[2:26]
um under presentations of communications

councilman spears
[2:36]

we're just not ready to present that yet
[2:49]
there's still some slight modifications

[2:52]
supposed to be ready today but uh was
not so i'd like to table that to the
[2:56]
next meeting you need a second second

[3:12]
and also port jervis youth football
league permission
[3:17]
i'll second both of those seconded by
councilman spears all in favor aye aye
[3:22]
all opposed melissa carried four to zero
and uh that concludes my editions are
[3:28]
there any additions or changes to the
agenda from any of the council members
[3:34]
okay we'll move on
uh our first item on the agenda is a
[3:38]
continuation of uh the public hearing
from
[3:42]
last meeting which is a
dangerous building 1151 u.s route 209
[3:47]
section blocking lot 20-1-34.13
[3:52]
and um
[Music]
[3:54]
we do have um i believe or at least one
speaker for that to give an update on
[3:59]
that is it yes how you doing
using your name and um address for the
[4:04]
record pat longabuco appearing on behalf
of shapiro de caro and barack
[4:09]
for uh deutsche bank good evening
everyone
[4:16]
so since the last time we were here i
was able to get some information
[4:19]
[Music]
it appears as though the property is in
[4:23]
contract to be sold
and the closing date is scheduled for
[4:28]
august 19th
it is also my understanding that the the
[4:32]
new buyer
is going to be the pro purchasing the
[4:35]
property as is
with all the
[4:39]
pending violations
issued by the building department
[4:43]
and intends to address those
on on his own behalf
[4:50]
i don't know if any communication was
had with the local building department
[4:54]
and
to convey any of this information
[4:58]
but what i'm asking for is a short
adjournment again um
[5:02]
perhaps
the 26th or even
[5:05]
a date out further the next time after
that that the council is going to be
[5:09]
convening
for the simple reason to make sure and
[5:12]
ensure that it is sold
and as we all know sometimes with with
[5:17]
with real estate transactions they could
be delayed for
[5:20]
any number of reasons so
i don't want to
[5:22]
my my request for the adjournment maybe
post the 26th is that i don't want to
[5:27]
come back and have nothing more to to
report
[5:30]
if there was a delay on the buyer's end
so again i'm asking for a brief
[5:34]
adjournment
okay let me ask a question believe the
[5:38]
26 working you have a copy have you
provided a copy of the contract to
[5:41]
anyone uh no that was not given to me i
just got this up update um
[5:46]
i could certainly inquire with that and
provide it to the town attorney um
[5:52]
well what just let me voice this concern
the only
[5:58]
person
who's
[6:00]
been notified
of the problem of the public hearing and
[6:04]
of the requirement that the building
either be secured demolished or and that
[6:10]
if it's not the town do it and that it
be
[6:13]
placed on a tax roll the only the only
people who have been notified that are
[6:16]
the current owner in other words the
bank
[6:20]
we don't have a copy of the contract we
have no way of knowing what the new
[6:23]
owner knows or doesn't i mean i'm not
questioning you mr longabuco in terms of
[6:28]
the fact that your client may very well
have uh properly advised the purchaser
[6:34]
of what the issues are in terms of the
as-is purchase i would indicate to the
[6:38]
board that if in fact it's an as-is
purchase with this violation pending
[6:42]
would have to be a cash deal because no
title insurance company
[6:47]
would provide title insurance uh that
was going to be my next question the
[6:51]
building department then have they
researched it for title insurance
[6:55]
we have not
uh received any information at all from
[6:59]
them
other than it was a call on friday to
[7:03]
the secretary
they left a number which i called three
[7:07]
times today to mark mira
security solutions
[7:13]
who had
through his conversation with the
[7:17]
secretary said
indicated that he was tearing it down
[7:21]
for the bank so obviously that wasn't
was miscommunicated so
[7:26]
you know based upon mr lombuco's
you know narrative uh what what i was
[7:33]
suggest
especially based on what our attorney
[7:37]
said is that you know we've done
everything by the book at this point
[7:41]
uh i would i would say that the
demolition order should stand you can
[7:46]
extend it if you wish
you know but
[7:51]
keep the demolition order
and possibly say that within 30 days
[7:56]
from today
that the
[7:59]
you know the owners need to comply with
taking out a building permit and it must
[8:04]
be demolished within 60 days
and
[8:09]
you know let it ride through that
and if there is a sale and they do plan
[8:14]
on doing something they contact us they
have an engineer with plans drawn up
[8:20]
and submit them back to the account
board and the building
[8:25]
you know or you can you know adjourn it
but again then we have to go through the
[8:28]
entire procedure again with different so
we would have the possibility of
[8:35]
going out 30 days with offering them
another 30 days at at the point if there
[8:41]
is a sale
so that would give them 60 days even if
[8:44]
we followed al's plan when well
if you were to close the public hearing
[8:50]
tonight and make the determination that
it's a dangerous building the the
[8:54]
hearing notice says i believe that they
have to secure a demolition permit
[9:00]
within 30 days and actually complete the
demolition within 60 days
[9:05]
so that would put this out roughly 45
days
[9:09]
beyond the
closing date identified by council
[9:14]
for whoever to come in and
get the permit submit plans if they
[9:20]
don't intend to demolish it they can
submit plans for the rehabilitation and
[9:24]
certainly at that point if the
if it's progressing
[9:29]
there'd be no requirement
for the building department to actually
[9:33]
go forward and do the demolition or
arrange for the demolition
[9:37]
what that would do is it would protect
the town because you wouldn't have to
[9:41]
recreate the will you wouldn't have to
serve anybody you've done your due
[9:44]
diligence if there's a problem at least
you're in a position to have it
[9:48]
demolished and if in fact there is a
sale and the the the new owners want to
[9:53]
re rehab it well they've they've got a
short window within which to make
[9:59]
arrangements and request additional time
but it's not with any um negative impact
[10:05]
on on the town board
[Music]
[10:08]
this house uh i think you mentioned last
time it is quite a problem yes
[10:13]
absolutely
all right well what's the pleasure i
[10:17]
would say we should follow that plan
that does give them
[10:22]
60 days from now or right
[10:27]
all right uh did you have any more
comments or
[10:30]
i mean outside of of just requesting um
a weak adjournment
[10:36]
and and i understand what the building
department's point in that
[10:41]
if if you extend the order
that it still provides for
[10:46]
time for my client and or any potential
third-party purchaser to come in and and
[10:51]
perform the work that needs to get done
there
[10:55]
[Music]
and
[10:57]
my my i guess
my request for the german is not to put
[11:01]
the council in a bad spot or the town in
that
[11:04]
you know leaving this property sort of
unattended
[11:07]
um
unfortunately i don't i'm not aware of
[11:10]
what was conveyed to the third party
buyer
[11:14]
and if
as council mentioned if they did a title
[11:18]
search they'll see that there has been
violations
[11:21]
issued on that property
and he's correct generally banks won't
[11:25]
lend
to
[11:28]
purchase the property without those
violations being cleared
[11:32]
and it could very well be that that it
is a cool cash deal and or maybe there's
[11:37]
a third party
third party
[11:39]
lender that's coming in i don't know and
i apologize for not knowing that
[11:43]
information
certainly have no problem
[11:46]
of making a request to have the contract
conveyed over to
[11:50]
town attorney so that he can see that
you know there is somebody on the other
[11:54]
end in there
ready willing and able to buy the
[11:56]
property um
[12:00]
my only request would be for one more
week of germany
[12:02]
and mr wong
i just want to respond to you
[12:05]
it doesn't matter
to me at least it doesn't matter whether
[12:09]
there's somebody on the other end
and really what they know or don't know
[12:13]
in fact it's worse if there's somebody
on the other end because it's the whole
[12:18]
transfer of title that causes the
problem for the board if they extend it
[12:23]
so effective and they and they don't
have a meeting next week
[12:27]
to
or or another meeting between now and
[12:29]
the 19th
nor
[12:33]
do i think that my advice would be that
they delay the process because it would
[12:37]
necessarily require additional notice
publication
[12:41]
delay
and
[12:44]
the either your client or the third
party purchaser if there is uh such an
[12:49]
entity
they have the ability to do what they
[12:52]
need to do without having the building
raised by the building department
[12:55]
believe me the building department does
not want to go through the hassle of
[12:58]
coordinating a demolition and then
having to have it assessed against the
[13:02]
tax rolls that's not our interest
but at this point without
[13:08]
really concrete information as to what
the intentions are or who it might
[13:13]
affect
um
[13:15]
yet you had your two to four weeks since
the last meeting and i know that you've
[13:20]
gotten certain information but at this
point
[13:24]
it's really potentially negatively
impacting the board if they if they
[13:28]
extend this any further so
i don't know what the week buys you
[13:31]
frankly this has been post or held open
since june july 22nd right that's
[13:37]
correct that's three weeks has anything
been done three weeks up there
[13:44]
is it is that
building
[13:46]
like open windows and open doors and you
guys have not made any effort to secure
[13:50]
that building after all this because we
did that you said you were going to do
[13:53]
that i did and i and i did reach out to
my client i advise them that they should
[13:57]
have
the property manager that is assigned to
[13:59]
that property to get there and secure it
and they don't care um well i wouldn't
[14:04]
say they didn't care i just i mean it
didn't get done so
[14:07]
according to according to the bill
department didn't get known i did
[14:10]
explain to them the concern
and
[14:13]
well that's i mean that's i guess what i
would say is is against your thoughts is
[14:17]
that they're they're not acting in
[Music]
[14:20]
good faith good faith right
right now they they should have acted in
[14:23]
good faces hey look you gave us another
time period we'll go make sure that the
[14:27]
windows reported the door so no kids get
in there and somebody gets hurt right
[14:31]
but you know they didn't even make the
effort to do that
[14:34]
and now to come back and you know delay
this thing but we don't want personally
[14:38]
i don't want to see a building ripped
down because that just lessens the tax
[14:41]
base absolutely that's not my choice to
see this thing happen but
[14:45]
when we're doing things like this there
should be good faith on both sides of
[14:49]
people moving forward and it doesn't
seem like they've done anything to do
[14:53]
that
understood i have a problem no and i
[14:57]
mean that's my position as well i mean i
wanted to move forward with this weeks
[15:01]
ago and i know that
you know just talking with the neighbors
[15:04]
that call my office almost every day
you know they're complaining about rats
[15:09]
and garbage and just the sight of it
right they're worried about their
[15:13]
property values decreasing because of it
so i mean
[15:17]
i don't know you know i'm kind of
left in a situation where you know i
[15:22]
have to
move forward with this still gonna have
[15:25]
45 or 60 days even if we go forward
absolutely if they want to get it done
[15:29]
they'll get it yeah absolutely there's a
new owner and that want to rehab the
[15:33]
property and they have a plan
then you know we definitely at our next
[15:37]
meeting take a look at it and reconsider
you know right that would have been my
[15:40]
next question in terms of um
[15:44]
so in the event that the obviously if
the board is going to take action um as
[15:48]
recommended by the town and the building
department so where does that leave
[15:52]
these this third this purchaser that's
coming into play that's going to
[15:55]
potentially buy this property um next
week
[15:58]
um what what is it exactly that they're
going to be facing or encountering
[16:02]
because they're going to have like a
standing order at this point for the
[16:05]
demo so it puts sort of the onus now on
them
[16:10]
it goes away we've suggested it'll be a
standing demolition order they have 30
[16:15]
days to take out a permit in 60 days to
complete the demolition if it's not
[16:20]
completed in that time period
we'll get prices and we'll do the
[16:24]
demolition and charging against the
property
[16:27]
that's that's the
how this will work now practically
[16:31]
speaking if they
are looking for a piece of vacant land
[16:35]
and that's that's ideal for them
they can proceed with the demolition if
[16:41]
they are going to
try to re habilitate the property then
[16:46]
we need stamp sealed drawings from the
new york state engineer or structure and
[16:51]
or architect for the design for a set of
plans to say we're taking out this two
[16:57]
by four we're adding a two by six and
we're putting in the
[17:01]
insulation accordance with new york
state building code full set of plans
[17:05]
submitted
[Music]
[17:08]
for
rebuilding instead of demolition we
[17:11]
would then consider that but it has to
be within that time frame
[17:16]
understood which is not out of the
ordinary i mean you know a set of plans
[17:21]
like that you know get the right guy
during the week
[17:25]
okay all right do you have anything
further no okay thank you
[17:31]
uh does any
other member of the public have anything
[17:34]
further on the dangerous building 1151
u.s route 209 section block a lot
[17:38]
20-1-34.13
[17:42]
all right any members of the board
one more question if if in fact let's
[17:47]
say this time schedules now they have
there's 30 days
[17:51]
they have to get the demo permit
if they haven't closed the bank can get
[17:55]
the term
the demo permit and that could be
[17:58]
transferred to the new owner does that
become a problem
[18:01]
no problem
so you can just transfer the demo permit
[18:05]
to him and he can
stave it off if he comes with engineered
[18:09]
diagrams to rebuild it
so there's still a way to you know stop
[18:13]
this off from happening for the guy to
rehab the property
[18:16]
right exactly i mean that's a good valid
point i mean so it's 30 days to pull the
[18:19]
permit and then there's 60 days there
after to get it done
[18:23]
oh it's 30 and 30.
okay
[18:30]
thank you
thank you
[18:33]
um i will accept a motion to close the
public hearing motioned by councilman
[18:37]
dean sir second sergeant seconded by
councilman spears
[18:41]
all in favor
aye all opposed
[18:44]
and motion carried 4-0 the public
hearing is closed at 7 54 p.m
[18:51]
thank you thanks
all right we'll move to opening board
[18:55]
commons councilman spears oh wait to the
end thank you uh councilman trovey at
[18:59]
the end councilman dean
uh really quickly on opening work
[19:03]
comments i was just notified that our
new police car
[19:08]
is ready to be picked up in new jersey
so um it's a
[19:12]
new ford explorer which is pursuit rated
uh recommended by
[19:16]
um the port jervis police department who
has uh purchased i believe one or two of
[19:21]
them and also um
our leadership our sergeants that are in
[19:26]
charge of the department at this point
so it should be a good addition to the
[19:31]
fleet what we have done is we have
moved
[19:36]
the 2005 durango we've taken that out of
service
[19:39]
for um
the police department
[19:42]
and
we have given it or not given it but we
[19:46]
have
is now in service
[19:49]
for the dog control officer dog control
officer is using that
[19:53]
so um
there's another item on the list that
[19:56]
we're going to have to consider tonight
with his old vehicle
[19:59]
with surplus equipment
very good so we should be picking that
[20:03]
up tomorrow hopefully
[Music]
[20:05]
all right presentations of
communications we have our wonderful
[20:10]
historian and our county historian of
the year
[20:14]
norma shot
[20:20]
[Music]
[20:28]
[Music]
[20:33]
that
no
[20:35]
we had to pay for yeah
we put one in the budget every year yeah
[20:40]
i know but
sometimes we get a lot we like those
[20:43]
free ones yeah
there'll probably be another one
[20:59]
congratulations norma yeah that's uh
very nice
[21:04]
there you go
a letter
[21:07]
[Music]
is that the letter you're looking for
[21:14]
oh yes yes you're welcome wonderful
[21:18]
great
i'll do that tomorrow
[21:22]
um
i realized i hadn't been here since may
[21:25]
so i thought i'd show up good
um
[21:29]
the september issue is in the process of
being written and the subject is the
[21:33]
1863 schoolhouse because it's the 150th
birthday of the school
[21:38]
which took me about a half a year to
figure out
[21:41]
and uh it also i've also learned how to
now spell cisco centennial
[21:46]
there's two ends there
so that's what we're going to be
[21:49]
celebrating this year
uh i did um
[21:53]
the gemara cemetery
group
[21:56]
approached me about a historic marker
for the cemetery to be assigned to be
[22:01]
placed at geimord
turnpike and i did get notification from
[22:06]
the william pomeroy foundation
that they give them away if you put in a
[22:12]
grant application which i did
uh the group um
[22:17]
it's uh judy gamartesta and uh grace
woodard they did all the paperwork uh
[22:23]
however since they're not a 501 3c i did
it through the town
[22:28]
because a municipal
can
[22:32]
municipal entity can put in for that
and
[22:37]
but they are going to install it
but it'll then be also a town
[22:42]
a responsibility will be one of our
signs along with all the others
[22:47]
i've had helped a number of people i did
a lot of research lately
[22:51]
including
something for the orange county land
[22:54]
trust project
and the new york
[22:57]
genealogical and biographical society
which is
[23:01]
currently putting in a new gazetteer in
21st century gazetteer
[23:06]
and they're making a lot of corrections
uh to the old ones
[23:11]
which included deer park
uh deer park's parent uh town was
[23:16]
mamikating which wasn't correct it's
actually mammocating and menacing
[23:21]
because we were half holster county and
half orange county
[23:25]
the historic marker project is done
uh except that i just found out that
[23:31]
there is another one assigned down on
the neversync drive but i did go over to
[23:35]
the highway department and we're going
to work on getting that back up together
[23:39]
again
i did get a grant for six hundred
[23:42]
dollars last year you requested that i
put together a booklet for the historic
[23:48]
markers and the stories behind them
which i have done
[23:52]
and
i asked the orange county historian's
[23:56]
office
for a grant for the publishing of the
[24:00]
booklet
so
[24:02]
i've got the pictures the caption done i
just have to format the whole thing
[24:07]
and also um carl just gave me the letter
of permission
[24:11]
the william pomeroy foundation is also
giving
[24:15]
to all the towns uh and
not for profits bronze plaques to put on
[24:21]
any building that's on the national
register of historic places and they're
[24:25]
very very nice i think there was a
picture of one of the the papers that i
[24:30]
gave you
and they can either be put on the
[24:33]
building or they can be free standing
[24:38]
and i would say that that would be up to
you if we get one whether you want it
[24:43]
free standing or whether you want it to
be put on the building
[24:46]
and
i've got all the paperwork now
[24:51]
the large 8x4 sign that's in front of
the schoolhouse was run over
[24:57]
i don't know how it happened
somebody must have pulled into the
[25:02]
the driveway backed up right into it
so anyway it was lying there in pieces
[25:08]
i've cleaned it up as best i could i
purchased new tracks for the letters and
[25:13]
ed houston i spoke with with ed and the
highway department they're going to help
[25:17]
me put it back into place
the damage wasn't that bad and it wasn't
[25:22]
worth going to through insurance it cost
42 dollars so far to get it fixed i had
[25:28]
lumber at home that i used and the other
thing we have to do is get the
[25:33]
the uprights and i don't know how much
they're going to be
[25:37]
i'd like to publicly thank lynn burns
for all the plantings around the
[25:41]
schoolhouse if you take it right up
there it looks very nice this summer
[25:44]
she's watered them maintain them weed
whacked
[25:47]
and it's looked really nice and al shaq
gave us a
[25:51]
planter which is sitting on the stone
steps which is very nice so that has
[25:56]
been really lovely all all summer
for the town museum
[26:01]
the july 21st bus tour was very
successful we had excellent feedback
[26:07]
uh we're working on august 24th bus tour
they're all sold out
[26:12]
and that's without a whole lot of
advertising i am really amazed at this
[26:16]
whole thing
um that
[26:19]
it's
just so successful
[26:22]
and
it's really once we got it all together
[26:25]
it isn't that much work
uh we are planning an open house in
[26:29]
september to celebrate the
150th birthday of the school
[26:35]
uh uh september 21st from 12 to 5 and on
the 20 sunday the 22nd from one to five
[26:41]
there will be flyers coming out
for that
[26:45]
we're going to have world war ii posters
in the history of the artists that
[26:49]
produced them at the schoolhouse
and a yesteryear display of clothing and
[26:53]
household items in the grange building
and
[26:58]
we're putting together a display of 1863
events
[27:02]
and it was really interesting that i
found that in 1863 port jervis got gas
[27:07]
lights
they were installed so
[27:11]
i'm learning a lot dave do you remember
that
[27:16]
very funny
and we're going to have some irish music
[27:20]
with the parting glass
and i didn't put this in because i
[27:24]
really didn't think that this would
happen as quickly as it did
[27:27]
but charlie swore out he's really very
good to the school and he sends a
[27:31]
donation every year
and he wanted he sent another donation
[27:35]
and he wanted it used for something
special so i ordered a an 1863 flag
[27:41]
you can fly an american flag of any year
at any time it's it's perfectly legal
[27:46]
and it just came in today and here it is
as 35 stars
[27:51]
and so we're going to dedicate that for
the 150th birthday and i did write him a
[27:56]
thank you note and told him and i'm
going to put his name on the on the
[28:00]
flagpole
i guess that's about it we have programs
[28:05]
coming on up in october
the history of the cutterback will never
[28:09]
sink river bridge
and the roebling wire
[28:14]
frank
ketchum
[28:17]
who's the engineer there has brought me
all kinds of stuff that he find that he
[28:21]
dug up that was going to go into the
dumpster and he says oh i know somebody
[28:25]
who wants that so he
he's been bringing me stuff
[28:29]
and including a piece of roebling wire
from the 1850s bridge
[28:35]
and then in november michael warden is
going to give a lecture on his book the
[28:40]
big pawn murder
and
[28:43]
if there are any questions i'll be happy
to answer them
[28:46]
any questions for the board
great job
[28:50]
yeah good job well i thank you very much
for your time and your support
[28:54]
anything you need from us norma while
you're here
[28:57]
i don't think so i got what i needed
carl gave me the permission to put the
[29:01]
sign up uh
i i really can't right now i can't think
[29:05]
of anything all righty i did hand my
budget in
[29:08]
okay no
i don't know what else i have to do very
[29:12]
good
thank you wonderful job as always
[29:16]
hearing compliments from the county
historian about you so
[29:20]
well i do have to go see her again and
she's been very good to me she really
[29:25]
and it was a big surprise i really did
not expect to get
[29:29]
i thought cliff patrick was going to get
it for sure because i know she gives
[29:33]
that award every year
because he's active in the state
[29:37]
association and everything
so he does a lot of work
[29:41]
he should get it next year
[29:45]
maybe if i have some influence and can
say something
[29:50]
thanks again for everything yeah
congratulations again
[29:56]
all right does anyone else have any
communications presentations nothing all
[29:59]
right we'll move forward approval of the
minutes of the previous meetings we have
[30:03]
minutes from july 22nd 2013 has everyone
read those over and make a motion we
[30:08]
approve those as written moved by
councilman spears is our second second
[30:11]
second by councilman trovey uh all in
favor
[30:15]
aye all opposed
motion carried four to zero
[30:19]
next on the agenda public comment period
three minutes per person agenda items
[30:23]
only and do we have anyone
town clerk
[30:27]
well
okie dokie
[30:30]
we will move on
new business
[30:33]
the first order of new business is board
action on dangerous buildings now at the
[30:37]
last meeting
we had three hearings on three different
[30:41]
properties in the town
one of the properties
[30:45]
we had the owner show up and
i believe there
[30:50]
has been some work done on that property
already they did demolish the uh
[30:55]
structure
and they are preparing plans to rebuild
[30:59]
on that rock okay so that's taken care
of
[31:03]
okay that which one was that do you
remember trails
[31:06]
the trails and ones then that was
chester lebaron and daniel fox that's
[31:11]
okay okay great very good they did what
they said they were going to do they're
[31:15]
they're about looking at a double wide
going back in or preparing plans we
[31:22]
indicated to them how to be new or you
know within 10 years that's what code
[31:26]
states
and so they're working on that
[31:30]
now and you know hopefully they'll be
moving forward with that shortly
[31:34]
wonderful wonderful
the next one was on old road
[31:38]
which is
located in cudabackville
[31:43]
this one we did not have anyone show up
and we still haven't heard from the
[31:47]
owners
at all and that one went out to bid and
[31:51]
the bids were opened at um when was it
three or four today 4pm 4pm today
[31:57]
after closing
okay after closing oh i don't think flow
[32:01]
rather than happy about that
[32:04]
absolutely um flo do you have a report
on that
[32:08]
we opened up three out
and uh kathy and i were there
[32:16]
boys excavating
the middletown
[32:20]
yes
um
[32:22]
68
500.
[32:25]
frank cinnarelli
[32:36]
okay those are the only three three yes
and a little bitter was frank
[32:41]
al is looking over them because they
were two addendums that were sent out so
[32:46]
he's looking over the paperwork and i
believe we'll have a report
[32:50]
do you have a report on that now we have
a verbal report okay
[32:54]
we've checked one of the reasons why it
was so high is that
[32:59]
we need
if the laws just recently changed it's
[33:04]
not even really the law but it's the new
york state labor department regulations
[33:09]
that requires asbestos
remediation
[33:13]
you know before you do a demolition
and towards that you need to do a
[33:20]
survey in this case
we really didn't want a lot of people
[33:24]
running through the interior of this
building because it's dangerous there's
[33:28]
a fire in it and and whatnot
uh i called the labor department and
[33:33]
they do give waivers of that however
when you have a waiver of that type
[33:40]
you have to treat the site as if it's
all asbestos which means there's
[33:45]
additional you know treatment and care
and demolition
[33:50]
disposal is required
so that's why you see the prices are
[33:56]
astronomical because when you hear the a
word
[33:59]
that's what happens all right you know
towards that end we set out to addendum
[34:05]
first addendum was to notify
the contractors
[34:10]
that
that's what would have to happen they
[34:13]
would have to get a waiver from the
labor department and treat it as an
[34:16]
asbestos city
mr silverali uh did acknowledge that
[34:23]
that he did get that attention and he
said he complied with it right as did
[34:28]
the other gentleman
the uh a second addendum was sent out
[34:34]
but the second addendum was really not
an addendum but clarification because
[34:39]
that beam outfit asked a lot of
questions
[34:41]
[Music]
and it wasn't really appropriate as an
[34:45]
addendum there were no changes it's just
that he wanted to know about the wage
[34:49]
rates and this and that and the other
and you know everybody else was pretty
[34:53]
well satisfied with it but he had
questions
[34:57]
um
so
[34:59]
the only other thing is is that mr
summer alley did not submit a
[35:07]
non-collusive certificate he just had
his price and that was it
[35:12]
we do the board does allow for minor
informalities if changes don't matter
[35:17]
obviously he's there was no collusion on
these prices obviously so
[35:22]
um you know i don't have an issue with
the board waving that we did have that
[35:26]
in the bid the board has the right delay
we
[35:29]
minor in formalities which i would
consider that we will get him to sign
[35:34]
one before a contract was given
so i would uh you know recommend that we
[35:39]
proceed with the low price because the
other ones don't need our budget either
[35:43]
you know we have a i think a 13 000
budget if i'm not mistaken around there
[35:49]
i know um
we had 13 000 on the budget this year
[35:53]
there was 13 000 from last year that
wasn't used
[35:56]
so
all right so i would recommend that i'll
[36:00]
give you a letter tomorrow because we
only open these at four i didn't have
[36:04]
time for the letter together uh that we
would uh you know go with frank uh
[36:09]
some rally and we'll
prepare a small agreement for the town
[36:13]
and
thank you so choose i'll make that an
[36:17]
emotion that we approved a low bidder
frank simrelli and for the building
[36:21]
department to
complete the paperwork for that okay uh
[36:26]
there's a motion on the floor by
councilman spears is there a second
[36:29]
second seconded by councilman trovey any
discussion
[36:34]
all right just under discussion i want
to thank the state of new york for
[36:37]
increasing the cost of business new york
state once again
[36:41]
that's all i have to say um let's call
the question all in favor aye aye all
[36:46]
opposed
and motion carried four to zero and um
[36:51]
who wants to notify mr simrelli
[36:56]
we can do it yeah okay all right i
didn't know if the town clerk wanted to
[37:00]
do that he usually goes out with the bit
because he has to get
[37:03]
the building department
like he says do the form work and stuff
[37:08]
that works for me we're going to make
them take out the permit as well
[37:13]
that'll work all right
i know this is a property that's been
[37:17]
kind of lagging for two years i think it
burned down two years ago and it's been
[37:21]
just a shell over there
and causing a problem so i'm glad that
[37:26]
this could get done just as an aside
there was a fire in the place
[37:30]
is an asbestos fireproof
[37:37]
[Music]
[37:40]
and the third property that obviously we
were considering is 1151
[37:45]
us route 209 which we closed the public
hearing on uh today so
[37:50]
do we have recommendation from our
attorneys and engineer on that one
[37:55]
uh yeah well basically uh as was
discussed in public hearing i would
[38:00]
recommend that you have a
30-day period from today with which to
[38:07]
get a demolition permit as part of your
order and 60 days from today you have
[38:12]
the job completed
[Music]
[38:15]
that would move forward in that regard
if in fact
[38:19]
the owners take out the permit we'll
shortcut that's fine if they
[38:25]
decide to do something different they
still have that time clock over their
[38:30]
head
question
[38:34]
question after 30 days if nothing is
done
[38:38]
they're out of their time frames
they're out of their time frame for the
[38:42]
demolition
yeah i mean
[38:46]
[Music]
[38:51]
you can answer two questions at once
because my next question would be if
[38:55]
they don't pull a permit in 30 days is
the town going to go ahead and do it
[38:59]
well i think that's what the
authorization should be the
[39:02]
authorization should be
to move forward declare it a dangerous
[39:07]
building
move forward with the provisions as set
[39:11]
forth and the hearing notice
setting forth the requirement of the 30
[39:15]
day to pull a permit for demolition in
60 days to complete otherwise the town
[39:19]
doesn't if they don't pull a permit if
they don't
[39:22]
submit plans for rehabilitation and if
they don't demolish within that 30 slash
[39:27]
60-day period then yes the building
department should at that point put out
[39:32]
to bid the demolition
and
[39:35]
[Music]
make those arrangements
[39:38]
any cost to the town would then be
assessed against the tax roll for that
[39:42]
property
that having been said if on the 45th day
[39:46]
they come in
with a full packet with
[39:50]
a per you know seeking a building permit
and plans for the building and
[39:53]
everything else i don't believe that it
precludes the building department from
[39:57]
at that point saying okay you have this
we'll allow for additional time start
[40:01]
work now
we'll be reasonable okay all right i
[40:05]
mean we're probably we're not going to
advertise for events until the 60th day
[40:10]
okay
i mean we want to be fair but then again
[40:13]
we want to be fair to neighbors too so
like on the 61st day
[40:18]
i'm saying we
get going
[40:21]
okay right so i'll move that on
the property 1151 u.s route 209 section
[40:28]
block a lot 20-1-3
4.13
[40:33]
that we declare that a dangerous
building per recommendations of the
[40:36]
building department that we allow for a
30-day period starting today august 12th
[40:41]
to obtain a demolition permit
and that the structure be
[40:46]
demolished 60 days from today
if no permit
[40:51]
is received or applied for within the
30-day period or the demolition does not
[40:55]
occur within the 60-day period the
building department
[40:59]
will have the right to make a
recommendation to the town
[41:02]
to demolish the building
for the town to demolish the building
[41:07]
and assess the cost to the property
taxes
[41:10]
is there a second
second seconded by councilman spears um
[41:15]
any further question
all in favor all right high all opposed
[41:21]
and motion carried four to zero
all right thank you that's it for that
[41:26]
next on the agenda move august 26th
meeting uh our next meeting is scheduled
[41:31]
two weeks from today august 26th i know
there are some
[41:36]
scheduling conflicts with a lot of the
board members where i don't think we're
[41:39]
going to have a quorum on that day
so
[41:42]
instead of
leaving it on that day and not having a
[41:46]
quorum i think we should figure out a
day when we'll have perform
[41:50]
well if you push it off a week you're on
labor day so
[41:54]
that's not going to work out maybe we
just move it till september 9th
[41:59]
unless you have pressure pressing issues
really there's
[42:05]
i don't think there's anything
that will come
[42:09]
that i know
[42:12]
is the
comprehensive plan the agreement or the
[42:17]
request for a grant
has
[42:21]
been prepared but we haven't sent it
because we need a resolution to do so
[42:26]
and that would be
you know the upper delaware council
[42:30]
grant and uh needs to be submitted by
august 31st
[42:34]
okay are we interested in doing that or
do we have uh do we have a bottom line
[42:40]
number on that
what what we had uh done in the grant i
[42:46]
believe is that we asked for 5 000 grant
and we had
[42:53]
uh put in i think uh to show a
25 000 project
[42:59]
but i've since researched it and
you know looking at it in conjunction
[43:04]
with what we've done up today
that with a little help from norma and
[43:09]
everybody else because a lot of that's
historical data i think we get down to
[43:14]
15.
[43:17]
that's the same that we've done with the
others all the others we've saved
[43:21]
between five and ten thousand dollars on
the budgeted amounts would keep the
[43:26]
budget to udc at that amount because
hopefully then we'll get a larger grant
[43:31]
but we'd be willing to do it for 15 000
with you know some internal help
[43:37]
and hopefully we'll get a 5 dollar grant
okay now i know that the comprehensive
[43:42]
all the other ones we came in uh the one
that we just did i think that came in
[43:46]
eight thousand less the first one i
think was five thousand
[43:51]
i believe the last car our current
comprehensive plan
[43:54]
was approved sometime in 2002 or 2003
so it is about 10 years old
[44:01]
there's nothing we have to do at this
point
[44:04]
no i mean we'll we'll pass up the grant
i mean we could we could probably use is
[44:09]
there anything else that we could use it
for
[44:11]
that grant
it's not specifically just for that
[44:15]
that's what we've been
doing with it now uh i i would say this
[44:20]
is that uh
it's it's it's opportune with what we're
[44:25]
trying to do or what you're trying to do
the vision you provided with the
[44:30]
business friendly and you know this and
that the other kind of thing but i'd
[44:34]
also add is why don't we see if we get
the grant before you authorize the work
[44:38]
to get done and that gives us time to
to do it but we do need to put the grant
[44:44]
in by 31st so i might suggest since we
don't have more time to discuss it then
[44:50]
you prove to place the grant but you
don't authorize the work and that way we
[44:54]
have time to discuss that what are some
oops
[44:58]
if they if we get awarded the grant
though and decide we don't want to go
[45:00]
forward with it we don't have to take it
is that correct they give you a grant
[45:04]
award and you have to sign the grant
awards in order to take it away okay i
[45:10]
mean and pretty much you know that it's
pledged to you if no work is done you're
[45:14]
basically giving up the grant and you
have certain deadlines that you have to
[45:18]
meet what are so many other things we've
used those grants for we've used that
[45:22]
for the zoning the new zoning
and we recently or we used the one from
[45:27]
last year for the subdivision ordinance
then we do some maps the new maps right
[45:33]
the new uh
the tourism maps
[45:37]
is there any way to use some of that
money towards number two beach
[45:43]
a possibility why don't you look into
that before we go ahead with this
[45:48]
we can always call a meeting if we have
to now the resolution is it does it have
[45:53]
to be specific to the project resolution
essay to authorize
[45:58]
to submit for you to sign a grant
application that's all
[46:02]
okay but not
for the purpose yeah not for the purpose
[46:06]
obviously of what the grant locations or
whatever you put in the application
[46:09]
that's what it's for
[46:13]
yeah i mean because there are a couple
options we could
[46:16]
do yeah um you know there is the number
two beach that's coming on the horizon
[46:21]
we still need to we're still waiting on
a grant coming in from the state
[46:25]
uh for sparrow bush fireman's park which
we can incorporate into that
[46:30]
um you know there is some new signage
that's needed in some of the town
[46:34]
facilities
maybe that could be used toward that so
[46:37]
there's a bunch of other things that we
can look at
[46:40]
all right i mean i know i mean just
my experience and i don't know
[46:46]
comprehensive plan is usually a
book that's on the shelf
[46:51]
all right so yeah we're looking at it
that's why i'm saying we really need
[46:54]
this yeah and uh if we apply for this
grant
[46:58]
what's the cost
of applying for the grant or is there no
[47:02]
problem it works already
so yeah there's no real okay okay the
[47:06]
work the work's already done i can
change it from comprehensive plan you
[47:11]
know we have to you know put in good
footing your goals what's going to be
[47:14]
the final product you know you have to
it's not just this that you have to
[47:19]
identify what you're going to do and
what the benefit is going to be and then
[47:23]
they determine are we going to give you
5 000 3500
[47:29]
all right so that's like like a time
type thing about about how much alfred
[47:33]
to do that that we if we change to
something else
[47:38]
just a few hours you know like we can go
to work 500 hours all right okay
[47:43]
okay um
but we are determined you know what it
[47:47]
is like i said it's already prepared for
the other
[47:50]
right
do you know um flow do you know what
[47:54]
resolution we're currently on or the
next one the next numbered one no i
[47:59]
don't
i think it's 19 but i can't be proud
[48:04]
i think it's 19
if it's not 19 we can correct it in
[48:08]
minutes okay
um i would move that
[48:11]
19 was used so we're up to 20. okay so
i'll move that we add to the agenda
[48:17]
resolution number 20 of 2013 uh
application or authorizing supervisor
[48:22]
for application for udes udsb grant for
five thousand dollars for two thousand
[48:29]
fourteen
thirty fourteen
[48:32]
you'll be i think the 14 cycle so uh
second for a second
[48:37]
second excited by councilman trovey this
is to add it to the agenda for later on
[48:41]
in the meeting um all in favor
all opposed and motion carried four to
[48:46]
zero all right thank you al back to uh
moving the august 26 meeting do we want
[48:52]
to move it do we want to cancel it i
don't think there's any other pressing
[48:55]
business to come before the month we'll
just have a lot of bills
[49:00]
push it off the night there's anything
that needs to be done we can call a
[49:04]
meeting we could call meeting okay
if it's just vouchers we just come up
[49:09]
and sign them okay we could make
authorization to sign the vouchers for
[49:13]
tonight in and 26 now couldn't we
[49:18]
no
well i don't know if you can approve
[49:21]
bills that are not approve them but
as long as we have them with three or
[49:25]
more signatures we could come in and
sign them right
[49:30]
yes okay
that's all i mean i can run up and sign
[49:34]
go over them and sign them and hopefully
dave can too and you yeah so everybody
[49:39]
can get paid but i'll just add that
nice
[49:44]
okay
abstracts
[49:48]
okay um so i'll move that we cancel
uh the board meeting for monday august
[49:54]
26 2013 zero second
spears all in favor all right aye all
[50:00]
opposed
and motion carried four to zero
[50:05]
uh next is our annual september 11th
ceremony
[50:09]
and um
to give us an update on the progress
[50:13]
that she has made and some news about
the ceremony that's going to be coming
[50:17]
up within the month is our town clerk
and chairman of the event flo santini
[50:22]
uh i believe i spoke
at the last meeting about home depot
[50:28]
redoing the whole outside
we got a grant and they're going to be
[50:32]
doing the whole outside week uh
my deputies
[50:36]
are working on all the letters and all
the
[50:38]
invites for
[50:42]
the service that we're having september
11th is a wednesday
[50:46]
so we'll be gearing up for that um it's
just emotional that i'm getting it's
[50:51]
happening again it's just just comes up
so fast
[50:55]
um we'll be placing the new bows in
memory of our servicemen that are still
[50:59]
out there not home with us
so
[51:02]
uh
i don't know this just
[51:07]
just want to talk too much about it just
here before you know it
[51:11]
want to thank home depot i mean that's a
fantastic thing that they're doing i
[51:15]
think it's almost like
a 5 000 donation to
[51:19]
spruce up the monument out there which
is going to look really good do you know
[51:23]
what date they're coming i think it's
august 28th august 28th into thursday
[51:27]
thursday morning eight o'clock day so if
anybody would like to come and see that
[51:30]
come come that morning the 28th or the
29th
[51:33]
um they'll be here eight o'clock in the
morning with a crew
[51:36]
all right good good all right
so
[51:40]
yeah
are you too emotional to talk about or
[51:42]
can we ask you some questions
this is uh this is like a town function
[51:48]
[Music]
this
[51:50]
memorial
yes
[51:53]
so memorial ceremony right moral
ceremony can can we have our supervisor
[51:57]
mcd event
yes okay
[52:01]
should we add that as long as
[52:05]
i sit in the back i stay in the back oh
okay
[52:09]
all right so we're going to authorize i
guess
[52:12]
is that why it's on the agenda we need
to authorize it uh well we generally had
[52:16]
an update about the september 11th
normally it's something that i put on
[52:21]
and well how i started it i started it
[52:28]
and the board gave me permission it was
what billy smith and i did
[52:32]
that i just took it and i did it and it
was something that i handled and i ran
[52:38]
with it and
it was just i did it it was
[52:42]
no one else you know i was the one who
did it you know
[52:46]
we did it and
you know and everybody just came to it
[52:51]
you know it wasn't per se a town
function it wasn't
[52:56]
you know the town gave me permission to
do whatever i needed to do they gave me
[53:01]
their blessing
and we just put it on from there
[53:05]
no holes for it
and i i would definitely like to see our
[53:09]
supervisor um see it so i don't know how
i go about doing it i just made a motion
[53:14]
yeah well
let me turn around the thing about
[53:19]
i don't know how that would be because
if you would like that
[53:25]
we would have to talk about equipment
and stereo and systems and chairs and
[53:29]
sure so let's talk about it let's talk
about it what do you need
[53:32]
you need a pa system
chairs and
[53:36]
well we're about to purchase both the pa
system and chairs for our building oh
[53:40]
yeah okay so maybe we just purchased
them early and use them okay that would
[53:45]
be fine
that would be fine if it's a town
[53:48]
function now i would have no problem
okay i would i would have no problem at
[53:54]
all
all right i'd like
[53:58]
i see carl if you could get some prices
real quick on
[54:03]
some chairs and a pa system and the rec
department was interested in getting a
[54:07]
tent
certainly get prices and uh see uh
[54:12]
we can't get that done
everybody feel about that we're gonna
[54:16]
need the chairs in the pa system
we have about two or three events a year
[54:21]
to wreck could you attend
what size 10
[54:25]
no what is it about a 20 by 20 or
yeah somewhere around there yeah like a
[54:30]
big party tent like one of those big
party tensions just for that day well
[54:34]
what would happen is it's the tent is
put up in case it rains and you put you
[54:38]
have a platform underneath it with the
podiums
[54:41]
because if it's nice weather you don't
need it you don't really need to tap
[54:44]
into the nice weather but it does but if
you're talking about for other things
[54:48]
throughout the course of the year how
many times we have something we don't
[54:52]
have a system that we need for outside
because we're talking for this you've
[54:56]
done that for other things for the
course of the year for here which i
[54:58]
think is a nice gesture and the
recreation department could use that pa
[55:02]
system primarily for i mean you have
opening a little league season opening
[55:07]
out of the football season
everything is going on and we don't have
[55:11]
things absolutely down there yeah we're
going to need the pa system at the
[55:14]
senior center we're going to need to
cherish the seniors yes so they're a
[55:18]
no-brainer yeah we could make a decision
on the tent after we have prices
[55:22]
absolutely i think
i've got somebody that kind of owes me i
[55:26]
can approach them to see if they can
cover the tent and i would just donate
[55:29]
it okay all right all right so then may
we unless we find a great price on a
[55:34]
tent okay well we could take up already
on his offer this year because it's
[55:38]
close okay but i would certainly like to
purchase some chairs in a pa system now
[55:43]
anyway
so we have them for this function and
[55:46]
then they're just going to move into the
senior center okay um i just need all of
[55:51]
this stuff in the form of motion
uh okay i'd make a motion we give flow
[55:56]
our blessing for the ceremony on
wednesday september 11th that would move
[56:01]
that our town supervisor carl braminic
is the mc
[56:05]
and i would also move that we purchase
chairs and a pa system for the town
[56:10]
which will eventually end up in the
senior center
[56:13]
okay
and uh i need a second
[56:17]
second seconded by councilman trovey
we'll move to discussion any discussion
[56:21]
further discussion yeah i think we need
to get competitive bids on the chairs in
[56:26]
the pa system so we follow a protocol
we'll do everything for the procurement
[56:30]
policy
uh
[56:32]
we usually get about two to three
um estimates or price quotes from from
[56:37]
different vendors and then obviously go
with the lowest one
[56:41]
and go from
there okay that's all i have
[56:45]
i i just want to make a just an
observation
[56:48]
strictly one man's opinion here flo that
says
[56:51]
this is no reflection on you and the
work that you do along with your
[56:56]
uh deputies
[57:00]
not just me but i've heard it from
uh constituents of all of us
[57:05]
that last year's
ceremony kind of got away from
[57:10]
what this is supposed to be about
and
[57:15]
they were a bit concerned with
how all the political speeches and the
[57:22]
recognition of this and the recognition
of that and really we
[57:27]
they i
feel as though hey this is for the the
[57:31]
victims of 9 11.
this is not about patting anybody on the
[57:36]
back or getting patted on the back
so i you know i
[57:41]
i have no objection to doing this i i
think this is a great thing but i really
[57:45]
urge you flo
and mr m.c
[57:50]
to keep in mind what this is supposed to
be about
[57:53]
and can the political stuff because hey
there's lots of time for that this is
[57:58]
not the time or the place
just my opinion
[58:01]
[Music]
and i would certainly
[58:07]
be honored to serve
that was the emcee of this event i think
[58:11]
it's a wonderful event it's one of the
best ones in the county
[58:14]
uh flo does a fantastic job putting it
together
[58:17]
and uh you know i want to thank her for
that and um
[58:22]
yeah
good there you go
[58:25]
yes we do we'll call the question
uh all in favor all right hi all opposed
[58:31]
motion carried four to zero
and we'll get working on that right away
[58:36]
i'll be in touch with you already
yeah talk about the tent
[58:40]
i'll put a call right in and
the 20 by 20 is big enough you want a 20
[58:43]
by 40 or um
that might be too big it might be too
[58:47]
big we'll have to take a
measurement and they have the uh the
[58:50]
singers and the music people under it
maybe speakers right
[58:55]
and and um if we don't get the chairs
but then because they they have chairs
[59:00]
too
all right well we'll work on that
[59:05]
definitely talk about all that stuff
okay good good
[59:09]
okay next on the agenda surplus
equipment or consideration of surplus
[59:13]
equipment
uh we have
[59:17]
first order of surplus equipment is the
dco van
[59:21]
or the former dco van an 1898 ford
windstar
[59:25]
van it's a blue van serial number
2fmz
[59:30]
a515
[Music]
[59:38]
i would move that we
declare this as surplus equipment
[59:43]
no longer to be used by the town and to
[59:48]
sell to the highest bidder
uh for
[59:51]
auctions international second for the
sake of discussion seconded by
[59:56]
councilman spears we'll move to
discussion is there any equipment in
[59:59]
there that we need to remove that will
be used in the next vehicle for the dco
[1:00:04]
or yes i believe everything has been
removed i think there was a um there was
[1:00:08]
a magnet in there
i think a um
[1:00:13]
the uh what should i call it
catching metal dog
[1:00:18]
a sign magnet dog control officer
and then there was a um
[1:00:24]
uh
which
[1:00:26]
not a siren something like that i don't
know so but anything that was in there
[1:00:30]
has been removed all right so yeah
that's enough that's that's right and
[1:00:33]
the plates have been removed as well and
it has been taken off the insurance okay
[1:00:38]
yes
and the dog here and the dog here well
[1:00:41]
the dog here might still be in there but
um this was
[1:00:45]
looks like purchased in 2006 by us
[Music]
[1:00:50]
okay uh so all right we will call the
question all in favor aye aye all
[1:00:55]
opposed and most carried four to zero
also i want to thank
[1:01:01]
sergeant cirelli and
officer kalan for
[1:01:07]
working on this project
we've had we have sheds that are down by
[1:01:12]
the police department
and they haven't been looked at in years
[1:01:16]
and there was a lot of surplus equipment
that could have been sold
[1:01:21]
that was found
and a list has been put together for us
[1:01:27]
by
these sergeants or by sergeant cirelli
[1:01:31]
and officer caitlin sergeant sullivan i
want to thank because she did some of
[1:01:35]
the research
we did get a letter here from them today
[1:01:39]
um dear supervisor brabanik
officer kaelin and i cleaned out the
[1:01:44]
garage
and both sheds last tuesday i have
[1:01:48]
broken the categories down into items
that we could sell and items we simply
[1:01:51]
need permission to throw out
we separated the metal which we can
[1:01:55]
scrap and the computer parts will be
taken to advance recovery since they
[1:01:59]
agreed to take them free of charge i
removed all the hard drives and spoke
[1:02:03]
with kevin scully about their
destruction kevin scully is our i.t
[1:02:09]
vendor
the blow items are surplus items we can
[1:02:12]
auction and make a decent amount of
money on sergeant sullivan spoke with
[1:02:15]
goosetown last week
and
[1:02:18]
one the and once the account is set up
we will have them erase all the police
[1:02:23]
frequencies from each radio
according to goosetown each radio is
[1:02:27]
worth approximately three hundred
dollars there are a total of seven
[1:02:31]
kenwood model
tk790h radios
[1:02:35]
serial numbers as follows so i will move
that we declare the surplus equipment
[1:02:40]
the seven kenwood model
tk79011 radios or
[1:02:46]
790h radios
following serial numbers
[1:02:51]
seven zero one zero zero zero two seven
three one two three three three three
[1:02:56]
one
seven zero nine zero zero one four one
[1:03:01]
two one one zero zero two eight seven
six zero one zero zero two four nine
[1:03:08]
nine zero one zero zero three seven five
and four zero one zero zero five three
[1:03:14]
six is there a second second seconded by
councilman spears all in favor all right
[1:03:19]
hi all opposed motion carried four to
zero the following are old federal
[1:03:24]
signal vista light bars
officer kalan suggested that the minimum
[1:03:29]
bid for each is a hundred dollars so i
will move to declare this surplus
[1:03:34]
equipment as well
[1:03:37]
the serial numbers as follows for these
vista light bars
[1:03:43]
three 991
three four
[1:03:44]
three four three three seven four
four eight eight three nine zero six
[1:03:51]
zero six eight eight seven two zero one
zero four four
[1:03:55]
and zero zero four seven seven
so i'll move that as our seconds
[1:04:01]
seconded by councilman spears all in
favor aye aye all opposed motion carried
[1:04:06]
four to zero
the below items are to be discarded
[1:04:10]
properly
so i'll move to discard the following
[1:04:13]
items and declare a surplus equipment of
the town
[1:04:16]
two fire beam lights by federal signal
inoperable
[1:04:21]
two ibm computers with town deer park

[Music]
[1:06:02]
norma do you need any of this for the
music
[1:06:05]
it's pretty good it's historical it's
historical
[1:06:09]
an old ibm come on
is there a second yeah
[1:06:13]
[Music]
40 years this thing will be very second
[1:06:19]
all in favor aye aye all opposed and
motion carrying 4-0 uh one additional
[1:06:25]
motion move that the kenwood model
radios and the federal signal vista
[1:06:30]
light bars be sold on auctions
international
[1:06:33]
and um
[Music]
[1:06:36]
to be approved by the highest bidder
second seconded by councilman spears all
[1:06:41]
in favor
aye all opposed promotion carried four
[1:06:44]
two zero and that's it for surplus
equipment
[1:06:48]
wow yeah
that was painful
[1:06:52]
a lot of stuff
three developers yes a lot of stuff has
[1:06:56]
been in storage for many years uh next
on the agenda port jervis youth football
[1:07:00]
league permission the season is starting
soon uh they are going to be doing their
[1:07:05]
second season here at space park
and we are happy about that season will
[1:07:11]
start on august 31st
and and somewhere in the middle of
[1:07:15]
october so
um
[1:07:17]
my suggestion would be to
permit them use or permit the port youth
[1:07:22]
football league use of the football
field
[1:07:25]
from august 31st until october 31st
i would extend that by two weeks in case
[1:07:33]
i get in the playoffs oh okay
um so that would be what
[1:07:38]
11
[1:07:41]
15.
uh take it to the
[1:07:46]
18th 18th
okay so i'll entertain a motion
[1:07:50]
for that purpose yep uh
i'll make that motion that we approve
[1:07:54]
the poor jervis youth football league's
request for use of space park
[1:07:59]
from august 31st to november 18th second
for the sake of a discussion okay moved
[1:08:05]
by councilman spears in the second by
councilman dean we'll move to discussion
[1:08:09]
how does this work with insurance what
are we how's it the league has its own
[1:08:14]
insurance all their players have uh
medical insurance and the league has
[1:08:18]
liability insurance which they'll
excuse me name the town of deer park as
[1:08:23]
an additional insured okay great
okay so on file okay that's terrific
[1:08:29]
thank you
okay wonderful
[1:08:32]
any other questions
call the question all in favor aye aye

for department heads to put in their uh
[1:12:48]
requests for 2014
this was sent out to all department
[1:12:52]
heads and by email also by paper
so
[1:12:57]
everybody
received those request forms
[1:13:02]
according to the schedule i did put
together they are due
[1:13:07]
this friday
by 4 p.m department submit estimates to
[1:13:11]
the budget officer um from that or from
friday until september the 6th i will be
[1:13:17]
working on the budget officer's budget
and will submit the tentative budget to
[1:13:21]
the town clerk on september the sixth or
by september the sixth
[1:13:26]
uh once that's submitted
you will receive at our next board
[1:13:30]
meeting on the 9th of september
you will receive the tentative budget
[1:13:35]
for the town board and this is just
where the town clerk will give the
[1:13:40]
budget to all the town board members and
then you will have time to review that
[1:13:46]
that document up until september 23rd
at the september 23rd meeting
[1:13:52]
we will go over
any changes that we want to make to that
[1:13:56]
tentative budget
and hopefully pass a
[1:14:00]
2014 preliminary budget on that day
the preliminary budget the next day will
[1:14:06]
be put together given to the town clerk
and she will decide whether to accept it
[1:14:13]
or not and if it is completely accurate
she will accept it
[1:14:19]
then
from september 24th through november the
[1:14:22]
7th
this is the new york state comptroller's
[1:14:26]
annual review of our preliminary budget
they will give us recommendations for
[1:14:30]
any changes editions and deletions
november 7th is the thursday after
[1:14:35]
election day that will be a special
meeting
[1:14:39]
that will be our public hearing on the
2014 preliminary budget
[1:14:45]
and that revisions are due to the
comptroller's office
[1:14:48]
and our public recommendations you know
can be heard on that day as well
[1:14:53]
any time after that public hearing we
can vote to adopt a budget but the
[1:14:57]
budget has to be adopted by the 20th of
november
[1:15:01]
[Music]
and that's it very good
[1:15:04]
so if anyone has any questions i don't
know if you wanted to make a motion real
[1:15:08]

set the special meeting for the uh
[1:15:11]
public hearing on the preliminary budget
for november 7th to put that in stone
[1:15:16]

the
[1:15:40]
orange county award well deserved thank
you norma
[1:15:44]
and uh also i would like to thank flo
for many years of
[1:15:48]
the 9 11 ceremony is actually a thing
that the town of deer park has a lot of
[1:15:54]
a lot of pride in it's been well done
and
[1:15:57]
we look forward to another
another fine ceremony on wednesday
[1:16:02]

[1:16:30]
statements as of and for the six months
ending june 30th 2013
[1:16:35]
from our accountant robert schultz
i've had a little time to look at this
[1:16:40]
we're in uh we're in relatively good
condition
[1:16:43]
and uh i i'd like to uh i'd like to
express my thanks and and uh
[1:16:49]
on behalf of the taxpayers to the uh
department heads of the town of deer
[1:16:53]
park because
um they have
[1:16:57]
they have done a yeoman's job of
controlling spending and uh
[1:17:04]
it just it just goes to prove that with
some diligence
[1:17:08]
um
you can reign things in you can you can
[1:17:12]
actually be in the black
and not increase taxes and drive your
[1:17:19]
taxpayers crazy here because
it's been done and uh
[1:17:24]
i expect that uh
for the next few years we're going to
[1:17:27]
have a good election here coming up in
november and i expect for the next few
[1:17:30]
years that we're going to do our best to
continue in that vein
[1:17:35]
uh to be conservative uh both fiscally
and politically and uh
[1:17:40]
listen it it works and one of the things
that that kind of indicates it also is
[1:17:46]
the fact that nobody comes to a meeting
anymore so
[1:17:50]
uh i encourage people if listen if you
want to come to the meeting you have
[1:17:53]
something you want to talk about please
uh feel free but
[1:17:57]
um
again my thanks my personal thanks
[1:18:01]
to the
department heads of all the people who
[1:18:04]
work in the town because
they've done a great job of holding the
[1:18:08]
line
and it's encouraging to see and i
[1:18:11]
appreciate it
[Music]
[1:18:13]
thank you thank you thank you
and i second everyone's comments and i
[1:18:19]

it all but i hope everyone has a
wonderful rest of the summer be careful
[1:18:27]
on the river we're having some accidents

[1:18:35]
you know that river can be dangerous so
please be careful
[1:18:39]
