
[2:46:19] and it's an occasion of what once in a year once every couple years we don't
[2:46:22] have that many and I agree that the public deserves their day in court if if
[2:46:27] you will you
[2:46:31] know I would just like to say because that's right I would just like
[2:46:36] to say because I know that um certain Commissioners in Rockingham County
[2:46:41] listen I would doubt that Kevin berer or Mark Richardson or any of these
[2:46:47] conservative Republican Commissioners would ever relinquish the time or duties
[2:46:54] of a citizen to to say that that the policy that they've got put in place is
[2:46:59] trying to limit a Citizens time to be able to speak their opinion I think is
[2:47:05] is just asinine to me I just think it's it's government efficiency now what it
[2:47:12] does is it sets in line the duty that the chairman of the Board of
[2:47:15] Commissioners already has it's written in stone that the chairman at any time
[2:47:19] can set a speaker one speaker on behalf of the community that's written in our
[2:47:24] state constitution it's written in our state constitution that we have every
[2:47:28] right to put a limit to to make sure that our our meetings go on as plan and
[2:47:36] it and it also limits the fact that if you did have a group of individuals who
[2:47:40] tried to make a mockery of this board and that meeting they could they could
[2:47:45] hold hostage this group and we could have an UNL limited amount of speakers
[2:47:50] for an unlimited turn of minutes which is not
[2:47:53] okay I'm just trying to bring that out there it's never been done but it could
[2:47:58] be done and if you look at the you know things that's going on in the community
[2:48:02] if they wanted to bring a 100 people and we don't have a set term or a guideline
[2:48:08] on how to operate these meetings it's not doing us any good and it's not doing
[2:48:12] anybody else that's on the agenda any good if they want to speak that's my
[2:48:15] only reason and gentlemen Mr and Madam yeah the only the only thing that I
[2:48:21] would say to that and it's not it's not a disagreement with You Chris yes sir is
[2:48:26] you you said yourself it's already written in stone is in the Constitution
[2:48:29] it's already written what chairman could do so why why would we what is the need
[2:48:34] to duplicate when the chairman already has that
[2:48:37] Authority I can add on that yeah we have in the past especially where we've had
[2:48:43] um a long public hearing we have asked the people that uh if they have had
[2:48:49] their piece covered that they would give it up and they they have been very good
[2:48:55] in doing that we've had people say well you know we don't want you know we call
[2:49:01] on somebody because they have the hand R you you say well we've already covered
[2:49:05] ours we don't need to go up and and we've done that and it's been very
[2:49:10] successful with the exception of the animal things and with the animal things
[2:49:16] that they they won't speak and I mean you know they come from I
[2:49:21] tried to limit to Davidson County you can't do
[2:49:25] that I just when I was talking to these commissioners before bringing it in
[2:49:31] front of the chairman and and the rest of my my board members uh here uh I was
[2:49:38] asking them pros and cons and the cons that they've had from having this policy
[2:49:45] in Rockingham County has been zero because every everybody knows up front
[2:49:49] what the public hearing policy is what the what the minutes are what's going to
[2:49:54] be stated and they haven't had anybody complain so I did not think it was going
[2:50:00] to be an intrusive policy but I thought it would be one that could be clearly
[2:50:05] stated legally backed and uh could could help all the citizens be heard in a
[2:50:12] timely manner in in instances where we have seven public hearings and um
[2:50:19] I just thought it would be beneficial to all the citizens Adam I got a question
[2:50:23] for you then I'm going to leave I'm gonna have you my fellow board members
[2:50:26] here in this conversation does the Constitution give the chairman the right
[2:50:31] to only limit one person in a public hearing
[2:50:35] well when I Casey asked me to look at this question about um you
[2:50:41] know Mr Elliott had had um you know had provided I guess it was Mr Elliott who
[2:50:46] had provided the the sample um so you know the board I mean under the state
[2:50:53] statute does have the ability to limit I mean to pass rules and that would limit
[2:51:01] um you know for example the ma time I get it do all that stuff um and then
[2:51:09] there's you know there's a lot of positive case law about you know the
[2:51:13] fact that you know not everybody has to be given an opportunity to get up
[2:51:19] speak um you know so I so what I think what it comes down to is you know what
[2:51:26] is this what is this board comfortable doing now me in terms of your I mean
[2:51:30] your specific question about um you know in terms of the the chair authori being
[2:51:38] able to just I mean you you can run I mean you do you know have the authority
[2:51:44] to run I mean you are running the meeting I mean um but but I would think
[2:51:49] not to disagree with Chris but I would think they would it would be hard to
[2:51:53] have any kind of law that would have one person like me as a chair uh as or
[2:51:59] whoever the chairman may be to only say one person could speak in a public
[2:52:03] hearing because then you're really not having a a public and I and I don't I
[2:52:08] yeah I I I think if you're going to have if you're going to set
[2:52:13] rules like that I think it's something that you would need to do in advance I
[2:52:17] mean I I you saying I think that those are rules that you would need to set I
[2:52:21] don't think that you could from the chair position I don't think you could
[2:52:26] just say I'm I'm limiting it to you know a single person just you
[2:52:32] know and I never would agree to that to me it needs to be a board decision but
[2:52:35] on the other hand it'd be hard for me to believe you could only allow one person
[2:52:38] to speak at a public hearing you know yeah my my position because again it's a
[2:52:43] public hearing you know if we're debating law we should have had the law
[2:52:47] ready and ail a before this meeting I'm not trying to statute but if we're if
[2:52:53] we're going to debate this and staff knows that this is going to be a
[2:52:55] contentious argument and I'm just saying I'm just saying just hold on a minute
[2:53:02] and we knew that we were going to have this information brought out and we
[2:53:05] should have had the exact law you know for North Carolina based on the Board of
[2:53:10] Commissioners what the commissioner's Authority is well I I I do have it it's
[2:53:14] I mean so the statute is is 153 A- 52 and um and it says that the board May
[2:53:22] adopt reasonable rules governing the conduct of public hearings including
[2:53:26] been unlimited to rules fixing the time the maximum time allowed to each
[2:53:32] speaker providing for the designation of spokespeople for groups of people who
[2:53:37] are spokes people for groups that's what not just saying one person can speak but
[2:53:42] spokes people for groups continue on um providing for the selection of delegates
[2:53:48] you know people who have the same position similar to what yeah and I've
[2:53:52] already went through this before in meetings prior have you been a part of
[2:53:56] it I know Fred is because we discussed this some time before I can go ahead and
[2:54:00] tell the consensus of the board's probably not to approve this and I I'm
[2:54:03] fine with no I'm not saying that I'm saying I want to know if the chairman
[2:54:07] has that Authority or not because that's the part I've never heard you do have
[2:54:11] that author I know what this board can do as a consensus we can come up with
[2:54:14] any kind of rules as a chairman you have that yes sir I would like for you to
[2:54:17] double check that because I will do that do some research because again to me
[2:54:22] that's giv one person The Authority it's kind of like we talking
[2:54:26] about before about attorneys back there sometimes I think I'm one Casey does and
[2:54:31] I'm far from that but it's it's hard for me to believe that one person would have
[2:54:36] that kind of authority in a public hearing because uh it's difficult when
[2:54:41] you get in situation because it during the public hearings you generally have
[2:54:47] people who think of a question that they would like to discuss that wasn't
[2:54:53] brought up by the other people and they would be that would eliminate them from
[2:54:59] being able to give their opinion see what I'm saying yeah but I I
[2:55:05] kind of it it happens especially where you have a lot of pros and cons from the
[2:55:10] board and from the speakers did you put up that policy Mr uh Casey for everybody
[2:55:17] to read that I sent you from Lance is it not attached to the item I didn't see it
[2:55:22] it is it's in our there it is for some reason I couldn't pull like I said the
[2:55:27] other night after that public hearing you have some that even come up with
[2:55:30] questions after the public hearing's closed you know so you always going to
[2:55:33] have that that's I thought that was spoken of in there in
[2:55:38] their additional matters what I don't really have a problem with and then
[2:55:42] we'll get to y'all well y'all go ahead first okay well let me let me go ahead
[2:55:47] the this one as written I think the problem
[2:55:51] is the 30 minute time limit okay you know I think that's if you give three
[2:55:56] minutes okay that's only 10 people you know that's that's that's only 10 people
[2:56:02] um if they don't want to give up their um time you know and you know some of
[2:56:08] these contentious but I think more than anything the way the way you've
[2:56:14] conducted Fred the ones of us that I've seen be chair when we I think it's a
[2:56:19] case by case basis is is what you kind of have to look at I've seen like
[2:56:25] commissioner um what's my name what's your name
[2:56:30] Todd obviously commissioner y obvious me ince y I'm good I do the same thing all
[2:56:37] time I'm getting tired terrible we've as we moved through
[2:56:42] the meeting we've changed things you know to make it run a little bit better
[2:56:48] like the other night with him saying again I would like for you to consider
[2:56:53] whether you've already what you're going to say has already been said and a lot
[2:56:57] of them all only just need to be reminded of that and they'll sit back in
[2:57:01] their chair and they will not get up and speak so I think it's a case by case uh
[2:57:07] as to the you know contentiousness of the situation and I like the way the
[2:57:13] chairman has the ability to do that you know and over time as we get older we do
[2:57:19] a better job you know of of being chair and conducting the meeting so I don't
[2:57:26] believe I would CH I don't I don't believe I would change it from what
[2:57:29] we're doing I just think the chair needs to
[2:57:33] be mindful of trying to get it to move along keep it going and I think I I
[2:57:40] think that's up to us Mr chairman if I can kind of add into this a little bit
[2:57:45] cuz I I would suspect and commissioner can correct me if I'm wrong working
[2:57:51] having worked in Alamance County this policy was probably written by the same
[2:57:54] attorney yeah that's it was similar thing in Alamance we had public hearings
[2:57:59] where like we do now here and it was implemented with uh some guidelines on
[2:58:05] time for speakers um I think commissioner Watford made a good point
[2:58:09] the 30 minute time limit kind of Narrows down if you got a room full of people
[2:58:12] that's 10 people that's right yeah it is but not having a time limit on an
[2:58:17] individual speaker allows an individual speaker to monopolize potentially the
[2:58:22] room I've never seen it happen here since I've been in Davidson County but I
[2:58:25] have seen in other places you city of Greensboro that's happened before
[2:58:29] happened in Alamance before it's possible you know that that so just kind
[2:58:34] of putting that out there as well but if that's the case
[2:58:40] Jason is it not the forgive me is it not the Chairman's
[2:58:45] purview to say to stop it Mr you for 30 minutes we've done that've
[2:58:52] done that I believe we've heard what you've got to say not legally Point
[2:58:56] become a disruption of the meeting and that's a different issue if you said
[2:59:00] it's the state constitution yeah you said it was in the Constitution has to
[2:59:05] be listed it has to be listed before can I you read the whole thing can I can I
[2:59:09] just just well we've done it anyway interject quickly on this I so we we do
[2:59:15] currently have a rule in our you know in in our rules of procedure for for this
[2:59:22] board um we do and it's it's rule 28 and it says that public hearings required by
[2:59:30] law um or deemed advisable by the board um you know at at the time that
[2:59:38] you set the hearing you can what this what this
[2:59:43] calls for is that you can set forth you know any rules regarding the length of
[2:59:48] time allotted um you know and designating
[2:59:52] Representatives right um and then it says at the pointed time the chair uh
[2:59:57] you know the chair will you know will have the you you'll have the ability to
[3:00:03] enforce that um so what the what the rules call for now is essentially it's a
[3:00:09] caseby casee situation so if you feel like you know an upcoming hearing is
[3:00:16] going to require something you know some kind of
[3:00:21] a time limit or you know definitive closing time you know per person or you
[3:00:29] know for the entire hearing you can set that at the time you set the public
[3:00:35] hearing so I think I think what Mr Elliott is is proposing would be to you
[3:00:40] know to to make it you know a more of a a
[3:00:45] uniform so so we can we can set each time at a uh at each individual meeting
[3:00:51] yes yes so you can but I but I do think that's something that should be set
[3:00:56] forth you know so when at the time that you set the public hearing you you would
[3:01:02] want to state in the hearing notice you know what the rules are going
[3:01:08] to be you know and here's something I'm going to say a little bit um I I don't
[3:01:13] think 30 minutes is long enough I don't either but I think maybe we should do an
[3:01:17] hour yeah I agree with an you know what I
[3:01:21] mean just like we had one public hearing go sorry to interrupt you but it it went
[3:01:26] to 2:00 in the morning yeah and you know so because again most of it we do hear
[3:01:31] it's the same thing even though you tell them not speak about the same thing it's
[3:01:35] the same thing but also puts the chairman in a bad position with the way
[3:01:39] the rules are now if he if he marks a public hearing and says now these
[3:01:44] individuals I'm only going to allow them speak but we don't have a policy that's
[3:01:47] broad now it looks like he's pointing them out so having a policy that at
[3:01:53] least is somewhat Broad and in fact covers the it it does not make the
[3:02:00] chairman look like he's trying to point a specific group out I I attended a a
[3:02:06] public hearing recently where well something not too long ago but we know
[3:02:12] what it was I think in the city the uh board gave an hour and a half for those
[3:02:19] who want to speak in favor and an hour and a half for those who want to speak
[3:02:25] in opposition to it it ended up calling the meeting and it's been postponed to
[3:02:29] later on because they got so far out of hand and so long that but they they they
[3:02:35] laid it out but they didn't adhar to it because the first speaker was uh spoke
[3:02:39] three hours well see I think I think the three minute limit is is a definite you
[3:02:44] got to have that so nobody can dictate disagree on the on our public
[3:02:49] comment we limit them to three minutes you're right on the public hearing we
[3:02:55] don't they get hearing they ought to be able um to express their
[3:03:00] opinion but I don't think Fred they should be able to talk three hours amen
[3:03:05] and I I think that what we're talking about here is something that doesn't
[3:03:08] particularly apply to this board because I hadn't heard anybody come here and
[3:03:13] want to speak an hour or even three hours or EX 30 minutes I go to this
[3:03:19] public hearing will take you with me but they could most of the most of the time
[3:03:24] it's done you know and it's over but but I'm just saying I don't know like an
[3:03:28] hour again most of the time and I and I'm forgiving everybody their right to
[3:03:32] speak everybody knows that um but you know in an hour you should have enough
[3:03:39] time should to know all the issues at hand how about this Mr chairman cuz I've
[3:03:45] had this done before how about the hour for the the total public hearing right
[3:03:51] and then each person gets five minutes to
[3:03:54] speak with the ability to speak twice and once I spoke once I've spoken twice
[3:04:00] on a subject that's my 10 minutes and I should be
[3:04:03] done that get pretty complicated to keep up with you know a little bit I mean I I
[3:04:09] don't have any problem with it with the women that that would
[3:04:13] cut the animal folks down to to an hour I don't have any problem with that when
[3:04:19] when I first was on the board they were doing the uh Planning and Zoning
[3:04:24] remember when they started doing that and they had to go down to the theater
[3:04:29] down there to have the hearing now that was a long hearing another one was when
[3:04:34] we when we tried to do the uh public hearing on the yetkin before when we
[3:04:41] went to several different places to to see what theirs was but we haven't had a
[3:04:46] situation in in my knowledge that that went that
[3:04:52] way the only ones that I've seen are the ones with kids and the ones with pets
[3:04:58] and those tend to go longer than yeah we we ain't had a whole lot of trouble with
[3:05:03] it but again and you there's no problem with announcing at the beginning
[3:05:08] especially if you if you have it that the announce that
[3:05:12] the item for such and such will be limited to an hour you I don't think you
[3:05:18] can have yeah but I think like you said we kind of need to set it up as a board
[3:05:22] yeah yeah and and I think it's you know I don't I I don't want to speak for
[3:05:28] Casey but I I think you know what what we're looking to you know the board you
[3:05:36] know at this meeting is to sort of determine is this something that you all
[3:05:41] are interested in pursuing further and if if that's the case you know sort of
[3:05:46] let us know what the General sort of what the general um you know premises
[3:05:52] are that you would want us to cover and then we could go back and kind of draft
[3:05:57] a policy you know that would be you know that would that would be geared towards
[3:06:03] ex you know how you want it to be um you know and it and I guess you know a big
[3:06:10] part of this is this deciding in advance or deciding you know whether you want to
[3:06:15] to do something more specific you know is you know are are you satisfied with
[3:06:21] the current rule where you know you could set you know you could set
[3:06:27] parameters on time you know and representation you know on a Case by
[3:06:33] case basis and and you really as Casey said I think you would need to do it in
[3:06:38] advance um you know and publish it in the hearing notice or do you want to you
[3:06:44] know adopt you know specific time limit that will apply across the board always
[3:06:51] you know for all hearings so I mean that's seems to be kind of the you know
[3:06:57] a big part of the pro thought process there I think that bring about that
[3:07:04] though is our public hearings are set at the same time that the planning board
[3:07:08] public hearings are set they don't even know whether it's contested at that
[3:07:11] point in time I mean we do have some that like David and Craven we knew it
[3:07:15] was going to be contested but they they had things that come up that they don't
[3:07:19] see being contested and their we've already scheduled a public hearing
[3:07:23] before they've had theirs and and I don't want to look I don't I don't want
[3:07:27] the board as a whole to look you know to look like we're aggressive
[3:07:34] towards any party we we just I I think it'd be beneficial just for the citizens
[3:07:41] of Davon County just to have a policy that was Broad and whatever we voted it
[3:07:45] would be beneficial for them too because people's got to sit out there and hear
[3:07:48] the same thing we got to hear over and over and over too you know I mean and
[3:07:52] again they talk about traffic well we don't have anything to do with traffic
[3:07:55] they don't understand that but if do gives them a permit then that's traffic
[3:07:59] is not really ours I get it they want us to hear it and I'm listening but again
[3:08:03] we don't have a whole lot to say about the traffic part of it but again we may
[3:08:07] be doing them a favor because they ain't got to sit here till midnight especially
[3:08:11] if you're the hearing behind that I think the hour limit is is something
[3:08:16] that we could and do and and limit it I don't see a problem with that I
[3:08:22] have a problem individually yeah we had to situation come up where we had the uh
[3:08:28] people down there at the lake I think or maybe maybe was at the lake where they
[3:08:32] had uh disables where the guys was having parties down there and he was
[3:08:37] doing it all nice long we we talked to those people two or three times and it
[3:08:42] was one of those things that we wanted to try to get the folks the staff to do
[3:08:47] do something about and look into and and that happens hey like I said you just
[3:08:52] tell them at the beginning of the meeting look we got an hour be mindful
[3:08:56] of other people's time say say what you want to say and be mindful that we only
[3:09:01] have a total of an hour but go ahead and once this policy if it's adopted I can
[3:09:05] see where it would be beneficial to get opposition organized you know you get
[3:09:11] your speakers you get your points and your ideas across but to be so

[3:09:50] the applicant get organized and get the points across where you're not just
[3:09:54] peace Mill here and the same things again so what is a good time an hour
[3:09:58] hour and a half what what's a good time it's it's got subjective based on the
[3:10:02] the content of the but I'm just saying what would your thoughts be an hour
[3:10:06] would be proba I think an hour would probably be adequate you you can shoot
[3:10:10] for that but if you have something like a pedmont chemical or or something where
[3:10:14] you're taking in a lot of technical information a larger project you you
[3:10:18] could maybe make an exception to the rule and say hour and a half for the
[3:10:21] entire public hearing and I'm on the chairman would have that right to add
[3:10:24] another 30 minutes at the time we would write that into the policy that that
[3:10:29] would be don't don't need to write it in you just do it do that yeah you have um
[3:10:34] then that pedm chemical thing we had more discussion amongst the board than
[3:10:40] we had from the citizens so the majority of the of the upon time we spent was
[3:10:46] back in forth with the cuz it was very contentious it was ultimately declined
[3:10:52] the reason why I continue to say right into a policy is because these are Quasi
[3:10:57] judicial these are public hearings this is a legislative deal and to hold up in
[3:11:03] court what I've been advised of by by councils and and even our councils that
[3:11:09] if we have a firm policy that we stand before of if if it if it's not been done
[3:11:16] before we give notice of the public hearing not the public hearing it has to
[3:11:21] be given the rules and procedures at the notice of the public hearing so at that
[3:11:25] point in time before meetings might be happening or whatever the chairman has
[3:11:29] to then name these things if we have a policy it's done we don't have to think
[3:11:34] about it and I think I know this board hears you know legislative public
[3:11:38] hearings and quasa judicial hearings I think you you'd have to be a lot more
[3:11:42] relaxed in theal setting because if an applicant doesn't feel like they have
[3:11:47] what time and Adam can maybe speak to this to get their points in because if
[3:11:51] it moves up Beyond this decision the judge bases the whole decision on the
[3:11:57] record and and that you know so the the for a quasi judicial hearing you'd have
[3:12:02] to be a little bit more relaxed you'd have to give about as much time as they
[3:12:06] pretty much as much time as they needed yeah or they felt like they needed and I
[3:12:10] don't think that it the the Board needs permission to extend time on anything no
[3:12:16] I I I don't think they do either um you have limit if the applicant understands
[3:12:22] you don't think everybody's heard you can extend it well if the applicant
[3:12:26] understands you got extra amount of time it's a gift to really get more time you
[3:12:31] do so I think that yeah all right if everybody's good
[3:12:35] with it I mean why don't we start off with an hour and let's just again if it
[3:12:39] don't work we can see I mean so will that be an hour for and an hour against
[3:12:43] or just hour total yeah

[3:13:26] change in policy that would meet your Authority as the as the CH all I'm

[3:13:36] template that says you know we're calling a hearing and you know you every
[3:13:42] time we send out one of those it would just have an hour but it would not then
[3:13:46] the knows and the clerk keeps up with the hour and that's the way and it

[3:16:28] from the Franks at 350 acres for the park um that Debbie can you possibly
[3:16:35] bring up that agreement and scroll to the very end where there's that picture
[3:16:40] of the
[3:16:43] property okay yeah so you guys I I mean so when we bought the
[3:16:50] property you know it was it's subject to this um option agreement with the Solar
[3:16:56] Company to uh to put a to lease this property to
[3:17:02] for a solar farm um and so when we took the property we bought the property it's
[3:17:10] subject to that option agreement and um as part of the sale process we agreed
[3:17:19] with the solar developer that we would you know basically negotiate a lease
[3:17:25] agreement um you know negotiating good faith a you know a lease agreement um
[3:17:32] that you know that that would be that would be the long-term lease I mean
[3:17:37] So currently under the the lease option agreement they
[3:17:43] have they have until next um
[3:17:48] July to tell us you know whether they want to you know exercise that option
[3:17:55] and and and actually build that solar farm um so what they wanted to do is get
[3:18:02] more specific information I mean draft a lease that would lay out all of the
[3:18:09] details um you know in terms of what their rights are what our rights are you
[3:18:16] know and um you know what they can build you know and and so forth and so you
[3:18:23] know I went through and negotiated this full lease agreement
[3:18:29] with them and so basically what I've you know what has been presented to you
[3:18:37] is this you know this negotiated lease and so what this lease does is it you
[3:18:44] know it it sets up the you know all the terms and conditions that would apply
[3:18:49] you know and basically they they would have this 25y
[3:18:53] year lease and which could ultimately be extended out to 40
[3:18:58] years
[3:19:02] um but one key thing about this lease agreement is that it still keeps that
[3:19:09] July of 2025 time frame so it's essentially
[3:19:14] still giving the the solar company until next July
[3:19:21] to decide if they want to go longterm or if they just want to cancel
[3:19:28] the whole thing
[3:19:31] um does that does that make sense I I got a question since I guess I was part
[3:19:36] of this from up front I didn't know uh Casey when did all this come effect that
[3:19:42] I mean I knew there was a lease I knew these people had a lease with the
[3:19:45] original owner so did that lease just not carry over to
[3:19:49] us that that we had to honor that that agreement that lease option agreement
[3:19:55] Ian yeah until the terms of when it stops and there's yeah so the that's
[3:19:59] what he's talking about so I get that part but again
[3:20:05] when part no let me see how to phrase this
[3:20:09] why did they hold that hostage over our head when we bought this property that
[3:20:13] said y'all going to have to meet these requirements these renewal of the lease
[3:20:18] or or negotiate a lease agreement because the Franks hadn't done that
[3:20:23] again they just had a basic lease that said we might take y'all's property or
[3:20:27] we just inherited the lease and told them when that time comes when it's up
[3:20:30] we'll have a conversation with cuz I think that original lease made reference
[3:20:33] to the fact that we would in good faith have that conversation so so basically
[3:20:38] what you know so they the Franks that agreed about I don't know a year and a
[3:20:44] half before we bought the property two years whatever um they had signed
[3:20:50] this lease option agreement with this Solar Company and that lease option
[3:20:57] agreement goes with the property runs with the land so when we bought it you
[3:21:03] know we had to assume that obligation when we bought the property just
[3:21:08] probably a simple lease option agreement it is it's a lease option and and it has
[3:21:13] you know like a two or three page term sheet attached to the lease option
[3:21:19] rather than a full lease and so what what the Solar
[3:21:24] Company you know ask us to do as part of the when we assume the the
[3:21:31] lease um the lease I'm sorry when we assume the lease option agreement what
[3:21:37] they ask us to do is to negotiate a full lease with them just so that they ask us
[3:21:43] to do that but we have no legal obligation to do that at this point we
[3:21:47] declined as part of the purchase now I think that lease doesn't it say that we
[3:21:51] would in good faith have that conversation well it says yeah when so
[3:21:55] when we assumed the when we assumed the lease I mean we had to get part of the
[3:22:01] part of the deal that the Franks had was that the Solar Company had
[3:22:10] to um had to had to consent to to the sale right okay so we had so they so
[3:22:18] they had essentially leverage over us to an
[3:22:22] extent right and so what we said what we said was okay well we
[3:22:28] can't we're not going to guarantee anything but you know in order but we
[3:22:35] will agree with you that we will negotiate a lease in good faith and that
[3:22:40] that's that's what we that's what that's how we
[3:22:47] essentially got them to agree you know to you know to consent to the transfer
[3:22:54] so if you know so that I wasn't I would not have planned to negotiate a full
[3:23:01] lease if it had not been for that but they you know basically made that a
[3:23:06] condition of you know of giving their consent you
[3:23:11] know they said well we'll consent to the transfer if you agree to negotiate and
[3:23:16] go Faith a lease agre you know a full lease agreement
[3:23:20] so you know so after the property transaction closed I I went ahead
[3:23:28] negotiated this full lease agreement um which I think it's a you know I think
[3:23:34] it's a fair agreement you know and it's I think it's a good agreement that would
[3:23:39] um protect our interest going forward you know if they actually did decide to
[3:23:44] build the solar facility um you know and it does sort of preserve
[3:23:50] that option period that you know that they
[3:23:55] would have to make a decision by July of next year whether they're going to do it
[3:23:59] or not now there is I mean there is one um I think important factor that that
[3:24:08] you know that you should be aware of and this came up a little bit um in our
[3:24:14] discussion last time you know so if
[3:24:18] you you know they well first off you know even if we don't sign this lease
[3:24:26] now if they if they decide to exercise their
[3:24:31] option before July of next year you know we will be obligated to sign a lease
[3:24:39] with them so basically it would be agreeing to sign the lease now or or
[3:24:47] just waiting until July to sign to sign the lease agreement which I think we we
[3:24:53] could say well okay well we're just not going to sign the lease now but and
[3:24:58] we'll just punt it until next July I think that I don't
[3:25:02] think that would be bad faith to do that the SEC second point
[3:25:10] is um you know whether we sign a lease today
[3:25:16] or sign a lease next July the Solar Company is still going to
[3:25:23] have to go through you know the the zoning
[3:25:28] process um in order to build this solar facility um and the land is
[3:25:36] currently zoned I think it's what R RS and R2 R RS
[3:25:43] and ra2 I think the area where this is is
[3:25:48] ra2 and so what that so what that would mean is they would have to re in order
[3:25:54] to build a solar farm on this area they would have to request a special use
[3:26:00] permit and that special use special use permit for that
[3:26:05] area um for a solar farm would have to be granted by this
[3:26:12] board um quick question um again to me good faith effort whether we do it we
[3:26:18] knew when we bought the land we had a they had this option okay right so again
[3:26:23] to us what what I would be saying is in good faith if you come to me next July
[3:26:28] and want to do this then we'll go in good faith and and try to lease you to
[3:26:33] property sign that lease right at that point you know I mean or not sign it or
[3:26:37] not well no you'd have to sign we have to we have to negotiate is it written in
[3:26:43] that renewable well we just have I I mean if they
[3:26:49] exercise if they exercise the lease option then we are contractually
[3:26:57] obligated to sign a lease with them for for
[3:27:01] whatever what was that how much money uh I see something like a th000 bucks is it
[3:27:06] a th000 an acre I think it's $1,000 an acre per per year every year escalating
[3:27:12] at 10% every 5 years so 25,000 bucks so it's 25,000 a year
[3:27:20] um so you know the I mean the other option you know you can always I mean so
[3:27:27] you're contractually obligated to do it but on the other on the other hand you
[3:27:31] know I guess you could always breach the contract and say we're just we're just
[3:27:36] going to breach the contract and you can sue us for damages you know or you know
[3:27:42] sue us to try to force us to you know would this lease put us in any worse
[3:27:49] position than we in now I don't think it puts us in any
[3:27:54] worse position because we're still you know whether we sign this lease today or
[3:28:02] they exercise a lease you know we're going to have to
[3:28:06] negotiate a lease agreement unless we decide as I said unless we decide to
[3:28:12] just breach the agreement and say we're not going to you know we're not going to
[3:28:17] honor the agreement and I'm not I'm not sitting here telling you we should be
[3:28:20] breaching our our contracts but I'm saying that is that is a consideration
[3:28:25] in in any contract I and nobody saying contract is always an option nobody's
[3:28:30] saying we want to do that um but what I'm saying is if it don't put us in any
[3:28:34] worse position or if it don't put us any in any worse position to sign or or go
[3:28:40] into this lease agreement uh in July let's just wait till July when the guys
[3:28:46] can tell us whether they want the land or not you know and I get what you got
[3:28:50] you've been talking to these people and and you have comeing and so we got to
[3:28:54] lease okay but let's wait till July when you guys know whether y'all want to
[3:28:58] lease the land or not and if you do then we'll work in good faith effort to U

[3:29:11] their thought process is and I'm I'm not negotiating for them but I'm just I
[3:29:17] think what their thought process is is that they want to have a signed lease so
[3:29:23] that when they go to whatever bank or finance company to Grants to well to get
[3:29:31] you or or do Grant applications or whatever whoever they're planning to do
[3:29:36] their deals with I think they want to have you know assigned
[3:29:41] lease you know that they can take and you know and and present present to you
[3:29:47] know the bank or the finance company or the power company that they're planning
[3:29:52] to sell their power to and say hey here's this is the lease that would
[3:29:57] apply you know if we build this power you know if we build this power
[3:30:03] facility um so I mean one Middle Ground I mean one Middle Ground option here
[3:30:12] would be that instead of signing the lease today we
[3:30:19] could we could say that we will amend the option agreement to add the to add
[3:30:26] the negotiated lease as the attachment so that so that whenever they exercise
[3:30:32] the lease in July we do we we will agree that this is
[3:30:38] the contract we'll sign does that make sense so right so right now so in good
[3:30:43] faith we can ask way more than what they're willing to pay
[3:30:46] in good faith to to say this is our agreement if they deny what what our
[3:30:51] terms of the agreement is then we have disagreed Alto together but we've made a
[3:30:56] good faith to say okay if you want to do this then this is what we'll accept as a
[3:31:00] payment can we do that well so so right now what the what the lease option says
[3:31:08] is that you know there's like a there's like a three-page exhibit to this lease
[3:31:14] option and and that three-page exhibit tells us what the basic terms have to be
[3:31:20] including the price so what I what I'm suggesting is that got instead of the
[3:31:27] three-page you the three-page term sheet we just put we just delete the
[3:31:33] three-page term sheet and put the lease in as substitute the the draft lease
[3:31:39] agreement in as the exhibit to the contract and then you say well we're not
[3:31:46] signing the lease now but if you do decide to to exercise the option
[3:31:54] before July this is the this is the agreement that we will sign so you're
[3:32:00] basically giving them the certainty of knowing what they're
[3:32:06] getting ex you know so that they can kind of so they can have that
[3:32:11] certainty but we're not actually you know going so far as to sign the lease I
[3:32:17] mean I think that would be kind of a middle ground and that's I you know
[3:32:22] that's that's what I initially that's what I thought we I was doing with them
[3:32:28] when we started negotiating it I thought this was going to be a draft lease that
[3:32:33] would then be assign I mean that would then be attached to the option agreement
[3:32:38] and then you know but but then later you know they said well no
[3:32:45] that it's actually our intent to sign this lease immediately rather than
[3:32:50] attach it to the option agreement as an exhibit so I I don't you know I feel
[3:32:57] like it would be you know a decent Middle Ground to
[3:33:02] say well okay we'll you know we'll agree to amend
[3:33:08] the option agreement you know such that we all agree that we'll this is the form
[3:33:15] of the police that will sign if you exercise your
[3:33:19] option but again you know I that's not something you have to do I'm just
[3:33:24] suggesting that as a third as a what's what's your thought Casey we inherited a
[3:33:28] bad contract and it's got no way out and the only reason we didn't have to talk
[3:33:33] to him is because we had to give them first R refusal to buy the land so I

[3:33:43] have his terms put in there as the exhibit for July

[3:37:02] not to renew I guess they have an option to actually lease the property not renew
[3:37:06] the U so to extend I mean so so if they exercise so if we do enter into a lease
[3:37:11] with them they'll have I think it's 25 years I 25 or 30 but it's but longer
[3:37:18] than any of us are going to be here this is my question so the Franks have a way
[3:37:22] out of the lease we get in it and and we don't have a way out now we got a way
[3:37:28] out in 2025 if they don't exercise their option this is an option on the property
[3:37:33] so the fr the Frank never the Franks never had a way out so when so from the
[3:37:38] time that they signed that option agreement they were legally bound to
[3:37:45] sign a solar lease agreement with this company till 2025 till 2025 so they had
[3:37:51] a way out 2025 just wait them out that's that's the only that's the only way out

[3:37:59] if we waited till 2025 and franks had that and they said nope and then we did

[3:38:48] anymore but again I don't see why we can't wait till July if they decide they

[3:41:13] about joining with Burlington being the head of the group all this item is
[3:41:16] essentially doing is as a five count region is asking for two members to join
[3:41:19] this board it can be a citizen it can be a county staff person a municipal person
[3:41:24] non-government members um Jason's been kind of the for right now they had a
[3:41:29] meeting recently with some of them and he kind of Def facto set in he and I
[3:41:33] don't mind doing it however you want to do it I just want to bring we need to se
[3:41:36] this with two people you getting any benefits from it Jason yeah the home
[3:41:40] Consortium what that is that's the home investment partnership program I think
[3:41:44] is what it's called the official term um that's monies that sent directly from
[3:41:49] HUD in the old days this was all run through the city of Greensboro um and
[3:41:54] Burlington in their population growth they've got into where they can actually
[3:41:59] start their own Consortium so everything runs through the city of Burlington this
[3:42:03] is for uh lowincome housing um um homeless things like that um they are
[3:42:12] doing when I worked with it before it was specifically individual homeowners
[3:42:18] now they're looking into bigger things like group housing uh things for
[3:42:22] homeless veterans that kind of stuff as well as um elderly disabled you know
[3:42:29] lowincome folks that are and what they defined by that is depending on your
[3:42:33] your metropolitan area uh which here would be Winston Salem it's 80% of that
[3:42:39] that household income so probably somewhere in the neighborhood of 45,000
[3:42:43] household income qualifies for it um it can be done a number of ways it
[3:42:48] can be set up as a grant they can be set up as a loan uh where that all runs
[3:42:54] through it would run through the city of Burlington's books so to speak um they
[3:42:58] would between partnering with ptrc they would have to record Deeds of trust in
[3:43:02] Davidson County that kind of thing but yeah I think there is benefit to it um
[3:43:07] and the purpose of the board of directors is to help identify potential
[3:43:12] projects in those areas I know the city of Thomasville was part of this
[3:43:17] Lexington did not get on board in time um they may end up being a partner in it
[3:43:23] at some point uh but there was a real tight window to get all this organized
[3:43:27] and they my understanding is they did not get on yet but I'm sure they're
[3:43:31] going to want to do that at some point CIA Thomasville is on it so they would
[3:43:35] have their my understanding from Michael Blair um they would have their own folks
[3:43:39] that are that that would be nominated on there by their city council um and then
[3:43:44] here like like Casey said it can be anybody
[3:43:48] you know it can be a commissioner it can be us um a lot of places will put their
[3:43:54] public housing authority people on it uh and things like that so or if you got a
[3:43:58] nonprofit to that you can appoint to it have we got money out of it or that I
[3:44:05] don't know the dollar amounts yet U that's part of what'll come in and I
[3:44:09] think it's I think it's going to be about $2 million now how they divvy that
[3:44:13] out between jur itions that's first project you got to have a
[3:44:18] project in your county and then they'll come to you and say we've identified
[3:44:21] this project the matches you work through because it you know the matches
[3:44:25] get covered sometimes other ways where the local jurisdiction don't have to put
[3:44:28] anything yeah there's no the we wouldn't have to put any we had that project
[3:44:31] identified yet um but yeah how they divvy the funds out um that's going to
[3:44:36] be part of that first rule first uh board of directors start to develop that
[3:44:41] how the the funds are going to be distributed so having every every body
[3:44:45] have equal voice on there is important I a having that
[3:44:51] um H folks on there' be a good person to put on there I don't know about the
[3:44:58] other but there it says in there that they're going to um head this thing up
[3:45:05] guide the Consortium so they somebody needs to know what they're doing in
[3:45:09] there I would think commiss mccl can you be a little more specific on who you
[3:45:13] talking about the are I don't know who those are I guess just some folks that
[3:45:18] works with the HUD over here on the board is that who

[3:47:38] business park we need to push that back they're just now getting the PSA signed

[3:52:20] it just delays so we're in a constant battle with that and then add the
[3:52:25] increased complexity of cases we need some folks with experience I think this
[3:52:29] will push us up there and be able to say hey we're a good paay and coming in the
[3:52:35] door that will help and then our existing staff to give them an extra
[3:52:38] boost because they've been here with us so we we think this is I don't know if
[3:52:44] it will the end all but we've done some other things like add some of the
[3:52:48] assistant positions this um uh daymart position that we're hopefully going to
[3:52:54] have rolled out I think when we start building all these things together we
[3:52:59] start building a package that will help well then you can't say anymore that
[3:53:03] everybody else is paying more money than we are cuz they're not that's right you
[3:53:07] know I mean I've heard I've heard that for a couple years well foresight's pay
[3:53:11] in and guilford's paying with mve up huh they just the other counties are just
[3:53:16] moov well that's true but I I don't know that they react that fast they may but
